November 9 will be a seminal date for the European Union – 18 years since east Berliners tore down the wall and began Europe’s unification. Though the EU is often presented as suffering from a mid-life crisis, this anniversary will be a chance to celebrate Europe’s coming of age. Over the last two decades the EU has shown more of the energy of youth than listless decline. Having built up the world’s biggest single market, most generous aid budget and largest army of peacekeepers, the Union has accumulated the wherewithal to become a transformative power: it has the means to tilt the world towards its formula of democracy, human rights, multilateralism and the principles of open society.

Unlike other great powers in history, it does not project itself by threatening to invade other countries. Instead, it dangles benefits – from the common market to the possibility of EU membership – that are withheld until these countries adopt European norms. European leadership has led to global legal regimes such as the World Trade Organisation. It has persuaded others to sign up to the Kyoto agreement and the International Criminal Court. European troop deployments in Macedonia and the Democratic Republic of Congo, as well as the Aceh monitoring mission, have safeguarded peace processes. But, despite these successes, the EU continues to underperform on the world stage. Since the Iraq war and the French and Dutch No votes on the constitutional treaty, the EU has shown the faltering confidence of adolescence. European leaders, who struggle to adapt to a new global environment characterised by a weakened US, a resurgent Russia and a rising China, have too often turned inwards.

The most dramatic signal has been the foot-dragging over Europe’s most stunning foreign policy success: enlargement. Political leaders and journalists tally up the potential costs of enlargement and the havoc that new member states could wreak in EU institutions. But there is little thought about the costs of non-enlargement: the damage that our wavering commitment is doing to the momentum for reform in Turkey and the Balkans. This nervousness can also be seen in the EU’s attitude towards a newly belligerent Russia. While Russia makes visible use of the threat of a few big sticks (such as control over energy supplies or vetoes at the United Nations), the EU fails to leverage the hundreds of smaller sticks and carrots that it potentially wields – the fact that it accounts for 60 per cent of Russia’s trade, 50 per cent of its investment and that European countries provide a second home to many wealthy Russians. In conflicts of the greater Middle East – from Israel-Palestine to Afghanistan – Europeans are held back by the lack of an effective common strategy. During the Lebanon crisis in August 2005, no fewer than 25 European ministers – each from a different country – travelled to Beirut, delivering mixed messages. In bodies such as the UN, the EU is better at talking about effective multilateralism than at mobilising incentives of trade and aid behind common European positions. Currently, the EU spends more on cleaners for Brussels buildings than it does on supporting the foreign policy team of Javier Solana, EU high representative.

Eurobarometer opinion polls show the public supports an ­outward-looking EU: more than two-thirds favour a common European foreign policy. With Angela Merkel’s leadership on climate change, Romano Prodi’s efforts to stabilise Lebanon, Gordon Brown’s debt cancellation initiatives and Nicolas Sarkozy’s robust noises on Iran, there are early signs of political leaders who could support a more assertive EU. As part of a group of 50 Europeans from around the Union we are launching a new, independent institution designed to counter EU introversion: the European Council on Foreign Relations. It will promote a more muscular and united European approach to the world. It will encourage European co-operation at the UN, stand by the commitment to eventual EU membership for Turkey and propose increased incentives – from visa regimes to trade – that will draw the EU’s immediate neighbours into its sphere of influence. We believe a common foreign policy will allow individual countries to increase their global influence. A strong European voice in favour of human rights, democracy and inter­national law will not just benefit Europeans; it will be good for the world. Financial Times, 2 October 2007.

EU paper suggests protecting common market

EUOBSERVER / BRUSSELS – Just weeks after the European Commission revealed its plans to prevent foreign companies from uncontrolled access to the EU's energy sector, Brussels is set to reiterate that in a global economy openness is not a one-way street.The EU has a key stake in using its clout in global negotiations to ensure that openness is not a one-way street: the political case for openness can only be sustained if others reciprocate in a positive manner, a paper on globalisation drafted by the EU's executive body says. The paper argues that the 27-nation bloc needs to ensure that third countries offer comparable levels of openness to EU exporters and investors. At the same time, it underlines that foreign companies wishing to do business in EU territory will not be allowed to by-pass the rules applied in the [union's] internal market. The 9-page document is the commission's contribution to an EU leader's informal summit on 18-19 October - a meeting primarily designed to put a full stop behind the union's years-long journey towards a new treaty.

Energy – just the beginning?

