Has Obama Been Good for Millionaires?


The question of whether Americans are better off than they were four years ago depends, of course, on the American.For the 12 million unemployed, the answer is most certainly no.But for many of America's millionaires, the answer may be more affirmative.A new study from WealthInsight, the London-based wealth-research and data firm (and yes, they are non-partisan), showed that the United States added 1.1 million millionaires between Jan. 1, 2009 and the end of 2011, the latest period measured. There were 5.1 million millionaires in America at the end of 2011, compared with around 4 million at the end of 2008.That works out to more than 1,000 millionaires a day under the Obama administration. (They defined millionaires as people with total net worth of $1 million or more, excluding primary residence)."It's true that Obama has been good for millionaires, at least in absolute terms," said Andrew Amoils, analyst at WealthInsight. "He certainly hasn't been bad for millionaires."Amoils said that quantitative easing and financial bailouts especially helped the finance sector, which accounts for the largest share of millionaires. It also helped that markets recovered in 2009.The timeframe is worth noting. Measured against the 2007 peak, when 5.27 million Americans had a net worth of at least $1 million, the nation lost 165,360 millionaires. Their combined wealth is down six percent, to $18.8 trillion from a peak of more than $20 trillion in 2007.We don't know how 2012 will turn out, though if stock markets continue to strengthen, the millionaire count for 2012 is likely to increase. Wealth Insight says the number of millionaires in America will grow to more than six million by 2016, and their combined fortunes will jump 25 percent over the same period. Where did all the millionaires come from between 2008 and 2011? Mainly from retail, tech and finance -- and in both blue and red states.
Of the sectors adding the largest number of people worth $30 million or more, the retail, fashion, and luxury goods sector ranked first. That was followed by energy and utilities, then tech, telecoms and finance. Transportation and construction saw the biggest drops.The number of people worth $30 million or more grew 26 percent in Connecticut since 2008, 20 percent in Kansas, 12 percent in Michigan, showing that the wealth creation was nationwide.

Three states to vote on legalizing recreational pot

(Reuters) - Voters in three western U.S. states go to the polls on Tuesday to decide whether to legalize marijuana for recreational use in a move that could spur a showdown with the federal government, with polls showing legalization ahead in Washington and Colorado.If voters approve the measures, the states could become the first in the country to legalize the recreational use of pot. Each of the initiatives would see marijuana taxed and would regulate its sale in special stores to adults age 21 and older.But the prospect of legalizing pot, which the federal government considers an illicit and dangerous drug liable to be abused, has raised concerns about how to keep stoned drivers off the roads and joints out of the hands of teenagers.
"We're risking a lot simply because people think they want to buy marijuana from a store," said Kevin Sabet, a former adviser to the Obama administration's drug policy czar.Surveys show legalization measures ahead in Washington state, where campaign finance records say its sponsors have raised $6 million, and Colorado, where backers have pulled in nearly $2 million. But legalization was trailing in Oregon, where a grass-roots campaign was struggling to sway voters.Drug Policy Alliance Executive Director Ethan Nadelmann, whose affiliate groups have funded current and past legalization initiatives, said he was more optimistic about legalization prospects now than he was before a California legalization referendum that voters rejected in 2010."In this case, the polling has stayed up there. It's almost like we're seeing a surge of support for this in the final week," Nadelmann said.A survey of 932 likely voters in Washington state released on Saturday by Public Policy Polling found 53 percent support legalization, with a margin of error of 3.2 percent.Legalization was also ahead in Colorado, where a recent SurveyUSA poll of 695 likely voters conducted for the Denver Post showed 50 percent in favor and 44 percent opposed. The survey had a 3.8 percent margin of error.
But in Oregon, legalization was trailing with just 42 percent in favor, according to a survey of 405 likely voters by Elway Research for The Oregonian. The poll had a margin of error of 5 percent.The initiatives in Colorado and Oregon, in addition to allowing and taxing pot sales at state-sanctioned stores, would allow individuals to cultivate pot plants for their own use.The Washington state measure differs in that it would ban people from growing their own pot. Unlike the other two measures, it would also create a specific blood limit on pot's psychoactive element, THC, for drivers.Nadelmann said that provision and endorsement by such figures as John McKay, the former U.S. Attorney for the Western District of Washington state, make the measure in that state the most likely to sway hesitant voter and ultimately succeed.Meanwhile, a Massachusetts ballot initiative on Tuesday proposes allowing medical marijuana in that state, and voters in Arkansas are being asked whether to become the first southern state to allow marijuana as medicine. Appeals court questions Arizona's late-term abortion ban

SAN FRANCISCO (Reuters) - A federal appeals court panel on Monday sharply questioned lawyers defending an Arizona law that bans late-term abortions starting at 20 weeks of pregnancy except in medical emergencies, which opponents say is the toughest in the United States.In San Francisco, a three-judge panel of the 9th U.S. Circuit Court of Appeals heard the case after it blocked the Republican-backed Arizona law from going into effect earlier this year. Three abortion providers challenged the law in court.The Arizona law bars doctors from performing abortions starting at 20 weeks of pregnancy, except in medical emergencies, and could send doctors who perform them to jail.The American Civil Liberties Union, which is suing to stop the law, said it was more extreme than similar laws elsewhere, because the way Arizona measures gestation means it would bar abortions two weeks earlier than in other states.Those states also set the limit at 20 weeks but have different ways to calculate gestation time. Arizona already bans abortions at the point of viability, when a fetus might survive outside the womb, generally at 23 to 24 weeks.Judge Andrew Kleinfeld, a panel member appointed by former President George H.W. Bush, repeatedly expressed concern that the law might not afford women the opportunity to abort a fetus with birth defects in cases where the defects are not apparent until just before 20 weeks.He also questioned the need to prohibit abortions at that stage of the pregnancy, especially for fetuses bound to develop "horrible birth defects.""They're basically born into hell and then die," Kleinfeld said. "I don't see how the courts could act before viability" of the fetus."With due respect, that's the woman's problem," responded David Cole, Arizona's solicitor general. "She should have made that decision earlier."William Montgomery, the attorney for Maricopa County in Arizona who also defended the law before the appeals panel, said new medical evidence showed a fetus has the capacity to feel pain during an abortion at 20 weeks of development.But Judge Marsha Siegel Berzon called that a "red herring" in terms of the constitutional questions the law raises.The three-judge panel did not say when it could make a final ruling in the case. The U.S. Supreme Court legalized abortion nationwide in 1973, but has allowed states to place restrictions on the procedure from the time of viability unless the woman's health was at risk.In July, days before the 9th Circuit panel blocked the law until it could fully consider the case, U.S. District Judge James Teilborg ruled that the Arizona measure was consistent with limits federal courts have allowed.Talcott Camp, deputy director of the ACLU reproductive freedom project, said the Arizona law's exception to allow late-term abortion applies only in immediate emergencies if delay can jeopardize a woman's life or seriously harm her health."The medical emergency exception is truly, horrifically narrow," she said in a phone interview. Obama or Romney? Voters start deciding close race

