Homeland Security is also implementing technology to be enforced at security events which purportedly reads malintent on behalf of an individual who passes through a checkpoint. The video below explains how Future Attribute Screening Technology (FAST) checkpoints will conduct physiological and behavioral tests in order to weed out suspected terrorists and criminals.The clip shows individuals who attend security events being led into trailers before they are interrogated as to whether they are terrorists while lie detector-style computer programs analyze their physiological responses. The subjects are asked about their whereabouts, and if they are attempting to smuggle bombs or recording devices into the expo, proving that the technology is intended to be used at public events and not just airports. Global banks tell EU to increase political co-ordination

EUOBERVER / BRUSSELS – As trouble surrounding the Greek economy escalated earlier this year, Britain's top banker warned the US that France and Germany will push for political union inside the eurozone currency club and that this could damage London's influence within the EU.The thoughts of Bank of England Governor Mervyn King were relayed to Washington by US Ambassador Louis Susman after the two men talked in February of this year, as revealed by a leaked cable from whistleblower site WikiLeaks.Germany and France will ultimately have no choice but to offer explicit guarantees of Greek debt, argued King, according to the cable.The eurozone could not risk a Greek default and euro devaluation would not be an acceptable political option for Germany or France. Germany and France will likely, as a condition of any guarantee, require the ability to scrutinize if not exercise some control over the Greek budget. Longer-term, the drive for greater political cohesion will accelerate.In May, Greece was handed a €110 billion EU-IMF bail-out.At the same time, the EU's statistics agency, Eurostat, was given greater powers to scrutinize member state economic data, and the subsequent setting up of a €750 billion eurozone rescue mechanism, only days later, further increased the determination of European leaders to better co-ordinate their economic policies.A decade after warnings about monetary union being unstable without a parallel political union to co-ordinate economic policies were ignored, EU leaders appear to be coming round to the idea.

French President Nicolas Sarkozy has put forward plans for a European economic government, while European economy commissioner Olli Rehn has repeatedly said it is time to finally put the E in Economic and Monetary Union (EMU).Already in February, Mr King worried that this drive for eurozone consolidation could sideline Britain's influence inside the EU.The eurozone's move to greater political cohesion could poise some disadvantages for the UK, King speculated, reads the US ambassador's cable.As an example, the central banker apparently pointed to a meeting of EU finance ministers earlier in February, during which eurozone governments politely listened to chancellor [Alistair] Darling when he commented on the situation in Greece, but he was not invited to attend internal discussions since the UK is not part of the eurozone.Mr King went on to warn: It would be incumbent for the UK to demonstrate that it has something meaningful to say and to be constructively engaged in the EU, should this greater political cohesion among the eurozone governments occur.Separately, former French President Valéry Giscard d'Estaing has insisted that the eurozone is not in danger of breaking apart, arguing that it would be impossible for any state to leave and reclaim its former currency.It is impossible. Imagine a country decides to return to a national currency. Its citizens do not want. What could they do well with a currency devalued by 40 percent? EUOBSERVER / BRUSSELS - Relations with the US and China, climate change, poverty eradication, crisis management and counter-terrorism are to be the top priorities of the EU's new diplomatic corps, EU foreign relations chief Catherine Ashton told her stable of 136 ambassadors at a behind-closed-doors meeting in Brussels on Wednesday (1 December).The speech, given at a regular annual gathering of EU envoys in the European Commission headquarters, doubled up as a low-key launch ceremony for the European External Action Service (EEAS), which formally began life the same day.A source familiar with the discussions at the event told EUobsever: She surprised everyone with a very touching presentation about her personal journey over the past 10 months. She spoke without notes and she showed pictures of herself embracing a child in Haiti, of rural poverty in China.She went straight to the key issues: How we can ensure that the EU 28 [the 27 member states and the EEAS] can send out one message; the challenges we face from climate change; improving the relationship with the US, which is for her clearly the EU's most important relationship; then strategic partners, especially China, how important it is to try to shape one EU agenda on China.There was also a wake up call on resources - how we have to do more with less. That we live in extraordinary times and the EEAS cannot be a stranger to financial difficulties.

The contact said that there was no official mention of the WikiLeaks affair but that the issue did come up in the Ashton question-and-answer session: She noted that the cables show how the US is actually working in partnership with other countries, how they prove the conspiracy theorists wrong.Another source who was present at the event said: Gender balance came up. Given that it was a room dominated by men, they were happy that Cathy was starting to improve things in this area.The sessions, which began on Wednesday and will last until 5pm Brussels time on Friday, also saw speeches by European Commission President Jose Manuel Barroso, European Parliment head Jerzy Buzek and two of Ms Ashton's top managers - French EEAS secretary general Pierre Vimont and Irish EEAS administration chief David O'Sullivan. Commissioners Kristalina Georgieva (aid), Karl de Gucht (trade) and Stefan Fuele (enlargement) are also in the line-up.It's a pity they did not invite the press. It's a humble launch for the EEAS, maybe too humble, an EU diplomat said.Mr Barroso' speech urged the ambassadors to be more assertive in co-shaping the global agenda. Mr Buzek stressed the importance of EU diplomats' democratic accountability and the value of EU parliament committee hearings for new EEAS appointees. In a related development, Ms Ashton's office on Thursday named 57-year-old Italian crisis management specialist Agostino Miozzo as her right-hand-man in charge of civilian and military crisis-response planning. The post reports directly to Ms Ashton and stands above the still-to-be-named head of the EU's intelligence-sharing bureau, the Joint Situation Centre.Dr Miozzi has since 2002 headed up the voluntary and international relations office in the Italian Civil Protection Department and impressed Ms Ashton when the two met in earthquake-struck Haiti earlier this year.Ms Ashton on Thursday also appointed British EU official Robert Cooper, a senior foreign policy advisor to her predecessor, Javier Solana, and a specialist on Iran and the Western Balkans, to be an EEAS counsellor.

ECB to continue bond purchases till spring 2011

The European Central Bank (ECB) has moved to ease market jitters over eurozone sovereign debt by announcing that the authority will continue to supply liquidity to troubled banks into the spring of next year.There had been concerns, as indicated by public pronouncements from ECB board members, that now was the time for banks to ween themselves off the central bank's liquidity teat.Many banks had feared that the ECB would slowly begin to phase out its liquidity scheme, officially called its Securities Market Programme.However, ECB chief Jean-Claude Trichet told reporters in Frankfurt on Thursday (3 December) that the body had decided to continue the practice until March, 2011.The SMP is ongoing. I repeat: ongoing, he said at a press conference.Mr Trichet did not announce any plans to increase the amount of eurozone government debt purchased however, in order to calm the so-called bond vigilantes, who have been steadily exacting higher interest rates and increasing the borrowing costs of countries such as Ireland, Portugal, Spain, Italy and Belgium in the past three weeks.A number of analysts had suggested that the bank might announce a shock-and-awe-type move of €1 trillion to €2 trillion in debt purchases.Initially disappointed that the rumour turned out to be untrue, markets nevertheless quickly bounced upwards on the news of an extension of the liquidity provision.The yield on 10-year Spanish bonds dropped from 5.16 percent to 5.14, while that on Irish bonds fell from 8.9 percent to 8.6.The single currency meanwhile moved up from $1.3059 to $1.3217.Up to now, the ECB has purchased €67 billion in government bonds.

China urges restraint as EU moves to increase trade arsenal

EUOBSERVER / BRUSSELS - China's ambassador in Brussels has called on the European Union to moderate trade restrictions, just as rising fears inside the 27-member bloc appear to be spurring a new raft of defensive measures from the European Commission.
Speaking to members of the European Parliament's trade committee on Thursday (2 December), ambassador Song Zhe was also defending China's currency policy, while MEPs peppered him with their concerns regarding market access for European businesses.We hope our European friends will be prudent in using trade safeguarding measures, Mr Song told the gathering of euro-deputies, his first visit to the important committee since September 2009. In China we are very much worried by the antidumping measures in the EU.The ambassador, reportedly well connected to senior officials in Beijing, also challenged the notion that a stronger yuan would solve the world's trade imbalances. It is unfair for nations to put the blame for their unemployment on an undervalued renminbi, he said.Foreign companies in China, including many from Europe, make up 55 percent of China's foreign trade, he added. Too fast a renminbi appreciation will have a negative effect on their exports.The committee's chair, Portuguese Socialist MEP Vital Moreira, said China represented the single most important challenge for the EU's trade policy, recognition of the huge volume of goods that travel between the two sides each year but also the growing frustrations expressed by European firms.

Problems have heightened over the past 18 months, says Fredrik Erixon of the European Centre for International Political Economy, a Brussels-based think-tank that specialises in trade issues.China is trying to climb the added-value ladder by developing national champions, he adds. This can involve using discriminatory tactics to shut out foreign companies.The European Commission appears to agree that recent rules imposed by Beijing to support indigenous innovation unfairly restrict foreign access to Chinese government contracts, hugely lucrative following the $586 billion stimulus package launched in 2008.In response, a recent proposal from the EU executive on the bloc's future trade strategy calls for the creation of a reciprocity instrument, under which Chinese firms could be blocked from European government contracts as a retaliatory measure.A commission communication on raw materials, set to be published next month, also sets out to secure European access to raw materials across the globe following recent Chinese restrictions in this area.The Commission has identified a list of 14 critical raw materials at EU level, reads a current draft of the document, seen by EUobserver. Critical raw materials display a particularly high risk of supply shortage ... mainly due to the fact that a high share of the worldwide production mainly comes from a handful of countries.

