Tornadoes kill 10, destroys homes in southern US

WASHINGTON (AFP) – Tornadoes tore through the southern US state of Mississippi, killing at least 10 people, injuring nearly two dozen and destroying homes, officials said.Victims of Saturday's severe spring storms and tornadoes included two children -- one as young as three months and the other 14 -- a husband and his wife in Choctaw County, Mississippi Emergency Management Agency spokesman Jeff Rent told AFP.The toll was expected to mount as rescuers cleared the debris after the storms tore roofs off buildings, reduced homes to rubble, overturned vehicles, downed power lines and toppled trees.Rescuers struggled to get to hard-hit Yazoo County, nestled in hills rising sharply out of the Mississippi Delta. In some cases, they resorted to all-terrain vehicles to reach victims.

Mississippi Governor Haley Barbour declared a state of emergency in 17 counties devastated by the storms and twisters, and called on the National Guard to help local officials in their emergency response.American Red Cross workers have also been dispatched to areas affected by the severe weather.The effects of these storms have left many Mississippians with destroyed businesses and without homes,Barbour said in a statement.Downed trees and power lines damaged 30 homes and closed two roads in Warren County alone.

Strong tornadoes meanwhile developed in neighboring states.

Four victims were flown by helicopter from hard-hit Yazoo City to the University of Mississippi Medical Center in Jackson, while the American Medical Response service transported 17 others by ambulance to area hospitals, said AMR spokesman Jim Pollard.
Emergency response teams set up two shelters to house storm victims in Vicksburg and Yazoo City.The tornado that blasted through Yazoo City was nearly a mile (1.6 kilometers) wide with winds of about 150 miles (241 km) per hour, according to meteorologists.It reminds me of (Hurricane) Katrina, a teary-eyed Barbour told local reporters of the damage in his native Yazoo City.AMR operations in other parts of the state were dispatching ambulances to affected areas, while the emergency management agency in Rankin County sent a bus converted to a multi-patient ambulance.

The patients had a range of injuries from minor to severe. In any tornado, any part of the body is vulnerable or susceptible to a wide variety of injuries,Pollard said, noting that other walking wounded patients were treated on site.

Barbour was in Yazoo City when the tornado struck.

He was going through some of the damaged areas and talking to some of the people who suffered the damage,said his spokesman Dan Turner, noting that some building were completely leveled; they are no longer there.We're still looking at the possibility of more damage,he warned.We're still in the early stages.The storms cut through a large swath of the country, with areas in Mississippi, Alabama, Tennessee, Kentucky, Georgia, Ohio, Illinois and Indiana were placed under tornado watches and warnings as severe thunderstorms swept over the region. The National Weather Service Storm Prediction Center is forecasting the development of a few strong, long-track tornadoes over parts of the mid-south, central Gulf Coast states and Tennessee Valley this afternoon and evening,it said in an outlook statement. This is a particularly dangerous situation.

Sandstorm, snow close air link to China quake zone

BEIJING (Reuters) – A choking sandstorm and heavy snow have severed a vital air link to the remote quake-hit Chinese county of Yushu, severely affecting relief efforts, state media said on Sunday.An earthquake earlier this month in Yushu, high on the Tibetan plateau in western Qinghai province, killed more than 2,000 people and left thousands of others homeless in freezing temperatures.Yushu's airport, only opened last year, has been an important part of the rescue mission following the quake, enabling aid workers and supplies to bypass the 800 km (500 mile) road trip from provincial capital Xining, and helping in evacuations of the injured.But heavy snow has closed that airport, and a sandstorm sweeping across northwest China has closed Xining airport, state news agency Xinhua said.All the six daily flights from Xining to Yushu were delayed,it quoted a Xining airport spokesman as saying.It is unknown when flights will resume.The dust has penetrated the terminal, covering chairs with yellow grit and stranding hundreds of rescuers, the report added.Large swathes of China are often hit by dust or sand storms at this time of year.

80 Afghan schoolgirls sick in week; poison feared By RAHIM FAIEZ, Associated Press Writer - APR 25,10

KABUL – More than 80 schoolgirls have fallen ill in three cases of mass sickness over the past week in northern Afghanistan, raising fears that militants who oppose education for girls are using poison to scare them away from school, authorities said Sunday.The latest case occurred Sunday when 13 girls became sick at school, Kunduz provincial spokesman Mahbobullah Sayedi said. Another 47 complained of dizziness and nausea on Saturday, and 23 got sick last Wednesday. All complained of a strange smell in class before they fell ill.None of the illnesses have been serious, and medical officials were still investigating the exact cause. The Health Ministry in Kunduz said blood samples were inconclusive and were being sent to Kabul for further testing.Sayedi blamed the sickness on enemies who oppose education for girls. Presidential spokesman Waheed Omar said any attempt to keep girls out of school is a terrorist act.The Taliban and other conservative extremist groups in Afghanistan who oppose female education have been known to target schoolgirls. Girls were not allowed to attend school when the Taliban controlled most of Afghanistan until they were ousted in the 2001 U.S.-led invasion.

Last year, dozens of schoolgirls were hospitalized in Kapisa province, just northeast of Kabul, after many collapsed with headaches and nausea. A strange odor filled the schoolyard before the students fell ill. The Taliban was blamed, but research into similar mass sickenings elsewhere has suggested that some might be the result of group hysteria.Meanwhile, the Taliban said they shot down a helicopter early Sunday in western Farah province. Spokesman Qari Yousef Ahmadi claimed the attack in a call to The Associated Press but did not provide further details.NATO said a helicopter belonging to a civilian contractor was forced to make an emergency landing in Farah, but said the landing was due to reported mechanical problems. There were no initial reports of injuries, NATO said.Also Sunday, a suicide bomber attacked private security guards while they were at a bazaar in southeastern Afghanistan, killing four Afghans and wounding 12, the government said.Two of the dead and five of the wounded worked for the U.S. Protection and Investigations security firm, an Interior Ministry statement said. The other victims were civilians.

