Israel still committed to Palestinian peace deal: Netanyahu

PRAGUE (Reuters) - Israel remains committed to a negotiated settlement with the Palestinians, Prime Minister Benjamin Netanyahu said on Wednesday, despite worries among the Jewish state's European allies over its plans to build more settlements."We remain committed to a negotiated settlement between us and our Palestinian neighbors," Netanyahu said during a visit to Prague. "That solution is a two-state solution for two peoples, a peace in which a demilitarized Palestinian state recognize the one and only Jewish state of Israel."

Palestinians: settlement expansion means 1 state

RAMALLAH, West Bank (AP) — The Palestinians will ask the U.N. Security Council to call for an Israeli settlement freeze, President Mahmoud Abbas and his advisers decided Tuesday, as part of an escalating showdown over Israel's new plans to build thousands more homes on war-won land in and around Jerusalem.Such construction will destroy any lingering hopes of setting up a Palestinian state, Abbas aides warned, as international anger over the settlement construction snowballed.Israel announced the new plans after the U.N. last week recognized a state of Palestine in the West Bank, Gaza and east Jerusalem — lands Israel occupied in 1967 — as a non-member observer.The plans include 3,000 more homes for Jews in the West Bank and east Jerusalem, as well as preparations for construction of an especially sensitive project near Jerusalem, known as E-1.Separately, Israel is moving forward with two major settlement projects in east Jerusalem. Israel would build more than 4,200 apartments in the two areas, Ramat Shlomo and Givat Hamatos.Israeli settlement construction lies at the heart of a four-year breakdown in peace talks, and was a major factor behind the Palestinians' U.N. statehood bid. Since 1967, half a million Israelis have settled in the West Bank and east Jerusalem.The Israeli plans for Jerusalem and nearby West Bank areas "are the most dangerous in the history of settlement expansion and apartheid," Abbas and senior members of the PLO and his Fatah movement said in a statement after a meeting Tuesday evening.The Palestinians decided to ask the Security Council for a resolution censuring Israeli settlement building, even though a previous attempt in early 2011 was derailed by a U.S. veto.The Palestinians say E-1 and Givat Hamatos are particularly problematic because they would cut off east Jerusalem, the intended Palestinian capital, from the rest of the West Bank.
Israel's plans for E-1 and Givat Hamatos "will leave us with no peace process," Saeb Erekat, a senior Abbas aide, told The Associated Press.He later told Israel TV that "it's over" if these two settlements are built.
"Don't talk about peace, don't talk about a two-state solution ... talk about a one-state reality between the River Jordan and the Mediterranean," Erekat said, referring to the land that the international community hopes will one day accommodate both Israel and a Palestinian state.British Foreign Secretary William Hague sounded a similar warning Tuesday, telling Britain's parliament that Israel's building plans would make a Palestinian state alongside Israel "almost inconceivable."Eight countries, Britain among them, summoned local Israeli ambassadors in protest since Monday, and Hague said there could be further diplomatic steps if building continues.Some Palestinian officials have raised the possibility of asking the European Union to reconsider its trade agreements with Israel, but Hague said he did not think Europe is ready for economic sanctions against Israel.Israel has rebuffed the international criticism, which put it at odds with some of its strongest foreign allies, including Australia.Israeli Foreign Minister Avigdor Lieberman said Tuesday that construction plans would move forward, particularly in east Jerusalem and nearby West Bank settlements. A Palestinian case at the ICC could also expose Abbas' main Palestinian rival, the Islamic militant Hamas, to possible war crimes charges for its indiscriminate rocket fire from Gaza on Israel.Hanan Ashrawi, a senior PLO official, said the Palestinians were encouraged by the recent diplomatic sanctions against Israel, but that the international community must go further.Among other steps, she said the European Union should reconsider its association agreement with Israel that grants the Jewish state considerable trade benefits. Egypt's Mursi leaves palace as police battle protesters

CAIRO (Reuters) - Egyptian police battled thousands of protesters outside President Mohamed Mursi's palace in Cairo on Tuesday, prompting the Islamist leader to leave the building, presidency sources said.
Officers fired teargas at up to 10,000 demonstrators angered by Mursi's drive to hold a referendum on a new constitution on December 15. Some broke through police lines around his palace and protested next to the perimeter wall.The crowds had gathered nearby in what organizers had dubbed "last warning" protests against Mursi, who infuriated opponents with a November 22 decree that expanded his powers. "The people want the downfall of the regime," the demonstrators chanted."The president left the palace," a presidential source, who declined to be named, told Reuters. A security source at the presidency also said the president had departed.Mursi ignited a storm of unrest in his bid to prevent a judiciary still packed with appointees of ousted predecessor Hosni Mubarak from derailing a troubled political transition.Facing the gravest crisis of his six-month-old tenure, the Islamist president has shown no sign of buckling under pressure.Riot police at the palace faced off against activists chanting "leave, leave" and holding Egyptian flags with "no to the constitution" written on them. Protesters had assembled near mosques in northern Cairo before marching towards the palace."Our marches are against tyranny and the void constitutional decree and we won't retract our position until our demands are met," said Hussein Abdel Ghany, a spokesman for an opposition coalition of liberal, leftist and other disparate factions.Protesters later surrounded the palace, with some climbing on gates at the rear to look down into the gardens.At one point, people clambered onto a police armored vehicle and waved flags, while riot police huddled nearby.The Health Ministry said 18 people had been injured in clashes next to the palace, according to the state news agency.
YEARNING FOR STABILITY
Despite the latest protests, there has been only a limited response to opposition calls for a mass campaign of civil disobedience in the Arab world's most populous country and cultural hub, where many people yearn for a return to stability.A few hundred protesters gathered earlier near Mursi's house in a suburb east of Cairo, chanting slogans against his decree and against the Muslim Brotherhood, from which the president emerged to win a free election in June. Police closed the road to stop them from coming any closer, a security official said.Opposition groups have accused Mursi of making a dictatorial power grab to push through a constitution drafted by an assembly dominated by his supporters, with a referendum planned for December 15.They say the draft constitution does not reflect the interests of Egypt's liberals and other groups, an accusation dismissed by Islamists who insist it is a balanced document.Egypt's most widely-read independent newspapers did not publish on Tuesday in protest at Mursi's "dictatorship". Banks closed early to let staff go home safely in case of trouble.Abdelrahman Mansour in Cairo's Tahrir Square, the cradle of the anti-Mubarak revolt, said: "The presidency believes the opposition is too weak and toothless. Today is the day we show them the opposition is a force to be reckoned with."But after winning post-Mubarak elections and pushing the Egyptian military out of the political driving seat it held for decades, the Islamists sense their moment has come to shape the future of Egypt, a longtime U.S. ally whose 1979 peace treaty with Israel is a cornerstone of Washington's Middle East policy.The Muslim Brotherhood and its allies, who staged a huge pro-Mursi rally in Cairo on Saturday, are confident enough members of the judiciary will be available to oversee the mid-December referendum, despite calls by some judges for a boycott."The crisis we have suffered for two weeks is on its way to an end, and very soon, God willing," Saad al-Katatni, leader of the Brotherhood's Freedom and Justice Party, told Reuters in an interview on Tuesday.Cairo stocks closed up 3.5 percent as investors took heart at what they saw as prospects for a return to stability after the referendum in a country whose divisions have only widened since a mass uprising toppled Mubarak on February 11, 2011.Mohamed Radwan, at Pharos Securities brokerage, said the Supreme Judicial Council's agreement to supervise the vote had generated confidence that it would go ahead "despite all the noise and demonstrations that might take place until then".
"NO WAY PERFECT"
Prime Minister Hisham Kandil, a technocrat with Islamist sympathies, said in an interview with CNN: "We certainly hope that things will quiet down after the referendum is completed."He said the constitution was "in no way a perfect text" that everyone had agreed to, but that a "majority consensus" favored moving forward with the referendum in 11 days' time.The Muslim Brotherhood, now tasting power via the ballot box for the first time in eight decades of struggle, wants to safeguard its gains and appears ready to override street protests by what it regards as an unrepresentative minority.It is also determined to prevent the courts, which have already dissolved the Islamist-led elected lower house of parliament, from further obstructing their blueprint for change.Despite charges that they are anti-Islamist and politically motivated, judges say they are following legal codes in their rulings. Confrontation between rival protesters looms in Egypt crisis

