More evidence has emerged revealing Google’s spook connections. Noah Shachtman, writing for Wired, details how the CIA’s technology investment operation, In-Q-Tel, and Google are supporting a company that monitors the web in real time. The company, Recorded Future, scans tens of thousands of websites, blogs and Twitter accounts to find imputed relationships between people, organizations, actions and incidents. Recorded Future claims it can utilize this information to predict the future.The idea is to figure out for each incident who was involved, where it happened and when it might go down. Recorded Future then plots that chatter, showing online momentum for any given event, writes Shachtman. CEO Christopher Ahlberg, a former Swedish Army Ranger with a PhD in computer science, told Wired you can actually predict the curve, in many cases with the software developed by his company.As previously noted here and elsewhere, Google has done business with the NSA and the CIA in the past. In-Q-Tel financed the mapping firm Keyhole bought by Google in 2004. This appears to be the first time, however, that the intelligence community and Google have funded the same startup, at the same time, writes Shachtman.In the above promotional video produced by Recorded Future, the software is utilized to search for the keywords Pakistan and jihad, leading us to believe the technology will be used to track down and data-mine information about Muslim terrorists and rogue states.
The NSA, however, has a history of spying on American citizens exercising their First Amendment rights. For instance, in 2004, it was revealed that the mega-snoop agency had worked with the Baltimore Intelligence Unit of the Baltimore City Police Department to monitor an anti-war organization. In December, 2005, The New York Times revealed that the Bush administration and the NSA had eavesdropped on the electronic communications of Americans.The Pentagon, the FBI, and the CIA have a long track record of violating the civil liberties of Americans.The NSA kicked its spy campaign into high gear in the 1960s. The FBI demanded that the NSA monitor antiwar activists, civil rights leaders, and drug peddlers, writes Earl Ofari Hutchinson.The Senate Select Committee that investigated government domestic spying in 1976 pried open a tiny public window into the scope of NSA spying.During the reign of Bush it was revealed that the FBI, the Pentagon and the National Security Agency had each set up covert operations to monitor the constitutionally protected political activities of citizens opposed to the Bush administration’s war in Iraq. The FBI targeted a large number of people, including a vegan community project in Indianapolis, the Catholic Worker movement and its semi-communistic ideology, Code Pink, the anti-war coalition United for Peace and Justice, Greenpeace and attendees of the Third National Organizing Conference on Iraq, according to Joel Bleifuss writing for In These Times.In 2009 the Department of Homeland Security produced a document targeting returning veterans, advocates of the Second Amendment, and state militias and patriot groups as potential terrorists. In Missouri and Virginia, police intelligence agencies characterized constitutionalists, Ron Paul and Chuck Baldwin supporters, and members of the patriot community as terrorists.Recorded Future, when finally implemented, will not data-mine CIA and intelligence community manufactured Muslim terrorists, as the video above intimates, but the real threat to the establishment — the American people.Google is complicit in the effort to build a huge surveillance and control grid. It is an enthusiastic handmaiden of the global elite. Recorded Future is a pre-crime tool that will be used by the controllers to predict what the ruling elite consider criminal activity — support for the Constitution and the Bill of Rights and the willingness to exercise and defend those liberties in the political realm.

The investment arms of the CIA and Google are both backing a company that monitors the web in real time — and says it uses that information to predict the future.The company is called Recorded Future, and it scours tens of thousands of websites, blogs and Twitter accounts to find the relationships between people, organizations, actions and incidents — both present and still-to-come. In a white paper, the company says its temporal analytics engine goes beyond search by looking at the invisible links between documents that talk about the same, or related, entities and events.The idea is to figure out for each incident who was involved, where it happened and when it might go down. Recorded Future then plots that chatter, showing online momentum for any given event.The cool thing is, you can actually predict the curve, in many cases, says company CEO Christopher Ahlberg, a former Swedish Army Ranger with a PhD in computer science.Which naturally makes the 16-person Cambridge, Massachusetts, firm attractive to Google Ventures, the search giant’s investment division, and to In-Q-Tel, which handles similar duties for the CIA and the wider intelligence community. It’s not the very first time Google has done business with America’s spy agencies. Long before it reportedly enlisted the help of the National Security Agency to secure its networks, Google sold equipment to the secret signals-intelligence group. In-Q-Tel backed the mapping firm Keyhole, which was bought by Google in 2004 — and then became the backbone for Google Earth.This appears to be the first time, however, that the intelligence community and Google have funded the same startup, at the same time. No one is accusing Google of directly collaborating with the CIA. But the investments are bound to be fodder for critics of Google, who already see the search giant as overly cozy with the U.S. government, and worry that the company is starting to forget its don’t be evil mantra.
America’s spy services have become increasingly interested in mining open source intelligence — information that’s publicly available, but often hidden in the daily avalanche of TV shows, newspaper articles, blog posts, online videos and radio reports. Secret information isn’t always the brass ring in our profession,then CIA-director General Michael Hayden told a conference in 2008.In fact, there’s a real satisfaction in solving a problem or answering a tough question with information that someone was dumb enough to leave out in the open.U.S. spy agencies, through In-Q-Tel, have invested in a number of firms to help them better find that information. Visible Technologies crawls over half a million web 2.0 sites a day, scraping more than a million posts and conversations taking place on blogs, YouTube, Twitter and Amazon. Attensity applies the rules of grammar to the so-called unstructured text of the web to make it more easily digestible by government databases. Keyhole (now Google Earth) is a staple of the targeting cells in military-intelligence units.
Recorded Future strips from web pages the people, places and activities they mention. The company examines when and where these events happened (spatial and temporal analysis) and the tone of the document (sentiment analysis). Then it applies some artificial-intelligence algorithms to tease out connections between the players. Recorded Future maintains an index with more than 100 million events, hosted on Amazon.com servers. The analysis, however, is on the living web.We’re right there as it happens, Ahlberg told Danger Room as he clicked through a demonstration.We can assemble actual real-time dossiers on people.Recorded Future certainly has the potential to spot events and trends early. Take the case of Hezbollah’s long-range missiles. On March 21, Israeli President Shimon Peres leveled the allegation that the terror group had Scud-like weapons. Scouring Hezbollah leader Hassan Nasrallah’s past statements, Recorded Future found corroborating evidence from a month prior that appeared to back up Peres’ accusations.That’s one of several hypothetical cases Recorded Future runs in its blog devoted to intelligence analysis. But it’s safe to assume that the company already has at least one spy agency’s attention. In-Q-Tel doesn’t make investments in firms without an end customer ready to test out that company’s products.Both Google Ventures and In-Q-Tel made their investments in 2009, shortly after the company was founded. The exact amounts weren’t disclosed, but were under $10 million each. Google’s investment came to light earlier this year online. In-Q-Tel, which often announces its new holdings in press releases, quietly uploaded a brief mention of its investment a few weeks ago.
Both In-Q-Tel and Google Ventures have seats on Recorded Future’s board. Ahlberg says those board members have been “very helpful,” providing business and technology advice, as well as introducing him to potential customers. Both organizations, it’s safe to say, will profit handsomely if Recorded Future is ever sold or taken public. Ahlberg’s last company, the corporate intelligence firm Spotfire, was acquired in 2007 for $195 million in cash.Google Ventures did not return requests to comment for this article. In-Q-Tel Chief of Staff Lisbeth Poulos e-mailed a one-line statement: We are pleased that Recorded Future is now part of IQT’s portfolio of innovative startup companies who support the mission of the U.S. Intelligence Community.Just because Google and In-Q-Tel have both invested in Recorded Future doesn’t mean Google is suddenly in bed with the government. Of course, to Google’s critics — including conservative legal groups, and Republican congressmen — the Obama Administration and the Mountain View, California, company slipped between the sheets a long time ago. Google CEO Eric Schmidt hosted a town hall at company headquarters in the early days of Obama’s presidential campaign. Senior White House officials like economic chief Larry Summers give speeches at the New America Foundation, the left-of-center think tank chaired by Schmidt. Former Google public policy chief Andrew McLaughlin is now the White House’s deputy CTO, and was publicly (if mildly) reprimanded by the administration for continuing to hash out issues with his former colleagues.In some corners, the scrutiny of the company’s political ties have dovetailed with concerns about how Google collects and uses its enormous storehouse of search data, e-mail, maps and online documents. Google, as we all know, keeps a titanic amount of information about every aspect of our online lives. Customers largely have trusted the company so far, because of the quality of their products, and because of Google’s pledges not to misuse the information still ring true to many.
But unease has been growing. Thirty seven state Attorneys General are demanding answers from the company after Google hoovered up 600 gigabytes of data from open Wi-Fi networks as it snapped pictures for its Street View project. (The company swears the incident was an accident.)Assurances from the likes of Google that the company can be trusted to respect consumers’ privacy because its corporate motto is don’t be evil’ have been shown by recent events such as the ‘Wi-Spy’ debacle to be unwarranted,long-time corporate gadfly John M. Simpson told a Congressional hearing in a prepared statement. Any business dealings with the CIA’s investment arm are unlikely to make critics like him more comfortable.But Steven Aftergood, a critical observer of the intelligence community from his perch at the Federation of American Scientists, isn’t worried about the Recorded Future deal. Yet.To me, whether this is troublesome or not depends on the degree of transparency involved. If everything is aboveboard — from contracts to deliverables — I don’t see a problem with it, he told Danger Room by e-mail. But if there are blank spots in the record, then they will be filled with public skepticism or worse, both here and abroad, and not without reason.

Democrat leaders have finally realised that anti-establishment sentiment is the driving force behind the Tea Party movement, announcing a plan to demonize it via a national campaign to associate the GOP and the Tea Party as one and the same.The Associated Press reports:Democratic National Committee sources say the party’s strategy is to pose the November midterm elections as a contest between Democrats and a joint GOP-tea party plan for the country.The campaign will see grassroots activists painted as tools of the Republican establishment and the GOP associated with extremist ideologies.The official launch of the campaign was made Wednesday by DNC Chairman Tim Kaine.A website at www.republicanteapartycontract.com, a play on Newt Gingrich’s 1994 GOP Contract With America, along with a crudely produced video, mark the direction the DNC is taking.The video urges viewers to GET THE FACTS, as it outlines a 10-point blueprint on what policies Tea Party candidates would enact if voted into power.

The items on the Tea Party Contract on America are:

2. Privatize Social Security or phase it out altogether

These are mostly libertarian rooted positions that various tea party affiliated candidates and incumbents have espoused, except for numbers four and six, which are more direct accusations.The video features images of Rep. The idea is clearly to depict such positions as outside of mainstream political thought, yet multiple recent national polls indicate that such a notion is deeply misguided.The National Republican Senatorial Committee has described the campaign as part of an increasingly desperate strategy that remains ignorant of exactly why independent voters are fleeing them in droves.The key flaw in the Democratic campaign is that voters are now painfully aware that it is not the Tea Party and the GOP that are one and the same, it is the two establishment parties.

House Republicans Giving Green Light for Israeli Strike on Iran

Nearly one third of the Republican congressmen in the U.S. House of Representatives have introduced a resolution that would support Israel's right to use all means necessary to confront and eliminate nuclear threats posed by Iran, including military force.The resolution was introduced by Rep. Louie Gohmert [R-Texas] and 46 co-sponsors. House Resolution 1553 condemns the Government of the Islamic Republic of Iran for its threats of annihilating the United States and the State of Israel, for its continued support of international terrorism, and for its incitement of genocide of the Israeli people.It supports using all means of persuading the Government of Iran to stop building and acquiring nuclear weapons and pledges that the U.S. will ensure that Israel continues to receive critical economic and military assistance, including missile defense capabilities, needed to address the threat of Iran.In addition, it expresses support for Israel’s right to use all means necessary to confront and eliminate nuclear threats posed by Iran, defend Israeli sovereignty, and protect the lives and safety of the Israeli people, including the use of military force if no other peaceful solution can be found within a reasonable time.
Iran lobby alarmed
The National Iranian American Council (NIAC), a pro-Iranian lobby group, is up in arms over the proposed resolution. Obviously we are reaching silly season in Washington with the elections in November, NIAC's founder-president Trita Parsi told RN, a news venue that focuses on Russian issues. He added that there have already been some signs that Israel is going to be a major element that some Republicans will use to get both voters as well as finance, donations to campaigns, away from the Democrats.However, Parsi said, even silly season has real repercussions on the real world. The resolution would send a dangerous signal to Israel, that some in congress would welcome military action by it against Iran, while the White House and U.S. military oppose such a strike, he argued.NIAC's website warned that the game plan behind HR 1553 was spelled out earlier this month by former U.S. Ambassador to the United Nations John Bolton in the Wall Street Journal, when he wrote: Having visible congressional support in place at the outset [of an attack] will reassure the Israeli government, which is legitimately concerned about Mr. Obama's likely negative reaction to such an attack.

