Scotland must prepare for absolute terror
A NUCLEAR attack by terrorists causing widespread panic, chaos and death is inevitable and will happen soon, a senior Scottish police officer has warned.Ian Dickinson, who leads the police response to chemical, biological and nuclear threats in Scotland, has painted the bleakest picture yet of the dangers the world now faces. Efforts to prevent terrorist groups from obtaining materials that could be made into radioactive dirty bombs - or even crude nuclear explosives - are bound to fail, he said. And the result will be horror on an unprecedented scale.These materials are undoubtedly out there, and undoubtedly will end up in terrorists' hands, and undoubtedly will be used by terrorists some time soon, he declared. We must plan for failure and prepare for absolute terror.
Dickinson is assistant chief constable with Lothian and Borders Police, and has responsibility through the Association of Chief Police Officers in Scotland for protecting Scotland from chemical and nuclear attacks. He has been closely involved in co-ordinating the country's counter-terrorism response.
He said: An incident will continue for days and all the public will see is people dying without reason. What will we do when our children come home from school with blisters on their skin and their parents don't know what to do? What happens if 10 deaths, 50 deaths, 100 deaths start occurring in an unconnected and random way all over the country? The public will be rightly and understandably terrified.Casualties caused by radiation, which most people don't understand, would trigger widespread panic and fear, said Dickinson. And the response of the emergency services would be chaotic because of a shortage of resources.The police capability for dealing with the chemical, biological, radiological and nuclear threat - known as CBRN - needs to be increased, he argued. I haven't got as many officers with protective equipment as I would like, he added. We must prepare for the worst.Dickinson delivered his dire warnings to an international conference in Edinburgh last week. More than 300 experts from 70 countries were taking part in a high-level meeting organised by the UN International Atomic Energy Agency on the risks of nuclear terrorism.The police response to a CBRN incident when it happened would have a profound effect on our communities which should not be underestimated, he said. The protective clothing that officers would have to wear would look terrifying.As Dickinson made the point in his speech on Wednesday, one of his fellow police officers appeared dramatically on the stage dressed head to toe in a regulation black protection suit. With his face completely obscured by a gas mask, the officer then walked slowly through the delegates seated in the Edinburgh International Conference Centre.
Decontamination after a radiation attack would be an enormous cost, Dickinson contended. It would far exceed the multi-million pound bill for cleaning up the 50 premises contaminated with polonium-210 after the poisoning of the former KGB agent, Alexander Litvinenko, in London last year.There would also be a huge drain on resources from having to reassure many people who were unharmed but worried. The additional monitoring and clean-up work would be a major problem, he said.Worldwide efforts to stem the spread of radioactive materials by the governments represented at the conference were vital, Dickinson concluded. But the sad fact is that your work will fail.Dickinson's nightmare analysis was backed up by Dr Frank Barnaby, a nuclear consultant who used to work at the Aldermaston Atomic Weapons Establishment in Berkshire. The amazing thing is that this hasn't happened already, he told the Sunday Herald.We should expect it any minute. It's an obvious thing for a terrorist to do. A primitive nuclear explosion would simply eliminate the centre of a city like Glasgow or Edinburgh.The Edinburgh conference heard a series of other warnings about the risks of radioactive materials being stolen and used to cause devastation.As the terrorists look for the next spectacular attack, we know that al-Qaeda in Iraq is calling on nuclear scientists to join in the jihad, said William Nye, director of counter-terrorism and intelligence at the Home Office in London.Richard Hoskins, from the International Atomic Energy Agency's Office of Nuclear Security in Vienna, revealed that there had been 1266 confirmed incidents in which radioactive materials had been stolen or lost around the world since 1993.Most involved radiation sources that could be made into dirty bombs, although in 18 instances small amounts of bombs-grade uranium or plutonium had been seized.

Iran has produced its own nuclear fuel pellets of uranium oxide for the first time to power its heavy water research reactor currently under construction, Vice President Gholam Reza Aghazadeh said Saturday Worried, but full of praise IAEA chief: Knowledge about Iran's nuclear plan shrinking according to the official IRNA news agency.The announcement represents a major technological step forward as it is the first time the Iranians have said they can turn uranium into the fuel pellets that are inserted into the fuel rods powering nuclear reactors.Fuel pellets to be used in the 40-megawatt Arak research reactor (in central Iran) have been produced,IRNA quoted Aghazadeh, who heads the country's Atomic Energy Organization, as saying Saturday.Iran is also working to produce fuel pellets for its light water reactors such as the one being built with Russian assistance in Bushehr on the Persian Gulf coast using enriched uranium, a process the US and its allies have called for an end to because they say, if enriched further, can be used to build nuclear weapons.Nuclear fuel pellets for use in heavy water reactors are produced from uranium oxide, while the pellets for use in light water reactors are produced from enriched uranium, but the technology to produce nuclear fuel pellets are almost the same, Iranian nuclear scientist Rasoul Sediqi Bonabi said.Producing enriched uranium fuel pellets is the final stage in a long process that begins with extracting the uranium ore, converting it into a concentrate called yellow cake before it is processed into a gas that then has to be enriched using centrifuges.
Aghazadeh said they are already testing the fuel pellets and the fuel rods produced at its nuclear fuel production facilities in Isfahan, central Iran.Aghazadeh also dismissed any possibilities of slowing down in Iran's uranium enrichment program, which has already prompted two rounds of sanctions from the UN.The Vienna-based International Atomic Energy Agency, which is probing Iran's nuclear fuels out of concerns it could be used to make weapons, had no comment.
Solana dossier could lead to more sanctions
Iran is likely seeking to display its achievements ahead of an upcoming EU report on its nuclear program authored by EU foreign policy chief Javier Solana. Solana is scheduled to meet with top Iranian negotiator Saeed Jalili on Friday to discuss the program.
Solana has been trying to persuade Tehran to resume talks on suspending uranium enrichment in exchange for a package of political and economic incentives, but Tehran has refused to offer concessions.A report by Solana, due by the end of the month, will along with the IAEA's findings form the basis for a UN Security Council decision whether to slap more sanctions on the Islamic republic, following two previous sets of sanctions in December 2006and March 2007.Dudi Cohen and news agencies contributed to this report.