The Houston-based company could not immediately be reached for comment.The suicide attacker, who was on foot, targeted the guards at a bazaar in Sahjoy district of Zabul province, the ministry said.Elsewhere in Afghanistan, witnesses said hundreds of people blocked a main road in Logar province, west of Kabul, and burned several trucks to protest what they said were civilian deaths in NATO operations. They gathered hours after NATO said coalition troops killed several insurgents and captured a Taliban sub-commander.The people are very angry, they are saying these people killed are innocent civilians,provincial spokesman Din Mohammad Darwesh told The Associated Press.Civilian deaths caused by U.S. and other international forces are highly sensitive in Afghanistan. Public outrage over such deaths prompted the top commander Gen. Stanley McChrystal last year to tighten the rules on the use of airstrikes and other weaponry if civilians are at risk.Last week, hundreds of residents in Logar protested another NATO operation, saying they were not convinced the victims were actually Taliban fighters.Logar is a strategic province because it controls southern land routes into Kabul, allowing weapons, explosives and fighters to move into the capital.

Iran fires short-range missiles in Gulf war games

TEHRAN, Iran – Iran's state television says the country has fired a series of missiles as part of an ongoing large-scale military maneuvers in the Persian Gulf and Strait of Hormuz.The TV report Sunday said five ground-to-sea and sea-to-sea missiles were simultaneously fired.It did not elaborate on the specifications of the missiles or say whether they are new.However, the semiofficial Fars news agency said on Saturday that four types of short-range missiles would be launched Sunday in the war games, including Nasr 1, a short-range cruise capable of destroying targets up to 3,000 tons in size.Iran's Revolutionary Guard began Thursday the war games, an annual show of military strength that often leads to heightened tension in the region.

The shore-to-sea and sea-to-sea missiles struck at a single target simultaneously, state television reported.Fars news agency named two of those tested as the Noor (Light) and Nasr (Victory) missiles. It said a third, having a range of over 300 kilometres was also fired, but did not name it.The Guards have been conducting a military drill since Thursday in the Gulf and the Strait of Hormuz, the narrow strategically located waterway through which 40 percent of world's seaborne oil supplies pass.Iran's missile programme has raised concerns in the West which is already at loggerheads with Tehran over its controversial nuclear project.The Islamic republic boasts of having missiles that can hit targets in arch-foe Israel.

WASHINGTON – The deepening Greek debt crisis remains uppermost in the minds of financial leaders as they wrap up a weekend conference pledging to address the risks facing the global economic recovery.One danger arises from governments with budgets deeply in the red, such as Greece. Another, perhaps more worrisome, is still-rising unemployment in many advanced countries.Finance ministers and central bankers agreed that recovery from the deepest recession since the end of World War II will take more effort.The worst is definitely behind us, but we are not out of the woods yet, Egyptian Finance Minister Youssef Boutros-Ghali, the chairman of the International Monetary Fund steering committee, told reporters.Greece's finance minister, George Papaconstantinou, continued intense talks with top officials of the IMF and the European Union on a multibillion dollar rescue package to meet his country's massive debt obligations. Parallel negotiations were under way in Athens. Papaconstantinou planned a Sunday session with Dominique Strauss-Khan, the head of the IMF.The weekend talks end Sunday with discussions of a steering committee for the World Bank, the IMF's sister lending organization, the biggest provider of development loans.

Security remained tight around the adjacent IMF-World Bank headquarters buildings three blocks from the White House. NEW YORK – As the U.S. housing turned downward in January 2007, a Goldman Sachs trader wrote in e-mails to a woman he apparently was courting that investments he had sold were like Frankenstein turning against his own inventor.I'm trading a product which a month ago was worth $100 and today is only worth $93,wrote Fabrice Tourre, who was charged along with the bank in a civil complaint filed this month by the Securities and Exchange Commission.That doesn't seem like a lot but when you take into account ... (the investments) are worth billions, well it adds up to a lot of money.Tourre was talking about investment products like the one at the heart of a federal complaint against his firm. For Tourre, the investments were like an invention gone awry: He had started arranging them when the market was on the upswing. But he continued selling them after the market turned — now with Goldman betting against them, in one case allegedly misleading investors about a deal's origin.Goldman Sachs Group Inc. released that e-mail and 25 other internal documents Saturday in response to a Senate panel's release of messages in which Goldman executives boast about money they were making as the market imploded later in 2007.

When credit rating agencies downgraded many billions of dollars of mortgage-backed investments in October 2007, Goldman executive Donald Mullen was unabashedly pleased.
Sounds like we will make serious money,Mullen wrote to Michael Swenson, another executive, in one of the e-mails released by the Senate Permanent Subcommittee on Investigations.

Goldman has argued vehemently that it did not profit from the mortgage meltdown.

Swenson and Tourre, along with Goldman CEO Lloyd Blankfein, will face a public grilling on Capitol Hill Tuesday from the subcommittee.Also this week, the full Senate will take up a proposed overhaul of financial regulation intended to toughen oversight of Wall Street and make the financial system more transparent. Republican leaders oppose the measures.And Goldman has been in the glare of a particularly unforgiving spotlight since the SEC filed civil fraud charges this month over the investments Tourre was selling and discussing in his e-mail.The SEC alleges Goldman misled two investors — IKB Deutsche Industriebank AG, a German bank, and ACA Management LLC, a U.S. bond insurance company — who bought complex mortgage-related products crafted in part by Paulson & Co., a New York hedge fund led by billionaire John Paulson. Paulson was betting the market would collapse. The SEC says Goldman didn't tell the investors that Paulson was involved in choosing the investments or that he was betting they would fail.Goldman has denied wrongdoing and says it will fight the charges. It has said it lost money on the particular deal of Tourre's that the SEC charges address.