Saudis Would Allow Israel to Attack Iran

Saudi Arabia would turn the other cheek and allow Israel to use its airspace to attack Iran, London’s Sunday Times reports. According to the report, Mossad chief Meir Dagan has told Prime Minister Binyamin Netanyahu that Syria has hinted to the move.The Saudis have tacitly agreed to the Israel air force flying through their airspace on a mission which is supposed to be in the common interests of both Israel and Saudi Arabia, a diplomatic source stated.The Saudis are very concerned about an Iranian nuclear bomb, even more that the Israelis, a former Israeli intelligence head stated.John Bolton, the former U.S. Ambassador to the U.N., said that it was logical that Saudi Arabia would privately agree. None of them would say anything about it publicly, but they would certainly acquiesce in an overflight if the Israelis didn’t trumpet it as a big success, Bolton told several Arab leaders in the Gulf. To this day, the Israelis haven’t admitted the specifics, but there’s one less nuclear facility in Syria, Bolton added, referring to Israel’s attack on a Syrian nuclear site in 2007.Bolton said that the Arab countries would publicly condemn Israel at the U.N. but would breathe easier if the Iranian nuclear threat would be eliminated.Several media sources reported Friday that an Israeli Dolphin submarine passed through the Suez Canal on its way to the Red Sea last month as part of a naval exercise. Israeli security officials told the Reuters news agency that the exercise was done as part of testing Israel’s strategy in light of the Iranian nuclear threat. Egypt denied the reports. During that pilgrimage, Elkana's wife, Hana, asks G-d to give her a son – and eventually gives birth to Samuel the Prophet.Shiloh is believed by researchers to have fallen into ruin after the Israelites' unsuccessful war with the Philistines, in which the enemy took the Holy Ark captive. The Ark was soon returned to Israel, but was never brought back to Shiloh. Instead, it was taken to Kiryat Yearim until King David had it delivered to Jerusalem. Archaeological findings indicate that a Jewish presence continued at Shiloh until the year 722 BCE, when the Kingdom of Israel was defeated by Assyria. From the White House to the Big House: 25 Impeachable Crimes and Counting

Last week Rep. Michelle Bachmann was asked what Republicans had in mind should they retake the House of Representatives this November, she replied I think that all we should do is issue subpoenas and have one hearing after another and expose all the nonsense that is going on.Considering the sheer volume of illegal and impeachable offences committed by Obama and his cohorts over the past couple of years, the House will be very busy indeed.Putting aside Obama’s inept leadership, weakening of our national defenses and transparent attempt to socialize our great nation, there are a number of more practical crimes that once investigated could lead to Obama’s impeachment and perhaps even his well deserved imprisonment.
25 Obama Crimes the House Should Investigate in 2011
1.Convicted felon and Chicago real estate developer Tony Rezko’s purchase of land adjacent to Obama’s house in Hyde Park, IL. In 2006, Rezko sold a 10 foot strip of his property to Obama for $104,500, rendering the remainder of Rezko’s $625,000 investment too small to be developed and, for all intents and purposes, worthless.
2.The provision of Obama campaign donor lists to ACORN in 2007 and 2008, more complete than the ones he provided to the FEC. ACORN used the lists to raise money for Obama’s election from donors who had already maxed out their legally allowable contributions.
3.Widespread voter fraud including voter intimidation, ballot stuffing, falsified documents, and threats of violence against Hillary Clinton supporters committed by the Obama campaign and ACORN during the 2008 Democrat primary election. 4.Obama’s refusal to release his long form birth certificate which would show conclusively that he is a dual citizen and therefore not constitutionally eligible to serve as President. 5.Protecting union interests over those of GM and Chrysler bond holders during bankruptcy proceedings, forcing investors to accept millions of dollars in losses in direct violation of bankruptcy laws, money to which they were legally entitled.
6.Preferential treatment given to minority and women owned car dealerships by Obama administration officials as part of the auto industry bailout program and the forced closing of a disproportionate number of rural dealerships located in areas that did not vote for Obama.
7.Unsubstantiated firing of Corporation for National and Community Service Inspector General Gerald Walpin for exposing Sacramento Mayor and Obama supporter Kevin Johnson’s misuse of an $850,000 AmeriCorps grant.
8.Purchase of Congressional support for the passage of Obama’s healthcare bill including the Cornhusker Kickback, Louisiana Purchase and having the Department of Interior increase water allocations to the Central Valley of California to secure the votes of Democrat Reps. Dennis Cardoza and Jim Costa.
9.Lying to the American people by promising they could keep their healthcare coverage if they wanted to, when in reality tens of millions will be forced out of their current plans.
10.Attempted bribery of Rep. Joe Sestak with job offers to get him to drop out of the Senate primary race against Sen. Arlen Specter.

12.The Obama administration’s statement that a panel of experts had agreed with their plan for a 6 month Gulf Coast drilling moratorium, when in actuality none of them had supported the measure.
13.Bullying BP to set up a $20 billion slush fund to compensate Gulf Coast businesses and residents affected by the oil spill, to be administered by an Obama political appointee without any judicial or congressional oversight.
14.Implementing a third oil-drilling moratorium after the first two were thrown out of court, creating a de facto Gulf Coast offshore drilling ban in opposition to two judge’s rulings.
15.Establishment of a commission to investigate the Gulf Coast oil spill that contains not one oil industry expert and whose transparent purpose is to push a partisan political agenda rather than investigate the cause of the disaster.
16.Obama’s policy of intentionally not securing our nation’s borders, in opposition to Article IV, Section 4 of the Constitution which calls for the President to protect states from foreign invasion, in an attempt to blackmail Republican support for comprehensive immigration reform. In essence, Obama is holding border states and residents politically hostage during a time they are being overrun by a narco-paramilitary invasion.
17.Department of Justice illegal race based policies regarding voter fraud as exposed by former Justice attorney J. Christian Adams. This includes the dropping of voter intimidation charges against 2 Black Panthers brandishing weapons in front of a voting location in Philadelphia and the stated intention by political appointees to ignore voter crimes committed by African Americans, Latinos and other minorities.
18.Department of Justice purposefully allowing some states to continue their disenfranchisement of military personnel serving overseas in direct opposition to the 2009 Military and Overseas Voter Empowerment (MOVE) Act, which was established in response to the more than 17,000 military votes that were not counted in the 2008 election because ballots had arrived after the deadline.
19.Recess appointment of Donald Berwick as head of the Centers for Medicare and Medicaid Services without even a token attempt to put him through the Congressional nomination process, signaling that Congress’s constitutional obligation to vet presidential appointees means nothing to Obama. The same can be said of the 30+ Obama administration czars.
20.Spending $23 million of taxpayer money through the U.S. Agency for International Development (USAID) to support a constitutional referendum in Kenya in spite of the Siljander Amendment, which makes it illegal for the U.S. to lobby for abortion in other countries. The Kenyan referendum was partially written by Planned Parenthood and is designed to legalize abortion in that nation.
21.The participation of the Obama administration in the firing of Sherry Sherrod from the USDA without due process because of publicized out of context remarks she made at a NAACP meeting in March 2010.
22.The White House sham investigation of BP’s involvement in the release of the mass murdering Lockerbie bomber from prison. The Obama administration not only knew beforehand of the Scottish government’s plan to set Abdel Baset al-Megrahi free on compassionate grounds, they even sent a letter to Scottish authorities stating their preference for his remaining in Scotland over his transfer to a Libyan prison.
23.The canceling of 77 properly filed oil field development contracts approved by the Bush administration by Interior Secretary Ken Salazar, preventing the extraction of up to 3 trillion gallons of oil buried under Colorado, Utah, Wyoming and North Dakota, more than enough to end our dependence on foreign oil and supply the U.S. with its energy needs for hundreds of years at current consumption rates.
24.Investigations by the Department of Homeland Security to determine the political affiliation of people making Freedom of Information Act requests and the subsequent delay and even altogether ignoring of requests made by Republican affiliated individuals.
25.The hardest to prosecute in court, but worst crime of all that Obama has perpetrated against the American people is the economic tyranny that his socialist policies have wrecked upon our nation. While Obama has been living the life of a king, including frequent 5 star vacations, dozens of concerts at the White House and endless rounds of golf, all paid for by taxpayer money—the increased transportation and security costs alone are in the millions of dollars—he has called for the rest of us to endure economic sacrifice. The annual trillion dollar deficits and borrowing of 41 cents of every dollar of government spending by Obama is leading to unsustainable and potentially catastrophic debt.

These 25 crimes are just what I’ve been able to dig up over the past couple of weeks. No doubt there are many more that I have missed or still as yet undiscovered. While any one may be sufficient to impeach Obama, taken as a whole it demonstrates that Obama has little to no regard for the rule of law.I look forward to a Republican controlled House of Representatives uncovering Obama’s corrupt dealings and exposing this man as unworthy of the office of President.
New EU police investigation co-operation alarms civil liberties watchdogs

EUOBSERVER / BRUSSELS - Long a refusenik in the realm of European co-operation on justice and home affairs, the UK has decided to opt in to a proposal that will simplify requests by police in other EU member states to investigate suspects in criminal cases.The British government is calling the move a new invaluable tool in the fight against transborder crime, but civil liberties watchdogs say that the move will force police to investigate individuals for acts that are not considered crimes in their home country.On Tuesday, UK home secretary Teresa May told British MPs that the government was to opt in to the European Investigation Order, a proposal from eight EU member states led by Belgium.Currently, European police may make requests for help in investigations via European Mutual Legal Assistance. The EIO, a directive initiated by Belgium, Bulgaria, Estonia, Spain, Luxembourg, Austria, Slovenia and Sweden, would replace and significantly streamline this system.However, civil liberties groups worry that in the wording of the proposal, the main grounds that have in the past been available for authorities to refuse a request for mutual assistance will no longer be available.
In particular, Statewatch, the UK-based civil liberties monitor, says there is no longer a basis for refusal on the grounds of territoriality and what is called dual criminality - that the act for which information is sought must constitute a crime punishable in both states. This would now mean that a person who committed an act which is legal in the member state where the act was carried out could, according to critics, be subject to body, house and business searches, financial investigations, and some forms of covert surveillance, if the act is regarded as a crime under the law of another member state.For example, Holocaust denial is illegal in Germany and 12 other EU countries but not in the UK, Sweden or Spain - each of which back the new proposals. The EIO could thus in theory used by Germany to someone who denied the Holocaust in a country where to do so is legal.Statewatch also argues that the flexibility of the executing member state not to carry out coercive measures would also be dropped in the new legislation.Separately, Fair Trials International, a human rights charity that campaigns for the rights of people facing criminal charges in a country other than their own, warns that the move will allow European countries to order ... police to gather and share sensitive personal information, including recordings of bugged conversations, banking records and DNA, and that police will be powerless to refuse an order.Jago Russell, head of the campaign group, said: Police time could be wasted dealing with unreasonable demands for evidence and the cost to our privacy could be enormous.The proposals are also completely one-sided. If you are under suspicion you will have no right to demand information from overseas police to prove your innocence.FTI also fears that there is a lack of protection for individuals in custody who are transferred to other states for questioning.
The group says that easing police co-operation across the EU makes sense, but only in the context of additional safeguards to protect the fundamental rights of those being investigated, including common basic standards on evidence-gathering across the EU.Ms May however, denies that the legislation is a threat to civil liberties and said that human rights groups are mistaken. The UK would be able to refuse a search request where the crime isn't recognised as a crime here,she insisted in a statement.The European Investigation Order will prove to be an invaluable tool in the fight against transnational, international and serious organised crime,she added.We believe – as do prosecutors and the police – that the European Investigation Order will greatly benefit the UK criminal justice system, without compromising civil liberties.The European Commission for its part is analysing the proposal for a directive by the member states. It expects to offer its opinion on the matter within the next two months. The lies have been non stop since Obama’s election about not raising taxes, especially regarding the normal Joe who would make under $200,000 a year. The entire time, this administration and congress has stuffed loan shark type tax increases into products, services, even a sneaky Gold tax into the Health care Bill, affecting everyone. With this administration you have to think of the U.S. as a Big House, with Obama promising no new taxes through the front door only. Naturally, the bold plan has pushed from day one, taxes, regulations and fees through the left window, attic, back door and kitchen door slider. Tax increases and aggressive redistribution of wealth have been the plan since the very beginning.America has to be brought low, needy and dependent on big Government to succeed with Obama’s socialist transformation. He plans to be perceived as the messiah and Father Christmas for the African Americans. He is creating race wars and contrived enemies, such as with the Tea Party groups against the Black folks, so he can be falsely perceived as their rescuer and resource. He wants them slaves again but he plans to be the master as he invents more Government programs and hand outs to keep them dependent, distracted and angry. I don’t believe the African American community is as stupid and needy as he thinks and wants! Obama is also planning to be the messiah to the illegal aliens and the Gays. As I shared in an earlier article, a reliable source informed me that congress was shaping a Bill that would combine and cram together the amnesty and gay marriage issue, neutering states rights regarding gay marriage and illegal alien laws. A person could go get married in Mexico and have it observed in the U.S. trumping any concern of an illegal alien status. Once again, Obama is shredding the American people, states rights and our moral foundation while he tries to buy the illegal alien and gay vote.
Now the drool and adrenaline rush for progressive Democrats and Obama is flowing. They see the end of the Bush tax cuts by Dec. 31st. They think it is the moral high ground to let the extreme and unfair tax rates come back during a national, recession if not depression. Geithner has even offered the country his profound and moral wisdom. He was quoted in The Week show on ABC saying:We think that’s the responsible thing to do because we need to make sure we can show the world that (we’re) willing as a country now to start to make some progress bringing down our long-term deficits.Don’t you just love the high ground statements from Geithner, Obama and this congress. They are bankrupting America with trillions of health care and financial reform bill liabilities and we hear endless save America speeches. They are the ones that are torturing and killing America. Some in congress are starting to wake up regarding the dire economic consequences if they let the Bush tax cuts renew, but not many. Formal presidential candidate Fred Thompson has said that letting so many of the taxes come back that Bush rightly stopped, would be catastrophic to our economy. He stated:We must urge Congress and the president to renew the Bush tax cuts early, before they expire and before investors lose confidence in the U.S. economy.These tax returns would punish everyone including the dead. Death and marriage tax would come back, along with increases in every tax bracket.I see the legacy unfolding……let’s see. I didn’t have sex with that woman. Oh yeah, that was Bill Clinton. There are ten planks in the Communist Manifesto and it will come as no surprise to anyone to discover that they are being implemented by the Obama administration in league with House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid. The first plank called for the abolition of all private property ownership and the application of all rents of land to public purposes. The Constitution regards the ownership of private property to be of such importance that the Bill of Rights’ Fifth Amendment includes an injunction against the taking of private property for public use without just compensation. The object was to keep as much private property as private as possible.Some of the other Communist goals included a heavy progressive or graduated income tax and abolition of all rights of inheritance. If the Bush tax cuts are not extended, the death tax on estates will partially implement the inheritance goal and, of course, everyone currently anticipates that income tax rates will rise.The federal government has long been involved in sequestering land from private ownership and in cases such as the establishment of National parks and forests it has proven to be a good idea, ensuring the protection of landmarks such as the Grand Canyon and Yellowstone National Park. Such efforts ensured that the U.S. still has 70% of the forest land that existed in 1600—737 million acres. Of these 33.5% are reserved from harvest by law or represent slow-growth areas unsuitable for timber production. The rest are timberlands that, for forest management purposes, are still harvested.
This has not stopped environmentalists, often called tree-huggers, from trying to stop any harvesting and the 1980s Spotted Owl hoax in the Northwest was so successful it closed down timber and sawmill operations, devastating an important industry. The claim was that the owls were endangered. Like most environmental claims it was false.Most people will be surprised to learn that nearly 30% of the 2.63 million square miles of the United States is directly owned by the federal government. This federal land is located primarily in the West. For example, 69.1% of Alaska is owned by the federal government and 84% of Nevada. More than half of both Utah and Idaho is owned by the federal government. Other western states such as Arizona, California, Wyoming, Oregon, New Mexico and Colorado have from 53.1% to 36.6% of their land allocated to the federal government.If the States are sovereign republics in their own right, it begs the question why the federal government owns so much of the West, but the most pressing question today is why new legislation is making its way through the House and Senate to create a permanent trust fund for the purpose of acquiring still more federal land.Though beaten back in the past, the House recently passed the Consolidated Land, Energy and Aquatic Resources Act of 2010 and, in the Senate, Harry Reid is trying to incorporate similar legislation in his so-called energy act, creating a multi-billion trust that, unlike the original Land and Water Conservation Fund, would not have to go through the appropriations process. The so-called trust fund aspect is an old Congressional trick. The Social Security trust fund has been raided for years to the point where it is insolvent, but trust funds set up for highway funds, airport funds, and others have been regularly diverted.Another land grab effort is an act called America’s Commitment to Clean Water Act that is in essence a Corps of Engineers and Environmental Protection Agency authorization to control every drop of water in the nation.
The original 1972 Clean Water Act applies only to navigable waters, i.e. bodies of water on which boats and ships can function, but the new bill would include wetlands and everywhere else water is found. In short, not just farmers and ranchers would be affected, but your backyard if it has puddles after a rainstorm. This has long been an EPA objective. Would it surprise anyone to know that Carol Browner, the president’s chief advisor (czar) on environment and energy was a former high ranking member of Socialist International? The Obama administration is filled with people for whom the environment is a kind of religion, devoid of any science to support its bad intentions, and willing to ignore the U.S. Constitution any time it might get in the way.Cong. Ron Paul (R-TX) has been a longtime opponent of the Conservation and Reinvestment Act (CARA). In June he issued a warning against the latest efforts to grab more land for federal government control, citing in his view that the federal government already owns far too much real property.This is really bad legislation that must be defeated. Otherwise, as Rep. Paul warns, it allows the Executive Branch to have powers that are constitutionally directed to Congress. So this bill not only diminishes private property, it also erodes the Constitutional separation of powers.

