MOSCOW – The old Vladimir Putin is back, confronting a terrorist attack in Moscow by using the same kind of coarse and colorful language that helped him win the presidency a decade ago.A day after twin suicide bombings in the subway that killed 39 people, the powerful prime minister told Russians that he is certain the masterminds of the attacks would be found. The security services have blamed extremists from the North Caucasus, a predominantly Muslim region in southern Russia that includes Chechnya.We know they are lying low, but it is already a matter of pride for the law enforcement agencies to drag them out of the sewer and into broad daylight, Putin said, directing a transportation security meeting that was shown on Russian television Tuesday.The choice of the gutter language recalled Putin's famous threat to wipe out the Chechen rebels in the outhouse after they were blamed for a series of apartment building bombings that terrorized Moscow in 1999.Putin, as prime minister at the time, sent in overwhelming military force to pound the region into submission and was elected president the following year.Now in his second stint as prime minister after serving two full terms as president, Putin has an excuse to revert to the tough line that shored up his authority following past terrorist attacks. While welcomed by many Russians, it also is raising fears that civil liberties may be further sacrificed under the pretext of fighting terrorism.

Capitalizing on the outrage, members of the Kremlin-loyal parliament proposed bringing back the death penalty for terrorism. Russia has imposed a moratorium on capital punishment, but has been reluctant to outlaw it due to broad public support for the death penalty.Monday's subway bombings, carried out by two women, are the first terrorist attacks in Moscow in six years. Nothing of the kind would have been possible under a dictatorship.But the attacks have also given new impetus to President Dmitry Medvedev's efforts to address the root causes of the terrorism in the Caucasus, where deep poverty, rampant corruption and heavy-handed tactics by security forces have provided fertile ground for Islamic militants. PROVIDENCE, R.I. – Rainfall records are being set across the Northeast as a storm pounds the region for a second day.By Tuesday afternoon, Providence, R.I., recorded more than 15 inches of rain for the month, becoming the rainiest of any month on record. The previous record for the rainiest month was set in October 2005.Boston set a record for the month of March, topping a mark set in 1953, with nearly 14 inches of rain. It is now the second rainiest month since recordkeeping began in 1872.New Jersey and parts of New York City also set March records. Rainfall totals reached record levels in Central Park for March. Monthly rainful approached record levels in Portland, Maine.The latest deluge is the second major rainstorm in the region this month.

CRANSTON, R.I. – A record-shattering rainstorm hammered the Northeast on Tuesday, delivering widespread flooding for the second time this month and unleashing particular havoc in Rhode Island, a tiny coastal state already beleaguered by a sagging economy and backbreaking unemployment rate.The storm soaked all corners of what is known as the Ocean State, pushing rivers over their banks, closing roads and schools, and requiring hundreds of people to evacuate, including by boat. The rain finally tapered off by Tuesday afternoon but resumed in Providence by evening, with officials bracing for what is expected to be the most severe flooding to hit the state in more than 100 years.As flood waters began to sweep through first floors in some areas, rivers from Maine down to the New York area weren't even expected to crest until Wednesday or Thursday.None of us alive have seen the flooding that we are experiencing now or going to experience, Rhode Island Gov. Don Carcieri said Tuesday night.This is unprecedented in our state's history.The rain came as residents were still recovering from a storm two weeks ago that dumped as much as 10 inches on the region and led President Barack Obama to declare a major disaster in all but one Rhode Island county. Jack Reed and Sheldon Whitehouse asked Obama to extend the disaster to all of Rhode Island and also to make a federal emergency declaration.Rhode Island's state and local governments have scant financial resources to support a robust recovery effort, the senators wrote.Even fishermen were hit: Shellfish beds in Rhode Island and Massachusetts were closed because of sewage overflows and failures at wastewater treatment facilities caused by flooding.National Guard troops were activated in Rhode Island, Massachusetts and Connecticut. Scattered home evacuations were reported in those states, as well, and residents in flood-prone areas of New Hampshire were put on alert that they may have to leave. The nearly 14 inches of rain that fell this month in Boston broke the previous March record of 11, according to the National Weather Service. New Jersey and parts of New York City also set March records. And by Tuesday afternoon, Providence had recorded more than 15 inches of rain in March, becoming the rainiest of any month on record.
In one water-weary neighborhood along the Pawtuxet River in Cranston, basements were flooded by early Tuesday morning as water levels approached waist-deep levels toward the end of the street. One resident hung a sign: FEMA + State + City of Cranston. Buy our houses.Right now it's bad and getting worse, said Brian Dupont, a real estate broker who owns two homes on the street. He feared the dozens of sandbags protecting the homes would offer minimal protection.We've got a saying, It's like trying to shovel against the tide.It's terrible, terrible,said Dupont, who was afraid the home might now be unsellable.Standing water pooled on or rushed across roads in the region, making driving treacherous and forcing closures. Interstate 95, a major East Coast thoroughfare, was flooded down to one lane in some areas of Rhode Island. In Maine, a dam in Porter let loose Tuesday morning, sending a torrent of water down country roads. No evacuations or injuries were reported. North of New York City, a man in his 70s drove past a barricade onto a flooded section of the Bronx River Parkway and had to be rescued from the roof of his truck, Westchester County police said. On Long Island, rain coupled with tides inundated a 20-mile stretch of oceanfront road in Southampton. In Connecticut, heavy rains caused the earth under a Middletown apartment complex parking lot to give way, leaving two buildings teetering over the ravine of a river. Residents have been evacuated to an emergency shelter at a local high school.

Weather-related delays averaged three hours at Newark Liberty International Airport and two hours at New York's La Guardia Airport, according to the Port Authority of New York and New Jersey. In New York City, a mudslide caused some interruptions on a commuter rail line in the Bronx. Obama issued disaster declarations for many areas of New England to free up federal aid to residents and households for damages caused by late winter and early spring storms. Assistance can include grants for temporary housing and home repairs, and low-cost loans to cover uninsured property losses.

UN says El Nino good news for Haiti hurricane risk

GENEVA – The U.N. weather agency says the ongoing El Nino weather system could lessen the strength of hurricanes in the North Atlantic and mean good news for earthquake-rattled Haiti.The World Meteorological Organization says the El Nino effect may persist through midyear, halfway through the region's March-November hurricane season.Senior WMO official Rupa Kumar Kolli says it will be difficult to predict before May how long the El Nino effect will last.He told reporters in Geneva on Tuesday that past experience indicates neutral conditions are likely by midyear.
Kolli says the chance of a swing to the La Nina effect that increases hurricane strength in the North Atlantic is unlikely.

Tornado topples crane at Bahamas port, killing 3

FREEPORT, Bahamas – A tornado touched down during a fierce thunderstorm in the Bahamas on Monday and toppled a port crane, killing three people and injuring at least four.The crane collapsed at the Freeport Container Port on the western side of Grand Bahama, where trees were uprooted and windows blasted out of hotels as at least one tornado cut a destructive path on the island about 60 miles (100 kilometers) east of Florida.Two people were inside the crane when it fell and both died, said Capt. Stephen Russell, director of the Bahamas National Emergency Management Agency. Russell said a third person was also killed and four were injured at the port, but he had no details.Witness Glen Marchesani told The Tribune newspaper that the dead and injured were part of a crew of around 10 men doing maintenance work on one of the port's 10 cranes when it came crashing down.The foundation of the crane was ripped from the ground. Mangled metal from the toppled crane splashed into the roiling water at the port or came to rest on a rocky embankment.

A government statement said the tornado damaged six of the port's cranes. The Bahamas Information Services said the port will likely be closed for days and is expected to operate at a reduced capacity when it reopens.Godfrey Smith, director of the Freeport Container Port, declined to release the victims' names, saying company executives were still trying to contact relatives. He said further details about the fatalities would be released following an investigation.Elsewhere on Grand Bahama, the storm blew out windows, stripped shingles and peeled off a few roofs. Wind-whipped debris hung from trees.After hitting Grand Bahama, the storm moved toward Abaco island and the capital of Nassau on New Providence. No damage was immediately reported on those islands.Hurricanes are common in the Bahamas but tornadoes are relatively rare. Pat Butler, a forecaster with the Bahamas Meteorology Department, said they occur about once every three years in the island chain.Damage on Grand Bahama appeared to be greatest in and around Port Lucaya and Freeport, with witnesses reporting many uprooted trees, broken windows and damaged roofs and cars.

Several guests at the Island Seas Resort were taken to the hospital with minor scrapes from debris but none were seriously injured, said Hubert Gibson, the hotel's activity director.Everybody's OK. It just caught us off guard, he said.Racquell Harvey, who works at the Port Lucaya Marina, said five boats were damaged as they seesawed in their berths while the storm whipped up white-crested waves around noon.The tornado just came out of nowhere,Harvey said at the marina's office.We were thinking it was just a rain storm, then we saw it coming all of a sudden. Undersea volcano threatens southern Italy: report

ROME (AFP) – Europe's largest undersea volcano could disintegrate and unleash a tsunami that would engulf southern Italy at any time, a prominent vulcanologist warned in an interview published Monday.The Marsili volcano, which is bursting with magma, has fragile walls that could collapse, Enzo Boschi told the leading daily Corriere della Sera.It could even happen tomorrow, said Boschi, president of the National Institute of Geophysics and Volcanology (INGV).Our latest research shows that the volcano is not structurally solid, its walls are fragile, the magma chamber is of sizeable dimensions, he said. All that tells us that the volcano is active and could begin erupting at any time.The event would result in a strong tsunami that could strike the coasts of Campania, Calabria and Sicily, Boschi said.The undersea Marsili, 3,000 meters (9,800 feet) tall and located some 150 kilometres (90 miles) southwest of Naples, has not erupted since the start of recorded history.It is 70 kilometres long and 30 kilometres wide, and its crater is some 450 metres below the surface of the Tyrrhenian Sea.A rupture of the walls would let loose millions of cubic metres of material capable of generating a very powerful wave, Boschi said.
While the indications that have been collected are precise, it is impossible to make predictions. The risk is real but hard to evaluate.

