North Korea to target U.S. with nuclear, rocket tests

SEOUL (Reuters) - North Korea said on Thursday it would carry out further rocket launches and a nuclear test that would target the United States, dramatically stepping up its threats against a country it called its "sworn enemy".The announcement by the country's top military body came a day after the U.N. Security Council agreed to a U.S.-backed resolution to censure and sanction North Korea for a rocket launch in December that breached U.N. rules.North Korea is not believed to have the technology to deliver a nuclear warhead capable of hitting the continental United States, although its December launch showed it had the capacity to deliver a rocket that could travel 10,000 km (6,200 miles), potentially putting San Francisco in range, according to an intelligence assessment by South Korea."We are not disguising the fact that the various satellites and long-range rockets that we will fire and the high-level nuclear test we will carry out are targeted at the United States," North Korea's National Defence Commission said, according to state news agency KCNA.North Korea is believed by South Korea and other observers to be "technically ready" for a third nuclear test, and the decision to go ahead rests with leader Kim Jong-un, who pressed ahead with the December rocket launch in defiance of the U.N. sanctions.China, the one major diplomatic ally of the isolated and impoverished North, agreed to the U.S.-backed resolution and it also supported resolutions in 2006 and 2009 after Pyongyang's two earlier nuclear tests.Thursday's statement by North Korea represents a huge challenge to Beijing as it undergoes a leadership transition, with Xi Jinping due to take office in March.China's Foreign Ministry called for calm and restraint and a return to six-party talks, but effectively singled out North Korea, urging the "relevant party" not to take any steps that would raise tensions."We hope the relevant party can remain calm and act and speak in a cautious and prudent way and not take any steps which may further worsen the situation," ministry spokesman Hong Lei told reporters at a regular press briefing.North Korea has rejected proposals to restart the talks aimed at reining in its nuclear capacity. The United States, China, Russia, Japan and the two Koreas are the six parties involved."After all these years and numerous rounds of six-party talks we can see that China's influence over North Korea is actually very limited. All China can do is try to persuade them not to carry out their threats," said Cai Jian, an expert on Korea at Fudan University in Shanghai.Analysts said the North could test as early as February as South Korea prepares to install a new, untested president or that it could choose to stage a nuclear explosion to coincide with former ruler Kim Jong-il's Feb 16 birthday."North Korea will have felt betrayed by China for agreeing to the latest U.N. resolution and they might be targeting (China) as well (with this statement)," said Lee Seung-yeol, senior research fellow at Ewha Institute of Unification Studies in Seoul.
U.S. URGES NO TEST
Washington urged North Korea not to proceed with a third test just as the North's statement was published on Thursday."Whether North Korea tests or not is up to North Korea," Glyn Davies, the top U.S. envoy for North Korean diplomacy, said in the South Korean capital of Seoul."We hope they don't do it. We call on them not to do it," Davies said after a meeting with South Korean officials. As Japan prepares to shut down all of its nuclear reactors, North Korea has announced it will soon launch a third nuclear missile test.
The defiant Southeast Asian nation said Thursday it plans to launch a long-range ballistic missile, which can carry a nuclear warhead, despite a severe warning against the move from the United Nations.The international body has already imposed a number of economic and other sanctions against North Korea in an attempt to stop Seoul from continuing its headlong rush towards military nuclear development.But as Iran has done for years, North Korea also has ignored international efforts to impede the progress of its nuclear development activities.“Our long-range missiles are not only designed to launch satellites into orbit, but to carry nuclear warheads as well,” boasted the nation’s leader, Kim Jong-Un. In remarks carried by state media, Korea’s National Defense Commission said the planned launch would be part of an “upcoming all-out action” targeting the United States, “the sworn enemy of the Korean people.”
The statement came in the wake of a U.N. Security Council resolution passed Tuesday condemning North Korea’s Unha-3 (Milky Way 3) rocket launch putting a satellite into space last month.  The resolution also expanded existing sanctions against the country. The United States advocated for and supported the resolution.
Sources in the South Korean military warned in December 2012 that North Korea is able to fire missiles with a range of more than 10,000 kilometers – far enough to reach the western coast of the United States. The warning followed a test conducted earlier in the month by North Korea in which a ballistic missile was fired.On September 6, 2007, Israel destroyed a budding nuclear power plant being constructed in northern Syria with assistance from North Korea.Concrete evidence of North Korea’s involvement was provided to the U.S. Congress following the destruction of the facility.

A Likud activist who works on behalf of the party in Judea and Samaria on Thursday rejected claims that there had been a drop in support for the party in the region – and in fact, the situation was just the opposite, with levels of support rising for the party in Judea and Samaria.Rabbi Yehuda Glick said that in 90% of localities in Judea and Samaria, there were more votes cast for the Likud than there were Likud party members. There had been concern among some Likud activists in Judea and Samaria that many Likud members who had joined as part of the Manhigut Yehudit movement to vote in the Likud primaries would vote for Jewish Home or Otzma LeYisrael in the general election. But according to Glick, in the vast majority of cities and towns all Likud members voted for the party, with many others joining them.As far as the small minority of towns where Likud membership exceeded the number of votes for the party in the general election, Glick said that they were generally very small towns where many of the Likud members were soldiers who were on active duty, and had voted on their bases or at other polling stations.Glick, himself a member of the Likud, attributed the perceived “crisis” in relations between residents of Judea and Samaria and the party to actions by the Likud itself. “For example, there was tension in Beit El, where the Likud attacked the rabbinical leadership. Despite this, though, the Likud got a healthy turnout there, proving that the relationship between the party and residents of Judea and Samaria is sill healthy.”