The IPCC, Climate Change and Solar Sophistry

Control of the science and content of Intergovernmental Panel on Climate Change (IPCC) Reports was planned from before it was officially formed in 1988. Exposure of manipulation to achieve desired results also began early.Benjamin Santer graduated from the Climatic Research Unit (CRU), where Tom Wigley supervised his PhD. He returned to the US working at the government’s Lawrence Livermore National Laboratory. He was appointed lead author of Chapter 8, titled Detection of Climate Change and Attribution of Causes of the 1995 IPCC Report. It turned out Santer had significantly altered the meaning of the Chapter from that agreed on by the other authors. As Avery and Singer noted in 2006, Santer single-handedly reversed the climate science of the whole IPCC report and with it the global warming political process! The discernible human influence supposedly revealed by the IPCC has been cited thousands of times since in media around the world, and has been the stopper in millions of debates among nonscientists.
An Incestuous Process
Overlooked in exposure of Santer’s malfeasance was the fact that the entire chapter was based primarily on two of his research papers, neither of which was published or peer-reviewed at the time. IPCC chapters list extensive bibliographies, but invariably content is dependent on the work of the lead-author. As Marcel Crok explained, lead authors are promoting their own work in the chapters and are often asked to give an objective opinion about controversies in which they themselves are involved. A clear example of this in AR4 is Phil Jones who promotes his HadCrut3 graph meanwhile ignoring literature (Michaels/McKitrick 2004, 2006) that raises serious questions about the reliability of this graph. A second example is Briffa as lead author of chapter 3, where he, as a member of the Hockey Team, defends the hockey stick, and ignores the divergence problem (i.e. the fact that his temperature reconstruction based on tree rings is going down after 1960).It is a logical development of the incestuous design of the IPCC process.A Czech researcher only recently exposed the worst example of this conflict. He calls it Judithgate after Judith Lean co-lead author of Chapter 2 of the 2007 IPCC Report. Section 2.7.1 is titled Solar variability and purports to be the work of several researchers according to the bibliography. Actually, the section is dependent on one paper. Lean J., Roltmann G., Harder J., Kopp G.: Source contributions to new understanding of global change and solar variability, Sol. Phys., 230, 27-53, 2005. As a Norwegian government independent reviewer wrote to the IPCC.I urge IPCC to consider having only one solar physicist on the lead author team of such an important chapter. In particular since the conclusion of this section hangs on one single paper in which Judith Lean is the co-author.Note the comment Confidential, Do Not Cite, Quote or Distribute.Why is this necessary for a publicly funded project that has massive global economic implications? Steve McIntyre obtained the information through a Freedom of Information (FOI) request. More disturbing was the disclosure that Lean and Claus Frohlich had altered graphs to reduce solar influence.The original satellite data showed, that TSI (measured in Watts) increased from 1986 to 1996 by cca one third… But then Judith and Clause laundered the graphs and voila… solar output increase was gone.Why was any of this necessary?
Sins Of Omission and Commission
Deception of claiming Reports are complete synopses of scientific literature produced by a team of experts is enough to reject the entire IPCC findings. However it’s only a part because what they chose to cover was deliberately selective. It was driven by the IPCC objective to prove human CO2 is causing global warming. Computer models and historical data were manipulated to prove CO2 was the only possible cause. This required omitting or reducing to a minimum the role of other mechanisms. Biggest threat to their claims was the Sun and just as they rewrote climate history by eliminating the Medieval Warm Period (MWP), they rewrote a small portion of the solar record and left out most of the major solar mechanisms that cause climate change. The Lean paper only considered changes in electromagnetic energy and because of what they produced the 2007 Report concludes. In comparison, changes in solar irradiance since 1750 are estimated to have caused a small radiative forcing of +0.12 [+0.06 to +0.30] W/m2, which is less than half the estimate given in the TAR. Prior to the adjustment the IPCC said changes in solar energy explained over 50 percent of temperature variation prior to 1950. But it’s only part of the story that is more easily told by considering long-term climate changes linked to other changes in the Sun and Sun/Earth relationships.The most recent ice maximum occurred 20,000 years ago, but few are aware that similar maxima and minima occurred over a 3 million year period called the Pleistocene Ice Age. Variations between glacial and interglacial are primarily driven by the 100,000 - year oscillation of the elliptical orbit of the Sun, a major part of the Milankovitch cycle. Few know there were at least five previous Ice Ages that appear to relate to the 220 million year orbit of the Sun around the Milky Way. These processes are still operating, but the IPCC ignore them ostensibly because of the time scale. However, as the late Theodore Landscheidt showed there are short-term impacts of solar movements on cyclical events like El Nino.There are a multitude of other astrophysical relationships causing cycles related to climate not considered by the IPCC.
Finally, there’s the relationship between sunspot and global temperature. The IPCC consistently ignore the relationship though there’s extensive literature beginning with Galileo’s observations of sunspots in 1610. Initially they said there was no explanatory mechanism. This is not a valid reason if you are doing a complete summary of climate science. Svensmark’s plausible Cosmic Theory appeared in embryonic form in 1991 and more completely in 1996. The 2001 Report mentioned it briefly, but it’s omitted in the 2007 Report. Now there is further confirmation of the theory. Eigil Friis-Christensen, director of the Danish National Space Institute, DTU, and co-author with Svensmark in 1996 said,The evidence has piled up, first for the link between cosmic rays and low-level clouds and then, by experiment and observation, for the mechanism involving aerosols. All these consistent scientific results illustrate that the current climate models used to predict future climate are lacking important parts of the physics.Of course they do, because they were designed to prove CO2 was the cause and therefore the problem.
Has the Time Come to Replace the Federal Government?

Is Fighting for Smaller Government Racist?

When the NAACP allowed itself to be used by the Democratic party to try and smear a grass roots movement for smaller government as racist, the resulting controversy shone a light on more than just racism by individuals associated with the NAACP, but with the organization’s inability to delink class warfare from racism. If there is one thing that both the white media elites at Jornolist and the NAACP leadership agreed on, it’s that fighting for smaller government is racist.The peculiar notion that reforming government by reducing its size is racist originates from the marriage of racial equality with class warfare to create the 40 Acres and a Mule politics covering everything from wealth redistribution to affirmative action to social welfare programs—all under the aegis of the federal government. And yet this same brand of 40 Acres and a Mule politics underlies the particular tragedy of the black community, whose leaders traded in aspiration and equality for government handouts, forcing them to make the argument over and over again that there can be no social justice without total government control.When the Democratic party was forced to make the transition from a party of Northern businessmen and Southern plantation owners, after two Republican Presidents, Abraham Lincoln and Theodore Roosevelt, put a severe dent in their Southern plantations and the Northern business offices that had formerly given the party a death grip on the country’s economy—it did so by redefining the Company Store to mean the Federal government. The Republican notion of individual rights and free labor met the new Democratic notion of ward boss handouts at the Federal level in a battle for the soul of the Black community, and the Democrats won. Not immediately, not conclusively and not absolutely—but they won, and the NAACP’s leadership demonstrates why.The black leadership has gained distinct advantages for itself as a separate class, while disadvantaging the black community as a whole. Civil rights leaders who made their money on lawsuit shakedowns and diversity training seminars, corporate executives and business owners who got where they were through affirmative action programs that encouraged companies to hire one black executive for appearance not merit, and rewarded minority business owners for the color of their skin, rather than for results—helped create a black leadership that owed its position and power to government intervention, rather than ability. And in the process that same leadership marginalized more qualified people within the black community, while teaching the lesson that aspiration and ability did not matter, only connections and politics did.

Creating racial quotas as a way to select leaders was an effective tool for perpetuating the same system over and over again, marginalizing black candidates and business owners as a whole, while rewarding a select few who would then be in a position to praise and maintain things the status quo.The racism charge leveled against the Tea Party is the doing of a leadership that sees itself as completely dependent on the Federal government, so much so that it finds any talk of reducing it to be dangerous and threatening. And as the Democratic party has identified itself closely with the domestic expansion of government and wealth redistribution politics, it has been able to manipulate the black community, to appropriate its decision making powers and use it as a political tool, while virtually eliminating its actual political clout. The sad state of affairs in which the official black leadership damns anyone who doesn’t toe the Democratic party line as Uncle Toms and not real black people reveals just who really calls the shots in this arrangement. And it is not the black leadership, which gets trotted out when the Democratic party needs them, and gets told to go home when it doesn’t. Which is no different than the treatment accorded to women’s or Jewish groups.Tea Party is an attempt to salvage the financial viability of the Middle Class that has traditionally been America’s only reliable bastion of political and social equality The attacks hurled at the government reforms advocated by Tea Party groups rely on invoking sixties racist boogeymen about States’ Rights, but the Tea Parties are not fighting to resegregate schools or lunch counters, as many times as liberal political bloggers may try and market that particular smear. Instead the Tea Party is an attempt to salvage the financial viability of the Middle Class that has traditionally been America’s only reliable bastion of political and social equality. And their targets are not Eisenhower’s forced desegregation and challenges to States’ Rights, a Republican President, but the out of control government expansion that began with FDR’s New Deal, which enforced racial segregation and plunged the country deeper into the depression.
Wealth Redistribution will never solve the black community’s problems, only worsen them. Which may be why most of the greatest African-American inventions took place before it, not after. All that spending has not helped the black community, in part because while the spending may use social welfare as a justification, it is mostly directed at building up the size of government itself. The gargantuan bureaucratic structures that form as a result only perpetuate poverty for everyone, while feeding money to a small group of insiders who are politically connected enough to benefit from it. The Fannie Mae and Freddie Mac disasters in which black homeowners were saddled with debt, that was then resold worldwide by bankers and brokers, is a typical example of what happens and where the money really goes.Investing more money and power in the Federal government is short-sighted and unwise. Before the Federal government was forcing open schoolhouses, it was forcibly segregating Northern neighborhoods. Before it was filing lawsuits on behalf of black homeowners, it was demanding that Northern states return escaped slaves. Like all centralized power, Federal power is not moral, it serves the interests of those who wield it, who in turn use everyone else. To see such a system as dangerous and unstable is not racist, it is common sense.The same system that has marginalized black politics to a few handpicked candidates running in gerrymandered districts, has done the same thing to the voice of the black community as a whole. Just as it has done to other groups across the United States. This plantation politics that promises protection in return for fealty is not only degrading and undemocratic, it is dangerous to everyone involved. And as the current escalation of Federal power threatens to destroy the Middle Class for good, it is important for everyone who believes in individual achievement and aspiration to join together and protect their present and their future from out of control spending and big government.
Newspapers Lose More Ground to the Internet

Newspapers lost more ground to the internet and television as a source of information according to the latest study from the Digital Future Project.From E & P:
Newspapers continue to be seen as less important at their primary job — being sources of information – according to the latest edition of the nine-year-old Digital Future Project from the USC Annenberg School for Communications and Journalism.The study found that just 56% Internet users ranked newspapers as important or very important sources of information for them, down from 60% in 2008 – and below the Internet (78%) and television (68%).And while newspapers also regard themselves as being in the entertainment business, just 29% of users consider them as important sources of entertainment, down from 32% two years ago, and last among principal media.The University of Southern California study, which has tracked a representative sample of Internet users and nonusers over nine years, found that this year 18% of Internet users said they stopped a subscription to a newspaper or magazine because they now get the same or related content online. The study notes that down from 22% who said that in 2008, but nevertheless a strong indication that print newspapers can be sacrificed by a significant percentage of Internet users.
If their newspaper dropped its print edition, Internet users say, 59% said they would read the online edition of the publication while just 37% said they would start reading another print newspaper.More than a fifth of respondents said they would not miss the printed newspaper.Online delivery of news content through e-readers or other handheld electronic devices.The downward spiral in print newspaper circulation no doubt will be accelerated by advances in online delivery of news content through e-readers or other handheld electronic devices,Jeffrey I. Such an extreme finding that produced a zero response underscores the difficulty of getting Internet users to pay for anything that they already receive for free,Cole said. Twitter has no plans to charge its users, but this result illustrates, beyond any doubt, the tremendous problem of transforming free users into paying users.Fully 70% of Internet users said they find online advertising annoying,and half said they never click on Web advertising.But more than half, 55%, said they would rather put up with Web advertising than pay for content.Newspaper executives can take some solace that based on this study the erosion they have been suffering at the hands of the internet although continuing has slowed down giving them hope that we may be close to finding a balance between online and offline news.
Unwilling to pay for online content
On the other hand a majority of those surveyed are unwilling to pay for online content which doesn’t bode well for newspapers who are moving towards a paid content model.The recession has only added more storm clouds over the industry and we may not know the real future of newspapers until the economy recovers and we return to a more typical business environment.But no matter what newspaper execs decide they must continue to adapt to technological changes if they want to have a business when the economy regains its footing.

