Tzachi Hanegbi, a former MK who served as chairman of the Knesset’s Foreign Affairs and Defense Committee, called the Israeli government on Sunday to launch a large military operation in Gaza.Israel must destroy the Iranian kingdom in southern Israel. If it does not happen now it will happen in another month or two, Hanegbi told Channel 2 News on Sunday.Hanegbi, who opposed the 2005 disengagement plan from Gush Katif, said already in 2006 with the outbreak of the Second Lebanon War that the disengagement was a mistake.The Gaza disengagement was a mistake, it was interpreted as a weakness and this weakness invited an attack on Gaza and the northern border, he said back then.In a separate interview he gave to Voice of Israel radio on Sunday, Hanegbi said that there was hope that the Palestinians would grow and develop dialogue with us, but that hope was dashed. He added that the disengagement did not contribute to security and did nothing for peace.Hanegbi was a long time member of the Likud party but left in 2005 to join then-Prime Minister Ariel Sharon, who left the Likud and formed the Kadima party.My heart told me to stay in the same place where I grew up,he said then, but my logic told me to join the historical political move of the Prime Minister. Hanegbi was forced to resign from the Knesset last year, after the Jerusalem Magistrates’ Court ruled that in perjuring himself before the court he committed an act that constitutes moral turpitude.He had been charged with corruptly assisting in the appointment of more than 50 Likud Central Committee members and their relatives to various positions in the Ministry of Environmental Protection during the two years in which he was the minister in charge of that office. He was acquitted of these charges but found guilty of perjury committed during the trial.Hanegbi’s mother is Geula Cohen, who also served for many years as an MK for Likud and for several years was a member of the Tehiya political party, a right-wing party strongly affiliated with the Gush Emunim movement and which included prominent members of Israeli communities in Judea, Samaria, and Gaza such as Rabbi Hanan Porat and attorney Elyakim Haetzni.Cohen later re-joined Likud and while she is no longer in the Knesset, she remains active in right-wing politics. Like her son, she voiced her opposition to the disengagement plan.

Hamas has repeated its past performance of declaring a ceasefire and immediately breaking it, firing more than a dozen more rockets and mortar shells on southern Israel Sunday night and Monday morning.One rocket in the pre-dawn hours hit a building in the Eshkol region, adjacent to Gaza, causing damage but no injuries.The Israeli Security Cabinet Monday morning stated that the ceasefire is one-sided and that the IDF will continue to attack to stop missile launches. It added that Israel will respond to any more rocket and mortar shell attacks with pinpoint retaliation.
The government decision precludes a full-scale ground operation into Gaza, which the opposition Kadima party has demanded.Hamas declared the truce would go into effect Sunday night after the worst round of terrorism against Israel since the counterterrorist Operation Cast Lead campaign in the winter of 2008-2009.Hamas is trying to draw Israel into fighting in [Gaza] to weaken its [Israel’s] power in the international arena in preparation for the Palestinian statehood decree in September, a senior diplomat told Army Radio. This way Hamas will be seen as leading the way for the establishment of a Palestinian state.He said that Hamas wants an escalation despite its ceasefire announcement. GAZA (Reuters) – Israel and the Islamist group Hamas, which controls the Gaza Strip, have agreed to a ceasefire after five days of cross-border violence, officials said on Monday.One official who was involved in mediating talks between Israel and Palestinian factions in Gaza said the groups had reached an understanding on a truce and that the truce has started.A Palestinian official said Hamas had agreed to ensure the recognition of the ceasefire by smaller militant groups which were responsible for most of the rockets fired at Israel in the latest surge in violence.
The Israeli security cabinet met earlier Monday and decided the military would cease its strikes in the Gaza Strip if militants there halted attacks on Israel, according to an Israeli official.The fighting also sparked a diplomatic row between Israel and Egypt after five Egyptian security officers were killed as Israeli troops along the border pursued gunmen who had carried out a series of deadly attacks in Israel.Like similar arrangements in the past, the truce is not a formal agreement, but consists of each side saying it would halt hostilities if the other side did the same.Eight Israelis -- six civilians and two soldiers -- were killed Thursday when the gunmen crossed into southern Israel and opened fire on a number of vehicles on a quiet desert road. [Libya]Al-Qaeda-backed rebels have now seized most of Tripoli, with pockets of forces loyal to Gaddafi still offering resistance as the Libyan leader vows he will be with you until the end. Gaddafi’s sons were seized by rebels while Gaddafi himself has gone into hiding outside the city.The United States formally recognized the rebel council as the country’s legitimate government last month, despite the fact that the rebel army was admittedly spearheaded by Al-Qaeda terrorists who are supposedly the target of a multi-decade war on terror that is now in its tenth year and has cost the U.S. a staggering $5.4 trillion since 9/11.Shortly after the start of the conflict in March, Abdel-Hakim al-Hasidi, the leader of the anti-Gaddafi rebel army,admitted that the rebel ranks include Al-Qaeda terrorists who have killed U.S. troops in Iraq and Afghanistan.Al-Hasidi described the fighters as patriots and good Muslims, not terrorists,adding that members of al-Qaeda are also good Muslims and are fighting against the invader.The Telegraph confirmed that Al-Qaeda fighters had joined with anti-Gaddafi rebels in a story entitled, Libya: the West and al-Qaeda on the same side, in which Richard Spencer wrote how, WikiLeaks cables, independent analysts and reporters have all identified supporters of Islamist causes among the opposition to Col Gaddafi’s regime, particularly in the towns of Benghazi and Dernah.Although NATO and the U.S. admitted that flickers of Al-Qaeda members had infiltrated rebel ranks, in reality, they were leading the anti-Gaddafi forces in several areas of the country. As the Wall Street Journal reported in a piece entitled, Ex-Mujahedeen Help Lead Libyan Rebels, Al-Qaeda terrorists who worked directly for Bin Laden were tasked with recruiting, training and acting as front line field commanders for the rebel army.
Abdel Hakim al-Hasady, an influential Islamic preacher and high-school teacher who spent five years at a training camp in eastern Afghanistan, oversees the recruitment, training and deployment of about 300 rebel fighters from Darna.Mr. Hasady’s field commander on the front lines is Salah al-Barrani, a former fighter from the Libyan Islamic Fighting Group, or LIFG, which was formed in the 1990s by Libyan mujahedeen returning home after helping to drive the Soviets from Afghanistan and dedicated to ousting Mr. Gadhafi from power.Sufyan Ben Qumu, a Libyan army veteran who worked for Osama bin Laden’s holding company in Sudan and later for an al Qaeda-linked charity in Afghanistan, is training many of the city’s rebel recruits.Former jihadist Noman Benotman, who renounced his al Qaeda affiliation in 2000, said in an interview with the Washington Times that he estimates 1,000 jihadists are in Libya.Referring to the fighters as freelance jihadists, Benotman said that the men were part of a North African terror cell known as Al Qaeda in the Islamic Mahgreb (AQIM), and have completely infiltrated the rebel army.A 2007 West Point report indicated that the Benghazi-Darnah-Tobruk area of Libya is a world capital for Al-Qaeda or mujahideen suicide bomber recruitment. Author Webster Tarpley details this intelligence in his excellent analysis piece, The CIA’s Libya Rebels: The Same Terrorists who Killed US, NATO Troops in Iraq.Western intelligence agencies have also utilized their links with Libyan Al-Qaeda cells to target Gaddafi in recent history.In 2002, French intelligence experts revealed how western intelligence agencies bankrolled a Libyan Al-Qaeda cellcontrolled directly by Osama Bin Laden to hatch a plot to kill Gaddafi that was foiled in March 1996. The cell was led by Anas al-Liby, who was with Bin Laden in Sudan before Bin Laden returned to Afghanistan.
Indeed, it was Gaddafi’s Libya who put out the first Interpol warrant for Bin Laden’s arrest in 1998. Western intelligence agencies blocked the warrant from being pursued, allowing Bin Laden and Al-Qaeda to go on and kill more than 200 people in the truck bombings of US embassies in Kenya and Tanzania.Some of the very rebels now being funded, trained, and given embassies by Britain and the U.S. were part of the Al-Qaeda cell that tried to kill Gaddafi on behalf of the United States and Britain 15 years ago.As a result of the United States’ and NATO’s alliance with Al-Qaeda terrorists, Muslim extremists will now be given a free hand to take control of Libya and handed a sizeable portion of the country’s oil and gold wealth to entrench their dominance and ensure all remnants of the Gaddafi regime are swept away.Even the establishment media has now been forced to acknowledge that Gaddafi’s absence will create a vacuum in Libya ready and waiting for Al-Qaeda militants to fill the void. ABC’s Good Morning America quizzed Assistant Secretary of State Jeffrey Feltman on whether developments would allow Al-Qaeda to gain a foothold in the country, a question he was unable to answer.What is almost certain is that the relatively high living standards of Libyans living in cities like Tripoli will now be eviscerated as NATO powers allow the country to be subsumed by radical extremists as the region itself becomes little more than an outpost for the next geopolitical conquest by globalist forces.