Non-Europeans got a first taste of Brussels' tougher line on foreign trade and investment in September, when it unveiled a sweeping reform of the EU energy sector, including a series of restrictive measures to be imposed on foreign energy bidders. The proposed rules say, among other things, that third countries and their companies should not be able to acquire control over an EU transmission network unless there is an agreement between the EU bloc and the third country. But Brussels has refused to label its call for reciprocity as protectionism. Protectionism cannot make Europe wealthier. Protectionism would impoverish, not protect our citizens, commission president Jose Manuel Barroso said after the Brussels executive adopted the globalisation paper last week (3 October). But he added that we [the EU] are not naïve. We are not soft touch. We can and will require a level playing field. We want others to open more. The globalisation paper does not specify whether the approach suggested for the energy sector will be expanded to other areas. It only suggests that the way in which the EU applies its rules also needs to reflect the changes brought by globalisation in the patterns of ownership and interest in all sectors.According to a commission official, speaking to EUobserver, it is not clear whether the energy sector will remain alone in this regard.

He said that the current discussion centres around the concern that a third country could exercise power in the political sphere via different investments. On the other hand, some EU capitals are not in the mood for such a debate and argue the Union is in need of investors and cash inflow. The energy sector is more vulnerable to monopolisation and external dependency and runs a bigger risk of price-setting, one EU diplomat added, also underlining the somewhat unique position of the energy sector compared to others.

EU Calls on China to Let Yuan Appreciate Against Euro (Update3) By John Fraher

Oct. 9 (Bloomberg) -- European finance ministers, after failing to find a common position on the euro's rally to a record against the dollar, urged China to allow the yuan to appreciate against their currency. China and other emerging-nation economies should introduce more flexibility in their exchange-rate management, European Union Monetary Affairs Commissioner Joaquin Almunia told reporters in Luxembourg today as he arrived for a second day of talks with ministers and policy makers. European officials, who are preparing for next week's meeting of the Group of Seven nations in Washington, are becoming irked with China after a July 2005 revaluation of its currency failed to stem trade imbalances between the two economies. While the yuan has gained almost 10 percent versus the dollar in the past two years, it has fallen more than 5 percent against the euro in the period. Almunia will travel to China later this year with European Central Bank President Jean-Claude Trichet and Luxembourg Prime and Finance Minister Jean-Claude Juncker to discuss the matter with their Chinese counterparts.

China's yuan has appreciated more than 9 percent in the past two years and I can assure you China will continue to adopt a reform oriented policy on its exchange-rate mechanism, Chinese Foreign Ministry spokesman Liu Jianchao said today in a regular briefing in Beijing. But these adjustments have to be done gradually and in line with the market. In the meantime, we are willing to hold dialogue with other nations.

Rate Move Desirable

Europe's trade deficit with China jumped 22 percent to a record in the first half of this year. Euro-region officials published a statement late yesterday saying that it is desirable that effective exchange rates move in China and other emerging economies. European opinion is pretty split on the issue of the dollar but there is an agreement on the need for emerging Asian currencies like China's to appreciate against the euro, said Michael Woolfolk, senior currency strategist at Bank of New York Mellon, the world's largest custodian bank. On China, there is a consensus.Officials can't agree on how to respond to the European currency's advance against the dollar, which French President Nicolas Sarkozy says threatens to hurt a euro-area economy already confronted by a rise in credit costs. While French Finance Minister Christine Lagarde said last week she would push at the Luxembourg meeting for the central bank to sell euros to stem the currency's rise, the ministers' statement repeated rhetoric recently used by the ECB's Trichet.

Great Attention

We have noted with great attention that the U.S. authorities have reaffirmed that a strong dollar is in the interest of the U.S. economy, ministers said in a statement published late yesterday.
The euro has risen almost 5 percent against the dollar since mid-August and reached a record $1.4283 on Oct. 1. It traded at $1.4044 at 9:45 a.m. in Luxembourg, almost unchanged from yesterday. EU finance ministers will today also consider new disclosure rules for banks following losses caused by the sudden increase in credit costs, which led to a run on the deposits of Northern Rock Plc last month, according to a confidential document. Northern Rock, the U.K. mortgage lender bailed out by the Bank of England, said today that the government will now guarantee all customer deposits until financial markets become less volatile.

