The IDF may soon need to launch another ground incursion into Gaza, Col. Amir Baram told Channel 2 News on Monday.“I think there won’t be a choice… we’ll need to enter Gaza soon,” Baram, the commander of the 202nd Battalion of the Paratroopers Brigade, said in the interview.Baram said that, in his opinion, the IDF may need to “enter Gaza again” and that its fighters may “have to go in, house by house” in order to maintain deterrence in the Strip.Deterrence is strong now, Baram explained. “The other side [Gaza's Hamas leadership] knows it [a ground incursion] isn’t in their interest, but as an army, we must be ready for a fight within a built-up area, or in a crowded area,” he said.Since Israel’s last ground incursion into Gaza in Operation Cast Lead in the winter of 2008-2009, southern communities have faced persistent but usually non-fatal rocket attacks from the Strip.At the start of October, Gaza-based Palestinian terrorists fired more than 30 rockets and mortars — with some Israeli media outlets reporting over 50 rockets — into southern Israel within a 24-hour span. The air force responded to the upsurge in rocket fire by targeting and killing Gaza terrorist leaders.

The Housing Ministry has invited tenders for 700 new homes in Maaleh Adumim and United Jerusalem Tuesday, and Prime Minister Binyamin Netanyahu appeared in the southern Jerusalem neighborhood of Gilo to make it clear to Western critics that Israel will continue to build there.“I came to express clearly our policy that we will build in Jerusalem and will continue to build in Jerusalem. That is the right thing to do,” he said. "United Jerusalem is Israel's eternal capital.”Last week, the European Union severely chastised Israel for the announcement that bureaucratic steps have been cleared for the construction of 800 news homes in Gilo, called a “settlement” by the Obama administration and the EU. More than 50,000 people live in the neighborhood.The Housing Ministry’s invitation for tenders was reported by AFP, which said the homes will be built in Judea and Samaria as well as in areas of Jerusalem claimed by the Palestinian Authority.
Housing Minister Ariel Atias also said construction would not be halted in Jerusalem. "There is natural growth and demand, and construction there cannot be halted," he said in a statement.The Pisgat Ze’ev neighborhood in northern Jerusalem, home to more than 40,000 people but also defined as a “settlement” by AFP, will gain an addition 607 residential units, according to the tender.Another 92 homes are to be built in the city of Maaleh Adumim, also a “settlement” according to foreign news services. It is located approximately 10 minutes east of Jerusalem and is on the highway leading to the Dead Sea.

Spanish regions downgraded to 'junk'

BRUSSELS - Moody's ratings agency on Monday (22 October) downgraded five of Spain's biggest regions to "junk" status."Very limited cash reserves" as of September and "significant reliance on short-term credit lines" are Moody's main arguments for slashing Catalonia, Andalucia, Castilla-La Mancha, Extremadura and Murcia to below investment grade, where punters take high default risks when buying bonds.Catalonia - representing a fifth of Spain's economy - saw its rating cut further into junk territory from Ba1 to Ba3, one month ahead of early elections responding to increased calls for independence.Moody's warned that the region faces "large debt redemptions" in the coming months, as do Andalucia and Murcia.The two regions where elections took place on Sunday - Galicia and the Basque Country - saw their rating kept stable, even though another ratings agency, Standard & Poor's last week downgraded Galicia to near-junk level.
The home turf of Prime Minister Mariano Rajoy, where his party scored well on Sunday, Galicia is seen as one of the reasons for Rajoy's hesitation in asking for a eurozone bailout so far.Moody's regional downgrade comes a week after it kept Spain's overall rating at Baa3, one notch above junk status. But it warned this could go down if Spain does not ask for a rescue package.A special bond-buying scheme announced by the European Central Bank could be triggered if the Spanish government makes an official bailout request and signs up to deadlines for reforms it has already announced.Apart from the regional elections taking place in autumn, Rajoy is also hesitating due to conflicting views among EU leaders on when he should ask for help.
France wants him to do it as soon as possible, while Germany and Finland prefer - for domestic reasons - to have the Spanish request come only in November.The series of downgrades is likely to speed up the process, as investors become increasingly wary of how Spain's financial and economic problems are being dealt with by the eurozone.A credit line of up to €100 billion has already been set aside by the eurozone bailout fund for Spain's banks. The bank problem has ballooned the country's deficit for this year because the government had to prop up the banks on its own, before receiving EU money.The European Commission has suggested it will treat Spain as a special case when it examines how Madrid's austerity performance, but the bank bailout is to stay part of government debt.Last week, after German insistence, EU leaders decided that the bailout fund is not to deal with "legacy debt" when funding banks in the future.This funding scheme also depends on having a eurozone bank supervisor within the European Central Bank up and running - a process which is likely to take more than a year.

