Palestinian statehood doesn’t threaten Israel — but stalled peace process might, internal Foreign Ministry report says

Insisting that Palestinians recognize Israel as a Jewish state will not help Israel’s legitimacy, senior official writes; Liberman says he never heard of the report

The Palestinian statehood bid at the United Nations does not delegitimize Israel, Jerusalem’s demand for recognition as a Jewish state does nothing for the country’s legitimacy, and the stalled peace process harms Israeli interests. All these assertions, which read like the talking points of a European government or a pro-Palestinian NGO, are found in a report written by a senior official in the Foreign Ministry, of Israel.

The classified report, excerpts of which were published Sunday in Maariv, appear to contradict key foreign policy positions of Prime Minister Benjamin Netanyahu and Foreign Minister Avigdor Liberman.“The Palestinian move [to receive nonmember status at the UN] should not necessarily be seen as an act of delegitimization, even if in the future the statehood status given to the Palestinians will be used for hostile measures,” the report said.The Palestinian Authority has announced it will soon ask the UN General Assembly for the status of a nonmember state, which would enable it to join the International Criminal Court and other UN-related institutions.In a first response to the report’s publication, the Foreign Ministry said the text was not an official position paper and contained no policy recommendations. Liberman said he was not familiar with the report, and suggested it carried little actual weight.The paper was authored by D.J. Schneeweiss, who until July served as the Foreign Ministry’s director of civil society affairs, in which position he oversaw the ministry’s efforts to counter attempts to delegitimize Israel in the international arena.In the report, Schneeweiss, who is currently Israel’s consul-general in Toronto, argued that the Netanyahu government’s insistence that the Palestinians recognize Israel as a Jewish state, and its fierce opposition to the Palestinian UN membership scheme, does very little to further Israel’s cause. On the other hand, he seemed to suggest that starting a diplomatic effort to revive the peace process would strengthen Jerusalem’s position.

The government’s current legislative initiatives and the comportment of the IDF in the West Bank, however, are counterproductive to Israel’s struggle in the court of public opinion, and should be conducted differently, Schneeweiss wrote, according to Maariv.“We’ve become a stationary target that is unable to create its own attractive agenda and is forced to respond to the agenda of others,” Schneeweiss wrote.The fact that a majority of the world’s nations are likely to recognize a Palestinian state “does not necessarily imply the rejection or the negation of Israel’s existence,” Schneeweiss reportedly wrote, without stating whether he supports or opposes Israel’s rejection of the Palestinian statehood bid at the UN.It needs to be understood, Schneeweiss added, that Jerusalem’s insistence on Palestinian recognition of Israel as a Jewish state “does not guarantee Israel the necessary Western institutional legitimacy.”While Schneeweiss, a native of Sydney, Australia, argued that Israel needs to counter the work of anti-Israel activists, he added that “we must not forget that also our own actions influence and shape this reality” of a climate hostile to Israel.

The report indirectly criticized Israel for the stalled peace talks with the Palestinians, saying “there is no doubt that conducting credible peace talks could limit the effects of the hostile campaign led by Israel’s various detractors.”Israel’s leaders should not only speak of Israel’s right to exist and boast that it is the only democracy in the Middle East, but should actively work to safeguard the country’s character as oriented on Western values, Schneeweiss suggested.According to Maariv, Schneeweiss criticized the Israeli government for some bills that were recently proposed in the Knesset and which critics considered “anti-democratic” because they would harm left-wing human rights groups in their ability to conduct their work in Israel, as well as for the way the IDF deals with international human rights NGOs working in the West Bank. Jerusalem should take note of how Western countries regard Israel’s conduct in these areas, he wrote in the report. European governments generally reacted critically to Israeli legislation that purportedly curtailed the work of such NGOs.The Foreign Ministry in Jerusalem responded to the publication of Schneeweiss’s report, saying that he had written it at the end of his tenure as the director of the ministry’s anti-delegitimization department and was merely defining concepts and demarcating the department’s responsibilities.“The author deals with the department’s activities and its interfaces with other departments within the ministry, but the report is not a position paper or a policy recommendation by the Foreign Ministry,” according to a statement released Sunday.Speaking to Army Radio on Sunday, Liberman said the Foreign Ministry publishes “four reports a day, and I don’t read all of them.” Nobody in his office knew of the report, he said, quipping that “maybe it was written specifically for the journalist” who published it.At the time of publication, Schneeweiss had not responded to a Times of Israel’s email requesting comment.

