European observers who are considering coming to Jerusalem to supervise the demolishing of the Shepherd Hotel in the Shimon HaTzaddik-Sheikh Jarrah neighborhood would do well to think twice about making the journey, says director of the Ateret Cohanim Foundation, Mati Dan – otherwise they could find themselves facing some uncomfortable facts about their past, not to mention the target of a vigorous effort by Ateret Cohanim to have them deported for trying to incite riots.The only thing these people have to say to the Jews of Jerusalem is to beg for our forgiveness for what they have done to us for thousands of years, culminating in the Holocaust, Dan tells Israel National News in an interview. Before anything else, they need to give an honest accounting to themselves, to us, and to the world, and certainly not involve themselves in telling Jews how and where to build in their homeland.On Monday, as bulldozers began demolishing the old hotel, on a site purchased by Dr. Irving Moskowitz of the U.S., the British Independent newspaper published a confidential report that quoted 25 consul-generals of European countries stationed in Jerusalem as calling for an international observer force to keep an eye on Jewish actions in Arab and mixed neighborhoods of Jerusalem.

The report, quoted by the paper, states that Israel has left Palestinian neighborhoods ever more isolated and is actively pursuing its annexation by systematically undermining the Palestinian presence in the city, by using legal and practical means.The Consuls-General, who are in essence EU ambassadors to the Palestinian Authority, called for an official European presence in Jerusalem, to ensure EU intervention when Palestinians are arrested or intimidated by Israeli authorities for peaceful cultural, social or political activities.But Dan does not intend to roll out the welcome mat for these observers if they show up – quite the opposite. They have no business here, and we will do everything legally possible to prevent them from interfering with Jewish building in our capital. How ironic it is, he said, that the very people whose policies guaranteed the deaths of 6 million Jews just a few decades ago, are now in a rush to defend against the home of Hajj Amin al-Husseini, the great Arab ally of the Nazis.Husseini, who over nearly three decades inspired and organized pogroms, riots, and murders of Jews, had drawn up with the Nazis plans for the enslavement and elimination of the Jewish residents of the Land of Israel when the Nazis invaded and conquered the country. “Husseini was the owner of the hotel, which now legally belongs to Jewish owners, as has been proven in court numerous times. In other words, the Europeans would rather take the side of the modern-day persecutors of Jews, the spiritual heirs of Husseini, instead of apologizing for what they have done to us, says Dan. Such people have no place here.

So far, the government has not responded to the latest attempt by the EU to pressure Israel into halting building at the site, and Dan hopes things will remain that way. If the EU does try to poke its nose into Israel's building policy, Dan says he is ready for them. Danish PM sued over Lisbon Treaty

EUOBSERVER / BRUSSELS - The Danish Supreme Court on Tuesday (11 January) ruled admissible a complaint filed by 28 citizens who are trying to sue Prime Minister Lars Lokke Rasmussen for having adopted the Lisbon Treaty without a referendum.In a surprising ruling, the country's top constitutional judges allowed the plaintiffs to pursue their case against Mr Rasmussen for breach of the constitution, despite having rejected a similar case in 1996 when the Maastricht Treaty was also adopted without a referendum.However, this time the Supreme Court found that the 28 plaintiffs have a requisite legal interest in having their claims verified.The group of professors, actors, writers and euro-sceptic politicians mounting the constitutional challenge argues that the Lisbon Treaty does indeed hand over parts of national sovereignty to Brussels and therefore a referendum should have taken place.It is unclear what would happen if they win. The plaintiffs have far-fetched hopes it could lead to the undoing of the treaty itself, but in any case the PM would not face any personal repercussions.Mr Lokke Rasmussen said he took note of the ruling but maintained his position that the Danish Parliament did not breach the Constitution when approving the Lisbon Treaty without a referendum. I don't think there should be any consequence to this, the prime minister said.When the Lisbon Treaty was first signed, in 2007, then-prime minister Anders Fogh Rasmussen said that the parliament would have to vote on it, but there was no need for a referendum because no sovereignty was relinquished.

The mood among EU leaders at the time was to avoid referendums, after the initial Constitutional Treaty was rejected by a popular poll both in France and the Netherlands. All governments used the no sovereignty transfer argument to avoid a referendum, except for the Irish one. Initially, in 2008, the Irish people rejected the EU treaty, but one year later, after intense lobbying both the No and the Yes camps and top-level assurances that there will be no interference in the country's social and fiscal laws, a second referendum was held, approving the Lisbon Treaty.
Back in 2009 when he was leader of the opposition, British Prime Minister David Cameron spearheaded attacks on the Labour government to hold a referendum on the Lisbon pact. Mr Cameron is currently walking a thin line in ensuring that no referendum is being held on the latest EU treaty change, approved by all 27 heads of state in December, concerning a permanent EU bailout mechanism. A bill is being debated on Tuesday in the British Parliament proposing that any significant EU treaty changes must be approved by a national referendum in the future. The term significant implies that any non significant changes, such as the bailout mechanism, could pass without a referendum - a distinction loathed by Conservative eurosceptic hard-liners.Sovereignty issues were also a hurdle for the ratification in the Czech Republic and Poland and a constant concern in Germany, where several constitutional challenges have been brought. None of them were able to block the ratification of the treaty, however.Germany's Constitutional Court in Karlsruhe managed to box through enhanced powers for the national parliament in EU matters as it deemed that the European Parliament is not democratically elected.

EUOBSERVER / BRUSSELS - A court order potentially giving US security services access to data on all 637,000 people who follow the WikiLeaks Twitter account has added fuel to the fire of an EU debate on data retention.The online short-message service Twitter on Friday (7 January) announced it won a legal battle to disclose that the US has issued a court order seeking private information on WikiLeaks founder Julian Assange, his alleged source for the classified US documents, Bradley Manning and three of his supporters - Icelandic MP Birgitta Jonsdottir, Dutch hacker Rop Gonggrijp and US programmer Jacob Appelbaum.The US subpoena also requires the disclosure of non-content information associated with any communication or file stored by or for the accounts, such as the source and the destination e-mail addresses and IP addresses. In short, this means that all the 637,000 Twitter users following the WikiLeaks account may be a potential target.The news, which will enable the five named people to appeal the order, comes just as US foreign policy chief Hillary Clinton starts a Middle East trip she herself dubbed an apology tour after leaked cables revealed US-Arab intrigues against Iran. Iceland, for one, does not think US embarrassment justifies the sweeping court injunction against WikiLeaks supporters, however.

Foreign minister Oessur Skarphedinsson has summoned the US ambassador to Reykjavik for an explanation and told Icelandic public radio RUV: According to the documents that I have seen, an Icelandic parliamentarian is being investigated in a criminal case in the United States for no reason at all.Ms Jonsdottir was the chief sponsor of the Icelandic Modern Media Initiative (IMMI) co-authored with WikiLeaks founder Julian Assange, aimed to make the small Atlantic island an international haven for investigative journalism and free speech. She also helped to produce a video for WikiLeaks showing a US Apache helicopter shooting civilians in Iraq in 2007.
Writing on her Twitter page Ms Jonsdottir said she has done nothing wrong and that she will be contesting the subpoena in court: I don't blame Twitter for what is going on - they fought a brave battle for their customers in this case.A spokeswoman for Twitter told EUobserver: to help users protect their rights, it's our policy to notify users about law enforcement and governmental requests for their information, unless we are prevented by law from doing so.MEPs concerned with data privacy issues on Monday said the US move proves that governments need checks and balances on access to private data.We need to show the US that they can't impose their rules on the whole world and that there is a real possibility for redress and appeal when such orders are issued,Green German MEP Jan Philipp Albrecht, who is in charge of formulating parliament's opinion on an over-arching data-sharing deal with the US, told EUobserver.This Twitter subpoena has no legal base for accessing all that data, so you can't say if it's proportionate or not. Now more than ever, the EU needs to make the case for common rules or else we could simply minimise the data transfers to the US.Parliament last year got its first data privacy scalp when it used its new powers to block a deal on US access to EU citizens' back details, on the so-called Swift deal.

