Israel isolated ahead of UN vote on Palestinians

JERUSALEM (AP) — Rising tensions with some of its closest and most important allies have left Israel increasingly isolated ahead of a momentous vote on Palestinian independence at the United Nations.Troubles with Turkey, Egypt and even the U.S. are adding to Israel's headaches ahead of the vote, which is shaping up to be a global expression of discontent against the government of Prime Minister Benjamin Netanyahu.
The Palestinians plan to ask the United Nations this month to recognize their independence in the West Bank, Gaza Strip and east Jerusalem — areas captured by Israel in the 1967 Mideast war — probably by embracing them as a nonmember observer state.The measure is expected to pass overwhelmingly in the U.N. General Assembly.
The assembly's decisions are not legally binding, so the vote will be largely symbolic. But the Palestinians hope the measure will increase the already considerable pressure on Israel to withdraw from occupied territories, and add leverage should peace talks resume. The Palestinians refuse to negotiate while Israel continues to expand Jewish settlements in the West Bank and east Jerusalem.
Ghassan Khatib, a spokesman for the Palestinian government in the West Bank, said Israeli isolation is playing right into Palestinian hands. We are seeing that result in increased support for us in the United Nations, he said.On Wednesday, China announced it would support the Palestinian bid. And a French Mideast envoy, Valerie Hoffenberg, said she had been fired after publicly arguing against the Palestinian initiative. France has not publicly said how it will vote, but her comments signaled that the government favors the Palestinians.The vote is seen by many not only as a message of sympathy with the Palestinians, but also a barometer of discontent with Israel's settlement policies. Some 500,000 Israelis now live in territories claimed by the Palestinians.There's no question that had Israel been seen as a country doing its utmost to promote peace, no such vote would be taking place, said Yossi Beilin, Israel's former deputy foreign minister.Beilin cited Netanyahu's refusal to extend a freeze on new settlement construction a year ago as the mother of all sins that put him at odds with the international community. The decision, made over the very public objections of President Barack Obama, caused a brief round of peace talks to collapse.Since then, relations with Obama have been further strained. In May, Netanyahu paid a tense visit to Washington, where he objected before cameras to Obama's call that the 1967 boundaries be the basis of a future agreement with the Palestinians. American officials privately express deep frustration with Netanyahu.
Even so, Washington has been trying to pressure the Palestinians to give up the U.N. bid, saying peace can only be achieved through negotiations.Closer to home, Israel has watched Egypt, perhaps its most critical regional ally, cool relations since the ouster of longtime President Hosni Mubarak in February. Mubarak was seen by many of his people as too sympathetic to Israel, negotiating an unpopular deal to supply it with natural gas, for example.Israel-Egypt relations took a hit last month when five Egyptian police were killed during a firefight between Israeli forces and fleeing militants. Egypt was outraged, and mass demonstrations against Israel erupted in Cairo. Israel later apologized. But there have been calls in Egypt to cancel the 30-year-old peace agreement with Israel — which is an absolutely critical element of Israel's regional strategy.Another key regional ally, Turkey, has greatly curbed diplomatic and trade ties with Israel following Israel's deadly raid on a protest flotilla that tried to breach the Israeli blockade of the Gaza Strip last year. Nine Turks, one of them an American citizen, were killed in clashes with Israeli naval commandos.Israeli officials have tried to play down the tensions, saying that Israel has long faced hostility on the diplomatic stage. They also say that Israel has enjoyed some key victories recently, such as last week's U.N. report on the flotilla incident that defended its blockade of Gaza. Yet one official acknowledged the "new challenges" are a source of concern. He spoke on condition of anonymity because he was discussing sensitive internal discussions.Dore Gold, a former Israeli ambassador to the U.N. who is close to Netanyahu, said it is a mistake to judge Israel's international standing by recent events.He said Turkey's animosity toward Israel is part of a broader shift by the country's Islamist government that is troubling not just for the Jewish state but for many of Turkey's neighbors.And any anti-Israel resolution at the U.N. passes automatically, thanks to the dominance by developing nations that are sympathetic to the Palestinians, he said. It's conventional wisdom that if there was a resolution whose first clause was anti-Israel and whose second clause was that the earth was flat, it would pass,Gold said.Israeli opposition leader Tzipi Livni, however, accused Netanyahu of weakening the nation's interests. The Kuwaiti daily Al-Jarida has reported that the Palestinian Authority is considering an Israeli offer to postpone the unilateral statehood bid at the UN for at least one year and to immediately begin negotiations for a permanent peace agreement.According to the report, which was translated and presented on the website of the Middle East Media Research Institute (MEMRI) on Wednesday, the offer was made to the PA during secret negotiations which have been ongoing for several months in various Arab and European countries.According to the report in the Kuwaiti daily, the negotiations also included meetings between Palestinian Authority President Mahmoud Abbas and Israeli Defense Minister Ehud Barak, in which they discussed the possibility of holding a formal meeting between Abbas and Israeli Prime Minister Binyamin Netanyahu. Netanyahu promised the U.S. to return to negotiations if an agreement on scheduling was reached.The report stressed that Netanyahu shared the negotiation details with Foreign Minister Avigdor Lieberman and opposition leader Tzipi Livni.
Meanwhile, MEMRI also reported that a website close to Abbas’ Fatah party reported that Abbas advisor Nimer Hammad said that if Dennis Ross and David Hale, the U.S. envoys visiting the region, would make offers that meet the PA’s demands of halting Jewish communities in Judea and Samaria and recognizing a Palestinian state along the 1949 armistice lines, the PA would forgo an appeal to the UN.The report comes after on Wednesday, the United States formally asked Ramallah to drop its bid for recognition of a PA state based.The request was relayed to Abbas by Hale during a meeting in Ramallah, officials said. The meeting was also attended by Ross and by U.S. Consul-General in Jerusalem, Daniel Rubenstien.The report also seems to be in line with another report earlier this week which said that Abbas and Barak held a meeting in Amman on August 24.Abbas, who told reporters in Ramallah about the meeting, refused to specify the circumstances behind it and simply said the two discussed a number of issues.

Unmoved by sharp criticism and media antics from Palestinian Authority officials the United States on Wednesday formally asked Ramallah to drop its bid for recognition of a PA state based on pre-1967 lines at the United Nations later this month.The request was relayed to Palestinian Authority President Mahmoud Abbas by US envoy David Hale during a meeting in Ramallah, officials in Ramallah said. The meeting was attended by US envoy Dennis Ross and US Consul-General in Jerusalem, Daniel Rubenstien.The officials complained US envoys did not carry any new proposals for reviving the peace process and intimated the PA may go only to the UN General Assembly due to the threat of a US veto in the Security Council.We have been advised by some or our European and Arab friends not to go to the Security Council because we don't have a majority in favor of the plan and because of the US threat to use the veto,the official said. We are now studying submitting a request to the General Assembly to accept the state of Palestine as a full member. This is also an important step because it would give us access to numerous international bodies.Such a move would be largely symbolic and be aimed at building lawfare and propaganda momentum as UN membership requires Security Council approval.Hale told Abbas that Washington wants to see the Palestinians return to the negotiating table with Israel, Chief PLO negotiator Saeb Erekat said.
Erekat quoted the US envoy as saying that the Quartet members - the US, EU, UN and Russia - were preparing a new initiative for the establishment of a Palestinian state on the basis of the 1967 borders.Erekat quoted Abbas as saying during the meeting that the Palestinians would resume the peace talks with Israel only if it halted construction in the settlements and accepted the 1967 lines as the basis for a two-state solution.Israel did halt construction for 10-months in order to restart negotiations, during which time the PA abjectly refused to come to the negotiating table while continuing to add new preconditions as a means of avoiding direct talks.
According to Erekat, the PA is only planning to apply to the UN for membership of a Palestinian state on the pre-1967 lines, with east Jerusalem as its capital.Contrary to what is being said, we are not asking for independence or recognition of a Palestinian state,Erekat insisted.It's wrong to say that the Palestinian Authority is asking for independence. The independent state was declared more than 20 years ago. We are only asking that Palestine be admitted as a member of the UN.Erekat did not explain, if a Palestinian state was declared more than twenty years ago, how it is that the PA was only created in 1993 with the understanding it was empowered to negotiate for the creation of a state that did not yet exist.
Nor did he explain how the PA was not asking for recognition when in recent months recognition has been at the heart of Ramallah's lexicon with new press releases issued regularly about states newly recognizing a state of Palestine ahead of the UN bid.Erekat also dismissed claims that the statehood bid would affect the right of return for Palestinian refugees to their original villages inside Israel.Going to the UN won't cancel the right of return, he said.Recognition of a Palestinian state will pave the way for the state to enter international institutions and demand all our legitimate rights, including the right of return.But legal experts, UN officials, and the Jordanian government have warned that the so-called right of return very well could be undermined by a successful PA bid at the Security Council thereby undercutting one of its central ideological pillars.And as September 20 approaches Israel's security forces are ramping up for widespread violence expected to erupt in PA administered enclaves after the bid is made - indicating Israel regards the PA bid as anything but a good-faith gesture.As regards the Palestinian issue, Israeli vice premier Moshe Yaalon said Wednesday, no doubt they opted for a unilateral proclamation in order to sidestep negotiations. We are willing to sit down at the table and address not only territorial matters but also the recognition of a Palestinian state. I suggest reading the Arab press which places the September issue front and center.The unilateral proclamation poses a serious threat to the Palestinians as the US may cut off its aid and Israel might back out of the Oslo Agreement. It is my opinion that the September threat is an attempt to twist Israel's arm and gain concessions. We must be prepared for any case scenario. A proclamation at the UN does not change the reality – we have to be prepared for any contingency as we did in 2000,he added.

