KAMPALA, Uganda - Torrential downpours and flash floods across Africa have submerged whole towns and washed away bridges, farms and schools. This summer's rains have killed at least 150 people, displaced hundreds of thousands and prompted the U.N. to warn Saturday of a rising risk of disease outbreaks. In eastern Uganda, nine people have been reported killed and 150,000 have been made homeless since early August. Another 400,000 — mainly subsistence farmers — have lost their livelihoods after their fields were flooded or roads washed away and the rains are forecast to worsen in the next month.The problem is getting worse by the hour, said Uganda's Minister for Relief and Disaster Preparedness Musa Ecweru, who spent Saturday viewing the affected areas by plane. Access to some communities is almost impossible. We will need boats and helicopters to deliver emergency interventions, he added.In some places, the water is the same color as the earth so when you look at it you think it is a field then you realize it's water, Ecweru said.On the other side of the continent, Ghana in west Africa has also been heavily hit. Three regions in the north, the country's traditional breadbasket, have been declared an official disaster zone after whole towns and villages were submerged. Torrential rains between July and August killed at least 18 persons and displaced a quarter of a million, Information Minister Oboshie-Sai Cofie said Saturday.
It is a humanitarian disaster. People have nowhere to go. Some of them are just hanging out there waiting for help to come at a point, Cofie said. The Ghanian government had received considerable aid, she said.More than a million people across at least 17 countries have been affected, said Elisabeth Byrs of the United Nations Office for the Coordination of Humanitarian Affairs. People need clean water after their normal sources were contaminated, and emergency food and shelter after fields and houses were washed away.The rains are set to continue and we are really concerned about the situation, because a lot of people are homeless and infectious diseases could emerge, Byrs said by phone from Geneva.It is difficult to say how much rain has fallen; few African countries have meteorological services, and those that do only offer forecasting, lacking the staff and infrastructure to track weather in remote areas.Governments say tens of thousands need aid in Kenya and Ethiopia, which was devastated by flooding last year as well.In Sudan, refugees who had just returned at the end of a brutal civil war had to flee their homes again through waist-high waters in what the government called the worst floods in living memory. So far, 119 people have died and tens of thousands been made homeless since the flooding began in mid-June, but the figure may be higher as much of its vast swampland is inaccessible except by air.In the tiny west African nation of Togo, 20 people are dead and 66,000 displaced after a deluge washed away 100 bridges and seven dams in the last week. The waters also destroyed 46 schools and some college buildings, forcing authorities to postpone the start of the school year.French military helicopters from the peacekeeping mission in nearby Ivory Coast, which has also been affected, have been deployed to help airlift government-provided food and medical supplies to the needy.
In Burkina Faso, Amade Belem, who heads the country's national emergency management agency, said maize and millet farms were ruined.Our main concern is rehousing the population. We need food and medical supplies because it goes without saying that the conditions in which these people are living, there will be no shortage of disease, Belem said.Five of the country's 13 regions have been affected and local media say the floods are the worst here since 1954.In the oil giant of Nigeria, 68 people have died and 50,000 are affected, according to the Red Cross. Even the desert nations of Niger, Mali and Mauritania have been hit.
In some parts of Africa, officials say deforestation has exacerbated the problem.
Charles Ngiratware, the mayor of western Nyabihu district in Rwanda, said nearby Gishwati forest used to hold in far more floodwater and flash floods were not common. It was about 52,000 acres in 1981, but pressure to clear land for farming means it was only about 1,500 hectares by 2002. The reason the rains devastated this district is because of the deforestation of Gishwati natural forest, he said. Fifteen people, mainly women and children, have drowned after flash floods in his district this week. Animation: How synchrotron light unravels the text
The hidden content in ancient works could be illuminated by a light source 10 billion times brighter than the Sun. The technique employs Britain's new facility, the Diamond synchrotron, and could be used on works such as the Dead Sea Scrolls or musical scores by Bach. Intense light beams will enable scientists to uncover the text in scrolls and books without having to open - and potentially damage - them.
The research was presented at the British Association science festival. Iron gall ink, which is made from oak apples, has been in use from the 12th Century, but causes parchment to deteriorate rendering precious documents unreadable. There are some parts of the Dead Sea scrolls which have not been unrolled

Both paper and parchment - thinly stretched skins from cows, sheep or goats - contain collagen, which reacts with iron ink to become gelatine. When dry, gelatine is very brittle; but as soon as it gets wet, it turns into jelly, destroying some documents if they are disturbed.