12th Jewish Home Seat Smashes 'Equality' of Left and Right Blocs

According to the near final results of the votes of soldiers, diplomats, and prisoners that were being tallied Thursday morning, Jewish Home will be awarded a 12th Knesset seat, making it the fourth largest faction in the Israeli parliament. The seat will come at the expense of Arab party Ra'am-Ta'al, which goes down to four seats.With the twelfth seat, Bayit Yehudi, the representative party of the National Religious sector, matches the sector's historic record number of Knesset seats, achieved in 1977, when the National Religious Party received 12 Knesset seats. At that time, there was no Shas party, which was one of the main reasons for the party's going down in the following elections, so that the return to 12 seats is really a significant upward shift..
With the extra seat, the traditional “right-left” balance now falls on the side of the traditional right parties. Altogether, the Likud, Jewish Home, Shas, and United Torah Jewry have 61 Knesset seats between them. In recent days, media pundits had been promoting the idea that there was a 60-60 deadlock between left and right, but that included the Arab parties, who have never been in a coalition and are 11 of the so-called "left-bloc" seats.The illusion of a deadlock was broken Wednesday night, when Yair Lapid stated categorically that he did not consider himself a member of the “left bloc,” and that he would not join a bloc along with Arab MK Hanin Zoabi – who participated in the 2010 flotilla in which Hamas-allied terrorists attacked IDF soldiers - and would not stand in the way of a government to be formed by Binyamin Netanyahu, as Tsippi Livni and Shelly Yechimovich of Labor had pledged to do.The twelfth Jewish Home MK is Shuly Muallem, a resident of Gush Etzion and the widow of IDF officer Moshe Muallem, who was killed in a tragic IDF helicopter accident in 1997. Muallem is the deputy chairperson of the IDF Widows and Orphans Organization. Speaking to Arutz Sheva Thursday, Muallem said that “it was the votes of the soldiers that got me into the Knesset. As a widow of an IDF officer, I pledge to continue my activities on behalf of soldiers, and ensure that all Israeli share in the burden of serving and defending the country.”

Several records were broken in this year's national elections, among them the number of complete newcomers to the Knesset -- 50 -- and the rise in religiously-observant lawmakers, and women.
Among the 53 new lawmakers joining the 19th Knesset this year, nearly a third – 38 -- are observant members, a jump from 28 religious MKs in the prior session.In addition, 26 women have joined Israel’s new parliament, another record-setting increase from 21 in the 18th Knesset.Women will now  comprise 23 percent of the 19th Knesset – a statistic that outstrips the United States, where only 18 percent of the nation’s Congress are women, despite the record-setting membership of 98 female lawmakers on Capitol Hill.Veteran MK Tzipi Hotovely (Likud) is also a religiously observant Jew, and will undoubtedly find herself quite busy in helping to acquaint her peers with the "unspoken codes" she learned in her own first term in office.It is important to realize, however, that four parties – Likud (without Yisrael Beytenu), Labor, Bayit Yehudi and Meretz actually set quotas and set aside specific slots for female representation on their lists.Both hareidi-religious Jewish parties – United Torah Judaism and Shas –  did not allow women to run on their lists at all.There were also no realistic places on the lists for women on the Jewish-Arab Hadash and Israeli Arab UAL-Ta’al lists.A sampling of the new faces includes:Ayelet Shaked, (Bayit Yehudi) former bureau manager for then-opposition leader Binyamin Netanyahu (Likud) and chairwoman and founding member of the My Israel Movement together with Bayit Yehudi chairman Naftali Bennett.Yael German, former Mayor of Herzliya,Penina Tamnu-Shata, (Yesh Atid), attorney, first female MK of Ethiopian origin,Yifat Kariv (Yesh Atid), City Councilmember, Hod HaSharon