In a positive response to Palestinian Authority President Mahmoud Abbas’s recent moderate-sounding comments on peace terms, former foreign minister Tzipi Livni said Sunday that Israelis who seek to preserve a Jewish, democratic Israel should appreciate his remarks and recognize that he does constitute a peace partner.Livni’s endorsement mirrored President Shimon Peres’s immediate praise for Abbas’s comments, made in a Channel 2 interview on Thursday, and contrasted strikingly with Prime Minister Benjamin Netanyahu’s assessment of the Palestinian leader’s statements as deceptive and empty promises.Peres was reported Sunday to have telephoned Abbas to praise his comments and encourage him amid the criticism he has endured from Palestinian opponents.In his comments Thursday, Abbas stated that Palestinians have no territorial claims beyond the 1967 lines and said he personally had no “right” to return permanently to his birthplace in Safed, in today’s northern Israel. He clarified, nonetheless, that the refugee issue would have to be solved in negotiations based on the Arab League peace initiative, via an “agreed basis” with neither side able to “impose” a solution upon the other.Livni said the positions Abbas expressed in the TV interview matched “what we heard in the negotiations” that she oversaw with the Palestinians in the government led by Ehud Olmert in which she served as foreign minister until four years ago.Olmert, who, like Livni, is currently contemplating a political comeback, issued a statement Sunday also saying Abbas had set out similar positions in their meetings.Livni said it had been “brave” for Abbas to make his comments publicly; indeed, Hamas has led a chorus of criticism of Abbas this weekend for purportedly giving up on the long-standing Palestinian demand for a “right of return.” Abbas said in interviews Saturday with the Arabic media that he did no such thing, and was “speaking personally” when he said he had no right to live in Safed.Livni said the Netanyahu government had unfortunately spent four years telling Israelis they had no partner for peace, when the reverse was true. Livni also said she had yet to make up her mind on a possible comeback. She was ousted as leader of the Kadima party earlier this year, and quit the Knesset.Asked in Thursday’s interview what he considered to be Palestine, Abbas responded that “Palestine now for me is the ’67 borders, with East Jerusalem as its capital. This is now and forever… This is Palestine for me. I am [a] refugee, but I am living in Ramallah.”

Interviewer Udi Segal cut in: “Sometimes your official television… speak(s) about Acre and Ramle and Jaffa [all cities within sovereign Israel] as ‘Palestine.’ ”“I believe that [the] West Bank and Gaza is Palestine,” said Abbas, “and the other parts (are) Israel.”Noting that he himself was born in Safed, in what since 1948 has been northern Israel, Abbas said he had visited the town and would like to see it again, but not to make his home there. “It’s my right to see it, but not to live there,” he said.Abbas’s moderate comments contrasted deeply with the bitterly hostile speech he delivered to the United Nations General Assembly a month ago. He also indicated that he represented the final chance for peace between Israel and the Palestinians. “As long as I am here in this office, there will be no armed third intifada,” he promised, “never.”“We don’t want to use terror,” Abbas said. “We don’t want to use force. While welcoming Palestinian Authority President Mahmoud Abbas’s recent comments regarding peace terms with Israel, former prime minister Ehud Olmert on Sunday lambasted his successor, claiming that Prime Minister Benjamin Netanyahu had “strengthened Hamas and weakened the Palestinian Authority led by Mahmoud Abbas” during his term in office.“The interviews that the Palestinian president has given in the past few days should demonstrate to the Israeli public that there is somebody to talk to, and something to talk about, in order to resolve the bloody conflict… that has gone on for too long,” Olmert said.However, according to the former prime minister, since the current government rose to power, “negotiations have been frozen [by Israel] in an attempt to prove… that there is no Palestinian partner.”In an interview aired Friday night on Channel 2, Abbas said that even though he was born in Safed — a city in what is now northern Israel — he has the “right to see it, but not to live there.” On the surface, his comments indicate a moderated stance on the long-standing Palestinian demand for a “right of return” to Israel for millions of refugees and descendants of refugees.Olmert was roundly criticized for his comments by members of the current government.Environmental Protection Minister Gilad Erdan said the former premier “has once again shown that there’s no limit to his chutzpah, and he continues to distort historical reality.” Erdan charged that it was in fact Olmert whose unilateral disengagement from Gaza had enabled Hamas to participate in the elections, and to take control of the Gaza Strip.“It is ridiculous,” said Erdan, “that now [Olmert] is flinging accusations and relies on the public’s short memory.”Education Minister Gideon Sa’ar also had harsh words for Olmert, calling the criticism of Netanyahu’s government “outrageous and very grave.” Sa’ar said that Olmert did not have “even one word of criticism for the Palestinian Authority, which, for close to four years, has deliberately avoided negotiations with the Israeli government.”Olmert has been weighing a return to politics, but his ability to run for office was cast in doubt in October when the State Attorney’s Office informed Olmert’s lawyers that it would appeal the ruling in at least one, and possibly both, of the two substantive corruption cases in which the former prime minister was acquitted by the Jerusalem District Court in July.While some, including President Shimon Peres, lauded Abbas’s remarks, ministers in Netanyahu’s government expressed skepticism over the genuineness of the Palestinian leader’s intentions.Perhaps Abbas “prefers Ramallah… over Safed,” Strategic Affairs Minister Moshe Ya’alon said on Sunday, citing a quote from Abbas’s interview, “but that does not mean that he doesn’t want the Palestinians to eventually come to Safed.”

The Ministry of Defense officially announced Sunday that a series of tests to the Iron Dome anti-missile defense system has been successfully completed, in an important step in the IDF's plans to upgrade the system.Following the tests, IDF forces will acquire an additional Iron Dome battery, this one with improved capabilities. The new battery, which will be the IDF's fifth, will soon be transferred to the IAF.The series of tests was designed to broaden the activities of the Iron Dome system and to improve its capabilities against an unprecedented variety of threats. The advancement of the system will enable it to handle the threats posed by Iran's Fajr and Zelzal missiles.The tests were carried out by the staff of the Defense Ministry's Administration for the Development of Weapons and Technological Infrastructure. They tested upgrades including improvements to the system's radar, which should enable it to operate more quickly and smoothly and to cope with broader threats than in the past.This is another brilliant achievement of those involved in improving the capabilities of the system," said Defense Minister Ehud Barak. "The defense establishment invests large sums in the multi-layered anti-missile defense system, which within several years is expected to protect the entire territory of the State of Israel. A second term for President Barack Obama could be bad news for Israel, according to Prof. Eytan Gilboa, Director of the Center for International Communication at Bar Ilan University and an expert on U.S.-Israel relations.“I am concerned that if Obama and Netanyahu are both re-elected, Israeli -U.S. relations are expected to go through a difficult period, for at least the first year of Obama’s second term,” Gilboa told Arutz Sheva on Sunday.He noted the bad blood been between Obama and Netanyahu during Obama’s first term and added that he believes that, given the fact that a second-term president has nothing to lose since he cannot run again, Obama will remember all the setbacks between him and Netanyahu. As for the effects of Hurricane Sandy, Professor Gilboa said he believes it "gave a boost to Obama" because the President was shown, in contrast to Romney's campaign, as someone who knows how to demonstrate leadership and who knows how to work with his political opponents.

