Gold has continued its astronomical ascent, reaching a new record-breaking high of $1,300 an ounce today. This is the fourth day of record high gold prices.Earlier in the week, the precious metal surged after Federal Reserve boss Bernanke said the banksters will provide extra monetary stimulus to boost the collapsing economy.The Fed announced it will manipulate the money supply — i.e., it will crank up the printing machines, known in polite circles as quantitative easing — in a concerted effort to create inflation. The Fed says it is artifically creating inflation in response an unemployment rate that is beginning to rival that of the Great Depression.Skyrocketing gold prices are happening for a reason, writes James Turk, co-author of The Collapse of the Dollar and publisher of the Free Gold Money Report. The precious metals are sensitive to changes in inflation, both actual as well as future expectations.Investors have moved into gold as an alternative to fiat currencies as the global economy continues its engineered collapse. In the second quarter of 2010, all economic indicators were down and gold demand was up 36%.

The price blew through $19.50 and then $20. It now challenges the $21 level, last seen some 30 months ago. A break through this level would be extremely bullish and I believe we could see prices move towards $30 by the end of 2011,Levenstein wrote yesterday, before silver reached $21.40 an ounce.

German foreign minister Guido Westerwelle has reiterated his support for Turkey's entry into the EU and said the Muslim-majority country is moving to the centre of the world stage.Speaking in an interview with the Wall Street Journal out on Thursday (23 September), the leader of Germany's liberal Free Democratic Party said: Nobody should rashly snub Turkey by slamming the door in its face after all its efforts.He warned that EU-Turkey talks could unravel unless further progress is made quickly: Now we must act wisely and early enough so that we don't arrive at a dead end by the end of this year.The EU in June opened talks with Turkey on common food safety and veterinary health standards. The move brought to 13 out of 35 the number of accession chapters opened by the EU in the five and a half years since Turkey became an EU candidate.Eight chapters are frozen due to its territorial dispute with Cyprus. Former United States President Bill Clinton upset many Israelis this week by putting much of the blame for failed negotiations between Israel and the Palestinian Authority on Russian Israelis. According to Clinton, Israelis who immigrated from the former Soviet Union and their families are more likely to oppose peace.Many current Israeli MKs are immigrants from the FSU, as is Foreign Minister Avigdor Lieberman.Lieberman's Yisrael Beiteinu (Israel Our Home) party released a statement condemning Clinton's remarks as crude generalizations.Russian immigrants, as the other citizens of Israeli, yearn for true peace based on recognition of Israel as the nation state of the Jewish people, the statement read. Clinton should remember that it was then-PA Chairman Yasser Arafat, and not Israeli leaders, who rejected his peace proposal ten years ago, it continued.Prime Minister Binyamin Netanyahu rejected Clinton's statements as well, saying, As an old friend of Israel, Clinton surely knows that the immigrations have made a huge contribution to the strengthening and development of Israel and the IDF.MK Lia Shem Tov, head of the Knesset committee on aliyah (immigration) and absorption, said her committee would meet after the holidays to discuss Clinton's statements. Jewish Children Targeted in Hevron

Young Arab men have targeted Jewish children twice this week in the city of Hevron. One attacker repeatedly exposed himself to young Jewish girls. He was arrested on Thursday.Earlier in the week, an eight-year-old Jewish boy was attacked by a gang of Arab men as he made his way to school. His attackers ran off and hid in a nearby Arab school.Instead of turning the attackers out, teachers at the school gave them shelter and prevented IDF soldiers or police from entering the building to search for them. The principal also barred security forces from entering.Israeli police surrounded the building, but did not enter. Jewish residents of Hevron began to gather outside the gates of the school and held a spontaneous rally calling on police to enforce the law on Palestinian Authority Arab attackers as well as Israelis.Police eventually brought about the attackers' surrender. The group walked out to a waiting police car, and were arrested and taken to a nearby station for questioning.(IsraelNationalNews.com)

Obama Admin predicts small scale terror… in time for elections, again?

Terrorism concerns necessarily hinge on fear, and it is now completely predictable that an otherwise unpopular Obama Administration would roll out the threat of terror to bolster support for the 2010 elections. The Washington Post reports that the Risk of small-scale attacks by al-Qaeda and its allies is rising, officials say.This alarming headline comes in concert with comments from President Obama about absorbing a terror attack, as well as hyperbolic warnings from Secretary of Homeland Security Janet Napolitano before Congress that al Qaeda is recruiting for homeland attacks. The Washington Post writes:Al-Qaeda and its allies are likely to attempt small-scale, less sophisticated terrorist attacks in the United States, senior Obama administration officials said Wednesday, noting that it’s extremely difficult to detect such threats in advance.Unlike large-scale, coordinated, catastrophic attacks, executing smaller-scale attacks requires less planning and fewer pre-operational steps,said Homeland Security Secretary Janet Napolitano, testifying before the Senate Homeland Security and Governmental Affairs Committee. Accordingly, there are fewer opportunities to detect such an attack before it occurs.The main thrust of these timely warnings is to scare the public, not to share intelligence analysis or stop an attack. It is clear from the context that there is no basis for expecting an attack– the evidence cited by Napolitano & co. includes reference to the attempted underwear bombing on a flight to Detroit– proven to be a falsehood, as eyewitnesses on the plane contradict the official account. Homeland Security also cites the failed Times Square car bombing– an incident that didn’t include any real explosives or any connection to al Qaeda at all. Napolitano further links this terror threat with the alleged rise of domestic extremism, which has never been qualified or demonstrated, but only hyped via the MIAC and Homeland Security reports issued by DHS earlier in the Obama Administration. Those reports merely speculate that incidents will likely occur based on blanket-mass profiling– a mirror of the Administration’s current attempt to spark worry and fear.
These are the same tactics the Bush Administration admittedly used for political expediency post-9/11– threats without substance, but useful for enlarging a projected threat. Recall that so-called Bin Laden tapes would consistently emerge just prior to key elections or that the terror alert levels would be elevated to re-enforce the fear in the populace for purely political purposes. CIA officials have now admitted to faking Bin Laden videos.Is it any wonder Obama would now discuss absorbing a terror attack in the U.S. or that Homeland Security head Janet Napolitano would revive the script of homeland terror threats and the pre-programmed idea of small-scale al Qaeda attacks? Is it a coincidence that Obama advisor Robert Shapiro suggested this summer that only a large-scale terror attack could counter President Obama’s credibility crisis:He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.
9/11 was obviously a ace-card in the Bush Administration’s public relations deck; the Oklahoma City Bombing bolstered Bill Clinton’s image for a second term. Would the Obama Administration use an attack any differently? Who orchestrates these talking points and baseless forecasts of terror? Why is Republican Sen. Lindsay Graham simultaneously also cynically stating that another terror attack is imminent? Political expediency, not the omnipresence of al Qaeda, is the only logical answer. If the administration has verifiable intel, they should stop any such attempts, not scare up political points.

United States delegates to the United Nations walked out in the middle of a speech by Iranian president Mahmoud Ahmadinejad Thursday, as the Iranian leader floated a theory that elements within the US government orchestrated the September 11, 2001 attacks on America.A propaganda machine began to work after 9/11, he said. It was said that some 3,000 people were killed on 9/11, for which we were all very saddened, but in Afghanistan and Iraq hundreds of thousands have been killed since then, he accused.Ahmadinejad said that there were three viewpoints regarding who was behind the 9/11 attack: The first, he explained was that a very sophisticated terrorist group did it. The second was that some segments within the US government orchestrated the attack to reverse the declining US economy and in order to save the Zionist regime.This view, Ahmadinejad said, was the one most widely held among the nations of the world. A third opinion was that the attack was carried out by a terrorist group, but that the American government took advantage of the situation.
When Ahmadinejad reached the second theory, US delegates walked out. Ahmedinejad went on to call for an independent UN investigation of the 9/11 massacre.Ahmadinejad attacked Israel several times in his speech, and said that the Zionists have committed the most horrible crimes against defenseless people in their wars against Lebanon and Gaza.Regarding women's rights, he said that the tendency of toughening the soul and behavior of women deprives them of their basic right to be loving mothers and devoted wives. Proposed Law Would Allow Justice Department to Shut Down Websites