(IsraelNN.com) An Israel Democratic Institute (IDI) demographic survey finds religious growth and secular decline - but most significant is that the proportion of religious in the public is highest among the youth.The percentage of Jews describing themselves as secular has dropped sharply over the past 30 years, while the religious and traditional proportions have risen. The annual survey finds that the secular public comprises only 20% of the Israeli population - compared to 41%, more than twice as much, in 1974.Nearly half the population, 47%, describes itself as traditional, while the hareidi-religious and religious-Zionist together comprise 33% of the public.The numbers were compiled based on a survey of representative sampling of 1,016 Israelis Jews.
Tradition Reigns
Over the past seven years, according to IDI statistics, the proportion of secular Jews has dropped sharply from 32% to 20% today. The traditionalists have traditionally had the lead in polls of this nature - except for one year in 1974, when they trailed the seculars, 41% to 38%. Other findings show that the Sephardic population is much more traditional and religious than the Ashkenazic sector. Ashkenazic Jews are those originating from European (Christian) countries, whereas Sephardic Jews lived in the Iberian Peninsula (now Spain and Portugal), African and Middle Eastern (Moslem) countries. Only 7% of the Sephardim describe themselves as secular, compared to 36% of the Ashkenazim. At the same time, 56% of the Sephardim are religious or hareidi, compared to only 17% of the Ashkenazim.39% of those under age 40 are religious - more than those in their 40's and 50's (32%), and much more than those aged 60 and over (20%). It can be inferred from the numbers that Israel is a traditional society, and that it will become even more so as the years go by.
Country is Right-Wing; the Religious - Even More So
Politically, the religious are more right-wing, but so are the others. Among the religious, many more identify with the right than with the left, by a 71-8 margin; among the traditional, it's 49-21, and among the secular, it's 43-27. In total, 55% of the population view themselves as right-wing, and only 18% are to the left.

Lesbian Ordained in Lutheran Church, Refuses Celibacy Vow

A lesbian became the first homosexual minister to be ordained since the Evangelical Lutheran Church in America gave leeway to churches in disciplining pastors who violate a celibacy vow requirement.Lutherans Prepare for First Draft on Human Sexuality
Jen Rude, 27, was ordained on Saturday at Resurrection Lutheran Church in Chicago despite her refusal to take a vow of celibacy. She was installed on Sunday.Under church policy, homosexual – and not heterosexual – ministers are required to make a vow of celibacy before they can be ordained. Although not currently in a relationship, Rude called the policy discriminatory.Rude is the first homosexual pastor to test a resolution that urges ELCA bishops to refrain from disciplining pastors who are in faithful committed same-gender relationships. The resolution was passed at a national assembly in August when members also rejected measures that would have allowed the ordination of non-celibate homosexual clergy.
More than 100 congregants witnessed Rude’s ordination and showed support for the lesbian pastor, whose father and grandfather are both Lutheran ministers.This is who we are and this is what we do, said Kathy Young, a member of Resurrection Lutheran Church, as reported by The Chicago Tribune. The congregation welcomes people of all sexual orientations and gender identities, according to its website.It's meaningful to me in the sense that my call is being affirmed not only by God but the people of God, Rude said.Chicago bishop Wayne Miller did not try to block Rude's ordination but also did not attend the weekend ceremony. He met with the congregation last month to inform of the potential consequences of the ordination, such as expulsion, should the denomination choose to enforce the policy in the future, according to The Chicago Tribune.This does not imply any bitterness or any hostility. It's simply where we are right now, Miller told the local Tribune. My goal is to keep people in the conversation, and I do not see this as an issue that should be dividing the church. I think it's one of the many places where difference of opinion can make the church stronger and healthier, as long as people stay at the table and keep talking.Miller said he believes the celibacy policy should be lifted but also believes bishops should follow the church rule.
Despite the ordination, Rude's name will not be listed on the official rolls of ELCA clergy.The Evangelical Lutheran Church in America is the largest Lutheran denomination, claiming 4.8 million members across the country.

