Republican presidential candidate Mitt Romney was set to deliver a scathing attack on President Barack Obama’s Middle East record in a speech Monday morning in the battleground state of Virginia, the Romney campaign said.Under the likely headline, “Hope is not a strategy” – a dig at Obama’s 2008 election slogan “Hope and Change” – Romney will argue that Obama has been too passive in handling the many unfolding crises and upheavals taking place in the Middle East, and misrepresented the terrorist nature of the attack last month on the American consulate in Benghazi that killed the US Ambassador to Libya Chris Stevens.

“I know the president hopes for a safer, freer, and a more prosperous Middle East allied with the United States,” Romney will say. “I share this hope. But hope is not a strategy.”The presidential race is expected to tighten in the wake of a strong debate performance last Wednesday by the Republican challenger, though better-than-expected unemployment figures and a fundraising windfall for the president suggest Romney will have a hard time unseating the incumbent Obama from his lead position in polls.Romney’s Monday speech is likely an attempt to narrow the margin by which Americans favor Obama on foreign policy, a margin that currently stands at 49 percent (of registered voters who trust Obama more) to 44% for Romney, according to a Washington Post-ABC News poll. The gap is narrower than previous polling on the subject, and the Romney campaign believes the Benghazi attack and continuing humanitarian and political crises in Syria and elsewhere in the Middle East offer an opportunity to criticize the administration’s handling of foreign policy.

The Obama White House, Romney will suggest on Monday, has not been at the forefront of events, instead adopting a posture of response as crisis after crisis unfolds.“I believe that if America does not lead, others will – others who do not share our interests and our values – and the world will grow darker, for our friends and for us. America’s security and the cause of freedom cannot afford four more years like the last four years,” Romney will argue, according to the pre-released text.Romney plans to “recommit America to the goal of a democratic, prosperous Palestinian state living side by side in peace and security with the Jewish state of Israel,” according to excerpts published ahead of time by the campaign.Speaking of the peace process, Romney will say that “what should be a negotiation process has devolved into a series of heated disputes at the United Nations. In this old conflict, as in every challenge we face in the Middle East, only a new president will bring the chance to begin anew.”Romney will call for a significant upgrade in American support for the rebels fighting a bloody Syrian insurgency that has seen over 30,000 killed, mostly by government forces loyal to dictator Bashar Assad.“In Syria, I will work with our partners to identify and organize those members of the opposition who share our values and ensure they obtain the arms they need to defeat Assad’s tanks, helicopters, and fighter jets,” Romney is expected to say.On the question of Iran’s nuclear program, Romney will say that, as president, he “will not hesitate to impose new sanctions on Iran, and will tighten the sanctions we currently have. I will restore the permanent presence of aircraft carrier task forces in both the Eastern Mediterranean and the Gulf region – and work with Israel to increase our military assistance and coordination.”He will offer a scathing rebuke of Obama’s handling of the Libya attack.

10,000 will die if Israel attacks Iran, says former Revolutionary Guard commander

Mohsen Rezai says Israel would not dare strike, and that threats are a ploy to win US concessions

At least 10,000 Israelis will die if Israel strikes Iran, a senior member of Iran’s Expediency Council and former Revolutionary Guards Corps commander said on Monday.“If they attack, Iran’s deterrent power would deal a mortal blow to them and the Israeli death rate would not be less than 10,000,” PressTV quoted Mohsen Rezai, who led the Iranian Revolutionary Guards Corps for 16 years in the 1980s and 1990s, saying. He added that the death toll would quickly force Israel to desist.Hezbollah leader Hassan Nasrallah in August suggested that in the event Israel goes to war with Iran, his group would fire rockets at Israel and “transform the lives of millions of Zionists in occupied Palestine to a real hell.” Nasrallah said the attacks would result in tens of thousands of Israeli fatalities.Defense Minister Ehud Barak and former home front defense minister Matan Vilnai have stated that the estimated death toll in the event of war with Iran was 500 Israelis.“We don’t want war,” Rezai said, adding that Tehran is “fully prepared to defend [our country against any strike].” The former chief commander of the IRGC charged that Israel wouldn’t dare invade Iran and it threatens a strike on Iran “to win concessions from the next US president.”Rezai currently serves as the secretary general of the 39-member Expediency Council, headed by Ayatollah Akbar Hashemi Rafsanjani, which acts as an advisory group to Iran’s Supreme Leader Ayatollah Ali Khamenei.

Rezai reiterated a sentiment shared by President Mahmoud Ahmadinejad, who told the American press in September that “we do not take seriously threats of the Zionists.”“We believe the Zionists see themselves at a dead end and they want to find an adventure to get out of this dead end. While we are fully ready to defend ourselves, we do not take these threats seriously,” Ahmadinejad said.Israel has indicated a readiness to resort to force if all else fails to thwart Iran’s nuclear program.