The Senate Committee on the Judiciary will consider action today on a bill entitled Combating Online Infringement and Counterfeits Act, ostensibly designed to allow the Justice Department to combat copyright infringement. The legislation authorizes the Justice Department to file a court order against the domain name and seek an order from the court stating that the domain name is being used to access a website that is engaging in illegal activities,reports TechNewsDaily.Proposed legislation would allow the Justice Department to shut down websites and block servers in foreign countries. In this video Geithner was at a Council on Foreign Relations conference, and was asked about a proposal from China’s Central Bank Governor to expand the role of the IMF’s use of SDRs (Special Drawing Rights), whereupon Geithner said ..We’re actually quite open to that suggestion.Geithner then went on further to say however, that ..But you should think of it as rather evolutionary building on the current architecture, rather than to moving us to a global monetary union. Geithner obviously knows that increasing the use of SDRs to the IMF will eventually make way for a global monetary union as he puts it.How do I know this? In a recent document by the International Monetary Fund, drafted on April 13, 2010 titled Reserve Accumulation and International Monetary Stability , the report shows that while there are benefits to the use of SDRs, there are also some limitations and drawbacks.
One of those drawbacks stated in the same document is the fact that the SDR is not a currency:From SDR to Bancor. A limitation of the SDR as discussed previously is that it is not a currency. Both the SDR and SDR-denominated instruments need to be converted eventually to a national currency for most payments or interventions in foreign exchange markets, which adds to cumbersome use in transactions. and though an SDR-based system would move away from a dominant currency, the SDR’r value remains heavily linked to conditions and performance of the major component countries.A more ambitious reform option would be to build on the previous ideas and develop, over time, a global currency. (emphasis mine)Also to be noticed is the latter portion of the video, where Geithner says these very pertinent words:It is very important just to underscore that… the future evolution of the dollar’s role in the system, depends really primarilly on how effective we are here in the United States, in getting not just recovery back on track, our financial system repaired, but we get our fiscal position back to the point where people will judge it as sustainable..If these are the parameters for avoiding a global currency, then we are in serious trouble. It looks as though we may see the bancor soon.In an article by James Turk on Kitco.com, he states clearly that the Fed is printing too much money and rapidly devaluating the dollar. He states in the article that commodity prices are rising not because of good economic activity, but because of what the Fed calls quantitative easing. He states two reasons for this:
1. Because too much money has been printed for years, not just over the past three months, which can be illustrated by comparing M3 to the total US population. In 2000 there were $26,977 in circulation, as measured by M3, for every man, woman and child in the United States. That amount has ballooned to $46,538, a 7.1% annual rate of growth, which is more than 7-times the 0.9% annual rate of population growth during this period.
2. Demand for money is usually ignored, but it is an important part of the equation. Unfortunately, demand cannot be measured, so we again need to rely on observations of market prices to determine the prevailing trend in the demand for dollars at any moment. So, for example, let’s look at the US Dollar Index, which measures the dollar’s rate of exchange against a basket of currencies. While commodities have been rising since June 4th, the Dollar Index has been falling. It is down 7.9% over this period, a 27.6% annualized rate of decline. Given that people are opting to hold other currencies in preference to the dollar, as evidenced by the dollar’s falling exchange rate, it is clear that the demand for the dollar is falling.In 2009 on CNBC, Stephen Gallo essentially spoke of the same reasons for the current crisis, and the possibility of a global currency and world bank as a result of it :

Tropical storm Matthew forms in Caribbean

MIAMI – The National Hurricane Center says tropical storm Matthew has formed in the southwestern Caribbean.Forecasters at the Miami center said at 5 p.m. EDT Thursday that Matthew has maximum sustained winds of 40 mph and was moving westward at 16 mph. The center says Matthew was located 435 miles east of Puerto Cabezas, Nicaragua.
A hurricane watch and a tropical storm warning have been issued for parts of Nicaragua and Honduras.The center says the governments of Nicaragua and Honduras issued the alerts for the stretch from Puerto Cabezas to Limon, Honduras, including offshore islands.Separately, Lisa has regained tropical storm strength with maximum sustained winds of 40 mph about 320 miles northwest of the Cape Verde Islands.
Typhoon Fanapi kills 54 in China: state media

All of China's deaths occurred in the southern province of Guangdong, which has been battered by its worst rains in a century, it said.Authorities in Guangdong had to use helicopters to air-drop relief supplies to victims in some areas, it added, quoting provincial flood control authorities.Of those missing, 25 people disappeared in a rain-triggered mudslide, state media reports had said.Typhoon-related disasters have destroyed more than 3,600 homes and caused economic losses in excess of two billion yuan (300 million dollars), Xinhua said.Fanapi made landfall in Fujian province in the southeast but no casualties have been reported there.The storm, which has weakened to a low-pressure system, has moved westward, bringing torrential rains in its wake and hitting Guangdong hardest.At its strongest point, when it hit Taiwan on Sunday, Fanapi was packing winds of up to 220 kilometres an hour and dumped up to 100 centimetres of rain in the south of the island.This summer, floods and related disasters triggered by torrential rains ravaged wide areas of China, killing more than 3,100 people and causing the evacuation of more than 15 million, according to government figures.

Soldiers and paramilitary troops were working to evacuate people from marooned villages and move them to relief camps in safer areas.At least 17 people have died overnight. More than a thousand houses have been washed away. Large areas are under water,Tripathi said.Northern India has experienced unprecedented rain since August, according to the India Meteorological Department. Most rivers are flowing above the danger mark, including the Yamuna and Ganges that run through Uttar Pradesh.
Temporary shelters and medical facilities were being set up Thursday at relief camps in the state, while army helicopters were dropping food and water packets for people stranded in remote villages, said K.K. NEW YORK (Reuters) – President Barack Obama urged Chinese Premier Wen Jiabao on Thursday to take rapid steps to address a dispute over the value of China's currency and made clear the United States would protect its economic interests.A two-hour meeting between Obama and Wen on the sidelines of the U.N. General Assembly was dominated by a lengthy, candid discussion about an issue that has been a persistent irritant in U.S.-Chinese relations and now has the attention of U.S. lawmakers.The talks between Obama and Wen came as U.S. lawmakers appeared to move closer than ever to acting on long-standing threats to pass legislation that would penalize China for keeping its currency artificially weak.Critics inside and outside Congress say China deliberately undervalues its currency by as much as 25 percent to 40 percent to give Chinese companies an unfair trade advantage, hurting U.S. exports and employment.
Both Obama and Wen spoke in diplomatic niceties in their public remarks at a picture-taking session as their talks began. Obama stressed that both countries must work to achieve balance and sustained economic growth and Wen said, Our common interests far outweigh our differences.During their private talks, Obama said the currency issue was the most important issue of their meeting, said Jeffrey Bader, the senior National Security Council official for Asia. He said there was a far more intensive discussion of the topic than in their previous meetings.Bader said Obama made clear that we're expecting to see more action, more significant movement on China's yuan in the months ahead and noted that the Obama administration had authorized a couple of complaints about Chinese trade practices through the World Trade Organization.So the president made clear that, through that and in his meeting, that he's going to protect U.S. economic interests and that we look for the Chinese to take actions. China's central bank said in June it would loosen a peg against the dollar and let the yuan fluctuate more freely. It has since risen 1.8 percent against the dollar.

