Extreme rain doubled in Midwest: climate study

WASHINGTON (Reuters) - The number of extreme rainstorms - deluges that dump 3 inches or more in a day - doubled in the U.S. Midwest over the last half-century, causing billions of dollars in flood damage in a trend climate advocates link to a rise in greenhouse gas emissions.Across the Midwest the biggest storms increased by 103 percent from 1961 through 2011, a study released by the Rocky Mountain Climate Organization and the Natural Resources Defense Council reported on Wednesday.States in the upper Midwest fared worse than those in the south part of the region, the study found, with the number of severe rainstorms rising by 203 percent in Wisconsin, 180 percent in Michigan, 160 percent in Indiana and 104 percent in Minnesota.Illinois saw an 83 percent increase in extreme storms, Missouri had 81 percent, Ohio 40 percent and Iowa 32 percent, according to the study."The increase in extreme storms, because of the linkage to flooding, probably represents the Midwest's greatest vulnerability to climate change," said study author Stephen Saunders, president of the Rocky Mountain Climate Organization.Overall annual precipitation for the region rose 23 percent between 1961 and 2011, the study found, using data from weather stations.The worst flood year during the period was 2008, followed by 1993. Those two years saw the worst Midwest flooding since the 1930s, Saunders said by telephone.In 2008, he noted, "You had these enormous storms, and they happened in quick succession. We ended up with federal disaster areas all over the Midwest, with $16 billion in damage."Extreme rains became floods that washed out the city of Cedar Rapids, Iowa, in 2008; forced the U.S. Army Corps of Engineers to blow up Mississippi River levees to save Cairo, Illinois, in 2011; and, also in that year, sent the Missouri River over its banks for hundreds of miles.

A series of strong rainstorms in the first half of June 2008 was particularly damaging because the saturated ground failed to recover from one storm in time to absorb the water from the next, Saunders said.
He pointed to global studies projecting more extreme precipitation and floods as a result of climate change, which is a product of increased emissions of heat-trapping greenhouse gases like carbon dioxide. Carbon dioxide is emitted by natural and human sources, notably the burning of fossil fuels."A threshold may already have been crossed, so that major floods in the Midwest perhaps now should no longer be considered purely natural disasters but instead mixed natural/unnatural disasters," Saunders said. Germany's Schaeuble says Greek euro zone exit preventable

BERLIN (Reuters) - German Finance Minister Wolfgang Schaeuble said Greece's exit from the euro zone could definitely be prevented but that it was up to Greece to abide by its agreements.

"European solidarity isn't a one-way street," Schaeuble told Bild am Sonntag newspaper. "You can't have one without the other. If anyone in Greece thinks that's the case, then they're massively fooling themselves and the voters."Amid discussions in Germany and elsewhere about a possible Greek exit from the euro zone, Schaueble was asked if that could still be prevented: "Naturally! Because that's exactly the goal we had in mind when we agreed to the extensive rescue efforts and reform programs that free the country for years from having to get loans in financial markets."Now it's up to Greece to abide by its obligations," he said.

CAMP DAVID, Md. (AP) — Confronting an economic crisis that threatens them all, President Barack Obama and leaders of other world powers on Saturday declared that their governments must both spark growth and cut the debt that has crippled the European continent and put investors worldwide on edge.

"There's now an emerging consensus that more must be done to promote growth and job creation right now," Obama proclaimed after hosting unprecedented economic talks at Camp David, his secluded and highly secure mountaintop retreat. Seeking a second term amid hard economic times, Obama hailed a debate heading in the direction he likes, with nations now talking of ways to spark their economies instead of just slashing spending.Yet there were no bold prescriptions at hand. Instead, leaders seemed intent on trying to inspire confidence by agreeing on a broad strategy no matter their differences. With all of them facing their own difficult political realities, they built some sovereign wiggle room into their pledge to take all necessary steps, saying "the right measures are not the same for each of us."Obama played international host as Europe's debt crisis threatens to drag down the U.S. recovery and his own political future, underscoring the stakes for him in getting allies abroad to rally around some answers.Much of the new emphasis on government-led growth seemed aimed at German Chancellor Angela Merkel, who came to the summit as the European leader who had demanded austerity as the most important step toward easing the eurozone's debt crisis. But the election of Socialist Francois Hollande as president of France, and Greek elections that created political chaos in the country were clear rejections of the belt-tightening Merkel represented.