The SEC complaint contains excerpts from the same Tourre e-mail chains that Goldman released in full Saturday. The firm's move puts on full display the personal life of the trader, who had boasted that the market would implode, leaving only him standing. And it does so days before he makes his public debut.Obviously, the content of the e-mails is highly embarrassing, but we've found no evidence of wrongdoing,Goldman spokesman Samuel Robinson said.Goldman's relative strength during the financial crisis and the prominence of many former Goldman executives have made the firm a lightning-rod for public anger over Wall Street's greed and recklessness. Even before the SEC charges were filed, the long-secretive bank was fighting accusations that its bets helped trigger and fuel the financial crisis.Goldman also has become a useful symbol for Democrats in the escalating debate over the financial overhaul. In fact, Republicans charge that Democrats in the Senate and on the SEC are using the public's anger toward Goldman to build support for their plan.The subcommittee will brief reporters about the Goldman hearing on Monday, the same day the Senate will have its first test vote on the Obama administration's financial package. The panel is expected to release documents that will be covered Monday evening online and in Tuesday's papers next to reports on the overhaul vote.

The SEC's inspector general confirmed Friday that he will look into the timing of the charges and possible leaks by the commission. The internal e-mails among Goldman executives were released by subcommittee chair Sen. Carl Levin, D-Mich. In a statement, Levin called banks like Goldman self-interested promoters of risky and complicated financial schemes that helped trigger the crisis.In a statement Saturday, Goldman spokesman Lucas Van Praag said the bank lost $1.2 billion in the residential mortgage market during 2007 and 2008. As a firm, we obviously could not have been significantly net short since we lost money in a declining housing market, Van Praag said in a statement. Van Praag is among the executives who wrote the e-mails the Senate committee released. He said the panel cherry-picked four threads out of 20 million pages Goldman provided. Of course we didn't dodge the mortgage mess,CEO Lloyd Blankfein wrote in a message dated Nov. 18, 2007.We lost money, then made more than we lost because of shorts.Short positions are bets that the market will go down. When the market went bust, people with short positions cleaned up.

Earlier in 2007, Goldman Chief Financial Officer David Viniar showed in one of the e-mail threads that the firm made more than $50 million in one day on bets the housing market would founder. Viniar, also scheduled to testify Tuesday, summed up the contrast between Goldman's gains and the situation of investors who had not bet against the market: Tells you what might be happening to people who don't have the big short.Wagner reported from Washington. SEOUL, South Korea – An explosion from a torpedo likely sank a South Korean warship that went down near the tense border with North Korea last month, the South's defense minister said Sunday amid growing speculation Pyongyang may be behind the blast.Defense Minister Kim Tae-young said the most likely cause of the disaster was a torpedo exploding near the ship, with the force of the underwater blast ripping the vessel apart. Investigators who examined salvaged wreckage separately announced Sunday that a close-range, external explosion likely sank it.Basically, I think the bubble jet effect caused by a heavy torpedo is the most likely cause for the blast, Kim told reporters.Kim, however, did not speculate on who may have fired it and said an investigation was ongoing and it's still too early to determine the cause.

Seoul has not directly blamed North Korea for the blast, and Pyongyang has denied its involvement, but suspicion remains given the country's history of provocation and attacks on the South. Local media have increasingly been speculating the disaster was due to a North Korean attack.The Cheonan was on a routine patrol on March 26 when the unexplained explosion split it in two in one of South Korea's worst naval disasters. Forty bodies have been recovered so far, but six crew members are still unaccounted for and are presumed dead.The site of the sinking is near where the rival Koreas fought three times since 1999, most recently a November clash that left one North Korean soldier dead and three others wounded. The two Koreas are still technically at war because their 1950-53 Korean War ended in a truce, not a peace treaty.Kim told lawmakers shortly after the blast that a North Korean torpedo or mine was among the suspected culprits. He said earlier this month that a torpedo attack was more likely.Also Sunday, investigators said a preliminary investigation of the front part of the 1,200-ton ship — retrieved the day before — pointed to an external explosion.In conclusion, after the initial visual inspection of the severed surface and the inside and outside of the hull, we assume the case is underwater explosion,chief investigator Yoon Duk-yong told reporters. Earlier Sunday, Prime Minister Chung Un-chan said South Korea will take stern action against whoever was behind the explosion as the country started a five-day funeral for the 46 dead and missing sailors. Makeshift alters were set up in Seoul and other major cities to allow citizens to pay their respect to the sailors.We will remember all of you in the name of the Republic of Korea to let you keep alive in our hearts, said Chung, clad in a black suit and tie. RAMALLAH, West Bank – President Barack Obama's Middle East envoy wrapped up his latest diplomatic mission Sunday without getting the Palestinians to agree to indirect peace talks with Israel, but there were signs the impasse could be broken soon.George Mitchell said he would return to the region next week, signaling he is making progress.Palestinian officials said President Mahmoud Abbas plans to consult with Arab countries at the end of the week and could soon be heading to the White House for talks with Obama.Abbas needs to decide whether to engage with Israel, with Mitchell as a go-between, even though Israel has rejected his demands to freeze new construction for Jews in east Jerusalem, the Palestinians' hoped-for capital.A senior Palestinian official said Abbas was inclined to agree to the talks, in large part because of personal appeals in recent days from Obama, Mitchell and U.S. Secretary of State Hillary Clinton. Rocket found in waters off Israel's southern coast

JERUSALEM – Remains of a rocket have been discovered in the waters off Israel's southern border, just days after one struck neighboring Jordan, across the Red Sea.