The sweet perfume of Liberty which once permeated the Halls of Congress and the White House is conspicuously missing. At one time a Patriot could walk through the halls of Congress enjoying the touch of Liberty and the rich pride of national ownership as a Citizen of this great land, but something has changed.
Today, the aroma of Liberty has grown stale; a dowdy cloud of ominous proportion hangs over Washington like an impending storm waiting to pour forth its fury.
The once great offices of our elected officials are now emanating a clammy and decayed odor. As if by the hand of a cruel warlock a dark and eerie spell has been cast over a once vibrate and thriving setting, turning the halls of Liberty into corridors of depression, loss and gloom.Many Congressional offices now appear to be filled with fallen morale, which in times past were occupied with dreams, visions and a burning desire to build our great land. These offices just a few short weeks ago, were basking in victory, now their revelry has been replaced with melancholy as the impact of their deeds turns rancid, decomposing into rot.Many progressives fear the retribution from the very Citizens they were elected to serve. Behind the smiles and seemingly gallant faces are hints of concern, panic and dread. Washington is beginning to realize the magnitude of the disaster which is hurtling toward Capitol Hill. A terrifying calamity launched on March 23rd, 2010 is scheduled for impact the first week of November.

The angst, unease and disappointment for the once heralded idea of ‘change’ has fallen, being replaced with agonizing disbelief and quickly vanishing dreams of the now self imposed Lame-Duck candidates.Oh, the talk of victory is still on the lips of the absurd, the hopes of defeating the powerful onslaught of the Conservative movement is a tantalus of hope for those who irrationally believe they can construct a Hail Mary campaign, thereby saving their careers. The rancid order of socialism, quietly discussed behind closed doors, is now seeping into the nostrils of the people. The lingering cesspool stench of the progressive fetid calamity now clings to the Democrat Party and has become a foul reek in the nostrils of the people. The disgusting odor of decayed politics can no longer be ignored.The American people caught whiff of the bitter toilet water of Socialism as they watched entire industries seized by the iron fist of Washington. Citizen’s nostrils were filled with the pungent tang of globalism as trillions of their hard earned dollars were squandered by endless Bail-Outs, hollow Stimulus Bills and rotting pig barrel politics. The people recoiled in nausea and disfavor from the disgusting odor of the arrogant putsch as it seized 1/6th of our economy.The sight and smell of the decay of Liberty has been overwhelming. The owners of this great land watched in dismay, covering their noses with our beloved flag as they witnessed the spectacle of our elected officials buckling under the pressure of strong arm tactics, blackmail, bribes and finally surrendering our precious votes to the great unwashed purveyors of garbage politics.

But all is not lost. We The People, to the chagrin of Washington, have the power. We The People own our beloved nation, our votes, and greatest of all, our will to be free.We The People, being faced with an internal struggle, are rising to the call for restoration. We will not stand by and watch Obama turn our country into Frankenstein’s laboratory, shredding our constitution, bill of rights and freedom as Hitler did with his country.Tyrants and Dictators are predictably similar in how they take over. They ride in as the savior of change and hope. They offer health care, jobs for all, a refreshed national identity and protection from danger and harm….that is danger and harm they usually create to blame on enemies…..you know those groups who didn’t vote for them. The rope circles around the seduced neck of the people only after the dictator bribes his way in or gets voted in. One thing is for sure looking at recent history. Once a socialist/communist dictator gets into power, like terminal cancer he and his administration smother and take control of every aspect of the economy, educational system, health care system and military. They shred and control media, entertainment and religion.In 1919, Lennon wrote after his take over of Russia that the way to control a country is to first take over the industry, the land, and the banks. Lennon tricked and inspired millions and so did Hitler. These dictators didn’t come in, appearing like monsters. They were the messiahs of change and hope. Their exhaustive plans involved developing a huge and seduced fan base at first while aggressively and quickly finding and destroying anyone against them.

Kitty Werthmann was living in Austria when Hitler took over Germany next door. She recalls how deeply depressed Austria was in 1938. Nearly one-third of their workforce was unemployed. They had 25% inflation and 25% interest rates on bank loans.People were begging for food and bankruptcies were happening daily. Austria was in a mess so they were thrilled when Hitler promised big things and was elected in. There was no talk of persecuting or attacking the Jews. The Austrians were promised jobs, healthcare, protection and recovery.Kitty said that after the election was over there was instantly law and order. German officials were appointed everywhere and there was dancing in the streets. Though Austria was largely a Catholic country, suddenly in schools everywhere, all Catholic symbols and crosses were taken down and pictures of Hitler were put up everywhere.Hitler targeted and controlled education and stopped religious instruction for kids in schools. The new church for the children of Austria and Germany was still every Sunday but it now was forced attendance at the National Youth Day. The first two hours was political indoctrination every Sunday, then the rest of the day they played all kinds of sports. Naturally the equipment was free. Children went home thrilled each Sunday and were getting brainwashed. Parents had no choice but to send their children each Sunday or else be fined or taken to jail.

Hitler immediately introduced socialist health care. People were going to the hospital for everything now, lines were huge and doctors were paid a salary by the Government. The Austrians soon paid 80% of their income in taxes. Government gave loans for the newly married, and took care of everything from day care needs are to paying all College tuition.As the noose tightened around education, religion, healthcare and enforcement, the mercy killings started in. Kitty, then student teacher in a small village in the Alps, described 15 mentally retarded adults who were known in the community and did good manual work. One day they were rounded up and taken to an institution where the State Health Department would teach them a trade and various skills. Their families where forced to sign papers saying that they wouldn’t visit them for 6 months. They were told that any visits could cause homesickness and disrupt the program. The letters started arriving back to the parents after several months saying these people had died natural deaths. Of course, they all knew 15 completely healthy adults could not 6 months later have all died natural deaths. They knew they were killed. Euthanasia started to become more common as Hitler’s real world view of perfection started to come out.Hitler’s final control step of the Germans and Austrians was Gun laws and control. He started with gun registration. Once that was done, he said that guns were causing too much crime and that it was best for all to turn in their guns. They knew that authorities already knew who owned what so they complied.When you look at Hitler, Saul Alinsky, Stalin, Lennon, Chavez, Castro and others you see huge similarities with the strategy and world view of Obama. It is the same, promise of health care, jobs and opportunities. There is always a contrived crises or two the big Government has to magically solve, while blaming the enemies they want to create.

Obama is on the same control and dictatorship path as Hitler. First we saw the massive seduction over 15 months, now the controls and intimidation grow with his administration. This Health care bill might as well have been Hitler’s Enabling Act of March 23rd 1933. It also shreds our constitution and forces socialized health care on the people, rationing care for the unwanted and expensive seniors as they age and forcing us all to pay for the Government slaughter of babies, abortion. This bill, run by the IRS might as well be the Nazi party, as it encourages euthanasia, abortion and rationed care as Hitler did early on in Austria and Germany. Rep. Burgess stated the obvious about this nightmare bill when asked about the use of the Commerce clause excusing forced mandates by the Government. In a www.CNSNews.com interview Rep. Burgess, a doctor, stated, No, I personally do not, and I think that is exactly right. Never before in the history of this country have we had the ability to coerce American citizens to purchase something and then invoke the Commerce clause after we coerce that purchase.He went on…..It just flies in the face of what a free society should be, so I’m perfectly comfortable with the attorneys general bringing suit against this bill,Yes, law suits are flying by Attorney Generals and other groups. We must stand no matter how awkward, inconvenient or expensive it is. Our freedom and country is at stake.Obama isn’t stopping with forced Health care and the controls attached to that. He is going to manipulate votes by pushing amnesty for illegal aliens, controlling American businesses through cap and trade, then he will find a manipulative, back door way to come for our guns….most likely with a UN Treaty he is already working toward.

A renowned environmentalist, known for his advocacy of population reduction as a means of offsetting climate change, has called for a more authoritative world where freedom comes second to tackling what he sees as the devastating effects of global warming.Futurist James Lovelock, tells the London Guardian that he believes It may be necessary to put democracy on hold for a while, in order to save humanity.

We need a more authoritative world.Lovelock states.We’ve become a sort of cheeky, egalitarian world where everyone can have their say. It’s all very well, but there are certain circumstances – a war is a typical example – where you can’t do that. the 90 year old proponent of the Gaia hypothesis adds.You’ve got to have a few people with authority who you trust who are running it. And they should be very accountable too, of course.But it can’t happen in a modern democracy. This is one of the problems. What’s the alternative to democracy? There isn’t one. But even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being. I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while.Lovelock concludes.Which people with authority could Lovelock have in mind for this tyrannical takeover in the name of mother Earth? Certainly not the disgraced UN affiliated climate scientists, whose involvement in several recent scandals even Lovelock admits is reprehensible:Fudging the data in any way whatsoever is quite literally a sin against the holy ghost of science. I’m not religious, but I put it that way because I feel so strongly. It’s the one thing you do not ever do. You’ve got to have standards.he states in the interview.Lovelock also has little faith in renewable energies, carbon trading or cap and tax schemes, which he previously told the New Scientist are verging on a gigantic scam:

Carbon trading, with its huge government subsidies, is just what finance and industry wanted. It’s not going to do a damn thing about climate change, but it’ll make a lot of money for a lot of people and postpone the moment of reckoning. I am not against renewable energy, but to spoil all the decent countryside in the UK with wind farms is driving me mad. It’s absolutely unnecessary, and it takes 2500 square kilometres to produce a gigawatt – that’s an awful lot of countryside.Lovelock repeats this sentiment in his latest interview with the Guardian, noting:I don’t know enough about carbon trading, but I suspect that it is basically a scam. The whole thing is not very sensible. We have this crazy idea that we are setting an example to the world. What we’re doing is trying to make money out of the world by selling them renewable gadgetry and green ideas. It might be worthy from the national interest, but it is moonshine if you think what the Chinese and Indians are doing [in terms of emissions].So, perhaps Lovelock would point to his friends at The Optimum Population Trust, a notorious UK-based public policy group that campaigns for a gradual decline in the global human population to what it sees as a sustainable level.Lovelock became a patron of the thinktank in 2009. In a statement released by the trust to mark the appointment, Lovelock called on the environmental movement as a whole to recognise the truth and speak out on the link between rising human numbers and global warming.Lovelock said: Those who fail to see that population growth and climate change are two sides of the same coin are either ignorant or hiding from the truth. These two huge environmental problems are inseparable and to discuss one while ignoring the other is irrational.