The situation for journalists in the Netherlands and Poland is arguably worse than in the US after an EU law mandated telecommunication companies to store all data, with security services now able to snoop on phone and email information without judicial oversight.The highly contested EU legislation is coming up for review by the European Commission in March five years after it entered into life.Data protection activists find it scandalous that the responsible commissioner, Cecilia Malmstrom, said in December that data retention is here to stay despite lack of evidence on its utility: Dutch evidence on usefulness almost entirely pre-dates the EU law; Hungary gave no data at all to the EU review process; and the UK merely said security services have requested access 3 million times.Activists who despair of repealing the legislation are focusing their energies on creating an EU-wide system of checks on government powers in the area.You can't forbid retention by repealing the directive. Data will still be kept by companies for billing and settling customer disputes. British MPs to debate EU referendum lock

EUOBSERVER / BRUSSELS - Eurosceptic Conservative MPs are expected to test the authority of British Prime Minister David Cameron on Tuesday (11 January) when the House of Commons debates a European Union Bill, designed to prevent the transfer of powers to Brussels without a national referendum first taking place. Forced into an uneasy coalition with the pro-European Liberal Democrats last year, Conservative rightwingers claim the new bill fails to preserve national sovereignty, raising the prospect of a return to the in-party fighting over Europe that dogged former Tory prime minister John Major in the early 1990s.If passed by the British parliament, the new bill would ensure that any significant EU treaty changes must be approved by a national referendum in the future.Ministers would be able to wave through treaty changes deemed as not significant, something London is expected to do regarding the establishment of a permanent European Stability Mechanism to aid struggling eurozone states.Any example of government rather than citizen approval would be open to challenge via a judicial review however.Proposals to introduce the 'referendum lock' on European powers were first suggested by David Cameron in 2009 after he ruled out a referendum on the Lisbon Treaty following its ratification by all 27 EU member states.

UK foreign secretary William Hague defended the plans over the weekend as the strongest defence of national democracy put in place anywhere in Europe, but eurosceptic Tories are unconvinced.Individuals such as veteran backbencher Bill Cash, Conservative chairman of the British parliament's European scrutiny committee, say the new law will fail to increase the democratic say.It was sold as a bill that was going to increase the power to the people, Mr Cash told the BBC.In fact, what it does is undermine the power of the people by giving greater opportunities and gateways for the judiciary to be able to assert its ultimate authority over parliament and that is not a good thing.The opposition Labour Party has described the bill as a dog's dinner, arguing that the government should focus on restoring economic growth and jobs, rather than incessantly striving to appease Conservative eurosceptic MPs.While Mr Cameron has so far avoided even a modicum of the trouble that has plagued former British leaders, the Conservative prime minister has been careful not to appear soft over the 'EU question', with his electorate traditionally more cautious on the subject than in many member states on the European continent.

In a series of battles with the European Parliament late last year, Mr Cameron led the member state charge against a six-percent increase in the EU's 2011 budget, although the final figure of 2.9 percent was far above his initial call for a spending freeze.More budgetary battles are expected this year as EU institutions and member states prepare to negotiate the EU's long-term spending programme, post 2013.

EUOBSERVER / BRUSSELS - Major European powers are putting the squeeze on Portugal to follow Greece and Ireland and knock on the doors of EU and IMF bail-out resources.
Reports over the weekend quote senior European sources as saying Berlin, Paris and other core eurozone capitals are leaning heavily on Lisbon to apply for a financial rescue, although the Portuguese government continues to deny that any pressure is being mounted.The news comes as Portugal is set to go to the markets on Wednesday (12 January) with a fresh government debt offering of €1.25 billion.All eyes will be monitoring the sale this week, as any indication that capital markets have abandoned the country will be seen as the final straw before Lisbon is forced to seek external financial assistance.France and Germany have indicated in the context of the Eurogroup that Portugal should apply for help sooner rather than later, an unnamed senior EU source was quoted by Reuters on Sunday as saying.Reports out of Germany also say Lisbon is under pressure from Berlin and Paris.The Reuters source added that discussions on a possible Portuguese bail-out by the EU and IMF have been taking place since July last year and that Finland and the Netherlands were also of the opinion that it is time for Portugal to admit defeat.

The eurozone core fears that if a firewall is not built around Portugal, investor nervousness could spread to Spain, a much larger economy than those of the two states - Greece and Ireland - that have already been bailed out.However, formal negotiations with Lisbon have yet to begin, the source continued, and discussions have yet to match the pace of similar talks ahead of the Greek bail-out last May or that of Ireland last November.Should Portugal decide to ask for a rescue, the bill would amount to between €60 and €80 billion, the source said.On Friday, the Portuguese 10-year bond yield climbed to an all-time eurozone history high of 7.193 percent, a sharp jump up from the 6.957 percent demanded by investors the day before.
On Tuesday, the government managed to raise €500 billion in six-month treasury bills but only by forking out a record 3.686 percent, up from 2.045 percent for the previous such auction.Lisbon for its part insists that the government is under no pressure, with a government spokesman on Sunday saying the reports were untrue.This story has no foundations, it is false, the spokesman said.

Berlin also denied the reports.

It is not the strategy of the German government to push Portugal to take the bailout, said government spokesman Steffen Seibert.Lisbon argues that its stringent austerity measures have met with success in cutting its budget deficit, meeting its deficit target for 2010 of 7.3 percent of GDP, down from 9.3 percent in 2009.Adding to the country's woes, on Friday, the Swiss central bank said that it had stopped accepting Portuguese government debt as collateral, a move that follows a similar downgrade of Irish debt.

Terrorists fired a short range 'Kassam'-type rocket at Israel Tuesday morning. The rocket exploded in Hof Ashkelon county, north of Gaza. No one was hurt and no damage was reported.Gaza terrorists fired four rockets at Israel Monday, causing no casualties or damage.London-based pan-Arab newspaper A-Sharq Al-Awsat reported that Hamas is having difficulty persuading other groups in Gaza to stop firing rockets at Israel and that its terrorist militia has deployed along the border with Israel to try and increase its degree of control there.Palestinian Arab sources told the newspaper that Hamas officials met with representatives of other organizations, but that these groups refused to commit to a calm vis-a-vis Israel or to refrain from responding to Israeli actions. They reportedly did agree not to initiate an escalation.Reports from Gaza are tightly controlled by Hamas and should be seen as part of the group's sophisticated psychological warfare against Israel.Hamas also reported that Israel rearrested a PA Member of Parliament for Hamas, Omar Abdel Razek. Nof Tzion Holder Sold to Jewish Investors for 11M Shekels'

Investment house DS Apex has sold its share of the ownership of Digal - the bankrupt company that developed the Nof Tzion real estate project - to a body representing nationalist Jewish investors, according to financial website Calcalist.The buyers paid 11 million shekels for the one-third of Digal's shares.The investors will tip the scales in the shareholders' vote Tuesday afternoon, in favor of selling the project to a group that includes food chain owner Rami Levy and an American investor, and against a bid by Arab businessman Bashir Al-Masri.The Jewish buyers' offer is reportedly identical to the one made by Al-Masri. In a late-night post on its Facebook site Monday, activist group my Israel (Israel Online Ambassadors) informed its members that it seems at the moment that [the purchase] has indeed been blocked,and numerous forces are acting to complete a deal that would transfer ownership of the neighborhood to Jewish hands.Another report that appears to confirm that Nof Tzion is safe from a hostile buy-up appeared on the Maariv-NRG website. Under the headline Racism in Business, Too, a column by financial editor Yehudah Sharoni bemoans the collapse of the Arab attempt to purchase the neighborhood.