The speech came amid a wider burst of presidential diplomacy in New York. Obama met at length with Chinese Premier Wen Jiabao over U.S. contentions that China's currency is undervalued, but he emerged with little evident progress.U.N. He reminded the world that he was winding down the divisive conflict in Iraq and accelerating the fight against extremists in Afghanistan. Yet there was not a major emphasis on terrorism or religious tolerance.
On the pressing security threat of Iran, Obama again extended a diplomatic hand. But he insisted the government there must prove to the world that its nuclear pursuits are for peaceful energy, not weaponry, or it will face further consequences.Iran recently has indicated interest in restarting talks with the West, and on Wednesday the five permanent members of the U.N. Security Council and Germany offered another chance to enter negotiations. Iranian state TV quoted Foreign Minister Manouchehr Mottaki, who was in New York, as saying Iran was ready to resume the talks but the negotiations must be fair.Iranian President Mahmoud Ahmadinejad addressed an afternoon session of the assembly. At one point he said that some in the world have speculated that Americans were actually behind the Sept. 11 terror attacks and that they were staged in an attempt to assure Israel's survival. At that, the U.S. delegation walked out.The search for Mideast peace always tests the limits of U.S. presidential power, and this time is no different. There were no signs of a breakthrough in New York and, unlike last year, no meeting among Obama and the key players.Obama is serving as an invested broker in Mideast peace. Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu are working toward an ambitious deal that would settle decades of issues within a year. The goals include the creation of an independent Palestinian state and security for Israel.But direct talks between the leaders, which just resumed three weeks ago in Washington, have stalled over the impending end of an Israeli freeze on West Bank settlement construction.Obama challenged Israel to relent, calling for the moratorium to be extended, knowing that would help keep Abbas at the table.Talks should press on until completed, Obama said as his administration worked to hold them together.Separately, senior Palestinian officials said Thursday that their side would consider an expected U.S.-brokered compromise on Israeli settlement-building.
On a broader level, Obama summoned the world to show leadership, and he showed as much impatience over the familiar Mideast grievances and the latest obstacles as do skeptics of the process. He implored everyone to stop wasting time and drew a rare round of applause by saying there could be an agreement to secure a Palestinian state by next September's U.N. gathering. We can say that this time will be different — that this time we will not let terror, or turbulence, or posturing, or petty politics stand in the way, Obama said. Netanyahu did not attend, and Israel's seat in the grand U.N. hall sat empty because it was a Jewish holiday. Abbas was present, listening to the president through a translator's earphone. Obama did not mention the militant Hamas movement, which controls the Gaza Strip and refuses to accept Israel's right to exist. In calling on the world to get more involved, Obama assigned responsibilities to nations beyond those at the negotiating table. He made a particular plea for friends of the Palestinians to support the creation of a new state providing political and financial support, and to stop trying to tear Israel down.An attentive audience packed the hall to hear Obama speak for just more than a half-hour, twice his allotted time. Some dignitaries took pictures with their cell phones. The speech was the centerpiece of a day in which Obama also met individually with Chinese and Japanese leaders and introduced first Lady Michelle Obama at a meeting of Bill Clinton's Global Initiative.Obama didn't publicly mention the heated diplomatic clash over Japan's arrest of a Chinese fishing boat captain near islands both Japan and China claim as their own. But he made clear that the U.S.-Japan alliance is crucial to stability in Asia and to both U.S. and Japanese security.
Obama's capping argument was for open civil societies across the globe: freedom of assembly, of the press, of the Internet. ARIEL, West Bank – How much of a freeze has there actually been on West Bank Jewish settlement building by Israel? Very little, an Associated Press analysis of the numbers suggests.To settlers like Ron Nachman, the mayor of this West Bank community, the halt has been brutal. He fumes at the government and points angrily at a low hill covered with shrubs, where 100 homes for settlers were planned — then suspended.And the nearly 10-month-old freeze is important enough to the Palestinians that they have threatened to walk away from peace talks, just restarted amid much fanfare, if it ends as planned on Sunday.But the government's own figures — and the assessments of Israeli peace activists monitoring construction — show building has barely slowed down.In the third quarter of 2009, before the restrictions were imposed last November, there were 2,790 settlement homes in various stages of construction, according to Israel's Central Bureau of Statistics. The number rose to 2,955 in the last quarter of 2009, reflecting a last-minute surge of housing starts in the days leading up to the freeze.In the first quarter of 2010, with the freeze in full effect, the number stood at 2,517.That means that even months into the halt, the number of homes under construction had declined by only about 10 percent.
There are no official figures for the months since. But Israeli peace activists, who use aerial photography and ground inspections to track settlement building, say there has been no appreciable decline, since most of the projects take longer than 10months to complete.The situation is largely the same, they say, in non-residential construction such as commercial buildings, small factories and schools.The numbers have hardly been dented because the halt ordered by Prime Minister Benjamin Netanyahu covered only new projects. Anything already under way when the measures went into effect could be completed.That is why the Palestinians — backed by the United States — want the freeze to continue. If it does, the logic goes, those ongoing projects would eventually be completed and the number of homes under construction would then begin to drop steeply.If the measures are lifted Sunday and new projects are launched, the four-decade-old march of settlement-building in the West Bank — which Israel occupied along with the Gaza Strip and east Jerusalem in the 1967 Mideast war — will hardly have registered a blip.The freeze is meaningful only if it is extended, said Hagit Ofran, who tracks settlements for Peace Now. If they are going to approve new buildings, all this will have meant is that a few projects were delayed.If the freeze continues, and if there is enforcement, then certainly we will see a change in the existing numbers, agreed Israeli peace activist Dror Etkes.Israeli government spokesman Mark Regev said the terms of the halt were clear from the start. We were very up front, he said. We always said the freeze was about new construction, and in that case it has been full.Government statistics show a dramatic drop in new construction since the freeze began: There were zero housing starts in the first quarter of this year, compared to 342 in the same quarter last year. But those figures do not include illegal construction or mobile homes, both of which are common.
In reality, around 450 new housing units have begun construction since the slowdown went into effect, according to Peace Now. Still, those numbers reflect a drop of about 50 percent in the pace of new home construction. Any discussion of the issue quickly inflames passions and reveals the divergent narratives of the sides. To Palestinians, each instance of building is another provocation. The settlements eat up the territory of a future Palestinian state and make virtually impossible the two-state partition Israel's government says it wants.If Palestinians and the international community are not able to convince the Israelis to ... stop illegal settlement expansion, how do we expect to reach an agreement that would dismantle all illegal settlements and end occupation? said Husam Zomlot, a spokesman for the Palestinian negotiation team. Already, some 300,000 Israelis — out of a population approaching 8 million — live in the West Bank, among 2.5 million Palestinians. Another 200,000 Israelis live in east Jerusalem, where the Palestinians want to locate the capital of a future independent state. The building freeze does not apply in east Jerusalem, despite earlier Palestinian demands that it be extended there.
Despite the freeze, Nachman had to shout to be heard Tuesday over the sound of Palestinian workers drilling foundations for a new factory in Ariel that will produce iron bars — a project that was already under way when the restrictions went into effect.He said the freeze is demoralizing to the settlement's 20,000 residents, because beyond the practical inconvenience lies a deeper message: There is a question mark looming over the very future of this place.Every industrialist, every person who wants to invest money for a home or industry or anything, wants to know that it's OK — that it's certain,he said.

Iran criticizes Russia over S-300 missile deal ban

TEHRAN, Iran – The Iranian defense minister criticized Russia Thursday for banning all sales of S-300 anti-aircraft missile systems to Iran.Gen. Ahmad Vahidi's comments came a day after Russian President Dmitry Medvedev issued a decree on the ban, which also prohibited exports of tanks, aircraft and sea vessels to Iran.
Vahidi said Russia was at risk of humiliating itself for caving to international pressure by banning the sales of the sophisticated systems that could boost Iran's ability to defend itself against airstrikes.We think Russia should show it has an independent stance in choosing its relations with other countries as well as on international issues, he said in an interview with Iranian state TV.Tehran is in a tense standoff with the U.S. and other nations over its disputed nuclear program. Russia also has recently shown increasing frustration over Iran's policies.Moscow signed a 2007 contract to sell the systems. Israel and the United States have objected to the deal, and no such missiles have been delivered yet.
Russia has said United Nations sanctions would prevent it from delivering the S-300s to Iran.The S-300 is capable of shooting down aircraft and missiles at ranges of over 90 miles (144 kilometers) and at altitudes of about 90,000 feet (27,432 meters).

Protesters denounce Ahmadinejad outside UN

NEW YORK (AFP) – About 800 people, including many of Iranian origin, rallied Thursday outside the United Nations, using street theater and speeches to protest President Mahmoud Ahmadinejad's appearance at the UN General Assembly.They chanted Ahmadinejad is a terrorist and Viva Rajavi, a reference to Maryam Rajavi, head of the National Council of Resistance of Iran, a coalition of exiled groups opposed to the Islamic regime in Tehran.The protest included a street performance depicting people stained with fake blood and scenes of hanging and stoning. Some people carried the tri-colored flags with a lion sun, used in Iran before the Islamic revolution.Also appearing was a man in a huge inflatable head designed to look like the Iranian president, and wearing prison garb. The street theater also included a man dressed as an ayatollah, whipping political prisoners.Rajavi, whose picture was carried by some of those in the crowd, addressed the gathering, denouncing the UN leaders who have allowed this murderous henchman to address the General Assembly... We ask them that after three decades of pursuing a conciliatory policy towards Tehran, what have you accomplished? She added, The only solution for the Iranian crisis is democratic change by the Iranian people and their organized resistance.

UNITED NATIONS (AFP) – The US and Iranian leaders on Thursday signaled a new desire to revive talks to end the standoff over Tehran's nuclear aims, despite a US-led protest against Iran's president at the United Nations.In separate speeches at the UN General Assembly, Presidents Barack Obama and Mahmud Ahmadinejad said their governments were prepared for such talks, four months after Washington obtained harsh new UN sanctions against Tehran.In an interview, Ahmadinejad said the talks would likely begin in October.Despite the positive tone on the nuclear front, however, Ahmadinejad infuriated the United States when he suggested the US government was involved in the September 11 attacks. BEIRUT (AFP) – Syria and Saudi Arabia have stepped up efforts to ease a political crisis in Lebanon over a UN probe into the murder of ex-premier Rafiq Hariri, Information Minister Tareq Mitri said on Thursday.Saudi Arabia and Syria have reminded all the Lebanese political forces that they still see themselves as guarantors of stability and strongly encouraged them to put an end to their inflammatory rhetoric and to calm down, Information Minister Tareq Mitri told reporters.The Saudi and Syrian push came amid a face-off between Hezbollah and Prime Minister Saad Hariri's coalition that has raised fears of sectarian violence similar to the one that brought country close to civil war in May 2008.Syrian President Bashar al-Assad, a key supporter of Hezbollah along with Iran, contacted Prime Minister Saad Hariri on late Wednesday to discuss developments, Hariri's office said.
Meanwhile, the Saudi ambassador to Lebanon, whose country backs Hariri's camp, met the same evening with a Hezbollah delegation.Officials said the Saudi and Syrian efforts were clear signs that both countries were keen on calming tensions in Beirut over reports that the UN-backed tribunal probing the 2005 assassination of Rafiq Hariri -- Saad Hariri's father -- was set to implicate the powerful Hezbollah in the murder.There are fears that if the court indicts Hezbollah members, this could lead to a Sunni-Shiite conflict similar to the one that brought the country close to another civil war in May 2008.A Lebanese official said that while the mediation appears to have cooled tempers for now, it was not clear whether calm would prevail once the Special Tribunal for Lebanon (STL) issues its indictments, possibly by year's end.It is still premature to know if Saudi-Syrian understanding can hold the situation after the indictment,said the official, who asked not to be named.We are talking about stability holding with the support of Syria and Saudi Arabia in the immediate future.Hariri's killing along with 22 others sparked an international outcry and forced Syria to withdraw its troops from Lebanon following a 29-year presence.
But in a stunning about-face earlier this month, Saad Hariri said he had been wrong to blame Damascus for his father's death.That was interpreted as a sign of his alliance's weakness in the face of Syria's bid to regain influence over its smaller neighbour.Hezbollah has made clear that it would not stand idle should any of its members be indicted by the STL and in recent weeks has upped its campaign to discredit the court.The Shiite movement's deputy chief, Sheikh Naim Qassem, said in an interview published on Thursday by the Kuwaiti daily Al-Rai that Hezbollah had not uttered its last word and was giving time for Saudi efforts to redress the wrongful course of the UN probe.He added that Hezbollah in coming weeks would take a definitive stand as concerns the tribunal, which it accuses of being part of an Israeli plot.We are in a test period and in light of the results of Saudi mediation we will take a clear-cut position on the tribunal, Qassem said.In late 2005, Lebanon asked the United Nations to establish a tribunal of international character to try those allegedly responsible for the February 14, 2005 attack that killed Hariri and the others. Pursuant to a Security Council resolution the following year, the STL was created following negotiations between the two parties.The tribunal, based in The Netherlands, formally began operation in 2009.