WASHINGTON (AFP)--U.S. Secretary of State Condoleezza Rice met Israeli Foreign Minister Tzipi Livni on Sunday for the first of a series of meetings aimed at bridging gaps between Israel and the Palestinians ahead of a peace meeting on Tuesday.Rice hosted Livni for one-on-one talks over lunch at her private residence in the Watergate complex just hours after the Israeli foreign minister arrived together with Prime Minister Ehud Olmert in Washington, a senior source told AFP.The two were expected to discuss ways to narrow gaps between Israel and the Palestinians, who are trying to hammer out a joint statement outlining a solution to the Middle East conflict which they wish to present at the international meeting in Annapolis, Maryland on Tuesday, the source said.Rice was planned to hold at 6 p.m. EST (2300 GMT) a second meeting with Livni and Ahmed Qorei, who heads the Palestinian negotiating team, to discuss the document and preparations for the conference, Israeli and Palestinian sources said. VATICAN CITY -- Pope Benedict XVI elevated 23 clerics from around the world to the top ranks of the Catholic Church on Saturday, including the Chaldean patriarch of Baghdad, whom he welcomed by saying he was praying for peace in Iraq.On a gilded papal throne set on an altar decorated with crimson roses, Benedict placed a red hat on the head of each cardinal as they knelt in turn during the solemn yet festive ceremony in St. Peter's Basilica.Among them was Chaldean Patriarch Emmanuel III Delly, 80, who received special mention in Benedict's homily.By calling the patriarch of the Chaldean Church to enter into the College of Cardinals, I wanted to express in a concrete way my spiritual closeness and my affection to Iraq's Christians, Benedict said to applause.
Our brothers and sisters in faith are experiencing in the flesh the dramatic consequences of an ongoing conflict and are living in an extremely fragile and delicate political situation, he said, adding that he was praying for peace and reconciliation in the country.Benedict has been outspoken in recent months in lamenting the plight of Christians in Iraq and the Middle East in general.

Tony Blair was on the brink of announcing his conversion to Catholicism on a visit to the Pope until a last-ditch intervention by Britain's Roman Catholic leader.Tony Blair at an audience with Pope Benedict XVI.The former Prime Minister was planning to make the historic statement on a trip to the Vatican, but was persuaded not to at the 11th hour.Cardinal Cormac Murphy-O'Connor, the Archbishop of Westminster, advised Mr Blair that it would be unwise and inappropriate to use such a high-profile occasion for such an important private event, particularly coming just days before he was due to leave Downing Street.He was preparing to make a declaration about his faith as one of his last acts as Prime Minister. But the cardinal recommended that it would be better to wait until he had left Number 10, amid fears that the announcement could cause a political storm.It is understood that he has received instruction from Fr John Walsh, a chaplain at RAF Cranwell, and Fr Mark O'Toole, the cardinal's secretary, in preparation for conversion.
He had already told aides that he intended to convert to Catholicism and was believed to have been planning the visit to the Vatican in June as the perfect opportunity to announce the momentous step of becoming the country's first Catholic Prime Minister.However, The Sunday Telegraph has also learnt that he has since put his plans on hold, despite leaving office, because of fears that it could jeopardise his work as an envoy in the Middle East.There had been speculation that he would formalise his Catholic beliefs in the next few days, but it is understood that it is likely that he will not convert until next year, probably at Easter.A source close to Cardinal Murphy-O'Connor said the Archbishop had advised Mr Blair that any statement on his conversion should be done reflectively.There was a question over whether this was the time to make such an announcement, the source said. The cardinal's concern for Mr Blair was pastoral and he told him not to do it then, but to wait for a more private occasion.
The cardinal was called to the papal study in the Vatican for a private meeting with Pope Benedict XVI and the former Prime Minister, which lasted around 10 minutes.
For him to be invited to the audience [with the Pope] is significant, said a Vatican insider. It is unusual for a representative of a local Church to be present at an audience between the Pope and a prime minister.After the meeting - during which Mr Blair gave the pontiff a frame containing three photographs of Cardinal John Henry Newman, the most famous of English converts to Rome - the cardinal hosted a lunch for him at the English college.Mr Blair's desire to become a Catholic has been an open secret for years, but doing this while still at Number 10 would have been controversial as some lawyers believe that the 1829 Emancipation Act, which gave Roman Catholics full civil rights, may still prevent a Catholic from becoming prime minister. Clauses in the Act state that no Catholic adviser to the monarch can hold civil or military office. Also, it would have caused a potential conflict with his role in choosing Church of England bishops.Despite being asked by Cardinal Basil Hume, the previous Archbishop of Westminster, to desist from receiving Communion because he has not converted to Catholicism, Mr Blair received Communion from Fr Michael Seed while he was at Downing Street and from Fr Timothy Russ and Fr Walsh at Chequers. He also attended Mass at Westminster Cathedral with his family, who are all Catholics - his two sons attended the London Oratory, a Catholic school.Areas that he must cover before he can become a Catholic include the Creed, prayer life and the Church's doctrine.
It is believed that he will be received into the Church by the cardinal. During the service he will recite the Nicene Creed and make a formal declaration that reads: I believe and profess all that the Holy Catholic Church believes, teaches and proclaims to be revealed by God.Mr Blair was initially introduced to religion by Peter Thomson, an Australian priest, during his time at Oxford University where he was prepared for confirmation by Graham Dow, an evangelical Anglican cleric who is now Bishop of Carlisle.More recently he has developed a friendship with Prof Hans Kung, the respected theologian.