Israeli media had reported Thursday that two rockets hit Jordan's Red Sea port city of Aqaba and Israel's nearby port of Eilat.Jordan confirmed that a Grad rocket struck an Aqaba warehouse, but the Israeli military said at the time that it found no evidence of anything landing in Israel.On Sunday, the military said two civilians reported finding a suspected rocket off Eilat's coast over the weekend. The Israeli navy later recovered the remains of a 122 mm Grad.The military says it isn't clear where the rocket was launched or if it was related to the one that struck Jordan.

In fact, the Tea Party (orginally the Boston Tea Party) was founded in 2006by a group of Libertarians and was subsequently infiltrated and hijacked by establishment Republicans, the exact opposite of what the weasel and war criminal Karl Rove claimed.Gingrich and Rove are likely responding to a recent poll that indicates the Tea Party is more of an existential threat to the Republican Party than the Democrats.In no sense of the word is Newt Gingrich a conservative or even a traditional Republican. He was a fellow at the neocon criminal organizations the American Enterprise Institute and the Hoover Institution. During the Bush regime he sat on the Pentagon’s Defense Policy Board with fellow neocon Richard Perle and representatives of the death merchants Bechtel, Boeing, TRW, Northrop Grumman, Lockheed Martin and Booz Allen Hamilton. Rockefeller minion Henry Kissinger was also a member during the Bush years.

Spain Wants Israel's Support on Mediterranean Union

Foreign Minister Avigdor Lieberman met with Spanish Foreign Minister Miguel Angel Moratinos on Thursday during a visit to Madrid. Moratinos called on Israel to support the Mediterranean Union, and expressed support for United States efforts to promote talks between Israel and the Palestinian Authority.The Mediterranean Union, founded in 2008, aims to unite the European Union, northern Africa, Israel, and several Arab League nations to discuss matters of mutual interest. One of its aims is to promote Middle East peace, by bringing Israel and Arab countries together.

Moratinos's request for support for the Union follows an incident earlier in the month in which the union was unable to adapt a regional water management strategy due to a disagreement between Israel and Arab states over a reference to Gaza, Judea and Samaria. Arab states wished to refer to the regions as occupied territories, while Israel did not agree to the term.Arab states rejected a European suggestion to refer to the areas as territories under occupation.Failure to pass the water management initiative was seen as a blow to the body, and an indication that it may not be effective. Previously, the Union experienced trouble during the early 2009 Cast Lead counterterror offensive in Gaza. At the time, analysts expressed concern that the conflict would render the Mediterranean Union no longer viable.The Union is hoping to recover from its past troubles during its first ever summit, to be held in June in Barcelona. Report: PA Forces Turn to Hamas

While Palestinian Authority officials put the focus on winning concessions from Israel, a recent WorldNetDaily report indicates that they may face a greater challenge – a Hamas uprising from within. Support for Hamas is growing within PA ranks, WND said, as it did in Gaza prior to the 2007 Hamas takeover of the region.

Quoting PA sources, WND said several members of Fatah had recently been arrested for helping Hamas to establish an infrastructure in Shechem. Fatah members helped a doctor smuggle roughly $1 million to Hamas for the purpose of buying weapons, the sources said.Hamas is suspected of rebuilding its terrorist infrastructure in other Judea and Samaria cities as well. Hamas terrorists in Jenin recently managed to obtain hundreds of high-powered assault rifles, PA officials said.In addition, PA officials suspect that Hamas is infiltrating Fatah by secretly recruiting members, including those in the PA armed forces. Many young members of the forces have received military training from the US, as part of a plan to train the PA to fight terrorist uprisings.Hamas is believed by many PA analysts to have infiltrated Fatah in Gaza prior to its takeover of Gaza in 2007. The fight for Gaza was relatively swift and bloodless – of the several tens of thousands of armed Hamas and Fatah members in Gaza, slightly more than 100 were killed, and Hamas completed its takeover in under one week. Some analysts believe the Hamas victory was swift because many Fatah fighters stood aside and willingly allowed the Islamic group to seize control.Hamas has previously threatened to conquer Judea and Samaria, but more recently has made overtures to Fatah and is seeking reunification.

PA Troops Jailed for Terrorism
The WND report came as PA officers were arrested on suspicion of involvement in terrorism. According to PA media, Israeli troops arrested two members of the PA's US-trained forces, one of them a member of the elite Presidential Guard unit.A third PA officer, Salim Ubayat, was recently convicted and sentenced for terrorist attacks on Israel. In the lingo of the International Monetary Fund, the future of the world hinges on rebalancing and consolidation, antiseptic words that would not seem to raise a fuss.
But the translation is a bit ruder, something on the order of: Suck it up. The party's over.To keep the global economy on track, people in the United States and the rest of the developed world need to work longer before retiring, pay higher taxes and expect less from government. And the cheap imports lining the shelves of mega-chains such as Wal-Mart and Target? They need to be more expensive. That's the practical meaning of a series of policy papers and statements issued in recent days by IMF officials, who have a long history of stabilizing economies and solving global financial problems, as they plot a course to keep the world economy growing and reduce the risk of another great recession.That message has been delivered subtly, woven into documents with titles such as Resolving the Crisis Legacy and Meeting New Challenges to Financial Stability,and justified by concepts such as raising retirement age in line with life expectancy,as IMF economic counselor Olivier Blanchard put it this week.

But fully deciphered, it means a pretty serious reworking of expectations in the developed world: changes in labor rules, product prices, currency values and even the social contract between governments and an aging citizenry. It is not that living standards will lower, but they will not increase as fast as they have been, said Domenico Lombardi, a former IMF executive director. The ideas being discussed by world leaders are coded words,he said.They don't like words like imposing higher taxes and cutting spending.

