Discord simmers ahead of EU summit

BRUSSELS - Thursday's (18 October) gathering of EU leaders is being billed - by the Germans at least - as a "stepping stone" summit that should lead to firm decisions in December on how to deepen eurozone political integration. But others want answers on key issues now.The greatest potential flashpoint for the meeting - meant to be a "no decisions" summit - is trying to agree what was agreed in June last time leaders met.At the time eurozone leaders concluded that when an "effective single supervisory mechanism" is established, the permanent eurozone bailout fund (ESM) could then recapitalise banks directly.Spain, looking to keep bank debts off its state books, was euphoric. Ireland, which won specific wording on improving the sustainability of its debt, was too. They and others assumed a quick deal on a banking supervisor was imminent.Germany, Finland and the Netherlands then put on the brakes.They made it clear they think the ESM should only finance bank bailouts once the supervisory mechanism is set up and that it should not salvage old debt.Both sides claim the other is misinterpreting the text. Ahead of the summit there has been much grumbling.In a combative summit-eve interview with five European newspapers, French President Francois Hollande said Berlin should stop blocking what it agreed in June and that a banking union should be ready by the end of the year. Irish Prime Minister Enda Kenny at a meeting in Bucharest Thursday said much the same.But Germany is not backing down."Effective and established," these are the key words, said one German government source on Wednesday."Read the text from June again. It does not say anywhere that the Council has to agree something by the end of the year. Even less so does it say that on the first of January 2013 a new system will be in place and be effective."It is up to those interpreting the text to explain why they have such "illusions," added the official.

Stabilising the eurozone

Meanwhile, formally on the table is a discussion on what steps need to be taken to "stabilise" the eurozone. Decisions are to be taken only in December.To focus minds, there is a paper written by EU Council President Herman Van Rompuy containing rudimentary ideas for a eurozone budget line, a treasury, increased EU-level centralisation of budgetary and economic governance powers and a debt redemption fund.It is a direct response to a German push for fiscal union.But the paper, written after consultation with all member states, reflects deep division between Paris and Berlin.The two countries are the counterpoints in the discussion on how much fiscal discipline can be demanded from a member state before it is shown some fiscal solidarity. Germany wants more of the former and less of the latter.One issue in the Van Rompuy paper highlights the differences between the two camps - the idea for a fiscal capacity for the eurozone.To German eyes, this should be a limited pot of money, perhaps financed by a financial transactions tax, which would be used as "incentive" for countries to undertake structural reforms.The French and other southern states, who would like to call it a eurozone budget, interpret the idea much more expansively.Highlighting the tensions, Hollande called on German Chancellor Angela Merkel to "put Europe's interests first" rather than being so conscious of the domestic scene.He also directly challenged Merkel's refusal to countenance eurobonds - the mutualisation of eurozone debt - saying: "I know the sensitivity of our German friends to the problem of supervision. Whoever pays should control, whoever pays should sanction. I agree. But budgetary union should be completed by a partial mutualisation of debts through eurobonds."Forming the backdrop to the summit, but not on the actual agenda, are Greece - desperately waiting for a further tranche of bailout money - and Spain, on the brink of asking for a bailout.Also at the back of everyone's mind is how to manage a union of 27 states, where 10 are not members of the single currency.Again France and Germany differ. "We want an open construction," says Berlin of any future deeper political integration. France is less so inclined.

Study: Greek euro-exit could start €17tn 'wildfire'

BRUSSELS - The nightmare scenario of Greece, Italy, Portugal and Spain leaving the euro could cost the world economy €17 trillion, a new study says.The figure - totted up by German consultancy Prognos for the Berlin-based Bertelsmann foundation - would amount to "a lengthy worldwide recession" stretching from the US to China and to "major strains on the social fabric and political stability" in the euro-departing countries.
The study admits the consequences of a Greek exit - until recently mooted as a real option by top German policymakers - are a "mystery."But it notes that a "domino" effect in which "capital market speculation and other untoward responses ... provoke sovereign default on the part of Portugal, Spain and ultimately Italy" is possible.The EU treaty has no mechanism for expelling countries from the eurozone.But if creditors stop shovelling bailout money into Greek coffers, Athens would have nothing with which to pay for healthcare, police or pensions, forcing it to introduce its own currency and to rely exclusively on internal tax income.
The Prognos scenario posits that a return of the drachma in 2013 would force Greece to write off another 60 percent of its debt.The write-down would cause huge losses for private banks and sovereign creditors, creating a spiral in which lenders such as France, Germany and EU bailout funds, the ESM and EFSF, see their credit ratings go down and their borrowing costs go up.The new drachma would also be worth 50 percent less than the euro.The devaluation would mean that Greece's extant 40 percent euro-denominated debt would cost twice as much to service.It would also ossify economic growth by destroying the confidence of business investors and average people's appetite for mortgages and spending.Prognos said a Greek exit would cost the world economy €674 billion between 2013 and 2020. Greece would lose €164 billion and Germany €73 billion.If Portugal goes as well, it would cost the world €2.4 trillion. Portugal would suffer an €84 billion loss and Germany €225 billion.The Greece-Portugal shock would send ripples around the world - US GDP would fall by €365 billion and the Chinese economy would lose €275 billion.Adding Spain, the world would lose €7.9 trillion, with costs escalating for France (€1.2 trillion), Germany (€805 billion) and the US (€1.2 trillion).If Italy goes too, the figures balloon to €17.2 trillion worldwide, €2.9 trillion for France, €1.7 trillion for Germany, €2.8 trillion for the US and €1.9 trillion for China."In the current situation we have to make sure that the crisis in Europe does not turn into a wildfire," Bertelsmann chairman Aart De Geus said in a note accompanying the report.