Israeli voters force Netanyahu to seek centrist partner

JERUSALEM (Reuters) - Israel's next government must heed voters and devote itself to bread-and-butter issues, not thorny foreign policy problems such as Iran's nuclear plans and the Palestinian conflict, senior politicians said on Thursday.Israelis worried about housing, prices and taxes have reshaped parliament, forcing Prime Minister Benjamin Netanyahu to woo their centrist champion as his main coalition partner.
Final results from the January 22 national election were due later on Thursday, but were not expected to differ significantly from published projections.Defense Minister Ehud Barak told CNN that voters had imposed new constraints on the next government."It will be much more balanced, probably limited, cannot do whatever it wants and will have to take into account the growing pressure from within to focus on many internal issues," he said.Yair Lapid, the surprise success of Tuesday's ballot, stormed to second place with 19 seats in the 120-member assembly against 31 for Netanyahu's alliance of his Likud party ultra-nationalists led by former Foreign Minister Avigdor Lieberman.Formal coalition talks have yet to begin, but Netanyahu swiftly adopted chunks of Lapid's election platform as his own after the poll, keen to seal a deal that would create a solid base of 50 seats before drawing in other partners from the right or centre needed for a stable ruling majority.Lapid said "color had returned to the cheeks" of Israelis following the vote, adding that he was happy Netanyahu had now embraced his party's themes of "equal sharing of the burden" and helping the middle class, especially with housing and education."Equal sharing" is political code for meeting the complaints of secular tax-payers about the concessions given to the ultra-Orthodox, whose menfolk study in Jewish seminaries, often on state stipends, and who are not drafted into the army.
"EQUAL BURDEN"
Lulled by pre-election opinion polls, Netanyahu may have assumed he could coast back to power at the head of a right-wing coalition enthused by his mission to halt Iran's nuclear drive and eager to settle more Jews in the occupied West Bank.But his Likud party and Lieberman's Yisrael Beitenu lost 11 of the seats they had won at the last election in 2009, punished by voters more preoccupied with problems of daily life.
Lieberman said he and Netanyahu shared with Lapid and Naftali Bennett, leader of a new far-right party, the goals of "equal burden, living costs and affordable housing".But Lieberman told Army Radio reaching a similar consensus on foreign policy might prove elusive. "We can start with diplomacy, but that will impair the government's functioning," he said. "This government must focus on domestic issues."In its first reaction to the election, the United States, Israel's chief ally, renewed a call for resuming stalled peace talks with the Palestinians, but huge obstacles remain, even if the next Israeli government gains a more moderate flavor.
Yasser Abed Rabbo, a member of the PLO executive committee, said Palestinian leaders were watching for change after a vote that had given Israel a "new and different opportunity".He told reporters any renewed talks must be based on creating a Palestinian state on the pre-1967 war lines."We are not ready to be part of the process of more political theatre or to give cover for government policy which represents the same policies as the last one, while settlements continue and we experience daily killing and repression."
U.S.-brokered peace talks broke down in 2010 amid mutual acrimony. Since then Israel has accelerated construction in the West Bank and east Jerusalem - land the Palestinians want for their future state - much to the anger of Western partners.
RAZOR-THIN
Complicating Netanyahu's quest for a workable coalition is the difficulty of reconciling the demands of a dozen factions in parliament, where those on the right hold a razor-thin edge.Lapid, a former TV anchorman who only founded his Yesh Atid (There is a Future) party a year ago, seeks to end exemptions from military service for Israel's 10 percent minority of ultra-Orthodox Jews who also receive generous state benefits.
Those privileges were extracted from successive governments by religious parties such as Shas and the United Torah Party in exchange for their backing. The two parties have a combined total of 18 seats in parliament, and Netanyahu is likely to want to include at least one of them for a broad-based coalition.
He may also turn to the hardline Jewish Home group led by his former protege Bennett, a millionaire software entrepreneur, which won a projected 12 seats."Jewish Home can certainly be one of the desired partners in the new coalition," Likud lawmaker Zeev Elkin told Israel Radio.However, Bennett has denounced the idea of Palestinian statehood and advocates annexing swathes of the West Bank, putting him at odds with Lapid, who wants "divorce" talks with the Palestinians to end the decades-old Middle East conflict.The Labour party, which came third with 15 seats after putting economic and social issues at the forefront of its campaign, not the Middle East peacemaking it once championed, has vowed not to join any Netanyahu-led coalition.Once official results are announced on January 30, President Shimon Peres will ask someone, almost certainly Netanyahu, to try to form a government, a process that may take several weeks.

VATICAN CITY (AP) — Pope Benedict XVI put church leaders on notice Thursday, saying social networking sites like Facebook and Twitter aren't a virtual world they can ignore, but rather a very real world they must engage if they want to spread the faith to the next generation.The 85-year-old Benedict, who tweets in nine languages, used his annual message on social communications to stress the potential of social media for the church as it struggles to keep followers and attract new ones amid religious apathy, competition from other churches and scandals that have driven the faithful away.Archbishop Claudio Maria Celli, head of the Vatican's communications office, cited a 2012 study commissioned by U.S. bishops that found that 53 percent of Americans were unaware of any significant presence of the Catholic Church online.
Other studies, Celli said, made clear that the "millennial generation" of people born after 1982 use Facebook, Twitter and YouTube far more than their parents as primary sources of information, entertainment and sharing political views and community issues."The digital environment is not a parallel or purely virtual world, but is part of the daily experience of many people, especially the young," Benedict said in his message. "Social networks are the result of human interaction, but for their part they also reshape the dynamics of communication which builds relationships: a considered understanding of this environment is therefore the prerequisite for a significant presence there."Benedict himself still writes longhand, but he is a superstar online, with 2.5 million Twitter followers, nearly 11,000 of them following his Latin tweets alone. IMF chief: 2013 is make-or-break year for eurozone

BERLIN - International Monetary Fund (IMF) chief Christine Lagarde has said that eurozone leaders should "keep the momentum" of reforms like the banking union, as recession is now forecast to linger on in 2013.
"2013 will be a make or break year. The biggest risks are in the developed countries - Japan, the eurozone and the US, there are threats if they don't keep up the momentum," Lagarde said on Wednesday (23 January) during her speech at the World Economic Forum in the Swiss resort of Davos.Earlier that day, the IMF revised its global growth forecast, giving a more pessimistic outlook than three months ago: instead of a 0.1 percent increase in the eurozone this year, the Washington-based lending body now predicts a recession of 0.2 percent.Lagarde said it was important for the eurozone to have a functional banking union in place as soon as possible, in reference to current negotiations on setting up a single supervisor for banks, to be hosted by the European Central Bank."Fiscal consolidation, however painful it may be in some areas of the eurozone, must continue, as well as a clear focus on jobs," Lagarde said.She repeated what top economists at the IMF admitted in a study earlier this month - that "policy makers did not pay enough attention to inequality" and focused too much on spending cuts at the expense of the most vulnerable in the society.
"What is less clear is how to achieve that inclusive growth. Minimum wages can also work sometimes, but if there is any priority, it should be youth employment," she said.Over half of young people in Greece and Spain are out of a job, as national economies continue to shrink, the fourth year of recession for Greece and the second for Spain.Lagarde, a former French finance minister under whose leadership the IMF has become more sympathetic to social woes, criticised the vested interests and corrupt networks in the financial sector, saying they were at the root of the 2008 financial crisis."Too much activity was hidden away in shadowy corners. Things have changed, but we need further and better changes in 2013, to finish up the financial sector reform, for instance on shadow banking and derivatives," she noted.The EU is struggling to strengthen rules for the financial sector, but critics say the new laws have been watered down by lobbying from banks and investment funds.