He added: How can we possibly decrease carbon emissions and land use while the number of emitters and the space they occupy remorselessly increases? When will the environmentalists who claim to be green recognise the truth and speak out? So, essentially Dr Lovelock advocates the destruction of freedom in order that an overriding authoritative global power can oversee the radical stemming of the planet’s human population – nice.Roger Martin, chair of OPT, said of Lovelock’s appointment: We desperately need to remember that future population growth is not a fact to be passively accepted but something over which we have control, and that limiting it could therefore play a major role in curbing emissions. Tragically, the green movement has chosen to forget this. With the help of eminent individuals such as James Lovelock, we will do our best to remind them.The OPT also has as patrons controversial primatologist and environmentalist Jane Goodall, who thinks that caging chimps and other apes is better for them than letting them live free in the wild; Professor Aubrey Manning, president of the UK’s Wildlife Trusts; and Sir Crispin Tickell, the ex-diplomat credited with the greening of former Prime Minister Margaret Thatcher.The OPT also boasts as a patron BBC darling wildlife broadcaster and film-maker Sir David Attenborough, who has called for a one child policy like that of Communist China to be implemented in Britain. The proposal is one of the OPT’s main initiatives.

The think tank is also home to Jonathon Porritt, former chair of the UK Sustainable Development Commission, one of Prime Minister Gordon Brown’s leading green advisers, who has stated that Britain’s population must be cut in half from around 60 million to 30 million if it is to build a sustainable society.We have exhaustively exposed the nonsense behind the idea that the Earth’s current population levels are exceeding sustainable levels and are contributing to devastating climate change, however, Lovelock and his ilk at the OPT remain in positions of influence.Lovelock is also an ardent advocate of geoengineering the planet in the name of controlling the climate. In 2007 Lovelock proposed laying vast swathes of pipes under the world’s oceans in order to pump water from the bottom of the seas – rich in nutrients, but mostly dead – to the top. The idea being that the action would encourage algae to breed, absorb more carbon and release more dimethyl sulphide into the atmosphere, a chemical known to seed sunlight reflecting clouds.Effectively, Lovelock wants to try and block out the sun, the source of all life on this planet – nice.Lovelock is also a member of The Royal Society of Edinburgh, an organization that has thrown its full weight behind the global warming movement, lending its absolute support for legislation aimed at reducing carbon emissions by 80%, a process that will devastate the global economy and living standards.This organization has been even more vehement than national governments in its advocacy of the man-made cause of global warming, calling for such drastic CO2 cuts to be made in the short term, not even by the usual target date of 2050.In his most recent book The Vanishing Face of Gaia, Lovelock concludes that the damage caused by overpopulation, species decline and carbon emissions is already so great that modern civilisation is finished. notes James Delingpole at the London Telegraph.Before the end of this century, he argues, rising sea levels and overheating will have rendered whole swathes of our planet uninhabitable and such few survivors as there are will have to make do as best they can.Delingpole adds.Lovelock, The Royal Society and the OPT may sound like crazy nutcases, but unfortunately for us, they are extremely influential within the environmental movement. They are also far from alone in their thinking.

GENEVA – The world's largest atom smasher threw together minuscule particles racing at unheard of speeds in conditions simulating those just after the Big Bang — a success that kick-started a megabillion-dollar experiment that could one day explain how the universe began.Scientists cheered Tuesday's historic crash of two proton beams, which produced three times more energy than researchers had created before and marked a milestone for the $10 billion Large Hadron Collider.This is a huge step toward unraveling Genesis Chapter 1, Verse 1 — what happened in the beginning, physicist Michio Kaku told The Associated Press.This is a Genesis machine. It'll help to recreate the most glorious event in the history of the universe.Tuesday's smashup transforms the 15-year-old collider from an engineering project in test phase to the world's largest ongoing experiment, experts say. The crash that occurred on a subatomic scale is more about shaping our understanding of how the universe was created than immediate improvements to technology in our daily lives.

The power produced will ramp up even more in the future as scientists at the European Organization for Nuclear Research, or CERN, watch for elusive particles that have been more theorized than seen on Earth.The consequences of finding those mysterious particles could affect our conception of who we are in the universe, said Kaku, co-founder of string field theory and author of the book Physics of the Impossible.Physicists, usually prone to caution and nuance, tripped over themselves in superlatives praising the importance of the Large Hadron Collider and the significance of its generating regular science experiments.This is the Jurassic Park for particle physicists,said Phil Schewe, a spokesman for the American Institute of Physics. He called the collider a time machine.Some of the particles they are making now or are about to make haven't been around for 14 billion years.The first step in simulating the moments after the Big Bang nearly 14 billion years ago was to produce a tiny bang. The most potent force on the tiny atomic level that man has ever created came Tuesday.Two beams of protons were sent hurtling in opposite directions toward each other in a 17-mile (27-kilometer) tunnel below the Swiss-French border — the coldest place in the universe at slightly above absolute zero. CERN used powerful superconducting magnets to force the two beams to cross; two of the protons collided, producing 7 trillion electron volts.

It's bizarrely both a record high and a small amount of energy.

It's a record on the atom-by-atom basis that physicists use to measure pure energy, Schewe said. By comparison, burning wood or any other chemical reaction on an atom scale produces one electron volt. Splitting a single uranium atom in a nuclear reaction produces 1 million electron volts. This produces — on an atom-by-atom scale — 7 million times more power than a single atom in a nuclear reaction, Schewe said.The reason this is safe has to do with the amount of particles in the collider. Tuesday's success involved just two protons making energy, instead of pounds of uranium, Schewe said.Kaku, a professor at City College of New York, described the amount of energy produced as less than the total energy made by two mosquitoes crashing.The successful collision was viewed by scientists watching monitors, who cheered the results.That's it! The data generated is expected to reveal even more about the unanswered questions of particle physics, such as the existence of antimatter and the search for the Higgs boson, a hypothetical particle — often called the God particle — that scientists theorize gives mass to other particles and thus to other objects and creatures in the universe. The collider also may help scientists see dark matter, the strange stuff that makes up more of the universe than normal matter but has not been seen on Earth.Those particles are the missing piece from a jigsaw puzzle with thousands of pieces that explain the physics of the universe, Kaku said. It could help in the elusive theory that explains everything. In the past, every time we unraveled a force (of physics) it changed human history, Kaku said.Now we're talking about all forces.He compared it to events such as the Industrial Revolution, the electric and the nuclear age. Such events followed breakthroughs made by Isaac Newton, Thomas Edison and Albert Einstein. It won't happen immediately, maybe centuries down the line, but it could answer questions about the Big Bang, alternate universes and whether time travel is possible, Kaku said.

The atmosphere at CERN was tense considering the collider's launch with great fanfare on Sept. 10, 2008. Nine days after its inauguration, the project was sidetracked when a badly soldered electrical splice overheated, causing extensive damage to the massive magnets and other parts of the collider some 300 feet (100 meters) below the ground. It cost $40 million to repair and improve the machine. Since its restart in November 2009, the collider has performed almost flawlessly and given scientists valuable data. It quickly eclipsed the next largest accelerator — the Tevatron at Fermilab near Chicago. Future experiments will follow over the objections of some who fear they could eventually imperil Earth by creating micro black holes — subatomic versions of collapsed stars whose gravity is so strong they can suck in planets and other stars. CERN and many scientists dismiss any threat to Earth or people, saying that any such holes would be so weak that they would vanish almost instantly. In the universe, where black holes collide, this is nothing, Kaku said. From Nature's point of view, she laughs and says this is a peashooter, Kaku said. Bivek Sharma, a professor at the University of California at San Diego, said the images of the first crashed proton beams were beautiful.It's taken us 25 years to build,he said.This is what it's for. The index briefly hit an 18-month high.South Korea's Kospi index and Taiwan's benchmark were both up about 0.1 percent.Missing out were Australian stocks, which slipped after the government said retail sales unexpectedly fell 1.4 percent in February. Australia's benchmark declined 0.1 percent.Overnight in New York, the Dow Jones industrials added 0.1 percent to 10,907.42. Sentiment brightened after consumer confidence grew more than expected in March. BUCHAREST (AFP) – Europe is in danger of being relegated to the second division of world economic powers, while the United States and Asia bounce out of the global downturn, the head of the IMF warned on Tuesday.The risk for European economies is to be in the second league and not in the first, with the United States and Asia, International Monetary Fund chief Dominique Strauss-Kahn said in an address to students in Bucharest.There is a probability that, if Europeans do not act swiftly, in 10 or 20 years' time the fight will be between the US and Asia, while Europe will be left aside,he added during a brief visit to ex-communist Romania.Strauss-Kahn said that although the economic situation was better than a year ago, Europe's rebound was still slow.Recovery is going fast in some parts of the world, such as Asia, not so bad in Latin America and probably going to accelerate in the United States.

What about Europe? Europe is still lagging behind, he warned.His comments came as the IMF slashed its forecast for growth in Germany -- Europe's biggest economy -- to 1.2 percent this year, down from a projection of 1.5 percent, warning that recovery would be moderate and fragile.Europe as a whole faces anaemic growth and public finance troubles in the coming months as a result of the global economic crisis.The IMF also told Italy that its economic recovery would be modest and it should implement fiscal discipline and implement structural reforms.Meanwhile the central bank Portugal, which some analysts fear faces a debt crisis similar to the one in Greece, cut the growth forecast there to a meagre 0.4 percent compared to a 0.7-percent earlier prediction.In Britain, revised data showed the gross domestic product there grew by 0.4 percent in the fourth quarter of 2009, a slightly better performance than previously thought, but analysts agreed the outlook remained weak.

