(IsraelNN.com) Following an attack on Google by Chinese hackers last December, the tech giant alarmed Internet privacy watchdogs by reportedly seeking help from America’s shadowy National Security Agency. The close and undefined connection between Google and the NSA, better known for tapping phones than patching security holes for private companies, has raised the ire of Internet privacy activists. In the past years Google has amassed an extensive amount of sensitive data about its users, and ties to the world’s top cyber-surveillance agency have made experts demand Google make public the details of its alliance with the NSA. Greg Nojeim, a senior counsel with the Center for Democracy and Technology, recently expressed his fears to Fox News, saying that his group is very concerned about what information Google is sharing with the NSA.In addition to Nojeim’s group and a number of other privacy advocates, the prominent American Civil Liberties Union has recently become involved in the issue. The ACLU has started a letter-writing campaign to Google CEO Eric Schmidt highlighting what it calls the frightening ramifications of shacking up with the NSA, a military agency with limited government oversight.
The ACLU further explained that the NSA’s primary function is spying and that in the last decade, it turned its surveillance efforts inward on the American people – in violation of the law and the Constitution.Despite the ACLU’s warning, little is known about the alleged NSA-Google arrangement. The Washington Post reported that the NSA would help Google shore up its defenses and coordinate aid from other United States security agencies. Citing unnamed sources, the Post said Google would not be sharing its users’ e-mails or search data.While acknowledging that they are in the dark regarding what the NSA-Google relationship actually entails, the ACLU and other groups worry that the NSA could intercept private e-mails and therefore are trying to keep the connection above-board. The Electronic Privacy Information Center (EPIC) has filed a Freedom of Information Act request seeking records about the NSA’s relationship with Google and is calling for both bodies to state the exact terms of any deal.Since the terrorist attacks on September 11, 2001, the NSA has conducted warrantless wiretaps and e-mail intercepts on American citizens in order to track terrorists overseas. Google claimed in 2008 that it was not part of the NSA’s Terrorist Surveillance Program,but privacy advocates and watchdogs cannot help but be alarmed by recent news of its connection to the intelligence agency.The question we’re asking is, under what circumstances will NSA be allowed to gather data on Americans? Marc Rotenberg, executive director of EPIC, told Fox. And if NSA now has access to a lot of information that Google possesses about Americans, that becomes a real risk.Rotenberg added that he does not believe this to be the first such private arrangement between Google and the NSA and noted that Google is in a uniquely worrisome position, as it tracks and keeps long-lasting records of user search data and controls America’s third-largest e-mail system.

Could Google be a spook? Is Google's quest to manage the world's information leading straight to the CIA? Former CIA clandestine case officer Robert David Steele made some very hot comments on his appearance on the Alex Jones radio show. Steele cites his contacts within the agency with the information that Google and the CIA are involved with one another.Steele said, I think that Google has made a very important strategic mistake in dealing with the secret elements of the U.S. government - that is a huge mistake and I’m hoping they’ll work their way out of it and basically cut that relationship off.In reference to Google's fight against the U.S. Department of Justice for the privacy of its users, Steele claims that it was an elaborate charade intended for the public eye.Google was a little hypocritical when they were refusing to honor a Department of Justice request for information because they were heavily in bed with the Central Intelligence Agency, the office of research and development, concluded Steele.From reports, Steele did not bring evidence to light in order to back up his claims, and neither Google nor the CIA are yet commenting on the matter.

An ex-CIA agent has gone further than ever before in detailing Google's relationship with the Central Intelligence Agency, claiming sources told him that CIA seed money helped get the company off the ground and naming for the first time Google's CIA point man.Robert David Steele, a 20-year Marine Corps infantry and intelligence officer and a former clandestine services case officer with the Central Intelligence Agency, is the CEO of OSS.net.Speaking to the Alex Jones Show, Steele elaborated on his previous revelations by making it known that the CIA helped bankroll Google at its very inception.I think Google took money from the CIA when it was poor and it was starting up and unfortunately our system right now floods money into spying and other illegal and largely unethical activities, and it doesn't fund what I call the open source world, said Steele, citing trusted individuals as his sources for the claim.They've been together for quite a while, added Steele.Asked to impart to what level Google is in bed with the CIA, Steele described the bond as a small but significant relationship, adding, it is by no means dominating Google in fact Google has been embarrassed because everything the CIA asked it to do they couldn't do.I also think it's very very wrong of Google to have this relationship,cautioned Steele.
The former agent went further than before in identifying by name Google's liaison at the CIA.Let me say very explicitly - their contact at the CIA is named Dr. Rick Steinheiser, he's in the Office of Research and Development,said Steele.Steele highlighted Google's blatant censorship policies whereby press releases put out by credible organizations that are critical of Dick Cheney and other administration members don't make it to Google News even though they are carried by PR Newswire.We have repeatedly highlighted past examples of censorship on behalf of Google, including their blacklisting of a mainstream news website that was mildly critical of China, and also the deliberate stifling and manipulation of Alex Jones' Terror Storm film ranking on Google Video. Google was also caught red-handed attempting to bury the Charlie Sheen 9/11 story at the height of its notoriety.Saying Google had become too big for itself, Steele opined that Google was long overdue for a public audit.One of the problems with privatized power is that it's not subject to public audit,said Steele, arguing that groups should rally to put Google out of business unless they're willing to go the open source software route.We regularly highlight Google's damaging role in aiding the march towards a big brother society, but the admission that Google were planning on teaming up with the U.S. government to use microphones in the computers of an estimated 150 million-plus Internet active Americans to spy on their lifestyle choices and build psychological profiles which will be used for surveillance and minority report style invasive advertising and data mining, astounded even us.Steele said that our previous story about Google's ties to the CIA, which was picked up by dozens of top technology websites, concerned Google enough to lie to the public about it and deny its validity.It remains to be seen how Google will react to these latest revelations.

Even while Google presents a public image of vigorously protecting its users privacy, it has quietly provided assistance to several U.S.intelligence agencies, such as the Central Intelligence Agency and Defense Intelligence Agency, as the U.S. prosecutes its war on terrorism. In addition, Google may be providing assistance to the National Security Agency. IT contractors and intelligence officials familiar with the arrangement confirmed to HSToday.us that Google had been providing assistance to the intelligence community, but would not say under what authority that assistance had been requested or provided. The intelligence community appears to be interested in data mining Google's vast store of information on each user who uses Google's services. Google collects data on each user's search queries, which web sitesusers visited after making a query, and through its Google Analytics service, can also track users oncooperating web sites. It's not clear what level of access to or how much of this information has been made available to intelligence agencies. The contractor, who spoke on a not-for-attribution basis, said that at least one US intelligence agency he declined to identify is working to leverage Google's [user] data monitoring capability as part of an effort by the IC to glean from this data information of international security intelligence interest in the war on terror. . . . One of the sources did say, however, that the CIA's Office of Research and Development has been giving them additional money and guidance and requirements.
Last November, the CIA - through In-Q-Tel [CIA venture capital company] issued notices to sell $2.2 million worth of Google stock. If you actually use Google services, such as Google Mail, then this obviously will prevent you from using those services. Even with cookies blocked, a limited amount of user tracking is possible, so unless you really are a terrorist, it probably isn't worth the trouble. I still have all of my Google Cookies. Then again, I already know they're watching me.