Sharoni tells his readers that Digal, the developer of Nof Tzion, is in financial difficulties and was about to be sold to Al-Masri, until an attack by settlers on Digal's creditor - Bank Leumi - torpedoed the deal.Sources close to attorney Dov Weisglass, who represents Al-Masri, told Sharoni that the bank has caved in to settler pressure and that therefore Digal will not be sold to the Palestinian investor after all.Sharoni explains that 100 of the neighborhood's 300 planned homes have been bought by religious Jewish families and that the investors fear the Arab buyer would sell the rest of the neighborhood to Arabs. Sources close to Masri denied that they intend to harm the Jewish apartment buyers and stressed that he intends to create a partition between the tenants, he writes.This last line appears to be an indirect confirmation that the Jewish concerns were justified, and that Al-Masri planned to sell the rest of the neighborhood to Arabs, and then (perhaps) build an apartheid wall between the Jews and Arabs. Calcalist also reported that Al-Masri intended to house Arabs in the remaining 200 homes. An attorney representing opponents of the Al-Masri deal demanded Tuesday that Bank Leumi refuse to accept the check written by Al-Masri because it violates the law against money laundering.

Strains emerging in Israel's coalition government

JERUSALEM – Prime Minister Benjamin Netanyahu rebuked his combative foreign minister on Tuesday for attacking members of the Israeli leader's Likud party, pointing to growing strains within the coalition government.In a rambling news conference, Foreign Minister Avigdor Lieberman criticized Likud leaders for opposing an initiative to investigate Israeli human rights groups critical of the government. He said it was a strange spectacle to see Likud members protecting groups that he described as terrorist collaborators.Netanyahu's office said the prime minister utterly rejects the comments, reminding Lieberman that Likud is a democratic and pluralistic party and not a dictatorship of one opinion.Lieberman leads the hawkish Yisrael Beitenu Party, dominated by immigrants from the former Soviet Union like Lieberman himself. It made strong gains in 2009 elections with a nationalist message that, among other things, questioned the loyalty of Israel's Arab minority.

Lieberman more recently has turned his attention to Israeli human rights groups, pushing parliament to launch an inquiry into funding sources of organizations deemed hostile to Israel. In particular, he is targeting groups that have helped seek prosecution of Israeli soldiers for alleged war crimes during battles against Palestinian militants.Critics say Lieberman's proposal would stifle dissent and limit democracy. Rosen Effect May Mean Anti-Peres Protests

Last Wednesday, Interior Minister Eli Yishai had to be escorted from a memorial ceremony after Danny Rosen led several people in shouting at him. Rosen, who lost his partner Ahuva Tomer in the Carmel fire, blamed Yishai for being insufficiently prepared to put out a major blaze.As Rosen yelled, President Shimon Peres sat and watched, and did not intervene.Peres' silence may come back to haunt him, as the Rosen Effect could be used again him as well, say relatives of terrorism victims. Dr. Aryeh Bachrach, whose son Ohad was murdered by terrorists in 1995, spoke to Arutz Sheva's Hebrew-language news service about a plan to target Peres for protest.

We were very upset by the fact that the first citizen,the president, sat there and watched as they were accusing the Interior Minister. After all, everyone knows that the Interior Minister was not responsible for the fire, and did not tell the bus where to go, Bachrach said.His responsibility for this disaster is far less than Shimon Peres' responsibility for Oslo and what happened afterward.If in the future Peres attends a memorial event for victims of terrorism, he is likely to face angry relatives who, like Danny Rosen, will protest his presence. There will be no hooligan's protest, Bachrach said, but rather, relatives will wave protest signs and calmly demonstrate.I hope he will save us the trouble, and will simply not attend, he added.Bachrach noted that if Peres had spoken up after the event at which Yishai was targeted, he would feel differently. Even now, if Peres denounces the public humiliation of Yishai, I would accept that. I have no interest in disgracing the institution of the presidency, he said. BRISBANE, Australia – Greg Kowald was driving through the center of Toowoomba when a terrifying, tsunami-like wall of water roared through the streets of the northeast Australian city.Office windows exploded, cars careened into trees and bobbed in the churning brown water like corks. The deluge washed away bridges and sidewalks; people desperately clung to power poles to survive. Before it was over, the flash flood left at least 10 dead and 78 missing.The water was literally leaping, six or 10 feet into the air, through creeks and over bridges and into parks, Kowald, a 53-year-old musician, told The Associated Press on Tuesday. There was nowhere to escape, even if there had been warnings. There was just a sea of water about a kilometer (half a mile) wide.The violent surge in Toowoomba brought the overall death toll from weeks of flooding in Queensland state to 20, a sudden acceleration in a crisis that had been unfolding gradually with swollen rivers overflowing their banks and inundating towns while moving toward the ocean. Queensland Premier Anna Bligh said there were grave fears for at least 18 of those missing.

The high waters headed next to Australia's third-largest city, Brisbane, where up to 9,000 homes were expected to be swamped. The Brisbane River overflowed its banks Tuesday and officials warned that dozens of low-lying neighborhoods and parts of downtown could be inundated in coming days.But nothing downstream was expected to be as fierce as the flash flood that struck Toowoomba on Monday. It was sparked by a freak storm — up to 6 inches (150 millimeters) fell in half an hour.There was water coming down everywhere in biblical proportions, Toowoomba council member Joe Ramia told the AP.Ramia, 63, was driving downtown when the flash flood struck. He parked his car and dashed on foot for higher ground, keeping an eye on the carnage unfolding below: Cars transformed into scrap metal as they were flung into an elevated railway line, giant metal industrial bins tossed about as if made of paper, a man clinging desperately to a power pole as the relentless tide surged around him.

Ramia watched as a rescue official pushed through the churning water and yanked the man to safety. Others, including five children, were not as lucky, and were swept to their deaths.You were powerless to do a thing, said Ramia, a lifelong resident of Toowoomba. While we can rebuild, you can't replace people. ... I've never seen anything like this.The raging water was strong enough to rip houses off their foundations. Leroy Shephard, who lives in the town of Grantham, east of Toowoomba, was inside his home when the flood struck.You could feel the whole house just pop up off its stumps, turn around, and go — for a 100 meters (330 feet) or something down my backyard, Shephard told Australian Broadcasting Corp.He and his family spent five hours on the house's roof waiting for the waters to drop.It's not a good feeling having the floorboards under your feet just ripple, the whole house just ripple and crack, and watching rooms just disappear, he said.Emergency services officers plucked more than 40 people from houses isolated overnight by the torrent that hit the Lockyer Valley, and thousands were being evacuated. In one small community in the path of the floodwaters, Forest Hill, the entire population of about 300 was being airlifted to safety in military helicopters, Bligh said.

