The rockets that were fired from Egypt toward Israel earlier this month were smuggled from Libya, an Israeli defense official told The Associated Press on Friday.The official was referring to the firing of two Grad-style rockets at the Israeli resort town of Eilat, right before the Passover holiday.Israel has said the attacks originated in the Sinai Peninsula. Egypt has denied the rockets were fired from its territory.
The Israeli official, speaking on condition of anonymity according, told AP that Israel believes the rockets were stolen from a Libyan weapons storehouse and smuggled into Egypt.The official said that Libyan rockets were also smuggled into Gaza and were launched into Israel this month, adding that Israel also believes longer-range Scud missiles were smuggled from Libya to Gaza.Last year, Israeli officials said that terror groups based in Gaza have acquired anti-aircraft and anti-tank rockets from Libya. A senior Hamas leader on Thursday said that if the terror group came to power in a future Palestinian state, it would not abide by any previous peace agreements with Israel.Moussa Abu Marzouk, the Hamas politburo's number-two, says any potential deal, even if ratified in a popular referendum, would be considered to be merely a hudna, or temporary truce agreement.Abu Marzouk's remarks underline Hamas' stance that it considers itself to be at perpetual war with Israel so long as the Jewish state continues to exist.
His remarks were published Thursday in the US-based Jewish Daily Forward. It was the first such interview by a senior Hamas leader to a Jewish publication. Israel's Hebrew-language press carried the interview Friday.They are significant in that they underscore the growing weakness of longtime politburo-chief-in-exile Khaled Mashaal after the rise of Hamas as the ruling power in Gaza.Mashaal has tentatively accepted the notion of a state on the 1967 borders, and offered PA chairman Mahmoud Abbas a one-year mandate for negotiations with Israel – but has been effectively overridden Hamas leaders in Gaza.
The Fatah-Hamas unity deal Mashaal brokered with Abbas in Qatar earlier this year has also met with stiff resistance from the terror groups Gaza faction, who fear the loss of influence a unity government would entail.Abu Marzouk spoke from Cairo after having fled the Hamas politburo's longtime base in Syria due to President Bashar al-Assad's crackdown there.

India's Defense Research & Development Organization (DRDO) successively tested the new Agni V long-range ballistic missile. It has a range of 3500 km, a radius that provides the capability to strike the Chinese heartland, as well as the extremely hypothetical option of hitting Eastern and Central Europe and most of Russia.The Indian press chose to emphasize the repercussions for China of the successful test. Due to its proximity to Pakistan, India already has the capability of launching nuclear tipped missiles at Pakistan (and Pakistan can do the same to India), therefore China was the reason behind the missile's development.

M. Natarajan, former head of the DRDO, who had made a significant contribution to the entire missile program and was signaled out by defense minister A. K.  Antony, claimed that the missile provided India with a second strike capability. Without specifically mentioning China, he said that India has no idea of going as far as the Americans.Indian leaders exulted that their country now has a capability matched only by the 5 permanent members of the Security Council and - reportedly - Israel.  Since the Indian Congress party is reeling from an economic downturn and corruption scandals, the successful launch was a welcome development and they made the most of the PR.

While the Indians concede that China still commands a superior arsenal, they were miffed when the Chinese press continued to trumpet China's superiority.For example, Global Times, the English version of People's Daily wrote "India should not overestimate its strength. Even if it has missiles that could reach most parts of China, that does not mean it will gain anything from being arrogant during disputes with China. India should be clear that China's nuclear power is stronger and more reliable. For the foreseeable future, India would stand no chance in an overall arms race with China.India replied the Indian press would not be deterred by the Chinese derision and the country would pursue its national interest.India has been on an arms shopping spree as it seeks to replace its outdated arsenal.The new missile runs on solid fuel and can be fired from a mobile launcher, which shows that India may already be closing the technology gap and like China, is on the verge of developing its own weapons industry.  Natarajan emphasized this point as well, claiming that 80% of the missile was made in India which should provide a confidence boost.Indigenisation will give the comfort to the country,  that we can produce our weapons without much restrictions.