Synagogue in Maryland Vandalized

A synagogue in Olney, Maryland was vandalized earlier this week.Parents who arrived to drop off their children at B’Nai Shalom Synagogue’s summer day camp on Monday morning discovered that anti-Semitic words and symbols, including swastikas and the words Arbeit Macht Frei (work will set you free, the same words that were on the sign above the Auschwitz concentration camp) and Juden raus (Jews out), were spray-painted along the building. A pile of coins was left at the door of the synagogue, possibly to indicate that Jews are money hungry .Two homes in the vicinity were also spray-painted with swastikas.Synagogue Rabbi Ari Sunshine said during an interview with NBC News that he did not immediately have the graffiti painted over so that his congregants could see what had happened: If we just cover over the words and the symbols and get rid of it in the next hour or two hours, without a chance for people to come together and work at that and symbolically stand together as we remove these words, then a great teaching opportunity will have been lost.Community President Debbie Kovalsky said during an interview with community publication Gazette.net that the damage is heart wrenching to see. The fact that someone out there is knowledgeable about this kind of hate, this is more upsetting than some teenager with spray-paint… We will heal, but this should not be tolerated in any community.
The vandals have not yet been caught. Montgomery County police are investigating the attack as a hate crime. This is the second crime against a synagogue in the past week. On Friday, an explosion hit the Jewish synagogue in Malmo, Sweden, shattering three window panes but causing no injuries. This followed another explosion in the same synagogue two weeks earlier, again without injuries.The number of anti-Semitic incidents around the world has risen over the last year to troubling numbers. According to a report published in April by the Stephen Roth Institute for the Study of Contemporary Anti-Semitism and Racism at Tel Aviv University, 2009 was the worst in terms of anti-Semitism. In the United States 116 anti-Semitic incidents were recorded, up from 98 in 2008. In Sweden, 79 anti-Semitic crimes were reported in 2009 in Malmo alone. Thirty states will be encroached upon by Obama's Executive Order establishing the National Ocean Council for control over America's oceans, coastlines and the Great Lakes. Under this new council, states' coastal jurisdictions will be subject to the United Nations' Law Of Sea Treaty (LOST) in this UN Agenda 21 program. America'a oceans and coastlines will be broken into 9 regions that include the North East, Mid-Atlantic, South Atlantic, the Gulf Coast, West Coast, the Great Lakes, Alaska, the Pacific Islands (including Hawaii) and the Caribbean.Because of the decades of difficulty that the collectivists have had trying to ratify the Law Of Sea Treaty (LOST), Obama is sneaking it in through the back door, by way of this Executive Order establishing the Council. Because LOST is a treaty, Obama's Executive Order is not Constitutional as treaty ratification requires 2/3 approval from the Senate. Michael Shaw said that the Agenda 21 Convention on Biodiversity treaty of 1992 failed to pass Congress so it was executed through soft law and administratively on local levels, and Obama's Executive Order is a similar soft law tactic to enact the LOST treaty.In fact, our Constitutional form of government is being completely destroyed because buried in the CLEAR Act (HR 3534) there is a provision for a new council to oversee the outer continental shelf- it appears that this Regional Outer Shelf Council will be part of the National Ocean Council. This means that if Congress makes the CLEAR Act into law, then the implementation of the UN Law Of Sea Treaty, as part of the National Ocean Council's agenda, will be ratified in a convoluted and stealth manner, in full opposition to the Constitution and its intent.
The excuse for this extreme action is because of the emergency in the Gulf of Mexico. Obama and Congress have always had the legal and military power to force BP Oil to take all necessary action to stop the gusher and clean the oil spew. While there is evidence that the problems in the Gulf have been a result of collusion and planned incompetence, it begs the question, why in world should America's oceans and resources be controlled by Obama appointees?
NATIONAL OCEAN COUNCIL MEMBERS:
John Holdren, Obama's science and technology advisor, is the co-chairman of this new council. He is also a depopulation enthusiast and advocates sterilization by way of using infertility drugs in water and food as well as forced abortions which he describes in his book Ecoscience.Ken Salazar, Secretary of the Department of Interior, and its subagency, MMS (Minerals Management Service) has authority over offshore drilling and responsibility for enforcing spill prevention measures. The Department of Interior's BLM (Bureau of Land Management) is the entity that controls federally managed land extending across 30% of America in 11 western states. Last week, Congressman Louie Gohmert said that Ken Salazar personally prevented drilling on land in Utah, Wyoming and Colorado, thereby also preventing energy independence. In addition, the federal lands have been grossly mismanaged and present fire dangers. The federal government is $3.7 billion in arrears for maintenance of the federally managed lands.US Department of Agriculture Secretary Tom Vilsack, by way of the US Forestry Service and US Fish & Wildlife Service, has been complicit in the decline of our country's food independence. For example, US Fish & Wildlife (along with the Department of Commerce) shut the water off in California using Endangered Species Act; it was later proven that partially treated sewage was the primary culprit in killing the salmon and delta smelt that was previously blamed on farmers. This is phony environmentalism. The US Forestry Service has also misused the Endangered Species Act to limit farmers and ranchers. Remember that the USDA co-owns the Terminator Gene patent with Monsanto that makes seeds sterile.Lisa Jackson is the EPA administrator who has threatened to impose 18,000 pages of new regulations to curb global warming which is based on lies, claiming that carbon dioxide is a danger to human health.
Department of Defense Secretary Robert Gates and Department of Homeland Security Secretary Janet Napolitano: it is unclear how these two federal appointees will enhance environmental sustainability over oceans and coasts. Traditionally, national security threats (like the War on Terror) have been used by the federal government to take control of resources. For example, many years ago when the interstate highway systems were first being built, the Feds got in on the action by claiming that they were building a defense highway system, and they encroached into an area that belonged to the states. Interestingly, there were no overhead structures on highways originally because of the Feds' claim that large missiles would be transported on these defense highway systems.Secretary of State Hilary Clinton, a leading globalist, is likely to plunge our country into international entanglements and subjugation, based on her past performance; an example is her support of the UN Small Arms Treaty, which is contrary to the Constitution.Department of Energy Secretary Steven Chu and Department of Commerce Secretary Gary Locke are logical choices for this destructive council as some of the planned funding for this program will come from permits and leases (oil drilling leases, for example). Agenda 21 Sustainable Development is the overarching blueprint for depopulationa and total control, and the National Ocean Council is clearly an Agenda 21 program:The National Ocean Council is headed by John Holdren, an avowed eugenicist which is selective breeding through brutal means like forced abortion.The National Ocean Counci's own report (Coastal and Marine Spatial Planning, pg. 8) incorporates a section of the 1992 Rio Declaration which is an original UN Agenda 21 document! In fact, the report says that it will be guided by the Rio Declaration in cases Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation.(pg. 8) This means that regulations will be imposed even if the science is not understood or if the science is based on global warming manipulated data.The 3 primary tools of Agenda 21's phony environmentalism are global warming, water shortages and the Endangered Species Act; the National Ocean Council intends to exploit all of these tools to their full extent.The National Ocean Council's main objective is to sink American sovereignty through the United Nations Law Of Sea Treaty (LOST) with the intended result of domination by the UN over our coasts and the Great Lakes. LOST originated in the 1970s as a wealth redistribution plan to benefit Third World countries. LOST sets rules for commercial activity beneath the high seas and establishes new international bureaucracies and a tribunal to interpret and apply rules to sea activity. And LOST can proceed with those rules, even against US objections! LOST threatens to complicate deep sea mining. LOST sets a precedent that US rights are dependent upon the approval of international entities. LOST also extends to ocean flowing rivers.
REGIONALISM:
Michael Shaw pointed out that non-elected councils are increasingly expanding their jurisdiction through air quality boards, water quality boards, sewer systems, transportation districts, metropolitan planning, etc. to gain control over resources. Often, large corporations and financial interests form Public- Private Partnerships with the government within these councils.Breaking areas into regions and placing authority with non-elected councils is a Communist trick used to hijack resources, thereby usurping local and state power by re-zoning the areas that do have Constitutional authority. Appointed bureaucrats are untouchable because their jobs are not dependent upon serving the voting population. And they are usually inaccessible to the public and do not have to face those who are affected by their insider decisions. When state and local governments become corrupt, the public is able to confront them eye to eye, but distant bureaucrats can avoid accountability. Regionalism is used as a psychological tactic to intimidate state legislatures into creating the system for a new political and economic order.Obama's Executive Order that has created the 9 new regions amounts to re-zoning, and his appointed bureaucrats are answerable only to him. In David Horton's testimony in 1978 on regionalism, he said that the State of Indiana made this declaration, Neither the states nor Congress have ever granted authority to any branch or agency of the federal government to exercise regional control over the states.Horton further stated that Congress holds all legislative power that is granted in the Constitution, as opposed to Executive Orders that are not legislative. Therefore, Obama's Executive Order for re-zoning and appointing a governing body to usurp state and local power is Constitutionally invalid.The public must become aware of state sovereignty and the Tenth Amendment to demand that state and local governments assert these Constitutional laws and principles.
COASTAL AND MARINE SPATIAL PLANNING REPORT:
This is a general overview of the new National Ocean Council's goals based on its 32-page report that uses indirect language and acronyms in order to confuse the public and local lawmakers. Depopulation advocates, globalists and collectivists, like John Holdren, faced opposition a few decades ago when they clearly expressed their objectives, so now documents are written in complicated and clouded language to fool those they wish to control.This report states that the Council's jurisdiction will extend from the continental shelf to the coast AND additional inland areas will be involved. The National Ocean Council identifies partners as members of each regional planning body that will include federal, state, local and tribal authorities, with a top-down hierarchy of control.The intentions of the Council are stated on page 8 of the report that include implementing LOST and other international treaties. The report also states that the Counci's plans shall be implemented by Executive Orders, in addition to federal and state laws. This section mentions global climate change which is a new term used as a substitute for man made global warming after manipulated data and lies were exposed in numerous global warming scandals. Climate change is blamed for sea level rise and acidification of oceans; evidence exists that these are more global warming deceptions.The stated goals of the Council include regulating investments, collaborating with unidentified international agencies, controlling public access to oceans and protecting ecosystems. This means that commerce and trade will be controlled by the Council, the UN will gain power over American oceans and the Great Lakes through UN subagencies, public access will be limited and the Endangered Species Act will be unleashed, with heavy regulations. Incidentally, the Endangered Species Act is based on 5 international treaties. It has never had a successful result: of the 60 species that have been de-listed, not a single species was saved as a result of any restrictions stemming from the Endangered Species Act! The targeted areas for Endangered Species Act regulations are the the Great Lakes, the Gulf Coast, Chesapeake Bay, Puget Sound, South Florida and the San Francisco Bay (the Bay Delta is where the irrigation water for farmers was was cut off using the Endangered Species Act, causing food shortages, an increase in food imports and massive economic devastation).
While this report does not clearly outline how the National Ocean Council's schemes will be financed, regulatory permits for all activity on the water and mining (oil) leases will play a part, along with tax increases. The report does indicate that grants and assistance programs will be available so that state, local and tribal authorities will support the Council's efforts. In other words, the Council will try to buy off the state and local governments to collectively use them for a base of support and influence. (pg. 28) Strings are always attached to federal money. The federal government and the Council are reliant on state and local governments for implementation through state and local legal authority, which means that state and local authorities hold the power to implement or refuse the Council's directives, especially under the Tenth Amendment.However, the report does state that disputes will be settled by consensus, if consensus fails, then the decisions will ultimately be made by the President. He is Commander in Chief of the Navy and has the power of the military behind him. Further, the report indicates that legislative changes and more Executive Orders may be necessary to achieve control.An important point is made on page 5, which states, Strong partnerships among Federal, State, tribal and local authorities, and regional governance structures would be essential to a truly forward-looking, comprehensive CMSP effort.This means that the states, local governments and tribes have power. Our collectivist government needs the consent of the state, local and tribal authorities, to implement this scheme, otherwise, the feds wouldn't bother to include these Constitutional authorities. If the state, local and tribal authorities are aware of, and willing to act on their Constitutional authority, then they can limit this federal power grab through the Tenth Amendment.The report further states that signing onto the Council's plan would be an express commitment by the partners to act in accordance with the plan... (pg. 20) Therefore, it is imperative that all of the states be aware of the Council's intended usurpation and carefully protect their Constitutional jurisdictions and sovereignty. There are 30 states that will be affected by this new council. (pg. 12)
The Council's strategy plan will go into effect immediately, fully developing Agenda 21 objectives and undue UN influence within 5 years. Interestingly, one article said that if state, local and tribal authorities choose not to participate in in writing the plans, the plans would be written without them. Therefore, it bears repeating that state and local governments must protect their Constitutional authority when dealing with the Council. The Constitutional authority that states and local governments have can only be taken if the power is given away.

