WASHINGTON - In a stunning vote that shocked the capital and worldwide markets, the House on Monday defeated a $700 billion emergency rescue for the nation's financial system, ignoring urgent warnings from President Bush and congressional leaders of both parties that the economy could nosedive without it. The Dow Jones industrials plunged nearly 800 points, the most ever for a single day. Democratic and Republican leaders alike pledged to try again, though the Democrats said GOP lawmakers needed to provide more votes. Bush huddled with his economic advisers about a next step. The House was to reconvene on Thursday instead of adjourning for the year as planned.

Stocks began falling even before the 228-205 vote to reject the bill was officially announced on the House floor. The 777-point decline for the day surpassed the 721-point previous record, on the day after the Sept. 11, 2001, terror attacks, though in percentage terms it was well short of the drops on Black Monday of October 1987 and at the start of the Depression.In the House chamber, as a digital screen recorded a cascade of no votes against the bailout, Democratic Rep. Joe Crowley of New York shouted news of the falling stocks. Six hundred points! he yelled, jabbing his thumb downward.Bush and a host of leading congressional figures had implored the lawmakers to pass the legislation despite loud protest from their constituents back home. Not enough members were willing to take the political risk just five weeks before an election.More than two-thirds of Republicans and 40 percent of Democrats opposed the bill.The overriding question for congressional leaders was what to do next. Congress has been trying to adjourn so that its members can go out and campaign for the election that is just five weeks away.The legislation may have failed; the crisis is still with us, said House Speaker Nancy Pelosi, D-Calif., in a news conference after the defeat.What happened today cannot stand, Pelosi said. Getting those debts off their books should bolster those companies' balance sheets, making them more inclined to lend and easing one of the biggest choke points in the credit crisis. If the plan worked, the thinking went, it would help lift a major weight off the national economy that is already sputtering.

Monday's action had been preceded by unusually aggressive White House lobbying, and Fratto said that Bush had been making calls to lawmakers until shortly before the vote. Bush and his economic advisers, as well as congressional leaders in both parties had argued the plan was vital to insulating ordinary Americans from the effects of Wall Street's bad bets. The version that was up for vote Monday was the product of marathon closed-door negotiations on Capitol Hill over the weekend. We're all worried about losing our jobs, Rep. Paul Ryan, R-Wis., declared in an impassioned speech in support of the bill before the vote. Most of us say, I want this thing to pass, but I want you to vote for it — not me.Said Boehner, after the vote: Americans are angry, and so are my colleagues. NEW YORK - Financial markets endured another difficult session Monday ahead of a planned House vote on an unpopular $700 billion plan to rescue troubled financial companies and as investors examined a deal for Wachovia Corp. The Dow Jones industrial average fell nearly 300 points, while demand for safe-haven buying in government debt remained high ahead of the vote. Wall Street fears the government's plan to buy up toxic debt wouldn't be sufficient to resuscitate nearly frozen credit markets.Investors also reviewed the buyout at Wachovia. The Federal Deposit Insurance Corp. said Monday Citigroup Inc. will acquire Wachovia's banking operations and that the deal protects Wachovia debtholders — a welcome prospect for investors given the strains in the credit markets. Investors had been worried about Wachovia's stability as it grappled with mounting losses over souring mortgage debt. Citi rose 69 cents, or 3.4 percent, to $20.84.Investors appeared to find some reassurance in a move by the Federal Reserve and other countries' central banks to pump money into the world's credit markets. The Fed said it would boost the amount of 84-day cash loans available to U.S. banks to $75 billion, up from $25 billion. The plan will triple the supply of 84-day loans to $225 billion from $75 billion.

The news comes as President Bush and congressional leaders looked to shore up support for the rescue measure, which they and many on Wall Street believe is a difficult but necessary step to revive moribund credit markets. Banks and other financial houses are hesitant to lend to one another because of fears about bad mortgage debt on companies' books.Tight lending conditions make it hard and expensive for businesses and consumers to get loans, which can hurt the economy.

While congressional leaders said they had the headcount to pass the vote — a Senate vote could come as early as Wednesday — investors were likely to be unnerved until the votes are complete.Credit markets remained strained Monday. The yield on the 3-month Treasury bill, considered the safest short-term investment, fell to 0.55 percent from 0.87 percent late Friday. The yield was lower before the Fed's action. The yield on the T-bill falls as demand grows; investors are at times willing to take the slimmest returns to safeguard their principal. The yield on the benchmark 10-year Treasury note fell to 3.67 percent from 3.84 percent late Thursday.Marc Pado, U.S. market strategist at Cantor Fitzgerald, said investors are nervous that lawmakers' response to credit troubles doesn't apply enough medicine to the financial system's wounds. He pointed to another round of troubles at banks in the U.S. and Europe.Things are dying and breaking apart while they sit there and vote on this thing, he said.In late morning trading, the Dow fell 289.68, or 2.60 percent, to 10,853.45 after having been down more than 350.Broader stock indicators also fell. The Standard & Poor's 500 index declined 42.92, or 3.54 percent, to 1,170.35, and the Nasdaq composite index fell 85.80, or 3.93 percent, to 2,097.54.The dollar was mixed against other major currencies, while gold prices rose.Light, sweet crude fell $6.40 to $100.29 on the New York Mercantile Exchange.The pullback came as lawmakers prepared to vote on a different rescue plan than some had envisioned. There are new restrictions allowing Congress to limit how much of the money goes out the door at once. It also includes caps on pay packages of top executives as well as assurances that the government also would ultimately be reimbursed by the companies for any losses. The Treasury would be permitted to spend $250 billion to buy banks' risky assets, giving them a much-needed necessary cash infusion. There also would be another $100 billion for use at president's discretion and a final $350 billion if Congress signs off on it.

