NEW YORK (Reuters) – More than 600,000 homes and businesses were still without power on Friday morning after snow and ice storms earlier this week left more than 1.5 million customers in the dark from Oklahoma to Pennsylvania, local utilities reported.The storms on January 27-28 hit Kentucky the hardest, leaving more than half a million customers without power.Officials at E.ON U.S., which owns Louisville Gas and Electric Co and Kentucky Utilities Co, said it could take up to two weeks to restore service to all 332,000 still without service.E.ON U.S., a subsidiary or German energy company E.ON AG, owns and operates about 8,000 megawatts of generating capacity and transmits and distributes electricity to more than 900,000 customers and natural gas to more than 325,000 customers in Kentucky.High temperatures in Louisville, the biggest city the Bluegrass State, will remain below normal in the 20s and 30s degrees Fahrenheit through Sunday, according to forecasts by AccuWeather.com.In Arkansas, another hard hit state, the electric cooperatives, which serve about 490,000 customers, said outages peaked at about 300,000. The co-ops still had about 178,000 homes and businesses in the dark Friday morning.After crashing across the Midwest, the storm dropped a lot of snow in the Northeast before moving off the East Coast into the Atlantic Ocean late Wednesday.Snow, however, does not disrupt power service like ice. Crews make some progress on ice storm outages By KRISTIN M. HALL, Associated Press Writer JAN 30,09

KDKA Pittsburgh MURRAY, Ky. – Utility crews made some progress Friday in restoring power to the more than 1.3 million homes and businesses darkened by an ice storm that crippled states from Missouri to West Virginia, but thousands were still bunking in toasty shelters because their homes had no water or heat.At Murray University in southwestern Kentucky, brothers Jim McClung, 42, and Dale Earnest, 38, were among those resting in every corner of a university theater. Some sprawled in aisles, propped in chairs or curled up on the stage. hey, like many others, ran out of food and water at their frigid, powerless home.I had no idea the storm was going to last this long, McClung said.Utility companies struggled through ice-encrusted debris into Friday morning as they worked to restore power, but warned it may not return until Saturday at the earliest. It could take until mid-February for some to come back online in the hardest-hit areas of Kentucky and Arkansas.I know everybody, including myself, would like this to be over today, tomorrow or yesterday, said Kentucky Gov. Steve Beshear, who toured some of the damage Thursday. It's going to take several days, if not weeks, to dig our way through all of this all across the state.For some, things were getting better. About 60,000 had power restored since Thursday, and with warmer temperatures predicted for the weekend, crews could make substantial progress in the next few days, said Public Service Commission spokesman Andrew Melnykovich. Still, some 547,000 homes and businesses were still in the dark —including about 172,000 in Louisville.Deputies trekked door-to-door in many communities to let people know where shelters were, forced to spread the word the old-fashioned way because cell phone and Internet service was spotty. Many Kentucky hotels offering discounted power outage rates reported being fully booked with people escaping frosty neighborhoods. Those who hunkered down in their homes face long lines to buy generators, firewood, groceries — even bottled water because power outages crippled local pumping stations.Truckloads of ready-to-eat meals, water and generators from the Federal Emergency Management Agency were expected to arrive Friday at a staging area in Fort Campbell, Ky., said Mary Hudak, a spokeswoman for FEMA's southeast region.In Paducah, Amber Fiers and her neighbor Miranda Brittan tried a half-dozen filling stations before finding one where they could buy kerosene. The two were in a line that swelled to 50 or more at the 13th Street Station, which began pumping kerosene after its owner set up a generator.

We got food, but I'm just worried about staying warm, said Brittan, who lives in Mayfield, adding she was frustrated by the search for supplies.By the time you hear about a place that's open they're out when you get there, she said.Roads were still littered with ice-caked power lines, downed trees and other debris. Help from around the country was arriving in convoys to assist the states with the worst outages.At a mall turned into a staging area in Barboursville, W.Va., crews in hard hats met Thursday alongside piles of poles, generators, wire and other supplies to find out where to go first.We're attacking it head on, said Appalachian Power spokesman Phil Moye. As long as the ice is still on the trees, the storm is still here.St. Louis-based AmerenUE said it had added 800 workers to power restoration efforts in southeast Missouri, and another 800 were expected Friday.In central Kentucky's Radcliff, John and Elsie Grimes lost power Monday night and needed police help to get out of their trailer and to a shelter Thursday morning set up by the local NAACP.

I've been sitting 'round for two days, eating cold hot dogs and bologna, said 70-year-old John Grimes, describing what he ate at home before coming to the shelter. he uses a wheelchair, is blind in one eye, and a diabetic. Since the storm began Monday, the weather has been blamed for at least 35 deaths, including six in Texas, nine in Arkansas, three in Virginia, six in Missouri, two in Oklahoma, two in Indiana, two in West Virginia, three in Kentucky and one in Ohio. Emergency officials feared that toll could rise if people stay in their homes without power for too long, because improper use of generators can cause carbon monoxide poisoning. Jimmy Eason was among those who decided to tough it out anyway in Velvet Ridge, Ark., gingerly stepping across his yard, watching for icicles falling from electrical wires. He was headed to his Ford F-150 pickup truck, which was warmer than his one-story house. I'm sleeping in a car, which is just fine, Eason, 74, said. There's nothing wrong with a car. Every couple of hours I turn it on, I let it run for 10 minutes and that keeps it pretty warm.Eason was trying to avoid boredom, and drove to Burger King to get a meal because he was tired of eating cold soup. It's kind of a chore to occupy your mind. I'm used to doing things and keeping busy, he said. You just have to endure a couple of days and it will be all right.

MELBOURNE, Australia – Southern Australia suffered Friday from a record-breaking heat wave that has threatened rural towns with wildfires and sent ambulance crews after heat-stressed patients.Melbourne, Australia's second-largest city recorded its third consecutive day of temperatures above 43 degrees Celsius (109 F) for the first time since 1855, when record-keeping began, the Bureau of Meteorology said.The temperature in Melbourne topped 45.1 C (113 F) on Friday ahead of a cooler change that might even bring some thunder showers, the bureau said.Adelaide, the other major city on the south coast, is expected to match its longest heat wave in a century by Monday, with six consecutive days exceeding 40 C (104 F). The heat there buckled train and tram lines.The high temperatures have afflicted tennis players and spectators alike this week at the Australian Open in Melbourne, where men's No. 3 seed Novak Djokovic retired ill from a game Tuesday after heat-related complaints.

The retractable roofs on Rod Laver Arena have been closed at least parts of the last three days.There was controversy Wednesday when they closed the roof during the match between Serena Williams and Svetlana Kutzetsova. The Russian had won the first set, but the break gave Williams time to recover and she rallied to win.Players complained that it felt like their feet were burning right through their shoes. DAVOS, Switzerland – Israeli President Shimon Peres said Friday his heated public exchange with Turkey's prime minister was not personal and ties between the two nations won't change.Peres defended his unusually passionate speech at a session of the World Economic Forum Thursday night as called for in response to the verbal assaults on Israel over its war in Gaza against Hamas.The remarks raised the emotions of Turkey's Recep Tayyip Erdogan, who stalked off the stage after a moderator insisted on cutting off his attempt to respond.Peres said he spoke afterward with Erdogan who returned to Turkey early Friday to a rousing welcome.I called him up and said, Yes, I do not see the matter as personal ... and the relations can remain as they are, Peres said. My respect for him didn't change. We had an exchange of views — and the views are views.He explained his outburst as the result of hearing Israel repeatedly criticized for its Gaza operation, which Israel sees as the fault of Hamas for continuing to shoot rockets into Israel and causing its citizens to sleep in fear.They try to make the Israeli policy an ugly story, he said, still sounding frustrated. Israel is a democracy. It is fighting one of the most dangerous, terroristic, dictatorial groups. All of a sudden to be a humanitarian is to support dictators, to support terror, to support killing innocent people.Late Thursday, Erdogan stressed he left the stage not because of a dispute with Peres but because he was not given time to respond. SKorea downplays NKorea's vow to drop peace pact By KWANG-TAE KIM, Associated Press Writer JAN 30,09