President Shimon Peres said Thursday that the people of Iran should be encouraged to overthrow their government.Following a visit to a high school in the northern Druze village of Yarka, the president told reporters that “sanctions are beginning to work and to make a difference.”“We must support the Iranian people… I believe we would all be happy to bring the Iranian government down from its high and dangerous limb,” he said.Referring to Hezbollah’s launch of a drone into Israel two weeks ago, Peres said the terror group was more of a threat to Lebanon than to Israel.In early October, Foreign Minister Avigdor Liberman said that Israel had a deep interest in supporting those calling for a regime change in Iran and should press the international community to aid dissenters. Liberman made the comment a day after protesters clashed with police in the streets of Tehran over increasing economic hardships and the steep drop in the country’s currency value.“The Foreign Ministry has long pointed out that we are on the way from the Arab Spring to the Persian Spring. What we are seeing now is just the first buds,” said Liberman in an interview with Army Radio. “As we approach presidential elections in Iran, in June 2013, we will see much more of this.”

TEHRAN, Iran (AP) — Israel will “definitely” face fierce retaliation if it attacks Iranian nuclear sites, the acting commander of Iran’s powerful Revolutionary Guard warned Thursday.The remarks by Gen. Hossein Salami appear to be part of Iranian efforts to portray any strike against it as the trigger for a regional conflict that could draw in Iranian proxies, such as Lebanon’s militant Hezbollah group, on Israel’s borders.Iran’s suspect nuclear program has topped the international agenda and pressures on Tehran are mounting.Israel has threatened to strike Iran’s nuclear facilities if Tehran doesn’t stop uranium enrichment — a process that can be a pathway to nuclear arms. The West and its allies fear Iran’s ambitions mask a pursuit of atomic weapons, a charge Tehran denies, saying its nuclear program is only for peaceful purposes such as power generation and cancer treatment.Salami was quoted by the semi-official ISNA news agency as saying Iran has prepared for “global battles.”“An attack by the Zionist regime would be an opportunity to destroy that regime,” he said, speaking of Israel. “Their defense mechanism is not planned for big and long wars. The Iranian nation will impose its will on its enemies.”The 27-member European Union on Monday banned imports of Iranian natural gas and imposed other restrictions on trade and financial dealings. The measures are in line with the West’s two-pronged strategy that includes a mix of sanctions and diplomacy to try to force a halt to Tehran’s uranium enrichment.Previous Western sanctions have targeted Iran’s critical oil exports and access to international banking networks.

An NGO has announced that final approval was passed for 800 housing units in Jerusalem, the AFP news agency reported Thursday.Hagit Ofran, of the leftist group Peace Now, told the news agency that a plan to build west of the Gilo neighborhood had been published for validation in an Israeli newspaper in what is the last phase of the planning process. She added that tenders for construction are likely to be published within a few months.The Palestinian Authority has demanded that Israel divide its capital and give away nearly half of it so the PA can use it for a capital of an independent state of its own.However, the PA refuses to sit down and conduct direct final status negotiations with Israeli government officials. Instead, the entity last year went to the United Nations in a unilateral attempt to circumvent the Oslo Accords by declaring “independence” through obtaining membership as a new country in the U.N. Security Council and General Assembly. The attempt failed.

A Knesset delegation visited Rachel's Tomb on Wednesday to work out security details for the protection of visitors to the site on the anniversary of the Biblical matriarch's death.The actual anniversary this year (according to the Hebrew calendar) falls on Shabbat, October 27. But due to the halachic (Jewish legal) prohibition against traveling on the Sabbath, observances will be held from October 25-28.

Tens of  thousands of visitors visit the tomb on the anniversary. This year at least 120,000 worshipers are expected to show up via public and private transportation to mark the date.MKs David Azoulay (Shas), Yulia Shaolov Berkovich (Kadima), Uri Maklev and Yisrael Eichler (UTJ) met with IDF and Border Police officials, as well as representatives from public transportation and emergency medical services.Shuttles to the Tomb will cost NIS 6.60 and be available from Teddy Stadium near the Malha Mall in Jerusalem. Runs will begin at 4:00 p.m. Thursday, October 25 and will continue until midnight. They will begin again Friday morning at 8:00 a.m. and continue until 2:00 p.m., then start again one hour after the Sabbath on Saturday night and run until midnight, and run on Sunday, October 28 from 8:00 a.m. until 4:00 p.m.In order to access the Tomb, located in Bethlehem, Jews must now travel down a winding road through high concrete walls which protect worshipers from potential terrorists. The Tomb itself is today protected by an IDF guard tower, and snarls of razor-sharp barbed wire.