World Bank highlights growth outside the EU crisis

BRUSSELS - For those suffering from eurozone crisis syndrome, it is easy to forget that an economic world exists beyond the EU's borders.For all the talk of recession and depression it would be a mistake to think that economies are in retreat the world over. In reality, most of the world is growing - and not just the usual suspects.While the US, the EU and Japan tread water, five years after the start of the financial crisis, the 150 or more countries of the developing world are growing at an average of 5.1 percent.Indeed, the World Bank which, like an increasing number of economic authorities, believes that the worst of the crisis may be over, expects the growth rate to hit 5.5 percent in 2013 and 5.8 percent in 2014 - closer to the pre-crisis rates of between 7 and 8 percent.In the words of the Bank's Andrew Burns, speaking with this website, the prognosis for the world economy in 2013 is "relatively sombre but has an upside to it."A Canadian economist and senior advisor, Burns is the author of the Washington-based body's annual Global Economic Prospects report. One of the main findings of the 2013 study, published last week, is that while developing economies have been hit by the problems in the US and Europe, they are still "the main driver of global growth."For European readers, the report is a deflating, but scarcely surprising, text.The World Bank expects the eurozone to remain in recession for the first half of 2013, contracting by a further 0.1 percent over the course of the year. Meanwhile, Europe's economic rivals in the US and Japan will see meagre growth of 1.8 percent and 0.8 percent, respectively.So is this further proof of the slow decline of the western economic superpowers? There is no doubt that the world's richest societies are not getting much richer. With a rate well over 7 percent, China almost certainly achieved more growth in 2012 than the eurozone will see in the 2010-2019 decade.Burns acknowledges that the global gap between rich and poor is slowly closing, but emphasises the magnitude of the economic chasm that still exists."The gap is closing but per capita incomes in developing countries are still less than 10 percent [of those in the industrialised world]. Even if you have the same growth rates as now, in 2050 developing countries are still going to be half of the GDP of high income countries in 2010," he said.That said, we are still looking at a huge rebalancing of the world economy.Even the near 10 percent figure in 2012 is a leap from the meagre 3 percent per capita income levels that existed in 1992.As developing countries get stronger, the dynamic of world trade is also evolving, with countries more reliant on trade with each other than on access to the US, Japanese and European markets.Says Burns: "This trend is marking the world going forward and it means that the relationship between developing countries and the rest of the world is changing. So in 2011, for the first time, more than 50 percent of developing countries trade was with other developing countries, not the high income countries. That was partly because of the weaknesses in the high income world but also a reflection that developing countries are growing."Meanwhile, even if most economic pundits tend to focus on the so-called tiger economies in South and East Asia, Burns noted: "what is surprising is the fact that Africa is one of the fast growing regions in the world.""If you take South Africa out of the aggregate, sub-Saharan Africa is growing at 5.8 percent, over a third of countries in the region are growing at over 6 percent, and it's the only area where foreign direct investment (FDI) actually went up last year. It's a place where things are happening," he added.While resource-rich African countries have benefited from the recent spike in commodity prices, the changes go deeper, with increasing levels of investment in telecoms, e-commerce and consumer goods distribution and with a growing middle-class to support it.The EU is anxious to get any economic advantage it can.The European Commission has opened negotiations on free trade agreements with a string of countries ranging from Japan to India and to the seven countries in the south-east Asian Asean group.But Burns says that developing countries are at the same time discovering the rewards not just of regional or bilateral trade deals, but also of voluntarily reducing their own tariff restrictions."Regional trade agreements have, on balance, been trade creating not diverting, but probably as important has been the unilateral recognition that trade is good ... As a result, we see that trade in Africa has exploded, and average tariffs in Africa have come down from 30 percent in the 1990s to around 10 percent now," he said.The good news for the developing world comes with a warning, however.The World Bank says the dilemma of how to cut budget deficits while simultaneously paying for infrastructure investment applies as much to the developing world as to Europe.Austerity the world over? Monti attacks 'short-termism' in EU politics

BERLIN - Italy's outgoing Prime Minister Mario Monti on Wednesday (23 January) criticised fellow EU leaders for the way they dealt with the euro crisis and said corporations are blocking reforms in order to promote "vested interests" in Europe."Leadership is the opposite of short-termism. And there was short-termism in the initial response to the euro-crisis," Monti said in a speech at the World Economic Forum, a yearly gathering of political leaders in the Swiss resort of Davos.The technocrat and former EU commissioner took over the reigns of power in 2011, when his predecessor and convicted fraudster Silvio Berlusconi stepped down amid market pressure which drove Italy close to a bailout.Monti praised the Italian people for trusting him and for enduring the sacrifices that were needed to bring Italy back on track.Without naming Berlusconi, he blamed the previous generations of Italian leaders who failed to transform the country, accumulated debt and allowed corruption and vested interests to flourish.He spoke frankly about "northern leaders" - a hint to German Chancellor Angela Merkel and her Dutch and Scandinavian allies - who "failed to recognise the systemic component of the crisis," meaning that markets mistrusted Italy even when it started to clean up its act, because there was no confidence in the euro as such.As seen in Italy, Monti said painful reforms everywhere in Europe can be accepted by the public if they see justice and fairness, instead of the rich and privileged being let off the hook."I saw corporate interests having rather more taxes than opening markets. Sometimes their resistance is camouflaged behind traditional ideas. Vested corporate interests are found throughout the EU, not just Italy," Monti said.As for his own political choices, Monti - who so far had never been a political party member - said he took the decision to lead a coalition of centrist parties in the general elections on 24-25 February despite it being "against my nature and my personal interest.""The essence of my endeavour is to build a highly competitive social market economy in Italy and in Europe. It is an ambitious agenda but we owe it to our people, to the most fragile who pay the price of unemployment. They are victims of governments not strong enough in confronting corruption, vested interests, tax evasion, market manipulation," he said.