SEOUL, South Korea – North Korea's vow to abandon all peace agreements with Seoul drew a mild response Friday from South Korea's president, who continued to express optimism that the rivals could hold negotiations soon.President Lee Myung-bak dismissed the North's claim that his government's tougher policies were pushing the divided peninsula toward armed conflict.I hope North Korea understands that (South Korea) has affection toward the North, and I think that the two Koreas can hold negotiations before long, Lee said, without elaborating. Still, he was skeptical about sending an envoy to North Korea to help break the deadlock.Lee's comments came hours after the North vowed to abandon a nonaggression pact and all other peace agreements with South Korea. The communist country also said it would not respect a disputed sea border with the South.Some analysts characterized the rhetoric as just the latest in a nearly yearlong campaign to pressure Seoul's conservative, pro-U.S. president — and also attract the attention of President Barack Obama's new administration.Others saw signs the North is gearing up for armed provocation, possibly a naval skirmish over the Koreas' disputed Yellow Sea boundary — the scene of deadly battles between the two navies in 1999 and 2002.

In Washington, State Department spokesman Robert Wood said North Korea's motivation was unclear, but that its rhetoric is distinctly not helpful.He said North Korea's threats would not deter the United States from pursuing international talks meant to persuade it to abandon its nuclear weapons.Time is of the essence in the disarmament efforts and the matter is a priority for the new administration, Wood told reporters.

Lee described the North's remarks as not unusual and indicated Seoul will wait until North Korea is ready for talks in good faith.South-North relations should be at a starting point where they can trust, respect and talk to each other, Lee said in a televised round-table meeting.However, Kim Yong-hyun, a North Korea expert at Seoul's Dongguk University, said the North's comments could presage military moves.

This signals that North Korea will stage a provocation — probably near the maritime border, Kim said.Any skirmish would probably be limited in scale and intensity because North Korea is aware that serious clashes would irreparably harm relations with Seoul — and with Obama's administration, he said.South Korea's Defense Ministry said its troops remain on alert along its land and sea borders, although there were no unusual moves by the North's military.The two Koreas technically remain at war because their three-year conflict ended in 1953 with a truce, not a peace treaty. The peninsula remains divided by a heavily fortified border, with thousands of troops stationed on both sides.Relations had warmed considerably over the past decade, with previous liberal governments in Seoul adopting a sunshine policy in which aid was extended to the impoverished North as a way to facilitate reconciliation.But Lee has not pledged to observe accords signed by his predecessors — a stance North Korea says proves his hostility. The North cut off reconciliation talks soon after he took office nearly a year ago. On Friday, the North's Committee for the Peaceful Reunification of Korea — a ruling communist party organ in charge of ties with Seoul — declared all past peacekeeping accords with the South dead, claiming Lee was escalating tensions. The group of traitors has already reduced all the agreements reached between the North and the South in the past to dead documents, the committee said in a statement carried by the state-run Korean Central News Agency. Both Koreas are watching to see how Obama's North Korea policy takes shape. After eight years of icy relations with the Bush administration, North Korea hopes to have improved ties with Obama, analysts say. Obama has said he would be willing to meet with North Korean leader Kim Jong Il if it advances the effort to disarm the North of its nuclear capabilities. North Korea, which tested a nuclear device in 2006, signed a pact in 2007 with five other nations — the U.S., South Korea, Japan, Russia and China — in which it agreed to dismantle its nuclear program in exchange for aid. TSX down as commodities reverse course JAN 30,09

TORONTO (Reuters) – Toronto's main stock index turned negative on Friday morning as an early rush into commodity issues unwound and economic worries took hold.
Government data showed worsening economic conditions in Canada and the United States. The Canadian economy shrank more than expected in November, while the U.S. economy shrank in the fourth quarter at its fastest pace in nearly 27 years.

Earlier, before the market open, the price of gold had jumped to a three-month high, while the price of crude also firmed, suggesting a strong start for the TSX.Indeed, the index initially shot 1.5 percent higher on the strength in commodities, but gradually retreated into negative territory as the economic jitters took over.After a while, things settled down and we came back to reality, said Joe Ismail, technical analyst at Maison Placements Canada.At 10:50 a.m. EST, the Toronto Stock Exchange's S&P/TSX composite index was down 40.40 points, or 0.46 percent, at 8,722.36. Six of the TSX's 10 subindexes were lower, including the three most heavily weighted sectors -- the financials, energy and materials.Financials were down 1.1 percent, while the energy sector was 0.31 percent lower. The materials group slid 0.12 percent, though strength among gold producers, which benefited from investors' looking for safe havens, limited the losses.Among the key issues driving the index lower were Manulife Financial, down 2.1 percent at C$20.14, while fertilizer giant Potash Corp lost 1.8 percent to C$93.48.Advancers included Goldcorp, up 1.3 percent at C$36.58, while Canadian Oil Sands Trust rose 4.4 percent to C$19.31, up strongly for a second session. More EU money to be made available?

EU social affairs commissioner Vladimir Spidla has already said a number of times that he will encourage and use all the levers that he has at his disposition to make it easier for workers to keep their jobs and to find new jobs if they lose their jobs, Ms Hughes said.In particular we can be looking at things like the European social fund and the European globalisation fund.The European globalisation fund was launched in 2007 with the aim to help workers who have lost their job as a result of changing global trade patterns to find another job as quickly as possible.It has at its disposition €500 million per year, but only €60 million were used in its first year of existence.This figure was probably reflecting a different economic environment, as the commission has already received a number of requests for aid in the wake of the economic crisis, Ms Hughes explained.Consequently, Brussels will if necessary reconsider how much money is available to the European globalisation fund.

Increasing unemployment

Meanwhile, EU figures published on Friday showed that unemployment in EU countries using the euro reached 8 percent in December - the highest rate in more than two years - up from 7.9 percent in November.Unemployment in the whole 27-member bloc also increased from 7.3 in November to 7.4 percent in December, according to EU statistics office Eurostat.Spain and Latvia recorded the highest numbers of jobless people with 14.4 and 10.4 percent, respectively. Spain and Estonia also noted the highest increase in unemployment rates.By contrast, the Netherlands and Austria scored best with 2.7 and 3.9 percent of unemployed respectively.

EU and China to fight financial crisis

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso and Chinese Prime Minister Wen Jiabao have pledged to co-operate on tackling online piracy, climate change and the financial crisis, with a new EU-China summit envisaged for April.It is a strategic priority of the Chinese government to develop relations with the EU and we are firm and steadfast in that commitment, said Mr Wen, following a meeting between the two sides in Brussels on Friday (30 January).The Chinese premier announced the two sides had agreed to hold high-level trade and economy talks in April and confirmed that a new summit date would be shortly agreed.

Beijing cancelled a summit scheduled between the two sides late last year in protest at France – then holding the EU presidency – receiving Tibet's exiled leader, the Dalai Lama.Friday's meeting resulted in the signing of nine co-operation agreements.