Obama chose Camp David in part to encourage a freewheeling discussion out of sight of most media and potential protests, allowing the leaders to sit around a cabin table to negotiate terms, or stroll through the leafy paths for chats that seemed a world away from the typical summit convention-hall setting.
It all came before Obama was to lead a much larger NATO summit in Chicago on Sunday and Monday that will be heavily focused on the Afghanistan war.

The drag of a eurozone crisis comes as joblessness and doubts about a life of better opportunities are already the chief concerns for American voters.In their united view, the leaders conceded some points about Merkel's push for austerity, saying budget deficits must close.But their joint statement added that budget cutting should "take into account countries' evolving economic conditions and underpin confidence and economic recovery." That suggested a willingness to let indebted countries take more time to reduce their deficits in line with eurozone rules in order to lessen the deadening impact of cuts on the economy.

It also called for "investments in education and in modern infrastructure," which would involve more government spending. That approach also meshes exactly with Obama's campaign-year strategy for accelerated economic growth, which is to keep spending money on core priorities while taking on the debt through cuts and higher taxes.The statement of support for Greece remaining in the euro underlines the unpredictable damage to the global financial system that could come from a Greece departure. Powerful quake kills at least 4 in northern Italy

SANT'AGOSTINO DI FERRARA, Italy (AP) — One of the strongest earthquakes to shake northern Italy rattled the region around Bologna early Sunday, a magnitude-6.0 temblor that killed at least four people, toppled buildings and sent residents running into the streets, emergency services and news reports said.

The quake struck at 4:04 a.m. Sunday between Modena and Mantova, about 35 kilometers (22 miles) north-northwest of Bologna at a relatively shallow depth of 5 kilometers (3.2 miles), the U.S. Geological Survey said.It was one of the strongest quakes to shake the region, seismologists said, and initial television footage indicated that older buildings had suffered damage: roofs collapsed, church towers showed cracks and the bricks of some stone walls tumbled into the street. As dawn broke over the region, residents milled about the streets inspecting the damage.News reports, citing emergency services, said three people were killed in Sant'Agostino di Ferrara when a ceramics factory collapsed. Another person was killed in Ponte Rodoni do Bondeno, ANSA said.Italy's Sky TG24 showed images of the collapsed ceramics factory where the two workers were reportedly killed; the structure, which appeared to be a hangar of sorts, had twisted metal supports jutting out at odd angles amid the mangled collapsed roof."This is immense damage but the worst part is we lost two people," said Stefano Zeni, a worker in the factory.SKY said two other people died of apparent heart attacks in the wake of the quake."It was a strong one, and it lasted quite a long time," said Emilio Bianco, receptionist at Modena's Canalgrande hotel, housed in an ornate 18th century palazzo. Israel blasts foreign proposal on settlement goods

JERUSALEM (AP) — The Palestinian campaign to boycott goods produced in Jewish settlements in the West Bank has received a boost from abroad with an unprecedented South African proposal to have the name of Israel dropped from labels on merchandise made in the settlements.The South African government issued a notice saying it wants to require merchants "not to incorrectly label products that originate from the Occupied Palestinian Territory as products of Israel."The notice did not specify what the labels should say and the proposal has not yet taken effect, pending public objections that can be submitted through the end of June.But Israel claims it is being singled out because special labels are not applied to products made in dozens of other places where territorial conflicts exist."All these things are characteristic of racism," Foreign Ministry spokesman Yigal Palmor said Sunday. Deputy Foreign Minister Danny Ayalon said Israel would summon the South African ambassador to protest the proposal.Palestinians and their supporters, inspired by the economic boycott of apartheid-era South Africa, have been trying for years to spark a punishing economic war on Israel to force it to end its occupation of lands Palestinians claim for a future state.

Their campaign of divestment and boycott has had negligible economic effect, but the voice of the South African government could be a symbolic boost. South Africa is not major market for Israeli products.

Ghassan Khatib, spokesman for the West Bank-based Palestinian Authority, praised the South African step, saying it constituted "a genuine challenge to Israel on its continuous violation of international law and the rights of the Palestinian people." He also voiced hope it would help to shift Israeli public opinion in favor of the Palestinian position.South Africa would be the first country to require such labeling, Palmor said.

Since 2009, the British government has allowed retailers to distinguish whether West Bank goods are produced by Palestinians or Israeli settlers.And since 2005, an agreement between Israel and the EuropeanUnion excludes produce from the West Bank from a preferential tariff rate.Jewish settlements in the West Bank produce items such as wine, Dead Sea cosmetics and agricultural products, including dates.