Japan's Recovery

Regarding the yen, the euro-region ministers said investors should recognize that Japan's economy is on a sustainable recovery path and markets should be aware of one-way bets. That repeated language used by G-7 officials at a meeting in Essen, Germany, earlier this year. Ministers also said European governments and companies have done enough to help address so-called global imbalances, suggesting emerging Asian economies need to take up the slack. The euro area is playing its role for an orderly reduction of the imbalances by implementing structural reforms and contributing to a rebalancing of growth, the ministers said in the statement. The U.S. government is showing little inclination to encourage an appreciation of the dollar. While Treasury Secretary Henry Paulson may tell his G-7 counterparts that he continues to back a strong dollar, he may resist an explicit criticism of the currency's weakness because it is helping to support the U.S. economy. As far as the dollar is concerned, you'll see more of the same, with Paulson reiterating support for a strong dollar but that not being followed by any action, said Adam Boyton, a senior currency strategist in New York at Deutsche Bank AG. EU Warns Other Nations Over Using the Euro As Its Currency


BRUSSELS, Belgium (AP) -- European Union officials repeated a warning Monday that countries outside the EU should not use the euro currency as their own.The euro is officially shared by 13 EU nations, but it is also used by Montenegro -- which split from the former Yugoslav republic of Serbia last year -- and Kosovo, which is threatening to declare independence from Serbia later this year.

EU spokeswoman Amelia Torres said the bloc opposed euro-ization and countries should only adopt the currency if they join the European Union.The conditions for the adoption of the euro are clear, she told reporters. That means, first and foremost, to be a member of the EU.European Central Bank President Jean-Claude Trichet told reporters earlier Monday that he could not see non-EU members that share a free-trade zone with other European nations --Norway, Iceland and Liechtenstein -- using the currency.

Participation without being a member of the European Union is totally excluded, he said in a public debate, answering an Icelandic official who wanted to know if he saw any way for Iceland to step up links with the euro zone.As regards Iceland, I will say join the European Union, I think it's the best, he said.
Iceland had stayed out of the 27-nation EU largely to avoid sharing its national waters with fishermen from other parts of Europe.

(Washington, D.C., October 8, 2007) -- Lynn and the boys and I just got back from a week out of the country to find some big headlines. President Bush says he is very optimistic about forging peace in the Middle East at next month's summit in the U.S. We pray he's right, but the latest stories out of the epicenter suggest leaders there are steadfastly preparing for war. Iranian President Mahmoud Ahmadinejad is vowing to liberate all of Palestine and vows some sort of final response to Iran's enemies on October 12th, Qods (Jerusalem) Day. Here is the official story from the Iranian news service's website: Supporters of the Zionist regime will receive their response during the world Qods Day's rallies, government spokesman, Gholam-Hossein Elham, said Wednesday. The spokesman made the remarks during his weekly press conference while commenting on the current visit to the occupied Palestine of the US Secretary of State Condoleezza Rice. Qods Day is held each year on the last Friday of Muslims fasting month of Ramadan after it was nominated by the late Founder of the Islamic Republic, Imam Khomeini, as a day to voice the protest of the Islamic Ummah against the Zionists. The day falls on October 12 this year. The US loses all opportunities to cooperate with regional and other world states by trying to support a regime (the Zionist regime) which is now at its weakest political and social position, Elham said. He warned that Washington's insistence on its wrong policies and arrogant approaches would have no result but further political disgrace for itself. Referring to the approaching World Qods Day, the spokesman stressed,'Supporters of the Zionist regime will definitely receive the final response for their support on that day.

What does this mean? No one knows for certain. Will it be another false alarm like Iran's vow to issue some sort of definitive response to the West regarding its nuclear program last August 22nd? We shall have to wait and see. But it must be seen in light of Ahmadinejad's recent speeches suggesting the arrival of the Islamic Messiah is imminent, rather than several years away. Syria's leaders, meanwhile, say they will retake the Golan Heights using any means necessary. Lebanon is on the verge of a civil war and Hezbollah continues to buy massive amounts of weapons from Iran and Syria to prepare for a future war with Israel. And all the while the U.S. and Israel are reportedly stepping up their war gaming efforts to prepare for war with Iran and possibly Syria as well. If all these rumors of war in the Mideast weren't troubling enough, Russian President Vladimir Putin said this past week that he plans to stay in office beyond 2008, when he is constitutionally mandated to step down. He won't serve as president. Instead, he plans to slide over one chair and become Russia's prime minister. So the cat is finally out of the bag. Putin now admits he plans to stay put. He wants to change the hat, but keep the power. It's a very worrisome development, especially in light of Putin's planned $200 billion increase in defense spending and his recent arms deals with Iran, Syria, Algeria and other Islamic enemies of the West. Putin is no democrat. He's recasting himself as a classic Russian Czar. His ambitions run far beyond maintaining control of the Kremlin.