Hague makes case for minimalist EU

BRUSSELS - British foreign minister William Hague on Monday (22 October) made the case for a politically minimalist European Union, saying that to be more effective it needs neither to be more expensive or more centralised.Speaking in Berlin, Hague spelled out that through London's eyes, the EU is primarily good for the single market and for a few foreign policy objectives, such as tackling piracy and "squeezing the Iranian nuclear programme."Further enlargement, particularly to include Turkey, is also to be supported.
But notions of speaking with one voice on the global stage or furthering political union remain an anathema to the UK, where, Hague told the audience at the pro-democracy Koerber foundation, "public disillusionment with the EU in Britain is the deepest it has ever been.""People feel that in too many ways the EU is something that is done to them, not something over which they have a say."He said this why the government will over the next two years review "what the EU does and how it affects us."The size (with its "massive increase") of the EU's seven-year budget is first on Hague hitlist. Too much EU comes second: "I do not understand why junior doctors' working hours should not be decided nationally."The waning power of national parliaments was also highlighted: "If we cannot show that decision-making can flow back to national parliaments then the system will become democratically unsustainable."Hague's speech , entitled "Europe at a crossroads" comes as other member states increasingly tend to see the UK as being the one at a crossroads when it comes to Europe.Finnish Europe minister Alex Stubb recently suggested London is waving "bye-bye" to the EU. French president Francois Hollande last week referred obliquely to the UK by saying that certain countries are going “backwards” on integration.Hague's public statement about London's EU qualms is new. It reflects the louder recent talk in London about withdrawing from key EU policy areas.But it also reflects resentment among crisis-distracted member states at being told what to do by what they see as a not-fully-committed EU member - a habit repeated in Hague's speech.“Britain wants you to succeed in your efforts to find a solution to the [eurozone] crisis ... but the way forward for the EU is not more centralisation and uniformity," he said.Hague also took the opportunity to point out that during summer, for the first time, "British trade with the rest of the world outstripped [its] trade with the rest of the EU."Britain's dependency on trade relations with the EU has long been used to argue in favour of its membership.

GAZA CITY, Gaza Strip — The emir of Qatar received a hero’s welcome in Gaza on Tuesday, becoming the first head of state to visit the Palestinian territory since the Islamist Hamas seized control of the coastal strip five years ago. The Israeli Foreign Ministry condemned the visit, saying Qatar has chosen to support a terror organization.The visit of Sheikh Hamad bin Khalifa Al Thani was called “historic and courageous” by Hamas Prime Minister Ismail Haniyeh, who greeted and embraced the sheikh on his arrival in Gaza. The visit “has broken the political and economic blockade of the Gaza Strip,” Haniyeh said. “This visit proves Gaza is not alone.”White and maroon Qatari flags flapped in the streets of Gaza and a song called “Thank you, Qatar” played on the radio and on TV ahead of the visit. In the border area, Hamas set up a large, carpeted greeting tent, reminiscent of a luxurious desert camp.During the arrival ceremony, Haniyeh announced that Al Thani was increasing Qatar’s Gaza aid package to $400 million, significantly higher than the previously announced $250 million figure.Thousands of cheering and waving Palestinians lined the main road to greet the emir, who rolled down the window of his armored car to shake hands with dozens of people. Women on balconies threw flowers and rice on his convoy.“This man is bold. I like him. At least he came and visited us, and didn’t play games promising like the others,” said Majed Tawel, a 33-year-old teacher. “Hamas has won a new victory today and (Abbas) lost.”Al Thani’s visit gave Gaza’s Hamas rulers an important diplomatic victory. Hamas is considered a terrorist group by the West and its rule of Gaza is not internationally recognized.Israel condemned the visit. Foreign Ministry spokesperson Yigal Palmor said the emir has chosen to support a terror organization that “makes the lives of Israelis and Palestinians miserable.” He questioned Qatar’s choice of supporting one side of the internal Palestinian conflict, and said the decision to support violent extremists was an act of “throwing the peace process under the bus.”The visit reflects the rising influence of Hamas’s parent movement, the Muslim Brotherhood, since last year’s Arab Spring uprisings. Along with the Brotherhood in Egypt, Islamist groups have made gains throughout in the region and Qatar has been a key ally of rebel and opposition movements.The rival Palestinian government in the West Bank has expressed deep reservations over the visit of oil-rich Qatar’s emir. While President Mahmoud Abbas welcomed Qatar’s plans to deliver aid to impoverished Gaza, he has also stressed that he is the internationally recognized leader of the Palestinians.Hamas seized control of Gaza from Abbas’s Fatah forces in 2007, and West Bank officials fear the emir’s visit will deepen the split between the two territories. Abbas seeks to create an independent state in the two areas, along with East Jerusalem.

The emir crossed into Gaza from Egypt. An Israeli blockade meant to weaken Hamas has hit Gaza’s economy hard, though the Islamic group remains firmly in control.During his four-hour visit, the emir was opening a housing project and a hospital and was to address a packed crowd at Gaza City’s main soccer stadium.

At the stadium, Gaza women piled into the back stands reserved for them hours ahead of the speech. They sat under the watchful eye of Hamas policewomen in uniforms of long blue robes, light blue headscarves and navy hats.“I’m desperate, trying to find a job for my son,” said Kifaya Gharabli, 42, who came early in the morning in hopes of catching a glimpse of the Qatari visitors.Part of the aid package is a $150 million housing project near the southern town of Khan Younis. It will be built near the site of a former Israeli settlement, abandoned when Israel withdrew from Gaza in 2005. The project is called Hamad City — after the Qatari emir — and will take about two years to build.Israel restricts the entrance of building materials into Gaza, saying they could be diverted by Hamas for bunkers or military use. In order to get around the Israeli blockade, Qatar plans to ship in the materials through the Egyptian border.Israel launched a military offensive against Hamas in late 2008 in response to years of Hamas rocket fire. Though the rocket attacks have slowed, they continue intermittently, and various terror groups, including al-Qaeda-inspired Salafis, remain active in the area.Early Tuesday, a roadside bomb near the Gaza border fence wounded an IDF officer.