Minister without portfolio Benny Begin (Likud), in an Israel National News Radio interview on Monday, rejected the creation of an Arab state west of the Jordan River saying the right of the Jewish people to their ancestral homeland was 'obvious' and that such a state would become a haven of impunity for terror. Begin's remarks mark a stark departure from the two states for two people's vision endorsed by Israel's current Likud-run government.I think any second state of any nature, another sovereignty west of the Jordan River, especially when it comprises the PLO or Hamas, would negate or contradict two basic rights of the Jewish people and the citizens of Israel,Begin told Israel National News Radio's Josh Hasten. during an interview on the Israel Hasbara Hour.One is the right of the Jewish people to our homeland, and our right to our homeland does not stop exactly east of the 1949 armistice demarcation lines, also known as the Green Line.It has no historic significance whatsoever. It just marks a balance of military power back then, in 1948 or 1949, between [Israel's] local Arab neighbors and the newborn state of Israel in their attempt to smother the baby state in its cradle. Our right to our land – Including of course to the cradle of our history in Judea and Samaria – is obvious, Begin said.There is also the question of national security, and we have had some experience in the the last twenty years under the banner territory for peace... the actual events have been territory for terror. Every piece of land, every hectare, every acre, that was consigned to the PLO reign, became a haven of impunity for terrorism. And we should anticipate that once we transfer parts of our homeland to the PLO it will be, actually, an indirect transfer of land through the PLO to Hamas, and to Iran,Begin said.
Recent Events Prove Arab's True Intent
Begin cited the recent Fatah-Hamas unity treaty and Naqba unrest throughout Israel on May 15, which saw the infiltration of Northern Israel by over 100 Syrian radicals, along with riots throughout Judea and Samaria, as proof the Arab's have no intention of making peace with the Jewish state.I think in the last month people can see for themselves [what their intentions are] through the following events: the new agreement between the PLO and Hamas, who nobody doubts is openly bent on the destruction of the state of Israel, and then the May 15 marches on our borders marking the devastation or calamity, that they claim was inflicted upon them by the very establishment of the state of Israel on May 15, 1948,Begin explained.Their real aim is not a a two state solution, but a two-stage solution. In the sense that they push us to the pre-1967, actually 1949 lines, and then push more through terrorism and other forms of political pressure in order to dwarf us and to try to erase the state of Israel, the Jewish state, Begin said.They did not mark the date in June, Begin said referring to the 1967 Six Day War, sometimes called the June War, in which Israel liberated its eternal capitol and ancestral heartland. After all, the occupation so to speak of Judea and Samaria and Gaza started in June 1967. No, they mark the original May 15 date of the very birth of the Jewish state.
Israel's Hasbara Advantage
Begin conceded Israel starts at a public relations disadvantage due to the vastly greater sums the Arab world pours into its anti-Israel media efforts, but said Israel has a big advantage in its hasbara [public relations, ed.] war because it doesn't have to sell lies.It used to be Hasbara was translated propaganda,Begin explained. Now they call it public diplomacy, which is a little nicer. But years ago it was considered by Israelis to be propaganda [and therefore beneath them, ed.] One of the nice things about our propaganda is that we don't have to sell lies. We can suffice ourselves with telling people things as they are. We have to tell them the truth. And we have to ask them to judge. Because once they know the facts they will be able use moral judgment.[There was] a very important article written by Mahmoud Abbas, Abu Mazen, written on May 16 as an op-ed article in the New York Times... [readers] will read it and see easily for themselves what kind of narrative, or actually what kind of lies, the PLO tries to sell intelligent people in America and elsewhere. Its untenable, its unacceptable, and it takes things to such an extreme in such a manner that we can easily prove the narrative is totally false,Begin said.
Such articles will only help us, Begin said optimistically. I don't know if this would be efficient immediately It takes time, but people of good will, if they will stand up and work for truth – for morality – I think it would be a great help to the cause of real justice in our part of the world.

Danny Dayan, head of Council of Judea and Samaria:A Golden Opportunity Missed:Israel has done some good political preparation for September (the PM made successful trips to several European countries, for example) as well as security planning (the IDF is rehearsing various scenarios), but the most crucial steps have not been taken: steps that would frighten the Arabs into giving up their plan.And most telling of all: Israel has not been wise enough to turn the crisis into an opportunity, although it has the ability to do so.Deterrent-wise, Israel has done nothing, except for saying a few hollow words that no one took seriously. Israel has an abundance of political leverage, as well as economic, defense, and settlement options that could stop the Arabs in their tracks.Not only has none of them been used, the opposite is true: the policy in the defense establishment is that this is the time to strengthen the PA financially so that it will keep on coordinating security with us.This is not the way to build a wall, said a sportscaster once, coining a new phrase, as Israel’s soccer team absorbed a rival team’s goal. This is not the way to prevent a unilateral Arab offensive against Israel, we have to tell our government, hoping it will come to its senses and act differently.The biggest shame of all is not turning this into a golden opportunity. The unilateral Arab step in the UN voids all former agreements with Israel.It has to be responded to with a strong, obvious unilateral move of our own: asserting Israeli sovereignty in Judea and Samaria, if not on its entirety, then on all the Jewish settlements and the open areas between them—what is known as Area C.The Arabs forced Israel into a political war. In this war, just as in military wars, Israel must win and not accept a tie, nor a respectable loss (i.e. a few dozen countries who abstain or vote nay in the UN, our Foreign Ministry’s current aspiration).Only asserting Israeli sovereignty on large portions of our homeland would achieve a victory. This is, therefore, a crisis that has been badly handled, a great opportunity that has been missed.

Expose the Palestinian Bluff:There is no difference between the goals of Hamas, Al Qaeda and the PLO, the only differences are in methods and tactics. Abu Mazen is an anti-Semite, Holocaust denier, as extremist as Arafat was.All the moderates surrounding him are the same, clearly announcing that they do not recognize Israel as a Jewish state; that Israel must let the 7 (yes, 7) million refugees return to their homes; mainly because they do not believe in two states for two peoples, but rather in one large Palestinian state alongside a small dual-nationality, multi-cultural one that will quickly become part of the Palestinian state, as will Jordan.
Israel erred egregiously in strategic preparation. Since Abu Mazen does not talk about a Palestinian state with 1967 borders as a final goal, but only as a step on the road to erasing the Jewish state, Israel should have exposed that.Instead of expending so much effort in thwarting the idea of declaring a state, Israel should have exposed the extremist Palestinian goals, suggested that the world have the Palestinians sign that once they have a state with the 1967 borders, they will abandon all other goals for eliminating Israel: no more right of return to within Israel, cessation of terror and all forms of violence, cessation of incitement to anti-Semitic hatred.Abu Mazen and his friends could never accept these conditions ands the international arena would realize that this is not a desire for self-determination with which we are dealing, but a desire to destroy the state of Israel.All the Palestinian groups are not prepared to, are not able to and do not want to agree to a country with 1967 borders. Arafat could not force this on them, and Abu Mazen, just as extreme but weaker, certainly cannot and also doesn’t wish to.

