LEVITICUS 1:1 - 5:19
1 And the LORD called unto Moses, and spake unto him out of the tabernacle of the congregation, saying,
2 Speak unto the children of Israel, and say unto them, If any man of you bring an offering unto the LORD, ye shall bring your offering of the cattle, even of the herd, and of the flock.
3 If his offering be a burnt sacrifice of the herd, let him offer a male without blemish: he shall offer it of his own voluntary will at the door of the tabernacle of the congregation before the LORD.
4 And he shall put his hand upon the head of the burnt offering; and it shall be accepted for him to make atonement for him.
5 And he shall kill the bullock before the LORD: and the priests, Aaron's sons, shall bring the blood, and sprinkle the blood round about upon the altar that is by the door of the tabernacle of the congregation.
6 And he shall flay the burnt offering, and cut it into his pieces.
7 And the sons of Aaron the priest shall put fire upon the altar, and lay the wood in order upon the fire:
8 And the priests, Aaron's sons, shall lay the parts, the head, and the fat, in order upon the wood that is on the fire which is upon the altar:
9 But his inwards and his legs shall he wash in water: and the priest shall burn all on the altar, to be a burnt sacrifice, an offering made by fire, of a sweet savour unto the LORD.
10 And if his offering be of the flocks, namely, of the sheep, or of the goats, for a burnt sacrifice; he shall bring it a male without blemish.
11 And he shall kill it on the side of the altar northward before the LORD: and the priests, Aaron's sons, shall sprinkle his blood round about upon the altar.
12 And he shall cut it into his pieces, with his head and his fat: and the priest shall lay them in order on the wood that is on the fire which is upon the altar:
13 But he shall wash the inwards and the legs with water: and the priest shall bring it all, and burn it upon the altar: it is a burnt sacrifice, an offering made by fire, of a sweet savour unto the LORD.
14 And if the burnt sacrifice for his offering to the LORD be of fowls, then he shall bring his offering of turtledoves, or of young pigeons.
15 And the priest shall bring it unto the altar, and wring off his head, and burn it on the altar; and the blood thereof shall be wrung out at the side of the altar:
16 And he shall pluck away his crop with his feathers, and cast it beside the altar on the east part, by the place of the ashes:
17 And he shall cleave it with the wings thereof, but shall not divide it asunder: and the priest shall burn it upon the altar, upon the wood that is upon the fire: it is a burnt sacrifice, an offering made by fire, of a sweet savour unto the LORD.

LEVITICUS 2:1-16
1 And when any will offer a meat offering unto the LORD, his offering shall be of fine flour; and he shall pour oil upon it, and put frankincense thereon:
2 And he shall bring it to Aaron's sons the priests: and he shall take thereout his handful of the flour thereof, and of the oil thereof, with all the frankincense thereof; and the priest shall burn the memorial of it upon the altar, to be an offering made by fire, of a sweet savour unto the LORD:
3 And the remnant of the meat offering shall be Aaron's and his sons': it is a thing most holy of the offerings of the LORD made by fire.
4 And if thou bring an oblation of a meat offering baken in the oven, it shall be unleavened cakes of fine flour mingled with oil, or unleavened wafers anointed with oil.
5 And if thy oblation be a meat offering baken in a pan, it shall be of fine flour unleavened, mingled with oil.
6 Thou shalt part it in pieces, and pour oil thereon: it is a meat offering.
7 And if thy oblation be a meat offering baken in the fryingpan, it shall be made of fine flour with oil.
8 And thou shalt bring the meat offering that is made of these things unto the LORD: and when it is presented unto the priest, he shall bring it unto the altar.
9 And the priest shall take from the meat offering a memorial thereof, and shall burn it upon the altar: it is an offering made by fire, of a sweet savour unto the LORD.
10 And that which is left of the meat offering shall be Aaron's and his sons': it is a thing most holy of the offerings of the LORD made by fire.
11 No meat offering, which ye shall bring unto the LORD, shall be made with leaven: for ye shall burn no leaven, nor any honey, in any offering of the LORD made by fire.
12 As for the oblation of the firstfruits, ye shall offer them unto the LORD: but they shall not be burnt on the altar for a sweet savour.
13 And every oblation of thy meat offering shalt thou season with salt; neither shalt thou suffer the salt of the covenant of thy God to be lacking from thy meat offering: with all thine offerings thou shalt offer salt.
14 And if thou offer a meat offering of thy firstfruits unto the LORD, thou shalt offer for the meat offering of thy firstfruits green ears of corn dried by the fire, even corn beaten out of full ears.
15 And thou shalt put oil upon it, and lay frankincense thereon: it is a meat offering.
16 And the priest shall burn the memorial of it, part of the beaten corn thereof, and part of the oil thereof, with all the frankincense thereof: it is an offering made by fire unto the LORD.

LEVITICUS 3:1-17
1 And if his oblation be a sacrifice of peace offering, if he offer it of the herd; whether it be a male or female, he shall offer it without blemish before the LORD.
2 And he shall lay his hand upon the head of his offering, and kill it at the door of the tabernacle of the congregation: and Aaron's sons the priests shall sprinkle the blood upon the altar round about.
3 And he shall offer of the sacrifice of the peace offering an offering made by fire unto the LORD; the fat that covereth the inwards, and all the fat that is upon the inwards,
4 And the two kidneys, and the fat that is on them, which is by the flanks, and the caul above the liver, with the kidneys, it shall he take away.
5 And Aaron's sons shall burn it on the altar upon the burnt sacrifice, which is upon the wood that is on the fire: it is an offering made by fire, of a sweet savour unto the LORD.
6 And if his offering for a sacrifice of peace offering unto the LORD be of the flock; male or female, he shall offer it without blemish.
7 If he offer a lamb for his offering, then shall he offer it before the LORD.
8 And he shall lay his hand upon the head of his offering, and kill it before the tabernacle of the congregation: and Aaron's sons shall sprinkle the blood thereof round about upon the altar.
9 And he shall offer of the sacrifice of the peace offering an offering made by fire unto the LORD; the fat thereof, and the whole rump, it shall he take off hard by the backbone; and the fat that covereth the inwards, and all the fat that is upon the inwards,
10 And the two kidneys, and the fat that is upon them, which is by the flanks, and the caul above the liver, with the kidneys, it shall he take away.
11 And the priest shall burn it upon the altar: it is the food of the offering made by fire unto the LORD.
12 And if his offering be a goat, then he shall offer it before the LORD.
13 And he shall lay his hand upon the head of it, and kill it before the tabernacle of the congregation: and the sons of Aaron shall sprinkle the blood thereof upon the altar round about.
14 And he shall offer thereof his offering, even an offering made by fire unto the LORD; the fat that covereth the inwards, and all the fat that is upon the inwards,
15 And the two kidneys, and the fat that is upon them, which is by the flanks, and the caul above the liver, with the kidneys, it shall he take away.
16 And the priest shall burn them upon the altar: it is the food of the offering made by fire for a sweet savour: all the fat is the LORD'S.
17 It shall be a perpetual statute for your generations throughout all your dwellings, that ye eat neither fat nor blood.