CAIRO (AP) — The Simon Wiesenthal Center, which monitors anti-Semitic incidents worldwide, has made a strong condemnation of Egypt’s new President Mohammed Morsi of the Muslim Brotherhood, after he attended a sermon where the preacher called for the “destruction and dispersal of the Jews.”A video emailed by the center showed Morsi at a mosque in the Mediterranean town of Marsa Matruh, where the congregation answers “Amen” to a cleric who recites a list of prayers in a traditional ritual.In one of the prayers, the cleric asked God to “destroy the Jews and their supporters and disperse them, rend them asunder.” Morsi is then seen saying “Amen.” The prayers were aired on state TV and caught on video by MEMRI, a pro-Israel media monitoring group.In a statement, the Wiesenthal Center strongly condemned the video, saying it is a sign of growing anti-Semitism in Egypt.“This is a slap in the face to America as Egypt’s President Morsi pockets billions in U.S. aid and says Amen to principles that are repugnant to all Americans,” the statement said, quoting Rabbi Marvin Hier, dean and founder of the Wiesenthal Center, and Rabbi Abraham Cooper, the Center’s associate dean.The center called for President Barack Obama to condemn “the growing chorus of anti-Semitism in Egypt, led by the Muslim Brotherhood” and to cut contacts with the group.Morsi’s office was not immediately available for comment.It is the second statement on Egypt this month by the center, which earlier condemned comments made by the Brotherhood’s leader, Mohammed Badie, who said that Jews were spreading “corruption,” had slaughtered Muslims, and desecrated holy sites. He also called on Muslims to fight Israel, saying Zionists only understood force.

Prayers denouncing Israel or the Jews — two terms often used interchangeably in Arab countries — are not uncommon in hardline sermons, which were not a regular feature on state TV before the ouster of former President Hosni Mubarak.Since taking office, Morsi has refused to meet with Israeli officials, or even use the word Israel in public statements. But his government has continued security cooperation with the Jewish state and says Egypt will continue to abide by the peace treaty signed between the two countries in 1979.

Last week, however, Morsi faced a chorus of angry critics when it emerged that the new Egyptian ambassador to Israel carried an endorsement letter signed in Morsi’s name that referred to Israeli President Shimon Peres as “great friend.”Many of Egypt’s revolutionary groups and prominent opposition figures criticized Morsi for calling his Israeli counterpart a “friend.” Some demanded an explanation for the discrepancy between his group’s public stance against Israel and the diplomatic note.One former supporter of Morsi, prominent left-leaning TV personality Hamdy Kandil, subsequently quit a group supporting the president, citing the letter as one of the reasons. “Morsi must explain to us how his friendship was strengthened with his great friend,” Kandil wrote on his Twitter account.

Rebels battle Assad's forces for gateway to north Syria

BEIRUT (Reuters) - Syrian rebels are battling to seize an army base close to the main north-south highway and say its capture would be a big step towards creating a "safe zone" allowing them to focus on Bashar al-Assad's southern strongholds.For two weeks they have surrounded and attacked Wadi al-Deif, east of the town of Maarat al-Numan. They say the ferocity of counter-attacks by government forces shows how important holding the base is to the president's military strategy.Assad is fighting an insurgency that grew out of protests 19 months ago and has escalated into a civil war in which 30,000 people have been killed. His overstretched army has lost swathes of territory and relies on air power to keep rebels at bay.If Wadi al-Daif fell to rebels, who already control northern border crossings to Turkey, Assad would be dependent on a single land route - from the Mediterranean port of Latakia - to supply his forces fighting to win back Aleppo, Syria's biggest city."The battle started 11 days ago. At first we sent small groups to liberate (the base) and we were surprised by the resistance the regime forces showed," said Lieutenant-Colonel Khaled Hmood, a former army officer who defected to fight Assad."The regime is fighting fiercely. It seems that it doesn't care if it loses thousands of troops in order to keep its control over the compound."Maarat al-Numan has already fallen to Assad's opponents, effectively cutting the Aleppo highway. But without control of the nearby military base, their hold over the road is tenuous.Hmood said he believed around 400 soldiers were defending Wadi al-Deif - a group of barracks barely 500 meters (yards) from the Damascus-Aleppo road and backed by air power that Assad has deployed against rebels and Maarat al-Numan residents.The base may also be an important fuel depot, holding at least five million liters of kerosene in five underground bunkers, according to Hmood.."The regime is bombarding Maarat al-Numan and the villages to pressure us to end the siege," he said. "By bombarding our families they want to force us to pull back."Anti-Assad activists say 40 civilians were killed in air strikes on the town last Thursday in one of the most intense air offensives of the Syrian conflict.
ARMY REPULSED
The army has resorted to supplying Wadi al-Deif by air, dropping bread and other food supplies from helicopters.But its efforts to send military reinforcements have been repulsed by the besieging rebels. The last attempt on Sunday ended when four tanks were destroyed and the remnants of an army column had to pull back. "We have noticed that the best strategy is to hit its supply line. We have been harming the regime a lot by hitting the reinforcements it is sending."Hmood said that if rebels could take the base and secure the highway, they could intensify efforts to cut Assad's second main supply line to the north - the road from Latakia to Aleppo that passes through the town of Jisr al-Shughour."If we liberate these barracks we will be able to protect our backs and move on to Jisr al-Shughour from which we can block supplies and reinforcement coming from Latakia," he said."This will give us a de-facto free zone ... The north will be liberated and will be our enforced free zone, and the battle will be in the south of the country."
The rebels still face challenges to take the base. Although they have acquired increasingly deadly arms, including artillery and anti-aircraft weapons, they have regularly complained that they have only limited supplies to keep up the fight.There have been bouts of heavy fighting along the border with Turkey with some rounds of heavy weapons fire crashing on Turkish territory, prompting Ankara to beef up its military presence and return fire.On Tuesday an anti-aircraft shell fired from Syria hit a health center in the Reyhanli district of Turkey's Hatay province but there were no reports of injuries, CNN Turk television said.Tension between the two formerly allied states has soared since Turkish Prime Minister Tayyip Erdogan broke with Assad last year over his violent crackdown on popular protests.The sporadic skirmishes along the border have heightened concern that Syria's civil war could drag in regional powers.International mediator Lakhdar Brahimi, who ended a four-day visit to Damascus on Tuesday, has pushed for a ceasefire to mark the Islamic holiday of Eid al-Adha, which starts on Friday, hoping for a respite from daily death tolls of around 150.

