Statement by the Prime Minister of Canada on the Ottawa Conference on Combating Anti-Semitism 8 November 2010 Ottawa, Ontario
Prime Minister Stephen Harper today made the following remarks at the Ottawa Conference on Combating Anti-Semitism:Members of the Steering Committee, fellow parliamentarians, Ladies and gentlemen, let me begin by saying how delighted I am to see so many of you from around the world, gathered here in Ottawa for the second annual conference of the Inter-parliamentary Coalition for Combating Antisemitism.It is a sign, not only of your commitment to our common cause, but also of the momentum established at the London Conference last year. It is, therefore, a great sign of hope.History teaches us that anti-Semitism is a tenacious and particularly dangerous form of hatred. And recent events are demonstrating that this hatred is now in resurgence throughout the world. That is why the work of the Inter-parliamentary Coalition for Combating Antisemitism has never been so important or timely as it is now. On behalf of the Government of Canada and all Canadians, I commend you and support you in the great and important work that you are doing.I would like to thank Minister Jason Kenney, for inviting the ICCA to Ottawa, and for his outstanding record of leadership in combating anti-Semitism.I would like also to thank my introducer and friend, Scott Reid, Chair of the Canadian Parliamentary Coalition to Combat Antisemitism, and Mario Silva, Vice Chair, for organizing this conference.
And I would like to thank all my colleagues in the Parliament of Canada here today, including Professor Irwin Cotler, for their dedication to your mission.Ladies and gentlemen, colleagues, two weeks ago I visited Ukraine for the first time.In Kiev I laid a wreath at Babi Yar, the site of one of the numerous atrocities of the Holocaust. I was left there with much the same impression as I had in Auschwitz in 2008 — that such horrors defy all comprehension.At the killing grounds of Babyn Yar, I knew I was standing in a place where evil — evil at its most cruel, obscene, and grotesque — had been unleashed. But while evil of this magnitude may be unfathomable, it is nonetheless a fact.It is a fact of history. And it is a fact of our nature — that humans can choose to be inhuman. This is the paradox of freedom. That awesome power, that grave responsibility — to choose between good and evil.Let us not forget that even in the darkest hours of the Holocaust, men were free to choose good. And some did. That is the eternal witness of the Righteous Among the Nations. And let us not forget that even now, there are those who would choose evil and would launch another Holocaust, if left unchecked. That is the challenge before us today.The horror of the Holocaust is unique, but it is just one chapter in the long and unbroken history of anti-Semitism. Yet, in contemporary debates that influence the fate of the Jewish homeland, unfortunately, there are those who reject the language of good and evil. They say that the situation is not black and white, that we mustn’t choose sides.In response to this resurgence of moral ambivalence on these issues, we must speak clearly. Remembering the Holocaust is not merely an act of historical recognition.It must also be an understanding and an undertaking. An understanding that the same threats exist today. And an undertaking of a solemn responsibility to fight those threats.Jews today in many parts of the world and many different settings are increasingly subjected to vandalism, threats, slurs, and just plain, old-fashioned lies.
Let me draw your attention to some particularly disturbing trends. Anti-Semitism has gained a place at our universities, where at times it is not the mob who are removed, but the Jewish students under attack. And, under the shadow of a hateful ideology with global ambitions, one which targets the Jewish homeland as a scapegoat, Jews are savagely attacked around the world, such as, most appallingly, in Mumbai in 2008.One ruthless champion of that ideology brazenly threatens to ‘wipe Israel off the map,’ and time and again flouts the obligations that his country has taken under international treaties. I could go on, but I know that you will agree on one point: that this is all too familiar. We have seen all this before. And we have no excuse to be complacent. In fact we have a duty to take action. And for all of us, that starts at home. In Canada, we have taken a number of steps to assess and combat anti-Semitism in our own country. You will no doubt hear from my Canadian colleagues about the measures we have taken to date.I will mention for the time being that, for the first time, we are dealing with Canada’s own record of officially sanctioned anti-Semitism. We have created a fund for education about our country’s deliberate rejection of Jewish refugees before and during the Second World War.But of course we must also combat anti-Semitism beyond our borders, an evolving, global phenomenon. And we must recognize, that while its substance is as crude as ever, its method is now more sophisticated.Harnessing disparate anti-Semitic, anti-American and anti-Western ideologies, it targets the Jewish people by targeting the Jewish homeland, Israel, as the source of injustice and conflict in the world, and uses, perversely, the language of human rights to do so.
We must be relentless in exposing this new anti-Semitism for what it is. Of course, like any country, Israel may be subjected to fair criticism. And like any free country, Israel subjects itself to such criticism — healthy, necessary, democratic debate. But when Israel, the only country in the world whose very existence is under attack — is consistently and conspicuously singled out for condemnation, I believe we are morally obligated to take a stand. Demonization, double standards, delegitimization, the three D’s, it is the responsibility of us all to stand up to them.And I know, by the way, because I have the bruises to show for it, that whether it is at the United Nations, or any other international forum, the easy thing to do is simply to just get along and go along with this anti-Israeli rhetoric, to pretend it is just being even-handed, and to excuse oneself with the label of honest broker.There are, after all, a lot more votes, a lot more, in being anti-Israeli than in taking a stand. But, as long as I am Prime Minister, whether it is at the UN or the Francophonie or anywhere else, Canada will take that stand, whatever the cost. And friends, I say this not just because it is the right thing to do, but because history shows us, and the ideology of the anti-Israeli mob tells us all too well if we listen to it, that those who threaten the existence of the Jewish people are a threat to all of us.Earlier I noted the paradox of freedom. It is freedom that makes us human. Whether it leads to heroism or depravity depends on how we use it.As the spectre of anti-Semitism spreads, our responsibility becomes increasingly clear. We are citizens of free countries. We have the right, and therefore the obligation, to speak out and to act. We are free citizens, but also the elected representatives of free peoples. We have a solemn duty to defend the vulnerable, to challenge the aggressor, to protect and promote human rights, human dignity, at home and abroad. None of us really knows whether we would choose to do good, in the extreme circumstances of the Righteous. But we do know there are those today who would choose to do evil, if they are so permitted. Thus, we must use our freedom now, and confront them and their anti-Semitism at every turn.
That, Ladies and Gentlemen, is the purpose of our intervention today: our shared determination to confront this terrible hatred. The work we have undertaken, in our own countries and in cooperation with one another, is a sign of hope. Our work together is a sign of hope, just as the existence and persistence of the Jewish homeland is a sign of hope. And it is here that history serves not to warn but to inspire.As I said on the 60th anniversary of the founding of the State of Israel, Israel appeared as a light, in a world emerging from deep darkness. Against all odds, that light has not been extinguished. It burns bright, upheld by the universal principles of all civilized nations — freedom, democracy and justice.By working together more closely in the family of civilized nations, we affirm and strengthen those principles. And we declare our faith in humanity’s future in the power of good over evil.Thank you for all you are doing to spread that faith. And thank you for your kind attention.Thank you very much.