Pado also noted that many portfolio managers are looking to dump shares of financial companies and other poor-performers ahead of the end of the third quarter Tuesday. Managers don't want to have to report owning unpopular stocks and are instead looking to snap up more defensive names like consumer staples as well as boost their cash reserves.It's what drives window dressing, he said. People are saying What has not fallen apart is what I need to show.Indeed, health care and consumer staples stocks declined less than the rest of the market Monday. Johnson & Johnson slipped 3 cents to $69.37, while Kraft Foods Inc. rose 4 cents to $32.97. Investors also digested news that consumer spending in August fell to its lowest level in six months. The Commerce Department said spending remained unchanged rather than increasing 0.2 percent as economists had expected. It was the worst showing since February. Personal incomes rose a better-than-expected 0.5 percent after falling 0.6 percent drop in July. But after-tax incomes fell by 0.9 percent. Incomes benefited in past months from the government's stimulus checks. Wall Street is also worried about overall sluggishness in the world's economy. In the U.S., for example, unemployment now sits at a five-year high of 6.1 percent. That rate is expected to increase, perhaps putting further pressure on consumer spending, which accounts for more than two-thirds of the nation's economic activity. For the Wachovia deal, Citigroup's acquisition will include five depository institutions and the assumption of debt. The FDIC said Citigroup will absorb up to $42 billion of losses on a $312 billion pool of loans. The FDIC said it would cover any additional losses. The FDIC gets $12 billion in preferred stock and warrants under the deal. Investors overseas were nervous ahead of the votes in Washington and after three European governments agreed to inject Fortis NV with a $16.4 billion bailout. Fortis, with has headquarters in Brussels, Belgium and Utrecht, Netherlands, is Belgium's largest retail bank. The British government said it is nationalizing mortgage lender Bradford & Bingley, which has a $91 billion mortgage and loan portfolio. It was the latest sign that the credit crisis has spread beyond the U.S. Japan's Nikkei stock average fell 1.26 percent. Britain's FTSE 100 fell 4.16 percent, Germany's DAX index fell 3.87 percent, and France's CAC-40 fell 4.90 percent. WASHINGTON - Key supporters of a Wall Street bailout package prodded lawmakers to approve the plan hours ahead of a difficult House vote on Monday, with President Bush saying it is needed to keep the crisis in our financial system from spreading throughout our economy.Every member of Congress and every American should keep in mind that a vote for this bill is a vote to prevent economic damage to you and your community, said Bush, fully aware that congressional passage of the $700 billion compromise legislation is far from assured.With this strong and decisive legislation, he said, we will help restart the flow of credit so American families can meet their daily needs and American businesses can make purchases, ship goods and meet their payrolls.The package cleared a key procedural hurdle on the House floor Monday morning with a 220-198 vote to move it to three hours of general debate and a final vote, likely by midday or early afternoon.Two leading players in the negotiations also spoke early Monday, taking to television news shows to lobby for approval of a package deeply unpopular with a public angry that taxpayer money will save Wall Street firms from heavy risk-taking. Thousands of angry phone calls, e-mails and letters have poured into Capitol Hill from constituents.But Sen. Chris Dodd, D-Conn., said that failure to act would spread the contagion of frozen credit markets even further. This is not just about Wall Street, said the Banking Committee chairman.Sen. Judd Gregg, R-N.H., told The Associated Press: It's one of those situations where if it passes and works, people will never know how close we were to the brink.Still, both men said the necessity of such massive government action is a sad day for the nation. Asked if the legislation, slated for a vote in the House later Monday and a Senate vote as early as Wednesday, would pass, Dodd said only: We hope so.These players were speaking not just to rank-and-file lawmakers to whom the spotlight now turns in this contentious, dramatic debate, but to U.S. and global markets which have displayed nervousness about Washington's determination to act.

Investors worldwide and in early trading in the United States continued to show doubt about whether the bill would go through, much less go a long way toward curing the systemic problems that have unnerved financial markets across the globe for weeks.There was a further sign of general economic deterioration Monday as the Commerce Department reported that consumer spending was unchanged in August — even worse than the small 0.2 percent gain that economists had anticipated. It was the weakest showing since spending was also flat in February.Federal Reserve Chairman Ben Bernanke, in a statement Monday, said he welcomed agreement on a compromise bill.

This legislation should help to restore the flow of credit to households and businesses that is essential for economic growth and job creation, while at the same time affording strong and necessary protections for taxpayers, Bernanke said, calling for swift passage.Bush said he fully understands the bailout bill is a difficult vote for lawmakers, and after his statement on the South Lawn he, and Vice President Dick Cheney, took to the phones to corral individual members of Congress.

But he argued that jittery U.S. taxpayers will benefit from a number of safeguards that lawmakers wrote into the pending legislation, including checks and balances on the operation of the program, curbs on golden parachutes for top executives of firms getting help, and assurances that taxpayers would ultimately be reimbursed by the companies for any losses. But the government would have broad discretion to decide how to implement both. The legislation also requires that the government take ownership stakes in companies that receive federal infusions, so it could share a piece of potential future profits.Bush also said the ultimate cost of the bailout will be much less than the $700 billion authorized in the bill. The sour assets — mostly mortgage-backed securities — that the program allows the government to take off the books of struggling financial institutions will eventually be sold, perhaps even at a profit.Still, the president hinted that this may not be the last intervention required.It's been a volatile time for our financial system and our economy, he said. Even with the important steps we're taking to address the current crisis, we will continue to face serious challenges.Treasury Secretary Henry Paulson sought the unprecedented amount of money with little supervision. Instead, the bill lets Congress block half the money and force the president to jump through some hoops before using it all. The government could get at $250 billion immediately, $100 billion more if the president certified it was necessary, and the last $350 billion with a separate certification — and subject to a congressional resolution of disapproval. Still, the resolution could be vetoed by the president, meaning it would take extra-large congressional majorities to stop it. Banks, credit unions, securities brokers and dealers, and insurance companies, among others, could get the help as long as they had significant operations in the United States. Originally designed to help companies get rotten mortgage-related investments off their balance sheets, the legislation would allow the government to buy up any kind of asset top economic officials think is necessary to promote market stability. The final 110-page bill was released Sunday evening after a final weekend of intense negotiating, and Republicans and Democrats huddled for hours in private meetings Sunday night to learn its details and voice their concerns. Many said they left uncertain of how they would vote. Lawmakers in both parties who are facing re-election are particularly nervous about embracing such a costly plan proposed by a deeply unpopular president that would benefit perhaps the most publicly detested of all: companies that got rich off bad bets. Nobody wants to have to support this bill, said Rep. John A. Boehner, R-Ohio, the House minority leader. But he said he was urging every member whose conscience will allow them to support this to do so. Officials in both parties expected the vote to be a nail-biter. The two major party presidential candidates — Republican John McCain and Democrat Barack Obama — expressed tepid support for the bailout. Rep. Joe Barton, R-Texas, an opponent, estimated that half of the House's 199 Republicans are truly undecided.Democratic Rep. Elijah Cummings, D-Md., said he was inclined to oppose the bill. Banking crisis claims Belgo-Dutch giant