Residents of a town dubbed the prettiest in Canada returned this morning to homes demolished by the most powerful tornado to hit Ontario in years, dissolving into tears as the depth of the devastation sank in.One woman said residents of the picturesque Lake Huron community of Goderich were in obvious shock and seemed paralyzed as to what to do next.As daylight emerged, Debbie Hakkers, 49, crawled through the wreckage of her bedroom, sifting through the debris to fish out her jewelry box and laptop.She rushed home from a shopping trip to neighbouring Port Huron on Sunday night to find her home torn apart, the roof ripped off and chunks of the walls blown clear across the street.Her husband Gary, who was inside when the tornado struck at about 4 p.m., escaped with only a few scrapes, but the home they shared is in ruins.
It's a total disaster, Ms. Hakkers said, wiping away tears as she surveyed the rubble.It never really hit me until this morning when I got up and came outside and I just cried.At least 37 people were injured and a 61-year-old worker at a salt mine was killed as winds of 300 kilometres per hour raged through the beach and port town of 8,000, ripping the roofs off historic buildings, turning trees into match sticks and tossing cars around like toys.I've only ever seen this in the movies, said Herb Marshall, owner of the Park House Bar and Restaurant who watched the F2- or F3-level twister rise from a hill off the lake and leave nothing in its path.After examining the damage Monday, investigators determined the storm was an F3-level tornado, Environment Canada's Randy Mawson said.This is the worst damage I've ever seen, said Mr. Mawson, who has been investigating storms for 36 years.Winds of roughly 280 km/h carved a path about 500 metres wide through the town's centre, he added.To the south of that and to the north of that, if you go far enough, you'll see no damage occurring, but along that 500-metre path through the downtown core, quite a bit of damage, he said.Police identified the victim as Norman Laberge, 61, of Lucknow, Ont., who was working in a salt mine in the town when the storm hit.
The mayor called the wreckage catastrophic and declared a state of emergency. By early morning, Ontario Premier Dalton McGuinty had already activated its emergency plan for helping communities struck by disasters.Goderich is one of ours, a member of the family, Mr. McGuinty told CKBK radio. It is a gorgeous town. The centre was stuck particularly hard.Mr. McGuinty said the priority was to ensure the safety of the town's people, and then restore power as the longer-term work of rebuilding Goderich begins.We will rebuild Goderich, he said.It will be a pretty town once again.Dave Phillips, senior climatologist at Environment Canada, said residents were warned of the looming tornado at 3:48 p.m. Sunday, 12 minutes before it hit.He said such alerts are routinely issued between 10 and 15 minutes in advance.Too much advance warning could lull people into a false sense of security and result in more fatalities and property damage, he said.If you have too much time, people think, oh well, I still have time to golf or to get out of this swimming hole or drive home or something like that.Tornado warnings are communicated through a variety of channels, including radio and mobile applications. Warnings urge the public to immediately seek shelter, rather than securing their property, he said.People are encouraged to take cover in low-lying areas and make sure their heads and necks are protected, Mr. Phillips said.It's not the wind that will get you, it's the flying debris that will hurt you, Mr. Phillips said.Cassandra Phillips-Grande, 16, was in a coffee shop in the town square when the wind started to pick up.We saw tables and chairs outside of the cafe flying and then saw an SUV roll like a tumbleweed right in front, she said, adding that everyone in the shop moved to the back of the building.About two seconds later we heard this really big crash and the roof collapsed in the spot where we had all been. When we went outside we saw that some apartments had collapsed right in front of the cafe.Sean Carver watched the storm approach from his patio.
The storm was quick, it blew through and it was gone, he said.The so-called scary part is literally only about two minutes, half an instant, and then the winds go back down to about 80 kilometres an hour, but you know you're safe again.He said residents are helping with the clean up.We cleared out the streets ourselves, we just walked out there to get chainsaws and started clearing it, Mr. Carver said. All you hear is chainsaws. There's tractors driving around because you can't drive anywhere.The town actually comes together and everybody starts helping everybody. There's kids walking down the street with hack saws, teenagers just helping anybody that needs help.Goderich is an historically charming town known for its beautiful beachfront, wooden boardwalk and handsome architecture. According to folklore, it was Queen Victoria who dubbed it the prettiest town in Canada, a motto the town does not attribute to her but has nonetheless adopted.
Hurricane Irene heads toward Hispaniola and US

SAN JUAN, Puerto Rico – Hurricane Irene cut power to more than a million people in Puerto Rico, downing trees and flooding streets on Monday, and forecasters warned it could be a major storm as it threatens Florida and South Carolina by the end of the week.There were no reports of deaths of major injuries in Puerto Rico, but Gov. Luis Fortuno declared a state of emergency and urged people to stay indoors to avoid downed power lines, flooded streets and other hazards.This isn't the time to go out to find out what happened ... This is the time stay in your homes, Fortuno said at a news conference.The first hurricane of the Atlantic storm season posed an immediate threat to the northeastern coast of the Dominican Republic, though the center of the hurricane was expected to miss neighboring Haiti, which shares the island of Hispaniola. Nearly 600,000 Haitians are still homeless due to the January 2010 earthquake and that country could still see heavy rain and tropical-storm-force winds, said Dennis Feltgen, a spokesman for the U.S. National Hurricane Center in Miami.We don't expect to this to get ripped up over the mountains of Hispaniola, Feltgen said. We expect it to remain a hurricane.The U.S. National Hurricane Center projected that Irene could grow into a Category 3 hurricane with winds of 115 mph (184 kph) over the Bahamas on Thursday. It's probably three pages long.Officials in Charleston, South Carolina, warned residents to monitor Irene closely. It has been six years since a hurricane hit the South Carolina coast, said Joe Farmer of the state Emergency Management Division.Hurricane Irene centered about 70 miles (115 kilometers) northeast of Punta Cana, Dominican Republic late Monday morning and it was moving toward the west-northwest at 13 mph (20 kph). Schools, most government offices and many businesses remained closed. Strong quake hits eastern Japan, no tsunami threat