When Osama Bin Laden Was Tim Osman

The two men headed to the Hilton Hotel in Sherman Oaks, California in the late Spring of 1986 were on their way to meet representatives of the mujahadeen, the Afghan fighters resisting the Soviet invasion of Afghanistan. One of the two, Ted Gunderson, had had a distinguished career in the FBI, serving as some sort of supervisor over Special Agents in the early 60s, as head of the Dallas field office from 1973-75, and as head of the Los Angeles field office from 1977-1979. He retired to become an investigator for, among others, well-known attorney F. Lee Bailey. And all along the way, Gunderson, whether or not actually a CIA contract agent, had been around to provide services to various CIA and National Security Council operations, as he was doing now. In more recent years Gunderson was to become controversial for his investigations into child prostitution rings, after he became convinced of the innocence of an Army medical doctor named Jeffrey McDonald, who had been convicted of the murder of his wife and three young children in the 1970s. This has led to various attempts by the patrons and operators of the child prostitution industry to smear Gunderson's reputation.
Michael Riconosciuto was there to discuss assisting the mujahadeen with MANPADs—Man Portable Air Defense Systems. Stinger missiles were one possibility. If the U.S. would permit their export, Riconosciuto could modify the Stinger's electronics, so the guided missile would still be effective against Soviet aircraft, but would not be a threat to U.S. or NATO forces. But Riconosciuto had another idea. Through his connections with the Chinese industrial and military group Norinco, he could obtain the basic components for the unassembled Chinese 107 MM rocket system. These could be reconfigured into a man-portable, shoulder-fired, anti-aircraft guided missile sytem, and produced in Pakistan at a facility called the Pakistan Ordinance Works. The mujahadeen would then have a lethal weapon against Soviet helicopter, observation, and transport aircraft.Riconosciuto was more than just an expert on missile electronics; he was also an expert on electronic computers and associated subjects such as cryptology (see my Michael Riconosciuto on Encryption).
Riconosciuto was a prodigy who had grown up in the spook community. The Riconosciuto family had once run Hercules, California, as a company town. In the early days (1861) a company called California Powder Works had been established in Santa Cruz, CA. It later purchased land on San Pablo Bay, and in 1881 started producing dynamite, locating buildings in gullies and ravines for safety purposes. A particularly potent type of black powder was named Hercules Powder, which gave the name to the town of Hercules, formally incorporated in 1900. In World War I, Hercules became the largest producer of TNT in the U.S. Hercules, however, had gotten out of the explosives business by 1940 when an anhydrous ammonia plant was constructed. In 1959 Hercules began a new manufacturing facility to produce methanol, formaldehyde, and urea formaldehyde. In 1966 the plant was sold to Valley Nitrogen Producers. Labor problems led to a plant closure in 1977. In 1979 the plant and site was purchased by a group of investors calling themselves Hercules Properties, Ltd.However, Michael and his father Marshall Riconosciuto, a friend of Richard Nixon, continued to run the Hercules Research Corporation. In the early 1980s Michael also served as the Director of Research for a joint venture between the Wackenhut Corporation of Coral Gables, Florida, and the Cabazon Band of Indians in Indio, California. Riconosciuto's talents were much in demand. He had created the a-neutronic bomb (or Electro-Hydrodynamic Gaseous Fuel Device), which sank the ground level of the Nevada test site by 30 feet when a prototype was tested. Samuel Cohen, the inventor of the neutron bomb, said of Riconosciuto: I've spoken to Michael Riconosciuto (the inventor of the a-neutronic bomb) and he's an extraordinarily bright guy. I also have a hunch, which I can't prove, that they both (Riconosciuto and Lavos, his partner) indirectly work for the CIA.
Riconosciuto's bomb made suitcase nukes obsolete, because it achieved near-atomic explosive yields, but could be more easily minaturized. You could have a suitcase a-neutronic bomb, or a briefcase a-neutronic bomb, or simply a lady's purse a-neutronic bomb. Or just pull out your wallet for identification and —. The Meridian Arms Corporation, as well as the Universities of California and Chicago owned a piece of the technology. But there was more than explosives in the portfolios of the CIA agents who surrounded Riconosciuto like moths around a candle. Both Robert Booth Nichols, the shady head of Meridian Arms Corporation (with both CIA and organized crime conections), and Dr. John Phillip Nichols, the manager of the Cabazon reservation, were involved in bio-warfare work—the first in trying to sell bio-warfare products to the army through Wackenhut, the second in giving tribal permission for research to take place at Cabazon. According to Riconosciuto, the Pentagon's Defense Advanced Research Projects Agency (DARPA) was in charge of the classified contracts for biological warfare research. Riconosciuto would later testify under oath that Stormont Laboratories (which did research on the genetics of blood type and which was founded by this man) was involved in the DARPA-Wackenhut-Cabazon project. Jonathan Littman, a reporter for the San Francisco Chronicle would relate: Cabazons and Wackenhut appeared to be acting as middlemen between the Pentagon's DARPA and Stormont Laboratories, a small facility in Woodland near Sacramento.
The Race Weapon
Riconosciuto would make additional claims about Bio-Rad corporation, a medical supplier which had gradually taken over Hercules, California. They were also, Riconosciuto would say, covertly engaged in bio-warfare research—producing some of the deadliest toxins known to man. The focus of Bio-Rad's research was said to be bio-active elements that could be tailored to attack those with certain types of DNA. Weapons could thus be produced that were specifically designed to wipe out specific races or genetic classes of human beings. (Alternatively, particular DNA types could be immunized against a deadly biological agent; the agent could then be released, and everyone else would die.) A couple of years later, Meridian International Logistics, the parent company of Meridian Arms, was to farm similar research out to the Japanese. This included (according to minutes of a corporate meeting dated Aug. 26, 1988) methods for induction and activation of cytotoxic T-lymphocytes. Associated with Meridian's Robert Booth Nichols in a Middle Eastern operation called FIDCO, a company that ran arms into and heroin out of Lebanon's Beqaa (Bekaa) Valley, was Harold Okimoto, a high-ranking member of the Yakuza. Okimoto had longed worked under Frank Carlucci (who served as Secretary of Defense and Deputy Director of the CIA before becoming Chairman of The Carlyle Group). Okimoto owned food concessions in casinos around the world—Las Vega, Reno, Macao, and the Middle East. (Free drinks and anthrax while you play blackjack, anyone?)
Meeting Riconosciuto and Gunderson at the hotel were two representatives of the mujahadeen, waiting to discuss their armament needs. One of the two was named Ralph Olberg.The other one was called Tim Osman (or Ossman). Ralph Olberg was an American businesman who was leading the procurement of American weapons and technology on behalf of the Afghan rebels. He worked through the Afghan desk at the U.S. State Department, as well as through Senator Hubert Humphrey's office. Olberg looked after the Afghanis through a curious front called MSH—Management Sciences for Health. The other man, dressed in Docker's clothing, was not a native Afghan any more than Olberg was. He was a 27-year-old Saudi. Tim Osman (Ossman) has recently become better known as Osama Bin Laden. Tim Osman was the name assigned to him by the CIA for his tour of the U.S. and U.S. military bases, in search of political support and armaments.Gunderson and Riconosciuto were not on an altruistic mission. They had some conditions for their help. And they had some bad news to deliver. The mujahadeen needed to be willing to test new weapons in the field and to return a research report, complete with photos.The bad news was that some factions of the CIA didn't feel that Oldberg and Osman's group were the real representatives of the Afghans. Upon hearing this both Tim and Ralph were indignant. They wanted to mount a full-court press. Round up other members of their group and do a congressional and White House lobbying effort in Washington, D.C.

