Government and political sources said the dialogue was initiated soonafter Obama became the presidential candidate for the Democratic Partyaround August 2008. The sources said the dialogue intensified after Obama'selection as president in November.Obama has several sets of advisers, the closest of them who have so farnot been brought into the administration, a political source said. Theywere the first to be in contact with Iran and Syria. Since then, others havebolstered the dialogue.

France and Britain wary about Iranian missile technology

France and Britain have expressed concern over Iran's missile technology after Tehran successfully launched a domestically made satellite.Iran launched the Omid (meaning hope) research and telecom satellite on Monday evening, timed to coincide with the 30th anniversary of the 1979 Islamic revolution. The long-range ballistic technology used to put satellites into orbit can also be used for launching warheads, although Iran says it has no plans to do so.The launch of this satellite worries us. We can't help but link this to the very serious concerns about the development of military nuclear capability, Eric Chevallier, spokesman for the French ministry of foreign affairs said on Tuesday (3 February), AFP reports.He underlined the strong similarity of the rocket used to put this satellite into orbit with the technology employed in ballistic missiles.British Foreign Office Minister Bill Rammell voiced serious concerns about Iran's move, adding that Britain was still carrying out a technical analysis.There are dual applications for satellite launching technology in Iran's ballistic missile programme.As a result, we think this sends the wrong signal to the international community which has already passed five successive UN Security Council resolutions on Iran's nuclear and ballistic missile programme.Senior officials from the United States, Russia, Britain, France, Germany and China will meet on Wednesday to discuss a long-running row over Iran's nuclear enrichment plans. It will be their first meeting since President Barack Obama took office.

Iranian foreign minister Manouchehr Mottaki told reporters during a visit to Ethiopia that the satellite had peaceful aims.But Isaac Ben-Israel, a former head of The Israel Space Agency, told Reuters in Jerusalem: If they managed to fire a satellite into space it means they can also reach Western Europe.Last August, Iran said it had successfully launched a rocket capable of carrying its first domestically built satellite, having in February launched a low-orbit research rocket as part of preparations for the satellite launch. That launch marked the inauguration of a new space centre, at an unidentified desert location, which included an underground control station and satellite launch pad. The White House called the 2008 launch unfortunate,warning it would further isolate Iran from the global community. An anti-ballistic missile defence shield that would protect both Europe and the US from potential attacks from the Middle East, including Iran, was strongly advocated by the former Bush administration, with a radar system to be installed in the Czech Republic and rockets in Poland. However, the new US administration has already indicated it is likely to look twice at the technology and costs related to its deployment.The shield has also sparked fierce opposition from Russia, which threatened to install rockets aimed at Europe in its enclave Kaliningrad bordering the Baltic Sea and Poland.NATO has also said it plans to develop a missile defence shield to protect the entire European territory, as the US one would leave out Greece, Bulgaria and Romania.

Assad stresses importance of EU’s active role in region to help find appropriate solutions to its problems.DAMASCUS - Syria on Monday called for increased European involvement in solving problems afflicting the Middle East, highlighting Israel's onslaught on Gaza, the official SANA news agency reported.President Bashar al-Assad made the call during a meeting with Irish Foreign Minister Micheal Martin, who was in Damascus at the start of a regional tour.(Assad) underlined the importance of activating the European role in the region to help find appropriate solutions to the problems it faces, the agency reported.It said that on Gaza, both men agreed on the need to lift the siege imposed on the Palestinian people, open all border crossings to allow the provision of aid and reconstructing what the Israeli occupation has demolished.Egypt is currently trying to mediate a long-term truce after the Islamist Hamas and Israel announced ceasefires on January 18, ending a devastating 22-day war that killed more than 1,330 Palestinians and 13 Israelis.

Martin is also due to visit Lebanon and Abu Dhabi.

Syria and Lebanon are two strategically important countries in the region and I look forward to discussing with their leaders the many challenges which the international community faces in the aftermath of the Gaza conflict, Martin said in a statement.
SANA said Martin affirmed Ireland's keenness to contribute in supporting the development of Syrian-European relations and its support for the signing of the partnership agreement between Syria and the European Union.

EUOBSERVER / BRUSSELS - The UN's top court has ruled against Ukraine in a maritime border dispute with EU member state Romania, in a decision which holds the key to major oil and gas reserves in the Black Sea.The International Court of Justice (ICJ) in The Hague on Tuesday (3 February) decided that Snake Island - a Ukraine-owned rocky outcrop - does not entitle the country to exclusive ownership of a 12,000 square km coastal shelf, beyond a 12 nautical mile radius from the islet.The verdict - which cannot be appealed - means Romania can exploit 80 percent of the 100 billion cubic metres of gas and 15 million tonnes of crude oil in the disputed zone, leaving the rest to Ukraine.Ukraine deputy foreign minister Oleksandr Kupchyshyn called the ruling a wise compromise, while Romanian diplomat Bogdan Aurescu said it was correct, Reuters reports.The judgment draws an equitable line between both parties, ICJ spokesman Maxim Schouppe told EUobserver. But in the line the court has drawn, Romania got a larger chunk than Ukraine of the disputed area.The long-running border dispute has prevented either side from organising tenders for interested companies, such as Petrom, Romgaz, Lukoil, Total, Shell and OMV, to get the fuel out of the ground.The once-Romanian islet has been de facto owned by the Soviet Union and later Ukraine since 1947. Romania formally ceded Snake Island to Ukraine in 1997 but the two sides could not set maritime boundaries and asked the ICJ to intervene.

Snake Island - about the size of 20 soccer pitches - houses a 100-man strong Ukrainian science mission, a lighthouse and a cashpoint. It was named by Greece in the Renaissance period, but its history dates to pre-Christian times as the legendary burial place of Greek hero Achilles.The EU inherited a number of border disputes as part of its 2004 and 2007 rounds of enlargement.Border problems are treated by the European Commission and member states as bilateral issues. But they have a habit of impacting EU-level policies, especially enlargement. The commission in January proposed creating a new diplomatic mission to help Slovenia settle a 17-year old dispute with Croatia over boundaries in the Adriatic Sea after Slovenia blocked Croatia's EU accession talks over the row last year.Cyprus' inability to re-unite the island following a conflict with Turkey in 1974 has seen the Mediterranean EU member block parts of Turkey's EU accession talks. EU member states last November also voiced concern about lack of final border arrangements between the Baltic states and Russia. Russia has ratified border pacts with Lithuania and Latvia but the demarcation of boundaries - the installation of physical markers - is yet to take place. Russia has refused to ratify a border agreement with Estonia however, after Tallinn inserted a clause into the preamble on Russia's 1920 recognition of Estonia's independence.The EU wants legal certainty of its external border and a stable basis for relations between its member states and Russia, an internal EU paper of November 2008 said. The EU regrets that aspects of history have led to difficulties. It is important to take a forward-looking approach.

Romanian government wobbles, eyeing EU aid

Romanian interior minister Liviu Dragnea resigned on Monday (2 February) after just 13 days in office, blaming insufficient funds allocated for his ministry in the new budget proposals, as the country's economy worsens and the government looks to potential EU aid.The second interior minister to resign in less then a month, Mr Dragnea, a Social Democrat, argued he could not fulfill his brief to descentralise administrative powers and increase citizens' security with the current budgetary proposals. The spending cuts were part of the new government's efforts to keep the deficit at two percent of the country's GDP, as the economic crisis has already taken its toll on a steeply devaluating currency and with growth expected to plummet to 1.8 percent in 2009, down from 7.8 percent in the last year.In its latest forecast published mid-January, the European Commission warned that Romania's deficit could reach 7.5 percent of GDP, after it registered five percent deficit in 2008. The EU's maximum allowable deficit is three percent. Romania's bid to joining the eurozone in 2014 might be delayed if the country fails to keep its public spending under control.Last week, Reuters reported that Romania had started talks with the EU commission on a potential rescue, after President Traian Basescu said a €6-7 billion loan might be needed. The commission later said no official requests had been made so far. An EU-only aid deal is unlikely to be granted to Romania, but rather a mixed package including a loan from the International Monetary Fund (IMF), as in the case in Latvia, which secured a mixed EU-IMF loan of €7.5 billion.

Bucharest's new centre-left coalition government - in power since November's election - has so far been reluctant to seek help from the IMF, with President Traian Basescu saying last week he might oppose such a move due to concerns over any stringent conditions imposed by the fund. An IMF delegation in Bucharest last week said a rescue package was not on the agenda. There have been no mass protests in Romania so far, in contrast to its southern neighbour Bulgaria, where riots broke out earlier this month as fears of economic pain and anger over poor policy-making reached a boiling point. But trade unions are already threatening to go on strike in Romania, while wage freezes and spending cuts similar to those in Hungary and Latvia - which have received EU-IMF rescue packages - could yet spark protests.