U.S. disaster relief in a race against freezing cold

NEW YORK (Reuters) - Fuel supplies headed toward disaster zones in the U.S. Northeast on Saturday and a million customers regained electricity as near freezing temperatures threatened to add to the misery of coastal communities devastated by superstorm Sandy.The power restorations relit the skyline in Lower Manhattan for the first time in nearly a week and allowed 80 percent of the New York City subway service to resume, but more than a million homes and businesses still lacked power, down from 3.5 million on Friday.
The power outages combined with a heating oil shortage meant some homes could go cold as unseasonably frigid weather sets in. Forecasters saw temperatures dipping into the upper 30s Fahrenheit (around 3 degrees Celsius) on Saturday night with freezing temperatures expected next week.In Staten Island, the New York City borough whose half a million residents bore the brunt of Sandy, people tried to stay warm.
Tom Clark, 43, and family members were burning wood in a steel drum on their front yard. Clark said the family and their dogs planned to go stay at his mother-in-law's heated house.U.S. Secretary of Homeland Security Janet Napolitano visited Staten Island on Friday amid assertions by some angry residents that they had been ignored by emergency relief workers.The weather forecast remains bleak. An aggressive early-season "Nor'easter" storm was expected to hit the battered New England coast next week with strong winds and heavy rain.New York City Mayor Michael Bloomberg on Saturday urged those without power and heat - especially the elderly and other vulnerable groups - to head to shelters where they could keep warm and receive food."Right now it's starting to really get cold," he said.In New York and New Jersey, more than 18,000 people remained in shelters, Federal Emergency Management Agency Administrator Craig Fugate said.
BLOOMBERG CRITICIZES UTILITY
"There's no heating oil around," said Vincent Savino, the president of Statewide Oil and Heating, which usually supplies 2,000 buildings across New York City. "I don't know how much fuel we have left: maybe a day or two."The post-storm chaos also threatened to jumble Tuesday's election, with President Barack Obama and Republican challenger Mitt Romney locked in a tight race.The storm's death toll rose to at least 110 with nine more deaths reported in New Jersey on Saturday, raising the total in that state to 22. Bloomberg put the New York City death toll at 41.Sandy killed 69 people in the Caribbean before turning north and hammering the U.S. Eastern Seaboard on Monday with 80 mile-per-hour (130-kph) winds and a record surge of seawater that swallowed oceanside communities in New Jersey and New York, and flooded streets and subway tunnels in New York City.Bloomberg praised utility Consolidated Edison for making "significant progress" in restoring power to customers, but warned New Yorkers that it would be days before everyone had electricity again and fuel shortages ended.But he had sharp words for the Long Island Power Authority, LIPA, which he said "has not acted aggressively enough" in its power restoration efforts, above all in the Rockaways, a beachfront community in the borough of Queens.New Jersey Governor Chris Christie ordered rationing that allows only half of all cars to buy gasoline each day."I was there (at the Jersey Shore) yesterday and I will tell you, it looked like we had been bombed," Christie said "There are homes in Bay Head on the beach that had been driven by the storm surge into the houses across the street."Obama won praise for the federal storm response but the devastation was so widespread that angry storm victims continued to appear on television days after landfall. RUNNING ON EMPTY
Cuomo also announced the Defense Department would set up five mobile gas stations in the metropolitan area, providing people with up to 10 gallons of free gas. The New York State Division of Military and Naval Affairs later said emergency personnel and first responder vehicles would have priority.At least 1,000 drivers queued up at the Freeport Armory in Long Island, only to be told the gasoline would not arrive for at least eight hours more, one driver said."There's just so many people getting very frustrated. People don't know what to do," said Lauren Popkoff, 49, a history teacher who had been in line for four hours.
Bloomberg said the fuel shortages would be easing soon.According to the U.S. Energy Informational Administration the number of dry stations in the New York metropolitan area plunged to 38 percent on Saturday from 67 percent on Friday. The U.S. Department of Energy confirmed on Saturday that most filling stations in the metro area had fuel.New York City gave its overstretched police by canceling Sunday's marathon, a popular annual race that had become a lightning rod for critics concerned it was a diversion of resources.People are also worried about crime. In one hard-hit Queens neighborhood, a garage full of debris stood open with a sign next to it reading: "LOOTERS WILL BE CRUCIFIED - GOD HELP YOU."
Obama visited FEMA headquarters in Washington for a briefing before heading to the Midwest on Saturday for a final weekend of campaigning. He told officials to cut through government "red tape" to help storm-hit areas.The Obama administration directed the purchase of up to 12 million gallons (45 million liters) of unleaded fuel and 10 million gallons of diesel, to be trucked to New York and New Jersey.The government also waived rules that barred foreign-flagged ships from taking gasoline, diesel and other products from the Gulf of Mexico to Northeast ports.Consolidated Edison, battling what it called the worst natural disaster in the company's 180-year history, restored electricity to many Manhattan neighborhoods, though some 11,000 customers on the island were without service.The company said 270,000 customers in New York City and Westchester County still had no power, down from nearly a million who were cut off by the storm.