TOKYO – Officials say a strong earthquake has hit near Japan's eastern coast, but there is no danger of a tsunami.Japan's Meteorological Agency says the quake struck Monday evening and registered a preliminary magnitude of 6.0. It was centered off the coast of Ibaraki, about 140 miles (220 kilometers) east of Tokyo, at a depth of 20 miles (30 kilometers).The agency says there is no danger of a tsunami. Wall Street Aristocracy Got $1.2 Trillion From Fed

Citigroup Inc. (C) and Bank of America Corp. (BAC) were the reigning champions of finance in 2006 as home prices peaked, leading the 10 biggest U.S. banks and brokerage firms to their best year ever with $104 billion of profits.By 2008, the housing market’s collapse forced those companies to take more than six times as much, $669 billion, in emergency loans from the U.S. Federal Reserve. The loans dwarfed the $160 billion in public bailouts the top 10 got from the U.S. Treasury, yet until now the full amounts have remained secret.Fed Chairman Ben S. Bernanke’s unprecedented effort to keep the economy from plunging into depression included lending banks and other companies as much as $1.2 trillion of public money, about the same amount U.S. homeowners currently owe on 6.5 million delinquent and foreclosed mortgages. The largest borrower, Morgan Stanley (MS), got as much as $107.3 billion, while Citigroup took $99.5 billion and Bank of America $91.4 billion, according to a Bloomberg News compilation of data obtained through Freedom of Information Act requests, months of litigation and an act of Congress.These are all whopping numbers, said Robert Litan, a former Justice Department official who in the 1990s served on a commission probing the causes of the savings and loan crisis. You’re talking about the aristocracy of American finance going down the tubes without the federal money.(View the Bloomberg interactive graphic to chart the Fed’s financial bailout.)
Foreign Borrowers
It wasn’t just American finance. Almost half of the Fed’s top 30 borrowers, measured by peak balances, were European firms. They included Edinburgh-based Royal Bank of Scotland Plc, which took $84.5 billion, the most of any non-U.S. lender, and Zurich-based UBS AG (UBSN), which got $77.2 billion. Germany’s Hypo Real Estate Holding AG borrowed $28.7 billion, an average of $21 million for each of its 1,366 employees.The largest borrowers also included Dexia SA (DEXB), Belgium’s biggest bank by assets, and Societe Generale SA, based in Paris, whose bond-insurance prices have surged in the past month as investors speculated that the spreading sovereign debt crisis in Europe might increase their chances of default.The $1.2 trillion peak on Dec. 5, 2008 -- the combined outstanding balance under the seven programs tallied by Bloomberg -- was almost three times the size of the U.S. federal budget deficit that year and more than the total earnings of all federally insured banks in the U.S. for the decade through 2010, according to data compiled by Bloomberg.
Peak Balance
The balance was more than 25 times the Fed’s pre-crisis lending peak of $46 billion on Sept. 12, 2001, the day after terrorists attacked the World Trade Center in New York and the Pentagon. Denominated in $1 bills, the $1.2 trillion would fill 539 Olympic-size swimming pools.The Fed has said it had no credit losses on any of the emergency programs, and a report by Federal Reserve Bank of New York staffers in February said the central bank netted $13 billion in interest and fee income from the programs from August 2007 through December 2009.We designed our broad-based emergency programs to both effectively stem the crisis and minimize the financial risks to the U.S. taxpayer, said James Clouse, deputy director of the Fed’s division of monetary affairs in Washington. Nearly all of our emergency-lending programs have been closed. We have incurred no losses and expect no losses.While the 18-month U.S. recession that ended in June 2009 after a 5.1 percent contraction in gross domestic product was nowhere near the four-year, 27 percent decline between August 1929 and March 1933, banks and the economy remain stressed.
Odds of Recession
The odds of another recession have climbed during the past six months, according to five of nine economists on the Business Cycle Dating Committee of the National Bureau of Economic Research, an academic panel that dates recessions.Bank of America’s bond-insurance prices last week surged to a rate of $342,040 a year for coverage on $10 million of debt, above where Lehman Brothers Holdings Inc. (LEHMQ)’s bond insurance was priced at the start of the week before the firm collapsed. Citigroup’s shares are trading below the split-adjusted price of $28 that they hit on the day the bank’s Fed loans peaked in January 2009. The U.S. unemployment rate was at 9.1 percent in July, compared with 4.7 percent in November 2007, before the recession began.Homeowners are more than 30 days past due on their mortgage payments on 4.38 million properties in the U.S., and 2.16 million more properties are in foreclosure, representing a combined $1.27 trillion of unpaid principal, estimates Jacksonville, Florida-based Lender Processing Services Inc.
Liquidity Requirements
Why in hell does the Federal Reserve seem to be able to find the way to help these entities that are gigantic? U.S. Representative Walter B. Jones, a Republican from North Carolina, said at a June 1 congressional hearing in Washington on Fed lending disclosure. They get help when the average businessperson down in eastern North Carolina, and probably across America, they can’t even go to a bank they’ve been banking with for 15 or 20 years and get a loan.The sheer size of the Fed loans bolsters the case for minimum liquidity requirements that global regulators last year agreed to impose on banks for the first time, said Litan, now a vice president at the Kansas City, Missouri-based Kauffman Foundation, which supports entrepreneurship research. Liquidity refers to the daily funds a bank needs to operate, including cash to cover depositor withdrawals.The rules, which mandate that banks keep enough cash and easily liquidated assets on hand to survive a 30-day crisis, don’t take effect until 2015. Another proposed requirement for lenders to keep stable funding for a one-year horizon was postponed until at least 2018 after banks showed they’d have to raise as much as $6 trillion in new long-term debt to comply.
Stark Illustration
Regulators are not going to go far enough to prevent this from happening again, said Kenneth Rogoff, a former chief economist at the International Monetary Fund and now an economics professor at Harvard University.Reforms undertaken since the crisis might not insulate U.S. markets and financial institutions from the sovereign budget and debt crises facing Greece, Ireland and Portugal, according to the U.S. Financial Stability Oversight Council, a 10-member body created by the Dodd-Frank Act and led by Treasury Secretary Timothy Geithner.The recent financial crisis provides a stark illustration of how quickly confidence can erode and financial contagion can spread, the council said in its July 26 report.
21,000 Transactions
Any new rescues by the U.S. central bank would be governed by transparency laws adopted in 2010 that require the Fed to disclose borrowers after two years.Fed officials argued for more than two years that releasing the identities of borrowers and the terms of their loans would stigmatize banks, damaging stock prices or leading to depositor runs. A group of the biggest commercial banks last year asked the U.S. Supreme Court to keep at least some Fed borrowings secret. In March, the high court declined to hear that appeal, and the central bank made an unprecedented release of records.Data gleaned from 29,346 pages of documents obtained under the Freedom of Information Act and from other Fed databases of more than 21,000 transactions make clear for the first time how deeply the world’s largest banks depended on the U.S. central bank to stave off cash shortfalls. Even as the firms asserted in news releases or earnings calls that they had ample cash, they drew Fed funding in secret, avoiding the stigma of weakness.
Morgan Stanley Borrowing
Two weeks after Lehman’s bankruptcy in September 2008, Morgan Stanley countered concerns that it might be next to go by announcing it had strong capital and liquidity positions. The statement, in a Sept. 29, 2008, press release about a $9 billion investment from Tokyo-based Mitsubishi UFJ Financial Group Inc., said nothing about Morgan Stanley’s Fed loans.That was the same day as the firm’s $107.3 billion peak in borrowing from the central bank, which was the source of almost all of Morgan Stanley’s available cash, according to the lending data and documents released more than two years later by the Financial Crisis Inquiry Commission. The amount was almost three times the company’s total profits over the past decade, data compiled by Bloomberg show.Mark Lake, a spokesman for New York-based Morgan Stanley, said the crisis caused the industry to fundamentally re- evaluate the way it manages its cash.We have taken the lessons we learned from that period and applied them to our liquidity-management program to protect both our franchise and our clients going forward, Lake said. He declined to say what changes the bank had made.
Acceptable Collateral
In most cases, the Fed demanded collateral for its loans -- Treasuries or corporate bonds and mortgage bonds that could be seized and sold if the money wasn’t repaid. That meant the central bank’s main risk was that collateral pledged by banks that collapsed would be worth less than the amount borrowed.As the crisis deepened, the Fed relaxed its standards for acceptable collateral. Typically, the central bank accepts only bonds with the highest credit grades, such as U.S. Treasuries. By late 2008, it was accepting junk bonds, those rated below investment grade. It even took stocks, which are first to get wiped out in a liquidation.Morgan Stanley borrowed $61.3 billion from one Fed program in September 2008, pledging a total of $66.5 billion of collateral, according to Fed documents. Securities pledged included $21.5 billion of stocks, $6.68 billion of bonds with a junk credit rating and $19.5 billion of assets with an unknown rating, according to the documents. About 25 percent of the collateral was foreign-denominated.
Willingness to Lend