Hamas and Islamic Jihad fire dozens of rockets and mortars into southern Israel

Attacks come day after IAF hit two jihad activists in Gaza; residents told to stay near safe rooms; goats killed in zoo and one building damaged; IDF retaliates with tank fire

Palestinian terrorists in the Gaza Strip fired more than 55 rockets and mortars into southern Israel early Monday morning, causing damage to a residential building. Most of the shells landed in open areas and there were no injuries reported.One of the rockets landed in a petting zoo, killing two goats and wounded nine other goats, Maariv reported.Residents of the Eshkol Regional Council were instructed to remain in their safe rooms or shelters. After several hours, the IDF said the area’s residents could leave their shelters, but advised they should remain 15 seconds away from a secure area.Palestinian Maan News reported that Israel, in response, fired more than 10 tank shells at the southern Gaza Strip Monday morning, striking near the Ammar bin Yasir Mosque in Khan Younis. The Hamas Health Ministry reported that 3 Gaza residents were injured, one seriously. Al Arabiya cited Palestinians saying that four children were lightly injured, and minarets and a water tower were damaged.The IDF Spokesperson Unit confirmed that tanks fired at Hamas military targets in the southern Gaza Strip, including a rocket launcher situated in a mosque.Hamas and Islamic Jihad’s military branches claimed joint responsibility for the attacks on Israel. Hamas’s Izz al-Din al-Qassam Brigades and Islamic Jihad’s al-Quds Brigades stated that the mortars and rockets were fired “in response to the Zionist crimes last night that caused the wounding of 11 civilians, among them two children.”

Hamas has not accepted responsibility for rocket fire from the Gaza Strip since June, when 25 rockets were fired at communities in southern Israel. Hamas has governed the Gaza Strip since forcefully taking it over in 2007.Al-Qassam Brigade spokesman Abu Obeida warned that ”persistent aggression on the Gaza Strip will bring stronger response by the Palestinian resistance factions.”Obeida added that the joint Hamas-Islamic Jihad rocket fire “emphasizes a high-level of coordination between the resistance factions in the management of the confrontation with the Zionist occupation.”

The rocket barrage came the morning after an Israeli Air Force strike in the Gaza Strip targeted a motorcycle bearing what the IDF said were two Palestinian terrorists, badly injuring both of them. Palestinian sources said one of the two subsequently died of his injuries. Fungal meningitis scare in the United States

An outbreak of fungal meningitis has created anxiety for members of the Centers for Disease Control and Prevention in the United States.The outbreak has been linked to contaminated steroid injections.
Over 70 people across nine states have been confirmed as having the disease with seven people already dead.Those people died in the states of Michigan, Maryland, Tennessee and Virginia.More than twenty of the cases have sprung up over the past two days.Those infected supposedly contracted the deadly disease after being injected with a steroid called methylprednisolone acetate that was contaminated by a fungus.
The steroid, used to treat pain and inflammation, was administered into the spine.The pharmacy which produced the drug has announced a nationwide recall.The New England Compounding Center, a Massachusetts-based company, has also recalled many of its other products out of caution.Federal health inspectors are continuing their inspection of the NECC plant.The Food and Drug Administration has asked doctors, clinics, and consumers to stop using any of the pharmacy's products.Fungal meningitis is quite rare. Its symptoms include headache, fever, nausea and stiffness of the neck.Other possible symptoms are confusion, dizziness and bright light sensitivity.

OTTAWA — The number of illnesses linked to beef products from the XL Foods plant in Brooks, Alberta has increased to 10 people from three provinces.The Public Health Agency of Canada says seven of the cases are from Alberta, two are from Quebec and one from Newfoundland.Officials say the two Quebec cases and three of the Alberta cases are newly confirmed.The agency says the individuals became ill more than two weeks ago and have recovered or are recovering.E. coli was first detected at the plant on Sept. 4, but it took 12 days for the first of numerous public alerts to be issued.It has led to the recall of hundreds of XL Foods beef products across Canada and much of the United States.The recall was expanded yet again Saturday with more meat products and stores added to the list.

The eight day festival that consists of Sukkot and Shmini Atzeret/Simchat Torah comes to an end Monday night, bringing an end to the month long holiday season and starting the regular year.In Israel, a popular expression is "Acharei Hachagim" - lets' wait till after the holidays - as the entire country seems to put off whatever it can from Rosh Hashannah, sometimes even from the preceding month of Elul,  until the day after Shmini Atzeret/Simchat Torah.The Sukkot holiday marks the last of three yearly pilgrimage festivals to Jerusalem and the Holy Temple - preceded by Pesach and Shavuot - and also the end of the Tishrei holidays, Shmini Atzeret, which begins Sunday evening and is mandated in the Torah as a final "encore" holiday.It is an additional day, celebrated on the day immediately following Hoshanna Raba, the solemn last and seventh day of Sukkot which is observed with mystical prayers for salvation in which the congregation marches around the bimah (table for reading the Torah, in the center of the synagogue, ed.) seven times holding the Four Species and then slams five willow branches on the floor to sympbolize the destruction of our sins but also that awaiting Israel's enemies - the latter reason not made public knowledge for obvious reasons, as the Maharsha says, positing it as the real meaning of the willow beating.Hoshanna Raba is also the day on which the Sages said that one's year is finalized by the Almighty and Jews greet one another with the words "Pitka Tava" - hope the Heavenly note with your future is a positive one.As Sukkot ends, G-d feels for the Jewish people, who want just one more day of joy before returning home from Jerusalem for the winter season and grants it to them. The Simchat Torah final holiday marks the conclusion - and starting again - of the annual public weekly readings of the Five Books of Moses, and commemorates the supreme Jewish idea of Torah study in general. Hours-long dancing with the Torah (known as hakafot) in synagogues, yeshivot, and even in the streets marks the day in Jewish communities around the world.Every male in the synagogue gets called to the Torah, necessitating, in large congregations, using several scrolls and repeating the reading several times. The United States Congress has passed a bill which mandates the Federal Emergency Management Agency (FEMA) to prepare for “mass fatality planning” and funeral homes, cemeteries and mortuaries being “overwhelmed” in the aftermath of a mass terror attack, natural disaster or other crisis.