Remember how Cisco Systems (CSCO) was promising to change the Internet forever?
The magic today has been unveiled: it’s a new router.
Cisco this morning announced the CRS-3 carrier routing system, a new router intended to be the foundation of the next-generation Internet,to address the astonishing growth of video transmission, mobile devices and new online services.Cisco says the CRS-3 can handle more than 12x the traffic of the nearest competing system. A few other details:
The CRS-3 has triple the capacity of its predecessor, the CRS-1, with up to 322 terabits per second, which Cisco says is enough capacity to download the entire print collection of the Library of Congress in just over a second - or to download every movie ever made in under four minutes.
The CRS-3 is now in field trials. Pricing starts at $90,000.
The company also said the CRS-3 can save up to 60% on power consumption versus competitive platforms.
The router is powered by the Cisco QuantumFlow Array Processor, which it says unifies the combined power of six chips to work as one, enabling unprecedented levels of service capabilities and processing power.CSCO is down 20 cents, or 0.8%, to $25.93.

The corporate media journalist (teleprompter reader) and co-anchor of Good Morning America Weekend Edition waved around a printout out of the DHS report this morning. Back in April, almost a year ago, the Department of Homeland Security put out this assessment, called Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment.And the title alone stirred up a political firestorm for the Secretary, Napolitano. She apologized, had to reaffirm that the government doesn’t monitor people who are opposed to this administration. But as a law enforcement officer, how do you make the distinction between somebody who has a legitimate different point of view from this government and someone who might become unhinged?Weir said.

Hsu for The Washington Post. How to put a damper on this electronic undercurrent anti-government discontent? Clamp down on the internet, of course. Cass Sunstein to the rescue. In his recently published book, On Rumors, Obama’s regulatory czar suggests websites be forced to remove false rumors (as determined by the government) or face prosecution under libel laws. In an academic paper, Sunstein argued that the government should ban conspiracy theories and launch a renewed COINTELPRO initiative and infiltrate extremists who supply conspiracy theories and unconstitutionally disrupt anybody who disagrees with the government.We can readily imagine a series of possible responses,Sunstein wrote.(1) Government might ban conspiracy theorizing. (2) Government might impose some kind of tax, financial or otherwise, on those who disseminate such theories.Sunstein’s over-the-top fascist solutions in response to people who oppose the government are probably a bit too extreme for the squeamish gang in Congress. Instead, they appear ready to support a bill now in the Senate that will give Obama the power to shut down the internet in response to a cyber attack.

In an article published Feb. 28, 2008, months before McCain was nominated for president by the Republican Party, FactCheck.org, at the very center of Obama's defense against eligibility questions, was itself raising them about McCain. FactCheck.org conceded McCain did meet the natural-born citizen requirements. But the website qualified its answer, stating that if McCain did win the presidency, the issue could be challenged in court. After the Republican and Democratic conventions, on, FactCheck.org weighed into the Obama eligibility debate Aug. 21, 2008," claiming its staffers have now seen, touched, examined and photographed the original birth certificate. The certificate in question, however, was a short-form Certificate of Live Birth, or COLB, not a hospital-generated long-form birth certificate listing the hospital where Obama was born as well as other relevant birth information, including the name of the attending physician.
Almost coincident with the FactCheck.org article, a flurry of mainstream media news pieces popped up about McCain's eligibility to be president. On Feb. 28, 2008, Carl Hulse wrote a New York Times article, McCain's Canal Zone Birth Prompts Queries About Whether That Rules Him Out.To date, no American to take the presidential oath has had an official birthplace outside the 50 states, Hulse wrote. Picking up on the Times piece, MSNBC.com ran a feature on the same day posing the question, Born in the USA? The Wall Street Journal the same day published a Law Blog column asking: Does John McCain Have a Birthplace Problem? CBS News speculated McCain's eligibility question could conceivably end up in before the Supreme Court, adding the comment, And you thought counting chads was a circus.The next day, the Times of London published a similar piece, McCain's Panama birth prompts eligibility probe by his campaign.NBC correspondent Pete Williams also published a piece Feb. 29, 2008, on the MSNBC website, McCain's citizenship called into question. Sen. John McCain, R-Ariz., and his advisers are doing their best to brush aside questions – raised in the liberal blogosphere – about whether he is qualified under the Constitution to be president, Williams wrote.But many legal scholars and government lawyers say it's a serious question with no clear answer.
On April 10, 2008, ABC reporter Jake Tapper published a piece on the ABC News website in which he noted the Constitution does not define natural born citizen, pointing out that McCain was born in the Panama Canal Zone to parents who were U.S. citizens, but some scholars have questioned that it suffices.Then, on April 11, 2008, the Wall Street Journal's Law Blog published a piece noting that Sens. Patrick Leahy, D-Vt., and Claire McCaskill, D-Mo., introduced a non-binding resolution expressing McCain qualifies as a natural-born citizen under terms of the Constitution. The Leahy-McCaskill resolution, ultimately passed by the Senate unanimously was co-sponsored by Sens. Barack Obama and Hillary Clinton, who at the time were competing for the Democratic Party's presidential nomination. Even this was not enough to stop liberal activists and the mainstream media from continuing to keep alive questions about McCain's eligibility. In a Washington Post story May 2, 2008, reporter Michael Dobbs questioned whether the Senate's unanimously passed resolution was sufficient to settle the matter of whether McCain was a natural-born citizen eligible to be president. Dismissing the Senate resolution, Dobbs wrote that the Senate vote is simply an opinion that has little bearing on an arcane constitutional debate that has preoccupied legal scholars for many weeks.Dobbs noted at the time the article was published three pending cases are challenging McCain's right to be president because even though both his parents were U.S. citizens, his father was in the Navy, and McCain was born at the U.S. Naval Station based in Coco Solo in the Panama Canal Zone on Aug. 29, 1939.
While acknowledging that a senior official of the McCain campaign had shown reporters a copy of McCain's birth certificate issued by the Canal Zone hospital – something the Obama presidential campaign and presidency have so far refused to do – he questioned why McCain did not release the birth certificate to the press generally. In addition to media scrutiny, McCain testified before a U.S. Senate committee and produced his long-form birth certificate for inspection. On May 12, 2008, PolitiFact.com, a website that has dismissed questions about Obama's eligibility, published an article authored by Robert Farley,Was McCain born in the USA? Noting that the question of McCain's eligibility is rooted in legal opinions, not in facts, PolitiFact.org begged off giving McCain's eligibility question a truth rating, claiming its customary True-False ratings don't quite fit here.PolitiFact repeated the Washington Post complaint that McCain had not released his hospital-generated birth certificate publicly, opting instead to let a Washington Post reporter take a peek at it.PolitiFact, however, did not note that the Obama campaign refused all inquiries asking to see the Illinois senator's hospital-generated long-form birth certificate. PolitiFact also dismissed congressional resolutions affirming McCain's eligibility to be president as a natural-born citizen, quoting Atlanta attorney Jill Pryor, who wrote a 20-year-old paper published in the Yale Law Journal in which she argued that Congress' interpretation of the natural-born citizen clause is not binding on the courts. On June 12, 2008, the left-leaning DailyKos.com posted a piece by blogger andyfoland, The Bombshell on McCain's Birth Certificate, claiming McCain had no interest in releasing his birth certificate because he actually wasn't born in the United States, and McCain has done a good job keeping the public at large from catching on that he was born in Panama.On June 20, 2008, editorial writer Tod Robberson wrote in a Dallas Morning News opinion blog that McCain's citizenship was still in question, after a lawsuit was filed in the U.S. District courts questioning the issue. Displaying what he claimed was a copy of McCain's hospital-generated long-form birth certificate, Robberson wrote, The argument is very strong against McCain being regarded a natural-born citizen as required by law.