What you’re looking at is a willingness to lend against just about anything, said Robert Eisenbeis, a former research director at the Federal Reserve Bank of Atlanta and now chief monetary economist in Atlanta for Sarasota, Florida-based Cumberland Advisors Inc.The lack of private-market alternatives for lending shows how skeptical trading partners and depositors were about the value of the banks’ capital and collateral, Eisenbeis said.The markets were just plain shut, said Tanya Azarchs, former head of bank research at Standard & Poor’s and now an independent consultant in Briarcliff Manor, New York.If you needed liquidity, there was only one place to go.Even banks that survived the crisis without government capital injections tapped the Fed through programs that promised confidentiality. London-based Barclays Plc (BARC) borrowed $64.9 billion and Frankfurt-based Deutsche Bank AG (DBK) got $66 billion. Sarah MacDonald, a spokeswoman for Barclays, and John Gallagher, a spokesman for Deutsche Bank, declined to comment.
Below-Market Rates
While the Fed’s last-resort lending programs generally charge above-market interest rates to deter routine borrowing, that practice sometimes flipped during the crisis. On Oct. 20, 2008, for example, the central bank agreed to make $113.3 billion of 28-day loans through its Term Auction Facility at a rate of 1.1 percent, according to a press release at the time.The rate was less than a third of the 3.8 percent that banks were charging each other to make one-month loans on that day. Bank of America and Wachovia Corp. each got $15 billion of the 1.1 percent TAF loans, followed by Royal Bank of Scotland’s RBS Citizens NA unit with $10 billion, Fed data show.JPMorgan Chase & Co. (JPM), the New York-based lender that touted its fortress balance sheet at least 16 times in press releases and conference calls from October 2007 through February 2010, took as much as $48 billion in February 2009 from TAF. The facility, set up in December 2007, was a temporary alternative to the discount window, the central bank’s 97-year-old primary lending program to help banks in a cash squeeze.
Larger Than TARP
Goldman Sachs Group Inc. (GS), which in 2007 was the most profitable securities firm in Wall Street history, borrowed $69 billion from the Fed on Dec. 31, 2008. Among the programs New York-based Goldman Sachs tapped after the Lehman bankruptcy was the Primary Dealer Credit Facility, or PDCF, designed to lend money to brokerage firms ineligible for the Fed’s bank-lending programs.Michael Duvally, a spokesman for Goldman Sachs, declined to comment.The Fed’s liquidity lifelines may increase the chances that banks engage in excessive risk-taking with borrowed money, Rogoff said. Such a phenomenon, known as moral hazard, occurs if banks assume the Fed will be there when they need it, he said. The size of bank borrowings certainly shows the Fed bailout was in many ways much larger than TARP, Rogoff said.TARP is the Treasury Department’s Troubled Asset Relief Program, a $700 billion bank-bailout fund that provided capital injections of $45 billion each to Citigroup and Bank of America, and $10 billion to Morgan Stanley. Because most of the Treasury’s investments were made in the form of preferred stock, they were considered riskier than the Fed’s loans, a type of senior debt.
Dodd-Frank Requirement
In December, in response to the Dodd-Frank Act, the Fed released 18 databases detailing its temporary emergency-lending programs.Congress required the disclosure after the Fed rejected requests in 2008 from the late Bloomberg News reporter Mark Pittman and other media companies that sought details of its loans under the Freedom of Information Act. After fighting to keep the data secret, the central bank released unprecedented information about its discount window and other programs under court order in March 2011.Bloomberg News combined Fed databases made available in December and July with the discount-window records released in March to produce daily totals for banks across all the programs, including the Asset-Backed Commercial Paper Money Market Mutual Fund Liquidity Facility, Commercial Paper Funding Facility, discount window, PDCF, TAF, Term Securities Lending Facility and single-tranche open market operations. The programs supplied loans from August 2007 through April 2010.
Rolling Crisis
The result is a timeline illustrating how the credit crisis rolled from one bank to another as financial contagion spread.Fed borrowings by Societe Generale (GLE), France’s second-biggest bank, peaked at $17.4 billion in May 2008, four months after the Paris-based lender announced a record 4.9 billion-euro ($7.2 billion) loss on unauthorized stock-index futures bets by former trader Jerome Kerviel.Morgan Stanley’s top borrowing came four months later, after Lehman’s bankruptcy. Citigroup crested in January 2009, as did 43 other banks, the largest number of peak borrowings for any month during the crisis. Bank of America’s heaviest borrowings came two months after that.Sixteen banks, including Plano, Texas-based Beal Financial Corp. and Jacksonville, Florida-based EverBank Financial Corp., didn’t hit their peaks until February or March 2010.
Using Subsidiaries
At no point was there a material risk to the Fed or the taxpayer, as the loan required collateralization, said Reshma Fernandes, a spokeswoman for EverBank, which borrowed as much as $250 million.Banks maximized their borrowings by using subsidiaries to tap Fed programs at the same time. In March 2009, Charlotte, North Carolina-based Bank of America drew $78 billion from one facility through two banking units and $11.8 billion more from two other programs through its broker-dealer, Bank of America Securities LLC.Banks also shifted balances among Fed programs. Many preferred the TAF because it carried less of the stigma associated with the discount window, often seen as the last resort for lenders in distress, according to a January 2011 paper by researchers at the New York Fed.After the Lehman bankruptcy, hedge funds began pulling their cash out of Morgan Stanley, fearing it might be the next to collapse, the Financial Crisis Inquiry Commission said in a January report, citing interviews with former Chief Executive Officer John Mack and then-Treasurer David Wong.
Borrowings Surge
Morgan Stanley’s borrowings from the PDCF surged to $61.3 billion on Sept. 29 from zero on Sept. 14. At the same time, its loans from the Term Securities Lending Facility, or TSLF, rose to $36 billion from $3.5 billion. Morgan Stanley treasury reports released by the FCIC show the firm had $99.8 billion of liquidity on Sept. 29, a figure that included Fed borrowings.The cash flow was all drying up, said Roger Lister, a former Fed economist who’s now head of financial-institutions coverage at credit-rating firm DBRS Inc. in New York. Did they have enough resources to cope with it? The answer would be yes, but they needed the Fed.While Morgan Stanley’s Fed demands were the most acute, Citigroup was the most chronic borrower among the largest U.S. banks. The New York-based company borrowed $10 million from the TAF on the program’s first day in December 2007 and had more than $25 billion outstanding under all programs by May 2008, according to Bloomberg data.
Tapping Six Programs
By Nov. 21, when Citigroup began talks with the government to get a $20 billion capital injection on top of the $25 billion received a month earlier, its Fed borrowings had doubled to about $50 billion.Over the next two months the amount almost doubled again. On Jan. 20, as the stock sank below $3 for the first time in 16 years amid investor concerns that the lender’s capital cushion might be inadequate, Citigroup was tapping six Fed programs at once. Its total borrowings amounted to more than twice the federal Department of Education’s 2011 budget.
Citigroup was in debt to the Fed on seven out of every 10 days from August 2007 through April 2010, the most frequent U.S. borrower among the 100 biggest publicly traded firms by pre- crisis market valuation. On average, the bank had a daily balance at the Fed of almost $20 billion.
Help Motivate Others
Citibank basically was sustained by the Fed for a very long time, said Richard Herring, a finance professor at the University of Pennsylvania in Philadelphia who has studied financial crises.Jon Diat, a Citigroup spokesman, said the bank made use of programs that achieved the goal of instilling confidence in the markets.JPMorgan CEO Jamie Dimon said in a letter to shareholders last year that his bank avoided many government programs. It did use TAF, Dimon said in the letter, but this was done at the request of the Federal Reserve to help motivate others to use the system.
The bank, the second-largest in the U.S. by assets, first tapped the TAF in May 2008, six months after the program debuted, and then zeroed out its borrowings in September 2008. The next month, it started using TAF again.On Feb. 26, 2009, more than a year after TAF’s creation, JPMorgan’s borrowings under the program climbed to $48 billion. On that day, the overall TAF balance for all banks hit its peak, $493.2 billion. Two weeks later, the figure began declining.Our prior comment is accurate, said Howard Opinsky, a spokesman for JPMorgan.
The Cheapest Source
Herring, the University of Pennsylvania professor, said some banks may have used the program to maximize profits by borrowing from the cheapest source, because this was supposed to be secret and never revealed.Whether banks needed the Fed’s money for survival or used it because it offered advantageous rates, the central bank’s lender-of-last-resort role amounts to a free insurance policy for banks guaranteeing the arrival of funds in a disaster, Herring said.An IMF report last October said regulators should consider charging banks for the right to access central bank funds.
The extent of official intervention is clear evidence that systemic liquidity risks were under-recognized and mispriced by both the private and public sectors,the IMF said in a separate report in April.Access to Fed backup support leads you to subject yourself to greater risks, Herring said. 26 Behold, I set before you this day a blessing and a curse;
27 A blessing, if ye obey the commandments of the LORD your God, which I command you this day:
28 And a curse, if ye will not obey the commandments of the LORD your God, but turn aside out of the way which I command you this day, to go after other gods, which ye have not known.
29 And it shall come to pass, when the LORD thy God hath brought thee in unto the land whither thou goest to possess it, that thou shalt put the blessing upon mount Gerizim, and the curse upon mount Ebal.