Cameron is right

The former internal market commissioner, who authored a plan on how to improve the EU single market a few years ago, said he agrees with British Prime Minister David Cameron on one issue: that the single market is not working properly.Cameron earlier on Wednesday said he wants Britain to renegotiate the terms of its EU membership, focusing on the single market, and then to submit the new deal to a referendum in 2017.
Monti said he also sees the "advantage" of putting the "real question" to the British people: whether they want to be in or out of the EU, rather than playing around with "marginal" questions."I don't know what the British people will say, but I am confident that all the costs and benefits of this decisions will come up and facilitate a positive decision for all Europeans," he said.

Russian Foreign Minister Sergei Lavrov on Wednesday warned against the idea of strikes against Iran’s nuclear facilities, RIA Novosti reports.
The remarks were made after Prime Minister Binyamin Netanyahu, in a speech given after he was reelected for a third term, said that one of the principles of his new coalition would be preventing Iran from getting a nuclear bomb.“Attempts to prepare and carry out strikes on Iranian nuclear facilities are a very dangerous idea,” RIA Novosti quoted Lavrov as having said at a press conference in Moscow.“We hope that these ideas and statements will not be realized,” he added. Addressing the talks between Iran and the International Atomic Energy Agency (IAEA), Lavrov said that the Iranians to speed up the proceedings."The Iranians said they wanted to sign an agreement. We believe they can do it a little faster than they have so far," said Lavrov.
The IAEA and Iran have been holding talks over the atomic agency’s request to access sites where it believes the Islamic Republic has been conducting nuclear weapons tests.Another round of talks was held last week but no deal was reached, as diplomats briefed afterwards voiced skepticism that more talks next month could bridge the differences.The United States, Israel and some of their allies accuse Iran of pursuing military objectives in its nuclear energy program. Iran rejects the allegations, arguing that it is entitled to develop and acquire nuclear technology for peaceful purposes.Russia has said it will scuttle any UN Security Council resolution which could be interpreted as allowing military action against Iran.Netanyahu told visiting U.S. Senators last week that “history will not forgive those who do not stop Iran's nuclear program,” adding that “a nuclear Iran is the problem of the world.”In November Netanyahu indicated that by the time his next term as Prime Minister is over, Iran will not have a nuclear weapons program, stressing that if it is necessary, he will lead an independent Israeli attack against Iran, even without the support of the United States.

Syrian jets bomb rebel-held areas near Damascus

BEIRUT (AP) — Syrian warplanes bombed rebel-held areas near Damascus on Thursday as President Bashar Assad's troops battled opposition fighters for control of a strategic road that links the capital with the main airport.The fighting around Damascus was part of the government offensive to dislodge rebels from towns and villages ringing the Syrian capital — areas that have been opposition strongholds since the uprising against Assad's rule began nearly two years ago.The Britain-based Syrian Observatory for Human Rights said fighter jets carried out eight airstrikes on Daraya, a strategic suburb close to a key military air base southwest of Damascus. The group, which relies on reports from activists on the ground, also said heavy fighting was reported near Damascus International Airport and that the regime was shelling the town of Aqraba along the airport road.There were no immediate reports of casualties.According to the United Nations, more than 60,000 people have been killed in the Syrian conflict, which began when opposition supporters took up arms to fight a brutal government crackdown on dissent.Because of its strategic location near a military base, Syrian troops have been pounding rebel positions in Daraya for weeks. Earlier this month, the government claimed its troops had regained control over much of the district from where the rebels have been threatening Damascus, the seat of Assad's power.Activists posted a video of the Daraya fighting online that shows artillery shells slamming into concrete buildings, sending plumes of thick, white and gray smoke into the sky.Daraya is flanked by the key districts of Mazzeh, which is home to the military air, and Kfar Sousseh, where the government headquarters, the General Security intelligence agency's head office and the Interior Ministry are located.State-run news agency SANA said troops have been battling rebels in the oil-rich province of al-Hasaka in the country's northeast, killing and wounding several "terrorists" — the term the government and state media use to refer to rebels.Also in the north, SANA said terrorists shot and killed a math teacher, Nabih Jamil al-Saad, on Wednesday near his home in the town of Hmaida in Raqqa province. A day earlier, rebels killed Mamdouh Abudllah Bin Abd Dibeh, a cardiologist, in front of his clinic in Sheik Mheddin area of Damascus, SANA said.It was not clear if either the teacher or the doctor had ties to the regime. Rebels have targeted government officials, civil workers and prominent personalities, such as actors, who are known Assad supporters.In a separate report, SANA said many residents of the central town of Salamiya in Hama province took part in a funeral procession for those killed in a car bomb explosion at a headquarters of a pro-government militia late Monday. The Observatory said earlier that at least 42 people were killed in the car bombing, but SANA did not say how many died.In photographs published by the official news wire, dozens of men are seen standing in front of 11 caskets, wrapped into Syrian flags. Clashes in Egypt on eve of uprising anniversary