At a press conference with foreign journalists Thursday, Director General of the Ministry of Strategic Affairs Yossi Kuperwasser said that he believed that only foreign pressure on Hamas would put an end to the current round of rocket attacks by Gaza Arab terrorists against Israel. A major IDF campaign against Gaza would do little, if anything, to halt the ongoing daily rocket attacks against Israel, he told the journalists.

In 2012, Kuperwasser said, some 800 Kassam rockets, Grad missiles, and mortar shells had been fired at Israel – most of them by Islamic Jihad and its affiliate terror groups. Currently, Islamic Jihad is the main “supplier” of terror rocket attacks against Israel, he added.When asked by a reporter what Israel whether he envisioned a new assault on Gaza to halt the attacks, Kuperwasser said that it was definitely an option, and the IDF could make a decision to attack if things got notably worse. However, he added, such a campaign would not really solve the problem, which had much deeper roots. “They are constantly being brainwashed to hate us, and this creates more and more terrorists.” Such brainwashing, he said, was unlikely to be reversed by military means. In that sense, Arab terror, under current circumstances, is essentially inevitable.

Meanwhile, he said, terror groups in Gaza were getting more and better weapons, thanks to the fall of Muammar Qaddafi. Smuggling tunnels were still active, and Gaza Arab terrorists were bringing more weapons in than ever. Advanced weapons were being smuggled in from Libya, among them Sidewinder missiles, one of which was fired at Israel last weekend.Hamas does not look favorably on the recent escalation, Kuperwasser said, fearing a major Israeli military response. “But they do not know how to stop Islamic Jihad,” he said. As radically Islamic as Hamas is, Islamic Jihad and other groups have now surpassed them, and Hamas fears being seen as the “moderate,” much as it sees Fatah in Judea and Samaria. “The radicals are getting stronger, and the atmosphere in Gaza is making the residents there even more radical.” Hamas, he added, does not believe it can afford to confront these groups, fearing that it will be swept away by an “Arab Spring” scenario in Gaza if it tries.

Syria envoy says bloodshed could engulf Middle East

BEIRUT (Reuters) - The international mediator on Syria said on Wednesday its civil war risks spilling across borders to engulf the Middle East and appealed for a temporary truce he said could mark a small step towards defusing 19 months of conflict.Lakhdar Brahimi, the U.N.-Arab League envoy, has proposed that both President Bashar al-Assad's forces and rebel fighters seeking his overthrow hold fire during the Islamic feast holiday of Eid al-Adha that starts next week.Syrian authorities, who blame rebels for the failure of an April ceasefire plan, guardedly welcomed Brahimi's proposal but said any initiative must be respected by both sides. Turkey, one of Assad's harshest critics, and Iran, one of his strongest allies, both backed the plan, in rare agreement.Thirty thousand people have been killed in the uprising, which began with peaceful demonstrations and now pits mainly Sunni Muslim rebels against an Alawite president. There are fears of broader Middle East sectarian conflict between Sunni powers sympathetic to the rebels and Shi'ites who back Assad."This crisis cannot remain within Syrian borders indefinitely. Either it will be addressed or it will increase ... and be all-consuming," Brahimi told reporters in Beirut after talks with Lebanese leaders.

HELICOPTER DOWNED
Anti-Assad activists posted videos on Wednesday of what they said was a Syrian military helicopter spiraling to the ground and exploding in flames.Rami Abdelrahman, head of the Syrian Observatory for Human Rights, said that the helicopter had been downed near Maarat al-Numan. "Some rebels say they used anti-aircraft missiles," he told Reuters by telephone from Britain.Amateur footage of rebels using shoulder-mounted surface-to-air missiles have emerged in the past few days, and France's Foreign Minister Laurent Fabius said that heavy weapons acquired by the insurgents have forced Assad's air force to bomb rebel-held areas from high altitude."In a certain number of these zones, Bashar al-Assad is bombarding them with MiG fighter jets, and what is particularly horrible is that he is bombarding them with TNT," Fabius said."But at the same time there are now weapons that are forcing the planes to fly extremely high, and so the strikes are less accurate," he said before meeting civilian members of rebel councils that run areas outside government control.France began channeling money and humanitarian aid to rebel-held parts of Syria in August to support self-rule and try to create an alternative to the Damascus government.However, the French plan falls well short of the foreign-protected safe havens the opposition says it needs and offers little hope of relief to civilians fleeing the chaos.Russia, which sold Syria arms worth $1 billion last year, and China have vetoed three resolutions favored by Western powers condemning Syrian authorities and opening the way to U.N. sanctions on Damascus.Fabius said Moscow's stance would only cement chaos in Syria, adding that he had told Russian Foreign Minister Sergei Lavrov that: "If you continue to oppose a change of regime, then the extremists risk taking control."Russia denies trying to prop up Assad, who allows Russia to maintain a naval supply facility in the port of Tartus that is its only military base outside the former Soviet Union.But Moscow says Syria's crisis must be resolved without foreign interference, particularly military intervention.Turkey, which has led calls for international intervention, has bolstered its military presence along its 900-km (560-mile) border with Syria in recent weeks and has been responding in kind to gunfire and mortar shells flying over the border.It has warned of a more robust response if the spillover continues and its armed forces fired back on Wednesday after a shell landed 3 m (yards) inside its territory in the Hatay border province, the local governor's office said.Syrian Foreign Ministry spokesman Jihad Makdissi said Damascus hoped Brahimi's talks in the region, including with countries which back the rebels, could herald "something which leads to the success of a constructive initiative".Makdissi said Syria had previously committed to Arab and U.N. initiatives but that they had been thwarted by "armed groups and the countries that influence them".