5 But unto the place which the LORD your God shall choose out of all your tribes to put his name there, even unto his habitation shall ye seek, and thither thou shalt come:

21 If the place which the LORD thy God hath chosen to put his name there be too far from thee, then thou shalt kill of thy herd and of thy flock, which the LORD hath given thee, as I have commanded thee, and thou shalt eat in thy gates whatsoever thy soul lusteth after.

29 When the LORD thy God shall cut off the nations from before thee, whither thou goest to possess them, and thou succeedest them, and dwellest in their land;
30 Take heed to thyself that thou be not snared by following them, after that they be destroyed from before thee; and that thou enquire not after their gods, saying, How did these nations serve their gods? even so will I do likewise.
31 Thou shalt not do so unto the LORD thy God: for every abomination to the LORD, which he hateth, have they done unto their gods; for even their sons and their daughters they have burnt in the fire to their gods.
32 What thing soever I command you, observe to do it: thou shalt not add thereto, nor diminish from it.

1 If there arise among you a prophet, or a dreamer of dreams, and giveth thee a sign or a wonder,
2 And the sign or the wonder come to pass, whereof he spake unto thee, saying, Let us go after other gods, which thou hast not known, and let us serve them;
3 Thou shalt not hearken unto the words of that prophet, or that dreamer of dreams: for the LORD your God proveth you, to know whether ye love the LORD your God with all your heart and with all your soul.
4 Ye shall walk after the LORD your God, and fear him, and keep his commandments, and obey his voice, and ye shall serve him, and cleave unto him.
5 And that prophet, or that dreamer of dreams, shall be put to death; because he hath spoken to turn you away from the LORD your God, which brought you out of the land of Egypt, and redeemed you out of the house of bondage, to thrust thee out of the way which the LORD thy God commanded thee to walk in. So shalt thou put the evil away from the midst of thee.
6 If thy brother, the son of thy mother, or thy son, or thy daughter, or the wife of thy bosom, or thy friend, which is as thine own soul, entice thee secretly, saying, Let us go and serve other gods, which thou hast not known, thou, nor thy fathers;
7 Namely, of the gods of the people which are round about you, nigh unto thee, or far off from thee, from the one end of the earth even unto the other end of the earth;
8 Thou shalt not consent unto him, nor hearken unto him; neither shall thine eye pity him, neither shalt thou spare, neither shalt thou conceal him:
9 But thou shalt surely kill him; thine hand shall be first upon him to put him to death, and afterwards the hand of all the people.