We'll look at his long-term goals in future posts. For now, consider this FLASH TRAFFIC message from November 1, 2005: I simply don't believe Vladimir Putin's repeated refusals to seek a third term in 2008. I think he's staying. The big question is, 'Under what pretext would Putin stay?' The answer: to maintain stability. Stability is Putin's mantra. My sense is that he intends to maintain it at all costs. That would -- by definition --means he plans to stay in the Kremlin as he believes only he has provided Russia something Gorbachev and Yeltsin didn't. What will be the crisis, real or perceived, that requires Putin to change his mind and stay in office? It could be the possibility of an ultranationalist fascist like Vladimir Zhirinovsky or a Communist like Gennady Zyuganov rising in the polls and suddenly being in a position to win the presidency and thus seize control of Russia. It could be a terrorist attack, or the threat of one, or a stock market collapse, or the threat of one. It's too early to say what the 'crisis' will be, but I submit that come 2007 or 2008, Putin will declare one so serious the he has no choice but stay at the helm.

Iran's President and Top Leaders Threaten Zionists and Their Supporters.Iranian President Mahmoud Ahmadinejad on Friday vowed once again to destroy Israel and called for a referendum to transfer Israel's Jews to Canada, Alaska or Europe. Canada and Alaska have vast lands, why don't you relocate them over there and keep helping them over there with (aid of) 30 to 40 billion dollars per year for building a new existence over there, [1] Ahmadinejad said during a rally in Tehran to mark Al Quds Day, a political holiday Iran created to protest the enemies of Islam.[2]
Ahmadinejad, who presides over the most active state sponsor of terror in the world, [3] also cautioned that the world's powers should not think that the Iranian nation and other nations in the region will take off [sic] their hands off the throat of the Zionists and their supporters.[4].According to Iran's official national news outlet, The Islamic Republic News Agency, Ahmadinejad stated that the creation of the Zionist regime, [and the] continuation of its existence... are an insult to human dignity. [5] Millions of Iranians attended Al Quds Day rallies throughout Iran [6] and the Muslim world, including in Syria, [7] Bahrain, [8] Lebanon, Pakistan, Turkey and Indonesia. [9]

According to Iran's Fars News Agency, in a speech at the Tehran rally, former President Akbar Hashemi Rafsanjani said the planned November peace meeting between Israel and the Palestinians is a wasted opportunity and that Palestinians should continue their resistance against Israel. [10] Ayatollah Mahould Hashemi Shahroudi, Iran's judiciary chief, said Friday's rallies were a good start for the destruction of the Zionist regime. [11] Al Quds Day was established following Iran's Islamic Revolution in 1979. The founder of the Islamic Republic of Iran, Ayatollah Ruhollah Khomeini, declared the last Friday of the fasting month of Ramadan the International Quds Day,[12] intended to protest the enemies of Islam, at the head America and Israel.[13] Ahmadinejad's belligerence towards Israel, as well as his regime's leading role in sponsoring terrorist organizations and pursuit of a nuclear program in defiance of the United Nations, have defined his leadership. Ahmadinejad has said Israel should be wiped off the map [14] and has repeatedly referred to the Holocaust as a myth. [15] Ahmadinejad's threats extend well beyond Israel. On July 11, 2006, for example, he said, The rage of the Muslim peoples will not be restricted to the boundaries of our region... The waves of the explosion... will reach the corrupt forces [i.e. the Western countries] which support this fake regime.[16] Ahmadinejad has previously said Israel should be relocated to Alaska and that Jews should return to the European countries they fled during the Holocaust. [17]

Iran's nuclear program, which has been described by French Foreign Minister Bernard Kouchner as a real danger for the whole world, [18] is now reportedly comprised of close to 3,000 centrifuge machines, which would be enough to start refining usable amounts of nuclear fuel. [19] Ahmadinejad stated Friday that no power can stop this nation from making more and more achievements in its pursuit of its nuclear program and continued to announce to the whole world that the Iranian nation has passed the difficult points on its nuclear path. [20] On Sept. 25, Ahmadinejad told countries gathered for the U.N. General Assembly that his country's nuclear program is closed as a political issue. [21] International Atomic Energy Agency Director General Mohamed ElBaradei said in May 2007 that Iran could acquire nuclear weapons within three years. [22] Iran, the world's most active state sponsor of terror, provides funding, weapons, training and sanctuary to numerous terrorist groups. [23] Iran is Hezbollah's main arms supplier and has replenished Hezbollah's cache of Katyusha and longer-range rockets that were depleted during the defensive war Israel fought against Hezbollah in the summer of 2006. Iran also supplies Hezbollah advanced anti-tank weapons and surface-to-air rockets. [24] Iran gives Hamas $20 million a year [25] and provided an additional $50 million after Hamas won control of the Palestinian Authority in 2006. [26] Iran also provided Hamas members intensive military training in the weeks and months leading up to the group's takeover of the Gaza Strip. [27]