The global banking crisis, born across the Atlantic, again sent waves crashing into Europe on Sunday (29 September) as the Belgian, Dutch and Luxemburg governments partly nationalised Belgo-Dutch banking and insurance giant Fortis in an €11.2 billion bailout.The move was announced on Sunday evening by Belgian Prime Minister Yves Leterme, following a marathon weekend of talks between the three governments and European Central Bank chair Jean-Claude Trichet.We have taken up our responsibility, we did not abandon the savers, Mr Trichet told reporters.The deal will see the Benelux governments purchase 49 percent of the bank's operations in each of the three countries. Belgium is to take on the biggest load, offering €4.7 billion towards the acquisition, with the Netherlands paying €4 billion and Luxembourg €2.5 billion.The move comes after shares in Fortis plunged sharply in the last two weeks, losing more than a third of their value. Over the past year, shares in the bank - whose assets are many times larger than Belgium's GDP - have lost some three quarters of their value.The Belgian and Dutch governments have also said they will guarantee 100 percent the deposits of clients. Normally in the two countries, only an initial €20,000 is guaranteed by the state.The governments had hoped to avoid any moves towards nationalisation of the bank and were attempting to piece together a purchase of Fortis - or at least part of it - by Dutch bank ING or BNP Paribas in France.Negotiations broke off with the two banking groups when the Benelux governments refused to accede to demands that they offer guarantees against future losses.

Trouble at mill

Meanwhile in the UK, the government is set to nationalise troubled West Yorkshire-based bank Bradford & Bingley, according to British press reports.The UK's finance minister, Alistair Darling, has convinced Spanish bank Santander to purchase some 200 of Bradford & Bingley's branches and €28 billion (£22 billion) in savings, while the UK government is take over €52 billion (£41 billion) of the bank's mortgages, according to UK daily the Guardian.The move significantly expands Santander's presence in the UK, as it already owns Abbey and is in the process of purchasing Alliance & Leicester.In Germany, troubles at lender Hypo Real Estate are also the subject of emergency talks between German banks and domestic authorities. The final 3 Biblical feasts commence on Monday evening, Israel time. Commonly know as Rosh ha Shana, ( the head of the year or new year ) it is really Yom Ha Teruah ( the Day of Shofar Blowing ). How can it be the New Year if it is the 7th month ? In Exodus 12:2 God makes it clear that Passover ( March / April ) is the beginning of the year for Israel. I believe that the Devil has covered up the true significance of the Yom Ha Teruah by disguising it as Rosh ha Shana.

In the majority of verses where we see the word trumpet, the Hebrew word is shofar. The shofar or rams horn was used for a number of purposes in ancient Israel. It was used to call the 12 tribes to worship at the Tabernacle, and the shofar was sounded ahead of the Ark of the Covenant, in which dwelt the Spirit of YHVH. The Shofar was also used as a very 'special operations' spiritual weapon. The walls of Jericho fell at the sound of the shofar, and the Midianites and Philistines were defeated by Gideon's 300 as the shofars were sounded. Obviously the shofar was an extremely formidable weapon, and we have no doubt that the shofar's power is the same today as it was in the days of old.

Once again Israel needs to employ the shofar against our enemies. Israel has bent over backwards to make peace with our neighbours, alas to no avail. We got 2 weeks of peace in exchange for the destruction of the 21 Jewish communities in the Gaza Strip. 38 years of blood, sweat and tears bulldozed into the ground, allowing our enemies to get even closer to Ashkelon and other Israeli population centres. Not what I call a good deal or wise decision. Now they are sending their rockets once again. It time for Israel to destroy her enemies. Its time for as many of God's people as possible to BLOW the shofars in Zion. Not just for the celebration of the Feast of Shofar blowing, but to stir up the Heavenlies and to once and for all time, defeat the spirit that was motivating the MIdianites and Philistines to destroy ancient Israel - the same spirit that motivates the Muslim Arab world today to destroy modern Israel. It is the spirit of Anti-Christ. Remember: NO ISRAEL = NO 2ND COMING OF MESSIAH.

DEBKAfile’s military sources report that the transportable radar surveillance/forward-based X-band radar was accompanied by some 120 American European Command personnel. The area of its deployment at the Negev base has been fenced off and made off-limits to non-American personnel.This is the first time an Israel Defense Forces facility housing an American weapons system has been closed to Israeli military.The X-band radar has been deployed with cooling systems, generators, perimeter defense weaponry and dozens of technicians and security forces to operate and defend the installation.

The Raytheon system can detect a flying object the size of a baseball at a distance of 4,700 km, fix on its speed and trajectory and convey the data to the Israeli Arrow anti-missile battery. This equals detecting an Iranian Shehab-3 ballistic missile 5.5 minutes after its launch, which means that it is picked up halfway on its 11-minute flight from Iran to bomb targets in Israel, adding precious minutes to Israel’s response time for incoming missile attacks.Israel has furthermore been given improved access to US satellites capable of identifying missiles at the instant of their launch. Israel will now be directly linked to the satellites - albeit through the US Joint Tactical Ground Station – JTAGS in Europe. Commenting on the FBX radar deployment, a Pentagon source said: First, we want to put Iran on notice that we’re bolstering our capabilities throughout the region, and especially in Israel. NEW YORK (CNNMoney.com) -- Congress on Sunday made public a proposed bill that would enact a far-reaching government rescue of the financial system.The core of the bill is based on Treasury Secretary Henry Paulson's request for authority to purchase as much as $700 billion in troubled mortgage assets from financial institutions so banks can resume lending and so the credit markets, now virtually frozen, can begin to operate more normally.But Democrats and Republicans - concerned about the potential taxpayer cost - have added several conditions and restrictions. Key negotiators for the financial rescue plan will be busy trying to line up votes on Capitol Hill on Sunday to support the accord they reached soon after midnight.