[McCain] was born in Panama in 1936, at a time when the State Department and the Hay-Bunau Treaty, which granted the U.S. access to the Panama Canal Zone, specifically stated that the Canal Zone was not sovereign U.S. territory, Robberson argued. To drive home the point, a link in Robberson's piece displayed as a .pdf file the lawsuit papers filed by plaintiff Fred Hollander in the U.S. District Court in New Hampshire questioning McCain's eligibility. The New York Times returned once again to McCain's eligibility in a July 11, 2008, article published by law reporter Adam Liptak, with contributions from Carl Hulse, A Hint of New Life to a McCain Birth Issue.The New York Times featured an analysis by University of Arizona law professor Gabriel J. Chin that asserted a 1937 law conferred citizenship on children of American parents born in the Canal Zone after 1904, arguing the law made John McCain a citizen just before his first birthday. In his paper and in an interview, Professor Chin, a registered Democrat, insisted he had no political motive in raising the question,the Times wrote. UPI published a story July 11, 2008, under the headline McCain not natural-born citizen, prof says, repeating the New York Times story about Gabriel Chin's legal analysis. A lawsuit challenging McCain's qualifications was pending in a federal court in Concord, N.H., the UPI story noted.
Newsbuster.org characterized Liptak's New York Times article as a meaningless, but prominently placed, 900-word story to further chip away at John McCain's stature, noting the New York Times had yet to publish an article discussing Internet questioning about Obama's eligibility.
In July 2008, Snopes.com, which portrays itself as an independent fact-checker, classified as undetermined the claim that John McCain does not qualify to be president as a natural-born citizen. As much as we'd like to dismiss this one as just another frivolous election season rumor, it's impossible to make any definitive statement about Senator McCain's presidential eligibility because the issue is a matter of law rather than fact, and the law is ambiguous, Snopes.com wrote. But only one month before, in June 2008, Snopes.com confidently disqualified as false the assertion that Barack Obama was not eligible to be president, affirming instead that he was a natural-born citizen within the meaning of Article II, Section 1. With equal confidence, Snopes.com in the same month dismissed as false the claim that the short-form Certificate of Live Birth provided by the Obama presidential campaign was a forgery. On Sept. 18, 2008, after McCain had won the Republican Party presidential nomination, Law.com reported a San Francisco federal judge ruled McCain's assertion of U.S. citizenship was highly probable.Third-party presidential candidate Alan Keyes was excoriated for bringing a federal lawsuit challenging Obama's eligibility, but as the Law.com article pointed out, Keyes had also brought the U.S. District court challenge of McCain's eligibility. Throughout the 2008 presidential campaign, the Web continued to buzz with stories questioning McCain's eligibility without reporting similar issues were being raised about Obama.

Bob Herbert recently wrote about the overzealous enforcement of peace officers assigned to New York City schools. The officers are accused of detaining, searching, handcuffing, and arresting students for silly things like drawing on desks, or handling — not using, but handling — cell phones in school.In one case, a safety officer kicked in the door of a stall in the boys’ bathroom, wounding a student’s head. The officer’s response to questioning about the matter was: That’s life. It will stop bleeding.Another student, this time a 5-year-old, was shipped off to a hospital psychiatric ward for throwing a tantrum.These absurd reactions to normal childhood behavior is all part of Zero Tolerance. Six-year-old Zachary Christie faced disciplinary action after bringing a Cub Scout utensil that can serve as a knife, fork, and spoon to school. Apparently, the state of Delaware is terrified of children shanking each other, and after all, it’s the era of Zero Tolerance.Treating children as suspects is the new normal in American culture. There is something innately wrong with children. If they’re too chatty, they need to be medicated. If they’re too angry, they need to be suppressed by a peace officer.They are not to be trusted, and must be monitored at all times.
A school in Pennsylvania is accused of covertly activating webcams in school-issued laptops to spy on students. The accusations have generated a lot of outrage, but this is the logical conclusion of the country’s general movement toward a police state. If the NSA can wiretap citizens’ phones, the FBI can infiltrate protest groups, and the police can generally dominate and suppress any kind of protest, why shouldn’t schools be able to monitor student activity? Americans have already accepted forms of police brutality (macing, sound cannons, tasering) as the inevitable punishments for exercising their First Amendment rights. They have already submitted to the bureaucratic requirements of permits (permits to gather, permits to use a bullhorn,) and the ridiculous spectacle of caged protests where activists are literally penned behind gates and cannot move from their designated locations as they exercise their freedom of speech.When the protest spills past the acceptable parameters of activism, the police state shocks the citizenry back into submission. They taser, and mace, and deafen people until they stop fighting.There hasn’t been too much fuss about this kind of oppression. Some guy got tasered when he asked John Kerry a question, but his fellow citizens mostly laughed about that. Jay Leno had a lot of fun with the “Don’t taze me, bro” stuff. Good times had by all.

Youtube commenters — ever the empathetic bunch — said Winkfein was asking to be tasered. Another said Winkfein clearly has to take some responsibility for being tasered.Worse than the police state itself are the people who can’t rush to defend the oppressors quickly enough. That student was asking for it. Grandma shoulda kept her mouth shut. Digby calls this the normalizing of torture. Not only are people unsurprised by tasering these days, but they watch it for entertainment on Youtube. This normalizing goes beyond tasering, however. It’s now normal for the state to monitor citizens, and for any kind of mass protest to be immediately restricted by the government.The terrifying conclusion to this normalization of the police state is featured in the latest issue of Harper’s. (h/t Digby)Taser’s distributor has announced plans for a flying drone that fires stun darts at criminal suspects or rioters. Oh, goody. It’s like if a thousand tasers rained down from the heavens. Other nifty inventions include a Shockwave Area-Denial System, which blankets the area in question with electrified darts, and a wireless Taser projectile with a 100-meter range, helpful for picking off ringleaders in unruly crowds.
It all sounds like science fiction. Sane individuals read stuff about the taser-firing drones and think, That’ll never happen! But consider that thirty years ago, people would have laughed at the idea that police would one day be permitted to electrocute citizens for getting mouthy.And considering what else the Pentagon has worked on in the past, I wouldn’t put anything past these people:Pentagon interest in advanced riot-control agents has long been an open secret, but just how close we are to seeing these agents in action was revealed in 2002, when the Sunshine Project, an arms-control group based in Austin, Texas, posted on the Internet a trove of Pentagon documents uncovered through the Freedom of Information Act. Among these was a fifty-page study titled The Advantages and Limitations of Calmatives for Use as a Non-Lethal Technique,conducted by Penn State’s Applied Research Laboratory, home of the JNLWD-sponsored Institute for Non-Lethal Defense Technologies.Penn State’s College of Medicine researchers agreed, contrary to accepted principles of medical ethics, that the development and use of non-lethal calmative techniques is both achievable and desirable,and identified a large number of promising drug candidates, including benzodiazepines like Valium, serotonin-reuptake inhibitors like Prozac, and opiate derivatives like morphine, fentanyl, and carfentanyl, the last commonly used by veterinarians to sedate large animals. The only problems they saw were in developing effective delivery vehicles and regulating dosages, but these problems could be solved readily, they recommended, through strategic partnerships with the pharmaceutical industry.

Should you want to protest, please fill out form AYT0754 five months prior to said protest, and pay this fee, and remain in this pen, and please don’t make too much noise…Those few brave souls that break through this wall and do manage to protest are put down at Stage 2 of the Police State with weaponry: mace, sound cannons, tasers, and whatever else the Pentagon desires to test on them. The state will only be too happy to use opiate weaponry next. What a nice, neat way to stop activism! Now, imagine if dogs hadn’t been used, but the police instead utilized non-lethal personal suppression projectiles. In this world, the civil rights protesters in the sixties didn’t scream and fight. They just got kind of loopy, smiled, and walked home. Yes, technically the police prevented injuries, but the larger damage is much more severe. The police prevented political change. That may be a good thing for the regime of the moment, but it’s a bad thing for justice and society at large.
Schumer, Graham Use Immigration to Push National Biometric ID Card

Democrat Chuck Schumer and Republican Lindsey Graham have joined forces in an effort to force a biometric ID on the American people. The new national ID scheme is part of a comprehensive immigration bill now in the Senate.Germany has introduced a biometric national ID card. It will be required of all citizens beginning November 1, 2010.Schumer and Graham want every American worker required to have a biometric ID card in order to work. Under the potentially controversial plan still taking shape in the Senate, all legal U.S. workers, including citizens and immigrants, would be issued an ID card with embedded information, such as fingerprints, to tie the card to the worker, reports The Wall Street Journal.Schumer and Graham, who face an uphill effort to pass a bill, plan to meet with Obama this week in order to update him. An administration official told the Journal the White House has no position on the controversial ID card.Previous efforts to force a national ID on the American people have ended in failure. Shortly after September 11, 2001, Congress took up the idea of requiring every citizen to have a national ID card. Before the election of 2004, the revisited the issue.