TOKYO (Reuters) – Japan warned on Friday that a deepening row with China could hurt both of Asia's two biggest economies and sought to draw a line between a feud over disputed islets in the East China Sea and the detainment of four of its nationals on suspicion of entering a Chinese military zone.A Japanese foreign ministry spokesman confirmed that four Japanese nationals employed by unlisted construction firm Fujita Corp had been detained in China on suspicion of violating Chinese law regarding the protection of military facilities.The two sides are already locked in an increasingly heated dispute triggered by Japan's detention of a Chinese fishing boat captain whose trawler collided earlier this month with a Japanese patrol boat in waters near islands both sides claim.Finance Minister Yoshihiko Noda warned that worsening ties between the two countries would be bad for both economies.A cooling of relations between Japan and China over the Senkaku problem would be bad for Japan's economy, but it would also be a minus for China, he told a news conference.
It's desirable that both sides respond in a calm manner.Sino-Japanese ties had improved after a deep chill in 2001-2006, but the latest feud has underscored the fragility of relations long plagued by disputes over wartime history and rivalry over territory, resources and mutual military suspicions.I think this case presents the biggest obstacle for years in relations between China and Japan. Both sides were on track with efforts to improve relations, but now they have clearly deteriorated, said Liu Jiangyong, an expert on China-Japan relations at Tsinghua University in Beijing.Trade and economic ties could be damaged if Japan does not solve this problem, because mutual trust is at stake.

The islands are known as the Diaoyu islands in China and the Senkaku islands in Japan. The deadline for Japanese prosecutors to decide whether to charge the trawler captain is September 29.Japanese Chief Cabinet Secretary Yoshito Sengoku, commenting on the affair, said it was important for the two countries to foster strategic, mutually beneficial relations -- a nod to the deep economic ties that would be at risk if the row worsens.Sengoku also said Japan saw no link between the islets row and the detention of the four Japanese nationals.We place great importance on strategic, mutually beneficial relations and authorities should make efforts to enhance that relationship, he said.
China's Xinhua news agency said on Thursday: The state security authorities in Shijiazhuang, capital of Hebei, have taken measures against the four people according to law after receiving a report about their illegal activities.A spokeswoman for Fujita Corp said that five of its employees were missing in China -- four Japanese nationals and one Chinese national. But they had no firm information on their whereabouts. President Obama’s ominous claim that America can absorb a terror attack will have many fearing that staging some kind of false flag event will be the only way the government can overturn the massive resistance to big government that has grown exponentially since Obama took office.During an interview with journalist Bob Woodward, the president said, We can absorb a terrorist attack. We’ll do everything we can to prevent it, but even a 9/11, even the biggest attack ever . . . we absorbed it and we are stronger.However, the only thing that was made stronger by 9/11 was the federal government’s power to harass, shake down and spy on the American people, as was exemplified yet again recently when Pennsylvania’s Office of Homeland Security was caught conducting surveillance on peaceful protest groups with the aid of an Israeli security company who listed Second Amendment groups amongst others as terrorists.Given how both Bush and Clinton before him exploited terror attacks on U.S. soil to boost their flagging political agendas, we should be wary of Obama and his masters making good use of their own October surprise to counter record low approval figures for Congress on the eve of the midterm elections.Talk show hosts such as Michael Savage have long been warning of a Reichstag fire-like event would be concocted to reinvigorate support behind Obama and given that his advisors include such ruthless individuals as Rahm Emanuel, the knife wielding son of a former Israeli terrorist who was involved in bombing hotels, marketplaces as well as massacres, we would be naive to put anything past these people.
Indeed, it was only two months ago that former Clinton advisor Robert Shapiro wrote in the Financial Times that the only thing that could save Obama’s tenuous grip on power was a terror attack on the scale of Oklahoma City or 9/11.The bottom line here is that Americans don’t believe in President Obama’s leadership, said Shapiro, adding, He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.Shapiro was clearly communicating the necessity for a terror attack to be launched in order to give Obama the opportunity to unite the country around his agenda in the name of fighting terrorists, just as President Bush did in the aftermath of 9/11 when his approval ratings shot up from around 50% to well above 80%.Similarly, Bill Clinton was able to extinguish an anti-incumbent rebellion which was brewing in the mid 1990’s by exploiting the OKC bombing to demonize his political enemies as right-wing extremists. As Jack Cashill points out, Clinton descended on Oklahoma City with an approval rating in the low 40s and left town with a rating well above 50 and the Republican revolution buried in the rubble.Only by exploiting a domestic terror attack which can be blamed on right-wing radicals, or by rallying the country round another war in the middle east, can Obama hope to reverse the tide of anti-incumbency candidates that threaten to drastically dilute the power monopoly of establishment candidates from both major political parties in Washington.Shapiro is by no means the first to point out that terror attacks on U.S. soil and indeed anywhere in the world serve only to benefit those in positions of power.

Using terror or the threat of terror as a political tool has been a routine ploy in recent years, and was acknowledged by former Homeland Security chief Tom Ridge when he admitted he was forced to issue fake terror alerts shortly before elections to influence the outcome.Threatening terror has also been a tactic of some of Obama’s biggest supporters in the Democratic party, people like former Senator Gary Hart, who in 2007 wrote a thinly veiled threat to Iranian leaders pointing out that the U.S. has been involved in numerous staged provocations over the years to achieve political agendas, mentioning specifically the Gulf of Tonkin incident and the sinking of the Maine.Given the documented history of staged false flag events being used to manipulate both domestic and geopolitical affairs, added to the numerous threats of such provocations from several highly respected political operatives, it would be foolish to rule out the notion that the Obama administration could turn to such desperate measures in a last gasp effort to salvage power and demonize its growing legions of political adversaries.

EUOBSERVER / BRUSSELS - MEPs have backed a package of EU legislative proposals on financial supervision, the final approval needed for the 27-member bloc to set up a new system of financial watchdogs, designed to guard against a repeat of the recent financial crisis. Sitting in plenary in Strasbourg on Wednesday (22 September), the euro deputies passed the new legislation by a large majority after months of political wrangling with member states, primarily the UK, which proved less keen on the new EU-level bodies due to fears they could impinge on national sovereignty.
This is a historic watershed moment, Belgian finance minister Didier Reynders said before the vote. As holders of the EU's rotating presidency, Belgian officials have been conducting difficult talks with representatives of the European Parliament over the past few months in a bid to narrow their differences. Following proposals from the European Commission, member states reached a political agreement last December, but MEPs were quick to voice their opposition, brandishing the deal as overly watered-down and riddled with vetoes.Wednesday's vote on a compromise text means three new European Supervisory Authorities (ESAs) will start work in January next year, co-ordinating national supervisors in the areas of banking, pensions and financial markets. Part of their role will be to improve the flow of information between national regulators, after the financial crisis in 2008 exposed the vulnerability of national financial systems to the collapse of large cross-border firms.Europe will now have a supervisory model that is adapted to its needs. You have to remember that half the banks in Europe come from other states, said EU financial services commissioner Michel Barnier.A European Systemic Risk Board will monitor for the build-up of risks in the EU financial system as a whole, and will issue 'recommendations' whenever it detects a threat such as a housing or stock market bubble.Its will be headed by the European Central Bank chief for the first five years, after which arrangements will be reviewed.
Implications
Under the final deal, the ESAs will get powers to settle disputes among national financial supervisors if they fail to agree on a cross border issue, such as the Fortis bank collapse in 2008 which saw arguing between the Netherlands and Belgium delay the rescue operations.They will also be able to impose temporary bans on risky financial products and activities, as well as propose the setting up of new Europe-wide technical standards in the different areas. If national supervisors fail to act, then the new bodies in theory can also impose decisions directly on financial institutions in extreme cases, although it remains to be seen how this will work. The new regulators must be responsible, cautioned centre-left MEP Peter Skinner who championed strong powers for the pensions authority and steered the legislation through parliament.In general however, MEPs did not win the power for the authorities to directly supervise banks and other financial players, leaving that task to national regulators, although a review after three years could see the ESAs' powers grow. Parliament's call for all three authorities to be located in Frankfurt close to the European Central Bank was also shelved in the final compromise. Instead, the European Banking Authority (EBA) will be based in London, and a European Securities and Markets Authority (ESMA) in Paris, with only the European Insurance and Occupational Pensions Authority (EIOPA) set up in Frankfurt.
Ashton justifies low intake from new EU countries