CANCUN, Mexico (Reuters) – OPEC officials on Tuesday appeared undecided on how to respond if oil prices rose definitively above the $70-80 a barrel range they have praised this month, highlighting a looming challenge for the cartel.Although prices have held calmly within this band for much of 2010, U.S. crude, currently around $82 a barrel, is near the top of its recent range, and some analysts said it could push even higher as demand from the United States and other industrialized nations rebounds as their economies recover.Some major consumers at the biannual International Energy Forum (IEF) agreed with OPEC members' claims the $70-80 price was good for both sides, providing sufficient revenues for producers and incentives to build new projects but not so high as to choke off growth in importing nations.

But there was no sign of a clear consensus by OPEC members at what price they would ramp up production if prices broke above the band Saudi Arabian Oil Minister Ali al-Naimi this week called most appropriate.Prices above $85 for a sustained period of time could well be harmful. We have to be aware that the economic recovery is still fragile,an OPEC delegate told Reuters on the sidelines of the forum, which is aimed at promoting dialog between oil consumers and producers.Naimi did not respond to questions about whether $85 a barrel would mean a rise in output. Asked the same question, a person familiar with Saudi thinking said simply: No.Algerian Oil Minister Chakib Khelil stressed that oil markets could sustain the current oil price for six months to a year, and that OPEC had no specific target price that would trigger an increase in production.Some members of the cartel aren't waiting for a policy decision to gradually step up production. Total supply from OPEC's 11 members rose by 200,000 barrels per day (bpd) in March, taking compliance with supply curbs agreed in December 2008 to just about 50 percent, a Reuters survey found.I'm not very happy with that percentage, OPEC Secretary General Abdullah al-Badri said on Monday, pinpointing OPEC compliance last month at 54 percent.

BAGHDAD – Prime Minister Nouri al-Maliki's postelection strategy suggests he is prepared for a long and bitter fight to hold on to power, even if it alienates the country's Sunni community and risks new sectarian warfare.The Iraqi leader is trying all sorts of legal maneuvers to deny victory to his chief opponent, former prime minister Ayad Allawi, whose secular, nationalist bloc won the most parliamentary seats in the March 7 elections and presumably the right to try to form a new government.Even if al-Maliki sticks with nominally legal measures, he risks serious damage to all the efforts to ease sectarian tensions which had begun to bear fruit three years after the U.S. troop surge. A resurgence of major violence would complicate U.S. plans to withdraw all its forces from Iraq by the end of next year.

The showdown has cast a spotlight on Iraq's judicial process, which some have said is far from independent and often subject to outside pressures. And in such a young democracy with little institutional knowledge or precedent upon which to draw, the constitution and laws passed by parliament are not always clear.No issue is potentially more explosive than a committee's attempts to disqualify some winning candidates because of ties to Saddam Hussein's regime. Sunnis view the committee, led by a Shiite with ties to the Lebanese militant group Hezbollah, as nothing other than a group dedicated to purging Sunnis from government.While al-Maliki does not directly control the committee, he has certainly benefited from its actions and has done little to deter it. At least four candidates targeted by the committee are from Allawi's party list, which includes many Sunnis and won significant voter support from the minority sect. If a court disqualifies enough candidates to tilt the race in al-Maliki's favor, that would be a huge provocation to Sunnis.Even before the final vote tallies were announced Friday, al-Maliki was maneuvering to put himself in a better position, likely sensing the results were not going his way.The prime minister went to the Supreme Court on Thursday and asked for a legal definition of what constitutes the largest bloc. Security Council are pushing for a fourth round of sanctions against Iran, which many nations suspect is trying to develop nuclear weapons.China -- which, as a permanent council member, can veto the move -- has traditionally been cool to the idea of punishing Iran further. Diplomats say Beijing is slowly losing patience but still favors a diplomatic solution.I believe we are making progress ... S.Korea military on alert after warship sinking

BAENGNYEONG ISLAND, South Korea (AFP) – South Korea said Wednesday it has ordered all government officials to stay on emergency alert until the crisis sparked by the mysterious sinking of a warship is resolved.The officials have been told not to take leave and to stay alert even while off-duty in case of emergencies, the home ministry said, reiterating an instruction first issued Saturday.The 655,000-strong military and the police force was also ordered on heightened readiness after an unexplained blast tore a 1,200-tonne corvette in two Friday night near the tense border with North Korea in the Yellow Sea.A huge search for 46 missing sailors, which has claimed the life of one naval rescue diver, was suspended Wednesday due to stormy seas.The military officially refuses to abandon hope but officers said privately there was no chance anyone could still be alive in watertight compartments inside the sunken hull.Seoul has not cited any evidence the North was involved, although the defence minister has said a North Korean mine -- either drifting or deliberately placed -- might have caused the disaster.The disputed border was the scene of deadly naval clashes in 1999 and 2002 and of a firefight last November.

Navy chief Kim Sung-Chan has said the ship's munitions storage room did not appear to have exploded and the ship was broken in two because of powerful outside pressure or an (exterior) explosion.Dong-A Ilbo newspaper said US and South Korean intelligence had satellite photos showing submersible craft moving in and out of a west coast base at Sagot in North Korea before and after the sinking.North Korean submersible or semi-submersible craft often disappear and return, and it is difficult to link it to the incident in a decisive manner, it quoted a Seoul government source as saying.

The defence ministry said it could not comment on the report.

A total of 58 people were rescued from the bow section of the 88-metre (290-foot) ship soon after the sinking.Hopes of finding more survivors faded Monday when divers heard no response after banging on the two sections of the sunken hull off Baengnyeong island. But angry and tearful relatives have been demanding swifter rescue action.Dozens of divers have braved the Yellow Sea's strong currents and frigid and murky waters, trying in vain to get inside the hull. One of them, father of two Han Joo-Ho, fell unconscious Tuesday and later died.Defence ministry spokesman Won Tae-Jae said waves Wednesday were up to 2.5 metres high and winds and currents were strong.He said divers have managed to open some hatches but have not penetrated inside the hull. WASHINGTON (AFP) – Weeks after warning that ties were in disarray, China is signaling a readiness to work with the United States but fresh disputes could set back relations just as quickly, analysts say.China on Monday praised the positive attitude of President Barack Obama after he voiced support for a greater relationship with the rising Asian power in receiving its new ambassador.The calls for cooperation come despite two angry Chinese protests since the beginning of the year after Obama approved an arms package to Beijing's rival Taiwan and met with Tibet's exiled spiritual leader the Dalai Lama.This was a nice symbolic movement on which the two countries could agree to change the tenor, said Nina Hachigian, a China expert at the Center for American Progress, a left-leaning think-tank.It was optically very easy to show that relations are improving,she said.But there are plenty of things coming up that could derail the relationship.Chief among them is currency. Some 130 lawmakers have called on Treasury Secretary Timothy Geithner to declare that China is manipulating its yuan's value for trade advantage -- and have threatened legislation if he does not.

The Treasury will make its decision in a report due on April 15. It comes days after Obama holds a major summit in Washington on nuclear security to which China's leaders have not yet RSVPed.If it finds China to be a manipulator, China will find it very irritating and relations could turn rocky again, Hachigian said.Other potential disputes include human rights, climate change and Internet freedom after Google reported cyberattacks by China. Turkey asks Germany for help if EU bid stalls

ISTANBUL (Reuters) – Prime Minister Tayyip Erdogan asked visiting German Chancellor Angela Merkel on Tuesday to help Turkey if its bid for EU membership becomes deadlocked, most probably because of a dispute with Cyprus.Merkel has said Turkey's negotiations to join the 27-nation bloc were open-ended, but has advocated that Turkey opts for a privileged partnership with the European Union.Turkey is adamant that it wants nothing less than full membership, and is frustrated by the slow progress. The biggest obstacle it faces relates to a dispute with Cyprus.Turkey has opened 12 out of 35 negotiating chapters, covering different policy areas, since starting formal entry talks in 2005. But 18 chapters are blocked, mostly because of Cyprus.Attending a meeting of Turkish and German business leaders with Merkel, Erdogan spoke of the danger of deadlock if Turkey completes the other chapters by the end of this year.What will happen next? said Erdogan, raising the question of whether the remaining chapters could be revised or the European Union would take a new decision on the issue. We would expect much from Germany at that point,Erdogan said.Negotiations are still suspended in eight areas that were frozen by the EU in 2006 because of Turkey's failure to comply with a 2005 agreement -- known as the Ankara Protocol -- to open its airports and ports to Cyprus.

Turkey wants the European Union to first end its isolation of Turkish Cypriots living in the north of the divided island, and it hopes that reunification talks will bear fruit.Turkish Cypriots in 1983 declared a separate state, which is only recognized by Turkey.Turkish officials now fear that if Turkish Cypriot President Mehmet Ali Talat loses an election next month the reunification talks would suffer a setback and Turkey's drive for EU membership would hit a roadblock.Merkel, on the second and final day of her visit to Turkey, said the Ankara Protocol had to be addressed to make progress.We should advance pragmatically. Advancing pragmatically means continuing the negotiating process. Turkish membership is a divisive issue in Europe. ROME – A huge chunk of a 2,000-year-old gallery in the complex including Emperor Nero's fabled Golden Palace collapsed on Tuesday, Rome's art officials said.

Firefighters searched the area, but found no victims, leading officials to say they believed nobody was inside when the structure collapsed around 10 a.m. Nero's nearby Palace had been closed as workers were doing repairs.The sumptuous palace — built by the infamous Roman emperor Nero in the 1st century A.D. — is known to many by its Latin name Domus Aurea. With its frescoed halls and gold-encrusted ceilings, it was meant as a fabled residence for one of Rome's most depraved emperors.About 60-80 square meters (645-860 square feet) of vault ceiling in one of the galleries crumpled beneath a garden frequented by tourists and passers-by.Though heavy rains in recent months may have contributed to the collapse, they would not have been the main cause, said Umberto Broccoli of Rome's artistic superintendence.There are 1,900 years of history,Broccoli said.Two months of rain are not responsible for this. It would have happened anyway.Officials suggested tree roots may also have contributed, having grown through the earth above the gallery.Broccoli said the main part of the palace was unscathed, but there was damage also to another gallery built after Nero by Emperor Hadrian.