Both the Personal Responsibility and Work Opportunity Act of 1995 (PRWOA), a welfare reform law, and the Immigration Control and Financial Responsibility Act of 1996 (ICFRA), an immigration reform law, called for the use of technology for identification purposes.In 2005, Congress passed the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, or REAL ID.States were originally given until May 2008 to comply with the law, but widespread resistance resulted in the Federal Government changing that deadline not once, not twice, but three times,notes the Tenth Amendment Center. More than two dozen states have passed resolutions or binding laws opposing the act, rendering the Bush-era law nearly null and void in practice. Bottom line? Nullification works.Senator Graham does not believe his biometric national ID scheme will violate the privacy of Americans. We’ve all got Social Security cards, he said. They’re just easily tampered with. Make them tamper-proof. That’s all I’m saying.Graham is the only Republican to publicly announce support for a law requiring Americans to hold a biometric national ID card and he wants at least one other GOP co-sponsor to launch the effort.
According to the Journal, biometric data for the card would likely be either fingerprints or a scan of the veins in the top of the hand. It would be required of all workers, including teenagers, with current workers needing to obtain the card only when they next change jobs. Employers would be required to purchase a scanner.
A biometric ID system is not about securing the border or preventing terrorism. It is about tracking citizens.By far the most significant negative aspect of biometric ID systems is their potential to locate and track people physically. While many surveillance systems seek to locate and track, biometric systems present the greatest danger precisely because they promise extremely high accuracy. Whether a specific biometric system actually poses a risk of such tracking depends on how it is designed,explains the Electronic Frontier Foundation.Earlier this month, a biometric ID card was introduced at a large technology show in Hanover, Germany. The card will mandatory for all Germans on November 1, 2010. The card has three functions: 1. biometric identity verification, 2. electronic identity verification, 3. authenticated electronic signature,Fox News reported on March 2.

MEPs threaten budget veto over diplomatic service

EUOBSERVER / BRUSSELS - Members of the European Parliament have expressed anger over a series of papers outlining how the EU's future diplomatic service may look.What is on paper at the moment is insufficient, utterly insufficient, says German centre-right MEP Elmar Brok, in charge of drawing up parliament's opinion on the issue. MEPs fear that current proposals, drawn up and circulated by EU foreign policy chief Catherine Ashton last week, seek to take away too much of what is directly the European Commission's responsibility. They also do not contain key parliament demands such as having budgetary control over the service and the right to call nominees to head the EU's 136 delegations abroad to come and give their views before parliament. While formally only having the right to be consulted on the setting up of the External Action Service (EAS), MEPs say they intend to make full use of their co-decision powers on finance and staff rules, both of which have to be changed to accommodate it.We will use our power on budget and staff regulation. If we don't find a compromise we will not give agreement to these two elements on this, Austrian Socialist MEP Hannes Swoboda said.The diplomatic service, a stand-alone institution, is likely to have a staff of around 6,000 people drawn equally from the commission, the council secretariat and member states. But the intricacies of the service and the search for a new balance of power between member states and the commission have unleashed a fierce battle in the EU capital. The commission fears losing key policy areas to the EAS, while member states fear a diluted service with a divided chain of command.
In the dispute, parliament is a natural ally of the commission.
We cannot accept the insistence of the council to be more or less the supreme decider on this issue, because foreign policy is not only CFSP [Common Foreign and Security Policy] as such but it is all that the commission did until now did in their commission delegations. So it cannot be that the council appropriates all the issues and the nominations. And of course it would mean a reduction of the influence of the parliament,says Mr Swoboda.Parliament's rhetoric comes on the back of commission anger at Ms Ashton's early proposals. Chief among the commission's priorities is to hold on to the management of the EU's development budget. It also wants to curb the proposed autonomy of heads of EU delegations and to maintain control over countries within its neighbourhood policy - all contrary to the Ashton papers.The internal squabbling reached such a low point last week that Britain and Sweden wrote a letter to Ms Ashton in which they both pledged support for her plans and warned her not to cede too much ground to the commission and the council secretariat.An EU source familiar with the negotiations admitted there was a certain amount of scratchiness around Brussels but noted that this was to be expected when it concerns the creation of the first new institution this town has seen for 50 years.For Ms Ashton, who sees her main legacy as being the EAS, it likely to be a major test even to manage to stick to her timetable of presenting her formal proposal at the end of March and having it agreed by the end of next month.The basis from where our discussion has to go out is the commission line, then of course, you have to take into account some of the concerns of the council and the parliament, said Mr Swoboda, summing up the institutional balancing act that the EU's top diplomat will have to manage.
Merkel says European fund would require treaty change

German Chancellor Angela Merkel threw her support behind the idea of an IMF-style European Monetary Fund on Monday (8 March), but added that the EU treaty would need to be changed as a result. It leaves lots of questions open of course, but I find the idea good and interesting, Ms Merkel told reporters in Berlin. But of course we are going to have to ask ourselves who will pay into it, how independent it will be from the European Commission ...Without treaty changes we can't form such a fund.
News that Germany's most senior politician believes the establishment of a European Monetary Fund to help struggling eurozone countries will require a treaty change is unlikely to bring much cheer to EU member states. A hugely drawn-out Lisbon Treaty ratification process, which saw the Irish initially reject the new rulebook and Czech President Vaclav Klaus infuriate EU officials with last minute demands, has left a heavy cloud of treaty fatigue hanging over national capitals. The reason behind the need for a treaty change is the EU's no bail-out rule, said Ms Merkel, as outlined in the Maastricht treaty which set up the single currency area. The German chancellor insisted however that the EU should not be put off by the prospect of further treaty negotiations. We want to be able to solve our problems in the future without the IMF, she said. French officials and analysts have also suggested a treaty change will be necessary, meaning the establishment of a European Monetary Fund could potentially take several years and will certainly not be ready in time to help Greece with its current difficulties. Doubts over Greece's economy and the prospect of a possible sovereign debt default have brought the eurozone's institutional set up under closer scrutiny in recent weeks. While the EU has a mechanism to help non-eurozone states struggling with balance of payments difficulties, availed of by Hungary, Latvia and Romania last year, the eurozone toolbox is currently empty when it comes to helping one of its 16 members.
Ever since its conception in the early 1990s, economists have warned that a European single currency area, without a fiscal and political union to back it up, could be in danger of breaking apart. With markets currently taking a dim view on the public finances of several eurozone members, that prospect has never been closer than now, say analysts, with the European Commission on Monday signaling its willingness to get working on plans to set up a European support fund to help struggling states in the future. Portugal became the latest country on Monday to announce plans to cut spending, delay investments and sell state assets, in a bid to fix its finances.
While the idea for a European Monetary Fund, first floated at a senior political level by the German finance minister Wolfgang Schauble over the weekend, has won much support, the European Central Bank's chief economist, Juergen Stark, has come out against it. On Monday he said it: Could be very expensive, create the wrong incentives and finally, burden countries [that have] more solid public finances.