European commission president Jose Manuel Barroso has said he believes the eurozone will integrate further with market demands now trumping past ideological debates.My assessment is that the European Union will go further into integration, namely around the eurozone, he told an audience on Tuesday (6 September) during a visit to Australia.He said that in the past debates about the future of Europe were political or even ideological with federalists on the one side and intergovernmentalists on the other.But now with markets calling for mechanisms for quickly dealing with the eurozone debt crisis, the fundamentals of the debate have been altered.Now, the markets are demanding more integration at least for the euro area. And this is new, said Barroso.The discussion is how far can we go now, do we need a new treaty to go further, what can we do to reinforce the governance of the eurozone, he said, becoming the latest in a series of high level EU officials to raise the spectre of yet another revision of the EU treaties.Barroso, former prime minister of Portugal one of the three bailed-out eurozone countries, also touched on one of the most significant questions thrown up by crisis – how to balance the demands of the market with the slower and messier democratic process.

Gerhard Schroeder, the former German chancellor on Sunday said Countries will have to give up some of their national sovereignty.His vision involves fiscal powers being given to the commission or a European finance minister under the control of the European Parliament as the ultimate authority.The commission will have to be turned into a government that is controlled, in parliamentary terms, by the European Parliament. That translates into a United States of Europe.A newly established think-tank, the Council on the Future of Europe, whose members include Schroeder, Tony Blair, former commission president Jacques Delors, former Spanish prime minister Felipe Gonzalez and economists Nouriel Roubini and Joseph Stiglitz on Monday issued a manifesto that called not just full fiscal union, but for parallel political union.It will be necessary to further lay out a vision of a federation that goes beyond a fiscal and economic mandate to include a common security, energy, climate, immigration and foreign policy as well as develop a common narrative about the future of the union and its place in the world,the document read.Nation states will need to share certain dimensions of sovereignty to a central European entity that would have the capacity to source revenue at the federal level in order to provide European-wide public goods.On Tuesday, responding to the calls for a fresh treaty, the European Commission said that deeper economic integration can happen under the existing treaties, but left the door open for a more radical restructuring of the bloc, should member states feel it is necessary.We have taken note of the comments from a number of European leaders. They have been calling for changes to be made to the treaties to reinforce economic governance,said commission spokesman Olivier Bailly.The current treaties already allow for an awful lot of possibilities to deepen economic integration. We have to make coordination better between European economies ... within the framework of the current treaties.If there were a need for a new legal basis for further economic governance, further integration, then that would be up to the member states to decide to make further changes to the treaty, he continued. But it’s hypothetical for us at the time being.It’s up to them to open the treaty again.
Speaking to EUobserver, Jannis Emmanouilidis, a senior policy analyst with the European Policy Centre, a Brussels-based EU specialist think-tank, said that moves in the direction of fiscal union and a new treaty are inevitable.It seems there is a growing consensus for treaty change, not just in the last few days or weeks, but this has been widening since the start of the crisis months ago, he said.There is increasing awareness of just how dangerous a situation Europe is in - the potential break-up of the euro and the costs that would go along with that. They see the need to get ahead of the curve. To do that they have to go substantially further toward fiscal union.The question is whether this can be done under the current treaty situation, and to be able to answer that, we need a lot more details about what is being proposed,he continued.As to how realistic, achievable all this is, we all know what happened with the Lisbon Treaty, and the problems of domestic resistance have not gone away.

German Chancellor Angela Merkel has called for a stability union in which all member states behave in a fiscally responsible manner and miscreants can be brought before the EU’s highest court.Making a direct reference to the founding fathers of the EU, who had to rebuild a destroyed Germany, Merkel told her parliament on Wednesday (7 September) that our task is to show the way to reach a stability union.This would involve a possible EU treaty change to enforce budget control in euro states.If we say we want more Europe, then a treaty change cannot be a taboo,said the chancellor noting that under the current Lisbon Treaty, there is no mechanism obliging countries to adhere to rules underpinning the euro.The chancellor called it one of the EU’s paradoxes that countries can hauled before the European Court of Justice for breaching most EU laws but not when the euro rules are broken.Merkel also dismissed the much-touted idea of eurobonds – the mutualisation of eurozone debt – saying it would lead to a debt union.We have to tell people clearly that we cannot rid ourselves of today's problems - the excessive debts that have grown over decades - just like that, cue eurobonds and debt structuring, and then everything is ok again. No, this will be a long and difficult path, but one that is important for the future.The chancellor said the central question that has to be dealt with is the fact that although all 17 eurozone countries are completely bound to one another, each has control over their national budget.A solution to this thorny issue would lead to a more favourable climate for considering eurobonds, the chancellor indicated.

The Dutch government has proposed that highly indebted states be put into guardianship, with spending decisions seized from the elected government and placed under the direct control of a European commissioner.Mark Rutte has radical ideas for the eurozone (NewsPhoto!)If a state is unwilling to surrender its sovereignty in this way, then it would be forced to exit the euro.Member states not willing to make themselves a ward, may choose to make use of the option to leave the eurozone, Dutch Prime Minister Mark Rutte said in a letter to the national parliament co-signed by the finance, economy and foreign ministers.To continue to be part of the monetary union, states should fully respect agreements.Under the proposals, seen by EUobserver, a special European commissioner would be appointed to oversee the budgets of euro-area countries.If a country repeatedly overspends in breach of EU stability pact rules, this commission overseer would be able to intervene directly in the running of the country, in a similar way to how a court intervenes in the running of a bankrupt firm put into receivership, according to officials familiar with the intention of the Dutch government.The commissioner would be given a ladder of intervention under which the level of control of the state would be steadily ratcheted up and applied this ward of the EU executive.
The first rung of the ladder would involve an outside auditor making adjustments to spending to bring down the level of the deficit.If this level of intervention is insufficient, binding measures would be imposed, or the commissioner could order a country to cut spending or raise taxes.The last rung of the ladder would see a country placed under guardianship. The auditor would then draft the budget of a country before sending it to the national parliament for approval.Such states, described in the paper as notorious sinners, would also lose their voting rights in the EU and the delivery of European structural funds would be dependent on compliance with the orders of the commissioner.The guardianship would be accompanied by intensive monitoring and verification of progress at a more detailed level under prior review by the commissioner.The Hague recogises the extreme nature of the proposals, but argues that such measures are necessary if the eurozone is to survive.
For the eurozone and the internal market in their present form to have a future as a stable currency union that underpins our prosperity, there needs to be a radical break with the persistent habit of soft touch approach to agreements.One Dutch official said of the paper: It is not like it would be a takeover of sovereignty, but things do need to get much tougher for countries.Asked whether voters would still consider themselves in a democracy under such extreme conditions, the official said: In that case, they need to take their own responsibility. If you want to be in the club, you have to play by the rules.The paper adds that for the proposal to be implemented, agreement with especially but not exclusively eurozone countries.

Federal agencies seize control on Tuesday
Hundreds of firefighters from all the surrounding counties worked two days and nights in a heroic effort to contain the fires, but high winds Sunday night and all day Monday thwarted their efforts. So the call went out for more volunteer firefighters to join the effort from across the state.Before they arrived, however, the federal government showed up and claimed it was in charge of the situation. • Two fatalities have been reported so far: A young mother and her 18-month-old daughter were killed in Gladewater due to the wildfires there.