Rebalancing

The IMF has long had a reputation as a bearer of bad news -- it dispatches well-educated and diplomatically deft teams to tell economically troubled countries how many people they have to fire and which programs they have to cut to get financial assistance. But the IMF now finds itself in the odd position of having that conversation not with a single ailing sovereign but with the developed countries at the core of the world system, including the United States.

Its prescription is centered on two concepts.

Rebalancing is an idea that most everyone endorses -- including the technicians at the fund and President Obama and the leaders of the G-20 group of economically powerful nations. In broad strokes, it means curbing what has been a massive transfer of capital from nations that consume more than they produce, such as the United States, to nations that produce more than they consume, such as China. The imbalance has been key to China's modernization: The country buys U.S. government bonds by the tens of billions to keep the dollar stronger than it would be and to keep its domestic currency -- and its exports -- cheaper. Looked at one way, the flow of U.S. debt to the People's Bank of China has acted like a giant, collective credit card, underwriting consumers across the United States and driving the business models of major retailers such as Wal-Mart. The message from the IMF is that the card is about maxed out and that the imbalance in trade flows needs to be corrected.

How to do it? One way is for China -- or Asian exporters, more generally -- to let their currencies rise on world markets. The other way, which IMF economist Blanchard raised this week, would be to devalue the dollar, the euro and other developed-world currencies. The advanced economies as a whole may need to depreciate their currencies so as to increase their net exports,Blanchard said. The less well-advertised side of the equation: If the dollar is worth less, then imports, regardless of their source, will cost more. U.S. exports will be proportionately cheaper -- a good thing for American businesses trying to become more competitive in overseas markets -- but everything from iPods to jeans to the latest Barbie doll would jump in price. The ideas offered by the IMF could certainly reorder the balance of the international economy, but not in a way that benefits the average person in the U.S.,said J. Craig Shearman, vice president of government affairs for the National Retail Federation. He continued: If a few factories have an increase in exports, that is good for them, but it leaves the vast majority of people paying more for consumer goods. Talking about consuming less and saving more is a nice, ivory tower approach. But it is not real world economics. People have to put clothes on their children's backs and food on the table.Wal-Mart declined to comment.

Consolidation

Fiscal consolidation is another idea promoted by IMF leaders. Again, the aim seems unobjectionable: The United States and other developed-world governments ran record deficits during the crisis, both to pay for stimulus programs and because tax and other receipts cratered. Across the developed world, the IMF says, government debt will rise from about 80 percent of economic output before the crisis to roughly 115 percent of output in 2014. That's considered a dangerous trajectory, and IMF officials say that by next year, governments need to announce credible plans to cut their annual deficits, turn them into surpluses and start paying off what is owed.

The level of the correction needed is large, perhaps 10 percent of gross domestic product. In the United States, that would amount to roughly $1.4 trillion annually, to be cut from government programs or raised through new taxes. Better-than-expected growth would help, or increases in productivity, or even surprises in the form of new technologies. But what's on the horizon is, more likely, a difficult reckoning -- one that Greece is facing and that other developed nations know is in the offing, French Finance Minister Christine Lagarde said in an interview Thursday. We're all in the same boat,Lagarde said as she looked ahead to a tough debate in France over changes in pension rules that will make not just government workers but also many in the private sector add years before their expected retirements. The IMF is studying issues such as which taxes should be raised and which programs should be cut to make consolidation as painless as possible. But it views a longer working life as an important tool -- one that would save large amounts of money in the future without cutting spending and decreasing economic activity today. In the United States, a new fiscal commission is beginning to study how to bring U.S. government debt into line.

You will see many headlines complaining and moaning and stirring the pot, Lagarde said, as issues such as pension reform are debated. But ultimately, she said,there is no way out.

Editor's note: This is another in a series of monthly Freedom Index polls conducted exclusively for WND by the public-opinion research and media consulting company Wenzel Strategies.While Americans generally took a breather from their increasing worry about losing freedoms under President Obama, Democrats over the last month actually began to express growing alarm as details of his health-care plan started to emerge. The WND Freedom Index poll from Wenzel Strategies revealed that the index was 47.2 for the month of April, up just a tick from the near-record low of 46.7 in March. The poll was conducted by telephone April 16-18 using an automated technology calling a random sampling of listed telephone numbers nationwide. It carries a margin of error of 3.29 percentage points. On the core question of whether, under the Obama administration, Americans have seen an increase or a decrease in their personal freedoms, a majority of Americans still believe there has been a decrease of freedoms,Wenzel said in an analysis of the results.

The last month, however, has seen at least a temporary halt in the downward movement, as 52 percent in this latest survey said the nation has seen a cut in freedoms, compared to 55 percent who said the same thing last month.He continued, However, the percentage of respondents who said they think Obama has presided over an increase in freedoms actually dropped from 33 percent a month ago to 31 percent today.Further, Wenzel noted, Democrats have indicated they are becoming alarmed. The poll shows Democrats have had a significant change of heart toward the negative in the last 30 days. In March, 68 percent of Democrats said they believed Obama has led to an increase in freedoms, but this month, just 58 percent said the same thing. Wenzel also noted that April questions were fielded just after the April 15 tax-filing deadline – which also was a day for tea-party rallies across the country in protest of big government and high taxes. As those rallies became the focus of scorn from some media outlets, 62 percent of respondents said they felt that Americans today stand to face at least some retribution or ridicule for choosing to exercise their constitutional freedom to associate with whomever they wish,Wenzel said. One in three respondents said they believe Americans are subject to substantial levels of scorn, ridicule, or even retribution for exercising their freedoms to gather with those who might not be acceptable to other elements of society. Not surprisingly, it is the conservative respondents who feel the most oppressed on this point – as 79 percent said Americans are subject to penalty of some sort based on who they associate with. Liberals were much less likely to see this as a problem – yet still 36 percent of liberals said they do think Americans in general come in for some penalty based on their circle of friends,Wenzel's analysis found. This sentiment is clearly captured in this polling data. This data is particularly stunning given that it is every American's constitutional right to associate without fear of penalty or retribution,he said. The same poll showed Congress' approval rating again has plunged to about 12 percent, tying an all-time low.

