Photograph: Getty.Eating disorder charities are reporting a rise in the number of people suffering from a serious psychological condition characterised by an obsession with healthy eating.The condition, orthorexia nervosa, affects equal numbers of men and women, but sufferers tend to be aged over 30, middle-class and well-educated.The condition was named by a Californian doctor, Steven Bratman, in 1997, and is described as a fixation on righteous eating. Until a few years ago, there were so few sufferers that doctors usually included them under the catch-all label of Ednos – eating disorders not otherwise recognised. Now, experts say, orthorexics take up such a significant proportion of the Ednos group that they should be treated separately.I am definitely seeing significantly more orthorexics than just a few years ago,said Ursula Philpot, chair of the British Dietetic Association's mental health group. Other eating disorders focus on quantity of food but orthorexics can be overweight or look normal. They are solely concerned with the quality of the food they put in their bodies, refining and restricting their diets according to their personal understanding of which foods are truly pure.

Orthorexics commonly have rigid rules around eating. Refusing to touch sugar, salt, caffeine, alcohol, wheat, gluten, yeast, soya, corn and dairy foods is just the start of their diet restrictions. Any foods that have come into contact with pesticides, herbicides or contain artificial additives are also out.The obsession about which foods are good and which are bad means orthorexics can end up malnourished. Their dietary restrictions commonly cause sufferers to feel proud of their virtuous behaviour even if it means that eating becomes so stressful their personal relationships can come under pressure and they become socially isolated.The issues underlying orthorexia are often the same as anorexia and the two conditions can overlap but orthorexia is very definitely a distinct disorder,said Philpot.Those most susceptible are middle-class, well-educated people who read about food scares in the papers, research them on the internet, and have the time and money to source what they believe to be purer alternatives.Deanne Jade, founder of the National Centre for Eating Disorders, said: There is a fine line between people who think they are taking care of themselves by manipulating their diet and those who have orthorexia. I see people around me who have no idea they have this disorder. I see it in my practice and I see it among my friends and colleagues.Jade believes the condition is on the increase because modern society has lost its way with food. She said: It's everywhere, from the people who think it's normal if their friends stop eating entire food groups, to the trainers in the gym who [promote] certain foods to enhance performance, to the proliferation of nutritionists, dieticians and naturopaths [who believe in curing problems through entirely natural methods such as sunlight and massage].And just look in the bookshops – all the diets that advise eating according to your blood type or metabolic rate. Ricky Gervais's new film, The Invention of Lying, is about a world where lying doesn't exist, which means that everybody tells the truth, and everybody believes everything everybody else says. I've always hated you, a man tells a work colleague. He seems nice, if a bit fat,a woman says about her date. It's all truth, all the time, at whatever the cost. Until one day, when Mark, a down-on-his-luck loser played by Gervais, discovers a thing called lying and what it can get him. Within days, Mark is rich, famous, and courting the girl of his dreams. And because nobody knows what lying is, he goes on, happily living what has become a complete and utter farce.It's meant to be funny, but it's also a more serious commentary on us all. As Americans, we like to think we value the truth. Time and time again, public-opinion polls show that honesty is among the top five characteristics we want in a leader, friend, or lover; the world is full of woeful stories about the tragic consequences of betrayal. At the same time, deception is all around us. We are lied to by government officials and public figures to a disturbing degree; many of our social relationships are based on little white lies we tell each other. We deceive our children, only to be deceived by them in return. And the average person, says psychologist Robert Feldman, the author of a new book on lying, tells at least three lies in the first 10 minutes of a conversation. There's always been a lot of lying,says Feldman, whose new book, The Liar in Your Life, came out this month.But I do think we're seeing a kind of cultural shift where we're lying more, it's easier to lie, and in some ways it's almost more acceptable.

As Paul Ekman, one of Feldman's longtime lying colleagues and the inspiration behind the Fox TV series Lie To Me, defines it, a liar is a person who intends to mislead,deliberately,without being asked to do so by the target of the lie. Which doesn't mean that all lies are equally toxic: some are simply habitual—My pleasure!while others might be altruistic. But each, Feldman argues, is harmful, because of the standard it creates. And the more lies we tell, even if they're little white lies, the more deceptive we and society become.We are a culture of liars, to put it bluntly, with deceit so deeply ingrained in our psyches that we hardly even notice we're engaging in it. Spam e-mail, deceptive advertising, the everyday pleasantries we don't really mean—It's so great to meet you! I love that dress—have, as Feldman puts it, become an omnipresent white noise we've learned to tune out.And Feldman also argues that cheating is more common today than ever. The Josephson Institute, a nonprofit focused on youth ethics, concluded in a 2008 survey of nearly 30,000 high school students that cheating in school continues to be rampant, and it's getting worse.In that survey, 64 percent of students said they'd cheated on a test during the past year, up from 60 percent in 2006. Another recent survey, by Junior Achievement, revealed that more than a third of teens believe lying, cheating, or plagiarizing can be necessary to succeed, while a brand-new study, commissioned by the publishers of Feldman's book, shows that 18- to 34-year-olds—those of us fully reared in this lying culture—deceive more frequently than the general population.Teaching us to lie is not the purpose of Feldman's book. His subtitle, in fact, is the way to truthful relationships.But if his book teaches us anything, it's that we should sharpen our skills—and use them with abandon.

Liars get what they want. They avoid punishment, and they win others' affection. Liars make themselves sound smart and savvy, they attain power over those of us who believe them, and they often use their lies to rise up in the professional world. Many liars have fun doing it. And many more take pride in getting away with it.As Feldman notes, there is an evolutionary basis for deception: in the wild, animals use deception to play dead when threatened. But in the modern world, the motives of our lying are more selfish. Research has linked socially successful people to those who are good liars. Students who succeed academically get picked for the best colleges, despite the fact that, as one recent Duke University study found, as many as 90 percent of high-schoolers admit to cheating. Even lying adolescents are more popular among their peers.And all it takes is a quick flip of the remote to see how our public figures fare when they get caught in a lie: Clinton keeps his wife and goes on to become a national hero. Fabricating author James Frey gets a million-dollar book deal. Eliot Spitzer's wife stands by his side, while Appalachian hiker Mark Sanford still gets to keep his post. If everyone else is being rewarded for lying, don't we need to lie, too, just to keep up? But what's funny is that even as we admit to being liars, study after study shows that most of believe we can tell when others are lying to us. And while lying may be easy, spotting a liar is far from it. A nervous sweat or shifty eyes can certainly mean a person's uncomfortable, but it doesn't necessarily mean they're lying. Gaze aversion, meanwhile, has more to do with shyness than actual deception. Even polygraph machines are unreliable. And according to one study, by researcher Bella DePaulo, we're only able to differentiate a lie from truth only 47 percent of the time, less than if we guessed randomly. Basically everything we've heard about catching a liar is wrong,says Feldman, who heads the College of Social and Behavioral Sciences at the University of Massachusetts, Amherst.

Ekman, meanwhile, has spent decades studying micro-facial expressions of liars: the split-second eyebrow arch that shows surprise when a spouse asks who was on the phone; the furrowed nose that gives away a hint of disgust when a person says I love you.He's trained everyone from the Secret Service to the TSA, and believes that with close study, it's possible to identify those tiny emoticons. The hard part, of course, is proving them. A lot of times, it's easier to believe,says Feldman.It takes a lot of cognitive effort to think about whether someone is lying to us.Which means that more often than not, we're like the poor dumb souls of The Invention of Lying, hanging on a liar's every word, no matter how untruthful they may be.

But there is another important consideration: the role of squalene.The average quantity of squalene injected into the US soldiers abroad and at home in the anthrax vaccine during and after the Gulf War was 34.2 micrograms per billion micrograms of water. Novartis, the second contender, also has an agreement with WHO for a pandemic vaccine. Novartis appears to have won the contract, since their vaccine is near completion. What is terrifying is that these pandemic vaccines contain ingredients, called immune adjuvants that a number of studies have shown cause devastating autoimmune disorders, including rheumatoid arthritis, multiple sclerosis and lupus.
Animal studies using this adjuvant have found them to be deadly. A study using 14 guinea pigs found that when they were injected with the special adjuvant, only one animal survived. A repeat of the study found the same deadly outcome.So, what is this deadly ingredient? It is called squalene, a type of oil. The Chiron company, maker of the deadly anthrax vaccine, makes an adjuvant called MF-59 which contains two main ingredients of concern-squalene and gp120. A number of studies have shown that squalene can trigger all of the above-mentioned autoimmune diseases when injected.

The MF-59 adjuvant has been used in several vaccines. These vaccines, including tetanus and diphtheria, are the same vaccines frequently associated with adverse reactions.I reviewed a number of studies on this adjuvant and found something quite interesting. Several studies done on human test subjects found MF-59 to be a very safe immune adjuvant. But when I checked to see who did these studies, I found-to no surprise-that they were done by the Novartis Pharmaceutical Company and Chiron Pharmaceutical Company, which have merged. They were all published in prestigious medical journals. Also, to no surprise, a great number of studies done by independent laboratories and research institutions all found a strong link between MF-59 and autoimmune diseases.Squalene in vaccines has been strongly linked to the Gulf War Syndrome. On August 1991, Anthony Principi, Secretary of Veterans Affairs admitted that soldiers vaccinated with the anthrax vaccine from 1990 to 1991 had an increased risk of 200 percent in developing the deadly disease amyotrophic lateral sclerosis (ALS), also called Lou Gehrig's disease. The soldiers also suffered from a number of debilitating and life-shortening diseases, such as polyarteritis nodosa, multiple sclerosis (MS), lupus, transverse myelitis (a neurological disorder caused by inflammation of the spinal cord), endocarditis (inflammation of the heart's inner lining), optic neuritis with blindness and glomerulonephritis (a type of kidney disease).The second ingredient, and one that greatly concerns me, is called gp120, a glycoprotein. Researchers found when it was mixed with squalene, the glycoprotein became strongly antigenic - that is, it produced a powerful and prolonged immune response to the vaccination. In fact, their studies show that with each dose, the intense immune reaction lasts over a year.Now for the shocker-the glycoprotein-gp120, a major component of MF-59 vaccine adjuvant, is the same protein fragment isolated from HIV - the virus that is responsible for the rapid dementia seen in AIDS patients.

Studies have shown that when gp120 is taken up by the microglia cells in the brain, it causes intense inflammation and makes the brain subject to excitotoxic damage-a process called immunoexcitotoxicity. This is also the cause of the MS and optic neuritis associated with vaccines that contain MF-59.So, how would the gp120 get into the brain? Studies of other immune adjuvants using careful tracer techniques have shown that they routinely enter the brain following vaccination. What most people do not know, even the doctors who recommend the vaccines, is that most such studies by pharmaceutical companies observe the patients for only one to two weeks following vaccination-these types of reactions may take months or even years to manifest.It is obvious that the vaccine manufacturers stand to make billions of dollars in profits from this WHO/government-promoted pandemic. Novartis, the maker of the new pandemic vaccine, recently announced that they would not give free vaccines to impoverished nations-everybody pays.One must keep in mind that once the vaccine is injected, there is little you can do to protect yourself-at least by conventional medicine. MIAMI – Forecasters say people in the Bahamas and from the Carolinas north along the East Coast should keep an eye on Tropical Storm Danny, which was strengthening some as it moves toward land.The storm has top winds near 50 mph (85 kph) and is moving northwest near 10 mph (17 kph). On Wednesday night, the storm's center was about 370 miles (595 km) east-northeast of Nassau, Bahamas, and about 675 miles (1,090 km) south-southeast of Cape Hatteras, N.C.The current forecast has the storm on a path to clip the U.S. East Coast over the weekend, but a storm's track can be difficult to predict days in advance.Meanwhile, far out in the Pacific, Tropical Storm Ignacio is weakening and expected to become a tropical depression as it moves northwest with top winds of 40 mph.