Farmer protests escalate as Greek minister meets commission

Fresh skirmishes broke out in the Greek port town of Piraeus on Monday as 500 farmers who arrived from the Island of Crete protested against low produce prices.

Police fired tear gas and other chemicals to disperse the crowd in scenes that were televised across the country.Greece's conservative government lead by Prime Minister Costas Karamanlis announced a €500m aid package for the farming sector last week, bringing to an end roadblocks that had caused travel chaos for 11 days. The Cretan farmers are demanding that they receive the same support measures as those received by other farmers around the country.What is important is the dialogue, not to protest with tractors in the centre of the city, Reuters reports government spokesman Evangelos Antonaros as saying. The plan includes compensation for Crete's farmers and specifically olive oil producers.Meanwhile, farming minister Sotiris Hatzigakis is in Brussels this week to seek approval for the aid package from agriculture commissioner Mariann Fischer.He has said that in his opinion, the aid does not violate EU rules, as it will consist of a compensation scheme and not subsidies. Last week Greece slashed its 2009 growth forecast to 1.1 percent and said its budget deficit would rise to 3.7 percent of GDP.Greece's farming sector makes up only five per cent of the county's GDP, but comprises many small-scale farmers who rely on EU subsidies to survive. The government is severely weakened after the police shooting of a youth last December resulted in some of the worst riots seen for decades. This latest protest by Cretan farmers, who overwhelmingly support the opposition socialists, raises a fresh challenge for the governing New Democracy Party, which holds a one-seat overall majority in parliament.

EU Proposes Rules To Limit Bank Secrecy Laws FEB 2,09

BRUSSELS -(Dow Jones)- The European Commission Monday proposed new regulations that will prevent European Union countries from invoking bank secrecy laws against each other to thwart efforts at collecting taxes.The new rules are targeted mainly at Austria, Luxembourg and Belgium, where banks are allowed to keep some information confidential even if another E.U. country is seeking the information to collect taxes from one of its citizens with assets in those banks.The rules will apply to all forms of taxes levied by E.U. governments on behalf of themselves or the E.U. community. They will require countries to exchange information about the refunds they give to nonresidents and allow officials from one country to participate in tax investigations in the territory of another country.The regulations won't eliminate bank secrecy in the E.U., E.U. tax commissioner Laszlo Kovacs told a press conference Monday. But we intend to eliminate its potential abuse, he said.The regulations are in addition to rules proposed in November that would eliminate tax loopholes on interest paid by banks in countries with secrecy laws.The commission says tax fraud may account for 2-2.5% of E.U. gross domestic product, or EUR200 billion-250 billion, based on a review of economic research.The regulations proposed Monday must now be approved by the E.U. national governments at the European Council.

MEPs highlight nuclear power, solidarity in energy strategy

EUOBSERVER / BRUSSELS - Nuclear power, a pan-European gas grid and solidarity between member states should be the building blocks for the EU's energy strategy in the future, MEPs have said.With the EU currently importing 50 percent of what it consumes and in the wake of a gas dispute between Ukraine and Russia highlighting the dependency on external sources, the European Parliament on Tuesday (3 February) urged governments to adopt an ambitious and far-sighted diversification plan at their spring summit next month.The energy blueprint called on EU leaders to be more ambitious in tackling climate change, suggesting that by 2050 the bloc should have reduced greenhouse gases by 80 percent, improved energy efficiency by 35 percent and have renewable energy accounting for 60 percent of energy use.Despite objections from Green MEPs, the report sees a greater role for nuclear power in Europe's energy mix - at the highest technologically possible level of safety - and calls on the European Commission to draw up a specific road map for nuclear investments.Energy solidarity also features prominently in the report after several European countries were left without gas supplies last month during a pricing tiff between Moscow and Kiev.In a sign that MEPs increasingly believe that energy is no longer just an energy policy issue alone but also a question of foreign policy, the deputies are calling for an energy security clause in future trade and partnership agreements with producing and transit countries.The report also specifies a single European gas grid linking all 27 member states and says a 2004 EU law on security of gas supply should be overhauled to include mandatory emergency plans to deal with interruptions in gas supplies.

The report, adopted by a strong majority, is the European Parliament's response to a strategic energy review adopted by the commission in autumn last year.Its ambitions for tackling climate change go much further than the 2020 targets of reducing carbon dioxide emissions by 20 percent and having 20 percent renewable energy agreed by EU leaders in December.However, the report comes at a time when environment issues have been pushed far down the political agenda as Europe faces rising unemployment and low growth as a result of the current economic downturn.The effects of the global financial crisis have already been brought to bear on the EU's proposed road-map for international climate talks to take place in Copenhagen in December.The European Commission's concrete funding figures on how rich countries should help developing countries tackle global warming were removed from the paper at the 11th hour.

A little-discussed provision in President Obama's economic stimulus plan would demand that every American submit to a government program for electronic medical records without a choice to opt out, and it has privacy advocates more than a little alarmed. Patients might be alarmed, too, privacy advocates said, if they realized information such as documentation on abortions, mental health problems, impotence, being labeled as a non-compliant patient, lawsuits against doctors and sexual problems could be shared electronically with, perhaps, millions of people. Sue A. Blevins, president of the Institute for Health Freedom, said unless people have the right to decide if and when their health information is shared, there is no real privacy. President Obama has pledged to advance freedom, she said. Therefore the freedom to choose not to participate in a national electronic health-records system must be upheld.Blevins' organization, one of the few raising the alarm at this point, said the stimulus plan would impose an electronic health records system on every person in the U.S. without any provision for seeking patient consent or allowing them not to participate. Without those protections, Americans' electronic health records could be shared – without their consent – with over 600,000 covered entities through the forthcoming nationally linked electronic health-records network,Blevins said. The organization said Americans who care about health privacy should contact members of Congress and the president to let them know about the need for opt-out and consent provisions. According to the institute, the measure currently includes plans for:An electronic health record for each person in the United States by 2014.

A national coordinator to develop a nationwide health information technology infrastructure that allows for the electronic use and exchange of information.
The institute said the medical privacy rule established under the Health Insurance Portability and Accountability Act of 1996 already allows personal health information to be passed along without patient consent for treatment, payment and oversight. The recipients of such information could be any of the people in the 600,000 organizations in the industry. Nobody wants to stop the proper use of good technology, Blevins said, and for some people privacy is not an issue.But she said the bottom line is that patients would end up losing control of his or her personal health information.There's a lot at stake with electronically transferring health data and paying claims within the $2.2 trillion healthcare industry, warned the organization, which works on issues of health freedom in the U.S. Another group, Consumer Watchdog, even suggested today Google is trying to lobby for the sale of electronic medical records.The group said, Reportedly Google is pushing for the provisions so it may sell patient medical information to its advertising clients on the new Google Health database.Consumer Watchdog said, Americans will benefit from an integrated system capable of making our medical records available wherever we may need them, but only if the system is properly used.

The medical technology portion of the economic stimulus bill does not sufficiently protect patient privacy, and recent amendments have made this situation worse. Medical privacy must be strengthened before the measure's final passage, the group said.WND previously has reported on attempts in Minnesota by state lawmakers to authorize the collection and warehousing of newborns' DNA without parental consent.
Gov. Tim Pawlenty has been successful in stopping the action there so far. The Citizens' Council on Health Care has worked to publicize the issue in Minnesota. The group raised opposition when the state Department of Health continued to warehouse DNA without parental consent in violation of the genetic privacy and DNA property rights of parents and children. Twila Brase, president of CCHC, said at the time the problem is that researchers already are looking for genes related to violence, crime and different behaviors.In an extensive interview with WND at the time, she said, In England they decided they should have doctors looking for problem children, and have those children reported, and their DNA taken in case they would become criminals.In fact, published reports in Britain note that senior police forensics experts believe genetic samples should be studied, because it may be possible to identify potential criminals as young as age 5.Brase said efforts to study traits and gene factors and classify people would be just the beginning. People can look at data about you and make assessments ultimately of who you are.The Heartland Regional Genetics and Newborn Screening is one of the organizations that advocates more screening and research.The group proclaims in its vision statement a desire to see newborns screened for 200 conditions. It also forecasts every student … with an individual program for education based on confidential interpretation of their family medical history, their brain imaging, their genetic predictors of best learning methods.Further, every individual should share information about personal and family health histories as well as gene tests for recessive conditions and drug metabolism with the other parent of their future children.Still further, it seeks ecogenetic research that could improve health, lessen disability, and lower costs for sickness.They want to test every child for 200 conditions, take the child's history and a brain image, and genetics, and come up with a plan for that child, Brase said at the time. They want to learn their weaknesses and defects.Nobody including and especially the government should be allowed to create such extensive profiles, she said.The next step, said Brase, is obvious: The government, with information about potential health weaknesses, could say to couples, We don't want your expensive children.I think people have forgotten about eugenics. The fact of the matter is that the eugenicists have not gone away. Newborn genetic testing is the entry into the 21st Century version of eugenics,she said.