Chief amongst these from a European perspective is an agreement to strengthen protection of intellectual property rights, an issue of particular importance to EU businesses currently suffering high levels of piracy in China. Morning discussions were dominated by finding solutions to the current financial crisis. We have agreed to increase our dialogue on macroeconomic issues, said Mr Barroso, and he welcomed China's involvement in the G20 talks being held on 2 April in London. Asked what action he intended to take to help volatility in the foreign exchange markets, Mr Wen said China would continue to follow its currency strategy as laid out in its 2005reform. Our policy in this reform is to have a multi-based managed and floating exchange rate regime with reference to a basket of currencies, he said. Since the reform launched in 2005 the renminbi has appreciated 20 percent against the US dollar in actual terms. We believe maintaining the stability of the Chinese currency …will play a positive role in stabilizing international finance and economy, he continued. The two sides will also discuss climate change on Friday. Europe and China can work together to achieve success at the Copenhagen summit later this year, said Mr Barroso, referring to international talks in December on an environment agreement for post 2012. As protests took place outside the commission's main building in Brussels, Mr Barroso confirmed the two sides had discussed the issues of human rights and Tibet, saying they had held frank and open discussions based on mutual respect.With reform and opening up in the last three decades, China is open on many major issues, said Mr Wen. McCreevy sees need for pan-EU oversight of big banks

DAVOS, Switzerland (Reuters) - European Union Internal Market Commissioner Charlie McCreevy said on Thursday the credit crisis has shown there is a need for pan-EU oversight of large banks that operate across borders.But member states are still opposing taking this step.There is a need for a better way for dealing with the 45 institutions or so that operate cross-border, McCreevy, Europe's top financial regulator told Reuters.I am very much for making big steps here, but I am afraid the political will has not been there until now.There are around 10,000 banks operating in Europe, but the top 45 account for around 80 percent of total assets and McCreevy said they need tighter supervision for the systemic risks they pose.Switzerland, not an EU member, has already gone down this route by proposing tougher capital rules for the country's two largest banks, UBS USBN.VX and Credit Suisse (CSGN.VX).

McCreevy did not want to be drawn on whether the task of Europe's single banking supervisor should fall to the European Central Bank.I think we have to jump the Rubicon about supervision and then decide where supervision can be, he said.
I think the present system of supervision does not make sense and does not conform with advancing the idea of a single market in Europe, he added.But overregulation had to be avoided: We should all be very careful to avoid swinging the pendulum too far. The danger will be to produce, worldwide, a new system of regulation that will be too far in the opposite direction. And if that happens, it is going to prolong the economic downturn, he said.

McCreevy, who is in his final year of office at the European Commission, said rules on how much capital banks put aside against risks need to be reviewed.I think there has to be a total look at the whole capital requirement area, he said.The whole issue ... has to be looked at with a very open mind. I think the crisis has shown there is a need to go back to more crude ways like leveraged ratio, total balance sheet growth. EU lawmaker to propose credit derivatives clearing

BRUSSELS, Jan 29 (Reuters) - A top European Union lawmaker will propose that off-exchange traded credit derivatives must be centrally cleared to cut risk and increase transparency.The European Parliament and EU states are set to adopt a reform of the bloc's bank capital requirements rules by April to apply lessons from the financial crisis.Parliament's economic and monetary affairs committee will discuss the measure on Monday and its French socialist chair, Pervenche Beres, will propose a new article mandating clearing, a parliamentary source directly involved in the negotiations said.She has already had talks about this with the rapporteur (sponsor of the bill) and he seems to be open to discussion and then we will see how it can be drafted, the source said.The article will say there should be a central counterparty for credit derivatives, the source added. Others party to the talks said the new article could say that banks clearing trades centrally would not have to set aside as much capital.It's a carrot but some banks don't see it that way, a financial industry source said.

EU Internal Market Commissioner Charlie McCreevy drafted the reform and has separately been trying to get the derivatives industry to commit to clearing their off exchange trades in the EU as part of wider efforts to improve market transparency.A tentative commitment by industry to clear trades by mid-2009 collapsed as some U.S. dealers want to clear trades in one clearing house in the United States to save on costs. McCreevy wants European trades cleared on EU soil so that collateral set aside to cover trades stays local. Also central counterparties for credit derivatives are being set up in the United States by ICE (ICE.N) and CME CME.N and Europe does not want all the volume to end up there.Beres had already tabled an amendment calling on McCreevy to propose legislation in a sector with a notional value of about $40 trillion and at the heart of the credit crunch.But support from other parties has prompted Beres to go one step further next Monday and use the bank capital reform itself as a vehicle to mandate clearing, a step McCreevy welcomes.It goes in the direction we want, a Commission official said.European exchanges have lobbied Beres to push for mandatory clearing as they would benefit. Deutsche Boerse's (DB1Gn.DE) Eurex Clearing and NYSE Euronext's (NYX.N) B-Clear are keen to attract new customers.Support from EU governments, who have joint say on the bank capital reform, would also be needed.Member states have had an initial discussion on this with Britain and the Czech Republic against, but they are isolated. France’s President Nicolas Sarkozy has faced a new popular challenge to his rule, as thousands of workers downed tools across the country. Organised by the left, and enthusiastically supported by public sector unions, the President was told to listen to the voice of the streets.The unions want the government to do more to help workers and families survive this economic crisis. France has not been hit as badly as some of its neighbours but unemployment is rising and people are worried. French railways managed to keep some trains running but many commuters faced a struggle to get to work. Many metro services in the big cities were idle. Frustrated commuters, packed trains, grounded flights; the strike made its mark but there was less disruption than had been expected. President Sarkozy said last summer that no-one really notices strikes any more. He may be right.

World facing lowest growth since WWII, says IMF report

World growth is to slow to its lowest level in 60 years according to an International Monetary Fund report released Wednesday (28 January). In an update to its World Economic Outlook series, the fund predicts world growth will fall to just 0.5 per cent in 2009, before rebounding to 3 per cent in 2010. We now expect the global economy to come to a virtual halt, said IMF Chief Economist Olivier Blanchard in prepared remarks for a press briefing.IMF managing director Dominique Strauss-Kahn said a restructuring of the banking sector to allow credit to start flowing again was an essential first step if growth figures are to improve. The report says advanced economies will be hit hardest, with the US forecast to contract by 1.6 per cent, the euro area by 2 per cent and Japan by 2.6 percent. Developing nations fair slightly better but forecasts are still severely down on the IMF's November update.

The current report predicts Chinese growth will fall to 6.75 in 2009. Speaking at the World Economic Forum on Wednesday however, Chinese premier Wen Jiabao said the Chinese economy would grow by 8 per cent in 2009.Increased uncertainty and difficulties attaining credit have resulted in reduced consumer demand says the report. This in turn resulted in a fall in global output and trade in the last few months of 2008. So far the IMF has lent $47.9bn to countries whose finances have been jeopardized by the current crisis. These include EU member states Hungary and Latvia as well as Belarus, Iceland, Pakistan, Serbia and Ukraine. The fund also announced a loan for El Salvador this month and is in negotiations with Turkey.

Criticism of EU farm subsidies

Against this economic backdrop, the European commission this month re-introduced export subsidies for milk, butter and cheese as short-term measures to support the EU dairy sector where milk prices have fallen dramatically. On Wednesday the Cairns group of developing nations demanded that Brussels reverse this step, calling it protectionist.The group of 19 countries that includes Australia, New Zealand, Indonesia, South Africa and Brazil, said export subsidies would likely drive world market prices down further and prolong the economic downturn. Increasing trade distorting measures and protectionism in a time of a crisis carries a very high price, they said in a joint statement issued to the World Trade Organisation in Geneva.