Search and rescue efforts were hampered by more driving rain, though the bad weather was easing and Bligh said the search would get easier Wednesday.Brisbane Mayor Campbell Newman said authorities were preparing for flooding affecting about 15,000 people in 80 suburbs.The city is protected by a large dam built upstream after floods devastated downtown in 1974. But the reservoir was full, and officials had no choice but to release water that would cause low-level flooding in the city, Newman said. The alternative was a much worse torrent. Steph Stewardson, a Brisbane graphic designer, said there was an exodus in a downtown area around lunchtime Tuesday when the river that goes through the city broke its banks. Stewardson, 40, hopped in her car and crossed the swollen river to collect her dog Boo from daycare while waters started covering the boardwalk stretching along its banks.Stewardson took shelter in her house, and plans to stay there — for now.I'm about 800 meters (half a mile) from the river on a hill, so I think it's going to be OK, she told the AP.Queensland has been in the grip of its worst flooding for more than two weeks, after tropical downpours covered an area the size of France and Germany combined. As snowstorm heads north, Deep South battles ice

ATLANTA (Reuters) – The Deep South battled icy roads on Tuesday as a storm that blanketed the region in up to 10 inches of snow and caused three fatal traffic accidents swept up the east coast.Authorities in Alabama said only one person died in ice-related accidents in the state in the storm. Earlier they put the figure at two. Two others died on Louisiana's roads.In a bid to avoid further accidents, authorities shut schools and government offices for a second day in dozens of districts in Georgia, Alabama, Mississippi, North and South Carolina and Tennessee.

This (storm) is a big traffic, travel, transportation problem, said Ken Davis, spokesman for the Georgia Emergency Management Agency. The ice has made travel extremely hazardous. There are countless areas of the state that are impassable.In one example, parts of Interstate 285 that loops Atlanta were closed near Hartsfield-Jackson airport because dozens of tractor-trailer trucks are stuck, said Karlene Barron, spokeswoman for the state transportation agency.Officials were particularly concerned about trucks stuck on I-285 underneath the airport's fifth runway.Delta, the airport's dominant carrier, canceled more than 1,450 flights, including those operated by its regional affiliates, for a second straight day from the U.S. Southeast up through the Northeast, spokesman Anthony Black said.The storm that tore across the Deep South on Sunday and Monday dumping record volumes of snow in some parts was a rarity in a region that prides itself on relatively balmy winters.By Tuesday morning the storm was headed up the east coast toward New York where Boston could get hit with 12 to 15 inches of snow, and New York City could get 6 to 12 inches, the National Weather Service said.

SAO PAULO – Brazilian authorities say heavy rains have triggered mudslides and floods in southeastern Brazil, killing at least 13 people.Sao Paulo state civil defense officials say 11 people died when their houses collapsed because of mudslides and two were killed in flash floods.Heavy rains have been pummeling the region and at least 12 landslides were reported across the state.Sao Paulo nearly came to halt on Tuesday as flooding blocked traffic in some of the city's main thoroughfares.Brazil has been severely affected by the rains this year and authorities say the number of people left homeless by flooding has surpassed 100,000 in four southeastern states. More than 30 deaths have been reported.

BEIJING (Reuters) – China confirmed it held its first test-flight of a stealth fighter jet on Tuesday, a show of muscle during a visit by U.S. Defense Secretary Robert Gates aimed at defusing military tensions between the two big powers.Gates said Chinese President Hu Jintao told him the maiden test-flight of the J-20 fighter jet prototype, which could eventually help narrow the military gap with the United States, was not timed to coincide with his visit.I asked President Hu about it directly, and he said that the test had absolutely nothing to do with my visit and had been a pre-planned test, Gates told reporters.Asked whether he believed that, Gates said: I take President Hu at his word that the test had nothing to do with my visit.A Pentagon official, speaking on condition of anonymity, said Hu and other civilian leaders at the meeting with Gates did not appear aware the J-20 test-flight had happened before the U.S. side pressed them about it.When Secretary Gates raised the question of the J-20 test in the meeting with President Hu, it was clear that none of the civilians in the room had been informed, the official told reporters.

The flight of the J-20 may have been timed to coincide with Gates's visit to signal to Chinese people, including military officers, that Beijing was not bowing in the face of U.S. pressure, said Jin Canrong, a professor at Renmin University in Beijing who specialises in China-U.S. relations.Ardently patriotic Chinese, including some outspoken military officers, have urged the government to press Washington harder over Chinese complaints about U.S. arms sales to Taiwan and U.S. military activities in seas and skies near China.This is a kind of military transparency and it's also possibly an internal signal, Jin told Reuters.Some people may feel that China is looking too weak and this is to show some muscle, he said. This says, We're not weak. We're also developing our own technology.

Beforehand, reports about the test flight of the jet, which could potentially evade detection by foes, in the southwest Chinese city of Chengdu had been widely circulated on Chinese Internet blogs and online news sites.They showed pictures of a fighter plane in flight and some offered what were cast as running accounts of the J-20 stealth jet fighter taking off after midday for a short flight from an airport in Chengdu.The website of the Global Times, a popular newspaper owned by the People's Daily, the ruling Communist Party's main paper, featured a brief report headlined: J-20 first flight successful.It published a link to what it said were pictures of the flight (http://bbs.huanqiu.com/thread-507371-1-1.html).

In recent days, Chinese Web sites and some popular newspapers, which can come under a heavy grip of censorship, have carried many reports and pictures claiming to show the stealth fighter being tested on the ground.But apart from Hu's remarks to Gates, the government had been silent about the fighter.The latest pictures may heighten concern about China's military build-up, including possible deployment in 2011 of its first aircraft carrier and a new anti-ship ballistic missile seen as a threat to U.S. aircraft carriers. Some analysts have said that the J-20 photos suggest that China may be making faster-than-expected progress in developing a rival to Lockheed Martin's F-22 Raptor, the world's only operational stealth fighter designed to evade detection by radar.But U.S. Vice Admiral David Dorsett, director of naval intelligence, has said deployment of the J-20 is years away.Xu Guangyu, a retired Chinese major general who works for the China Arms Control and Disarmament Association, agreed.There would have to be at least a thousand flights between the plane's maiden flight and its military deployment, Xu told Reuters. BEIJING (Reuters) – North Korea is becoming a direct threat to the United States and could develop an inter-continental ballistic missile within five years, U.S. Secretary of Defense Robert Gates said on Tuesday.Gates detailed the new U.S. assessment of Pyongyang's capabilities during a visit to Beijing, where he praised Chinese efforts to reduce tension on the Korean peninsula but also stressed the urgency to rein in the reclusive state.China is North Korea's top diplomatic and economic backer and Gates said it was self-evident that North Korea would likely come up in talks between Chinese President Hu Jintao and President Barack Obama in Washington next week.With the North Koreans' continuing development of nuclear weapons and their development of inter-continental ballistic missiles, North Korea is becoming a direct threat to the United States, Gates told reporters after talks with Hu.