Opposition groups report clashes in Syrian capital

BEIRUT (AP) — A restive district of the Syrian capital that has been a hotbed of dissent against President Bashar Assad was rocked by fighting overnight between government forces and army defectors, opposition groups said Sunday.Also Sunday, an anti-Syrian cleric and his bodyguard were shot dead in neighboring Lebanon, where a spillover of Syria's conflict has inflamed tensions and triggered deadly sectarian fighting in recent days.The Local Coordination Committees and the Syrian Observatory for Human Rights said the Damascus clashes took place in Kfar Souseh early Sunday morning but there were no immediate reports of casualties. The district is a high security area, housing the Foreign Ministry and several security and intelligence agencies. It has also been the scene of frequent anti-Assad demonstrations since the uprising began."Violent clashes broke out between rebel fighters and regime troops at a checkpoint in Kfar Souseh district," the Observatory said in a statement. Both the Observatory and LCC said explosions and gunfire were also heard in several other neighborhoods of Damascus.Syrian rebels claimed in an Internet statement that they carried out a sophisticated attack that killed top political and security officials meeting in the capital. The posting claimed those killed included Maj. Gen. Assef Shawkat, the deputy chief of staff for security affairs; Defense Minister Dawoud Rajha; Interior Minister Mohammad al-Shaar and former defense minister, Hassan Turkmani.Al-Shaar denied the rebel claims at a press conference. Turkmani was interviewed by state-run Syrian TV in his office, saying the claims were "blatant lies."Syrian officials rarely respond to claims and statements issued by the opposition and their quick denials on Sunday were unusual.The revolt against Assad's regime started in March 2011 with mostly peaceful protests calling for political change. Visiting Annan deputy Jean-Marie Guehenno held talks Sunday with a three-man delegation from an opposition group inside Syria.Abdul-Aziz al-Kheir, a spokesman for the National Coordination Body for Democratic Change in Syria, said the talks centered on implementing Annan's plan. He said his group demanded "a genuine and overall cease-fire" as the only path to a political process that could solve the crisis.
President Barack Obama said Saturday that the members of the Group of Eight industrial nations support the U.N.'s peace plan for Syria, but added that it has not taken hold fast enough.In Lebanon, the anti-Syrian cleric and his bodyguard were on their way to a rally in a remote northern Sunni region when they were shot dead Sunday.The circumstances surrounding their deaths remain unclear but the state-run National News Agency said Sheik Ahmed Abdul-Wahid and his guard appeared to have been killed by soldiers after their convoy failed to stop at an army checkpoint.The deaths could add to the tensions between pro and anti-Syrian groups in the region, and there were fears of clashes breaking out as the cleric's supporters blocked roads with burning tires in protest.The Lebanese army issued a statement, saying it deeply regretted the incident and that a committee will investigate.Clashes between pro- and anti-Syrian groups in the northern Lebanese city of Tripoli left eight people and dozens wounded this week.

Is New China Stealth Fighter Rival to Troubled US F-22 Raptor?

Just as America's latest breed of super jet fighters are  being reigned in due to a mystery safety problem, a new Pentagon report released today notes that China's own version of a next-generation fighter appears to be designed to have similar capabilities."The January 2011 flight test of China's next-generation fighter prototype, the J-20, highlights China's ambition to produce a fighter aircraft that incorporates stealth attributes, advanced avionics, and super-cruise engines," said the Pentagon's 2012 annual  assessment of the Chinese military.The report comes a month after a second prototype of the  J-2o was reportedly spotted rolling around a Chinese airfield, more than a year and a half since China's only other known prototype made its  first public flight.The three attributes described by the Pentagon are among the advanced capabilities of the F-22 Raptor, the stealth fighter jet billed by the U.S. Air Force and its manufacturer, Lockheed Martin, as the most sophisticated fighter on the planet. But currently the entire fleet of F-22s, which cost the U.S. government an estimated $79 billion, has been slapped with strict flight restrictions due to safety concerns for pilots.The restrictions, which keep the planes in close proximity to potential landing strips in case of a mid-air emergency, were announced two weeks after  an ABC News "Nightline" investigation found that the advanced $420 million-a-pop fighter jets have been plagued by a rare but potentially deadly oxygen problem for years. Despite multiple investigations including a four-month full-fleet grounding last year, the Air Force has been unable to pinpoint the cause.