Peace envoy to visit Syria to work out Eid ceasefire

AMMAN (Reuters) - The international mediator on Syria will go to Damascus in the next few days to try to broker a brief ceasefire in the war between President Bashar al-Assad's government and rebels during the Islamic Eid al-Adha festival.Lakhdar Brahimi, the U.N.-Arab League envoy, told reporters on Thursday after meeting Jordan's foreign minister that a respite in hostilities could build confidence and help bring about a longer truce in the 19-month-old conflict."Yes I am going to Syria. This appeal we made to our Syrian brothers, whether in the government or against the government, to stop fighting in the three or four days of the Eid next week," Brahimi said.A previous ceasefire in April collapsed after just a few days, with each side blaming the other. Mediator Kofi Annan resigned his post in frustration a few months later.Since then the war pitting Assad's troops against a loosely-organized rebel force trying to end his 12-year-old rule has intensified. The daily death toll usually tops 100 combatants and civilians and fighting rages in cities including Aleppo, the country's commercial centre, and even the capital Damascus.The truce would be self-imposed with no monitoring."This is an appeal to the Syrians themselves that they stop fighting and observe it themselves. This is not the political process or the solution required to the Syrian crisis," Brahimi added.
The Syrian government guardedly welcomed the proposal but said any initiative must be respected by both sides. Euro-tsar to have veto powers on national budgets, Schaeuble says

BRUSSELS - The EU should have its own "currency commissioner," according to an ambitious new plan set out by German finance minister Wolfgang Schaeuble.Under Schaeuble's plan, which would include further changes to the EU treaties, a new European commissioner responsible for economic and currency affairs would need to sign off on national budgets before they could be implemented by governments.Outlining the proposals to journalists on his flight returning to Berlin from the annual meeting of the International Monetary Fund and World Bank in Tokyo on Tuesday (16 October), Germany's finance minister said that his leader, Angela Merkel, was fully behind him."When I put forward such proposals, you can take it as a given that the chancellor agrees," he said.Schaeuble also wants the currency commissioner to have similar status to the competition commissioner, who has a mandate to make decisions on EU competition policy without the agreement of the rest of the college of commissioners, arguing that this independence would "depoliticise" the role and improve decision making.It would also create two tiers of MEP within the European Parliament, with decisions relating to the eurozone being made only by MEPs from countries using the euro.The question of creating a special committee for the eurozone has support from some MEPs, and was suggested by the likes of Pervenche Beres, the French centre-left chairwoman of the employment committee, in 2011, but is widely seen as a divisive step by deputies.The plans would built on the six legislative files on economic governance agreed by the 17 eurozone countries in 2011 and came into force in January.They are now required to present national budgets to the commission to show how they intend to meet debt and deficit reduction targets.However, while the commission has the power to ask for additional tax rises or spending cuts to meet budget targets and to impose fines on countries which fail to deliver, it does not have formal veto powers.Schaeuble's salvo is the latest sign that Germany is prepared to deepen fiscal and political integration and builds on proposals already agreed by Merkel's governing Christian Democrat party (CDU).However, with Merkel finding it increasingly tough to force measures relaxing the terms of bailout conditions and increasing the firepower of the EU rescue fund, the ESM, through the Bundestag, her government is only offering the carrot of deeper European integration in exchange for strict supervision powers at EU level.
Schaeuble's suggestions come as EU leaders prepare for Thursday's summit in Brussels.Alongside discussions on the commission proposals to establish the European Central Bank as the single supervisor of the eurozone's banking sector, politicians are also expected to focus on Spain's solvency.Despite informally requesting up to €100 billion to support its private banks, Spain is widely expected to request a formal bailout before the end of 2012.Leaders will also discuss European Council President Herman Van Rompuy's "ideas paper" which was sent to national capitals last week.The Van Rompuy paper also raised the possibility of having a finance minister for the eurozone, as well as a special budget, alongside the prospect of establishing new EU-level instruments to ease debt financing.The mooted instruments include short-term eurobills and a "debt redemption fund" first proposed by a German advisory panel of economic experts.