Unrolling the scroll
Now, scientists from the University of Cardiff have developed a technique that uses a powerful X-ray source to create a three-dimensional image of an iron-inked document. The team then applies a computer algorithm to separate the image into the different layers of parchment, in effect using the program to unroll the scroll.

Diamond opens for business
Professor Tim Wess, who led the research, said: We've folded up a real piece of parchment and then done a process of X-ray tomography on it. We've been able to recover the structure where we can see the words that are written inside the document.The team now plans to use the Diamond synchrotron's powerful X-ray source to penetrate many layers of parchment. The synchrotron, which covers the area of five football pitches, generates light beams that can probe matter down to the molecular and atomic scale. Professor Wess explained: The letters have got iron in them, so you shine a band of X-rays through, and you end up with an absorption image, rather like your bones would absorb on an X-ray. This is something we can take forward with Diamond, to try to unravel the secrets inside documents that we're too scared to try to open, or that are beyond the point of conservation."
Wish list
The National Archives has donated some 18th Century fire-damaged scrolls that have never been unrolled, due to their condition. But the team also has a wish-list of works that they plan to probe. Professor Wess said: There are some parts of the Dead Sea Scrolls which have not been unrolled.Reading books without opening them was a goal of the project, added Professor Wess. The technique works best with rolled parchment. The flat nature, as well as the thickness of books, presents a challenge.
He said: I know of books which have been damaged by iron gall ink corrosion where the conservators are actually afraid to open the book because of all the letters. You really end up with a stencil rather than the lettering.
Conserving works
Another target of the project is to image documents before they become too damaged, to monitor levels of gelatine. The team can then advise on the most appropriate conservation methods, depending on the state of the parchment. Using modern technology to reveal secrets of the past is a rewarding task. Professor Wess said: If you can bring together a £260m ($527m) synchrotron, and the cutting edge science from that, the provenance and the depth of history that you can access when you see these things is actually a revelatory moment.

David's Comment: The Relevance of the Feasts of the Lord
Leviticus 23:2 Speak to the children of Israel, and say to them: The feasts of the LORD, which you shall proclaim to be holy convocations, these are My feasts. (NKJ)
The Biblical Feasts are often called the Jewish Feasts , but they are not Jewish Feasts, they are God's Feasts. They were given to the Jews to celebrate and I believe our calling to be a light and blessing to the nations means that we are to teach the nations about the feasts, as they are the perfect tool to teach about the nature and character of YHVH and His Anointed One, Yeshua. One of the primary purposes of the annual Feast cycles was to teach the children about God in a family and fun environment. For we who are living at the end of this age, the Feast cycle also gives a prophetic view of the redemption plans and purposes of God for Israel, ( the Church included) and the world.There are 7 Feasts of the Lord. Just in case anyone is thinking that these Feasts are only relevant to the previous Covenant with the Jewish people, so far 4 of the 7 Feasts have been perfectly fulfilled in the New Covenant, on exactly the same date. This gives us a strong indication that the final 3 will also be fulfilled in the same manner. Therefore the Feasts should be of great interest to those who love the Lord and are anxiously awaiting the re-establishment of God's Kingdom here upon the Earth in the City of the King, Jerusalem. The true Church is grafted in to be a fully legitimate part of Israel, therefore it is totally rational for the Church to follow the Feasts of the God of Israel.
The first 3 Feasts of the year are in March / April - Passover, Unleavened Bread and First Fruits (crucifiction and resurrection.) Fifty days later follows Shavuot (Pentecost) and at this time of the year is Trumpets ( the Rapture) , Yom Kippur (Atonement) and Tabernacles (the Millenium reign.) We have just celebrated the Feast of Trumpets. A growing number of commentators believe that the Rapture will occur on a future Feast of Trumpets. (1 Thess 4:16) Next Saturday we celebrate Yom Kippur ( Day of Atonement) then the final feast of the year, Succot or Feast of Tabernacles which is a prophetic picture of the Millenium when Yeshua will reign and rule over the entire Earth from Jerusalem.We are seeing an ever increasing number of Christians being moved by the Holy Spirit to celebrate the true Sabbath on Saturday and the Biblical Feasts. I am sure that if you ask any of them if it is burdensome to do so, they will all tell you the exact opposite. It is liberating and joyful to be set free from the world's calendar to follow the Feasts of the Lord.