CAIRO (Reuters) - Egypt's Muslim Brotherhood called for a rally backing President Mohamed Mursi outside his palace on Wednesday and leftists planned a counter-demonstration, raising fears of clashes in a crisis over a disputed push for a new constitution.Mursi returned to work at his compound a day after it came under siege from opposition protesters furious at his drive to ratify a new constitution in a snap referendum set for December 15 after temporarily expanding his powers by decree.The Islamist president said he acted to prevent courts still full of appointees from the era of autocratic predecessor Hosni Mubarak from derailing the draft constitution meant to complete a political transition in the Arab world's most populous state.The Brotherhood, from which Mursi emerged to narrowly win a free election in June, summoned supporters to a demonstration outside the palace in response to what it termed "oppressive abuses" by opposition parties.Brotherhood spokesman Mahmoud Ghozlan was quoted on its Facebook page as saying opposition groups "imagined they could shake legitimacy or impose their views by force".Leftist opposition leader Hamdeen Sabahy promptly urged his supporters to go to the streets as well, heightening the chances of confrontation between Islamists and their opponents.A spokeswoman for Sabahy's Popular Current movement asked protesters to head to the palace to reinforce those still camped out there after Tuesday evening's protests, in which officials said 35 protesters and 40 police were wounded.Although they fired tear gas when protesters broke through barricades to reach the palace walls, riot police appeared to handle those disturbances with restraint.About 200 protesters camped out overnight, blocking one gate to the palace in northern Cairo, but traffic was flowing normally and riot police had been withdrawn."Our demands to the president: retract the presidential decree and cancel the referendum on the constitution," read a placard hung by demonstrators on a palace gate.The rest of the Egyptian capital was calm, despite the political furor over Mursi's November 22 decree handing himself wide powers and shielding his decisions from judicial oversight.Crowds had gathered on Tuesday for what organizers dubbed a "last warning" to Mursi. "The people want the downfall of the regime," they chanted, roaring the signature slogan of last year's uprising that ousted Mubarak.But the "last warning" may turn out to be one of the last gasps for a disparate opposition that has little chance of stopping next week's vote on a constitution drafted over six months and swiftly approved by an Islamist-dominated assembly.
MURSI STANDS HIS GROUND
Facing the gravest crisis of his six-month-old tenure, the Islamist president has shown no sign of buckling under pressure, confident that the Muslim Brotherhood and its Islamist allies can win the referendum and a parliamentary election to follow.Many Egyptians yearn for an end to political upheaval that has scared off investors and tourists, damaging the economy.Ahmed Kamel, spokesman for the Congress Party led by former Arab League chief Amr Moussa, said Mursi should meet opposition demands, not call for an Islamist counter-demonstration.Some protesters have already gone beyond opposition calls for Mursi to scrap his decree, defer the referendum and set up a "representative committee" to revise the draft constitution, instead demanding the president's overthrow."The demands of the street are moving faster than those of the politicians," said Elijah Zarwan, a fellow with the European Council on Foreign Relations. "Now is the time for the Egyptian liberals to negotiate without conditions."
COURT PROTEST
Dozens of pro-Mursi demonstrators, watched by equal numbers of police, waved flags outside the Supreme Constitutional Court, whose rulings have complicated the Islamists' rise to power."You are not a political agency," read one banner held by the demonstrators, addressing a court that in June ordered the dissolution of the Islamist-led lower house of parliament.Mursi issued his decree temporarily putting his actions above the law to forestall any court ruling to dissolve the upper house or the assembly that wrote the constitution.
State institutions, with the partial exception of the judiciary, have mostly fallen in behind Mursi.The army, the power behind all previous Egyptian presidents in the republic's six-decade history, has gone back to barracks, having apparently lost its appetite to intervene in politics.In a bold move, Mursi sacked Mohamed Hussein Tantawi, the Mubarak-era army commander and defense minister, in August and removed the sweeping powers that the military council which took over after Mubarak's fall had grabbed two months earlier.The liberals, leftists, Christians, ex-Mubarak followers and others opposed to Mursi, elected in a close result against a secular rival, have yet to generate a mass movement or a grassroots political base to challenge the Brotherhood.Protesters have scrawled "leave" over Mursi's palace walls, but the president has made clear he is not going anywhere."The crisis we have suffered for two weeks is on its way to an end, and very soon, God willing," Saad al-Katatni, head of the Brotherhood's Freedom and Justice Party, told Reuters.Investors have seized on hopes that Egypt's turbulent transition, which has buffeted the economy for two years, may soon head for calmer waters, sending stocks 1.6 per cent higher after a 3.5 percent rally on Tuesday.The most populous Arab nation has turned to the IMF for a $4.8 billion loan to help it out of a crisis that has depleted its foreign currency reserves.The government said on Wednesday the process was on track and Egypt's request would go to the IMF board as expected.(Additional reporting by Tom Perry and Yasmine Saleh; Writing by Alistair Lyon; Editing by Mark Heinrich)