JERUSALEM – The Israeli government and environmentalists are sparring over the safety of a site on the Jordan River where John the Baptist is said to have baptized Jesus.The green group Friends of the Earth-Middle East says the site known as Qasr el-Yahud is unsafe for baptism because of the amount of sewage pumped into the famous river from Israel, the West Bank and Jordan.The government said on Tuesday that tests show the water's pollution levels are less than a tenth of the accepted standard and the site is perfectly safe. It says about 100,000 Christians visit it every year.Israel is building sewage treatment plants that are supposed to end the Israeli waste flow into the river by next year.The Jordan River has dramatically shrunk as its waters have been diverted for agriculture and drinking.

States agree new funding, schedule for nuclear fusion plan

CADARACHE, France (AFP) – The European Union and six states backing a multi-billion-dollar nuclear fusion project said Wednesday they had reached a deal on the financing and timetable for the experimental reactor.An explosion in costs had cast a cloud over the International Thermonuclear Experimental Reactor (ITER), which aims to make the nuclear fusion process that fuels the sun a practical energy source on Earth.ITER, based at Cadarache in southern France, was set up by the EU, which has a 45 percent share, China, India, South Korea, Japan, Russia and the US to research a clean and limitless alternative to dwindling fossil fuel reserves.ITER's governing council reached the deal after a two-day meeting in Cadarache at which Europe pledged to provide additional financing of a maximum 6.6 billion euros (8.5 billion dollars), it said in a statement.It also formalised a decision to abandon its goal of 2018 to obtain the first plasma and set November 2019 as its new target.

Brussels worried about falling support for EU in Iceland

EUOBSERVER / BRUSSELS - The European Union formally launched negotiations with Iceland on Tuesday over the north Atlantic island's accession to the bloc even as negative opinion towards the EU mounts, a development that has not gone unnoticed in Brussels and other national capitals.I'm concerned by the current lack of broad public support for European Union membership in Iceland, said enlargement commissioner Stefan Fuele speaking to reporters alongside Icelandic foreign minister Oessur Skarphedinsson after talks were opened.This shows that there's a need for more objective information about the EU and its policies, he added.The worry echoes those coming from France. Ahead of a meeting of EU foreign ministers on Monday France's Europe minister, Pierre Lallouche said that Paris strongly backed the island's adhesion, but wondered if Iceland felt the same way.We are in favor, of course, but I don't have the impression based on the polls that the Icelanders are that much in favor, he said.That's obviously the whole problem. We aren't going to force them.A recent opinion poll put opposition to joining the EU club at 60 percent. Analysts say that the sharp drop in support is a product of the perception that Brussels has sided with the UK and the Netherlands in their dispute with Reykjavik over the fall-out of the collapse of Icesave, an Icelandic online bank.
After the Icelandic Icesave internet bank collapsed in 2008, depositers in the UK and the Netherlands were compensated by their governments to the tune of €3.8 billion. The Hague and London now are demanding Reykjavik pay them back.The government has agreed to do so, but the terms are considered onerous by a majority of the population. Under the terms of the agreement the loan will be paid back over 15 years with interest, with estimates suggesting every household will have to contribute around €45,000.The European Commission for its part has repeatedly described the dispute as strictly bilateral, but the most recent meeting of EU premiers and presidents, the European Council, made the issue a common concern of the entire bloc, as the commission would do well to remember, according to one EU diplomat.Separately, fishing is shaping up to be less of a stumbling block to negotiations than perhaps had been feared, if hints from the commission are a good gauge of discussions.Mr Skarphedinson on Tuesday proposed that his country's fishing waters be offered a special status within the EU, a specific management area, which only domestic fishermen could access.Iceland is worried that its stocks, which in comparison to the EU's heavily overfished waters have been more sustainably managed, would be threatened by a sharing of its waters with EU member states.Mr Fuele, for his part, while noting that the EU could not offer any permanent such status, the possibility of one for a limited period could be on the table. Many member states have won exceptions to EU rules upon entry, from Sweden's sale of snus tobacco to Spain's bull-fighting.

EUOBSERVER / BRUSSELS - The European Union's population reached the half-a-billion mark at the beginning of 2010, with immigration pushing it up higher than the net increase would have been following the year's births and deaths, new figures from the EU's statistics agency, Eurostat, showed on Tuesday (27 July).The EU's population as of January 2010 was estimated to be 501.1 million, compared to 499.7 million last year. The EU gained an additional 1.4 million residents, with 900,000 immigrants entering the bloc atop a natural increase - the net boost after births and deaths are taken into account - of 500,000.Overall, the population increased in nineteen member states and decreased in eight, with the largest relative increases observed in Luxembourg (up 17.2 per 1.000 inhabitants) and the largest decreases in Lithuania (down 6.2 per 1.000).When compared to the previous year, the number of children born per 1000 people slightly fell during the 2009 while the number of deaths remained constant. Net migration fell more significantly, Eurostat said.
More than 5.3 million children were born in 2009 across the EU. Ireland was again reported as the country with the highest birth rate (16.8 per 1,000 inhabitants), followed by the UK (12.8 per 1,000) and France (12.7 per 1,000).At the other end, Germany, although still the most populous country, still holds the record for the lowest birth rate in the EU with only 7.9 births per 1,000 inhabitants, followed by Austria (9.1) and Portugal (9.4).The highest natural growth in population was registered in Ireland, ahead of Cyprus and France. Ten member states had a negative natural growth, with the largest declines in Bulgaria and Latvia, Hungary and Germany.Over 60 percent of the increase in the EU population came from immigration. Luxembourg welcomed the most new inhabitants per capita (13.2 per 1,000), followed by Sweden (6.7) and Slovenia (5.8). Ireland, once a popular immigration destination for jobseekers, has returned to its traditional pattern of being a nation of emigrants, recording the highest net outflow (down 9.0 per 1,000).
EU cautiously backs Ukraine's gas reform

EUOBSERVER / ODESSA – The EU commission has cautiously welcomed a new law on the Ukrainian gas sector as a first step in a series of reforms that could reduce the country's dependence on Russian gas imports and see more foreign investments flowing into the embattled economy.The recently adopted gas law is a positive starting point. It should be followed by effective reforms, including the implementation of new legislation on public procurement and independent energy sector regulation," EU energy commissioner Guenther Oettinger said on Tuesday (27 July) in Odessa, a Ukrainian port on the Black Sea coast.International lenders and the EU have pushed for reform in Ukraine's energy sector, with the country's economy avoiding collapse last year only due to foreign aid.Some 80 percent of Russia's gas exports to Europe transit Ukraine through its pipeline system. There were two major gas supply disruptions in 2006 and 2009 following pricing rows between Moscow and Kiev, giving the EU a strategic interest in the former Soviet country.Last year, the EU commission pledged financial aid, together with the World Bank, the European Investment Bank and the European Bank of Reconstruction and Development, pending the passage of this gas law which was blocked in the Parliament amid bickering between the ruling parties.The country's energy minister, Yuri Boyko, thanked the EU for its input into the new legislation, which is inspired by the bloc's energy regulating framework adopted in 2003. The EU has since adopted another legislative package with a greener focus, such as energy saving measures in buildings.

According to statistics from the International Energy Agency, Ukraine is four times more energy-consuming than EU countries in relation to the gross domestic product. Russia, famously known for its waste of energy, is only three times more energy-consuming.The incentives are all wrong. Ukraine buys more gas than it needs, because the politicians are elected depending on those purchases,says Valery Borovyk, head of Alliance New Energy of Ukraine, a group promoting energy efficiency.Viktor Yanukovych, the pro-Russian president, earlier this year signed up for cheaper Russian gas in return for a 20-year lease on a military port of Sevastopol where Moscow keeps its Black Sea fleet.Industrial and private consumers alike get subsidised gas, rather than state aid targeting only households with low incomes. Murky traders often purchase the gas at low internal prices only to sell it abroad for lucrative profits.Meanwhile, a recently passed gas reform law only touches upon the smart use of energy. Offshore oil and gas exploitation in the Black Sea, a terminal for liquified natural gas and two more nuclear plants are the priorities of the government when it comes to reducing energy dependence: And there is still the concern that Ukraine's big asset - the transit pipelines to Europe - will no longer be needed if Russia goes ahead with its South Stream pipeline through the Black Sea. Moscow already has pipelines under construction in the Baltic Sea.We are aware of the alternatives to bypass Ukraine, but we have to ensure our own security, Mr Boyko said.Experts speaking at the conference had little sympathy for Ukraine's troubles. It is Ukraine's own choice to buy Russian gas at subsidised prices, instead of going for the market price, said John Roberts, an energy analyst from Platts. He admitted that a sudden increase in gas prices would have hit the population in the short term, but in the longer run it would have allowed Ukraine more leverage in negotiating with Russia as a commercial partner, not a recipient of subsidies.
Cameron angry over opposition to Turkish EU membership

On his first visit to Turkey since becoming British prime minister, David Cameron gave a compliment-laden speech to the EU hopeful, backing the country's desire to become a regional power and paying tribute to its relatively strong economy.The UK has traditionally been very supportive of Turkey becoming a member of the European Union but Mr Cameron's speech was nevertheless notable for its implicit criticism of France and Germany for their oft-stated opposition to the poor and predominantly Muslim country ever fully entering the club.When I think about what Turkey has done to defend Europe as a Nato ally and what Turkey is doing now in Afghanistan alongside European allies, it makes me angry that your progress towards EU membership can be frustrated in the way it has been, he said.I believe it's just wrong to say Turkey can guard the camp but not be allowed to sit inside the tent, he added.Mr Cameron said that Turkey's accession could help improve the EU's global standing, drive economic growth and influence Middle East security.Turkey opened membership negotiations in 2005. But progress has been painfully slow both due to reticence on the part of key EU member states as well as its own refusal to honour a customs agreement with EU member state Cyprus, which Turkey does not recognise.To date, 13 of the 35 legislative have been opened while eight areas have been frozen due to the Cyprus stand-off.
The laboured negotiations have frustrated both the Turkish population and the government and led some to speculate that Turkey, feeling spurned, is seeking to become a regional power instead of EU membership. Ankara does not deny the former but says it is still interested in being part of the EU.Mr Cameron also criticised those who view the history of the world through the prism of a clash of civilisations and view Turkish EU membership as a threat because its Muslim population.They think Turkey has to choose between East and West and that choosing both is not an option, he said.The polarised and the prejudiced were two of three type of opponents to Turkish EU membership suggested Mr Cameron. Protectionists constitute the third group.The British leader also took up a theme that Ankara has been pushing of late - that the EU, with its many depressed economies, cannot afford not to have Ankara on board.I ask myself this: Which European country grew at 11 percent at the start of this year? Which country will be Europe's second-largest economy by 2050? Which country in Europe has more young people than any of the 27 countries in the EU? Which country in Europe is our number one TV manufacturer - and second only to China in the world in construction and contracting? Mr Cameron said.
The speech however contained little criticism about human rights and democracy issues, asking Turkey only to push forwards aggressively with EU reforms. Human rights campaigners have long raised concerns about the rights of the country's Kurdish minority, while civil liberties groups note the country has still a long way to go to extinguish its military's interventionist approach to domestic politics.
While Mr Cameron's speech is important symbolically for Ankara, it is unclear whether Mr Cameron who intends to be the strongest possible advocate of its membership can change much on the ground in Brussels.Each stage of the negotiations process, excepted to take several years, has to be agreed by all EU member states.

Arabs Riot Over Jerusalem King's Garden Project

Hundreds of Arab demonstrators rioted Tuesday in Jerusalem over the city government's plans to demolish 22 Arab homes that were built without permits.At least 200 Palestinian Authority Arabs were involved in the violence, according to an AFP news photographer. Eyewitnesses said that some of the rioters were hurling rockets at police and border guard officers, who fired tear gas and rubber bullets at the mob.No arrests were made, according to a police spokesperson. Local Arab officials eventually convinced the demonstrators to disperse. Five protesters were reportedly injured in the melee.The city's project to upgrade the crumbling, crowded Arab neighborhood into an archaeological park has inflamed passions among the local residents, many of who built their homes without permits.Another 66 similarly-built illegal structures in the King's Garden area, also known as the Al-Bustan neighborhood, would be allowed to remain and under the plan would be retroactively legalized.The neighborhood is located in a part of the city known internationally as the so-called Holy Basin, which houses the site of ancient Jerusalem during the time of the Biblical kings David and Solomon. The area was restored to Israel during the 1967 Six Day War in a move not recognized by the international community.