As I have just written above, it is wonderful to celebrate the Lord's Feasts and to be excitedly expectant of the imminent re-establishment of the Kingdom of YHVH in Jerusalem, but the nation where this is about to take place is under serious attack by the Muslim world, the secular news media, and much of the professing but demonically deceived church. The UN, EU and the George Bush government are also working overtime to abort God's plans for Israel. As early as November another peace summit will be held in an attempt to cut Israel into pieces ands give it to the mythical Palestinian people. Such an outcome can only result in the destruction of the nation of Israel and will prevent the return of the Lord and His Kingdom. By all means enjoy this season of the Fall Feasts, but PLEASE, PLEASE, PLEASE pray and intercede as never before for the Lord to move His hand and destroy those who conspire against Him & His Anointed One. We urge you to pray the following from Psalm 83
13 O my God, make them like the whirling dust, like the chaff before the wind!
14 As the fire burns the woods, and as the flame sets the mountains on fire,
15 So pursue them with Your tempest, and frighten them with Your storm.
16 Fill their faces with shame, that they may seek Your name, O LORD.
17 Let them be confounded and dismayed forever; yes, let them be put to shame and perish,
18 That they may know that You, whose name alone is the LORD, are the Most High over all the earth.
The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. EU ministers call for more efficient securities trade

PORTO, Portugal (Reuters) - European Union finance ministers are set to give their backing on Saturday to dismantling barriers to cheaper cross-border securities trading for investors in the 27-nation bloc.As European securities markets integrate, the importance of competitive, efficient and safe pan-European post-trading arrangements is becoming more and more critical, EU Internal Market Commissioner Charlie McCreevy was due to tell ministers, according to documents obtained by Reuters.Clearing and settlement forms the basic plumbing of securities markets, ensuring that following a trade the ownership and safekeeping of a stock or bond is smoothly exchanged for cash.The EU wants a seamless single financial market so that investors have more choice by being able to buy and sell securities from other EU states just as cheaply as they would for a purely domestic transaction.
Ministers meeting in the northern Portuguese city of Porto were expected to give new impetus to push ahead on several fronts to make securities trading more efficient and reap the benefits from financial integration, such as stronger growth.Europe has a patchwork of clearing and settlement services, making it expensive when it comes to buying and selling securities cross-border as several operators become involved in the chain with each charging a fee.Several initiatives are underway to streamline these services and ministers want a more coherent approach.McCreevy has allowed the industry to sign a voluntary code of conduct to improve competition in the sector, but has warned if it fails to cut costs he will order a mandatory shake up.
The European Central Bank also stunned the industry last year when it announced a plan to build a system to settle stock and bond trades in the euro zone, known as Target 2 Securities.The project moves onto the turf of private operators such as Euroclear, but McCreevy signalled support for the ECB's plan.The Commission will continue to work with the ECB to develop the project further in close cooperation with all concerned parties, McCreevy was set to tell ministers.
Ministers were also due to agree to other initiatives.
One is to revive a set of standards drafted by the ECB and national market regulators to improve supervision of the sector. Some of the standards are bitterly contested by banks who say they are already supervised as banks.Another is to take steps to dismantle public barriers to cross-border clearing and settlement, such as differing tax and legal regimes. A group of experts will likely propose next month to make the collection of withholding taxes and transaction taxes more efficient, the document prepared for McCreevy said.

VANCOUVER, Canada (AFP) - Human security and technologies from cell phones to weather forecasts are more at risk than ever from anti-satellite weapons and space junk, said a research report released Friday. An anti-satellite test by China in January, and increased US opposition to restrictions on space weapons, were cited as two main global threats by Space Security 2007, the fourth annual report by the Space Security Index.The dismantling of the space sanctuary for communications satellites, and weather satellites, and those other divides on which the modern economy depends so greatly, thereby making it impossible to utilize those devices, would be negative to every single person in the world, said report co-author Thomas Graham.You wouldn't be able to have cell phones, Blackberries, pagers, the kind of television you have now, Graham told AFP in a telephone interview from Virginia, warning that 30 nations now have the ability to shoot down satellites. If we don't keep space as a sanctuary ... once an arms race begins in space all those satellites become very vulnerable.The Space Security Index aims to present a policy-neutral statement of the facts as to the status of space security, said Graham, a former ambassador, US arms-control negotiator and special representative for arms control under former US president Bill Clinton.