CHINA: Modernising the World's Biggest Army

BEIJING, Jan 22 (IPS) - The army parade to mark the 60th anniversary of modern China’s founding this fall - a rare chance for China to flaunt its military muscle - will showcase not only the country’s newest weaponry but the modernisation of its military too. China’s army is no longer content with military recruits drawn from the urban unemployed and the low-skilled peasant boys. Since last autumn the People’s Liberation Army (PLA) has been offering competitive grants to attract graduates from colleges and vocational schools, aiming to raise the army’s profile and enhance its skills. China’s 2.3 million-strong army is the biggest as far as numbers go. It is followed by the United States with 1.38 million troops, India with 1.3 million and Russia’s 1.24 million. Technological capability is another matter.

The realisation that China needs to modernise its army was brought home forcefully last May. When a devastating 7.9-magnitude earthquake hit the province of Sichuan, killing nearly 80,000 people, Chinese soldiers deployed to conduct rescue and relief operations found themselves challenged by tasks requiring the use of life-detection devices and satellite navigation. New requirements of the times demand that soldiers are of high calibre, can react swiftly and possess strong capabilities to handle new equipment, an article written by the head of the department of the People’s Armed Forces of the quake-stricken city Dujiangyan and published in the PLA Daily said in December.Low targets previously set for military recruitment have restricted the combat-readiness of the PLA,it added. The army’s new recruitment policies offer college students grants of 10,000 yuan (1,470 US dollars) before enrolling and an equal amount after serving two years in the military with a chance to resume their university studies. Wealthy provinces like Guangdong in the south - China’s manufacturing and export hub, are offering even more - between 70,000 and 80,000 yuan (11,000 dollars) in one-off payment to university students who join the army.

The policies have attracted a wave of new recruits. The PLA Daily says that more than 10,000 college students joined the army in 2008, much higher than the figure for the previous year, without providing a number. China has been steadily increasing spending on its military, citing its overall backwardness in comparison to developed nations and a rise of internal and external security threats. In 2008 China’s official military budget was 61 billion dollars, up nearly 18 percent over the previous year. By comparison, the Pentagon’s budget for fiscal 2009 is 515 billion dollars, with additional spending budgeted for operations in Iraq and Afghanistan. China is faced with the superiority of developed countries economically, scientifically and technologically, as well as militarily, a newly-issued national defence paper said this week. It also faces strategic maneuvers and containment from the outside while having to face disruption and sabotage by separatist and hostile forces from the inside. Figures for China’s military spending in 2009 are still to be made public but PLA officers say more needs to be done to usher Chinese troops into the high-tech era. Our military's general levels of armaments have made big strides, Fan Jianjun of the PLA armaments department said at a press conference to launch the defense paper this week. But there is still quite a large gap with the levels of the world’s developed countries, and we still cannot fully adjust to the needs of protecting national security and unity and better fulfilling out international duty,he added. The primary mission of the People’s Liberation Army remains stopping the self-ruled island of Taiwan from formally declaring independence, as well as preventing US forces from intervening in any ensuing war. Despite recent thaw in relations with its longtime rival Taiwan, Beijing says threats from separatist forces in Tibet and Muslim-populated Xinjiang that endanger China’s security and unity have risen. On these matters, we will not compromise, defence ministry chief spokesman Hu Changming said at the press conference.New international developments have also demanded the expansion of Beijing’s seafaring clout. Last month, two Chinese destroyers and a supply vessel joined the global armada patrolling the waters off Somalia’s coast where Chinese ships had suffered seven attacks by pirates.

In a rare display of openness the Chinese military has also said it is seriously considering adding an aircraft carrier to its fleet to ensure the country’s maritime security and its commercial interests. The aircraft carrier is a symbol of a country’s overall national strength, as well as the competitiveness of the country’s naval force, defence military spokesman Col. Huang Xueping told the media in December.The United States and Japan have taken aim at China’s increased military spending, accusing Beijing of being murky about the motives for its accelerated army modernisation. Some experts estimate China’s true defence spending could be triple the officially announced figure.But China contends its military budget is for defensive purposes, saying Washington and Tokyo have qualms about the rise of another global sea power.For a country, which strives to reassure its neighbours about the peaceful intentions of its global ascendance, the celebrations for modern China’s founding provide the ideal legitimate platform to showcase its expanding military strength.The parade Oct.1 - the first such display in ten years - will include the navy which dispatched warships to join the global anti-piracy campaign in the Gulf of Aden, and the Second Artillery Force, which controls China’s nuclear missiles.(END/2009)

* * * * FLASH TRAFFIC: WASHINGTON UPDATE * * * * REPORT FROM IRAQ: MEETING WITH THE PRIME MINISTER OF KURDISTAN By Joel C. Rosenberg

[NOTE: This was written several days ago but this was the first opportunity I had to email it out.] Greetings from Mumbai (aka, Bombay). I'm here in the commercial capital of India and the site of the horrific terrorist attacks by Pakistani Islamic jihadists that killed more than 200 Indians at the famed Taj hotel, the Jewish Chabad center, and several other locations around this city. Today, I had the opportunity to visit several of these sites and pray for the survivors and for the families of those injured and killed. Currently, I'm on a two-week speaking tour throughout India with several dear friends, teaching Christian pastors, ministry leaders and lay leaders about God's love and plan for the people of Israel and the epicenter. I promise to write more about what I'm seeing and hearing very soon. But first I wanted to let you know a little more about my five-day trip last week to northern Iraq. By God's grace, I had the privilege of spending time with a number of key Iraqi Christian leaders to encourage them, pray with them, oversee the progress of The Joshua Fund's work there, and develop future plans for blessing the poor and needy in Iraq and strengthening the Iraqi church. Several colleagues and I also had the privilege of meeting with His Excellency Nechirvan Barzani, the Prime Minister of the Kurdistan Regional Government (KRG). It was a fascinating discussion that lasted about an hour, twenty minutes of which I conducted a formal interview of the Prime Minister on camera for the Inside The Revolution documentary film we're producing.

The Prime Minister is one of the region's very impressive up-and-coming young Reformers. Born in 1966, he is the grandson of the Mustafa Barzani, the legendary champion of Kurdish rights and leader of the Kurdish independence movement. He is a Sunni Muslim who is proud of his cultural and religious heritage. But he is also a strong supporter of a united, federal Iraq and is a devout believer in helping all of Iraq become what Kurdistan has become over the past several decades - a Jeffersonian democracy, where there are full protections for free and fair elections, the freedom of speech, freedom of assembly, freedom of the press, and freedom of religion -- including the right to choose another religion if one desires. Prime Minister Barzani told me in no uncertain terms that he strongly opposes radical Islam. His first order of business when he came to power in 1997, he said, was to shut down a Saudi-funded college teaching Sharia law because he knew it would lead to jihadist violence and fan the flames of extremism. He shut down Saudi-backed madrassas (extremist elementary and secondary schools) throughout Kurdistan. Two years ago, he not only banned honor killings -- the Muslim practice of murdering family members when they sin or embarass the family or convert to another faith -- but has been waging a public educational campaign to convince the Muslim majority in Kurdistan that such killings are dishonorable and wrong. What's more, Prime Minister Barzani has been a strong and consistent protector of Iraqi Christians who have been badly persecuted elsewhere in the country. He has welcomed many such Christians to resettle in the Kurdish region (which includes three of Iraq's eighteen provinces) and practice their faith freely. He has helped clear bureaucratic obstacles for Christians trying to set up businesses and build churches. He has praised Christians for doing humanitarian relief work among the Kurds. Indeed, he told me how grateful he is for the work Kurdish Christians, Iraqi Arab Christians, and evangelical followers of Jesus from around the world are doing to bless the people of Iraqi generally and Kurdistan in particular.

When I get back to the States, I will type up and post my full interview. But for now, let me just say what a pleasure it was to spend time with this impressive Iraqi leader, a true Reformer who is appreciative of his Islamic heritage but has become a real friend of the Christian community at a time when the Church has been quite embattled. Please pray for Prime Minister Barzani -- for his protection, for him to have wisdom and discernment as he governs, for the Lord to show favor to him and his family and his administration as he protects Muslims, Christians, Jews and those of no faith. Please also pray that the model he is building in Iraqi Kurdistan would be soon be followed by leaders throughout all of Iraq, and even by other would-be Muslim Reformers throughout the region. The death and injury toll of Israeli soldiers was truly miraculous. From the reports that Jordan gave us the warfare inside Gaza was intense. Now that life in the south of Israel has returned to normal, we need to turn our prayer focus to other issues. It is our privilege to partner together with you and the Holy One of Israel to play our part in bringing about major change in the following situations .............