BRUSSELS - Search-engine Google has been ordered to re-write its data collection rules after EU regulators found that they were in breach of EU data protection laws.A letter to Google CEO Larry Page signed by 24 of the EU's 27 national data protection regulators said that the software-giant had "not demonstrated that your company endorses the key data protection principles of purpose limitation, data quality, data minimisation, proportionality and right to object."The regulators, who collectively make up the Article 29 working party on data protection, also spelt out a 12-point plan for Google to comply with EU law on data protection and retention as well as the e-privacy directive.These include requirements to get explicit consent from users to use and combine their data and create a simple opt-out mechanism for users. Google should also publish how it uses and processes personal data. However, they have steered clear of accusing the software-giant of intentionally breaking the law and of possible fines or other sanctions.
The report concludes a long-running investigation into Google's practices led by French data regulator CNIL starting in March over the ways that Google collects personal data.Google changed its data collection practices in March after warning customers using its Gmail and Google+ network of the change. It had claimed that the new Privacy Policy, which allows the company to collect and combine data from any of its services, enabled it to improve the accuracy of its search results and targeted adverts and was not in breach of European law.Following the announcement, Auke Haagsma, director of ICOMP, a group of software companies including Microsoft that campaigns against Google's dominant market status, told this website that the "unprecedented action by close to 30 privacy enforcement agencies all over Europe shows the severity of Google’s violations.”“Google wants us to believe that enforcing the privacy laws will end the Internet as we know it, but the opposite is true. It is only if users’ trust that their personal data will not be collected and used against their wishes, that they feel confident enough to use all the important possibilities that the internet offers,” he said.MEPs also lined up to launch broadsides against Google with MEPs Angelika Niebler and Philippe Juvin, who chair the centre-right EPP's working group on Internet policy, commenting that "Google must change its standards and raise them."For his part, Belgian centre-left MEP Marc Tarabella, said that it was "unacceptable that European consumers are not clearly aware of what Google does with data inputted by them in good faith into the search engine."Monique Goyens, director general of the European Consumer Organisation (BEUC), said that the investigation confirmed "our concerns that Google's privacy policy sits on the wrong side of EU data protection rules".Google said it needs time to come with full response."We have received the report and are reviewing it now," said Peter Fleischer, Google's global privacy counsel.

Prime Minister Benjamin Netanyahu is seeking to implement sections of the Levy Report, which recommends the legalization of unauthorized Jewish settlements in the West Bank and declares Israel’s presence in the territory legal by international law, Israel Radio reported on Wednesday.The report on the settlements, written at Netanyahu’s behest and named for retired Supreme Court justice Edmund Levy, who led the three-person panel of experts that wrote it, was released in early July. It recommends easing restrictions on Jewish settlement in the West Bank by regulating zoning and planning, halting scheduled demolitions and planning building in accordance with population growth.The report also concludes that the establishment of settlements in the West Bank does not breach international law, and that Jews can legally make their homes there, because “Israel does not meet the criteria of ‘military occupation’ as defined under international law.”“A belligerent occupation is between two sovereigns,” panel member Alan Baker, a former Israeli Ambassador to Canada and a legal adviser to the Foreign Ministry, told The Times of Israel in a phone interview. “We could not accept the definition that this is a classic occupation. That is the novelty of this report.”In the report, Levy, Baker and retired justice Techiya Shapira wrote that ever since the 1917 Balfour Declaration, no sovereign state had formally annexed the West Bank territory and that, consequently, the Geneva Convention was not applicable.According to Wednesday’s report, Netanyahu and his staff have been preparing a draft resolution that would implement much of the Levy Report’s conclusions, while seeking to avoid the international and legal fallout of such a move.When the report was first released, it was roundly condemned by the Israeli left, and rejected by international allies such as the US.On Wednesday morning, opposition parliamentarians were quick to condemn the prime minister.Labor Party leader Shelly Yachimovich termed the decision “a transparent election ploy,” while Shaul Mofaz, the leader of the opposition Kadima party, said he would contact Israel’s attorney-general and request that he look into the legality of the initiative.Kadima MK Israel Hasson likened the proposal to “a flamethrower on a barrel of gasoline,” saying the Palestinians feel they have no political future and that the situation is very volatile. He said the government was attempting to prevent the future creation of a Palestinian state.Coming out in defense of the initiative, Transportation Minister Yisrael Katz of Netanyahu’s Likud party told Israel Radio that the prime minister did not intend to push for an extension of official Israeli sovereignty over West Bank settlements. Israel would consider a military option against Syria to ensure that the country’s chemical weapons do not reach the hands of extremists, Prime Minister Benjamin Netanyahu said on Tuesday.“Israel will do everything it takes to ensure Syria’s chemical weapons do not fall into the hands of terrorist organizations — and if such a situation arises, then Israel will weigh a military option,” Netanyahu told a group of European ambassadors in Jerusalem.The prime minister also noted that Iran and Hezbollah have assisted Syrian President Bashar Assad in his 19-month crackdown against opposition groups.The growing fear is that extremist fighters and other groups may get their hands on Syria’s vast chemical and biological weapons stockpiles if Assad falls. The threat of the weaponry falling into rebel hands has grown as the uprising has intensified in recent months, particularly after four members of Assad’s inner circle were killed in a Damascus suicide bombing in July. The US also reportedly recently sent a secret military task force to Jordan to prepare for possible scenarios in which the stockpiles get loose.Also on Tuesday, Turkey’s Prime Minister Recep Tayyip Erdoğan held surprise talks in Azerbaijan with Iranian President Mahmoud Ahmadinejad on the Syrian uprising, Today’s Zaman reported. The meeting came amid the countries’ growing discord over how to grapple with the escalating Syrian conflict.In an effort to end the bloodshed in Syria, the two leaders agreed to form new lines of communication and dialogue between their foreign ministries.“We have agreed to bolster communication at the level of the foreign ministries to bridge differences over the unfolding Syrian conflict. The constant deliberation and communication would help to reduce differences,” Erdoğan said in a press conference after returning from Baku late on Tuesday, the Turkish paper added.