Calm returns to Lebanon as troops deploy

BEIRUT (AP) — Calm returned to the streets of Lebanon's capital on Tuesday, a day after troops launched a major security operation to quell fighting touched off by the assassination of a top anti-Syrian intelligence chief.The country's police chief late Monday released details of the investigation into the killing of Brig. Gen. Wissam al-Hassan, describing a carefully planned car bombing that targeted the intelligence officer as he was moving about the capital in secret.Many in Lebanon blame Syria for the killing. Damascus has intervened heavily in Lebanese affairs and is blamed for the deaths of many prominent critics. Al-Hassan was a Sunni who challenged Syria and its powerful Lebanese ally, the Shiite militant group Hezbollah.Seven people have died in clashes between pro- and anti-Syria factions sparked by the Friday assassination. The blast, the deadliest in Beirut in four years, killed two people in addition to al-Hassan.Maj. Gen. Ashraf Rifi told a group of journalists that al-Hassan was assassinated outside one of his secret offices where he used to meet with informants. He was driving an unarmored rented car for camouflage. Al-Hassan was one of Lebanon's most secretive figures, and until his death many Lebanese did not know what he looked like."The martyr Wissam had an appointment in this office and it seems he was watched," Rifi said, adding that the booby-trapped car went off as al-Hassan's car was passing slowly by through the narrow street. The secret office in the predominantly Christian neighborhood of Achrafieh is few hundred meters (yards) away from the heavily-fortified police headquarters where al-Hassan spent most of his time while in Lebanon.He also said investigators had identified the car used in the bombing as one stolen a year earlier.Rifi confirmed reports from Washington that an FBI team will arrive to help in the investigation in the next two days. FBI teams helped investigate several bombings since 2005.A senior security official, speaking on condition of anonymity in line with regulations, said al-Hassan entered through Beirut's airport using a fake name and after he reached his office, he sent his passport to the airport to be stamped. The official said this could be one of the ways how it became known al-Hassan is in Lebanon.The official added that al-Hassan was supposed to stay in Paris with his family for more than week to celebrate the Muslim feast of Eid al-Adha that starts Friday, but it is not clear why he returned to Lebanon.The circumstances were similar to two other assassinations of Damascus critics: the 2005 killing of newspaper editor and lawmaker Gibran Tueni and the 2007 death of Christian lawmaker Antoine Ghanem from the right-wing Phalange Party. Both died in car bomb blasts shortly after returning to Lebanon from abroad, in secret.The daily As-Safir reported that security authorities now have the data of al-Hassan's mobile phone and are checking it specifically from the time he landed in Beirut until he was killed. His last call was to former Prime Minister Saad Hariri, telling him he was in Beirut.

Al-Hassan was very close to Hariri and in the past was in charge of the security of his father, former Prime Minister Rafik Hariri. He investigated Hariri's killing by a truck bomb in 2005, also widely blamed on Syria. An international tribunal indicted four members of Hezbollah for Hariri's killing, although the group denies involvement.Al-Hassan's work led to the arrest of former Information Minister Michel Samaha, one of Syria's most loyal allies in Lebanon, who is accused of plotting a wave of attacks in Lebanon at Syria's behest. Syrian Brig. Gen. Ali Mamlouk, one of Assad's most senior aides, was indicted in absentia in the August sweep.Officials say his department also had a role in breaking up several Israeli spy rings inside Lebanon in recent years. Israel has never commented on the allegations.The assassination has dramatically escalated political tensions and sparked violence between supporters of Syrian President Bashar Assad and his opponents. Lebanon and Syria share similar sectarian divides that have fed tensions in both countries. Most of Lebanon's Sunnis have backed Syria's mainly Sunni rebels, while Lebanese Shiites tend to back Assad, who belongs to the minority Alawite sect — an offshoot of Shiite Islam.Angry protesters tried to storm the government palace after al-Hassan's funeral on Sunday, venting their rage at leaders they consider puppets of the Syrian regime. But they were pushed back by troops who fired their guns in the air and filled the street with tear gas.On Tuesday Prime Minister Najib Mikati, whose Cabinet is dominated by Hezbollah and its allies, resumed work at the palace and received EU foreign policy chief Catherine Ashton, who later met President Michel Suleiman.Life in Beirut was normal Tuesday a day after troops conducted major operations opening roads and forcing gunmen out of the streets. With 60,000 dead, Mexicans wonder why drug war doesn't rate in presidential debate