MIAMI (Reuters) – Tropical Storm Danny formed in the Atlantic Ocean east of the Bahamas on Wednesday and set a course that could take it near the northeastern U.S. states as a hurricane by the weekend.The fourth tropical storm of the 2009 Atlantic hurricane season posed no foreseeable threat to the Gulf of Mexico oil patch and on its most likely track was expected to stay well out to sea for the next few days, according to the U.S. National Hurricane Center.Danny's first approach to land was likely to come early Saturday, when it would be off the vulnerable coastal islands of North Carolina. By Saturday afternoon it was expected to be nearing the coast around Cape Cod, Massachusetts, as a Category 1 hurricane on the five-step Saffir-Simpson intensity scale.U.S. President Barack Obama is vacationing at nearby Martha's Vineyard this week. Funeral services for Senator Edward Kennedy are scheduled for Saturday in Boston.A small westward shift in the NHC forecast track could send it ashore in North Carolina. Forecasters say the average error in their forecast three days in advance is about 200 miles.The forecast track is roughly parallel to the U.S. East Coast and any deviation from the track could make a large difference in what areas get impacted by Danny,the hurricane center said in a statement.By early Sunday, Danny was expected to be near the U.S.-Canada border between Maine and New Brunswick.

Ireland is holding a second referendum on the Lisbon Treaty on October 2. Although there are no guarantees in politics, the betting is that the Irish will succumb to a mixture of pressure and blandishments and say yes. If so, the European Union will be stronger, but will anyone notice? The EU is two organizations. The first is a common market, the term by which the organization once was known. The EU creates a continental market, knocks down national barriers, allows free capital and labor mobility and standardizes economic rules. Despite today’s tendency towards micromanagement from Brussels—controlling the size of vegetables sold and salt content of bread consumed—the result has been to promote economic liberty and development.Although the EU’s role as a single market is no longer controversial, challenges remain. Existing members have grown wary of accepting workers from more populous, less prosperous states. Some more-developed European states have had buyer’s remorse when it comes to Bulgaria and Romania, which have yet to conquer the problems of transitional economies, including entrenched corruption. The prospect of Turkish membership has raised even greater resistance.The EU’s second role is to act as a continental political unit. This objective remains less complete and more controversial.As the European Coal and Steel Community turned into the European Economic Community (or Common Market) and then into the European Union, the organization has taken on greater attributes of sovereignty. The European Commission and European Parliament have steadily gained additional competencies,or areas of authority.Although the EU still lacks the status of a national government, such as the United States, the European balance has shifted significantly in recent years. British Member of the European Parliament (MEP) Nirj Deva contends that the EU already possesses more power vis-à-vis member governments than Washington does compared to the fifty states.Nevertheless, the EU’s president serves only six months. The most important powers remain with national parliaments. The EU possesses the least authority in the area of foreign policy.Which has led to the fight over the Lisbon Treaty. Five years ago the European leadership drafted a continental constitution. Even few policy makers knew all the details buried in the complex and prolix document. The objective was to turn the EU into something much closer to a nation, with a consolidated government with increased continental functions. The proposed constitution extended control by Brussels over more issue areas and reduced national vetoes over EU decisions.

Constitutional revisions typically require referendums, and Dutch and French voters quickly rejected the new scheme. The Eurocratic elite briefly retreated in shock, before making a few minor changes and reissuing the constitution as the Lisbon Treaty. The main difference is that treaties are normally ratified by parliaments, not populations.Why the Treaty? Hans-Gert Poettering, the outgoing European Parliament (EP) president, contended: We do not want a European superstate—we want a European Union that is strong because no country alone can defend its interests. Whatever advocates call the resulting structure, the existing regime would become much more of a federal structure, with Brussels gaining significant authority at the expense of the organization’s individual twenty-seven members.Indeed, the German Constitutional Court recently voted to uphold the Lisbon Treaty only if the German parliament approved legislation ensuring the latter’s continuing role in making decisions on core national issues. The Lisbon Treaty may set the outer reach of power transfers by Germany, at least, to Brussels. Wrote Wolfgang Muenchau of the Financial Times: European integration ends with the Lisbon Treaty. It is difficult to conceive of another European treaty in the future that could be both material and in line with this ruling.Treaty advocates fear that pressure will grow in other nations to legislate similar caveats. London’s Open Europe think tank forthrightly declares: British MPs need to wake up-and demand the same powers.Similar rumblings have been heard in France and the Netherlands.Judging the merits a stronger continental government obviously is a task for the Europeans. French President Nicolas Sarkozy argued simply: Europe cannot be a dwarf in terms of defense and a giant in economic matters.It is a nice rhetorical line, but the continent faces few obvious security threats. Whatever Russia’s relationship with Georgia and Ukraine, the likelihood of Moscow committing aggression against existing EU members is somewhere between nil and zero.

China is most likely to be the next great power and perhaps superpower. However, it is hard to imagine even a hostile Beijing threatening Europe in any way. Who else might pose a danger? Maybe a well-armed Iran would eventually endanger the Continent, but much must happen before that is true. There’s more, however. French Foreign Minister Bernard Kouchner claimed: We must bear in mind, the necessity of supporting our diplomatic efforts with a common defense, a European defense. . . .Without this European defense our diplomacy lacks strength.Whether true or not, there isn’t the slightest evidence that European peoples and governments are willing to devote significantly more resources to the military. At the April Strasbourg NATO summit European leaders promised an additional five thousand soldiers for Afghanistan; so far only seventeen hundred have been forthcoming. Passage of the Lisbon Treaty will not create a continental political will where none presently exists.Irish Senator Deirdre de Burca recently made a different claim: If I had to name just one compelling reason to support the Lisbon Treaty, however, it is because the treaty will enhance the capacity of the EU to become a more effective actor at an international level.Wilfried Martens, president of the European People’s Party, the largest grouping in the EP, contended that the EU must be united and able to speak with one voice on the world stage. A changing world in which new powers like China and India play an increasingly important role will not wait for Europe to make up its mind. The EU must instead show leadership through its efforts to solve the world’s current problems.Obviously, the EU already is one of the most important international economic players. But there is more to foreign policy. Complains Charles Grant, director of the Centre for European Reform: On many of the world’s big security problems, the EU is close to irrelevant. Talk to Russian, Chinese or Indian policy-makers about the EU, and they are often withering. They view it as a trade bloc that had pretensions to power but has failed to realize them because it is divided and badly organized.

Would the Lisbon Treaty make a difference? De Burca contends that approval of the Lisbon Treaty would help remedy the fact that at present the international identity of the EU is weak and fractured.That’s unlikely. The accord would create a more unified organization but not more unified views behind it. There is no common foreign policy today nor is there any common foreign policy in the offing. And without that unity, nothing would really change, irrespective of the creation of a continental president and foreign minister.A more influential Europe would affect Europeans in other ways, though a consolidated government is not necessary to maintain Europe’s domestic single market. A more powerful government in Brussels could more intensively regulate the continental economy—which would not necessarily be beneficial—but the political will for doing more is limited. European governments are badly divided over everything from economic stimulus to financial regulation. A recent poll found that 70 percent of Germans, with the largest economy on the Continent, oppose bailing out other nations. Open Europe Director Lorraine Mullally observed: there have been suggestions that Ireland will somehow be offered a lifeline in this crisis, if only they show their appreciation of Europe and vote in favor in favor of the Lisbon Treaty. It’s important that Irish voters realize there is no appetite among German voters for such a rescue package, which will make it very difficult to achieve in practice.

What if the Treaty nevertheless passes?

Lisbon proponents assume a more powerful continental government would result. Yet a government that can be created only by preventing its people from voting for it is likely to be more a hollow shell than a solid mass. The EU has power, but generates little political loyalty from average Europeans. The Economist magazine writes of the EU’s lack of legitimacy among Europe’s voters and The perception that Europe’s legislative machinery is remote and unaccountable.It has been said that MEPs mainly represent themselves.Despite the increasing power of the European Parliament, few Europeans base their votes for MEPs on European issues. In the recent EP elections, voter turnout was the lowest ever and voters across the Continent used the poll as an opportunity to reward or punish various ruling or opposition parties for their domestic actions. There essentially is no European electorate.Earlier this year Czech President Klaus spoke to the European Parliament: There is no European demos—and no European nation,which intensifies the problem of the democratic deficit, the loss of democratic accountability, the decision-making of the unelected.Approving Lisbon, which would establish a quasi-nation state with little popular support would, Klaus feared, create a situation where the citizens of member countries would live their lives with a resigned feeling that the EU project is not their own.Although his views were reviled by members of the EP, Klaus’ view received support from the German Constitutional Court. The Court expressly worried about the democratic deficit, pointing out that With the treaty, the member states follow the blueprint of a federal state without being able to create . . . a parliamentary government.And none of the many proposed reforms of the EU get to the organization’s essential flaw. Tony Barber, the Brussels bureau chief of the Financial Times, wrote: Voters sense a yawning gap between the EU institutions, especially the parliament and Commission, and themselves.Perhaps President Klaus’s European demos will eventually develop. But forcing through the Lisbon Treaty is unlikely to create a unified Europe. To the contrary, attempting to force a consolidated government on an unwilling populace is more likely to undermine popular support for such an institution.Writes British Conservative Member of the European Parliament Daniel Hannan: Democracy and the EU sit uneasily together. All the main transfers of power from the national capitals to Brussels have been effected without popular consent.For good or ill, nationalism is strong and even growing in many nations, including the U.S., China, and Russia. Israel keen for EU to end backing for NGO

Israeli prime minister Benjamin Netanyahu has called on European governments to end backing for an Israeli army veterans group which published a study about alleged abuses by soldiers in Gaza in January.They are breaking their silence about the only democracy in the Middle East that has an independent legal system and an investigative press that does not cease dealing with these issues,Mr Netanyahu told press while visiting the UK on Tuesday (25 August), Israeli newspaper Haaretz reports.
In the case of Hamas, I have not seen the same enthusiasm and the same concerted effort to break the silence over what is happening in Gaza.The Jerusalem-based NGO, called Breaking the Silence, in June published a 113-page report based on testimonies by soldiers involved in Operation Cast Lead in January.The Israeli assault killed around 1,400 Palestinians and attracted condemnation from the UN Human Rights Council and Human Rights Watch. It also resulted in the EU freezing a planned upgrade in EU-Israel relations.

The Breaking the Silence book cites Israeli soldiers as saying they used massive firepower in densely populated areas, deliberately destroyed civilian property and had scant respect for Palestinian lives.You see people more or less running their life routine, taking a walk, stuff like that. Definitely not terrorists. I hear from other crews that they fired at people there. Tried to kill them. The younger guys, eager to raise their score,one anonymous soldier testified. Further testimonies back Human Rights Watch's claim that Israel fired white phosphorous into populated areas in violation of international law.The booklet carries a small EU logo on page four and names the EU as one of its sponsors. This booklet was produced and duplicated thanks to funding from the EU, and the Spanish Agency for International Development Cooperation,it says.It also thanks the UK and the Netherlands for their backing.
Israel, like Britain, is fighting terrorism and is exercising its right to self-defense. There is no place for accusing IDF [Israeli Defence Force] officers just as no one can accuse British officers operating in Afghanistan or Iraq. Ultimately, these things will also hurt [the British],Mr Netanyahu added in London.

Violent protests against EU mission in Kosovo

The European Union's law enforcement mission in Kosovo (EULEX) was on Tuesday (25 August) the target of violent protests by Albanians opposed to the presence of the international community in the country.Twenty eight EULEX vehicles near a youth centre in downtown Pristina were damaged during the events, organised by the Vetevendosja (Self-Determination) group, which launched its assault in reaction to co-operation between EULEX and Belgrade.The vehicles were attacked with sticks and stones or overturned.Kosovo police arrested 21 members of the group, which said that the demonstration was organised against the EULEX presence and all its actions in Kosovo including the protocol agreement with Serbia.A protocol on police co-operation between EULEX and Serbian Interior Ministry is set to be signed in the coming days.
One member of the group and three police officers were wounded in the melee.

The EU mission, deployed in 2008, condemned the violence.

EULEX strongly condemns the action taken earlier today in the center of Pristina when a number of EULEX vehicles were damaged,the mission said in a statement.Whilst EULEX supports the idea of peaceful protest as an important element in any democratic society, committing criminal damage does not further the interests or the arguments of any such protestors.In a separate incident, clashes between Serbs and Albanian Kosovars in Mitrovica, home to a concentration of Serbs, in northern Kosovo resulted in seven people being injured.According to reports, the violence broke out following a rally of around 100 Serbs protesting the reconstruction of Albanian buildings that had been hit during the war in the late 1990s.Stones were thrown at Albanian construction workers and a hand grenade went off. At some point the two sides exchanged shotgun fire, the BBC reports.EU forces then used tear gas to calm the situation.