There is some evidence that Tim Osman and Ralph Oldberg visited the White House. There is certainty that Tim Osman toured some U.S. military bases, even receiving special demonstrations of the latest equipment. Why hasn't this been reported in the major media? One week after giving an affidavit to Inslaw regarding the PROMIS software in 1991, Riconosciuto was arrested on trumped-up drug charges. The Assistant U.S. Attorney prosecuting the case attempted to cover up Riconosciuto's intelligence background by claiming to the jury he was delusional. A TV station came and pointed a camera out at the desert at Cabazon and said, Riconosciuto says he modified the PROMIS software here. Of course Riconosciuto didn't modify the software out between the cacti and yucca. Sand isn't good for computers. He did the modifications in offices in nearby Indio, California. The AUSA told reporters Riconosciuto had been diagnosed with a mental condition, the implication being he's making all this stuff up. Yes, there had been a mental evaluation of Riconosciuto. I have a copy of the report. The diagnosis? Here it is: NO MENTAL DISORDER. The Department of Justice consistently and maliciously lied to the jury, just as had been threatened by Justice Department official Peter Viednicks if Riconosciuto cooperated with the congressional investigation of PROMIS.If the war against Osama Bin Laden (Tim Osman) is not a total fraud, then what is Michael Riconosciuto doing in prison? Why doesn't he have an office next to Colin Powell so he can give realistic advice on Bin Laden's thinking? And where is Ralph Olberg?
Thirty-four days before the East African embassy bombings of August 7, 1998, Riconosciuto notified the FBI in Miami that the bombings were going to take place. Two days prior to the bombings he requested of BOP (Bureau of Prisons) officials at the Federal Corrections Institution (FCI) in Coleman, FL., that he be allowed to call ECOMOG security headquarters to warn African officials. The BOP denied the request. Riconosciuto was mystified at being ignored by the relevant government authorities. I'm not mystified. I suspect the reason Riconosciuto was ignored was that the relevant parties, including especially the Miami FBI office, knew all along the bombings would take place. And they wanted them to happen.The same is true with respect to the recent plane bombings of the WTC. It wasn't an intelligence failure. The terrorist acts were deliberately allowed to happen. The actors may have been foreign. But the stage directors appear to have been all along here in the U.S. Cui bono? Isn't it time to let Michael Riconosciuto out of prison, and wipe the slate clean of the trumped up drug charges, and let him be a national security advisor—at least with respect to the government's pursuit of Osama Bin Laden? Isn't it time to quit pretending Osama Bin Laden came out of nowhere? This is not an academic argument. Sources say three dozen MANPADs have been imported into Quebec, Canada, from Colombia (where they arrived from Eastern Europe). The missile shipments followed the northern drug route—from Colombia into Canada. The missiles involved are Russian Strellas and Iglas. These will serve just fine to take down commercial airline flights. Just like TWA 800. Which group of terrorists has the missiles? Meanwhile, how many biological warfare agents are in the hands of organized crime? Maybe you should ask Riconosciuto about all this.Michael Riconosciuto is now incarcerated at the FCI Allenwood, PA. You will not be allowed to leave an airport until the government forces you to answer questions about why you refuse to have your genitalia groped.In response to growing outrage over naked body scanners and intrusive pat down searches of the private parts of air travelers, the TSA is warning Americans that they may be arrested and fined $11,000 if they refuse to cooperate with the agency’s invasive and humiliating techniques.The TSA warns that any would-be commercial airline passenger who enters an airport checkpoint and refuses to be subjected to the method of inspection designated by the TSA will not be allowed to fly and also will not be permitted to simply leave the airport (emphasis added).The TSA will work with local police in order to make sure the person remains on the premises and answers questions. Anyone refusing faces fines up to $11,000 and possible arrest, reports the Palm Beach Post.Once a person submits to the screening process, they can not just decide to leave that process, Sari Koshetz, regional TSA spokesperson, told the Florida newspaper. The policy includes people who decide not to fly.Teri Barbera, a spokesperson for the Palm Beach Sheriff’s office, said local police would assist the TSA in preventing people from leaving the airport. We will handle each incident on a case-by-case basis, said Barbera. The deputies will do it at the airport just as they would do it anywhere else.On Wednesday, TSA boss John S. Pistole testified before Congress on the controversy brewing over the fact airports have become areas where the Bill of Rights no longer applies. Pistole said the TSA will enforce the new policies despite complaints that the search methods are too invasive and a violation of the Fourth Amendment.
Senator John Ensign, a Nevada Republican, asked Pistole about groups that objected to all forms of bodily search on religious grounds. After nine years of funneling travelers into ever longer lines with orders to have shoes off, sippy cups empty and laptops out for inspection, the most surprising thing about increasingly heated frustration with the federal Transportation Security Administration may be that it took so long to boil over.Even Secretary of State Hillary Rodham Clinton, who is not subjected to security pat-downs when she travels, understands the public's irritation. She, for one, wouldn't want to go through such scrutiny.Not if I could avoid it. No. I mean, who would? Clinton told CBS' Face the Nation in an interview broadcast Sunday.The agency, a marvel of nearly instant government when it was launched in the fearful months following the 9/11 terror attacks, started out with a strong measure of public goodwill. Americans wanted the assurance of safety when they boarded planes and entrusted the government with the responsibility.But in episode after episode since then, the TSA has demonstrated a knack for ignoring the basics of customer relations, while struggling with what experts say is an all but impossible task. It must stand as the last line against unknown terror, yet somehow do so without treating everyone from frequent business travelers to the family heading home to visit grandma as a potential terrorist.
The TSA is not a flier-centered system. TSA denied the last, releasing security camera footage to try and prove its point. But that did little to offset the agency's longtime struggle to explain itself and win traveler cooperation.It wasn't supposed to be this way. After Congress approved creation of the agency in late 2001, the TSA grew quickly from just 13 employees in January 2002 to 65,000 a year later. In the first year, agency workers confiscated more than 4.8 million firearms, knives and other prohibited items, according to a report by the U.S. Government Accountability Office.But even as the new agency mushroomed, officials at the top, pressured by airlines worried that tighter security would discourage people from flying, looked to the business world for lessons on systems, efficiency and service.TSA set up go teams pairing government employees with executives from companies including Marriott International Inc., The Walt Disney Co., and Intel Corp., to figure out how to move lines of people through checkpoints efficiently and how to deal with angry travelers.But the agency was working under what Freeman calls an unachievable mandate. Congress demanded an agency that eliminated risk. But the risks are always changing, as terrorists devise new methods and government parries. That has led to an agency that is always in crisis mode, constantly adding new policies designed to respond to the last terror plot.President Barack Obama says he has pushed the TSA to make sure that it is always reviewing screening processes with actual people in mind. You have to constantly refine and measure whether what we're doing is the only way to assure the American people's safety,Obama said Saturday. And you also have to think through, are there ways of doing it that are less intrusive.Clinton, appearing on NBC's Meet the Press,said Sunday she thought everyone, including our security experts, are looking for ways to diminish the impact on the traveling public.
On CNN's State of the Union, TSA chief John Pistole insisted that the current threat level is too high to lessen the use of full body scans and intimate pat-downs. No, we're not changing the policies, he said.Hours later, however, Pistole issued a statement saying the agency would work to make screening methods as minimally invasive as possible.He gave no indication that screening changes were imminent but said that there is a continual process of refinement and adjustment to ensure that best practices are applied.TSA operates on the belief that a key to foiling terrorists is to keep them guessing, agency watchers say. But it has never really explained that to a flying public that sees never-ending changes in policies covering carry-on liquids, shoes and printer cartridges as maddening and pointless inconsistency.If you ask what its procedures are, how you screen people, it's, I can't tell you that because if the bad guys find out they'll be able to work around the system, said Christopher Elliott, an Orlando, Fla.-based consumer advocate specializing in travel. That's why a lot of what they've done has not really gone over well with air travelers. They perceive it as being heavy-handed and often the screeners come across as being very authoritarian.Over time, TSA has settled into a pattern of issuing directives with little explanation and expecting they be followed. You've got to explain yourself and reassure people. And they're not doing it, Light said.That goes beyond public relations, experts say. But the TSA has been unwilling to openly discuss how it arrives at policies or to justify the trade-offs, highlighted by its insistence over the need for the scanners.They're very expensive and what they (TSA officials) should be able to do is answer if it does reduce the risk, how much does it reduce the risk and is it worth it? said John Mueller, a professor of political science at Ohio State, who has researched the way society reacts to terrorism.The pushback against the body scanners and pat-downs shows the agency at its worst, Elliott said: It issued a policy that wasn't properly vetted or explained, but it is determined to defend it.
Growing dissatisfaction with TSA has even led some airports to consider replacing the agency with private screeners. Such a change is allowed by law, but the contractor must follow all the security procedures mandated by the TSA, including body scans and pat-downs.But frustration with the TSA was building even before the latest furor. In a December 2007 Associated Press-Ipsos poll asking Americans to rank government agencies, it was as unpopular as the Internal Revenue Service. Even so, a poll earlier this month by CBS News found 81 percent of Americans support the TSA's use of full-body scanners at airports. The poll, conducted Nov. 7-10, had a margin of error of plus or minus 3 percentage points.Elliott said that better communication would probably win the TSA more cooperation. But the public irritation suggests that a growing number of consumers, particularly frequent travelers, are questioning the premise at the heart of the agency's existence.I think at some point Americans said to themselves, maybe in their collective subconscious...there's a line here where it's not just worth it anymore, he said. There's a growing sense that that line has been crossed.
George Soros also profiting off controversial new TSA scanners

Be sure and read Tim Carney’s Examiner column today on the politically-connected lobby for the controversial new TSA scanners that are upsetting airline employees and travelers everywhere. Carney notes that a company called Rapiscan got a $165 million contract for the new body image scanners four days after the underwear-bomber incident this past Christmas. Not surprisingly, Rapiscan is politically connected, observes Carney:Rapiscan got the other naked-scanner contract from the TSA, worth $173 million. Rapiscan’s lobbyists include Susan Carr, a former senior legislative aide to Rep. David Price, D-N.C., chairman of the Homeland Security Subcommittee. When Defense Daily reported on Price’s appropriations bill last winter, the publication noted Price likes the budget for its emphasis on filling gaps in aviation security, in particular the whole body imaging systems.
Then this morning Carney also noted that former Homeland Security secretary Michael Chertoff was flacking for Rapiscan.As for the company’s other political connections, it also appears that none other than George Soros, the billionaire funder of the country’s liberal political infrastructure, owns 11,300 shares of OSI Systems Inc., the company that owns Rapiscan. Not surprisingly, OSI’s stock has appreciated considerably over the course of the year. Soros certainly is a savvy investor.Note that OSI Systems CEO is Deepak Chopra, but it appears to be a different Deepak Chopra than the more famous liberal new age guru.