Much of Latin America was dismayed that they got only a glancing mention in Romney and Obama's final presidential debate.

Mitt Romney’s single mention of Latin America last night, calling it a “huge opportunity" for the United States, generated immediate glee from Latin Americanists across Twitter – but the hemisphere got no nod from President Obama, and then both went silent on the topic.Given that the final presidential debate Monday evening was dominated by the Middle East and terrorism, most of the world was left out by President Obama and Mr. Romney. That includes the whole of Europe and its debt crisis. India. South Africa. And not a single mention of any country in Latin America or the Caribbean: neither Cuba specifically, Mexico, Brazil, Colombia, nor Peru. (Read a transcript here.)That means no candidate talked about the drug trade, despite historic violence playing out in Mexico, much of it along the 2,000-mile border that the US shares. They did not talk about energy policy in the Americas. Or the economies of Brazil and Mexico.

The debate opened with promise for Latin America – with moderator Bob Schieffer referring to the 50th anniversary of the disclosure that the Soviet Union had missiles in Cuba. But he did not pose a question about it or anything else in the region, which observers say was a clear missed opportunity – even if hardly surprising.“In a broader foreign policy context, we have to begin to mainstream the Americas,” says Eric Farnsworth, vice president of the Council of the Americas, a consultancy based in New York. “Brazil is an important international player, not just a Latin American player.… Latin America is of rising importance in the world, [we should have been hearing how the candidates] would work with Brazils, and Mexicos, and Colombias.”Romney mentioned Latin America in the context of how to boost employment at home. “Trade grows about 12 percent year. It doubles about every – every five or so years. We can do better than that, particularly in Latin America,” he said. “The opportunities for us in Latin America we have just not taken advantage of fully. As a matter of fact, Latin America's economy is almost as big as the economy of China. We're all focused on China. Latin America is a huge opportunity for us – time zone, language opportunities.”
But Obama did not respond. And the only other mention of the region came once again from Romney, who mentioned Venezuela’s President Hugo Chavez and Cuba’s Fidel Castro as part of a list of the world’s “worst actors” whom Obama has failed to meet with, he said, despite promises to do so.Obama has remained popular across Latin America and is favored among Hispanic voters in the US. But some of that support abroad has slipped. In a Pew poll released in June, 39 percent of Mexicans said they approved of Obama’s international policies. That fell from 56 percent in 2009. (Here is the poll.)Much of that slide could be pegged to record deportations of undocumented immigrants under Obama, although in a huge move this year he gave a reprieve to many undocumented migrants who were brought to the US as children.
While immigration is the topic that Latin America perhaps cares most about, few expected the politically charged issue to feature at the presidential debate. Still, there was hope that the growing role that places such as Brazil and Colombia play in the energy sector would be mentioned. And if nothing else, the drug-fueled violence plaguing Mexico and Central America right now.Mexican journalist Leon Krauze wrote in a widely shared Tweet: “Mexico, a country facing 100,000 deaths, neighbor to the United States, didn't deserve one single mention tonight. A disgrace.”Mexican academic Sergio Aguayo added, using a more commonly cited figure for Mexican deaths: “They talk about a humanitarian tragedy in Syria (30,000 deaths) and still don’t say anything about Mex (some 60,000). Will they?” They did not. When asked what the greatest future security threat was to the US, no one mentioned Mexico. For 17 seconds, Phoenix, Arizona CBS News affiliate KPHO ran a lower third graphic that showed that Obama had won the Nov. 6 election over Gov. Mitt Romney with 99% of the precincts reporting. The lower third graphic appeared around 3:30 p.m. on Oct. 19, during an episode of “The People’s Court.”
The CBS News graphic showed Obama winning the election with 43 percent of the vote nationwide to Romney’s 40 percent -– or 40,237,966 votes to 38,116,216. It is unclear who garnered the other 17 percent in the fictional election results.