For example, rare earths are essential inputs for a number of emerging technologies, e.g. high performance permanent magnets in wind turbines or electric vehicles, continues the policy paper. However, the EU is fully reliant on imports, whereby China accounted for 97 percent of world production in 2009.That dependence has been increasingly felt over the past year as the Communist administration has moved to clamp down on exports of the valued minerals. As a result, the commission paper proposes that Europe greatly increase its infrastructural investment in mineral-rich areas of the world such as Africa in a bid to secure supply.As such, the proposal appears to follow in China's footsteps, with Beijing already one of the largest investors in the region.

Help Arrives from Europe, Turkey, U.S.; Planes Take to the Skies

Help arrived on Friday morning for Israeli firefighters trying to put out a massive blaze in the north. Their efforts had been hampered by the lack of firefighting planes; now several planes have arrived and have begun assisting the in firefighting effort.The first planes to arrive came from Bulgaria, which sent 100 firefighters as well, and from Greece, a country which has traditionally had little to do with Israel but which has recently established warmer ties and has recent experience with large fires.Help also arrived from Turkey, despite increasingly hostile relations between Turkey and Israel. Prime Minister Binyamin Netanyahu thanked Turkish Prime Minister Recep Tayyip Erdogan, who sent two planes.Later in the morning helicopters came from Britain and Cyprus, and firefighting trucks arrived from Jordan. Israeli firefighting commanders expressed hope that with the foreign assistance, the fire will be put out by Friday afternoon.The planes are already in action, and have drawn seawater to extinguish the flames. A massive Russian firefighting plane is expected to arrive in the afternoon.Netanyahu said Israel had received offers of help from many other countries as well, among them Egypt, Azerbaijan, Spain, Croatia, and France.

United States President Barack Obama offered his condolences Thursday to the families of those killed in the fire, and said the U.S. would assist Israel in responding to the blaze. New York City Mayor Michael Bloomberg initiated an aid operation already, sending a plane carrying firefighting chemicals, the supplies of which are critically low in Israel.Wind and unusually dry weather led to conditions in which the fire spread rapidly, moving up to one mile in five minutes. PA Removes Study Denying Jewish Claim to Western Wall

The Palestinian Authority has backpedaled on its claim that one of Judaism’s holiest sites has no connection to the ancient history of the Jews.A study posted on the official PA Ministry of Information website that claimed the Western Wall (the Kotel) is actually a Muslim holy site named the Al-Buraq Wall has mysteriously disappeared from the page.The so-called study, posted at the beginning of this week by the PA Under-Secretary of the Ministry of Information D. Mutawakkil Taha, claimed that Jews did not worship at the Wailing Wall at any time until the Balfour Declaration of 1917.Taha, a well-known writer and poet, claimed the Wall is held under the sovereignty of the Waqf (Islamic Religious Trust) and is owned by an Islamic Algerian Moroccan family. The al-Buraq Wall is in fact the western wall of the Aqsa Mosque, he wrote. This wall was never part of the so-called Temple Mount, but Muslim tolerance allowed the Jews to stand in front of it and weep over its destruction.The Western Wall is part of the original wall surrounding the Temple compound on the Temple Mount on which the First and Second Holy Temples stood. The wall is the only original remnant of the Temple compound that was still visible before modern archaeological digs uncovered other remains. This is why Jews have been mourning the Temple at the Western Wall for centuries. The site is also known as the Wailing Wall because Jews to this day go there to pray and pour their hearts out, sometimes weeping as they mourn the loss of the Holy Temple.

An Arabic-language statement issued by the PA government hinted that the page had been removed by hackers. According to the statement, the website had been penetrated by unknown perpetrators. Nevertheless, said the PA Ministry of Information, it was determined to show the truth and [continue] to show all that is happening in Palestine to the world. However, the site appeared to be functioning perfectly when Israel National News attempted to access the home page and several other areas on the site.Media reports quoted a senior PA official in Ramallah who revealed the U.S. had asked the government of Mahmoud Abbas to remove the report, which was gone by Wednesday.Earlier this week, State Department spokesman P.J. Crowley told reporters the U.S. strongly condemns these comments and fully rejects them as factually incorrect, insensitive and highly provocative... We have repeatedly raised with the Palestinian Authority leadership the need to consistently combat all forms of delegitimization of Israel, including denying historic Jewish connections to the land.The office of Israeli Prime Minister Binyamin Netanyahu meanwhile has acknowledged the PA’s compliance with the U.S. demand to remove the offensive document, but said it was not enough.It is important for confidence-building that the Palestinian Authority publicly prepare its people for peace and reconciliation, and that can only be accomplished if Palestinian leaders will publicly disassociate themselves from such remarks, and condemn all statements calling Israel fundamentally illegitimate, the PMO said in a statement. “As long as the Jewish States continues to remain illegitimate in Palestinian eyes, there will be no real peace.Various American Jewish organizations weighed in with strong statements of support for the U.S. government’s prompt response to the PA attempt to delegitimize the Jewish claim to the Western Wall.

Maintaining historical accuracy and integrity is critical, and the Western Wall’s origin as the outer wall of the Jewish Second Temple is irrefutable, noted American Jewish Committee Executive Director David Harris.Rabbi Shmuel Rabinovich, who serves as rabbi of the Western Wall, commented in a statement Wednesday that the PA’s attempt to again rewrite the sanctities of Israel damaged not only the speakers’ reliability and the dignity of history, but primarily the efforts to bring peace to the Middle East.

Long History of PA Attempts to Rewrite History
The PA attempt to claim of Muslim ownership of the Western Wall actually goes back as far as 2005, when the claim first appeared on the Ramallah government’s Religious Affairs site.The PA has dedicated much effort to rewriting history and denying the Jewish connection to the Wall, which is located in Jerusalem -- a city which served as the Jewish capital for 1,600 years before Islam’s founder, Mohammed, authored the Koran.In 2009, Al Quds Open University lecturer Shamekh Alawneh also said in a televised lecture that Jews invented their connection to the Wall for political purposes. He insisted the Jewish claim to the Western Wall has no historical roots in a TV program broadcast on PA TV called Jerusalem – History and Culture.According to Muslim tradition, the founder of Islam, Mohammed rose to heaven from the Temple Mount although the event is not mentioned in the Islamic primary holy text, the Koran. Federal Reserve May Be Central Bank of the World After UBS, Barclays Aid

UBS was the biggest borrower under the Commercial Paper Funding Facility, with $74.5 billion overall, more than twice as much as Citigroup Inc., the top U.S. bank recipient, according to the data released yesterday. London-based Barclays Plc took the biggest single amount under another program that made overnight loans, when it got $47.9 billion on Sept. 18, 2008. We’re talking about huge sums of money going to bail out large foreign banks, said Senator Bernard Sanders, the Vermont independent who wrote the provision in the Dodd-Frank Act that required the Fed disclosures. Has the Federal Reserve become the central bank of the world? I think that is a question that needs to be examined.The first detailed accounting of U.S. efforts to spare European banks may add to scrutiny of the central bank, already at its most intense in three decades. The Fed, which released data on 21,000 transactions, said in a statement that its 11 emergency programs helped stabilize markets and support economic recovery. The Fed said there have been no credit losses on rescue programs that have been closed. The growth of the U.S. mortgage-backed securities market and the dollar’s status as the world’s reserve currency enticed overseas banks such as Zurich-based UBS to buy assets in the country before 2008. They paid for the holdings with U.S. dollars, and when funding seized up, the Federal Reserve refused to take the risk that European firms would unload the assets and further depress markets for housing-related investments.

Much Worse

Things would have been worse if they hadn’t lent to foreigners, said Perry Mehrling, senior fellow at the Morin Center for Banking and Financial Law at Boston University and author of The New Lombard Street: How the Fed became the Dealer of Last Resort.We’re finally getting to understand the role of the Fed in the world.Fed spreadsheets showed the central bank became the world’s lender of last resort as dollars flowed to European banks as well as Bank of America Corp. and Wells Fargo & Co., among top borrowers from the Term Auction Facility at $45 billion each. Goldman Sachs Group Inc., which posted record profit last year, borrowed more than $24 billion from another program. Milwaukee-based Harley-Davidson Inc. and Fairfield, Connecticut- based General Electric Co. sold commercial paper, a form of short-term debt, to the Fed under a program that lent as much as $348.2 billion at its peak.
Sanders, the Vermont senator, said yesterday he plans to investigate whether banks profited by borrowing from the Fed and investing the funds in Treasuries, benefiting from the difference in interest rates.