Analysis The case for a gas transit consortium Published: Thursday 29 January 2009 Elena Gnedina and Michael Emerson, Centre for European Policy Studies (CEPS)

Gas supply interruptions from Russia to the EU via Ukraine show that the current status quo is defective and unsustainable as a policy, argue Elena Gnedina and Michael Emerson, research fellows at the Centre for European Policy Studies (CEPS), in a January policy brief.Indeed, the researchers claim that there has been little attempt on either side to reach a pragmatic solution that would once and for all free the gas trade of political tensions and mischievous trade practices. To resolve the stand-off, Gnedina and Emerson propose an international gas consortium that would bring the Ukraine, EU and Russia to jointly manage the Ukrainian trunk gas pipeline. The CEPs paper outlines three types of arrangement under which such a consortium could take shape: First, the Ukrainian government could sell a stake in Ukraine’s gas transit system (GTS) to a consortium, the researchers suggest. Alternatively, the pipeline could be subject to a concession granted to a consortium for a long period. If neither of these possibilities work out, Ukraine could transfer the management of the GTS to a consortium for a fee, but remain under obligation to rehabilitate the system itself, they argue.

The consortium would be accompanied by a binding treaty establishing the ground rules, signed and ratified by the EU, and Russian and Ukrainian governments, the authors assert. A treaty would protect it from political instability and specify how the trunk pipeline of the consortium would be legally and managerially separate from the domestic Ukrainian gas distribution network, they argue. Whilst Gnedina and Emerson admit that their consortium proposition does not offer an overarching solution to the problem of security of energy supplies for the EU, they maintain that it could serve the needs of all the parties involved and mend the existing cracks in EU-Ukraine-Russia cooperation. Whether they like it or not, all three parties are highly dependent on each other, the CEPS paper declare. Gnedina and Emerson insist that the EU, the Ukraine and Russia need to exploit every opportunity to re-launch their energy cooperation. Establishing an international consortium between the three blocs would represent a key step towards the resolution of this appallingly disorderly gas transit affair, the researchers conclude. Majority of Czechs want Lisbon ratified

A majority of Czechs want their parliament to ratify the Lisbon Treaty, according to a poll published on Wednesday (28 January).The number of those in favour of the treaty has grown among followers of all political parties and reached 64 percent – an increase of 19 percent compared to October, according to survey publisher STEM polling.The Czechs' opinion is not necessarily linked to their knowledge of the document, however, which remains weak – 70 percent of those asked stated they still do not understand what changes the treaty would bring and what impact it would have on their lives. Instead, the number of those against the document has been progressively decreasing out of fear that the country would lose of its prestige if it does not approve the charter, STEM has said, Czech news agency CTK reports.The Czech Republic currently holds the rotating six-month EU presidency and both those who understand the treaty and those who do not have said this fact raises their country's profile in Europe.This could explain their current stronger support for the Lisbon Treaty, the STEM analysts explain.The Czech Republic is also the only EU country that has held neither a referendum nor a parliamentary vote on the Treaty yet.Parliamentary ratification has already been delayed by several months, while the Czech Constitutional Court decided whether the document is compatible with Czech law.

But despite the Court's positive verdict in November, the process has not advanced.
Most recently, an early February vote by the foreign affairs committee in the parliament was postponed to 15 February because it said it needed more time to examine the text.Besides the Czech Republic, three countries – Ireland, Germany and Poland – have yet to finalise ratification of the Lisbon Treaty.

Many Atlantic Canadians woke up to snow and freezing rain on Thursday morning, as a major winter storm system made its way through the region towards Newfoundland and Labrador. The storm system, which originated in Texas on Tuesday, hit much of the southern Plains and northeastern United States earlier this week, before making its way through Ontario and Quebec and into Atlantic Canada. By the early hours of Thursday morning, Environment Canada reported that the storm system was lying over New Brunswick. Early Thursday morning, the weather utility was still issuing snowfall warnings for Quebec's Gaspésie National Park and much of Northern New Brunswick, where snow was expected to still be falling on Thursday morning. In Nova Scotia, high wind warnings were in place for much of Sydney Metro and Cape Breton, Richmond and Inverness Counties. Provincial roads were not in good shape, as the Department of Transportation and Infrastructure Renewal's website showed slippery, icy or snow-covered road conditions throughout much of the Nova Scotia on Thursday morning. Wind warnings were in place for the entirety of Prince Edward Island on Thursday morning, though Environment Canada had lifted all freezing rain warnings for the province. Charlottetown had been expected to see rain or freezing rain in the very early morning, followed by potential flurries and then rainfall, before the temperature falls to -4 C in the afternoon and -11 C by Thursday evening.

New Brunswick provincial utility NB Power reported on its website that more than 1,800 of its customers, mostly in the Moncton area, were in the dark as of 8:48 a.m. AT. Nova Scotia Power spokesperson Margaret Murphy told CTV.ca that about 650 customers were without power just before 10 a.m. AT, but said the storm's overall impact on the power grid was not very significant. Maritime Electric spokesperson Jim Coyle told CTV.ca that about 1,800 customers near Georgetown, P.E.I., were without power at about 9:15 a.m. AT. He said the affected customers would likely have their power restored by the late morning.

U.S. deals with storm cleanup

In the United States, at least 23 deaths were blamed on the storm that had left at least a dozen states covered in ice -- many of which are rarely exposed to such wintry conditions. More than a million Americans were still without power as of Thursday morning, hours after U.S. President Barack Obama declared federal emergencies in both Arkansas and Kentucky on Wednesday evening. National Guard members worked through the night to restore power to those in Kentucky and Arkansas.

Other states, including Oklahoma and West Virginia, were reported to be asking for emergency declarations from the president, which would pave the way towards receiving federal assistance. ZURICH, Switzerland – The world's glaciers thinned by an average of almost 29 inches (74 centimeters) in 2007, indicating that they are melting twice as fast this decade as during the 1980s and 1990s, Swiss scientists said Thursday.The World Glacier Monitoring Service in Zurich regularly measures 80 glaciers around the globe.It found that some Alpine glaciers lost as much as 10 feet (3 meters) of ice cover, while coastal glaciers in Norway actually thickened in 2007.The rate of decline was less than in 2006, according to Michael Zemp, one of the scientists involved.But 2007was the sixth year this decade that the glaciers lost on average more than 20 inches (50 centimeters) thickness.This means that the rate of melting during the 1980s and 1990s has more than doubled, Zemp said.The 30 glaciers that have been measured the longest have thinned by an average of 40 feet (12 meters) since 1980, he said.

BANGKOK, Thailand – Myanmar faces food shortages in many parts of the country, largely because of last year's cyclone and a rat infestation that destroyed crops, according to a U.N. report released Wednesday.About 185,000 tons of emergency food aid will be needed this year throughout the impoverished country, said the report by the United Nations Food and Agriculture Organization and the World Food Program.

Cyclone Nargis, which left more than 130,000 people dead or missing in May last year, exacerbated the country's economic difficulties and raised the prospect of a humanitarian crisis.Access to food remains the critical challenge for the poorest people and for vulnerable populations in remote areas of Myanmar, said Chris Kaye, WFP's representative for Myanmar. For many of those affected by Cyclone Nargis, who are engaged in rebuilding their lives and livelihoods, the limited delta harvest means they will continue to rely on assistance to meet their food needs.About 2 million acres (800,000 hectares) of rice paddy were submerged by massive waves and 85percent of seed stocks was destroyed.Cheng Feng, an economist for the FAO, told The Associated Press rice production in the delta during the second half of 2008 fell 32.5 percent to 1.93 million tons from a year earlier. A shortage of labor, higher fertilizer prices and lower rice prices may also have dissuaded some delta farmers from planting, according to the U.N. report.