Sea of Galilee The water reserves in the Sea of Galilee are now at an extremely critical a level.The water level has dropped to just 15 inches above the black line, the level at which the lake will suffer irreparable damage. Because of the dangerously low levels, The Jerusalem Post reports that pumping of water from the Sea of Galilee, Israel's primary fresh water reservoir, was officially halted on Monday. Israel is in the midst of the dryest winter since measurements began over 80 years ago, having received only 50 percent of average seasonal rainfall to date. And that follows four years of below-average rainfall, meaning Israel went into this winter with a big water deficit. we dont just need rain, we need a deluge !!! Please pray daily if not several times daily for the Lord to have mercy and release the rains for the rest of the winter.Israel's Elections The outcome of the elections which are planned for February 9th will be very strategic, not just for Israel, but for the entire Middle East, Europe and even beyond. Israel needs a right wing leader who will not be manipulated by the new US administration, nor by the opinions of the rest of the World. Israel needs a leader whose policies will advance the security and advancement of the nation and the people. He is not perfect and he has made mistakes in his previous term as Israel's prime minister, but we think the Likud party leader Benjamin Netanyahu is the man to choose in the upcoming election.

Most Israelis prefer Netanyahu to be the next Prime Minister of Israel over any other candidate, with the Likud chairman being picked by 29 percent of those surveyed. Sixteen percent of those polled said they preferred Foreign Minister Tzipi Livni of the Kadima party, and only 9 percent saying they would support Defense Minister and Labor party chair Ehud Barak. So lets also pray every day now until the elections that the Lord will also give Netanyahu ( his name means son of the right hand - a gift from God another chance to lead Israel back to full strength and to keep the ALL of the land that He has given to the Jewish people.

Obama's Middle East Plans Obama has already started to make policy statements concerning the Middle East.Like all of his predecessors Obama thinks he will be the one to establish peace between Israel and the so called Palestinians. He wants to see the establishment of a Palestinian State - on land that God gave to the Jewish people. This IS NOT the will of the Lord. Please join us in praying against any attempt by Obama, or anyone else to establish such a blasphemy. We need to pray that the Lord will establish His plan for a united Jerusalem as the capital city of a greater Israel, and to make her a praise in all of the Earth - Isaiah 62:6 & 7.

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel. Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.

In a very critial time in the history of Israel -- a time of terror in which 1.5 million Muslims are striving to destroy Israel in order to stop the endtime events currently taking place -- the Temple Mount and Land of Israel Faithful Movement lit the Hanukkah menorah in front of the Hulda Gate of the Temple Mount for the first time in 1,938 years.On Sunday (1 Tevet 5769/December 28, 2008), the seventh day of Hanukkah, the Temple Mount and Land of Israel Faithful Movement held their traditional Hanukkah march, starting in Modi'in, the village of the Maccabees, and ending in biblical Jerusalem, at the Temple Mount. It was a very exciting event, another step toward the great moment when the Temple will soon be rebuilt.This march of the Faithful Movement took place at a very critical time in the history of Israel. Once again Israel is being attacked by tens of missiles each day from Gaza. The area being bombed covers the southern cities and villages of Israel. It is part of the campaign devised by the Arab and Islamic countries to destroy Israel and to stop the redemption process currently taking place in Israel. It is a time when the third Temple, the house of G-d, will soon be rebuilt in Jerusalem and open a great messianic time of redemption for Israel and for all the world.The circumstances of these days that we are now living in are so similar to the times of the great revolt of the Maccabees in the year 135 BCE. Israel is fighting against the cruel terrorists of Hamas in Gaza. In the last year they continually sent missiles to destroy the houses and villages of Israelis near the Gaza Strip. But G-d is with Israel, and just as in biblical times and as it has been since the rebirth of Israel in 1948, He has become the General and the Commander of the Israeli army.

On the other hand, there is a cultural pressure coming from outside of Israel urging us to give up our godly biblical identity. However, the message from the Faithful Movement during this march at Hanukkah was two-fold: first of all, we must remain faithful to the G-d of Israel, to His eternal covenant with Israel, to His word and to His endtime plans. Secondly, like the Maccabees, we spoke in the ears of Israel and all the world, declaring that the Temple Mount can no longer be desecrated by the Muslim Arab enemies and that they should immediately be removed, the Temple Mount should be purified and the house of the G-d of Israel should be immediately rebuilt for His Glory and for the future of Israel and all mankind. As long as the hill of G-d is desecrated and in the hands of the Islamic enemy there will never be peace -- not in Israel nor in any other place in the world.This year's march gave the Hanukkah celebration a special and unique meaning in the midst of the terror coming against Israel. The light and the heritage that the Faithful Movement carried with them from Modi'in to the Temple Mount lit up the darkness of these times and brought great hope and strength to Israel and all over the world.The march began in Modi'in. There the people stood before the tombs of the Maccabees and commemorated their heritage of 2,143 years ago. It was then that the Maccabees started the great revolt against the Hellenistic Greek empire, which occupied the Land of Israel and persecuted the Israelis. They forced them to accept their pagan Hellenist culture and faith. More than this, they placed their idolatrous stature in the holy of holies in the Temple in Jerusalem. It was at that critical moment that the G-d of Israel raised up His messengers, the Maccabees. The revolt of the Maccabees started in the small village of Modi'in. The man chosen by G-d to begin this revolution was the high priest Mattityahu V'Hashmonean, together with his five sons. Mattityahu was the high priest of the Temple. He could not fulfill his tasks, however, because the Greeks had stopped all Jewish worship in the Temple. Mattityahu V'Hashmonean, who represented the clean and holy spirit of Israel, could not accept this situation and he started the revolt. Soon the faithful people of G-d in Modi'in joined him, and began the battle against the Greeks -- the greatest empire at that time which controlled most of the world.The campaign, as we said, started in Modi'in, a small village of priests, located 22 miles from Jerusalem. When they started the revolt, their first goal was to liberate Jerusalem, purify the Temple Mount, and renew the worship of G-d. They began as a small group but the G-d of Israel was with them. He fought with them and they had victory after victory, all the way to the Temple Mount. Along the way, more and more Israelis joined the army of the Maccabees. They were, however, still a minority compared to the great army of the Greek empire. Yet they came to Jerusalem after many great victories. They immediately went up to the Temple Mount and removed the pagan Greek idols from the hill of G-d. They then purified the Temple and renewed the worship in the Temple. Once the Temple was liberated, they continued their campaign to liberate all the Land of Israel and to remove the pagan Greek enemy from the Land. They succeeded with this as well. Once again, the G-d of Israel fought together with them and gave them victory after victory. Once the Greek enemy was removed from all the Land of Israel, the Maccabees began a campaign to re-educate the people who had accepted the Hellenistic, pagan culture, in order to bring them back to the G-d of Israel. Not only did the Maccabees liberate the Temple Mount and re-establish worship in the Temple, and liberate all the Land of Israel, but they also saved forever the identity of the people of Israel, which was in great danger of being lost. The revolt and the campaign of the Maccabees is considered even today as one of the greatest moments of the appearance of the G-d of Israel. For He had dedicated them to be a holy nation, a kingdom of priests, and a light to the nations, exactly as He had spoke to the people of Israel, seen in Exodus 19.5-6.

The Temple Mount and Land of Israel Faithful Movement considers itself to be a continuance of the Maccabees in this very special time in which we now live. The Faithful Movement is now engaged in the same campaign -- a holy campaign -- and the same battle -- a holy, spiritual battle -- to remove the Arab Islamic enemy from the Temple Mount, to purified it and to build the Temple of G-d, that it will be a house of worship, love and prayer, not only for Israel, but for all the nations. This is exactly as G-d spoke through His prophetic word in Isaiah 56. It is a message of the G-d of Israel to His people at this time, the endtimes that we are now experiencing, as He shared with us through Isaiah (2.1-4), and through Micah (4.1-4). He said to Israel that in the last days, in the endtimes, the house of the L-rd will be established on the highest of the mountains, and be exalted above the hills, and all the nations will flow to Jerusalem, to the G-d of Jacob, to learn His ways, and Torah will go out from Jerusalem to all the nations of the world. Only then will real peace come to all mankind. All the nations will no longer learn war, they will change their weapons of war to agricultural vessels. The Kingdom of G-d will be established, and His morals, His word, His principals, the moral way of life of G-d will go out from the Temple Mount in Jerusalem, to all the nations of the world.The destiny of all the world will be decided on the Temple Mount and in Jerusalem, exactly as in the time of the Maccabees. This is the message of the Temple Mount and Land of Israel Faithful Movement today to the people of Israel and to all the world. As the Maccabees and King David did, let us go up to the hill of G-d to liberate it, to purify it, and to immediately rebuild the Temple, in our generation, exactly as G-d is expecting us to do, without delay. Two thousand years of destruction are enough. Hundreds of years of prayer and worship at the Western Wall, outside of the Temple Mount, is over. The Temple Mount Faithful Movement is calling Israel to go up to the Temple Mount, to build the house of the L-rd, in order to begin the great messianic event -- the coming of Mosiach ben David to Jerusalem. This is the message that we brought from Modi'in to the Temple Mount, to the people of Israel and to all the world.This exciting event started, as we said above, in Modi'in. The members of the Temple Mount Faithful Movement, and the many Israelis who were joined to them, stood in the front of the tombs of Mattityahu and his five sons, and the tombs of his soldiers and followers that made this great revolution. In the front of the tombs we lit the Hanukkah menorah and commemorated the great event. We swore faithfulness to our godly heritage, calling to Israel to do what they had done in another time in the critical history of Israel, so similar to our time. Gershon Salomon, the head of the Temple Mount Faithful, spoke to the Arab and Islamic enemies of Israel the same message that Shimon the Maccabee, one of the five sons of Mattityahu, spoke to the Greek ruler of the Land of Israel when the Greek leader said that the Maccabees were going to take land that does not belong to them. Shimon the Maccabee told him, We took not a foreign land, we took the land that G-d gave us in an eternal covenant. This land was taken and occupied by you and other foreigners against the word of G-d and now we are taking back the land that belongs to the God and the people of Israel. Gershon also spoke the godly message that Nehemiah gave to the Arabs in his time when they came to take Jerusalem and the land from the people of Israel:So said Nehemiah, Then I answered them, and said to them [the Arabs], The G-d of heaven will make us prosper and we His servants will arise and build but you have no portion, no right, no memorial in Jerusalem. Nehemiah 2.20 This is the same message to the Arab and Islamic enemies of Israel today that want to take Jerusalem, the Temple Mount, and all the land of Israel, who want to destroy Israel and to stop the godly event of redemption of the people and the land of Israel.