BRUSSELS - International Monetary Fund chief Christine Lagarde on Thursday (19 April) warned of dark clouds hanging over the global recovery, with the eurozone at the heart of the problem.We are seeing light recovery, blowing on the spring wind. But we are also seeing very dark clouds on the horizon, Lagarde said in a press conference in Washington.The eurozone is the epicentre of potential risk, she warned.
Her comments come ahead of the IMF's spring meeting, which is to decide on increasing its own resources - part of which could also be used to fund further eurozone bail-outs.Lagarde said she has already received pledges of over €240 billion out of its €300 billion goal - most of which would come from the eurozone countries themselves, the rest being committed by non-euro states such as Japan, Sweden, Denmark, Norway and Switzerland. The US has so far not put up any cash on top of its regular contribution.As for Europe's own financial firewall made up of a temporary and a permanent - yet non-existent - bail-out fund, Lagarde said EU governments have taken significant steps in recent months and made a significant improvement of the firewall.There is a little bit missing here or there but is shows significant determination to defend their currency zone,she said.The IMF had been advocating for a combined firepower of €1 trillion, but the only concession they could get from funding-reluctant donors led by Germany was to increase the two funds' joint ceiling to €700 billion, even though their actual lending power will be €500 billion.Another suggestion coming from the former French finance minister is likely to fall on deaf ears in Berlin: to use the two bail-out funds for direct re-capitalisation of troubled banks, notably Spanish ones, which are running out of cash despite the recent €1 trillion in cheap loans offered by the European Central Bank (ECB).

The two funds could actually help in terms of recapitalization anywhere in the eurozone,she said.What we are advocating is that this be done without channelling through the sovereigns,she added, meaning that the funding should not go via governments.A report issued by the IMF on Tuesday warned that eurozone banks are still at risk of a credit crunch, despite the ECB action. But Berlin is likely to reject this idea, as funding from the two bail-out funds needs parliamentary approval in Germany.Pressure is likely to increase on Germany to agree to some sort of funding for Spanish banks, as the country's borrowing costs have starting rising again.Its government is struggling with worsening economic conditions and even the IMF is now advocating less austerity so as not aggravate the situation.In addition, Italy on Wednesday announced it will not be able to reach its deficit target of 1.7 percent of GDP this year and have zero deficit next year due to worse-than-expected recession.The EU commission on Thursday downplayed the move and said it remains confident Italy will reach zero deficit next year and return to surplus as soon as possible, helping it to pay back some of Rome's massive debt.While Italy is also under the EU's so-called excessive deficit procedure, its public balance sheet is not as bad as Spain's. But its debt - 123 percent of GDP - is double the level set under eurozone rules.