11 And all Israel shall hear, and fear, and shall do no more any such wickedness as this is among you.

13 Certain men, the children of Belial, are gone out from among you, and have withdrawn the inhabitants of their city, saying, Let us go and serve other gods, which ye have not known;
14 Then shalt thou enquire, and make search, and ask diligently; and, behold, if it be truth, and the thing certain, that such abomination is wrought among you;
15 Thou shalt surely smite the inhabitants of that city with the edge of the sword, destroying it utterly, and all that is therein, and the cattle thereof, with the edge of the sword.
16 And thou shalt gather all the spoil of it into the midst of the street thereof, and shalt burn with fire the city, and all the spoil thereof every whit, for the LORD thy God: and it shall be an heap for ever; it shall not be built again.
17 And there shall cleave nought of the cursed thing to thine hand: that the LORD may turn from the fierceness of his anger, and shew thee mercy, and have compassion upon thee, and multiply thee, as he hath sworn unto thy fathers;
18 When thou shalt hearken to the voice of the LORD thy God, to keep all his commandments which I command thee this day, to do that which is right in the eyes of the LORD thy God.
DEUTERONOMY 14:1-29
1 Ye are the children of the LORD your God: ye shall not cut yourselves, nor make any baldness between your eyes for the dead.
2 For thou art an holy people unto the LORD thy God, and the LORD hath chosen thee to be a peculiar people unto himself, above all the nations that are upon the earth.
3 Thou shalt not eat any abominable thing.
4 These are the beasts which ye shall eat: the ox, the sheep, and the goat,
5 The hart, and the roebuck, and the fallow deer, and the wild goat, and the pygarg, and the wild ox, and the chamois.
6 And every beast that parteth the hoof, and cleaveth the cleft into two claws, and cheweth the cud among the beasts, that ye shall eat.
7 Nevertheless these ye shall not eat of them that chew the cud, or of them that divide the cloven hoof; as the camel, and the hare, and the coney: for they chew the cud, but divide not the hoof; therefore they are unclean unto you.
8 And the swine, because it divideth the hoof, yet cheweth not the cud, it is unclean unto you: ye shall not eat of their flesh, nor touch their dead carcase.
9 These ye shall eat of all that are in the waters: all that have fins and scales shall ye eat:
10 And whatsoever hath not fins and scales ye may not eat; it is unclean unto you.
11 Of all clean birds ye shall eat.
12 But these are they of which ye shall not eat: the eagle, and the ossifrage, and the ospray,
13 And the glede, and the kite, and the vulture after his kind,
14 And every raven after his kind,
15 And the owl, and the night hawk, and the cuckow, and the hawk after his kind,
16 The little owl, and the great owl, and the swan,
17 And the pelican, and the gier eagle, and the cormorant,
18 And the stork, and the heron after her kind, and the lapwing, and the bat.
19 And every creeping thing that flieth is unclean unto you: they shall not be eaten.
20 But of all clean fowls ye may eat.
21 Ye shall not eat of any thing that dieth of itself: thou shalt give it unto the stranger that is in thy gates, that he may eat it; or thou mayest sell it unto an alien: for thou art an holy people unto the LORD thy God. Thou shalt not seethe a kid in his mother's milk.
22 Thou shalt truly tithe all the increase of thy seed, that the field bringeth forth year by year.
23 And thou shalt eat before the LORD thy God, in the place which he shall choose to place his name there, the tithe of thy corn, of thy wine, and of thine oil, and the firstlings of thy herds and of thy flocks; that thou mayest learn to fear the LORD thy God always.
24 And if the way be too long for thee, so that thou art not able to carry it; or if the place be too far from thee, which the LORD thy God shall choose to set his name there, when the LORD thy God hath blessed thee:
25 Then shalt thou turn it into money, and bind up the money in thine hand, and shalt go unto the place which the LORD thy God shall choose:
26 And thou shalt bestow that money for whatsoever thy soul lusteth after, for oxen, or for sheep, or for wine, or for strong drink, or for whatsoever thy soul desireth: and thou shalt eat there before the LORD thy God, and thou shalt rejoice, thou, and thine household,
27 And the Levite that is within thy gates; thou shalt not forsake him; for he hath no part nor inheritance with thee.
28 At the end of three years thou shalt bring forth all the tithe of thine increase the same year, and shalt lay it up within thy gates:
29 And the Levite, (because he hath no part nor inheritance with thee,) and the stranger, and the fatherless, and the widow, which are within thy gates, shall come, and shall eat and be satisfied; that the LORD thy God may bless thee in all the work of thine hand which thou doest.
DEUTERONOMY 15:1-23
1 At the end of every seven years thou shalt make a release.
2 And this is the manner of the release: Every creditor that lendeth ought unto his neighbour shall release it; he shall not exact it of his neighbour, or of his brother; because it is called the LORD'S release.
3 Of a foreigner thou mayest exact it again: but that which is thine with thy brother thine hand shall release;
4 Save when there shall be no poor among you; for the LORD shall greatly bless thee in the land which the LORD thy God giveth thee for an inheritance to possess it:
5 Only if thou carefully hearken unto the voice of the LORD thy God, to observe to do all these commandments which I command thee this day.
6 For the LORD thy God blesseth thee, as he promised thee: and thou shalt lend unto many nations, but thou shalt not borrow; and thou shalt reign over many nations, but they shall not reign over thee.
7 If there be among you a poor man of one of thy brethren within any of thy gates in thy land which the LORD thy God giveth thee, thou shalt not harden thine heart, nor shut thine hand from thy poor brother:
8 But thou shalt open thine hand wide unto him, and shalt surely lend him sufficient for his need, in that which he wanteth.
9 Beware that there be not a thought in thy wicked heart, saying, The seventh year, the year of release, is at hand; and thine eye be evil against thy poor brother, and thou givest him nought; and he cry unto the LORD against thee, and it be sin unto thee.
10 Thou shalt surely give him, and thine heart shall not be grieved when thou givest unto him: because that for this thing the LORD thy God shall bless thee in all thy works, and in all that thou puttest thine hand unto.
11 For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.
12 And if thy brother, an Hebrew man, or an Hebrew woman, be sold unto thee, and serve thee six years; then in the seventh year thou shalt let him go free from thee.
13 And when thou sendest him out free from thee, thou shalt not let him go away empty:
14 Thou shalt furnish him liberally out of thy flock, and out of thy floor, and out of thy winepress: of that wherewith the LORD thy God hath blessed thee thou shalt give unto him.
15 And thou shalt remember that thou wast a bondman in the land of Egypt, and the LORD thy God redeemed thee: therefore I command thee this thing to day.
16 And it shall be, if he say unto thee, I will not go away from thee; because he loveth thee and thine house, because he is well with thee;
17 Then thou shalt take an aul, and thrust it through his ear unto the door, and he shall be thy servant for ever. And also unto thy maidservant thou shalt do likewise.
18 It shall not seem hard unto thee, when thou sendest him away free from thee; for he hath been worth a double hired servant to thee, in serving thee six years: and the LORD thy God shall bless thee in all that thou doest.
19 All the firstling males that come of thy herd and of thy flock thou shalt sanctify unto the LORD thy God: thou shalt do no work with the firstling of thy bullock, nor shear the firstling of thy sheep.
20 Thou shalt eat it before the LORD thy God year by year in the place which the LORD shall choose, thou and thy household.
21 And if there be any blemish therein, as if it be lame, or blind, or have any ill blemish, thou shalt not sacrifice it unto the LORD thy God.
22 Thou shalt eat it within thy gates: the unclean and the clean person shall eat it alike, as the roebuck, and as the hart.
23 Only thou shalt not eat the blood thereof; thou shalt pour it upon the ground as water.

1 Observe the month of Abib, and keep the passover unto the LORD thy God: for in the month of Abib the LORD thy God brought thee forth out of Egypt by night.
2 Thou shalt therefore sacrifice the passover unto the LORD thy God, of the flock and the herd, in the place which the LORD shall choose to place his name there.

9 Seven weeks shalt thou number unto thee: begin to number the seven weeks from such time as thou beginnest to put the sickle to the corn.