EUOBSERVER / BRUSSELS - New EU countries did poorly in the recent intake of senior diplomats for the European External Action Service (EEAS) because their candidates frequently applied for the same posts, EEAS chief Catherine Ashton has said.One problem this time round is that newer Member States were competing against each other for few posts in [sic] neigbourhood region (nearly two thirds of applicants from newer member states concentrated on just 5 posts), the British baroness wrote in a letter to Polish centre-right deputy Jacek Saryusz-Wolski on Wednesday (22 September).She added that relatively few women applied because of: the requirement for unbroken professional experience (which does not reflect the often non-linear career patterns of female applicants).Out of 68 shortlisted candidates for the 29 jobs, 11 were from new EU countries and 14 were women. Four candidates from new countries and seven women got through. It is unclear how many candidates from either category were knocked out at the shortlisting stage.
Ms Ashton said her letter is designed to set out the facts - rather than the myths and noted that the appointments add up to a 40-percent-plus jump in the number of eastern Europeans and women in senior overseas jobs.The application process for a further 80 high-level EEAS postings closed on 10 September. Another 20-or-so senior administrative jobs in the service are also up for grabs. Former Communist and former Soviet EU countries believe that France, Germany, the UK and other older members of the EU club divide up the best posts between them in back room deals. The ex-Iron Curtain states are also keen to get people into post-Soviet-region postings because they believe they are better qualified to handle them. The current EU envoy to Russia, a Spaniard, and the ambassador to Ukraine, a Portuguese, speak little-or-no Russian or Ukrainian.Former colonial powers know better the situation in Latin America or in the Middle East. Eastern European diplomats know better the situation in the post-Soviet area. That's the reality, Mr Saryusz-Wolski, a rapporteur on the EEAS for the parliament's foreign affairs committee, said.He dismissed the Ashton percentages as a statistical trick.An increase on the basis of small numbers always looks very high. The division of the 29 posts does not correct the geographic or gender imbalance [in the EEAS],he said.The foreign affairs committee on Monday postponed until 29 September its formal opinion on how to amend the EU's staff regulations in order to include the EEAS. It aims to meet with MEPs from the legal affairs committee on 28 September in order to press them to include provisions on geographic and gender balance in the letter of the law on EEAS personnel.Parliament expects to finalise its views on EEAS staff and budget rules at its October plenary. The service is due to start work on 1 December.
EU citizens no longer see benefits of internal market, Barnier says

EUOBSERVER / BRUSSELS – The EU needs to revert to the principles of a social market economy as its citizens no longer feel served by the single market, EU internal market commissioner Michel Barnier has said.Speaking to a group of journalists on Monday (20 September), the centre-right French politician pleaded for finding the means for reconciliation between citizens and the European economic project. And to re-find the initial objective [of the European Community] which was very much a social market economy.Barnier:He indicated citizens no longer realise that the internal market, long considered among the EU's most cherished achievements, improves their lives.The current economic climate with member states on the defensive amid rising unemployment and citizen unrest has made his job more difficult. The internal market remains vulnerable to the increase in populistic and nationalistic tendencies,he said.The commissioner has two major initiatives in the pipeline to safeguard the heart of the European project – the relaunch of the Single Market next month, a major undertaking containing between 30 and 40 new proposals, as well as a proposal on making sanctions for market abuse heavier.A former foreign and farm minister, Mr Barnier is also being closely watched for how he deals with regulating financial services where the current laissez-faire culture is seen as having led to the global economic crisis.Having secured on Wednesday (22 September) what critics say is too weak an agreement on financial oversight in order to prevent such a crisis happening again, the commissioner has a raft of other proposals in the offing including on regulating short selling; improving transparency in the derivatives market; strengthening sanctions for violations of financial services laws and forcing banks to put aside more capital reserves.
He remains attached to the idea of a European ratings agency - ratings agencies analyse the risks facing companies and bonds issuers and were blamed for failing to anticipate the financial crisis - and says that the idea of the tax on financial transactions is one of the major questions ahead of him and his colleagues. Financial services, argues the commissioner, must be put back at the service of the real economy.The drive to regulate risks being undermined not only by national capitals, particularly London, home to the EU's most important financial centre, but also a creeping complacency about the crisis being over.The financial crisis is like the environmental crisis, people have very short memories. It is our responsibility as politicians to remind people and to fully learn the lessons of the crisis and not let people forget those lessons, the commissioner said. This includes banks who - though I stress not all of them - say to us that now it is business as usual.With the European Commission having come under fire in the past from both the European Parliament and some member states for reacting too slowly to the economic crisis, Mr Barnier says he believes the executive is now doing what is expected of [it].I believe very strongly in the commission's sole right to propose legislation [and] that we must use it in a proactive way and not in a defensive way. And that it is something I try to do in my own area.Comparing his current mandate to his time as regional commissioner in 1999-2004, Mr Barnier noted that one of the biggest differences is the increase in the number of member states, from 15 to 27, and the greater powers and diversity of the European Parliament. Van Rompuy defends economic taskforce against critics

EUOBSERVER / BRUSSELS – EU council president Herman Van Rompuy on Wednesday (22 September) defended the working speed of his taskforce set up to look at legal ways to strengthen economic co-ordination among member states in order to avoid another sovereign debt crisis.Although some have claimed that our work on this is slow, we have in fact covered an enormous amount of ground in a very short time, Mr Van Rompuy told MEPs during a hearing on the outcome of last week's summit.He added that in his view, progress on updating rules on economic governance was happening very quickly when compared to the negotiations establishing the 1997 Stability and Growth Pact, which laid down the ground rules for the eurozone. In the run-up to the summit, several EU diplomats cast doubts that Mr Van Rompuy's taskforce would make any headway in the coming months. Van Rompuy has probably already achieved what he expected to achieve in terms of the European semester,one source said, referring to the new six-month budget review period agreed by finance ministers two weeks ago. But the former Belgian prime minister insisted that his report, due on 27 September and likely to be adopted by EU leaders on 28-29 October, will draw the final right lessons of the crisis.He admitted however that there are divergences among member states over the scope of sanctions for deficit laggards – the sticking point over how to make economic governance work. As economic talks at last week's summit were completely overshadowed by the Roma row between France and the EU commission, Mr Van Rompuy stressed that such council gatherings should not be seen as summits, but as routine meetings of an EU institution.
Criticised by leftist and Green MEPs that he appears to be in a parallel galaxy for presenting the summit as a success, Mr Van Rompuy said he prefers to stick to facts rather than be seduced by perceptions.He defended his stance that EU leaders should meet as often as possible under his chairmanship, because it gives to the member states a sense of ownership and participation in the Union and reinforces their commitment to its success.That is why I am investing time and energy in maintaining regular contacts with the presidents of other institutions, not least the President of the European Commission, the rotating council presidency, the Central Bank, the Euro Group and of course yourself Mr President [of the European Parliament].With all his good intentions of making the EU work, last week's summit was however marred by fighting over the extent to which the commission should be allowed to defend EU law.

Two States and Two Statements instead of Two Peoples

Palestinian Authority Prime Minister Salam Fayyad stalked out of a meeting with Deputy Foreign Minister Danny Ayalon in New York Tuesday evening after refusing to add the words two peoples to the phrase two states. His refusal emphasized the PA's determination not to acknowledge that Israel is a Jewish State.The spat caused the cancellation of a scheduled press conference at the United Nations Ad Hoc Liaison Committee meeting. In a summary statement that was being prepared, Ayalon pointed out to Fayyad that the phrase two states, meaning Israel and the Palestinian Authority, was not followed by the usual term two peoples.Fayyad answered by simply walking out abruptly. The Palestinian Authority won’t even agree on words, let alone actions,Ayalon commented on Voice of Israel government radio Wednesday morning. Israel has done more to try to establish a Palestinian Authority state than they have done.
He said that the PA will be to blame if it walks out on the American-initiated talks because of Prime Minister Binyamin Netanyahu’s plans to resume building Jewish homes in Judea and Samaria after the 10-month freeze expires next Monday.For nine and a half months, what did they say—it [the freeze] is not serious so we won’t talk, Ayalon added. Abbas Backs Off Threat to Quit Talks over Building Issue