Among the provisions:

The $700 billion would be disbursed in stages, with $250 billion made available immediately for the Treasury's use.Curbs will be placed on the compensation of executives at companies that sell mortgage assets to Treasury. Among them, the bill would limit golden parachutes to executives at companies that participate; they will not be able to deduct the salary they pay to executives above $500,000.An oversight board will be created. The board will include the Federal Reserve chairman, the Securities and Exchange Commission chairman, the Federal Home Finance Agency director and the Housing and Urban Development secretary. Allow for the Treasury to receive the option to take ownership stakes in participating companies under certain circumstances. Treasury may establish an insurance program - with risk-based premiums paid by the industry - to guarantee companies' troubled assets, including mortgage-backed securities, purchased before March 18, 2008.Lawmakers' goal is to shore up a deal before financial markets around the world open on Sunday evening.

Treasury Secretary Henry Paulson first announced the administration would seek an economic bailout plan on Sept. 18, after meeting with key lawmakers in the House and Senate - a meeting that left lawmakers looking ashen when they spoke to the press afterwards.If enacted, the rescue plan would be the most dramatic and extensive government intervention in the economy since the Great Depression. President Bush on Sept. 24 gave a prime-time address to the nation in which he urged lawmakers to pass his plan and warned that the entire economy is in danger.The aim of the rescue is to unfreeze the credit markets - short-term lending among banks and corporations. The core of the problem is bad real estate loans that have led to record foreclosures when the housing bubble burst and home prices declined.In the past two weeks, the banking world and Wall Street have been reordered by a wave of collapses and corporate mergers. WASHINGTON - Key lawmakers who struck a post-midnight deal on a $700 billion bailout for the financial industry predicted Sunday it would pass Congress, putting in place the largest government intervention in markets since the Great Depression. Flexing its political muscle, Congress insisted on a package that gives lawmakers a stronger hand in controlling the money than the Bush administration had wanted. The rescue plan casts Washington's long shadow over Wall Street with the federal government taking over huge amounts of devalued assets from beleaguered financial firms in exchange for more oversight.Under the plan, lawmakers could block half the money and force the president to jump through some hoops before using it all. The government could get at $250 billion immediately, $100 billion more if the president certified it was necessary, and the last $350 billion with a separate certification — and subject to a congressional resolution of disapproval.Still, the resolution could be vetoed by the president, meaning it would take extra-large congressional majorities to stop it.The proposal is designed to end a vicious downward spiral that has battered all levels of the economy, in which hundreds of billions of dollars in investments based on mortgages gone bad have cramped banks' willingness to lend.

Lawmakers had to navigate between angry voters — many of whom view the plan as a rescue package for the wealthy on Wall Street — and Bush administration officials who warned that inaction would cause the economy to seize up and spiral into recession.Negotiators sought Sunday to iron out the final shape of the legislation, which House Republicans still had to review. It was their fierce opposition to a federal rescue that nearly torpedoed an emerging bipartisan pact late in the week.

Executives whose companies benefit from the rescue could not get golden parachutes and would see their pay packages limited. The government would receive stock warrants in return for the bailout relief, giving taxpayers a chance to share in financial companies' future profits. To help struggling homeowners, the plan requires the government to try renegotiating the bad mortgages it acquires with the aim of lowering borrowers' monthly payments so they can keep their homes. Nobody got everything they wanted, said Democratic Rep. Barney Frank of Massachusetts, chairman of the House Financial Services Committee. He predicted it would pass, though not by a large majority. Gregg, R-N.H., said he thinks taxpayers will come out as financial winners. I don't think we're going to lose money, myself. We may, it's possible, but I doubt it in the long run, he said. Hurricane Kyle churns toward Canada 2 hours, SEPT 28,08

BOSTON, Massachusetts (AFP) - Hurricane Kyle veered away from New England Sunday and sped its ripping winds and pounding rains straight toward southeastern Canada, the US National Hurricane Center said. At 1500 GMT Kyle was moving north-northeast at 24 miles (39 kilometers) per hour with sustained winds of 80 miles an hour (130 kilometers an hour) with higher gusts, making it a category one storm on the five level Saffir-Simpson scale.The center of Kyle should pass east of the coast of Maine later today and tonight and move near or over Nova Scotia and New Brunswick tonight and early Monday, the center said in a statement.The storm is expected to weaken as it passes over colder Canadian waters.The system should lose tropical characteristics on Monday, the center said.Kyle was centered some 355 miles (575 kilometers) southwest of Halifax, Nova Scotia.Canada posted a hurricane watch and tropical storm warnings in Nova Scotia and New Brunswick provinces.The Maine Yacht Center in Portland, Maine, which is likely to take a beating from the storm if not a direct hit, said it had turned off the electricity and fuel lines at the marina, just in case.We've turned all the vessels toward the wind and right now there's no panic, dockmaster Alexandre Hofmann told AFP. MACHIAS, Maine - Fishermen moved boats to shelter from a rare burst of tropical weather along Maine's rugged Down East coast Sunday as Hurricane Kyle plowed past on its way to Canada, threatening a glancing blow equivalent to a classic nor'easter storm without the snow. A hurricane watch for Maine was discontinued Sunday but a tropical storm warning remained in effect from Stonington, at the mouth of Penobscot Bay, to Eastport on the Canadian border, the National Hurricane Center said. The Canadian Hurricane Centre issued a hurricane warning for parts of southwestern Nova Scotia, with tropical storm warnings for parts of New Brunswick and Nova Scotia.The Category 1 storm's track was expected to bring its center ashore in New Brunswick just west of Saint John late Sunday or early Monday, but by then it is expected to have less than hurricane strength, said Peter Bowyer of the Canadian center in Dartmouth, Nova Scotia.There were no immediate plans for evacuations in Maine, although residents were warned of potential power outages and interruptions in ferry services to islands.Heavy rain lashed the state Sunday for a third straight day. As much as 5.5 inches had already fallen along coastal areas. Flood watches were in effect for the southern two-thirds of New Hampshire and southern Maine through Sunday evening.