The response of reserve currency central banks to the financial crisis of August 2007 was to re-inflate their economies with massive financial bailouts and inject unlimited liquidity to reduce interest rates to just about zero in the United States, the United Kingdom, the European Union and Japan. The Group of 20 (G-20) summit in London in 2009 called for unorthodox monetary policy as a way to boost aggregate demand, not only in the countries that were deeply affected by the crisis, but also in countries whose financial systems remained relatively sound. Realizing that demand had collapsed in their own countries, the major reserve countries looked for non-industrial countries as a market for their rapidly falling exports.

Accordingly, they decided to revive the International Monetary

Fund (IMF), which had long ago surrendered its role of safeguarding the international payments system, promoting policy coordination and exchange rate stability, and supporting countries in need of short-term balance of payments financing. The IMF, facing large deficits and undertaking massive personnel layoffs, had seemed unaware over a number of years that a financial storm was gathering momentum, despite flashing indicators - loose monetary policies and negative real interest rates in reserve currency countries, asset and commodity bubbles, exchange rate instability, unprecedented growth of credit and rapid deterioration in credit quality, and over-leveraged commercial and investment banks.Although many governments have easy access to credit, the G-20 nonetheless decided to boost the financial power of the IMF to over US$1 trillion and abolish its conditionality (insistence that a country engage in policy reform that comes as a part and parcel of IMF financing), transforming it into an institution that gives loans irrespective of risk, the same as their bankrupt banks have done to subprime borrowers to fuel the present crisis. As in any banking crisis, it is very easy to push loans; borrowers will snap them up, but the recovery of loans is highly unlikely. Even though the IMF extends loans to governments, it is not unusual that governments default.In addition to lending, the G-20 agreed to a new allocation of what is called special drawings rights (SDRs) in an amount of US$250 billion. Every member country has drawings rights in its reserve holdings at the IMF; the special drawings rights are created by the IMF on its books with the stroke of the pen, and distributed to member countries as a reserve asset largely in proportion to their IMF quotas or ownership.

Deficit countries can use their SDR allocation to pay for imports or to settle international obligations; however, any use of SDR is subject to interest payments, with interest paid to holders who increase their SDR holdings above their initial allocations. In the past, a number of countries that used their SDR allocations fell into interest payments arrears to the IMF. While the SDR interest rate is only 0.31% in August 2009, the rate could rise very quickly if dollar, euro, yen or sterling (the four currencies that make up the SDR) interest rates rise. In that event countries that use their SDR allocations would face burdensome interest payments. The SDR was created in 1969 following a decade-long debate that started in 1959 on the inherent instability of the gold exchange standard, rising US external deficits, and rising pressure on US gold reserves. Under the gold-exchange standard, the deficit of the reserve currency country (the US) kept widening due to the absence of a market adjustment mechanism for its balance of payments (that is devaluation of the dollar or revaluation of other currencies).Moreover, the dollar balances of central banks were re-deposited in US banks and served as a basis for new credit expansion and for augmenting US imports and investment abroad, worsening the US external deficits.

Reform proposals for the international monetary system were controversial. One reform school considered that rising US external deficits were alleviating the worldwide liquidity shortage. Hence, the world economy faced a liquidity shortage and reform should aim at creating a reserve asset that would supplement the dollar in providing liquidity.Another school considered the liquidity shortage to be fallacious in view of rapidly rising world inflation. For this school, the gold-exchange standard (gold and dollars as reserve assets) was characterized by high inflation and speculation. Accordingly, there was a need to re-establish the gold standard as the mechanism to prevent reserve currency countries from running deficits and enjoying an increase in real wealth through printing paper currency.The creation of the SDR was speeded up following the gold crisis in March 1968, the termination of gold convertibility by European central banks and the dismantling of the gold pool. The SDR was intended to prevent the rush toward gold (from dollars) and was defined initially as paper gold (that is, with its value defined in terms of gold), but it was not convertible into gold! With the exit of the US from the Bretton Woods system (the US would no longer honor its obligation to convert dollars into gold) in 1971, such definition of SDR became meaningless. The SDR was redefined in terms of sixteen currencies, then five and now four: the US dollar, the euro, the Japanese yen, and the British pound. The new allocation of SDRs can be seen as akin to a water authority developing irrigation plans only during a catastrophic flood. First, the amount of SDRs to be created is arbitrary. Since SDRs are created by the stroke of a pen on the IMF books, the G-20 could have decided to create of $250 trillion instead of $250 billion; the higher the amount, the greater purchasing power would be conferred to member countries. This would provide many countries free purchasing power and would powerfully expand world aggregate demand and re-establish prosperity.

Second, an SDR allocation does not fill a liquidity shortage, since there is an oversupply of US dollars as well as other reserve currencies. These reserve currencies have been depreciating in terms of gold and other commodities. Third, as in the past, an SDR allocation would placate growing uneasiness of creditor countries about the depreciating value of the dollar. By offering an alternative, a diversified asset of four currencies, creditors might accept holding interest yielding SDRs instead of non-interest yielding gold. Far from being fooled, creditors know that SDR is not gold, or any other commodity.Fourth, being created from nothing and distributed as an unrequited purchasing power to member countries, an SDR allocation of free reserves is a form of debasing money, is distortive, and is by nature inflationary. It allows debtor countries to import without offering in exchange a real transfer of resources.The SDR reform was meant to bolster the Bretton Woods system and reduce pressure on the dollar's convertibility into gold. However, the SDR failed its objective when the Bretton Woods collapsed in August 1971. The current crisis was facilitated by the ability of reserve countries to run deficits without tears, that is, without loosing any real resources.Dollars owned by creditors were re-invested in the US banks and fueled further expansion of bank assets. As corporations have very limited borrowings needs, essentially for working capital, banks turned to the subprime sectors, such as developing countries in the 1970s, or consumers in the recent years, that have no borrowing limit but have very limited debt-servicing capacity.The outcome in the 1980s was the bankruptcy of developing countries; during the current crisis, it is the general failure of the banking system, with extensive real costs to the global economy.The world remains in dire need for the reform of the international payments system that would safeguard economic and financial stability: reducing the impact of destabilizing economic shocks originating in other countries, encouraging countries to adopt stabilizing policies, promoting exchange rate stability, establishing symmetry (that is affording no currency a special reserve position such as the dollar) and justice among countries, and controlling inflation.

While non-reserve countries have to undertake a balance of payments adjustment, reserve countries have enjoyed continuous and growing deficits without facing the need (incentive) for any adjustment or loosing real resources. Such asymmetry was providing reserve countries with indefinite transfer of real resources from non-reserve countries.Reserve currency countries would not willingly restrain their fiscal and monetary policies in order to reduce their external deficits, since this means risking a recession in their respective economies, and in turn turning their electorates against reelection of the government. The alternative to tight money policy would be administrative controls on imports and capital exports to reduce external deficits. Again, this is not feasible in democratic states; moreover, it would entail countervailing measures by rival countries, and would impede world trade liberalization.Money creation out of nothing by central banks and the IMF could intensify inflationary pressure and accelerate the depreciation of reserve currencies. It could later abort economic recovery. Inflationary episodes following rapid money printing have been numerous, with startling experiences that included the French assignats, the German hyperinflation, and the recent Zimbabwe inflation. The US dollar has already depreciated at an annual rate of 10% relative to gold since 1971.As in many inflationary episodes of the past, non-reserve central banks would have no choice except to hold gold as a safe asset against reserve currency depreciation. A rush toward gold and other tangible assets could accelerate the depreciation of reserve currencies, and impede world trade.World monetary reform has been debated since the collapse of the gold standard in 1914. The gold-exchange standard or a system of no standard as at present exists have been conducive to instability as illustrated by the Great Depression and by the present crisis. In 1943, John Maynard Keynes proposed the creation of world currency. In 1961, Jacques Rueff proposed a return to gold standard.

Before the impending collapse of the Bretton Woods system in 1971, others proposed a system based on a reserve asset defined in terms of a basket of traded commodities and with features to afford countries the incentive to adopt policies that are stabilizing for themselves as well as for the rest of the world. Instead the world limps along from crisis to crisis with no real system and with no urgency to undertake real reform. Reform is needed now before we are faced with another global crisis.In the future, gold could easily become a de facto standard, depending on the rate of depreciation of the US dollar. If the price of gold jumps beyond a benchmark, then holding of gold would be the only choice remaining for central banks. Many central banks have already begun to hold more gold, while European central banks have opted to restrain their gold sales.SDR could not be considered as an alternative to gold as it is a basket of potentially over-inflated currencies, and therefore subject to the same rate of depreciation.There are at least two major defects of a system that is based on a on a national reserve currency system. First, a reserve currency country will not subordinate its domestic priorities to its role as a reserve currency. Second, a reserve currency cannot be a paper that costs nothing to print or issue electronically. But commodities, such as gold, require considerable real resources in labor, machinery, and raw materials their production and processing. Hence, when oil is exchanged for another commodity, there is an exchange of a commodity for another commodity.These two defects lead to the realization that (i) a reserve country central bank cannot serve as a world central bank, since the former is always subject to fiscal and political pressure; and (ii) a reserve currency cannot be unrelated to gold, or preferably a more general commodity basket.

A reform plan of the world monetary system should aim at eliminating these defects. Reform should also explore ways (through appropriate exchange rate system) to maximize the benefits of capital flows - discouraging destabilizing short-term capital flows and encouraging stabilizing long-term capital flows - and afford countries the incentive to pursue policies that are stabilizing for themselves and for the rest of the world, thus reducing the transmission of destabilizing economic shocks from country to country.Genuine international payments reform has been avoided in spite recurrent financial crises, including the Great Depression; fake reforms such as SDR allocations provide a temporary and dangerous patch. The SDR preserves the privileges of countries serving as reserve currency centers, but it puts off real reform and perpetuates instability, inequity, and inflationary taxation of the world's poor.Validating the monetary policies of reserve currency centers at the worldwide level through IMF lending and new SDR allocations will fuel inflation, augment financial chaos, and precipitate the default of fragile countries.Hossein Askari is professor of international business and international affairs at George Washington University.

IMF impact on Sri Lanka: Dynamics of global economic changes -The following is the text of speech delivered in Parliament by Constitutional Affairs and National Integration Minister DEW Gunasekera in the debate on the IMF loan on August 18.

What is Sri Lanka’s track record with regard to the IMF loans? Let us not go as far back as 1953 when the people revolted against the then UNP Government condemning the IMF and the World Bank prescriptions or conditions. In all, there had been 23 occasions on which Sri Lanka sought assistance from the IMF.Since the UNP Government embraced the open economy or neo-liberalism as its economic strategy in 1977, there have been 14 occasions when Sri Lanka had to go with a begging bowl for loans or standby arrangements or drawings or finance facility or structural adjustment facility or poverty reduction facility or emergency assistance facility, whatever the term that was used.

IMF and UNP regime
Of the 14, except the emergency assistance for natural disasters - tsunami - on all other occasions the UNP was the ruling party. So, no party in power was so closer to IMF and so involved in the IMF loans as the UNP. So, the UNP has no moral right even to question about IMF loans. The total amount drawn by the UNP Government was 1367.9 SDR million.Let us go back to the most recent occasion and ascertain what type of conditions the UNP Government agreed to? In 2001, there was a 10-point Reform Agenda. In 2003, there was a 13-point Reform Agenda. Were there such conditions this time? Not at all. This is the crux of the matter.People are naturally apprehensive about the IMF conditions, because in the past, the conditions imposed by the IMF created massive political upheavals and turmoil which caused serious labour unrest and even led to the fall of governments. We have our own experience.

In the month of August 1953 Dudley Senanayake had to resign consequent to the Great Hartal against IMF conditions. Sri Lanka was one of the first countries in the world to react and resist the IMF prescriptions sacrificing eight precious lives.The working people, in particular, the working class naturally entertain concerns, fears and suspicions whenever the Government seeks assistance from the IMF. This is a natural and logical reaction judging from our past experience.All performance criteria and benchmarks on the present occasion are our own, as clearly expressed in our policy framework and the budget speeches stipulated long before the need for IMF facility, did arise. There is nothing new, nothing detrimental, nothing confidential, secretive or deceptive.The people in the recent mandate, at the Provincial Council Election rejected those unfounded allegations and concerns raised by the Opposition Members.They were in fact not related to reality. If they were related to reality, people would have not given an unprecedented victory of 82 percent in the Moneragala District, the most backward district with only four percent of national GDP.I would now shift to another aspect and that is in relation to the present ground reality of the IMF, the subject matter of the Debate.Firstly, the IMF has in practice and effect undergone and is undergoing changes qualitatively in the context of: The nature, dimension and gravity of global financial crisis, changes in the balance of world economic power. The crisis has speeded up the shift in the balance of world economic power, the changing order of the world economy with the emergence of new economic centres, shifting of world economic centre from the United States to the Asian continent. Six Asian countries together have a GDP of US Dollars 17 trillion surpassing US whose current GDP is only US Dollars 13.8 trillion, higher growth rates of the Asian economies. Asia is the first continent in the world to get out of the recession and global financial crisis, awakening of the Latin America and is impact on the American Continent and the change in the balance of forces and new economic alliances such as BRIC and Shanghai Corporation.