The commission is ready to propose such a European instrument for assistance, which would require the support of all euro area member states,the commission's economy spokesman, Amadeu Altafaj Tardio, said during a regular news conference on Monday (8 March) in Brussels. The college of 27 commissioners is set to have their first discussion on a potential European fund at their weekly meeting being held in Strasbourg this Tuesday. Mr Tardio said the commission would also come forward with plans for re-inforced economic policy co-ordination and country surveillance at the same time as the fund proposal, and that this would be during the lifetime of the Spanish EU presidency which expires at the end of June. The comments, which mirror those made by EU economy commissioner Olli Rehn in Monday's edition of the Financial Times Deutschland, add to a growing discussion on the need for a eurozone emergency funding mechanism as doubts over Greece's economy highlight the euro area's current inability to help states at risk from a possible default.
They also come hot on the heels of a suggestion by German finance minister Wolfgang Schauble for a European IMF-style fund over the weekend, although Mr Tardio insisted there was no issue of ownership of possible useful ideas.Speaking to Germany's Welt am Sonntag newspaper, Mr Schauble said he would present proposals soon for an institution that would protect the internal stability of the eurozone.Officials caution that Mr Schauble's sights are focused on the medium-to-long-term however. In Germany, the plans are on an ideas level,one EU diplomat told this website. While not formally on the agenda of eurozone and EU finance minister meetings next week, it is likely that plans for a potential European fund will at least be discussed on the sidelines of the two gatherings, with a large array of questions still to be explored. One concerns the legal basis for a new funding institution or mechanism, with the hugely drawn-out Lisbon Treaty ratification process leaving little appetite for further treaty changes in national capitals. Some analysts suggest it may be inevitable however. Writing in a blog (link: http://blogs.euobserver.com/mujagic/2010/03/08/saved-by-the-greeks/) on Monday, Edin Mujagic, a monetary economist at Euro Currency Research in Utrecht, pointed to a number of constitutional difficulties in setting up a European fund. At the very least, it would mean that the Treaty on the European Union would have to be amended, he wrote.
Other questions include whether eurozone states would contribute to the fund's financing, with commission officials insisting nothing has been ruled in or out at this stage. Any new body is unlikely to be up and running in time to support Greece with its current predicament. A suggestion by the Socialist group in the European Parliament last week called for the establishment of a trustee fund by euro area member states, capable of borrowing on international markets at reasonable rates.
Media reports suggest German plans for a European fund would come as part of a wider programme for greater euro area economic co-ordination. This could include the suspension of EU subsidies, known as cohesion funds, to countries that fail to observe fiscal discipline, a move unlikely to find favour in a number of capitals.
Doubts also exist over the potential knock-on effects for other international institutions, with EU officials insisting that a European support mechanism would not compete directly with the International Monetary Fund.We've had this crisis in Greece and want to make improvements in light of what we have learned from that, Mr Tardio said. There is clear will within the euro-area member states and the European Central Bank to learn lessons from what happened and to take measures, he added.

Plans for a European Monetary Fund emerged over the weekend as the ongoing debt crisis in Greece forces European politicians to rethink the euro area's institutional architecture. The loan-providing fund could be part of wider Franco-German scheme to reinforce economic co-operation and surveillance within the 16-member eurozone, with the European Commission signaling its readiness to come up with proposals. The commission is ready to propose a European instrument like this that would have the support of eurozone members, the EU's economic and monetary affairs commissioner Olli Rehn told the Financial Times Deutschland, in an article published on Monday (8 March).Mr Rehn emphasised that any financial aid from a European fund would be linked to strict conditions. At present, the EU has a balance of payments facility to provide struggling non-eurozone countries with loans, but no mechanism to help the 16 sharing the single currency. German finance minister Wolfgang Schäuble was the first to come out publicly with news of the radical plans. He said he would present proposals soon for a new eurozone institution that has comparable powers of intervention to the Washington-based International Monetary Fund.
The IMF gives out emergency loans to countries with troubled finances, although a number of EU governments would prefer to see a European solution to Greece's current financing difficulties. We're not planning an institution that would compete with the IMF, but for the internal stability of the eurozone, we need an institution that has the experience and power of the IMF, Mr Schaeuble told the Welt am Sonntag newspaper.Greece is currently struggling under the weight of its €300 billion-debt pile, with roughly €22 billion up for refinancing this April or May. But a lack of investor confidence in the country's economy has pushed up the centre-left government's borrowing costs and fueled speculation on the need for an eventual bail-out.The Socialists in the European Parliament and Italian President Giorgio Napolitano have also called for the creation of a European fund. Officials say a European Monetary Fund is unlikely to be ready in time to help Greece with its current predicament however, with Greek Prime Minister George Papandreou winning verbal support from French President Nicolas Sarkozy after a meeting between the two on Sunday. France is by the side of Greece in the most resolute fashion, said Mr Sarkozy.The euro is our currency. It implies solidarity. There can be no doubt on the expression of this solidarity.He did not outline any specific measures to help Greece however, but said his finance minister was working on a plan with her European colleagues. Mr Papandreou is scheduled to visit Washington on Tuesday for talks with President Barack Obama, and has indicated his government is prepared to turn to the IMF if greater details of European funding options are not forthcoming. The latest Greek austerity measures include cutting civil servants' pay, freezing pensions and hiking some taxes, resulting in violent demonstrations on Friday as parliament voted to approve the tough new actions. A 24-hour general strike is planned for this Thursday.

An early version of the deal, signed in the aftermath of the 2001 attacks on New York and Washington, was struck down in 2006 by the European Court of Justice because of a faulty legal base.It's not my job to tell the European Parliament what to do. What I can say is that the US is very supportive of the PNR agreement and we think it's been very successful in countering both terrorism as well as serious transnational crimes, Mary Ellen Callahan, dealing with data protection within the US department of homeland security told Brussels journalists on Monday, before meeting members of the European Parliament in Strasbourg.Washington already experienced a first blow last month to its anti-terrorism strategy when MEPs rejected another interim agreement allowing US investigators to track down terrorist funding by accessing data on European bank transfers. The number of times we've shared PNR information is 216 times, mostly with the Department of Justice for litigation purposes,the US official said.Last week, a first debate in the key committee dealing with this agreement indicated that MEPs find these reassurances too weak and would prefer a new agreement encompassing more data protection measures.Yet instead of a thumbs down, as was the case with the so-called Swift agreement on the bank data transfers, the parliament is now looking at postponing the vote until the European Commission comes up with a broader framework, setting out rules for all such deals on air passengers data – for instance with Canada and Australia. Meanwhile, EU interior ministers are pushing for a similar agreement allowing national prosecutors to tap on intra-European flights data as part of the fight against terrorism and serious crime. An overarching framework on all sorts of data transfers is also being drafted by the European Commission.The US would strongly support having a binding agreement, so that we can define the privacy protections for any type of data exchange with the EU. EU visit to Gaza is poke in the eye for Israel