FEMA still provides free housing in Joplin, 18 months after tornado

JOPLIN, Missouri (Reuters) - An affordable place to live in the wake of disasters such as superstorm Sandy can become a long-term benefit, as some survivors of the massive 2011 tornado in Joplin, Missouri, can attest.More than 17 months after the tornado that killed 161 people and destroyed more than 8,000 buildings, the Federal Emergency Management Agency still provides 142 furnished mobile homes free of charge to residents who have no permanent place to live.As thousands of people displaced by Hurricane Sandy scramble for rental property and hotel rooms in the U.S. Northeast, Joplin shows just how long it can take to recover fully from a major disaster.In the months after the Joplin tornado, FEMA provided 586 mobile homes, most of them clustered in three remote sites on the city's far north side. Today, 100 homes remain at those sites - several miles from the bustle of a rebuilding Joplin. The other 42 are scattered over several other private properties.While free, residents said the units are nothing like home. Some residents told of financial and other problems that keep them from finding permanent housing.The mobile home parks stand out for their sterile appearance. Every unit is bright white. So are the porch railings, the gravel driveways, even the fire hydrants."It's a place to live, but it's not really a place to raise a family," said Angie Edwards, as her 6-year-old son, Cameron, kicked a soccer ball against a concrete tornado shelter. "There's no yard and there's not a bunch of other kids around to play with." It is the only home her youngest child, age 1, has ever known.
RENTAL PAYMENTS TO START
As people found other places to live, units were removed and put up for auction. Those still in the FEMA homes will be expected to start paying rent on November 9.Federal law sets an 18-month limit on free housing after disasters. FEMA decided recently to allow people to stay in the housing until as late as next June at monthly rents of $757 for three-bedroom units and $595 for two-bedroom models. They can apply for a reduced rate, based on income and other factors, said Barb Sturner, a FEMA external affairs specialist.
"We are at the point in time where our residents need to begin resuming some self-sufficiency and part of that process includes paying for their own housing," Sturner said. FEMA has extended housing beyond 18 months in other recent disasters, including the Iowa floods of 2008. Homes were used for years after Hurricane Katrina.The free FEMA units were crucial to some tornado-displaced residents and helped stop Joplin's population from draining away, said City Manager Mark Rohr.FEMA granted the city's request to extend the mobile home program until next June because of a continuing shortage of affordable housing, Sturner said.Rohr reported recently that building permits were issued to replace 79 percent of the 7,500 homes and apartments destroyed in the tornado, with a lot of the work completed. In all, the city has issued $715 million in construction permits to recovery from the tornado, according to its figures.The Joplin Chamber of Commerce said that 446 of the 553 businesses destroyed in the tornado have either reopened or are in the process, which has restored several thousand jobs.
SOME NOT READY
But the rebuilding of Joplin has only gone so far for some of residents.Edwards, who does debris cleanup for the nearby city of Duquesne, Missouri, said she is unable to find rental property because she has seven children. "I have good credit, I have never fallen behind in payments but no one will give me a chance," she said.Leslie Armitage said she and her husband planned to move out this fall but recently learned that state assistance they expected in paying first and last month's rent is unavailable because of his income. She feels cramped in their two-bedroom home with two dogs. "I can't wait to get out, seriously," she said.James Williamson, who works two part-time jobs as a cook at fast-food restaurants, said residents of the FEMA units face a stigma."There are a lot of stereotypes about FEMA trailer people - no cars, free rent, free this, free that, people not working," said Williamson, who planned to move out as he pursues his GED and better jobs. "I'm a guy who believes in moving forward."Jason Calvin, whose lost his job as a cable TV account manager because of the tornado, said health issues and not being able to afford a car have hurt his chances of finding work. He is upset that FEMA will soon be seeking rent."I think that is totally asinine and ridiculous," Calvin said. "If we could afford $757 a month, we wouldn't need low-income housing."

Williamson and some other residents, do not fault FEMA."I'm in total agreement with them charging rent," said Williamson. "With the other price-gouging that went on after the tornado, I don't see how people can complain about what they have out here."Johnny Straine said living in the FEMA park was an improvement over his prior residence."It was a big plus for me because before this I was living in a motel room and you couldn't even sleep in that place, with music going day and night," Straine said.Several residents complained about burglaries, drug activity and other crime in the FEMA parks, but police said that has subsided. The number of calls to police dropped from 219 in October 2011 to 32 last month, said Joplin Police Lieutenant Matt Stewart.There is a community center in one of the FEMA parks where various public and private agencies offer help seeking jobs, housing, transportation and other services. Every Monday free dinners are served. FEMA also helps people look for new housing."They are giving us every opportunity to get better," said Michael Anthony, who lives in one of the FEMA units. New Jersey shore declares martial law

The boardwalk town of Seaside Heights in New Jersey has declared martial law in the wake of damage from Sandy.6 Action News, the ABC affiliate based out of Philadelphia, reported that the fact, while showing the damage to rides and attractions in the area. Several other nearby towns are also under martial law, with the devastation to property and lives not yet clear.“We know people are there, we’re keeping an eye on them, and they need to stay on their property. If they come off their property to come off the island, then they don’t get back on. It’ll be a while before anybody gets back on the island until we make it safe,” Toms River Police Chief Mike Mastronardy told the station.Police are conducting door-to-door sweeps to check for dead bodies and evacuate survivors.Several video feeds show the damage to the pier and its attractions, as well as to the homes, many of which were reduced to splinters or heavily damaged by flooding.Meanwhile, local communities in the flooded Susquehanna Valley in Pennsylvania have made emergency declarations and is “pondering martial law.” For the time being, curfews have been enforced in towns including Wilkes-Barre and West Pittston in the area.City council in Wilkes-Barre authorized Mayor Tom Leighton to “take any necessary action,” which includes martial law, according to CitizensVoice.com. Residents say the Rockaways is a family friendly place. But Hurricane Sandy's aftereffects are making the area more dangerous, with looting and robberies, despite an increased police presence.