It was a very exciting moment. We could feel the Presence of the G-d of Israel among the new Maccabee messengers in the land of Israel today. As we lit the Hanukkah menorah, we felt like Mattityahu, his sons, and the heroic Maccabees were with us together. Like them, our eyes and our hears were lifted to one place: Jerusalem and the Temple Mount -- the place of the first, the second, and the soon-to-be built third Temple. After this exciting moment, the youth of the Temple Mount Faithful Movement lit the torch of the Maccabees and ran out of Modi'in and on to Jerusalem. The rest of the marchers then continued on their way from Modi'in, stopping at the tomb of Samuel, the great prophet who anointed King David. We lit the menorah in this place and proclaimed that we will continue what King David started 3,000 years ago. Finally, we arrived in Jerusalem, where we entered the biblical city through the Jaffa Gate. This is the same gate where the Maccabees entered into the city to liberate it from the control of the pagan Greek enemy. In the middle of the plaza of the Jaffa gate, we again lit the menorah. For us it was more than just a symbolic moment -- lighting the menorah at the same place where the Maccabees began their great campaign. In this place we shared a message to our enemies, mainly to the president of Iran and his allies. In the past year he stated again and again that he is preparing nuclear weapons to destroy Israel in order to remove it from the map of the world. It was in this place that the Maccabees declared to their Greek enemies that they have no right in the land, telling them to go away and leave it to the people of G-d. Gershon said to Ahmadinejad, the leader of Iran, and to all the Islamic terrorist and Arab nations, The G-d of Israel is together with His people, and you'll have no chance to touch or destroy the people of G-d, or to stop the march of the G-d of Abraham, Isaac, and Jacob to His holy city and to His holy hill that He may establish His Kingdom in His holy land -- the land that He gave only to the people of Israel in an eternal covenant. Like all the enemies of Israel, you Ahmadinejad, and all the Arab, Islamic enemies of Israel, are going to be charged by G-d, and like all the enemies of Israel that came against them in biblical times, you will be defeated by the G-d of Israel and His faithful Israeli soldiers. You will be removed from the world like all the enemies of Israel in the past. What you prepare for Israel will be your destiny. The godly event of the redemption of Israel and Jerusalem will continue and will be soon completed. Then the light of the Hanukkah menorah, the light of G-d, will light all the land of Israel and all the world and will open a great, godly time for all mankind.From the Jaffa Gate, the Temple Mount Faithful marchers continued to the Temple Mount in the same way as the Maccabees. When we arrived at the Temple Mount, we swore what our forefathers swore 2,586 years ago after the destruction of the first Temple, and what our forefathers swore in the year 70 CE when the second Temple was destroyed. We swore, If I forget you, O Jerusalem, let my right hand forget her cunning. If I do not remember you let my tongue cleave to the roof of my mouth, if I do not set Jerusalem above my highest sorrow and joy" (Psalm 137.5-6). We swore it in the name of all the people of Jerusalem, and even in the name of so many brothers and sisters of Israel among the nations that stand today with such real and heroic faithfulness with the G-d and the people of Israel at this critical time.Then, we went to light the Hanukkah menorah in front of the Hulda Gate, the main gates of the Temple Mount. This was the main entrance to the Temple Mount where millions of Jews came from the city of David and other places three times a year, as a pilgrimage. The Arabs blocked these gates after they occupied the Temple Mount. They blocked them, together with the Eastern Gate, because they know that the Messiah will come through them in the endtimes to his holy hill, to redeem Israel. They also know that the people of Israel will once again enter the Temple Mount through the Hulda Gate, so they blocked these gates. They believe that by doing this they can stop the coming of the G-d of Israel and His Messiah back to His holy hill, to His holy Temple. Sometimes we feel that G-d has made His enemies stupid, like in biblical times. They really believe that by blocking the Eastern Gate and the Hulda Gate, and by locating a cemetery in front of the Eastern Gate, that they can stop the coming of G-d and His Messiah to their holy hill.

We stood in the front of the Hulda Gate with great excitement as we felt millions of Israelis walking on the same ground, on the same steps, back to the Temple Mount to worship in the Temple. We strongly felt the Presence of G-d. His spirit was among us, as if He was telling us, I waited for you for almost 2,00 years. Open the gates and build My house exactly as I told King David. We could also feel the presence of the spirit of King David among us. At this very exciting moment, for the very first time in the history of Israel, Israelis came to light the Hanukkah menorah -- which is so similar to the Temple menorah -- in the front of the holy gates of the Temple Mount. When we lit the menorah, our friends blew the two silver trumpets that the Faithful Movement reconstructed according to the biblical law to be used in the Temple. The sound of the trumpets was loud, and it was sent directly to the location of the Temple, in the middle of the Temple Mount. Gershon called upon the Israeli leadership and government and the people of Israel to immediately open the Hulda Gates for Israeli worshipers so that they might enter the Temple Mount in the same way that our forefathers had entered. He said for them to do it without delay as this is what G-d has been expecting Israel to do for so many years. Gershon also called upon the people of Israel to stop praying and worshiping outside of the Temple Mount, near the Western Wall as it is an expression of exile and destruction. He called upon them to go up and pray and worship on the holy hill of G-d, to immediately start building the Temple of G-d. This exciting, godly event ended with the song of Hatikvah -- a song of great hope for Israel and all our wonderful friends around the world for the rebuilding of the Temple and the coming of Moshiach ben David in the life of our generation.Everyone who reads this exciting report is called to read Psalm 122, to stand strongly with the G-d of Abraham, Isaac, and Jacob, and His messengers from the Temple Mount and Land of Israel Faithful Movement. ADDIS ABABA (Reuters) – African leaders on Sunday again delayed concrete moves toward creating a United States of Africa, despite a long campaign by Libya's Muammar Gaddafi.Gaddafi and other supporters like Senegal's President Abdoulaye Wade, have been calling for years for an accelerated process toward a union government, saying it is the only way to meet the challenges of globalization, fighting poverty and resolving conflicts without Western interference.But they are opposed by other nations, headed by economic powerhouse South Africa, who see such an idea as a distant and impractical prospect.Gaddafi's proposal dominated a sometimes heated African Union (AU) summit in Ghana in 2007, but no deal was reached.

The previous AU summit in Egypt last July produced a skeleton agreement and the first day of the current meeting in Ethiopia was devoted to the union proposal.
Tanzanian President Jakaya Kikwete told a news conference on Sunday night the meeting had agreed only to change the name of the current AU Commission into an authority, rejecting a proposal by the body itself to transform it immediately into a union government.Kikwete, the current AU chairman, said this would infringe the sovereignty of the AU's 53 states.In principle, we said the ultimate is a United States of Africa, Kikwete added, insisting the authority would have a bigger mandate, bigger budget and bigger capacities than the existing commission.But he was vague on how its powers would expand.Gaddafi has previously berated African leaders for delaying on his unity proposal, but asked about the often fiery Libyan leader's reaction, Kikwete said: He was very supportive.The Tanzanian president said the Addis summit would agree by its close on Wednesday on the new authority's structures but it would not be launched until the next summit in July. He said this would move the continent closer to a union government.