It was one of the area's biggest collapses in 50 years, art official Antonello Vodret said, according to the Apcom news agency.The incident rekindled doubts over the stability of the site, which was shut down for 18 years until 1999 over structural concerns, which still at times force temporary closures. Water infiltration is another problem.The palace originally sprawled across nearly 200 acres (80 hectares) and occupied parts of four of Rome's seven ancient hills.Nero himself did not enjoy it for very long, as it was completed in A.D. 68, the same year he committed suicide.For centuries the complex lay under a hill before coming to light 500 years ago when Renaissance scholars began researching the imperial period.Officials pledged to begin restoring the palace this week, and estimated it would cost euro800,000 ($1 million) and take one year.This is a small episode which indicates that the great cultural heritage of this country needs some attention and love,Rome archaeological official Roberto Cecchi said.Associated Press Writer Elisa Bailey in Rome contributed to this report.

Canadian dollar up for 2nd day, bonds fall; eyes on GDP

TORONTO (Reuters) – The Canadian dollar hit a one-week high against the U.S. dollar on Tuesday, helped by a positive tone in oil and stock markets, but stayed rigidly within recent ranges ahead of monthly economic growth data.The Canadian dollar, along with its commodity-linked currency cousins, the Australian and New Zealand dollars, were strong performers overnight on the back of firmer base metal prices and a slight advance in the price of oil, a major Canadian export.The Canadian dollar ended at C$1.0195 to the U.S. dollar, or 98.09 U.S. cents, up from C$1.0207 to the U.S. dollar, or 97.97 U.S. cents, at Monday's close.It reached a session high at C$1.0157 to the U.S. dollar, or 98.45 U.S. cents, but handed back some gains ahead of Wednesday's seasonally adjusted gross domestic product figures for January.

Economists expect a 0.5 percent gain in GDP, which would add weight to the view that the Canadian economy is in recovery.The big news for Canada this week is tomorrow's GDP report,said Doug Porter, deputy chief economist at BMO Capital Markets.It would actually be the fifth month in a row of solid gains. With revisions, we actually ended last year at quite a nice clip, and it looks like, if anything, the economy gathered steam at the start of the year.The data could help push the Canadian dollar higher and toward testing the near-parity levels against the greenback it visited about two weeks ago. Domestic factors, while strong, have largely taken a backseat to global risk sentiment in recent sessions.On Tuesday, for a second session, the ever-familiar risk theme was generally guiding currencies higher, said George Davis, chief technical analyst at RBC Capital Markets.Right now at least, the market seems to be a little bit more amenable or positive toward risk and that's benefiting the Canadian dollar,he said.

BOND PRICES DIP IN SLOW GRIND

Canadian bond prices eased with global equity markets on the rise and data that showed U.S. home prices were up for an eighth straight month.But the main drag came from the mounting view that the Bank of Canada will raise its key interest rate this year, and mostly with the first hike coming in the summer.It's a slow grind in Canada as the market slowly but surely braces for the inevitable Bank of Canada tightening, said Porter.The two-year government bond fell 4 Canadian cents to C$99.56 to yield 1.734 percent, while the 10-year bond lost 8 Canadian cents to C$101.30 to yield 3.582 percent.Canadian bonds outperformed their U.S. counterparts in the short end of the curve, but underperformed in the belly and further in the long end. The difference between 10-year yields narrowed 1.3 basis points to 27.9 basis points.

The federal government is investigating dozens of death threats to IRS employees that have been posted online since the House passed the health care bill, Winter explains.The health care law has sparked protests on radical anti-tax and anti-government Web sites and within their private, password-protected e-mail lists and message boards. IDF Prepares for Passover by Maayana Miskin MAR 28,10

(IsraelNN.com) The IDF is finishing this year's preparations for Passover with stronger border security, classes in Torah, and more than 71 tons of matzah. The goal of the preparations – to give IDF soldiers an enjoyable and spiritual Passover experience, while protecting Israel during the holiday.The IDF goes on high alert on Jewish holidays, as terrorist groups often time their attacks to coincide with holidays in order to hit larger crowds of people and do maximum damage to Israeli morale. This year, extra troops will be stationed between Palestinian Authority-controlled cities in Judea and Samaria and Israeli population centers, as well as along Israel's borders, around Gaza, and even in the skies and at sea.The military rabbinate is doing its best to provide a Passover seder to all soldiers on active duty during the holiday. Seders will be held in major IDF bases, in small outposts, and even on submarines. Soldiers doing guard duty in the field will be given individual trays of food, allowing them to conduct their own seder.

Lone soldiers' seder
Chief of Staff Gabi Ashkenazi will meet with hundreds of lone soldiers, young soldiers whose parents do not live in Israel, at a special seder hosted in their honor. This will be the ninth consecutive year that the IDF and the Agudah L'maan HaChayal (Association for the Wellbeing of Israel's Soldiers) sponsor a seder for lone soldiers.Lone soldiers and soldiers from families suffering financial hardship will each be given a 200 shekel gift certificate.

71 tons of matzah
In order to host the hundreds of seders it has planned, the IDF has purchased 71 tons of matzah, seven tons of fish, three tons of chicken, 60,000 kosher for Passover chicken shnitzels, 4.5 tons of Passover cookies, 8 tons of matzah meal, and 13,000 bottles of grape juice.Since soldiers aren't in the army during Passover by choice, it's our obligation to give them a memorable experience, Major Rabbi Eliezer Emmanuel of the Gaza division explained to Arutz Sheva. The Rabbinate's efforts to make the holiday an enjoyable one pay off, he said, Each year I'm touched to see soldiers staying at the table to continue singing after the seder ends.

Passover Closure to Lift for Easter

(IsraelNN.com) The IDF will impose a closure on Judea, Samaria, and Gaza during the Passover holiday, meaning that Palestinian Authority Arabs will not be allowed to enter Israel during that time. The closure began on Sunday at midnight, and will continue until April 4 at midnight. Only Arab men over 50 will be allowed on the Temple Mount, which will be closed to Jews for security reasons despite the plans to ascend there before the Passover holiday begins.Doctors, lawyers, humanitarian workers, and religious officials and teachers working in Jerusalem will be allowed to travel to and from Israel and Jerusalem despite the closure.In addition, the IDF will lift the closure for Christians, allowing them to celebrate the upcoming holiday of Easter. The roughly 10,000 Christians living in Judea and Samaria and 500 in Gaza will be given permits allowing them to travel freely throughout Judea, Samaria and Israel for several days in order to visit family and take part in religious ceremonies.

The IDF regularly prohibits access to Israel for most PA Arabs during Jewish holidays. The closure is intended to reduce the risk of terrorist attacks. Terrorists have often timed their attacks to coincide with Jewish holidays, in order to maximize the number of casualties and the blow to Israeli morale.One of the biggest mass-casualty terrorist attacks in recent years, the Park Hotel massacre, took place during the Passover seder in 2002. Thirty people were murdered by a PA Arab suicide bomber, and 140 more were wounded. Sunday's announcement of the routine closure made front-page news on the American news site CNN, and was initially placed more prominently than the double suicide bombing in Moscow, with the closure being a full article on the main page and the bombing a one line link.

Merkel says EU-Turkey talks are open-ended

Chancellor Angela Merkel made a symbolic concession on language concerning Turkey's EU membership prospects during a visit to Ankara on Monday (29 March) but tensions remain between the German leader and her Turkish counterpart Recep Tayyip Erdogan.
Speaking to the press following their talks, Ms Merkel said she now understood that the term privileged partnership does not have a good connotation in Turkey.Both Berlin and Paris have peddled the term as an alternative to Turkey's full membership of the EU, something which they vigorously oppose.Turkey rejects the idea saying it opened accession negotiations in late 2005 on the understanding that it would one day join the Union.But Ms Merkel did not soften her general message that Turkey's EU prospects are not guaranteed. The (accession) negotiations are an open-ended process. We should now pursue this open-ended process, she said, according to AFP.

She also urged Turkey to fulfill a customs agreement with the EU by opening its airports and harbours to traffic from Cyprus, an EU member state Ankara does not recognise.The most important issue is the implementation of the protocol ... We have to deal with the Cyprus issue. That would be to the benefit of us all, she said.
Turkey's refusal to implement the customs agreement with Cyprus has resulted in eight of the 35 negotiating chapters that have to be negotiated for EU membership to be frozen. So far, Turkey has open 12 chapters since 2005 and only closed one. By contrast, Croatia, which started the process at the same time, hopes to become a member of the EU next year.On another contentious issue, concerning the alleged question of integration of Germany's large Turkish community into German society, the two leaders struck a more conciliatory tone.Ahead of the meeting Ms Merkel had rejected Mr Erdogan's calls for Turkish language secondary schools. EUOBSERVER / BRUSSELS - For the first time ever, no one was executed anywhere on the continent of Europe last year, according to Amnesty International's annual executions report, a human rights record that was undone just a few days ago when Belarus executed two individuals some time around 18 March.While the European Union outlaws capital punishment from Lapland to Lisbon and campaigns for its universal abolition, and a total of 48 out of 50 European states have abolished the practice, Belarus is the last European country to retain the death penalty.Latvia, as an EU member, has also abolished capital punishment but retains the theoretical possibility of imposing the ultimate sanction in times of war. Portugal was the first European country to abolish capital punishment, in 1867.In a letter to EU foreign policy chief Catherine Ashton, early Tuesday (30 March) the human rights watchdog called on her to condemn the Belarussian executions, in which two men were shot, and to step up the campaign for an international moratorium on the death penalty.The death penalty has not been mentioned on a regular basis in high-level [EU] political statements and the deafening silence after the executions in Belarus has made the issue of the death penalty look even less like a priority, said Nicolas Beger, the director of Amnesty International's EU office. The group said that hoped Ms Ashton would make abolition of the death penalty one of top priorities of the External Action Service, the EU's new diplomatic corps.