LEVITICUS 4:1-35
1 And the LORD spake unto Moses, saying,
2 Speak unto the children of Israel, saying, If a soul shall sin through ignorance against any of the commandments of the LORD concerning things which ought not to be done, and shall do against any of them:
3 If the priest that is anointed do sin according to the sin of the people; then let him bring for his sin, which he hath sinned, a young bullock without blemish unto the LORD for a sin offering.
4 And he shall bring the bullock unto the door of the tabernacle of the congregation before the LORD; and shall lay his hand upon the bullock's head, and kill the bullock before the LORD.
5 And the priest that is anointed shall take of the bullock's blood, and bring it to the tabernacle of the congregation:
6 And the priest shall dip his finger in the blood, and sprinkle of the blood seven times before the LORD, before the vail of the sanctuary.
7 And the priest shall put some of the blood upon the horns of the altar of sweet incense before the LORD, which is in the tabernacle of the congregation; and shall pour all the blood of the bullock at the bottom of the altar of the burnt offering, which is at the door of the tabernacle of the congregation.
8 And he shall take off from it all the fat of the bullock for the sin offering; the fat that covereth the inwards, and all the fat that is upon the inwards,
9 And the two kidneys, and the fat that is upon them, which is by the flanks, and the caul above the liver, with the kidneys, it shall he take away,
10 As it was taken off from the bullock of the sacrifice of peace offerings: and the priest shall burn them upon the altar of the burnt offering.
11 And the skin of the bullock, and all his flesh, with his head, and with his legs, and his inwards, and his dung,
12 Even the whole bullock shall he carry forth without the camp unto a clean place, where the ashes are poured out, and burn him on the wood with fire: where the ashes are poured out shall he be burnt.
13 And if the whole congregation of Israel sin through ignorance, and the thing be hid from the eyes of the assembly, and they have done somewhat against any of the commandments of the LORD concerning things which should not be done, and are guilty;
14 When the sin, which they have sinned against it, is known, then the congregation shall offer a young bullock for the sin, and bring him before the tabernacle of the congregation.
15 And the elders of the congregation shall lay their hands upon the head of the bullock before the LORD: and the bullock shall be killed before the LORD.
16 And the priest that is anointed shall bring of the bullock's blood to the tabernacle of the congregation:
17 And the priest shall dip his finger in some of the blood, and sprinkle it seven times before the LORD, even before the vail.
18 And he shall put some of the blood upon the horns of the altar which is before the LORD, that is in the tabernacle of the congregation, and shall pour out all the blood at the bottom of the altar of the burnt offering, which is at the door of the tabernacle of the congregation.
19 And he shall take all his fat from him, and burn it upon the altar.
20 And he shall do with the bullock as he did with the bullock for a sin offering, so shall he do with this: and the priest shall make an atonement for them, and it shall be forgiven them.
21 And he shall carry forth the bullock without the camp, and burn him as he burned the first bullock: it is a sin offering for the congregation.
22 When a ruler hath sinned, and done somewhat through ignorance against any of the commandments of the LORD his God concerning things which should not be done, and is guilty;
23 Or if his sin, wherein he hath sinned, come to his knowledge; he shall bring his offering, a kid of the goats, a male without blemish:
24 And he shall lay his hand upon the head of the goat, and kill it in the place where they kill the burnt offering before the LORD: it is a sin offering.
25 And the priest shall take of the blood of the sin offering with his finger, and put it upon the horns of the altar of burnt offering, and shall pour out his blood at the bottom of the altar of burnt offering.
26 And he shall burn all his fat upon the altar, as the fat of the sacrifice of peace offerings: and the priest shall make an atonement for him as concerning his sin, and it shall be forgiven him.
27 And if any one of the common people sin through ignorance, while he doeth somewhat against any of the commandments of the LORD concerning things which ought not to be done, and be guilty;
28 Or if his sin, which he hath sinned, come to his knowledge: then he shall bring his offering, a kid of the goats, a female without blemish, for his sin which he hath sinned.
29 And he shall lay his hand upon the head of the sin offering, and slay the sin offering in the place of the burnt offering.
30 And the priest shall take of the blood thereof with his finger, and put it upon the horns of the altar of burnt offering, and shall pour out all the blood thereof at the bottom of the altar.
31 And he shall take away all the fat thereof, as the fat is taken away from off the sacrifice of peace offerings; and the priest shall burn it upon the altar for a sweet savour unto the LORD; and the priest shall make an atonement for him, and it shall be forgiven him.
32 And if he bring a lamb for a sin offering, he shall bring it a female without blemish.
33 And he shall lay his hand upon the head of the sin offering, and slay it for a sin offering in the place where they kill the burnt offering.
34 And the priest shall take of the blood of the sin offering with his finger, and put it upon the horns of the altar of burnt offering, and shall pour out all the blood thereof at the bottom of the altar:
35 And he shall take away all the fat thereof, as the fat of the lamb is taken away from the sacrifice of the peace offerings; and the priest shall burn them upon the altar, according to the offerings made by fire unto the LORD: and the priest shall make an atonement for his sin that he hath committed, and it shall be forgiven him.

LEVITICUS 5:1-19
1 And if a soul sin, and hear the voice of swearing, and is a witness, whether he hath seen or known of it; if he do not utter it, then he shall bear his iniquity.
2 Or if a soul touch any unclean thing, whether it be a carcase of an unclean beast, or a carcase of unclean cattle, or the carcase of unclean creeping things, and if it be hidden from him; he also shall be unclean, and guilty.
3 Or if he touch the uncleanness of man, whatsoever uncleanness it be that a man shall be defiled withal, and it be hid from him; when he knoweth of it, then he shall be guilty.
4 Or if a soul swear, pronouncing with his lips to do evil, or to do good, whatsoever it be that a man shall pronounce with an oath, and it be hid from him; when he knoweth of it, then he shall be guilty in one of these.
5 And it shall be, when he shall be guilty in one of these things, that he shall confess that he hath sinned in that thing:
6 And he shall bring his trespass offering unto the LORD for his sin which he hath sinned, a female from the flock, a lamb or a kid of the goats, for a sin offering; and the priest shall make an atonement for him concerning his sin.
7 And if he be not able to bring a lamb, then he shall bring for his trespass, which he hath committed, two turtledoves, or two young pigeons, unto the LORD; one for a sin offering, and the other for a burnt offering.
8 And he shall bring them unto the priest, who shall offer that which is for the sin offering first, and wring off his head from his neck, but shall not divide it asunder:
9 And he shall sprinkle of the blood of the sin offering upon the side of the altar; and the rest of the blood shall be wrung out at the bottom of the altar: it is a sin offering.
10 And he shall offer the second for a burnt offering, according to the manner: and the priest shall make an atonement for him for his sin which he hath sinned, and it shall be forgiven him.
11 But if he be not able to bring two turtledoves, or two young pigeons, then he that sinned shall bring for his offering the tenth part of an ephah of fine flour for a sin offering; he shall put no oil upon it, neither shall he put any frankincense thereon: for it is a sin offering.
12 Then shall he bring it to the priest, and the priest shall take his handful of it, even a memorial thereof, and burn it on the altar, according to the offerings made by fire unto the LORD: it is a sin offering.
13 And the priest shall make an atonement for him as touching his sin that he hath sinned in one of these, and it shall be forgiven him: and the remnant shall be the priest's, as a meat offering.
14 And the LORD spake unto Moses, saying,
15 If a soul commit a trespass, and sin through ignorance, in the holy things of the LORD; then he shall bring for his trespass unto the LORD a ram without blemish out of the flocks, with thy estimation by shekels of silver, after the shekel of the sanctuary, for a trespass offering:
16 And he shall make amends for the harm that he hath done in the holy thing, and shall add the fifth part thereto, and give it unto the priest: and the priest shall make an atonement for him with the ram of the trespass offering, and it shall be forgiven him.
17 And if a soul sin, and commit any of these things which are forbidden to be done by the commandments of the LORD; though he wist it not, yet is he guilty, and shall bear his iniquity.
18 And he shall bring a ram without blemish out of the flock, with thy estimation, for a trespass offering, unto the priest: and the priest shall make an atonement for him concerning his ignorance wherein he erred and wist it not, and it shall be forgiven him.
19 It is a trespass offering: he hath certainly trespassed against the LORD.

LEVITICUS 6:1-8
1 And the LORD spake unto Moses, saying,
2 If a soul sin, and commit a trespass against the LORD, and lie unto his neighbour in that which was delivered him to keep, or in fellowship, or in a thing taken away by violence, or hath deceived his neighbour;
3 Or have found that which was lost, and lieth concerning it, and sweareth falsely; in any of all these that a man doeth, sinning therein:
4 Then it shall be, because he hath sinned, and is guilty, that he shall restore that which he took violently away, or the thing which he hath deceitfully gotten, or that which was delivered him to keep, or the lost thing which he found,
5 Or all that about which he hath sworn falsely; he shall even restore it in the principal, and shall add the fifth part more thereto, and give it unto him to whom it appertaineth, in the day of his trespass offering.
6 And he shall bring his trespass offering unto the LORD, a ram without blemish out of the flock, with thy estimation, for a trespass offering, unto the priest:
7 And the priest shall make an atonement for him before the LORD: and it shall be forgiven him for any thing of all that he hath done in trespassing therein.
8 And the LORD spake unto Moses, saying,

PROPHETS PORTION

ISAIAH 43:21-44:23
21 This people have I formed for myself; they shall shew forth my praise.
22 But thou hast not called upon me, O Jacob; but thou hast been weary of me, O Israel.
23 Thou hast not brought me the small cattle of thy burnt offerings; neither hast thou honoured me with thy sacrifices. I have not caused thee to serve with an offering, nor wearied thee with incense.
24 Thou hast bought me no sweet cane with money, neither hast thou filled me with the fat of thy sacrifices: but thou hast made me to serve with thy sins, thou hast wearied me with thine iniquities.
25 I, even I, am he that blotteth out thy transgressions for mine own sake, and will not remember thy sins.
26 Put me in remembrance: let us plead together: declare thou, that thou mayest be justified.
27 Thy first father hath sinned, and thy teachers have transgressed against me.
28 Therefore I have profaned the princes of the sanctuary, and have given Jacob to the curse, and Israel to reproaches.