Margaret Thatcher knew the single - currency would devastate Europe

Next week it will be 20 years since Margaret Thatcher fell. Pressure had been building on a number of fronts, but the issue which finally destroyed her was the yet-to-be-born euro. In the last weekend of October 1990, she travelled to a European summit in Rome, where Jacques Delors’ dream of European Monetary Union was high on the agenda. But while Mrs Thatcher was fighting her lone battle against the prospective single currency abroad, she was being fatally undermined at home. Geoffrey Howe, her bitterest cabinet critic, went on television to tell the interviewer Brian Walden that in principle Britain did not oppose the euro.In her Commons statement after returning home, she was forced to slap Howe down: this government believes in the pound sterling.Howe resigned, and days later delivered the famous speech from the back benches that set in motion a leadership contest.
Today, Margaret Thatcher’s autobiography, first published in 1993, reads like a prophecy. It shows how deeply and with what extraordinary wisdom she had examined Delors’ proposals for the single currency. Her overriding objection was not ill-considered or xenophobic, as subsequent critics have repeatedly claimed.They were economic. Right back in 1990, Mrs Thatcher foresaw with painful clarity the devastation it was bound to cause. Her autobiography records how she warned John Major, her euro-friendly chancellor of the exchequer, that the single currency could not accommodate both industrial powerhouses such as Germany and smaller countries such as Greece. Germany, forecast Thatcher, would be phobic about inflation, while the euro would prove fatal to the poorer countries because it would devastate their inefficient economies.It is as if, all those years ago, the British prime minister possessed a crystal ball that enabled her to foresee the catastrophic events of the past year or so in Ireland, Greece and Portugal. Indeed, it is one of the tragedies of European history that the world chose not to believe her. President Mitterrand of France and Chancellor Kohl of Germany dismissed her words of caution. And when Mrs Thatcher was driven from office in 1990, a crucial voice was lost, and a new consensus started to form in Britain in favour of the euro.This consensus stretched across the entire spectrum of the British establishment. It took in Tony Blair’s New Labour and all of Paddy Ashdown’s Liberal Democrats. The CBI came out for the euro, and so did the trades unions. The Foreign Office was doctrinally pro-single currency. Leading businessmen, such as Peter Sutherland (chairman of BP and Goldman Sachs International) and the fashion-conscious Richard Branson were strongly in favour. The Financial Times, a newspaper whose judgment has been wrong on every great economic issue of the last 40 years, was another supporter.
This consensus was all the more powerful because it contained Conservative grandees. The Britain in Europe campaign, featuring an ambitious young Liberal Democrat called Danny Alexander, now the Chief Secretary to the Treasury, was launched in 1999. Ken Clarke and Michael Heseltine treacherously spoke alongside Tony Blair and Peter Mandelson.The price we would pay, announced Mandelson,in lost investment and jobs in Britain would be incalculable.He projected that outside the euro, there is little we can do to protect industry against destabilising swings in the value of sterling. Michael Heseltine spoke apocalyptically about the terrifying consequences for British competitiveness outside the euro. Chris Huhne, now a Lib Dem cabinet minister, was scathing about eurosceptics who warned that entry to the euro would cause the Irish economy to overheat – warnings that proved to be all too accurate.
Irishman Niall Fitzgerald, chairman of the industrial giant Unilever, forecast British economic obliteration outside the euro. In a dark irony, it is his native country that now faces obliteration. Those who challenged this consensus were ridiculed. Even William Hague, then leader of the opposition, received this contemptuous treatment. Hague made a series of speeches which, reread today, rival Margaret Thatcher’s in their prescience. He predicted that membership would lead to huge booms and deep recessions. Hague chillingly added that the single currency is irreversible. One could find oneself trapped in the economic equivalent of a burning building with no exits.He noted that euro membership could lead to a full-blown banking and financial crisis.Nobody listened, many mocked, and Hague was accused of dragging the Tory party to the Right. The BBC, an integral part of the pro-European alliance, played its full role in marginalising critics such as Hague. The state-owned national broadcaster lumped the Tory leader in with cranks and xenophobes. By contrast, euro supporters were invariably presented as mainstream and sensible.But it is Hague’s speeches that have stood the test of time, while the excitable expostulations of Heseltine, Blair, Mandelson and Clarke all look ridiculous today. So let’s try a thought experiment and ask where Britain would be today if they had won the argument.The first point to note is the British economic boom which ended in 2008 would have been headier still, thanks to the soft interest rate policies pursued by the European Central Bank in the early years of this century.
The second is that the subsequent crash would have been far, far worse. We would not have been able to lower rates as far and as fast as we did. We could not have devalued out of trouble. We would have been unable to fuel economic growth by printing money.With these options unavailable, the recession would have turned into depression. It is likely that unemployment would now be heading towards five million and our already broken public finances would be in ruins. Just like Greece and Ireland, we would be unable to raise funds on the international markets and the IMF would have moved in. Angela Merkel of Germany would be offering a bail-out – but only on condition that we follow policies set for us in Europe. We would have lost our independence and become a wholly owned subsidiary of Brussels – the fate Ireland faces today.
Yesterday, I tried to reach the leading politicians who tried so hard 10 years ago to abolish the pound – Heseltine, Leon Brittan, Mandelson, Neil Kinnock, Charlie Kennedy. I wanted to ask them whether they stood by their extravagant warnings. I wanted to ask them for an apology. Not one of them came back.Other apologies are called for. From the BBC, which distorted the debate. From the superior commentators who sneered at politicians like William Hague, John Redwood and Iain Duncan Smith as they fought against the euro. From Heseltine and Clarke for their calculated betrayal of Hague. From the CBI, which (under its then director general Adair Turner, now chairman of the Financial Services Authority) sold the interests of British business down the river.One other point. Margaret Thatcher may have been the first victim of the single currency, but there have been many more since: the millions who have lost their jobs and the nations that are being stripped (as she forecast) of their pride and independence. Baroness Thatcher has often been accused by her politically motivated enemies of callousness. But backers of the European project are today happy to countenance unlimited human suffering in their mission to enforce economic and monetary union. Mrs Thatcher knew this would be the result of their deranged plan, which is why she fought to stop it. Her last battle as prime minister could not have been fought in a greater or more compassionate cause.

The deficit hawks are circling, hovering over QE2, calling it just another inflationary bank bailout. But unlike QE1, QE2 is not about saving the banks. It’s about funding the federal deficit without increasing the interest tab, something that may be necessary in this gridlocked political climate just to keep the government functioning.On November 15, the Wall Street Journal published an open letter to Fed Chairman Ben Bernanke from 23 noted economists, professors and fund managers, urging him to abandon his new quantitative easing policy called QE2. The letter said:We believe the Federal Reserve’s large-scale asset purchase plan (so-called quantitative easing) should be reconsidered and discontinued. . . . The planned asset purchases risk currency debasement and inflation, and we do not think they will achieve the Fed’s objective of promoting employment.
The Pragmatic Capitalist (Cullen Roche) remarked:Many of the people on this list have been warning about bond vigilantes while also comparing the USA to Greece for several years now. Of course, they’ve been terribly wrong and it is entirely due to the fact that they do not understand how the US monetary system works. . . . What’s unfortunate is that these are many of our best minds. These are the people driving the economic bus.The deficit hawks say QE is massively inflationary; that it is responsible for soaring commodity prices here and abroad; that QE2 won’t work any better than an earlier scheme called QE1, which was less about stimulating the economy than about saving the banks; and that QE has caused the devaluation of the dollar, which is hurting foreign currencies and driving up prices abroad.None of these contentions is true, as will be shown. They arise from a failure either to understand modern monetary mechanics (see links at The Pragmatic Capitalist and here) or to understand QE2, which is a different animal from QE1. QE2 is not about saving the banks, or devaluing the dollar, or saving the housing market. It is about saving the government from having to raise taxes or cut programs, and saving Americans from the austerity measures crippling the Irish and the Greeks; and for that, it may well be the most effective tool currently available. QE2 promotes employment by keeping the government in business. The government can then work on adding jobs.
The Looming Threat of a Crippling Debt Service
The federal debt has increased by more than 50% since 2006, due to a collapsed economy and the highly controversial decision to bail out the banks. By the end of 2009, the debt was up to $12.3 trillion; but theinterest paid on it ($383 billion) was actually less than in 2006 ($406 billion), because interest rates had been pushed to extremely low levels. Interest now eats up nearly half the government’s income tax receipts, which are estimated at $899 billion for FY 2010. Of this, $414 billion will go to interest on the federal debt. If interest rates were to rise just a couple of percentage points, servicing the federal debt would consume over 100% of current income tax receipts, and taxes might have to be doubled.As for the surging commodity and currency prices abroad, they are not the result of QE. They are largely the result of the U.S. dollar carry trade, which is the result of pressure to keep interest rates artificially low. Banks that can borrow at the very low fed funds rate (now 0.2%) can turn around and speculate abroad, reaping much higher returns.Interest rates cannot be raised again to reasonable levels until the cost of servicing the federal debt is reduced; and today that can be done most expeditiously through QE2 -- monetizing the debt through the Federal Reserve, essentially interest-free. Alone among the government’s creditors, the Fed rebates the interest to the government after deducting its costs. In 2008, the Fed reported that it rebated 85% of its profits to the government. The interest rate on the 10-year government bonds the Fed is planning to buy is now 2.66%. Fifteen percent of 2.66% is the equivalent of a 0.4% interest rate, the best deal in town on long-term bonds.
A Reluctant Fed Steps Up to the Plate
The Fed was strong-armed into rebating its profits to the government in the 1960s, when Wright Patman, Chairman of the House Banking and Currency Committee, pushed to have the Fed nationalized. According to Congressman Jerry Voorhis in The Strange Case of Richard Milhous Nixon (1973): As a direct result of logical and relentless agitation by members of Congress, led by Congressman Wright Patman as well as by other competent monetary experts, the Federal Reserve began to pay to the U.S. Treasury a considerable part of its earnings from interest on government securities. This was done without public notice and few people, even today, know that it is being done. It was done, quite obviously, as acknowledgment that the Federal Reserve Banks were acting on the one hand as a national bank of issue, creating the nation’s money, but on the other hand charging the nation interest on its own credit – which no true national bank of issue could conceivably, or with any show of justice, dare to do.Voorhis went on, But this is only part of the story. And the less discouraging part, at that. For where the commercial banks are concerned, there is no such repayment of the people’s money.Commercial banks do not rebate the interest, said Voorhis, although they also buy the bonds with newly created demand deposit entries on their books – nothing more.After the 1960s, the policy was to fund government bonds through commercial banks (which could collect interest) rather than through the central bank (which could not). This was true not just in the U.S. but in other countries, after a quadrupling of oil prices combined with abandonment of the gold standard produced stagflation that was erroneously blamed on governments printing money.Consistent with that longstanding policy, Chairman Bernanke initially resisted funding the federal deficit. In January 2010, he admonished Congress:We're not going to monetize the debt. It is very, very important for Congress and administration to come to some kind of program, some kind of plan that will credibly show how the United States government is going to bring itself back to a sustainable position.
His concern, according to The Washington Times, was that the impasse in Congress over tough spending cuts and tax increases needed to bring down deficits will eventually force the Fed to accommodate deficits by printing money and buying Treasury bonds.That impasse crystallized on November 3, 2010, when Republicans swept the House. There would be no raising of taxes on the rich, and the gridlock in Congress meant there would be no budget cuts either. Compounding the problem was that over the last six months, China has stopped buying U.S. debt, reducing inflows by about $50 billion per month.
QE2 Is Not QE1
In QE1, the Fed bought $1.2 trillion in toxic mortgage-backed securities off the books of the banks. QE1 mirrored TARP, the government’s Troubled Asset Relief Program, except that TARP was funded by the government with $700 billion in taxpayer money. QE1 was funded by the Federal Reserve with computer keystrokes, simply by crediting the banks’ reserve accounts at the Fed.Pundits were predicting that QE2 would be more of the same, but it turned out to be something quite different. Immediately after the election, Bernanke announced that the Fed would be using its power to purchase assets to buy federal securities on the secondary market -- from banks, bond investors and hedge funds. (In the EU, the European Central Bank began a similar policy when it bought Greek bonds on the secondary market.) The bond dealers would then be likely to use the money to buy more Treasuries, increasing overall Treasury sales.The bankers who applauded QE1 were generally critical of QE2, probably because they would get nothing out of it. They would have to give up their interest-bearing bonds for additional cash reserves, something they already have more of than they can use. Unlike QE1, QE2 was designed, not to help the banks, but to relieve the pressure on the federal budget.Bernanke said the Fed would buy $600 billion in long-term government bonds at the rate of $75 billion per month, filling the hole left by China. An estimated $275 billion would also be rolled over into Treasuries from the mortgage-backed securities the Fed bought during QE1, which are now reaching maturity. More QE was possible, he said, if unemployment stayed high and inflation stayed low (measured by the core Consumer Price Index).Addison Wiggin noted in his November 4 Five Minute Forecast that this essentially meant the Fed planned to monetize the whole deficit for the next eight months. He quoted Agora Financial’s Bill Bonner:If this were Greece or Ireland, the government would be forced to cut back. With quantitative easing ready, there is no need to face the music.That was meant as a criticism, but you could also see it as a very good deal. Why pay interest to foreign central banks when you can get the money nearly interest-free from your own central bank? In eight months, the Fed will own more Treasuries than China and Japan combined, making it the largest holder of government securities outside the government itself.
The Overrated Hazard of Inflation
The objection of the deficit hawks, of course, is that this will be massively inflationary, diluting the value of the dollar; but a close look at the data indicates that these fears are unfounded.Adding money to the money supply is obviously not hazardous when the money supply is shrinking, and it is shrinking now. Financial commentator Charles Hugh Smith estimates that the economy faces $15 trillion in writedowns in collateral and credit, based on projections from the latest Fed Flow of Funds. The Fed's $2 trillion in new credit/liquidity is therefore insufficient to trigger either inflation or another speculative bubble.In any case, Chairman Bernanke maintains that QE involves no printing of new money. It is just an asset swap on the balance sheets of the bondholders. The bondholders are no richer than before and have no more money to spend than before.Professor Warren Mosler explains that the bondholders hold the bonds in accounts at the Fed. He says, U.S. Treasury securities are accounted much like savings accounts at a normal commercial bank.They pay interest and are considered part of the federal debt. When the debt is paid by repurchasing the bonds, all that happens is that the sums are moved from the bondholder’s savings account into its checking account at the Fed, where the entries are no longer considered part of the national debt. The chief difference is that one account bears interest and the other doesn’t.
What About the Inflation in Commodities?
Despite surging commodity prices, the overall inflation rate remains very low, because housing has to be factored in. The housing market is recovering in some areas, but housing prices overall have dropped 28% from their peak. Main Street hasn’t been flooded with money; the money has just shifted around. Businesses are still having trouble getting reasonable loans, and so are prospective homeowners.As for the obvious price inflation in commodities -- notably gold, silver, oil and food -- what is driving these prices up cannot be an inflated U.S. money supply, since the money supply is actually shrinking. Rather, it is a combination of factors including (a) heavy competition for these scarce goods from developing countries, whose economies are growing much faster than ours; (b) the flight of hot money from the real estate market, which has nowhere else to go; (c) in the case of soaring food prices, disastrous weather patterns; and (d)speculation, which is fanning the flames.Feeding it all are the extremely low interest rates maintained by the Fed, allowing banks and their investor clients to borrow very cheaply and invest where they can get a much better return than on risky domestic loans. This carry trade will continue until something is done about the interest tab on the federal debt.The ideal alternative would be for a transparent and accountable government to issue the money it needs outright, a function the Constitution reserves to Congress; but an interest-free loan from the Federal Reserve rolled over indefinitely is the next best thing.
A Bold Precedent
QE2 is not a “helicopter drop” of money on the banks or on Main Street. It is the Fed funding the government virtually interest-free, allowing the government to do what it needs to do without driving up the interest bill on the federal debt – an interest bill that need not have existed in the first place. As Thomas Edison said, If our nation can issue a dollar bond, it can issue a dollar bill. The element that makes the bond good, makes the bill good, also.The Fed failed to revive the economy with QE1, but it could redeem itself with QE2, a bold precedent that might inspire other countries to break the chains of debt peonage in the same way. QE2 is the functional equivalent of what many countries did very successfully before the 1970s, when they funded their governments with interest-free loans from their own central banks.Countries everywhere are now suffering from debt deflation. They could all use a good dose of their own interest-free national credit, beginning with Ireland and Greece.Ellen Brown is an attorney and the author of eleven books. Geithner Warns Republicans Against Politicizing the Fed