Bailout Protection Act

U.S. Representative Mike Pence, an Indiana Republican, said he planned to introduce a European Bailout Protection Act to restrict the flow of International Monetary Fund loans to European countries. He said he was responding to reports that U.S. officials might bolster a European fund designed to deal with this year’s debt crisis, which has spread from Greece to Ireland.Edwin Truman, a former Fed official who is a senior fellow at the Peterson Institute for International Economics in Washington, said any push to confine the Fed’s role to U.S. banks would create a massive exercise in financial protectionism.It would lead to retaliation, so U.S. banks in London or Tokyo would expect the same kind of treatment, Truman said. William Poole, senior economic adviser to Merk Investments LLC and a former Federal Reserve Bank of St. Louis president, said he was surprised by the extent of non-U.S. bank borrowing.

Commercial Paper

I was under the impression that each country bore the responsibility for supervising the banks headquartered in their borders,Poole said in an interview.The $74.5 billion received by UBS through the CPFF, which bought short-term debt, represents total borrowings by UBS over the life of the program. The total outstanding at any point in time never exceeded about half that sum, said Karina Byrne, a UBS spokeswoman.Byrne said the bank’s tapping the Fed fund should be seen in the context of our overall desire to maintain flexibility and diversification in our funding sources.The loan to a Barclays unit came from the Primary Dealer Credit Facility, created to make sure U.S. securities firms and foreign firms’ U.S. affiliates had cash to satisfy clients’ financing demands.Barclays took the loan the week in September 2008 that it acquired the U.S. operations of Lehman Brothers Holdings Inc. Mark Lane, a spokesman for Barclays, declined to comment.

A Big Operation

Paris-based Natixis borrowed $27 billion under the commercial paper program. We’ve got a big operation in the U.S.A., Victoria Eideliman, a spokeswoman for the bank said. It was, for us, natural that we participate in this program like all the banks. When we participated, the liquidity situation was very tense.The $182.3 billion rescue of American International Group Inc. spared European banks that traded with the New York-based insurer from having to raise as much as $16 billion in capital, according to a June report from the Congressional Oversight Panel, which reviews bailout spending.Fed Chairman Ben S. Bernanke addressed questions in a 2009 Congressional hearing about why non-U.S. banks benefited from the AIG rescue.

The Obligation

I would point out that the Europeans have also saved a number of major financial institutions, and the issue of whether those institutions owed American companies money has not come up, Bernanke said. So I think that there is a sense that we all have the obligation to address the problems of companies in our own jurisdictions.
Three of the top seven borrowers under the CPFF program were private firms. New York-based Hudson Castle received $53.3 billion in aggregate, BSN Holdings took $42.8 billion, and Liberty Hampshire Co., a unit of Guggenheim Partners LLC, drew $41.4 billion, Fed data show.Hudson’s website says it develops customized debt products. A person who answered its phone said no one was available to comment. A Guggenheim spokesman didn’t return phone calls.BSN Capital Partners Ltd., which was associated with BSN Holdings according to a 2006 Standard & Poor’s note, was founded by John Burgess, a former Deutsche Bank AG managing director. Burgess declined to comment.

Britain's second busiest airport, Gatwick, reopened but an airport official said flights would be severely disrupted. The Eurostar train service linking Britain to France and Belgium said delays and cancellations would continue until Sunday.Every winter in Poland dozens of people die in the snow, mostly homeless or drunk. Heavy snow strands motorists in northeast US

NEW YORK (AFP) – A snowstorm blanketed the northeastern United States on Thursday, shutting down an interstate highway near Buffalo, New York and leaving motorists stranded for more than 12 hours.Some drivers spent the night in their cars and trucks as long lines of vehicles filled Interstate 90.Up to two feet (61 centimeters) of snow fell in some areas in just 24 hours, according to local reports.

The band of rough weather was expected to continue to affect the area through late Thursday before heading south, said the National Weather Service, which issued lake-effect snow warnings for areas on the eastern ends of Lake Erie and Lake Ontario.
Lake-effect snow showers typically align themselves in bands and will likely be intense enough to drop one (2.5 centimeters) to several inches of snow per hour for several hours, it added.Visibilities vary greatly and can drop to zero within minutes. Travel is strongly discouraged. Commerce could be severely impacted.

More than 30 dead from heavy rains in Venezuela

CARACAS, Venezuela – President Hugo Chavez says more than 30 people have been killed in floods and landslides in Venezuela, and he is pledging to speed construction of public housing to help thousands of evacuees.Speaking to evacuees on Thursday, Chavez said they would receive homes and vowed to accelerate construction of public housing projects in the Caracas area.Chavez said the government was assisting more than 15,000 families that fled homes amid torrential rains. He said the government has more than 300 disaster shelters open across the country.The heavy rains during the past month have continued well past the usual end of the wet season in Venezuela.

SEOUL, South Korea – South Korea's next defense chief threatened Friday that jets would bomb the North if it stages another attack like last week's deadly shelling as he outlined a tough new military policy toward the rival neighbor.President Lee Myung-bak's government is suffering intense criticism that its response to North Korea's Nov. 23 barrage on a South Korean island was weak, and over the stunning revelation that the South's spy chief dismissed information in August indicating the North might attack the front-line island of Yeonpyeong.Lee's nominee, Kim Kwan-jin, told a parliamentary confirmation hearing that further North Korean aggression will result in airstrikes. He said South Korea will use all its combat capabilities to retaliate.In case the enemy attacks our territory and people again, we will thoroughly retaliate to ensure that the enemy cannot provoke again, Kim said. The hearing is a formality as South Korea's National Assembly does not have the power to reject Lee's appointment.Kim said it will be difficult for North Korea to conduct a full-scale war because of its weak economy and concerns over a plan to transfer power from ailing leader Kim Jong Il to his young, untested son, Kim Jong Un.

Despite the bold declarations, questions have been raised about Lee's readiness — and even willingness — to stand up to the North. The president has been criticized for leading a military whose response to the attack was seen as too slow and too weak. The North fired 170 rounds, compared with 80 returned by South Korea.Satellite photos showed only about 10 South Korean rounds landed near North Korea's army barracks along the west coast, according to the office of lawmaker Kwon Young-se, who said he saw the images provided Thursday by the National Intelligence Service.
Despite the pressure, Lee must balance calls for a harsh response with the knowledge that Seoul — a city of more than 10 million people and the economic heart of the country — lies only 30 miles (50 kilometers) from the Koreas' heavily militarized border and within easy range of North Korean artillery.South Korea's Yonhap news agency reported Friday that North Korea has recently improved its ability to hit the capital: North Korea now has 5,200 rockets, about 100 more than it used to, the agency said, citing an unidentified South Korean military source. PARIS – The European Central Bank's chief says the euro remains a credible currency despite the debt crisis that has required the bailouts of Ireland and Greece and raised worries about the future of the shared currency.A day after the ECB extended its special support measures for banks, Jean-Claude Trichet on Friday urged European governments to make a quantum leap toward reforming and cleaning up budgets to avoid falling deeper into turmoil. Speaking in Paris, he said, This is no time for complacency.Trichet would not comment Friday on whether the ECB has increased its purchases of government bonds by highly indebted countries like Ireland or Portugal to ease their borrowing rates.Analysts and traders, however, speculate that the central bank has increased these purchases in recent days. Confirmation will arrive Monday, when the ECB publishes figures that will reveal how much it has bought in the past week, since Ireland's bailout failed to ease market worries.Trichet nevertheless insisted the 16-nation euro itself is not at risk.The euro is a credible currency. The euro is a currency that is considered just as credible for the next 10 years as for the last 12 years,he said.The currency was steady against the dollar Friday, buoyed by Trichet's pledge to extend crisis liquidity measures to banks and speculation the bond purchases are ongoing. The euro bought $1.3209 in morning European trading Friday, about the same as the night before in New York.

The ECB, the European Union and the 16 governments that share the euro are struggling to contain a crisis caused by too much state debt in some countries. They are trying to reassure bond investors that countries will not default and keep the interest rates on their debt loads from rising so high they can no longer afford to borrow.Governments are slashing spending and raising taxes to cut their deficits, but that has raised fears that austerity will slow growth and make debt even harder to pay.Asked whether European Union governments should increase their bailout funds, Trichet said, We are encouraging governments to go as far as possible to being commensurate with the challenges. MADRID (AP) — Spain's government was set to approve on Friday a fresh round of austerity and reform measures aimed at easing market fears the country will need a bailout to manage its debt, a possibility the finance minister ruled out.The new moves include plans to sell off a 30 percent stake in the government-owned national lottery, partial privatization of airports, the elimination of a key jobless benefit and tax cuts for small businesses.Spanish media reported that the administration of Prime Minister Jose Luis Rodriguez Zapatero, who canceled a trip to an Iberoamerican summit in Argentina to see the reforms through, may also boost taxes on cigarettes during a final announcement detailing the measures Friday afternoon.Finance Minister Elena Salgado insisted in an interview with Britain's BBC Radio 4 that fears Spain, the eurozone's fourth largest economy, could need a bailout are overblown.We are doing all that we had committed to do, our fiscal adjustment is on track, Salgado said.We have done all the things that we have to do with our financial sector. It is in a strong restructuring process.The latest measures, first announced Wednesday by Zapatero, were welcomed by both markets and the European Union after weeks of speculation that first neighboring Portugal and then Spain would need financial help.