Syrian civil war spills into Lebanon

TRIPOLI, Lebanon (AP) — Gunmen loyal to opposite sides in neighboring Syria's civil war battled on Wednesday in the streets of a northern Lebanese city where two days of clashes have killed at least six people and wounded more than 50, officials said.The Lebanese army fanned out in the city of Tripoli in an attempt to calm the fighting, with soldiers patrolling the streets in armored personnel carriers and manning checkpoints. Authorities closed major roads because of sniper fire.The fighting comes at a time of deep uncertainty in Syria, with rebels fighting government troops near Assad's seat of power in Damascus.
In Brussels, U.S. Secretary of State Hillary Rodham Clinton reiterated concerns that "an increasingly desperate Assad regime might turn to chemical weapons" or lose control of them to militant groups.
She also said NATO's decision on Tuesday to send Patriot missiles to Turkey's southern border with Syria sends a message that Ankara is backed by its allies. The missiles are intended only for defensive purposes, she said.Turkish Foreign Minister Ahmet Davutoglu was quoted Wednesday in the Turkish newspaper Sabah as saying that Syria has about 700 missiles, some of them long-range."At this very moment we know where those missiles are, how they are being stored, whose hands they are in," he said.U.N. Secretary-General Ban Ki-moon on Wednesday also urged Syria's regime against using its stockpile of chemical weapons, warning of "huge consequences" if Assad resorts to such weapons of mass destruction."I again urge in the strongest possible terms that they must not consider using this kind of deadly weapons of mass destruction," Ban told The Associated Press, speaking on the sidelines of a climate conference in Qatar.Syria has been careful not to confirm that it has chemical weapons, but the regime insists it would never use them against the Syrian people.Ban also suggested that he would not favor an asylum deal for the Syrian leader as a way to end the country's civil war and cautioned that the United Nations doesn't allow anyone "impunity." Assad has vowed to "live and die" in Syria, but as the violence grinds on there is speculation that he might seek asylum.The Syrian crisis has spilled over into Turkey, Israel and Jordan over the past 20 months, but Lebanon is particularly vulnerable to getting sucked into the conflict. The countries share a complex web of political and sectarian ties and rivalries that are easily enflamed. Lebanon, a country plagued by decades of strife, has been on edge since the uprising in Syria began, and deadly clashes between pro- and anti-Assad Lebanese groups have erupted more than a dozen times.Tensions in Tripoli have been mounting since last week, when reports emerged that some 17 Lebanese Sunni fighters were killed inside Syria, apparently after they joined the rebellion against Assad. The bodies of some of the men were later shown on Syrian state TV.On Wednesday, Syrian Ambassador Ali Abdul Karim Ali told Lebanese Foreign Minister Adnan Mansour that Damascus has agreed to repatriate the men's bodies. Lebanon's National News Agency said the countries would soon discuss how to hand over the bodies.Anti-Syrian politicians in Lebanon have criticized the government, which is led by the Shiite Hezbollah group, for what they call a lack of effort to get the bodies back. McAfee says he plans to seek asylum in Guatemala

GUATEMALA CITY (AP) — Software company founder John McAfee has surfaced in public for the first time in weeks, saying Tuesday that he plans to ask for asylum in Guatemala because he fears persecution in Belize.McAfee spoke to The Associated Press in a restaurant near a high-end hotel where he is staying in Guatemala City after sneaking out of neighboring Belize. Police in Belize have called him a person of interest in the November slaying of a fellow American ex-pat but say there is no warrant for his arrest. Since there are no restrictions on his travels, it's unclear why he would need any special status in order to stay in Guatemala.McAfee says he is being persecuted by the Belizean government, and he has sensitive information about official corruption in that country. He has hired a well-known Guatemalan lawyer to assist him.
"I need a safe place where I can actually speak out," McAfee said. "Now that I'm here I can speak freely. I can speak openly."Belizean police have denied they are persecuting McAfee or are motivated by corruption, saying they have simply been investigating a crime about which McAfee may have information.Prime Minister Dean Barrow has expressed doubts about McAfee's mental state, saying: "I don't want to be unkind to the gentleman, but I believe he is extremely paranoid, even bonkers."McAfee told the Associated Press that he will petition the Guatemalan government to allow him to stay. McAfee said he fears he will be killed if he turns himself in for questioning in Belize."Belize does not have a good track record of providing safety when they ask to question you," he said. Typhoon kills at least 283 in Philippines

NEW BATAAN, Philippines (Reuters) - Blocked roads and severed communications in the southern Philippines frustrated rescuers on Wednesday as teams searched for hundreds of people missing after the strongest typhoon this year killed at least 283 people.Typhoon Bopha, with central winds of 120 kph (75 mph) and gusts of up to 150 kph (93 mph), battered beach resorts and dive spots on Palawan island on Wednesday but it was weakening as it moved west.Hardest hit was the southern island of Mindanao, where Bopha made landfall on Tuesday. It triggered landslides and floods along the coast and in farming and mining towns inland.Interior Minister Manuel Roxas said 300 people were missing."Entire families were washed away," Roxas, who inspected the disaster zone, told reporters.Most affected areas were cut off by destroyed roads and collapsed bridges and army search-and-rescue teams were being flown in by helicopter.Power was cut and communications were down.According to tallies provided by the military and disaster agency officials, 283 people were killed.Thousands of people were in shelters and officials appealed for food, water and clothing. Dozens of domestic flights were suspended on Wednesday.The governor of the worst-hit province, Compostela Valley, in Mindanao said waves of water and mud came crashing down mountains and swept through schools, town halls and clinics where huddled residents had sought shelter.
The death toll in the province stood at 160. In nearby Davao Oriental province, where Bopha made landfall, 110 people were killed."The waters came so suddenly and unexpectedly, and the winds were so fierce," the Compostela Valley governor, Arthur Uy, told Reuters by telephone.He said irrigation reservoirs on top of mountains had given way sending large volumes of water down to the valleys. Torrential rain often triggers landslides down slopes stripped of their forest cover.Damage to agriculture and infrastructure in the province was extensive, Uy said.