Losing power
Secondly, in consequence of the above-mentioned changes, the US is fast losing its dominance in the IMF. Its voting percentage is reduced to 16.8 percent and there is a growing demand for readjustment of those existing voting percentage by the new emerging countries. The USA and the OECD together now account for only 48.8 percent. Countries like Japan, South Korea, Canada and sometimes even Australia, the Netherlands and Belgium take moderate and independent positions in the context of the ongoing changes in the world economy.

The biggest debtor
Thirdly, the US Dollar is on the decline in its role as the international exchange reserve. The dollar now accounts for only 65 percent of the world’s exchange reserves. The US has become the biggest debtor. The US is no longer the biggest producer in the world - but, of course it is the biggest consumer - whose place has been taken over by China. China owns one-third of the US Bonds and even one-third of the world exchange reserves. The developing countries own 75 percent of the world’s exchange reserves, of which China owns one-third. These are the realities of the day, which neither the Members of the UNP and the JVP nor the TNA are aware of. Fourthly, the IMF has run into a crisis. Recently, the IMF had to sell 403 tons of its gold for the purchase of dollars. China has come to her assistance, pledging US Dollars 50 billion on IMF Bonds to boost the Fund’s capacity.SDRs owned by the IMF account for only one percent of the world’s exchange reserves. The IMF is no longer in a position to place those political conditions to the developing countries as they did all these years, when the US was dominant in the IMF. As a result, the Washington Consensus has become redundant and inoperative.Fifthly, today, the sources of funds are in Asia and the Middle East even though those countries have no voice in the IMF.Most of our Opposition Members either have no knowledge of these new developments or realities or pretend not to know them or are completely ignorant of these ongoing changes. Sixthly, this time the IMF’s offer is in the form of a stimulus package. It was never mentioned in the House during this whole Debate.

A stimulus package
It is a form of a stimulus package offered consequent to a decision taken by the G-20 and not the G-7, which at its session on April 2, 2009, deliberated on the impending global financial crisis and considered as to how the developing countries affected by it could be assisted. The G-20 authorized the IMF to issue US Dollar 250 billion in new SDRs.This augmented its foreign reserves, obviating its need to go for lending and this really helped the developing countries which have gone for loans from the commercial sector.This time the IMF requested Sri Lanka to apply for assistance totally under different circumstances. That is why those formal conditions, which they used to impose, are absent. So, the circumstances have changed. The IMF itself is compelled to change its coercive role and drop its inherent big-power arrogance. The world economy, the economic order and the balance of the world economic power are all changing.

Two factors
The main objective of the IMF assistance was to improve the balance of payment potential of Sri Lanka. Why was it needed? Because of two main factors: the first is, our reserves were dwindling due to factors beyond our control and the second is, we were in a state of war, fighting terrorism which warranted a massive expenditure from the point of view of foreign exchange.By virtue of the new economic strategy of 2005 and onwards, we have been taking positive, effective measures on agriculture, domestic food production, infrastructure development, rural economy, regional development, SME sector, flexible foreign policy application, search for alternative sources of funds and we were not so bad as some other developing countries. Where the JVP has gone wrong is that they are unable to comprehend the new realities of the world economy. Looking for solutions in the theory of economics or books on economics will not take you anywhere. It is necessary to understand the political economy. Take a Marxist view to understand the political economy, which is undergoingtransformation throughout the world.

Before departing for his seashore holiday, it was another let’s demoralize em Friday with the somewhat startling news that the national debt has jumped from $7-trillion to $9-trillion.Engines of Air Force One had barely cooled when news came that U.S. Attorney General Eric Holder would be hunting down torture interrogators in the CIA.That happy news was followed by a president’s panel warning Americans Monday that not only is swine flu coming back with a vengeance this fall, but that up to 90,000 of them—most of them kids—could die.The advisers’ 68-page report paints a plausible scenario in which 60 million to 120 million people in the U.S. will be sickened by the virus and hospital emergency rooms overwhelmed.(Daily Mail, Aug. 25, 2009).Homesick already for mainstream media attention by Tuesday, Barry-Oh-Whatsizname took to the airwaves announcing that Goody Two Shoes Ben Bernake was being renewed as Chairman of the Federal Reserve.

One should not as a rule reveal one's secrets, since one does not know if and when one may need them again. The essential English leadership secret does not depend on particular intelligence. Rather, it depends on a remarkably stupid thick-headedness. The English follow the principle that when one lies, one should lie big, and stick to it. They keep up their lies, even at the risk of looking ridiculous.

Science has now helped to explain why the big lie is effective.

Specifically, sociologists from four major research institutions investigated why so many Americans believed that Saddam Hussein was behind 9/11, years after it became obvious that Iraq had nothing to do with 9/11.The researchers found, as described in an article in the journal Sociological Inquiry (and re-printed by Newsweek):Many Americans felt an urgent need to seek justification for a war already in progress
Rather than search rationally for information that either confirms or disconfirms a particular belief, people actually seek out information that confirms what they already believe.For the most part people completely ignore contrary information.
The study demonstrates voters' ability to develop elaborate rationalizations based on faulty information.People get deeply attached to their beliefs, and form emotional attachments that get wrapped up in their personal identity and sense of morality, irrespective of the facts of the matter.We refer to this as inferred justification, because for these voters, the sheer fact that we were engaged in war led to a post-hoc search for a justification for that war.

People were basically making up justifications for the fact that we were at war.They wanted to believe in the link [between 9/11 and Iraq] because it helped them make sense of a current reality. So voters' ability to develop elaborate rationalizations based on faulty information, whether we think that is good or bad for democratic practice, does at least demonstrate an impressive form of creativity.As the study notes, this tendency of many people to make up false stories to explain why we went to war and then to hold on to such false beliefs in the face of contrary evidence is a serious challenge to democratic theory and practice. Until people learn to think more clearly and rationally, they are easily manipulated.All a government has to do is tell a big enough lie, and many people will swallow it hook, line and sinker. Or the government can just do something big - like starting a war for no good reason (or giving trillions in bailouts to the wealthiest corporations instead of the little people who most need it?) - and many people will struggle mightily to themselvesconcoct false justifications for doing so.

Photograph: Gali Tibbon.The Obama administration's approach to two of the world's most intractable and dangerous problems, the Israeli-Palestinian conflict andIran's nuclear programme, is to link them together in the search for a solution to both.The new US strategy aims to use its Iran policy to gain leverage on Binyamin Netanyahu's government.Sanctions planned against Iran's energy sector if Tehran does not compromise on uranium enrichment by the end of next month are not only aimed at pre-empting Israeli military action; they are also a bargaining chip offered in part exchange for a substantial freeze on Jewish settlements in the West Bank.The message is: Iran is an existential threat to Israel; settlements are not,said one official close to the negotiations.However, the strategy is fraught with risks. Coupling the two huge complex issues could end up complicating them further. Moves against Iran's oil and gas industry could also end up destroying hard-won multilateral co-ordination, by alienating Russia and China, while failing to inflict much damage on the Iranian regime. Memories of Iraqi sanctions-busting are still fresh.This idea that a petroleum embargo is a silver bullet for the Iran problem is misguided. Iran has a lot of land borders,a European official said.For the strategy to work, such potentially fundamental flaws will have to be ironed out soon. The Middle East peace process and the international stand-off over Iran's nuclear programme are heading towards a critical shared deadline at the end of next month.By the time the UN general assembly and the G20 leaders convene, between 23 and 25 September, Washington wants to have struck a preliminary deal between Israel and the Arab world, to allow Barack Obama to outline a new peace plan, probably at the general assembly. At the same time, Iran must show compromise over its enrichment of uranium, or the wheels will start turning towards punitive sanctions.

Time is therefore short, but the initial signs of synergy are promising.

Netanyahu is heartened by what he sees as US and western European determination to impose crippling sanctions on Iran, a phrase used by Hillary Clinton that the Israeli prime minister repeated at his meeting with Gordon Brown.Israel is no longer threatening military action to curtail Iran's nuclear programme, and Netanyahu is signalling readiness to bargain on the Jewish settlements.European diplomats believe Netanyahu will be better able to keep his coalition together through a freeze on settlements if he can demonstrate western resolve on Iran.Meanwhile, the Gulf Arab states are increasingly nervous about the prospect of a nuclear Iran, and the offer of a US security umbrella, hinted at by Clinton last month, will help cement their contribution to an Israeli-Palestinian deal, in the form of recognition.However, two big question marks hang over this strategy. Can sanctions against Iran's oil and gas sector work, and can they generate sufficient regional momentum both to restart Israeli-Palestinian talks and to carry those negotiations through to a settlement before the end of Obama's first term, as the White House is hoping? Middle East analysts in Washington share the growing confidence of the Obama administration that he can secure a deal on resuming talks. But they are sceptical that the gap will be easily or quickly closed between an Israeli government filled with rightwing hawks, a weak Palestinian leadership and cautious Arab states.Even if all the pieces were to fall into place for Obama, they doubt a peace deal could be achieved and implemented in less than six to seven years. Aaron David Miller, a former state department adviser on Arab-Israeli affairs, said: I think they will succeed in getting some sort of announcement and event. Beyond that, I doubt they will get an agreement on the big issues.Miller, author of The Much Too Promised Land: America's Elusive Search for Arab-Israeli Peace, said he expected the Israelis and Palestinians would quickly become deadlocked over borders, the future of Jerusalem and the future of Palestinian refugees.The main decision for Obama then would be whether he waits until the Israelis and Palestinians have exhausted negotiations and steps in to bridge the gap, or whether he lays down a rough idea of the US's envisaged peace settlement early on.

David Makovsky, who co-authored a book on the Middle East with White House adviser Dennis Ross, said: I think the US will only put forward a bridging proposal after negotiations. You can bridge over a lake or river but not an ocean. They will not put forward an Obama plan. He cannot come in at beginning but only at end.Meanwhile, by hitching prospects of Middle East peace to the west's ability to curb Iran's nuclear programme, Washington is increasing the chance that a breakdown in Iran policy will upset the precarious Israeli-Palestinian balance.One variant of the plan is to target Iran's dependence on foreign petroleum. Iran has the third biggest proven oil reserves in the world, but decades of under-investment means that the country imports 40% of the petrol and diesel it needs to keep its economy functioning, much of it from the United Arab Emirates and India. It is a significant vulnerability, but exploiting it will be problematic.Imposing an embargo by gunboat would be tantamount to an act of war. Punishing oil trading companies who sold sell to Iran would trigger bitter trade rows, and invite the widespread sanctions-busting witnessed throughout the attempt to isolate Iraq in the 1990s.Getting UN-mandated sanctions on Iran's oil and gas sector would mean convincing Russia and China, and that will be a tough sell. China in particular is reliant on Iranian oil and gas. One suggestion is to have Saudi Arabia fill the gap in China's energy needs for the duration of sanctions, in the hope of winning Chinese compliance and avoiding an oil price spike that could reverse the tentative signs of recovery in the global economy. But the response of the Iranian regime will remain a wild card, and financial markets will be easily spooked by any trouble in the global oil trade.Another, less risky alternative would be to cut sales of equipment and technology that Iran needs to develop its oil and gas production and exports. The tactic would be less dependent on Russian and Chinese co-operation, as the best technology in the field still comes from the west, but its impact might not be sufficiently immediate to maintain Israeli support.The Obama administration is setting out to juggle two potentially explosive global crises, while walking the tightrope of a shaky and nervous global economy. It is not going to be easy, but Washington appears to have decided it has no option but to try.

Three recent editorials in Iran's major conservative dailies Kayhan and Jomhouri-e Eslami gave a detailed account of Iran's position vis-à-vis the U.S. peace plan.