There are still problems that need to be fixed, Feng said. The farmers said they had to plant several times because the seeds they were given were not right for that area.Rats — which multiplied because of the rare flowering of bamboo in 2007 — have damaged 1,693 acres (685 hectares) of rice and 988 acres (400 hectares) of maize in 121 villages in Chin state, the U.N. report said.Citizens in Chin, Rakhine and other poor states are suffering critical food insecurities and high levels of malnutrition in children, the WFP said. Nearly 7 million Zimbabweans need food aid: UN Thu Jan 29, 7:58 am ET

HARARE (AFP) – Zimbabwe's humanitarian disaster is far worse than anticipated with only six percent of the population formally employed and more than half in need of emergency food aid, a UN report said Thursday.Fewer than half a million Zimbabweans have jobs, while nearly seven million need emergency aid, UN agencies said in the latest stark illustration of the once-vibrant economy's collapse.The new grim estimate by the World Food Programme means that more than half of Zimbabwe's 12 million people do not have enough to eat, WFP regional spokesman Richard Lee told AFP.The UN food agency had in June estimated that 5.1 million Zimbabweans would need aid by January, but the actual figure has proved to be 35 percent higher.The economic situation has worsened more dramatically than we had anticipated, Lee said.

The crisis has deteriorated so quickly that the agency is being forced to halve the cereal rations given to hungry Zimbabweans so that all the people in need can receive aid, he added.The WFP now plans to feed 5.1 million people, while other agencies will feed an additional 1.8 million people, Lee said.Basically the situation has deteriorated since we did the estimate in May and June 2008.Since then the economic situation has worsened more dramatically than we had anticipated, he said. On top of that, the government has not imported as much food as anticipated.

Because of the increase in the number of hungry people, cereal rations will be cut to five kilos (11 pounds) per person per month, he said.The normal ration is 12 kilos per month, but that was reduced months ago to 10 kilos in a bid to stretch the agency's resources, he added. GAZA CITY, Gaza Strip – Senior officials in the Islamic group Hamas are indicating a willingness to negotiate a deal for a long-term truce with Israel as long as the borders of Gaza are opened to the rest of the world.We want to be part of the international community, Hamas leader Ghazi Hamad told The Associated Press at the Gaza-Egypt border, where he was coordinating Arab aid shipments. I think Hamas has no interest now to increase the number of crises in Gaza or to challenge the world.

Hamas is trying hard to flex its muscles in the aftermath of Israel's punishing onslaught in the Gaza Strip, doling out cash, vowing revenge and declaring victory over Zionist aggression. But AP interviews with Hamad and two other Hamas leaders in the war-ravaged territory they rule suggest some of that might be more bluster than reality — and the group may be ready for some serious deal making.That raises the question of whether Hamas, which receives much of its funding and weapons from Tehran, can be coaxed out of Iran's orbit. That question looks less preposterous than it did before President Barack Obama began extending olive branches to the Muslim world and Israel's Gaza offensive reshuffled Mideast politics.The militants appear to be in the throes of an internal power struggle between hard-liners and pragmatists. Which group comes out on top will likely depend on who is able to garner the most benefits in postwar Gaza.With hawks urging more violence, the window of opportunity to boost the voices of relative moderation is likely to be short.We won this war, said Hamas politician Mushir Al-Masri. Why should we give in to pressure from anyone? Al-Masri spoke to the AP while standing next to a chair that used to serve as his seat in the Palestinian parliament, now reduced to rubble by Israeli bombing. Surrounding him were cracked cement, broken bricks, shattered glass and microphones covered in ash.Yet even Al-Masri, a staunch hard-liner, sounded a conciliatory note.

However, if reconciliation talks between Hamas and its pro-Western Fatah rivals in Egypt bear fruit, Obama, unlike his predecessor, may accept a Palestinian unity government that includes the militants.It's true Hamas has yet to renounce violence and Israel's assault has hardened many hearts in Gaza. But with the territory in desperate need of recovery, the group is promising not to interfere with aid efforts and appears keen to reconcile with Fatah.No one expects the international community to drop all of its reservations about Hamas, an organization that made its name by strapping explosives onto young people and sending them to blow themselves up in crowded Israeli markets and buses.But rebuilding Gaza after Israel's onslaught is going to require open borders and a large inflow of money and material — things that Iran, whose aid to Hamas is strictly surreptitious because of Israeli restrictions, cannot provide.Hamas says it wants international recognition as much as an end to the blockade of Gaza — but it won't get either for free. For Hamas, the price may include allowing Fatah back into Gaza 20 months after it violently ousted them, along with halting its rocket fire and weapons smuggling.

The notion of engaging Hamas is anathema to Israel. A dialogue with Hamas as a terror organization would be a strategic mistake, because Israel advocates dialogue with the moderates and displaying toughness against the extremists, Israeli Foreign Minister Tzipi Livni told the Maariv daily this week. Israel's position is based on the fact that Hamas refuses to recognize its right to exist. However, the three Hamas leaders interviewed said they would accept statehood in just the West Bank and Gaza and would give up their resistance against Israel if that were achieved. We accept a state in the 67 borders, said Hamad. We are not talking about the destruction of Israel.Hamas' takeover of Gaza left Fatah in charge of just the West Bank. The two territories, captured by Israel in the 1967 Mideast war and located on opposite sides of Israel, are together supposed to make up a future Palestinian state. Hamas leaders in the past have spoken about a long-term hudna, or truce, with Israel. But the Jewish state sees the offer as a non-starter because it falls short of full recognition. Even so, Israel and the West appear to have leverage to get Hamas to moderate its stance. The group's demand for an open border with Egypt, for instance, could be conditioned on allowing Fatah to help monitor it. And bringing funds and materials to begin repairing the estimated $2 billion in damage caused by Israel's offensive could be conditioned on Hamas agreeing to stop its violence. One hardline Hamas politician, Yehiel El Abadsa, said his group should not reconcile with Fatah and that Hamas will be the ones to rebuild Gaza.That position may well put him at odds with the majority of Gaza's 1.4 million inhabitants, who seem to be clamoring for an end to the divisions that are distancing their dreams for a state of their own. Even if money falls from the sky and we are still divided like this, we'll never accomplish anything, said 55-year-old Mohammed Abed Rabbo, sitting outside his bombed-out house in northern Gaza.

Rafah, Gaza Strip - The white canopies that cover the entrances are like a welcome mat – to the land of the tunnels. Below the coverings, the Palestinian tunnel operators are back at work. At least, that is, those with businesses still intact after a brutal 22-day war with Israel. They are in a both lucrative and perilous position. On the one hand, they make substantial earnings from the underground march of commerce that goes on between Rafah, the Gaza Strip's southernmost town, and Egypt, which has a border town by the same name. On the other, the Palestinians who live and work here are some of the most likely targets of renewed Israeli bombing, despite a cease-fire that each side unilaterally declared 10 days ago. Early Wednesday, the Israeli air force bombed smuggling tunnels under the Egypt-Gaza border in response to the killing of an Israeli soldier a day earlier. The Israeli soldier had been patrolling the border of Gaza Tuesday on the Israeli side when he was hit in a remote-control bomb attack; three others were injured. Reuters reported that a little-known Islamist group claimed responsibility. Israel's Haaretz, sourcing Shin Bet [Israel's internal intelligence agency], said that the bomb had been planted by a Hamas breakaway group identified with the Al-Qaida-affiliated Global Jihad.Adding another fissure, Palestinian militants fired a rocket at Israel's western Negev region on Wednesday, causing no casualties. Both sides have rattled the fragile cease-fire.