BRUSSELS - Israel has told the EU to fix its crisis instead of interfering in settlement expansion.
Its foreign minister, Avigdor Lieberman, made the comments in a statement on Saturday (20 October) in reaction to a previous EU communique.He said: "The EU should focus on the problems that are surfacing between different nations on European soil. After these issues are successfully resolved, we will gladly hear any suggestions regarding a solution to the problems with the Palestinians."He added: "These automatic [EU] condemnations indicate a lack of a basic understanding of the reality in the region ... [Gilo] is an inseparable part of Jerusalem, and Jerusalem is an inseparable part of Israel."The EU foreign service on Friday criticised Israel's decision to build 797 new housing units in the Jewish-only Gilo settlement, in Palestinian-owned but Israeli-occupied East Jerusalem.Construction is creating a Jewish ring around the old part of the city, which is holy for both Muslims and Jews."Together these developments continue the process of separating East Jerusalem from the rest of the occupied Palestinian territory," EU foreign service chief Catherine Ashton said.
The EU routinely criticises settlements but never follows up with sanctions, as suggested by its own ambassadors on the ground.It is currently drafting a voluntary code of conduct for labels on settlement-made exports to help EU consumers boycott the goods, however.Meanwhile, also on Saturday, Israeli navy boarded and seized the Estelle, a Finnish-flagged ship which set sail for Gaza from Naples on 7 October carrying about 20 people in protest at Israel's military blockade of Palestinian-controlled Gaza.The EU has in the past also called for Israel to relax the blockade.But Ashton has discouraged Estelle-type adventures, which saw Israeli commandos shoot dead nine people on board a Gaza-bound flotilla back in 2009.

The Israeli air force hit a rocket launching squad in the northern Gaza Strip on Monday, reportedly killing two terrorists. The airstrike came in response to rocket fire on southern Israel from Gaza and a mortar attack on an IDF patrol, military sources said.Palestinian news agency Ma’an reported that eyewitnesses saw dozens of tanks entering the Gaza Strip near Beit Hanoun, while warplanes hovered over the area. There was no Israeli confirmation of tanks entering the Strip. The IDF’s spokesman’s Office said forces were conducting “routine activities” in the area.Gaza’s Hamas rulers reported in a text message to reporters that one of the men killed was a member of the group’s military wing. The Popular Resistance Committees said in an e-mail that the second man was from its ranks.There were no reports of injuries or damage from any of the seven rockets that landed in open areas in the Shaar Hanegev and Hof Ashkelon regions on Monday morning.“Unfortunately we have been dealing with this threat for the past 12 years, and I believe that it will continue,” Sha’ar Hanegev regional council head Alon Shuster told Ynet news.

“We’re not going to let anyone arm themselves and fire rockets on us and think that they can do this with impunity,” Netanyahu said. “They’re not going to get away with it. We attacked them before, we attacked them after and we’re going to prevent them from arming themselves. This is our policy. This is a very different policy that I put in. You don’t let them get away with it. The IDF rehearsed an emergency scenario in which an earthquake measuring 5.8 on the Richter scale takes place in Eilat at 11:00 a.m. and a second, even stronger quake, subsequently hits northern Israel.
According to the scenario, MDA then receives reports of thousands of buildings collapsing throughout Israel, damage to hospitals, power outages and more.In addition, the drill included a tsunami wave, a school in ruins, a mass casualty situation on Nahariya's train station, a crash landing of a jet plane in Eilat, building collapses at Hebrew University and two prisons, a train wreck and more.The drill had MDA emergency crews treating 2,600 "casualties" throughout Israel, 1,800 of them in moderate to serious condition.
Prime Minister Netanyahu visited the drill accompanied by Defense Minister Ehud Barak, Home Front Defense Minister Avi Dichter, IDF Chief-of-Staff Lt.-Gen. Benny Gantz and GOC Home Front Maj.-Gen. Eyal Eizenberg. After being briefed by Maj.-Gen. Eisenberg and observing the exercise in an urban area, Netanyahu spoke to the press and soldiers who were on the scene

"The uniqueness of this exercise", explained Prime Minister Netanyahu, "is that in encompasses all government ministries, all of our rescue organizations, all of our systems, and the ability to organize – on a national level – a powerful national event in which we combine together all aspects of administration in Israel, including local governments. I congratulate the Mayor [of Holon]; you certainly know how to organize here a presentation that seems very realistic and I hope that it will not become such. Now, it must be understood that there is a basic difference between such an event and missile and rocket attacks on the home front. The main difference is that in the event of an earthquake, to the extent possible, we want people to exit the buildings and in a missile attack, we want people to go into buildings."

"This is a major difference", emphasized Netanyahu, "There is a great difference in the warning. In effect, there is practically no warning for an earthquake. There are warnings, and this is one of things we are doing on the home front, we give warnings in other cases, but here there is a network that is being built from exercise to exercise, we are investing major resources and considerable effort in it, as you see here. I think that this will help us. It is always said that the tougher the training, the easier the battle. It is not clear that this will be so easy in reality but we are preparing ourselves, and the State of Israel is preparing itself for these situations, I think better than any other country in the world."

Prime Minister Netanyahu stated one of the first conclusions which can already be noted during the drill - the danger of buildings built in the early stages of the State. "We will have to take the main form of preventive action and this involves major reconstruction programs in older neighborhoods in city centers. This is perhaps the main thing that we can do because we see that when there is new construction, the problem is much less serious and survival is much more significant. Therefore, there is something that we need to do between the exercises – rebuild our city centers with new construction."