ISAIAH 44:1-23
1 Yet now hear, O Jacob my servant; and Israel, whom I have chosen:
2 Thus saith the LORD that made thee, and formed thee from the womb, which will help thee; Fear not, O Jacob, my servant; and thou, Jesurun, whom I have chosen.
3 For I will pour water upon him that is thirsty, and floods upon the dry ground: I will pour my spirit upon thy seed, and my blessing upon thine offspring:
4 And they shall spring up as among the grass, as willows by the water courses.
5 One shall say, I am the LORD’S; and another shall call himself by the name of Jacob; and another shall subscribe with his hand unto the LORD, and surname himself by the name of Israel.
6 Thus saith the LORD the King of Israel, and his redeemer the LORD of hosts; I am the first, and I am the last; and beside me there is no God.
7 And who, as I, shall call, and shall declare it, and set it in order for me, since I appointed the ancient people? and the things that are coming, and shall come, let them shew unto them.
8 Fear ye not, neither be afraid: have not I told thee from that time, and have declared it? ye are even my witnesses. Is there a God beside me? yea, there is no God; I know not any.
9 They that make a graven image are all of them vanity; and their delectable things shall not profit; and they are their own witnesses; they see not, nor know; that they may be ashamed.
10 Who hath formed a god, or molten a graven image that is profitable for nothing?
11 Behold, all his fellows shall be ashamed: and the workmen, they are of men: let them all be gathered together, let them stand up; yet they shall fear, and they shall be ashamed together.
12 The smith with the tongs both worketh in the coals, and fashioneth it with hammers, and worketh it with the strength of his arms: yea, he is hungry, and his strength faileth: he drinketh no water, and is faint.
13 The carpenter stretcheth out his rule; he marketh it out with a line; he fitteth it with planes, and he marketh it out with the compass, and maketh it after the figure of a man, according to the beauty of a man; that it may remain in the house.
14 He heweth him down cedars, and taketh the cypress and the oak, which he strengtheneth for himself among the trees of the forest: he planteth an ash, and the rain doth nourish it.
15 Then shall it be for a man to burn: for he will take thereof, and warm himself; yea, he kindleth it, and baketh bread; yea, he maketh a god, and worshippeth it; he maketh it a graven image, and falleth down thereto.
16 He burneth part thereof in the fire; with part thereof he eateth flesh; he roasteth roast, and is satisfied: yea, he warmeth himself, and saith, Aha, I am warm, I have seen the fire:
17 And the residue thereof he maketh a god, even his graven image: he falleth down unto it, and worshippeth it, and prayeth unto it, and saith, Deliver me; for thou art my god.
18 They have not known nor understood: for he hath shut their eyes, that they cannot see; and their hearts, that they cannot understand.
19 And none considereth in his heart, neither is there knowledge nor understanding to say, I have burned part of it in the fire; yea, also I have baked bread upon the coals thereof; I have roasted flesh, and eaten it: and shall I make the residue thereof an abomination? shall I fall down to the stock of a tree?
20 He feedeth on ashes: a deceived heart hath turned him aside, that he cannot deliver his soul, nor say, Is there not a lie in my right hand?
21 Remember these, O Jacob and Israel; for thou art my servant: I have formed thee; thou art my servant: O Israel, thou shalt not be forgotten of me.
22 I have blotted out, as a thick cloud, thy transgressions, and, as a cloud, thy sins: return unto me; for I have redeemed thee.
23 Sing, O ye heavens; for the LORD hath done it: shout, ye lower parts of the earth: break forth into singing, ye mountains, O forest, and every tree therein: for the LORD hath redeemed Jacob, and glorified himself in Israel.

NEW TESTAMENT PORTION

ROMANS 8:1-13
1 There is therefore now no condemnation to them which are in Christ Jesus, who walk not after the flesh, but after the Spirit.
2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death.
3 For what the law could not do, in that it was weak through the flesh, God sending his own Son in the likeness of sinful flesh, and for sin, condemned sin in the flesh:
4 That the righteousness of the law might be fulfilled in us, who walk not after the flesh, but after the Spirit.
5 For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit.
6 For to be carnally minded is death; but to be spiritually minded is life and peace.
7 Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be.
8 So then they that are in the flesh cannot please God.
9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.
10 And if Christ be in you, the body is dead because of sin; but the Spirit is life because of righteousness.
11 But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.
12 Therefore, brethren, we are debtors, not to the flesh, to live after the flesh.
13 For if ye live after the flesh, ye shall die: but if ye through the Spirit do mortify the deeds of the body, ye shall live.

HEBREWS 10:1-14
1 For the law having a shadow of good things to come, and not the very image of the things, can never with those sacrifices which they offered year by year continually make the comers thereunto perfect.
2 For then would they not have ceased to be offered? because that the worshippers once purged should have had no more conscience of sins.
3 But in those sacrifices there is a remembrance again made of sins every year.
4 For it is not possible that the blood of bulls and of goats should take away sins.
5 Wherefore when he cometh into the world, he saith, Sacrifice and offering thou wouldest not, but a body hast thou prepared me:
6 In burnt offerings and sacrifices for sin thou hast had no pleasure.
7 Then said I, Lo, I come (in the volume of the book it is written of me,) to do thy will, O God.
8 Above when he said, Sacrifice and offering and burnt offerings and offering for sin thou wouldest not, neither hadst pleasure therein; which are offered by the law;
9 Then said he, Lo, I come to do thy will, O God. He taketh away the first, that he may establish the second.
10 By the which will we are sanctified through the offering of the body of Jesus Christ once for all.
11 And every priest standeth daily ministering and offering oftentimes the same sacrifices, which can never take away sins:
12 But this man, after he had offered one sacrifice for sins for ever, sat down on the right hand of God;
13 From henceforth expecting till his enemies be made his footstool.
14 For by one offering he hath perfected for ever them that are sanctified.

HEBREWS 13:10-16
10 We have an altar, whereof they have no right to eat which serve the tabernacle.
11 For the bodies of those beasts, whose blood is brought into the sanctuary by the high priest for sin, are burned without the camp.
12 Wherefore Jesus also, that he might sanctify the people with his own blood, suffered without the gate.
13 Let us go forth therefore unto him without the camp, bearing his reproach.
14 For here have we no continuing city, but we seek one to come.
15 By him therefore let us offer the sacrifice of praise to God continually, that is, the fruit of our lips giving thanks to his name.
16 But to do good and to communicate forget not: for with such sacrifices God is well pleased.

Text: Arab peace plan of 2002

This is the official translation of the Saudi-proposed Arab peace initiative adopted at the annual Arab League Summit in Beirut in 2002. The Council of the League of Arab States at the Summit Level, at its 14th Ordinary Session,

- Reaffirming the resolution taken in June 1996 at the Cairo Extra-Ordinary Arab Summit that a just and comprehensive peace in the Middle East is the strategic option of the Arab Countries, to be achieved in accordance with International Legality, and which would require a comparable commitment on the part of the Israeli Government.

- Having listened to the statement made by His Royal Highness Prince Abdullah bin Abdul Aziz, the Crown Prince of the Kingdom of Saudi Arabia in which his Highness presented his Initiative, calling for full Israeli withdrawal from all the Arab territories occupied since June 1967, in implementation of Security Council Resolutions 242 and 338, reaffirmed by the Madrid Conference of 1991 and the land for peace principle, and Israel's acceptance of an independent Palestinian State, with East Jerusalem as its capital, in return for the establishment of normal relations in the context of a comprehensive peace with Israel.

- Emanating from the conviction of the Arab countries that a military solution to the conflict will not achieve peace or provide security for the parties, the council:


1. Requests Israel to reconsider its policies and declare that a just peace is its strategic option as well.

2. Further calls upon Israel to affirm:

a. Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights to the lines of June 4, 1967 as well as the remaining occupied Lebanese territories in the south of Lebanon.

b. Achievement of a just solution to the Palestinian Refugee problem to be agreed upon in accordance with UN General Assembly Resolution 194.

c. The acceptance of the establishment of a Sovereign Independent Palestinian State on the Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza strip, with East Jerusalem as its capital.