Authorities expected wind gusts in Maine to reach up to 60 mph and waves up to 20 feet, said Robert McAleer, Maine Emergency Management Agency director.Down East residents are accustomed to rough weather, but it most often comes in the winter when nor'easters howl along the East Coast. Forecasters warned of possible flash floods saying Jangmi, the sixth and biggest storm to hit Taiwan this year, could unleash up to 1400 millimetres (56 inches) of rainfall in some areas.High-speed rail services were suspended and all domestic flights were cancelled, although international air traffic was largely unaffected.Hundreds of residents were evacuated from remote villages and fishing boats sought shelter at ports, the National Fire Agency said.

Jangmi, meaning rose in Korean, made landfall in northeastern Ilan county around 0740 GMT, the Central Weather Bureau said.A major landslide disrupting traffic on a major highway in eastern Taiwan, rescuers said.Local television stations compared the typhoon to a category five hurricane.This is a strong typhoon. YITZHAR, West Bank - A new dynamic has emerged in the West Bank: Jewish settlers block roads, burn tires or set fire to Palestinian fields when troops try to dismantle unauthorized settlements. Activists call the tactic price tag. They hope the havoc will deter Israeli security forces from removing any of the dozens of squatter camps, or outposts, dotting West Bank hills. But outgoing Prime Minister Ehud Olmert warned Sunday that an evil wind of extremism is threatening Israel's democracy.Without naming any specific group, Olmert complained that extremists are undermining the ability of those in charge in Israel to make decisions.The comments to the Israeli Cabinet and a pipe bomb attack that wounded a prominent Israeli critic of the settlers added to the debate about the dangers of ultra-nationalists.

Despite Sunday's forceful words, Olmert and his predecessors failed to live up to a 2003 promise to the U.S. to take down dozens of outposts. Critics of the government also say Israeli police and military often ignore settler violence.The radical extremists in the right-wing camp understand that the government is just too afraid to confront them, said Yariv Oppenheimer, leader of the settlement watchdog group Peace Now.The nearly 300,000 West Bank settlers are a heterogeneous group. They range from suburbanites in settlements near Israel, who moved to the West Bank for cheaper housing, to ideologues and radical hilltop youth who believe Israel must keep the territory for religious and security reasons.The ideological settlers feel betrayed by Israel's 2005 pullout from Gaza, including the evacuation of some 8,500 settlers, and are determined to prevent a repeat in the West Bank.Hardliners have been gaining ground against the more pragmatic leaders of the settlers' umbrella group, the Yesha Council, which has been negotiating with the government over the fate of the outposts.Two large regional councils, Samaria and Binyamin in the northern West Bank, last year elected leaders who oppose any compromise on the outposts.Firebrand activist Daniella Weiss and regional settler leader Yitzhak Shadmi said it includes blocking roads and demonstratively entering Arab villages. If this makes the security forces crazy, so be it, said Shadmi, a lieutenant colonel in the army reserves.Both drew the line at attacking Palestinians or their property, but said they wouldn't dissuade others who advocate more extreme action.Noam Federman, a well-known radical settler from the southern West Bank, said the tactic has been used at least four times so far, most recently on Sept. 18, after the removal of a small outpost, Yad Yair.On Sept. 18, protesters punctured tires of army vehicles at the outpost. Later, Israelis set fire to fields near two Palestinian villages and torched a Palestinian home near Ramallah, the military and villagers said.A June ad in a local newspaper of the Kedumim settlement also described the tactic. During the removal (of a trailer from an outpost), roads were blocked in the area, and later many fires erupted, said the ad, signed by the Residents' Committee of the Samaria Regional Council.This is a true example of how the boundaries of the struggle are determined by the settlers, the ad said.The Israeli human rights group Yesh Din has reported an increase in settler attacks on Israeli soldiers and Palestinians in recent months.

This comes in the context of years of Israeli-Palestinian fighting in the West Bank, including hundreds of attacks against settlers and periodic attempts by armed Palestinians to infiltrate Israeli settlements. One of the hotspots is the Yitzhar settlement, overlooking the West Bank Palestinian villages of Assira al-Kubliyeh, Burin and Madameh. Burin Mayor Ali Eid recited a list of settler attacks in recent months, including the burning of hundreds of trees and the firebombing of a house. A chunk of metal the size of a toaster sat on a table in his office, a fragment from one of nine projectiles he said have been fired at Burin. Two weeks ago, Yitzhar settlers went on a rampage in Assira al-Kubliyeh, following an arson and stabbing attack that injured a 9-year-old boy from the settlement. Dozens of stone-throwing settlers, some firing in the air, smashed windows of several homes and overturned a car in the village. Six villagers were hurt, including a 17-year-old girl shot in the right arm. Yesh Din said Israeli soldiers did little to prevent the riot.