U.S. Treasury Secretary Timothy F. Geithner said the Obama administration would oppose any effort to strip the Federal Reserve of its mandate to pursue full employment and warned Republicans against politicizing the central bank.It is very important to keep politics out of monetary policy,Geithner said in an interview airing on Bloomberg Television’s Political Capital with Al Hunt this weekend.You want to be very careful not to take steps that hurt our credibility.The Republican congressional leadership, including John Boehner, nominated as the next House speaker, has criticized the Fed’s plan to buy $600 billion in assets, saying it would fuel inflation and asset bubbles. On General Motors Co., Geithner said the government would get back a very substantial part of its investment and all the money the Obama administration spent on bailing out the automaker. Taxpayers put about $13.4 billion into GM under former President George W. Bush and $36.1 billion under Obama. GM, which went bankrupt last year after almost a century on the New York Stock Exchange, raised more than $20 billion in an initial public offering Nov. 18.Asked about Europe, Geithner said a financial rescue of Ireland could mark an end to the continent’s sovereign debt crisis. Officials from the European Union, International Monetary Fund and European Central Bank spent a second day in Dublin yesterday discussing a possible bailout of Irish banks.I believe they will achieve that because this government, Ireland has demonstrated that they are willing to do some very, very difficult, very, very hard things to dig their way out of this mess, Geithner said. And leaders of Europe have made some very tough political choices.

Bernanke defended the monetary stimulus in a speech in Frankfurt yesterday and in a meeting with U.S. senators Nov. 17.The best way to underpin the dollar and support the global recovery is through policies that lead to a resumption of robust growth in a context of price stability in the United States, Bernanke said in his speech.The asset purchases will be used in a way that’s measured and responsive to economic conditions, Bernanke said. Fed officials are unwaveringly committed to price stability and don’t seek inflation higher than the level of 2 percent or a bit less that most policy makers see as consistent with the Fed’s legislative mandate, he said.

BRUSSELS (AFP) – European finance ministers agreed late Sunday to bankroll a massive bailout for Ireland, the eurozone's second emergency rescue this year.The government has made a request to the European Union and they have agreed,Irish Prime Minister Brian Cowen said after an emergency cabinet meeting in Dublin.His finance minister, Brian Lenihan, said the euro partners have not determined a precise figure, although Didier Reynders, the finance minister of the EU's Belgian presidency, suggested less than 100 billion euros (137 billion dollars).The bailout aimed at cleaning up Ireland's devastated banking sector is warranted to protect Europe's wider economy, EU finance ministers said.It follows several months after a 110-billion-euro EU-IMF rescue package for Greece, where public overspends and dodgy data reporting to Brussels had become endemic.After conference calls Sunday also involving G7 partners in the United States, Japan and Canada, the Irish bailout's concrete numbers and conditions for repayment and broader economic reform will be thrashed out over coming days.The International Monetary Fund also stands ready to join a financial aid package for Ireland with a multi-year loan, IMF managing director Dominique Strauss-Kahn said.Designed to safeguard financial stability in the EU and in the euro area,the announcement followed enormous pressure to plug a gaping hole in Ireland's banking system.
Dublin has already pumped 50 billion euros into failed lenders, pushing its public deficit to 32 percent of output -- more than 10 times the EU limit.Dozens of international experts have spent the last four days poring over Dublin's books on the ground.The danger of contagion grows the longer this takes, German finance minister Wolfgang Schaeuble had warned.Aid negotiated with the IMF will target the banking business, with the EU highlighting an urgent need for deleveraging and restructuring.An Irish government statement pointed to guarantees, recapitalisation and asset segregation.Britain and Sweden offered bilateral assistance and could yet be joined by other non-euro states, Brussels said.However, Slovakian finance minister Ivan Miklos hinted at dissent over future write-downs, saying banks should take part in the rescue package as well, according to his spokesman quoted by Slovakian daily SME.That echoed German Chancellor Angela Merkel's drive to lessen taxpayer risk under a permanent rescue fund to be set up from mid-2013, but contradicted a statement made at a recent G20 summit in South Korea.There, Britain, France, Germany, Italy and Spain said the private sector would not carry any risk under pre-2013 arrangements.The plan will use elements of loan guarantees drawn down by the European Commission, worth 60 billion euros, as well as those backed by euro countries, amounting to another 440 billion euros.