3. Consequently, the Arab Countries affirm the following:

a. Consider the Arab-Israeli conflict ended, and enter into a peace agreement with Israel, and provide security for all the states of the region.

b. Establish normal relations with Israel in the context of this comprehensive peace.

4. Assures the rejection of all forms of Palestinian patriation which conflict with the special circumstances of the Arab host countries.

5. Calls upon the Government of Israel and all Israelis to accept this initiative in order to safeguard the prospects for peace and stop the further shedding of blood, enabling the Arab Countries and Israel to live in peace and good neighborliness and provide future generations with security, stability, and prosperity.

6. Invites the International Community and all countries and Organizations to support this initiative.

7. Requests the Chairman of the Summit to form a special committee composed of some of its concerned member states and the Secretary General of the League of Arab States to pursue the necessary contacts to gain support for this initiative at all levels, particularly from the United Nations, the Security Council, the United States of America, the Russian Federation, the Muslim States and the European Union.

Having considered further the situation in Palestine,

1. Expresses its deep appreciation of the progress achieved through the good offices of the late United Nations Mediator in promoting a peaceful adjustment of the future situation of Palestine, for which cause he sacrificed his life; and Extends its thanks to the Acting Mediator and his staff for their continued efforts and devotion to duty in Palestine;

2. Establishes a Conciliation Commission consisting of three States Members of the United Nations which shall have the following functions:

(a) To assume, in so far as it considers necessary in existing circumstances, the functions given to the United Nations Mediator on Palestine by resolution 182;(S-2) of the General Assembly of 14 May 1948;

(b) To carry out the specific functions and directives given to it by the present resolution and such additional functions and directives as may be given to it by the General Assembly or by the Security Council;

(c) To undertake, upon the request of the Security Council, any of the functions now assigned to the United Nations Mediator on Palestine or to the United Nations Truce Commission by resolutions of the Security Council; upon such request to the Conciliation Commission by the Security Council with respect to all the remaining functions of the United Nations Mediator on Palestine under Security Council resolutions, the office of the Mediator shall be terminated;

3. Decides that a Committee of the Assembly, consisting of China, France, the Union of Soviet Socialist Republics, the United Kingdom and the United States of America, shall present, before the end of the first part of the present session of the General Assembly, for the approval of the Assembly, a proposal concerning the names of the three States which will constitute the Conciliation Commission;

4. Requests the Commission to begin its functions at once, with a view to the establishment of contact between the parties themselves and the Commission at the earliest possible date;

5. Calls upon the Governments and authorities concerned to extend the scope of the negotiations provided for in the Security Council's resolution of 16 November 1948 and to seek agreement by negotiations conducted either with the Conciliation Commission or directly, with a view to the final settlement of all questions outstanding between them;

6. Instructs the Conciliation Commission to take steps to assist the Governments and authorities concerned to achieve a final settlement of all questions outstanding between them;

7. Resolves that the Holy Places - including Nazareth - religious buildings and sites in Palestine should be protected and free access to them assured, in accordance with existing rights and historical practice; that arrangements to this end should be under effective United Nations supervision; that the United Nations Conciliation Commission, in presenting to the fourth regular session of the General Assembly its detailed proposals for a permanent international régime for the territory of Jerusalem, should include recommendations concerning the Holy Places in that territory, that with regard to the Holy Places in the rest of Palestine the Commission should call upon the political authorities of the areas concerned to give appropriate formal guarantees as to the protection of the Holy Places and access to them, and that these undertakings should be presented to the General Assembly for approval;

8. Resolves that, in view of its association with three world religions, the Jerusalem area, including the present municipality of Jerusalem plus the surrounding villages and towns, the most eastern of which shall be Abu Dis; the most southern, Bethlehem, the most western, Ein Karim (including also the built-up area of Motsa); and the most northern Shu'fat, should be accorded special and separate treatment from the rest of Palestine and should be placed under effective United Nations control;

Requests the Security Council to take further steps to ensure the demilitarization of Jerusalem at the earliest possible date;

Instructs the Commission to present to the fourth regular session of the General Assembly detailed proposals for a permanent international régime for the Jerusalem area which will provide for the maximum local autonomy for distinctive groups consistent with the special international status of the Jerusalem area;

The Conciliation Commission is authorized to appoint a United Nations representative, who shall co-operate with the local authorities with respect to the interim administration of the Jerusalem area;

9. Resolves that, pending agreement on more detailed arrangements among the Governments and authorities concerned, the freest possible access to Jerusalem by road, rail or air should be accorded to all inhabitants of Palestine;

Instructs the Conciliation Commission to report immediately to the Security Council, for appropriate action by that organ, any attempt by any party to impede such access;

10. Instructs the Conciliation Commission to seek arrangements among the Governments and authorities concerned which will facilitate the economic development of the area, including arrangements for access to ports and airfields and the use of transportation and communication facilities;

11. Resolves that the refugees wishing to return to their homes and live at peace with their neighbours should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property which, under principles of international law or in equity, should be made good by the Governments or authorities responsible;

Instructs the Conciliation Commission to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation, and to maintain close relations with the Director of the United Nations Relief for Palestine Refugees and, through him, with the appropriate organs and agencies of the United Nations;

12. Authorizes the Conciliation Commission to appoint such subsidiary bodies and to employ such technical experts, acting under its authority, as it may find necessary for the effective discharge of its functions and responsibilities under the present resolution;

The Conciliation Commission will have its official headquarters at Jerusalem. The authorities responsible for maintaining order in Jerusalem will be responsible for taking all measures necessary to ensure the security of the Commission. The Secretary-General will provide a limited number of guards for the protection of the staff and premises of the Commission;

13. Instructs the Conciliation Commission to render progress reports periodically to the Secretary-General for transmission to the Security Council and to the Members of the United Nations;

14. Calls upon all Governments and authorities concerned to co-operate with the Conciliation Commission and to take all possible steps to assist in the implementation of the present resolution;

15. Requests the Secretary-General to provide the necessary staff and facilities and to make appropriate arrangements to provide the necessary funds required in carrying out the terms of the present resolution.

UNITED NATIONS, Nov 12 (Reuters) - Israeli President Shimon Peres seized the rare opportunity of being in the same hall as Saudi King Abdullah on Wednesday to praise a Saudi peace initiative that he said had brought hope to the Middle East.Addressing a special high-level U.N. General Assembly meeting on dialogue between different religions, Peres termed some of the language in an Arab peace proposal based on the Saudi initiative inspirational and promising -- a serious opening for real progress.

It was a rare moment -- an Israeli head of state speaking directly to the Saudi Arabian leader, whose country does not recognize Israel. Egypt and Jordan are the only Arab countries to have signed full peace accords with the Jewish state.Israeli officials, including Peres, have previously said Israel was seriously reconsidering the 2002 Saudi peace initiative, which calls for full Arab recognition of Israel if it gives up lands occupied in a 1967 war and accepts a solution for Palestinian refugees.But this was the first time a representative of Israel was able to address Abdullah directly.Your Majesty, the King of Saudi Arabia, I was listening to your message,Peres said from the podium after the king spoke of the need for religious tolerance and said terrorism was the enemy of religion.I wish that your voice will become the prevailing voice of the whole region, of all people,Peres told Abdullah. LIVNI PRAISES SAUDI INITIATIVE

Unlike Peres, the king did not directly refer to the Saudi initiative when addressing the assembly.The initiative's portrayal of our region's future provides hope to the people and inspires confidence in the nations, Peres told the audience, which included U.S. Secretary of State Condoleezza Rice and numerous Middle Eastern heads of state.Peres, whose position is largely ceremonial, holds little power. But Tzipi Livni, Israel's foreign minister and chief negotiator in talks with the Palestinians, joined Peres in praising the Saudis.The Saudi initiative itself is something that sent a very good message, Livni said at a news conference with Peres. Obama Favors Saudi Peace Plan For Israel/Palestine Conflict

Barack Obama is to pursue an ambitious peace plan in the Middle East involving the recognition of Israel by the Arab world in exchange for its withdrawal to pre-1967 borders, according to sources close to America’s president-elect. Obama intends to More..throw his support behind a 2002 Saudi peace initiative endorsed by the Arab League and backed by Tzipi Livni, the Israeli foreign minister and leader of the ruling Kadima party. The proposal gives Israel an effective veto on the return of Arab refugees expelled in 1948 while requiring it to restore the Golan Heights to Syria and allow the Palestinians to establish a state capital in east Jerusalem.