The last bus from Brooklyn rolled into the Belle Harbor neighborhood of the Rockaways, Queens, on Friday evening just before 6 p.m., as darkness slipped quickly over the beach-town streets, obscuring curbside piles of discarded furniture and electronics.No lights powered on inside the modest one and two-story houses, as they haven't for the past five nights, since Hurricane Sandy – a post-tropical cyclone with 80 mile-per-hour winds – struck this small peninsula and the greater New York City area and New Jersey on Monday, knocking out power for 3.5 million homes and businesses.When the bus stopped, the 11 passengers scuttled out and set off for home, without lingering on the normally commercial street. Residents describe the Rockaways as a family friendly place, with certain pockets of rough neighborhoods.But some people say Sandy's aftereffect of darkness is making the area more dangerous, resulting in looting and at-home robberies, despite an increased police presence.“I saw this guy stealing televisions from a nursing home right on the boardwalk on Tuesday, and the workers were chasing him up the street,” said Ben Cooper, who lives in Belle Harbor. “Every time I saw him he had a different TV.”

Mr. Cooper and a few friends stood talking on his house's porch. It was about 7:45 p.m. and they were the only people around. The ocean breeze was getting colder and stronger. He held his flashlight and looked out onto the street, which was still covered with sand.“There's no lights, there's no cameras, there's no alarms, there's no nothing. It's kind of scary, you know?” he said.His neighbor, Talentin Gutierez showed a reporter a borrowed generator, worth about $2,000. His was robbed the other day. Tonight, he will sleep in his car – wrecked from water damage – to guard the generator.An hour later, a New York City Police Department officer looked on as four National Guards unloaded cases of bottled water and ready-to-eat emergency food packs outside a recently launched community center half a block away.Looting and robberies have been up across all of New York City since Sandy hit, said the officer.In Far Rockaway Peninsula, 15 people were charged with looting businesses on Wednesday. Reported arrests in Manhattan, Coney Island, Brooklyn, and Staten Island for looting at businesses like supermarkets and sneaker stores totaled 20 last week.An NYPD spokesperson said in a phone interview that a team is currently investigating how the blackout for swaths of the city has impacted looting and robbery rates in New York City.In New Jersey, the Monmouth County prosecutor was quoted as saying that police made 25 arrests for burglaries and looting incidents. But Governor Chris Christie has said that there is no evidence of widespread looting in the state.
Back in the Rockaways, about 20 blocks away from Belle Harbor, Candice Dugar waited in line for soup nearby a well-lit police precinct. She said she heard about a break-in at a sneaker store, Lee's, and a local convenience store nearby a group of public housing projects.Melvin Flemings said a group of men looted a liquor store near the police precinct in this neighborhood, Rockaway Park, and are now selling the alcohol on the beach.Not everyone in the neighborhood has heard of looting and robberies since Sandy.“I haven't heard anything, but if they are taking from the grocery stores, it's because they need it,” said Rebecca Kelly talking as she ate a cup of soup. “There's no grocery stores open.”The community center, one of several that have popped up since Sandy, was one of the few places lit as the night thickened and the streets cleared of people. It's powered by solar panels from a Greenpeace truck, which arrived Thursday with groups of volunteers and former Occupy Wall Street demonstrators.Two local women helped out inside the center, passing out food and clothing. They waited until after 10 p.m. for friends to accompany them on their 5 minute walk home. They are afraid of more than just petty crime, a concern they never had before they lost electricity.One older woman, who asked only to be identified by her first name, Rosemary, said someone tried to break into her house early Tuesday morning when she was asleep. Today, she found her front door frame ripped off.“Everything is dark. People take advantage of that factor. It's only normal. It's not only here,” she said.Beatrice Loperfito witnessed two separate attempted home robberies last night. “I heard them breaking windows and I went out with my flashlight. These guys ran and the cops came.”She said she is more worried, though, about the two convicted rapists living on her block.“I have to protect myself. I have nothing else to give but myself. Everything else is all gone,” she explained.The women and the rest of the volunteers eventually left and the lingering community center volunteers locked its doors close to 11 p.m., leaving bread and water outside.Inside, the roaming police cars' blue and red beams reflected through the center's glass doors and onto a wall throughout the night.In the morning, sunlight faded in slowly at 7 a.m. On the main drag in Belle Harbor, small groups of people huddled, waiting for express buses to Brooklyn and Queens. 

BLOOMBERG: LOOTERS WILL BE PUT IN INTERNMENT CAMPS Can he do this?

NEW YORK – Mayor Bloomberg told New Yorkers that anyone looting during Hurricane Sandy will be put in internment camps in upstate New York.

In a press conference this afternoon, Mayor Bloomberg again urged residents in evacuation areas to leave immediately. The Mayor was told that a number of residents were hesitant to leave because they were worried about looters.