The aid is seen as necessary to prevent Ireland's financial black hole bringing down other weak euro economies such as Portugal and Spain, and infecting the wider international financial system. But all sides said further weeks of negotiations loomed to define the fund's terms, conditions and precise size.Ireland's crisis, set off by its foundering banks, drove up borrowing costs not only for Ireland but for other weak links in the eurozone such as Spain and Portugal. Ireland's agreement takes some pressure off those countries, but they still may end up needing bailouts of their own.The European Central Bank — which oversees monetary policy for the 16-nation eurozone and first raised alarm bells about a renewed cash crisis in Dublin banks. He said IMF experts already in Dublin would hold swift discussions on an economic program with the Irish authorities, the European Commission, and the European Central Bank.Ireland has been brought to the brink of bankruptcy by its fateful 2008 decision to insure its banks against all losses — a bill that is swelling beyond euro50 billion ($69 billion) and driving Ireland's deficit into uncharted territory.The country had long resisted a bailout, but Lenihan said it was now painfully clear that Ireland needed financial firepower immediately to complement its own cutthroat plans for recovery.This country of 4.5 million now faces at least four more years of deep budget cuts and tax hikes totaling at least euro15 billion ($20.5 billion) just to get its deficit — bloated this year to a European record of 32 percent of GDP — back to the eurozone's limit of 3 percent by 2014.The European Central Bank and other eurozone members had been pressing behind the scenes for Ireland — long struggling to come to grips with the true scale of its banking losses — to accept a bailout that would reassure investors the country won't, and can't, go bankrupt.
The economically struggling governments of Spain and Portugal, in particular, had criticized Ireland's recent determination to keep going it alone. Ireland's inability to stop its financial bleeding has fueled investor fears of wider eurozone defaults and driven up those countries' borrowing costs on bond markets.But even with Ireland seeking aid, financial analysts say Spain and Portugal remain on course for potential bailouts of their own. Spain is fighting Europe's highest unemployment rate and Portugal is seen as doing too little to restructure an unusually uncompetitive economy.Ireland's move comes just six months after the EU and IMF organized a euro110 billion ($150 billion) bailout of Greece and declared a euro750 billion ($1.05 trillion) safety net for any other eurozone members facing the risk of imminent loan defaults. It demonstrates that creating the three-layered fund didn't, by itself, reassure global investors that it would be safe, or smart, to keep lending to the eurozone's weakest members.Economists question whether the economies of Ireland, Portugal, Spain and Greece will grow sufficiently to build their tax bases and permit them to keep financing, never mind paying down, their debts. The euro, however, has shown some resiliency in the tumult so far, remaining relatively strong against the U.S. dollar.Lenihan said Ireland most needed a contingency fund from which Irish banks could borrow. He said the funds would not necessarily be used and emphasized that the government's own operations are fully funded through mid-2011.
The rapid pace of Sunday's humiliating Irish U-turn surprised many analysts, given how Lenihan and Ireland's deeply unpopular prime minister, Brian Cowen, appeared in recent days to be in denial that Ireland needed a cent of foreign aid.More than 30 banking experts from the IMF, ECB and European Commission began arriving in Dublin only on Thursday to begin poring over the books and projections of the government, treasury and banks, a mammoth task expected to take weeks. Ireland's precipitous fall has been tied to the fate of its overgrown banks, which received access to mountains of cheap money once Ireland joined the eurozone in 1999. The Dublin banks bet the bulk of their borrowed funds on rampant property markets in Ireland, Britain and the United States, a strategy that paid rich dividends until 2008, when investors began to see the Irish banking system as a house of cards.When the most reckless speculator, Anglo Irish Bank, faced bankruptcy in September 2008, it and other Irish banks persuaded Lenihan and aides that they faced only short-term cash problems, not a terminal collapse of their loan books.Lenihan announced that Ireland would insure all deposits — and, much more critically, the banks' massive borrowing from overseas investors — against any default, an unprecedented move.At the time, Lenihan billed his fateful decision as the cheapest bailout in history and claimed it wouldn't cost the Irish taxpayer a penny. The presumption was that confidence would return and Ireland's lending would resume its runaway trend.But in the two years since, Lenihan has nationalized Anglo and two other small banks and taken major stakes in the country's two dominant banks, Allied Irish and Bank of Ireland. The flight of foreign capital began accelerating again in the summer amid renewed doubts that the government understood the full scale of its losses.Lenihan and the Irish Central Bank responded in September by estimating the final bill at euro45 billion to euro50 billion ($62 billion to $69 billion). Investors, initially relieved to have a figure, quietly resumed their withdrawal from Irish banks and bond markets in mid-October, driving up the borrowing costs for Portugal and Spain, which face their own deficit and debt crises.
Over the past two months Cowen and his 15-member Cabinet have been drafting a four-year austerity plan for Ireland that is expected to be unveiled later this week. It seeks to close the gap between Ireland's spending, currently running at euro50 billion, and depressed tax revenues of just euro31 billion. It proposes the toughest steps in the 2011 budget, when euro4.5 billion will be cut from spending and euro1.5 billion in new taxes imposed — steps that threaten to drive Ireland's moribund economy into recession and civil unrest.Both Cowen and Lenihan have stressed that Ireland's 12.5 percent rate of tax on business profits — its most powerful lure for attracting and keeping 600 U.S. companies with bases in Ireland — will not be touched no matter what happens.France, Germany and other eurozone members have repeatedly criticized the rate as unfair and say it should be raised now given the depth of Ireland's red ink.However, IMF and EU leaders negotiating the bailout terms with Ireland have said they don't intend to dictate any specific tax reforms to Ireland, only to ensure that targets for cutting spending and raising taxes overall are met. Ireland's right to set its own tax rates also has been enshrined in a series of EU treaties, making any strong-arm tactics now unlikely.Ireland's 2011 budget, however, could yet be torpedoed by its own divided lawmakers.The budget faces a difficult passage through parliament when it is unveiled Dec. 7. Cowen has an undependable three-vote majority that is expected to disappear by the spring as byelections, or special elections, are held to fill seats.Cowen and his long-dominant Fianna Fail party are languishing at record lows in opinion polls. The latest survey published in the Sunday Business Post newspaper said Fianna Fail has just 17 percent support, whereas the two main opposition parties, Fine Gael and Labour, command 33 percent and 27 percent respectively. RAMALLAH, West Bank – The Obama administration's troubled attempt to revive Mideast peace talks took another blow Sunday when the Palestinian president rejected the latest U.S. plan to get the sides talking again.Mahmoud Abbas said a proposed 90-day freeze on Israeli settlement construction wouldn't get him back to the negotiating table unless it includes east Jerusalem, a condition Israel staunchly opposes.
Palestinians claim east Jerusalem for their future capital. For decades, Israel has built Jewish sections around the city's periphery, and about 200,000 Jews live there now. Palestinians consider the large neighborhoods as illegal settlements.The impasse highlights the gaps the U.S. must bridge — not to just to achieve a peace deal, but even to get the sides to sit down and talk about one.In Cairo Sunday, Abbas said any construction freeze must include east Jerusalem first and foremost, along with the West Bank.If the moratorium does not apply to all Palestinian territories, including east Jerusalem, we will not accept it, Abbas said after consultations with President Hosni Mubarak of Egypt.The issue of Israeli settlements has bedeviled the latest round of peace talks since their launch in September. They broke down three weeks later when a previous 10-month slowdown on West Bank construction expired.
Since then, the U.S. has been pushing Israel to impose a new, 90-day moratorium to draw the Palestinians back to talks. The U.S. hopes the sides can reach a deal on future borders during that time, in effect determining which settlements Israel will get to keep in a peace agreement and defusing the issue of where it can build.To entice Israeli Prime Minister Benjamin Netanyahu's pro-settlement coalition government, the U.S. has offered a fleet of next-generation stealth warplanes and promises to veto anti-Israel resolutions at the United Nations.Speaking to lawmakers from his Likud Party late Sunday, Netanyahu said he was waiting for the U.S. to put the offer in writing so he could bring it before his Cabinet.Netanyahu also said the proposed 90-day moratorium was not specifically meant to deal with borders.There is no such request and there is no such commitment, he said. East Jerusalem was not officially included in the previous freeze, but Israel quietly curbed new construction there. The U.S. appears to be seeking a similar compromise now.Israel captured the West Bank and east Jerusalem from Jordan in the 1967 Mideast war and immediately annexed the eastern sector — a move the international community has not recognized. Israel now considers east Jerusalem an integral part of its capital, though the Palestinians hope to establish their capital there.Previous unsuccessful negotiations have included a formula under which Israel would keep the Jewish sections and the Palestinians would receive the Arab areas. SANTA CRUZ, Bolivia – A newly revealed North Korean nuclear facility could speed up that unpredictable nation's ability to make and deliver viable nuclear weapons, the Pentagon's top leaders said Sunday.U.S. Defense Secretary Robert Gates said he doesn't believe the facility is part of a peaceful nuclear energy program.I don't credit that at all, Gates said in Bolivia, where he is attending a regional defense conference.The facility appears to be a uranium enrichment facility, Gates said, and it could enable North Korea to build a number of nuclear devices beyond the handful it is presumed to have already assembled.Adm. Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, called North Korea a very dangerous country.I've been worried about North Korea and its potential nuclear capability for a long time, Mullen said on ABC's This Week.This certainly gives that potential real life, very visible life that we all ought to be very, very focused on.North Korea has tested two relatively crude plutonium devices. The new facility uses uranium, which can be used both for civilian power production and to make bombs.North Korea has not yet demonstrated the capability to refine bomb-making skills to the point that the devices could be attached to long-range missiles. That ability would be needed if the North ever intended to launch a catastrophic attack far beyond its borders, including on the U.S.
The United States and other countries are also worried that North Korea could sell the abilities it now has to terrorists or other nations that might use them for small-scale dirty bomb attacks.Gates warned that North Korea is developing new long-range missiles, and possibly a new mobile intercontinental ballistic missile.All of these programs are of great concern to every nation, Gates said.North Korea recently showed off the new facility to a visiting American nuclear expert. The scientist said he was told the small industrial-scale uranium enrichment facility is producing low-enriched uranium for a new reactor.Robert Carlin, a North Korea expert at Stanford University, also toured the site and said it was way beyond anything anybody had imagined.In an interview broadcast Sunday on ABC, Carlin said, It was such a surprise, and it showed me that the policy that we've been following seems to be at a dead end.Gates said the revelation Saturday confirms long-standing suspicions that North Korea wanted to develop a second path to nuclear capability.
Mullen, the top U.S. military officer, said such activities would violate U.N. Security Council resolutions and agreements by North Korea over its nuclear program.
From my perspective, it's North Korea continuing on a path which is destabilizing for the region. It confirms or validates the concern we've had for years about their enriching uranium, which they've denied routinely,Mullen said. They are a country that routinely we are unable to believe that they would do what they say.Noting the sinking of the South Korean warship Cheonan in March, which killed 46 sailors and has been blamed on North Korea, Mullen said on CNN's State of the Union that all of this is consistent with belligerent behavior, the kind of instability-creation in a part of the world that is very dangerous.The United States wants North Korea to resume international disarmament talks with Japan, China, Russia, South Korea and the U.S. Those on-again, off-again negotiations yielded a 2005 promise from North Korea to give up its nuclear program, and it did dismantle some facilities before talks foundered.North Korea has demanded one-on-one negotiations with the United States, which Washington refuses to hold in a formal setting. U.S. diplomats have met with North Koreans on the sidelines of the six-nation talks.Gates said it is too soon to say how news of the new facility might affect diplomatic strategy. Sen. John Kerry, chairman of the Senate Foreign Relations Committee, pointed to China as a key. The Massachusetts Democrat said Beijing is an influential ally and trading partner of the North and is well-positioned to enhance the international community's enforcement activities.