Italy follows Spain on missing deficit target

BRUSSELS - Italian Prime Minister Mario Monti followed in the footsteps of his Spanish counterpart on Wednesday (18 April) by announcing that Italy would need extra time to reaching its deficit target amid a deepening recession.The Italian government had pledged to balance its budget in 2013, but it now expects the economy to shrink by 1.2 percent of GDP this year, the cabinet said in a statement. It added that the deficit of 0.1 percent previously estimated for 2013 would not be reached until 2014, while a balanced budget would be reached only in 2015.The International Monetary Fund (IMF) put out an even more pessimistic forecast about Italy's recession earlier on Tuesday, when it said the Italian economy would contract by 1.9 percent.We are a short-term government called on to make enduring changes, Monti said at a news conference on Wednesday.What we are doing is only the beginning of an operation that will last for many years, but that doesn’t mean there will be many years without growth. Everything, everything, everything that we are doing now goes in the direction of spurring growth.Worse-than-expected recession figures have also pushed the Spanish government to ask EU institutions for a softer deficit target this year, as austerity measures deepen the economic slump. Yesha Council Chairman Danny Dayan said on Thursday that there is a lack of determination in the political echelon to solve the issue of the Ulpana neighborhood in Beit El.The Ulpana neighborhood is one of several Jewish communities in Judea and Samaria over which the threat of demolition hangs after a Supreme Court ruling. The communities were built with state cooperation, but the lands on which they stand are disputed. Legal experts have said that a reasonable solution would be compensation to any claimants who could prove ownership, since the homes have been standing for many years without being contested.Beit El was founded in 1977 - ten years after the Six Day War - when a group of Jewish families took up residence in open land adjacent to the local IDF base.A religiously observant community associated with the religious Zionist movement, Beit El was granted municipal status in 1997.Speaking to Arutz Sheva on Thursday, Dayan said,It is inconceivable injustice to destroy five apartment buildings with six apartments in each, where the best residents of the country are living, who were encouraged by Israeli governments, including financial encouragement, to come and settle there.Dayan called on Prime Minister Binyamin Netanyahu to show more determination and work to prevent the demolition.We need to demand from the political system and from the political and executive branches, i.e. the prime minister and his ministers, to show determination. I hear in conversations with ministers and other officials that there is no desire to carry out the destruction in Ulpana. Tonight and tomorrow, the 27th of Nissan, we will be commemorating Yom HaShoah, the day set aside in the Jewish calendar for Holocaust remembrance.During the nightmare years of the Shoah, one moment stands out for what it taught about the human spirit. It concerns a man almost unknown in Britain, the Polish-Jewish physician Janos Korczak.Early on in his medical career, Korczak was drawn to the plight of underprivileged children. He wrote books about their neglect and became a kind of Polish Dickens. In 1911 he founded an orphanage for Jewish children in Warsaw. It became so successful that he was asked to create one for Catholic children as well, which he did.He had his own radio programme which made him famous throughout Poland. He was known as the old doctor. But he had revolutionary views about the young. He believed in trusting them and giving them responsibility. He got them to produce their own newspaper, the first children’s paper in Poland.He turned schools into self-governing communities. He wrote some of the great works of child psychology, including one called The Child’s Right to Respect.He believed that in each child there burned a moral flame that if nurtured could defeat the darkness at the core of human nature. When the time came for the children under his care to leave, he used to say this to them: I cannot give you love of man, for there is no love without forgiveness, and forgiving is something everyone must learn to do on his own. I can give you one thing only: a longing for a better life, a life of truth and justice. Even though it may not exist now, it may come tomorrow if you long for it enough.In 1940 he and the orphanage were driven into the Warsaw ghetto. In 1942 the order came to transport them to Treblinka. Korczak was offered the chance to escape, but he refused, and in one of the most poignant moments of those years, he walked with his 200 orphans through the streets of Warsaw to the train that took them to the gates of death, inseparable from them to the end.Janos Korczak’s actions were not unique; there are many inspirational and tragic stories of similar bravery and determination in the face of such adversity. They failed and many of those children who survived have spent the years since telling their stories, educating Jews and non-Jews about the dangers of intolerance and the need to respect the dignity of difference. Today, as the number of Shoah survivors sadly declines, the duty of remembrance falls on our generation and on future generations not yet born.Yom HaShoah is a vital day in the Jewish calendar, providing us with a focal point for our remembrance. We cannot bring the dead back to life, but we can bring their memory back to life and ensure they are not forgotten. We can undertake in our lives to do what they were so cruelly prevented from doing in theirs.In doing so we make a great affirmation of life. We ensure that out of the darkest night, the light of the survivors and their memories remains. Faced with destruction, the Jewish people survived.Lo amut ki echyeh, says the Psalm: I will not die, but I will live.The Shoah survivors are among the most inspiring people I have had the privilege to meet. Remarkably, despite coming eyeball to eyeball with the angel of death, despite the unimaginable losses each of them suffered, so many of them fulfilled the words of Moses’ great command Uvacharta Bachayim, choose life (Deut. 30: 19). In doing so, they chose life not just for themselves, but for their children, grandchildren and all future generations of Am Yisrael.Yom HaShoah calls on us to remember from the depths of our Jewish soul. Janos Korczak was right. Whilst we can remember the past, we cannot write the future.