Mayor Bloomberg shocked reporters when he said that the National Guard would round-up any looters and take them to internment camps in upstate New York. “We have installed a zero tolerance policy for looters. If you loot, you will be put in an internment camp for six months – at the minimum.”

Reporters questioned the constitutionality and legality of imprisoning looters, but Mayor Bloomberg said, “We have the full support of the Obama Administration. Looters will be placed in these camps and some may even be deported.”

“You are going to deport Americans?” asked John Quimby of The Daily News. “Yes, we will figure out where the looters ancestors came from and ship them off to that country. President Obama and I agreed that it’s time to clean up our cities, and our country, and Hurricane Sandy will give us a good opportunity to do so.”

There have been rumors for the last two years that the U.S. Government has been building internment camps in every state.

Gov. Andrew M. Cuomo has also signed-off on the internment camps. Governor Cuomo said he met with the National Guard to review strategy. He has deployed several units to help with the storm, and several more to round-up looters.

Mayor Bloomberg also had dire warnings for people riding elevators during the storm. “If you get into an elevator during the storm, we will get you out, but you will be sent to an internment camp.” Bloomberg said that the government can no longer tolerate citizens who do not do exactly what the government tells them to do. “New York City is no place for rebels. If you want to defy our orders, you will be sent to a camp. “

The Mayor says he will send any “defiant New Yorker” to the internment camps. “Zero tolerance,” he repeated.

The Mayor said he will be compassionate to some looters. Mild looters (products under $5) will be offered the opportunity of being sent to New Jersey instead of going to an internment camp – but the Mayor expects few people to choose that option.

Left-wing activist attorney, Ron Kuby, objected to the threat of arresting and imprisoning looters. “This is America, this is not communist Russia. I believe the whole hype around the storm is an attempt by the U.S. government to practice their draconian methods for controlling the populace in case of a revolution. I will not allow ANY looter to be sent to an interment camp.”

Ron Kuby was arrested and sent to upstate New York.

What will the looters be forced to do at the internment camps? Mayor Bloomberg isn’t saying… but he had an evil grin.

Police said the suspicious items apparently were not placed to disrupt elections, but reactions of some voters ranged from rage to paranoia."This is voter intimidation," Winter Park resident Tracy Jackson told the Sentinel. "They are keeping me from voting for Obama. I feel like there's more to it; this is a ploy.”Another angry voter said, "They sure know how to motivate someone not to vote,” while another person said he wanted to cry."There is voter suppression going on in our country, but I don't think this particular event is part of any conspiracy," one 59-year-old woman told the newspaper.A Tampa Bay Times/Bay News 9/Miami Herald poll give Mitt Romney a six-point lead over President Barack Obama, while other surveys show a tighter race in the critical swing state.Only 42 percent of voters have a favorable view of Obama while 49 percent have an unfavorable opinion. Romney has a 53 percent favorable rating and a 34 percent unfavorable rating.  Meanwhile, threats of riots if Obama loses are cropping up on social networks.
The “Twitchy” website reported on Saturday that it reported a few weeks ago “on Twitter users threatening to riot if President Obama loses to GOP rival Mitt Romney.“Interestingly, the threats made today were posted exclusively by supporters of President Obama. “We weren’t able to find even one Republican threatening to riot if Mitt Romney loses" Twitchy added. “With four days to go until Election Day, we decided this is a topic worth revisiting. The results of our Twitter searches are not pretty.”It noted that mainstream media have largely ignored the threat of violence.If Obama doesn't win, I will actually start a riot. Israel must be prepared for spillover of Syrian violence, chief of staff warns

Violence from the Syrian civil war is likely to spill over into Israel, and IDF troops along the northern border have been placed on high alert, Chief of Staff Lt. Gen. Benny Gantz said on Sunday.Together with with Northern Commander Brig. Gen. Yoav Mordechai and other top brass, Gantz toured the Israeli-Syrian border on Sunday and observed both regime soldiers and rebel forces operating in Syria.Gantz instructed troops in the Golan Heights to stay on alert in case of a further spillover from the fighting. “It is a Syrian issue, but it can become ours,” he told a group of Golani Brigade officers.The IDF chief’s comments came a day after three Syrian tanks briefly crossed into the demilitarized zone in the Golan Heights, the first such incident in 40 years. In response, Israel raised its alert level and lodged a protest with the UN peacekeeping forces stationed in the DMZ.In late September, a rocket fired from Syria landed in the central Golan Heights. A day earlier, several mortar shells from Syria had fallen in agricultural land in the northern Heights in the first reported instance of munitions spillover from the Syrian civil war into Israel.In July, Jerusalem filed a protest at the UN over the incursion of Syrian soldiers into the DMZ during fighting with rebel forces.