• Insurance companies have set up claims camps with large buses and tents to help the locals get their property claims handled. I personally saw several insurance industry buses on the North side of Highway 71 when we drove through.
• 85 fires are still burning across Texas. There is a rumor that at least one Texas fire was started by arson (the fire in Leander), but this has not been confirmed.
• Local churches have stepped up to provide aid, including the Ascension Catholic Church, Grace Lutheran Church and First Baptist Church.
• The winds died down significantly all day Tuesday, greatly slowing the spread of the fires. Low winds are also expected to hold out Wednesday. The severe drought conditions in Texas have made the state a fire tinderbox, and any wind over 5-10 mph could easily cause these fires to spread out of control once again (actually, they’re still not even 10% contained, so they’re not in control at all…)
• Rumor report: A DC-10 aircraft that has been retrofitted for firefighting has arrived in Bastrop County, according to reports on a Central Texas news radio station, but the plane will not be operational until Friday because of mandatory government “down time” restrictions on the flight crew. Tropical Storm Nate forms in Gulf of Mexico

MIAMI – Tropical Storm Nate has formed in the Gulf of Mexico, and authorities have issued a tropical storm warning for parts of Mexico's coast.The U.S. National Hurricane Center in Miami says Nate could become a hurricane by Friday. The storm was nearly stationary, moving at just 2 mph (3 kph). Nate is expected to move very little Wednesday and Thursday, and then it will start to move north by Friday.
Nate's maximum sustained winds were at 45 mph (72 kph) Wednesday.Meanwhile, Tropical Storm Maria was swirling in the western Atlantic. It was still far from land and was not expected to strengthen in the next couple of days.Hurricane Katia also continued to blow as a Category 1 storm in the Atlantic and was not expected to hit land.

MIAMI (Reuters) – Tropical Storm Maria formed in the Atlantic on Wednesday while Hurricane Katia churned up the surf along the beaches of Bermuda and the eastern United States, the U.S. National Hurricane Center said.Maria could threaten Puerto Rico and the Leeward Islands of the northeast Caribbean during the weekend, but posed no immediate danger to land.It was about 1,305 miles east of the Lesser Antilles and racing rapidly westward. Maria had top winds of 50 miles per hour (85 km per hour) and could strengthen slightly in the next two days, forecasters at the hurricane center in Miami said.Computer models showed it turning northwest early next week but it was too early to know whether Maria would then curve away from the United States, like Katia is forecast to do.Katia has weakened significantly in the last two days but is still a hurricane with 85 mph winds, making it a Category 1 storm on the five-step Saffir-Simpson intensity scale. It was a Category 4 at its peak.Katia was centered about 320 miles southwest of the mid-Atlantic island of Bermuda and was expected to pass between the eastern U.S. coast and Bermuda by Thursday.
Forecasters said the core of the storm would stay out to sea, but Katia was so wide that its outer squalls could reach the shores of Bermuda, a British territory and global reinsurance hub whose 70,000 residents were under a tropical storm watch.
Katia generated large swells that kicked up the surf and caused dangerous rip currents along the beaches of the Eastern United States, Bermuda, the Greater Antilles and parts of the Bahamas, the forecasters said.Once past Bermuda, Katia is forecast to curve eastward over open seas where it would pose no further threat to land.Neither Maria nor Katia was near the Gulf of Mexico, where U.S. oil and natural gas operations are concentrated.But forecasters were keeping watch on a disturbance in the southwest Gulf of Mexico that they gave a 60 percent chance of developing into a tropical cyclone in the next few days.Computer models varied widely as to its potential path. Lee's remnants bring fresh flood worries to East

WINDHAM, N.Y. – Drenched and dispirited, East Coast residents recovering from Hurricane Irene were stuck under the chugging remnants of Tropical Storm Lee Wednesday, some of them grudgingly preparing to move to higher ground yet again as rivers rose.From Maryland to New England, heavy rains swelled waterways, flooded highways and stretched emergency responders already dealing with cleanup from last week's punishing blow from Irene. Sodden ground gave rain nowhere to go but directly into streams, creeks and rivers that rushed a turbid red-brown past rural communities.Now it's getting on my last nerves, said Carol Slater, 53, of Huntersfield, N.Y., on the northern edge of New York's Catskill Mountains and just outside of hard-hit Prattsville.The National Weather Service predicted heavy rain would continue across the mid-Atlantic and Northeastern states through Thursday with anywhere from 4 to 7 more inches falling and up to 10 in isolated pockets. Flood watches and warnings were up throughout the region.New York positioned rescue workers, swift-water boats and helicopters with hoists to respond quickly in the event of flash flooding. Teams stood by in Vermont, which bore the brunt of Irene's remnants last week, and hundreds of Pennsylvania residents were told to flee a rising creek.By noon Wednesday, Prattsville was cut off, its main roads covered with water as public works crews tried to dredge the creeks to alleviate the flooding. Trash bins stood in the mud-caked streets to collect debris left by Irene and the wreckage of houses destroyed by the earlier storm still dotted the area.
Heavy rain fell and residents were ready to evacuate as the Schoharie Creek escaped its banks and smaller streams showed significant flooding.Businesses and residential areas were devastated before, Wayne Speenburgh, chairman of the Greene County Legislature, said of Prattsville.Downtown, there's nobody living because there's no homes to live in.In nearby Middleburgh, dozens of residents were evacuated from temporary shelters set up in schools, many for the third time since Irene hit. Many businesses remained empty but were adorned with hopeful signs — like the one at Hubie's Pizzeria — that they would reopen.It's encouraging, said James Kelley, 51, of Middleburgh. A lot of people had given up last week, but with all the volunteers and help, it helps people re-energize.Flooding also led to voluntary evacuations in the Catskills town of Shandaken, Rotterdam Junction near Albany, and a section of Schenectady along the Mohawk River. Some schools in the Hudson Valley north of New York City closed or delayed start times.Along the road in Windham were several soggy, cardboard signs from last week's storm that said Thank you for your help.

I have a hatch on the roof. I'm not moving. I'm just too old to pick up and go.A flood watch was in effect through Thursday afternoon in soggy Vermont. Parts of the state are still recovering from flooding from the remnants of Irene, which was a tropical storm by the time it swept over the area.
Swift water rescue teams are on call, and residents should be ready to evacuate if rivers rise fast, said Vermont Emergency Management spokesman Mark Bosma.Irene hit upstate New York and Vermont particularly hard, with at least 12 deaths in those areas and dozens of highways damaged or washed out. Several communities in Vermont were cut off entirely and required National Guard airdrops to get supplies.Flood watches or warnings were in place through Thursday night for much of Pennsylvania. About 3,000 residents along the Solomon Creek in Wilkes-Barre were ordered to evacuate due to quickly rising waters, but the creek crested about 4 feet below flood stage and the order was lifted Wednesday afternoon. Rain from Irene also led to evacuations there last week.Flash flooding shut down dozens of Pennsylvania highways Wednesday and forced the evacuation of some riverfront trailer parks and campgrounds, while state officials braced for potentially worse problems along the swollen Susquehanna River.In New Jersey, where many residents were still cleaning up after Irene, the remnants of Lee were expected to drop anywhere from 2 to 5 inches of rain. There was some flooding along rivers including the Passaic, which breached its banks during Irene and caused serious damage. Central Texas wildfire destroys nearly 800 homes