WASHINGTON (Reuters) - Capping a long and bitter race for the White House, Americans cast their votes on Tuesday with polls showing President Barack Obama and Republican challenger Mitt Romney neck-and-neck in an election that will be decided in a handful of states.Polling stations opened across the eastern United States and Midwest, with the West Coast soon to follow, as Election Day dawned. At least 120 million people were expected to render judgment on whether to give Obama a second term or replace him with Romney.Their decision will set the country's course for the next four years on spending, taxes, healthcare and foreign policy challenges like the rise of China and Iran's nuclear ambitions.National opinion polls show Obama and Romney in a virtual dead heat, although the Democratic incumbent has a slight advantage in several vital swing states - most notably Ohio - that could give him the 270 electoral votes needed to win the state-by-state contest.Romney, the multimillionaire former head of a private equity fund, would be the first Mormon president and one of the wealthiest Americans to occupy the White House. Obama, the first black president, is vying to be the first Democrat to win a second term since Bill Clinton in 1996.Whichever candidate wins, a razor-thin margin would not bode well for the clear mandate needed to break the partisan gridlock in Washington.Romney voted at a community center near his home in a Boston suburb before dashing off for two last-minute stops, including the most critical of all swing states - Ohio.
"I feel great about Ohio," he said when asked about what is considered a must-win for him.Obama, settled into his home town of Chicago, made a final pitch to morning commuters with pre-recorded interviews broadcast in battleground states."Four years ago, we had incredible turnout," Obama told a Miami radio station. BOOSTING TURNOUT
As Americans headed to voting booths, campaign teams for both candidates worked the phones feverishly to mobilize supporters to cast their ballots.Polls will begin to close in Indiana and Kentucky at 6 p.m. EST (1900 p.m EDT) on Tuesday, with voting ending across the country over the next six hours.The first results, by tradition, were tallied in Dixville Notch and Hart's Location, New Hampshire, shortly after midnight (0100 a.m EDT). Obama and Romney each received five votes in Dixville Notch. In Hart's Location, Obama had 23 votes to nine for Romney and two for Libertarian candidate Gary Johnson.The close presidential race raises the prospect of a disputed outcome similar to the 2000 election, which was decided by the U.S. Supreme Court in favor of George W. Bush over Al Gore. Both the Romney and Obama campaigns have assembled legal teams to deal with possible voting problems, challenges or recounts.The balance of power in the U.S. Congress also will be at stake in Senate and House of Representatives races that could impact the outcome of "fiscal cliff" negotiations on spending cuts and tax increases, which kick in at the end of the year unless a deal is reached.Obama's Democrats are now expected to narrowly hold their Senate majority, while Romney's Republicans are favored to retain House control.Amid uncertainty over the U.S. election outcome, world stock markets and the dollar held steady on Tuesday as investors waited for the result.Despite the weak economy, Obama appeared in September to be cruising to a relatively easy win after a strong party convention and a series of stumbles by Romney, including a secretly recorded video showing the Republican writing off 47 percent of the electorate as government-dependent victims.But Romney rebounded in the first debate on October 3 in Denver, where his sure-footed criticism of the president and Obama's listless response started a slow rise for Romney in polls. Obama seemed to regain his footing in recent days at the head of federal relief efforts for victims of superstorm Sandy in the New York-New Jersey area.
The presidential contest is now likely to be determined by voter turnout - specifically, what combination of Republicans, Democrats, white, minority, young, old and independent voters shows up at polling stations.
Weather could be a factor. Much of the nation was dry and mild, though rain was forecast later on Tuesday in the Southeast, including Florida, an important swing state.Obama and Romney raced through seven battleground states on Monday to hammer home their final themes, urge supporters to get to the polls and woo the last remaining undecided voters.
'WE KNOW WHAT CHANGE LOOKS LIKE'
Obama focused on Wisconsin, Ohio and Iowa, the three Midwestern swing states that, barring surprises elsewhere, would ensure that he reaches the 270 electoral votes needed to win. Romney visited the must-win states of Florida, Virginia and Ohio before finishing in New Hampshire.After two days of nearly around-the-clock travel, Obama wrapped up his final campaign tour in Des Moines, Iowa, with a speech that hearkened back to his 2008 campaign."I came back to ask you to help us finish what we've started because this is where our movement for change began," he told a crowd of some 20,000 people. Obama wiped away tears as he reflected on those who had helped his campaign.Romney, former governor of Massachusetts, ended Monday in Manchester, New Hampshire, the city where he started his campaign last year. "We're one day away from a fresh start," the hoarse-sounding candidate told a crowd of 12,000.
Obama ridiculed Romney's claims to be the candidate of change and said the challenger would be a rubber stamp for a conservative Tea Party agenda. "We know what change looks like, and what he's selling ain't it," he said in Columbus, Ohio.Romney argued he was the candidate who could break the partisan gridlock in Washington, and said four more years of Obama could mean another economic recession.The common denominator for both candidates was Ohio. Without the state's 18 electoral votes, the path to victory becomes very narrow for Romney.Polls have shown Obama with a small but steady lead in the state for months, sparked in part by his support for a federal bailout of the auto industry, which accounts for one of every eight jobs in Ohio, and by a strong state economy with an unemployment rate lower than the 7.9 percent national rate.That undercut the central argument of Romney's campaign - that his business experience made him uniquely qualified to create jobs and lead an economic recovery.Romney's aides hoped an 11th-hour visit on Tuesday could also boost his cause in Pennsylvania, a Democratic-leaning state that he has tried to put in play in recent weeks.Obama fought back through the summer with ads criticizing Romney's experience at the equity fund Bain Capital and portraying him as out of touch with ordinary Americans.
That was part of a barrage of advertising in the most heavily contested battleground states from both candidates and their party allies, who raised a combined $2 billion.The rise of "Super PACs," unaffiliated outside groups that can spend unlimited sums on behalf of candidates, also helped fuel the record spending on political ads.Obama voted in October by taking advantage of early voting procedures. Premier: Israel won't allow Iran to get atom bomb

JERUSALEM (AP) — Israel's prime minister says Iran is progressing toward acquisition of a nuclear bomb in order to destroy Israel.Benjamin Netanyahu pledged on Israeli Channel 2 TV's investigative program "Uvda" that as long as he is prime minister, Iran will not go nuclear."We are serious, this is not a show," he said in an interview that aired Monday. "If there is no other way to stop Iran, Israel is ready to act."
Israel considers a nuclear-armed Iran an existential threat. Israel has repeatedly hinted of a military strike on Iran to stop its progress.The TV show reported that two years ago, Netanyahu ordered his military to go on high alert for a looming attack on Iran, but he backed off following strong objections from senior security officials.