Palestinian Authority President Mahmoud Abbas’s recent moderate comments regarding peace terms were an attempt to “interfere with [Israeli] elections on behalf of the Left,” Foreign Minister Avigdor Liberman told Army Radio on Sunday morning.In an interview broadcast on Israeli television on Thursday, Abbas said the Palestinians had no territorial claims on pre-1967 Israel, that he had no “right” to return to his birthplace in Safed — located in northern Israel — and that there would be no third armed intifada so long as he led the PA.Liberman said Abbas’s answers in the Channel 2 interview were meant “to help the Left, [Labor Party leader] Shelly Yachimovich and [Meretz party leader] Zahava Gal-on, his natural allies, who represent Palestinian interests within the State of Israel.”Liberman’s negative response was the latest in a host of comments by Israeli politicians across the spectrum in the wake of the interview. The decision to allow a transgender 45-year-old college student who identifies as a woman but has male genitalia to use the women's locker room has raised a fracas among parents and faith-based organizations, who say children as young as 6 years old use the locker room.The locker room at Evergreen College in Olympia, Wash., is shared with the Capital High School swim club and a children's swim academy, along with the students at Evergreen."The college has to follow state law," Evergreen spokesman Jason Wettstein told ABC News affiliate KOMO. "The college cannot discriminate based on the basis of gender identity. Gender identity is one of the protected things in discrimination law in this state."But according to parents, the fact that the student has exposed her male genitalia, in one instance in the sauna, is cause for concern.
"[A mother] reported her daughter was upset because she observed a person at the women's locker room naked and displaying male genitalia," said a police report filed in September by a mother on behalf of her 17-year-old daughter.The Alliance Defending Freedom, an Arizona-based religious liberties group, sent a letter to Evergreen College on Friday, warning it that the decision to allow the transgender student to continue using the locker room could put the school in jeopardy."The fact that this individual was sitting in plain view of young girls changing into their swimsuits puts you and Evergreen on notice of possible future harm," David Hacker, senior legal counsel, wrote.The college has installed privacy curtains, and said it would not change its policy for now.

Cops: Pastor killed fiancee's daughter for fantasy

(AP) — A Michigan pastor accused of beating and strangling his fiancee's daughter to fulfill a sexual fantasy had asked church members to pray for the young woman before police found her body, a friend said Friday.Ex-convict John D. White knew the victim, Rebekah Gay, 24, and regularly watched her 3-year-old son while she worked, friend Donna Houghton said. White even told investigators that after killing Gay and dumping her body, he returned to her mobile home to dress the boy in a Halloween costume before taking the youngster to his father, authorities said.White was in jail without bond Friday, a day after he was charged with first-degree murder in Gay's death in a rural area in Isabella County, 85 miles northwest of Lansing.White said he drank four or five beers before going to Gay's mobile home and repeatedly striking her head with a mallet and strangling her with a zip tie, according to a court filing. He said he stripped her but does not remember if he carried out his fantasy of having sex with Gay's dead body.

"He just basically said he was attracted to her, thought she was a very cute girl. It's a crazy, tragic situation," Isabella County Sheriff Leo Mioduszewski told The Associated Press.White confessed after investigators told him Gay's body was likely to deteriorate in the cold, wet weather, Mioduszewski said.Houghton, who had a role in hiring White three years ago to be pastor at Christ Community Fellowship, a church with just 14 members, said she and others are "absolutely floored.""I protested his innocence until I had the absolute news that he confessed. Then he had no leg to stand on," she told AP.Houghton said White had planned to marry Gay's mother, who regularly attended his Sunday sermons. She said White and Gay lived in the same mobile home park in Broomfield Township.White led investigators to Gay's body in a wooded area a half-mile away. He told authorities that after killing Gay in the wee hours Wednesday, he dressed her son, Conway, for Halloween and took the boy to meet his father in a store parking lot.White "really liked this young man," said the sheriff, who added that White occasionally ferried the child to the father, who had joint custody with Gay."I don't think the father thought anything was unusual," Mioduszewski said.But that changed when Gay didn't appear in the same parking lot later Wednesday to pick up Conway, the sheriff said.Houghton said she spoke to White before he was arrested. He had called her to ask that she contact other church members and start a prayer chain for Gay, who still was missing at the time."He was pretty shook up. He said the police were giving him a hard time," Houghton said.She said the tiny congregation was aware of White's criminal past when he joined the church. He was released from prison in 2007 after serving nearly 12 years for manslaughter in the death of a 26-year-old woman in Kalamazoo County, according to the state Corrections Department.White also was sentenced to probation for choking and stabbing a 17-year-old Battle Creek girl in 1981."He was absolutely contrite," Houghton, 76, said. "All kinds of people turn around and meet the Lord and they are a different person. He was doing a lot of good in the community. ... Israel: Three Syria tanks enter Golan demilitarized zone

JERUSALEM (Reuters) - Three Syrian tanks entered the demilitarized zone in the Golan Heights between Israel and Syria on Saturday, an Israeli military spokeswoman said."The Israeli Defense Forces have filed a complaint with the U.N. (peacekeeping) force in the area," the spokeswoman said. She had no further information on what the tanks were doing.Israeli media said the tanks were involved in fighting in the Syrian village of Beer Ajam against rebels trying to overthrow President Bashar al-Assad.Israel is technically at war with Syria, but it has generally taken a cautious line on the uprising in its Arab neighbor.Errant Syrian mortars bombs landed in Israel in September, spurring Israel to lodge a similar complaint with the United Nations observer force that monitors a long-standing, de facto truce between the two countries.Israel captured the Golan Heights, a strategic plateau, from Syria during a 1967 Middle East war. It later annexed it in 1981 in a move not recognized internationally.In Washington, the White House had no immediate comment.