Police say they're still investigating and have not made arrests. A week later, Israeli troops shot dead a 14-year-old Palestinian from Assira as he lit a firebomb near Yitzhar. Police say he was the assailant from the week before. Yitzhar has long been considered a hotbed of militancy, an image the settlement's spokesman, Yigal Amitay, accepts with pride. Yitzhar will always prefer to be in the position of the aggressor and not in the position of the victim, said the 42-year-old father of 10, sitting in his garden along a quiet street lined with small cottages. The settlement has spawned six outposts where 45 of Yitzhar's 170 families live. Officials would not comment on the new tactic, but government spokesman Mark Regev said vigilantes would not be tolerated and police say there have been some arrests. The Settlers' Council is still trying to get a better grasp of the price tag tactic, said a member, Sara Eliash. S. Korean leader arrives in Russia for nuclear, gas talks SEPT 28,08

MOSCOW (AFP) - South Korea's president arrived in Moscow on Sunday for a three-day visit expected to focus on the international standoff over North Korea's nuclear programme and energy ties. South Korean President Lee Myung-Bak landed at Moscow's Sheremetyevo airport at 1:30 pm (0930 GMT).Lee is scheduled to meet his Russian counterpart Dmitry Medvedev and Prime Minister Vladimir Putin on Monday, news agencies reported earlier, citing the South Korean embassy in Moscow.His visit comes days after the UN's atomic energy watchdog said Pyongyang was about to restart a nuclear reprocessing plant and Seoul's foreign minister warned that six-party talks aimed at disarming North Korea were near breakdown.The future of the six-party talks will be discussed" at Lee's meetings with Russian officials, ambassador Lee Kyu-Hyung was quoted as saying in Moscow.Lee also hopes to discuss building a gas pipeline linking Russia to South Korea, the ambassador said.A pipeline delivering Russian gas to South Korea would have to pass through the communist North, which tested an atomic weapon in 2006.Encouraged by the international community, Pyongyang began disabling its Yongbyon reactor last November, but halted work last month to protest a US refusal to drop it from a blacklist of countries supporting terrorism.

NATO closely monitors Russian warships on route to Caribbean

MOSCOW, September 27 (RIA Novosti) - A long-range sortie of the Russian naval task group to the Caribbean has drawn close attention from NATO, a Navy spokesman said on Saturday. A naval task force from Russia's Northern Fleet, comprising the nuclear-powered missile cruiser Pyotr Velikiy, the large ASW ship Admiral Chabanenko, and support ships, left a naval base in northern Russia early Monday to conduct training exercises in the Atlantic, including joint naval drills with the Venezuelan navy in November. Patrol aircraft from the Norwegian Navy have flown four times near the Russian task group in the Norwegian Sea, Capt. 1st rank Igor Dygalo said, adding that the movements of the Russian convoy are also closely monitored by the U.K. HMS Argyll frigate. During the current tour of duty the Russian warships would participate in joint naval exercises with the Venezuelan navy in the Caribbean on November 10-14, in line with the 2008 training program and in order to expand military cooperation with foreign navies. Venezuelan President Hugo Chavez, who recently visited Russia, earlier confirmed that Venezuela would hold joint naval exercises with Russian warships in the Caribbean and said the Russian navy would receive a warm welcome in the Latin American country. Russia announced last year that its Navy had resumed and would build up a constant presence in different regions of the world's oceans. Israel asked US for green light to bomb nuclear sites in Iran SEPT 27,08

Israel gave serious thought this spring to launching a military strike on Iran's nuclear sites but was told by President George W Bush that he would not support it and did not expect to revise that view for the rest of his presidency, senior European diplomatic sources have told the Guardian.The then prime minister, Ehud Olmert, used the occasion of Bush's trip to Israel for the 60th anniversary of the state's founding to raise the issue in a one-on-one meeting on May 14, the sources said. He took it [the refusal of a US green light] as where they were at the moment, and that the US position was unlikely to change as long as Bush was in office, they added.The sources work for a European head of government who met the Israeli leader some time after the Bush visit. Their talks were so sensitive that no note-takers attended, but the European leader subsequently divulged to his officials the highly sensitive contents of what Olmert had told him of Bush's position.Bush's decision to refuse to offer any support for a strike on Iran appeared to be based on two factors, the sources said. One was US concern over Iran's likely retaliation, which would probably include a wave of attacks on US military and other personnel in Iraq and Afghanistan, as well as on shipping in the Persian Gulf.The other was US anxiety that Israel would not succeed in disabling Iran's nuclear facilities in a single assault even with the use of dozens of aircraft. It could not mount a series of attacks over several days without risking full-scale war. So the benefits would not outweigh the costs.Iran has repeatedly said it would react with force to any attack. Even if Israel were to launch an attack on Iran without US approval its planes could not reach their targets without the US becoming aware of their flightpath and having time to ask them to abandon their mission.The shortest route to Natanz lies across Iraq and the US has total control of Iraqi airspace, the official said. Natanz, about 100 miles north of Isfahan, is the site of an uranium enrichment plant.In this context Iran would be bound to assume Bush had approved it, even if the White House denied fore-knowledge, raising the prospect of an attack against the US.Several high-level Israeli officials have hinted over the last two years that Israel might strike Iran's nuclear facilities to prevent them being developed to provide sufficient weapons-grade uranium to make a nuclear bomb. Iran has always denied having such plans.Olmert himself raised the possibility of an attack at a press conference during a visit to London last November, when he said sanctions were not enough to block Iran's nuclear programme.Economic sanctions are effective. Directives for Islamic terrorist attack in U.S. appear on the Internet

A posting uncovered in an Arabic language Internet forum is currently raising a few eyebrows in the intelligence community. The single posting, which is presently being scrutinized by intelligence officials, appears to provide detailed instructions for Muslims living within the United States, giving them specific actions to take before, during and after an upcoming attack in the U.S. The communication was discovered by Archangel, a well-known independent intelligence analyst active within the intelligence community.The post was initially published on August 2, 2008 under the title Commandments [Directives] Before the Strike, and appears to be a sort of a conflict management guide, or instructions on what Muslims should do prior to the attack, actions that should be undertaken concurrent with the attack, and well as additional instructions following the attack.The text addressing the nature, location and timing of the planned attack, although specific to the U.S., appears otherwise ambiguous. For instance, the timing appears to focus on the Tuesday following the end of Ramadan, which would be October 7, 2008. The nature of the attack is less clear. Although the author appears to talk about a strike greater in magnitude than the 9/11 attacks and makes reference to the possibility of it being nuclear in nature, the text references to the nuclear aspect of the attack appear somewhat muddled.In terms of the location of the attack, it is clear that the author identifies both New York, as the financial capital of the U.S., and Washington, DC, as the nation’s capital, as being both desirable and affected. It is interesting that under analysis, the details of the attack referenced by the author are nestled within the text of instructions, rather than being prominently placed to serve as an overt warning as seen in the past. The relative subtlety in which the targets and type of attack was referenced is most interesting from a historical and analytical perspective.