It was claimed that the U.S. and Israel are trying to force on the Palestinians a plan that safeguards their own interests and perpetuates Palestinian inferiority, by activating the U.S.'s and Israel's proxies in the region - that is, Egyptian President Hosni Mubarak and other Arabs from the conciliation camp.Jomhouri-e Eslami called on the Palestinians to reinforce their resistance front and to reject anything less than Israel's annihilation, calling it a goal within reach.Kayhan purported that the Arabs who are in favor of conciliation,whom it dubbed hypocrites within the [Islamic] nation,are collaborating in the implementation of the Zionist-American version of peace by giving a green light to the Americans.It added that peace - whether according to the Arab or the American formula - is tantamount to recognizing the brutal and artificial Zionist regime,and said that unless this regime is completely eradicated from the region's political map, no Middle East peace is possible.[1]

In another editorial, Kayhan called on the Muslim countries not to participate in the talks with the U.S. and the Zionists, which the U.S. has set for September 2009, concomitantly with the U.N. General Assembly, in order to discuss the U.S. comprehensive peace initiative in the Middle East. The paper reiterated that a solution [in the Middle East] can be achieved only by completely annihilating the Zionist regime, which is the source of all insecurity in the region,and that the establishment of two states, Palestinian and Zionist, would be the same as totally crushing the rights of the Palestinian people, rather than securing these rights for them.It was also stated that the conflict [between the U.S. and Israel] is not genuine, but merely a fraud aimed at deceiving the Arabs from the conciliation [camp].[2]

Following are excerpts from the Jomhouri-e Eslami editorial:Peace - Whether According to the Arab or the American Formula - Is Tantamount to Recognizing the Brutal and Artificial Zionist Regime.Official Palestinian recognition of the Zionist regime by the Palestinians is Israel's most cherished dream. BERLIN (AFP) – Israeli Prime Minister Benjamin Netanyahu agreed with a key US envoy Wednesday that meaningful talks must start with Palestinians, but there was no sign of progress on the vexed settlement issue.In a joint statement, the hawkish premier and US Middle East envoy George Mitchell said Israeli and US officials will meet again next week in the United States to pursue efforts to revive the moribund peace process.The sides agreed on the importance of restarting meaningful negotiations between Israelis and Palestinians and working toward a comprehensive peace.All sides need to take concrete steps toward peace,it added, avoiding however any direct reference to Washington's demand that Israel freeze all settlement construction in the occupied West Bank and east Jerusalem ahead of the renewal of peace talks.The statement was issued at the end of the premier's visit to London, during which Netanyahu also met British Prime Minister Gordon Brown, and shortly before the Israeli leader left for Germany, where he will meet Chancellor Angela Merkel on Thursday.In Washington, a State Department official, who requested anonymity, said next week's meeting would be between Mitchell and Israeli Defence Minister Ehud Barak, quite likely in New York, where the US envoy lives.Speaking to reporters after arriving in Berlin, Netanyahu said that there are still a number of issues that haven't been finalised in our talks with the United States... there has been certain progress but there is still work to be done.

The settlements are a territorial issue that can be resolved in negotiations with the Palestinians, but the Palestinian refusal to recognize Israel as the national home of the Jewish people is the core problem preventing a peace agreement, Prime Minister Binyamin Netanyahu told British Prime Minister Gordon Brown in their talks on Tuesday, in part of an effort to reframe how world leaders view the conflict.The settlements are not the cause of the Israeli-Arab conflict, but the result of it, Netanyahu told Brown, pointing out that the conflict long predated the settlements.

EU to hold special summit on financial reform

EU leaders are to gather on 17 September for an extra summit to decide Europe's position ahead of global talks on financial reform, with French President Nicolas Sarkozy pushing for bank managers to freeze their bonuses. Diplomats confirmed on Tuesday (25 August) the date of the expected top-level one-day session in Brussels to be organised by the current Swedish presidency of the EU, the DPA agency reports.The presidents and premiers of 27 EU member states are due to hammer out their common stance on the changes needed to restore confidence in the world's financial markets, which has suffered as a result of the worst financial and economic crisis since the 1930s.The meeting will take place one week before the G20 gathering in Pittsburgh in the US, where leaders of the leading industrialised nations as well as the biggest emerging economies such as China and India, will discuss the same issues on a global level.There are clear differences among the EU states on how to tackle the need for a stronger financial regulation. London, the seat of several leading financial institutions, is against new types of common supervision.Paris, on the opposite side, favours tough new measures to regulate financial markets. In particular, French President Nicolas Sarkozy is keen to push through new limits on bank manager remuneration.

After meeting with French bank executives in Paris on Tuesday (25 August), Mr Sarkozy warned that his government would cease working with banks that refuse to accept proposed limits on compensation for traders.From now on, France will give no mandates to banks that don't apply these rules,he said, according to Bloomberg. It is possible to change the rules of financial capitalism,he added, pointing out that he would bring forward similar proposals to the G20 meeting in Pittsburgh.The problem is global and has to be treated globally. France won't accept the most minimal position or wait to act,said the French president.

Economic recovery

Leaders participating in the global summit are also due to discuss ways to boost the economy.Although some EU states, mainly Germany and France, have already slipped out of recession, a majority of countries are still facing economic turbulence.European Commission President Jose Manuel Barroso said on Tuesday that despite positive signals, the world economy remained volatile. The impact of the financial and economic crisis is still tangible in Europe and we have much still to do,he said at a joint press conference with Lithuanian President Dalia Grybauskaite.Several European countries are seeing encouraging signs of recovery, but firm recovery is not here yet,Mr Barroso warned.

EUOBSERVER / BRUSSELS - Thousands of airlines are set to face problems in flying into the European Union from 2012 unless they join the EU Emissions Trading Scheme, the European Commission has said, although a number of member states at the same time continue to bankroll the sector that is the fastest growing source of transport greenhouse gases to the tune of millions of euros.Some 4,000 companies including the likes of KLM, Quantas and United, alongside business jet operators and even national air forces were listed in the bloc's official gazette on Saturday (22 August) as operators that must work to reduce their carbon emissions.The bloc adopted legislation in January of this year that requires aviation emissions to reduce by three percent on 2005 levels by 2012 and five percent by 2013.The companies, which also include European aerospace manufacturers such as France's arms producer Dassault and the multinational plane-maker Airbus, have until January of 2010 to submit to the commission their strategies for emissions reductions.So long as the companies submit data on their fuel consumption for 2010 and 2011 by this period, then they will be awarded 85 percent of their emissions permits for free for the period through 2012.

But without permits, the airlines may have trouble landing at European airports, although sector experts do not believe this will happen any time soon.The policy has faced heavy opposition from the International Air Transport Association and the UN's International Civil Aviation Organisation, which itself is tasked with regulating emissions from aircraft under the Kyoto protocol.

Financial support for Airbus

Meanwhile, the four largest EU member states, and in particular the UK, are offering considerable public financial support to Airbus at a time when the latter government has refused to step in to ensure that the country's sole wind turbine factory does not close down.On 14 August, British business secretary and former EU trade commissioner Peter Mandelson announced his government would award Airbus €390 million (£340m) to protect thousands of jobs at the company.This comes after London's decision earlier in the summer to back wind turbine manufacturer Vestas in its plans to shift production from the UK to China and the US, a move that threatens the development of wind power in Britain.The French and German governments have also already committed public funds for the Airbus A350 and Spain is currently in talks with the firm about government support.

Global warming

Moreover, while environmental experts welcome aviation's inclusion in the ETS, they worry the move will do little to reduce carbon emissions from the sector that is the fastest growing source of transport greenhouse gases. Aviation is responsible for 4.9 percent of current global warming and emits more CO2 than France or Australia. According to Bill Hemmings of the green pressure group Transport & Environment, there is not a lot of room for technical innovation within the aviation sector, which means that airlines are most likely to simply buy carbon offsets - certificates of carbon reductions performed in the developing world by, for example, planting trees. The reliability of certifying carbon reductions in this way however is widely questioned by environmentalists and development NGOs, and in any case, the reductions are just not being made by the sector itself,Mr Hemmings told this website.

We need to see reductions in the real world,he added.Furthermore, his group points out, the ETS only focuses on carbon emissions, but nitrous oxide (NOx) is also being pumped out in massive quantities by the aviation sector, having a massive climate impact.Campaigners are more concerned that Europe fight to have aviation included in any international accord agreed to at this year's upcoming climate talks in Copenhagen, but in a way that includes non-carbon greenhouse gas emissions and that restricts the use of offsets.

GROUP OF TWENTY (G20):

-- The Group of Twenty first met in Berlin in December 1999. It was created as a response to the Asian financial crisis of 1997-98, which exposed the need to bring emerging market nations into the core of global economic discussion and governance.

-- Its 19 members are: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom and the United States of America.

-- The European Union is also a member, represented by the rotating Council presidency and the European Central Bank. G20 finance ministers and central bank governors meet annually.

* WHAT HAS THE G20 DONE?

-- A 2004 meeting in Berlin agreed the G20 Accord for Sustained Growth (the Accord) and the G20 Reform Agenda.

WHAT HAPPENED AT THE LAST MEETING?

-- The G20 agreed a $1.1 trillion deal in London on April 2 to combat the deepest economic downturn since the Great Depression in the 1930s.

-- The IMF's war chest was tripled to $750 billion from $250 billion, giving it much more money to lend out to countries that run into financial trouble.

-- The IMF also will issue $250 billion in additional Special Drawing Rights for its member countries, which essentially is printing new money to improve global liquidity.

When I left headquarters in Washington in August 2008 to become the IMF's representative in Jakarta, the institution was in the midst of a profound rethink of its strategic direction. It was implementing a significant refocusing as part of its effort to enhance its relevance to its members in fast changing and global world.

During the global boom of 2003-2007 it appeared that emerging market financial crises had become a thing of the past and many countries were in a position to repay the IMF ahead of schedule, including Indonesia. Even after global economic conditions began to deteriorate in the summer of 2007, emerging market members did not at first appear to be as affected and did not immediately turn to the IMF for help. But the world has changed in a year. US housing market problems have turned into the worse global recession since the 1930s and impacted every corner of the world, though signs of stabilization are now evident. The Fund has been in the midst of the battle to contain the crisis. To be effective and reestablish relevance, it has implemented reforms unthinkable a year ago.The Fund today is doing what its founders had intended it to do. When world leaders met in Bretton Woods in 1944 they vowed never to repeat the experience of the 1930s when a lack of cooperation and a retreat to isolationism led to an unprecedented collapse in global activity and had dire social and political consequences. The IMF was thus endowed with a mandate to oversee the global financial system and to act as a lender of last resort to members. In the current crisis, this mandate is more relevant than ever.Acting as a firefighter, for which the world appeared to have no use in good times, the IMF has committed about US$50 billion since the crisis began to support countries with balance of payments problems. The range of countries is very broad. They include Iceland, a very rich country whose financial system had grown too large, and many countries in East Europe that had relied excessively on external financing.

To be effective, the Fund has introduced major reform of the way it does business. We have doubled the amount countries can borrow to give confidence that their financing needs can be met. Conditions under which countries borrow from the Fund are becoming more focused and streamlined - structural reforms are included only if absolutely critical to recovery.To reduce stigma, countries no longer need formal waivers if the agreed structural measure is not implemented on time. Also, the IMF is committed to protecting the poorest and many of the current programs in East Europe involve increases in social spending.To provide insurance against possible capital outflows to countries with a proven track record of good performance, the Fund has introduced a flexible credit line (FCL) that grants rapid upfront financing in very large amounts - with no conditions. Mexico, Poland, and Colombia have already accessed this new facility, with a total of $78 billion available for the three countries.This crisis is by no means over. To do its job, the Fund needs more ammunition. The G20 has recognized this and has pledged to triple the IMF's lending capacity to an unprecedented $750 billion.Of the additional $500 billion needed, a very large share has already been committed, including pledges by Brazil, China, and Russia. Moreover, Fund members agreed to inject the equivalent of $250 billion in SDRs (Special Drawing Rights) to member countries to provide liquidity to the global economic system by supplementing their foreign exchange reserves. The allocation will be made on Aug. 28.But it is not enough for the IMF to just act as a lender of last resort. We must provide advice to deal with the current crisis and timely and credible early warnings about the build-up of potential problems in the global economy. This involves engaging strongly in policy dialogue with advanced countries where our advice has traditionally been less listened to.