On a visit to the Middle East last July, the president-elect said privately it would be crazy for Israel to refuse a deal that could give them peace with the Muslim world, according to a senior Obama adviser. The Arab peace plan received a boost last week when President Shimon Peres, a Nobel peace laureate and leading Israeli dove, commended the initiative at a Saudi-sponsored United Nations conference in New York.

Peres was loudly applauded for telling King Abdullah of Saudi Arabia, who was behind the original initiative: I wish that your voice will become the prevailing voice of the whole region, of all people.A bipartisan group of senior foreign policy advisers urged Obama to give the Arab plan top priority immediately after his election victory. They included Lee Hamilton, the former co-chairman of the Iraq Study Group, and Zbigniew Brzezinski, a Democrat former national security adviser. Brzezinski will give an address tomorrow at Chatham House, the international relations think tank, in London. Brent Scowcroft, a Republican former national security adviser, joined in the appeal. He said last week that the Middle East was the most troublesome area in the world and that an early start to the Palestinian peace process was a way to psychologically change the mood of the region. Advisers believe the diplomatic climate favours a deal as Arab League countries are under pressure from radical Islamic movements and a potentially nuclear Iran. Polls show that Palestinians and Israelis are in a mood to compromise. The advisers have told Obama he should lose no time in pursuing the policy in the first six to 12 months in office while he enjoys maximum goodwill. Obama is also looking to break a diplomatic deadlock over Iran’s pursuit of nuclear weapons technology. A possible way forward, suggested last spring by Dennis Ross, a senior Obama adviser and former Middle East envoy, would be to persuade Russia to join in tough economic sanctions against Iran by offering to modify the US plan for a missile shield in eastern Europe. President Dmitry Medvedev signalled that Russia could cancel a tit-for-tat deployment of missiles close to the Polish border if America gave up its proposed missile defences in Poland and the Czech Republic.

Ross argued in a paper on How to Talk to Iran that if the Iranian threat goes away, so does the principal need to deploy these [antimissile] forces. [Vladimir] Putin [the Russian prime minister] has made this such a symbolic issue that this trade-off could be portrayed as a great victory for him. Ross and Daniel Kurtzer, a former American ambassador to Israel, accompanied Obama on a visit to Israel last July. They also travelled to Ramallah, where Obama questioned Mahmoud Abbas, the Palestinian leader, about the prospects for the Arab plan. According to a Washington source Obama told Abbas: The Israelis would be crazy not to accept this initiative. It would give them peace with the Muslim world from Indonesia to Morocco.Kurtzer submitted a paper to Obama on the question before this month’s presidential elections. He argued that trying to reach bilateral peace agreements between Israel and individual countries in the Middle East, was a recipe for failure as the record of Bill Clinton and George W Bush showed. In contrast, the broader Arab plan had a lot of appeal. A leading Democratic expert on the Middle East said: There’s not a lot of meat on the bones yet, but it offers recognition of Israel across the Arab world.Livni, the leader of Kadima, which favours the plan, is the front-runner in Israeli elections due in February. Executive Summary This Country Strategy Paper (CSP) for Israel covers the period 2007-2013. Support to Israel over thatperiod will be provided under the new European Neighbourhood and Partnership Instrument (ENPI) which is being established to provide assistance for the development of an area of prosperity and good neighbourliness involving the European Union and the partner countries covered by the European Neighbourhood Policy (ENP).1Under this new instrument, specific assistance is provided to all partner countries that have concluded an Action Plan with the EU to support the implementation of the Action Plan. Funding levels for Israel under the national ENPI envelope are currently estimated at €14 million for the period 2007-2013. Israel will also be eligible under the ENPI regional and cross-border cooperation programmes. Given the scope of the allocation, the most suitable approach seems to be to concentrate on support activities for the implementation of the Action Plan priorities, mainly in the form of institutional cooperation. The principal objective of EU-Israel cooperation is to develop an increasingly close relationship between the EU and Israel, going beyond previous levels of cooperation, including a significant level of economic integration, and a deepening of political cooperation including in the area of foreign andsecurity policy and in the resolution of the Middle East conflict and on human rights issues, on the basis of the EU-Israel Action Plan. EC support over the period covered by this strategy will aim at supporting the attainment of the above policy objectives. 3EUCOOPERATION OBJECTIVESOverall external policy goals of the EU The EU promotes its values and interests by operating as a global economic and political player, using various instruments ranging from the Common Foreign and Security Policy (CFSP), assistance and trade to the external dimension of the EU’s internal policies.In particular, the EU strives to promote prosperity, solidarity, security and sustainable developmentworldwide. It is of the utmost importance to the EU to define the right policy mix. Strategic objectives of EU/EC cooperation with Israel The EU/EC approach to cooperation with Israel is shaped by a combination of country-specific, regional and global strategic objectives: In the Association Agreement of 20 November 1995 the EU and Israel committed themselves to establishing a partnership which provides for close political and mutually beneficial trade and investment relations together with economic, social, financial, civil scientific, technological and cultural cooperation. The objective of the ENP, which was launched in the context of the 2004 enlargement round, is to share the EU’s stability, security and prosperity with neighbouring countries, including Israel, in a way that is distinct from EU membership. The ENP is designed to prevent the emergence of new dividing lines within and in the vicinity of Europe by offering neighbouring countries closer political, security,economic and cultural cooperation. It also addresses one of the European Union’s strategic objectives set out in the European SecurityStrategy of December 2003, namely to bolster security in the EU neighbourhood. ENP partners expect to gain closer cooperation with the EU, the chance to participate in EU programmes and a stake in the EU’s internal market. In the case of Israel, specific objectives have been established in the EU-IsraelENP Action Plan which was jointly endorsed in December 2004. Relations between the EU and Israel are also part of the Union’s wider efforts to contribute to a resolution of the Middle East conflict. The achievement of lasting peace in the Middle East is a central aim of the EU, whose main objective is a two-State solution leading to a final and comprehensive settlement of the Israeli-Palestinian conflict based on implementation of the Road Map, with Israel and a democratic, viable, peaceful and sovereign Palestinian State living side-by-side in peace within secure and recognised borders and enjoying normal relations with their neighbours.

ISRAEL’S POLICY AGENDAIsrael, from the outset, expressed a keen interest in the ENP as an opportunity to improve and deepen bilateral relations. This is reflected in significant mobilisation of staff both in the Israeli Ministry ofForeign Affairs and in line ministries to follow and support implementation of the ENP Action Plan. The ENP is perceived in Israel as a useful complement to the Barcelona process, with its tailor-madeapproach allowing a focus on areas which have not been at the centre of the regional process, and providing the option of moving at its own pace in those areas identified by the EU and Israel as priorities. Israel’s level of ambition with regard to the ENP can therefore be considered as high. In the trade field, in particular, much emphasis is put by Israel on the parallelism between themultilateral and the bilateral track. Given its high level of development, the character of its traderelations with the EU, and the significance of the high-tech sector, the Israeli economy faces challenges that are different in some respects from those of the other Euro-Mediterranean countries. The discussions on conformity assessment agreements are one example of this specificity which calls for acustomised approach by the EU. Moreover, Israel is one of only two non-EU countries that are fully associated to the EU’s framework programmes for research and technological development. Apart from trade and research and innovation, Israel has shown special interest on a wide spectrum of sectors, in particular in the area of justice, freedom and security, education, and networks. ISRAEL’S OVERALL POLITICAL AND ECONOMIC SITUATIONIsrael is a parliamentary democracy. It does not have a written constitution; instead the Declaration of Independence (1948), Supreme Court precedents and a series of Basic Laws provide the body of law. Israel declared itself a Jewish state, with its Declaration of Independence proclaiming equality for all citizens, irrespective of religion, race or sex. Israel’s overall political and economic situation is affected by the continuing conflict with the Palestinians and the state of relations with the Arab world in general. Israel has diplomatic relations with Egypt and Jordan following the conclusion of peace agreements in 1979 and 1994 respectively. The resurgence of suicide bombings since the beginning of the second Intifada in September 2000 is amatter of the highest security concern for Israel. Some of the measures taken by Israel in response tothis situation have been criticised by the UN and the EU as disproportionate or incompatible with its obligations under international law, inter alia in the latter’s recent General Affairs and ExternalRelations Council conclusions. In the context of the Israeli-Palestinian conflict, concerns have also been expressed with regard to the human rights situation. Israel is constructing a separation barrier whose purpose, according to the government, is to protect theIsraeli population against terrorist attacks. The route of the barrier has been criticized by the EU, as it is built partially on occupied Palestinian land; Israel has made some adjustments to the route of the barrierin response to the High Court ruling that the barrier should take into account humanitarian needs of the Palestinians, the impact of which on the humanitarian situation has been limited.