The concept of the F-22 itself has also been long debated. Officials at the Air Force and Lockheed Martin have said the jets are essential to the future of American war power. However, funding for new super jets was cut by Congress in 2009 after powerful critics from across the political spectrum, from Sen. John McCain (R.-Ariz.) to then Defense Secretary Robert Gates to President Barack Obama, all called on lawmakers to halt F-22 orders at 187 planes, saying that the plane was designed to fight fleets of other, rival next-generation fighters - an enemy that does not exist.

Despite going combat operational in late 2005, the jets have yet to go into combat, from Iraq and Afghanistan to the  "no-fly zone" over Libya last March. In all cases, the Air Force said the sophisticated fighters simply weren't needed.

Just before funding for the F-22 was cut in 2009, President Obama received a letter from more than a dozen Congressmen and local lawmakers in support of the F-22. In the letter, the supporters claimed the full force of a 600-plus F-22 fleet would be needed to counter future rivals like Russia and China.Since, both Russia and China appear to have developed prototypes for their own next generation fighters. The Russian variant, the  Sukhoi T-50, was shown off to the public during an air show last August. Russian news reports compared the jet's capabilities directly with those of the F-22. Though China is not believed to have more than a couple J-20s, a  U.S. government report on Chinese weapons systems released last month said U.S. intelligence estimated that at least some J-20s could go combat operational as soon as 2018.That document, from the  U.S.-China Economic and Security Review Commission, revealed that some U.S. analysts doubt the Chinese are very far along in developing the "key components for designing a fifth-generation fighter" such as effective stealth technology and high-performance engines."We've got to continue to watch as it develops. It's still in the prototype phase," David Helvey, Acting Deputy Assistant Secretary of Defense for East Asia and Asia Pacific Security, told reporters today. UNITED NATIONS (Reuters) - A U.N. panel of experts that monitors compliance with sanctions on North Korea is investigating reports of possible weapons-related deals between Pyongyang and Syria and Myanmar, the panel said in a confidential report seen by Reuters on Thursday."The DPRK (North Korea) continues actively to defy the measures in the (U.N. sanctions) resolutions," the panel said in the report, which it submitted to the U.N. Security Council's North Korea sanctions committee earlier this week.

"Member states did not report to the committee any violations involving transfer of nuclear, other (weapons of mass-destruction)-related or ballistic missile items," it said. "But they did report several other violations including illicit sales of arms and related materiel and luxury goods."U.N. panel of experts' sanctions reports are highly sensitive. China, which is named in the report as a transit hub for illicit North Korean arms-related breaches, has prevented the 15-nation Security Council from publishing past reports and may do so with the latest one, U.N. envoys have told Reuters."Although the (sanctions) have not caused the DPRK to halt its banned activities, they appear to have slowed them and made illicit transactions significantly more difficult and expensive," the panel's report said.One of the cases involving suspected illicit arms trade with Syria was reported to the council's sanctions committee last month."In April 2012, France reported to the committee that it had inspected and seized in November 2010 an illicit shipment of arms-related materiel originating from the DPRK and destined for Syria," the report said.The shipment, which was on board the ship M/V San Francisco Bridge, was said to be containing "copper bars and plates.""However, France's inspection of the cargo revealed that it contained brass discs and copper rods used to manufacture artillery munitions (pellets and rods for crimping cartridges and driving bands) and aluminum alloy tubes usable for making rockets," the panel said.Another case cited in the report involved a 2007 shipment of propellant usable for SCUD missiles and other items that could be used for ballistic missiles. The panel had referred to it in last year's report but added details about a Syria connection and confirmed that it had been transported via China."This shipment originated in the DPRK, was trans-shipped in Dalian (China), and Port Kelang (Malaysia), and transited through other ports," the report said. "It was en route to Latakia, Syria."Although both shipments mentioned in the report were made before the Syrian government launched its assault on opposition demonstrators in March 2011, diplomats said they were worrying because it showed the kinds of items Damascus had been trying to add to its arsenal - and the aid it received from North Korea and China.The panel said it could not prove North Korea continued to maintain ballistic missile cooperation with Iran, Syria and other countries, "but notes that it would be consistent with reports of the DPRK's long history of missile cooperation with these countries and with the panel's observations."