By the afternoon, the high representative's office had put out a policy statement on Belarus, expressing grave concern at the harassment of journalists, NGOs and opposition groups. The statement also said the EU deplores the execution of the two men.However, Amnesty's David Nicholls, the group's officer dealing with EU foreign policy, told EUobserver that the wording was buried amid a very broad statement in the third paragraph, on the second page.We are very worried about the way the EU at the moment is dealing with cases like this, when Brussels used to be much stronger. The statement didn't even mention the two men by name.It's clear there is an institutional confusion at the moment and in many cases leading to inaction at both the EU level and in [foreign] delegations, he continued. Of course there will be a transition period between the old, rotating EU presidency and the new high representative position and External Action Service, just so long as this transition period doesn't last two years, as some people have been talking about.Maja Kocijancic, spokeswoman for Ms Ashton, said: This is the first I've heard of such worries. The system is still in place. There are of course some changes, but we aim for them to be as smooth as possible, and in this case, the delegation on the ground was particularly active.The two men who were executed were the last two individuals on death row in the country and were sentenced last year for a pair of murders, committed separately.Their families were not informed of the executions, and only found that their relatives had been killed when one mother went to deliver a food parcel and was informed of the executions.Their names were Andrei Zhuk and Vasily Yuzepchuk.

US supportive of Europe's measures on Greece

EUOBSERVER / BRUSSELS – The US is supportive of the EU's recent decisions regarding Greece and does not believe that other troubled euro countries will line up for the financial rescue mechanism now in place, an American official told this website.The US clearly has a very strong interest in the success of the European Union and we were very supportive in the efforts by the EU to work out an agreement with Greece, Robert Hormats, undersecretary of state for economic affairs said in an interview with the EUobserver.EU leaders last week agreed to set up a financial rescue mechanism together with the International Monetary Fund which would help out Athens if necessary, while strongly watching over the Greeks' spending cuts and economic reforms.Washington is very impressed with the reform pledges made by the Greek government, the US official said, while admitting that obviously reforms are unpopular in some quarters. Athens has already seen a series of strikes and protests turning violent amid rising popular discontent over the governments' economic policies.

As other southern eurozone-countries, notably Portugal, are also facing troubles in capping their deficit and raising loans on the international markets, some commentators have argued that the bail-out mechanism lead to moral hazard, with other capitals taking advantage of the mechanism.But Mr Hormats said this theory has been overblown and that it was rather more likely that the Greek experience works as an inspiration to other countries to take tough measures before getting into difficulties.The agreed strengthened co-ordination of economic policies in the eurozone was also appreciated in Washington, Mr Hormats said.He added that with the health care reform cleared out of the way, the US Congress would have now time to focus on financial reform, a process which needs to be co-ordinated on both sides of the Atlantic.Mr Hormats admitted there are differences between Washington and European capitals, but insisted there was a good dialogue between the US treasury department and its counterparts in the EU.Earlier this month, US treasury secretary Timothy Geithner sent a letter to the EU financial services commissioner, Michel Barnier, complaining that the bloc's draft hedge fund rules would disadvantage American firms.

Reconciliation Act H.R.4872 Brings Microchipping to America

Forget the national ID card, implantable microchips are coming to a clinic near you no later than 36 months after the bill is signed into law.

During the thorough coverage of H.R.3590 America thought it was free of a Healthcare System that allowed a national medical registry to be created and the population to be tagged with implantable RFID chips. But a second heath care related bill called The Reconciliation Act of 2010 (2300 pages) was recently passed by the Senate on March 25th after being passed by the House on March 21st. This bill has been cleared for the White House and awaits the signature of the Dictator and Chief. Buried in the text of the 2300 page monstrosity in section 2521, the creation of a National Medical Device Registry is enacted. This is portrayed as a registry to collect safety data on medical devices such as pacemakers and to put the safety data in a publicly accessible national electronic database.

But as usual the wording of this bill permits the creation of something entirely quite different. In 2004 the FDA approved the Verichip for use of storing medical records. This device was classified as a Class II medical device. This is most likely the Class II implantable device being referred to in this section of the bill. The bill allows the unique device identifier (Chip ID tag) to be linked to postmarket safety patient outcome data regarding the implantable device itself. In order to facilitate the analyses of postmarket safety and patient outcomes the health secretary will examine ways to gain access to Medicare health records, private sector health records and other data deemed necessary (including surveillance data) by the Health Secretary and then link it to the database and your RFID implant. Just to be accurate, section (3) defines data as claims data, patient survey data, standardized analytic files that allow for the pooling and analysis of data from disparate data environments, electronic health records, and any other data deemed appropriate by the secretary.So basically this bill creates a National Database of any type of data deemed appropriate by the executive branch of the US Federal Government. This could literally be anything. This could include anything you might have expected to find in an East German Stasi file. All of this data will then be linked to a Class II implantable device under your skin. There you have it, just like Lindsey Williams warned us. Forget the national ID card, implantable microchips are coming to a clinic near you no later than 36 months after the bill is signed into law.

Teachers are worried about the gathering of biometric information
Many schools are fingerprinting pupils without parents' permission, teachers have warned.It is thought around 100 schools in the UK now use fingerprint identification systems for registration, borrowing library books and cashless catering. But there is no legal requirement for schools to seek parents' consent for using biometric technologies. Critics say this is outrageous and have called for a strong and explicit law to cover this issue. A spokesman for the Department for Children, Schools and Families says it was common sense for schools to consult parents about taking fingerprints.Schools also had to comply with data protection regulations, he said. But teachers have voiced concerns at a lack of adequate control over the taking of biometric information.

Explicit law

Speaking at the Association of Teachers and Lecturers (ATL) annual conference in Manchester, teacher Hank Roberts said fingerprinting should not be allowed in schools without full consultation with staff and written permission from parents. Mr Roberts, from Copland Specialist Science College in Brent, London, said:It's plain common sense for them to consult parents before introducing biometric systems. It's outrageous that children's fingerprints can be taken without their parents' or guardians' consent.Azra Haque from Hay Lane Special School in Brent said schools should have to involve pupils and parents in any decisions to use biometric technologies. We really do need a strong and explicit law in this regard,she said. Mr Hanks cited the Capital City Academy in Willesden, London, which faced anger from parents after it fingerprinted pupils without their permision.Let's remember, it's schools using it, not the police.Geoff PyeEssex school teacher.The school was subsequently forced to consult with parents and offer an opt-out for those who objected. Geoff Pye, a teacher from Essex, said fingerprint identification meant shorter queues at lunchtime and no problems with pupils losing swipe cards or having their dinner money stolen. It's a very useful tool - schools will use biometrics usefully. Let's remember, it's schools using it, not the police.The union rejected Mr Hank's and Ms Haque's motion to raise the use of biometric technologies with Children's Secretary Ed Balls as a matter of urgency and oppose the use of these technologies, without full consultation, with strike action if necessary.

But conference delegates agreed to set up a working party to formulate a policy on the matter. Alex Thomas, principal of Capital City Academy, said: Many parents, once they have seen the system in action, have supported the school in introducing the system. Previously students were using (payment) cards, which could be lost or stolen. The biometric system prevents that happening and is much quicker.

Not illegal

The Information Commissioner's Office (ICO), which promotes public access to official information, said it was not illegal for schools to collect pupils' fingerprints without their parents' consent. The ICO said there was nothing in the Data Protection Act that required schools to seek consent from parents before implementing a fingerprinting programme. But it said schools should be aware of the sensitivity of the issue. It is important that the information is only used for purposes specified when it is collected,the ICO said in a statement. Schools should explain the reasons for introducing the system and how personal data is used and kept safe.And it would be heavy-handed of schools not to respect the wishes of those pupils and parents who objected to fingerprinting initiatives, the ICO added. A spokesman for the Department for Children, Schools and Families said: It is down to each school to judge best how to do their own day-to-day running. But we've made clear that it is plain common sense for heads to consult parents about potentially sensitive issues like this. If parents want to opt out, then the school should listen to them and consider alternate arrangements. Schools are well used to handling sensitive information like attendance registers, behaviour records and home addresses. They have to comply with data protection laws - meaning any personal data can only be used for its stated purpose; cannot be shared with third parties beyond it and it must be destroyed when a pupil leaves their school.

Barack Obama After more than a year of campaigning, President Obama (left) finally won much-needed and long-overdue changes to our health care system. Achieving what four other presidents could not, Obama broke through the political impasse to obtain health care coverage for the vast majority of uninsured Americans. The president now needs to take this mandate and act quickly on what should be the next major item on his domestic agenda: modernizing our immigration system. Comprehensive immigration reform requires a balanced and measured approach that includes a broad legalization component, a foreign policy that promotes meaningful and equitable economic development in the region, and humane enforcement measures that strengthen, rather than divide, local communities. Any comprehensive immigration reform bill thus must hold as its centerpiece a fair and practicable legalization plan that recognizes and respects the diversity of our communities. The clearest option would be granting undocumented immigrants, including LGBT domestic partners, broad access to permanent resident status so they could work and travel freely. It is only when we remove the fear of deportation that we truly remove the burden of second-class citizenship. While the word amnesty is politically unpopular in some circles, its true meaning is reprieve or absolution. Free-Market Analysis: This article is the story of a canvas now being painted. It may even end up with a portrait of an international couple being married. But it is not a pretty picture by any means. Investors with holdings in the United States – dollars, bonds and stocks – will have to beware of what is coming. Some of the largest markets in the world could be further destabilized in the near or fairly-near future.The problems have to do with the Obama administration's focus on upcoming legislation. While financial reform is an interesting topic, US President Barack Obama and those behind his administration are aiming, in our estimation, at a bigger prize - immigration reform. They seem to want to introduce such legislation soon, and while it may not go anywhere after a divisive health care debate, we think that it will come back again and again, as it is important to a larger agenda. This article will concentrate on immigration reform and its eventual ramifications, financial and otherwise.To start, one has to grant continuity between this administration and the last (a Republican one) and grant also that each party is a continuation of the other. The players behind the scenes are a power elite that continually seeks further consolidation and concentration of wealth (in its hands) at the expense of the middle class and other influential factions of a participatory democracy.