A second major theme of the hour-long program featured withering criticism by former prime minister Ehud Olmert, who is considering making a political comeback ahead of January’s general elections, of the handling of the Iranian threat by Netanyahu and Barak. Olmert also blasted Netanyahu for damaging Israeli ties with the Obama administration.Lambasting Netanyahu’s evident readiness to strike at Iran if all else fails, even in defiance of the United States, Olmert asked mockingly which planes, bombs and special technologies Israel would use — underlining the centrality of American military hardware to Israel’s military capacity. Without naming names, he wondered who Netanyahu would turn to “if something is missing” from the range of equipment needed for an attack or the re-supply needed to sustain one. “Would it be to the people in whose faces we’re spitting,” he wondered, “those who we’re trying to prevent being president of the United States?”Olmert was reviving allegations that Netanyahu has sought to undermine the Obama presidency and encourage the challenge of Republican candidate Mitt Romney in Tuesday’s presidential elections.
Responding directly to Olmert’s comments, Netanyahu said such an approach could require Israel, unacceptably, to subcontract its destiny to others. “We’re supposed to say there’s nothing we can do?” he asked rhetorically, rejecting the notion. “If our backs are to the wall, we’ll do what’s necessary,” he said.
Earlier in the program, without relating to any specific incidents, Olmert had related to the dilemmas he had faced as prime minister when ordering operations designed to slow Iran’s march to the bomb. Implying but not stating that he had ordered assassinations of people involved in the Iranian nuclear program, he said “I asked myself questions” about such operations, but reminded himself of the imperative “to prevent Iran from developing the fuse that could end my children’s lives.”The program, part of a documentary series called “Uvda” (Fact) on Israel’s Channel 2, traced Israel’s efforts to stop the Iranian bomb throughout the past decade.In 2002, it said, then-prime minister Ariel Sharon had ordered Mossad chief Dagan to focus on the Iranian threat. A special Mossad unit was established and, via “dozens of intelligence operations,” information was gathered first on Iran’s reactor at Natanz and then on the clandestine facility at Qom.
Shown the proof, president George W. Bush assured Israel, “Don’t worry, they won’t have a nuclear weapon,” an aide to Sharon told the program.But Israel, by 2007, had decided it needed to have its own “program for action,” Barak told the program. An Israeli document briefly shown on screen related to plans “to set the Iranians back by at least a few years” and noted, “Israel may have to strike…”When the American National Intelligence Estimate in late 2007 asserted that Iran had frozen its nuclear weapons program, Israel was stunned, the program said. Its intelligence information conclusively proved that the NIE was wrong, former IDF military intelligence chief Amos Yadlin told the program. “There then followed” a series of assassinations, explosions and other setbacks in the Iranian program.“A lot of things went wrong,” Olmert noted.“Things blew up,” added Barak.In 2008, when Bush visited Israel, Olmert said he showed the US president incontrovertible proof that Iran was seeking the bomb. From then on, Olmert said, the US and Israel agreed on open sharing of all relevant intelligence information, and to work together to thwart Iran.
There was one caveat, however, the program noted: Bush made it clear that he was “with you all the way,” so long as Israel did not resort to unilateral military action.The program featured much sniping by Olmert at Barak, and vice versa, with each accusing the other of requiring more responsible supervision. Olmert said he would not want “the overall responsibility” for thwarting Iran to be in Barak’s hands. Barak said that “when it comes to using force,” Olmert “requires supervision.” Barak served as defense minister in the Olmert government until four years ago, continuing to hold the post in the current Netanyahu government.
The rebuffed call by Netanyahu and Barak for Ashkenazi and Dagan to get the military establishment ready for a possible strike within hours, the program said, brought Israel “closer than ever” to a strike. This section of the “Uvda” report was partially broadcast on Sunday night, prompting headlines in the Hebrew dailies on Monday.Relating indirectly to the reported differences of opinion with his former security chiefs, Netanyahu said in his interview that he was “not eager for war” and hoped sanctions or other international action would thwart Iran.

Peace envoy fears Somalia fate for Syria

BEIRUT (Reuters) - The international envoy for Syria fears the country could turn into a new Somalia unless its crisis is resolved, warning of a scenario in which warlords and militia fill a void left by a collapsed state.
In an interview with the London-based al-Hayat newspaper, veteran Algerian diplomat Lakhdar Brahimi played down the risk of sectarian and ethnic partition of Syria, but said: "What I am afraid of is worse ... the collapse of the state and that Syria turns into a new Somalia."The Horn of Africa country has been without effective central government since the outbreak of civil war in 1991."People are talking about the risk of partition in Syria. I do not see partition," said Brahimi, who was appointed as U.N.-Arab League envoy to Syria in August to replace former U.N. Secretary-General Kofi Annan."I believe that if this issue is not dealt with correctly, the danger is 'Somalisation' and not partition: the collapse of the state and the emergence of warlords, militias and fighting groups."Brahimi's job is complicated by international and regional differences on how the 19-month-old conflict should be resolved.It began as a peaceful uprising against President Bashar al-Assad's rule, inspired by revolts against leaders in other Arab states. Canada to allow civil nuclear trade with India, no timeline

NEW DELHI (Reuters) - Canadian firms will soon be able export uranium and nuclear reactors to India for the first time in almost four decades following an agreement between the two countries, Canadian Prime Minister Stephen Harper said on Tuesday.It will end a penalty Canada imposed in 1976 after India secretly exploded its first nuclear bomb in 1974, commonly called "Smiling Buddha", using material from a Canadian-built reactor in India."Being able to resolve these issues and move forward is, we believe, a really important economic opportunity for an important Canadian industry, part of the energy industry, that should pay dividends in terms of jobs and growth for Canadians down the road," Harper said during a visit to New Delhi.He gave no timeline for implementation of the new deal. The two countries signed a nuclear cooperation pact two years ago, but until now had not agreed on the final details.India aims to lift its nuclear capacity to 63,000 MW in the next 20 years by adding nearly 30 reactors. The country currently operates 20 mostly small reactors at six sites with a capacity of 4,780 MW, or 2 percent of its total power capacity, according to the Nuclear Power Corporation of India Limited.It was not immediately clear what safeguards there would be to ensure that Canadian material does get used again for making nuclear bombs, an issue that had been a key obstacle to the agreement.Canada's ambassador to India, Stewart Beck, said on Monday that his country wanted to be able to track all nuclear material, but that India felt it only needed to report to the International Atomic Energy Agency.Harper said the Canadian nuclear safety commission had worked to "achieve all of our objectives in terms of non-proliferation"Canada is in a race against Australia, its strategic ally but a commercial rival in the uranium business. Immigration of ‘lost tribe’ to resume after 5 years