Today, on Yom HaShoah, we remember the victims of the greatest crime of man against man – the young, the old, the innocent, the million and a half children, starved, shot, given lethal injections, gassed, burned and turned to ash, because they were deemed guilty of the crime of being different.We remember what happens when hate takes hold of the human heart and turns it to stone; what happens when victims cry for help and there is no one listening; what happens when humanity fails to recognise that those who are not in our image are none the less in God’s image.We remember and pay tribute to the survivors, who bore witness to what happened, and to the victims, so that robbed of their lives, they would not be robbed also of their deaths.We remember and give thanks for the righteous of the nations who saved lives, often at risk of their own, teaching us how in the darkest night we can light a candle of hope.Today, on Yom HaShoah, we call on You, Almighty God, to help us hear Your voice that says in every generation:
Do not murder.
Do not stand idly by the blood of your neighbour.
Do not oppress the stranger.

Thousands of events and ceremonies will take place in Israel on Thursday, Holocaust Memorial Day. After a siren sounds at 10 AM – at which time Israelis stand at attention, reflecting on the tragedy of the destruction of European Jewry in the Holocaust – events will be held in schools, synagogues, IDF bases, at Yad Vashem, and many other venues.The main ceremony at Yad Vashem will take place at 1 PM, while Knesset members will take turns reading out the names of the victims. Youth groups will gather at Yad Vashem for a special ceremony later in the afternoon, and the day will be capped by memorial ceremonies at Yad Mordechai and Kibbutz Lochamei Hageta'ot Thursday evening.In Europe, meanwhile, some 18,000 Jewish youths and adults will participate in the March of the Living, a trek which brings participants from the death camps of Poland and Germany, to Israel, where they will arrive in time for Independence Day next week. Leading the March, among others, are Rabbi Yisrael Meir Lau, Tel Aviv's Chief Rabbi, and Israel Police Commander Yochanan Danino. Among a delegation of police attending the March are a number of officers whose parents are survivors.

Among the student groups attending is one from Turkey. The delegation consists of two members 17 and 18 years old respectively. They asked that their names not be published, given the tense situation in their homeland, but they said that visiting the concentration camps was a very moving experience for them, despite the fact that their families, living in Turkey, did not experience the Holocaust firsthand as did the families of most participants in the March.

EU commission tries to win Greek sympathy

BRUSSELS - With less than a month to general elections in Greece where radical parties are expected to score well, the European Commission is trying change the impression among Greeks that the EU is only about imposing austerity measure.What the commission is saying today to the Greek people is very clear: You are not alone, EU commission chief Jose Manuel Barroso said in a video message published on Wednesday (18 April) together with a 40-page long paper on where Greece stands and what it still has to do.Speaking later that day in the European Parliament in Strasbourg, Barroso likened the two bail-outs and the EU funds put at Greece's disposal with the US Marshall plan that funded the reconstruction of Europe after the Second World War.Let us recall that the assistance provided under the Marshall Plan amounted to around 2.1 percent of GDP of the recipients, he said.The total package of assistance to Greece ... is equivalent to 177 percent of Greek GDP! Yes: almost the double of the growth Greece can generate in one year. This is a very visible symbol of the solidarity which lies at the heart of the Union.Barroso floated the figure of €380 billion in assistance given to Greece, compared to the $13 billion-strong Marshall Plan.But the commission paper notes that 83 percent of the $13 billion-strong Marshall Plan were grants. Both Greek bailouts - €110 billion in 2010 and €130 billion this year - are loans which are contributing to the country’s debt.