Gates said he did not believe North Korea was an immediate threat, but added it was also not a five-year threat.I think that North Korea will have developed an inter-continental ballistic missile within that time -- not that they will have huge numbers or anything like that, Gates said. But they will have, I believe they will have a very limited capability.North Korea's arsenal already includes intermediate-range missiles that can hit targets at up to 3,000 km (1,860 miles) away, the Yonhap news agency quoted a South Korean official as saying last year. Those missiles could hit all of Japan and put U.S. military bases in Guam at risk.North Korea has also been seeking to develop long-range missiles for over a decade. Tests of its Taepodong-2, with an estimated range of 6,700 km (4,160 miles), suggested it was still a long way off producing the complete weapon, however.In a 2006 test, it fizzled out after a few seconds in the air. A second test in 2009 was seen as a technical failure, although it stayed airborne longer.At the same time, Pyongyang has stoked Western concerns over its nuclear program. It revealed late last year it had made considerable progress in its uranium enrichment, potentially giving it a second route to make a nuclear bomb.Still, experts say they do not believe North Korea yet has the ability to miniaturize an atomic weapon to place on a missile.

TALKS WITH THE NORTH?

The new U.S. assessment comes amid heightened tensions on the Korean peninsula after a deadly attack on a South Korean island and the sinking of a South Korean warship last year.Gates suggested South Korea's patience with the North had run out, saying: If there is another provocation, there will be pressure on the South Korean government to react.We consider this a situation of real concern and we think there is some urgency to proceeding down the track of negotiations and engagement, Gates said, while again conditioning any talks on a show of North Korean sincerity.But we don't want to see a situation that we've seen so many times before, which is: the North Koreans engage in a provocation and then everybody scrambles diplomatically.

After threatening the South with nuclear weapons last month, the North has made almost daily offers since the start of the year to return to the negotiating table.
South Korea, which has called the offers propaganda, on Monday responded to an official request for talks from the North with a counter offer for a South-North Korean government meeting to confirm the North's sincerity. Gates suggested North Korea could announce a moratorium on missile and nuclear testing.There are several areas where they could take concrete actions, said Gates, who will travel to Japan and South Korea

this week.

The North responded on Tuesday by declaring the only way for the two Koreas to work out their differences was to sit down first at a table to test each other's resolve to iron out differences through talks. BERLIN – German authorities ordered 140 pigs slaughtered Tuesday after tests showed high levels of a cancer-causing chemical for the first time in swine, as the nation's dioxin scandal widened beyond poultry and eggs.The top agriculture official in northern Germany's Lower Saxony state demanded the cull after tests found illegal levels of dioxin in swine at a farm near Verden that purchased tainted feed from the company believed to be responsible for the scandal.German firm Harles & Jentzsch GmbH, which produced fat used in the tainted feed pellets, is being investigated over allegations it did not alert authorities to the tainted product for months. Tests have shown that fat samples contained more than 70 times the permitted amount of dioxin.We were specifically investigating this farm, because they had bought their livestock feed from Harles & Jentzsch, Lower Saxony's Agriculture Minister Gert Hahne said.Some 140 of the 536 pigs at the affected farm have to be slaughtered because the dioxin levels in their flesh were 50 percent above the maximum allowed, Ulf Neumann, a spokesman for the Verden government, said Tuesday. The other pigs apparently did not eat the contaminated feed.The scandal broke last week when German investigators found excessive levels of dioxin in eggs and some chicken. Authorities then froze sales of poultry, eggs and, as a precaution, pork, from thousands of farms as some countries banned German farm products.

Some 558 farms still remained closed on Tuesday, said Holger Eichele, a spokesman for the federal agricultural ministry.Germans love their pork. In 2009, about 7.7 million tons of meat were produced in Germany — pork being the No. 1 at almost 68 percent, followed by poultry at 17 percent and beef at 15 percent, according to the Meat Industry Association. Some 1.4 million tons of German pork was exported in 2009, mostly to other European Union countries.Agriculture Minister Ilse Aigner has said officials were working nonstop to find out who and what had contaminated the feed and vowed tough legal action against those responsible. She said companies should be banned from producing both industrial fats and fats used for livestock, to avoid the possibility that industrial fats could end up in animal feed.Harles & Jentzsch chief Siegfried Sievert has said the company believed that byproducts from palm, soy and rapeseed oil used to make organic diesel fuels were safe for use in livestock feed.

BEIJING – The U.S. defense secretary says China's rapidly developing defense capabilities are worrisome to the United States. Robert Gates is on a long-awaited visit to Beijing to formally reopen military exchanges and is meeting Monday with his Chinese counterparts.China has made strides in building a new stealth fighter jet, and Washington is also concerned about a new ballistic missile that could theoretically explode a U.S. aircraft carrier nearly 2,000 miles (3,200 kilometers) out to sea. China has also apparently beaten U.S. estimates to develop that weapon.

Gates met Monday with Chinese Defense Minister Liang Guanglie and will remain in Beijing until Wednesday. He plans to meet with other top Chinese leaders, including president and Communist Party chief Hu Jintao, who is himself scheduled to travel to the U.S. next week for a state visit.Gates is the first U.S. defense secretary to visit Beijing since 2000. His trip marks the official restoration of contacts with the Chinese military that were suspended by Beijing last year after the U.S. announced a $6.4 billion arms package for Taiwan.Gates told reporters traveling with him to Asia on Sunday that China had the potential to put some of our capabilities at risk.We have to pay attention to them. Navy Readies for its New Submarines

The Israel Navy is making advanced preparations to absorb two new German-made Dolphin-class submarines, IDF journal Bamachaneh reported in its latest issue. The number of soldiers selected for submarine warfare has grown by 30% in the latest IDF recruitment batches, in order to man the additional submarines.The Navy currently has three submarines, also of the Dolphin class, so the addition of two subs means that the force is growing 66% bigger. We are in mid-process and are slowly adding more crews to be trained for service in the submarines, explained Naval Instruction Base Commander Col. Ronen Nimni. We are also taking care to add crew commanders who closely mentor the soldiers.More officers are being trained for submarine posts as well. The number of cadets who will be trained for submarine command positions is rising by 35%.According to an article in World Politics Review, Israel's three submarines reportedly carry nuclear-tipped cruise missiles of an unidentified type.

The missiles, part of Israel's estimated 100-strong nuclear arsenal, reportedly have a range of up to 800 miles. The subs probably cannot hit Iran without passing through the Suez into the Red Sea and ultimately the Indian Ocean. Despite the fact that Loughner’s former classmate described him as quite liberal and left wing, the New York Times, Washington Post, along with a host of statist blogs like Huffington Post and the Daily Kos, were beating the drum for so-called right-wingers (opponents of Obamacare or big government) to be politically silenced in the name of toning down the rhetoric.In reality, Loughner’s political views were all over the map, sharing characteristics of conservatism, liberalism and libertarianism. He was a fundamentally disturbed and deranged individual, which was the main reason for the carnage he become embroiled in, not because he was a tea partier influenced by the resistance against big government, as the establishment is now trying to claim.

The haste with which the attack machine had manufactured Loughner’s persona before his name was even known as a dangerous right-winger proves that the establishment had already embarked on a sickening plan to exploit the tragedy mere minutes after news of the shootings broke.We don’t even have a clear motive for why Loughner apparently targeted Congressman Giffords. Indeed, since both Giffords and federal judge John Roll were both very conservative in their policies towards gun control and immigration, how do we know that Loughner’s anger wasn’t rooted in leftist rage?

The House temporarily postponed the debate over repealing the health care law.But tea party activists in the state said the man identified as the suspect did not appear on mailing lists and did not appear to have attended any events in the state.