CAIRO (AP) — Egyptian riot police fired tear gas and clashed Thursday with dozens of protesters as they tried to tear down a cement wall built to prevent demonstrators from reaching the parliament and the Cabinet building in central Cairo.The violence came on the eve of the second anniversary of Egypt's uprising that toppled longtime authoritarian President Hosni Mubarak. Three weeks of mass protests that erupted on Jan. 25, 2011, eventually forced Mubarak out of office.Since then, Egypt underwent a tumultuous transition under the interim leadership of military generals until the election last June of Mohammed Morsi of the Muslim Brotherhood group. His first six months in office were marked by political tensions, street clashes, and an economic crunch that sapped his popularity.Thursday's clashes may foreshadow a violent anniversary on Friday, when youth activists and opposition groups have called for large rallies in Cairo's Tahrir Square and in front of the presidential palace in the upscale Heliopolis suburb.The opposition has demanded a suspension or radical changes to be made Egypt's newly adopted constitution, which an Islamist-dominated constituent assembly drafted amid deep polarization and mass street protests.The constitution, which many Egyptians see as a detrimental to civil liberties and a precursor to a religious state, passed with a 64 percent "yes" vote in a December referendum in which around 33 percent of voters took part.In an online video message posted on Thursday, the nation's most prominent opposition leader Mohamed ElBaradei urged Egyptians to rally in the streets but warned that change will take time."I demand from each one of you, all across Egypt, to prove that the revolution must continue and much be completed," said ElBaradei, a Nobel Peace Prize laureate and former head of the U.N. nuclear agency in the message."Egyptians rose up for the sake of freedom, dignity and social justice," he said. He spoke on condition of anonymity because of the sensitivity of the issue.Egypt witnessed some of its worst street clashes on Dec. 4, when supporters of the Muslim Brotherhood clamped down on tents and protesters holding a sit-in in front of the presidential palace. Clashes ended with 10 dead and hundreds injured on the two sides.The Brotherhood said it would mark the anniversary by planting a million trees in a campaign entitled "Let's build Egypt."In a statement posted on the group's official website, its leader, Mohammed Badie, advised Muslims to "watch their enemies," invoking challenges the Prophet Muhammad faced while founding a new state in the holy city of Medina in the 7th Century.
Commemorating the prophet's birthday, a national holiday, Badie said Muhammad faced "hypocrites, filled with hatred and envy for the emerging group."

With 99 percent of the votes counted, it seems that Prime Minister Binyamin Netanyahu may have a hard time creating the next coalition. Despite Netanyahu’s significant lead over rival parties, the right-wing and left-wing blocs are now evenly matched with 60 seats each.Netanyahu’s Likud, which ran together with Yisrael Beytenu, took 31 seats. In second place is Yesh Atid with 19 seats, followed by Labor with 17.
Shas and Bayit Yehudi (Jewish Home) won 11 seats each. Yahadut HaTorah (Gimmel) got 7 seats, an increase over its current six.Tzipi Livni’s Hatnua party got 6 seats, the Jewish-Arab Hadash party took 4 4, Meretz appears to have 6, the other Arab parties together earned 7, and Kadima appears to have passed the voting threshold with just 2 seats. Otzma L'Yisrael (Strong Israel, led by MK Michael Ben Ari) may not have made it into the Knesset.While the numbers do not quite add up, as the final calculations have not been completed, the final breakdown will apparently leave current coalition members Likud, Bayit Yehudi and the hareidi-religious parties Shas and Yahadut HaTorah with a total of 60 seats, and Yesh Atid, Labor, Hatenua, Meretz, Kadima and the Arab parties with a total of 60 seats.Netanyahu may be able to include Yesh Atid in his coalition.Yesh Atid head Yair Lapid, a longtime popular TV anchor until exactly one year ago, and son of the former far-left secular Shinui party head Tommy Lapid, defines his party as centrist rather than left-wing, and has not ruled out the possibility of joining a Likud-led coalition.However, the party’s strong stance in favor of mandatory IDF recruitment for hareidi-religious yeshiva students may make it difficult for Netanyahu to include both Lapid’s party and the hareidi-religious parties in a coalition. The dilemma will undoubtedly raise the necessity of negotiations for a compromise -- at best -- over the critical and delicate issue.

Likud’s own advertising cost it a right-wing majority in Knesset, MK Uri Orbach (Bayit Yehudi) claimed Wednesday.Likud focused on attacking the Bayit Yehudi (Jewish Home) party in recent weeks, primarily by portraying its candidates as extremists. According to Orbach, the ads convinced many young voters not to vote for Bayit Yehudi – but instead of choosing Likud Beytenu, they turned left and voted for another new party, the Yesh Atid party led by Yair Lapid.Lapid’s party was the surprise of the elections, winning 19 seats in place of the 11-12 that it had been predicted to receive.Yesh Atid describes itself as centrist, and may be willing to join a coalition led by Netanyahu. However, with its unexpected size, the party may also have the option of aligning with the left and blocking a second consecutive term for Netanyahu, although its chances of forming a government are not realistic.Orbach blamed the Otzma L'Yisrael party, as well, for the failure of the right wing and hareidi-religious parties to earn a majority of Knesset seats. The party, led by MK Michael Ben Ari and Dr. Aryeh Eldad, formerly of Ichud Leumi, failed to pass the threshold to enter Knesset and the roughly 60,000 votes it earned did not go toward more Knesset seats for the political right.
Prime Minister Binyamin Netanyahu seemed unconcerned Wednesday by reports showing the right and left-wing blocs evenly matched with 60 seats each. In a statement he thanked Israelis for turning out to vote Tuesday. The left-wing bloc includes the Arab parties and since they have never been coalition partners, is not a relevant comparison.“The results clearly show that Israel’s citizens want me to continue as Prime Minister,” he declared, “and want me to put together as broad-based a coalition as possible.” The new makeup of the Knesset provides an opportunity for “many changes,” he added.Netanyahu’s apparent calm may indicate confidence that the Yesh Atid party will agree to join him in a coalition despite its inclusion in the left wing bloc in various media reports. Yesh Atid head Yair Lapid has previously indicated that he is willing to join any government that will agree to his party’s major platform points, including IDF enlistment for hareidi-religious yeshiva students.