If one does grant this, the picture steadily reveals itself, even if it is not finished. What one sees, however, if one looks hard, is a potential finished work that will be one of amazing trickery and false perceptions. Yet, it is not a new effort. In fact, it's been going on for decades, but the health care bill was doubtless a major advance. Here's a Fox News story that reveals more of the big picture:Immigration Reform Could KO Health Care ... While Congress voted to overhaul U.S. health care and provide universal coverage, 15 percent of America's uninsured population remains uncovered and unaddressed: illegal immigrants. Democrats are expected to introduce comprehensive immigration reform legislation this spring, and when they do, health care costs will once again be front and center. Under the new law just passed, illegal immigrants are not entitled to health care. That means undocumented workers will continue to get care the way they always have, showing up at county clinics and hospitals for emergency treatment. According to cost estimates submitted by various states, that costs taxpayers and ratepayers about $4.3 billion a year.However, according to the conservative-leaning Center for Immigration Studies, that number would spike from $10 billion to $30 billion annually under immigration reform. ... But cost isn't the only issue. Enrolling illegal immigrants into the new system will improve health outcomes. Dr. Steven Wallace of the UCLA Center for Health Policy Research says including undocumented workers in the health care overhaul makes sense. In the long term, the point is to make sure all Americans who are living here and working here have access to health care, he says.It is simpler and therefore more efficient if you simply say, everybody who works gets health insurance. Everybody who has a low income, we will help you and we move forward. People don't come to the U.S. for health care, they come to work.Now, please follow us. It's not really hard to see completion. The general thrust of the new legislation is that all Americans must be insured under the new health care plan or pay a fine. There are various ways that Americans can gain health care, and various subsidies as well. Bottom line, with Americans paying more and more for health care, there will be increased pressure to rein in illegal aliens and to make sure that immigrants not in the US legally are not taking advantage of US health care.

And this is impossible.

And because enforcement is – and will be – impossible, the alternative will eventually make its way to the fore. Yes, you've figured it out. There will be pressure to make illegal immigrants legal via some sort of guest worker or citizenship program. Of course, one might think that such predictions are a leap of faith – and that perhaps the illegal immigration from Mexico may become less of an issue over time. But ... really? It's been going on for decades. And finally, it's destabilizing a whole country, and sending even more Mexicans across the border. Here's a letter that appeared in the Wall Street Journal on the subject recently:
Mary O'Grady's March 22 Americas column The War on Drugs Is Doomed is one of the best pieces ever written on the connection between U.S. drug policy and drug violence in Mexico. I just hope it can inform public policy discussions. I am on the City Council of El Paso, Texas, across the border from Ciudad Juarez, where more than 5,000 people have been killed since President Calderón was elected. We are living the drug war, and it has been disastrous for our community. In addition to bearing witness to the horrific killings of men, women and children in our sister city, it has become very clear to us that the failure of Juarez portends the failure of El Paso.Juarenses spend more than $1.4 billion in our economy every year; more than $51 billion in U.S./Mexico trade passes through El Paso/Juarez ports of entry annually (almost 20% of trade between the two countries); Juarez economic activity is responsible for 60,000 jobs in El Paso; and, as you might imagine, family, business and other relationships extend over the border and are the basis of much of the economic and cultural success that we enjoy.

It is clearly in our interest to find a solution to this drug violence, and it is clear that central to that solution is acknowledging the role of drug consumption and drug prohibition in the U.S. Ms. O'Grady has done an outstanding job through her columns in educating the public on the connection between drug consumption, drug prohibition and drug violence. Communities like ours are dependent on a better understanding and eventual action by our national elected leaders.The article by Mary O'Grady merely pointed out that the huge demand for drugs in the United States, combined with the perpetual war on supply was providing a logical outcome – higher prices and involvement by the most violent types in society since criminal activity of this sort attracts and begets violence.In fact, we can see how the composition unfolds – Mexicans are being harried out of their country by American drug policies. And now a health care plan has been put into effect that will inevitably add to the attractiveness of America for Mexicans who want to work in a more prosperous and less violent environment.The pressure to extend health care privileges to Mexicans and others in America illegally will grow inexorably. And it will be used as a lever to pry apart the opposition to a de-facto merger between the two countries. Again, this is no surprise. The Bush administration gave this sort of effort a push toward the end of the George Bush's last term. The administration wanted a kind of amnesty and other legal affirmations that would essentially have provided guest worker status to Mexicans - and begun the process as well (in earnest) of harmonizing American and Mexican laws.

One may choose to disbelieve all this of course. Perhaps it is impossible that Mexicans would EVER consent to such a union – so deep does the antipathy run. (Nonetheless, Bush worked on some secret and surprising treaties in his day – reported after the fact - that included both Canada and Mexico.) But, heck, it is a far-out idea, and perhaps there is no elite plan to merge Mexico, Canada and the United States, only paranoia and delusions.And yet ... in addition to extant treaties drawing the three countries ever close, such a plan has been documented on the Internet in the 2000s by numerous alternative blog sites and news organizations. The idea, according to these reports, is to divide the world into currency blocs to make currencies more easily manipulated and central banks even more powerful. The EU is already one such bloc and Canada, Mexico and the United States are supposedly to be the foundation of another.When one looks at the legislation that the Obama administration has in mind, it is obvious that a tighter bond is being created between Mexicans and Americans. The wedding has not been formally announced (and perhaps won't be for decades) but the union is becoming more realistic.The health care bill itself, if read closely, seems to give the federal government fairly substantial additional powers, including massive IRS oversight. But more than that, the bill will probably drive many more Americans, and American businesses, into bankruptcy, further exacerbating America's financial dilemmas. Over time, then, the immigration reform would be proposed as a panacea and a closer union with Mexico (and then eventually Canada might also be proposed) as a means for America to detach itself from looming financial calamity and endless and increased misery.

Conclusion: The Daily Bell is devoted to the analysis of dominant social themes from a free-market thinking perspective. Health care itself will only be one lever. Economic dislocation, bankruptcy – personal and corporate – and other unpleasantness emerging from the health care reform package should prove useful as well. Eventually, health care would be part of an argument for further official interactions with Mexico, and perhaps Canada. This seems to be a potential scenario based on power elite ambitions as we understand them. If this scenario, presented above by the San Francisco Gate, is seen to have merit, then the ramifications from a sociopolitical and economic/investment perspective are dramatic and significant.

Severe drought in Southwestern China is driving up food prices and heightening concerns about the availability of drinking water.China Daily:Huang Weijuan, a Guangzhou housewife, said she spent 55 yuan ($8) to buy a bag of rice in Taojin agricultural bazaar in the city’s Yuexiu district over the weekend.But the price for the same bag of rice, which weighs 20 kg, was about 50 yuan a month ago,Huang said.

And the price of courgette, a vegetable which mainly grows in Yunnan province, is now selling at 5 yuan per kg in the bazaar, up 0.5 yuan from last month, Huang said.
The price of many foods and vegetables have gone up in the past month and I worry that prices will keep increasing,she said.The government is rushing to help in order to alleviate the potential for social tension. In some of the hardest hit provinces, the government has been forced to provide emergency supplies of drinking water to 18 million people. They’ve also resorted to creating artificial rain through cloud-seeding. Over 3,200 artillery pieces bombarded the sky with chemicals across 77 counties, forcing moderate rain to fall.It was the first rain I have seen since last October, but it only lasted for about three hours from 3 am to 6 am this morning, Bu Lupiao, a farmer of Bapiao village in Jinghong county, Xishuangbanna Dai autonomous prefecture.Since October… That’s one heck of a drought. Yet the farmer above was lucky. In Chuxiong Yi prefecture, over 100 cloud seeding guns failed to create rain. Cloud seeding isn’t a long-term solution, thus the natural rain better come soon else there could be more pressure on living standards in drought-hit regions.

New Homeland Security Report claims Right-wing Extremism is on the rise

Several months ago, Department of Homeland Security (DHS) released a simliar report targeting conservatives and ideals as Right-wing Extremism. After intense public scrutiny and a strong back-lash from Congressional conservatives, the report was retracted.Now, with all the Tea-Party demonization efforts and hub-bub, DHS comes out with a rather timely report to further paint the Tea-Party movement into some radical and/or racist organization that is more or less violent. Logic would tell you this isn’t the case, as we’ve seen, the Tea-Party movement is a mix of all races and political backgrounds including Dems, Repubs, Libertarians, Independents etc. etc.. The groups have protested peacefully since its’ creation over a year ago. Other attempts to counter this group have also been tried (as with the Coffee Party).

The new report is 10 pages, and as you may have suspected, it starts with the White Supremacist and anti-government rhetoric claiming they have plans to carry out violent acts because of the current economic conditions causing foreclosures, unemployment etc. Like the old lost teenager synopsis for joining gangs, the DHS report mimics this saying the conditions are ripe for recruitment.

On page 1, we get a summary of what these groups are about and that right-wing extremists are capitalizing on the first African-American President as a means for recruitment (though Obama is only 50% Black – go figure)…

out violent acts. Nevertheless, the consequences of a prolonged economic

— (U//LES) Rightwing extremists have capitalized on the election of the first

members, mobilize existing supporters, and broaden their scope and appeal
through propaganda, but they have not yet turned to attack planning.

It goes on to say what we’re seeing now is similar to the 1990’s etc. (In case you didn’t know, Bill Clinton was really the first Black President). This report, though, has a new twist about Veterans returning home. Instead of saying this time (as the last report) that they were mentally unstable and likely to form anti-government groups, this report claims that they are targets for recruitment by right-wing Extremists because of their military skills.Yet, The Serve America Act (still in legislation), which aims to have 250,000 AmeriCorps members by the year 2017, also states that Veterans with these skills are ideal for recruitment into national service under this Act (page 234):
(ii) recruiting veterans, particularly returning veterans, into service opportunities, including opportunities that utilize their military experience;

So, the DHS reports echos exactly what is in the Serve America Act, but instead of serving the government, they would be serving right-wing extremists. So i guess both the DNC (sponsoring this bill) and right-wing extremists want these guys for their skills according to the Serve America Act and the DHS report. Go figure! The rest of the DHS report goes on to explain these conditions causing an increase in hostility towards the govenment etc. There is a small section on Disgruntled Veterans too (now looking further down in the report).The first report of this nature put intense pressure on Janet Napolitano for releasing it. Will she get the same scrutiny for this report?