I don't think his ideology is anything coherent, said Trent Humphries, co-founder of the Tucson Tea Party.I just think he was a very, very disturbed individual.The tragedy at a Tucson shopping mall has left behind politically tricky ground for both parties, which are maneuvering carefully as details from the shooting emerge.The attack occurred after a turbulent political season marked by tea party energy that that helped return control of the House to Republicans and bolstered conservative ranks around the nation. Who is to blame for Jared Loughner’s bizarre shooting yesterday? According to Mark Potok, anyone with even the vaguest links to his bizarre and disjointed online ramblings. As a shocked world looks to the background of accused shooter Jared Lee Loughner for clues as to why he would shoot a Congresswoman, a Federal judge and others, Mark Potok, spokesman for the Southern Poverty Law Center, predictably stepped forward on Keith Olbermann’s MSNBC program to paint a broad brush against the radical right, whom he automatically deems responsible for the shootings.Going from the books posted on the accused shooter’s You Tube reading list, Potok deceitfully attempts to connect him to author Ayn Rand’s We The Living while ignoring Loughner’s praise for the Communist Manifesto and national socialist Hitler’s Mein Kampf.Even more outrageously, Potok excerpts a vague term used by Loughner about conscience dreaming, which he says he studied in college, and links it to new age speaker, British author and ‘conspiracy theorist’ David Icke, despite the fact that nothing known about Loughner has ever mentioned Icke or his work. Not only is this an example of unjustified guilt-by-association, but David Icke has manifestly promoted non-violence throughout his decades of work. Further conscious dreaming is a term often linked to yoga practices and Eastern philosophy not radical right wing ideology.

Because Loughner allegedly posted statements about gold and silver-backed currency on his MySpace and other postings, Mark Potok further connects Loughner to right wingers on this point; however, it is the Constitution, in Article I Section 10, which demands that No State shall… make any Thing but gold and silver Coin a Tender in Payment of Debts.Loughner’s You Tube account further includes a bizarre video titled, How to: Your New Currency, wherein he makes such incoherent and repetitive statements as If I’m thinking of creating a new coin that’s in my control as treasurer then I’m thinking my new coin is starting a new currency system. I’m thinking of creating a new coin that’s in my control as treasurer. Hence I’m thinking my new coin is starting a new currency system.Regardless of why Loughner advocated gold & silver currency, the position has nothing to do with violent action, nor is it patently connected to the so-called radical right.Potok and his Southern Poverty Law Center are searching for a broader enemy so they can demonize political opponents and chill free speech in general. Jared Lee Loughner’s actions are deplorable and disgusting, but there is no reason to believe it was motivated, endorsed or encouraged by the right wing or any other known political faction. Indeed, the motivation for the accused assassin’s shootings may be hard to pinpoint, as he has many incoherent ramblings which may add up to nothing in particular at all.

Sticks & Stones, Not Words, Cause Injury

Even if other clues about Loughner’s background– such as his being a liberal atheist, critic of government-controlled grammar, admirer of the Communist Manifesto, of death music and abortion, or anti-semitic groups– played a role in his going overboard, it is no reason to demonize anyone else matching that background. Potok’s words are influential, and he should be more cautious about casting blame in the direction of any given political movement. Already publications like Politico and the Milwaukee Journal Sentinel have run with the idea that Loughner’s murders and near-fatal shootings were triggered by right wing conspiracy theorists.Until there is evidence this shooting was caused by anyone other than Loughner himself, people like Potok should put down the blame game. Everyone recognizes that this incident was a tragedy. Alleged links to writers, deceased or otherwise, that Loughner supposedly read may factor into his bizarre background, but have no apparent connection to the shootings’ motivation, nor do they construct a comprehensive pattern. Why then would Potok seek to connect a web of right-wing rhetoric to this killer? That is the war on free speech waging in Potok’s own mind (and he has been at long before this unfortunate incident).

Portugal under pressure to seek EU/IMF aid: source

BRUSSELS (Reuters) – Pressure is growing on Portugal from Germany, France and other euro zone countries to seek financial help from the EU and IMF to stop the bloc's debt crisis from spreading, a senior euro zone source said on Sunday.Some preliminary discussions on the possibility of Portugal asking for help if its financing costs on markets become too high have taken place since July, the source said.No formal talks on aid have started yet, a number of euro zone sources said, but the pressure was rising in the Eurogroup, which brings together euro zone finance ministers.France and Germany have indicated in the context of the Eurogroup that Portugal should apply for help sooner rather than later, the senior source said, adding Finland and the Netherlands had expressed similar views.

But Germany denied any pressure.

It is not the strategy of the German government to push Portugal to take the bailout, said Steffen Seibert, German Chancellor Angela Merkel's spokesman.Earlier on Sunday, a Portuguese government spokesman denied a German magazine report that Lisbon was under pressure from Berlin and Paris to seek a bailout from the European Union and International Monetary Fund.Leading Portuguese newspaper Publico on Sunday joined the ranks of those who think a bailout is inevitable. Portugal is viewed by many economists as the peripheral euro zone country most likely to follow Ireland and Greece as it grapples to cut its debts and borrowing costs.A Reuters poll of economists last week showed almost all expected Portugal to need a bailout.Portugal has not requested it -- you cannot force somebody to want something, a second senior euro zone source said. Strictly arithmetically speaking, it would not be necessary, but given the hysterics of some market participants it may become useful.The growing pressure on Lisbon follows a sharp rise in Portuguese 10-year bond yields at the end of last week to euro lifetime highs above 7 percent, as investors worried about the prospect of up to 1.25 billion euros of bond supply it will offer at an auction on Wednesday. The yield of five-year Portuguese bonds on the secondary market is 6.43 percent and 10-year paper trades at 7.26 percent. Economists say a key question for Portugal is how long it can sustain the high yield levels, and the auction will be an important gauge of that.That auction will be very closely watched, the first source said. There had already been pressure on Lisbon to ask for financial help before an EU leaders' summit in mid-December, but to no effect, the first source said, because Portuguese Prime Minister Jose Socrates opposes such a move.There are still memories in Portugal of the IMF program of the 1970s and the loss of sovereignty that it entails, the source said.Asked when Portugal could be forced to turn to the EU and the IMF for help, the first source said it depended on yield developments, the position of Socrates and how much pressure German Chancellor Angela Merkel and French President Nicolas Sarkozy were willing to apply.

Economists foretell of U.S. decline, China's ascension

DENVER (Reuters) – To hear a number of prominent economists tell it, it doesn't look good for the U.S. economy, not this year, not in 10 years.Leading thinkers in the dismal science speaking at an annual convention offered varying visions of U.S. economic decline, in the short, medium and long term. This year, the recovery may bog down as government stimulus measures dry up.In the long run, the United States must face up to inevitably being overtaken by China as the world's largest economy. And it may have missed a chance to rein in its largest financial institutions, many of whom remain too big to fail and are getting bigger.On the one hand, Harvard's Martin Feldstein said he believes the outlook for U.S. economic growth in 2011 is less sanguine than many believe.First, the boost to growth from government spending will be drying up this year, he said. Renewal of expiring tax cuts is no more than a decision not to raise taxes, and the impact of one-year payroll tax cut is likely modest, he said.There's really not much help coming from fiscal policy in the year ahead, he said. Woes from the dire situations of state and local governments may actually be a drag on growth, he said.Growth got a lift from a lower saving rate in 2010, but that probably will not last this year as households worried about an uncertain future return to paring back debt and socking more away, Feldstein added. Discouraging declines in home values mean there is less to save from, he said.People are worried, so there's a strong reason for precautionary saving, he said.