Egyptian presidential adviser Mohammed Ismat Seif Al-Dawla has called to urgently change the peace treaty signed in 1979 with Israel.Al-Dawla, an aide to President Mohammed Morsi, issued the call during a speech he delivered Monday at a conference on “Camp David and its Impact on Egypt's National Security.” The presidential adviser said that in its current form, the historic treaty maintains the national security of the “Zionist enemy” more than it helps Egypt's national security.The Cairo government aide claimed that amending the peace treaty between Egypt and Israel is important to help restore Egyptian control over the lawless Sinai Peninsula, where terrorists have established training and operational bases from which to carry out attacks against Israel -- and sometimes against Egyptian and Jordanian citizens and interests as well. The Egyptian natural gas pipeline has been attacked and natural gas supplies to both Jordan and Israel were disrupted due to terrorist sabotage from the Sinai no less than 15 times in a little over a year.Al-Dawla was quoted last month by the independent Dostor daily newspaper as saying he was soon present Morsi with a proposal to amend the 1979 treaty, based on “popular demand and a strategic and security need.”In response, a spokesman for the Egyptian president said there is currently no need to amend the peace treaty with Israel. Speaking from New York on the sidelines of the United Nations General Assembly at the time, spokesman Yasser Ali said Egypt has the troops it needs in the Sinai to restore security and will continue until success is achieved."With all due respect to all political and intellectual luminaries on the presidential advisory panel, only the president and his spokesman speak for the presidency,” Ali said, according to the state news agency MENA.A week prior, Al-Dawla had also told the el-Gareeda newspaper that Cairo gives Washington more than it receives, according to the Egypt State Information Service (Cairo). He was also quoted as saying that Egypt has never been an ally of the United States.The Supreme Guide of the Muslim Brotherhood, the movement which Egypt's President Mohammed Morsi belongs to, called last Thursday for a jihad (holy war) to liberate Jerusalem from Israeli rule. Although Morsi has repeatedly said he would respect international treaties previously signed by Cairo, there have been multiple calls from his own Muslim Brotherhood backers, and others in the country, to "revise" the accords.

Israel’s Ambassador to the United Nations Ron Prosor has asked the international organization to convince pro-Arab activists not to try to sail the “Estelle” boat to Gaza and try to break the maritime embargo onHamas. Two years ago, terror activists from the Turkish-based IHH organization clashed with Israeli Navy commandos who tried to stop their Mavi Mamara boat and five other ships from reaching Gaza.Three dozen IHH passengers viciously clubbed the commandoes as they boarded the boat by rope from a hovering helicopter. Three of the commandos were temporarily kidnapped until the Navy soldiers were able to overcome the attackers, nine of whom were killed in the ensuing clash.

Israel: Gaza militants fired anti-aircraft missile

JERUSALEM (AP) — Israeli defense officials say that Palestinian militants in the Gaza Strip have for the first time fired an anti-aircraft missile at Israeli aircraft.The officials say the militants fired the Strela shoulder-fired missile at an Israeli helicopter operating over Gaza last week, but missed their target.
The officials, speaking under condition of anonymity because they were discussing a military operation, said Israeli intelligence has long believed that Gaza militants possessed these weapons, but this was the first time they were fired. They said the air force has taken special precautions for several years assuming the threat existed.Israel believes the weapons originated in Libya and were smuggled through tunnels along the Egyptian border.Palestinian militant groups have never acknowledged possessing the weapons.

Russia's Putin sacks member of Medvedev's cabinet

MOSCOW (Reuters) - Russian President Vladimir Putin sacked a member of Prime Minister Dmitry Medvedev's cabinet on Wednesday after five months in office, asserting his authority over a government some analysts predict will be short-lived.Putin signed a decree dismissing Regional Development Minister Oleg Govorun, one of two ministers he had publicly criticized last month, and replacing him with Igor Slyunyayev, a former governor of Kostroma region northeast of Moscow.The Kremlin has dismissed suggestions that Putin was unhappy with the government, but his criticism of the two ministers added to speculation that he could dismiss Medvedev's cabinet, particularly if economic conditions worsen.
It was the first change in the cabinet Putin unveiled two weeks after his May 7 inauguration to a new presidential term after consultations with Medvedev, the protege who served as president during Putin's four-year stint as prime minister.The decree gave no reason for the dismissal and Putin made no mention of Govorun in a meeting with Slyunyayev.He told Slyunyayev he had been recommended by Medvedev, in line with protocol, but the move emphasized that Putin holds ultimate authority.Russia's paramount leader since his initial 2000-2008 presidency, Putin has sometimes used sackings to keep subordinates in line and maintain balance between rival Kremlin factions.Putin had singled out Govorun and the labor minister for criticism at a budget meeting a month ago. Iran claims 'dozens' of its drones reached Israel