Tuesday November 27th is the date set for the Annapolis Middle East Peace Summit. If all the parties agree to attend and the summit goes ahead, it could mean disaster for Israel - and disaster for Israel means disaster for every believer, whether they realise it or not. One article I received called it a lynching and described Nov 27th as The date of Israel's ceremonial execution, while all the world cheers. Another called it international gang-rape. Whatever term is used the implication is similar. The nations of the world, led by President Bush and Condalesa Rice are becoming intoxicated by the scent of blood - Israel's blood, as the summit from Hell draws near.We are rapidly approaching the climax of history and the end of the current age. The story of the last 6000 years of world history is the account of the rise and fall of all the great empire, Babylon, Egypt, Medo-Persia, Greece and Rome. At the very peak of their world domination, each of those empires signed their own death warrant by attacking the apple of God's eye - Israel. Today those powerful empires are either totally gone or just a shadow of their former grandeur, and tiny Israel is back as the most strategically important nation in the world.
Today the world we live in is being fashioned into one global entity, in a plot devised by Satan as he prepares to make a last ditch attempt to destroy Israel and the Jewish people, thus nullifying the Word of God, and preventing the return of Yeshua, and the setting up of God's Kingdom on the Earth. Now can you see why I say that Israel is the most strategically important nation on the Earth? Furthermore as believers, our entire future and destiny is eternally entwined with that of Israel and the Jewish people. The grafted in Church is, or should be, like Ruth - she has made the God of Naomi, the God of the Jewish people her God, and therefore ought to see the Jewish people as her people. As with Ruth in the Bible, the Christians should cling to the Jewish people and never let us go, because the only future for this world is a future where the Son of God rules and reigns from Jerusalem. A world without Israel is a world with out a future. A Similarly the Church without Israel is a Church with out a future. And Satan knows it well.
1 John 5:19 tells us that the whole world lies under the influence of the evil one and that has never been more obvious than it is in these days. Spiritual deception is everywhere. Witchcraft is rampant thanks to Harry Potter. Sexual immorality is rampant thanks to Hollywood - even in the Church. Deviant homosexuality (an ABOMINATION in God's eyes) is rampant - and its also in the Church. Global warming is a fact, but it is not being caused by the Greenhouse Effect as the United Nations and the scientists are trying to tell us. The price of the two most foundational necessities of life in the 21st century are going through the roof. Fuel for our vehicles - oil, and fuel for our bodies - bread. Its all a part of Satan's plan to bring in a New World Order.
At the heart Satan's New World Order plan is to solidify his grip on God's chosen dwelling place on Earth - the Temple Mount in Jerusalem (2 Chron 7:16). For that to take place he must eradicate the Jewish people and destroy the Jewish state. That is what the Middle East Peace process and the Annapolis Summit is all about. The UN & the EU are tools in the Devil's hands, and whether they realise it or not, President Bush and Condalesa Rice are absolutely serving the purposes of Satan not YHVH and Yeshua.
For the sake of Israel, the Church, the World and the desparately needed Kingdom of God, the goals of the Annapolis Summit must NOT be allowed to come to pass. As co-labourers of the One True God we must do all that is within our power to prevent the Devil having his way. If he does have his way at Annapolis, the lynching and gang-rape will take place and the Jewish state of Israel, the only possible location of the Kingdom of God will be destroyed, or at the very least, severely damaged and the return of Yeshua to bring true peace to this deeply troubled world will be delayed.
I don't think YHVH will let it happen, but please don't be one who sits on the side-line as a spectator to see if I am right or not. This is a strategic time for the people of God to rise up and use the authority that Yeshua gave us to overcome the works of the Devil. This is a call to pray and fast over the next few days before the set date of the 27th, to bring an end to the planned lynch and rape of God's chosen nation. The following passages describe exactly what is taking place today - Lets pray the relevant verses back to God and ask Him to perform His promises to Israel, and to carry out His threats upon those who conspire and rage against the Lord and His Anointed One.
Ps 2:1-9 Why do the nations rage, and the people plot a vain thing? The kings of the earth set themselves, and the rulers take counsel together, against the LORD and against His Anointed, saying, Let us break Their bonds in pieces and cast away Their cords from us.

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.

MALIBU, Calif. - A fast-moving wildfire destroyed about 20 homes and spread through the canyons and hills above Malibu on Saturday, forcing hundreds of residents to flee. No injuries were reported.
The blaze, feeding on brush and trees and driven by the dry Santa Ana wind, began shortly before 3:30 a.m. PST near Malibu Lake on state park land and burned roughly 1,500 acres in about five hours, said Los Angeles County fire Capt. Mike Brown.Fire officials estimated about 20 homes had been destroyed, but the exact number was not known. The cause of the fire had not been determined.An enormous wall of smoke rose up over the hills and canyons.About 200 homes in three communities were evacuated, Brown said. An evacuation center was set up at a local high school.
Officials at Pepperdine University told their students to move to a campus shelter as a precaution. However, the university was largely empty because of the holiday weekend.Prior to the Thanksgiving holiday I was told the weather conditions was Santa Ana winds and we all know what that means, said university spokesman Jerry Derloshon.The blaze was blowing downhill toward the Pacific Ocean. It jumped Pacific Coast Highway, the main thoroughfare along the coast, spreading small spot fires.About 500 firefighters were at work on the blaze, aided by 10 water-dropping helicopters, but had not contained any part of the fire by midmorning.We're at the mercy of the winds right now, Brown said.
Hundreds of firefighters had been placed on watch for the weekend as the Santa Ana wind returned to Southern California. Gusts up to 60 mph were reported in some mountain passes during the night.