Israel, once a traditional economy based on agriculture, light industry and labour-intensive production, evolved in the 1980s and 1990s into a knowledge-based economy, with internationally competitive services and industrial sector, investing 4,6% of GDP in Research & Development in 2004, making itone of the world’s biggest investors in R&D in GDP terms. The Israeli government continues to implement its Economic Recovery Plan, which it started in 2003, reducing corporate and income taxes, reforming the capital market, promoting foreign investment in Israel, and preparing tax reform to improve the competitiveness of the Israeli system. It also continues to implement welfare reform. The reduction of social transfers as part of this reform was aimed at increasing participation in the labour market. It has however also contributed to Israel’s position as one of the countries with the widest social gaps among developed countries. The EU is Israel’s largest trading partner. Israel is one of the EU’s biggest trading partners in the Euromed area, with total trade amounting to almost € 23 billion in 2005. The EU is the leading source of imports for Israel, and its second most important destination for exports. Excluding diamonds, total trade with the EU represented 35% of Israel’s total trade. Israel’s trade deficit with the EU amounts to 45% of its total trade deficit. The EU and Israel have officially launched the negotiations on the liberalisation of trade in services,agricultural products and processed agricultural goods. The services sector represents 77% of Israel'sGDP and already constitutes around one third of Israel's export. Similarly, services account for around three quarters of the EU's GDP. Trade in services is therefore instrumental in strengthening economic activity, attracting investment and enhancing the dynamics of the economy. OVERVIEW OF PAST AND ONGOING ECCOOPERATION (EXPERIENCE AND LESSONS LEARNT) To date, Israel has not received bilateral assistance owing to its high level of economic development.2Consequently, EC/EU cooperation with Israel has been limited to: programmes in support of civil society, mainly in the context of the EU Partnership for Peace programme and the European Initiative for Democracy and Human Rights regional programmes under MEDA. Given that Israel has not previously benefited from EU support, it does not have experience in the management of EU funding. Participation in regional activities has frequently proved difficult for Israeli representatives in theabsence of bilateral diplomatic relations between Israel and some Euromed partner countries. With the creation of the ENPI, a limited bilateral financial allocation for Israel has been set aside forthe first time to support the implementation of the ENP Action Plan. Given the scope of the allocation, the most appropriate approach seems to be to concentrate on targeted support activities for the implementation of the Action Plan priorities, mainly institutional cooperation through Twinning/Twinning light. 2Israel has received and continues to receive substantial bilateral assistance from the United States. The United States Congress approved aid for 2006 of $3. 16 bn. It is made up of $ 2. 28 bn of military aid, (mainly buy-back), $ 600 mfor joint defence projects and $280 m for civilian aid

EC RESPONSE STRATEGY The principal objective of cooperation between the EU and Israel is to develop an increasingly close relationship, going beyond past levels of cooperation towards gradual economic integration and deeper political cooperation, including on the Middle East peace process and on human rights issues. Against the background of the high level of economic development, the maturity of Israeli public institutions, and the limited scope of the bilateral allocation, EU cooperation with Israel places the emphasis on support measures for the implementation of the ENP Action Plan. The identification of priorities will be guided by the policy objectives defined in the jointly agreed EU-Israel Action Plan and will focus on those areas which are in the EU’s strategic interest and consistent with Israel’spriorities. Priorities for EC support will be identified on an annual basis in close consultation with the Israeli authorities. The focus of the EC’s activities should be to support regulatory approximation of Israeli legislation to EU legislation with a view to facilitating and improving cooperation. Possible areas for cooperation might include justice, freedom and security, networks, and people-to-people contacts and exchanges (including in the context of the Tempus and Youth in Action as well as the Erasmus Mundus programme). These areas were among those discussed and identified as priorities by both sides in the relevant subcommittee meetings. EC support under the bilateral allocation will be complemented by regional and interregional allocations and EIB activities, in particular in the areas of transport, energy and environment. It will also add to possible sub-regional activities. Support under the bilateral allocation in this context will aim to accompany and underpin EIB lending activities in particular to facilitate work on convergence of technical and legal frameworks. The volume of EIB loans currently envisaged in these sectors is around €500 millions. At the Barcelona Euro-Mediterranean Summit in November 2005, partners collectively committed to endorse a feasible timetable to depollute the Mediterranean Sea by 2020.3The EC response strategy for Israel could support national and regional measures that contribute to attaining the goals of Horizon 2020, which are to tackle all the major sources of pollution including industrial emissions, municipal waste and particularly urban waste water. 3Successful achievement of the goal to reduce pollution levels will require a combination of both regional and national actions with the support of all actors in the Mediterranean. In addition to regulatory convergence and general reform ofenvironmental administrations, investment projects financed by the International Financial Institutions can beencouraged through targeted investment preparation and support (such as interest rate subsidies).

JERUSALEM – Israel has successfully tested a high-tech system designed to protect civilians from rocket attacks by militant groups in Gaza and south Lebanon, the Defense Ministry said.Defense officials said Friday in the wake of the test that the Iron Dome system's development is on schedule and will likely meet its target date of 2010, when it is due to begin shooting down incoming rockets fired by Gaza militants.

A ministry statement released Thursday evening said that in a series of tests this week the system faced rockets of the type fired by Palestinian and Lebanese militants, and operated successfully regarding the targets of the test.The statement termed the tests a milestone.It did not say specifically what the tests entailed and stopped short of saying the Iron Dome had actually shot rockets down with an interceptor missile, which it is designed to eventually do.The officials, speaking on condition of anonymity in line with defense ministry regulations, said there has yet to be an intercept by the system.They have said in the past that the first intercept is expected at the end of 2009.Developed at a cost of over $200 million, the system is intended to eventually fire missiles that home in on incoming short and medium-range rockets of the type used by militant groups Hamas and Hezbollah.Hamas and other Palestinian militant groups have launched thousands of rockets into Israel from Gaza since 2001, sparking numerous Israeli military incursions, most recently the devastating three-week Gaza war that ended Jan. 18. FARGO, N.D. – Thousands of shivering, tired residents got out while they could and others prayed that miles of sandbagged levees would hold Friday as the surging Red River threatened to unleash the biggest flood North Dakota's largest city has ever seen.The agonizing decision to stay or go came as the final hours ticked down before an expected crest Saturday evening, when the ice-laden river could climb as high as 43feet, nearly 3 feet higher than the record set 112 years ago.It's to the point now where I think we've done everything we can, said resident Dave Davis, whose neighborhood was filled with backhoes and tractors building an earthen levee. The only thing now is divine intervention.Even after the floodwaters crest, the water may not begin receding before Wednesday, creating a lingering risk of a catastrophic failure in levees put together mostly by volunteers.National Guard troops fanned out in the bitter cold to inspect floodwalls for leaks and weak spots, and residents piled sandbags on top of 12 miles of snow-covered dikes. The freezing weather froze the bags solid, turning them into what townspeople hoped would be a watertight barrier.Hundreds more Guard troops poured in from around the state and neighboring South Dakota, along with scores of American Red Cross workers from as far away as Modesto, Calif.Homeowners, students and small armies of other volunteers filled sandbags in temperatures that barely rose into the double digits.The river swelled Friday to 40.67 feet — more than 22 feet above flood stage and beyond the previous high-water mark of 40.1 feet in 1897. EAGLE RIVER, Alaska – Alaska's Mount Redoubt continued its volcanic explosions Friday, sending ash clouds as high as 50,000 feet above sea level and prompting drivers to head to the auto parts store for new air filters.The National Weather Service said most of the ash was expected to fall to the north, but trace amounts of ash from eruptions on two Friday and smaller ones overnight could fall on Anchorage itself.Since the series of eruptions began Sunday night, the volcano has had several bursts. One on Thursday sent ash 65,000 feet high. The last time the volcano had erupted was during a four-month period in late 1989 and early 1990.Two mudflows produced by the volcano Friday were moving down a slough and tributary toward the Drift River Terminal, where 6.2 million gallons of oil is stored, said Chris Waythomas, a geologist with the Alaska Volcano Observatory.A concrete-reinforced dike is holding the mud back and protecting the terminal's oil storage tanks from damage.