The author who wrote the posting appears to be well established and respected by the community of terrorists and their supporters who frequent such forums. Research of the various membership profiles within that community indicates the author could be a sheik or other Muslim with leadership status. To be clear, research indicates the author has a level of credibility within the forum community. Accordingly, it would be completely consistent for the author to be able to issue a set of instructions that could be expected to be followed by the readers of the forum.An investigation of the post, in terms of placement, links and replies, also provides significant insight with regard to its weight and credibility. Looking at a specific patterns of posting on Arabic language forums over the last seven years, investigation and research takes into account the number, type and authorship of follow-up postings or replies, for example to the original communication.What makes this post particularly interesting is the limited number of replies to date – a total of three- despite the length of time it has been posted. Further, the replies in this case are general blessings, such as May Allah Bless You and general wishes of support for the operation. Based on extensive research of historical posting patterns over the last seven years suggest that this posting could be classified, recognized and acted upon as an order, as opposed to being a point for further discussion.The commandments or directives are written as a set of instructions to an audience the author has divided into six groups as follows, most if not all having some presence in the United States:

1. Muslim scholars, students, followers of Islam;
2. Various Islamic movements.
3. Islamic peoples not belonging to any specific movement.
4. “Dubai Islamic Emirate of the Caucasus” the Islamic State of Iraq and other jihadist movements;
5. Sleeper cells and potential recruits;
6. The general command of al Qaeda.

Various directives are issued to each of the groups referenced above, providing direction to each group on activities that need to be conducted before and after the attack. For example, members of sleeper cells should immediately seek out those who are already activated – known by some Islamic scholars and religious leaders – for further tactical advancement.Specific instructions were also given to the Muslim people to move Muslim children to the safety of training camps at a time that would correspond to the Tuesday after Ramadan – a date that was established as the potential attack date within this posting.In addition to the varied instructions within this post, there is an additional directive that appears to serve as a worldwide activation order for Islamic terrorists to carryout maritime missions subsequent to the attack, with the obvious intent on disrupting all major maritime supply routes.Instructions were given to jihadists in the following areas for such operations:The Philippines - Indonesia - Maldives - the coast of Yemen - the coast of Somalia - the coast of Chinguetti - and perhaps the coast of Algeria;The skyline of the Islamic many important straits and sea lanes that have articulated by the march of trade and military forces of infidelity:The Strait of Malacca between Malaysia and Sumatra, one of the most important corridors of the world trade.The Torres Strait, which lies between New Guinea and northern Australia...Perhaps the most disconcerting aspect of this posting might not be the message itself, but the message when viewed through the prism of historical patterns exhibited subsequent to the 2001 terrorist attacks. In the aftermath of two major terrorist attacks on Western targets, America's counterterrorism community is warning that Al Qaeda may launch more overseas operations to influence the presidential elections in November.Call it Osama bin Laden's October surprise. In late August, during the weekend between the Democratic and Republican conventions, America's military and intelligence agencies intercepted a series of messages from Al Qaeda's leadership to intermediate members of the organization asking local cells to be prepared for imminent instructions.An official familiar with the new intelligence said the message was picked up in multiple settings, from couriers to encrypted electronic communications to other means. These are generic orders, the source said — a distinction from the more specific intelligence about the location, time, and method of an attack. It was, Be on notice. We may call upon you soon. It was sent out on many channels.Also, Yemen's national English-language newspaper is reporting that a spokesman for Yemen's Islamic Jihad, the Qaeda affiliate that claimed credit for last week's American embassy bombing in Sa'naa, is now publicly threatening to attack foreigners and high government officials if American and British diplomats do not leave the country.

Mr. bin Laden has sought to influence democratic elections in the past. On March 11, 2004, Al Qaeda carried out a series of bombings on Madrid commuter trains. Three days later, the opposition and anti-Iraq war Socialist Workers Party was voted into power.In the week before the 2004 American presidential election, Mr. bin Laden recorded a video message to the American people promising repercussions if President Bush were re-elected. In later messages, Al Qaeda's leader claimed credit for helping elect Mr. Bush in 2004. Last year in Pakistan, Qaeda assassins claimed the life of Benazir Bhutto, a former prime minister who returned to her native country in a bid for re-election.There is an expectation that Al Qaeda will try to influence the November elections by attempting attacks globally, a former Bush and Clinton White House counterterrorism official, Roger Cressey, said yesterday.Mr. Cressey said Al Qaeda lacks the capability to pull off an attack in the continental United States, however. It would likely be a higher Al Qaeda tempo of attacks against U.S. and allied targets abroad, he said.At a talk at the Washington Institute for Near East Affairs on August 12, the national intelligence officer for transnational threats said he expected to see more threat reporting on Al Qaeda as America approaches the November elections.The terrorist attack on the Marriott Hotel in Islamabad on Saturday was a particular blow to the allied effort against Al Qaeda. The symbolic effect of the attack on the same day would be devastating.An adviser to Senator McCain and a former director of central intelligence under President Clinton, James Woolsey, said Al Qaeda has a history of doing three things at least related to elections. One is to attack before elections, such as in 2004 in Spain, and of course the assassination of Benazir Bhutto. They also have a history of attacks when new leaders take over, like Gordon Brown in Britain and the new leader in Pakistan, with the attack over the weekend. Also Al Qaeda sends messages to populations in elections. You really don't know which one of these they are going to implement.

GENESIS 21:1-34
1 And the LORD visited Sarah as he had said, and the LORD did unto Sarah as he had spoken.

3 And Abraham called the name of his son that was born unto him, whom Sarah bare to him, Isaac.

3 The LORD thy God, he will go over before thee, and he will destroy these nations from before thee, and thou shalt possess them: and Joshua, he shall go over before thee, as the LORD hath said.