The new report warned that international tensions over space are rising, but while it is in all nations' self-interest to safeguard use of the space environment ... there is a widening impasse on how to do this.It focused on the United States's small and controversial program for space-based ballistic missile defense and proto-technologies that may form the basis for future space-based weapons, and Earth-based weapons programs.There is growing tension between the US and China over the security of outer space, largely driven by mistrust and suspicions over weapons programs, said co-author Ray Williamson of Secure World Foundation in the news release.The report said China's test created 1500 pieces of trackable debris in heavily used orbits - one of the worst manmade debris-creating events in history - but debris caused by routine space operations is also a problem.Even a small piece of metal, traveling at 7.5 kilometers per second, can destroy a spacecraft worth billions of dollars, said William Marshall of the NASA Ames Research Center, an advisor to the space index.The number of objects in Earth orbit have increased steadily; today there are an estimated 35 million pieces of space debris, said the report, noting that 90 percent of 13,000 orbiting objects large enough to damage or destroy a spacecraft are space debris.
The report will be presented to the United Nations First Committee on international security on October 22.It was released by the Simons Centre for Disarmament and Non-Proliferation Research at the University of British Columbia, in this western Canadian city.The centre is one of several North American science and policy organizations contributing to the index; others include the Cypress Fund for Peace and Security, the Institute of Air and Space Law at McGill University, Project Ploughshares, Secure World Foundation and the Space Generation Foundation.The research is funded by the foreign affairs and international trade departments of the Canadian government, the Ford Foundation and the Secure World Foundation, project manager Jessica West told AFP.

The Episcopal Church is on the verge of a mass exodus if it doesn't repent of its approval of homosexual relationships, warn the leaders of three dioceses that signaled their intent this week to leave the 2 million-member denomination. The dioceses of Fort Worth, Pittsburgh and Quincy, Ill., have stated that if they don't receive assurances by Sept. 30 that the House of Bishops will reject the consecration of bishops living in a same-sex relationship and same-sex blessings, they are prepared to cut themselves off from the Episcopal Church in the USA. The Episcopal Church is a member of the worldwide Anglican Communion, which, led by bishops in Africa and Asia, largely has maintained traditional doctrines. The Episcopal Church now faces potentially large numbers of departures that would make what has happened until now look like the calm before a storm,"said Ralph Webb, director of Anglican Action for the Institute on Religion and Democracy, a non-profit group seeking renewal in mainline denominations.
Noting a trend that has developed over more than three decades, Webb said the denomination has moved so far away from Scripture, Christian tradition and reason that many faithful Christians feel that they can no longer stay within the Episcopal Church and be faithful.The Episcopal Church so far has downplayed the impact of the thousands of Anglicans who have left the denomination, he said.Initially, denominational leaders such as Presiding Bishop Katharine Jefferts Schori claimed the numbers of people leaving were so small they weren't newsworthy, Webb pointed out. Then, as more and more parishioners left, they revised their claim to emphasize parishes instead of people, he said. They have ignored the loss of congregations with some of the largest numbers of parishioners in the denomination.The outcome of the House of Bishops fall meeting, Sept. 19-25, will make the difference between whether thousands of Episcopalians stay within the denomination or leave it, said Webb.

Saying he is convinced the Bush administration has a master plan to erase all borders and to have a super-government in North America, James P. Hoffa, general president of the International Brotherhood of Teamsters, celebrated the Senate's 75-23 vote Tuesday night to block the Department of Transportation's Mexican truck demonstration project. In an exclusive interview with WND, Hoffa argued that the Bush administration push to allow Mexican trucks into the U.S. is symptomatic of a larger administration plan advanced by multi-national corporations to create a European Union-style regional super-government in North America. Congress has now spoken out and said Mexican trucks cannot come into the United States until they meet our standards, Hoffa told WND. He noted the Senate seconded the House's overwhelming 411-3 vote to pass the Safe Roads Act of 2007, a bill also targeted to block the Mexican truck project. We're very excited about the Senate vote, Hoffa told WND. We worked very hard on it. We thought we already had this Mexican truck demonstration project stopped three times before this year, and every time the administration comes right back trying to press this idea of opening the borders to unsafe Mexican trucks.WND asked Hoffa if he thought Bush would carry out his threat to veto the Department of Transportation funding bill in order to kill the amendment de-funding the truck project. I just cannot imagine President Bush vetoing a whole major transportation bill, Hoffa answered. This is only one amendment to this tremendous bill which includes needed funds to repair highway infrastructure and prevent more bridges like the one in Minneapolis on Interstate 35W from collapsing.