BASTROP, Texas (AP) — Firefighting crews started Wednesday to gain control of a wind-stoked blaze that has raged unchecked across parched Central Texas for days, leaving hundreds of charred properties in its wake and causing thousands of people to flee.As the crisis unfolded, Gov. Rick Perry flew off to a Republican presidential debate in California as authorities commanded operations fighting the disaster.At least two people have died in the wildfire, which destroyed nearly 800 homes and blackened about 45 square miles (116 square kilometers) in and around the city of Bastrop, outside Austin, the state capital.The Texas Forest Service said Wednesday that blaze had consumed 785 homes, making it the most catastrophic of the fires that have erupted in the past week across Texas. One of the most devastating wildfire outbreaks in state history has caused four deaths and pulled the state's firefighting ranks to the limit.But Bastrop County Judge Ronnie McDonald also sounded an optimistic tone, saying firefighters had a good night and that no new structures were lost overnight in the battle to contain the 33,000-acre (13,350-hectare) blaze about 25 miles east of Austin. Containment remained at 30 percent.
The forest service said it responded to a total of 19 new fires Wednesday totaling 1,490 acres (600 hectares) across the state, bringing the count over the past week to more than 170 fires consuming more than 130,000 acres (52,600 hectares).Texas Task Force 1, an elite search team that was sent to New York following the Sept. 11 terrorist attacks and to New Orleans in the aftermath of Hurricane Katrina, will be assisting in Bastrop.The team has dogs that can help look for people trapped in debris, Chief Bob McKee told The Associated Press.We also have human remains canines that would scent on deceased persons or animals, McKee said.Crews finally got a reprieve Tuesday from winds pushed in by Tropical Storm Lee that whipped the blaze into an inferno over the weekend. Texas Forest Service spokeswoman April Saginor said the lighter winds were assisting firefighters in their efforts.Even though the fuels are critically dry, the grass is dry and the relative humidity is still pretty low, they were able to take advantage of lower winds, Saginor said.Perry cut short a presidential campaign trip to South Carolina to deal with the crisis, and on Tuesday toured a blackened area near Bastrop.About 1,200 firefighters battled the blazes, including crews from as far away as California and Oregon. Five heavy tanker planes, some from the federal government, and three aircraft capable of scooping 1,500 gallons (5,680 liters) of lake water at a time also helped.The disaster is blamed largely on Texas' yearlong drought, one of the most severe dry spells the state has ever seen. The fire in Bastrop County is the most devastating wildfire in Texas in more than a decade, eclipsing a blaze that destroyed 168 homes in North Texas in April.At least 11 other fires exceeded 1,000 acres (400 hectares) Tuesday, including a 7,000-acre (2,800-hectare) blaze that has destroyed at least 60 homes and threatened hundreds more about 40 miles northwest of Houston. An 8,000-acre (3,230-hectare) fire has destroyed at least six homes in Caldwell County, next to Bastrop County. When the Sept. 11 memorial is dedicated with a solemn ceremony of remembrance at ground zero this year, the names of the 2,983 deceased will be read by victims' families interspersed with remarks from city officials and politicians, including New York City Mayor Michael Bloomberg, New York Gov. Andrew Cuomo and President Barack Obama. But some Christian religious leaders complain that other important voices will not be heard.A growing group of mostly conservative Christian leaders say organizers have shut out clergy and formal prayers from this year's annual 9/11 observance, which has taken on additional significance as the 10th anniversary of the attacks approaches and the long-awaited memorial opens.It's unbelievable, says Richard Land, president of the Ethics & Religious Liberty Commission of the Southern Baptist Convention, who has been sending email blasts to constituents about the the lack of clergy. We live in a country where the overwhelming majority of people identify as Christian or have a religion, and clergy were some of the first people to respond on 9/11 to minister to victims. Why aren't they welcome today? Clergy have never been an official part of the 10 remembrance ceremonies at ground zero, which include one six months after the attacks and one on each 9/11 anniversary since. Instead, the events have featured moments of silence during which audiences may reflect and pray. Six such moments are planned this year -- two to recall when each of the twin towers was struck, two to recall when each tower fell, one to mark Flight 93, which crashed in Pennsylvania, and one to remember the attack on the Pentagon. But while there has been little controversy over the lack of formal religion at previous ceremonies, this year's event has generated petitions and responses from religious figures across the country.In addition to Land, influential conservative Christian groups, including the American Family Association, the Catholic League for Religious and Civil Rights and the Family Research Council, have called on Bloomberg to change course, as has the televangelist Rev. Pat Robertson.
I'm stunned. This event affected the whole psyche and soul of the country, and you are going to have no prayer? What's a memorial service if you are going to leave God out of it completely? It seems kind of hollow, said Tim Wildmon, president of the American Family Association, which has sent action alerts to its 2.3 million subscribers urging them to write to Bloomberg to protest the ceremony lineup.The Family Research Council, led by Tony Perkins, has also been sending notices to its base. Since launching a petition last week that says the clergy exclusion is offensive to the families of victims and strangely overlooks the role that faith played in bringing healing to countless lives,the group has gathered more than 53,000 signatures.Despite objections, Bloomberg's office has said it won't change the 9/11 plans.The ceremony was designed in coordination with 9/11 families with a mixture of readings that are spiritual, historical and personal in nature. It has been widely supported for the past 10 years and rather than have disagreements over which religious leaders participate we would like to keep the focus of our commemoration ceremony on the family members of those who died. This year's six moments of silence allow every individual a time for personal and religious introspection,Evelyn Erskine, a spokeswoman for the mayor, said in an email.Erskine added that while clergy have never been a formal part of the event, they have attended in previous years, including some who are relatives of 9/11 victims. Those clergy have been allowed to read names of victims like any other family member.
In one of his recent weekly radio shows, Bloomberg warned that the event cannot be political and said it would offer a poem or quote or something that each one of the readers will read with no speeches whatsoever.There’s an awful lot of people that would like to participate, but you just can’t do that once you open it up. So the argument here is, it’s elected officials and those who were there at the time and had some influence,the mayor said on the show.Among those calling for formal religious representation, there are differing views on which clergy should be invited. Land of the Southern Baptist Convention said there should be a Catholic priest, Protestant minister, rabbi and imam.Wildmon said that in a country where the Christian religion is dominant in terms of numbers, a Catholic or Protestant would be appropriate.In a blog post, Dave Silverman, president of American Atheists, wrote that all religious representatives should take part as long as there is an invocation on behalf of nonreligious people.Not all religious leaders are objecting to the ceremony's lineup.Many people would understandably prefer to see a presence of clergy, but priority must be given to families of victims -- that is the overriding concern,said Rabbi Joseph Potasnik, executive vice president of the New York Board of Rabbis. If you do include clergy, then the question becomes,Which faiths should be represented, which are not represented, how does one include everyone? Potasnik said that the controversy should not overshadow all the progress and work that has been done by and among different faiths since 9/11 and noted that other commemorative events will have clergy and prayer. These include an event organized by the New York Police Department on Sept. 8 at Lincoln Center, which will include Rabbi Alvin Kass, the chief of chaplains for the NYPD; Cardinal Edward Egan, the archbishop emeritus of New York; and Bloomberg. Representatives of the Archdiocese of New York are participating in several 9/11-related events, and the Interfaith Center of New York is also hosting many 9/11-related gatherings.

Firefighters begin to gain control over Texas blaze

AUSTIN (Reuters) - Firefighters were gaining ground on Wednesday for the first time in their days-long battle against a large and deadly wildfire southeast of Austin, Texas, officials said.The 33,000-acre (13,000-hectare) Bastrop County Complex fire, which has forced the evacuation of about 5,000 people in the rural community, was about 30 percent contained as of Wednesday morning, said April Saginor, public information officer for the Texas Forest Service.The Bastrop fire, one of nearly 200 fires that have broken out across Texas in the past week, has killed two people and claimed 575 homes, the most houses ever destroyed by a single fire in Texas history.

LOS ANGELES (Reuters) - Fire crews made decisive gains on Tuesday against a fierce blaze that destroyed 12 homes after it was ignited by a small-plane crash in Southern California, and evacuation orders were lifted late in the day for hundreds of dwellings.The fire had grown by roughly 5,000 acres between nightfall Monday and daybreak Tuesday as strong, erratic winds fanned the flames across steep, rugged terrain near the mountain town of Tehachapi, about 150 miles north of Los Angeles.