The government has quietly decided to approve, after a five-year hiatus, continued immigration of the Bnei Menashe, a tribal group based in north-eastern India and in Burma that claims descent from the lost tribe of Menashe.On Tuesday, Army Radio reported that a flight of 274 new immigrants is scheduled to arrive within a few weeks.About 1,700 members of the tribe already reside in the country, mostly in West Bank settlements, especially in Kiryat Arba. There are an estimated 7,000 to 9,000 Bnei Menashe remaining in India and Burma. In 2005, Chief Rabbi Shlomo Amar ruled that the tribe had Jewish roots but members must still undergo a conversion process to be eligible to immigrate under the Law of Return.In 2007, immigration was effectively halted by a change in government policy, which required issues of mass immigration and conversion to be approved by cabinet decision, instead of just the Interior Ministry.
MK Meir Sheetrit (Kadima), who was interior minister in 2007, and who opposes renewed immigration for the community, said Tuesday that it endangered the Jewish identity of the state.“Apparently, there are those in government who think that if they come to Israel and convert to Judaism, maybe they will vote in future elections,” Sheetrit said in an interview to Army Radio.MK Otniel Schneller, also of Kadima, argued that the issue is essentially one of family reunification for the community members already residing in the country. “We are a democratic country. A country that considers the importance of humanitarian gestures… they should receive a warm welcome.”Shavei Israel, a NGO which effectively acts as a liaison between Israel and the Bnei Menashe, will be funding and managing the renewed immigration, according to Army Radio.Israel last week renewed flights of Falash Mura immigrants from Ethiopia, seeking to bring over the last remnants of the Jewish community there.

Israel issues housing tenders in east Jerusalem

JERUSALEM (AP) — Israel says it is pushing forward with construction of more than 1,200 new homes in Jewish settlements in east Jerusalem and the West Bank.The government announced late Monday that it was accepting bids from contractors to build the homes in two Jewish enclaves in east Jerusalem, Ramot and Pisgat Zeev. It also reopened bidding for 72 homes in Ariel, deep inside the West Bank.Anti-settlement watchdog Peace Now accused the government of issuing the tenders when the world's attention is on the American presidential election. The projects were all originally announced months ago.Israel captured the West Bank and east Jerusalem in 1967. The Palestinians claim both territories for a future state. While Israel claims all of Jerusalem as its capital, the international community opposes all Israeli settlements. 

IMF warns France on falling behind Italy and Spain

The International Monetary Fund (IMF) has warned France it needs to cut labour costs and taxes or else risk falling behind Italy and Spain, which are undergoing deep reforms."The growth outlook for France remains fragile reflecting weak conditions in Europe generally, but the ability of the French economy to rebound is also undermined by a competitiveness problem," the IMF wrote in its annual country review published on Monday (5 November).The recent tax hikes on high earners - a campaign promise of Socialist President Francois Hollande - is not going to help France regain competitiveness compared to other EU countries, the Washington-based body warns."Combative" rather than "co-operative" relations between trade unions and employers, high social security contributions and a system where hiring and firing is very difficult all add up to a costly labour market in need of reform."The loss of competitiveness predates the crisis, but risks becoming even more severe if the French economy does not adapt along with its major trading partners in Europe, notably Italy and Spain which, following Germany, are now engaged in deep reforms of their labor markets and services sectors," the IMF says.With meagre growth (0.1% this year and 0.4% in 2013), budget cuts have to be carried out carefully, so as not to hamper incentives for innovation and jobs. The same advice is valid for the whole EU, with the IMF suggesting that EU institutions and governments "review jointly the speed of fiscal consolidation at the European level, with a view to providing more support to the recovery."The IMF recommendations were echoed by another report out on Monday, drafted by former arms firm EADS chief Louis Gallois, which advocated shock therapy to stop the country's industrial decline.French payroll taxes should be cut by €30 billion over the next two years, Gallois said in his report - commissioned by Hollande - on what the country needs to do to catch up with Europe's powerhouse, Germany.He also suggested a VAT increase, more cuts to public spending and less red tape when it comes to start-up businesses.Hollande is expected to react to the report on Tuesday.
His social affairs minister Benoit Hamon on Monday said that the Gallois paper is a "contribution," but ultimately it is the "government that governs."

US sees ECB chief as 'Mr Euro'

BRUSSELS - The US Treasury has lobbied the European Central Bank (ECB) more than any other EU body on the eruo crisis, a new study shows.The analysis - in a blog by Brussels-based think tank Breugel - looked at official contacts in the diary of US treasury chief Tim Geithner from January 2010 to June 2012.
It noted that he had 114 meetings or phone calls with the International Monetary Fund (IMF), many of which probably concerned the euro crisis. But he had 168 contacts with EU institutions or finance ministries "indicative of the direct involvement of the US administration in European policy discussions."He spoke with ECB leaders Jean-Claude Trichet and his successor Mario Draghi 58 times. He also contacted the German finance minister on 36 occasion, the French finance ministry 32 times and the British finance ministry 19 times.By contrast, he spoke to the European Commission, the EU Council President, the euro-using countries' club, the Eurogroup, and its President Jean-Claude Juncker less than 20 times in total."There is little doubt that for the US Treasury, 'Mr Euro' is first and foremost the ECB president ... Clearly, the one European institution that really counts is the ECB," Breugel's Jean Pisani-Ferry said.The data also indicates that the US sees national EU capitals as wielding more power than the European Commission and that it thinks Germany and France have a bigger voice in EU affairs than the UK."In spite of the complex governance arrangements in place, other European institutions matter much less than Berlin and Paris," Pisani-Ferry added.Meanwhile, the spikes in Geithner's diplomacy give an idea of which events worried the US the most over the past 30 months.The number of contacts shot up ahead of the first Greek bailout in May 2010. They went up again in the run-up to the Irish bailout in November 2010.They peaked overall in May and December last year amid talk of a second Greek bailout, a Portuguese bailout and the creation of permanent EU rescue funds.Things calmed down in Spring this year. But Geithner's activity jumped up again in June as EU leaders mooted a banking union as their latest response to the euro-area's ongoing problems.
"The data suggest a constant and very active involvement of the Obama administration in the search for solutions to the euro-crisis," Pisani-Ferry noted, referring to US leader Barack Obama.