The role of the EU in the Middle East Peace Process has increased over the years. It actively contributes via:
· EU participation in the Quartet, including the political, financial and human resources support provided by the Community in 2005 and 2006 to the Quartet Special Envoy for Disengagement, James Wolfensohn.
· EU bilateral relations with Israel and the Palestinian Authority (on behalf of the PLO), which are underpinned by Association or Interim Agreements and by European Neighborhood Policy Action Plans adopted in 2005.
· The facilitation of regional dialogue through the Euro-Mediterranean Partnership (Barcelona Process), which remains the only multilateral forum outside the United Nations where all the conflict parties meet.
· Confidence-building measures, including electoral observation activities funded by the European Commission: free and fair elections are an essential step to guarantee the success of the Road Map. Further confidence-building measures include EU monitoring of the proper implementation of the Israeli/Palestinian agreement on operation of the Rafah border crossing point between the Gaza Strip and Egypt and Community assistance to help build up PA border control capacities.
· The organization of trilateral policy dialogues with participation of the European Commission and the Parties on transport, energy and trade.
· Assistance aimed at creating the conditions for peace, stability and prosperity in the region
· to promote Palestinian economic, social, political and security sector reforms, which includes tackling governance issues;

The European Union is the largest donor to the Palestinians and to the United Nations Relief and Works Agency. Since the beginning of the second Intifadah in September 2000, EU assistance reflects a mix of emergency support, more medium term institution building measures and support to the reform process. In this context, the conditions attached to EU financial assistance to the Palestinian Authority have led to vastly improved public finance management.
In 2005, the Commission in addition established an infrastructure facility to assist the Palestinian Authority in the context of the Israeli withdrawal from the Gaza Strip. The EU is also since 2005 actively engaged in security sector reform, inter alia via efforts to reform Palestinian civil policing (EUCOPPS). The Commission recently launched a € 7 million assistance program to support judicial reform and promote the Rule of Law, which complements work on civil policing.
Together with Norway, the EU co-chairs meetings of the international donor mechanism, the Ad-Hoc Liaison Committee for Assistance to the Palestinians (AHLC). The EU is also closely involved in reviewing international and local donor coordination structures, and in local donor co-ordination on issues of electoral reform, financial accountability, judicial reform and humanitarian assistance, working with the Palestinian Authority to advance the reform plans, monitor implementation and identify appropriate benchmarks and barriers that impede reform. The EU focus on governance issues will continue under the reformed local donor coordination structures put in place in December 2005.
The EU is the biggest trading partner and a major economic, scientific and research partner of Israel. The Union is also a major political and economic partner of Lebanon, Syria, Jordan and Egypt.
The Middle East is a region where Europe is bond to play an important role. There are close historical ties which infuse the relationship. The region is geographically close to Europe, not only in the sense it can be considered Europe’s near abroad but Europe with the presence of penetrates into Europe with the presence of sizeable Muslim and Middle Eastern communities. Europe also provides a practical model for low a war-torn region can secure peace and prosperity. In terms of the Middle East peace process, to frame work for a more structured and effective European strategy is now easier to delineate.
The European Union needs to determine more closely its view on, and preferences for, the parameters of a peace settlements, in a final settlement will inevitably have to be something close to Luhat was almost agreed in Toba January 2007.
The European Union viewpoint is that is no possibility to make real and credible progress in the Middle East peace process with out full implementation of all commitments freely accepted by the parties. The European Union will continue its aid for Palestinian people and to support Palestine authority and peace process. Flexibility is needed in order to adapt to developments in reality in the ground and to support solution bringing progressing the cause of Middle East and Israel peace process.
The European Union also needs to focus its attention on pressing issues on the Indian Sub Continent. Large numbers of innocent people are killed every day in Kashmir. The Indian Army is responsible for killing over 92,000 over the past 18 years. Meanwhile Kashmiri demands right to self-determination have gone unanswered for over 60 years. The people of Kashmir look to the European Union, the United States and other influential powers and Institutions to intervene in this urgent humanitarian issue.

We're seeing a liquidation of the carry trade. For years it created liquidity for global equities in an upward spiral, but this has now turned into a downward spiral. Russia is undermining the OSCE