About 90 percent of the tunnels in Rafah have been destroyed by Israeli air raids since the war began on Dec. 27, according to the men who make their livings in tunnel town.Of those damaged, many are already in the process of repair. Others went unscathed, though people here are not sure how long that will be the case. There is nothing to do but to rebuild them again, says Abu Ahmed, chief operator and part-owner of a tunnel here. Knowing that the tunnels remain high on Israel's hit list – Foreign Minister Tzipi Livni said Sunday that she supported bombing again – most here keep a low profile, reluctant to talk to journalists, give full names, or be photographed. Abu Ahmed says he has approximately 30 partners who share the profits of running one successful tunnel. This one, like most others, looks like a well. But with a system of pulleys, it allows a tunnel runner to lower himself into the earth and head across the border. All that comes in here, he insists, are needed commercial goods and household items, from cooking gas to cola to cigarettes to cellphones. Weapons don't come through these tunnels. That would be too out in the open for everyone to see and for the Israelis to strike, he says over a glass of cooked tea, waiting under his white canopy for a new delivery. He speaks loudly to compete with the din of generators needed to run the tunnels. Some of the entrances have been crushed by the airstrikes, leaving the whole area looking like a cross between a dirty sandbox and a scrap-metal junkyard. All the military factions have their own tunnels, and they bring in their weapons through those. Without these tunnels, we wouldn't have enough to eat, he says, laying responsibility on the doorstep of Israel and the international community for keeping much of Gaza closed to the outside world. We blame Israel and all the Arab countries for this mess they have made for us, he says.

Nearby, another tunnel worker tells a similar story. We bring in things like rice, potato chips, other kinds of food, medications, says Mohammed Sawalni. These are not weapons tunnels. The Israelis just say that to justify their actions.In Khan Yunis, also in southern Gaza, hundred of people line up to buy cooking gas. One man is bitter about prices: A jerry can that cost $20 here is about $1 in Egypt, he says.

At least some tunnels are being used to smuggle weapons and explosives – or the materials to make them – into the Gaza Strip. But it seems clear that many tunnels have become a critical factor in the Palestinian economy. The tunnels have become wider and more professional; even large household items, such as refrigerators and televisions, come through here. Moreover, the tunnels have become such a regular facet of imports that Hamas now takes a cut – or customs duties, in its preferred parlance – of all goods that come in through the tunnels. Two tunnel operators interviewed for this article noted that their take is only a limited share of the profits. Some profit goes to Hamas, and some to Egyptian officials on the other side. The Hamas government, which took full control here after a coup in June 2007, even runs a tunnel police force – known as shurtat il-anfaq – that keeps an eye on things and makes sure tunnels taxes are paid. Some people here note that this makes for an ironic catch. While Israel was trying to throttle Hamas by keeping the borders virtually shut over the past year-and-a-half, Hamas discovered an indigenous revenue-generating mechanism by regulating and expanding the use of underground tunnels to Egypt. [Some] of the Palestinians, especially those living in Rafah, have become very dependent on that tunnel income, says Mukhaimar Abusada, a political scientist at al-Azhar University in Gaza. This smuggling was going on even under the eyes of the Israelis, which is why Hamas and others have had the ability to shoot rockets at Israel since 2000. Israel could not control it then either, but they're asking Egypt to control it now.

The economic crisis should be treated as the difficult birth-pangs of a new global order with new rules for international trade, Gordon Brown says.The prime minister set out a series of actions designed to replace fear with confidence and warned against just muddling through as pessimists.During a speech defending his handling of the crisis he also warned against the deglobalisation threat.His speech came as a poll suggested the Tory lead had grown to 15% over Labour.The UK is now officially in recession for the first time since 1991, with many businesses blaming difficulties in obtaining loans for the crisis.

Fill the gap

Last week the government announced a scheme to offer banks insurance against losing more money from the bad debts which started the credit crunch.The Bank of England will also be able to buy up to £50bn worth of assets in companies in all sectors of the economy.Addressing the Foreign Press Association in London, Mr Brown said such measures were intended to fill the gap in lending.He added: We face a choice. We could allow this crisis to start a retreat from globalisation.It will be like turning around a supertanker.

As some want, we could close our markets - for capital, financial services, trade and for labour - and therefore reduce the risks of globalisation.But that would reduce global growth, deny us the benefits of global trade and confine millions to global poverty.Or we could view the threats and challenges we face today as the difficult birth-pangs of a new global order - and our task now as nothing less than making the transition through a new internationalism to the benefits of an expanding global society - not muddling through as pessimists but making the necessary adjustment to a better future and setting the new rules for this new global order.
Meanwhile, shadow chancellor George Osborne told the Institute of Chartered Accountants that a Conservative government would make Whitehall more accountable.

He promised to include a clause on the responsibility to taxpayers in the employment agreements of senior civil servants, with the Civil Service Code being rewritten to incorporate responsible financial management.Public sector employees should also be rewarded for suggesting waste-cutting ideas, Mr Osborne added.He said: We need a new culture of financial discipline across Whitehall. EUOBSERVER / BRUSSELS – The EU on Wednesday (28 January) unveiled proposals for achieving a new international deal on climate change, but omitted funding commitments as member states struggle to contain the fall-out from the global financial crisis.Brussels is calling for a commitment by rich countries to cut greenhouse gas emissions by 30 percent by 2020, with the overall goal to limit global warming to less than 2 degrees Celsius above pre-industrial temperatures.It is also asking developing countries, except the very poorest, to limit growth in their collective emissions to 15-30 percent below business as usual levels by 2020.

To achieve the targets, the EU, which sees itself as the world leader on environmental issues, suggests setting up a carbon market with rich countries by 2015, with poorer countries to be included five years later.The EU itself already has an emissions trading system whereby industry is allocated pollution credits which they can buy and sell according to how much they pollute.The European Commission estimates that the cost of achieving these goals will amount to €175 billion each year by 2020, with more than half of that required by the developing nations.The plans are the EU's opening gambit ahead of global talks in December on setting new pollution-reducing targets from 2012, when the current Kyoto accord expires.They still have to be approved by member states, who will discuss them at a summit in March - but money is set to be the key sticking point.

The point of no return

EU environment commissioner Stavros Dimas said the international talks in Copenhagen in December represent the last chance before the environmental damage wrought by climate change passes the point of no return.He also stressed that the causes and impacts of climate change will require significant private and public investment over coming decades.However, his proposals were revised before Wednesday's publication and specific funding commitments by rich countries to help developing countries to produce clean energy and adapt to climate change were removed. The last minute changes come amid gloomy economic prospects for member states as they grapple with the effects of the global financial crisis, making it unlikely that leaders would commit to spending money on solutions to global warming. NGOs and Green politicians have condemned the omission of concrete figures and said the EU's targets lack ambition.[The proposal] completely fails to specify how much money the EU and other rich countries will make available, said Elise Ford, head of Oxfam International's EU office. Unless developing countries see hard cash on the table, there is a real danger they will simply walk away.Finnish Green MEP Satu Hassi said the plan failed to recognise the level of financing that will be required by industrialised countries in the context of an international climate agreement.

The split between rich and poorer countries is at the heart of whether international talks on reducing pollution will be successful. Developing countries, who are playing economic catch-up, feel they are being saddled with the poor environmental legacy left by industrialised countries and that they cannot be expected to make the same commitments as rich countries.But rich countries, worried that their industry will be put at an economic disadvantage by having to adhere to stricter environmental standards, say that poorer countries must also make a meaningful contribution to fighting climate change.For his part, Mr Dimas acknowledged the importance of the money question.Without a credible financial package, it's clear that there will be no deal in Copenhagen: no money, no deal, said the commissioner.