WASHINGTON – Here's one plus from the global economic recession: Carbon dioxide pollution last year dropped for the first time in a decade.But it didn't last and it wasn't as big a drop as expected.Burning fossil fuels to power factories, cars and airplanes spews out greenhouse gases that warm the world. But during the economic downturn, some factories shut down and people didn't drive or fly as much. The helped drop emissions about 1.3 percent from 2008 to 2009, according to a study published Sunday in the journal Nature Geoscience.There's been a close link between gross domestic product and pollution in recent decades, said study lead author Pierre Friedlingstein of the University of Exeter in England. The good part of the crisis is that it reduces emissions.In the United States, the Energy Department said that emissions dropped 7 percent in 2009 because of three equal factors: the slowing economy, slightly better energy efficiency and cleaner energy.Worldwide, it was mostly a matter of the economy, Friedlingstein said. In 2009, the world spewed nearly 34 billion tons (about 31 billion metric tons) of carbon dioxide. That's a drop of 453 million tons from the previous year — what the U.S. emits in about 26 days.The last time carbon dioxide pollution dropped worldwide was in 1999 and this was the biggest decrease since 1992, according to records by the Energy Department's Oak Ridge National Lab. Despite last year's improvement, worldwide carbon emissions have increased by 25 percent since the year 2000.Carbon pollution is probably already rising this year, the study authors said, and likely to set yet a record in 2010.
The same scientists last year had forecast almost a 3 percent drop in emissions for 2009 based on GDP projections from the International Monetary Fund. But the economy improved more than expected and developing countries kept increasing the amount of carbon dioxide they produced, Friedlingstein said.Developing nations aren't using energy as efficiently and they weren't as affected by the recession as the west, he said.China's carbon dioxide pollution jumped 8 percent from 2008 to 2009. India's went up about 6 percent, according to the study.That's part of a dramatic shift in which countries are producing the most carbon dioxide. In 1990, the developed world produced 65 percent of the world's carbon dioxide, said study co-author Gregg Marland of the Oak Ridge National Lab. Now it is less than 43 percent as those countries have cut about 10 percent of their emissions while the developing world has more than doubled their overall emissions.One bright note is that overall carbon dioxide emissions from the destruction of forests has slowed considerably, Friedlingstein said.Despite that, it looks like the world cannot reach the goal set by international negotiations in Copenhagen last year of limiting global warming to a 3.6 degree (2 degree Celsius) temperature increase since industrialization, said University of Victoria climate scientist Andrew Weaver, who wasn't involved in the study. Through the first 10 months of the year, 2010 is tied for the hottest year in 131 years of record keeping, according to the National Climatic Data Center.We are letting global warming emissions get away from us, Weaver said. PORT-AU-PRINCE, Haiti – It began as a rumor that farmers saw waste from a U.N. peacekeeping base flow into a river. Within days of the talk, hundreds downstream had died from cholera.The mounting circumstantial evidence that U.N. peacekeepers from Nepal brought cholera to Haiti was largely dismissed by U.N. officials. Haitians who asked about it were called political or paranoid. Foreigners were accused of playing the blame game. The World Health Organization said the question was simply not a priority.But this week, after anti-U.N. riots and inquiries from health experts, the top U.N. representative in Haiti said he is taking the allegations very seriously.It is very important to know if it came from (the Nepalese base) or not, and someday I hope we will find out,U.N. envoy Edmond Mulet told The Associated Press.The answer would have implications for U.N. peacekeeping missions around the world, he said.It would affect the relationship between the U.N. and Haiti: If its peacekeepers misled, it could lose credibility for tasks such as helping oversee next week's election. It could affect the job of U.N. humanitarian workers, who work separately from the peacekeepers.It would help answer scientific questions: Is the source still out there? How does this cholera strain spread? Does it pose a threat to the region, including the southern United States? When riots broke out across northern Haiti this week, the U.N. blamed them on politicians trying to disrupt the upcoming vote. But observers say the U.N.'s early stance fanned the flames.If the U.N. had said from the beginning, 'We're going to look into this' ... I think that, in fact, would have been the best way in reducing public anger,said Brian Concannon, director of the Institute for Justice & Democracy in Haiti. The way to contribute to public anger is to lie.

Before last month, there had never been a confirmed case of cholera in Haiti.In March, the U.S. Centers for Disease Control and Prevention said cholera was extremely unlikely to occur in Haiti. There were no cholera bacteria there. Most foreigners were relief workers with good sanitation who come from countries where cholera is not an issue.Then it did happen. There are now more than 1,100 dead; experts say hundreds of thousands will fall ill as the disease haunts Haiti for years.Even more surprisingly, it did not first appear in a major port, an earthquake tent camp or an area where foreigners are concentrated, but instead along the rural Artibonite River.Speculation keeps returning to that river and a base home to 454 U.N. peacekeepers from Nepal. They are perched on a babbling waterway called the Boukan Kanni, part of the Meille River that feeds into the Artibonite.People living nearby have long complained about the stink in the back of the base and sewage in the river. Before the outbreak began they had stopped drinking from that section of the river, depending instead on a source farther up the mountain.The latest Nepalese deployment came in October, after a summer of cholera outbreaks in Nepal. The changeover at the base, which guards the area south of the central plateau town of Mirebalais, was done in three shifts on Oct. 9, 12 and 16.The U.N. says none of the peacekeepers showed symptoms of the disease. But 75 percent of people infected with cholera never show symptoms but can still pass on the disease for two weeks — especially in countries like Nepal where people have developed immunity. The CDC has said the strain of cholera in Haiti matches one found most prevalently in South Asia.It very much likely did come either with peacekeepers or other relief personnel,said John Mekalanos, Harvard University microbiology chair.I don't see there is any way to avoid the conclusion that an unfortunate and presumably accidental introduction of the organism occurred.