Israel says halted African migration across Egypt border

JERUSALEM (Reuters) - Israel has stopped the unapproved influx of African migrants across its once porous border with Egypt after months of intensive counter-measures, Prime Minister Benjamin Netanyahu said on Sunday.More than 60,000 Africans, most of them men, have walked into the Jewish state in recent years seeking work or refuge. They have stirred fear for public order and demographics, coming under occasional racially-motivated street violence.The government has responded by erecting a heavily patrolled fence on the frontier with the Egyptian Sinai desert, pursuing legal penalties against Israelis who hire migrants without work permits and launching so far small-scale deportation drives.Netanyahu told his cabinet on Sunday that 54 migrants crossed the border in October and were all taken into custody - a steep decline from the some 2,000 migrants who came through monthly by mid-2012, many of them settling in Israeli cities."Given this figure, we can say explicitly that we have halted the infiltration. And now we have to focus on removing or returning those infiltrators who are already in the territory of Israel to their countries of origin," the conservative premier said.Israel brands the vast majority of the migrants, more than 80 percent of whom are adult males, as illegal job-seekers. Humanitarian agencies say they should be considered for asylum. Some Israelis have been troubled that their country, founded by war refugees and immigrants, is packing foreigners en masse.But only a few thousand migrants from South Sudan and Ivory Coast have been targeted for expulsion. The bulk of the migrants are from Sudan or Eritrea, and Israel's ability to repatriate them is limited. The former is a hostile Muslim state, the latter deemed a ravaged danger zone by refugee advocates.Israel was holding around 2,500 migrants caught at the Egyptian border or rounded up by city police in two desert stockades, an Israeli official told Reuters, adding that the relatively low number reflected the fact that "there has not yet been any major deportation campaign".William Tall, the U.N. Syrian rebels attack air base to secure north-south corridor

BEIRUT (Reuters) - Syrian rebels attacked a military airport in the country's north on Saturday in a push to cut off Syria's biggest city Aleppo from the capital Damascus, and secure a strategic north-south corridor.

President Bashar al-Assad's forces appear over-stretched with fewer fighters on the ground and have sought to limit rebel advances with far superior firepower, increasingly from the air and especially in the Aleppo and Damascus areas.But despite ragged command-and-control and few heavy weapons, the rebels have gained control over the rural north and border crossings to Turkey after 19 months of conflict and now seek to isolate Aleppo from Assad's power fulcrum in Damascus.Abroad, fragmented anti-Assad opposition groups will try again at a meeting in Qatar starting on Sunday to form a united front in pursuit of international respect and, most important, better weapons to turn the battlefield tables and oust Assad.Fighters from the Islamist Front to Liberate Syria said they launched the attack on the Taftanaz military airport in the northern province of Idlib in the early hours on Saturday, using rocket launchers and at least three tanks.The government has used Taftanaz to fuel helicopter gunships and fighter jets that have bombarded nearby villages."All planes that bomb Idlib take off from that airport, and also, if we liberate it, the road between Aleppo and Idlib will be open and safe," a rebel from the Sukour al-Sham brigade said."We have managed to destroy one helicopter and several anti-aircraft batteries, and we are using tanks to shell the base," he told Reuters by phone from the scene.Rebels said they pulled back after six hours of fighting and destroying two helicopters. MILITARY BASE ABANDONED
On Friday government troops vacated their last base near Saraqeb, leaving Idlib town and its surroundings "completely outside the control of regime forces", the Observatory said.The pullout followed coordinated rebel attacks on Thursday on three military posts around Saraqeb, 50 km (30 miles) southwest of Aleppo, in which 28 soldiers were killed.Saraqeb lies at the confluence of Syria's main north-south highway, linking Aleppo with Damascus, and another road connecting Aleppo to the Mediterranean port of Latakia, a stronghold of Assad's minority Alawite community.The mainly Sunni Muslim rebels are supported by Sunni states including Saudi Arabia, Qatar and neighboring Turkey. Shi'ite Iran remains the staunchest regional supporter of Assad, whose Alawite faith derives from Shi'ite Islam.The conflict has been seared by sectarian bloodshed which U.N. rights officials say may amount to war crimes.The rebels suffered a setback in image this week when the United Nations said a video released on Wednesday appeared to show them executing soldiers who had surrendered after the insurgents occupied the base near Saraqeb.A video posted on Saturday on YouTube by anti-Assad activists appeared to show government forces mutilating bodies of rebels in one area of Idlib. In two sequences, soldiers cut off ears of dead rebels while cursing them. "This is the ear of a dog," a voice behind the camera says with a laugh.In response to rebel territorial gains, Assad has cranked up air strikes on opposition strongholds, including working class suburbs east of Damascus over the last week.

Thousands of nationalists march in Moscow

MOSCOW (AP) — Thousands of nationalists are marching through the Russian capital, chanting slogans including "Moscow is a Russian city" to express their resentment of dark-complexioned migrants from the Caucasus and Central Asia.The march comes on Unity Day, a national holiday established in 2005 to be observed on the same day that once commemorated the Bolshevik Revolution.Nationalists accuse the Kremlin of lavishing privileges on migrants and minorities while ignoring ethnic Russians, and object to government subsidies to the restive, mostly Muslim Caucasus republics.There were no immediate reports of violence at Sunday's march, which police estimated attracted about 6,000 people. But the ITAR-Tass news agency cited police as saying about 25 demonstrators wearing Nazi swastikas were arrested as they shouted slogans at a subway station in the city center.

Report: Iran sets up base near disputed islands

TEHRAN, Iran (AP) — Iran's state TV is reporting that the country's powerful Revolutionary Guards have established a new naval base to reinforce its authority over three Persian Gulf islands also claimed by neighboring United Arab Emirates.The Sunday report says the base near Bandar-e Lengeh some 1,100 kilometers (700 miles) south of Tehran is the Guards' fifth in the Gulf.The Iranian-controlled islands of Abu Musa, Greater Tunb and Lesser Tunb dominate the approach to the strategic Strait of Hormuz, a key waterway through which about one-fifth of the world's oil supply passes.