The bill, H. R. 6566 or the Mass Fatality Planning and Religious Considerations Act, was posted on the govtrack.us website this morning having been approved by the House on September 28.The legislation amends the Homeland Security Act of 2002 to direct FEMA to “provide guidance and coordination for mass fatality planning, and for other purposes.”Noting the necessity for emergency preparedness in relation to terror attacks, natural disasters and man-made disasters, the bill instructs FEMA to be sensitive to the fact that Jews and Muslims require bodies to be buried within 48 hours of death.“Funeral homes, cemeteries, and mortuaries could be overwhelmed should mass fatalities arise from a natural disaster, act of terrorism, or other man-made disaster,” states the legislation.Should the bill be given the green light by the Senate, the full amended text to the Homeland Security Act will state;“Preparedness for Mass Fatalities- In carrying out this section, the Administrator shall provide guidance to and coordinate with appropriate individuals, including representatives from different communities, private sector businesses, non-profit organizations, and religious organizations, to prepare for and respond to a natural disaster, act of terrorism, or other man-made disaster that results in mass fatalities.”“This is just one of those things that makes the stomach turn: the people who brought us the National Defense Authorization Act (authorizing the detention of US citizens on US soil) now deem it prudent to prepare for mass fatalities on US soil,” writes Simon Black.“FEMA, as you may recall, is the same organization that couldn’t get bottles of water delivered to New Orleans after Hurricane Katrina… and held up hundreds of seasoned volunteer emergency service workers from entering the city for several days of mandatory sexual harassment training.”The legislation will only serve to stoke more paranoia that the federal government is preparing for mass civil unrest that could lead to a declaration of martial law and require lethal force to be used, as it was during Hurricane Katrinawhen police were ordered to shoot looters.

A BILL To amend the Homeland Security Act of 2002 to require the Administrator of the Federal Emergency Management Agency to provide guidance and coordination for mass fatality planning, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘Mass Fatality Planning and Religious Considerations Act’.

SEC. 2. FINDINGS.

Congress finds the following:

(1) Emergency preparedness often plans for how to prepare and provide for survivors of a natural disaster, act of terrorism, or other man-made disaster, but fails to plan for how to prepare for and respond to mass fatalities that result from such an incident.
(2) Funeral homes, cemeteries, and mortuaries could be overwhelmed should mass fatalities arise from a natural disaster, act of terrorism, or other man-made disaster.
(3) Different religions have different customs surrounding death; for example, the Jewish and Muslim religions call for burial of the deceased not later than 48 hours after death.

SEC. 3. PREPAREDNESS FOR MASS FATALITIES RESULTING FROM A NATURAL DISASTER, ACT OF TERRORISM, OR OTHER MAN-MADE DISASTER.

Section 504 of the Homeland Security Act of 2002 (6 U.S.C. 314) is amended by adding at the end the following new subsection:


‘(c) Preparedness for Mass Fatalities- In carrying out this section, the Administrator shall provide guidance to and coordinate with appropriate individuals, including representatives from different communities, private sector businesses, non-profit organizations, and religious organizations, to prepare for and respond to a natural disaster, act of terrorism, or other man-made disaster that results in mass fatalities.’.

Israeli planes flew into Lebanese air space and broke the sound barrier Sunday, causing sonic booms, Lebanese media reported.The sortie appeared to be in response to the infiltration of Israeli air space Saturday by a drone Israeli officials suspect was launched by the Lebanon-based terror organization Hezbollah.The booms were audible Sunday in several locations in Lebanon, according to the report from Lebanon’s official National News Agency.Israel’s air force shot the drone down north of Beersheba on Saturday. It had penetrated deep into Israeli airspace and flown for half an hour before it was intercepted.