TEHRAN, Iran (AP) — A senior Iranian military official claimed Tuesday that Iranian-made surveillance drones have made dozens of apparently undetected flights into Israeli airspace from Lebanon in recent years to probe air defenses and collect reconnaissance data. An Israeli official rejected the account.The Iranian official declined to give further details on the purported missions or the capabilities of the drones, including whether they were similar to the unmanned aircraft launched last week by Lebanon's Hezbollah and downed by Israeli warplanes. It also was impossible to independently verify the claims from the official, who spoke on condition of anonymity because he was not authorized to brief the media.The Iranian assertions appear to be part of the Islamic Republic's widening strategy to boast about military advances — including warships and longer-range drones — that Tehran says could reorder the balance of power in the region as the West and its allies boost pressure over Iran's nuclear ambitions. Magnitude 4.5 quake strikes Maine, felt in Boston

BOSTON (Reuters) - A magnitude 4.5 earthquake struck the northeastern U.S. state of Maine on Tuesday at 7:12 p.m. ET, according to the U.S. Geological Survey.The quake's epicenter was located 3.7 miles from Lake Arrowhead, which is about 30 miles west of Portland, Maine's most populous city, and about 100 miles north of Boston.Eyewitnesses across the Boston area reported feeling the quake for up to 20 to 30 seconds. Feds raid Massachusetts lab tied to meningitis outbreak

BOSTON/NEW YORK (Reuters) - Federal agents on Tuesday raided the Massachusetts pharmacy linked to a widespread meningitis outbreak that has killed 16 people and sickened more than 200 others, federal prosecutors said.Agents from the U.S. Food and Drug Administration searched the New England Compounding Center, or NECC, in the Boston suburb of Framingham, with officers from the local police department providing support, Framingham police said.The raid took place as calls came for an even wider probe into whether the once obscure pharmacy may have broken federal laws dealing with controlled substances, and as additional meningitis cases were announced.Carmen Ortiz, U.S. attorney for Massachusetts, said in a statement, "I can confirm that this office and our law enforcement partners are investigating allegations concerning the New England Compounding Center."Ortiz said it was "entirely premature" to speculate about what might be uncovered.A lawyer for NECC, said the raid was unnecessary and that "asking would have produced the same result.""It is difficult to understand the purpose of this search, since we have been clear that (NECC) would provide, and has provided, anything requested. We've been clear that warrants weren't needed," Paul Cirel, of the firm Collora LLP in Boston, said in a statement.
The entrance to NECC's headquarters - a squat, nondescript brown brick building - was cordoned off with yellow "caution" tape.An officer with the Framingham motorcycle unit guarded the front door. Lights were on inside, and a number of people, including uniformed agents, were seen moving around inside the facility into the night.The FDA's criminal unit, the Office of Criminal Investigations, is a team of agents with specialized knowledge and training to investigate violations of food and drug laws. It pursues about 1,200 criminal cases each year.The raid came as a leading U.S. lawmaker called for an investigation of whether the compounding pharmacy violated federal laws covering potentially addictive drugs.The U.S. meningitis outbreak is widening. A 16th death was announced on Tuesday, a patient from southwest Virginia, that state's Department of Health said in a statement.Overall, there are 231 confirmed meningitis cases, according to Tuesday's tally from the U.S. Centers for Disease Control and Prevention, an increase of 19 on the day.
"We will see more patients reporting in ill and we'll have to treat many more," Dr. William Schaffner, an infectious diseases expert at the Vanderbilt University Medical Center in Nashville, Tennessee, said on "CBS This Morning."The FDA on Monday widened its investigation of the cause of the fungal meningitis outbreak to other drugs made by NECC.Nearly 14,000 people nationwide are at risk of infection because they received injections from suspect steroid medications shipped to 76 facilities in 23 states.Besides the meningitis cases, two additional patients have a different type of fungal infection from injections in their joints (as opposed to back injections).Massachusetts Democratic Representative Edward Markey, a senior member of the committee that oversees business, called on the Justice Department to investigate whether NECC violated federal laws designed to stem illegal activity in controlled drugs.The company already faces multiple investigations by the FDA and several states, but Markey's request could launch an even more serious probe involving the Drug Enforcement Administration, which oversees sales of potentially addictive, or "controlled" drugs.
'CAN'T ASSURE THE STERILITY'
The FDA said on Monday it was looking into two other drugs made by NECC.
The agency said it had received reports of a patient with possible meningitis who received an injection of a different steroid from the one found to have caused the deaths. It said on Tuesday that one transplant patient was infected with a fungus after receiving a drug used in open heart surgery made by NECC. The FDA originally said two such patients were infected.Another patient identified by the FDA received an injection of the steroid triamcinolone, also supplied by NECC.During a conference call on Tuesday with doctors on the meningitis outbreak, FDA official Janet Woodcock stressed that the two additional products had not been linked to confirmed infections. She asked doctors to contact patients injected since May to make sure they had no signs of infection.NECC said in a statement that it was reviewing the new information from the FDA.
The FDA has been inspecting the NECC facilities. Woodcock said that based on the condition of the plant and other factors, "we really can't assure the sterility of these products."The legal threat to NECC also mounted as more victims of meningitis filed lawsuits, including two filed by Michigan residents this week.
All but eight of the 23 states that received suspect medications from the Massachusetts specialist pharmacy have reported at least one case of fungal meningitis.Meningitis is an infection of the membranes covering the brain and spinal cord. Symptoms include headache, fever and nausea. Fungal meningitis is not contagious.