Corn farmer Jerry Pampusa, 42, and his pregnant wife were marooned in their hut but survived."We were very scared," Pampus said. "We felt we were on an island because there was water everywhere."Another survivor, Francisco Alduiso, said dozens of women and children who had taken shelter in a village centre, had been swept away."We found some of the bodies about 10 km (6 miles) away," Alduisa told Reuters. The only building left standing in his village was the school.Another survivor, Julius Julian Rebucas, said his mother and brother disappeared in a flash flood."I no longer have a family," a stunned Rebucas said.

'Black Swan' Storms: Extreme Cyclones Linked to Warming Seas

SAN FRANCISCO — A "black swan" cyclone may sound like the latest comic book hero, but this "extreme of the extremes" is the result of climate models that suggest global warming will make future hurricanes more intense.The rare monster tropical cyclones (the term for hurricanes, typhoons and other tropical storms) could inundate coastal areas with storm surges greater than 15 feet (4.6 meters), and could even surpass 30 feet (9 m) in some regions of the world. The research was described here yesterday (Dec. 3) at the annual meeting of the American Geophysical Union.By simulating thousands of possible future storms, researchers identified the outliers that could hit coastal areas in the future but that wouldn't show up in predictions based solely on historical records, said Ning Lin, a professor at Princeton University. The scientists relied on the same model the National Weather Service uses to predict hurricane activity for a given season.
Extreme of extremes
Lin and colleague Kerry Emanuel of MIT looked at the possible storm surge from extreme storms in three locations: Tampa Bay, Fla., Dubai, United Arab Emirates (UAE), and Darwin, Australia.Lin said more than 16 feet (5 m) of surge was possible in Tampa Bay. A Florida black swan hurricane would move northward, parallel to the west Florida coast. The probability of one of these storms hitting Tampa Bay is one in 10,000, Lin said.Even though Hurricane Sandy broke several records and generated tremendous storm surge, the superstorm was not a black swan, Lin said. The simulated storm surges calculated by the model for New York, at up to 16 feet, top the record set by Hurricane Sandy, at 14 feet (4.3 m) — part of which was the high tide at the time. Extreme storm surges of 30 feet (9 m) in Abu Dhabi, UAE, and Doha, Qatar, and 23 feet (7 m) in Dubai are possible as a result of a black swan storm, the researchers report in their abstract for the meeting.Finally, in Darwin, which was immensely devastated by Cyclone Tracy in 1974, a black swan storm could generate surges above 33 feet (10 m), the researchers plan to report in a talk on their findings on Tuesday.
Global warming and extremes
The model Lin and Emanuel used to look at the effect of black swans takes into account the effects of climate change.Rising ocean temperatures have shifted the intensity of tropical cyclones, which include hurricanes and typhoons, to higher levels. In the past century, sea surface temperatures have risen 0.9 degree Fahrenheit (0.5 degree Celsius) globally. Scientists continue to debate whether this increase in temperature will boost the intensity or decrease the number of storms. Globally, about 90 tropical cyclones, on average, occur every year."There's still a debate about the impact of climate change on tropical cyclones," Lin said. "Most studies show that the intensity of tropical cyclones tends to increase under the impact of climate change. Some say that the frequency of total storms will decrease," she said.However, Lin added, "When we talk about black swans, we talk about the extreme of the extremes. MANILA: A typhoon slammed into the southern Philippines Tuesday, setting off a mudslide that killed 44 people, tearing up trees, causing floods and forcing thousands to flee their homes to emergency shelters, said Agence France-Presse.According to AFP, Typhoon Bopha, the strongest storm to hit the country this year, killed at least 52 people in total after making landfall on the east coast of Mindanao island at dawn, packing winds of 210 kilometres an hour.A mudslide in a mountainous area near an army patrol base in New Bataan town killed 43 civilians and a soldier, and injured more than two dozen others, local military spokesman Lyndon Paniza told AFP by telephone.Two people were killed when they were pinned to death by falling trees as typhoon “Bopha” battered Mindanao with its strong winds and heavy rain, causing massive blackout as well as forcing the evacuation of close to 50,000 residents and the cancellation of classes in schools, offices and banks, weathermen and disaster control officials reported on Tuesday.Undersecretary Benito Ramos, the head of the National Disaster Risk Reduction and Management Council (NDRRMC, said the two fatalities were a 60-year-old woman from Davao Oriental and a motorcycle-riding man in Misamis Oriental, both located in Mindanao.Ramos also reported that due to Bopha (local code name Pablo), about 150 domestic flights were cancelled and 251 interisland vessels banned from sailing from the country’s 16 ports including Manila, stranding thousands of passengers.Weatherman said Bopha packing maximum centre winds of 175 kilometres per hour and gustiness of up to 210kph made landfall in Davao Oriental province at 5am on Tuesday.With its strong winds and heavy to intense rainfall, Bopha ripped the roofs of houses and caused floods in a scene eerily similar to the heavy death, damage and destruction wrought by storm Sendong when it ravaged the cities of Cagayan de Oro and Iligan in Mindanao on Dec.16, 2011, according to Ramos citing initial reports.“So far, the casualties have been minimal,” Ramos told reporters, referring to the two initial deaths reported to the NDRRMC.“We attribute this,” he said, “to the co-operation of our people and the efforts of our local officials.”Ramos said Bopha downed power lines causing a massive blackout in the affected areas and also left many of the towns and “barangay” (villages) with no means of communication.The only reliable means of communication in the ravaged areas, Ramos said, was through radio maintained by the military units assigned there.Meanwhile, weathermen said that as it made landfall, Botha weakened to 165kph centre winds and gustiness of 185kph.But weathermen warned this should not make concerned officials and residents complacent and relax their guard, explaining that Bopha still packed enough power to inflict heavy damage and destruction.Weathermen also said Bopha veered slightly northwest after hitting land and roared towards the neighbouring provinces in the Visayas, especially Bohol, Cebu, Panay and Negros.On Monday afternoon, President Benigno “Noynoy” Aquino made a last-minute appeal to Mindanao residents amid reports that many of them refused to be evacuated despite the imminent danger posed by Bopha.