After an initial investigation, military officials said the unmanned aerial vehicle did not come from the Gaza Strip, leading the army to consider the possibility that it originated in Lebanon.Officials reportedly believe the drone may have been launched by Hezbollah, in an Iranian-ordered spying operation.Hezbollah has flown drones into Israeli airspace a few times in the past, though not for several years. Hezbollah neither confirmed or denied responsibility, and Hezbollah and Iran both refrained from immediately commenting on the drone’s downing.IDF Spokesperson Yoav Mordechai said that Israel’s air force was able to identify the drone while it was flying over the Mediterranean, and tracked it throughout its flight over Israel until the decision was made to shoot it down over an unpopulated area.Nobody was hurt in the incident.Lt. Col. Avital Leibovich, an Israeli military spokeswoman, said Israeli systems on the ground alerted the air force to the drone Saturday morning. She said it flew over the Gaza Strip but did not originate from the Palestinian territory, adding that Israel did not know the drone’s starting point and an investigation was under way.Leibovich did not give more details, but Israel media reported that it might have been an intelligence-gathering drone that was not carrying explosives.Leibovich said the operation was successful and the military was in control throughout.“We had monitoring contact from the ground and from the air. The enemy drone downed by the Air Force, Saturday, took a strange route that did not cover strategic sites, indicating Israel may have diverted it from a route over the nuclear reactor in Dimona, located due east of Gaza.The UAV entered Israeli air space from the Mediterranean Sea along the Gaza Coast and then made a U-turn, flying over the southern Hevron Hills before an F-16 plane destroyed it over a non-populated area.
The route raises questions because there are no army or air force bases or any other strategic sites along the route.Officials estimate that it was guided by a pre-programmed GPS inside the drone and not from a control center at its origin, apparently Hizbullah-dominated southern Lebanon, DEBKA File reported. Israel may have carried out a cyber attack to scramble the GPS and change its route.It is widely assumed that the drone was transmitting pictures. If the drone had continued on its eastern course from Gaza, it would have flown near or directly over the nuclear reactor. Israeli officials have been concerned since earlier this year that the nuclear facility would be vulnerable to an attack from Iran.If the drone was not headed for Dimona, its strange route could mean the enemy simply was testing Israel’s response system.The IDF said it scrambled several F-16 jets within minutes after the UAV was detected, and the IDF said, "This drone was spotted over the Mediterranean in a sector near Gaza, before entering Israeli airspace, where the air force followed it."The fact that Israel allowed the UAV to fly over Israel for more than 20 minutes also indicates that the IAF may have diverted its route until it could safely bring it down a relatively unpopulated area. Otherwise, there would be no reason to allow an enemy craft to presumably transmit pictures.

PARIS — France is boosting security at Jewish religious sites after blank bullets were fired on a synagogue west of Paris.French President Francois Hollande met Sunday with leaders of the country’s Jewish community amid renewed concerns about anti-Semitism, and pledged to fight extremism and anti-Semitism “with the greatest firmness.”He said authorities “in the coming days, in the coming hours” will increase security at Jewish religious sites so they won’t be subject to the kind of attack that targeted a synagogue in the Paris suburb of Argenteuil on Saturday night.A representative of the synagogue said the building was targeted with about eight blank bullets and services were cancelled. The representative, who spoke on condition of anonymity because a police investigation is under way, said no one was hurt in the incident.

A leading French Muslim organization, the CFCM, denounced the synagogue attack. It said in a statement Sunday that it “assures the French Jewish community of its support and fraternal solidarity in the face of all attacks that target its members and institutions.”The French Jewish community says it has been the target of increasing anti-Semitic attacks over the last several months. Earlier this year a Muslim gunman targeted a Jewish school in the southern city of Toulouse, killing a rabbi, his two children and another girl.On Sept. 19, a kosher grocery in the heavily Jewish Paris suburb of Sarcelles was firebombed, injuring one person. The attack came the same day a French satirical paper published crude caricatures of the Prophet Muhammad. Anti-Western protests were also growing at the time against an anti-Islam film.“What happened in Sarcelles was just a start, or was just a test,” Sammy Ghozlan, head of a French group that tracks anti-Semitism in the country, said. “Islamism is a force of influence and Islamists are going to seek out the weakest people to teach them to kill.”On Saturday, French police carried out raids around the country to dismantle the group responsible for the firebombing, arresting 11 members of a Jihadi cell of young Frenchmen recently converted to Islam.One man was killed when he opened fire on police in the eastern city of Strasbourg, injuring three. Officials said they had been tracking the man, identified as Jeremy Sydney, since the Toulouse shootings in March.One arrested man was carrying a loaded gun, and police found weapons, cash and a list of Paris-area Israeli associations during the raids.“You can imagine what their other plans could have been,” counterterrorism official Eric Voulleminot said at a news conference.