Defense Minister Ehud Barak visited the scene of the Turning Point 6 emergency drill Sunday and said that the scenario of a missile attack on central Israel is a "very practical" one. While the drill is supposedly meant to rehearse an earthquake situation, Barak was not trying to hide the fact that he was more concerned about a possible war scenario."Practicing is very important," Barak said. "It prepares the entire system for very difficult extreme situations, both mentally and operationally.Standing against the backdrop of mock casualties, he said: "Take this scenario, multiply it by several hundred and you get the picture.""This prepares us from the scenario of an earthquake, which is truly a very distant one, to the very practical scenarios that we experienced here a few years ago on a small scale, and that we could find ourselves in with missile attacks on central Israel," he explained.In that case, he said, "the same people, the same soldiers, the same emergency services," will be called up to deal with the situation.He praised the effort made by Prime Minister Binyamin Netanyahu in preparing the home front for a war situation, including the meetings Netanyahu holds ion a biweekly basis to assess progress in emergency preparedness.

A large fish kill reported on the south shore of the Neuse River between Flanners Beach and Hancock Creek this past weekend has Neuse Riverkeepers concerned.
 
George Matthis, executive director of Neuse Riverkeeper Foundation, said Tuesday morning he was unsure what caused the fish kill or how large it was.It was still being investigated Tuesday morning, he said.“People started seeing dead fish on the river late Saturday between Flanners Beach and Hancock Creek,” Matthis said.By Monday, the fish kill was spotted down river near the Camp Don Lee in Arapahoe, he said.Mitch Blake, Neuse Riverkeeper based in New Bern, said he does not believe there was a massive fish kill that stretched across the river to areas near the camps in Arapahoe but thought it was a large kill.“I think the winds shifted directions and they floated to the north side from the south side,” he said.Someone had reported to Blake on Monday that the dead fish consisted of flounder, croaker, menhaden and blue crab.Blake was investigating a huge clam kill Monday in the Neuse River in Kinston that he thought could be associated with what was killing the fish.Tuesday afternoon, Blake and a biologist working in Kinston, said Asian clams were turning up dead in the river from about Seven Springs to Kinston and the highest concentration of them was in Kinston. He did not find any in the river at Goldsboro, he said.“They are a small clam, no bigger than your thumbnail,” he said. “And they are invasive clams with a fast growing population.”Blake thinks the clams might have come into the area as a food source.“Oxygen depletion will affect a clam just like a fish,” he said. “And rapid changes in water temperature with affect it. There is some kind of change happening there. I’ve never seen anything quite like it.”With all the rains we’ve had lately, the river could be getting polluted from runoff, he said.“It can be a real change factor for fish,” he said. “It could be just runoff of cool water, swamp water. Any change is a factor now.”Blake said he is concerned about how the water where the clam kill occurred in Kinston might affect the fish in the Flanners Beach area once it makes its way down stream.“If it is some bad water we could see more problems in the Hancock/Slocum areas of the river,” he said. “I’m going to keep an eye on the southern beach. That is where it is shallow and the water can get hot and mixed with salt water. I’m curious to see what will happen when this water gets down there.”Matthis said the fish kill was coming on the heels of a lawsuit against a hog operation in Jones County, but he was uncertain if runoff from that facility had a direct cause on the fish kill.The N.C. Environmental Justice Network, Waterkeeper Alliance and Neuse Riverkeeper Foundation filed a lawsuit in federal district court July 31 against Taylor Finishing, Inc., a hog farm located in Trenton, and its owners for allegedly polluting the Neuse and Trent rivers.The lawsuit said that Taylor Finishing, Inc. violated federal environmental laws, specifically the Clean Water Act and the Resource Conservation and Recovery Act, by illegally disposing of and discharging animal waste into creeks, rivers, ditches and lands surrounding the facility.According to the lawsuit, analyses of water samples taken from around the facility from 2008 to the present reveal unacceptably high levels of nitrogen, phosphorus and fecal coliform.“When you have an unusual release of nutrients introduced into the water system it can cause significant problems,” Matthis said.The nutrients can cause algae blooms, reducing the oxygen in the water and that could come from overflow from an animal feed operation, especially if there is a lot of rain, he said.Matthis said he would like to see state legislators tighten environmental regulations because of the potential fish kills have in not only damaging the fishing industry but also tourism.

The Russian Foreign Ministry is concerned over Israeli plans to build more homes in East Jerusalem as an impediment to resuming Palestinian-Israeli negotiations, says a report posted on the ministry Web site.
"Israeli homes built on occupied lands, including in East Jerusalem, poison the atmosphere of the already complex relations between Palestinians and Israelis, and create additional impediments to resuming substantive negotiations," says a report posted on the ministry website on Friday.
Settlement construction on the West Bank and in East Jerusalem are illegal under international law, the ministry stressed, adding the construction calls into question the establishment of a viable Palestinian state and “must stop fully and immediately.”Israeli Prime Minister Benjamin Netanyahu has signaled his intention to dramatically boost Israeli settlement construction in the occupied West Bank.A commission of lawyers appointed by Netanyahu concluded in June that Israel's 45-year presence in the West Bank “did not amount to occupation,” thus paving the way for the legalization of unauthorized settlements.
The United States, Israel’s main ally on the international stage, also condemned the findings of the report.
Some fear that Netanyahu will accept the findings and attempt to retrospectively legalize scores of settlement “outposts” in the West Bank that were built without prior authorization.Meanwhile, with international attention increasingly focused on developments in other parts of the Middle East, specifically in Syria, where rebel militants are fighting against the government of President Bashar al-Assad, observers fear that the Israeli-Palestinian situation is being neglected.