THE RACE IS ON

On the other hand, there is the race with China and the dynamic Asian economies, including India. Most estimates put the size of the Chinese economy on par with the United States by the early 2020s, said Dale Jorgenson, also of Harvard.Jorgenson sees Asian emerging markets as the most dynamic in the world, eclipsing other emerging market contenders such as Brazil and Russia with steady growth over the next decade.The rise of developing Asia is going to accompany slower world economic growth, he said.The United States will need to come to terms with the fact that its prevalence in the world is fated to come to an end, Jorgenson said. This will be difficult for many Americans to swallow and the United States should brace for social unrest amid blame over who was responsible for squandering global primacy, he said.MIT's Simon Johnson put it more bluntly, saying the damage from the financial crisis and its aftermath have dealt U.S. prominence a permanent blow.The age of American predominance is over, he told a panel. The (Chinese) Yuan will be the world's reserve currency within two decades.Johnson said he believes the United States has failed to learn its lesson from the financial crisis and continues to implicitly back its largest financial institutions.I'm concerned about the excessive power of the largest global banks, he said. Who are the government-sponsored enterprises now? It's the six biggest bank holding companies.To be sure, Raghuram Rajan, a former IMF chief economist now with the University of Chicago's Booth School of Business, could still envision an ongoing U.S. leadership role.

Nothing proceeds in a straight line, he said, and there are many pitfalls along the way even for dynamic Asian economies. I would say the age of American dominance may be nearing an end. Brussels wants bondholders to help pay for bank failures

EUOBSERVER / BRUSSELS - The public would be spared from further pain in bailing out banks in the future, with bondholders instead footing more of the bill under plans unveiled on Thursday (6 January) by the European Commission to give EU national regulators more powers to intervene ahead of any crisis.The EU executive outlined a series of ideas up for discussion that suggest bondholders should be forced to accept a haircut on their investments in a troubled bank or convert their bonds into equity.Reacting to high-profile banking failures during the economic crisis from Belgium's Fortis, to the crash of US investment house Lehman Brothers, to Icelandic banks and Ireland's debt-engorged Anglo Irish Bank, EU member states have chosen to bail out their banking sector, with private debt being shifted wholesale over to the public sector. Governments support for banks has amounted to 13 percent of GDP, according to commission figures.Capitals have since used the opportunity to impose sweeping austerity measures as a way to pay for the tab, moves that have proved massively unpopular amongst citizens who complain that they are paying the price of a crisis they did not create.The impact on taxpayers is obvious, the EU executive said in a statement, adding that the existing arrangements covering how to deal with such crises retained serious shortcomings.We must put in place a system which ensures that Europe is well prepared to deal with bank failures in an orderly manner - without taxpayers being called on again to pay the costs,said internal market commissioner Michel Barnier.

Under the proposals, which would see a so-called bail-in from investors, national authorities would be given the power to write down or convert debt into equity in the failing bank.However, out of fear of setting off fresh panic in the markets, the commission stresses that such measures would only affect future debt, with existing bondholders spared any such pain.It is not envisaged that such a power would apply to existing debt that is currently in issue, as that could be disruptive, it explained.Under the outlined proposals, national regulators would be given powers to react to brewing banking failures earlier on, including the ability to impose a replacement of management, force a bank to stop engaging in excessively risky activities, or require the bank to implement a recovery plan. Regulators could also be able to appoint a special manager, a Mr Fix-It parachuted in for a short period to run the firm.The commission also hopes to see the development of a framework for EU cross-border co-ordination in the event of future banking failures. During the crisis, cross-border responses to banking disasters have been ad-hoc, the EU executive worries.In the future, national authorities would co-ordinate their responses to ensure financial stability in all affected member states in order to achieve an outcome that best benefits the EU as a whole.The proposals are currently at the consultation stage, with fleshed out legislative initiatives not expected before the summer. They also focus only on banks. Similar measures focusing on insurance firms and other types of financial institutions are to be unveiled before the end of the year.However, markets were quick to react to Brussels' call on them to pay up, with interest rates on Portuguese and Spanish government bonds jumping.

After Lisbon announced it was to attempt a sale of between €750 million and €1.24 billion in bonds next Wednesday, yield spreads between Portuguese debt and German bonds climbed to 4.14 percentage points.Belgian rates also climbed to 4.05 percent for ten-year bonds, although analysts regard this as more of a reaction to the latest episode in the ongoing failure of the countries' Flemish and francophone parties failure to form a government. Johan Vande Lanotte, a mediator appointed by the king resigned, declaring: You can take a horse to water but you can't make him drink.A government coalition has yet to form since the general election, which tool place on 13 June last year.

EU and Israel at odds on how to lift Gaza siege

The Lieberman statement appears to be a potential breakthrough for EU efforts to end the Gaza siege, imposed by Israel after Hamas took power in the strip in 2007.A contact in the Ashton delegation told this website on Thursday that it is difficult to see how the security force idea fits in with the EU's current offer, however. We have offered a three-pronged approach: help with infrastructure, equipment and training of Palestinian officials on the border, to help revive Gaza's economy and make sure we meet Israeli security concerns,the EU source explained. The contact said the union wants to reopen the Kerem Shalom crossing point on the Egypt-Gaza-Israel border, even though Hamas would prefer to reopen the Rafah crossing on the Egypt-Gaza border instead.

The Ashton delegation, which includes the European External Action Service's new Middle East chief, French EU official Hugues Mingarelli, is meeting with Palestinian leaders in the West Bank on Thursday.The trip was almost jeopardised by a pay-related strike in the Israeli foreign ministry, which has seen Russian President Dmitry Medvedev cancel an upcoming trip to Israel due to lack of protocol facilities.
Meanwhile, publication on Wednesday of leaked US diplomatic cables by Norway's Aftenposten newspaper has shed fresh light on Israel's Gaza policy.A cable dating back to October 2008 noted: As part of their overall embargo plan against Gaza, Israeli officials have confirmed to [US officials] on multiple occasions that they intend to keep the Gazan economy on the brink of collapse without quite pushing it over the edge.Another cable from 2007 said: The objective [is] to damage the Hamas government in Gaza financially without creating a humanitarian crisis, and to buy time for [rival Palestinian movement] Fatah to rebuild support.It added: The current closure of Gaza border crossings is not sustainable, with several thousand Palestinians currently waiting to enter Gaza through the Rafah crossing.Israeli analysts say the EU has in the past exaggerated the level of hardship endured by the 1.4 million Palestinians living in Gaza.There is no humanitarian crisis in Gaza - people are not dying of hunger. The tunnel economy means that the markets there are full of goods, Avi Melamed, an Israeli counter-terrorism expert, told EUobserver on a visit to the region in November.Mr Melamed estimated that there are around 1,300 active and inactive underground tunnels in Gaza. Around 200 are specialised in smuggling arms from Egypt. Another 200 or so are used primarily for smuggling gasoline, while many others are used as Hamas military bunkers underneath civilian facilities in Gaza itself in what amounts to a huge spider's web below the strip.