On the eve of the Jewish holiday of Simchat Torah, at least three Jews and one Arab were arrested on the Temple Mount before noon on Sunday.A man with three children was arrested, on suspicion of praying in violation of police instructions “aimed at avoiding confrontations with Muslims” on the holy site.A spokesperson for the Jerusalem District Police announced also that two Jews were arrested on suspicion of prostrating themselves on the site.Aviad Shapira, son of Rabbi Moshe Shapira, and brother of Rabbi Yehoshua Shapira of Ramat Gan and Rabbi Yitzchak Shapira, head of the Od Yosef Chai Yeshiva, was one of those arrested. The second detainee was Moshe Spitz of the Jewish community of Neria.Both were suspected of praying on the Temple Mount, police said, and were arrested despite the apology and assurance of a local police commander, Avi Biton, who noted that one prayer on the site is permitted in accordance with a decision by the Supreme Court.In general, praying on the Temple Mount is forbidden by law, police have said. Prostrating one's self is considered to be part of prayer, and treated as such by police when spotted. Police also said that an Arab was arrested as well, on suspicion of being involved in organizing the disturbances that took place at the site on Friday.All three detainees were taken to the David District police station for questioning. Authorities continued to allow visits to the Temple Mount by non-Muslims as usual.Hundreds of Muslim worshipers hurled rocks at police officers stationed at the Mughrabi Gate to the Temple Mount on Friday, after prayers ended at the Al Aqsa mosque on the site. No one was physically injured, but police had to force their way on to the holy ground and use stun grenades in order to repel the attackers.It is not clear how the worshipers were able to suddenly access their abundant arsenal of stony missiles, since they had poured out of the mosque, allegedly after "prayers." One day earlier, Muslim violence at the mosque had succeeded in preventing Jews from not only reaching the Temple Mount – Judaism's holiest site – but also managed to block Jews from accessing even the Western Wall, the Kotel, which is adjacent and also considered holy and a part of the area. Police barricaded the area and stopped people from entering the Western Wall plaza even though large crowds had streamed in from around the country, and some from abroad, in order to pray at the Wall during the holiday of Sukkot.The seven-day holiday is one of the three festivals in the Jewish calendar during which Jews are commanded to “go up to Jerusalem to pray” at the Holy Temple – the sole remnant of which is the Western Wall that surrounded it.

A movement of Temple Mount organizations has called on authorities to completely separate Jews and Arabs on Jerusalem's holiest site, in the same way the two groups are separated at the Cave of the Patriarchs in the holy city of Hevron.The call came less than an hour after a rabbi and two Jews were arrested on suspicion of “praying” on the site, just hours before the start of the Jewish holiday of Simchat Torah. One of the two Jews had three of his children with him at the time.In addition, an Arab was arrested in connection with violent riots on the site that had taken place two days earlier in which worshipers hurled rocks at police as they left the mosque after prayers.Following the arrests, the Temple Mount Task Force issued a statement condemning the  police actions against Jews at the site. The renewal of such arrests, said the organization, is “contrary to justice, civil rights, religious freedom and calls by the [Supreme] Court and Knesset members. The prime minister must stop the denial of a written promise to allow Jews to pray on the Temple Mount,” the statement continued."The police must completely separate Jews and Muslims on the Temple Mount, to enable proper living of Jews life on the Temple Mount.”The call echoes one made earlier in the week following similar incidents.On Thursday, the Temple Mount was closed to Jews following a week in which a plethora of incidents kept Israel police busy on the site. The site was originally closed that day due to a concrete terror alert warning of an intent to attack Jews in the area.  However, Muslims hurled rocks at a police force that began to comb the Mount's huge plaza in search of suspects. Distracted, police then began to search for those who threw rocks at them -- and it is not clear whether the possible terrorists managed to elude their pursuers or not.Three Jews were also arrested on the site, with police claiming they had tried to force their way in, and attacked the officers. On Tuesday, two Jewish men were detained on suspicion of "praying" during a visit to the site, and three Arabs were arrested as well -- for carrying knives. One of the Jews was arrested for closing his eyes while on the Mount. A police officer claimed that the act constituted prayer.The Temple Mount Task Force within a day issued an urgent call to implement the recent recommendation by Judge Malka Aviv to set aside an area on the Temple Mount where Jews may pray -- securely, and alone.