UNITED NATIONS (AP) — The UN General Assembly overwhelmingly approved a resolution Monday calling on Israel to quickly open its nuclear program for inspection and backing a high-level conference to ban nuclear weapons from the Middle East which was just canceled.All the Arab nations and Iran had planned to attend the conference in mid-December in Helsinki, Finland, but the United States announced on Nov. 23 that it wouldn’t take place, citing political turmoil in the region and Iran’s defiant stance on nonproliferation. Iran and some Arab nations countered that the real reason for the cancellation was Israel’s refusal to attend.The resolution, approved by a vote of 174-6 with 6 abstentions, calls on Israel to join the Nuclear Nonproliferation Treaty “without further delay” and open its nuclear facilities to inspection by the International Atomic Energy Agency. Those voting “no” were Israel, the US, Canada, Marshall Islands, Micronesia and Palau.Resolutions adopted by the 193-member General Assembly are not legally binding but they do reflect world opinion and carry moral and political weight.Israel refuses to confirm or deny it has nuclear bombs though it is widely believed to have a nuclear arsenal. It has refused to join the Nuclear Nonproliferation Treaty, or NPT, along with three nuclear weapon states — India, Pakistan and North Korea.The Arab proposal to create a weapons-of-mass-destruction-free zone in the Mideast, and to pressure Israel to give up its undeclared arsenal of perhaps 80 nuclear warheads, was endorsed at an NPT conference in 1995 but never acted on. In 2010, the 189 parties to the 1970 treaty called for convening a conference in 2012 on the establishment of a WMD-free zone in the Middle East.The resolution, which was approved by the assembly’s disarmament committee before the conference was cancelled, noted the decision to hold it “with satisfaction.”But Israel has long said there first must be a Mideast peace agreement before the establishment of a Mideast zone free of weapons of mass destruction. The region’s Muslim nations argue that Israel’s undeclared nuclear arsenal presents the greatest threat to peace in the region.
Just before Monday’s vote, Iranian diplomat Khodadad Seifi told the assembly “the truth is that the Israeli regime is the only party which rejected to conditions for a conference.” He called for “strong pressure on that regime to participate in the conference without any preconditions.”Israeli diplomat Isi Yanouka said his country has continuously pointed to the danger of nuclear proliferation in the Mideast, singling out Iran and Syria by name.“All these cases challenge Israel’s security and cast a dark shadow at the prospect of embarking on a meaningful regional security process,” he said.“The fact that the sponsors include in this anti-Israeli resolution language referring to the 2012 conference proves above all the ill-intent of the Arab states with regard to this conference,” Yanouka said.Syrian diplomat Abdullah Hallak told the assembly his government was angry that the conference wasn’t going to take place because of “the whim of just one party, a party with nuclear warheads.”“We call on the international community to put pressure on Israel to accept the NPT, get rid of its arsenal and delivery systems, in order to allow for peace and stability in our region,” he said.The conference’s main sponsors are the US, Russia and Britain. British Foreign Office Minister Alistair Burt has said it is being postponed, not cancelled.While the United States voted against the resolution, it voted in favor of two paragraphs in it that were put to separate votes. Both support universal adherence to the NPT, and call on those countries that aren’t parties to ratify it “at the earliest date.” The only “no” votes on those paragraphs were Israel and India.

EU summit to consider 'reform contracts' for all euro states

BRUSSELS - Draft ideas ahead of next week's EU leaders summit foresee reform contracts for all euro states, political agreement on a full banking union and, post-2014, a budget for the eurozone.The still-to-be finalised conclusions, seen by EUobserver, envisage progress towards profound economic and monetary union - the lack of which is considered to have led to the eurozone's current crisis - in three phases.
By March next year, EU leaders are supposed to agree the "operational framework" for a single European banking supervisor, the first of three planks necessary for full banking union.The proposed second phase (2013-2014) is where the EU leaders are likely to start haggling over language. It suggests that legislative proposals for a bank resolution directive and an EU-wide deposit guarantee scheme are made.If this passes there will "in essence be political agreement on a full banking union," said one contact.However the contact noted that there is likely to be a north-south divide in the discussions particularly on the deposit scheme as "this is money that will actually be used. It will not be lying around. People will be saying - so where are the weakest banks?'"Another controversial part of the second phase concerns the idea that all eurozone states - regardless of whether they are breaking euro budget deficit rules or not - should be obliged to "enter into individual arrangements of a contractual nature with EU institutions" on reforms they need to make and how they need to make them.Making all 17 euro countries enter these programmes would remove the otherwise potentially "stigmatising" nature of the programme. The idea is strongly promoted by Germany, the biggest contributor to the EU budget and the eurozone bailout funds, as it seeks more binding rules in exchange for its show of "solidarity."The thinking in EU council president Herman Van Rompuy's cabinet is that all euro countries need to undertake reforms, no matter how fiscally prudent they are.If the idea flies, the European Commission will be tasked with making a proposal on "such contractual arrangements" during 2013.
The draft conclusions imply that a possible change to the EU treaty would only come after European parliament elections and a new commission is installed in 2014.In this phase - stage three - member states would aim for a "progressive pooling of economic sovereignty ... as well as reinforced solidarity between member states."This could include a "fiscal capacity" or eurozone budget with a "degree of automatic stabilisation at the European level" meaning a limited form of automatic aid transfers for countries that suddenly find themselves in trouble.By then more and more core decisions would need to be taken at EU level including on national budgets and "enhanced coordination of economic policies" particularly in the areas of taxation and employment.EU leaders are due to debate these pre-cooked conclusions at a two-day summit starting Thursday next week. The conclusions will be accompanied by a short paper presented by Van Rompuy on a "roadmap" to the economic and monetary union (EMU).The EU commission recently published its contribution to the forthcoming Van Rompuy paper in which it outlined similar ideas.Irish EU ambassador Rory Montgomery Friday (30 November) noted that when the commission paper was presented to EU ambassadors last week there was "a lot of discussion around the table" on both the contracts idea and the fiscal capacity."Once you mention money in this town, immediate questions arise," noted Montgomery.These include how much money, how it will be provided, how it will be controlled and who will be entitled to receive it."And then there is the question of whether a budget of this kind would be significant enough to influence reforms in a positive direction," said the ambassador.