Haiti runs on rumors, like a 10 million-player game of broken telephone. Last year it was the local woman said to have given birth to a fish. This year it was cholera — all too true, even if the news came from the same places: in a group taxi, from a cousin, from the guy on the next farm over.On Oct. 20, the news crackled over Haitian radio: 19 people had died after fever, vomiting and severe diarrhea at a hospital in St. Marc near the mouth of the Artibonite River. Most were children.
A day later, the disease was confirmed to be cholera. Tele-djol — the mouth channel — lit up. Some said helicopters had dropped a black powder in the river, or that they heard poison was poured into a dam in the Dominican Republic. Others said the epidemic was linked to the Nepalese base.The rumors were easy to ignore. Mulet said the U.N. did not address them right away because it did not know the situation would turn into a crisis.It was such a minor thing, like we have every day, Mulet said. We didn't know this was going to be an epidemic.But the rumors got stronger in the mouths of politicians. Even the health minister, whose government depends on the U.N. for protection, told the nation it was suffering from an imported disease.On Oct. 26, U.N. spokesman Vincenzo Pugliese put out a short statement saying that the base's septic tanks are built to U.S. Environmental Protection Agency standards, that the waste is dumped 820 feet (250 meters) from the river, and that the U.N. unit for environmental compliance periodically checks waste management. Sanitation at the base is handled by a private company, Sanco Enterprises SA, which won the contract over the summer by underbidding a rival. The U.N. said the septic tanks were to be emptied once a week.But when the AP visited on Oct. 27, a tank was clearly overflowing. The back of the base smelled like a toilet had exploded. Reeking, dark liquid flowed out of a broken pipe, toward the river, from next to what the soldiers said were latrines. U.N. military police were taking samples in clear jars with sky-blue U.N. lids, clearly horrified.At the shovel-dug waste pits across the street sat yellow-brown pools of feces where ducks and pigs swam in the overflow. The path to the river ran straight downhill.
The U.N. acknowledged the black fluid was overflow from the base, but said it contained kitchen and shower waste, not excrement.The U.N. said it is up to the private contractor and local mayor to ensure its dump sites are safe. Sanco Vice President Marguerite Jean-Louis said it is up to the mayor and the U.N. Mirebalais Mayor Laguerre Lochard, who is running for Senate on Sunday, said he complained several times to the U.N. that the site was not safe but never received a response.
Jean-Louis said her company emptied the septic tanks on Oct. 11, after the first shift of Nepalese troops arrived, and did not return again until after the outbreak began. At some point in mid-October, neighbors said a new Sanco driver they did not recognize came one day and dumped outside of the usual pits.Sanco returned to the base after the AP had been there for hours. There was more waste than usual, Jean-Louis said, possibly because the soldiers overlapped during their rotations. Following protests at the base days later, the U.N. opened the compound to the AP. The Nepalese soldiers acknowledged, after repeated questions and revised statements, that the base had undergone an extensive clean-up and that they had replaced the broken pipe. Aboveground pipes from uphill latrines ran over a drainage canal to the river. The U.N. spokesman acknowledged what looked like human waste at the bottom.
The U.N. is now reviewing all sanitation systems at its military, police and civilian installations, officials told the AP this week.The U.N. said none of the Nepalese soldiers had shown signs of cholera, which some news outlets misreported as saying the soldiers had specifically tested negative for it. Pugliese confirmed on Oct. 30 that they had not been tested for the disease.The U.N. also tested environmental samples the soldiers took from the base. It says they came out negative at an independent laboratory in Santo Domingo.But the Santo Domingo lab, Cedimat, has been under contract to MINUSTAH, the U.N. mission's name in French, since 2004, said Dr. Maximo Rodriguez, the doctor whose name appears on the tests. Rodriguez is a general medicine doctor whose specialty is treating obesity. Cedimat is a patient-treatment facility. In fact, the test results were written on forms meant for people: The results provided to the AP by the U.N. had the patient's name listed as Minustha Minustha (sic) — age 40, male. Rodriguez said any well-equipped laboratory can do tests for cholera. But epidemiologists say examining environmental samples for cholera takes extra expertise, because the disease can be hard to isolate.A positive test is informative, a negative test doesn't really prove anything,said Dr. Arthur Reingold, chairman of Global Public Health and Infectious Diseases at the University of California-Berkeley School of Public Health. He is an adviser to the World Health Organization and a former CDC epidemiologist.

The idea that cholera was imported to Haiti by the U.N. carries unique implications.
For decades, and especially since the Jan. 12 earthquake, Haiti has depended on foreign governments, aid groups and the U.N. for everything from rebuilding to basic services. The U.N. has had five peacekeeping missions in Haiti since 1993, the current one arriving six years ago.Some Haitians see the peacekeepers as the only hope for security in a nation where towns are ruled by drug lords and coups d'etat are more common than elections. Others resent heavily armed foreign armies on their soil and see the soldiers as a threat to national sovereignty and pride.The peacekeepers have saved lives in floods and defeated kidnapping gangs. They have also killed people in protests and accidents and had an entire unit dismissed for paying for sex, many with underage Haitian girls.Earlier this month, Dr. Paul Farmer, who founded the medical aid group Partners in Health and is U.N. deputy special envoy for Haiti, called for an aggressive investigation into the source of the cholera, saying the refusal to look into the matter publicly was politics to me, not science.The CDC acknowledges politics played a role in how the investigation unfolded.We're going to be really cautious about the Nepal thing because it's a politically sensitive issue for our partners in Haiti,said CDC commander Dr. Scott Dowell.The CDC agrees that the movement of pathogens from one part of the world to another is an important public health issue. Its scientists are working on samples of bacteria from 13 infected Haitians to sequence the cholera strain's genome, the results of which will be posted on a public database.But the U.S. government agency has several caveats. First, it has not taken environmental samples or tested the Nepalese soldiers. Second, it will not go public with its analysis until all its studies are complete. And third, it may not get enough information to say exactly how cholera got into the country.The bottom line is we may never know," Dowell said.
The WHO has repeatedly said the same.At some time we will do further investigation, but it's not a priority right now, WHO spokeswoman Fadela Chaib said this week. But Mulet now says Farmer was right all along, and that he is consulting with experts, including a French epidemiologist who met with him this week to discuss how to investigate the Nepalese base.We agree with him there has to be a thorough investigation of how it came, how it happened and how it spread. ... There's no differences there with Dr. Paul Farmer at all.As recently as Nov. 10, the mission's spokesman told Haitian reporters that the U.N. was not undertaking any other investigations because the concerns were not well-founded. The head of the mission said that is not the case today.One thing I can assure you: There has been no cover up — there has been no cover up from our side — and we have done everything we can to investigate, Mulet said. 2 These are the generations of Jacob. Joseph, being seventeen years old, was feeding the flock with his brethren; and the lad was with the sons of Bilhah, and with the sons of Zilpah, his father's wives: and Joseph brought unto his father their evil report.

7 And he asked Pharaoh's officers that were with him in the ward of his lord's house, saying, Wherefore look ye so sadly to day?

9 And the chief butler told his dream to Joseph, and said to him, In my dream, behold, a vine was before me;
10 And in the vine were three branches: and it was as though it budded, and her blossoms shot forth; and the clusters thereof brought forth ripe grapes:
11 And Pharaoh's cup was in my hand: and I took the grapes, and pressed them into Pharaoh's cup, and I gave the cup into Pharaoh's hand.

17 And in the uppermost basket there was of all manner of bakemeats for Pharaoh; and the birds did eat them out of the basket upon my head.

19 Yet within three days shall Pharaoh lift up thy head from off thee, and shall hang thee on a tree; and the birds shall eat thy flesh from off thee.
20 And it came to pass the third day, which was Pharaoh's birthday, that he made a feast unto all his servants: and he lifted up the head of the chief butler and of the chief baker among his servants.
21 And he restored the chief butler unto his butlership again; and he gave the cup into Pharaoh's hand:
22 But he hanged the chief baker: as Joseph had interpreted to them.
23 Yet did not the chief butler remember Joseph, but forgat him.

AMOS 2:6 - 3:8
6 Thus saith the LORD; For three transgressions of Israel, and for four, I will not turn away the punishment thereof; because they sold the righteous for silver, and the poor for a pair of shoes;
7 That pant after the dust of the earth on the head of the poor, and turn aside the way of the meek: and a man and his father will go in unto the same maid, to profane my holy name:
8 And they lay themselves down upon clothes laid to pledge by every altar, and they drink the wine of the condemned in the house of their god.
9 Yet destroyed I the Amorite before them, whose height was like the height of the cedars, and he was strong as the oaks; yet I destroyed his fruit from above, and his roots from beneath.
10 Also I brought you up from the land of Egypt, and led you forty years through the wilderness, to possess the land of the Amorite.
11 And I raised up of your sons for prophets, and of your young men for Nazarites. Is it not even thus, O ye children of Israel? saith the LORD.
12 But ye gave the Nazarites wine to drink; and commanded the prophets, saying, Prophesy not.
13 Behold, I am pressed under you, as a cart is pressed that is full of sheaves.
14 Therefore the flight shall perish from the swift, and the strong shall not strengthen his force, neither shall the mighty deliver himself:
15 Neither shall he stand that handleth the bow; and he that is swift of foot shall not deliver himself: neither shall he that rideth the horse deliver himself.
16 And he that is courageous among the mighty shall flee away naked in that day, saith the LORD.
1 Hear this word that the LORD hath spoken against you, O children of Israel, against the whole family which I brought up from the land of Egypt, saying,
2 You only have I known of all the families of the earth: therefore I will punish you for all your iniquities.
3 Can two walk together, except they be agreed?
4 Will a lion roar in the forest, when he hath no prey? will a young lion cry out of his den, if he have taken nothing?
5 Can a bird fall in a snare upon the earth, where no gin is for him? shall one take up a snare from the earth, and have taken nothing at all?
6 Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?
7 Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets.
8 The lion hath roared, who will not fear? the Lord GOD hath spoken, who can but prophesy?

ACTS 7:9-16
9 And the patriarchs, moved with envy, sold Joseph into Egypt: but God was with him,
10 And delivered him out of all his afflictions, and gave him favour and wisdom in the sight of Pharaoh king of Egypt; and he made him governor over Egypt and all his house.
11 Now there came a dearth over all the land of Egypt and Chanaan, and great affliction: and our fathers found no sustenance.
12 But when Jacob heard that there was corn in Egypt, he sent out our fathers first.
13 And at the second time Joseph was made known to his brethren; and Joseph’s kindred was made known unto Pharaoh.
14 Then sent Joseph, and called his father Jacob to him, and all his kindred, threescore and fifteen souls.
15 So Jacob went down into Egypt, and died, he, and our fathers,
16 And were carried over into Sychem, and laid in the sepulchre that Abraham bought for a sum of money of the sons of Emmor the father of Sychem.