The outbreak has raised questions about how the pharmaceuticals industry operates. NECC engaged in a practice called drug compounding that is not regulated by the FDA, which generally oversees drug manufacturers.In compounding, pharmacies prepare specific doses of approved medications, based on guidance from a doctor, to meet an individual patient's need.A Reuters investigation found that NECC solicited bulk orders from physicians and failed to require proof of individual patient prescriptions as required under state regulations, emails to a customer showed.State pharmacy regulators have said that NECC violated its license in Massachusetts by not requiring patient prescriptions before shipping products.

The states reporting cases of meningitis are Tennessee, Michigan, Pennsylvania, New Hampshire, Illinois, Indiana, Minnesota, New Jersey, Texas, Idaho, Maryland, North Carolina, Virginia, Ohio and Florida.

Rafael expected to brush Bermuda; Hurricane Paul headed towards Baja

Tropical Storm Rafael is intensifying as it pulls away from the Lesser Antilles Islands. Data from the Hurricane Hunters and satellite loops show that Rafael has gotten more organized this morning, with a blow-up of very heavy thunderstorms near the center that have created a large Central Dense Overcast (CDO), the hallmark of an intensifying tropical storm that is near hurricane strength. Rafael is experiencing high wind shear near 20 knots, and this shear is expected to remain constant through Tuesday, which should allow Rafael to intensify into a Category 1 hurricane. Sporadic heavy rains from Rafael will gradually diminish today over the Leeward Islands, Puerto Rico, and the Virgin Islands. A tropical storm warning has been posted for Bermuda, but if Rafael follows the official NHC forecast track, tropical storm-force winds will remain just offshore from Bermuda as Rafael makes its closest pass by the island on Tuesday evening. The 11 am EDT wind probability forecast from NHC gave Bermuda a 29% chance of experiencing tropical storm-force winds between Monday night and Wednesday morning, and a 1% chance of experiencing hurricane-force winds. The models are pretty tightly clustered showing a track for Rafael to the east of Bermuda, putting the island on the weaker (left front) side of the storm.

Hurricane Paul forms in the Eastern Pacific
Hurricane Paul is putting on a burst of rapid intensification, and is a strong Category 1 hurricane with 90 mph as it heads northwards towards Mexico's Baja Peninsula. Paul will have favorable conditions for intensification through Tuesday morning, when wind shear is predicted to rise to the high range, above 20 knots. Paul should be weakening quickly as it approaches the coast of Baja Tuesday night and Wednesday morning, but heavy rains from the storm will spread over Baja beginning on Tuesday night, and these rains will be capable of causing flooding problems. Paul's formation brings this year's tally of named storms in the East Pacific to sixteen, making 2012 just the third year since records began in 1949 that both the Eastern Pacific and Atlantic have had at least sixteen named storms. The other years were 2003 and 2008. On average, the Eastern Pacific experiences one named storm after October 15, which would bring this season's total activity to 17 named storms, 10 hurricanes, and 4 major hurricanes. An average Eastern Pacific season has 15 named storms, 8 hurricanes, and 3 major hurricanes.

A rare early-season major tropical cyclone in the Southwest Pacific
It's springtime in the Southern Hemisphere, where Category 3 Tropical Cyclone Anais is churning southwestwards towards Madgascar. According to Meteo France in La Reunion Island, Anais is the earliest major hurricane to form during the Southwest Indian Ocean's tropical cyclone season, which typically runs from November to May. Anais' formation in mid-October is akin to getting a major hurricane in the Atlantic during April--something which has never occurred (the earliest major hurricane on record in the Atlantic occurred on May 21, 1951.) Anais is the second earliest hurricane of any kind to form so early in the Southwest Indian Ocean tropical cyclone season, after Tropical Cyclone Blanche of October 10, 1969. Anais has moved over cooler waters, and has weakened slightly to 115 mph winds, down from the peak 120 mph it had on Sunday. Further weakening is expected over the next few days as wind shear increases and the waters beneath continue to cool, and Anais is not expected to directly impact any land areas.