NEW AUTHORITY

The new authority would have a president and vice president, and current AU commissioner positions would be transformed into the secretaries of areas of shared competence including poverty reduction, infrastructure, disease epidemics, peace and security and transnational crime and terrorism.AU Commission chairman Jean Ping said recently that views on the speed of integration varied from nine to 35 years, but the continent needed to speak with a united voice to be heard in international negotiations on trade and other issues including climate change.One east African delegate, who asked not to be named, said earlier that the summit felt obliged to discuss Gaddafi's pet project because of the large sums of money he has poured into parts of the continent.It is important to him, so they will discuss it. But the challenges of making it work, obviously, are vast, he said.The official theme of this week's summit at the AU headquarters in Addis Ababa is boosting infrastructure, which experts say is essential if Africa is to weather the global financial crisis.

But conflict and crisis in Sudan, Somalia, Zimbabwe and eastern Democratic Republic of Congo are expected, as usual at AU summits, to overshadow the official agenda.

What is the Federal Reserve and what does it do? FEB 1,09

Periodically, I hear about the Federal Reserve raising interest rates or lowering interest rates. But what is the Federal Reserve? Is it a governmental body or a private one? Does it just set interest rates or does do other things? The Federal Reserve is considered an independent central bank. It is independent since its decisions do not have to be ratified by the President or Congress. The Federal Reserve System was created by Congress in 1913 to provide for the establishment of Federal reserve banks, to furnish an elastic currency, to afford means of rediscounting commercial paper, to establish a more effective supervision of banking in the United States, and for other purposes.

While the Federal Reserve is an independent institution, it is still accountable to Congress. The Constitution gives Congress the power to coin money and set its value. Congress delegated this power to the Federal Reserve in the 1913 Federal Reserve Act, but still maintains oversight authority. Under the Humphrey-Hawkins Act of 1978, the Federal Reserve must submit a report on the economy to Congress by February 20 and July 20 of each year. Alan Greenspan, the current Chairman of the Federal Reserve Board of Governors, is called to testify on the report before Senate and House Committees. The Federal Reserve System is made up of a Board of Governors and twelve regional Federal Reserve Banks located in major cities throughout the country. There are seven members that sit on the Board of Governors. Each member must be nominated by the President of the United States and confirmed by the Senate. Members are appointed to serve 14-year nonrenewable terms. The President also nominates members of the Board to serve as Chair and Vice Chair for four-year renewable terms. These appointments must also be confirmed by the Senate. The most important policy making body of the Federal Reserve System is the Federal Open Market Committee (FOMC). It is composed of the seven Governors, the president of the Federal Reserve Bank of New York, and four other Reserve Bank presidents that serve on a rotating basis. The FOMC can effect monetary policy through the use of three tools: Open market operations--the buying and selling of U.S. government securities.
Altering reserve requirements--the amount of funds that commercial banks must hold in reserve against deposits.

Adjusting the discount rate--the interest rate charged to commercial banks.
These tools can be used to tighten or expand the money supply. For example, if the FOMC wanted to control inflation, it could restrict the nation's money supply by selling government securities and raising the amount of money that banks need to set aside for reserve requirements. Both of these actions would take money out of circulation. In theory, a smaller supply of money would lead to less spending which would lead to lower prices. The FOMC can also raise interest rates to help control inflation. By making money more expensive to borrow, consumers would be more likely to save money rather than spend it. This could also lead to lower prices. The FOMC meets eight times during the year to consider economic developments and to vote on policy. In the past 12 months, Federal Reserve officials have raised interest rates six times. During the FMC's last meeting on May 16, the committee voted to raise short-term interest rates by half of a percentage point to 6.5%, the highest level since 1991. This was done in an effort to slow the pace of the U.S. economy and keep inflation at a low, manageable level. Since the FOMC meeting in May, many observers have speculated about the Federal Reserve's likely actions when it next meets on June 27-28. One good indicator of the Fed's likely actions is the Beige Book it releases two weeks before each of its policy meetings. The Beige Book is a survey of economic conditions across the country and is used as a reference for Fed officials when considering monetary policies, such as interest rate hikes. The Federal Reserve is primarily concerned about inflation and many speculate that higher inflation may lead to another increase in interest rates.

The Fed's latest report was released June 14 and showed a leveling off of the Consumer Price Index (a broad measure of the prices of goods in the economy) for the month of May. However, the report also showed that long-term inflation, measured over a 12-month period, was up from last year. Furthermore, many expect that rising gasoline costs will contribute to a higher Consumer Price Index for the month of June. Below are excerpts from a court case proving the Federal Reserve system's status. As you will see, the court ruled that the Federal Reserve Banks are independent, privately owned and locally controlled corporations, and there is not sufficient federal government control over detailed physical performance and day to day operation of the Federal Reserve Bank for it to be considered a federal agency:

Plaintiff, who was injured by vehicle owned and operated by a federal reserve bank, brought action alleging jurisdiction under the Federal Tort Claims Act. The United States District Court for the Central District of California, David W. Williams, J., dismissed holding that federal reserve bank was not a federal agency within meaning of Act and that the court therefore lacked subject-matter jurisdiction. Appeal was taken. The Court of Appeals, Poole, Circuit Judge, held that federal reserve banks are not federal instrumentalities for purposes of the Act, but are independent, privately owned and locally controlled corporations.

On July 27, 1979, appellant John Lewis was injured by a vehicle owned and operated by the Los Angeles branch of the Federal Reserve Bank of San Francisco. Lewis brought this action in district court alleging jurisdiction under the Federal Tort Clains Act (the Act), 28 U.S.C. Sect. 1346(b). The United States moved to dismiss for lack of subject matter jurisdiction. The district court dismissed, holding that the Federal Reserve Bank is not a federal agency within the meaning of the Act and that the court therefore lacked subject matter jurisdiction. We affirm.

In enacting the Federal Tort Claims Act, Congress provided a limited waiver of the sovereign immunity of the United States for certain torts of federal employees. . . . Specifically, the Act creates liability for injuries caused by the negligent or wrongful act or omission of an employee of any federal agency acting within the scope of his office or employment. . . . Federal agency is defined as:
the executive departments, the military departments, independent establishments of the United States, and corporations acting primarily as instrumentalities of the United States, but does not include any contractors with the United States.

28 U.S.C. Sect. 2671. The liability of the United States for the negligence of a Federal Reserve Bank employee depends, therefore, on whether the Bank is a federal agency under Sect. 2671.

Examining the organization and function of the Federal Reserve Banks, and applying the relevant factors, we conclude that the Reserve Banks are not federal instrumentalities for purpose of the FTCA, but are independent, privately owned and locally controlled corporations.

Each Federal Reserve Bank is a separate corporation owned by commercial banks in its region. The stockholding commercial banks elect two thirds of each Bank's nine member board of directors. The remaining three directors are appointed by the Federal Reserve Board. The Federal Reserve Board regulates the Reserve Banks, but direct supervision and control of each Bank is exercised by its board of directors. 12 U.S.C. Sect. 301. The directors enact by-laws regulating the manner of conducting general Bank business, 12 U.S.C. Sect. 341, and appoint officers to implement and supervise daily Bank activities. These activites include collecting and clearing checks, making advances to private and commercial entities, holding reserves for member banks, discounting the notes of member banks, and buying and selling securities on the open market. See 12 U.S.C. Sub-Sect. 341-361. Each Bank is statutorily empowered to conduct these activites without day to day direction from the federal government. Thus, for example, the interest rates on advances to member banks, individuals, partnerships, and corporations are set by each Reserve Bank and their decisions regarding the purchase and sale of securities are likewise independently made. It is evident from the legislative history of the Federal Reserve Act that Congress did not intend to give the federal government direction over the daily operation of the Reserve Banks: It is proposed that the Government shall retain sufficient power over the reserve banks to enable it to exercise a direct authority when necessary to do so, but that it shall in no way attempt to carry on through its own mechanism the routine operations and banking which require detailed knowledge of local and individual credit and which determine the funds of the community in any given instance. In other words, the reserve-bank plan retains to the Government power over the exercise of the broader banking functions, while it leaves to individuals and privately owned institutions the actual direction of
routine.

The fact that the Federal Reserve Board regulates the Reserve Banks does not make them federal agencies under the Act. In United States v. Orleans, 425 U.S. 807, 96 S.Ct. 1971, 48 L.Ed.2d 390 (1976), the Supreme Court held that a community action agency was not a federal agency or instrumentality for purposes of the Act, even though the agency was organized under federal regulations and heavily funded by the federal government. Because the agency's day to day operation was not supervised by the federal government, but by local officials, the Court refused to extend federal tort liability for the negligence of the agency's employees. Similarly, the Federal Reserve Banks, though heavily regulated, are locally controlled by their member banks. Unlike typical federal agencies, each bank is empowered to hire and fire employees at will. Bank employees do not participate in the Civil Service Retirement System. They are covered by worker's compensation insurance, purchased by the Bank, rather than the Federal Employees Compensation Act. Employees travelling on Bank business are not subject to federal travel regulations and do not receive government employee discounts on lodging and services.