ECB probes potential blunder on Spanish loans

The European Central Bank (ECB) has launched an inquiry into claims that it gave out cheap loans to Spanish banks based on over-rated treasury bills, an ECB spokeswoman told news outlets on Sunday (4 November).The German weekly Welt am Sonntag the same day ran a story citing its own research, which says that banks in Spain saved up to €16.6 billion on loans secured on over-rated collateral.Based on the quality of the collateral, the ECB requires banks to pay more or less on the loans they are receiving.
In the case of the Spanish treasury bills, the ECB rated the loan guarantees as "low A," even though they should have been labelled B, in line with ratings given by major agencies such as Moody's or Standard &P oor's.The ECB puts its trust a lesser-known rating agency, DBRS, which still rates the Spanish bills as A class, Welt am Sonntag says.The paper also noted that Irish treasury bills were correctly classified as B-rated, meaning that Irish banks had to pay more for their ECB loans than Spanish banks did."In Ireland forbidden, in Spain allowed," Welt am Sonntag's headline notes."The ECB is investigating the matter," the ECB spokeswoman said.If proven correct, the blunder could harm ECB credibility at a time when EU ministers and the European Parliament are negotiating details of granting the bank an over-arching supervision role over the eurozone's 6,000 banks.The German central bank - which opposed the loosening of ECB loan conditions, as well as the upcoming bond-buying scheme designed to help the Spanish government lower its borrowing costs - has repeatedly warned that the ECB is pooling too much risk on its balance sheets.

Housing crisis looms as storm victims battle cold

NEW YORK (Reuters) - A housing crisis loomed in New York City as victims of superstorm Sandy struggled on Sunday without heat in near-freezing temperatures, and officials fretted displaced residents would not be able to vote in Tuesday's presidential election.Fuel shortages and power outages lingered nearly a week after one of the worst storms in U.S. history flooded homes in coastal neighborhoods, leaving many without heat and in need of shelter in New York and New Jersey. Mayor Michael Bloomberg said 30,000 to 40,000 people in New York City alone would need housing, including around 20,000 from public housing."We don't have a lot of empty housing in this city. It's a problem to find housing. We're not going to let anybody go sleeping in the street," Bloomberg said. "But it's a challenge and we're working on this as fast as we can."U.S. Homeland Security Secretary Janet Napolitano said on Sunday federal agencies are looking for apartments and hotel rooms for people displaced by Sandy."Our goal is to try to get people out of the shelters," Napolitano said at a news conference in New Jersey with Governor Chris Christie.Overnight, at least two more bodies were found in New Jersey - one dead of hypothermia - as the overall North American death toll from Sandy climbed to at least 111."People are in homes that are uninhabitable," New York Governor Andrew Cuomo said at a news conference. "People don't like to leave their home, but the reality is going to be in the temperature."Concerns are growing that voters displaced by Sandy won't get to polling stations on Tuesday. Scores of voting centers were rendered useless by the record surge of seawater in New York and New Jersey.Temperatures dipped to 39 Fahrenheit (4 degrees Celsius) early on Sunday morning in New York City, the lowest in days, with freezing temperatures expected overnight. An early-season "Nor'easter" storm was expected to hit the battered New England coast this week with strong winds and heavy rain."The power is back but we have no heat," said Adeline Camacho, a volunteer who was handing out soup and sandwiches to needy residents of the Lower East Side of Manhattan on Sunday. "A lot of people haven't been able to bathe or stay warm. Last night was cold and this night is going to be much worse."Fuel supplies continued to rumble toward disaster zones and electricity was slowly returning to darkened neighborhoods, after the storm slammed the coast last Monday.In New Jersey, where residents were waiting for hours in line at gas stations, Christie tried to ease the fuel crunch by reassuring people that refineries and pipelines were back online and gas was being delivered. "We do not have a fuel shortage," he said at a news conference.A reopened New York Harbor meant fuel was reaching terminals, even as major facilities remained idle.Bloomberg said it would be a "very, very long time" before power would return to certain New York neighborhoods along the coast, where buildings were destroyed. Cuomo said fuel shortages are improving but problems will persist for "a number of days."Power restorations over the weekend relit the skyline in Lower Manhattan for the first time in nearly a week and allowed 80 percent of the New York City subway service to resume. Most schools were due to reopen on Monday.Some 1.9 million homes and business still lacked power across the Northeast on Sunday, down from 2.5 million the day before.Still, a quarter of New Jersey and almost a tenth of New York remained in the dark, the Department of Energy said. Just after Sandy tore across the densely populated area, more than 8.5 million customers were without power."All these numbers are nice but they mean nothing until the power is on in your house," said Cuomo, who warned he would hold the utility companies accountable "100 percent" for their recovery work.
STRUGGLING IN STATEN ISLAND
Sandy killed 69 people in the Caribbean before turning north and hammering the U.S. Eastern Seaboard on Monday with 80 mile-per-hour (130-kph) winds and a record surge of seawater.The two new deaths in New Jersey - where the storm came ashore last Monday night - included a 71-year-old man who suffered from hypothermia and a 55-year-old man who died from smoke inhalation in a house fire, police said on Sunday.That raised New Jersey's death toll to 24 while the New York City death count was 40.In the hard-hit borough of Staten Island, Marie Mandia's house had a yellow sticker on it, meaning the city restricted her use of it. The storm surge broke through her windows and flooded her basement and main floor, the retired teacher said."I'm not staying here. There's no protection," said Mandia, 60, who stood outside by a pile of her ruined things - a washer, drier, television and furniture. "Here's my life. Everybody's looking at it."On Friday, Bloomberg abruptly called off the city's marathon, which was set for Sunday, bowing to criticism that the event would divert resources from flood-ravaged neighborhoods.The race had been expected to draw more than 40,000 runners to the city from around the world. Instead, hundreds of runners set off on informal runs to deliver food and clothes to Staten Island and other areas in need.
More than 1,000 people crowded onto two Staten Island Ferry boats early on Sunday, headed to the stricken borough with relief supplies including food and plastic bags.Ruth Silverberg, 59, returned to her Staten Island home Sunday for the first time since the storm. She had been on a cruise in the Bahamas and found more than 4 feet of water in her basement. "Things were just floating. I thought it would take me two weeks to clear it out," she said.Instead, a group of 15 marathon runners formed an assembly line and cleared the basement of its contents in two hours. "I'm awed," Silverberg said, her voice choking.
ELECTION FACES 'REAL PROBLEMS'
President Barack Obama, neck-and-neck in opinion polls with Republican challenger Mitt Romney, ordered emergency response officials to cut through government "red tape" and work without delay to help affected areas return to normal.With the post-storm chaos overshadowing the final days of campaigning, an NBC/Wall Street Journal poll found that 68 percent of those surveyed approved of how Obama handled Sandy and just 15 percent disapproved.Christie, a Republican who raised eyebrows this week with his effusive praise of the Democratic President's handling of the storm, said on Sunday he still intended to vote for Romney.New Jersey has said it will allow people displaced by the storm to vote by email and in New York City, some 143,000 voters will be reassigned to different polling sites.Bloomberg said the Board of Elections has "real problems," and warned that it would be critical to make sure poll workers were informed of the changes."Unfortunately, there is a history of not communicating changes to their poll workers," Bloomberg said, adding the board has proven to be "dysfunctional" in recent years.(Reporting by Reuters bureaus throughout the U.S. Northeast; Writing by Jonathan Spicer; Editing by Will Dunham and Cynthia Osterman)  