Furthermore, prominent military analysts believe that Iran is responsible for the majority of U.S. casualties sustained in Iraq. Iran manufactures explosively formed penetrators that have killed and wounded a large majority of U.S. troops. [28] In order to stoke civil unrest in Iraq, Iran provides funding and arms both to Shi'ite and to Sunni groups. Sarkozy talks tough on Iran before Putin meeting Tue Oct 9, 4:05 AM ET

MOSCOW (Reuters) - France will not compromise on the need for tougher sanctions on Iran, President Nicolas Sarkozy said in an interview published on Tuesday, hours before he meets Russian President Vladimir Putin near Moscow. Sarkozy praised Putin as a man with whom he could do business, but his comments on Iran are likely to put him at odds with Moscow, which has said it does not believe further sanctions against Tehran will be helpful.Between resignation (to Iran's nuclear ambitions) and war -- and these two words are not in my lexicon -- there is a responsible stance: toughening sanctions with the aim of bringing Iran to its senses, Sarkozy said.No one should put in doubt France's seriousness and resoluteness on this issue, he said in the interview in Russia's state-run Rossiiskaya Gazeta daily.We are talking about protecting our collective security from the danger of nuclear proliferation. I will not give ground on an issue which is of such great importance.

Western powers believe Iran is using its civilian nuclear program as a cover for a bomb-making project. Tehran denies this. Russia has used its veto in the United Nations Security Council to water down previous sanctions.Sarkozy, on his first trip to Russia as president, is to fly in to Moscow late on Tuesday. He is to have a working dinner with Putin at his residence near Moscow.The French leader, in the interview, criticized Russia for disruptions in the past to oil and gas supplies to European customers.I will not hide from you that when Russia, without warning, halts energy deliveries to a part of Europe, that damages trust, Sarkozy said.

But he described Putin as a pragmatist. This should help us find a common language on these important international issues, he said in the interview.A Kremlin official, speaking on condition of anonymity, said Sarkozy and Putin would focus on economic ties, in particular joint aerospace projects.(The talks will) continue the constructive and frank dialogue that the presidents started during their first personal meeting (at the Group of Eight summit) in Heiligendamm on June 7 2007, said the official.

VATICAN CITY (Reuters) - World Jewish leaders on Monday expressed concern to Pope Benedict about resurgent anti-Semitism and asked Vatican officials to take steps against a radical Polish priest accused of making anti-Jewish comments. A World Jewish Congress delegation headed by the group's president, Ronald S. Lauder, held talks with the Pope in the pontiff's private study and also discussed ways that Christians, Muslims and Jews could work to improve dialogue.WJC Secretary-General Michael Schneider told Reuters among the topics discussed was the problem of resurgent anti-Semitism, particularly in some European countries.

A WJC statement said the group called on the Pontiff to take action against those in the Church who wanted to do damage to the close and positive relationship between Christians and Jews.Lauder told Vatican officials during two days of meetings that statements by Father Tadeusz Rydzyk, a controversial broadcaster, should not be tolerated anymore, the statement said.Jewish and other groups have accused Rydzyk of spreading anti-Semitism and meddling in politics.Rydzyk is the head of a powerful Catholic media empire, which includes Radio Maryja and television Trwam, watched and listened to by millions of Poles.The Vatican has rebuked the priest for openly backing ruling conservative politicians in Poland. But Jewish groups complained in August when the Pope met Rydzyk, saying the encounter appeared to lend the priest legitimacy.Human rights groups and Jewish groups have repeatedly called on Poland's authorities and the Polish Church to remove Rydzyk from his position because of anti-Semitic and xenophobic remarks that often appear in his media.

The Polish Church has so far failed to take a common stance on Rydzyk, fearing many elderly and poor Poles for whom Rydzyk is a moral guide would turn away from the Church.But earlier this month Cardinal Stanislaw Dziwisz, who was the late Pope John Paul's secretary for decades, publicly accused Rydzyk of trying to split the Church and smear the legacy of the late Pope, who greatly improved relations with Jews during his 27-year reign.Rydzyk has strong support from Prime Minister Jaroslaw Kaczynski and his twin brother, President Lech Kaczynski.The priest's strong backing and appeals on the radio and television to vote for the conservatives in 2005 elections helped the brothers rise to power.The issue is sensitive in the campaign for an early parliamentary election this month.