Abbas told American Jewish leaders Tuesday night,I cannot say that I will leave the negotiations if Israel resumes building homes for Jews in Judea and Samaria.He added that it would be difficult for me to resume talks if the 10-month building freezes is not extended, but his softer language was the first time he has backed off from his threat to walk out if his demands are not met. Editor of the Hebrew newspaper Makor Rishon, Uri Elitzur, predicted this in an interview with INN news on Tuesday, but saw it as part of a master plan that would soon make the PA state a fait accompli.The United States and the European Union have put intense pressure on Prime Minister Binyamin Netanyahu to extend the moratorium. U.S. Secretary of State Hillary Clinton suggested that it be extended for three months, by which time the Palestinian Authority and Israel would be required to draw up final borders.There are those who claim that this would allow Israel to continue to build in communities that are to remain part of the country in any agreement, but Prime Minister Netanyahu rejected that limiting idea. He explained that the freeze was imposed to meet Abbas' condition for talks and not for any other purpose, but that he then continued to refuse to sit down at the same table with Israel for months anyway.Abbas spoke with approximately 60 American Jewish leaders for the second time this year, despite criticism from many leaders after the first meeting that he was trying to use them to fortify his position at Israel’s expense. The meeting was sponsored by the S. Daniel Abraham Center for Middle East Peace.
The PA leader argued that he did not boycott talks for the past 10 months, during which time U.S. Middle East envoy George Mitchell tried arrange proximity talks that the United States was to mediate. They did not get off the ground until less than two months ago and lasted for only one or two meetings that were bogged down with the building freeze demand.Now, when we are starting real negotiations, now he [Netanyahu] refuses to give us two, three, four months, to give the opportunity for negotiations to tackle final status issues,Abbas said.Why? We cannot miss this opportunity.Abbas also indicated the possibility he would soften his position against agreeing to call Israel a Jewish State. Russia Shelves Plan to Sell S-300 Missiles to Iran

Russia announced another about-face in its plans to sell Iran S-300 missiles but left the door open for a change in policy, depending on how Iran responds to international demands for United Nations inspection of its nuclear facilities.A decision has been made not to supply S-300s to Iran. They are definitely subject to the sanctions, [and] time will show. It will depend on Iran's behavior, Russian Chief of General Staff Nikolai Makarov told reporters Wednesday.Russia issued a similar announcement last June but then agreed to go through with delivery of the missile system.There has been an instruction from the leadership to stop the shipment, and we are obeying it, he said.The contract for the sale of the missiles to the Islamic Republic was signed more than two years ago. The S-300 anti-aircraft missiles system can down airplanes and missiles from a range of up to 90 miles (150 kilometers).The United States and Israel have opposed the sale. Israel Hurtles Headlong into Sukkot

With Yom Kippur behind us, the Jewish world is hurtling headfirst into the joyous holiday of Sukkot – and this week, Jews in Israel and the diaspora are working overtime to build their sukkot and purchase their arba minim (four species) set - the etrog (citron), lulav (palm branch) hadas (myrtle), and arava (willow) that are used throughout the holiday.Fortunately, they aren't alone; there's a whole tribe of Sukkot support staff out there, working hard to ensure that everyone has an opportunity to celebrate the holiday properly. Arba minim sets are available in every community, either home-delivered or at special arba minim markets around the country, the biggest being outside the Machane Yehuda market in Jerusalem.The sukkot themselves, the thatch-roofed structures made out of wood or special cloth wrapped around a metal frame, are available in hardware stores, shopping centers and outside nearly every supermarket in the country. And, of course, decorations to hang on the walls or from the roof of your sukkah – pictures of famous rabbis or holy places, strings of light in every color of the rainbow, or even objets d'art – are available nearly everywhere.Noam Kampler, who has been in the arba minim business for six years, said that this year, as opposed to most others, most Israelis will be using better-quality Israeli-grown lulavim in the synagogue – instead of the lower-quality palm branches usually imported from Egypt.For whatever reason, lulavim from Egypt are expensive this year, and the Israeli growers were prepared, making sure they cut the palm branches early this year, according to Kempler. As a result, he says, some 80-90 percent of lulavim available are made in Israel,as opposed to the 20 percent or so that constituted the market's home-grown palm branches in previous years.
In another piece of good news, Kampler says that this summer's hot weather did not affect supplies of sensitive hadassim or etrogim. There were rumors of shortages among the wholesalers, like there are every year, but they turned out to be false, he says, adding that there is plenty of stock available, with prices remaining the same as they were last year – NIS 60 to 100 ($16-$$27), depending on quality.Far from being restricted to religiously observant Israelis, Sukkot is enthusiastically celebrated by secular Jews as well. Rabbi Yitzchak Cohen, who heads the Chabad House in the Samaria community of Karnei Shomron, says that about half his customers are definitely not what you would call religious. But that doesn't stop them from celebrating Sukkot, which is a beautiful holiday here. The kids learn about it in school and ask the parents to put one up, and the parents are happy to comply.And putting a sukkah up is easier than ever, Rabbi Cohen says. Over the past few years, sukkah structures sold in Israel have been completely retooled, and today anyone can put one up with a minimum of fuss.Light, easily assembled poles, art-deco fabrics, easy to attach schach (the sukkah's bamboo roof) and attractive, lightweight decorations put an ultra-modern twist on an ancient commandment, Rabbi Cohen says.
And many organizations make sure those on the road and in city centers are covered, too. We have roving sukkot that we bring to IDF soldiers stationed at posts around the country, giving them the opportunity to fulfill the mitzvah as well,says Rabbi Cohen And Chabad isn't alone – a multitude of organizations in Israel put up sukkot for the public in city centers. The Municipality of Jerusalem puts up what is probably the largest sukkah in the world outside City Hall, and even shopping malls make sure to set up a sukkah for patrons – on the roof, of course.And this year, Bnei Akiva is doing its best to export the joyous Sukkot spirit from Israel to 30 countries around the world. Almost every Bnei Akiva branch in the world will sponsor a sukkah for use by anyone in the community, and will sponsor activities throughout the week of the holiday. Among the places where Bnei Akiva will set up sukkot are Brookline, Massachusetts, where students at the Maimonides Jewish day school will have the opportunity to visit with the traditional Ushpizin, the Biblical Sukkot guests – with the addition of kidnapped IDF soldier Gilad Shalit. The children will learn about Gilad, pray for him and write letters to the Shalit family.Bnei Akiva has set up a mega-Sukkah in San Francisco that will host hundreds, and in Oslo, Norway, a kosher cafe with sukkah attached will be set up in the Jewish community center, hosting residents and Jewish students in the area.All the Bnei Akiva activities and events will emphasize the importance of the State if Israel, said Ze'ev Schwartz, World Bnei Akiva emissary.I have asked Bnei Akiva's 150 branches around the world to remember Gilat Shalit, who is still a captive in Gaza and to add him as one of the traditional Ushpizin,he added.(IsraelNationalNews.com)

We’ll do everything we can to prevent it, but even a 9/11, even the biggest attack ever . . . we absorbed it and we are stronger.However, the only thing that was made stronger by 9/11 was the federal government’s power to harass, shake down and spy on the American people, as was exemplified yet again recently when Pennsylvania’s Office of Homeland Security was caught conducting surveillance on peaceful protest groups with the aid of an Israeli security company who listed Second Amendment groups amongst others as terrorists.Given how both Bush and Clinton before him exploited terror attacks on U.S. soil to boost their flagging political agendas, we should be wary of Obama and his masters making good use of their own October surprise to counter record low approval figures for Congress on the eve of the midterm elections.Talk show hosts such as Michael Savage have long been warning of a Reichstag fire-like event would be concocted to reinvigorate support behind Obama and given that his advisors include such ruthless individuals as Rahm Emanuel, the knife wielding son of a former Israeli terrorist who was involved in bombing hotels, marketplaces as well as massacres, we would be naive to put anything past these people.
Indeed, it was only two months ago that former Clinton advisor Robert Shapiro wrote in the Financial Times that the only thing that could save Obama’s tenuous grip on power was a terror attack on the scale of Oklahoma City or 9/11.The bottom line here is that Americans don’t believe in President Obama’s leadership, said Shapiro, adding, He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.Shapiro was clearly communicating the necessity for a terror attack to be launched in order to give Obama the opportunity to unite the country around his agenda in the name of fighting terrorists, just as President Bush did in the aftermath of 9/11 when his approval ratings shot up from around 50% to well above 80%.Similarly, Bill Clinton was able to extinguish an anti-incumbent rebellion which was brewing in the mid 1990’s by exploiting the OKC bombing to demonize his political enemies as right-wing extremists. As Jack Cashill points out, Clinton descended on Oklahoma City with an approval rating in the low 40s and left town with a rating well above 50 and the Republican revolution buried in the rubble.Only by exploiting a domestic terror attack which can be blamed on right-wing radicals, or by rallying the country round another war in the middle east, can Obama hope to reverse the tide of anti-incumbency candidates that threaten to drastically dilute the power monopoly of establishment candidates from both major political parties in Washington.Shapiro is by no means the first to point out that terror attacks on U.S. soil and indeed anywhere in the world serve only to benefit those in positions of power.

Using terror or the threat of terror as a political tool has been a routine ploy in recent years, and was acknowledged by former Homeland Security chief Tom Ridge when he admitted he was forced to issue fake terror alerts shortly before elections to influence the outcome.Threatening terror has also been a tactic of some of Obama’s biggest supporters in the Democratic party, people like former Senator Gary Hart, who in 2007 wrote a thinly veiled threat to Iranian leaders pointing out that the U.S. has been involved in numerous staged provocations over the years to achieve political agendas, mentioning specifically the Gulf of Tonkin incident and the sinking of the Maine.Given the documented history of staged false flag events being used to manipulate both domestic and geopolitical affairs, added to the numerous threats of such provocations from several highly respected political operatives, it would be foolish to rule out the notion that the Obama administration could turn to such desperate measures in a last gasp effort to salvage power and demonize its growing legions of political adversaries.