In May, when markets were spooked by the near-bankruptcy of Greece, Spain cut wages for civil servants, froze most retirement pensions, and made it easier and cheaper for companies to lay people off.Zapatero has also pledged to reform the pension system early in 2011, likely raising the retirement age from 65 to 67, an unpopular move that sparked a general strike in late September.In the latest measures, the government hopes to take in euro9 billion ($12 billion) by selling a 49 percent stake in Spain's airports in a deal that would also shift management of Madrid's Barajas and Barcelona's El Prat airports to the private sector.Selling the lottery stake would give Spain as much as euro5 billion. LIMBE, Haiti – A gray-haired woman, her eyes sunken and unfocused from dehydration, stumbles up a dirt path slumped on the shoulder of a young man, heading to a rural clinic so overcrowded that plastic tarps have been strung up outside to shade dozens who can't fit inside.On the path to the clinic, another cholera victim lies dazed, her head bleeding because she couldn't stay atop the motorcycle taxi that carried her along the twisting country roads to the treatment center on the front line of Haiti's sudden battle with cholera.Nearby, a 16-month-old girl wails as a nurse prods her with a needle, trying to find a vein for the intravenous fluids she needs to save her life.Many feared Haiti's growing epidemic would overwhelm a capital teeming with more than 1 million people left homeless by January's earthquake. But, so far, it is the countryside seeing the worst of an epidemic that has killed nearly 1,900 people since erupting less than two months ago.Rural clinics are overrun by a spectral parade of the sick, straining staff and supplies at medical outposts that could barely handle their needs before the epidemic.At the three-room clinic near Limbe, in northern Haiti, a handful of doctors and nurses are treating 120 people packed into three rooms.It's really attacking us, Guy Valcoure, grandfather of the 16-month-old, says of the cholera. He piled on the back of a motorcycle with the baby and her mother to make a 40-minute ride in pre-dawn gloom to reach the clinic.

Holding a plastic cup in case his granddaughter gains enough strength to drink some water, Valcoure watches anxiously as a nurse tries without success to find a vein to give her intravenous fluids. Eventually, a doctor manages to get an IV into the baby's foot. She's going to be OK, the nurse tells Valcoure.Not everyone is so fortunate. It was too late to save an old woman carried to the clinic on a door over the weekend, says Dr. Benson Sergiles, a doctor from Cap-Haitien on loan to the clinic. It's getting worse by the day, he says, his eyes bleary from being up all night.And experts say the disease has not yet reached its peak.The Health Ministry says there have been more than 80,000 cases since cholera was first detected in late October and the Pan-American Health Organization projects it could sicken 400,000 people within a year.A makeshift clinic run by the aid group Doctors Without Borders in Cap-Haitien is seeing 250 patients a day and expects two or three times as many in coming weeks, said Dr. Esther Sterk, a physician from the Netherlands in charge of the treatment center in a crowded gymnasium.The cases are also rising further into the countryside, as at the little clinic near Limbe.

I don't think we're anywhere near the end of this, said Dr. John Jensen, a Canadian doctor volunteering with his wife, a nurse, for nearly a month at the clinic about 12miles (20 kilometers) west of Cap-Haitien.Fear over the spread of cholera even triggered a violent witch-hunt in the remote southwestern Grand Anse region, where locals have killed at least 12 neighbors on suspicions they used black magic to infect people, national police spokesman Frantz Lerebours said Thursday.Cholera made its first appearance on record in Haiti near the central town of Mirebalais. From there it spread north through the Artibonite region. It has sickened thousands in the capital, but it is the vast rural population that is most vulnerable because cholera is spread by bacteria in contaminated water, and poor rural people often have no access to clean water and no clinics nearby.Most Haitians live in rural areas and most don't have latrines, said Dr. Louise Ivers of the medical aid group Partners in Health. Most people have to do their business in a hole in the back garden and drink water from an unprotected source.It is these people who have the fewest options when they get sick. Why do you die from cholera? Because you don't have access to health care, Ivers said. A hospital in the central Haitian city of Maissade has just two physicians to care for a population of 60,000. That center along had treated 350 cholera patients as of last week, said Dr. Tim Rindlisbacher of Toronto, Canada, who recently worked there as a volunteer with the Canadian aid group Humanity First. He said he believes many more never got treatment.

It is easy to miss it in the rural areas, Rindlisbacher said. There's a lot of people who never make it to a hospital, never make it to a doctor and there's no way of tracking those people.In much of the countryside, public transportation is rare. The nearest doctor or nurse could be a trek of many hours through the mountains. Even in the cities, ambulances don't exist and cholera patients usually travel by taxi or collective transport. Associated Press journalists this week came upon four men carrying a 14-year-old boy on a stretcher along a dirt road, his mother trudging alongside. They had been walking four hours from their village to the town of Grand Riu Du Nord, in mountains about 16 miles (25 kilometers) south of Cap-Haitien to reach a clinic staffed by Cuban doctors, who treated the boy.A maddening fact about cholera, which rapidly drains the bodily fluids from its victims, is that it is easy to treat and most people survive if they get medical attention. Doctors Without Borders says the disease has a mortality rate of less than 1.5 percent among people who reach the more than two dozen treatment centers it operates around Haiti.Yet no one knows how many are dying uncounted and alone out in the countryside.One small village visited by Guytho Alphonse, a public health promoter for the aid group Oxfam, is a three-hour walk from the nearest medical clinic. He said villagers told him that an entire family of six had died of the disease. His visit was meant to prevent such tragedies: he was distributing oral rehydration mixture and chlorine for treating wells.Dr. Thony Michlet Voltaire, who runs a hospital in the town of Sante Borgne, about 40 miles (65 kilometers) from Cap-Haitien, said he was getting 40 patients a day. He said seven people had arrived in such bad shape over the past week that they could not be saved.A lot of people are dying at home because they can't make it to us, said Voltaire, who said his clinic, the Alliance Sante Borgne, was in dire need of medicine, volunteers and such basic supplies as clean bed sheets.Aid groups and international organizations such as the United Nations are working on campaigns to confront the outbreak, but Ivers and others said it will take an army of health workers to stop cholera's spread.Let me put it this way: We have 3,000 community health workers and we are hiring more ... as many as we can, she said.

Senator Joe Lieberman, the man behind legislation to give President Obama a kill switch for the Internet in the move towards a Chinese-style government controlled world wide web, now has the power to shut down websites with a mere phone call, as was underscored yesterday when Amazon axed Wikileaks from its servers after being pressured to do so by Lieberman’s Senate Homeland Security Committee.The revelation that Amazon had killed Wikileaks after the controversial whistle blower organization moved over its servers to Amazon’s cloud network came directly from Lieberman himself, stating that the, Decision to cut off Wikileaks now is the right decision and should set the standard for other companies Wikileaks is using to distribute its illegally seized material.The decision was made after Lieberman’s staffers called Amazon to pressure the company to axe Wikileaks. Committee staff had seen news reports yesterday that Wikileaks was being hosted on Amazon’s servers, reports TPM. Staffers then, according to the spokeswoman, Leslie Phillips, called Amazon to ask about it, and left questions with a press secretary including, Are there plans to take the site down? Amazon later called back Lieberman’s office to tell them that they had taken down the website. Amazon claimed the take down was because Wikileaks had violated its terms of service, but as TPM’s Rachel Slajda points out, this was a somewhat nebulous reason.

(Amazon’s) terms of acceptable use include a ban on illegal activities (it’s not yet clear whether Wikileaks has broken any laws) and content that may be harmful to our users, operations, or reputation. It also prohibits using Amazon’s servers to violate the security or integrity of any network, computer or communications system, although Wikileaks obviously obtained the cables long before hopping on Amazon’s servers.Funny how Amazon spent days loudly refusing to delete a pedophile guidebook on free speech grounds, but this happened behind the scenes and the company is refusing to comment, writes Rob Beschizza.Wikileaks also responded to the shut down by slamming Amazon for its apparent disdain for free speech, tweeting, If Amazon are so uncomfortable with the first amendment, they should get out of the business of selling books.The London Guardian notes that the website was pulled after US political pressure.Electronic Frontier Foundation senior staff attorney Kevin Bankston labeled Amazon’s decision to kill the website disappointing, adding that pressure from Lieberman’s office or any other authority serves to limit the materials the American public has a First Amendment right to access.The fact that Lieberman has concentrated such power within the purview of Homeland Security and now wields it by intimidating hosting companies to take down websites with no due course or legal process is particularly alarming given his recent odious public statements concerning free speech and the web.As we have documented, Lieberman’s vision for the Internet is less of an information superhighway and more of a government-controlled sanitized clone of cable television, where the web is purged entirely of dissent in a system even more draconian than that employed by the Communist Chinese.The Senator has been vehemently pushing efforts to provide President Barack Obama the power to shut down the Internet with a figurative flick of a switch, and has made it clear that his Protecting Cyberspace as a National Asset Act is about big government deciding who can say what on the web.Right now China, the government, can disconnect parts of its Internet in case of war and we need to have that here too,Lieberman told CNN’s Candy Crowley earlier this year.