This is already taking place to some extent. As the crisis has evolved, the IMF was among the first to pinpoint the policy responses that have now become part of conventional wisdom, including the need for (i) fiscal stimulus and (ii) the cleansing of bank balance sheets of toxic assets. And the G20 has asked the IMF to monitor the policy response of countries.And what about predicting the crisis? We certainly gave warnings about global imbalances and sub-prime loan problems in the United States, but these warnings were not loud or clear enough and were often ignored by policymakers. But once the crisis broke, our Spring 2008 World Economic Outlook forecasts and Global Financial Stability Report were accurate in predicting the depth of the downturn and magnitude of bank losses, respectively, though at the time they were derided for being too pessimistic.Looking ahead, the Fund needs and intend to do better in terms of early warnings. These must be strong, candid and even-handed, and must not shy away from naming and shaming where appropriate. Our strategy is to focus our monitoring of the world economy on systemic risks, better integrating macroeconomic and financial sector work, and better monitoring policy spillovers between countries and cross-country linkages.But there is one piece of the puzzle still missing - legitimacy, especially in terms of adequate representation of emerging market and developing countries. Without this, countries will not approach the Fund to meet their financing needs until it is too late and the mere existence of the FCL will not prevent self-insurance by individual countries.The process of reform of governance began in 2008, with the decision to increase the quotas of 54 member countries, mainly emerging markets. However, more needs to be done in terms of rebalancing and we welcome G20 support for completing the next phase of quota reform by early 2011.And what about Indonesia's role in IMF reform? It is already having an important impact through the G20. It can and should use its influence to shape an IMF that provides stronger global coordination in macroeconomic and financial policy making and reduces the risks for the country stemming from the global economy.After all, while Indonesia's strong macroeconomic policies ensured that IMF financial support was not needed in this crisis, and hopefully will never be needed again, a significant growth slowdown has occurred and impacted the lives of many. We believe that consistent with the intentions of its founders the Fund is well placed to play a stronger role in global policy coordination, though it will require continued implementation of reforms, including of Fund governance.The writer is IMF Senior Resident Representative, Jakarta.

India should push the World Bank to focus on generating ideas and technology, says Arvind Subramanian.In the run-up to the G-20 Summit in London in April, China created a frisson of excitement by pushing for the use of Special Drawing Rights (SDRs) as an alternative to the dollar as a global economic currency. To be sure, China’s demarche was self-serving. It is also true that when China now talks, the world must listen. But, the Chinese proposal was taken seriously because it had enough objective appeal and systemic relevance.In all the discussions about the reform of the international economic architecture and the G-20 process, India’s predominant concern has been with getting a seat at the table. This desire for influence is appropriate and attaining it is long overdue particularly since existing international arrangements, especially at the IMF and World Bank, are outdated and inequitable. But acquiring influence cannot become an end in itself. Influence for what is a question that India must continually ask.So, in the context of the G-20 discussions, what big idea could India put forward and pursue that, like the Chinese proposal, both served its long-term economic interests and improved the working of international financial institutions? Here’s a suggestion: India should push for a radical re-orientation of the World Bank, so that it undertakes less traditional lending to governments and focuses more on financing global public goods, especially relating to R&D in climate change, tropical agriculture and diseases.The World Bank is seen as a financial institution, primarily concerned with providing official financial assistance to developing country governments. But this perspective needs to change both for India and the world.

India’s need for official financial assistance is diminishing rapidly as it gains access to private capital markets and as India’s own savings have risen dramatically over time. Its development challenges—whether to cope with climate change or raise agricultural productivity—require technology breakthroughs, which India and all of Indian ingenuity cannot achieve on its own. India has a strategic interest in shaping the World Bank to generate some of this technology and other public goods.The value to India of such goods is illustrated by the World Bank-financed and supervised research study—a classic public good—which brought to light the serious problem of teacher absenteeism in Indian primary schools. This study provided valuable input into, and radically changed for the better, the policy debate in India on primary education. It fatally undercut arguments for pumping resources unconditionally into the public education system. How many of the Bank’s traditional lending activities can claim such beneficial impacts? From a systemic perspective too, the World Bank needs to evolve away from being predominantly an aid agency, dominated by the G-7 and serving Africa. The need for this evolution is suggested by empirical evidence.It is awfully hard to find evidence that traditional World Bank-type aid works. In a series of papers, Raghuram Rajan, former chief economist of the IMF, and I were unable to find any positive effects of aid on long-run growth but did find evidence consistent with some of the negative effects of aid in depressing manufacturing exports and worsening domestic institutions.On the other hand, it is widely accepted that some of the biggest contributions to development have come from global public goods such as the green revolution and medical breakthroughs, especially related to the development of antibiotics and vaccines. The technical discoveries leading up to the green revolution were financed by official aid and private philanthropy. And the adaptation of green revolution technologies to varying climactic conditions across the developing world was actually undertaken in the internationally-funded CGIAR network of research institutions (including the Hyderabad-located ICRISAT) that are now sadly in decline, in part due to international financial neglect.

Despite this evidence, the World Bank’s current lending practices overwhelmingly favour traditional lending to governments over global public goods. The numbers are difficult to pin down but global public goods financing is unlikely to exceed 20 per cent of total World Bank lending. In other words, current practice is inversely correlated with the evidence. What makes this inverse correlation particularly egregious is that there are many suppliers of traditional aid (bilateral donors, NGOs, private philanthropy) but few suppliers of global public goods. The World Bank should be filling the latter empty space instead of further crowding the lending business.In the run-up to the next G-20 summit at Pittsburgh, India is now considering asking for a substantial increase in World Bank’s capital. More capital to finance more traditional lending would not, if the evidence cited earlier is right, yield the biggest bang for the buck. Moreover, this capital would be poured into a structure of governance that is antiquated and skewed in favour of the G-7. What possible strategic interest of India is served by this proposal to enlarge the Bank’s capital base and perpetuate the status quo? India should rather put forward a new vision for the World Bank, with a central focus on global public goods, a point also emphasised and elaborated by Devesh Kapur, the author of the definitive history of the Bank. Nancy Birdsall of the Center for Global Development and I have argued that the governance structure for global public good activities should be quite different from current arrangements. This could be the thin end of the wedge for perhaps eventually breaking up the World Bank into two institutions: first, an aid agency, devoted to traditional lending activities, which could continue to be dominated by the G-7; and second, a new institution that focuses more on the creation of global public goods, one in which middle income countries such as India, China and Brazil could start making greater financial contributions and, in return, obtain commensurate power and influence.Referring to the two Bretton Woods financial institutions, Keynes once wittily observed that the “Bank’s a fund and the Fund’s a bank.” Whether the IMF should continue to be a bank is being actively debated. But it is in India’s interest to push the World Bank to be less of a fund and more engaged in generating ideas and technologies for development.

While Warren Buffett hasn’t yet said anything publicly about Ben Bernanke’s reappointment as Federal Reserve chairman, he has praised Bernanke highly in recent interviews.I don't think you can have anybody better than Bernanke in the job. I mean, he understands all of the issues, the legendary investor told CNBC last month.

Buffett has expressed worries about inflation rising down the road.The time to worry about something that's going to happen in the long-term is in the short-term, he says.And I'll guarantee you that he (Bernanke) is thinking about that. But he needs to do what he's doing now. And the Fed needs to be doing what it's doing now.Buffett also has expressed concern that the massive monetary stimulus, combined with fiscal stimulus, will send the government’s debt skyrocketing.It will have after-effects, … and they'll be addressed at that time,he says. I don't think you can do what we're doing now … without having real inflationary possibilities down the road. But that doesn't mean I think he's (Bernanke’s) doing the wrong thing. I think he's doing the right thing.

Many other experts approve of Bernanke too.

It’s not just that he’s done a great job of dealing creatively with the financial crisis,Richard Berner, co-chief economist at Morgan Stanley, told Bloomberg. To understand how the pagan god of death and destruction so cleverly hidden in the Great Seal of the United States could fulfill the Sibyl’s conjure and return with the life of gods with Heroes and gods commingling,we gaze into the distant past, when the forbidden science was initially used, and to the powerful beings that first developed it and that may be planning to use it again.As far back as the beginning of time and within every major culture of the ancient world, the astonishingly consistent story is told of gods that descended from heaven and materialized in bodies of flesh. From Rome, to Greece, and before that to Egypt, Persia, Assyria, Babylonia and Sumer, the earliest records of civilization tell of the era when powerful beings known to the Hebrews as Watchers and in the Book of Genesis as the Benei Ha-Elohim (Sons of God), mingled themselves with humans, giving birth to part-celestial, part-terrestrial hybrids known as Nephilim. The Bible says this happened when men began to increase on earth and daughters were born to them. When the Sons of God saw the women’s beauty, they took wives from among them to sire their unusual offspring. In Genesis 6:4 we read the following account:There were giants in the earth in those days; and also after that, when the sons of God came in unto the daughters of men, and they bare children to them, the same became mighty men which were of old, men of renown.

When this scripture is compared with other ancient texts including Enoch, Jubilees, Baruch, Genesis Apocryphon, Philo, Josephus, Jasher and so on, it unfolds to some that the giants of the Old Testament, such as Goliath, were the part-human part-animal part-angelic offspring of a supernatural interruption into the divine order and natural evolution of the species. The Apocryphal Book of Enoch gives a name to the angels involved in this cosmic conspiracy, calling them Watchers. We read:And I Enoch was blessing the Lord of majesty and the King of the ages, and lo! the Watchers called me—Enoch the scribe—and said to me: Enoch, thou scribe of righteousness, go, declare to the Watchers of the heaven who have left the high heaven, the holy eternal place, and have defiled themselves with women, and have done as the children of earth do, and have taken unto themselves wives: Ye have wrought great destruction on the earth: And ye shall have no peace nor forgiveness of sin: and inasmuch as they delight themselves in their children [the Nephilim], The murder of their beloved ones shall they see, and over the destruction of their children shall they lament, and shall make supplication unto eternity, but mercy and peace shall ye not attain(1 Enoch 10:3-8).According to Enoch, two hundred of these powerful angels departed high heaven and used women (among other things) to extend their progeny into mankind’s plane of existence. The Interlinear Hebrew Bible has an interesting interpretation of Genesis 6:2 in this regard. Where the King James Bible says,the sons of God saw the daughters of men that they [were] fair,the IHN interprets this as, The benei Elohim saw the daughters of Adam, that they were fit extensions.The term fit extensions seems applicable when the whole of the ancient record is understood to mean that the Watchers wanted to leave their proper sphere of existence in order to enter earth’s three-dimensional reality. They viewed women—or at least their genetic material—as part of the formula for accomplishing this task. Departing the proper habitation that God had assigned them was grievous to the Lord and led to divine penalization. Jude described it this way: The angels which kept not their first estate, but left their own habitation, he hath reserved in everlasting chains under darkness unto the judgment of the great day(Jude 6).(DEMONIC FALLIN ANGELS HAVING SEX WITH HUMAN WOMEN)

Besides Apocryphal, Pseudepigraphic, and Jewish traditions related to the legend of the Watchers and the Mighty Men born of their union with humans, mythologized accounts tell the stories of gods using humans to produce heroes or demigods (half-gods). When the ancient Greek version of the Hebrew Old Testament (the LXX or Septuagint) was made, the word Nephilim—referring to the part-human offspring of the Watchers—was translated gegenes,a word implying earth born.This same terminology was used to describe the Greek Titans and other legendary heroes of partly celestial and partly terrestrial origin, such as Hercules, born of Zeus and the mortal Alcmena, Achilles, the Trojan hero son of Thetis and Peleus, and Gilgamesh, the two-thirds god and one-third human child of Lugalbanda and Ninsun. These demigods were likewise accompanied in texts and idol representation by half-animal and half-human creatures like Centaurs (the part-human part-horse offspring of Apollo’s son, Centaurus), Chimera’s, Furies, Satyrs, Gorgons, Nymphs, Minotaurs and other genetic aberrations. Historian Andrew Tomas believes these mythological records are thought-fossils depicting the story of vanished cultures in symbols and allegories,or, as Stephen Quayle in his book Genesis 6 Giants explains: The collective memories in the form of myths, fables and fairy tales from various cultures and ages of mankind are overwhelming evidence that the Nephilim existed.All of this indicates that the Watchers not only modified human DNA during the construction of Nephilim, but animals as well, a point the Book of Enoch supports, saying in the 7th chapter that the fallen angels sinned against animals as well as humans. Other books such as Jubilees add that this interspecies mingling eventually resulted in mutations among normal humans and animals whose flesh (genetic makeup) was corrupted by the activity, presumably through crossbreeding (see 5:1-5; 7:21-25). Even the Old Testament contains reference to the genetic mutations that developed among humans following this time frame, including men of unusual size, physical strength, six fingers, six toes, animal appetite for blood and even lion-like features (2 Sam 21:20; 23:20). J. R. Church makes an interesting point that since this activity was satanic in nature, it refers to the seed of the serpent that was at enmity with Christ. The concept of a reptilian race continues throughout the Bible as a metaphoric symbol of the devil,he wrote in his Prophecy in the News Magazine, February 2009. Later Scriptures add the term dragon, with the implication that these other-worldly creatures were designed with the DNA code of a reptilian race.J.R. goes on to state how some of these satanic creatures were depicted as bat-like gargoyles, or winged dragons in ancient art and that we should not be surprised that a humanoid-type reptilian race could cohabit with human women and produce a race of giants.