EUOBSERVER / BRUSSELS - MEPs have backed a package of EU legislative proposals on financial supervision, the final approval needed for the 27-member bloc to set up a new system of financial watchdogs, designed to guard against a repeat of the recent financial crisis. Sitting in plenary in Strasbourg on Wednesday (22 September), the euro deputies passed the new legislation by a large majority after months of political wrangling with member states, primarily the UK, which proved less keen on the new EU-level bodies due to fears they could impinge on national sovereignty.
This is a historic watershed moment, Belgian finance minister Didier Reynders said before the vote. As holders of the EU's rotating presidency, Belgian officials have been conducting difficult talks with representatives of the European Parliament over the past few months in a bid to narrow their differences. Following proposals from the European Commission, member states reached a political agreement last December, but MEPs were quick to voice their opposition, brandishing the deal as overly watered-down and riddled with vetoes.Wednesday's vote on a compromise text means three new European Supervisory Authorities (ESAs) will start work in January next year, co-ordinating national supervisors in the areas of banking, pensions and financial markets. Part of their role will be to improve the flow of information between national regulators, after the financial crisis in 2008 exposed the vulnerability of national financial systems to the collapse of large cross-border firms.Europe will now have a supervisory model that is adapted to its needs. You have to remember that half the banks in Europe come from other states, said EU financial services commissioner Michel Barnier.A European Systemic Risk Board will monitor for the build-up of risks in the EU financial system as a whole, and will issue 'recommendations' whenever it detects a threat such as a housing or stock market bubble.Its will be headed by the European Central Bank chief for the first five years, after which arrangements will be reviewed.
Implications
Under the final deal, the ESAs will get powers to settle disputes among national financial supervisors if they fail to agree on a cross border issue, such as the Fortis bank collapse in 2008 which saw arguing between the Netherlands and Belgium delay the rescue operations.They will also be able to impose temporary bans on risky financial products and activities, as well as propose the setting up of new Europe-wide technical standards in the different areas. If national supervisors fail to act, then the new bodies in theory can also impose decisions directly on financial institutions in extreme cases, although it remains to be seen how this will work. The new regulators must be responsible, cautioned centre-left MEP Peter Skinner who championed strong powers for the pensions authority and steered the legislation through parliament.In general however, MEPs did not win the power for the authorities to directly supervise banks and other financial players, leaving that task to national regulators, although a review after three years could see the ESAs' powers grow. Parliament's call for all three authorities to be located in Frankfurt close to the European Central Bank was also shelved in the final compromise. Instead, the European Banking Authority (EBA) will be based in London, and a European Securities and Markets Authority (ESMA) in Paris, with only the European Insurance and Occupational Pensions Authority (EIOPA) set up in Frankfurt.
Ashton justifies low intake from new EU countries

EUOBSERVER / BRUSSELS - New EU countries did poorly in the recent intake of senior diplomats for the European External Action Service (EEAS) because their candidates frequently applied for the same posts, EEAS chief Catherine Ashton has said.One problem this time round is that newer Member States were competing against each other for few posts in [sic] neigbourhood region (nearly two thirds of applicants from newer member states concentrated on just 5 posts), the British baroness wrote in a letter to Polish centre-right deputy Jacek Saryusz-Wolski on Wednesday (22 September).She added that relatively few women applied because of: the requirement for unbroken professional experience (which does not reflect the often non-linear career patterns of female applicants).Out of 68 shortlisted candidates for the 29 jobs, 11 were from new EU countries and 14 were women. Four candidates from new countries and seven women got through. It is unclear how many candidates from either category were knocked out at the shortlisting stage.
Ms Ashton said her letter is designed to set out the facts - rather than the myths and noted that the appointments add up to a 40-percent-plus jump in the number of eastern Europeans and women in senior overseas jobs.The application process for a further 80 high-level EEAS postings closed on 10 September. Another 20-or-so senior administrative jobs in the service are also up for grabs. Former Communist and former Soviet EU countries believe that France, Germany, the UK and other older members of the EU club divide up the best posts between them in back room deals. The ex-Iron Curtain states are also keen to get people into post-Soviet-region postings because they believe they are better qualified to handle them. The current EU envoy to Russia, a Spaniard, and the ambassador to Ukraine, a Portuguese, speak little-or-no Russian or Ukrainian.Former colonial powers know better the situation in Latin America or in the Middle East. Eastern European diplomats know better the situation in the post-Soviet area. That's the reality, Mr Saryusz-Wolski, a rapporteur on the EEAS for the parliament's foreign affairs committee, said.He dismissed the Ashton percentages as a statistical trick.An increase on the basis of small numbers always looks very high. The division of the 29 posts does not correct the geographic or gender imbalance [in the EEAS],he said.The foreign affairs committee on Monday postponed until 29 September its formal opinion on how to amend the EU's staff regulations in order to include the EEAS. It aims to meet with MEPs from the legal affairs committee on 28 September in order to press them to include provisions on geographic and gender balance in the letter of the law on EEAS personnel.Parliament expects to finalise its views on EEAS staff and budget rules at its October plenary. The service is due to start work on 1 December.
EU citizens no longer see benefits of internal market, Barnier says

EUOBSERVER / BRUSSELS – The EU needs to revert to the principles of a social market economy as its citizens no longer feel served by the single market, EU internal market commissioner Michel Barnier has said.Speaking to a group of journalists on Monday (20 September), the centre-right French politician pleaded for finding the means for reconciliation between citizens and the European economic project. And to re-find the initial objective [of the European Community] which was very much a social market economy.Barnier:He indicated citizens no longer realise that the internal market, long considered among the EU's most cherished achievements, improves their lives.The current economic climate with member states on the defensive amid rising unemployment and citizen unrest has made his job more difficult. The internal market remains vulnerable to the increase in populistic and nationalistic tendencies,he said.The commissioner has two major initiatives in the pipeline to safeguard the heart of the European project – the relaunch of the Single Market next month, a major undertaking containing between 30 and 40 new proposals, as well as a proposal on making sanctions for market abuse heavier.A former foreign and farm minister, Mr Barnier is also being closely watched for how he deals with regulating financial services where the current laissez-faire culture is seen as having led to the global economic crisis.Having secured on Wednesday (22 September) what critics say is too weak an agreement on financial oversight in order to prevent such a crisis happening again, the commissioner has a raft of other proposals in the offing including on regulating short selling; improving transparency in the derivatives market; strengthening sanctions for violations of financial services laws and forcing banks to put aside more capital reserves.
He remains attached to the idea of a European ratings agency - ratings agencies analyse the risks facing companies and bonds issuers and were blamed for failing to anticipate the financial crisis - and says that the idea of the tax on financial transactions is one of the major questions ahead of him and his colleagues. Financial services, argues the commissioner, must be put back at the service of the real economy.The drive to regulate risks being undermined not only by national capitals, particularly London, home to the EU's most important financial centre, but also a creeping complacency about the crisis being over.The financial crisis is like the environmental crisis, people have very short memories. It is our responsibility as politicians to remind people and to fully learn the lessons of the crisis and not let people forget those lessons, the commissioner said. This includes banks who - though I stress not all of them - say to us that now it is business as usual.With the European Commission having come under fire in the past from both the European Parliament and some member states for reacting too slowly to the economic crisis, Mr Barnier says he believes the executive is now doing what is expected of [it].I believe very strongly in the commission's sole right to propose legislation [and] that we must use it in a proactive way and not in a defensive way. And that it is something I try to do in my own area.Comparing his current mandate to his time as regional commissioner in 1999-2004, Mr Barnier noted that one of the biggest differences is the increase in the number of member states, from 15 to 27, and the greater powers and diversity of the European Parliament. This makes getting agreement on issues a much more time-consuming affair, he said.
Van Rompuy defends economic taskforce against critics

EUOBSERVER / BRUSSELS – EU council president Herman Van Rompuy on Wednesday (22 September) defended the working speed of his taskforce set up to look at legal ways to strengthen economic co-ordination among member states in order to avoid another sovereign debt crisis.Although some have claimed that our work on this is slow, we have in fact covered an enormous amount of ground in a very short time, Mr Van Rompuy told MEPs during a hearing on the outcome of last week's summit.He added that in his view, progress on updating rules on economic governance was happening very quickly when compared to the negotiations establishing the 1997 Stability and Growth Pact, which laid down the ground rules for the eurozone. In the run-up to the summit, several EU diplomats cast doubts that Mr Van Rompuy's taskforce would make any headway in the coming months. Van Rompuy has probably already achieved what he expected to achieve in terms of the European semester,one source said, referring to the new six-month budget review period agreed by finance ministers two weeks ago. But the former Belgian prime minister insisted that his report, due on 27 September and likely to be adopted by EU leaders on 28-29 October, will draw the final right lessons of the crisis.He admitted however that there are divergences among member states over the scope of sanctions for deficit laggards – the sticking point over how to make economic governance work. As economic talks at last week's summit were completely overshadowed by the Roma row between France and the EU commission, Mr Van Rompuy stressed that such council gatherings should not be seen as summits, but as routine meetings of an EU institution.
Criticised by leftist and Green MEPs that he appears to be in a parallel galaxy for presenting the summit as a success, Mr Van Rompuy said he prefers to stick to facts rather than be seduced by perceptions.He defended his stance that EU leaders should meet as often as possible under his chairmanship, because it gives to the member states a sense of ownership and participation in the Union and reinforces their commitment to its success.That is why I am investing time and energy in maintaining regular contacts with the presidents of other institutions, not least the President of the European Commission, the rotating council presidency, the Central Bank, the Euro Group and of course yourself Mr President [of the European Parliament].With all his good intentions of making the EU work, last week's summit was however marred by fighting over the extent to which the commission should be allowed to defend EU law.
Speaking in the plenary, Socialist leader Martin Schulz highlighted the problem of applying EU policies only when it fits my policies back home - something he said that both centre-right and centre-left governments indulged in.This institutional danger puts Europe as a whole at risk. Two States and Two Statements instead of Two Peoples