However, China’s war is not against foreign terrorists or hackers, it’s against people who dare to use the Internet to express dissent against government atrocities or corruption. China’s system of Internet policing is about crushing freedom of speech and has nothing to do with legitimate security concerns as Lieberman well knows. It’s a system concentrated around state oppression of any individual or group that seeks to use the Internet to draw attention to political causes frowned upon by the authorities.China has exercised its power to shut down the Internet, something that Lieberman wants to introduce in the U.S., at politically sensitive times in order to stem the flow of information about government abuse of its citizens.This is what Lieberman envisions for the future of the Internet in the United States, a highly regulated, state-controlled forum where the government can shut down websites it disapproves of on a whim, as is already being done by Homeland Security without court order in dozens of cases this week alone.

Lisbon Treaty weathers stormy first year-ANDREW WILLIS

EUOBSERVER / BRUSSELS - A year to the day after the Lisbon Treaty came into force, the European Union is wrestling with a set of serious crises, ranging from the threat of a eurozone breakup to an intractable dispute over the bloc's 2011 annual budget. Broad criticism has been leveled at European Council President Herman Van Rompuy and top EU diplomat Catherine Asthon, two new posts created under the Lisbon Treaty, while eruptions of nationalist sentiment across the Union have alarmed the document's chief architects.Europe's basic goal of ever greater union appears to be receding into the distance, former French prime minster and head of the convention which drafted the body of the new rulebook, Valery Giscard d'Estaing, said in a speech last week. Others say it is too early to judge the Lisbon Treaty, adding that many of Europe's current problems are unrelated to the document. The Lisbon Treaty is not like a new US president, you can't measure its first 100 days,Hugo Brady of the Centre for European Reform, a London-based think-tank, told this website. Such are the union's current difficulties that member states, driven by Germany, are already contemplating the need for further adjustments to the treaty, with loans to Greece and Ireland stretching the earlier Maastricht Treaty's no bail-out clause (inserted into Lisbon) to snapping point. But tweaks in treaty language that result in a transfer of power from national to EU level could prompt unpredictable referendums in Ireland and the UK. If you want a permanent crisis mechanism [for future bail-outs], you have no other choice but to have a treaty change, Jean-Luc Dehaene, a former Belgian prime minister and leading member of the convention, said during a conference on Tuesday.Mr Dehaene said that teething problems related to the document are partly to blame for the current EU budget standoff between member states and the European Parliament. Sometimes I have the impression that the council [the EU institution representing member states] is discovering the implications of the treaty, now in the implementation,he noted.

Ms Ashton in early 2010 attracted harsh criticism for skipping top-level EU meetings. But the official launch, in accordance with its original deadline, of the European External Action Service (EEAS) on 1 December, has been heralded as an important success.She has been starting from scratch so it takes time,said Mr Brady. It is quite an achievement to create an institution.In keeping with the zeitgeist and the fact the EEAS has not yet moved into its new headquarters, there will be no fancy ceremony to mark the launch. Ms Ashton will instead give a speech to her 136 ambassadors, who are in Brussels for training anyway. The EEAS press launch will boil down to an email containing the text of her speech.Mr Van Rompuy, by contrast, started strongly, immersed up to his eyeballs into a eurozone crisis which suited his training as an economist and former finance minister.Lambasted for having the charisma of a damp rag by British eurosceptic MEP Nigel Farage, others said the mild-mannered Belgian politician showed himself to be a highly skilled behind-the-scenes negotiator.Mr Van Rompuy was tasked by EU leaders to set up a taskforce on joint economic governance as a reaction to the crisis. But the taskforce produced little of substance, ending his first year on a bit of a whimper. Meanwhile, accusations that Mr Van Rompuy is servile toward French and German leaders, who ultimately sidelined him in a financial deal in the French town of Deauville, damaged his standing still further.Van Rompuy acts like a secretary not a president," French Green MEP Daniel Cohn-Bendit said last week.

More democracy?

Tackling the EU's democratic deficit was another goal of the Lisbon Treaty, which increased the European Parliament's powers of co-decision and gave national parliaments a greater say at EU level.The EU legislature successfully lobbied to have greater security provisions inserted into an agreement on data sharing with the US (Swift) and has made its voice heard strongly in the ongoing EU budget debate.Most feel that the changes are marginal at best, however.The EU is a little bit more democratic,said Mr Brady. Former MEP and Lisbon-treaty critic Jens-Peter Bonde was scathing: Powers belonging to elected national parliaments have been moved by the Treaty to our common EU institutions, but the EU system is not subject to democratic control ... The non-elected EU leaders ... can now travel to China and Korea to lecture them on democracy until they are asked how many votes they had in the last European elections.Mr Dahaene also conceded that the convention's failure to go further on co-decision, and member states' insistence on retaining one commissioner per country, bodes badly for the future: When you have to decide by unanimity [in the council], you are in fact immobilized ... In the commission, the number is much too big to work as a college.

Weapons makers, multinationals among top beneficiaries of EU regional funds

EUOBSERVER / BRUSSELS - The EU commission has tried to defend the rationale of its regional policy after a new database put together by investigative journalists revealed that corporations such as IBM and Coca-Cola are on the recipient list, together with weapons makers Honeywell, EADS and Dassault, big pharmaceutical companies and chain supermarkets.Cohesion policy brings significant benefits to the poorer regions of the EU, but is also benefiting the whole of Europe, EU regional policy commissioner Johannes Hahn said in a press release issued hastily on Tuesday (30 November) after the Financial Times and the Bureau of Investigative Journalism published a centralised database of EU funds recipients.Member states are required to publish the names and amount of the beneficiaries online, but the FT/BIJ effort is the first one to put all the data together in a searchable format, translated into English and with figures both in the national currency and in euros.Regions and government companies in charge of building roads, railway tracks or sewage systems gobble up most of the money, but corporations also pocket fairly large sums of the €347 billion to be paid out by the EU during 2007-2013.US computer giant IBM is the largest of the corporate recipients, with over €24 million pocketed in various countries and projects. Out of this sum, €15.6 million are allocated to a service centre in Wroclaw, southern Poland, another €2.6 million for a similar centre in the Czech Republic and €985,000 for one in Hungary.In Italy, the local branch of the American company receives €3.7 million for developing a bio-informatics lab and e-business platforms for small and medium enterprises in the fields of tourism, cultural heritage and agri-food.

In the Netherlands, IBM has partnered with two other firms in a pilot project co-financed by the EU to the tune of €646,542 and aimed at reducing the energy consumption of 500 households by 14 percent. One of the applications involves a power display allowing residents to monitor the exact energy consumption of each electric device.The Spanish region of Valencia is also boosting IBM sales with EU money, as it acquired servers and memory disks produced by the company to the tune of €638,820.Portugal's Greencyber company specialised in biodiesel is receiving €23 million of EU funding for its plant in the southern region of Alentejo which uses soy and sunflower from Brazil, Angola and Mozambique to produce the low-polluting fuel. Biofuels are however controversial as the crops used take up precious land which could feed the local population, especially in African countries. US aerospace technology maker Honeywell receives €4.2 million for its research and development centre in the Czech Republic. On its website, Honeywell Czech Republic advertises itself as manufacturing control technologies for buildings, homes and industry; power generation systems and aerospace products and services. The latter category includes guidance systems for missiles and other guided weapons.Honeywell is also notorious for the cluster bombs it produced in the second half of the last century.

Meanwhile, Europe's aerospace giant EADS - the constructor of Airbus planes - also gets regional funding to boost employment: €1.5 for its Polish factories, €1.1 for the Spanish ones and €750,000 for the French development of anti-lightning protection of airplanes.Nokia Siemens Networks, sued by Iranian dissidents for having supplied the regime in Tehran with technology allowing mobile phones to be tracked down and wire-tapped, got €3.1 million for diversification of the IT center in Wroclaw by introducing innovative products and another €900,000 for innovation and strategic projects in Portugal.Still in France, €131,250 of EU funds go to the south-western region of Aquitaine for optimisation of the industrial management of Dassault MRP2 subcontractors. Dassault is the producer of the French Raphale fighter jets. Another €20,174 are claimed by Dassault for advanced manufacturing systems in the north-Italian region of Piemonte.Pharma giant GlaxoSmithKline (GSK) receives €1.8 million for its plant in northern France where they develop a way to increase the lyophilisation capacity of vaccines - a method of drying pharmaceuticals by freezing the material and then warming it in a vacuum.The world's biggest pharma company, Pfizer, also taps EU funds - €196,352 for projects in Belgium dedicated to team culture,gender equality and career development.German discount supermarket chain Lidl is set to receive almost €1 million for improving employability in Spain, the Czech Republic and Belgium and installing solar panels on one of its buildings in France.Meanwhile, Swedish popular furniture manufacturer Ikea also gets a little EU help to the amount of €1.2 million for opening up a call centre in the eastern German region of Mecklenburg-Vorpommern.US soft drink giant Coca-Cola is present on the list, with €902,071 allocated for upgrading its production lines in Hungary and Estonia, as well as training German staff. A Belgian project is mentioned as well, but no figure is made available.Along with Coca-Cola comes fast food icon McDonalds, charging EU taxpayers €59,708 for further development of its Swedish and Spanish staff.