Pessimism in the Palestinian Authority about the prospects for peace with Israel has followed the country’s national elections on the “morning after.”
“I don’t see a peace coalition or a peace camp emerging now and revitalizing itself,” said Hanan Ashrawi, a member of the Palestine Liberation Organization (PLO) Executive Committee.Going into the elections, Ashrawi had told the Saudi Okaz newspaper, “elections in Israel will bring about an even more extreme right-wing government that will seek to destroy the possibility of peace, not only in the Israel-Palestinian arena, but in the entire region.”Ashrawi followed up with reporters again at a news briefing in Ramallah on Wednesday, the day after 66.6 percent of Israelis cast their ballots in what at first appeared to be a near-even split between the right and left-wing camps.With 99 percent of the votes counted, the left and right were only really even if one included the Israeli Arab parties among the leftist bloc. Such parties include Knesset members such as Ahmed Tibi, Haneen Zouabi and Jamal Zahalka, all of whom have bluntly advocated the elimination of the “enemy” State of Israel, and expressed their hope for the Palestinian Authority, as “Palestine,” to rise in its place.
A right-wing coalition is still likely to be put together by Prime Minister Binyamin Netanyahu, who like other faction leaders is actively engaged in trying to form a winning combination. But it is probable Netanyahu will have to moderate his coalition and create a more centrist government, this time around. The reason: a dramatic drop in mandates for the Likud-Beytenu list and the rise to second place of centrist former TV news anchor Yair Lapid’s “Yesh Atid” (There is a Future) party.Lapid campaigned on a platform that highlighted what he called the “equal share of the burden, the cost of living and housing.” He adamantly maintained to reporters that his primary responsibility was to “raise the issue of the middle class.”The leftist Labor party, led by another former journalist, Shelley Yechimovich, is in third place, having won 15 mandates. She is followed by two right-wing parties tied with 11 seats each - hareidi-religious Sephardic Shas party, and Bayit Yehudi (Jewish Home) led by another newcomer, former IDF special ops officer Naftali Bennett.The Bayit Yehudi leader also referred to taking care of the “equal share of the burden” in his post-election remarks on Wednesday, saying “the public went for something new. Both Yair Lapid and we are new. The public is now waiting to see the results. Our commitment is to restore the economy and take care of the equal share of the burden.” Leftist Tzipi Livni’s “HaTnuah” party won 6 votes, as did the far-left Meretz party. The United Arab List-Ta’al party won 5 seats, and Balad won 3. The Arab-Jewish “Hadash” (New) party won 4 seats, and the once-powerful Kadima party, founded by former Prime Minister Ariel Sharon, squeaked in with a bare 2 seats.

250,000 ‘Wasted’ Votes in 2013 Elections

Nearly a quarter of a million voters chose parties that did not make it into the Knesset this time around.
The ‘Otzma L’Yisrael’ party (Strong Israel) came closest to reaching its goal, but failed to pass the 2 percent threshold needed to enter the parliament. The party, led by MK Michael Ben Ari, earned 61,825 votes, and lacked the 15,000 more needed to break the barrier.The ‘Am Shalem’ party was next, with 42,095 mandates, also lacking enough to enter the Knesset.Both were followed by several other, smaller new parties, all of which made poor showings and had no chance of entering.
Among them were Rabbi Amnon Yitzchak’s ‘Koach L’Hashpiah’ (Power to Influence)  party, with 26,744 votes; ‘Eretz Hadasha’ (New Land) with 26,331 votes; and the ‘Calcala’ (Economy) party, which won only 1,881 votes despite publicity for its controversial ads and use of celebrities. The final votes from Tuesday’s national election will be counted beginning today (Wednesday) in the evening. When the tally is completed, the threshold for entering the Knesset is expected to be set at 76,100, according to the Central Elections Committee.
At present, the threshold is being set at two percent of the total number of votes, which are still being tallied due to the submission from polls among IDF soldiers in the field.


Meretz Urges the Left to Block Netanyahu Coalition

As results from the elections become clearer, hope is growing on the far left that the left wing will be able to block Prime Minister Binyamin Netanyahu by preventing him from forming a new coalition. Without support from parties that  can form a bloc with a total of over 60 seats, Netanyahu will not be named the next prime minister.Zahava Galon, chairwoman of the far-left Meretz faction, met Tuesday night with Yair Lapid, Shelly Yechimovich and Tzipi Livni, the heads of Yesh Atid, Labor and Hatnua respectively. “Don’t throw Bibi Netanyahu a lifeline,” she urged them.Galon had previously urged Yesh Atid and the left to stand with Arab parties to thwart Netanyahu. “We have the opportunity to create a bloc – center, left, and Arabs,” she declared Tuesday night.“The time has come,” she continued. “This could be an historic opportunity to replace the extreme-right regime that has trampled democracy.” She called on her fellow party heads on the left to “create a bloc to block the extremist Bibi, in order to preserve democracy and restore sanity to Israel.”Galon’s proposed 60-seat bloc would have to include both Yesh Atid and the Arab parties Balad and Ra’am Ta’al, a prospect that seems unlikely given Yesh Atid’s centrist stance on defense and diplomacy and Balad and Ra’am Ta’al’s extremism, which has included support for terrorists.Labor head Shelly Yechimovich has also expressed hope that the left will be able to block Netanyahu. Her proposal includes seeking support from the hareidi-religious factions Shas and Yahadut HaTorah (Gimmel) rather than Balad or Ra’am Ta’al.Both plans rely on Yesh Atid to prefer toppling Netanyahu to joining his government as the second most powerful party.

The Electoral System in Israel

Summary:
Israel has an electoral system based on nation-wide proportional representation, and the number of seats which every list receives in the Knesset is proportional to the number of voters who voted for it. The only limitation is the 2% qualifying threshold. In other words, a party must receive at least 2% of the votes in order to be elected. According to this system, the voters vote for a party list, and not for a particular person on the list. Since the institution of the primaries system in some of the parties, these parties directly elect their candidates for the Knesset. Some of the parties elect their candidates via the party's institutions. In the ultra-religious parties their spiritual leaders appoint the candidates. The Knesset elections take place once every four years, but the Knesset or the Prime Minister can decide to hold early elections, and under certain circumstances can serve for more than four years.