The Year in Review: Assessing the Obama Administration by Sean Osborne, Associate Director, Military Affairs 30 March 2010:

About a year ago Department of Homeland Security Secretary Janet Napolitano defined the current administration’s view of what constituted the greatest threat to the United States. Napolitano flat out said that right wing extremism included groups which oppose abortion and immigration. She also named American military veterans and returning combat veterans as potential terrorists. In so doing Napolitano gave the current administration’s official stamp of approval to the 9-page political witch hunt assessment her Office of Intelligence and Analysis had issued a day or so earlier. Overwhelmingly that report identified politically conservative Christians as constituting the primary domestic terrorist threat facing the United States of America.This determination was made after eight years of the Global War on Terrorism’s combat operations on foreign soil and counter-insurgency operations here at home against Islamic militants was down-graded to overseas contingency operations against man-caused disasters.

More recently this same administration issued its Quadrennial Defense Review (QDR) for 2010. The QDR is a Congressional required-by-law review intended to rebalance and reform America’s defense priorities. The 2010 QDR completely ignores the threat from Sunni Islamic terrorists and the Shi’a Islamic Republic of Iran. Clearly, both the DHS Office of Intelligence and Analysis assessment and the Department of Defense QDR were driven by purely ideological mandates of the Obama Administration. They are part of the same whole socialist cloth being woven in the United States of America today.The past weekend’s raids in America’s heartland are the first game the Obama Administration believes it has taken in the year-old open season on Anti-Abortion Christians and Veterans. U.S. Attorney General Eric Holder is on record saying that these arrests constitute a severe blow to a dangerous organization that today stands accused of conspiring to levy war against the United States.Apparently the Obama Administration has determined that Al-Qaeda, HAMAS, Hezbollah and other factions of Islamic terror and their allies no longer exist in these United States.These raids in America’s heartland occurred within days of the new foreign war being declared by the Obama Administration against the government of Benjamin Netanyahu in Israel.I cannot imagine what I’ll have to write about a year from now, if I’m allowed to write at all.

Questions surround Midwest raids against militia groups

29 March 2010: An army of federal, state and local law enforcement agents conducted coordinated raids in Indiana, Michigan and Ohio over the weekend, arresting at least three men on gun charges. Initial reports and details leading to the raids remain sketchy, but it has been verified that the raids focused on domestic militia groups, including one fundamentalist Christian organization that openly prepared and trained for a biblical end-times scenario. According to published reports, at least one raid was aimed at Hutaree, an apparent Christian survivalist organization. Their website proclaims their mission, in part, is preparing for the end time battles to keep the testimony of Jesus Christ alive.Law enforcement sources contacted by this author have been extremely tight-lipped about the raids, stating that the investigation and search for others is continuing. The arrest warrants and other relevant documents will remain under federal seal at least until later today.

Reports have surfaced that alleges at least one member of Hutaree had made threats of violence against Islamic organizations,although the origin of these allegations are unclear. During the raids, it was reported that a member of Hutaree contacted a leader of the unrelated Michigan militia for assistance, but such assistance was denied. Two separate sources providing information to this author claim that the member of the Michigan militia who was contacted during the raid turned out to be a Muslim member who has been working with federal officials.The raids against the militias, including the Christian survivalist organization, were conducted in the wake of our March 25th report that disclosed a shift of focus by federal authorities onto domestic groups that allegedly pose a threat to domestic security. We will have more detailed information on the raids as it becomes available. We are also monitoring the response of the Council on American Islamic Relations (CAIR) as unconfirmed reports indicate that the leaders from the Michigan chapter and their Washington, DC headquarters are reportedly being briefed by high-level federal officials in advance of public disclosures relating to the raids.

Few understand the extent of corrupted science produced by the Intergovernmental Panel on Climate Change (IPCC). Data was altered, or completely ignored and research deliberately directed to prove their claim that humans were causing global warming.

People identified in the leaked emails of the Climatic Research Unit (CRU) were primarily responsible through the Physical Science Basis Report of Working Group I of the IPCC and the Summary for Policymakers (SPM). Politics is clearly the motive for some scientists like James Hansen, Stephen Schneider and others, but this is not so clear for most at the CRU. Which begs the question how and why supposedly intelligent people became involved and continued to participate in such corruption?

The Group
Irving Janis developed the concept of Groupthink, which requires unanimity at the expense of quality decisions.Groups affected by groupthink ignore alternatives and tend to take irrational actions that dehumanize other groups. A group is especially vulnerable to groupthink when its members are similar in background, when the group is insulated from outside opinions, and when there are no clear rules for decision-making.The CRU/IPCC pattern is a classic example.

Groupthink
Here’s a list of some symptoms of groupthink with examples from CRU/IPCC emails and actions.Having an illusion of invulnerability. Content of the emails is a litany of arrogant invulnerability. In a backhanded way Overpeck provides support for this position because he advised them on Sep 9, 2009 to Please write all emails as though they will be made public.They didn’t listen because they believed they were invulnerable.Rationalizing poor decisions. Jones rationalized the decision to withhold Freedom of Information (FOI) to the University of East Anglia staff on December 3, 2008 as follows, Once they became aware of the types of people we were dealing with, everyone at UEA (in the registry and in the Environmental Sciences school - the head of school and a few others) became very supportive.Believing in the group’s morality. The entire body of emails supports this claim. Rob Wilson wrote on February 21, 2006 I need to diplomatically word all this. I never wanted to criticise Mike’s work in any way. It was for that reason that I made little mention to it initially.On May 6, 1999 Mann wrote to Phil Jones, Trust that I’m certainly on board w/you that we’re all working towards a common goal and later I trust that history will give us all proper credit for what we’re doing here.So do I!

Conversely, Keith Briffa, who I believe was the whistleblower, battled with Mann and became increasingly alienated from the group. On June 17, 2002 he wrote,I have just read this letter and I think it is crap. I am sick to death of Mann stating his reconstruction represents the tropical area just because it contains a few (poorly temperature representative) tropical series.Sharing stereotypes which guide the decision. This takes the form of unethical comments of practice going without challenge because they were all doing it. On September 19, 1996 Funkhouser wrote, I really wish I could be more positive about the Kyrgyzstan material, but I swear I pulled every trick out of my sleeve trying to milk something out of that.Exercising direct pressure on others. On April 24, 2003 Wigley wrote, One approach is to go direct to the publishers and point out the fact that their journal is perceived as being a medium for disseminating misinformation under the guise of refereed work. I use the word perceived here, since whether it is true or not is not what the publishers care about—it is how the journal is seen by the community that counts. They also got James Saiers, editor of Geophysical Research Letters, fired.

Not expressing your true feelings. On the October 14, 2009 Trenberth expresses something to Tom Wigley that none of them ever dared say in public. How come you do not agree with a statement that says we are nowhere close to knowing where energy is going or whether clouds are changing to make the planet brighter. We are not close to balancing the energy budget. The fact that we can not account for what is happening in the climate system makes any consideration of geoengineering quite hopeless as we will never be able to tell if it is successful or not! It is a travesty! Maintaining an illusion of unanimity. Briffa struggles to maintain the illusion when he writes to Mann on April 29 2007,I tried hard to balance the needs of the science and the IPCC, which were not always the same. I worried that you might think I gave the impression of not supporting you well enough while trying to report on the issues and uncertainties.Using mindguards to protect the group from negative information.The idea is that we working climate scientists should have a place where we can mount a rapid response to supposedly bombshell papers that are doing the rounds and give more context to climate related stories or events.This was Mann’s comment to the group about establishment of Realclimate to act as mindguards.

Some of the negative outcomes of groupthink also fit the actions of the CRU/IPCC group. Examining few alternatives. They narrowed the options by the definition of climate change to only those caused by human activities. Of the three greenhouse gases, almost all the focus is on CO2. Not being critical of each other’s ideas. Not only were they not critical, but they peer reviewed each other’s work and controlled who they recommended to editors for reviewers. Mann to Jones June 4, 2003I’d like to tentatively propose to pass this along to Phil as the official keeper of the draft to finalize and submit IF it isn’t in satisfactory shape by the time I have to leave.On August 5, 2009 Jones wrote to Grant Foster in response to his request for reviewers for an article,I’d go for one of Tom Peterson or Dave Easterling. To get a spread, I’d go with 3 US, One Australian and one in Europe. So Neville Nicholls and David Parker. All of them know the sorts of things to say - about our comment and the awful original, without any prompting.Not examining early alternatives. There was a graph of temperatures drawn by Lamb showing the Medieval Warm Period (MWP) and used in the first IPCC Report. It was correct but contradicted their claim of modern warming. As Mann said to Jones on June 4, 2003, it would be nice to try to contain the putative MWP, even if we don’t yet have a hemispheric mean reconstruction available that far back.They chose to rewrite history.

Not seeking expert opinion. Professor Wegman spoke directly to this problem in his report for the US Senate on the infamous hockey stick graph. It is important to note the isolation of the paleoclimate community; even though they rely heavily on statistical methods they do not seem to be interacting with the statistical community.Being highly selective in gathering information. Apart from only looking at human causes, the CRU emails have many examples of data selected to prove their point. Tim Osborn to the group on October 5, 1999 speaks of the issue McIntyre identified of truncated records. They go from 1402 to 1995, although we usually stop the series in 1960 because of the recent non-temperature signal that is superimposed on the tree-ring data that we use. On March 19, 2009 Santer wrote to Jones about the Royal Meteorological Society (RMS) asking for data used for a publication.If the RMS is going to require authors to make ALL data available - raw data PLUS results from all intermediate calculations - I will not submit any further papers to RMS journals.On September 27, 2009 Tom Wigley wrote to Phil Jones about a problem with Sea Surface Temperatures (SST),So, if we could reduce the ocean blip by, say, 0.15 deg C, then this would be significant for the global mean – but we’d still have to explain the land blip.Not having contingency plans. They never expected they would be exposed. But they were exposed. Now most can’t believe scientists could ignore or deliberately manipulate data, distort procedures and not have more of them speak out.