WEAPONS COOPERATION WITH MYANMAR?
Ten thousand rolls of tobacco, 12 bottles of Sake, and some second-hand Mercedes Benz cars are among the latest reported breaches by North Korea of the luxury goods ban.The panel said it was looking at the possibility North Korea has a deal with Myanmar on conventional weapons cooperation in violation of Security Council sanctions passed in 2006 and 2009 after Pyongyang's nuclear test in those years.
The report said the panel took note of statements by the new president of the former Burma that Myanmar does not "have nuclear or weapons cooperation with the DPRK."There have been media reports that Myanmar's previously ruling generals, who recently ceded power to a civilian-led government, had been exploring nuclear-weapons cooperation with North Korea. Myanmar has always denied such reports.
The panel said it took note of those denials but expressed concern about the possibility of "other prohibited cooperation" between Myanmar and North Korea.It referred to a recent statement by the speaker of Myanmar's new parliament, Thura Shwe Mann, who, according to the panel, announced he had signed a memorandum of understanding with Pyongyang during a 2008 visit to North Korea."It was not on nuclear cooperation as is being alleged," the panel quoted the speaker as saying. "We studied their air defense system, weapons factories, aircraft and ships. Their armed forces are quite strong, so we just agreed to cooperate with them if necessary."The panel said Shwe Mann may have visited a ballistic missile factory in North Korea and added that it was concerned the memorandum of understanding violated U.N. sanctions, which forbid North Korea from selling arms and related technology as well as from buying or selling nuclear and missile technology.The United States and its allies are worried that North Korea is planning a third nuclear test after its recent failed missile launch. They are also concerned that Pyongyang is expanding its uranium enrichment program in addition to its plutonium reprocessing work that has yielded atom bomb fuel.
High-grade enriched uranium, like plutonium, can be used as fuel for a nuclear weapon.But the U.N. panel said it had seen no evidence that North Korea had been attempting to import banned items like maraging steel and high-strength aluminum tubes, which it would need to expand its enrichment centrifuge program.
"Since May 2011, no attempts by the DPRK to import these have been reported to the committee or brought to the attention of the panel," the report said."It remains unclear whether this is because the DPRK has succeeded in doing so undetected, or stockpiled these items before sanctions were introduced, or is not after all trying to procure them," the panel said.The panel said it did not agree with suggestions that North Korea could produce high-strength maraging steel, adding that even if it could do so, it would likely not be able to produce it with the quality needed for enrichment centrifuges.The panel also took U.N. member states to task for lax application of the punitive measures, saying "overall implementation of the sanctions leaves much to be desired."(Reporting By Louis Charbonneau and Michelle Nichols; Editing by Peter Cooney)

Syria's Assad: Nations that sow chaos will suffer

AMMAN (Reuters) - Syrian President Bashar al-Assad said on Wednesday that countries trying to "sow chaos" in Syria could be infected with it themselves, an apparent warning to Arab Gulf nations that back the insurgency aimed at forcing him from power.Assad's remarks, to a Russian TV channel, came after U.N. staff monitoring an increasingly shaky ceasefire were caught up in an attack that killed at least 21 people, and had to spend a night with rebel forces.The stranding of the observers and new claims of a massacre by Assad's security forces underscored the relentlessness of the violence that continues to rage 14 months into mass protests and an insurrection against the Syrian strongman.Assad said countries hostile to him and his government that may have believed he would follow in the footsteps of four Arab leaders ousted after popular protests now knew better."For the leaders of these countries, it's becoming clear that this is not 'Spring' but chaos, and as I have said, if you sow chaos in Syria you may be infected by it yourself, and they understand this perfectly well," he told Russia's Rossiya-24 TV channel.Assad's government has repeatedly accused foreign states of backing a "terrorist" campaign in Syria, an apparent reference to Gulf powers Saudi Arabia and Qatar which have argued that Syrian insurgents should be supplied with weapons.
Those accusations have grown louder following a series of bomb attacks on security and military installations in Damascus and other cites that Syria calls proof of a "terrorist" conspiracy.However, the opposition says the state itself organized the attacks in a cynical attempt to discredit the uprising against Assad.Rebel fighters are largely drawn from Syria's Sunni Muslim majority, and the uprising has taken on a sectarian tone that emphasizes Assad's status as a member of the Alawite sect, an offshoot of Shi'ite Islam.Shi'ism is the dominant sect of his ally Iran whose influence the Sunni-led Gulf Arab states seek to check.In the same interview, Assad said Western sanctions were affecting his country - which has had to scramble to import grains and other staples - but that Syria still had a "wonderful relationship" with non-Western countries.
Russia is one of its few allies.