Palestinian Authority Prime Minister Salam Fayyad stalked out of a meeting with Deputy Foreign Minister Danny Ayalon in New York Tuesday evening after refusing to add the words two peoples to the phrase two states. His refusal emphasized the PA's determination not to acknowledge that Israel is a Jewish State.The spat caused the cancellation of a scheduled press conference at the United Nations Ad Hoc Liaison Committee meeting. In a summary statement that was being prepared, Ayalon pointed out to Fayyad that the phrase two states, meaning Israel and the Palestinian Authority, was not followed by the usual term two peoples.Fayyad answered by simply walking out abruptly. The Palestinian Authority won’t even agree on words, let alone actions,Ayalon commented on Voice of Israel government radio Wednesday morning. Israel has done more to try to establish a Palestinian Authority state than they have done.
He said that the PA will be to blame if it walks out on the American-initiated talks because of Prime Minister Binyamin Netanyahu’s plans to resume building Jewish homes in Judea and Samaria after the 10-month freeze expires next Monday.For nine and a half months, what did they say—it [the freeze] is not serious so we won’t talk, Ayalon added. Abbas Backs Off Threat to Quit Talks over Building Issue

Abbas told American Jewish leaders Tuesday night,I cannot say that I will leave the negotiations if Israel resumes building homes for Jews in Judea and Samaria.He added that it would be difficult for me to resume talks if the 10-month building freezes is not extended, but his softer language was the first time he has backed off from his threat to walk out if his demands are not met. Editor of the Hebrew newspaper Makor Rishon, Uri Elitzur, predicted this in an interview with INN news on Tuesday, but saw it as part of a master plan that would soon make the PA state a fait accompli.The United States and the European Union have put intense pressure on Prime Minister Binyamin Netanyahu to extend the moratorium. U.S. Secretary of State Hillary Clinton suggested that it be extended for three months, by which time the Palestinian Authority and Israel would be required to draw up final borders.There are those who claim that this would allow Israel to continue to build in communities that are to remain part of the country in any agreement, but Prime Minister Netanyahu rejected that limiting idea. He explained that the freeze was imposed to meet Abbas' condition for talks and not for any other purpose, but that he then continued to refuse to sit down at the same table with Israel for months anyway.Abbas spoke with approximately 60 American Jewish leaders for the second time this year, despite criticism from many leaders after the first meeting that he was trying to use them to fortify his position at Israel’s expense. The meeting was sponsored by the S. Daniel Abraham Center for Middle East Peace.
The PA leader argued that he did not boycott talks for the past 10 months, during which time U.S. Middle East envoy George Mitchell tried arrange proximity talks that the United States was to mediate. They did not get off the ground until less than two months ago and lasted for only one or two meetings that were bogged down with the building freeze demand.Now, when we are starting real negotiations, now he [Netanyahu] refuses to give us two, three, four months, to give the opportunity for negotiations to tackle final status issues,Abbas said.Why? We cannot miss this opportunity.Abbas also indicated the possibility he would soften his position against agreeing to call Israel a Jewish State. Russia Shelves Plan to Sell S-300 Missiles to Iran

Russia announced another about-face in its plans to sell Iran S-300 missiles but left the door open for a change in policy, depending on how Iran responds to international demands for United Nations inspection of its nuclear facilities.A decision has been made not to supply S-300s to Iran. They are definitely subject to the sanctions, [and] time will show. It will depend on Iran's behavior, Russian Chief of General Staff Nikolai Makarov told reporters Wednesday.Russia issued a similar announcement last June but then agreed to go through with delivery of the missile system.There has been an instruction from the leadership to stop the shipment, and we are obeying it, he said.The contract for the sale of the missiles to the Islamic Republic was signed more than two years ago. The S-300 anti-aircraft missiles system can down airplanes and missiles from a range of up to 90 miles (150 kilometers).The United States and Israel have opposed the sale. However, Russia's change in policy, due to the United Nations sanctions, does not affect its agreement to follow through with the sale of the Yakhont anti-ship missile to Syria, which Israel and the United States fear will fall into the hands of the Hizbullah terrorist army in Lebanon.(IsraelNationalNews.com)
Israel Hurtles Headlong into Sukkot

With Yom Kippur behind us, the Jewish world is hurtling headfirst into the joyous holiday of Sukkot – and this week, Jews in Israel and the diaspora are working overtime to build their sukkot and purchase their arba minim (four species) set - the etrog (citron), lulav (palm branch) hadas (myrtle), and arava (willow) that are used throughout the holiday.Fortunately, they aren't alone; there's a whole tribe of Sukkot support staff out there, working hard to ensure that everyone has an opportunity to celebrate the holiday properly. Arba minim sets are available in every community, either home-delivered or at special arba minim markets around the country, the biggest being outside the Machane Yehuda market in Jerusalem.The sukkot themselves, the thatch-roofed structures made out of wood or special cloth wrapped around a metal frame, are available in hardware stores, shopping centers and outside nearly every supermarket in the country. And, of course, decorations to hang on the walls or from the roof of your sukkah – pictures of famous rabbis or holy places, strings of light in every color of the rainbow, or even objets d'art – are available nearly everywhere.Noam Kampler, who has been in the arba minim business for six years, said that this year, as opposed to most others, most Israelis will be using better-quality Israeli-grown lulavim in the synagogue – instead of the lower-quality palm branches usually imported from Egypt.For whatever reason, lulavim from Egypt are expensive this year, and the Israeli growers were prepared, making sure they cut the palm branches early this year, according to Kempler. As a result, he says, some 80-90 percent of lulavim available are made in Israel,as opposed to the 20 percent or so that constituted the market's home-grown palm branches in previous years.
In another piece of good news, Kampler says that this summer's hot weather did not affect supplies of sensitive hadassim or etrogim. There were rumors of shortages among the wholesalers, like there are every year, but they turned out to be false, he says, adding that there is plenty of stock available, with prices remaining the same as they were last year – NIS 60 to 100 ($16-$$27), depending on quality.Far from being restricted to religiously observant Israelis, Sukkot is enthusiastically celebrated by secular Jews as well. Rabbi Yitzchak Cohen, who heads the Chabad House in the Samaria community of Karnei Shomron, says that about half his customers are definitely not what you would call religious. But that doesn't stop them from celebrating Sukkot, which is a beautiful holiday here. The kids learn about it in school and ask the parents to put one up, and the parents are happy to comply.And putting a sukkah up is easier than ever, Rabbi Cohen says. Over the past few years, sukkah structures sold in Israel have been completely retooled, and today anyone can put one up with a minimum of fuss.Light, easily assembled poles, art-deco fabrics, easy to attach schach (the sukkah's bamboo roof) and attractive, lightweight decorations put an ultra-modern twist on an ancient commandment, Rabbi Cohen says.
And many organizations make sure those on the road and in city centers are covered, too. The Municipality of Jerusalem puts up what is probably the largest sukkah in the world outside City Hall, and even shopping malls make sure to set up a sukkah for patrons – on the roof, of course.And this year, Bnei Akiva is doing its best to export the joyous Sukkot spirit from Israel to 30 countries around the world. Almost every Bnei Akiva branch in the world will sponsor a sukkah for use by anyone in the community, and will sponsor activities throughout the week of the holiday. Among the places where Bnei Akiva will set up sukkot are Brookline, Massachusetts, where students at the Maimonides Jewish day school will have the opportunity to visit with the traditional Ushpizin, the Biblical Sukkot guests – with the addition of kidnapped IDF soldier Gilad Shalit. The children will learn about Gilad, pray for him and write letters to the Shalit family.Bnei Akiva has set up a mega-Sukkah in San Francisco that will host hundreds, and in Oslo, Norway, a kosher cafe with sukkah attached will be set up in the Jewish community center, hosting residents and Jewish students in the area.All the Bnei Akiva activities and events will emphasize the importance of the State if Israel, said Ze'ev Schwartz, World Bnei Akiva emissary.I have asked Bnei Akiva's 150 branches around the world to remember Gilat Shalit, who is still a captive in Gaza and to add him as one of the traditional Ushpizin,he added.(IsraelNationalNews.com)