Lee's remnants bring fresh flood worries to East

CHATTANOOGA, Tenn. – As the leftovers from Tropical Storm Lee brought welcome wet weather to farmers in the Southeast, many areas of the East Coast were getting soaked Wednesday, bringing new concerns about flooding.Tornadoes spawned by Lee damaged hundreds of homes, and flooding knocked out power to hundreds of thousands of people. Trees were uprooted and roads were flooded. Winds from the storm fanned wildfires in Louisiana and Texas. Lee even kicked up tar balls on the Gulf Coast.At least four people died in the storm.Lee was moving north, bringing heavy rain along with it. Flood warnings were in effect Wednesday and Thursday for much of Pennsylvania, New Jersey and upstate New York.Rising waters of a rain-swollen creek forced the evacuation of residents in the northeastern Pennsylvania city of Wilkes-Barre early Wednesday morning.Officials ordered the mandatory evacuation of about 3,000 residents. Rain from Irene also prompted evacuations there two Sundays ago.The National Weather Service issued flood warnings for parts of the Catskills and the Schoharie Creek valley. Those two eastern New York areas were devastated by Tropical Storm Irene on Aug. 28.
There were voluntary evacuations in the Town of Shandaken in the Catskills. MADRID (Reuters) - Spain hopes a meeting of European Union foreign ministers on September 2 will bring progress toward the recognition of a Palestinian state, Minister of Foreign Affairs Trinidad Jimenez said.There's the feeling that now is the time to do something, to give the Palestinians the hope that a state could become reality, she said in an interview with El Pais newspaper published on Sunday.
We have to give them some signal, because if we don't it could generate great frustration for the Palestinian people.The meeting of EU foreign ministers in Sopot, Poland comes ahead of a United Nations General Assembly meeting later in September where President Mahmoud Abbas is seeking to upgrade the Palestinians' status, but is unlikely to emerge with full U.N. membership for his country.More likely is an upgrade of the Palestinian territories to become a non-member state from its current status as an observer. JENIN, West Bank (Reuters) - Once again, it can be easier to find a rifle than a job in the West Bank refugee camp of Jenin.Residents say occasional bursts of gunfire in its narrow streets are an economic indicator as telling as any. Many see the renewed disorder as a consequence of despair.The scene of heavy fighting in 2002 during the last Intifada, or uprising, Jenin camp today challenges the picture of a West Bank prospering under the Palestinian Authority (PA), the Western-backed and internationally-funded government.Young men who fought in the last uprising have since emerged from Israeli prisons to bleak prospects. Their local standing as heroes has not helped them to find work. They hold the PA responsible and say their anger is growing.I live in total despair,said a 25-year-old ex-fighter jailed by Israel at the height of the Intifada and jobless since his release five months ago. To me, the whole world seems black.The camp's 16,000 people, mostly descendants of Palestinians dispossessed when Israel was created in 1948, live with memories of a violent past and little hope for a better future.Some view the camp as a ticking bomb, especially at a time when Palestinian belief in any chance of peace with Israel -- or the removal of half a million Israeli settlers in the West Bank and east Jerusalem, annexed by Israel in 1967 -- has dissolved.Plans by the Palestinian Authority leadership to press a claim to statehood at the United Nations in September offer something to talk about, but little more.Its consequences hard to fathom, the diplomacy planned for New York appears a world away from the daily worries of getting by and the tensions that have surfaced recently within the camp.
In Jenin camp, locals say small groups of masked men have reappeared in the streets, reviving memories of lawless armed gangs that roamed here during the last Intifada.

A few weeks ago, dozens of bullets were fired at a community services center. Separately, UNRWA, the U.N. agency which cares for Palestinian refugees, was forced to suspend its operations temporarily following threats to its staff. The car of one local notable who lives just outside the camp was torched.Adding to the pressures, Israeli security forces have stepped up raids and arrests in the camp in recent months as part of investigations into the killing in April of an Israeli actor and director who ran a community theater.I won't tell you the situation is out of control, but it is not under full control,said Atta Abu Irmaila, a local leader in Fatah, the ruling party in the West Bank led by PA President Mahmoud Abbas. Things are very difficult. If it stays like this, anything is possible.Addressing the camp from mosque minarets, community leaders recently appealed for an end to displays of arms by masked men.Palestinians who know the camp's politics attribute recent disturbances to individual rivalries rather than friction between factions such as Fatah, Hamas and Islamic Jihad.Used to much worse, they say the trouble should not be overdrawn, but talk of tensions rooted in poverty -- at least some of the gunmen belong to the camp's jobless generation.A decade ago, the workforce of Jenin camp and the adjacent city of the same name would have found jobs in nearby Israel. That was before the last Intifada, when Israel identified Jenin as a hub for suicide bombings and shooting attacks.Its military response led to a 10-day assault in 2002 known among Palestinians as the Battle of Jenin.Today, tighter restrictions on access to Israel mean its labor market remains cut off to many. Veterans of the fighting also complain that the PA has failed to offer them employment.What's going on in the camp is because there is no work for the youth,said a 28-year old, a veteran of the fighting who was jailed by Israel for eight years and arrested recently by PA security forces on suspicion of opening fire in the camp.He was cleared of the charges. His treatment by the police has bred more resentment of the PA.When they come into the camp, they come in as if they are going into a war zone, he said. Like others, he would not give his name for fear that talking to the media would bring more police attention.I want to work. Tell me to demolish a mountain and I'll do it, said another Intifada fighter of the same age.We see that our children are going to be worse off than us. If things stay as they are, the pressure will generate an explosion,he said.
ANGER INSIDE
In a report issued in June, UNRWA highlighted a divergence between refugee and non-refugee prosperity in the West Bank, showing higher rates of unemployment among the refugees.Registered refugees account for close to 700,000 of the West Bank's Palestinian population of 2.4 million.Across the Palestinian workforce in the West Bank, one in four were unemployed, the report said.For the most vulnerable, UNRWA runs a job creation program that pays laborers $420 a month for short-term projects, such as building repairs. But it isn't enough to make Jenin prosper.By contrast, the city of Ramallah, the PA's administrative capital, has boomed, thanks in large part to injections of aid from international donors who have backed the PA's efforts to build institutions for statehood.Economic conditions have also improved in other West Bank towns, partly because Israel has relaxed some of the crippling restrictions on movement it imposed during the Intifada.The PA recognizes that Jenin needs more attention to remedy above average unemployment. The government is aware of the need to double the efforts,said Ghassan Khatib, PA spokesman.But the Authority faces an uphill struggle to win local confidence. Its economic policies are seen to be failing and its security forces are also looked upon with a degree of suspicion, their credibility undermined by repeated Israeli raids.Some question the Palestinian security forces' role when the Israeli army still acts as it pleases. Such sentiment generates warnings that the PA could be the focus of future anger.

There's a billiard hall, and there's us, said Gough.There's this anger inside and it's going to come out in certain ways. When the Sept. 11 memorial is dedicated with a solemn ceremony of remembrance at ground zero this year, the names of the 2,983 deceased will be read by victims' families interspersed with remarks from city officials and politicians, including New York City Mayor Michael Bloomberg, New York Gov. Andrew Cuomo and President Barack Obama. But some Christian religious leaders complain that other important voices will not be heard.A growing group of mostly conservative Christian leaders say organizers have shut out clergy and formal prayers from this year's annual 9/11 observance, which has taken on additional significance as the 10th anniversary of the attacks approaches and the long-awaited memorial opens.It's unbelievable, says Richard Land, president of the Ethics & Religious Liberty Commission of the Southern Baptist Convention, who has been sending email blasts to constituents about the the lack of clergy. We live in a country where the overwhelming majority of people identify as Christian or have a religion, and clergy were some of the first people to respond on 9/11 to minister to victims. Why aren't they welcome today? Clergy have never been an official part of the 10 remembrance ceremonies at ground zero, which include one six months after the attacks and one on each 9/11 anniversary since. Instead, the events have featured moments of silence during which audiences may reflect and pray. Six such moments are planned this year -- two to recall when each of the twin towers was struck, two to recall when each tower fell, one to mark Flight 93, which crashed in Pennsylvania, and one to remember the attack on the Pentagon. But while there has been little controversy over the lack of formal religion at previous ceremonies, this year's event has generated petitions and responses from religious figures across the country.In addition to Land, influential conservative Christian groups, including the American Family Association, the Catholic League for Religious and Civil Rights and the Family Research Council, have called on Bloomberg to change course, as has the televangelist Rev. This year's six moments of silence allow every individual a time for personal and religious introspection,Evelyn Erskine, a spokeswoman for the mayor, said in an email.Erskine added that while clergy have never been a formal part of the event, they have attended in previous years, including some who are relatives of 9/11 victims. Those clergy have been allowed to read names of victims like any other family member.

Land of the Southern Baptist Convention said there should be a Catholic priest, Protestant minister, rabbi and imam.Wildmon said that in a country where the Christian religion is dominant in terms of numbers, a Catholic or Protestant would be appropriate.In a blog post, Dave Silverman, president of American Atheists, wrote that all religious representatives should take part as long as there is an invocation on behalf of nonreligious people.Not all religious leaders are objecting to the ceremony's lineup.Many people would understandably prefer to see a presence of clergy, but priority must be given to families of victims -- that is the overriding concern,said Rabbi Joseph Potasnik, executive vice president of the New York Board of Rabbis. If you do include clergy, then the question becomes,Which faiths should be represented, which are not represented, how does one include everyone? Potasnik said that the controversy should not overshadow all the progress and work that has been done by and among different faiths since 9/11 and noted that other commemorative events will have clergy and prayer. These include an event organized by the New York Police Department on Sept. 8 at Lincoln Center, which will include Rabbi Alvin Kass, the chief of chaplains for the NYPD; Cardinal Edward Egan, the archbishop emeritus of New York; and Bloomberg. Representatives of the Archdiocese of New York are participating in several 9/11-related events, and the Interfaith Center of New York is also hosting many 9/11-related gatherings.