The Banks are listed neither as wholly owned government corporations under 31 U.S.C. Sect. 846 nor as mixed ownership corporations under 31 U.S.C. Sect. 856, a factor considered is Pearl v. United States, 230 F.2d 243 (10th Cir. 1956), which held that the Civil Air Patrol is not a federal agency under the Act. Closely resembling the status of the Federal Reserve Bank, the Civil Air Patrol is a non-profit, federally chartered corporation organized to serve the public welfare. But because Congress' control over the Civil Air Patrol is limited and the corporation is not designated as a wholly owned or mixed ownership government corporation under 31 U.S.C. Sub-Sect. 846 and 856, the court concluded that the corporation is a non-governmental, independent entity, not covered under the Act.

Additionally, Reserve Banks, as privately owned entities, receive no appropriated funds from Congress. . . .

Finally, the Banks are empowered to sue and be sued in their own name. 12 U.S.C. Sect. 341. They carry their own liability insurance and typically process and handle their own claims. In the past, the Banks have defended against tort claims directly, through private counsel, not government attorneys . . ., and they have never been required to settle tort claims under the administrative procedure of 28 U.S.C. Sect. 2672. The waiver of sovereign immunity contained in the Act would therefore appear to be inapposite to the Banks who have not historically claimed or received general immunity from judicial process.

[3] The Reserve Banks have properly been held to be federal instrumentalities for some purposes. In United States v. Hollingshead, 672 F.2d 751 (9th Cir. 1982), this court held that a Federal Reserve Bank employee who was responsible for recommending expenditure of federal funds was a public official under the Federal Bribery Statute. That statute broadly defines public official to include any person acting for or on behalf of the Government. . . . The test for determining status as a public official turns on whether there is substantial federal involvement in the defendant's activities. United States v. Hollingshead, 672 F.2d at 754. In contrast, under the FTCA, federal liability is narrowly based on traditional agency principles and does not necessarily lie when the tortfeasor simply works for an entity, like the Reserve Banks, which perform important activities for the government.

[4, 5] The Reserve Banks are deemed to be federal instrumentalities for purposes of immunity from state taxation. . . . The test for determining whether an entity is a federal instrumentality for purposes of protection from state or local action or taxation, however, is very broad: whether the entity performs an important governmental function. . . . The Reserve Banks, which further the nation's fiscal policy, clearly perform an important governmental function.

Performance of an important governmental function, however, is but a single factor and not determinative in tort claims actions. . . . State taxation has traditionally been viewed as a greater obstacle to an entity's ability to perform federal functions than exposure to judicial process; therefore tax immunity is liberally applied. . . . Federal tort liability, however, is based on traditional agency principles and thus depends upon the principal's ability to control the actions of his agent, and not simply upon whether the entity performs an important governmental function. . . .

Brinks Inc. v. Board of Governors of the Federal Reserve System, 466 F.Supp. 116 (D.D.C.1979), held that a Federal Reserve Bank is a federal instrumentality for purposes of the Service Contract Act, 41 U.S.C. Sect. 351. Citing Federal Reserve Bank of Boston and Federal Reserve Bank of Minneapolis, the court applied the important governmental function test and concluded that the term Federal Government in the Service Contract Act must be liberally construed to effectuate the Act's humanitarian purpose of providing minimum wage and fringe benefit protection to individuals performing contracts with the federal government. Id. 288 Mich. at 120, 284 N.W.2d 667.

Such a liberal construction of the term federal agency for purposes of the Act is unwarranted. Unlike in Brinks, plaintiffs are not without a forum in which to seek a remedy, for they may bring an appropriate state tort claim directly against the Bank; and if successful, their prospects of recovery are bright since the institutions are both highly solvent and amply insured. For these reasons we hold that the Reserve Banks are not federal agencies for purposes of the Federal Tort Claims Act and we affirm the judgement of the district court.

It is clear from this that in some circumstances, the Federal Reserve Bank can be considered a government instrumentality, but cannot be considered a federal agency, because the term carries with it the assumption that the federal government has direct oversight over what the Fed does. Of course it does not, because most people who know about this subject know that the Fed is politically independent.The only area where one might disagree with the judge's decision is where he states that the Fed furthers the federal government's fiscal policy, and therefore performs an important governmental function. While we would like to think that the federal government and the Fed work cooperatively with each other, and they may on occasion, the Fed is by no means required to do so. One example is where Rep. Wright Patman, Chairman of the House Banking Committee, said in the Congressional Record back in the '60s, that depending on the temperament of the Fed's Chairman, sometimes the Fed worked with the government's fiscal policy, and other times either went in the complete opposite direction, or threatens to do so in order to influence policy.

The common claim that the Fed is accountable to the government, because it is required to report to Congress on its activities annually, is incorrect. The reports to Congress mean little unless what the Chairman reports can be verified by complete records. From its founding to this day, the Fed has never undergone a complete independent audit. Congress time after time has requested that the Fed voluntarily submit to a complete audit, and every time, it refuses. Those in the know about the Fed, realize that it does keep certain records secret. The soon-to-be-former Chairman of the House Banking Committee, Henry Gonzales, has spoken on record repeatedly about how the Fed at one point says it does not have certain requested records, and then it is found through investigation that it in fact does have those records, or at least used to. It would appear that the Fed Chairman can say anything he wants to to Congress, and they'll have to accept what he says, because verification of what he says is not always possible.

If George W. Bush's upcoming global summit on how to fix the world's broken financial system—an event proposed by several European presidents and prime ministers—is to be a serious effort, the leaders should begin laying the groundwork for establishing a global central bank.The idea of such an institution would have been a political nonstarter before the current debacle. The crises of the last several decades—the Latin American debt meltdown in the early 1980s, the stock-market crash in 1987, the savings and loan collapse of the early 1990s, the Asian financial blowup of the late.1990s, the Internet-stock collapse earlier in this decade—did not involve the extent of global linkages among financial institutions or the mind-boggling consequences of complex securities that we are seeing today. In none of these previous blowups did the global credit system shut down, as it did in recent weeks; in none did governments in both the industrialized and developing world intervene so massively, coming close to nationalizing the entire global banking system.And in none was it so clear that there is no effective governing authority at the center of global finance. There was a time when the U.S. Federal Reserve played this role, as the prime financial institution of the world's most powerful economy, overseeing the one global currency. But with the growth of capital markets, the rise of currencies like the euro and the emergence of powerful players such as China, the shift of wealth to Asia and the Persian Gulf and, of course, the deep-seated problems in the American economy itself, the Fed no longer has the capability to lead singlehandedly.

After World War II, the IMF was designed to be a central financial institution, too. But over the decades it has had less and less influence on the rich industrialized nations. Its credibility with Asia and Latin America has also waned. It is still involved in bailouts for countries such as Iceland and Pakistan, but its once central role in protecting global stability is clearly over. And most important, its political legitimacy is deeply flawed, because its management structure reflects the 1950s, with Belgium having more voting power than China.In the future, a global central bank is needed to oversee the rudderless global financial system. There are a number of critical functions it could perform.It could be the lead regulator of big global financial institutions, such as Citigroup or Deutsche Bank, whose activities spill across borders. It could monitor risks that are building in the global market and create an early-warning system that alerts banks and national regulators that trouble is coming, and pushes them to modify their policies.It could act as a bankruptcy court when big global banks that operate in multiple countries need to be restructured. It could oversee not just the big commercial banks, such as Mitsubishi UFJ, but also the alternative financial system that has developed in recent years, consisting of hedge funds, private-equity groups and sovereign wealth funds—all of which are now substantially unregulated.A new institution could have influence over key exchange rates, and might lead a new monetary conference to realign the dollar and the yuan, for example, for one of its first missions would be to deal with the great financial imbalances that hang like a sword over the world economy.

A global central bank would not eliminate the need for the Federal Reserve or other national central banks, which will still have frontline responsibility for sound regulatory policies and monetary stability in their respective countries. But it would have heavy influence over them when it comes to following policies that are compatible with global growth and financial stability. For example, it would work with key countries to better coordinate national stimulus programs when the world enters a recession, as is happening now, so that the cumulative impact of the various national efforts do not so dramatically overshoot that they plant the seeds for a crisis of global inflation. This is a big threat as government spending everywhere goes into overdrive.The IMF could continue to exist, but its board would have to be restructured, its bailout role for smaller nations carefully defined, and its directions—including the severity of the conditions it imposes on borrowers—would have to come from the new central bank.To give it legitimacy, a global central bank would have to be governed in light of political realities. That means that its board would include not only the top financial officials of the United States, the U.K., the euro zone and Japan, but also China, Saudi Arabia, Brazil, South Africa and perhaps a few others.If a global central bank had existed before today's financial crisis, it could have sounded a shrill warning about irresponsible financial transactions much earlier; and if it had been set up with the enforcement teeth it deserves, it would have had the clout to demand, perhaps as early as 2005, that banks and other financial institutions start building reserves when times were booming, rather than allow them to maintain lower reserves precisely because profits were soaring. It would have seen that financial institutions were accumulating debt that was 30 times their capital and imposed—or caused national central banks to impose—more sober leverage ratios.A global central bank worth its salt would have reined in not just commercial banks but also loosely-regulated investment banks, because all such institutions would have been obligated to adhere to the global banks' regulatory standards or else be blacklisted in global markets. It would have intervened to deal with Lehman Brothers and AIG, both with truly global reach, and thereby put the burden not just on American taxpayers but also taxpayers of other countries who used these institutions' services.Had it existed, a global central bank would have acted without the air of panic that has been exhibited by national central banks and finance ministries in this meltdown. Ideally, it would have gathered its governing board well in advance of a financial blowup to execute a coordinated rescue and global-stimulus plan, part of what should be its ongoing role of preparing for crises.