The EU commission also adds €40 billion in EU funding for Greece between 2007-2013 to the total assistance.The timing of Barroso's motivational speech and the paper promising jobs and economic growth once the bitter pill of more austerity is swallowed is no coincidence, says Janis Emmanouilidis from the European Policy Centre, a Brussels think tank.It is obviously a political document, most of the proposals are not new, they are already mentioned in the memorandum of understanding (linked to the second bail-out) and in the last taskforce reports, Emmanouilidis told this website.One exception, he noted, is a new focus on the social cost and the record-high rates of youth unemployment.It shows the fear of what could happen if things go wrong, political and social unrest not only in Greece, but also outside the country.Is Brussels’ softer message getting across? Emmanouilidis however remains sceptical that the we care message is coming across in Greece, where last month a pensioner shot himself in front of the parliament.In his suicide note he blamed austerity measures and the Greek government, which he compared to the Nazi collaborators who ruled occupied Greece during World War II.If it's an exercise to cool down tempers in Greece and show that the EU is helping, I don't think it reaches the people, who are angry and frustrated,he concluded.

UK proposals to weaken European Court of Human Rights

BRUSSELS - A UK-led initiative to weaken the European Court of Human Rights (ECHR) could violate the rights of European citizens, Diogo Pinto, the secretary-general of the Brussels-based NGO, the European Movement International has said.A number of UK draft proposals could in practice give the power to the national courts to decide which cases are to be reviewed by the European court, and to the national governments to have greater leeway in applying its judgments. We are worried that this would violate the rights of the individuals across Europe to apply to the court, he told this website on Wednesday (18 April).Among the UK draft proposals is a change to the court's margin of appreciation - a concept that enables it to apply its founding document, the European Convention on Human Rights, differently to each member state, broadening national powers over the court and making it into more of an advisory body. The UK is also keen to tweak the admissibility criterion, making it harder for individuals to bring cases to the court.Ministers and senior representatives from the Council of Europe (CoE), the Strasbourg-based body which governs the court, will discuss the new ideas at a congress in Brighton, in the UK, on Thursday.A so-alled Brighton Declaration will on Friday enshrine any new political agreement. But a formal decision on reforms will wait until mid-May, when CoE ministers are to meet again.The UK, currently chairing the CoE, has claimed that the ECHR is undermining national efforts to change immigration policy, deport terrorists and set rules for prisoners.Meanwhile, popular newspapers, such as the Daily Mail, have backed the government line, with a series of articles depicting the CoE as an obscure continental club trying to usurp national sovereignty.The ECHR is the last recourse for victims of human rights abuses who can file complaints only after losing all their appeals at member-state-level.

Abu Qatada re-arrested

In a high profile case involving Islamist cleric Abu Qatada in January, the ECHR ruled against his deportation to Jordan by the UK saying he risks torture if he is sent home.The UK re-arrested Qatada on Tuesday morning and plans to send him packing, saying it has received assurances from Jordan that he will not be mistreated.A draft version of the Brighton Declaration dated 12 April reaffirms the rights of individual applicants to the ECHR. But there are concerns some member states want to curb access to the court.Not all CoE members - which include Azerbaijan, Russia and Ukraine - respect the rule of law. But on paper all are presumed to implement its convention in good faith.This is a weakness that is almost impossible to deal with when the assumption of the convention is that all member states are committed to liberal democracy, Jacob Mchangama, the director of legal affairs at the Danish think-tank Cepos told EUobserver.

Russia is elephant in the room

Russia is the target of 37,850 ECHR complaints - some 25 percent of all applications. In 2010 alone, there were 1,079 judgements against it. In 1,019 of the cases, the court found at least one violation of the convention.These included inhuman and degrading conditions of detainees awaiting trial and negligence by security services, which used a narcotic gas that caused the deaths of over 120 hostages at the Dubrovka theatre in October 2002 in Moscow.Having lost many prominent cases, Russia attempted to introduce a bill last year that would give the its Constitutional Court a right to block the enforcement of the court's judgments, Ireneusz Kaminski, an expert at the Warsaw-based Helsinki Foundation for Human Rights, noted in his blog.Russia is the elephant in the room and ... the British chairmanship is doing the work for them, the European Movement International's Pinto said.His view is backed by Kaminski, who told this website that the position of the UK and the Russian Federation on the ECHR are similar.The two countries are not happy with the number of cases launched against them,Kaminski explained, describing the UK proposals to limit the court's power as dangerous.