PARIS (Reuters) – A meeting of Group of Seven finance chiefs on Friday will discuss the struggling world economy and progress in regulating the financial sector but a coordinated action plan to calm markets is unlikely.Delegates at the one-day gathering in the Mediterranean port city of Marseille will seek to emphasize their commitment to preserving the fragile global recovery while avoiding promoting a one-size-fits-all approach, G7 sources say.Host country France is expected to indicate that different responses are appropriate in different countries to the latest crisis of confidence rocking world markets.This is not a G7 where we are expecting to prepare a formal communique, a French source said. We are sticking to the blueprint of recent G7 meetings, which have been informal ones.Growing fears of a tip back into recession are piling pressure on the G7 finance ministers and central bank governors to agree to moderate austerity drives in some rich economies and keep monetary policy ultra-loose.France is chair this year of both the Group of Seven major industrialized economies and the wider Group of 20, which must respond to sharp market sell-offs in August that betrayed high anxiety among investors over the euro zone's debt crisis and U.S. economic downturn.

In a similar vein to how Hank Paulson threatened martial law on the streets of America if the bailout failed to pass, top banks like UBS are now warning of authoritarian or military government and civil war in a bid to frighten away member states from leaving the euro.It’s a transparent ploy designed to create the pretext for empowering the EU to enforce a common economic policy across all member states, something that British Prime Minister David Cameron is now openly backing.In a UBS Investment Research release, the Swiss bank warns that should member states begin to desert the euro, precipitating a collapse of the single currency, some form of authoritarian or military government, or civil war, would likely ensue.The tone of UBS’ advisory sounds very sobering and authoritative, but we’ve seen this type of financial fearmongering before, during the 2008 bailout debate, which was eventually rammed through on the back of bellicose threats about martial law and economic armageddon.As Senator James Inhofe revealed, then Treasury Secretary Hank Paulson told members of Congress the crisis would be far worse than the great depression if Congress didn’t authorize the bill to buy out toxic debt, a proposal which he abandoned the day after he got the money,added Inhofe, referring to how immediately after it was approved, Paulson announced that the bailout money would not be used to buy up toxic debt but would instead be injected directly into banks like Goldman Sachs, at which he was a former CEO.

Most of them would welcome the return of their old traditional currencies and the value of goods and services would simply be re-valued accordingly.There would be no mass panic, no civil unrest and no need for martial law, but the banking establishment has to make it appear that way in order to preserve the euro and keep the continent on track for a future amalgamation into a 4th Reich-style federal superstate, which was the agenda from the very beginning.

Firefighters begin to gain control over Texas blaze

AUSTIN (Reuters) - Firefighters were gaining ground on Wednesday for the first time in their days-long battle against a large and deadly wildfire southeast of Austin, Texas, officials said.The 33,000-acre (13,000-hectare) Bastrop County Complex fire, which has forced the evacuation of about 5,000 people in the rural community, was about 30 percent contained as of Wednesday morning, said April Saginor, public information officer for the Texas Forest Service.The Bastrop fire, one of nearly 200 fires that have broken out across Texas in the past week, has killed two people and claimed 575 homes, the most houses ever destroyed by a single fire in Texas history.

LOS ANGELES (Reuters) - Fire crews made decisive gains on Tuesday against a fierce blaze that destroyed 12 homes after it was ignited by a small-plane crash in Southern California, and evacuation orders were lifted late in the day for hundreds of dwellings.The fire had grown by roughly 5,000 acres between nightfall Monday and daybreak Tuesday as strong, erratic winds fanned the flames across steep, rugged terrain near the mountain town of Tehachapi, about 150 miles north of Los Angeles.
But the winds eased after dawn, allowing fire crews to go on the offensive and keep the blaze from expanding, said Daniel Berlant, spokesman for the California Department of Forestry and Fire Protection.By Tuesday evening, some 2,100 firefighters backed by bulldozers and an aerial squadron of water-dropping helicopters and fire-retardant tanker planes had carved containment lines around 40 percent of the fire's perimeter, up from 5 percent early on Monday, he said.At day's end, the footprint of the blaze in the mountain slopes, canyons and ranch lands to the south and west of Tehachapi remained where it had been in the morning -- at 13,400 acres and holding.We really turned that corner with this fire with favorable weather conditions,Berlant told Reuters.We're starting to gain the upper hand.The so-called Canyon Fire was sparked late Sunday morning when a single-engine plane crashed near Tehachapi, killing the pilot and a second person aboard.The ensuing blaze quickly engulfed one nearby home, and 11 more dwellings were destroyed on Monday, fire officials said.A total of 650 residences, 1,500 commercial properties and 150 outbuildings were considered at risk at the fire's peak, and hundreds of those homes were ordered evacuated on the first day of the blaze.But with the fire threat abating on Tuesday evening, all evacuations were lifted, Berlant said. Lee's remnants bring fresh flood worries to East

CHATTANOOGA, Tenn. – As the leftovers from Tropical Storm Lee brought welcome wet weather to farmers in the Southeast, many areas of the East Coast were getting soaked Wednesday, bringing new concerns about flooding.Tornadoes spawned by Lee damaged hundreds of homes, and flooding knocked out power to hundreds of thousands of people. Trees were uprooted and roads were flooded. Winds from the storm fanned wildfires in Louisiana and Texas. Lee even kicked up tar balls on the Gulf Coast.At least four people died in the storm.Lee was moving north, bringing heavy rain along with it. Flood warnings were in effect Wednesday and Thursday for much of Pennsylvania, New Jersey and upstate New York.Rising waters of a rain-swollen creek forced the evacuation of residents in the northeastern Pennsylvania city of Wilkes-Barre early Wednesday morning.Officials ordered the mandatory evacuation of about 3,000 residents. Rain from Irene also prompted evacuations there two Sundays ago.The National Weather Service issued flood warnings for parts of the Catskills and the Schoharie Creek valley. Those two eastern New York areas were devastated by Tropical Storm Irene on Aug. 28.
There were voluntary evacuations in the Town of Shandaken in the Catskills. MIAMI – Tropical Storm Maria has formed in the western Atlantic as the 13th named storm of this year's season.The U.S. National Hurricane Center in Miami said Wednesday the storm is about 1,220 miles (1,965 km) west of the Cape Verde Islands and moving west at 23 miles per hour (37 kph).It has top sustained winds of 50 mph (85 kph) and some slight strengthening is possible in the next 48 hours.Meanwhile, Hurricane Katia continues to blow as a Category 1 storm in the Atlantic and was not expected to hit land. It is forecast to pass between the U.S. East Coast and Bermuda over Wednesday night and Thursday.

RAMALLAH, West Bank (Reuters) - President Barack Obama is an unlikely participant in a Palestinian campaign to drum up support for a bid to win U.N. recognition of their statehood -- a diplomatic move opposed by both his administration and Israel.But as part of an official media campaign begun this week, Palestinians have pulled from the archive some words spoken by Obama during the 2010 U.N. General Assembly, in which he alluded to the prospect of a Palestinian state joining the world body.When we come back here next year, we can have an agreement that can lead to a new member of the United Nations, an independent, sovereign state of Palestine living in peace with Israel, Obama says in his 2010 speech.Although described by U.S. officials as no more than an expression of hope, the Obama remarks are one factor cited by Palestinians when explaining their push for U.N. membership at this year's General Assembly, due to convene in a few weeks.If he said it, he must have meant it, Palestinian President Mahmoud Abbas says during a 36-second radio spot.The ad is a reflection of Palestinian frustration with the Obama administration. Spain says supports Palestinian bid for statehood