Manhigut Yehudit Opposes Any Division of Jerusalem

Manhigut Yehudit opposes the upcoming November summit in Maryland in which the United States and Israel will seek to divide Jerusalem and relinquish Israeli sovereignty from Judaism's holiest site - The Temple Mount - while at the same time bringing Israel back to what Abba Eban called it's Auschwitz Borders.This summit is solely a tool for two desperate men - US President George Bush and Israeli Prime Minister Ehud Olmert - to attempt to make political gains on the backs of the Jewish People. Bush supports this plan (which will bring rockets raining down on all of Israel) as he desperately wants to focus attention away from Iraq, and if he can come up with a newfangled Mid-East Peace then he and the Republicans will walk away smelling like roses. Olmert is willing and eager to make Israel spiritually bankrupt and militarily defenseless by creating another Arab tyranny in its very backyard whose sole aim will be to destroy the Jewish State. Olmert's first objective is solely the opportunity to stay in office just a little while longer, and he thinks that by producing another false peace ala Oslo then he'll be able to do just that.
Neither of them care about Israel's identity, security or viability more than they care about their own political ambitions.
All recent polls in Israel show approximately 75% of Israeli Jews are opposed to dividing Jerusalem and giving up the Temple Mount. Olmert has NO MANDATE to make the concessions that he is rushing to make.

Olmert's declaration that he is willing to divide Jerusalem and risk countless Jewish lives is a betrayal of the Jewish People and new elections should be called immediately. The Olmert regime will go to any lengths to achieve its ultimate goal of stripping the Jewish Nation of all vestiges of it's Jewish character. JERUSALEM (AFP) - A close ally of Prime Minister Ehud Olmert sparked controversy on Monday after saying that Israel should share sovereignty of Jerusalem with the Palestinians as part of a peace deal. It is in Israel's interest to tackle the issue of Jerusalem in the negotiations, deputy prime minister Haim Ramon said, reiterating his stance over the holy city, which Israel calls its eternal, indivisible capital.If we reach a deal with the Palestinians, the Arab world and the international community according to which the Jewish neighbourhoods of Jerusalem will be recognised as the capital of Israel and the Arab neighbourhoods as part of the Arab capital, will that be a bad deal?

Ramon also urged Israel not to miss the opportunity presented by a US-sponsored Midde East conference expected to take place in Annapolis, Maryland in November to try to advance the dormant peace talks.Israel captured Arab east Jerusalem, including the Old City with its sites holy to Christianity, Islam and Judaism -- during the 1967 Six Day war and later annexed it.In 1980, the Israeli parliament, the Knesset, passed a law proclaiming it the reunified and eternal capital of Israel, a claim not recognised by the international community.Ramon's comments as Israeli and Palestinian officials met for the first time to draw a joint statement outlining understandings ahead of the renewal of bilateral talks which are planned following the international meeting.But senior members of Olmert's coalition government were swift to criticise Ramon for breaking of one of Israel's strongest taboos.Of course, Jerusalem is not on the negotiations agenda, Trade and Industry Minister and chairman of the ultra-Orthodox Shas party Eli Yishai told AFP.

Transport Minister Shaul Mofaz of Olmert's centrist Kadima party warned that Ramon's proposal causes damage on the security level and also on the national level.The issue of the division of Jerusalem is an inalienable asset of the state of Israel. Palestinian refugees will not be returned to Israel and Jerusalem will not be divided, the former chief of staff told public radio.
The issue of Jerusalem -- which the Palestinians demand be the capital of their promised state -- is one of the most sensitive and intractable issues of the Israeli-Palestinian conflict along with the question of refugees.Referring to the planned peace conference, the deputy prime minister told army radio: The meeting is an important occasion to reach an agreement on the political horizon with the Palestinian partners and we cannot miss this opportunity.The alternative in case of failure is that we will be left to face Hamas and fight it he said, referring to the Islamist movement that seized power in Gaza in June by routing forces loyal to moderate Palestinian president Mahmud Abbas.Olmert is due to address the talks with the Palestinians issue during a speech at the opening of parliament's winter session on Monday, telling the chamber that he is absolutely determined.... to give momentum and a chance to a substantive peace process, the mass-selling Yediot Aharonot daily said.

Jordanian NGOs to take part in Jerusalem forum

AMMAN, Oct. 7 (Xinhua) -- Jordanian non-governmental organizations will partake in the Jerusalem International Forum slated for next month in Turkey, which marks the 40th anniversary of the Israeli occupation of East Jerusalem during the Six-Day War in 1967, the Jordan Times reported on Sunday. Around 3,000 intellectuals from Turkey and around the world will take part in the Nov. 15-17 forum, which aims to highlight the historical rights of the Palestinians as well as denying Israel's claims on East Jerusalem, the report said. Jordan Engineers Association (JEA) President Wael Saqqa was quoted as saying that the JEA will send 150 of its members to the forum, noting that the participants are keen to do their part in support of the Palestinians in the occupied territories. There are several committees formed by the JEA that work side-by-side with other concerned parties to fight against Jewish attempts to Judaise the holy city, said Saqqa.