Zimbabwe government to deal in foreign currencies JAN 29,09

HARARE, Zimbabwe – Zimbabwe's acting finance minister says the government will now be able to conduct business in foreign currencies instead of the badly devalued Zimbabwean dollar.Patrick Chinamasa is presenting a budget to Parliament with figures given in local and selected foreign currencies.Zimbabwe has the world's highest official inflation and most goods are only available for hard cash. City workers, teachers, doctors and even bus drivers have gone on strike demanding to be paid in U.S. dollars or South African rand.Chinamasa said Thursday that civil servants will continue to be paid in local currency but that their salaries will be brought in line with inflation. They will also be paid a monthly allowance in a foreign currency.

U.S. protectionist pressures concern Canada: report JAN 29,09

TORONTO (Reuters) – Canada's Conservative government is concerned about protectionist pressures in the United States but is confident the U.S. administration will live up to its treaty obligations, the federal industry minister said on Canadian television on Thursday.Tony Clement, speaking on the CBC program, News: Morning, said the government is building a very strong relationship with the new U.S. administration and that President Barack Obama's trip to Ottawa on February 19 will provide a good opportunity for the two countries to strengthen ties.

Canada is the United States' largest trading partner, and vice-versa.

The U.S. Congress passed a new $825 billion stimulus package late Wednesday that included a clause that said funds made available in the act can be used only on projects in which all of the iron and steel for them are produced in the United States.Clement said that is a concern for the Canadian government, which will continue to monitor the situation, and to engage both the U.S. administration and Congress.The U.S. Congress is a place where you get manifestations of protectionist pressures, there's no doubt about that, Clement told the CBC.At the same time, the United States has treaty obligations that they've signed onto, NAFTA is one, the World Trade Organization is another, and we expect the United States to live up to its treaty obligations of open and fair trade.The new U.S. stimulus package still has to be put to a vote in the U.S. Senate.(Reporting by John McCrank, Editing by Chizu Nomiyama)

PARIS (Reuters) – Hundreds of thousands of French workers staged a nationwide strike on Thursday to try to force President Nicolas Sarkozy and business leaders to do more to protect jobs and wages during the economic crisis.The strike, in a country with a strong protest culture, aimed to highlight fears over growing unemployment, discontent over Sarkozy's reluctance to help consumers and resentment toward bankers blamed for the economic slump.It was the first such protest linked to the slump in a major industrialized nation and was backed by the majority of French voters, according to opinion polls.It did not however paralyze activity as past strikes in France have done. The black Thursday announced by media beforehand did not quite materialize.One in three schoolteachers and one in four staffers at the post office and the electricity company EDF walked off the job, and participation was high in many parts of the public transport network with erratic train, tram and bus services.

The strike cut 11,000 megawatts in power capacity, unions said, but EDF said supplies to customers would not be disrupted.

German chancellor Angela Merkel has stepped up the pressure on the European commission and member states to back a Russian-German gas pipeline project, rejecting claims that this would increase Europe's energy dependency on Russia.In a letter sent to commission president Jose Manuel Barroso and to the chairman of the EU presidency Mirek Topolanek, Ms Merkel calls for support for the controversial Nord Stream pipeline on the seabed of the Baltic Sea, arguing that the recent gas crisis shows the need for the project, Financial Times Deutschland reports.Ms Merkel's move comes just a day after the commission pledged €250 million for the non-Russian gas pipeline Nabucco and after Mr Topolanek called Nord Stream and Gazprom's second project South Stream a threat to the construction of the European project.

The German chancellor argued that all three projects – Nabucco, Nord Stream and South Stream were needed, and that all EU member states should show political will to build them.Nord Stream was highly criticised by the Baltic states, Poland, Finland and Sweden for trying to leave them out by connecting Germany directly to the Russian gas fields, as well as for environmental concerns related to a submarine pipeline.The Nord Stream deal was sealed by Ms Merkel's predecessor Gerhard Schroeder, who has since become a member of the Gazprom board. The pipeline consortium consists of Gazprom, the German companies Eon Ruhrgas and BASF, as well as the Dutch company Gasunie. Meanwhile, in a speech delivered at the Davos business forum, Russian Prime Minister Vladimir Putin unveiled his vision regarding a real single energy partnership with Europe, based on clear-cut legal foundation. He compared such a partnership with the treaty establishing the European Coal and Steel Community, which later became the European Union.

TOKYO – Sony said Thursday its net profit plunged 95 percent in the October-December quarter, as the holiday shopping season provided no respite for the struggling electronics giant and tepid sales of TVs, digital cameras and cell phones hit its bottom line.The Japanese manufacturing icon said its usually dependable electronics division posted its first-ever operating loss in the fiscal third quarter. It also reiterated its forecast for a net loss of 150 billion yen ($1.67 billion) for the full fiscal year through March — its first loss in 14 years.From the second half of September last year, there has been a sudden deterioration in the economy, and with the effects of foreign exchange it has had severe consequences on our business, Chief Financial Officer Nobuyuki Oneda said.Sony Corp. said its net profit shriveled to 10.4 billion yen ($115.6 million) in the third quarter from 200.2 billion yen a year earlier. Revenue fell 25 percent to 2.15 trillion yen from 2.86 trillion yen.

The quarter includes the year's peak shopping season and is usually a big one for its core electronics division, which generates over half of its total revenues with well-known products like Bravia TVs, Cyber-shot digital cameras and Vaio computers.

But sales of such products fell nearly across the board as consumers held back, and Sony's electronics division posted an operating loss of 15.9 billion yen, versus a 200.6 billion yen profit a year earlier.The company has repeatedly warned of its troubled finances over the past few weeks, and the dismal numbers were in line with analysts' forecasts. But many said the weakness in electronics was a troubling sign, as the division has long been a source of steady profits, even as other areas struggled.David Gibson, an analyst at Macquarie in Tokyo, pointed to a buildup in Sony's inventories as it failed to move its products.

TVs really dragged them down during the period, he said.

The poor showing in electronics caused Sony's operating profit, which is generally seen as the best indication of a company's pure business performance but excludes taxes and other items, to fall to a 18 billion yen loss during the quarter.Sony generates nearly 80 percent of its sales abroad, making it vulnerable to a strong yen, which cuts into its profits from overseas. The dollar has hovered near 90 yen in recent months after rising as high as 117 yen last year. So far this fiscal year foreign exchange movements have taken about 216 billion yen from Sony's operating income, the company said.News from other big Japanese electronics exporters Thursday was also disappointing. Toshiba Corp. said it sank into the red in the third quarter and expects a loss for the full year, while game maker Nintendo Co.'s quarterly net profit fell 18 percent on the strong yen, forcing the company to reduce its full-year forecast.Last week, Sony projected a 150 billion yen net loss for the full fiscal year, a reversal from a net profit of 369.4 billion yen last year. Industry Minister Tony Clement says the Liberals' budget demands are reasonable and his government has every intention of co-operating. On Wednesday, one day after the fiscal plan was delivered, Liberal Leader Michael Ignatieff said his party would support the document but was putting the government on probation.The hitch, Ignatieff said, was that the Conservatives would be required to provide updates on the economy and the implementation of the budget in March, June and December.

Clement told Canada AM he's ok with that.