ESM bank bailouts will not happen soon, says Schaeuble

BRUSSELS - German finance minister Wolfgang Schaeuble Monday (3 December) reiterated that no bank recapitalisation could take place until the EU's planned banking union is up and running.The move deals a blow to ailing banks hoping for swift capital injections from the European Stability Mechanism.Schaeuble was appearing alongside French Finance minister Pierre Moscovici at a hearing of the European Parliament's Economic and Monetary Affairs committee.He said that "recapitalisation of banks by the ESM will not happen next week and is unlikely to happen soon", adding that hopes that banks would have immediate access to emergency funding were "exaggerated expectations".Schaeuble was also at pains to stress that any bank bailouts would be accompanied by strict conditions and would have to be formally applied for by national governments. He also emphasised the need for strict separation between the ECB's new supervisory powers and its role in formulating monetary policy.However, addressing questions by Spanish centre-right deputy Pablo Zalba Bidegain, he acknowledged that "Spain can't wait that long".Earlier the Spanish government submitted a formal request for €39.5 billion of emergency funding to prop up its stricken banking sector. Ireland is among the member states most anxious for the ESM to provide support for Anglo-Irish and the Bank of Ireland, both of which had multi-billion euro lossesThe €500 billion permanent bailout fund came into force in September, and will replace the Luxembourg-based European Financial Stability Facility (EFSF).EU finance ministers are meeting in Brussels on Tuesday to discuss proposals to establish a eurozone banking union. The draft legislation would establish the European Central Bank as a single supervisor of the eurozone banking sector, and is expected to come into force in 2013, with EU leaders recently agreeing that the legal framework should be in place by the end of 2012.Formal negotiations between ministers and MEPs are also set to begin in the coming days after the Economic committee agreed its position on the package last week.Schaeuble's remarks are the latest attempts by the German government to downplay the possibility of widespread bank bailouts from the ESM. Berlin is also anxious to ensure that its regional Ländesbanks are kept out of the scope of supervision.Meanwhile, Moscovici called for new political structures, and possible treaty change, for the eurozone. "We need to look at the role of the executive in the eurozone and a eurozone minister", he said, while also mooting the possibility of creating a committee of MEPs charged with dealing solely with the single currency area.MEPs expressed concern that further integration of the 17 eurozone countries with banking union risks the fragmentation of banking supervision and of the single market.
However, Schaeuble said that the best way to ensure "fair treatment in banking supervision" was for the ten non-euro countries to participate in the banking union.

Spain to get bank bailout next week

BRUSSELS - Eurozone finance ministers agreed Monday (3 December) that €39.5 billion will be paid to prop up Spain's banks.Speaking with reporters after the meeting, Jean Claude Juncker, who chairs the 17 member Eurogroup, stated that Spain had taken steps to fulfil its terms of the bailout."The implementation of the program is well on track, meeting all required conditionality steps as enshrined in the memorandum of understanding," he said."We have also welcomed the decision by the ESM (European Stability Mechanism) board of directors to authorise the first tranche of the programme of up to 39.5 billion (euros). The disbursements will be made in mid next week," Juncker said.The four nationalised Spanish banks will receive €36.97 billion in European aid. Of this, €17.96 billion - will go to Bankia, which holds 10 percent of Spanish savings deposits, while €5.43 billion will be disbursed to Novagalicia, €9.08 billion to CatalunyaCaixa and €4.5 billion to Banco de Valencia.A further €2.5 billion will be paid into Spain's state-backed "bad bank," set up to bear losses, estimated at up to €60 billion, following the collapse of the country's property market.
The loans have a 12.5 year maturity meaning a repayment date of 2025, with Spain obtaining an interest rate averaging at less than 1 percent.Spain's finance minister, Luis De Guindos, welcomed the deal. "We believe these are advantageous conditions, that will help heal, restructure and overcome the problems in the Spanish banking system. It's positive, it's fundamental, it's vital and we won't make the mistakes of the past," he said.
Portugal also received assurances that it would receive €2.5 billion in January as part of its bailout deal."Provided the authorities persevere with strict programme implementation, we reaffirmed our commitment to support Portugal until full market access is regained."Following the conclusion of this review, which we expect shortly, Portugal will receive 2.5 billion (euros) in January -- 2.5 billion that means 1.6 billion from EFSF/ESM and 0.9 billion from the IMF.Juncker indicated that eurogroup talks on emergency funding for Cyprus would continue on 13 December.Meanwhile, speaking after the meeting Juncker revealed that he would stand down as the eurogroup chairman at the end of the month. Juncker, who serves as both the Prime Minister and Finance minister of Luxembourg, has held the post since 2005.Germany's Wolfgang Schaueble and France's Pierre Moscovici are already being touted as the front-runners for the job, although the Germans, through Klaus Regling, who was appointed as director of the ESM, have a senior EU finance post.While Juncker has previously indicated support for Schaueble, he refused to be drawn on the matter. "I don't have to endorse anyone, I asked my colleagues to provide for my successor," he said.


With elections around the corner, is Netanyahu bluffing on E1?

In announcing dramatic settlement expansion, the PM may have brought Israel-Europe relations to a new nadir. But that does not necessarily spell a protracted crisis