But it can go even lower, he said.

As Obama and congressional Democrats now turn their eye to imposing heavy regulations on the national financial industry and the energy industry and on recasting immigration policy – all unpopular initiatives – there is no floor to how low their approval ratings might go.The monthly Freedom Index moved a tick upward based on internal moves that are beginning to indicate increased polarization of the American public in the wake of the passage of the divisive health-care bill in Congress and as Americans get a peek at other controversial issues that are likely to be moved to the top of the political agenda this year.The index is based on a 100-point scale based on poll-respondent answers to 10 questions that sample different aspects of freedom in America, including freedom of speech, association, worship and assembly. An index rating of 50 is dead even, with ratings above that point signaling positive feelings about freedom in America and ratings below that point signaling negative feelings. The index reached its lowest point ever – 46.3 – in December and nudged upward in January but then fell for two straight months.
Among the numbers in the poll:42.8 percent of Americans believe there's been a big decrease in freedoms under Obama. Another 9.6 percent see some decrease.40.3 percent of Americans believe they are not very or not at all free to speak their minds without fear of punishment.More than 33 percent of Americans believe they cannot associate with whom they choose without worrying about being punished or investigated.One in five Americans expresses fear over being investigated for the way one worships.More than 45 percent believe government is too intrusive.More than 21 percent self-censor their thoughts on a given subject because of fear of penalty.

There have been no immediate reports of damage and no tsunami warning has been issued.The U.S. Geological Survey says Saturday's quake was centered near Obi island at a depth of about 33 miles (53 kilometers).The area is some 1,500 miles (2,400 kilometers) east of Jakarta.Indonesia's Meteorology, Geophysics and Climate Agency measured the quake at 6.4 magnitude.Indonesia rests on a series of fault lines that make the archipelago nation one of the most earthquake-prone. A quake last year killed more than 1,000 people on Sumatra. Another off Indonesia's coast caused the 2004 Indian Ocean tsunami that killed 230,000.

WELLINGTON, New Zealand – A 5.9-magnitude earthquake hit near the Pacific island of Tonga on Thursday, but no casualties or damage were reported and no tsunami warning was issued.The quake struck 65 miles (135 kilometers) northeast of Hihifo, Tonga, at a depth of 21 miles (35 kilometers).Many residents of American Samoa felt the quake and went out to look at the ocean while listening to radio broadcasts.Nothing is registered on our censors for tsunami waves, according to Carol Baqui, a forecaster with the American Samoa weather service.No tsunami warning was issued by the Pacific Tsunami Warning Center in Hawaii.Police in the Samoan capital, Apia, said they had no reports on the temblor. We didn't feel any earthquake, an officer, who declined to be named, said.Julie Dutton, a geophysicist with the U.S. Geological Survey in Golden, Colorado, it was a relatively small quake.Right now we don't have any reports of it being felt. RAMALLAH, West Bank – Palestinian President Mahmoud Abbas on Saturday rejected the establishment of a Palestinian state within temporary borders, an idea he said was recently proposed for restarting peace talks.In a speech to leaders of his Fatah movement, Abbas urged Israel to resume serious negotiations on the terms of full Palestinian statehood, adding that such talks should wrap up within two years.Israel and the Palestinians remain far apart on the framework for such talks, and U.S. Mideast envoy George Mitchell returned to the region on Friday for a new push to narrow the differences.The U.S. has proposed indirect talks in which Mitchell would shuttle between Israeli and Palestinian leaders. However, the Palestinians say they won't engage unless Israel agrees not to start new housing projects for Jews in traditionally Arab east Jerusalem, claimed by the Palestinians as a capital. Israeli Prime Minister Benjamin Netanyahu has repeatedly rejected a building freeze in east Jerusalem.

The Palestinians want a state in the West Bank, Gaza Strip and east Jerusalem, areas Israel captured in the 1967 Mideast War. They also seek a freeze of all settlement construction before a resumption of peace talks.In his speech, Abbas referred to recent proposals — apparently from Israel — for a temporary state but did not elaborate. Frankly, we will not accept the state with temporary borders, because it is being offered these days,he said.He said the Palestinians were being asked to take a state with provisional borders on 40 or 50 percent, and after that we will see.Israeli government officials were not immediately available for comment on Saturday, the Jewish Sabbath.

Abbas aide Nabil Abu Rdeneh denied that Israel officially raised the idea.

However, a Palestinian academic said Israel offered Abbas such a state on more than 50 percent of the West Bank. The academic said he served as a go-between for the two sides and spoke on condition of anonymity because he was not authorized to brief reporters.A Palestinian state with provisional borders is part of the U.S.-backed road map peace plan as an interim step toward full independence.The temporary state would only be established on parts of the territory the Palestinians want for their state. However, the road map never got off the ground and the Palestinians have repeatedly rejected provisional statehood, fearing the temporary borders would become the final ones.U.S. Secretary of State Hillary Rodham Clinton also brushed aside the notion when asked about it Friday. KIEV, Ukraine – Several thousand Ukrainians rallied in front of parliament Saturday to protest a deal allowing Russia to keep its navy in Ukraine for another 25 years.