It would be hard to overestimate the political pushback that any official proposal for a global central bank would draw from various constituencies, most especially within the United States. Among their many charges, critics will protest the establishment of world government. But we have a World Trade Organization with legally binding powers over trade disputes. We have a World Health Organization for communicable disease with the ability to quarantine entire countries. And a World Court functions today that has considerable legal and moral clout.No one should want too much globally centralized oversight. But the world's gathering misery shows that too little leadership from the center can be equally dangerous. The November summit itself won't solve anything, but if it gave instructions to finance ministers and central bankers to explore what a new central bank could do, with a deadline to come back with concrete ideas shortly after a new U.S. president is inaugurated, it will have made real progress on one of the great problems of our times.Garten is the Juan Trippe Professor of international trade and finance at the Yale School of Management.2008

Our financial overseers will create a world central bank in the next few years. Growing higher consciousness in the world will enable it to become a reality. This bank will have a mandate to monitor, regulate, and maintain global currency, credit, and debt issuance. It will ensure that growth of these activities roughly matches global economic output. It will come about as the chaos and inadequacies engendered in our present monetary system become evident to everyone and a world central bank seen as the best solution.Individuals and groups in financial markets everywhere, lacking inner fulfillment, have demonstrated inordinate greed resulting in reckless financial games and gambling – are bringing the financial system to its knees.Such mismanagement in the financial system, I believe, will require the new world central bank to disallow banks everywhere from continuing in unfettered debt creation and speculative excesses. In search of ever higher returns, banks created overly lax lending standards, highly leveraged loans, obscure financial entities bearing major financial risks unconsolidated in their financial statements, and generally ran down the quality of their assets and reserves to unsafe levels.

Shadow banking system larger than conventional banking
All the while an even bigger, massively leveraged, totally unregulated, thinly capitalized, shadow-banking system was allowed to balloon by bank regulators. And it is now in the process of imploding! Bill Gross, managing director of PIMCO, the world’s largest bond fund, said this recently about the shadow banking system: Our modern shadow banking system craftily dodges the reserve requirements of traditional institutions and promotes a chain letter, pyramid scheme of leverage, based in many cases on no reserve cushion whatsoever.Due to the enormous growth of irresponsible central bank and banking activities globally, plus the vast, mushrooming credit creation of the shadow banking system – the world’s money supply is expanding out-of-control.

Unprecedented money supply growth creates inflation as bad as 1970s
Globally we see that, China [is] registering an 18% plus growth in money, India 22.4% a year growth, Singapore 14%, Britain up by 12.3%, Western Europe 11.5%, Australia 16%, Canada 13%, and Saudi Arabia 22%! So says The Mogambo Guru, Richard Daughty. These are broad money supply figures. John Williams of www.shadowstats.com shows the US broad measure of money supply, as of early February 2008, increasing at annual rate of 16.8%. (The US Federal Reserve stopped publishing this measure in March 2006 claiming it costs too much to produce. Many economists suspect that they just wanted to hide the ramping-up of the US money supply.)Even Marketwatch’s chief economist, Irwin Kellner, is concerned about US money supply growth. He said recently, that, The rate of growth for highly liquid funds which the St. Louis Fed calls MZM [i.e. physical money, checking and money market accounts, etc.]… soared by an annual rate of 22.7% between December 24, 2007 and February 18 of this year. He adds, it has created a whole lot of inflation.The link between an expanding money supply and inflation is firmly established. As the Bank of England’s Governor, Mervyn King quoting a highly respected study, said, that Over the 30 year horizon 1968-98, the correlation coefficient between the growth rates of both narrow and broad money, on the one hand, and inflation, on the other, was 0.99. Thus in the words of Milton Friedman, the recently deceased Nobel Economics prize winner, inflation is always and everywhere a monetary phenomenon.

In the US, consumer price inflation using the politically biased, understated, consumer price index (CPI-U) is in January 2008 up 4.3% from a year earlier. But using the CPI methodology as of 1980, it is almost hyperinflationary at close to 12%! Inflation in China is now running at 8.7%, while in the EU and the UK, though more moderate at 3.4% and 3.1% respectively, it is picking-up significantly and well above their respective central bank targets.The foregoing suggests that the present global monetary and financial system is reaching a state of extraordinary instability. The danger is the possibility of rapidly growing, unstoppable inflation culminating in a hyperinflationary episode such as is now occurring in Zimbabwe. Or, a threat of a deflationary bust similar to the Great Depression.

Higher consciousness the only real answer
The only real answer to such economic threats is higher global consciousness. This, I am convinced, will gain traction. (See my post, The Missing Ingredient In Economics — Consciousness!). In future years, this higher consciousness will, amongst other things, first manifest itself by allowing our financial overseers to see the need for, and create, a world central bank. In ages past central banks utilized gold to help create monetary order. A new world central bank might well find a role for gold again, but in an updated, modern form. Barack Obama was groomed for the presidency by key members of the Trilateral Commission. Most notably, it was Zbigniew Brzezinski, co-founder of the Trilateral Commission with David Rockefeller in 1973, who was Obama’s principal foreign policy advisor.The Obama presidency is a disingenuous fraud. According to official Trilateral Commission membership lists, there are only 87 members from the United States (the other 337 members are from other regions). Thus, in less than two weeks since his inauguration, Obama’s appointments encompass more than 10% of Commission’s entire U.S. membership.Is this a mere coincidence or is it a continuation of dominance over the Executive Branch since 1976? Laurence Summers, White House Economic Advisor, was mentored by former Treasury Secretary Robert Rubin during the Clinton administration.There are many other such links, but these are enough for you to get the idea of what’s going on here.

Analyze the positions

Notice that five of the Trilateral appointees involve the State Department, where foreign policy is created and implemented. Hillary Clinton is certainly in line with these policies because her husband, Bill Clinton, is also a member. What is more important than economic recovery? Paul Volker is the answer. What is more important than national intelligence? Thomas Donilon and Adm. Dennis Blair hold the two top positions.What is more important than the Treasury and the saving of our financial system? Timothy Geithner says he has the answers. This leaves Susan Rice, Ambassador to the United Nations. The U.N. is the chosen instrument for ultimate global governance. Rice will help to subvert the U.S. into the U.N. umbrella of vassal states.

Conflict of interest

Since 1973, the Commission has met regularly in plenary sessions to discuss policy position papers developed by its members. Policies are debated in order to achieve consensuses. Respective members return to their own countries to implement policies consistent with those consensuses.The original stated purpose of the Trilateral Commission was to create a New International Economic Order. Its current statement has morphed into fostering a closer cooperation among these core democratic industrialized areas of the world with shared leadership responsibilities in the wider international system. U.S. Trilateral members implement policies determined by a majority of non-Americans that most often work against the best interests of the country.How, you say? Since the administration of Jimmy Carter, Trilaterals held these massively influential positions:

Endgame is at hand

For the Trilateral crowd, the game is about over. The recent reemergence of original members Henry Kissinger, Zbigniew Brzezinski, Brent Scowcroft and Paul Volker serves to reinforce the conclusion that the New International Economic Order is near.The Trilateral Commission and its members have engineered the global economic, trade and financial system that is currently in a state of total chaos.

Does that mean that they have lost? Hardly.

Conclusion

The Obama presidency is a disingenuous fraud. He was elected by promising to bring change, yet from the start change was never envisioned. He was carefully groomed and financed by the Trilateral Commission and their friends.In short, Obama is merely the continuation of disastrous, non-American policies that have brought economic ruin upon us and the rest of the world. The Obama experience rivals that of Jimmy Carter, whose campaign slogan was I will never lie to you.When the Democrat base finally realizes that it has been conned again (Bill Clinton and Al Gore were members), perhaps it will unleash a real political revolution that will oust Trilateral politicians, operatives and policies from the shores of our country.If the reader is a Democrat, be aware that many Republicans and conservatives are still licking their wounds after finally realizing that George Bush and Dick Cheney worked the same con on them for a disastrous eight years of the same policies!