U.N. MONITORS CAUGHT UP IN FUNERAL ATTACK
Six ceasefire monitors caught in the crossfire of Syria's conflict were handed back to their U.N. colleagues by rebels in the northern province of Idlib, after walking into an attack on a funeral that killed at least 21 people."We gave the six with their cars to a U.N. convoy near the entrance of Khan Sheikhoun. They are all safe, in good health and on their way to Damascus," Free Syrian Army commander Abu Hassan said by satellite phone from the site of the handover.A pro-government TV station said unidentified gunmen opened fire at the funeral. But the rebel commander said a pro-Assad militia was responsible. His forces had the names of at least 27 people killed, he added. Other opposition groups have said at least 66 people were killed.The head of the U.N. monitoring mission, Major-General Robert Mood, confirmed the monitors were heading back to base."They have departed from Khan Sheikhoun and are on their way back. They expressed to me that they have been well treated," he told reporters in Damascus.He thanked the Syrian government for "facilitating coordination" for the exit of the observers, and to the people of Khan Sheikhoun, about 220 km (140 miles) north of Damascus, for treating them "with respect.""That kind of violence is obviously the kind of violence we don't want to see," he said. "It is not going to contribute constructively to the aspirations of the Syrian people."

ACCOUNT OF NEW MASSACRE
The handover came as a Britain-based opposition group, the Syrian Observatory for Human Rights, said at least 15 people had been killed since Tuesday when security forces stormed the Shammas district of Homs, parts of which Assad's forces reduced to rubble with artillery fire earlier this year.The group said security forces carried out summary executions in the city. Footage distributed on YouTube showed bodies - some with what looked like gunshot wounds - purported to be those killed during raids in the city.

There was no independent confirmation of the claims from within Syria, which has restricted media access during the 14-month-old uprising.The Free Syrian Army has a nominal leader based in Turkey and tenuous ties with the divided political opposition group, the Syrian National Council (SNC), which on Tuesday re-elected Burhan Ghalioun, a secular long-time resident in France, as its leader for another three months.

People involved in the vote, which took place in Rome, said Ghalioun was viewed as acceptable to Syria's array of sects and ethnic groups, and to major factions within the umbrella SNC which seeks recognition as the sole legitimate opposition group to Assad.Shortly afterwards, Fawaz Tello, a prominent dissident, resigned from the SNC, the latest of several senior figures to quit the body in recent months. US envoy to Israel: US ready to strike Iran

JERUSALEM (AP) — The U.S. has plans in place to attack Iran if necessary to prevent it from developing nuclear weapons, Washington's envoy to Israel said, days ahead of a crucial round of nuclear talks with Tehran.Dan Shapiro's message resonated Thursday far beyond the closed forum in which it was made: Iran should not test Washington's resolve to act on its promise to strike if diplomacy and sanctions fail to pressure Tehran to abandon its disputed nuclear program.Shapiro told the Israel Bar Association the U.S. hopes it will not have to resort to military force."But that doesn't mean that option is not fully available. Not just available, but it's ready," he said. "The necessary planning has been done to ensure that it's ready."Iran says its nuclear program is for peaceful purposes, like energy production. The U.S. and Israel suspect Iran is pursuing nuclear weapons, but differences have emerged in how to persuade Tehran to curb its program.
Washington says diplomacy and economic sanctions must be given a chance to run its course, and is taking the lead in the ongoing talks between six global powers and Iran.Israel, while saying it would prefer a diplomatic solution, has expressed skepticism about these talks and says time is running out for military action to be effective.President Barack Obama has assured Israel that the U.S. is prepared to take military action if necessary, and it is standard procedure for armies to draw up plans for a broad range of possible scenarios. But Shapiro's comments were the most explicit sign yet that preparations have been stepped up.

Shortly after the meeting, the U.N. atomic agency is to release its latest report card on Iran's nuclear efforts.In Tehran on Thursday, top nuclear negotiator Saeed Jalili warned against Western pressure at next week's talks, which are a follow-up to negotiations in Istanbul last month that all sides praised as positive."Cooperation is what we can talk about in Baghdad," Jalili said in comments broadcast on Iranian state TV."Some say time is running out for the talks," he added. "I say time for the (West's) pressure strategy is running out."

Four rounds of U.N. sanctions have failed to persuade Iran to halt its uranium enrichment, a process that has civilian uses but is also key to bomb-making. But recent U.S. and European measures, including an oil embargo and financial and banking sanctions, have bludgeoned Iran's economy by curtailing its ability to carry on economic transactions with the international community.Israel says a nuclear weapon in the hands of Iran would threaten the Jewish state's survival and has waged a fierce diplomatic campaign against the Iranian nuclear program for years.