Razan Zueiter, who will represent Jordan's civil sector at the forum, said she hoped the forum would offer an opportunity to work together with Palestinian institutions in the occupied territories, said the newspaper. She also called for reactivating the Arab boycott of Israeli products and increasing Arab investments in Jerusalem. On the sidelines of the forum, several folklore, cultural and art exhibitions will be held by the participating delegations, according to the report. Israel seized East Jerusalem, Gaza, the West Bank, Egypt's Sinai Peninsula and Syria's Golan Heights during the Six-Day War in 1967,which ended with Israel's stunning victory over the Arab armies. The United Nations Security Council adopted Resolution 242unanimously in November 1967, demanding the Jewish state withdraw from the occupied lands in return for peaceful actions from Arab states.

Israel and the Palestinians have agreed that the Temple Mount as well as other parts of the Old City in Jerusalem will be under Jordanian control as part of a future peace deal, a Palestinian daily reported on Monday.The London-based al-Quds al-Arabi reported that President Mahmoud Abbas and Prime Minister Ehud Olmert reached the agreement during recent talks in Jerusalem. Under the arrangement, the Old City's Arab residents will be granted Jordanian citizenship. The newspaper did not say whether Israel would keep control of Jewish holy sites and neighborhoods in the Old City. The arrangement will make the Jordanian monarchy a guardian of holy Muslim shrines in Jerusalem. The plan's details and implementation will be supervised by Jordan, Israel, Egypt, the Palestinian Authority and the United Nations, the newspaper said.

The report comes a day after remarks by Vice Premier Haim Ramon that Abbas and Olmert will discuss the status of Jerusalem during the US-sponsored talks in November. Ramon said it was in Israel's interest to hand over control of Jerusalem's Arab neighborhoods to the Palestinian Authority.A Palestinian official told Ynet it was agreed in principle that the neighborhoods of Shuafat, Wadi Jos, Beit Hanina, Ras el-Amoud and Jabal Mukaber would be transferred to PA control.He added that progress was also made regarding the excavations at the Temple Mount. The Palestinians have recently claimed that Israel is attempting to build a synagogue under the complex. The official said that under a future deal Israel would be responsible for security at the Temple Mount while the Palestinians would have sovereignty over the area. In addition, Israel agreed not to conduct any archeological digs at the complex.
Prime Minister Ehud Olmert's office denied al-Quds al-Arabi's report, saying no agreement has been reached.Ali Waked contributed to the report.

Billionaire investor George Soros plans to start a foreign-affairs research institute in Europe similar to the Council on Foreign Relations.Europe has to be interested in recreating what used to be called the West, based on the principles of international cooperation, Mr. Soros said yesterday at a conference in Oxford, England. Out of this idea came the idea of founding a European Council on Foreign Relations.Mr. Soros, who spent $27.5 million trying to defeat President Bush in the 2004 election, said America can't deal with global affairs on its own. If a leading Democratic presidential candidate, Senator Obama, wins the post in 2008, the U.S. may regain some of the high ground, he said.

Mr. Soros declined to say how much money he is spending on the project. It may start by the end of this year, he said.Our resources are similar to the United States, but we punch pathetically below our weight, Timothy Garton Ash, a professor of European Studies at Oxford University who is helping Mr. Soros with the plans, said in an interview. The idea is to contribute a European voice. It's still in the making.

1. What is the European Council on Foreign Relations?

The European Council on Foreign Relations in a pan-European think-tank, research institute and advocacy group. ECFR has been set up to engage in European foreign policy research, and to promote a more integrated European foreign policy in support of shared European interests and values. With offices in seven European capital cities and by building partnerships and networks with leading European foreign policy institutes, ECFR brings a genuienly pan-European perspective to global issues.

2. Who is behind this initiative?

ECFR was launched in October 2007 by its 50 founding council members, all prominent Europeans from EU member states and candidate countries. Among the founding council members are serving and former heads of government, ministers and parliamentarians, business leaders, distinguished academics, journalists and public intellectuals. Together, they have drafted and endorsed the ECFR’s Statement of Principles for a coherent and vigorous European Union foreign policy.

ECFR is backed by the Soros Foundations Network, Sigrid Rausing, FRIDE (La Fundación para las Relaciones Internacionales y el Diálogo Exterior), the Communitas Foundation and Dr. Hannes Androsch. ECFR works in partnerships with other organisations but does not make grants to individuals or institutions.