Former Prime Minister Yulia Tymoshenko told the protesters that all opposition forces must unite to resist the deal signed earlier this week which she denounced as an unprecedented step of national treason and shame.The agreement signed Wednesday is the first concrete sign that newly-elected President Viktor Yanukovych will steer Ukraine back into Russia's orbit, reversing his pro-Western predecessor's attempts to decrease Moscow's influence.The pact allows Russia to extend its lease of the Black Sea Port of Sevastopol for another 25 years after the current lease agreement expires in 2017. Russia immediately rewarded Yanukovych by giving the ex-Soviet republic steep discounts for the natural gas on which its industries depend.

Tymoshenko and other opposition leaders said the deal amounted to ceding control over the nation's territory.We are losing our territory, we are restricting our sovereignty,Tymoshenko said at the rally.Yanukovych will split Ukraine in two as nobody has done before.Yanukovych has broad support in the Russian-speaking east and south, but faces strong opposition in western Ukraine. He narrowly defeated Tymoshenko in February's vote.The agreement is set to come up for ratification Tuesday in Russia and Ukraine. TEHRAN, Iran – Iran's elite Revolutionary Guard held war games Thursday in the strategic Persian Gulf oil route, the Hormuz Strait, a show of its military strength at a time when the country's leaders are depicting President Barack Obama's new nuclear policy as a threat.Ahead of the military maneuvers, Supreme Leader Ayatollah Ali Khamenei accused Washington of trying to dominate the world through its nuclear arsenal and vowed that Iran would not bend before what he called implicit atomic threats.Khamenei was referring to Obama's announcement earlier this month of a new nuclear strategy that focuses less on Cold War threats and more on preventing the spread of weapons. As part of the new guidelines, Washington vowed not to use its arsenal against nations that don't have their own nuclear weapons, with the exception of countries that are not abiding by international non-proliferation rules — a caveat the administration said meant Iran and North Korea.Khamenei's rhetoric, depicting Washington as seeking to dominate Iran, appeared aimed at keeping up support at home as Iran tried to fend off a new U.S. attempt to win a fourth round of United Nations sanctions over Iran's nuclear program.

The U.S. and its allies accuse Iran of seeking to build a weapon, a claim Tehran denies.Tehran launched its own push Thursday to try to weaken the U.S. sanctions campaign as Foreign Minister Manouchehr Mottaki headed to Austria, the first of several Security Council members he plans to tour in coming days. Mottaki has said he wants to talk with council members about possibilities for a nuclear fuel deal that was originally touted as a possible way to ease the international standoff over Iran's nuclear program but has since hit a dead end.Iran has been holding military maneuvers, dubbed as The Great Prophet, in the strategic waters of the Persian Gulf annually since 2006 to show off its military capabilities — and serve as an implicit warning of the consequences if the United States or Israel attack Iran's nuclear facilities.Iran's leaders have said in the past that if attacked, the country would respond by shutting off the Strait of Hormuz, the mouth of the Gulf through which around 40 percent of the world's oil and gas supplies pass, as well as by attacking American bases in the Gulf.

In 1988, the U.S. Navy accidentally shot down an Iranian civilian airliner over the waterway as the eight-year Iran-Iraq war was winding down and killed nearly 300 people. Iran claimed it was intentional, as a show of support to Iraqis. The U.S later paid compensations for the victims.The three-day war games brought in naval, air and ground units from the Revolutionary Guard, state television reported. In the past four years, the maneuvers were held in the summer, and there was no official explanation why they were brought forward this year. But it came after repeated denunciations by Iran's top leaders over the past week of the new U.S. nuclear policy.On Thursday, the military unveiled a new attack speedboat, describing it as an ultra-speed and smart vessel called Ya Mahdi.Iran also said 313 smaller speedboats with the capability of firing rockets and missiles would participate.

State television later showed video footage of a Ya Mahdi vessel firing rockets at a still target in the sea, while dozens of the small speedboats launched rocket-propelled grenades at an abandoned ship and troops boarded it in a simulated attack on an enemy warship.On Wednesday, Defense Minister Gen. Ahmad Vahidi said new weapons would be test-fired in the war games, but did not give details. Iran has declared many advances in its military industries and sciences to demonstrate self-sufficiency despite sanctions and attempts by the U.S. and its allies to isolate the country.The annual maneuvers are also a testimony to the growing power in Iran of the Revolutionary Guard, the elite force tasked with protecting the rule of Islamic clerics. The 120,000-member force is separate from the regular military, with its own naval, air and ground forces, and has grown to take a hand in every critical area including missile development, oil resources, dam building, road construction, telecommunications and nuclear technology. It also has taken the lead in cracking down on Iran's domestic opposition amid the turmoil since last year's disputed presidential election.

U.S. officials played down the significance of the war games.

Pentagon press secretary Geoff Morrell said they don't seem out of the ordinary from what Iran's military has done in the past. He also said Tehran often makes exaggerated claims about its weapons testing.The U.S. Navy said its expected no significant impacts to its operations in the area, where it has a number of ships, including the aircraft carrier USS Eisenhower.On Wednesday, ahead of the exercises, Khamenei spoke to a conference of nurses and denounced Obama's new nuclear guidelines. U.S. officials have said the changes aim to push Iran into cooperating with the U.N. on its nuclear program, but the supreme leader depicted them as dangling the threat of nuclear attack over his country. Implicit atomic threats against Iran will have no effect,he said.The Iranian people will not submit to such threats and will bring those who make them to their knees.He repeated that Iran is not seeking to build a nuclear weapon. The nuclear powers, particularly the United States, are using their nuclear might to try to impose their authority over the world,he said. KAMPALA, Uganda – Iran's president is in Africa this week to build alliances to evade stronger U.N. sanctions for his country's nuclear program, ease its international isolation and strengthen its economy.Both Zimbabwe and Uganda, the two countries President Mahmoud Ahmadinejad is visiting, have something to offer.Iran has been under harsh criticism from Western nations for pressing ahead with uranium enrichment programs it says are to produce nuclear energy. The West fears the militant Islamic state could develop nuclear weapons.Iran hopes to persuade non-permanent members of the U.N. Security Council, such as Uganda, to vote against new sanctions or at least abstain from the vote, said Alireza Nader, an Iran expert at the Washington-based Rand Corp.Zimbabwe's isolation from the West also appeals to Iran, which is coming under stronger pressure due to its ongoing nuclear program.