‘This is a new low in our relation with Europe,” a veteran Israeli diplomatic official told The Times of Israel on Monday evening. “When was the last time five ambassadors were summoned to hear harsh criticism? I don’t remember such a thing ever happening.”The fact that Britain, France, Spain, Sweden and Denmark took the unprecedentedly harsh step of calling in their Israeli ambassadors to rebuke them over Israel’s plans to build 3,000 new homes in the West Bank and East Jerusalem — and especially in the E1 area east of Jerusalem — undoubtedly signifies a grave diplomatic crisis.But although already strained relationships between foreign leaders and Prime Minister Benjamin Netanyahu reached a nadir this week, the perception that the Europeans are now Israel’s foes is somewhat exaggerated. The US and Europe indeed worry about Israel’s stated intention to intensify settlement building beyond the Green Line, and are increasingly frustrated with what they perceive as Netanyahu’s drive to torpedo the possibility of a two-state solution. But according to some European diplomats, the world is sure that Netanyahu will not actually go through with the most alarming part of his plan.The international community expresses disappointment and frustration every time Jerusalem announces plans to build Jewish homes beyond the Green Line — in both what Israel says is its sovereign capital Jerusalem, and in the East Bank. And for all the stated dismay over the expansion of East Jerusalem neighborhoods such as Ramat Shlomo in the city’s north, and Har Homa in the capital’s south, the world is particularly worried about Israel’s plans to de-freeze development in the E1 corridor, which connects Jerusalem to Ma’aleh Adumim, one of the largest West Bank settlements. That’s because building up this area is seen as the one step that would deal a death blow to an already ailing peace process.“If construction goes ahead as planned in the E1 area, this will divide the West Bank in two, Jerusalem will be cut off from the West Bank, and any meaningful two-state solution will be impossible to achieve,” said Norwegian Foreign Minister Espen Barth Eide, echoing many of his colleagues.And yet many European diplomats, while certainly concerned about the prospects of additional Israeli settlement construction, do not think Netanyahu is actually going to build up E1.“E1 is definitely the key word — it’s a red line that cannot be crossed, and the American and European governments did right to condemn Israel’s announcement. But really, hardly anyone thinks that the Israeli government is actually going to cross that line,” a senior European diplomat told The Times of Israel on Tuesday. “Netanyahu is playing with fire by making these kinds of announcements. But I don’t see the bulldozers rolling.”The international community is deeply worried about the political signal Israel is sending by boasting of its intention to expand settlements in blatant disregard of international opposition, the senior diplomat said. By approving construction in the West Bank and creating additional facts on the ground, he said, Jerusalem gives the impression that it does not intend to work toward a two-state solution and a Palestinian state.But the world’s capitals are also aware that Netanyahu is in the midst of an election campaign. Faced with a humiliating defeat last week at the United Nations General Assembly, which overwhelmingly (138 to 9) awarded nonmember state status to Palestine, the prime minister felt the need to retaliate, they believe. And despite those harsh reactions to the prospects of increased settlement building — the summoning of the ambassadors, the calls for a volte face, the US dismay and pressure — Netanyahu, the assessments in the diplomatic community go, Netanyahu cannot publicly back down now, less than 50 days before Israel heads to the polls. He will keep up the bellicose rhetoric to avoid appearing weak. But what will happen on the ground is a different story.Most Israelis believe that Ma’aleh Adumim will be a part of Israel in any future peace agreement, and many do not see why building in E1 would cause such outrage. We even threatened to make a contiguous Palestinian state impossible by building up E1. And there are several painful measures that European nations in particular could take to punish Israel for expanding what they deem to be illegal settlements to Jerusalem’s north and south.“They could start labeling West Bank products as coming from the occupied Palestinian territories, or they could refuse to help us when we need their votes at the United Nations Human Rights Council, or they could be less forthcoming on the Iranian issue,” an Israeli official said. “There are many things for which we routinely solicit their assistance, and they could turn a cold shoulder.”Turning a cold shoulder, but not, it appears, walking out on Israel altogether. Morsi called for a nationwide referendum on the draft on Dec. 15.The draft constitution has been criticized for not protecting the rights of women and minority groups, and many journalists see it as restricting freedom of expression. CAIRO (AP) — Thousands of Egyptians massed in Cairo Tuesday for a march to the presidential palace to protest the assumption by the nation's Islamist president of nearly unrestricted powers and a draft constitution hurriedly adopted by his allies.The march comes amid rising anger over the draft charter and decrees issued by Mohammed Morsi giving himself sweeping powers. Morsi called for a nationwide referendum on the draft constitution on Dec. 15.It is Egypt's worst political crisis since the ouster nearly two years ago of authoritarian president Hosni Mubarak. The country has been divided into two camps: Morsi and his fundamentalist Muslim Brotherhood, as well as ultraconservative Salafi Islamists versus youth groups, liberal parties and large sectors of the public.Hundreds of black-clad riot police deployed around the Itihadiya palace in Cairo's district of Heliopolis. Barbed wire was also placed outside the complex, and side roads leading to it were blocked to traffic. Morsi, who narrowly won the presidency in a June election, appeared to be in no mood for compromise.
A statement by his office said the Egyptian leader met on Tuesday with his deputy, prime minister and several top Cabinet members to discuss preparations for the referendum. The statement appeared also to suggest that it is business as usual at the presidential palace despite the planned rally.A large turnout would signal sustained momentum for the opposition, which brought out at least 200,000 protesters to Cairo's Tahrir Square a week ago and a comparable number on Friday, demanding that Morsi's decrees be rescinded. Hundreds of protesters also have camped out in Tahrir, birthplace of last year's uprising, for close to two weeks.The Islamists responded by sending hundreds of thousands of supporters into Cairo's twin city of Giza on Saturday and across much of the country. Thousands also imposed a siege on Egypt's highest court, the Supreme Constitutional Court.The court had been widely expected Sunday to declare the constitutional assembly that passed the draft charter on Friday to be illegitimate and to disband parliament's upper house, the Shura Council. Instead, the judges went on strike after they found their building under siege by protesters.The opposition has yet to say whether it intends to focus its energy on rallying support for a boycott of the Dec. 15 vote or defeating the draft with a "no" vote."We haven't made any decisions yet, but I'm leaning against a boycott and toward voting 'no'," said Hossam al-Hamalawy of the Socialist Revolutionaries, a key group behind last year's uprising. "We want a (new) constituent assembly that represents the people and we keep up the pressure on Morsi."The strikes were part of a planned campaign of civil disobedience that could bring in other industries.Already Tuesday, at least eight influential dailies, a mix of opposition party mouthpieces and independent publications, suspended publication for a day to protest against what many journalists see as the restrictions on freedom of expression in the draft constitution.
The country's privately owned TV networks planned their own protest Wednesday, when they will blacken their screens all day.Morsi's Nov. 22 decrees placed him above oversight of any kind, including the courts. The constitutional panel then rushed through a draft constitution without the participation of representatives of liberals and Christians. Only four women, all Islamists, attended the marathon, all-night session.The charter has been criticized for not protecting the rights of women and minority groups, and many journalists see it as restricting freedom of expression. Critics also say it empowers Islamic religious clerics by giving them a say over legislation, while some articles were seen as tailored to get rid of Islamists' enemies.