BEIRUT (Reuters) - Lebanese troops and gunmen exchanged fire in Beirut's southern suburbs on Monday, wounding five people, deepening a political crisis following the assassination of a senior intelligence official, security and medical sources saidFour people were also killed, including a 9-year-old girl, and 12 wounded in clashes between gunmen in the northern city of Tripoli, the sources said.The violence heightened fears that the civil war in neighboring Syria could be spreading into Lebanon, upsetting its delicate political balance and threatening to usher in a new era of sectarian bloodshed.Lebanon has been boiling since Friday after Brigadier General Wissam al-Hassan, an intelligence chief opposed to the Syrian leadership, was assassinated in a car bombing.Many politicians have accused Syria of being behind the killing and angry protesters tried to storm the government palace after Hassan's funeral on Sunday.Opposition leaders and their supporters want Prime Minister Najib Mikati to resign, saying he is too close to Syrian President Bashar al-Assad and his Lebanese militant ally Hezbollah, which is part of Mikati's government.The clashes in Beirut on Monday morning took place on the edge of Tariq al-Jadida, a Sunni Muslim district that neighbours Shi'ite Muslim suburbs in the south of the capital.Residents had earlier reported heavy overnight gunfire around Tariq al-Jadida between gunmen armed with rifles and rocket-propelled grenades.

DUBAI (Reuters) - A Muslim holiday this week provides only a small window of hope for agreement on a ceasefire between Syria's rebels and the government of President Bashar al-Assad, a senior Arab League official said on Tuesday.United Nations and Arab League envoy to Syria Lakhdar Brahimi has been pushing for a temporary ceasefire to mark the Islamic festival of Eid al-Adha, which will begin on Friday and last over the weekend.But Ahmed Ben Hilli, deputy secretary-general of the Arab League, told Reuters: "Until now the hope is weak ..."The indications that are now apparent and the government's reaction ... do not show any signs of a real desire to implement this ceasefire," he said on the sidelines of a conference in Dubai.
"We are days away from Eid. A car bomb exploded Sunday in central Damascus, killing 13 people in the Syrian capital as U.N.-Arab League envoy Lakhdar Brahimi pressed President Bashar al-Assad to institute a cease-fire later this week.
The explosion near a police station in the predominantly Christian Bab Touma neighborhood also wounded 29 people. There has been no claim of responsibility for the blast.The president's meeting with Brahimi was held behind closed doors in another part of Damascus.  The international envoy has urged both the Syrian government and rebels opposed to Assad to support a cease-fire during the four-day Muslim holiday Eid al-Adha, which begins Friday.Brahimi said after the talks that he has discussed the truce plan with Syrian opposition groups, receiving "promises" but no "commitment" that they would honor the cease-fire.Syria's state-run SANA news agency said Assad told Brahimi that Syria supports his efforts, and is open to a solution that respects the country's sovereignty.The secretaries-general of the U.N. and the Arab League have also called for a cessation of violence during the religious period, as part of efforts to end the 19-month conflict.The Britain-based Syrian Observatory for Human Rights put Syria's death toll at 118 on Sunday, including 53 civilians, 19 rebel fighters, 4 defected soldiers and 42 regular soldiers.

The apology will follow the suicide of B.C. teen Amanda Todd, who brought worldwide attention to the problem of bullying online and at schools.

Israel is planning a huge emergency drill for next week amid speculation and fears that Prime Minister Binyamin Netanyahu will order a unilateral strike on Iranian uranium enrichment facilities.The drill tests the country’s ability to cope with an earthquake, and assumes hypothetical mass casualties of 7,000 dead, 70,000 wounded and 170,000 without a home.The drill will also include a scenario simulating a toxic chemical leak at the northern coastal port in Haifa. This is the first time a Home Front drill has dealt with a natural disaster scenario as opposed to a war scenario."The drill is designed to improve preparations for an earthquake, but will also prepare the public and ministries for other emergency scenarios," Home Front Commander Eyal Eisenberg said during a press conference.On Sunday, October 21, Israeli schools will carry out an earthquake drill during the day. At 7 P.M., television and radio channels will broadcast details for an additional phase of the drill, including protocol for earthquakes.The Home Front Command recently made changes to its earthquake instructions, calling on people to enter open areas rather than stay indoors in the event of an emergency. Buses will stop but passengers must stay inside of them. Beaches also must be emptied of people in the event of a tsunami.Another drill, dubbed Austere Challenge 12, in conjunction with the United States Army, is also scheduled to take place next week, according to one source.Meanwhile, Tehran is allegedly moving its nuclear facilities into subterranean bunkers deep beneath mountains, which puts them beyond the reach of conventional weapons. Israel also lives under the threat of Iranian proxy terrorist group Hizbullah, based in southern Lebanon. The aircraft that entered Israeli airspace last week and was shot down was operated by Hizbullah, Prime Minister Binyamin Netanyahu said Thursday.Patriot surface-to-air missile batteries have been installed close to the northern city of Haifa since last week’s incident, according to Sky News.