6 And I will send a fire on Magog,(NUCLEAR BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.

UNITED NATIONS/BEIRUT (Reuters) - Syria has not fully withdrawn troops and heavy weapons from towns, so far failing to send a clear signal about its commitment to peace, the U.N. chief said, underlining Western fears over the prospects for a week-old truce.In the first progress report since the Security Council passed a resolution on Saturday authorizing the deployment of observers, Secretary-General Ban Ki-moon proposed an expanded mission of 300 personnel to monitor a shaky ceasefire between forces loyal to President Bashar al-Assad and opposition fighters.
The report will be crucial in determining whether conditions are right for deploying the mission at a Security Council meeting on Thursday, a day after an advance group of observers were swarmed by protesters against Assad's 12-year rule.The scenes of U.N. vehicles being stuck in crowds and men running away to the sound of gunfire in the outskirts of the capital Damascus, were an echo of an earlier monitoring mission by the Arab League, which collapsed in January.The Syrian government has yet to fully implement its initial obligations regarding the actions and deployments of its troops, or to return them to barracks, Ban told the Security Council in a letter obtained by Reuters on Wednesday.Violent incidents and reports of casualties have escalated again in recent days, with reports of shelling of civilian areas and abuses by government forces,he said.The government reports violent actions by armed groups.While the truce worked out with international envoy Kofi Annan has held in some parts of Syria, in strong opposition areas such as Homs, Hama, Idlib and Deraa the army has kept up attacks on rebels.Syria pledged that it would cease using heavy weapons against what it calls foreign-backed terrorists, who have killed 2,500 soldiers and police. The ceasefire officially came into force last Thursday.

Damascus has challenged Ban over the size and scope of the mission, dismissing his efforts to increase the number of observers and secure European help in supplying planes and helicopters as unnecessary.Syrian Foreign Minister Walid al-Moualem said on Wednesday 250 people was a reasonable number, adding they should be from countries such as China, Russia, Brazil, India and South Africa - all more sympathetic to Damascus than the West or the Arab League. He also dismissed any need for U.N. aircraft.In the report, Ban expressed some hope that there may be a chance for progress on ending the 13-month conflict.He said the advance team had visited the town of Deraa and enjoyed freedom of movement, but its initial request to visit Homs, a centre of the uprising against Assad, had been refused.At the same time the very fragility of the situation underscores the importance of putting in place arrangements that can allow impartial supervision and monitoring,he said.

On Wednesday, Syria's army kept up its shelling of targets in Homs in violation of the ceasefire deal. Explosions shook the Khalidiyah quarter and plumes of black smoke drifted over the rooftops.To the north, in Idlib province, six members of the security forces were killed by a bomb placed by an armed terrorist group, the state news agency SANA said. It was the second such attack in two days. Syria bars access to most independent journalists, making it hard to verify accounts of the conflict.
We are at a crucial turning point, U.S. Secretary of State Hillary Clinton said at a meeting of NATO ministers in Brussels.Either we succeed with ... the Annan plan with the help of monitors ... or Assad will squander his last chance before additional measures have to be considered.Clinton will join Arab and European foreign ministers from the informal Friends of Syria group in Paris on Thursday.We will continue to increase the pressure on Assad, she said, adding that she had spoken to counterparts about the need to tighten sanctions, tighten pressure on the regime, on those who support the regime.The United States and European Union already have extensive economic sanctions on Syria. But the Arab League, which announced a package of financial sanctions against Damascus in November, has done little to enforce the proposals.Two previous Friends of Syria meetings, in Tunisia and Turkey, produced more rhetoric than results and it was not clear what Thursday's smaller gathering in France might deliver.Clinton, as she has in the past, appeared to leave the door open to other nations arming Syrian rebels - something the United States has itself rejected although it is giving the opposition communications and logistical assistance.Washington and its Western allies have shown no desire to intervene militarily or push for the sort of robust peacekeeping force in Syria that might require 50,000 troops or more.The Syria mission was negotiated by Annan, a former U.N. secretary-general now acting as an envoy of the United Nations and Arab League.