In a TGI survey published this morning, the Israeli Daily Yisrael Hayom (Israel Today) readership slightly surpassed that of the long-time leader Yediot Aharonot on weekdays, with both reaching approximately 35% of the Israeli public. Yisrael Hayom was established by Sheldon Edelson, who is associated with Prime Minister Binyamin Netanyahu. The paper was established with the self-proclaimed mission of providing a balanced voice, an alternative to the mainstream media. Though not stated openly, this is likely a reference to the left-leaning dailies Yediot, Ma'ariv and Ha'aretz. The paper's principles, which appear on each edition's page two are to:

-To support the rule of law.
-To be fair and balanced.
-To check the facts and if found to be in error, to correct them.
-To remember that we are Israelis.
The poll indicated that the Ma'ariv daily continues to decline at 12.5%, after falling from 13.6% during the previous six months, and 14.4% from a year ago. PA Government Shakeup Planned Next Week

The Fatah-led Palestinian Authority is allegedly headed for a major shakeup next week; Prime Minister Salam Fayyad may be tasked with forming a new government.Fatah parliament speaker Azzam Al-Ahmad told the Bethelehem-based Ma'an news agency on Tuesday that PA Chairman Mahmoud Abbas is conducting talks with all of the PA factions in Judea and Samaria to discuss the structure of the new government.
However, although Abbas is setting up the structure of the new government, it is Fayyad, or possibly another politician that will be tasked with forming a new coalition, according to Al-Ahmad.He added that regardless of who becomes prime minister or what the composition of the new government will be, it will remain affiliated to Fatah and strictly follow Fatah party policies.New PA government elections were originally scheduled for January, but were postponed by Abbas, who rescheduled the polls for early June, and then reportedly deferred them indefinitely. Likewise the current government shakeup, which was first considered in February, according to media reports, and then again proposed by Fayyad in April just before the launch of indirect talks with Israel.
Fayyad: Future Leader or Victim?
Fayyad, who majored in economics during his university years in the United States, also worked for the World Bank and has built a network of contacts that has served him well in the global arena.He was hand-picked by the Bush administration to build the PA government's economic and administrative infrastructure in hopes of preparing it to accept the responsibility of national leadership, should a final status agreement be inked with Israel.However, Fayyad is not a member of Fatah – in fact, he is an independent, and not necessarily subject to the whims of the old guard that surrounds Abbas and his cronies, a status that might eventually cost him his life.
According to a senior PA intelligence agent recently quoted by Arab activist and writer Fadi Elsalameen, there are elements in both Fatah and the Gaza-based Hamas terrorist organization that are quietly plotting to kill the PA prime minister.The agent, identified only as J, explained to Elsalameen, Fatah wants the Ministry of Finance, and Fayyad refuses and threatens to resign every time they bring this up. No one has loyalty to him.The writer, who runs the PalestineNote.com web site, observed, The fact that Fatah and Hamas could disagree on every national agenda item, but agree on the elimination of Fayyad, is sinister and telling. More heavy rains are expected for the southeast, southwest and northeast parts of the country through Thursday.About 30,000 residents in Kouqian town were trapped after torrential rains drenched the northeastern province of Jilin on Wednesday, the official Xinhua News Agency reported. Water began flooding the town after the nearby Xingshan Reservoir and the Wende and Songhua rivers overflowed.Flooding has hit areas all over China. In Wuhan city in central Hubei province thousands of workers sandbagged riverbanks and checked reservoirs in preparation for potential floods expected to flow from the swollen Yangtze and Han rivers, an official with the Yangtze Water Resources Commission said Wednesday. He was surnamed Zhang but refused to give his full name, as is common with Chinese officials.Right now, the Han river in Hubei province is on the verge breaching warning levels, Zhang said.The Han is expected to rise this week to its highest level in two decades, Xinhua reported.
Though China experiences heavy rains every summer, flooding this year is the worst in more than a decade, as the flood-prone Yangtze River Basin has seen 15 percent more rain than in an average year, Duan Yihong, director of the National Meteorological Center, said in a transcript of an interview Wednesday posted on the Xinhua website.Rains should begin to slow down in August, but it is hard to predict now what exactly will happen, said Duan. It's the heart of hurricane season in the Atlantic Ocean and Gulf of Mexico, the ripest time for tropical cyclones to develop over these waters. But predicting whether or not a storm system will grow into a hurricane is difficult. A new supercomputer model has taken a leap forward in this effort though, reproducing and predicting the birth of an Indian Ocean typhoon (also called a hurricane or cyclone) five days before it became a fully formed storm. Cyclone Nargis, as it was named, hit the country of Myanmar on May 2, 2008, with its more than 105-mph (165-kph) winds and powerful storm surge killing more than 100,000 people in the Southeast Asian country - one of the 10 deadliest cyclones on record. To save lives from the high winds, flooding and storm surges of tropical cyclones, forecasters need to give as much advance warning as possible and the greatest degree of accuracy about when and where a storm will occur, scientists say.Bo-wen Shen of the University of Maryland used NASA's Pleiades supercomputer and atmospheric data to simulate the birth of Nargis in the warm Bay of Bengal waters. (Tropical storms get their start from warm water evaporating off the surface of bodies of water.) This effort could help scientists better understand how to predict the formation of these killer storms particularly in this region, where the meteorology and monitoring of cyclones is hampered by a lack of data.To do hurricane forecasting, what's really needed is a model that can represent the initial weather conditions - air movements and temperatures, and precipitation - and simulate how they evolve and interact globally and locally to set a cyclone in motion, Shen said.
The boosted brain power of the supercomputer allowed scientists to run improved simulations of storms with more fine-scale data, which allows for more accurate and fine-tuned predictions. After running the simulation, Shen and his colleagues could compare what the model predicted would happen with the storm to the actual observations of Nargis. They found that the simulation was able to predict the birth of the storm five days before it formed. [See the model's predictions in this video.]While the results are encouraging, this one study isn't enough to prove the overall accuracy of the model.Shen's model worked for one cyclone, but it doesn't mean it'll work in real-time for future storms, said study co-author Robert Atlas, director of the National Oceanic and Atmospheric Administration's (NOAA) Atlantic Oceanographic and Meteorological Laboratory in Miami, Fla. The research model Shen and predecessors at NASA have developed sets the stage for NOAA's researchers to hone and test the new capability with their own models.

BATTLE CREEK, Mich. – Southern Michigan residents are learning that devastating oil spills aren't limited to the Gulf Coast.Crews were working Wednesday to contain and clean up an estimated 877,000 gallons of oil that coated birds and fish as it poured into a creek and flowed into the Kalamazoo River, one of the state's major waterways.
Michigan Gov. Jennifer Granholm toured the area by helicopter Tuesday night and said she wasn't satisfied with the response to the spill. The leak in the 30-inch pipeline, which was built in 1969 and carries about 8 million gallons of oil daily from Griffith, Ind., to Sarnia, Ontario, was detected early Monday.There needs to be a lot more done, Granholm said.There are not enough resources on the river right now.
Granholm declared a state of disaster in Calhoun County and potentially affected areas along the river, which eventually bisects the city of Kalamazoo and meanders to Saugatuck, where it empties into Lake Michigan. Officials don't believe oil will spread past a dam upstream of Kalamazoo. The cause of the spill is under investigation.Calgary, Alberta-based Enbridge Inc.'s affiliate Enbridge Energy Partners LP of Houston initially estimated that about 819,000 gallons of oil spilled into Talmadge Creek before the company stopped the flow.But state officials were told during a company briefing Tuesday that an estimated 877,000 gallons spilled, said Mary Dettloff, spokeswoman for the Michigan Department of Natural Resources and Environment.On Wednesday, U.S. Rep. Mark Schauer, D-Mich., said Enbridge was slow in alerting federal authorities of the spill.
Enbridge has said it was detected between 9:30 a.m. and 10 a.m. Monday. Schauer released documents saying the incident was not reported to the National Response Center until about 1:30 p.m. There were calls to area fire departments late Sunday complaining about the bad smell of natural gas, the documents said.A message seeking comment was left Wednesday morning with Enbridge, which had scheduled a news conference for later Wednesday morning.As of late Tuesday, oil was reported in at least 16 miles of the Kalamazoo River downstream of the spill. Company officials said the spill appeared to be contained and oil wouldn't likely drift much more downstream.Enbridge crews and contractors are using oil skimmers and absorbent booms to minimize its environmental impact.This is our responsibility, Enbridge's president and chief executive Patrick D. Smith lives near the river and stopped at several points far upstream on Tuesday to see what might be headed his way.The air was pungent with the smell of oil, but health officials said they so far were satisfied with the results from air quality tests. Groundwater testing was expected to begin soon.Still, health officials warned residents to stay away from the river, saying it should be closed to fishing and other recreational activities, and irrigation. No injuries or illnesses have been reported, but a few households near the spill had been evacuated.Enbridge said it had about 200 employees and contractors working on the spill, and a center was being set up to help ducks, geese and other wildlife that were coated with oil.Local, state and federal agencies also were involved, and the National Transportation Safety Board launched an investigation.
Schauer said Tuesday he discussed the spill with President Barack Obama. Schauer called the spill a public health crisis, and said he plans to hold hearings to examine the response. Obama has pledged a swift response to requests for assistance, White House spokesman Matt Lehrich said.The river already faced major pollution issues. An 80-mile segment of the river and five miles of a tributary, Portage Creek, were placed on the federal Superfund list of high-priority hazardous waste sites in 1990. TSX urged to do more to prevent conflicts of interest

TORONTO (Reuters) – The Toronto Stock Exchange falls short of global listing standards and should do more to manage potential conflicts of interests in how it regulates listed companies, according to report published on Tuesday.The report from the Canadian Foundation for the Advancement of Investor Rights (FAIR Canada) singled the TSX out as the only one of eight major exchanges in its review that did not have specific measures in place to root out potential problems.The TSX should implement safeguards to minimize the risk that conflicts will affect the administration of listings regulation, as well as address the perception that they could do so, the investor and shareholder advocacy group said in the report.The TSX's current approach is not best practice, and lacks basic safeguards that one would expect to see in place.Toronto-based FAIR Canada urged the TSX to consider shifting listings regulation to a regulator like the Ontario Securities Commission or the Investment Regulatory Organization of Canada, a self-regulatory group that oversees investment dealers and trading on Canadian debt and equity marketplaces.Alternatively the exchange could set up an independent regulation subsidiary or a separate listings regulation department, FAIR Canada said.
The Toronto exchange is operated by the TMX Group. FAIR Canada said it was only exchange of the eight it reviewed where listings are tasked to a unified department that is also responsible for regulatory oversight.It noted that the New York Stock Exchange, Nasdaq and other U.S. markets have in-house, arms-length regulatory units that monitor for trading abuses and ensure that listed companies meet their minimum requirements.TSX has only one domestic competitor, the Canadian National Stock Exchange. Alpha Group, an alternative trading system partly owned by dealer units of Canada's big banks, recently filed for exchange status to try to compete for listings.If Alpha introduces listing requirements that do not match those of the TSX, this may lead to lower standards in the name of a level playing field, with the result that Canada could face a race to the bottom in exchange listed regulation, said Ermanno Pascutto, executive director of FAIR.Exchanges have long faced criticism that they cannot police listings and trading that they rely on for revenue properly.TMX Group, which runs the TSX and the junior TSX Venture Exchange, dominates Canada's listings business. The report said the business line made up 26 percent of revenue last year.The TSX has said it does not believe there are any conflicts of interest between its listings regulation and its other businesses.

CAIRO – Al-Qaida's No. 2 has slammed France's push to ban the Islamic full-face veil and urged Muslim women to be holy warriors in the defense of their headdress against the secular Western crusade in a new audio message released Wednesday on militant websites.In the 47-minute recording, Ayman al-Zawahri said the drive by France and other European nations to ban the veil amounted to discrimination against Muslim women.Every single woman who defends her veil is a holy warrior ... in the face of the secular Western crusade, he said.France, with all its power and clout, can't touch the head-cover of a nun, but it can assault any face-veiled woman.Al-Zawahri also urged Muslims in Europe to support their women in resisting the Western ban on the veil.We must call upon our girls, our sisters and our mothers to put on the veil. EU's Ashton wants Iran talks soon, nuclear focus

ROME (Reuters) – Stalled talks between Iran and world powers should begin again as quickly as possible but must focus on Tehran's nuclear program, European Union foreign policy chief Catherine Ashton said Wednesday.I've made it clear...that we would like those talks to resume quickly and that we would be very clear that the issue on the table is Iran's nuclear weapons capability and approach, Ashton told reporters at a conference in Rome.That is the issue. All other issues can be discussed later.Iran, the world's fifth-largest oil producer, says its uranium enrichment program is aimed at peaceful energy generation. But, given Tehran's history of hiding sensitive nuclear activity from U.N. inspectors and continued restrictions on their access, many countries believe its enrichment activity is ultimately intended to yield nuclear weapons.Western analysts say Iran has stockpiled enough enriched uranium to fuel 1-2 atom bombs, but probably remains a few years away from the ability to build a deliverable nuclear weapon, allowing time for diplomacy to rein in its atomic program.Talks between Iran and the five permanent members of the U.N. TEHRAN, Iran – Iranian President Mahmoud Ahmadinejad inaugurated a new policy on Tuesday to encourage population growth, dismissing Iran's decades of internationally-acclaimed family planning as ungodly and a Western import.The new government initiative will pay families for every new child and deposit money into the newborn's bank account until they reach 18, effectively rolling back years of efforts to boost the economy by reducing the country's once runaway population growth.Those who raise idea of family planning, they are thinking in the realm of the secular world, Ahmadinejad said during the inauguration ceremony.The plan is part of Ahmadinejad's stated commitment to further increase Iran's population, which is already estimated at 75 million. He has previously said the country could support up to 150 million.The program would be especially attractive to the lower income segments of the population formed the backbone of Ahmadinejad's support in the 2005 and 2009 elections.Throughout his tenure, the president has promoted populist policies in Iran, where 10 million people are estimated to live under the poverty line.It is unclear, however, where the funds would come from as the government is already having trouble paying for basic infrastructure projects.Starting in the early 1970s, Iran waged a successful family planning campaign across the country, including banners in public health care centers reading two children are enough.
It was reversed after the 1979 Islamic revolution only to be brought back 10 years later when the population ballooned and the economy faltered.Throughout the 1990s, Iran reduced population growth by encouraging men and women to use free or inexpensive contraceptives, as well as vasectomies. The government brought down the country's population growth rate from its 1986 height of 3.9 percent to just 1.6 percent in 2006.Ahmadinejad caused public outcry, however, when shortly after he was elected in 2005 he said two children per family were not enough and urged Iranians to have more.Under the new plan each child born in the current Iranian year, which began March 21, will receive a deposit of $950 in a government bank account. They will then continue to receive another $95 every year until they reach 18. Parents will also be expected to pay matching funds into the accounts.Under the initiative's rules children can withdraw the money at the age of 20 and use it for education, marriage, health and housing.Iran's official unemployment rate is about 10 percent, but estimates say there are 3 million unemployed people of working age in the country.Following the 1980s baby boom, some 26 million Iranians are between the ages of 15 and 30.
Explosion rocks Japanese tanker near Persian Gulf