In Uganda, Ahmadinejad will discuss his country's nuclear program with President Yoweri Museveni. Uganda has not yet ruled out the possibility it could vote for sanctions against Iran over its nuclear program, said Tamale Mirundi, a spokesman for Museveni.Ahmadinejad landed in Uganda Friday night where he is expected to personally make his case after a two-day trip to Zimbabwe, where President Robert Mugabe urged him to remain resolute in defiance of the West.Ugandan Foreign Affairs Minister Sam Kutesa told The Associated Press that while Uganda is a signatory to the Nuclear Nonproliferation Treaty and wants nuclear weapons eliminated, we strongly believe that every country has a right to use nuclear energy for peaceful purposes.In Uganda, the Iranian leader also finds a potential business partner just beginning to tap its oil resources. Oil-rich Iran is in the running to build an oil refinery for the African country. It's also built a housing complex with thousands of units and is looking at building a tractor assembly plant and a beef cannery.

Earlier Friday, Ahmadinejad opened a trade fair in Zimbabwe, where he castigated Western nations, saying their bad behavior had enslaved Africans.Some oppressive and arrogant states deny people their rights. Today, they are trying to possess and control world resources,he said, speaking through an interpreter.They want to hinder the way to scientific and development improvements in our countries.Ahmadinejad arrived at the fair in the city of Bulawayo with Mugabe in a vintage British colonial era Bentley limousine and inspected a guard of honor. Ahmadinejad was the first leader from outside Africa to open the exposition since Zimbabwe won independence from Britain in 1980. The first colonial Bulawayo fair 50 years ago was opened by British royalty, conveyed to the site in a similar car.Iran is the largest participant at the fair. Many traditional Western exhibitors and local industries have stayed away from the annual trade fair, once a showcase of regional goods and products, because Zimbabwe's economy has tanked under Mugabe.Ahmadinejad said Iran is interested in Africa's markets and could find like-minded leaders in Africa who face problems with the West. SAN'A, Yemen – Yemen's most influential Islamic cleric is vowing to gather a million signatures to protest a draft law banning child brides in the impoverished country.
Sheik Abdul-Majid al-Zindani spoke Saturday at a conference in the Yemeni capital, San'a.Proposed legislation to set a minimum marriage age of 17 has been stalled by opposition from religious leaders who say it's un-Islamic. A quarter of all females marry before they turn 15 in Yemen.This month a 13-year-old bride bled to death after she her 23-year-old husband forced her to have sex.The radical cleric says if the law is passed, he'll gather a million signatures to demand that it be repealed. If that doesn't work, he promises to organize mass protests.

Israeli police arrest attacker at Christian shrine

JERUSALEM – Israeli police say officers shot and wounded a knife-wielding tourist who threatened to stab visitors at a sacred Christian shrine in Jerusalem.Police spokesman Shmulik Ben Ruby said the man waved a knife at people visiting the Church of the Holy Sepulcher on Friday evening. He said a police officer on duty nearby ordered the man to put the weapon down and shot him in the leg when he failed to do so.The man was taken to hospital for treatment. Nobody else was hurt in the incident.

Ben Ruby said the attack did not appear to be politically motivated. No further details, including the nationality of the tourist, were immediately available.Many Christians believe Jesus was crucified, buried and then resurrected at the Church of the Holy Sepulcher.

Merkel calls for better financial regulation

BERLIN – German Chancellor Angela Merkel is stressing the need for a better regulation of international financial markets, saying there is still too much speculation going on as exemplified by the financial crisis in Greece.Merkel said in her weekly video podcast Saturday that Germany had asked the European Commission to make suggestions to prohibit such speculation.The chancellor also highlighted the importance of international financial institutions like the IMF and the World Bank in creating more efficient rulings and called on them to help create a ecologically and socially compatible growth in times of globalism.Greece said Friday it would ask for a joint euro zone-International Monetary Fund financial rescue — a move that has the German public concerned that their tax money is going to bail out another country.

Bolivian president creates Mother Earth Ministry

TIQUIPAYA, Bolivia – Bolivia's president says he is creating a Mother Earth Ministry to promote the planet's rights and says that he would like to establish an international court with the power to punish nations that fail to obey emissions-reduction agreements.The court of climate justice would be located in Cochabama, the central city where President Evo Morales recently hosted a three-day climate-change conference. It was attended by environmentalists, Indian communities and Venezuelan President Hugo Chavez.Morales revealed the plans Friday as he launched a campaign to plant 10 million trees — equal to Bolivia's population — by April 22, 2011. He did not say what he would do to garner other nations' support for the climate justice court.

African Union leaders meet US national security adviser

WASHINGTON (AFP) – Senior African Union officials met US National Security Advisor General Jim Jones at the White House to discuss increased cooperation between the United States and their organization.The AU delegation, led by chairperson Jean Ping, was on the last day of a three-day visit for the first high-level bilateral talks between the African Union and Washington on issues including fighting hunger, climate change, and boosting peacekeeping operations.Jones and Ping both greatly appreciated the opportunity to meet and discuss shared challenges and opportunities in the areas of peace and security and economic development,the White House said in a statement on Friday.The two agreed on the importance of sustained engagement to strengthen cooperation on bilateral, regional, and global issues.Ping told reporters after the meeting that the AU's 53 member states face issues which are global problems, which can be solved only globally.If you want to talk about climate change or trade, no single (African) country... could be heard.