No eurozone-only assembly, say MEPs

BRUSSELS - MEPs have dismissed suggestions that a new parliamentary body should be set up solely for eurozone members stating that “no new accountability structures specific to the euro-area must be established.”In an unofficial reflection paper prepared by the three MEPs representing parliament in advance of negotiations with Herman Van Rompuy, the deputies said: "the Euro is the currency of the European Union and European Parliament is the parliament of the European Union. The European Parliament, therefore, is the parliament of the Euro."Van Rompuy recently mooted the possibility of a separate body for the eurozone-17 in an ideas paper circulated to member states.The EU Council chief also hinted at establishing "a central budget for the euro area" in order to "deal with asymmetric shocks and help prevent contagion."The parliament's team of ‘sherpas’ consists of German conservative Elmar Brok, along with Liberal group leader Guy Verhofstadt, and Italian centre-left deputy Roberto Gaultieri.In a five page memo, MEPs claim that reforms should be based on “four building blocks”: banking, fiscal, economic and political union.In a bid to increase political integration, they also called for all European political parties to appoint a candidate for the Commission presidency for the 2014 elections.Meanwhile, the Economic and Monetary Affairs commissioner should become the official "treasurer of the EU" and chair eurozone finance minister meetings.
The sherpas also insist that “a more integrated fiscal union should include different forms of fiscal solidarity, from short-term funding instruments on a limited and conditional basis, to gradual roll-over into a redemption fund.” This could also mean the swift introduction of joint liability eurobills to replace short-term government debt.The idea of a redemption fund pooling all eurozone sovereign debt over the 60% threshold set out in the Stability and Growth Pact to be paid off over 20 years, was presented earlier this year by the German Council of Economic Experts and is unlikely to require a treaty change.The paper comes as the parliament is set to begin battling with member states over the commission’s ambitious banking union legislation. Although the proposals include a revision of the rule-book establishing the European Banking Authority, which was jointly approved by MEPs and governments l in 2011, the regulation to establish the European Central Bank as the eurozone’s single financial supervisor only gives EU governments a say.MEPs insist that they will treat the two files as a package with an equal say for parliament. They are also insisting on greater scrutiny powers over the ECB in its new role.Negotiations between Van Rompuy, the commission and parliament will finalise a set of proposals to top off the agenda at the European Council summit on October 18-19.Van Rompuy is hoping that member states can agree on the less politically-charged proposals which can be effected without a convention and treaty change.

SEOUL (Reuters) - South Korea has reached a landmark agreement with the United States to extend the range of Seoul's ballistic missiles by more than twice the current limit to counter the threat from North Korea, the government said on Sunday.The move to significantly boost the South's missile capabilities along with development of advanced aerial reconnaissance vehicles is likely to rattle the communist North, which has remained at odds since the 1950-53 Korean War left the peninsula divided.It may also stoke concern in China, Japan and Russia, parts of which would be within range of the new missiles.Under the agreement, South Korea can develop missiles up to a range of 800 kms (497 mile) from the current ceiling of 300 kms (186 mile), Chun Young-woo, top secretary to President Lee Myung-bak for foreign and security affairs, told reporters.He said the United States and South Korea also agreed to maintain the maximum payload for a South Korean-developed ballistic missile at the current level of 500 kilograms (1,102 lbs).However, if Seoul chose to develop a missile with shorter ranges, it could increase the payload accordingly.
South Korea has also been allowed to develop unmanned aerial vehicles, or UAVs, with an unlimited payload weight if the flying distance is within 300 kilometers.Seoul has for years sought to extend its missile range to deter the North, which it said had developed missiles that could reach every corner of the country. It also wanted to increase the payload for the UAVs and develop not only reconnaissance UAVs but also combat drones."The most important goal for our government to revise the missile guidelines is deterring North Korea's military provocations," Chun said.Currently, all of South Korea as well as U.S. military installations in Japan and Guam, are within the range of North Korean missile attacks, according to South Korean government data.In April, North Korea was condemned by the U.N. Davutoglu said international mediator on Syria Lakhdar Brahimi would come to Turkey before Russian President Vladimir Putin visits Ankara within the next 10 days.Arab League chief Nabil Elaraby in a newspaper interview called Brahimi's Syria mission "virtually impossible." Asked about the efforts of the Egypt-Saudi-Turkey-Iran quartet to solve the crisis, Elaraby said: "The solution must comprise Iran. The important thing is that matters get moving."The 18-month-old Syrian revolt increasingly pits a Sunni Muslim opposition against Assad's Alawite minority, an offshoot of the Shi'ite Islam that dominates in Iran, whose government backs Assad's government.Rebels in the Syrian city of Aleppo said government troops tried to storm the Sakhour district on Saturday but were pushed back after heavy clashes. Activists across Syria said there was fighting in several cities and towns including the central city of Homs and in Damascus countryside.
The British-based Syrian Observatory for Human Rights said at least 60 people, including 36 government soldiers, were killed in clashes across the country on Saturday.Syrian rebel forces are riven by divisions but Syrian government forces appear to lack the numbers to land a knockout blow and permanently hold rebellious areas.U.S. President Barack Obama on September 25 accused Iran of helping keep Assad in power but has refused to arm Syria's rebels, partly for fear some of those fighting Assad's rule are Islamist radicals equally hostile to the West.U.S. Defense Secretary Leon Panetta expressed renewed worry on Saturday that the hostilities in Syria could spread."Whether or not that conflict begins to extend into the neighboring countries such as Turkey remains to be seen. But obviously the fact that there are now exchanges fired between these two countries raises additional concerns that this conflict could broaden," Panetta told a news conference in Lima with Peru's defense minister.Iran on Saturday called for the immediate release of Iranians held captive by Syrian rebels and said it would hold the rebels and their supporters responsible for their lives.Syrian rebels seized a busload of 48 Iranians in early August on suspicion of being military personnel. Tehran says they were pilgrims visiting a Shi'ite shrine in Damascus.
MORTARS LAND IN TURKEY
At least three rounds fired from Syria landed inside Turkey's Yayladagi district on Saturday, the office of the governor of the Turkish province of Hatay said.It said the fire appeared to have been aimed by Syrian forces at rebels along the border. There were no casualties. Turkish border troops fired back mortars in response.