MADRID (Reuters) - Spain hopes a meeting of European Union foreign ministers on September 2 will bring progress toward the recognition of a Palestinian state, Minister of Foreign Affairs Trinidad Jimenez said.There's the feeling that now is the time to do something, to give the Palestinians the hope that a state could become reality, she said in an interview with El Pais newspaper published on Sunday.
We have to give them some signal, because if we don't it could generate great frustration for the Palestinian people.The meeting of EU foreign ministers in Sopot, Poland comes ahead of a United Nations General Assembly meeting later in September where President Mahmoud Abbas is seeking to upgrade the Palestinians' status, but is unlikely to emerge with full U.N. membership for his country.More likely is an upgrade of the Palestinian territories to become a non-member state from its current status as an observer. JENIN, West Bank (Reuters) - Once again, it can be easier to find a rifle than a job in the West Bank refugee camp of Jenin.Residents say occasional bursts of gunfire in its narrow streets are an economic indicator as telling as any. Many see the renewed disorder as a consequence of despair.The scene of heavy fighting in 2002 during the last Intifada, or uprising, Jenin camp today challenges the picture of a West Bank prospering under the Palestinian Authority (PA), the Western-backed and internationally-funded government.Young men who fought in the last uprising have since emerged from Israeli prisons to bleak prospects. Their local standing as heroes has not helped them to find work. They hold the PA responsible and say their anger is growing.I live in total despair,said a 25-year-old ex-fighter jailed by Israel at the height of the Intifada and jobless since his release five months ago. To me, the whole world seems black.The camp's 16,000 people, mostly descendants of Palestinians dispossessed when Israel was created in 1948, live with memories of a violent past and little hope for a better future.Some view the camp as a ticking bomb, especially at a time when Palestinian belief in any chance of peace with Israel -- or the removal of half a million Israeli settlers in the West Bank and east Jerusalem, annexed by Israel in 1967 -- has dissolved.Plans by the Palestinian Authority leadership to press a claim to statehood at the United Nations in September offer something to talk about, but little more.Its consequences hard to fathom, the diplomacy planned for New York appears a world away from the daily worries of getting by and the tensions that have surfaced recently within the camp.
In Jenin camp, locals say small groups of masked men have reappeared in the streets, reviving memories of lawless armed gangs that roamed here during the last Intifada.

A few weeks ago, dozens of bullets were fired at a community services center. Separately, UNRWA, the U.N. agency which cares for Palestinian refugees, was forced to suspend its operations temporarily following threats to its staff. The car of one local notable who lives just outside the camp was torched.Adding to the pressures, Israeli security forces have stepped up raids and arrests in the camp in recent months as part of investigations into the killing in April of an Israeli actor and director who ran a community theater.I won't tell you the situation is out of control, but it is not under full control,said Atta Abu Irmaila, a local leader in Fatah, the ruling party in the West Bank led by PA President Mahmoud Abbas. Things are very difficult. If it stays like this, anything is possible.Addressing the camp from mosque minarets, community leaders recently appealed for an end to displays of arms by masked men.Palestinians who know the camp's politics attribute recent disturbances to individual rivalries rather than friction between factions such as Fatah, Hamas and Islamic Jihad.Used to much worse, they say the trouble should not be overdrawn, but talk of tensions rooted in poverty -- at least some of the gunmen belong to the camp's jobless generation.A decade ago, the workforce of Jenin camp and the adjacent city of the same name would have found jobs in nearby Israel. That was before the last Intifada, when Israel identified Jenin as a hub for suicide bombings and shooting attacks.Its military response led to a 10-day assault in 2002 known among Palestinians as the Battle of Jenin.Today, tighter restrictions on access to Israel mean its labor market remains cut off to many. Veterans of the fighting also complain that the PA has failed to offer them employment.What's going on in the camp is because there is no work for the youth,said a 28-year old, a veteran of the fighting who was jailed by Israel for eight years and arrested recently by PA security forces on suspicion of opening fire in the camp.He was cleared of the charges. His treatment by the police has bred more resentment of the PA.When they come into the camp, they come in as if they are going into a war zone, he said. Like others, he would not give his name for fear that talking to the media would bring more police attention.I want to work. Tell me to demolish a mountain and I'll do it, said another Intifada fighter of the same age.We see that our children are going to be worse off than us. If things stay as they are, the pressure will generate an explosion,he said.
ANGER INSIDE
In a report issued in June, UNRWA highlighted a divergence between refugee and non-refugee prosperity in the West Bank, showing higher rates of unemployment among the refugees.Registered refugees account for close to 700,000 of the West Bank's Palestinian population of 2.4 million.Across the Palestinian workforce in the West Bank, one in four were unemployed, the report said.For the most vulnerable, UNRWA runs a job creation program that pays laborers $420 a month for short-term projects, such as building repairs. But it isn't enough to make Jenin prosper.By contrast, the city of Ramallah, the PA's administrative capital, has boomed, thanks in large part to injections of aid from international donors who have backed the PA's efforts to build institutions for statehood.Economic conditions have also improved in other West Bank towns, partly because Israel has relaxed some of the crippling restrictions on movement it imposed during the Intifada.The PA recognizes that Jenin needs more attention to remedy above average unemployment. The government is aware of the need to double the efforts,said Ghassan Khatib, PA spokesman.But the Authority faces an uphill struggle to win local confidence. Its economic policies are seen to be failing and its security forces are also looked upon with a degree of suspicion, their credibility undermined by repeated Israeli raids.Some question the Palestinian security forces' role when the Israeli army still acts as it pleases. Such sentiment generates warnings that the PA could be the focus of future anger.
I am the regional secretary general of Fatah but I do not work in politics. My job is social work,said Abu Irmaila. I cannot do politics -- I can't say: Come, there is a Fatah conference, or a march, or support the president, to someone who can't find food to eat.People are saying: We fought the Israelis, we offered martyrs and prisoners and our homes were destroyed. But you, oh Palestinian Authority, Fatah -- what have you done to us? he said.He believes trouble in Jenin camp could spark wider West Bank instability. If there is going to be an explosion in the country ... its starting point will be Jenin camp, he said.People have felt more hounded by the Israelis and the PA since the killing of Juliano Mer Khamis, the Israeli founder of the Freedom Theater, said Jacob Gough, who is now its director.Founded in 2006, the theater aims to provide a creative outlet for youths who have grown up through years of turbulence. There's a billiard hall, and there's us, said Gough.There's this anger inside and it's going to come out in certain ways. The U.S. has been trying to persuade the Palestinians to drop their plan to ask the U.N. this month to approve their independence and instead resume peace talks with Israel.Yasser Abed Rabbo, a top adviser to Palestinian President Mahmoud Abbas, said there was little the Americans could do to change the Palestinians' plans.We are going to the United Nations, regardless of objections or pressure, he said. Abbas is expected to meet with Hale on Wednesday. Ross, who is viewed by the Palestinians as pro-Israel, was not scheduled to attend the meeting.The comments signaled more frustration for President Barack Obama, who has made little progress in nurturing peace talks despite pledges to make Mideast diplomacy a priority.The Palestinians say they are turning to the U.N. after years of sporadic, and inconclusive, peace talks with Israel.
Israel captured the West Bank and east Jerusalem — areas claimed by the Palestinians — in the 1967 Mideast war. Both Israel and the U.S. oppose the U.N. initiative, saying peace can be reached only through negotiations. Israel has called for a resumption of talks without preconditions.The American team was meeting with Israeli Defense Minister Ehud Barak, and Prime Minister Benjamin Netanyahu on Tuesday.Barak's office said his discussions focused on the regional situation and strategy issues,including the Palestinians. He did not elaborate. There was no immediate comment from either Netanyahu's office or the Americans.Abbas confirmed this week that he has held secret talks with the Israeli president and defense minister in recent weeks, but was unable to reach any breakthrough.In a separate matter, an Israeli defense official said Tuesday that the military has temporarily suspended its contentious policy of demolishing illegally built Palestinian homes in the West Bank. The official said the order was issued after determining the policy is not equally enforced against illegally built Jewish settler homes.Palestinians have bitterly complained that demolitions are arbitrary and lopsided and that it's difficult for them to get Israeli construction permits.The official spoke on condition of anonymity to discuss the order, which was issued in an internal memorandum. He didn't say how long the order would last.Also Tuesday, Netanyahu condemned the torching of a mosque in the West Bank earlier in the week, that came a few hours after the Israeli military dismantled structures in an unauthorized West Bank outpost. The name of the outpost, Migron, was spray painted on the mosque, suggesting the act was settler retaliation for the demolitions.Menachem Froman, a rabbi from the settlement of Tekoa who promotes coexistence between Palestinians and settlers, visited the mosque on Tuesday to reconcile between the two sides.In Gaza Tuesday, a Palestinian militant was killed by an Israeli missile as he fired rockets at southern Israel, Gaza Health Ministry spokesman Adham Abu Salmia said.