30 Take heed to thyself that thou be not snared by following them, after that they be destroyed from before thee; and that thou enquire not after their gods, saying, How did these nations serve their gods? even so will I do likewise.
31 Thou shalt not do so unto the LORD thy God: for every abomination to the LORD, which he hateth, have they done unto their gods; for even their sons and their daughters they have burnt in the fire to their gods.
32 What thing soever I command you, observe to do it: thou shalt not add thereto, nor diminish from it.
DEUTERONOMY 13:1-18
1 If there arise among you a prophet, or a dreamer of dreams, and giveth thee a sign or a wonder,
2 And the sign or the wonder come to pass, whereof he spake unto thee, saying, Let us go after other gods, which thou hast not known, and let us serve them;
3 Thou shalt not hearken unto the words of that prophet, or that dreamer of dreams: for the LORD your God proveth you, to know whether ye love the LORD your God with all your heart and with all your soul.
4 Ye shall walk after the LORD your God, and fear him, and keep his commandments, and obey his voice, and ye shall serve him, and cleave unto him.
5 And that prophet, or that dreamer of dreams, shall be put to death; because he hath spoken to turn you away from the LORD your God, which brought you out of the land of Egypt, and redeemed you out of the house of bondage, to thrust thee out of the way which the LORD thy God commanded thee to walk in. So shalt thou put the evil away from the midst of thee.
6 If thy brother, the son of thy mother, or thy son, or thy daughter, or the wife of thy bosom, or thy friend, which is as thine own soul, entice thee secretly, saying, Let us go and serve other gods, which thou hast not known, thou, nor thy fathers;
7 Namely, of the gods of the people which are round about you, nigh unto thee, or far off from thee, from the one end of the earth even unto the other end of the earth;
8 Thou shalt not consent unto him, nor hearken unto him; neither shall thine eye pity him, neither shalt thou spare, neither shalt thou conceal him:
9 But thou shalt surely kill him; thine hand shall be first upon him to put him to death, and afterwards the hand of all the people.
10 And thou shalt stone him with stones, that he die; because he hath sought to thrust thee away from the LORD thy God, which brought thee out of the land of Egypt, from the house of bondage.
11 And all Israel shall hear, and fear, and shall do no more any such wickedness as this is among you.
12 If thou shalt hear say in one of thy cities, which the LORD thy God hath given thee to dwell there, saying,
13 Certain men, the children of Belial, are gone out from among you, and have withdrawn the inhabitants of their city, saying, Let us go and serve other gods, which ye have not known;
14 Then shalt thou enquire, and make search, and ask diligently; and, behold, if it be truth, and the thing certain, that such abomination is wrought among you;
15 Thou shalt surely smite the inhabitants of that city with the edge of the sword, destroying it utterly, and all that is therein, and the cattle thereof, with the edge of the sword.
16 And thou shalt gather all the spoil of it into the midst of the street thereof, and shalt burn with fire the city, and all the spoil thereof every whit, for the LORD thy God: and it shall be an heap for ever; it shall not be built again.
17 And there shall cleave nought of the cursed thing to thine hand: that the LORD may turn from the fierceness of his anger, and shew thee mercy, and have compassion upon thee, and multiply thee, as he hath sworn unto thy fathers;
18 When thou shalt hearken to the voice of the LORD thy God, to keep all his commandments which I command thee this day, to do that which is right in the eyes of the LORD thy God.
DEUTERONOMY 14:1-29
1 Ye are the children of the LORD your God: ye shall not cut yourselves, nor make any baldness between your eyes for the dead.
2 For thou art an holy people unto the LORD thy God, and the LORD hath chosen thee to be a peculiar people unto himself, above all the nations that are upon the earth.
3 Thou shalt not eat any abominable thing.
4 These are the beasts which ye shall eat: the ox, the sheep, and the goat,
5 The hart, and the roebuck, and the fallow deer, and the wild goat, and the pygarg, and the wild ox, and the chamois.
6 And every beast that parteth the hoof, and cleaveth the cleft into two claws, and cheweth the cud among the beasts, that ye shall eat.
7 Nevertheless these ye shall not eat of them that chew the cud, or of them that divide the cloven hoof; as the camel, and the hare, and the coney: for they chew the cud, but divide not the hoof; therefore they are unclean unto you.
8 And the swine, because it divideth the hoof, yet cheweth not the cud, it is unclean unto you: ye shall not eat of their flesh, nor touch their dead carcase.
9 These ye shall eat of all that are in the waters: all that have fins and scales shall ye eat:
10 And whatsoever hath not fins and scales ye may not eat; it is unclean unto you.
11 Of all clean birds ye shall eat.
12 But these are they of which ye shall not eat: the eagle, and the ossifrage, and the ospray,
13 And the glede, and the kite, and the vulture after his kind,
14 And every raven after his kind,
15 And the owl, and the night hawk, and the cuckow, and the hawk after his kind,
16 The little owl, and the great owl, and the swan,
17 And the pelican, and the gier eagle, and the cormorant,
18 And the stork, and the heron after her kind, and the lapwing, and the bat.
19 And every creeping thing that flieth is unclean unto you: they shall not be eaten.
20 But of all clean fowls ye may eat.
21 Ye shall not eat of any thing that dieth of itself: thou shalt give it unto the stranger that is in thy gates, that he may eat it; or thou mayest sell it unto an alien: for thou art an holy people unto the LORD thy God. Thou shalt not seethe a kid in his mother's milk.
22 Thou shalt truly tithe all the increase of thy seed, that the field bringeth forth year by year.
23 And thou shalt eat before the LORD thy God, in the place which he shall choose to place his name there, the tithe of thy corn, of thy wine, and of thine oil, and the firstlings of thy herds and of thy flocks; that thou mayest learn to fear the LORD thy God always.
24 And if the way be too long for thee, so that thou art not able to carry it; or if the place be too far from thee, which the LORD thy God shall choose to set his name there, when the LORD thy God hath blessed thee:
25 Then shalt thou turn it into money, and bind up the money in thine hand, and shalt go unto the place which the LORD thy God shall choose:
26 And thou shalt bestow that money for whatsoever thy soul lusteth after, for oxen, or for sheep, or for wine, or for strong drink, or for whatsoever thy soul desireth: and thou shalt eat there before the LORD thy God, and thou shalt rejoice, thou, and thine household,
27 And the Levite that is within thy gates; thou shalt not forsake him; for he hath no part nor inheritance with thee.
28 At the end of three years thou shalt bring forth all the tithe of thine increase the same year, and shalt lay it up within thy gates:
29 And the Levite, (because he hath no part nor inheritance with thee,) and the stranger, and the fatherless, and the widow, which are within thy gates, shall come, and shall eat and be satisfied; that the LORD thy God may bless thee in all the work of thine hand which thou doest.
DEUTERONOMY 15:1-23
1 At the end of every seven years thou shalt make a release.
2 And this is the manner of the release: Every creditor that lendeth ought unto his neighbour shall release it; he shall not exact it of his neighbour, or of his brother; because it is called the LORD'S release.
3 Of a foreigner thou mayest exact it again: but that which is thine with thy brother thine hand shall release;
4 Save when there shall be no poor among you; for the LORD shall greatly bless thee in the land which the LORD thy God giveth thee for an inheritance to possess it:
5 Only if thou carefully hearken unto the voice of the LORD thy God, to observe to do all these commandments which I command thee this day.
6 For the LORD thy God blesseth thee, as he promised thee: and thou shalt lend unto many nations, but thou shalt not borrow; and thou shalt reign over many nations, but they shall not reign over thee.
7 If there be among you a poor man of one of thy brethren within any of thy gates in thy land which the LORD thy God giveth thee, thou shalt not harden thine heart, nor shut thine hand from thy poor brother:
8 But thou shalt open thine hand wide unto him, and shalt surely lend him sufficient for his need, in that which he wanteth.
9 Beware that there be not a thought in thy wicked heart, saying, The seventh year, the year of release, is at hand; and thine eye be evil against thy poor brother, and thou givest him nought; and he cry unto the LORD against thee, and it be sin unto thee.
10 Thou shalt surely give him, and thine heart shall not be grieved when thou givest unto him: because that for this thing the LORD thy God shall bless thee in all thy works, and in all that thou puttest thine hand unto.
11 For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.
12 And if thy brother, an Hebrew man, or an Hebrew woman, be sold unto thee, and serve thee six years; then in the seventh year thou shalt let him go free from thee.
13 And when thou sendest him out free from thee, thou shalt not let him go away empty:
14 Thou shalt furnish him liberally out of thy flock, and out of thy floor, and out of thy winepress: of that wherewith the LORD thy God hath blessed thee thou shalt give unto him.
15 And thou shalt remember that thou wast a bondman in the land of Egypt, and the LORD thy God redeemed thee: therefore I command thee this thing to day.
16 And it shall be, if he say unto thee, I will not go away from thee; because he loveth thee and thine house, because he is well with thee;
17 Then thou shalt take an aul, and thrust it through his ear unto the door, and he shall be thy servant for ever. And also unto thy maidservant thou shalt do likewise.
18 It shall not seem hard unto thee, when thou sendest him away free from thee; for he hath been worth a double hired servant to thee, in serving thee six years: and the LORD thy God shall bless thee in all that thou doest.
19 All the firstling males that come of thy herd and of thy flock thou shalt sanctify unto the LORD thy God: thou shalt do no work with the firstling of thy bullock, nor shear the firstling of thy sheep.
20 Thou shalt eat it before the LORD thy God year by year in the place which the LORD shall choose, thou and thy household.
21 And if there be any blemish therein, as if it be lame, or blind, or have any ill blemish, thou shalt not sacrifice it unto the LORD thy God.
22 Thou shalt eat it within thy gates: the unclean and the clean person shall eat it alike, as the roebuck, and as the hart.
23 Only thou shalt not eat the blood thereof; thou shalt pour it upon the ground as water.
DEUTERONOMY 16:1-17
1 Observe the month of Abib, and keep the passover unto the LORD thy God: for in the month of Abib the LORD thy God brought thee forth out of Egypt by night.
2 Thou shalt therefore sacrifice the passover unto the LORD thy God, of the flock and the herd, in the place which the LORD shall choose to place his name there.
3 Thou shalt eat no leavened bread with it; seven days shalt thou eat unleavened bread therewith, even the bread of affliction; for thou camest forth out of the land of Egypt in haste: that thou mayest remember the day when thou camest forth out of the land of Egypt all the days of thy life.
4 And there shall be no leavened bread seen with thee in all thy coast seven days; neither shall there any thing of the flesh, which thou sacrificedst the first day at even, remain all night until the morning.
5 Thou mayest not sacrifice the passover within any of thy gates, which the LORD thy God giveth thee:
6 But at the place which the LORD thy God shall choose to place his name in, there thou shalt sacrifice the passover at even, at the going down of the sun, at the season that thou camest forth out of Egypt.
7 And thou shalt roast and eat it in the place which the LORD thy God shall choose: and thou shalt turn in the morning, and go unto thy tents.
8 Six days thou shalt eat unleavened bread: and on the seventh day shall be a solemn assembly to the LORD thy God: thou shalt do no work therein.
9 Seven weeks shalt thou number unto thee: begin to number the seven weeks from such time as thou beginnest to put the sickle to the corn.
10 And thou shalt keep the feast of weeks unto the LORD thy God with a tribute of a freewill offering of thine hand, which thou shalt give unto the LORD thy God, according as the LORD thy God hath blessed thee:
11 And thou shalt rejoice before the LORD thy God, thou, and thy son, and thy daughter, and thy manservant, and thy maidservant, and the Levite that is within thy gates, and the stranger, and the fatherless, and the widow, that are among you, in the place which the LORD thy God hath chosen to place his name there.
12 And thou shalt remember that thou wast a bondman in Egypt: and thou shalt observe and do these statutes.
13 Thou shalt observe the feast of tabernacles seven days, after that thou hast gathered in thy corn and thy wine:
14 And thou shalt rejoice in thy feast, thou, and thy son, and thy daughter, and thy manservant, and thy maidservant, and the Levite, the stranger, and the fatherless, and the widow, that are within thy gates.
15 Seven days shalt thou keep a solemn feast unto the LORD thy God in the place which the LORD shall choose: because the LORD thy God shall bless thee in all thine increase, and in all the works of thine hands, therefore thou shalt surely rejoice.
16 Three times in a year shall all thy males appear before the LORD thy God in the place which he shall choose; in the feast of unleavened bread, and in the feast of weeks, and in the feast of tabernacles: and they shall not appear before the LORD empty:
17 Every man shall give as he is able, according to the blessing of the LORD thy God which he hath given thee.