Russia, China urge North Korea to drop rocket launch plan

MOSCOW/BEIJING (Reuters) - Russia and China urged North Korea on Monday not to go ahead with a plan for its second rocket launch of 2012, with Moscow saying any such move would violate restrictions imposed by the U.N. Security Council.North Korea's state news agency on Saturday announced the decision to launch another space satellite and reportedly told neighbors it would take a similar path to that planned for a failed rocket launch in April."We urgently appeal to the government (of North Korea) to reconsider the decision to launch a rocket," the Russian Foreign Ministry said in a statement.North Korea on Monday notified the U.N. shipping agency, the International Maritime Organization, about the launch, which was scheduled to take place between December 10 and December 22 at between 11.00 a.m. and 5.00 p.m. EST.The rocket's first stage drop-off would take place off the west coast of the Korean Peninsula, while the second stage would occur off the Philippines - both stages nowhere near Japan, coordinates provided by Pyongyang showed.Echoing its criticism of the April launch, Russia said North Korea had been warned not to ignore a U.N. Security Council resolution which "unambiguously prohibits (it) from launching rockets using ballistic technology".China was not so direct in its criticism of North Korea, but urged "all sides" not to take any action that "worsens the problem"."China believes that maintaining peace and stability on the Korean peninsula and in Northeast Asia accords with the interests of all sides and is the joint responsibility of all sides," Foreign Ministry spokesman Hong Lei told reporters."In the present circumstances, we hope all sides can be calm and restrained and not take any moves to worsen the problem. North Korea says its rockets are used to put satellites into orbit for peaceful purposes. Russia said in its statement North Korea would be allowed to exercise its right to peaceful activity in space only if the U.N.-imposed restrictions were lifted.The warnings come just weeks before South Korea's December 19 presidential election in which how to handle North Korea is a major campaign issue. The isolated North has for years tried to influence major events in the South by issuing propaganda or launching armed attacks.
North and South Korea have been technically at war since their 1950-53 conflict ended in a truce, not a peace treaty, and regional powers have for years been trying to rein in the North's nuclear program.
Countries trying to stop North Korea's arms program believe it is using rocket launches to perfect technology to build a missile arsenal capable of delivering a nuclear warhead to the United States.North Korea is under U.N. sanctions that ban trading in missile or nuclear technology that have driven its already dire economy deeper in trouble by cutting off what was once a lucrative source of hard cash.Russia has often balanced criticism of the nuclear activities and missile launches of North Korea, a Soviet-era client state, with calls on other powers to refrain from belligerent actions against it, which Moscow says can be counterproductive.Russia is a permanent member of the U.N. Security Council and is upset by any defiance of council resolutions. Vietnam condemns China's sea claims as "serious violation"

HANOI/NEW DELHI (Reuters) - Vietnam condemned on Tuesday China's claims to disputed South China Sea islands as a serious violation of its sovereignty after saying it was setting up patrols to protect its fisheries and accusing Chinese boats of sabotage.The condemnation of China's claims to the sea and its numerous reefs and tiny islands was the strongest yet from Vietnam since tension flared this year and came after India declared itself ready to send navy ships to safeguard its interests in the disputed waters.Claims by an increasingly powerful China over most of the South China Sea have set it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also claim parts of the mineral-rich waters.
Vietnam's condemnation came a day after its state oil and gas company, Petrovietnam, accused Chinese boats of sabotaging an exploration operation by cutting a seismic cable being towed behind a Vietnamese boat.Vietnam's Foreign Ministry spokesman condemned the cable cutting as well as some recent Chinese provincial regulations that identified the disputed Spratly and Paracel islands as Chinese, and a map that did the same thing."The actions of the Chinese side have seriously violated Vietnam's sovereignty over the two archipelagos," the spokesman, Luong Thanh Nghi, said in a statement.Vietnamese Foreign Ministry officials met representatives of the Chinese embassy in Hanoi on Monday, Nghi said.The Vietnamese officials handed over a diplomatic note "resolutely opposing the above mentioned actions by the Chinese side, asking China to respect Vietnam's sovereignty, to immediately stop such wrongful acts and not to repeat similar actions."
Earlier, Vietnam said civilian-led patrols, backed by marine police and a border force, would be deployed from January 25 to stop foreign vessels violating fishing laws in Vietnam's waters.A decree on the Vietnamese patrols was signed on November 29, the day Chinese media announced new rules authorizing police in the southern Chinese province of Hainan to board and seize foreign ships in the South China Sea.
"It's going to lead to friction," Carl Thayer, a Southeast Asia security expert at the University of New South Wales in Australia, said of China's new rules that take effect from January 1 on boarding ships which "illegally enter" waters it claims."If it begins to assert these rights and isn't challenged, over time it becomes customary, it becomes practice."On Monday, Petrovietnam said the seismic vessel had been operating outside the Gulf of Tonkin when the cable was severed on Friday. It had earlier been surveying the Nam Con Son basin further south - an area where Indian state-run explorer Oil and Natural Gas Corp (ONGC) has a stake in a Vietnamese gas field.Petrovietnam posted on its website comments by the deputy head of exploration, Pham Viet Dung, in which he said the cable was repaired and the survey resumed the following day."The blatant violation of Vietnamese waters by Chinese fishing vessels not only violates the sovereignty ... of Vietnam but also interferes in the normal operations of Vietnamese fishermen and affects the maritime activities of Petrovietnam," Dung was quoted as saying.Asked about the complaint, Chinese Foreign Ministry spokesman Hong Lei told a briefing in Beijing that China was checking the reports of the incident, which he said was understood to have taken place in an area of overlapping claims."Chinese fishing boats were operating in normal fishing activities," Hong said.
COLLISION COURSE?
India has also declared itself ready to deploy naval vessels to the South China Sea to protect its oil-exploration interests there, a new source of tension in a disputed area where fears of conflict have been growing steadily.Indian navy chief, Admiral D.K Joshi, said on Monday that, while India was not a territorial claimant in the South China Sea, it was prepared to act, if necessary, to protect its maritime and economic interests in the region."When the requirement is there, for example, in situations where our country's interests are involved, for example ONGC ... we will be required to go there and we are prepared for that," Joshi told a news conference."Now, are we preparing for it? Are we having exercises of that nature? The short answer is yes," he said.An Indian government spokesman on Tuesday played down the comments: "This is an issue for the parties concerned to resolve."India is not the only non-claimant nation concerned about disruption to shipping or oil exploration in the South China Sea. The United States, a close ally to several of the Southeast Asian claimants, has also voiced concern at the prospect of China stopping international ships in contested waters.India has sparred diplomatically with China in the past over its gas and oil exploration block off the coast of Vietnam.Any display of naval assertiveness by India in the South China Sea would likely fuel concern that the navies of the two rapidly growing Asian giants could be on a collision course as they seek to protect trade routes and lock in the supply of coal, minerals and other raw material from foreign sources.
Joshi described the modernization of China's navy as "truly impressive" and a source of major concern for India.Asked what China would do if Indian navy entered the South China Sea to protect its oil interests, the Chinese Foreign Ministry spokesman, Hong, said China had "indisputable sovereignty" over the sea's islands and surrounding waters."China opposes unilateral oil and gas development in disputed waters of the South China Sea. We hope that concerned countries respect China's position and rights, and respect efforts made through bilateral talks to resolve disputes."Singapore, home to the world's second-busiest container port, joined the Philippines on Monday in expressing concern at the prospect of Chinese police boarding ships. The Philippines on Saturday condemned the Chinese plan as illegal.Estimates for proven and undiscovered oil reserves in the South China Sea range as high as 213 billion barrels of oil, the U.S. Energy Information Administration said in a 2008 report.