There were two similar incidents in Hatay on Friday, when Erdogan issued his warning."Those who attempt to test Turkey's deterrence, its decisiveness, its capacity, I say here they are making a fatal mistake," he said in a bellicose speech to a crowd in Istanbul."We are not interested in war, but we're not far from war either. This nation has come to where it is today having gone through intercontinental wars," he said.Turkish artillery bombarded Syrian military targets on Wednesday and Thursday, killing several Syrian soldiers after Syria's initial fatal bombardment. The U.N. Security Council condemned the original Syrian attack.Russia, a staunch ally of Syria, said it received assurances from Damascus the strike on Turkey was an accident but Erdogan dismissed them, saying Syrian fire had repeatedly hit Turkey.Wednesday's Syrian strike on the town of Akcakale was of a different magnitude to previous incidents, a Turkish official told Reuters."Wednesday was different. There were five or six rounds into the same place. That's why we responded a couple of times, to warn and deter. To tell the (Syrian) military to leave. We think they've got the message and have pulled back from the area."Syria has since ordered its warplanes and helicopters not to go within 10 km (six miles) of the Turkish border and artillery units not to fire shells close to the border, according to Turkish broadcaster NTV. CAIRO (AP) — Egypt's new Islamist president on Saturday strongly defended his performance in his first 100 days in office, facing down criticism that little has been achieved even as he acknowledged that his administration has not fulfilled all of his promises and that much work lies ahead.Speaking to a crowd of tens of thousands at a Cairo's largest sports stadium, Mohammed Morsi used his nearly two-hour speech to lay out what he presented as achievements since he took power in late June as Egypt's first freely elected president."This nation, these people, this army, the establishment, the president, the children of Egypt — we are all now moving toward one goal: a new Egypt," he said.Critics say Morsi has not accomplished as much as he could have since winning elections, and accuse the president's Muslim Brotherhood party of mimicking the former regime by going after critics and stuffing government posts with loyalists.Saturday's event, which included a military parade as part of a ceremony to mark the anniversary of Egypt's 1973 war with Israel, was also a show of force for the Brotherhood, the Islamist movement that has emerged as the country's most powerful political group since last year's uprising that toppled longtime leader Hosni Mubarak.Brotherhood supporters packed the stadium's stands and gave the president a raucous welcome. Morsi responded by pumping both fists in the air and waving to the crowd as he was driven around the track upon his arrival.
In his speech, Morsi acknowledged that he has not fully delivered on key promises to fix Egypt's garbage problem, its traffic problems and energy crisis. But he said that many of the basic issues he set out to fix first in his first 100 days in office —which ends Sunday — such as reducing Cairo's notoriously snarled traffic, have shown improvement.Upon taking office in late June, Morsi inherited a long list of domestic crises, with the country's downturned economy topping the list. The nation's tourism industry, a key source of revenue, has taken a huge hit as a result of the political instability following the uprising, while foreign investment has dwindled.He promised to overhaul a decades-old subsidies program that weighs heavily on the budget.
Egypt has asked the International Monetary Fund for a $4.8 billion loan to help bolster the economy, and officials says the IMF has asked Egypt to restructure its subsidies system as one of the prerequisite for the loan.He also reiterated that he would abide by Islamic banking laws and not accept interest on the loan, telling the cheering crowd that "we'll go hungry before we eat off of interest."He said that his government cracked down on a "mafia" of officials working in the Petroleum Ministry who were siphoning off millions of dollars in corrupt deals.In contrast, he said he was still living in a rented apartment on the outskirts of Cairo and asked people to take him to task if he is seen driving around in a new car that is not part of the president's motorcade."I say this to you why? Because personally... I said a long time ago I have no rights, but obligations," Morsi said.Morsi's supporters, and even liberal and secular opponents, have given him credit for politically sidelining the military shortly after taking office by forcing a number of senior generals who had served under Mubarak into retirement after a tumultuous military-led transition and stamping his own authority on the country's executive.While Morsi sought to highlight his achievements, the Morsi Meter, a website that is tracking the president's first 100 days in office, said that the president has fulfilled five of his 64 promises.Some of Morsi's critics express frustration with the slow pace of reform, and say they see shadows of the past in his governing style."I see his policies as Mubarak's policies, but with an Islamic overture," said Mohamed Abdelaziz, a human rights lawyer. "It is the same economic policy and same language."He also accused Morsi of abandoning the revolution's goals of freedom, justice and social equality.