ISAIAH 54:11-55:5
11 O thou afflicted, tossed with tempest, and not comforted, behold, I will lay thy stones with fair colours, and lay thy foundations with sapphires.
12 And I will make thy windows of agates, and thy gates of carbuncles, and all thy borders of pleasant stones.
13 And all thy children shall be taught of the LORD; and great shall be the peace of thy children.
14 In righteousness shalt thou be established: thou shalt be far from oppression; for thou shalt not fear: and from terror; for it shall not come near thee.
15 Behold, they shall surely gather together, but not by me: whosoever shall gather together against thee shall fall for thy sake.

17 No weapon that is formed against thee shall prosper; and every tongue that shall rise against thee in judgment thou shalt condemn. This is the heritage of the servants of the LORD, and their righteousness is of me, saith the LORD.
1 Ho, every one that thirsteth, come ye to the waters, and he that hath no money; come ye, buy, and eat; yea, come, buy wine and milk without money and without price.
2 Wherefore do ye spend money for that which is not bread? and your labour for that which satisfieth not? hearken diligently unto me, and eat ye that which is good, and let your soul delight itself in fatness.
3 Incline your ear, and come unto me: hear, and your soul shall live; and I will make an everlasting covenant with you, even the sure mercies of David.
4 Behold, I have given him for a witness to the people, a leader and commander to the people.
5 Behold, thou shalt call a nation that thou knowest not, and nations that knew not thee shall run unto thee because of the LORD thy God, and for the Holy One of Israel; for he hath glorified thee.

9 I wrote unto you in an epistle not to company with fornicators:
10 Yet not altogether with the fornicators of this world, or with the covetous, or extortioners, or with idolaters; for then must ye needs go out of the world.
11 But now I have written unto you not to keep company, if any man that is called a brother be a fornicator, or covetous, or an idolater, or a railer, or a drunkard, or an extortioner; with such an one no not to eat.
12 For what have I to do to judge them also that are without? do not ye judge them that are within?
13 But them that are without God judgeth. Therefore put away from among yourselves that wicked person.