3. What are you? Are you a think-tank or are you a mass-movement organization?

ECFR’s founding members are all prominent Europeans from EU member states and candidate countries ranging from from serving and former ministers and parliamentarians to business leaders, distinguished academics, journalists and public intellectuals. Their shared aim is to foster a new high level strategic culture at the service of European foreign policy. In addition, ECFR’s in-house policy team brings together a small group of Europe’s brightest and best foreign policy analysts. Good ideas are no use if there is no political buy-in for them and the ECFR’s pan-European campaigning and advocacy work will make the connections between innovative policy thinking, popular engagement and civic action.

4. How are the members of the council selected?

Membership is by invitation and for a limited period of time (5 years renewable). Members will be selected according to criteria that include balance, intellectual distinction, policy influence, and commitment to open society values. Membership is limited to citizens of EU member states and candidate countries.

Candidates for membership must be nominated in writing by one ECFR member and seconded by a minimum of two other individuals who do not need to be ECFR members. Nomination letters should address the following criteria: intellectual attainment and expertise ; experience, interest, and current involvement in European foreign policy; promise of future achievement; potential contributions to the ECFR’s objectives; desire and ability to participate in ECFR’s activities; standing among their peers.

5. Can I join?

Anyone who agrees to sign ECFR’s Statement of Principles can become an ECFR Associate Member. Associate Members get advance copies of publications, will be invited to take part in telephone briefings with leading foreign policy practitioners and will be consulted on the future direction of ECFR’s research agenda. through online polls.

ECFR’s website is fully interactive and designed with the objective of facilitating pan-European conversations on foreign policy among EU citizens. Our in-house policy team will produce policy briefings and reports available to all.

6. Why do you have seven offices across Europe?

We believe that if we are to meet the aspiration of being a genuinely pan-European initiative, the ECFR needs a physical presence in several EU member states. The current and planned office locations in Berlin, London, Madrid, Paris, Rome, Sofia and Warsaw give ECFR a physical presence in countries that between them account for more than 70 per cent of the current EU population.

7. Why no office in Brussels?

Building a pan-European presence from scratch is no small organisational task. We think we have been very ambitious in planning seven offices in our first year. In time it is possible that further offices may be opened. Brussels is the seat of the main EU institutions and while ECFR will initially be focussing its efforts in member state capitals, the Open Society Institute-Brussels will be a close partner, and will in certain instances have an ambassadorial role for ECFR. It should not be forgotten that high speed rail links connect both London and Paris with Brussels.

8. When you talk of “One Voice for Europe”, are you suggesting that the European Union should take France or Britain’s permanent seats on the UN Security Council?

No. ECFR’s membership, like the European population will have a range of views on this issue, but ECFR does not take a collective position. However we do believe that effective multilateralism requires that the EU work hard to build alliances behind its values and interests at institutions like the UN - both by co-ordinating European positions and persuading third countries to join us.

9. What is ‘open society’?

The concept of open society was first used by the French philosopher Henri Bergson in his book ‘The Two Sources of Morality and Religion’ published in 1932. The Austrian-born British philosopher Karl Popper refined the concept in his book ‘The Open Society and Its Enemies’ published in 1944. Open societies are guided by universal human rights and seek to protect and promote the freedom of the individual. An open society can be endangered by abstract, universal or fundamentalist ideologies like communism, fascism which claim to be in possession of the ultimate truth. Because of the incompatibility between open societies and concepts of ultimate truths, it is never possible to set out a full definition of what an open society is, although it is possible to list practices which are incompatible with open society values, such as authoritarian rule, absence of laws or inconsistency in the application of law, oppression of political dissidents, discrimination against women and minorities, torture, detention without trial and censorship of the media.

10. What is your view of the new EU Reform Treaty?

ECFR’s membership does not take a collective view on the reform treaty. However, in relation to the EU’s external relations, the need for EU member states to ‘speak with one voice’ and back EU foreign policy with the full weight of the EU single market, aid budgets, diplomatic force and military requires a strengthened role for the EU High Representative and the creation of a ‘European External Action Service’. The EU’s current arrangements are too fragmented to be effective. At present the European Commission has about 3,500 staff working on external relations, over 120 overseas representations and a foreign policy budget that will soon rise to around €10 billion a year. However its operations are separate from those of the High Representative Javier Solana who has a total of about 500 staff (including the military staff), a budget of just €125 million and no more than a handful of overseas representations. The Reform Treaty would not only bring together the two sides of EU foreign policy by making the High Representative a vice president of the European Commisison, it would also give the member-states more leverage over how the European Commission uses its resources. The Reform Treaty contains many proposals that would help to bring about a more ‘coherent and vigorous’ EU foreign policy.

11. Do you support Turkish membership of the EU?

In signing the ECFR Statement of Principles, the founding members of the ECFR endorse the view that the EU should stand by its existing commitments to the three countries that are ‘official candidates’ for EU membership: Turkey, Croatia and Macedonia.