27 For I know thy rebellion, and thy stiff neck: behold, while I am yet alive with you this day, ye have been rebellious against the LORD; and how much more after my death?
28 Gather unto me all the elders of your tribes, and your officers, that I may speak these words in their ears, and call heaven and earth to record against them.
29 For I know that after my death ye will utterly corrupt yourselves, and turn aside from the way which I have commanded you; and evil will befall you in the latter days; because ye will do evil in the sight of the LORD, to provoke him to anger through the work of your hands.

PROPHETS PORTION

HOSEA 10:9-15
9 O Israel, thou hast sinned from the days of Gibeah: there they stood: the battle in Gibeah against the children of iniquity did not overtake them.
10 It is in my desire that I should chastise them; and the people shall be gathered against them, when they shall bind themselves in their two furrows.
11 And Ephraim is as an heifer that is taught, and loveth to tread out the corn; but I passed over upon her fair neck: I will make Ephraim to ride; Judah shall plow, and Jacob shall break his clods.
12 Sow to yourselves in righteousness, reap in mercy; break up your fallow ground: for it is time to seek the LORD, till he come and rain righteousness upon you.
13 Ye have plowed wickedness, ye have reaped iniquity; ye have eaten the fruit of lies: because thou didst trust in thy way, in the multitude of thy mighty men.
14 Therefore shall a tumult arise among thy people, and all thy fortresses shall be spoiled, as Shalman spoiled Betharbel in the day of battle: the mother was dashed in pieces upon her children.
15 So shall Bethel do unto you because of your great wickedness: in a morning shall the king of Israel utterly be cut off.

HOSEA 11:1-12
1When Israel was a child, then I loved him, and called my son out of Egypt.
2 As they called them, so they went from them: they sacrificed unto Baalim, and burned incense to graven images.
3 I taught Ephraim also to go, taking them by their arms; but they knew not that I healed them.
4 I drew them with cords of a man, with bands of love: and I was to them as they that take off the yoke on their jaws, and I laid meat unto them.
5 He shall not return into the land of Egypt, but the Assyrian shall be his king, because they refused to return.
6 And the sword shall abide on his cities, and shall consume his branches, and devour them, because of their own counsels.
7 And my people are bent to backsliding from me: though they called them to the most High, none at all would exalt him.
8 How shall I give thee up, Ephraim? how shall I deliver thee, Israel? how shall I make thee as Admah? how shall I set thee as Zeboim? mine heart is turned within me, my repentings are kindled together.
9 I will not execute the fierceness of mine anger, I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of thee: and I will not enter into the city.
10 They shall walk after the LORD: he shall roar like a lion: when he shall roar, then the children shall tremble from the west.
11 They shall tremble as a bird out of Egypt, and as a dove out of the land of Assyria: and I will place them in their houses, saith the LORD.
12 Ephraim compasseth me about with lies, and the house of Israel with deceit: but Judah yet ruleth with God, and is faithful with the saints.

HOSEA 12:1-14
1 Ephraim feedeth on wind, and followeth after the east wind: he daily increaseth lies and desolation; and they do make a covenant with the Assyrians, and oil is carried into Egypt.
2 The LORD hath also a controversy with Judah, and will punish Jacob according to his ways; according to his doings will he recompense him.

8 And Ephraim said, Yet I am become rich, I have found me out substance: in all my labours they shall find none iniquity in me that were sin.
9 And I that am the LORD thy God from the land of Egypt will yet make thee to dwell in tabernacles, as in the days of the solemn feast.
10 I have also spoken by the prophets, and I have multiplied visions, and used similitudes, by the ministry of the prophets.
11 Is there iniquity in Gilead? surely they are vanity: they sacrifice bullocks in Gilgal; yea, their altars are as heaps in the furrows of the fields.
12 And Jacob fled into the country of Syria, and Israel served for a wife, and for a wife he kept sheep.
13 And by a prophet the LORD brought Israel out of Egypt, and by a prophet was he preserved.
14 Ephraim provoked him to anger most bitterly: therefore shall he leave his blood upon him, and his reproach shall his Lord return unto him.

HOSEA 13:1-16
1 When Ephraim spake trembling, he exalted himself in Israel; but when he offended in Baal, he died.
2 And now they sin more and more, and have made them molten images of their silver, and idols according to their own understanding, all of it the work of the craftsmen: they say of them, Let the men that sacrifice kiss the calves.
3 Therefore they shall be as the morning cloud, and as the early dew that passeth away, as the chaff that is driven with the whirlwind out of the floor, and as the smoke out of the chimney.
4 Yet I am the LORD thy God from the land of Egypt, and thou shalt know no god but me: for there is no saviour beside me.
5 I did know thee in the wilderness, in the land of great drought.
6 According to their pasture, so were they filled; they were filled, and their heart was exalted; therefore have they forgotten me.
7 Therefore I will be unto them as a lion: as a leopard by the way will I observe them:
8 I will meet them as a bear that is bereaved of her whelps, and will rend the caul of their heart, and there will I devour them like a lion: the wild beast shall tear them.
9 O Israel, thou hast destroyed thyself; but in me is thine help.
10 I will be thy king: where is any other that may save thee in all thy cities? and thy judges of whom thou saidst, Give me a king and princes?
11 I gave thee a king in mine anger, and took him away in my wrath.
12 The iniquity of Ephraim is bound up; his sin is hid.
13 The sorrows of a travailing woman shall come upon him: he is an unwise son; for he should not stay long in the place of the breaking forth of children.
14 I will ransom them from the power of the grave; I will redeem them from death: O death, I will be thy plagues; O grave, I will be thy destruction: repentance shall be hid from mine eyes.
15 Though he be fruitful among his brethren, an east wind shall come, the wind of the LORD shall come up from the wilderness, and his spring shall become dry, and his fountain shall be dried up: he shall spoil the treasure of all pleasant vessels.

HOSEA 14:1-2
1 O Israel, return unto the LORD thy God; for thou hast fallen by thine iniquity.

MIICAH 7:18-20