New York area rail commuters face long haul come Monday

NEW YORK (Reuters) - Almost 200,000 suburban New York City commuters, most in New Jersey, face another work week without easy rail connections because of storm damage so severe that experts say it will take months before full service can be restored.Hurricane Sandy severed train connections for an estimated 435,000 daily commuters in the New York City suburbs. By Monday morning, full or partial service will have been restored for about 260,000.Experts with experience repairing rail after other natural disasters say commuters on some of the most damaged lines are likely to face a long wait. Some suburban residents may be able to travel by bus as an alternative."Getting the system back to normal, where every train is operating as it was before the storm, I could easily see it being months," said Conrad Ruppert, associate director of research at the University of Illinois Rail Transportation and Engineering Center."Getting back to operating trains with limitations and restrictions, you're already seeing that now."Ruppert worked for 35 years for Amtrak on the Northeast Corridor, where he oversaw restoration work similar to those that crews are performing in the region today.Service on three New Jersey Transit rail lines, one Long Island Rail Road line and the PATH train remains fully or partially suspended because of extensive damage that experts say will require lengthy repairs. Those lines log more than 367,000 passenger boardings on a typical weekday.
New Jersey Transit's rail network transports roughly 46,000 people on 63 trains during a typical weekday morning to New York's Penn Station, but on Monday it will only be able to carry 15,600 on 13 trains, said spokesman John Durso Jr."The road to recovery is still long, arduous and continuing," he said.To offset the drop in rail service, NJTransit is boosting its bus capacity to 115,000, a roughly 28 percent increase.NJ Transit's heavily used Midtown Direct service - the Morris and Essex and Montclair-Boonton lines, which together carry about 35,000 weekday passengers - is shut down indefinitely because of damage to the Kearny rail junction, which remained under several feet of water on Friday.Floodwaters washed ballast from beneath the track in this area, damage that will require extensive repairs before service can resume to either New York Penn Station or Hoboken Terminal.The Midtown Direct lines also have extensive tree damage in the areas around Summit, Morristown and Denville."My guys say it's the worst tree damage they've ever seen," said Jeff Reese, president of K.W. Reese Inc., a Mercersburg, Pennsylvania, railroad contractor. "There are huge, 24- and 36-inch trees lying across the train tracks or lying across the catenary lines that power the trains."The foreman says they don't know when they're going to be done. I think they're going to be there for at least a total of a week."Also heavily damaged was the southern section of the North Jersey Coast Line, from Bay Head to Woodbridge. The storm surge sent two boats, a shipping container and other debris crashing onto the Morgan drawbridge at South Amboy, and flooding caused extensive rail washouts along miles of track south of there.Service along the northern part of the line, from Woodbridge to New York Penn Station, has been restored on a reduced schedule.Further complicating service restoration for NJ Transit is flood damage at Hoboken Terminal, the terminus for Pascack, Main Line, Bergen County and some Morris and Essex trains. Flooding was so severe there, the waiting area had more than 5 feet of standing water. The water washed out tracks and damaged power substations, signals and switches.
The PATH system, which runs through the tunnel at Hoboken and which also saw flooding at its Jersey City station, is grappling with similar damage. New Jersey Governor Chris Christie said at a press conference on Tuesday that he expected repairs to take at least a week to 10 days.The PATH system sees more than 260,000 passenger boardings on an average weekday and serves as a vital link for commuters between Jersey City, Hoboken and New York.
SIGNS OF LIFE EMERGING
Elsewhere, the region's commuter rail system is coming back to life, albeit on a mostly reduced schedule.
NJ Transit's most-traveled Northeast Corridor, from Trenton to New York Penn Station, had less damage than other lines and resumed a reduced schedule on Friday. Service resumed Sunday on a reduced schedule on the Main Line from Port Jervis, N.Y., to Secaucus and part of the Raritan Valley Line from Raritan to Newark Pennsylvania Station. Normal service resumed on the Atlantic City Line from Atlantic City to Pennsauken.The Pascack Valley and Bergen lines remain suspended because power remains out in those areas, NJ Transit said. After it is restored, NJ Transit will have to test and repair equipment before service can be restored.Long Island Rail Road had downed power lines, switch damage, storm debris and flooding throughout the system. Though all but one of its lines have resumed at least partial service, all continue to operate on reduced schedules because of continued flooding in two of Amtrak's four East River tunnels.
MTA recommends passengers travel during off-peak hours when possible, because trains will be crowded during morning and evening rush hours.The Long Beach Branch, which saw the worst damage, remains out of service. The rail bridge between Oceanside and Island Park needs extensive repairs. The railroad is exploring options for restoring service west of Island Park, said Salvatore Arena, an MTA spokesman.
Ronkonkoma Branch trains are not running east of Ronkonkoma, and the Montauk Branch remains suspended east of Speonk. Repair work continues on those lines.Metro-North was operating all three of its East of Hudson main lines on a reduced schedule on Friday and began full service on Saturday. Branch line service from Waterbury, Danbury and Wassaic will resume Monday morning. Repairs continue on the New Canaan Branch, where fallen trees severely damaged overhead wires. Whether or not he said it, Stalin’s quote has entered into folklore. For a vote to mean anything, those counting the ballots must have a greater respect for the integrity of democracy than they have lust for power.
Since Stalin’s time, the technology has changed. With electronic voting machines, which leave no paper trail and are programmed with proprietary software, the count can be decided before the vote. Those who control the electronics can simply program voting machines to elect the candidate they want to win. Electronic voting is not transparent. When you vote electronically, you do not know for whom you are voting. Only the machine knows.According to most polls, the race for the White House is too-close-to-call. History has shown that when an election is close and there’s no expectation for a clear winner, these are the easiest ones to steal. Even more important, the divergence between exit polls, perhaps indicating the real winner, and the stolen result, if not overdone, can be very small. Those who stole the election can easily put on TV enough experts to explain that the divergence between the exit polls and the vote count is not statistically significant or is because women or racial minorities or members of one party were disproportionately questioned in exit polls.There have been recent reports that, because of costs, exit polls in the 2012 presidential election will no longer be conducted on the usual comprehensive basis in order to save money. If the reports are correct, no check remains on election theft.