But of all the ancient records, the most telling extra-biblical script is from the book of Jasher, a mostly forgotten text referred to in the Bible in Joshua 10:13 and Second Samuel 1:18. Jasher records the familiar story of the fall of the Watchers then adds an exceptional detail that none of the other texts are as unequivocal about, something that can only be understood in modern language to mean advanced biotechnology, genetic engineering or transgenic modification of species. After the Watchers had instructed humans in the secrets of heaven,note what Jasher says occurred:[Then] the sons of men [began teaching] the mixture of animals of one species with the other, in order therewith to provoke the Lord (Jasher 4:18).The phrase the mixture of animals of one species with the other does not mean Watchers had taught men hybridization, as this would not have provoked the Lord.God made like-animals of different breeds capable of reproducing. For example horses can propagate with other mammals of the Equidae classification (the taxonomic horse family) including donkeys and zebras. It would not have provoked the Lord for this type animal breeding to have taken place, as God himself made the animals able to do this.

If, on the other hand, the Watchers were crossing species boundaries by mixing incompatible animals of one species with the other such as a horse with a human (a Centaur), this would have been a different matter and may cast light on the numerous ancient stories of mythical beings of variant-species manufacturing that fits perfectly within the records of what the Watchers were accomplishing. Understandably, this kind of chimera-making would have provoked the Lord and raises the serious question of why the Watchers would have risked eternal damnation by tinkering with God’s creation in this way. Yahweh placed boundaries between the species and strictly ordered that each kind reproduce only after its own kind.Was the motive of the Watchers to break these rules simply the desire to rebel, to assault God’s creative genius through biologically altering what He had made? Or was something of deeper significance behind the activity? Some believe the corruption of antediluvian DNA by Watchers was an effort to cut off the birth line of the Messiah. This theory posits that Satan understood the protoevangelium—the promise in Genesis 3:16 that a savior would be born, the seed of the woman, and that He would destroy the fallen angel’s power. Satan’s followers therefore intermingled with the human race in a conspiracy to stop the birth of Christ according to this line of thought. If human DNA could be universally corrupted or demonized they reasoned, no savior would be born and mankind would be lost forever. Those who support this theory believe this is why God ordered Israel to maintain a pure bloodline and not to intermarry with the other nations. When Israel breached this command and the mutated DNA began rapidly spreading among men and animals, God instructed Noah to build an ark and to prepare for a flood that would destroy every living thing. That God had to send such a universal fiat like the flood illustrates how widespread the altered DNA eventually became. In fact, the Bible says in Genesis 6:9 that only Noah, and therefore by extension his children, were found perfect in their generation.The Hebrew word for perfect in this case is Tamiym and means without blemish or healthy,the same word used in Leviticus to describe an unblemished sacrificial lamb.The meaning was not that Noah was morally perfect, but that his physical makeup—his DNA—had not been contaminated with Nephilim descent, as apparently the rest of the world had become. In order to preserve mankind as He had made them, God destroyed all but Noah’s family in the flood. The ancient records including those of the Bible appear to agree with this theology, consistently describing the cause of the Flood as happening in response to all flesh having become corrupted, both man and beast.While I believe this theory has merit, I want to propose an alternative or additional reasoning for this activity in the next entry.

(Book of Ruth, Chapter 1)


Naomi was an Israelite woman who, during a famine, had gone with her family to live in the country of Moab. When her husband and two sons died, she decided to return to her home town, Bethlehem. She had two daughters-in-law, Ruth and Orpha. All three women were widows.In modern society a widow is free to remarry after her husband dies, but in ancient Israel this was not necessarily so. After her husband’s death the widow was still considered to be a part of her dead husband’s family, because marriage joined families as well as individuals.Her two daughters-in-law, Ruth and Orpah, were Moabite women not Israelites. The Moabite people were traditional enemies of the Israelites. There was frequent warfare between the two groups. According to the Israelite belief, Moabites originated from the act of incest between Lot and his older daughter (Genesis 19:30-38), and so the whole nation was intrinsically tainted and inferior. Naomi assumed that Ruth and Orpah would not want to return to Bethlehem with her, even though the women respected and loved each other.

Orpah decided to return to her people and the Moabite way of life, but Ruth could not be persuaded. She had shared loneliness, anxiety and grief with Naomi, and now that the older woman was completely alone, Ruth would stand by her and return to Bethlehem.This part of the story contains Ruth’s famous speech of loyalty to her mother-in-law (Ruth 1:16-17).16 And Ruth said, Intreat me not to leave thee, or to return from following after thee: for whither thou goest, I will go; and where thou lodgest, I will lodge: thy people shall be my people, and thy God my God:
17 Where thou diest, will I die, and there will I be buried: the LORD do so to me, and more also, if ought but death part thee and me.(Read Ruth 1:1-22)

RUTH 1:1-22
1 Now it came to pass in the days when the judges ruled, that there was a famine in the land. And a certain man of Bethlehemjudah went to sojourn in the country of Moab, he, and his wife, and his two sons.
2 And the name of the man was Elimelech, and the name of his wife Naomi, and the name of his two sons Mahlon and Chilion, Ephrathites of Bethlehemjudah. And they came into the country of Moab, and continued there.
3 And Elimelech Naomi's husband died; and she was left, and her two sons.
4 And they took them wives of the women of Moab; the name of the one was Orpah, and the name of the other Ruth: and they dwelled there about ten years.
5 And Mahlon and Chilion died also both of them; and the woman was left of her two sons and her husband.
6 Then she arose with her daughters in law, that she might return from the country of Moab: for she had heard in the country of Moab how that the LORD had visited his people in giving them bread.

8 And Naomi said unto her two daughters in law, Go, return each to her mother's house: the LORD deal kindly with you, as ye have dealt with the dead, and with me.

11 And Naomi said, Turn again, my daughters: why will ye go with me? are there yet any more sons in my womb, that they may be your husbands?

13 Would ye tarry for them till they were grown? would ye stay for them from having husbands? nay, my daughters; for it grieveth me much for your sakes that the hand of the LORD is gone out against me.

21 I went out full, and the LORD hath brought me home again empty: why then call ye me Naomi, seeing the LORD hath testified against me, and the Almighty hath afflicted me?
22 So Naomi returned, and Ruth the Moabitess, her daughter in law, with her, which returned out of the country of Moab: and they came to Bethlehem in the beginning of barley harvest.

RUTH MEETS BOAZ (Chapter 2)

Now although Naomi was destitute, she has good family connections. Furthermore, both she and Ruth were women of initiative. They did not believe in sitting down and letting events simply happen. Women took an active part in all stages of food production - see BIBLE ARCHAEOLOGY: WORK, and Ruth decided she would help to glean the barley in the fields, to feed herself and Naomi and to get a store of grain for winter. Gleaning was a common practice in ancient Israel. It was a form of charity for the disadvantaged in society (see Leviticus 23:22 and Deuteronomy 24:19). Recognized groups of the poor, such as widows, orphans and foreigners, could walk behind the harvesters, picking up what was left. This is what Ruth did.Ruth and Naomi gleaning in the fields of Boaz.

Now Naomi had a kinsman on her husband’s side, a prominent rich man, of the family of Elimelech, whose name was Boaz. And Ruth the Moabite said to Naomi Let me go to the field and glean among the ears of grain, behind someone in whose sight I may find favor. She said to her Go, my daughter. So she went. She came and gleaned in the field behind the reapers. As it happened, she came to the part of the field belonging to Boaz, who was of the family of Elimelech. Just then Boaz came from Bethlehem.

RUTH 2:1-7
1 And Naomi had a kinsman of her husband's, a mighty man of wealth, of the family of Elimelech; and his name was Boaz.
2 And Ruth the Moabitess said unto Naomi, Let me now go to the field, and glean ears of corn after him in whose sight I shall find grace. And she said unto her, Go, my daughter.
3 And she went, and came, and gleaned in the field after the reapers: and her hap was to light on a part of the field belonging unto Boaz, who was of the kindred of Elimelech.
4 And, behold, Boaz came from Bethlehem, and said unto the reapers, The LORD be with you. And they answered him, The LORD bless thee.
5 Then said Boaz unto his servant that was set over the reapers, Whose damsel is this?
6 And the servant that was set over the reapers answered and said, It is the Moabitish damsel that came back with Naomi out of the country of Moab:
7 And she said, I pray you, let me glean and gather after the reapers among the sheaves: so she came, and hath continued even from the morning until now, that she tarried a little in the house.

Ruth 2:3 says that as it happened Ruth went to the field of Naomi’s rich relative, Boaz. This phrase is often used in the Bible to suggest that God is setting the scene for something significant. It also implied, with a touch of Jewish humour, that Naomi and the people of Bethlehem saw a good match for Ruth and edged her into meeting Boaz.
Naomi knew that Ruth was beautiful and respected, and she knew that a rich husband for Ruth would solve all their problems. Boaz was the ideal choice. He was available, childless, well respected and rich. He was also a relative of Naomi’s through her husband’s family, so he had a legal obligation to help Naomi. Boaz was second in line to the position of go’el in Naomi’s, and therefore Ruth’s, family.In English, the word go’el is often translated as nearest kin, but in ancient Judah it meant more than that. A go’el was a close male relative with the duty of looking after a family when the male head of the family was absent. In earlier times,the go’el of the family was expected to marry the widow of an Israelite man if she wished it (Deuteronomy 25). Ruth, who may not have understood the niceties of Israelite law, called Boaz go'el.(Read Ruth 2:8-23)

RUTH 2:8-23
8 Then said Boaz unto Ruth, Hearest thou not, my daughter? Go not to glean in another field, neither go from hence, but abide here fast by my maidens:
9 Let thine eyes be on the field that they do reap, and go thou after them: have I not charged the young men that they shall not touch thee? and when thou art athirst, go unto the vessels, and drink of that which the young men have drawn.
10 Then she fell on her face, and bowed herself to the ground, and said unto him, Why have I found grace in thine eyes, that thou shouldest take knowledge of me, seeing I am a stranger?
11 And Boaz answered and said unto her, It hath fully been shewed me, all that thou hast done unto thy mother in law since the death of thine husband: and how thou hast left thy father and thy mother, and the land of thy nativity, and art come unto a people which thou knewest not heretofore.
12 The LORD recompense thy work, and a full reward be given thee of the LORD God of Israel, under whose wings thou art come to trust.
13 Then she said, Let me find favour in thy sight, my lord; for that thou hast comforted me, and for that thou hast spoken friendly unto thine handmaid, though I be not like unto one of thine handmaidens.
14 And Boaz said unto her, At mealtime come thou hither, and eat of the bread, and dip thy morsel in the vinegar. And she sat beside the reapers: and he reached her parched corn, and she did eat, and was sufficed, and left.
15 And when she was risen up to glean, Boaz commanded his young men, saying, Let her glean even among the sheaves, and reproach her not:
16 And let fall also some of the handfuls of purpose for her, and leave them, that she may glean them, and rebuke her not.
17 So she gleaned in the field until even, and beat out that she had gleaned: and it was about an ephah of barley.
18 And she took it up, and went into the city: and her mother in law saw what she had gleaned: and she brought forth, and gave to her that she had reserved after she was sufficed.
19 And her mother in law said unto her, Where hast thou gleaned to day? and where wroughtest thou? blessed be he that did take knowledge of thee. And she shewed her mother in law with whom she had wrought, and said, The man's name with whom I wrought to day is Boaz.
20 And Naomi said unto her daughter in law, Blessed be he of the LORD, who hath not left off his kindness to the living and to the dead. And Naomi said unto her, The man is near of kin unto us, one of our next kinsmen.
21 And Ruth the Moabitess said, He said unto me also, Thou shalt keep fast by my young men, until they have ended all my harvest.
22 And Naomi said unto Ruth her daughter in law, It is good, my daughter, that thou go out with his maidens, that they meet thee not in any other field.
23 So she kept fast by the maidens of Boaz to glean unto the end of barley harvest and of wheat harvest; and dwelt with her mother in law.