EUOBSERVER / BRUSSELS - Israel has agreed for EU foreign relations chief Catherine Ashton to visit Gaza next week in a mission criticised by a former Israeli diplomat.
I think that both a visit and a meeting [with Palestinian militant group Hamas] are unnecessary and unhelpful, Israel's former ambassador to the EU, Oded Eran, told EUobserver from Tel Aviv on Monday (8 March). Assuming that Proximity Talks between Israel and the Palestinian Authority start in the next few days, why would the EU want to give a moral boost and victory to the Hamas and poke a finger not only in Israel's eyes but those of Abu Mazen and the US? The Israeli foreign ministry in a statement on Monday gave permission for Ms Ashton to enter Gaza for close inspection of humanitarian aid work.Ms Ashton, who has in the past slated Israel's blockade of aid shipments to the territory and its colonisation of Palestinian land in the West Bank, will make the visit as part of her symbolic first tour of the Middle East starting 17 March. The trip comes as Israel and the Palestinian Authority, led by Mahmoud Abbas, who is also known as Abu Mazen and who is not recognised by Hamas, gear up to start US-mediated peace talks after 14 months of frozen relations.Mr Eran, who was Israel's ambassador to the EU until 2007, is currently the director of the Tel Aviv-based think tank, the Institute for National Security Studies, and an advisor to the Israeli parliament's foreign affairs subcommittee.The EU can legitimately say that it has an interest in Gaza because of the EU assistance, the alleged humanitarian situation and so on. But for that purpose it can send a mid-level official and not one of the three senior persons in the EU structure, he added.
Ms Ashton's office will have to make administrative-level contact with Hamas, which controls Gaza, in order to expedite the visit. Political-level talks with the group, which is listed on the EU's terrorist register, are suspended under an informal agreement by the Quartet, comprising the EU, UN, US and Russia, in 2006. Ms Ashton's spokesman, Lutz Guellner, refused to rule out a high-level meeting when questioned by press in Brussels on Monday, however.The EU's reputation as an honest broker in the Middle East was damaged in the eyes of Arabic groups by its refusal last month to condemn the assassination of a Hamas commander in Dubai by a hit squad believed to have been sent by Israel. Europe drops bid to supply US with military aircraft

EUOBSERVER / BRUSSELS – European aircraft constructor EADS on Monday (8 March) gave up a €25 billion contract to build tanker planes for the US military, which would have secured thousands of jobs in Britain, France, Germany and Spain, but no longer had political backing in Washington.The contract, aimed at replacing 179 ageing American military tankers, was secured in 2008 by Europe's defence giant EADS, a Franco-Spanish-German company producing the well-known Airbus planes. But during the presidential campaign, Barack Obama and his team lashed out against the deal for securing jobs outside the US at the expense of American aircraft constructors such as Boeing.The Pentagon subsequently re-launched the bid last month and changed the requirements so that Boeing's smaller tanker model could qualify. EADS and its American partner Northrop Grumman said in a statement they withdrew from the new tender because it was biased towards Boeing's smaller, less capable aircraft.It is no longer [a case of] the best plane and no longer fair competition, Airbus head Thomas Enders told Financial Times Deutschland.The EU commission also expressed veiled criticism at the protectionist US move. It is highly regrettable that a major potential supplier would feel unable to bid for a contract of this type. Open procurement markets guarantee better competition and better value for money for the taxpayer, trade commissioner Karel De Gucht said in a statement.
Ironically, Boeing had won the contract in 2003, only for it to be cancelled after an ethics scandal that saw a US Air Force official convicted of criminal conspiracy.
Northrop Grumman is not planning to sue the US government for changing the tender criteria, because it did not want to be held responsible for delaying the process further. America's servicemen and women have been forced to wait too long for new tankers,the company said in a press release.A few lawmakers in the US also regretted the withdrawal, such as Alabama senator Richard Shelby, whose state would have seen 300 new jobs in a promised assembly line for the Airbus tanker.The Air Force had a chance to deliver the most capable tanker possible to our warfighters and blew it, Mr Shelby said.But the decision represents a bigger blow to thousands of workers in Britain, France, Germany and Spain. Under the trans-European proposal, the wings for the planes would have been made in Britain, fuselages in France and Germany, tails in Spain and the aircraft would have been equipped by Northrop in the US. It is also bad news for the European company's global ambitions, as it already faces credibility problems due to delays and the soaring costs of its A400M military transporter.The company on Tuesday announced it lost €1.05 billion in the last three months of 2009, compared to a net profit of €490 million a year earlier.EADS reached last-minute agreement with customer nations last Friday, who agreed to put in another €3.5 billion into the airlift project, allowing it to survive.
EU passports not that safe, says expert