Unlike most of the Western parliamentary democracies, the system in Israel is followed in an extreme manner, and the only limitation on a list which participated in the elections being elected is that it should pass the qualifying threshold, which is currently 2%. (Until the elections to the 13th Knesset the qualifying threshold was only 1%. During the 16th Knesset, the law changed the threshold from 1.5% to 2%.).
Historical Background


The State of Israel inherited the rigid system of proportional representation from the political system of the yishuv (the organized Jewish community) in mandatory times. This system was based on the zeal with which the various political parties - in which ideology and personalities played a major role - fought to preserve their independence. The justification given for the large number of parties resulting from the system was, that in a period in which major, far-reaching and rapid changes were still taking place in the population make-up as a result of immigration, it was important to enable maximal representation for various groups and opinions.
The Legal Basis for the System


The electoral system is based primarily on two laws: the Basic Law: the Knesset of 1958 and the Knesset Elections Law (combined version) of 1969. Since the Parties Law of 1992 was passed, only registered parties can present a list of candidates and participate in the elections.
The Principles Upon Which the Electoral System is Based


The general framework for the elections was laid down in article 4 of the Basic Law: The Knesset, and according to it the Knesset is to be elected in general, country-wide, direct, equal, secret and proportional elections. This article can only be amended by a vote of a majority of the Knesset members. The principle of the generality of the elections ensures the active right of every Israeli citizen, who is at least 18 years old, to vote and the right of every Israeli citizen, who is at least 21 years old, to be elected. Even though the Basic Law: The Knesset gave the legislator the power to deny the right to vote to anyone as it may see fit, the Knesset has never made use of this power. Those holding certain official positions, such as the President of the State, the State Comptroller, judges or dayanim, career officers, and senior civil servants, may not stand for election to the Knesset. However they can contend if they resign from their post 100 days or 6 months before the elections, depending on the public position, as the law specifies.
The principle of country-wide elections states that Israel is a single electoral district insofar as the distribution of Knesset seats is concerned. Direct elections mean that the voter elects the Knesset directly, rather than an electoral college (as is the case in the election of the President in the United States). Equal elections apply to equality amongst the votes given, and the Supreme Court laid down that the principle of equality relates to equality of opportunities for all the lists participating in the elections as well.
The principle of secrecy ensures fairness in the elections and aspires to prevent the placing of effective pressure on voters, since no one has any way of knowing how they actually voted. The principle of proportionality manifests itself in that all the lists, which get past the qualifying threshold, are represented in the Knesset by a number of members which is proportional to their electoral strength.

The Frequency of Elections


The Knesset elections are supposed to take place every four years. The Knesset can decide, by an ordinary majority, to dissolve itself and call for early elections. Under the direct vote for Prime Minister system, the Prime Minister could notify the President of early elections. After the abolishment of that system, the Prime Minister can recommend to the President to call for early elections, but the Knesset can block that initiative. The elections to the Second (1951), Fifth (1961), Tenth (1981), Eleventh (1984), Thirteenth (1992), Fourteenth (1996), Fifteenth (1999), Seventeenth (2006), and Eighteenth (2009) Knessets were all held before the due date by the Knesset's initiative. The elections for the Sixteenth Knesset were brought forward by the initiative of the Prime Minister. The Knesset can also decide, by a special majority, to prolong its term beyond four years. This happened in the case of the elections to the Eighth Knesset (1973) which were delayed because of the Yom Kippur War. In either case of delayed or early elections, the newly formed Knesset is meant to serve a full four-year term from the date of elections as determined by the law, regardless of the election date.

Who Can Participate in Elections?


The contest in the elections is among lists of candidates. Since the Parties Law was passed in 1992, only a party, which has been legally registered with the Party Registrar, or an alignment of two or more registered parties, which have decided to run in the elections together, can present a list of candidates and participate in the elections (for example, in the elections for the fifteenth Knesset, the list "One Israel" was composed of three parties; Labor, Gesher and Meimad). A party can informally add to its list bodies or personalities that are not members of the party and that are not registered themselves as a party (for example, in the elections for the fifteenth Knesset, the Unified Arab List included contenders from the Democratic Arab Party, a registered party, and individuals from the Islamic Movement, a non-registered party). The following lists may not run in the elections: A list which acts directly or indirectly against the existence of the State of Israel as the state of the Jewish people or against its democratic nature; a list which incites racism; a list which supports the armed struggle of an enemy state or a terrorist organization against the State of Israel.
The Distribution of Seats Among the Lists


The lists that have passed the qualifying threshold receive a number of Knesset seats which is propotional to their electoral strength. This is done by the division of valid votes given to the lists which passed the qualifying threshold, by 120, in order to determine how many votes entitle a list to a single seat. In the elections to the second and seventh Knessets the excess votes (the votes received by a list which passed the qualifying threshold, but are not sufficient for a whole seat) were distributed to those lists which had the largest number of excess votes (the Hare method). In the elections to the First Knesset, and since the elections to the Eighth Knesset, the excess votes are distributed to the lists with the largest number of voters per seat - a method known in the world as Hagenbach-Bischoff (de-Hondt), and is known in Israel as the Bader-Ofer method - named after MKs Yohanan Bader (Gahal) and Avraham Ofer (Alignment) who proposed its adoption. Two lists can reach an agreement regarding the distribution of excess votes between them before the elections.
Who is Elected to the Knesset?


The candidates of any given list are elected to the Knesset on the basis of the order in which they appear on it. If a certain party received sufficient votes for 10 seats, the first 10 candidates on its list will enter the Knesset. If a Knesset member passes away or resigns his seat in the Knesset for whatever reason, the next on the list will replace him/her.