In a fascinating article in Harper’s Magazine (October 26, 2012) Victoria Collier notes that in the old technology, election theft depended on the power of machine politicians, such as Louisiana Senator Huey Long, to prevent exposure.With the advent of modern technology, Collier writes that “a brave new world of election rigging emerged.” The brave new world of election theft was created by “the mass adoption of computerized voting technology and the outsourcing of our elections to a handful of corporations that operate in the shadows, with little oversight or accountability. This privatization of our elections has occurred without public knowledge or consent, leading to one of the most dangerous and least understood crisis in the history of American democracy. We have actually lost the ability to verify election results.”The old ballot-box fraud was localized and limited in its reach. Electronic voting allows elections to be rigged on a statewide and national scale. Moreover, with electronic voting there are no missing ballot boxes to recover from the Louisiana bayous. Using proprietary corporate software, the vote count is what the software specifies.
The first two presidential elections in the 21st century are infamous. George W. Bush’s win over Al Gore was decided by the Republicans on the US Supreme Court who stopped the Florida vote recount.
In 2004, George W. Bush won the vote count although exit polls indicated that he had been defeated by John Kerry. Collier reports:“Late on Election Day, John Kerry showed an insurmountable lead in exit polling, and many considered his victory all but certified. Yet the final vote tallies in thirty states deviated widely from exit polls, with discrepancies favoring George W. Bush in all but nine. The greatest disparities were concentrated in battleground states – particularly Ohio. In one Ohio precinct, exit polls indicated that Kerry should have received 67 percent of the vote, but the certified tally gave him only 38 percent. The odds of such an unexpected outcome occurring only as a result of sampling error are 1 in 867,205,553. To quote Lou Harris, who has long been regarded as the father of modern political polling: ‘Ohio was as dirty an election as America has ever seen.’”The electronic vote theft era, Collier reports, “was inaugurated by Chuck Hagel, an unknown millionaire who ran for one of Nebraska’s U.S. Senate seats in 1996. Initially Hagel trailed the popular Democratic governor, Ben Nelson, who had been elected in a landslide two years earlier. Three days before the election, however, a poll conducted by the Omaha World-Herald showed a dead heat, with 47 percent of respondents favoring each candidate. David Moore, who was then managing editor of the Gallup Poll, told the paper, ‘We can’t predict the outcome.’”“Hagel’s victory in the general election, invariably referred to as an ‘upset,’ handed the seat to the G.O.P. for the first time in eighteen years. Hagel trounced Nelson by fifteen points. Even for those who had factored in the governor’s deteriorating numbers and a last-minute barrage of negative ads, this divergence from pre-election polling was enough to raise eyebrows across the nation.”“Few Americans knew that until shortly before the election, Hagel had been chairman of the company whose computerized voting machines would soon count his own votes: Election Systems & Software (then called American Information Systems). Hagel stepped down from his post just two weeks before announcing his candidacy. Yet he retained millions of dollars in stock in the McCarthy Group, which owned ES&S. And Michael McCarthy, the parent company’s founder, was Hagel’s campaign treasurer.”Vote theft might also explain the defeat of Max Cleland, a Democratic Senator from Georgia. As Collier documents:“In Georgia, for example, Diebold’s voting machines reported the defeat of Democratic senator Max Cleland. Early polls had given the highly popular Cleland a solid lead over his Republican opponent, Saxby Chambliss, a favorite of the Christian right, the NRA, and George W. Bush (who made several campaign appearances on his behalf). As Election Day drew near, the contest narrowed. Chambliss, who had avoided military service, ran attack ads denouncing Cleland – a Silver Star recipient who lost three limbs in Vietnam – as a traitor for voting against the creation of the Department of Homeland Security. Two days before the election, a Zogby poll gave Chambliss a one-point lead among likely voters, while the Atlanta Journal-Constitution reported that Cleland maintained a three-point advantage with the same group.”
Rigged Game

“Cleland lost by seven points. In his 2009 autobiography, he accused computerized voting machines of being ‘ripe for fraud.’ Patched for fraud might have been more apt. In the month leading up to the election, Diebold employees, led by Bob Urosevich, applied a mysterious, uncertified software patch to 5,000 voting machines that Georgia had purchased in May.”“We were told that it was intended to fix the clock in the system, which it didn’t do,” Diebold consultant and whistle-blower Chris Hood recounted in a 2006 Rolling Stone article. “The curious thing is the very swift, covert way this was done. . . . It was an unauthorized patch, and they were trying to keep it secret from the state. . . . We were told not to talk to county personnel about it. I received instructions directly from [Bob] Urosevich. It was very unusual that a president of the company would give an order like that and be involved at that level.”When the Republican Supreme Court prevented the Florida recount in the deciding state between George W. Bush and Al Gore in the 2000 presidential election, the Democrats’ response was to acquiesce in order not to shake the confidence of Americans in democracy. Similarly, John Kerry acquiesced in 2004 despite the large disparity between exit polls and vote counts. But how can Americans have confidence in democracy when voting is not transparent?For now Republicans seem to have the technological advantage with their ownership of companies that produce electronic voting machines programmed by proprietary software, but in the future the advantage could shift to Democrats. Early voting aids electronic election theft. Successful and noncontroversial theft depends on knowing how to program the machines. The victory needs to be within the range of plausibility. Too big a victory raises eyebrows, but if the guess is wrong in the other direction theft fails. Early voting helps the voting machine programmers decide how to set the machines.
Voting 2.0
The absence of transparency is a threat to whatever remains of American democracy. In the Summer 2011 issue of The Trends Journal, Gerald Celente made the point that “if we can bank online, we can vote online.”
Think about it! Across the globe, trillions of dollars of bank transactions are made each day, and rarely are they compromised. If we can accurately count money online, we can certainly count votes accurately online. The only obstacles blocking online voting are entrenched political interests intent upon controlling the ballot box.The lack of transparency has given rise to election litigation. On October 29, The Washington Post reported that “thousands of attorneys, representing the two major presidential candidates, their parties, unions, civil rights groups and voter-fraud watchdogs, are in place across the country, poised to challenge election results that may be called into question by machine failures, voter suppression or other allegations of illegal activity.”Voting online, if property arranged, can provide the transparency that the current system lacks. While the GOP might remain active in voter suppression, the Democrats could no longer vote graveyards, and the count of those who do manage to vote would not be subject to secret proprietary software.
In 2005 the nonpartisan Commission on Federal Election Reform concluded that the integrity of elections was compromised by those who controlled the programming. Proprietary private ownership of voting technology is simply incompatible with transparent elections. Actor Richard Belzer warns that if Mitt Romney wins the presidential election by a small margin of victory, “America will explode,” claiming that voter suppression and “tampering with voting machines” could decide the contest.“If Romney wins by a very slim margin in states where there is voter suppression and tampering with voting machines then America will explode,” Belzer tweeted this morning.The actor followed up by predicting that Obama will “win by a landslide” because of his position on “women’s health issues.”
Belzer, an actor and comedian, is best known for his role as Detective Munch in the NBC police drama series Homicide: Life on the Street and Law & Order: Special Victims Unit. Belzer also makes frequent appearances on popular TV shows such as The Wire and 30 Rock.The actor, who recently caused controversy by giving a Nazi salute during a live appearance on Fox News, is currently appearing with Christopher Walken on a cooking show for the comedy website Funny or Die.Belzer’s claim that the country will explode in the event of a closely fought and disputed election is by no means without foundation.
As we documented last month, Twitter has been flooded with messages from Obama supporters threatening to riot and cause violence if Mitt Romney wins the election.In the aftermath of the presidential debates, Obama voters took to the social networking website to promise mayhem and unrest if Obama loses.
Threats to riot included tweets such as, “Black people gonna riot harder than Rodney King if Obama loses!”, “If Romney becomes President watch it be a riot in L.A.,” and, “Obama wins, we party. Romney wins, we riot. EIther way shits gon get fucked up.”The federal government has been preparing for riots in the aftermath of the election for the best part of the last six months. Back in July, the Department of Homeland Security put out an urgent solicitation for hundreds of items of “riot gear,” in preparation for expected unrest at next year’s presidential inauguration.Police departments have said they are not expecting civil unrest on election night, but given the fact that Americans will riot over a game of baseball, these assurances seem somewhat naive.
The threats to riot were accompanied by an even greater number of tweets threatening to assassinate Mitt Romney.Numerous errors with electronic voting machines have become apparent over the last two weeks.
Early voters in Marion County who attempted to vote for Mitt Romney saw the electronic touch screen replace their choice with Barack Obama instead. Joan Stevens had to input her selection three times before it displayed correctly.“You want to vote for who you want to vote for, and when you can’t it’s irritating,” Stevens told the Marion Star.Voters in Guilford County, North Carolina experienced the same problem. Every time a vote for Romney was entered, the machine flipped it and counted it as a vote for Obama.