"Islamic jihadists are being released from prison ... but at the same time we hear little about the thousands of revolutionaries who were tried under military rule," he said, referring to recent pardons by the president. "Until now there are wounded protesters who cannot even find treatment."Preceding Morsi's speech was a military parade that included soldiers parachuting out of helicopters to mark the 39th anniversary of Egypt's Oct. 6 1973 war with Israel.Morsi's predecessor, Mubarak, had earned nationwide fame as commander of the air force during the war. More than a dozen protesters rallied Saturday outside Tora prison in support of the ousted leader, calling him a war hero. Iran 'confidence' bid shifts uranium to fuel stock

TEHRAN, Iran (AP) — In a bid to ease international concerns over its nuclear program, Iran has converted more than a third of Tehran's most highly enriched uranium into a powder for a medical research reactor that is difficult to reprocess for weapons production, experts and U.N. monitors say.The work — noted in a technical report by the U.N.'s nuclear watchdog agency in late August — suggests Iran is trying to display enough goodwill to restart nuclear talks with world powers, while aiming to soften demands by the U.S. and others to halt Tehran's top-level uranium enrichment.An influential Iranian parliament member, Hossein Naqavi, said the country was taking a "serious and concrete confidence-building measure" by converting some of the 20 percent enriched stockpile into U3O8, or uranium oxide, in the form of powder.The move also appears to be part of a wider strategy to seek relief from tightening Western sanctions in exchange for step-by-step plans to scale back uranium enrichment, which Washington and its allies fear could lead to weapons-grade material. Iran insists it only has peaceful nuclear ambitions.But it has offered no substantial concessions to cut into Iran's stockpile of 20 percent enriched uranium, the highest level acknowledged by the Islamic Republic. Iran already has enough to provide fuel for its Tehran research reactor for years and labs are equipped to make more material at that level, said Olli Heinonen, former director-general at the U.N.'s International Atomic Energy Agency who headed the organization's Iran file until 2010.So far, Iran's proposals have met with resistance from the West as the economic toll from the embargos take a toll, including protests this week after the nation's currency shed nearly 40 percent of its value.Iran's 20 percent enrichment program is among the core disputes. That's because it can be boosted to weapons-grade far more rapidly than the 3.5 percent-enriched uranium used for Iran's lone energy reactor.Iran says it needs this degree of enrichment for its medical research reactor, which can produce isotopes for cancer treatment. It also has announced plans to build more such reactors. The U.S. and allies want Iran to halt the 20 percent production and ship the rest of the material outside the country.The impasse has put talks on hold between Iran and a six-nation group, the permanent Security Council members plus Germany.Iranian officials repeatedly insist they will never give up the capacity uranium enrichment. But tightening Western sanctions and growing public outcry could open Tehran's leadership to more deal-making.The U.N.'s IAEA confirmed in its Aug. 30 report Iran had made U308 — uranium oxide — from 71.25 kilograms (157 pounds) of its total of 190 kilograms (nearly 419 pounds) of 20 percent enriched uranium produced until mid-August.
U308 is effectively off the table as a material for possible weapons production, experts say.The powder is turned into fuel plates for the reactor, but it is complicated and dangerous to try to change the radioactive powder back into a gas state needed for the enrichment centrifuges, said an Iranian nuclear scientist, Rasoul Sediqi Bonabi, a professor at Sharif University of Technology in Tehran.And, more importantly, Iran doesn't possess the technology even to make an attempt, he added."Once converted into U3O8, it's not usable for producing bomb grade uranium and of little proliferation concern," Bonabi told The Associated Press.
Iran insists it does not seek atomic weapons and is only using nuclear technology for energy production and medical applications.Naqavi, spokesman of the parliament's security committee, said the move is expected to facilitate talks between Iran and the world powers and pave the way for a diplomatic solution over Tehran's nuclear activities."Iran has demonstrated" its rejection of nuclear arms, said the lawmaker Naqavi, spokesman of the parliament's security committee.But the former IAEA official, Heinonen, estimated Iran is still producing about 15 kilograms (33 pounds) of 20 percent enriched uranium a month. That could rise to 20 kilograms (44 pounds) a month if Iran expands work at an enrichment facility in Fordo, which is dug deep into a mountainside south of Tehran.Some experts say Iran would need 200 to 250 kilograms of 20 percent uranium to turn into one nuclear warhead. Others say anything above 170 kilograms is enough.

Mark Fitzpatrick, director of the Nonproliferation and Disarmament Program at the International Institute for Strategic Studies, said Iran's decision to produce U308 is "slightly reassuring.""It tends to confirm that there is a civilian purpose in enriching to this level," he said in an emailed statement.But Fitzpatrick and another American nuclear scientist disputed Bonabi's assertion that Iran doesn't have the technology to reconvert the material.Iranian engineers have the know-how to convert the U308 powder back to gas for the enrichment centrifuges, Fitzpatrick said."It would not take long to set it up," he said, noting the procedure is similar to the existing conversion line of uranium ore concentrate — known as yellowcake — to a gas known as UF6 that is the feedstock for enrichment.Matthew Bunn, an associate professor at Harvard's John F. Kennedy School of Government, also said Iran has the ability to reconvert the oxide into uranium gas."It is possible ... Iran has the technology," he said.Heinonen noted, however, that any debate about Iran's conversion to the U308 powder "might not really be an issue" since it already has a critical mass of 20 percent enriched uranium.