EUOBSERVER / COMMENT - The decision by the Organisation for Security and Co-operation's democracy office not to deploy an election observation mission for the Duma elections on 2 December marks the culmination of a struggle between Russia and the OSCE, which began after the organisation criticised the 2003/2004 Duma and Presidential elections. Ever since, Russia has questioned the OSCE's mandate to comprehensively observe elections. Ahead of the upcoming elections, the Russian election commission invited only 70 OSCE observers, instead of letting the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) decide how many observers are needed, as has been the practice for the past decade. In 2003, the ODIHR sent 450 observers, in order to achieve some coverage of Russia's vast territory. The ODIHR has pulled the plug now that even the deployment of the limited number of observers was being delayed. The Russian intention appears to have been to keep the ODIHR mission small, in order to portray it as one among other invited observer missions, including those by the Commonwealth of Independent States and the Shanghai Co-operation (Russia, China and Central Asian States); organisations with no track-record of credible election observation.
By seriously restricting the time observers could be on the ground, the Russian authorities probably also hoped that the mission would not be able to gather the facts necessary to make a comprehensive and credible statement. The Russian authorities will therefore welcome that some members of the OSCE's Parliamentary Assembly will nevertheless go to the Russian elections, because such short-term observers cannot produce crucial information, e.g. on media coverage, or in-depth review of the election laws. In some ways, Russia's concern about the ODIHR is a compliment for an institution which over the last 10 years has established itself as Europe's primary election watchdog. In the early 1990s, election observation was a largely diplomatic activity with little methodology or impact, so it came as a surprise when ODIHR observers issued a detailed, critical assessment of the Albanian parliamentary elections in 1996. Ever since, the ODIHR has fine-tuned a quasi-scientific observation methodology, involving media monitoring, legal analysis, the presence of long-term observers across the country and a statistically significant number of short-term observers in polling stations on election day. Numerous assessments, both positive and negative have been issued. As a result, the organisation has become the most quoted and trusted source on the quality of elections in Europe and the former Soviet Union and its methodology has been copied by others, e.g. the EU.
Until the Russian elections in 2003/2004 the OSCE's role in election observation was largely unchallenged, but things have become rockier since. The Russian government not only resented the critical OSCE reports on Russia, but has become wary of any democracy promotion activity after the orange and rose 'revolutions' in Ukraine and Georgia. A triumphalist tone in some Western media on those elections contributed to a perception that support for elections is a way to change regimes, rather than promoting the opportunity for citizens to freely choose their government. The Russian position sets a negative precedent that other OSCE members may be happy to follow. Already Kazakhstan, Kyrgyzstan, Uzbekistan, Belarus and Armenia have signed up for a Russian policy proposal to greatly limit independent OSCE election observation. Reportedly, even some EU member states wonder if the ODIHR's position is too inflexible, which is surprising, because the EU rightly insists on the same approach when it observes elections abroad. The crisis is another sign that the pan-European consensus on democracy and human rights, which made the OSCE effective, is disappearing. This undermines an organisation which already struggles to maintain a role in the context of EU enlargement and increased Russian confidence. This is bad news for citizens in a number of OSCE states, who are struggling for their political rights and bad news for the EU, which relies on the OSCE's expert work in its policies towards Eastern Europe and Central Asia. Tuesday November 27th is the date set for the Annapolis Middle East Peace Summit. If all the parties agree to attend and the summit goes ahead, it could mean disaster for Israel - and disaster for Israel means disaster for every believer, whether they realise it or not. One article I received called it a lynching and described Nov 27th as The date of Israel's ceremonial execution, while all the world cheers. Another called it international gang-rape. Whatever term is used the implication is similar. The nations of the world, led by President Bush and Condalesa Rice are becoming intoxicated by the scent of blood - Israel's blood, as the summit from Hell draws near.We are rapidly approaching the climax of history and the end of the current age. The story of the last 6000 years of world history is the account of the rise and fall of all the great empire, Babylon, Egypt, Medo-Persia, Greece and Rome. At the very peak of their world domination, each of those empires signed their own death warrant by attacking the apple of God's eye - Israel. Today those powerful empires are either totally gone or just a shadow of their former grandeur, and tiny Israel is back as the most strategically important nation in the world.
Today the world we live in is being fashioned into one global entity, in a plot devised by Satan as he prepares to make a last ditch attempt to destroy Israel and the Jewish people, thus nullifying the Word of God, and preventing the return of Yeshua, and the setting up of God's Kingdom on the Earth. Now can you see why I say that Israel is the most strategically important nation on the Earth? Furthermore as believers, our entire future and destiny is eternally entwined with that of Israel and the Jewish people. The grafted in Church is, or should be, like Ruth - she has made the God of Naomi, the God of the Jewish people her God, and therefore ought to see the Jewish people as her people. As with Ruth in the Bible, the Christians should cling to the Jewish people and never let us go, because the only future for this world is a future where the Son of God rules and reigns from Jerusalem. A world without Israel is a world with out a future. A Similarly the Church without Israel is a Church with out a future. And Satan knows it well.
1 John 5:19 tells us that the whole world lies under the influence of the evil one and that has never been more obvious than it is in these days. Spiritual deception is everywhere. Witchcraft is rampant thanks to Harry Potter. Sexual immorality is rampant thanks to Hollywood - even in the Church. Deviant homosexuality (an ABOMINATION in God's eyes) is rampant - and its also in the Church. Global warming is a fact, but it is not being caused by the Greenhouse Effect as the United Nations and the scientists are trying to tell us. The price of the two most foundational necessities of life in the 21st century are going through the roof. Fuel for our vehicles - oil, and fuel for our bodies - bread. Its all a part of Satan's plan to bring in a New World Order.
At the heart Satan's New World Order plan is to solidify his grip on God's chosen dwelling place on Earth - the Temple Mount in Jerusalem (2 Chron 7:16). For that to take place he must eradicate the Jewish people and destroy the Jewish state. That is what the Middle East Peace process and the Annapolis Summit is all about. The UN & the EU are tools in the Devil's hands, and whether they realise it or not, President Bush and Condalesa Rice are absolutely serving the purposes of Satan not YHVH and Yeshua.
For the sake of Israel, the Church, the World and the desparately needed Kingdom of God, the goals of the Annapolis Summit must NOT be allowed to come to pass. As co-labourers of the One True God we must do all that is within our power to prevent the Devil having his way. If he does have his way at Annapolis, the lynching and gang-rape will take place and the Jewish state of Israel, the only possible location of the Kingdom of God will be destroyed, or at the very least, severely damaged and the return of Yeshua to bring true peace to this deeply troubled world will be delayed.
I don't think YHVH will let it happen, but please don't be one who sits on the side-line as a spectator to see if I am right or not. This is a strategic time for the people of God to rise up and use the authority that Yeshua gave us to overcome the works of the Devil. This is a call to pray and fast over the next few days before the set date of the 27th, to bring an end to the planned lynch and rape of God's chosen nation. The following passages describe exactly what is taking place today - Lets pray the relevant verses back to God and ask Him to perform His promises to Israel, and to carry out His threats upon those who conspire and rage against the Lord and His Anointed One.