Iran opposition group criticises EU role in anti-nuclear effort

EUOBSERVER / BRUSSELS - Despite strong US and European concern surrounding the Iranian regime of Mahmoud Ahmadinejad, laid bare this week by the WikiLeaks release of hundreds of US diplomatic cables, EU policy is off the mark and European governments are failing to provide support to internal opposition movements, the leader of one such group has said.Speaking in the European Parliament on Wednesday (1 December), Maryam Radjavi, president-elect of the National Council of Resistance of Iran (NCRI, also known as the PMOI, the People's Mojahedin of Iran), added that fresh talks between Iran and Western governments, represented by EU high representative Cathy Ashton next Monday and Tuesday in Geneva, would merely provide Tehran more time in which to build a nuclear bomb.To get rid of the regime you need regime-change by the Iranian people,Ms Radjavi said when questioned by EUobserver.

We are proud to have gained the support of many parliamentarians worldwide, she added. But no governments have yet expressed any support [for the PMOI] but we hope they will listen to the call of the MEPs.Roughly 400 MEPs signed a petition last week, calling on the United Nations to provide greater protection for residents living in the Ashraf camp inside Iraq, home to some 3,400 exiled Iranians and the principle base of the PMOI. Collaboration between the Iraqi government and Tehran has seen the camp besieged over the past year, say observers. Now the situation in Ashraf is of difficulties and restrictions, said Spanish centre-right MEP Alejo Vidal-Quadras, one of the chief supporters of the petition which was organised in record time by PMOI personnel in Brussels.People are denied medical treatment and 140 loudspeakers have been bombarding the camp with psychological propaganda for 11 months.Mr Vidal Quadras said it was vital the US remove the PMOI from its terrorist blacklist, as the EU did in 2009, so that the group can effectively carry out advocacy work.In addition, the group of MEPs are calling for a UN protection unit to be stationed beside the camp, something the multilateral body says is highly difficult to do without military support. Support was formerly provided by the US military, but the task was handed over to the Iraqi government in January 2009.

While the PMOI and MEPs who have signed the petition strongly deny the group has engaged in terrorists activities, some media reports have suggested otherwise. The group was founded in the 1960s, but its top leadership and members fled the country roughly 20 years later, after reportedly carrying out acts of terror inside the country.Senior diplomats from the US, Britain, France, Germany, Russia and China will also participate in next week's talks between Iranian negotiator Saeed Jalili and Ms Ashton, who's European external action service formally came into being on Wednesday.Iranian President Mahmoud Ahmadinejad told national reporters this week that his uranium enrichment programme would not be negotiated away. Instead, he said he was willing to discuss nuclear co-operation.The PMOI argue that further talks are useless however. Experience has shown that the more you negotiate with the Mullahs, the less you achieve, said Ms Radjavi. New negotiations with them will just provide more time to acquire a nuclear bomb. We believe the only language that the Mullahs will understand is boldness. By this I mean tougher economic sanctions.Another PMOI official said the current sanctions against Iran were in many cases being circumvented via Iraq, with EU companies amongst those lobbying against tougher restrictions due to fears their profits could be hit.The EU is Iran's biggest trade partner,the official said.It should stop buying Iranian oil.

US cables shed light on EU Friends of Russia club during Georgia war

EUOBSERVER / BRUSSELS - A cache of secret US cables on the 2008 Russia-Georgia war paints a vivid picture of how the EU was split into Russia-friendly and Russia-hostile clubs, with German diplomats parroting Russian arguments and Latvia suggesting that Nato should consider sending arms to Georgia.The cache of around 120 cables from US embassies around Europe covering the period from 7 August, when the war officially began, until 19 August, about one week after it ended, was published on Thursday (1 December) on the website of the WikiLeaks-affiliated magazine Russian Reporter.One cable dealing with an extraordinary meeting of Nato ambassadors in Brussels on 12 August ran with the capitalised sub-heading: Nato allies lack cohesion during first meeting on Georgia crisis.A follow-up cable on 13 August carried the heading: Allies divided down the middle.The 12 August cable, dealing with attempts to cobble together joint action on the crisis by the North Atlantic Council (NAC), saw EU and Nato members Bulgaria, the Czech Republic, Denmark, Estonia, Latvia, Lithuania, Poland and the UK broadly warm to proposals to suspend the Nato-Russia Council and to issue a Russia-hostile statement. But a Russia-friendly camp, led by France and Germany and including Greece, Italy, Luxembourg, the Netherlands, Slovakia and Spain, blocked the moves.The 13 August talks, on whether a Russian ship, the Ladniy, should take part in a Nato exercise, pitted the same Russia-hostile camp (the Czech Republic, Estonia, Latvia, Lithuania, Poland and the UK) against the Russia-friendly one (Belgium, France, Germany, Greece, Hungary, Italy, the Netherlands and Slovenia).

A number of allies - especially Germany - are parroting Russian points on Georgian culpability for the crisis. Intelligence releasable to Nato Allies on this point might be a useful tool,the 12 August US cable commented.The German-led side ... is unlikely to support anything more than a slap on the Russian wrist in the upcoming Nato Ministerial, the follow-up cable said.New divisions emerged inside the EU diplomatic forum, but the broad outlines of the split - with the Baltic states, Poland and the UK pitted against France, Germany and the Netherlands - stayed intact.

Commenting on the internal debate on whether or not to water down Russia-hostile language at an EU foreign ministers' meeting in Brussels on 12 August, Swedish diplomat Johan Frisell told his US counterparts: One camp's overriding priority is to stop the suffering and ensure the cease-fire is respected, that it is too early to judge or blame and the EU cannot appear biased. Members include Malta, Cyprus, France, Germany, Ireland and the Netherlands. The other camp says Georgia made mistakes, but the overriding concern is that Russia launched a full-scale invasion of a sovereign nation in violation of international commitments ... Members include England, Belgium, Sweden, Denmark, the Baltic states, Slovenia, Slovakia and Bulgaria.Mr Frisell lambasted French President Nicolas Sarkozy for giving in to pro-Russian language in the so-called Six-Point Plan, a cease-fire agreement letting Russia keep its troops in Georgia indefinitely: According to Frisell, Sarkozy's 16-hour trip to Moscow and Georgia was a carefully orchestrated routine that resulted in the Sarkozy Show.Although the cease-fire agreement was not ready after the 16 hours, France wanted a success story and prematurely announced such. The result was a flawed document with which many EU countries have taken issue.The remaining cables give a more nuanced image of German-Russian diplomacy than the Nato reports. In one text, the Czech foreign minister said his German counterpart, Frank-Walter Steinmeier, was visibly shaken by Russia's actions. A Hungarian diplomat said Mr Steinmeier told Moscow it had crossed a Rubicon, but the Kremlin ignored his plea for a pull-back. Chancellor Merkel, for her part, declined to speak with Russian PM Vladimir Putin, because it would needlessly increase Putin's standing if she sought contact with him.Italy comes in for some the heaviest US criticism. One cable on Italy's pro-Russian stance said: Berlusconi and Putin have already spoken and we expect Russia to try to use the personal relationship between the two to urge Italy to derail efforts to condemn its actions in international fora.On the other side, Washington was surprised by the high emotions generated in Riga and Warsaw.The then Latvian foreign minister, Maris Riekstins, put forward a list of potential Russia sanctions which included pulling the 2014 winter games from Sochi and kicking Russia out of the G8. Latvia's secretary of state, Normans Penke, on 12 August even said Nato should discuss military aid to Georgia. Penke, a former ambassador to Moscow, has a reputation within the GOL for being somewhat soft on Russia. You wouldn't have known it today. His passion seemed genuine and his frustration with Russia, and the inability of Nato to respond forcefully, was deep,the US cable said.

A separate US cable noted: Poland has taken on a surprisingly forceful leadership role during the Georgia conflict.The Polish foreign ministry overcame significant opposition within the EU to call an EU ministerial on the crisis and suggested energy sector sanctions against Russia. The then Polish chief of staff, general Franciszek Gagor, offered an adventurous explanation why Georgian President Mikhail Saakashvili attacked Russia: "Poland believes Saakashvili was manipulated by Russian agents - possibly even among his advisors - to open the door for military action in Georgia with the object of destabilising the Georgian government.The treasure-trove of new information on the 2008 conflict also recorded a humourous Freudian slip by the Russian ambassador to Slovakia.In one heated exchange in Bratislava, Slovak diplomat Stefan Rozkopal claimed the Russian ambassador actually referred to the Soviet Union, before correcting himself and made other such verbal slips that created a very anachronistic atmosphere.The US cable then turned the joke onto Mr Rozkopal himself, depicting him as a know-it-all: Rozkopal is a facile diplomat, who, like several others in the Slovak MFA [Ministry of Foreign Affairs], believes he has better insights into Russian thinking and tactics than most European (and certainly US) diplomats.