DUBAI, United Arab Emirates – An explosion, possibly caused by an attack, damaged an oil tanker Wednesday near the mouth of the Persian Gulf, Japanese shipping company Mitsui O.S.K. Lines said.The company said the blast on its tanker M. Star caused one minor injury but did not cause an oil leak.The ship was damaged due to an explosion from a suspected attack from the outside in the waters off Oman, near the strategically important Strait of Hormuz, the company said.The strait leads into the Persian Gulf past Oman and Iran, and is a transit point for about 40 percent of oil shipped by tankers worldwide.We believe it's highly likely an attack, Mitsui spokeswoman Eiko Mizuno said.There is nothing that can explode in that part of the vessel.She said a crew member noticed a flash of light right before the explosion, raising the possibility of an attack.Yuki Shimoda, an official at Japan's Ministry of Land, Infrastructure, Transport and Tourism said the ministry was not immediately suspecting an attack, but added that the possibility cannot be ruled out.The ministry said in a statement the tanker was carrying 270,000 tons of oil, and was heading toward Japan's Chiba Port near Tokyo from Das island in the United Arab Emirate. It said the tanker is registered in the Marshall Islands.No Japanese vessels have suffered pirate attacks in the area, the ministry said.The U.S. Navy's Bahrain-based 5th Fleet said it's investigating the explosion.We've heard about it. Pressure mounts for direct Mideast talks

JERUSALEM (AFP) – International calls for direct Middle East peace talks mounted on Wednesday ahead of a key meeting of Arab ministers as the Palestinians stuck to their demand for guarantees on borders.Arab foreign ministers were to meet in Cairo on Thursday to decide whether to endorse moving to face-to-face negotiations after nearly three months of US-mediated indirect talks that the Palestinians say have made no progress.The ministers were expected to back Palestinian president Mahmud Abbas, who has said he will only go to direct negotiations if he is given assurances they will succeed where past talks have collapsed into violence.We do not reject negotiations, but we want negotiations on a clear foundation that will lead to an independent Palestinian state, he told AFP earlier this week.Specifically, he wants the 1967 borders separating Israel from the occupied West Bank and annexed east Jerusalem as the starting point of the negotiations and for Israel to freeze all settlement activity in both territories.It is clear that the Netanyahu government does not want this, he said, referring to Israel's hawkish Prime Minister Benjamin Netanyahu, who heads a right-wing coalition deeply opposed to giving up east Jerusalem.Israel annexed the Arab half of the city after capturing it in the 1967 Six Day War in a move not recognised internationally. The Palestinians view east Jerusalem as the capital of their future state.Netanyahu has repeatedly said he is willing to meet with Abbas to discuss all the core issues of the decades-old conflict, and he and other top officials have accused the Palestinians of dodging direct talks.Everything is open for discussion... Police find 8 severed heads in northern Mexico

MEXICO CITY – The severed heads of eight men were found left in pairs along highways in the northern Mexico state of Durango, state prosecutors said Tuesday.The bodies had not yet been located, but the victims appeared to have been between 25 and 30 years old, officials said.Durango has been the scene of brutal turf battles between drug gangs. Prosecutors said over the weekend that officials at a Durango prison let drug cartel gunmen to leave penitentiary and lent them guns and vehicles to carry out executions.Also Tuesday, prosecutors in the central state of Puebla reported that three federal police agents were shot to death on a highway in a confrontation with gunmen. JERUSALEM – The Israeli government and environmentalists are sparring over the safety of a site on the Jordan River where John the Baptist is said to have baptized Jesus.The green group Friends of the Earth-Middle East says the site known as Qasr el-Yahud is unsafe for baptism because of the amount of sewage pumped into the famous river from Israel, the West Bank and Jordan.The government said on Tuesday that tests show the water's pollution levels are less than a tenth of the accepted standard and the site is perfectly safe. It says about 100,000 Christians visit it every year.Israel is building sewage treatment plants that are supposed to end the Israeli waste flow into the river by next year.The Jordan River has dramatically shrunk as its waters have been diverted for agriculture and drinking.

States agree new funding, schedule for nuclear fusion plan

Brussels worried about falling support for EU in Iceland

EUOBSERVER / BRUSSELS - The European Union formally launched negotiations with Iceland on Tuesday over the north Atlantic island's accession to the bloc even as negative opinion towards the EU mounts, a development that has not gone unnoticed in Brussels and other national capitals.I'm concerned by the current lack of broad public support for European Union membership in Iceland, said enlargement commissioner Stefan Fuele speaking to reporters alongside Icelandic foreign minister Oessur Skarphedinsson after talks were opened.This shows that there's a need for more objective information about the EU and its policies, he added.The worry echoes those coming from France. Ahead of a meeting of EU foreign ministers on Monday France's Europe minister, Pierre Lallouche said that Paris strongly backed the island's adhesion, but wondered if Iceland felt the same way.We are in favor, of course, but I don't have the impression based on the polls that the Icelanders are that much in favor, he said.That's obviously the whole problem. We aren't going to force them.A recent opinion poll put opposition to joining the EU club at 60 percent. Analysts say that the sharp drop in support is a product of the perception that Brussels has sided with the UK and the Netherlands in their dispute with Reykjavik over the fall-out of the collapse of Icesave, an Icelandic online bank.
After the Icelandic Icesave internet bank collapsed in 2008, depositers in the UK and the Netherlands were compensated by their governments to the tune of €3.8 billion. The Hague and London now are demanding Reykjavik pay them back.The government has agreed to do so, but the terms are considered onerous by a majority of the population. Under the terms of the agreement the loan will be paid back over 15 years with interest, with estimates suggesting every household will have to contribute around €45,000.The European Commission for its part has repeatedly described the dispute as strictly bilateral, but the most recent meeting of EU premiers and presidents, the European Council, made the issue a common concern of the entire bloc, as the commission would do well to remember, according to one EU diplomat.Separately, fishing is shaping up to be less of a stumbling block to negotiations than perhaps had been feared, if hints from the commission are a good gauge of discussions.Mr Skarphedinson on Tuesday proposed that his country's fishing waters be offered a special status within the EU, a specific management area, which only domestic fishermen could access.Iceland is worried that its stocks, which in comparison to the EU's heavily overfished waters have been more sustainably managed, would be threatened by a sharing of its waters with EU member states.Mr Fuele, for his part, while noting that the EU could not offer any permanent such status, the possibility of one for a limited period could be on the table. The EU gained an additional 1.4 million residents, with 900,000 immigrants entering the bloc atop a natural increase - the net boost after births and deaths are taken into account - of 500,000.Overall, the population increased in nineteen member states and decreased in eight, with the largest relative increases observed in Luxembourg (up 17.2 per 1.000 inhabitants) and the largest decreases in Lithuania (down 6.2 per 1.000).When compared to the previous year, the number of children born per 1000 people slightly fell during the 2009 while the number of deaths remained constant. Net migration fell more significantly, Eurostat said.
More than 5.3 million children were born in 2009 across the EU. Ireland was again reported as the country with the highest birth rate (16.8 per 1,000 inhabitants), followed by the UK (12.8 per 1,000) and France (12.7 per 1,000).At the other end, Germany, although still the most populous country, still holds the record for the lowest birth rate in the EU with only 7.9 births per 1,000 inhabitants, followed by Austria (9.1) and Portugal (9.4).The highest natural growth in population was registered in Ireland, ahead of Cyprus and France. Ten member states had a negative natural growth, with the largest declines in Bulgaria and Latvia, Hungary and Germany.Over 60 percent of the increase in the EU population came from immigration. It should be followed by effective reforms, including the implementation of new legislation on public procurement and independent energy sector regulation," EU energy commissioner Guenther Oettinger said on Tuesday (27 July) in Odessa, a Ukrainian port on the Black Sea coast.International lenders and the EU have pushed for reform in Ukraine's energy sector, with the country's economy avoiding collapse last year only due to foreign aid.Some 80 percent of Russia's gas exports to Europe transit Ukraine through its pipeline system. There were two major gas supply disruptions in 2006 and 2009 following pricing rows between Moscow and Kiev, giving the EU a strategic interest in the former Soviet country.Last year, the EU commission pledged financial aid, together with the World Bank, the European Investment Bank and the European Bank of Reconstruction and Development, pending the passage of this gas law which was blocked in the Parliament amid bickering between the ruling parties.The country's energy minister, Yuri Boyko, thanked the EU for its input into the new legislation, which is inspired by the bloc's energy regulating framework adopted in 2003. The EU has since adopted another legislative package with a greener focus, such as energy saving measures in buildings.
Energy efficiency a foreign concept
In Odessa, however, energy efficiency is a foreign concept. In hotel rooms, visitors find the air conditioning switched fully on, while the heater in the bathroom – plugged to the public gas heating system – is also on. Gas is cheap and it shows.
According to statistics from the International Energy Agency, Ukraine is four times more energy-consuming than EU countries in relation to the gross domestic product. Russia, famously known for its waste of energy, is only three times more energy-consuming.The incentives are all wrong. Ukraine buys more gas than it needs, because the politicians are elected depending on those purchases,says Valery Borovyk, head of Alliance New Energy of Ukraine, a group promoting energy efficiency.Viktor Yanukovych, the pro-Russian president, earlier this year signed up for cheaper Russian gas in return for a 20-year lease on a military port of Sevastopol where Moscow keeps its Black Sea fleet.Industrial and private consumers alike get subsidised gas, rather than state aid targeting only households with low incomes. Murky traders often purchase the gas at low internal prices only to sell it abroad for lucrative profits.Meanwhile, a recently passed gas reform law only touches upon the smart use of energy. Offshore oil and gas exploitation in the Black Sea, a terminal for liquified natural gas and two more nuclear plants are the priorities of the government when it comes to reducing energy dependence: And there is still the concern that Ukraine's big asset - the transit pipelines to Europe - will no longer be needed if Russia goes ahead with its South Stream pipeline through the Black Sea. Moscow already has pipelines under construction in the Baltic Sea.We are aware of the alternatives to bypass Ukraine, but we have to ensure our own security, Mr Boyko said.Experts speaking at the conference had little sympathy for Ukraine's troubles. It is Ukraine's own choice to buy Russian gas at subsidised prices, instead of going for the market price, said John Roberts, an energy analyst from Platts. He admitted that a sudden increase in gas prices would have hit the population in the short term, but in the longer run it would have allowed Ukraine more leverage in negotiating with Russia as a commercial partner, not a recipient of subsidies.
Cameron angry over opposition to Turkish EU membership

On his first visit to Turkey since becoming British prime minister, David Cameron gave a compliment-laden speech to the EU hopeful, backing the country's desire to become a regional power and paying tribute to its relatively strong economy.The UK has traditionally been very supportive of Turkey becoming a member of the European Union but Mr Cameron's speech was nevertheless notable for its implicit criticism of France and Germany for their oft-stated opposition to the poor and predominantly Muslim country ever fully entering the club.When I think about what Turkey has done to defend Europe as a Nato ally and what Turkey is doing now in Afghanistan alongside European allies, it makes me angry that your progress towards EU membership can be frustrated in the way it has been, he said.I believe it's just wrong to say Turkey can guard the camp but not be allowed to sit inside the tent, he added.Mr Cameron said that Turkey's accession could help improve the EU's global standing, drive economic growth and influence Middle East security.Turkey opened membership negotiations in 2005. But progress has been painfully slow both due to reticence on the part of key EU member states as well as its own refusal to honour a customs agreement with EU member state Cyprus, which Turkey does not recognise.To date, 13 of the 35 legislative have been opened while eight areas have been frozen due to the Cyprus stand-off.
The laboured negotiations have frustrated both the Turkish population and the government and led some to speculate that Turkey, feeling spurned, is seeking to become a regional power instead of EU membership. Ankara does not deny the former but says it is still interested in being part of the EU.Mr Cameron also criticised those who view the history of the world through the prism of a clash of civilisations and view Turkish EU membership as a threat because its Muslim population.They think Turkey has to choose between East and West and that choosing both is not an option, he said.The polarised and the prejudiced were two of three type of opponents to Turkish EU membership suggested Mr Cameron. Protectionists constitute the third group.The British leader also took up a theme that Ankara has been pushing of late - that the EU, with its many depressed economies, cannot afford not to have Ankara on board.I ask myself this: Which European country grew at 11 percent at the start of this year? Which country will be Europe's second-largest economy by 2050? Which country in Europe has more young people than any of the 27 countries in the EU? Which country in Europe is our number one TV manufacturer - and second only to China in the world in construction and contracting? Mr Cameron said.
The speech however contained little criticism about human rights and democracy issues, asking Turkey only to push forwards aggressively with EU reforms. Human rights campaigners have long raised concerns about the rights of the country's Kurdish minority, while civil liberties groups note the country has still a long way to go to extinguish its military's interventionist approach to domestic politics.
While Mr Cameron's speech is important symbolically for Ankara, it is unclear whether Mr Cameron who intends to be the strongest possible advocate of its membership can change much on the ground in Brussels.Each stage of the negotiations process, excepted to take several years, has to be agreed by all EU member states.

Arabs Riot Over Jerusalem King's Garden Project

Hundreds of Arab demonstrators rioted Tuesday in Jerusalem over the city government's plans to demolish 22 Arab homes that were built without permits.At least 200 Palestinian Authority Arabs were involved in the violence, according to an AFP news photographer. Eyewitnesses said that some of the rioters were hurling rockets at police and border guard officers, who fired tear gas and rubber bullets at the mob.No arrests were made, according to a police spokesperson. Local Arab officials eventually convinced the demonstrators to disperse. Five protesters were reportedly injured in the melee.The city's project to upgrade the crumbling, crowded Arab neighborhood into an archaeological park has inflamed passions among the local residents, many of who built their homes without permits.Another 66 similarly-built illegal structures in the King's Garden area, also known as the Al-Bustan neighborhood, would be allowed to remain and under the plan would be retroactively legalized.The neighborhood is located in a part of the city known internationally as the so-called Holy Basin, which houses the site of ancient Jerusalem during the time of the Biblical kings David and Solomon. The area was restored to Israel during the 1967 Six Day War in a move not recognized by the international community.