EUOBSERVER / BRUSSELS - The biometric, or e-passport, was supposed to offer a previously unrivalled level of security and protection against forgery. It was fool-proof, some said, even impossible to counterfeit. In the years that followed the attacks on New York and Washington, the European Union, as with many international powers, was eager to embrace the technology. In 2004, the European Commission proposed technical specifications for a harmonised e-passport system, first requiring digital facial image as as a mandatory biometric identifier for passports and later requiring fingerprint data.But in the wake of the Dubai targetted killing of a Hamas commander, in which a team of some 27 assassins used fake EU and Australian passports in the course of their cloak and dagger escapade, the security of the passport has been placed under the microscope.Beyond the Dubai murder, Europol has warned that despite the biometric changes to passports, counterfeiting still remains a major problem for criminals or others who are determined to do so, with the provision of documents for irregular immigrants being the main driver of the activity.
In 2008, the latest year for which data is available, some 16.7 million passports were on an Interpol database of stolen or disappeared passports.Magnus Svenningson, the CEO of Speed Identity, the company that provides the biometric data capture platform to the Swedish, Luxembourg and Lithuanian governments, in an interview with EUobserver reveals how passports can be forged.The EU passport is a very, very secure document. EU countries have invested a lot in the document. It's extremely expensive and difficult to forge, although not impossible, he said.What makes it so hard is one would have to clone the certified chip of the issuing government: This requires machine-supported verification of the documents.Famously, in August 2008, after 3,000 blank UK passports were stolen and British authorities said that without the chip, the documents would have been useless, the Times newspaper hired a computer researcher to successfully clone the chips on two British passports. Passport reader software used by the UN authority that establishes biometric passport standards believed the chips to be genuine. This is designed to be countered by checking the chip at a border crossing against an international database of key codes, the Public Key Infrastructure, but only a minority of countries have signed up. So a would be counterfeiter should choose a state that does not share these codes.The level of counterfeiting difficulty varies from country to country, said Mr Svenningson: In some countries, it's very easy, others not so easy, but every country has their own loopholes.
Loopholes
First of all, the inclusion of the biometric identifiers is binding only for those countries in the Schengen area, of which the UK and Ireland have opted out and which Cyprus, Bulgaria and Romania have yet to join. These specifications are also binding on European Economic Area countries Norway, Iceland, Liechtenstein and Switzerland.
According to the EU regulation, countries were to have included both facial imagery and fingerprints in their systems by July last year. The British e-passport meanwhile only uses a digital image and not fingerprinting, although this is currently under consideration by authorities. UK foreign minister David Miliband said that the Dubai passports taken from British citizens were in any case not biometric, which makes the forgery process that much easier. But Mr Svenningson said that one of the easiest methods is to acquire a duplicate passport - a real fake passport - rather than to forge one. The problem is enrollment and lies with the breeder documents. These are the documents that make you a for example a British or German citizen, such as a birth certificate or naturalisation papers.These documents plus the biographic data and the biometric data are then unified and stored in a passport tied together, forming a proof of identity.According to Mr Svenningson, you should choose a victim that roughly matches your appearance, and then photoshop an image of yourself so that it appears closer to what the original person looks like, something in between you and the other person. This process is aided by the transfer of a paper photo to a digital one, which involves a huge loss of quality, resulting in a photo that makes it very easy for others to use.When all this is done, you apply for renewal of your victim's passport and file a new application with your tailored picture. Then you wait at his or her mailbox of until the new passport arrives by mail and snatch that particular letter. He added that a postbox that is separate from the apartment or house is best.This method is the most common, he said. The advent of biometric passports has had an effect: There has been a big shift in the last five years from counterfeiting to applying for a real one, because of the additional hurdles set up by biometry.
Fingerprints can be fooled
But those countries that require fingerprints included on the chip can still be fooled. Fingerprints are possible to fake for a low cost. The easiest way is to obtain a print from something someone has touched, a glass or a mobile phone.From this you can extract a picture of the ridges that you see on your fingertip. This picture can be moulded onto a piece of plastic, which can then be subtly placed on the fingertip during enrollment or verification of the data to make you appear like someone else.
Even retina scans are not impossible to fake. This is difficult. The process involves taking a picture of the retina with infrared light at very close distance. But it is still not impossible. You could hold some kind of eye-like object with a picture of the retina in front of the camera. Of course if the process is supervised, it then becomes quite difficult.But he says that this supervision, making sure that the photo, fingerprints and other biometric data are captured at the same moment that you apply for a passport: So that all the data is tied together and impossible for the applicant to alter.It's very important to have the whole enrollment process take place in one sequence via an officially supervised process. Any time you break up this sequence, you introduce a window for individuals to undermine the security of the passport.Of course, Mr Svenningson's business model is precisely that - all-in-one biometric data capture - so he has an interest in suggesting its importance. He jokes that photography shops, who do not sell as many rolls of film any more and for whom the €8 set of four passport photos is an increasingly substantial part of their business, do not particularly like the idea.
But it will still take many years before even the current generation of e-passports is widely adopted.
Five to 10 year window
When it comes to non-biometric passports, there is an even weaker tie between the document and its holder, and while biometric passports are common now, the large bulk of EU passports in circulation are non-biometric because they aren't out of date yet, and won't be for a number of years. It will take at least another five to 10 years for all EU passports to be biometric.Still, nothing will be able to stop those who have the time and money to invest in counterfeiting, he said: The intelligence services have the expenses and the capacity to do this.Last week, the Australian Broadcasting Corporation interviewed Victor Ostrovsky, a case officer at the Mossad in the 1980s, who said that the Israeli spy agency had its own passport factory, a company established within the Mossad headquarters.They create various types of papers, every kind of ink. If nothing else, a positive aspect of Greece’s plight has been the wave of ideas on how the eurozone could operate more effectively in the future.A big shortcoming identified by many has been the lack of proper crisis management procedures, which have arguably exacerbated Greece’s difficulties. Now - just in time for the EU leaders’ summit in Brussels this week - comes an ingenious solution for a European Monetary Fund, put forward by Daniel Gros, director of the Brussels-based Centre for European Policy Studies, and Thomas Mayer, chief economist at Deutsche Bank.Their idea is for a sort of eurozone version of the International Monetary Fund, which could provide emergency loans to struggling countries or ensure a default was orderly, with minimum effect for other eurozone countries. It would be funded by contributions from countries in the weakest financial position, calculated according to how grievous was their abuse of the EU’s fiscal rules as set out in its stability and growth pact.
An attraction of the proposal is that it provides a neat answer to the IMF or EU? question. While the IMF has lots of experience in rescuing countries, its deployment to help a eurozone country such as Greece would worry those who thought the eurozone should sort out its own problems (Washington: butt out). But the European Commission, the EU’s executive arm, is ill-equipped for such a task.Gros and Mayer add that a European Monetary Fund would protect the interests of countries such as Germany, which currently face a lose-lose situation. If Greece goes under, either they help pay the cost of a bail-out, or they allow a collapse - and their banking system bears the brunt of the impact.Another alluring feature of their plan - which could appeal to the European Central Bank - is that by allowing the orderly bankruptcy of a eurozone country, it minimises the problems of moral hazard (by which Greece is encouraged to act recklessly because it knows there will be an eventual bail-out). The recent downgrade to Ireland’s sovereign credit rating by Standard and Poor’s, the second in three months, together with the prospect of a joint devaluation and eurozone entry plan for Latvia, are renewing speculation over the need for an eventual internal eurozone bailout, so as to prevent countries from defaulting on their debt.The implementation of such a policy would be a giant step towards greater economic coordination within the eurozone. Though Article 103 of the Maastricht Treaty – the famous no bailout clause – explicitly rules out the possibility of one member state assuming the debts of another, it is directly contradicted by the less widely noted Article 100, which allows financial assistance to be given to countries experiencing difficulties caused by natural disasters or exceptional occurrences beyond its control. There is therefore a legal backdoor to facilitate bailouts should they become unavoidable.Legal qualms out of the way, the question is how any bailout would be delivered. The first possibility would be for a one-off rescue package, supported by a consortium of large member states led by Germany, possibly conjoint with an IMF package which would specify tough conditionality for the recipient country. This option would essentially be little more than a bolstered IMF bailout, with the Fund acting as a fig-leaf to hide the political and financial involvement of one state (Germany) in the macroeconomic management of another (Ireland or Greece). There are advantages to such a ruse (more below).
A second, superficially more satisfying option would be to acknowledge the eurozone bailout for what it is, namely an internal eurozone bailout, and institutionalise it through new or existing EU institutions. The eurozone could have its own internal monetary fund – a form of EMF – either acting as an independent institution, or attached to the European Central Bank in Frankfurt. In a similar fashion to the International Monetary Fund, the European fund would concentrate economic decision-making power to its larger, more solvent members over its weaker, less solvent states. A series of EMF interventions would give the EMF board, dominated by Germany and France, the ability to tailor the domestic policies of member states. In anticipation of such a power, German officials have already hinted that they may force Ireland to raise its rates of corporation tax – a longstanding gripe in Berlin.
Finally, a yet third option would be for emergency financial support to be made available for EU member states, but without the imposition of punitive structural adjustment packages by one member state upon another. The only way in which this could become feasible were if there were a single, centralised mechanism for raising funds and delivering spending within the EU. A recent proposal to this effect is for the creation of a eurozone bond market, the money from which could be used to support interventions in weaker eurozone states. Receipt of funds would probably still entail some conditionality, and could still be combined with member-state financed bailout packages. But essentially the proposal will entail an implicit transfer from the creditor states, such as Germany and the Netherlands, who could have issued (and will continue to issue) national bonds at lower rates, and a cheap source of debt for countries such as Ireland or Greece, who cannot.Which of these avenues is preferable? I am tempted to say: either the first or the third, but most assuredly not the second.The second option, creation of a European Monetary Fund, would be a further writedown to the bankrupt reputation of the EU. For European politicians cannot have failed to notice that the International Monetary Fund is hugely unpopular, blamed by the countries it supports for forcing them to implement the fiscal austerity that previous profligacy has made necessary. I shudder to think that we would now replicate this experience at the European level, with Irish and Greek politicians denouncing European officials for every spending freeze.The first option, while disappointing for supporters of European integration, at least has the advantage of allowing Irish or Greek politicians to blame the unpopular measures on the hapless International Monetary Fund, while in reality European finance ministries, led from Berlin, will provide both the emergency funds and (more importantly) write the terms of the structural adjustment package. After all, when the average Irish voter thinks of the IMF, they will think of Washington; they will not think of its President as a former European finance minister, and they will not think that the staff who wrote their adjustment package were seconded from the Bundesbank. Then let them think that, while the true power remains in Europe. Invisible power, after all, is power of the best kind.Yet the most sustainable choice for eurozone in the long run is the third option: to give the Union the ability to create debt, and therefore rescue itself from the vicissitudes of the business cycle – as well as the perceived arbitrariness of the Growth and Stability Pact. That pact binds all states to a minimum 3 per cent deficit regardless of circumstances, and such conditions clearly cannot be fulfilled today by countries such as Ireland. Yet for reasons of political realpolitik, a eurozone bond market is a hugely ambitious undertaking, and it will be critical that the scheme is designed well. In particular, a danger is that if a European financial authority is to disburse the funds – in effect creating a genuine eurozone ‘government’ within the architecture of the European Union – then moral hazard must be avoided by giving power over spending to the most fiscally solvent states, who are implicitly financing the single bond market. Having been given access to a cheaper means of raising credit, the main beneficiaries must not be allowed to transfer their fiscal recklessness to the Union as a whole.