Members of Knesset have received a Chanukah gift that combines holiday greetings with a friendly reminder that Mahmoud Abbas is no longer the chairman of the Palestinian Authority.The gift, sent by Mattot Arim (Cities of Israel) and the Samaria Regional Council, consists of a printed copy of the blessing recited after meals (Birkat Hamazon) and the blessings that are said over Chanukah candles. His term ended in 2009; however, since then, he has repeatedly postponed elections.Abbas and his supporters say they cannot hold new elections before reconciling with Hamas, which split from the Fatah-led PA in 2007 and created a breakaway Hamas-led PA in Gaza. Hamas leaders are vehemently opposed to holding PA elections before their terrorist group reunites with Fatah to lead the PA together again.

Since Abbas' term expired nearly two years ago, he is irrelevant and cannot supply the goods, activists said Wednesday. Why should we make any effort to hold negotiations with a leader whose term of office has expired? they asked. Why make painful gestures – for a former leader whose term is up? This section of the website provides detailed information about the liquidity and credit programs and other monetary policy tools that the Federal Reserve used to respond to the financial crisis that emerged in the summer of 2007. These programs fall into three broad categories--those aimed at addressing severe liquidity strains in key financial markets, those aimed at providing credit to troubled systemically important institutions, and those aimed at fostering economic recovery by lowering longer-term interest rates.The emergency liquidity programs that the Federal Reserve set up provided secured and mostly short-term loans. Over time, these programs helped to alleviate the strains and to restore normal functioning in a number of key financial markets, supporting the flow of credit to businesses and households. As financial markets stabilized, the Federal Reserve closed most of these programs. Indeed, many of the programs were intentionally priced to be unattractive to borrowers when markets are functioning normally and, as a result, wound down as market conditions improved. The programs achieved their intended purposes with no loss to taxpayers.The Federal Reserve also provided credit to several systemically important financial institutions. These actions were taken to avoid the disorderly failure of these institutions and the potential catastrophic consequences for the U.S. financial system and economy. All extensions of credit were fully secured and are in the process of being fully repaid.

Finally, the Federal Reserve provided economic stimulus by lowering interest rates. Over the course of the crisis, the Federal Open Market Committee (FOMC) reduced its target for the federal funds rate to a range of 0 to 1/4 percent. With the federal funds rate at its effective lower bound, the FOMC provided further monetary policy stimulus through large-scale purchases of longer-term Treasury debt, federal agency debt, and agency mortgage-backed securities (agency MBS). These asset purchases helped to lower longer-term interest rates and generally improved conditions in private credit markets.The links to the right provide detailed information about the programs that were established in response to the crisis. Details for each loan include: the borrower, the date that credit was extended, the interest rate, information about the collateral, and other relevant terms. Similar information is supplied for swap line draws and repayments. Details for each agency MBS purchase include: the counterparty to the transaction, the date of the transaction, the amount of the transaction, and the price at which each transaction was conducted. The transaction data are provided in compliance with the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. The Federal Reserve will revise the data to ensure that they are accurate and complete. No rules about executive compensation or dividend payments were applied to borrowers using Federal Reserve facilities. Executive compensation restrictions were imposed by statute on firms receiving assistance through the U.S. Treasury's Troubled Asset Relief Program (TARP). Fed Names Recipients of $3.3 Trillion in Crisis Aid

Dec. 1 (Bloomberg) -- The Federal Reserve, under orders from Congress, today named the counterparties of about 21,000 transactions from $3.3 trillion in aid provided to stem the worst financial panic since the Great Depression.Bank of America Corp. and Wells Fargo & Co. were among the biggest borrowers from one program, the Term Auction Facility, with as much as $45 billion apiece. Some aid went to U.S. units of foreign institutions, including Switzerland’s UBS AG, France’s Societe Generale and Germany’s Dresdner Bank AG. The Fed posted the data on its website to comply with a provision in July’s Dodd-Frank law overhauling financial regulation.The Federal Reserve followed sound risk-management practices in administering all of these programs, incurred no credit losses on programs that have been wound down and expects to incur no credit losses on those that remain, the central bank said in a statement in Washington.Even so, the release may heighten political scrutiny of the central bank already at its most intense in three decades. The Fed’s Nov. 3 decision to add $600 billion of monetary stimulus has sparked a backlash from top Republicans in Congress, who said in a Nov. 17 letter to Chairman Ben S. Bernanke that the action risks inflation and asset-price bubbles.These disclosures come at a politically inopportune moment for the Fed, Sarah Binder, a senior fellow at the Brookings Institution in Washington whose research focuses on Congress’s relationship with the Fed, said before the release. Just when Chairman Bernanke is trying to defend the Fed from Republican critics of its asset purchases, the Fed’s wounds from the financial crisis are reopened.

Six Programs

The information, which also includes the amounts of transactions and interest rates charged, spans six loan programs as well as currency swaps with other central banks, purchases of mortgage-backed securities and the rescues of Bear Stearns Cos. and American International Group Inc.The data detail the breadth of central bank support that reached beyond banks to companies such as General Electric Co., which accessed a Fed program 12 times for a total of $16 billion in commercial paper. Lawmakers demanded disclosure, over the Fed’s initial objections, as U.S. central bankers pushed beyond their traditional role of backstopping banks. The Fed bought short-term IOUs from corporations, risky assets from Bear Stearns and more than $1 trillion in U.S. housing debt.Companies’ participation in the programs reflected the severe market disruptions during the financial crisis and generally did not reflect participants’ financial weakness,the Fed said today in its statement.

Dollar Squeeze

The presence of foreign banks in the program underscores the squeeze in dollar liquidity after the collapse of Lehman Brothers Holdings Inc. on Sept. 15, 2008. UBS, Switzerland’s largest bank, was the biggest borrower from the Commercial Paper Funding Facility, tapping the program 11 times for $74.5 billion.The emergency programs included the Term Asset-Backed Securities Loan Facility, which has supported billions of dollars in credit to small businesses, credit card borrowers, and students, and the Term Auction Facility, which helped banks get cheaper funding.
Bernanke pushed the boundaries of the Fed’s powers, using section 13(3) of the Federal Reserve Act, which allowed the central bank to aid non-banks under unusual and exigent circumstances.In some facilities, the Fed engaged in non- recourse lending, meaning it loaned against collateral alone and took a greater risk of loss.

Risk Exposures

By moving into the world of non-recourse loans, they started to accept risk exposures that the private sector was no longer capable of maintaining, said Lou Crandall, chief economist at Wrightson ICAP LLC in Jersey City, New Jersey. That effectively turned the Fed into an asset warehouse.Congress excluded one Fed lending program from disclosure, the discount window, which is the subject of a 2008 lawsuit filed by Bloomberg LP, parent of Bloomberg News, against the central bank. A group of banks is appealing to the Supreme Court over lower-court decisions ordering the Fed to identify loan recipients. The program peaked at $110.7 billion in October 2008.We see this not as the end of a process but really a significant step forward in opening the veil of secrecy that exists in one of the most powerful agencies in government, Senator Bernard Sanders, the Vermont Independent who wrote the provision on Fed disclosure, said to reporters Nov. 17.

Request Rebuffed

Sanders said he was motivated to use legislation to force the Fed to reveal borrowers after Bernanke rebuffed his request to identify the firms.Given the size of these commitments, it is incomprehensible that the American people have not received specific details about them,” Sanders said in a letter to Bernanke on Feb. 4, 2009.The Federal Reserve does not release specific information regarding the borrowings of individual institutions from our lending facilities, Bernanke said in a reply to Sanders. The approach is completely consistent with the long-standing practice of central banks.Vincent Reinhart, a former Fed official, disagreed with Bernanke’s argument in the letter. The central bank assumed a greater burden of disclosure by taking on a fiscal policy role, such as acquiring $30 billion of assets to ease JPMorgan Chase & Co.’s purchase of Bear Stearns in 2008, said Reinhart, who headed the Fed’s Division of Monetary Affairs.

No National Principle

There is no national principle about hiding fiscal policy decisions,said Reinhart, now a resident scholar at the American Enterprise Institute in Washington.At a time of stress, the Federal Reserve was willing to provide subsidies to a critically important area of the economy -- the financial system,Reinhart said. But the public should know how much the Federal Reserve provided and to who.A year after his 2009 correspondence with Sanders, Bernanke said in House Financial Services Committee testimony the Fed would agree to reveal the names of borrowers of emergency facilities with a sufficiently long lag. Once again, he said that the confidentiality of the discount window must be maintained.Today’s information relates to aid from Dec. 1, 2007, through July 21, 2010, when President Barack Obama signed Dodd- Frank into law. The act also requires the Fed, after a two-year delay, to identify firms that, following the law’s passage, borrow through its discount window and participate in its purchases or sales of assets such as mortgage-backed securities and Treasuries.