A week after Sandy, New York area slowly coming back to life

NEW YORK (Reuters) - A week after superstorm Sandy wreaked havoc on New York City and the surrounding area, schools reopened on Monday and millions of commuters fought huge crowds to board subways, buses and suburban trains in an exhausting effort to get back to work.The daunting trip to work or school aside, living conditions remained severe for tens of thousands of people unable to return to their homes, and close to 2 million in the region suffered through another night of near-freezing temperatures without the benefit of power or heat.On top of that, an exhausted region now faces the prospect of a new storm: A strong "Nor'easter" was forecast to bring freezing temperatures and more rain and wind by the middle of the week.Mayor Michael Bloomberg said on Sunday 30,000 to 40,000 people in New York City were in need of shelter, including 20,000 in public housing.Hurricane Sandy killed 69 people in the Caribbean before turning north and slamming into the U.S. East Coast a week ago with 80 mile-per-hour (130-kph) winds and a huge storm surge. The U.S. death toll has risen to at least 113.On Monday morning, with sizeable legs of the region's public transportation network still hobbled by storm damage, people stood for an hour or more on train platforms or street corners in New Jersey, Long Island and Connecticut waiting for trains and buses, only to find many of them already too crowded to board.Service on many rail and bus lines was reduced and the subway was running at about 80 percent of its normal service.The commute from New Jersey was particularly trying.As a Northeast Corridor Line train on the NJ Transit network pulled into Newark, passengers wondered aloud how the hundreds of passengers who crowded the platform would squeeze into the already-packed train.A conductor banged on the window, signaling passengers to squeeze together more than they already were. "Move in! It's gonna be a tight fit," another conductor yelled. Still, there was no room for about half of the passengers in Newark."I'm taking Amtrak back this afternoon, so I don't have to deal with this," said Gabrielle Nader, a 27-year-old human resources professional who boarded in Trenton. "It's worse than a subway." Nader, from northeast Philadelphia, said she had already made Amtrak reservations through Wednesday.
ELECTION DAY CONCERNS
Most New York schools were reopening on Monday. Some are still without power and others are being used as shelters, complicating efforts to reopen them for students.Concerns are also growing that voters displaced by Sandy won't get to polling stations on Election Day on Tuesday. Scores of voting centers were rendered useless by the record surge of seawater in New York and New Jersey.New Jersey has said it will allow people displaced by the storm to vote by email. In New York City, some 143,000 voters will be reassigned to different polling sites. Both states are normally easy wins for Democrats.About 1.9 million homes and businesses remained in the dark through Sunday night as the pressure mounted on power providers to restore electricity to areas hit hardest by the storm. An updated outage figure for the full region was due later in the morning, but PSE&G, the largest electric utility in New Jersey, said early Monday it had restored power to 78 percent of the 1.7 million customers blacked out by the storm.In New York, utilities came under increasing pressure to restore heat and light to some 650,000 customers. More than half of those were served by the Long Island Power Authority, which was singled out for criticism by Governor Andrew Cuomo.Tab Hauser, deputy mayor of the still-dark Village of Flower Hill on the north shore of Long Island, said that not only has the clean-up been too slow, Long Island Power Authority "is doing nothing to prepare for the future."He would like to see the utility consider underground lines and metal rather than wood poles. "Every year it's a Band-Aid," he said. "This can happen next year and nothing will change."Lee Green, 45, a firefighter who owns a property management company in Westhampton Beach on the southern shore of Long Island, said there were parts of the coastline "where the dunes are just completely wiped out and there's a 20-foot (6-metre) drop from the back of the homes to the beach."He said the fire department had been deluged with dozens of emergency calls around the clock. "Wires down, road hazards, car accidents, telephone pole fires, alarms going off," Green said."The power grid out here is really old and quirky. And when it shorts out, it causes chaos all over town."In New Jersey, about a quarter of the state remained without power. For many, that meant they had no heat.
FINDING FUEL
After a peak of 8.5 million outages across 21 states affected by the massive storm, the rate of restoring power each day has slowed as line crews must work on increasingly difficult and isolated outages.
Another challenge was finding fuel, as power outages and supply disruptions closed many gas stations.
In New Jersey, where residents were waiting for hours in line at gas stations, Republican Governor Chris Christie tried to reassure people that refineries and pipelines were back on line and gas was being delivered. "We do not have a fuel shortage," he said at a news conference on Sunday.Over the weekend, New Jersey gas stations were besieged by people carrying red gas canisters and miles-long lines of cars, despite a fuel rationing system based on license plate numbers.In Montclair, New Jersey, some stations ran out of fuel after pumping gasoline on Saturday for cars with odd-numbered plates.