Global financier the International Monetary Fund has switched its attention to the environment with a plan for the world's governments to pool together to raise money needed to adapt to climate change.IMF managing director Dominique Strauss-Kahn said the fund was worried about the huge amount of money needed and the effect that will have on the global economy.He added that the proposal may help efforts to reach a binding agreement on climate change later this year.Mr Strauss-Kahn proposed that countries adopt a quota system similar to the one it uses to raise its own money, which could bring in money faster than proposals to increase carbon taxes or other fundraising methods.He only provided a broad outline of the plan, as the organisation will release a paper later this week with full details.The IMF raises funds from its 185 members mainly through a quota system that is based broadly on each country's economic size. The United States is currently the largest shareholder.
We all know that (carbon taxes and other fundraising methods) will take time and we don't have this time. So we need something which looks like an interim solution, which will bridge the gap between now and the time when those carbon taxes will be big enough to solve the problem, Mr Strauss-Kahn said. And that is exactly what the IMF proposal is dealing with.He said a climate change accord reached last December estimated 100 billion dollars a year will be needed by 2020 to fund programmes, including those to help poor nations deal with droughts, flooding and food shortages expected to be caused by climate change.Nations failed to reach a binding deal in Copenhagen in December, but agreed on a voluntary plan to control greenhouse gas emissions which are blamed for the gradual heating of the Earth that scientists predict will worsen weather-related disasters.The accord, however, included collective commitments by rich countries to provide billions of dollars to help poor countries adapt to climate change, a major demand the poor nations had made.2010 The Press Association.

The recent downgrade to Ireland’s sovereign credit rating by Standard and Poor’s, the second in three months, together with the prospect of a joint devaluation and eurozone entry plan for Latvia, are renewing speculation over the need for an eventual internal eurozone bailout, so as to prevent countries from defaulting on their debt.The implementation of such a policy would be a giant step towards greater economic coordination within the eurozone. Though Article 103 of the Maastricht Treaty – the famous no bailout clause – explicitly rules out the possibility of one member state assuming the debts of another, it is directly contradicted by the less widely noted Article 100, which allows financial assistance to be given to countries experiencing difficulties caused by natural disasters or exceptional occurrences beyond its control. There is therefore a legal backdoor to facilitate bailouts should they become unavoidable.Legal qualms out of the way, the question is how any bailout would be delivered. The first possibility would be for a one-off rescue package, supported by a consortium of large member states led by Germany, possibly conjoint with an IMF package which would specify tough conditionality for the recipient country. This option would essentially be little more than a bolstered IMF bailout, with the Fund acting as a fig-leaf to hide the political and financial involvement of one state (Germany) in the macroeconomic management of another (Ireland or Greece). There are advantages to such a ruse (more below).
A second, superficially more satisfying option would be to acknowledge the eurozone bailout for what it is, namely an internal eurozone bailout, and institutionalise it through new or existing EU institutions. The eurozone could have its own internal monetary fund – a form of EMF – either acting as an independent institution, or attached to the European Central Bank in Frankfurt. In a similar fashion to the International Monetary Fund, the European fund would concentrate economic decision-making power to its larger, more solvent members over its weaker, less solvent states. A series of EMF interventions would give the EMF board, dominated by Germany and France, the ability to tailor the domestic policies of member states. In anticipation of such a power, German officials have already hinted that they may force Ireland to raise its rates of corporation tax – a longstanding gripe in Berlin.
Finally, a yet third option would be for emergency financial support to be made available for EU member states, but without the imposition of punitive structural adjustment packages by one member state upon another. The only way in which this could become feasible were if there were a single, centralised mechanism for raising funds and delivering spending within the EU. A recent proposal to this effect is for the creation of a eurozone bond market, the money from which could be used to support interventions in weaker eurozone states. Receipt of funds would probably still entail some conditionality, and could still be combined with member-state financed bailout packages. But essentially the proposal will entail an implicit transfer from the creditor states, such as Germany and the Netherlands, who could have issued (and will continue to issue) national bonds at lower rates, and a cheap source of debt for countries such as Ireland or Greece, who cannot.Which of these avenues is preferable? I am tempted to say: either the first or the third, but most assuredly not the second.The second option, creation of a European Monetary Fund, would be a further writedown to the bankrupt reputation of the EU. For European politicians cannot have failed to notice that the International Monetary Fund is hugely unpopular, blamed by the countries it supports for forcing them to implement the fiscal austerity that previous profligacy has made necessary. I shudder to think that we would now replicate this experience at the European level, with Irish and Greek politicians denouncing European officials for every spending freeze.The first option, while disappointing for supporters of European integration, at least has the advantage of allowing Irish or Greek politicians to blame the unpopular measures on the hapless International Monetary Fund, while in reality European finance ministries, led from Berlin, will provide both the emergency funds and (more importantly) write the terms of the structural adjustment package. After all, when the average Irish voter thinks of the IMF, they will think of Washington; they will not think of its President as a former European finance minister, and they will not think that the staff who wrote their adjustment package were seconded from the Bundesbank. Then let them think that, while the true power remains in Europe. Invisible power, after all, is power of the best kind.Yet the most sustainable choice for eurozone in the long run is the third option: to give the Union the ability to create debt, and therefore rescue itself from the vicissitudes of the business cycle – as well as the perceived arbitrariness of the Growth and Stability Pact. That pact binds all states to a minimum 3 per cent deficit regardless of circumstances, and such conditions clearly cannot be fulfilled today by countries such as Ireland. Yet for reasons of political realpolitik, a eurozone bond market is a hugely ambitious undertaking, and it will be critical that the scheme is designed well. In particular, a danger is that if a European financial authority is to disburse the funds – in effect creating a genuine eurozone ‘government’ within the architecture of the European Union – then moral hazard must be avoided by giving power over spending to the most fiscally solvent states, who are implicitly financing the single bond market. Having been given access to a cheaper means of raising credit, the main beneficiaries must not be allowed to transfer their fiscal recklessness to the Union as a whole.

IMF floats climate change fund idea

Global financier the International Monetary Fund has switched its attention to the environment with a plan for the world's governments to pool together to raise money needed to adapt to climate change.IMF managing director Dominique Strauss-Kahn said the fund was worried about the huge amount of money needed and the effect that will have on the global economy.He added that the proposal may help efforts to reach a binding agreement on climate change later this year.Mr Strauss-Kahn proposed that countries adopt a quota system similar to the one it uses to raise its own money, which could bring in money faster than proposals to increase carbon taxes or other fundraising methods.He only provided a broad outline of the plan, as the organisation will release a paper later this week with full details.The IMF raises funds from its 185 members mainly through a quota system that is based broadly on each country's economic size. The United States is currently the largest shareholder.
We all know that (carbon taxes and other fundraising methods) will take time and we don't have this time. So we need something which looks like an interim solution, which will bridge the gap between now and the time when those carbon taxes will be big enough to solve the problem, Mr Strauss-Kahn said. And that is exactly what the IMF proposal is dealing with.He said a climate change accord reached last December estimated 100 billion dollars a year will be needed by 2020 to fund programmes, including those to help poor nations deal with droughts, flooding and food shortages expected to be caused by climate change.Nations failed to reach a binding deal in Copenhagen in December, but agreed on a voluntary plan to control greenhouse gas emissions which are blamed for the gradual heating of the Earth that scientists predict will worsen weather-related disasters.The accord, however, included collective commitments by rich countries to provide billions of dollars to help poor countries adapt to climate change, a major demand the poor nations had made.2010 The Press Association.