Yisrael Hayom was established by Sheldon Edelson, who is associated with Prime Minister Binyamin Netanyahu. The paper was established with the self-proclaimed mission of providing a balanced voice, an alternative to the mainstream media. Though not stated openly, this is likely a reference to the left-leaning dailies Yediot, Ma'ariv and Ha'aretz. The paper's principles, which appear on each edition's page two are to:

PA Government Shakeup Planned Next Week

The Fatah-led Palestinian Authority is allegedly headed for a major shakeup next week; Prime Minister Salam Fayyad may be tasked with forming a new government.Fatah parliament speaker Azzam Al-Ahmad told the Bethelehem-based Ma'an news agency on Tuesday that PA Chairman Mahmoud Abbas is conducting talks with all of the PA factions in Judea and Samaria to discuss the structure of the new government.
However, although Abbas is setting up the structure of the new government, it is Fayyad, or possibly another politician that will be tasked with forming a new coalition, according to Al-Ahmad.He added that regardless of who becomes prime minister or what the composition of the new government will be, it will remain affiliated to Fatah and strictly follow Fatah party policies.New PA government elections were originally scheduled for January, but were postponed by Abbas, who rescheduled the polls for early June, and then reportedly deferred them indefinitely. It's the heart of hurricane season in the Atlantic Ocean and Gulf of Mexico, the ripest time for tropical cyclones to develop over these waters. But predicting whether or not a storm system will grow into a hurricane is difficult. A new supercomputer model has taken a leap forward in this effort though, reproducing and predicting the birth of an Indian Ocean typhoon (also called a hurricane or cyclone) five days before it became a fully formed storm. Cyclone Nargis, as it was named, hit the country of Myanmar on May 2, 2008, with its more than 105-mph (165-kph) winds and powerful storm surge killing more than 100,000 people in the Southeast Asian country - one of the 10 deadliest cyclones on record. To save lives from the high winds, flooding and storm surges of tropical cyclones, forecasters need to give as much advance warning as possible and the greatest degree of accuracy about when and where a storm will occur, scientists say.Bo-wen Shen of the University of Maryland used NASA's Pleiades supercomputer and atmospheric data to simulate the birth of Nargis in the warm Bay of Bengal waters. (Tropical storms get their start from warm water evaporating off the surface of bodies of water.) This effort could help scientists better understand how to predict the formation of these killer storms particularly in this region, where the meteorology and monitoring of cyclones is hampered by a lack of data.To do hurricane forecasting, what's really needed is a model that can represent the initial weather conditions - air movements and temperatures, and precipitation - and simulate how they evolve and interact globally and locally to set a cyclone in motion, Shen said.
The boosted brain power of the supercomputer allowed scientists to run improved simulations of storms with more fine-scale data, which allows for more accurate and fine-tuned predictions. After running the simulation, Shen and his colleagues could compare what the model predicted would happen with the storm to the actual observations of Nargis. They found that the simulation was able to predict the birth of the storm five days before it formed. [See the model's predictions in this video.]While the results are encouraging, this one study isn't enough to prove the overall accuracy of the model.Shen's model worked for one cyclone, but it doesn't mean it'll work in real-time for future storms, said study co-author Robert Atlas, director of the National Oceanic and Atmospheric Administration's (NOAA) Atlantic Oceanographic and Meteorological Laboratory in Miami, Fla. The research model Shen and predecessors at NASA have developed sets the stage for NOAA's researchers to hone and test the new capability with their own models.

BATTLE CREEK, Mich. – Southern Michigan residents are learning that devastating oil spills aren't limited to the Gulf Coast.Crews were working Wednesday to contain and clean up an estimated 877,000 gallons of oil that coated birds and fish as it poured into a creek and flowed into the Kalamazoo River, one of the state's major waterways.
Michigan Gov. Jennifer Granholm toured the area by helicopter Tuesday night and said she wasn't satisfied with the response to the spill. The leak in the 30-inch pipeline, which was built in 1969 and carries about 8 million gallons of oil daily from Griffith, Ind., to Sarnia, Ontario, was detected early Monday.There needs to be a lot more done, Granholm said.There are not enough resources on the river right now.
Granholm declared a state of disaster in Calhoun County and potentially affected areas along the river, which eventually bisects the city of Kalamazoo and meanders to Saugatuck, where it empties into Lake Michigan. Officials don't believe oil will spread past a dam upstream of Kalamazoo. The cause of the spill is under investigation.Calgary, Alberta-based Enbridge Inc.'s affiliate Enbridge Energy Partners LP of Houston initially estimated that about 819,000 gallons of oil spilled into Talmadge Creek before the company stopped the flow.But state officials were told during a company briefing Tuesday that an estimated 877,000 gallons spilled, said Mary Dettloff, spokeswoman for the Michigan Department of Natural Resources and Environment.On Wednesday, U.S. Rep. Mark Schauer, D-Mich., said Enbridge was slow in alerting federal authorities of the spill.
Enbridge has said it was detected between 9:30 a.m. and 10 a.m. Monday. Schauer released documents saying the incident was not reported to the National Response Center until about 1:30 p.m. There were calls to area fire departments late Sunday complaining about the bad smell of natural gas, the documents said.A message seeking comment was left Wednesday morning with Enbridge, which had scheduled a news conference for later Wednesday morning.As of late Tuesday, oil was reported in at least 16 miles of the Kalamazoo River downstream of the spill. Company officials said the spill appeared to be contained and oil wouldn't likely drift much more downstream.Enbridge crews and contractors are using oil skimmers and absorbent booms to minimize its environmental impact.This is our responsibility, Enbridge's president and chief executive Patrick D. Daniel said Tuesday evening in Battle Creek.This is our mess. Groundwater testing was expected to begin soon.Still, health officials warned residents to stay away from the river, saying it should be closed to fishing and other recreational activities, and irrigation. No injuries or illnesses have been reported, but a few households near the spill had been evacuated.Enbridge said it had about 200 employees and contractors working on the spill, and a center was being set up to help ducks, geese and other wildlife that were coated with oil.Local, state and federal agencies also were involved, and the National Transportation Safety Board launched an investigation.
Schauer said Tuesday he discussed the spill with President Barack Obama. Schauer called the spill a public health crisis, and said he plans to hold hearings to examine the response. Obama has pledged a swift response to requests for assistance, White House spokesman Matt Lehrich said.The river already faced major pollution issues. An 80-mile segment of the river and five miles of a tributary, Portage Creek, were placed on the federal Superfund list of high-priority hazardous waste sites in 1990. TSX urged to do more to prevent conflicts of interest

TORONTO (Reuters) – The Toronto Stock Exchange falls short of global listing standards and should do more to manage potential conflicts of interests in how it regulates listed companies, according to report published on Tuesday.The report from the Canadian Foundation for the Advancement of Investor Rights (FAIR Canada) singled the TSX out as the only one of eight major exchanges in its review that did not have specific measures in place to root out potential problems.The TSX should implement safeguards to minimize the risk that conflicts will affect the administration of listings regulation, as well as address the perception that they could do so, the investor and shareholder advocacy group said in the report.The TSX's current approach is not best practice, and lacks basic safeguards that one would expect to see in place.Toronto-based FAIR Canada urged the TSX to consider shifting listings regulation to a regulator like the Ontario Securities Commission or the Investment Regulatory Organization of Canada, a self-regulatory group that oversees investment dealers and trading on Canadian debt and equity marketplaces.Alternatively the exchange could set up an independent regulation subsidiary or a separate listings regulation department, FAIR Canada said.
The Toronto exchange is operated by the TMX Group. FAIR Canada said it was only exchange of the eight it reviewed where listings are tasked to a unified department that is also responsible for regulatory oversight.It noted that the New York Stock Exchange, Nasdaq and other U.S. markets have in-house, arms-length regulatory units that monitor for trading abuses and ensure that listed companies meet their minimum requirements.TSX has only one domestic competitor, the Canadian National Stock Exchange. Alpha Group, an alternative trading system partly owned by dealer units of Canada's big banks, recently filed for exchange status to try to compete for listings.If Alpha introduces listing requirements that do not match those of the TSX, this may lead to lower standards in the name of a level playing field, with the result that Canada could face a race to the bottom in exchange listed regulation, said Ermanno Pascutto, executive director of FAIR.Exchanges have long faced criticism that they cannot police listings and trading that they rely on for revenue properly.TMX Group, which runs the TSX and the junior TSX Venture Exchange, dominates Canada's listings business. The report said the business line made up 26 percent of revenue last year.The TSX has said it does not believe there are any conflicts of interest between its listings regulation and its other businesses.

CAIRO – Al-Qaida's No. 2 has slammed France's push to ban the Islamic full-face veil and urged Muslim women to be holy warriors in the defense of their headdress against the secular Western crusade in a new audio message released Wednesday on militant websites.In the 47-minute recording, Ayman al-Zawahri said the drive by France and other European nations to ban the veil amounted to discrimination against Muslim women.Every single woman who defends her veil is a holy warrior ... in the face of the secular Western crusade, he said.France, with all its power and clout, can't touch the head-cover of a nun, but it can assault any face-veiled woman.Al-Zawahri also urged Muslims in Europe to support their women in resisting the Western ban on the veil.We must call upon our girls, our sisters and our mothers to put on the veil. EU's Ashton wants Iran talks soon, nuclear focus

Explosion rocks Japanese tanker near Persian Gulf

DUBAI, United Arab Emirates – An explosion, possibly caused by an attack, damaged an oil tanker Wednesday near the mouth of the Persian Gulf, Japanese shipping company Mitsui O.S.K. Lines said.The company said the blast on its tanker M. Star caused one minor injury but did not cause an oil leak.The ship was damaged due to an explosion from a suspected attack from the outside in the waters off Oman, near the strategically important Strait of Hormuz, the company said.The strait leads into the Persian Gulf past Oman and Iran, and is a transit point for about 40 percent of oil shipped by tankers worldwide.We believe it's highly likely an attack, Mitsui spokeswoman Eiko Mizuno said.There is nothing that can explode in that part of the vessel.She said a crew member noticed a flash of light right before the explosion, raising the possibility of an attack.Yuki Shimoda, an official at Japan's Ministry of Land, Infrastructure, Transport and Tourism said the ministry was not immediately suspecting an attack, but added that the possibility cannot be ruled out.The ministry said in a statement the tanker was carrying 270,000 tons of oil, and was heading toward Japan's Chiba Port near Tokyo from Das island in the United Arab Emirate. It said the tanker is registered in the Marshall Islands.No Japanese vessels have suffered pirate attacks in the area, the ministry said.The U.S. Navy's Bahrain-based 5th Fleet said it's investigating the explosion.We've heard about it. Pressure mounts for direct Mideast talks

JERUSALEM (AFP) – International calls for direct Middle East peace talks mounted on Wednesday ahead of a key meeting of Arab ministers as the Palestinians stuck to their demand for guarantees on borders.Arab foreign ministers were to meet in Cairo on Thursday to decide whether to endorse moving to face-to-face negotiations after nearly three months of US-mediated indirect talks that the Palestinians say have made no progress.The ministers were expected to back Palestinian president Mahmud Abbas, who has said he will only go to direct negotiations if he is given assurances they will succeed where past talks have collapsed into violence.We do not reject negotiations, but we want negotiations on a clear foundation that will lead to an independent Palestinian state, he told AFP earlier this week.Specifically, he wants the 1967 borders separating Israel from the occupied West Bank and annexed east Jerusalem as the starting point of the negotiations and for Israel to freeze all settlement activity in both territories.It is clear that the Netanyahu government does not want this, he said, referring to Israel's hawkish Prime Minister Benjamin Netanyahu, who heads a right-wing coalition deeply opposed to giving up east Jerusalem.Israel annexed the Arab half of the city after capturing it in the 1967 Six Day War in a move not recognised internationally. The Palestinians view east Jerusalem as the capital of their future state.Netanyahu has repeatedly said he is willing to meet with Abbas to discuss all the core issues of the decades-old conflict, and he and other top officials have accused the Palestinians of dodging direct talks.Everything is open for discussion... Netanyahu and Abbas met separately with Jordan's King Abdullah II this week, and both have received a string of phone calls from European leaders urging direct negotiations.Abbas has meanwhile faced internal pressure to hold off on direct talks from his own secular Fatah movement and their bitter rivals in the Islamist Hamas, which is sworn to Israel's destruction.Earlier this month Fatah said there was a lack of credibility and confidence in the indirect talks that could undermine direct negotiations.And on Tuesday senior Hamas leader Salah al-Bardawil warned a return to direct talks would only serve the Zionist occupation.We warn (Abbas) of the consequences of returning to negotiations, either with Arab cover or under pressure from America, because this will deepen the divide and put our cause on the the brink of collapse, he said. Police find 8 severed heads in northern Mexico

MEXICO CITY – The severed heads of eight men were found left in pairs along highways in the northern Mexico state of Durango, state prosecutors said Tuesday.The bodies had not yet been located, but the victims appeared to have been between 25 and 30 years old, officials said.Durango has been the scene of brutal turf battles between drug gangs. Prosecutors said over the weekend that officials at a Durango prison let drug cartel gunmen to leave penitentiary and lent them guns and vehicles to carry out executions.Also Tuesday, prosecutors in the central state of Puebla reported that three federal police agents were shot to death on a highway in a confrontation with gunmen. The assailants escaped.In the northern border state of Chihuahua, prosecutors said a second cousin of Gov.-elect Cesar Duarte was shot to death by attackers in the city of Parral. The victim, lawyer Alberto Porras Duarte, was slain while waiting in a vehicle outside his office.One of Duarte's nephews was killed earlier this month in the Chihuahua state capital in what appeared to be a failed kidnapping attempt. The state has been the scene of some Mexico's bloodiest drug violence.In the border state of Tamaulipas, army officials reported Monday that they had captured nine Guatemalan citizens during patrols against drug trafficking organizations and seized seven grenades and two guns from the suspects.A day earlier, troops in Tamaulipas detained 11 people believed to work for the Zetas drug gang and seized five rifles.Almost 25,000 people have died in drug-related violence since President Felipe Calderon launched an offensive against the cartels in late 2006.