Emergency Powers

The Dodd-Frank legislation has also limited the Fed’s emergency lending powers from now on to programs with broad- based eligibility, curtailing bailouts of individual institutions.You have to balance the different considerations, said Roberto Perli, managing director at International Strategy & Investment Group in Washington and a former Fed Board staff member. They crossed a line, but what would have been the alternative? You can’t have a huge run on money funds. The situation was very delicate. BRUSSELS (Reuters) – The European Central Bank is under pressure to unveil new steps to stabilize the euro zone when it meets on Thursday as the bloc battles a crippling debt crisis that has stoked contagion fears in the U.S. and Asia.An 85 billion euro ($110.7 billion) EU/IMF rescue of Ireland last weekend and public assurances from leaders that the euro will be defended at any cost have failed to impress investors who are targeting Portugal, Spain and Italy in a test of the European Union's resolve and crisis-fighting resources.A day after investors pushed the risk premiums on Spanish and Italian bonds to euro lifetime highs, markets steadied as speculation grew the ECB could agree to step up its purchases of government debt and a U.S. official told Reuters Washington would support boosting an EU rescue facility via IMF funds.Speaking in Brussels, European Commission President Jose Manuel Barroso said he had confidence the ECB would take whatever action was needed to protect the stability of the single currency bloc.I'm sure the ECB is analyzing the current situation and that it will take the decisions necessary to guarantee the financial stability of the euro zone,Barroso said.The EU's Economic and Monetary Affairs Commissioner Olli Rehn appeared to pass the baton to the ECB, saying recent EU actions provided a sound basis for further stabilization measures by the central bank.

HIGHLY CONTROVERSIAL

The ECB launched a bond purchase program in May after Greece was bailed out, but it has been highly controversial within the bank and has been used only erratically.
Influential Bundesbank head Axel Weber has called publicly for the program to be scrapped and fellow ECB members have criticized the U.S. Federal Reserve's decision to buy $600 billion of U.S. debt in a policy known as quantitative easing.Any sense from fiercely independent central bankers that they were being bullied by EU politicians into making bond purchases could further deepen their opposition to such a step.With the euro under threat, however, they may decide they have no other choice.In recent days, economists have urged the ECB to throw out its rule book and do all it can to save the euro, particularly since governments seem to be running out of ideas for restoring confidence in their monetary union.There is a feeling that things have got to a point where the ECB has to do more, said Gilles Moec, an economist at Deutsche Bank.Reflecting global concern about the euro zone crisis, the U.S. Treasury announced late on Tuesday it would send an envoy to Europe this week to discuss the turmoil with governments in Berlin, Madrid and Paris.A U.S. official told Reuters in Brussels Washington stood ready to support an expansion of the bloc's current 750 billion euro rescue mechanism via extra funds from the International Monetary Fund, a step German officials have said they oppose.

It is up to the Europeans, the U.S. official said. We will certainly support using the IMF in these circumstances.The comments helped push the euro up to $1.3130 in late European trading after three successive days of losses which took it to a 10-week low against the dollar on Tuesday.The premium investors demand to hold Portuguese, Spanish and Italian bonds instead of German benchmarks fell and European bank stocks rebounded, with Spain's Banco Santander and BBVA up more than 7 percent after the Spanish government announced new steps to reduce the national debt. Debt auctions in Portugal and Germany, however, showed investors remain nervous. Lisbon's borrowing costs surged in a 12-month bill auction and a German five-year note sale drew the weakest demand in half a year.

Manufacturing data underscored the economic divergences plaguing Europe.Citigroup's chief economist said this week euro zone turmoil might be the opening act of a global sovereign debt crisis that could infect the United States and Japan.EU plans to make private bond holders bear some of the pain from any sovereign debt restructuring after mid-2013 have led investors to reassess the risk of putting their money in the government bonds of high-debt countries.

LIMITED OPTIONS

Strong action by the ECB is one of a small number of unattractive options for stopping the rot, given divisions among European governments over how to respond.
Germany has resisted pressure from countries such as France to turn the euro zone into a fiscal union, a step that could help the bloc address its economic imbalances, but would require members to sacrifice sovereignty for the good of the group. Chancellor Angela Merkel is also skeptical about putting up more funds for bailouts, concerned that German taxpayers could end up underwriting the rescues of countries her government believes have become targets because of economic mismanagement.Pressure from Germany's partners is mounting. Portugal's Treasury Secretary Carolos Pina told Reuters the EU needed to deepen its budget and create a European Treasury to defend the euro, a move that would be anathema to Berlin.

DUBLIN – Ireland must consult the IMF and European authorities over any major change to its economic policy, according to documents disclosed Wednesday outlining details of the country's international bailout.Finance minister Brian Lenihan said Ireland had also been set quarterly targets for its recovery under the deal for up to euro67.5 billion ($89 billion) in international loans.The documents show the country had promised to take any corrective actions necessary to fix its ravaged economy in order to win the deal.We have been through a traumatic two years. Of course we would have preferred to avoid to resort to external assistance, but we can emerge from it a stronger and fitter economy, Lenihan told Ireland's parliament.After making the documents public, Lenihan said the bailout requires the government to consult with the European Commission, the European Central Bank and the IMF about the adoption of policies that are not consistent with this memorandum.The documents show that every week government departments will supply regular data on the state of Ireland's finances to authorities offering the country loans.Under the deal, Ireland has pledged to sell off its stakes in the country's crippled banks "within the shortest timeframe possible.Prior to the bailout, Ireland had already committed at least euro45 billion to bailing out five banks. The deal provides an immediate euro10 billion to inject into the cash-strapped lenders.The reason we had to seek external assistance is because the problems in our banking system simply became too big for this state to handle on its own, Lenihan said.

However, he told lawmakers they would not have a chance to vote to approve Ireland's acceptance of the bailout. These supporting documents do not represent international agreements and do not require the approval of the Dail," he said, referring to the country's parliament.Critics have charged prime minister Brian Cowen with meekly accepting a deal which is too costly — Ireland will pay an average of 5.8 percent on its loans — and which they say prevents future governments from altering key elements.Ireland will hold elections early next year, when Cowen's Fianna Fail party is expected to be ousted.Lenihan said the government had no option but to accept the terms. Without this program, our ability to fund the payments to social welfare recipients, the salaries of our nurses, our doctors, our teachers, our (police) ... would have been extraordinarily limited and highly uncertain, he said.Under the terms of the bailout, Ireland must use euro17.5 billion of its own cash and pension reserves to shore up its public finances.Opponents say that, in effect, hard-pressed taxpayers will be forced to carry the costs of the government's attempted bailout of its imploded banking sector.Lenihan also confirmed he would soon announce legislation setting out the burden to be shared by junior debt holders in Irish Nationwide and Anglo Irish Bank.Cowen said Sunday that European authorities had rejected the idea of senior bondholders taking a hit under the bailout.Earlier, he defended his plan to cut the country's minimum wage by one euro (US$1.30) from the present rate of euro8.65 (US$11.30) per hour, saving it would help save jobs. Last week, he outlined a program of deep cuts and tax hikes totaling at least euro15 billion ($20.5 billion), intended to help restore Ireland's deficits to the euro-zone limit of 3 percent of GDP from its current postwar European record of 32 percent.

On Tuesday, national football team manager Giovanni Trapattoni — an Italian — agreed to cut his own euro1.8 million ($2.4 million) salary to help out the country's struggling football authority.Official data — also released Wednesday — showed Ireland's unemployment rate fell slightly to 13.5 percent over the last month — although new job losses are expected as the austerity measures bite. The Central Statistics Office said the number of people claiming unemployment benefits — which also includes payments to low income workers — was 425,002, also slightly down on October.However, the number of benefit claimants had risen 2.8 percent over the last 12 months.Opposition legislator Richard Bruton of the Fine Gael party said the fall in benefit claimants was simply evidence more people were leaving Ireland to find work Investors, however, showed some support for Cowen's plans as yields on Ireland's 10-year bonds eased to 8.959 percent Wednesday from 9.219 percent on Tuesday.

David Walker, former Comptroller General of the United states, was in town recently to talk at Senator Orrin Hatch’s Economic Summit.Walker served as Comptroller General and head of the Government Accountability Office (GAO) from 1998 to 2008. Appointed by President Bill Clinton, his tenure as the federal government’s chief auditor spanned both Democratic and Republican administrations. Normally a 15-year position, Walker stepped down after ten years when he was personally recruited by Peter G. Peterson, co-founder of the Blackstone Group, and former Secretary of Commerce to lead his new foundation. The foundation distributed the film I.O.U.S.A. that looks at the alarming financial situation we find ourselves in.Walker has compared the present-day United States with the Roman Empire in its decline, saying the U.S. government is on a burning platform of unsustainable policies and practices with fiscal deficits, expensive overcommitments to government provided health care, swelling Medicare and Social Security costs, the enormous expense of a prospective universal health care system, immigration, and overseas military commitments threatening a crisis if action is not taken soon.In 2007, Walker called the Medicare Part D program probably the most fiscally irresponsible piece of legislation since the 1960s. I would argue that the most serious threat to the United States is not someone hiding in a cave in Afghanistan or Pakistan, he continued but our own fiscal irresponsibility.

I’m going to show you some numbers…they’re all big and they’re all bad, he told CBS. You know the American people, I tell you, they are absolutely starved for two things: the truth, and leadership. What’s going on right now is we’re spending more money than we make…we’re charging it to a credit card…and expecting our grandchildren to pay for it. And that’s absolutely outrageous.He was clearly able to read the writing on the wall when he continued: The fact is, is that we don’t face an immediate crisis. And, so people say, What’s the problem? The answer is, we suffer from a fiscal cancer. It is growing within us.