MALIBU, Calif. - A fast-moving wildfire destroyed about 20 homes and spread through the canyons and hills above Malibu on Saturday, forcing hundreds of residents to flee. No injuries were reported.
The blaze, feeding on brush and trees and driven by the dry Santa Ana wind, began shortly before 3:30 a.m. PST near Malibu Lake on state park land and burned roughly 1,500 acres in about five hours, said Los Angeles County fire Capt. Mike Brown.Fire officials estimated about 20 homes had been destroyed, but the exact number was not known. The cause of the fire had not been determined.An enormous wall of smoke rose up over the hills and canyons.About 200 homes in three communities were evacuated, Brown said. An evacuation center was set up at a local high school.
Officials at Pepperdine University told their students to move to a campus shelter as a precaution. However, the university was largely empty because of the holiday weekend.Prior to the Thanksgiving holiday I was told the weather conditions was Santa Ana winds and we all know what that means, said university spokesman Jerry Derloshon.The blaze was blowing downhill toward the Pacific Ocean. It jumped Pacific Coast Highway, the main thoroughfare along the coast, spreading small spot fires.About 500 firefighters were at work on the blaze, aided by 10 water-dropping helicopters, but had not contained any part of the fire by midmorning.We're at the mercy of the winds right now, Brown said.

The role of the EU in the Middle East Peace Process has increased over the years. It actively contributes via:
· EU participation in the Quartet, including the political, financial and human resources support provided by the Community in 2005 and 2006 to the Quartet Special Envoy for Disengagement, James Wolfensohn.
· EU bilateral relations with Israel and the Palestinian Authority (on behalf of the PLO), which are underpinned by Association or Interim Agreements and by European Neighborhood Policy Action Plans adopted in 2005.
· The facilitation of regional dialogue through the Euro-Mediterranean Partnership (Barcelona Process), which remains the only multilateral forum outside the United Nations where all the conflict parties meet.
· Confidence-building measures, including electoral observation activities funded by the European Commission: free and fair elections are an essential step to guarantee the success of the Road Map. Further confidence-building measures include EU monitoring of the proper implementation of the Israeli/Palestinian agreement on operation of the Rafah border crossing point between the Gaza Strip and Egypt and Community assistance to help build up PA border control capacities.
· The organization of trilateral policy dialogues with participation of the European Commission and the Parties on transport, energy and trade.
· Assistance aimed at creating the conditions for peace, stability and prosperity in the region
· to promote Palestinian economic, social, political and security sector reforms, which includes tackling governance issues;
· to provide humanitarian assistance to refugees, and,
· to bring together civil society actors from Israel, the occupied territories and neighboring countries via the EU Partnership for Peace programme.
The European Union is the largest donor to the Palestinians and to the United Nations Relief and Works Agency. Since the beginning of the second Intifadah in September 2000, EU assistance reflects a mix of emergency support, more medium term institution building measures and support to the reform process. In this context, the conditions attached to EU financial assistance to the Palestinian Authority have led to vastly improved public finance management.
In 2005, the Commission in addition established an infrastructure facility to assist the Palestinian Authority in the context of the Israeli withdrawal from the Gaza Strip. The EU is also since 2005 actively engaged in security sector reform, inter alia via efforts to reform Palestinian civil policing (EUCOPPS). The Commission recently launched a € 7 million assistance program to support judicial reform and promote the Rule of Law, which complements work on civil policing.
Together with Norway, the EU co-chairs meetings of the international donor mechanism, the Ad-Hoc Liaison Committee for Assistance to the Palestinians (AHLC). The EU is also closely involved in reviewing international and local donor coordination structures, and in local donor co-ordination on issues of electoral reform, financial accountability, judicial reform and humanitarian assistance, working with the Palestinian Authority to advance the reform plans, monitor implementation and identify appropriate benchmarks and barriers that impede reform. The EU focus on governance issues will continue under the reformed local donor coordination structures put in place in December 2005.
The EU is the biggest trading partner and a major economic, scientific and research partner of Israel. The Union is also a major political and economic partner of Lebanon, Syria, Jordan and Egypt.
The Middle East is a region where Europe is bond to play an important role. There are close historical ties which infuse the relationship. The region is geographically close to Europe, not only in the sense it can be considered Europe’s near abroad but Europe with the presence of penetrates into Europe with the presence of sizeable Muslim and Middle Eastern communities. Europe also provides a practical model for low a war-torn region can secure peace and prosperity. In terms of the Middle East peace process, to frame work for a more structured and effective European strategy is now easier to delineate.
The European Union needs to determine more closely its view on, and preferences for, the parameters of a peace settlements, in a final settlement will inevitably have to be something close to Luhat was almost agreed in Toba January 2007.
The European Union viewpoint is that is no possibility to make real and credible progress in the Middle East peace process with out full implementation of all commitments freely accepted by the parties. The European Union will continue its aid for Palestinian people and to support Palestine authority and peace process. Flexibility is needed in order to adapt to developments in reality in the ground and to support solution bringing progressing the cause of Middle East and Israel peace process.
The European Union also needs to focus its attention on pressing issues on the Indian Sub Continent. Large numbers of innocent people are killed every day in Kashmir. The Indian Army is responsible for killing over 92,000 over the past 18 years. Meanwhile Kashmiri demands right to self-determination have gone unanswered for over 60 years. The people of Kashmir look to the European Union, the United States and other influential powers and Institutions to intervene in this urgent humanitarian issue.