We had every intention of updating both Parliament and the Canadian people on our progress with respect to this budget, Clement said Thursday. Really it's an economic plan...it's a go-forward document that will help us deal with some of the new economic realities around the world.Ignatieff had said the budget was flawed because, among other things, it fails to extend EI eligibility, attaches strings to infrastructure dollars that may delay projects and jobs, and lacks a credible plan to get out of the deficit situation. However, he said the budget includes important concessions such as affordable housing, skills development and measures to make credit available to businesses. It also includes measures to provide a tax rebate to Canadians who undertake renovation projects. Clement said that even by the time the government is required to deliver its first report in March -- in less than two months -- there will be progress to report. Clearly by the end of March some things within the budget will be immediately available. For instance, the home renovation announcement that was found in the economic plan is already available to Canadians so we can report on that one fairly quickly. We can also report on the tax relief fairly quickly,he said. Clement acknowledged, however, that some measures such as infrastructure spending, will take longer to implement and may not be in place by the first scheduled update.

Clement declined to respond to the comment, saying his party is focused on the economy, not the political games within Parliament.Ignatieff the government's updates will ensure a higher level of accountability. Each of these reports will be an opportunity to withdraw our confidence should the government fail Canadians,Ignatieff said. He said the budget does not include one word about accountability. We are putting this government on probation, Ignatieff said, referring to his amendment that the Tories provide frequent updates on the budget's implementation. should Mr. Harper fail to satisfy the expectations of Canadians, we will be ready to defeat him and lead in his place.Both the NDP and the Bloc Quebecois have stated that they will be voting against the budget. In order for it to pass, the support of the Liberals was needed.

At a press conference shortly after Ignatieff's, Layton attacked Ignatieff over his decision. This is the first really important decision in public life that Mr. Ignatieff has had to make... and what he decided to do was to stick with Mr. Dion's unfortunate voting policy of propping up Mr. Harper,Layton said. When the Liberals vote for Mr. Harper, with or without a fig leaf of an amendment, they will be casting their 45th straight vote to keep Stephen Harper in office. You can't do that and pretend to be the alternative to Mr. Harper.Layton said Canadians can't rely on Ignatieff to oppose Harper. If you oppose Mr. Harper and you want to replace him, I urge you to join with the New Democrats and support us in the next election, he said. Flaherty's budget includes $85 billion in deficit over the next five years. The deficit in the 2009-2010 fiscal year will be a shade under $34 billion. Flaherty's spending plan includes $40 billion in economic stimulus over the next two years in the form of infrastructure spending and tax cuts.

His comments the day after economists at the IMF warned that Britain that would suffer the most of all the large industrialised economies, with gross domestic product (GDP) contracting 2.8 percent in 2009, after 0.7 percent growth last year.

Official figures released last week confirmed the economy had fallen into a recession for the first time since 1991. A recession is technically defined as two consecutive quarters of negative growth.Within Britain, Belfast, Liverpool and Hull were the three cities likely to be hardest hit by the expected wave of job losses and business closures, a study found earlier this week.The three cities were all red flagged in a report which was compiled by the urban policy think tank, Centre for Cities.In 2008 over two thirds of the cities with the largest increases in people on Job Seeker's Allowance were in the North, suggesting early job losses amongst more vulnerable workers, the report said.Nearly a quarter of Belfast's working population and over a fifth in Hull have no formal qualifications -- making recovery more difficult, it said.Two thirds of cities which saw the biggest rise in numbers of job seekers are in the north, with Hull having the highest number of all.Although Edinburgh, London and Bristol were likely to be hit because of the number of people working in the financial sector, they were more likely to weather the storm due to their stronger employment rates, diverse industries and highly skilled populations, it found.The stronger city economies of the southeast, such as Cambridge, which have a highly-qualified workforce and a profusion of knowledge industries were likely to be less exposed and better placed to recover more quickly, it said.UK cities will be hit harder than they think by this recession, said Dermot Finch, director of the Centre for Cities.The recession will hit our cities in different ways -- and some will be hit worse than others.Cities will lead us out of recession, but they can't just rely on action from Whitehall. Former US vice-president Al Gore has raised strong doubts about the European Union's ability to give global leadership, particularly on climate change - an area where the EU prides itself as setting an example to others.Some have speculated that sometime in the future, if the European Union actually unifies to a much higher degree, and has a president, and an effective legislative body that has real power, they might somehow emerge, with potential for global leadership. I'm not going to hold my breath, he said during a testimony to the Senate Foreign Relations Committee on tackling climate change.I don't want to be too proud, you know, to be chest-beating about that, but I think the United States is the only nation that can lead the world, continued Mr Gore, according to AFP news agency.Referring to global warming, he said: This is the one challenge that could completely end human civilization.His comments come as the EU has just unveiled proposals for securing international agreement on how to tackle climate change after 2012, when the current arrangement expires.The talks will take place in Copenhagen this year. Until now, the EU has made much of the fact that it has led the field in setting up an emissions trading system – where industry trades pollution credits – and agreed to reduce carbon dioxide emissions in the bloc by 20 percent by 2020.It has also been easy for the EU to date to have the moral upper hand over the US on climate change issues with the previous US administration having a poor environment record.However, US president Barack Obama has already sounded a different note and pledged that Washington will take the environment dossier in hand.

If Washington pulls its weight on climate change, it will throw Europe's green credentials into the spotlight, with individual EU member states often bickering over what green goals to set, how they should be achieved and who should pay for them.The Gore comments also touch on a wider debate in Europe on EU leadership. British-born Richard Williamson had been excommunicated. Last week he doubted the scale of the Holocaust, saying no more than 300,000 Jews died in Nazi camps. Williamson and three other bishops were expelled from the Catholic Church 20 years ago when they were ordained without the permission of then-Pope John Paul. The Pope has tried to distance himself from Williamson’s comments, saying the Holocaust should remind all humanity of the power of hate. However, Jews remain outraged. Many said the Pope had failed to demand that Williamson renounce his views. The Nobel Peace prize-winner Elie Wiesel said the Pope had given credence to the most vulgar aspect of anti-Semitism. Israel’s Chief Rabbinate wrote to the Vatican saying dialogue with Catholics could not continue without a public apology from Bishop Williamson.

JERUSALEM – Israel's chief rabbinate severed ties with the Vatican on Wednesday to protest a papal decision to reinstate a bishop who publicly denied 6 million Jews were killed during the Holocaust.The Jewish state's highest religious authority sent a letter to the Holy See expressing sorrow and pain at the papal decision. It will be very difficult for the chief rabbinate of Israel to continue its dialogue with the Vatican as before, the letter said. Chief rabbis of both the Ashkenazi and Sephardic Jews were parties to the letter.The rabbinate, which faxed a copy of the letter to The Associated Press, also canceled a meeting with the Vatican set for March. The rabbinate and the state of Israel have separate ties with the Vatican, and Wednesday's move does not affect state relations.Pope Benedict XVI, faced with an uproar over the bishop, said Wednesday he feels full and indisputable solidarity with Jews and warned against any denial of the full horror of the Nazi genocide.The remarks were his first public comments on the issue since the controversy erupted Saturday.The Vatican spokesman, the Rev. Federico Lombardi, said the Vatican hoped that in light of the pope's words, the difficulties expressed by the Israeli Rabbinate can be subjected to further and deeper reflection.Lombardi expressed hope that dialogue between the two parties can continue fruitfully and serenely.

Oded Weiner, the director general of the chief rabbinate's office, welcomed the pope's remarks, calling them a big step toward reconciliation.With his comments, the pope reached out to Jews angered by his decision to rehabilitate bishop Richard Williamson, who told Swedish TV in an interview broadcast last week that evidence is hugely against 6 million Jews being deliberately gassed. Many were gassed in death camps while others were killed en masse in other ways, including shooting and starvation. About 240,000 Holocaust survivors live in Israel.