Iranian Threats of Revenge for Mordechai's Purim Massacre'

Iranian authorities have downgraded the status of the site known as the Tomb of Esther and Mordechai the Jews. They have removed an official sign at the mausoleum, in the city of Hamadan in central Iran, that declared it an official pilgrimage site. The state-run Iranian news agency Fars hinted that the fate of the site could be much worse. It said Iran has chosen to ignore, for the time being, the responsibility of Esther and Mordechai for the massacre of 75 thousand Iranians, which the Jews celebrate at Purim.Fars noted that Jews from the world over visit the site, including Israelis who possess additional, non-Israeli passports.According to the official Iranian news agency MEHR, a group of about 250 student-members of the Basij militia gathered in front of the tomb in December and threatened to tear it down The Basij members sent to threaten the landmark were students from Abu Ali Sina University. They said they were responding to alleged Israeli plans to damage the Al Aqsa mosque in Jerusalem

ATLANTA – A blast of winter weather rolled across the South on Sunday, coating bridges and roads with snow, sleet and freezing rain and causing thousands of flight cancelations.The governors of Louisiana, Alabama, Georgia and Tennesseee declared emergencies for their states. By late Sunday, snow and ice had covered the ground in Atlanta and Birmingham, Ala., with 2 to 3 inches reported west and northwest of Atlanta.We don't have weather events like this," Atlanta Mayor Kasim Reed said in an on-air interview with CNN. I think the amount of snow we're getting is probably a 10-year event for the city of Atlanta.Georgia was expecting up to 6 inches of snow in the northern mountains from the powerful storm that also dumped snow and ice in Mississippi, Alabama, Tennessee, Oklahoma, Arkansas and Texas. Forecasters said the front could also bring sleet and freezing rain lasting into Tuesday in Georgia.

Alabama Gov. Bob Riley said workers had readied snow and salt trucks to help clear icy roads, and he asked all residents to stay home Sunday night and Monday unless it is imperative that they have to travel.Mississippi officials warned motorists that ice was accumulating on roads and bridges in many counties, creating hazardous driving conditions.The National Weather Service posted winter storm warnings from east Texas to the Carolinas.The snow in downtown Atlanta was coming down heavily, coating sidewalks and streets. Cars were having trouble on the slippery streets and highways all over the South, with numerous slideoffs, though there are no immediate reports of serious accidents. Thousands of flights have been canceled at Hartsfield-Jackson Atlanta International Airport.Delta Air Lines canceled 330 flights starting about 8 p.m. Sunday and another 1,400 flights Monday. AirTran Airways canceled 14 flights for Sunday and another 270 for Monday, spokesman Christopher White said. Reed said officials did not want people to be stranded at the airport or on planes.Dallas-Fort Worth International Airport spokesman David Magana said 200 flights, or about a quarter of the schedule, were canceled in anticipation of the weather.In eastern Tennessee, the Weather Service said 4 to 6 inches of snow could fall by Sunday evening, with the heaviest hitting early Monday.Churches across the South canceled Sunday night services. Flash floods hit Australia's third biggest city

SYDNEY (Reuters) – Residents of low-lying parts of Australia's third largest city, Brisbane, sandbagged their homes against rising waters on Monday as torrential rain exacerbated record floods that have paralyzed the coal industry in the northeast and now threaten tourism.Prime Minister Julia Gillard insisted the cost of the floods would not delay a return to budget surplus in 2012-13, but J.P. Morgan predicted the disaster would crimp growth this year and could delay another increase in interest rates.Weather officials issued a severe weather alert, warning of flash flooding and worsening river floods in Queensland state's heavily populated southeast and the center of the country's lucrative Gold Coast tourist strip.People need to think about how to get out and if you don't need to travel, stay off the roads, said Police Chief Superintendent Alistair Dawson.The worst floods in 50 years, affecting an area the size of France and Germany combined, began last month and have severely cut Queensland's $20 billion coking coal export industry, starving Asian steel mills of coal and pushing up world prices.The floods have caused an estimated A$6 billion ($6 billion)in damage and economists say they will cut Australia's economic growth in 2011 and heighten inflation as food prices rise and reconstruction gets under way in the nation's second largest state.

With more rain falling it could be months before the floodwaters clear and the extent of the damage to essential infrastructure is known, said J.P. Morgan's chief economist Stephen Walters.J.P.Morgan on Monday cut its GDP growth forecast for 2011 to 3.3 percent from 3.7 percent, raised its inflation forecast to 3.8 percent from 3.2 percent, and pushed out the likely timing for the next interest rate hike to May from February.Even inflation-conscious RBA (Reserve Bank of Australia) officials won't hike with Queensland under water, said Walters.Gillard announced more flood aid on Monday, but added the floods would not derail an expected return to a budget surplus in 2012-13.From the start of November we have seen extreme weather events in many parts of the country. The flood crisis is still emerging, so we don't know how many communities will be impacted by these floods, Gillard told a news conference in Canberra.But Gillard added: The Budget will return to surplus in 2012-13. That will require us to make some hard choices, and we will make those hard choices.

More than 200,000 people and more than 10,700 properties have been affected in the Christmas-New Year floods, which have killed four people.The weather bureau forecast monsoon rains would continue for the rest of the week, giving flooded towns little respite.The fresh heavy rains were causing flash flooding, quickly cutting off some small towns and flooding homes and businesses.The State Emergency Service advises that people in the affected area should avoid driving, walking or riding through flood waters, take care on the roads, especially in heavy downpours and avoid swimming in swollen rivers and creeks, said the Bureau of Meteorology's severe weather warning.A major concern now is the ground is so waterlogged the heavy rains are unable to be absorbed and full rivers, creeks and man-made watercourses are bursting their banks.About 116,000 megalitres of water a day was being released from Brisbane's Wivenhoe Dam, which may cause road closures, said local authorities. The heavy rains had also forced authorities to release water from other near-full dams around Brisbane and the Gold Coast, further exacerbating the floods.Queensland Tourism said the heavy rains and flooding would have a negative impact on the state's tourism industry but that it was too early to quantify the impact, adding areas around the Great Barrier Reef in the far north were untouched by floods.

The majority of the state's tourist operators remained open, it said, noting that while some roads and rail links were restricted, only one of the state's 20 airports was closed.There is a little cancellation coming through due to the perception things are not open and a little drop in day traffic from Brisbane, said Queensland Tourism's Leanne Coddington.

FLOODS PARALYZE COAL INDUSTRY

Floods have paralyzed operations that produce 35 percent of Australia's estimated 259 million metric tons of exportable coal. Australia contributes two-thirds of global coking-coal exports, needed to make steel.Global miners Anglo American, Rio Tinto, Xstrata and BHP Billiton, have all been hit by the floods, and all have made force majeure declarations, which release firms from delivery commitments.Flooding has begun to recede in the main Bowen Basin coal region, but many mines remain flooded and will take weeks to drain and resume full production. While some rail links between mines and the ports have resumed, others remain under water.Coal stocks were running low at the key coal port of Dalrymple Bay, but it was receiving enough to keep loading ships, while the port of Gladstone said it may be days to weeks before it starts getting coal supplies back to normal.All the systems apart from the Blackwater (rail line) are operating so we are just waiting for that floodwater to recede, said a QR National railway spokesman. BERLIN – Rivers in western Germany are overflowing their banks due to pouring rain and melting snow, flooding many roads and parts of several villages.Authorities in Rhineland-Palatinate, the worst-hit state, said Sunday the wine towns of Cochem and Zell along the Mosel River were partly inundated and dozens of basements had filled up with water.German news agency DAPD reported that the Rhine River had also dangerously swollen and many roads in the Rhine Valley were closed. Part of the city of Konstanz was inundated and commercial shipping was banned on the Rhine up to the city of Cologne.DAPD, however, quoted meteorologists in Trier as saying the swelling of the Mosel, a tributary of the Rhine, was not unusual and was likely to pass without causing major damage.