In a rare move, the European Covered Bond Council said it was suspending trading of mortgage-linked bonds in the inter-bank-market owing to the undue over-acceleration in the widening of spreads.Abbey National today cancelled its sale of covered bonds, the third company to withdraw an issue this week.Charles Dumas, chief strategist for Lombard Street Research, said credit woes had led to an alarming spike in the Ted spread between commercial Libor and US Treasury bills, now near 150 basis points. Libor is at a premium to T-bills not matched the great crash in 1987, he said.Mr Redcker said the flight from risk has led to a sudden unwinding of the $1,200bn yen carry trade as hedge funds and Japanese investors close risky positions. The yen has snapped back violently from yen118 to yen108 against the dollar since early October, with similar moves against other Anglo-Saxon currencies.
We're seeing a liquidation of the carry trade. For years it created liquidity for global equities in an upward spiral, but this has now turned into a downward spiral. Base metal prices are falling, which that tells us that Asia may not be as strong as we thought, he said.Copper prices fell 6.4 percent in Shanghai today. Russia is undermining the OSCE

EUOBSERVER / COMMENT - The decision by the Organisation for Security and Co-operation's democracy office not to deploy an election observation mission for the Duma elections on 2 December marks the culmination of a struggle between Russia and the OSCE, which began after the organisation criticised the 2003/2004 Duma and Presidential elections. Ever since, Russia has questioned the OSCE's mandate to comprehensively observe elections. Ahead of the upcoming elections, the Russian election commission invited only 70 OSCE observers, instead of letting the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) decide how many observers are needed, as has been the practice for the past decade. In 2003, the ODIHR sent 450 observers, in order to achieve some coverage of Russia's vast territory. The ODIHR has pulled the plug now that even the deployment of the limited number of observers was being delayed. The Russian intention appears to have been to keep the ODIHR mission small, in order to portray it as one among other invited observer missions, including those by the Commonwealth of Independent States and the Shanghai Co-operation (Russia, China and Central Asian States); organisations with no track-record of credible election observation.
By seriously restricting the time observers could be on the ground, the Russian authorities probably also hoped that the mission would not be able to gather the facts necessary to make a comprehensive and credible statement. The Russian authorities will therefore welcome that some members of the OSCE's Parliamentary Assembly will nevertheless go to the Russian elections, because such short-term observers cannot produce crucial information, e.g. on media coverage, or in-depth review of the election laws. In some ways, Russia's concern about the ODIHR is a compliment for an institution which over the last 10 years has established itself as Europe's primary election watchdog. In the early 1990s, election observation was a largely diplomatic activity with little methodology or impact, so it came as a surprise when ODIHR observers issued a detailed, critical assessment of the Albanian parliamentary elections in 1996. Ever since, the ODIHR has fine-tuned a quasi-scientific observation methodology, involving media monitoring, legal analysis, the presence of long-term observers across the country and a statistically significant number of short-term observers in polling stations on election day. Numerous assessments, both positive and negative have been issued. As a result, the organisation has become the most quoted and trusted source on the quality of elections in Europe and the former Soviet Union and its methodology has been copied by others, e.g. the EU.
Until the Russian elections in 2003/2004 the OSCE's role in election observation was largely unchallenged, but things have become rockier since. The Russian government not only resented the critical OSCE reports on Russia, but has become wary of any democracy promotion activity after the orange and rose 'revolutions' in Ukraine and Georgia. A triumphalist tone in some Western media on those elections contributed to a perception that support for elections is a way to change regimes, rather than promoting the opportunity for citizens to freely choose their government. The Russian position sets a negative precedent that other OSCE members may be happy to follow. Already Kazakhstan, Kyrgyzstan, Uzbekistan, Belarus and Armenia have signed up for a Russian policy proposal to greatly limit independent OSCE election observation. Reportedly, even some EU member states wonder if the ODIHR's position is too inflexible, which is surprising, because the EU rightly insists on the same approach when it observes elections abroad. The crisis is another sign that the pan-European consensus on democracy and human rights, which made the OSCE effective, is disappearing. This undermines an organisation which already struggles to maintain a role in the context of EU enlargement and increased Russian confidence. This is bad news for citizens in a number of OSCE states, who are struggling for their political rights and bad news for the EU, which relies on the OSCE's expert work in its policies towards Eastern Europe and Central Asia.