The Coast Guard said the plan was to keep the oil in the tanks instead of draining it.

The oil is safe where it is at right now,said Coast Guard Cmdr. Joseph Losciuto.

Closer to Anchorage, the concern Friday was ash, a fear that proved mostly unfounded. There were no immediate reports of ash falling in the city.Airborne volcanic ash, even in relatively small amounts, can damage airplane and automobile engines. Because of the eruptions, Alaska Airlines, the state's largest carrier, said there were limited flights in and out of Anchorage.Cissy Matson, manager for the NAPA Auto Parts store in suburban Eagle River, said dozens of people had come in Thursday asking about air filters and it looked like it would be another busy day Friday.Early Friday morning, Matson was outside the store giving Becki Ezzell a quick lesson on where to put the new air filter she was buying for her 20-year-old daughter's car.I know that ash chokes off the air to the engine and it just stops. That would be very scary for her,Ezzell said.Ezzell had another worry, too: The eruption had stranded her husband at the Minneapolis airport. They were just getting on the plane and it blew, Ezzell said.He thought he was on his way home.Still, Ezzell, who has lived in Alaska since 1969, said she's seen far worse when it comes to volcanoes exploding and spewing ash.

The SDR is an international reserve asset, created by the IMF in 1969 to supplement the existing official reserves of member countries. SDRs are allocated to member countries in proportion to their IMF quotas. The SDR also serves as the unit of account of the IMF and some other international organizations. Its value is based on a basket of key international currencies.

Why was the SDR created and what is it used for today?
The Special Drawing Right (SDR) was created by the IMF in 1969 to support the Bretton Woods fixed exchange rate system. A country participating in this system needed official reserves—government or central bank holdings of gold and widely accepted foreign currencies—that could be used to purchase the domestic currency in world foreign exchange markets, as required to maintain its exchange rate. But the international supply of two key reserve assets— gold and the U.S. dollar—proved inadequate for supporting the expansion of world trade and financial development that was taking place. Therefore, the international community decided to create a new international reserve asset under the auspices of the IMF. However, only a few years later, the Bretton Woods system collapsed and the major currencies shifted to a floating exchange rate regime. In addition, the growth in international capital markets facilitated borrowing by creditworthy governments. Both of these developments lessened the need for SDRs. Today, the SDR has only limited use as a reserve asset, and its main function is to serve as theunit of account of the IMF and some other international organizations. The SDR is neither a currency, nor a claim on the IMF. Rather, it is a potential claim on the freely usable currencies of IMF members. Holders of SDRs can obtain these currencies in exchange for their SDRs in two ways: first, through the arrangement of voluntary exchanges between members; and second, by the IMF designating members with strong external positions to purchase SDRs from members with weak external positions.

SDR valuation
The value of the SDR was initially defined as equivalent to 0.888671 grams of fine gold—which, at the time, was also equivalent to one U.S. dollar. After the collapse of the Bretton Woods system in 1973, however, the SDR was redefined as a basket of currencies,today consisting of the euro, Japanese yen, pound sterling, and U.S. dollar. The U.S. dollar-value of the SDR is posted daily on the IMF's website. It is calculated as the sum of specific amounts of the four currencies valued in U.S. dollars, on the basis of exchange rates quoted at noon each day in the London market.

The basket composition is reviewed every five years to ensure that it reflects the relative importance of currencies in the world's trading and financial systems. In the most recent review in November 2005, the weights of the currencies in the SDR basket were revised based on the value of the exports of goods and services and the amount of reserves denominated in the respective currencies which were held by other members of the IMF. These changes became effective on January 1, 2006. The next review by the Executive Board will take place in late 2010.

The SDR interest rate
The SDR interest rate provides the basis for calculating the interest charged to members on regular (non-concessional) IMF loans, the interest paid and charged to members on their SDR holdings, and the interest paid to members on a portion of their quota subscriptions. The SDR interest rate is determined weekly and is based on a weighted average of representative interest rates on short-term debt in the money markets of the SDR basket currencies.

SDR allocations
Under its Articles of Agreement, the IMF may allocate SDRs to members in proportion to their IMF quotas. Such an allocation provides each member with a costless asset on which interest is neither earned nor paid. However, if a member's SDR holdings rise above its allocation, it earns interest on the excess; conversely, if it holds fewer SDRs than allocated, it pays interest on the shortfall. The Articles of Agreement also allow for cancellations of SDRs, but this provision has never been used. The IMF cannot allocate SDRs to itself.

There are two kinds of allocations:

General allocations of SDRs have to be based on a long-term global need to supplement existing reserve assets. General allocations are considered every five years, although decisions to allocate SDRs have been made only twice. The first allocation was for a total amount of SDR 9.3 billion, distributed in 1970-72. The second allocation was distributed in 1979-81 and brought the cumulative total of SDR allocations to SDR 21.4 billion. A proposal for a special one-time allocation of SDRs was approved by the IMF's Board of Governors in September 1997 through the proposed Fourth Amendment of the Articles of Agreement. This allocation would double cumulative SDR allocations to SDR 42.8 billion. Its intent is to enable all members of the IMF to participate in the SDR system on an equitable basis and correct for the fact that countries that joined the Fund after 1981—more than one fifth of the current IMF membership—have never received an SDR allocation. The Fourth Amendment will become effective when three fifths of the IMF membership (111 members) with 85 percent of the total voting power accept it. Currently, 131 members with 77.68 percent of total voting power had accepted the proposed amendment. Approval by the United States, with 16.75 percent of total votes, would put the amendment into effect.IMF EXTERNAL RELATIONS DEPARTMENT.

China Chastises West in Leadership Bid Before G-20 (Update1)

March 27 (Bloomberg) -- China is scolding the world before the Group of 20 meeting next week, telling the largest countries to spend more on stimulus and fix their financial supervision. Central bank Governor Zhou Xiaochuan yesterday lambasted governments that failed to emulate China’s decisive action to spur economic growth. Earlier this week he suggested creating a new international reserve currency to rival the dollar. Evidence that China’s 4 trillion yuan ($585 billion) stimulus package is taking effect is emboldening the nation’s leaders to dictate their vision for a new world economic and financial order. Premier Wen Jiabao said this month he was worried about the value of China’s $740 billion in U.S. Treasury holdings and asked for a guarantee of their safety. China can stand up and say,Our policies have worked, we have stabilized our economy first,said Glenn Maguire, chief Asia-Pacific economist at Societe Generale SA in Hong Kong.China is positioning itself to have a much more significant role and influence at this G-20 meeting than it has at any other international forum in the past.Leaders of the 20 largest industrial and developing nations meet in London on April 2 to look for ways to alleviate the global financial crisis and strengthen international regulation. The World Bank this month said the global economy will probably shrink for the first time since World War II.

China Recovery?

China’s leaders, including Zhou and President Hu Jintao, will be able to justify their policy prescriptions by pointing to signs of recovery in their economy, which last year surpassed Germany’s to become the world’s third-largest by output. Urban fixed-asset investment jumped 26.5 percent in the first two months from a year earlier, new bank lending quadrupled in February and vehicle sales rose 25 percent the same month. The 30 percent gain in the Shanghai Composite Index this year makes it the best-performing among 89 benchmark measures tracked worldwide by Bloomberg.

The government has taken prompt, decisive and effective policy measures, demonstrating its superior system advantage when it comes to making vital policy decisions,Zhou wrote in an article published on the central bank’s Web site yesterday. 20 Million Jobless

China’s 6.8 percent expansion in the fourth quarter from the same period a year earlier lagged behind its 9 percent growth for all of 2008 and 13 percent for 2007. Exports have dropped at a record pace, forcing thousands of factories to close and leaving about 20 million migrant workers jobless. That hasn’t stopped a steady stream of instructions to the rest of the world in recent days. Governments need to step up economic stimulus to restore market confidence and fend off trade protectionism, Finance Minister Xie Xuren said in a statement yesterday. Wang Qishan, China’s vice premier, called on the G-20 to set a timetable to modify voting at institutions like the International Monetary Fund to give developing countries more say in global financial affairs, in an article published in the Times today in London. The U.S. is injecting $787 billion into its economy while European stimulus totals 400 billion euros ($542 billion), almost all from individual nations rather than the European Union.