Love was in the air....
By great good luck, Boaz seems to have been smitten from the outset. He went to great lengths to get extra grain for Ruth, to protect her from young men who might harass her, and to see that she was properly fed.At mealtime Boaz said to her Come here, and eat some of this bread, and dip your morsel in the sour wine. So she sat beside the reapers, and he heaped up for her some parched grain. She ate until she was satisfied, and she had some left over.Of course, the point of the story is that it was not just love or luck, but God who was nudging them into their destiny.


RUTH PROPOSES MARRIAGE TO BOAZ (Chapter 3)

This part of the story took place at the threshing floor, at a golden time of the year when the harvest had been brought in and the weather was still warm. Love was in the air, with the fertility of Nature reflected in the lives of the characters.Naomi devised a plan to prod Boaz into proposing to Ruth. She knew men, and she gave Ruth specific instructions on everything she must do.

Fortunately, Ruth had the good sense to heed the older woman.
She perfumed herself, dressed in her most becoming clothes - see WOMEN IN THE BIBLE: CLOTHING AND HOUSING for the type of clothes she might have worn, and waited until Boaz had eaten a good meal - both women knew a man with a full stomach was easier to handle. When Boaz finally lay down to sleep, Ruth approached him where he lay on the threshing floor - someone always slept there at night until the grain was removed, to guard against thieves. (Read Ruth 3:1-18)

RUTH 3:1-18
1 Then Naomi her mother in law said unto her, My daughter, shall I not seek rest for thee, that it may be well with thee?
2 And now is not Boaz of our kindred, with whose maidens thou wast? Behold, he winnoweth barley to night in the threshingfloor.
3 Wash thyself therefore, and anoint thee, and put thy raiment upon thee, and get thee down to the floor: but make not thyself known unto the man, until he shall have done eating and drinking.
4 And it shall be, when he lieth down, that thou shalt mark the place where he shall lie, and thou shalt go in, and uncover his feet, and lay thee down; and he will tell thee what thou shalt do.
5 And she said unto her, All that thou sayest unto me I will do.
6 And she went down unto the floor, and did according to all that her mother in law bade her.
7 And when Boaz had eaten and drunk, and his heart was merry, he went to lie down at the end of the heap of corn: and she came softly, and uncovered his feet, and laid her down.
8 And it came to pass at midnight, that the man was afraid, and turned himself: and, behold, a woman lay at his feet.
9 And he said, Who art thou? And she answered, I am Ruth thine handmaid: spread therefore thy skirt over thine handmaid; for thou art a near kinsman.
10 And he said, Blessed be thou of the LORD, my daughter: for thou hast shewed more kindness in the latter end than at the beginning, inasmuch as thou followedst not young men, whether poor or rich.
11 And now, my daughter, fear not; I will do to thee all that thou requirest: for all the city of my people doth know that thou art a virtuous woman.
12 And now it is true that I am thy near kinsman: howbeit there is a kinsman nearer than I.
13 Tarry this night, and it shall be in the morning, that if he will perform unto thee the part of a kinsman, well; let him do the kinsman's part: but if he will not do the part of a kinsman to thee, then will I do the part of a kinsman to thee, as the LORD liveth: lie down until the morning.
14 And she lay at his feet until the morning: and she rose up before one could know another. And he said, Let it not be known that a woman came into the floor.
15 Also he said, Bring the vail that thou hast upon thee, and hold it. And when she held it, he measured six measures of barley, and laid it on her: and she went into the city.
16 And when she came to her mother in law, she said, Who art thou, my daughter? And she told her all that the man had done to her.
17 And she said, These six measures of barley gave he me; for he said to me, Go not empty unto thy mother in law.
18 Then said she, Sit still, my daughter, until thou know how the matter will fall: for the man will not be in rest, until he have finished the thing this day.

When Boaz had eaten and drunk, and he was in a contented mood, he went to lie down at the end of the heap of grain. Then she came stealthily and uncovered his feet, and lay down.A village threshing floor.

This action would seem strange unless you knew that in ancient times foot was a euphemism for the male genital organ, as sandal was for the female organ. Threshing floors at harvest time were often the scene of sexual shenanigans, what the old Irish priests used to rail against as fockin in the fields', a time for license forbidden at other times.Lying beside Boaz, Ruth suggested that he, as the go-el of Naomi’s family, should cover her with his blanket, a euphemism for marriage. She had the right to demand marriage of the go-el of her family, so that she could have the children that Israelite women longed for. Boaz happily agreed, but pointed out to her that there was another man who had that right, a closer relative even than himself. Boaz had to square matters with him before he could marry Ruth. He seems to have been at pains to do everything correctly, so that there could be no question about the legality of the marriage.Ruth stayed beside Boaz until morning, stealing away before first light to return to Naomi, who pounced on her and demanded to know how things had gone, and whether the plan had worked. Was Ruth to be married or single? The two women waited impatiently to see how events would unfold.

THE MARRIAGE OF RUTH AND BOAZ (Chapter 4)

Of course, the villagers were well aware of what was happening, as people in small towns usually are. When Boaz went next morning to the meeting place at the gate of the town, he was met almost immediately by the official go-el of Naomi’s family - and probably by a good many intrigued onlookers as well.Some complicated negotiation went on regarding a small parcel of land that Naomi either owned outright or had put up for sale at some previous time, but this was just a formality. The outcome of this story was never in doubt.So Boaz took Ruth and she became his wife. When they came together, the Lord made her conceive, and she bore a son. Then the women said to Naomi Blessed be the Lord, who has not left you this day without next of kin. May his name be renowned in Israel! He shall be to you a restorer of life and a nourishment for your old age. For your daughter-in-law who loves you, who is more to you than seven sons, has borne him. Then Naomi took the child and laid him in her bosom, and became his nurse.(Read Ruth 4:1-22)

1 Then went Boaz up to the gate, and sat him down there: and, behold, the kinsman of whom Boaz spake came by; unto whom he said, Ho, such a one! turn aside, sit down here. And he turned aside, and sat down.
2 And he took ten men of the elders of the city, and said, Sit ye down here. And they sat down.
3 And he said unto the kinsman, Naomi, that is come again out of the country of Moab, selleth a parcel of land, which was our brother Elimelech's:
4 And I thought to advertise thee, saying, Buy it before the inhabitants, and before the elders of my people. If thou wilt redeem it, redeem it: but if thou wilt not redeem it, then tell me, that I may know: for there is none to redeem it beside thee; and I am after thee. And he said, I will redeem it.
5 Then said Boaz, What day thou buyest the field of the hand of Naomi, thou must buy it also of Ruth the Moabitess, the wife of the dead, to raise up the name of the dead upon his inheritance.
6 And the kinsman said, I cannot redeem it for myself, lest I mar mine own inheritance: redeem thou my right to thyself; for I cannot redeem it.
7 Now this was the manner in former time in Israel concerning redeeming and concerning changing, for to confirm all things; a man plucked off his shoe, and gave it to his neighbour: and this was a testimony in Israel.
8 Therefore the kinsman said unto Boaz, Buy it for thee. So he drew off his shoe.
9 And Boaz said unto the elders, and unto all the people, Ye are witnesses this day, that I have bought all that was Elimelech's, and all that was Chilion's and Mahlon's, of the hand of Naomi.
10 Moreover Ruth the Moabitess, the wife of Mahlon, have I purchased to be my wife, to raise up the name of the dead upon his inheritance, that the name of the dead be not cut off from among his brethren, and from the gate of his place: ye are witnesses this day.
11 And all the people that were in the gate, and the elders, said, We are witnesses. The LORD make the woman that is come into thine house like Rachel and like Leah, which two did build the house of Israel: and do thou worthily in Ephratah, and be famous in Bethlehem:
12 And let thy house be like the house of Pharez, whom Tamar bare unto Judah, of the seed which the LORD shall give thee of this young woman.
13 So Boaz took Ruth, and she was his wife: and when he went in unto her, the LORD gave her conception, and she bare a son.
14 And the women said unto Naomi, Blessed be the LORD, which hath not left thee this day without a kinsman, that his name may be famous in Israel.
15 And he shall be unto thee a restorer of thy life, and a nourisher of thine old age: for thy daughter in law, which loveth thee, which is better to thee than seven sons, hath born him.
16 And Naomi took the child, and laid it in her bosom, and became nurse unto it.
17 And the women her neighbours gave it a name, saying, There is a son born to Naomi; and they called his name Obed: he is the father of Jesse, the father of David.

- Boaz was a good manager of people, and not afraid to get his hands dirty.

Summary
The story of Ruth celebrates the family and the way it continues through many generations. Ruth, a childless widow at the beginning of the story, became the great-grandmother of Israel’s greatest king, David.The story of her family, and the way it endured despite misfortune, is the story of the Israelite people, who continued despite all that happened to them. 4 Draw me, we will run after thee: the king hath brought me into his chambers: we will be glad and rejoice in thee, we will remember thy love more than wine: the upright love thee.

6 Who is this that cometh out of the wilderness like pillars of smoke, perfumed with myrrh and frankincense, with all powders of the merchant?

SONG OF SOLOMON 4:1-16
1 Behold, thou art fair, my love; behold, thou art fair; thou hast doves’ eyes within thy locks: thy hair is as a flock of goats, that appear from mount Gilead.
2 Thy teeth are like a flock of sheep that are even shorn, which came up from the washing; whereof every one bear twins, and none is barren among them.
3 Thy lips are like a thread of scarlet, and thy speech is comely: thy temples are like a piece of a pomegranate within thy locks.
4 Thy neck is like the tower of David builded for an armoury, whereon there hang a thousand bucklers, all shields of mighty men.

6 Until the day break, and the shadows flee away, I will get me to the mountain of myrrh, and to the hill of frankincense.

1 I am come into my garden, my sister, my spouse: I have gathered my myrrh with my spice; I have eaten my honeycomb with my honey; I have drunk my wine with my milk: eat, O friends; drink, yea, drink abundantly, O beloved.
2 I sleep, but my heart waketh: it is the voice of my beloved that knocketh, saying, Open to me, my sister, my love, my dove, my undefiled: for my head is filled with dew, and my locks with the drops of the night.

4 Thy neck is as a tower of ivory; thine eyes like the fishpools in Heshbon, by the gate of Bathrabbim: thy nose is as the tower of Lebanon which looketh toward Damascus.
5 Thine head upon thee is like Carmel, and the hair of thine head like purple; the king is held in the galleries.
6 How fair and how pleasant art thou, O love, for delights!
7 This thy stature is like to a palm tree, and thy breasts to clusters of grapes.

1 O that thou wert as my brother, that sucked the breasts of my mother! when I should find thee without, I would kiss thee; yea, I should not be despised.
2 I would lead thee, and bring thee into my mother’s house, who would instruct me: I would cause thee to drink of spiced wine of the juice of my pomegranate.
3 His left hand should be under my head, and his right hand should embrace me.
4 I charge you, O daughters of Jerusalem, that ye stir not up, nor awake my love, until he please.
5 Who is this that cometh up from the wilderness, leaning upon her beloved? I raised thee up under the apple tree: there thy mother brought thee forth: there she brought thee forth that bare thee.
6 Set me as a seal upon thine heart, as a seal upon thine arm: for love is strong as death; jealousy is cruel as the grave: the coals thereof are coals of fire, which hath a most vehement flame.
7 Many waters cannot quench love, neither can the floods drown it: if a man would give all the substance of his house for love, it would utterly be contemned.

PROVERBS 31 THE VIRTUOUS PRECIOUS WIFE

PROVERBS 31:1-9
1 The words of king Lemuel, the prophecy that his mother taught him.
2 What, my son? and what, the son of my womb? and what, the son of my vows?
3 Give not thy strength unto women, nor thy ways to that which destroyeth kings.
4 It is not for kings, O Lemuel, it is not for kings to drink wine; nor for princes strong drink:
5 Lest they drink, and forget the law, and pervert the judgment of any of the afflicted.
6 Give strong drink unto him that is ready to perish, and wine unto those that be of heavy hearts.
7 Let him drink, and forget his poverty, and remember his misery no more.
8 Open thy mouth for the dumb in the cause of all such as are appointed to destruction.
9 Open thy mouth, judge righteously, and plead the cause of the poor and needy.