U.S. Complacency

China’s central bank yesterday blamed the financial crisis on complacency and a conviction in the U.S. and developed economies that markets always correct themselves.Market forces, if unchecked, will lead to asset bubbles and ultimately a disastrous market clearing in the form of a financial crisis like the current one, the research arm of the People’s Bank of China said in a separate article published on its Web site yesterday. A lack of coordination among regulatory agencies and communications between regulators and central bankers and finance ministers in some advanced countries” hampered efforts for a financial rescue, the research arm said.

China’s lecturing comes after decades when leaders focused on their own economy and let the U.S. and its allies set the international norms on financial regulation, said Charles Freeman, a former top trade negotiator who covered China at the U.S. Trade Representative’s office in Washington.

Earth Hour to turn the world dark on Saturday

NEW YORK - The world will go dark on Saturday night beginning from New Zealand's remote Chatham Islands and then spreading to thousands of cities, towns, and landmarks in observance of Earth Hour.On Saturday, the World Wildlife Fund is promoting Earth Hour, which is the WWF’s plea to people around the world to turn off their lights at 8:30 p.m. local time for an hour in order to raise awareness for action on climate change.The slogan for the event is, Your light switch is your vote, and they claim that, switching off your light switch is a vote for Earth, according to their site. Their goal is to inspire one billion people worldwide to participate.

About 2,800 cities in 83 countries — including 250 in the United States — had signed up, according to Dan Forman, a spokesman for World Wildlife Fund.Some symbolic monuments of large cities have also pledged to participate including the St. Louis Gateway Arch, the Golden Gate Bridge, the Eiffel Tower, New York City's Empire State Building, Egypt's Great Pyramid of Giza and many other iconic structures.Even companies are getting involved with Coca-Cola offering to turn off its big signs around the world, including a marquee in New York's Times Square.Meanwhile, United Nations Secretary-General Ban Ki-moon recently pledged his support for Earth Hour, saying it has the potential to be the largest demonstration of public concern about climate change ever attempted.

European NATO members at odds over strategic priorities

EUOBSERVER / BRUSSELS – NATO is increasingly lacking solidarity and unity of vision over future strategic options, such as its relation with Russia and enlargement, a study issued by the Hague Centre for Strategic Studies, a Dutch think-tank, shows.

Issued just a week ahead of NATO's 60th anniversary summit, the study, Finding a path away from NATO de-solidarisation is aimed at feeding into the drafting of the alliance's new strategic concept, which dates back to 1999. The 26 NATO heads of state and government are set to start work on a new concept at the summit.Challenged by new problems such as the economic crisis, the race for Arctic resources, and a resurgent Russia and China, NATO is facing the strategic necessity of reconciling its traditional role – providing for the security of its members – with that of coping with these new challenges, the report highlighted.Carried out amongst 300 experts and students on transatlantic security, the study was launched on Thursday (27 March) at the Security and Defence Agenda, a Brussels-based think-tank that focuses on EU-NATO issues. As is the case with the EU, NATO is found to be divided over relations with Russia because some members see the eastern neighbour as a security threat, especially after the gas crisis and the Georgian war, while others consider it a necessary partner, the study found.Members are also at odds over the issue of NATO enlargement, which is seen as both inevitable but undesirable. The biggest thorn in NATO-Russian relations, enlargement to Georgia and Ukraine, has been put off for now, yet allies have committed to their membership at some point in the future.

Speaking at the event, Hungarian ambassador to NATO Zoltan Martinusz pleaded in favour of NATO's enlargement policy, which saw his country join after the fall of the Iron Curtain.NATO has a strong role in promoting transformation and change, and the political transformation of Eastern Europe was one of the historic successes of NATO, done a hundred percent by political, not military means,Mr Martinusz said.The Hungarian diplomat dismissed the idea that eastern European members refused to transform their forces to be more expeditionary and deployable abroad, but preferred to keep more static troops which could defend them from a classical terrestrial invasion, alluding to the one Georgia faced last summer when after Tbilisi's attack on South Ossetia, the Russian army invaded its territory with tanks.We don't have static forces anymore. Hungary only borders allies, and from hundreds of tanks, we only have six now, for training purposes,he said.

German revolution

Meanwhile, on Thursday, German Chancellor Angela Merkel called for a revolutionary transformation of NATO, ahead of the summit that she is to co-host with the French president in Strasbourg and Kehl.Ms Merkel stressed that the military alliance needs to co-operate closely with civil organisations such as the European Union and the United Nations.I don't see a global NATO. The alliance is and remains focused on the collective security of north-Atlantic partners,she said.

Eurozone security risks

Meanwhile, the security aspects of the current economic crisis also featured at the event.A potential break-up of the eurozone, a topic of speculation in financial circles, could have a significant impact on European security and defence, the head of the Dutch think-tank said at the event.We don't know yet what the outcome of the financial and economic crisis would be. If the eurozone breaks up - there is this possibility - then it will surely affect defence and security in Europe. But the crisis could also lead to more integration. It could go both ways,said Rob de Wijk, the director of the Hague Centre.Mr de Wijk later told EUobserver that talk about a eurozone breakup was no longer as taboo as [it was] two to three months ago and is being debated in the financial world. Such fears mainly revolve around the troubles that Ireland and southern members of the single currency – Portugal, Spain, Italy and Greece, have in selling bonds and stabilising their growing deficits.The Dutch think-tank is closely following the security impact of the financial crisis, particularly in terms of a power shift from the West to the East, notably due to China's rising financial power, he explained.

Italian right-wing merger to shake up EU parliament politics

EUOBSERVER / BRUSSELS - The populist right-wing party of Italian Prime Minister Silvio Berlusconi on Friday officially merges with the post-fascist Alleanza Nazionale at the founding congress of Il Popolo della Liberta, the powerful new rightist bloc that is not only set to dominate Italian politics for the foreseeable future, but will also wield considerable power in the European Parliament after the June elections.A three-day, €3 million extravaganza, with jumbotron screens and menus is to celebrate the fusing of the two parties, a long-expected move that brings Mr Berlusconi one step closer to his dream of a unified Italian right.The Italian leader will become the head of Il Popolo della Liberta (People of Freedom), although his ambitious rival and chief of the now disbanded Alleanza, Gianfranco Fini has indicated he has his sights on the leadership should Mr Berlusconi exit the stage.

Berlusconi knows that his strong and recognised leadership can in no way become a personality cult, Mr Fini, also the speaker of the Chamber of Deputies, the Italian parliament's lower house, told the final conference of his own party. We must guarantee that the People of Freedom is not the party of one person, but of one country.The move cements the coalition between two of the three major forces on the Italian right. Forza Italia and the Alleanza Nazionale have partnered since the 1990s and in last year's general election ran together under the Il Popolo della Liberta banner, prefiguring today's fusion.The Alleanza Nazionale was formed by Mr Fini out of the Italian Social Movement (MSI), the former neo-fascist party, together with a handful of conservative ex-Christian Democrats and Liberals.Despite once having called Italy's fascist leader, Benito Mussolini, the greatest statesman of the 20th century, Mr Fini has since tried to distance himself from his far right past, making numerous trips to Israel and even criticising elements of the recent hardline security package that targets immigrants and minorities.Mr Berlusconi's dream is not fully realised, however, as the xenophobic Northern League remains steadfastly outside the bloc.

Italian president of the European Parliament?

The Italian leader has already set the cat amongst the pigeons in the European Parliament's centre-right grouping, the European People's Party-European Democrats (EPP-ED), in which Il Popolo della Liberta is set to be the largest party after June.

The largest national delegation in the grouping, Germany's Christian Democrats and their Bavarian cousins, the Christian Social Union, are expected to shrink following the EP elections and the UK Conservatives have announced they are to exit the group. Meanwhile, the entry of the Alleanza Nazionale into the EPP under umbrella of Il Popolo della Liberta significantly beefs up the Italian delegation in the centre-right grouping.Mr Berlusconi's bloc is testing its predicted new bulk, having this week sent a letter to other EPP national delegations announcing that he will be supporting MEP Mario Mauro for the presidency of the chamber.The move threatens to scuttle the gentleman's agreement between the EPP and the Party of European Socialists (PES), the second largest political family in the house, that Polish centre-right MEP Jerzy Buzek would be president for the first two and a half years of the five-year presidential term, and Martin Schulz, the German Social Democrat leader of the PES would be president for the remaining half term.