Everybody who's looked at this knows that the Mexican trucks do not meet our standards, Hoffa argued. Mexico doesn't have drug testing, they don't have mandatory physicals, they don't have the written test, they don't have the proficiency in English, they don't have a reliable national database. For us to lower our standards for Mexico is ridiculous, he continued. The Federal Motor Carrier Safety Administration did not demonstrate to the American people or to Congress that we could ensure that allowing Mexican trucks into the U.S. would be safe. It was going to endanger people, it was going to endanger national security, and it was going to endanger good jobs.Why did Hoffa think the Bush administration was so insistent on pressing forward with the Mexican truck demonstration project?
President Bush has been determined to jam through this Mexican truck demonstration project because of big business pressure and pressure from President Calderon in Mexico, he answered directly. Big business wants cheap trucking so they can make more money. Unfortunately, you get what you pay for, Hoffa continued. Just look at all the problems we have had with China – toothpaste with anti-freeze in it, bad dog food, lead paint on the toys for our children. You have to have standards here, Hoffa insisted. We have standards in America. The American trucker has to be careful. He can't get a ticket for drunk driving, even in his own private car. He has to be drug tested. Now they're saying we should waive all these standards and not apply them to the Mexican trucker and the Mexican trucking company? Hoffa asked. It doesn't make sense. But if you want the real answer, Hoffa explained, it's about money, and it's about the pressure of these big companies wanting to get this Mexican truck deal done now, because they realize that Bush is a lame duck and they figure that if they don't get this done now, they're not going to get this done with a Democratic president in the White House.As WND reported, at the recent Security and Prosperity Partnership of North America third summit held in Montebello, Quebec, Bush and Canadian Prime Minister Stephen Harper ridiculed the idea that SPP might result in the creation of a North American Union or NAFTA Superhighways.
Hoffa disagreed.

There's talk about mega-ports down in Mexico and superhighway toll roads built with foreign money right into the heart of America. I think those things are real and the Mexican truck demonstration project is just one piece in that larger puzzle, Hoffa continued. The Bush administration figures that once the Mexican trucks get started, the rest will be easy. I think that the whole plan of this Mexican truck demonstration project is part of a larger overall plan, Hoffa contended. The goal to basically erase that border so Mexican trucks can run across that border, unload trucks with no security, no supervision, and have them run all the way through from some port on the Pacific Ocean down in Mexico to Kansas City, Detroit and then to Montreal. I am convinced that the plan to create a North American Union is what is going on, Hoffa asserted. I am convinced big business wants that. Big business hates any types of standards. They don't want to have a minimum wage, they don't want to have safety protections, they don't want to have product inspections, they don't want environmental protection. Big business doesn't want to have anything slowing down commerce coming across the borders, he said. And to do that, they have to erase all standards and they have to have one type of a North American government that would be over Canada, Mexico and the United States. I believe there is such a plan, he insisted. I believe the Mexican truck demonstration project is part of it. I have seen enough to know that this is going on right now.As WND has reported, Alan S. Blinder, a Princeton University economist who was former Federal Reserve Board vice chairman, told the Wall Street Journal in an interview reported March 28 the U.S. was at risk of 40 million jobs being shipped out of the country to outsourcing in the next decade or two. The Journal reported 40 million jobs lost would be more than double the total of U.S. workers employed in manufacturing today. Blinder was a top adviser to President Clinton whose free trade views led him to strongly recommend the passage of NAFTA, the North American Free Trade Agreement.
Hoffa was asked about Blinder's prediction.
Look at the way India is opening up, he answered. I recently made a trip to China. Unless we stop this with legislation and tariffs and duties on foreign goods, you are not going to have any jobs in this country except flipping hamburgers at McDonalds. We've got to stop this now, he continued. Nothing is inevitable. The problem is that there is an agenda of these globalists and these free traders to ship every good job out of America. Any good job that pays good money, they can find somebody else to do it in India or China or in Hong Kong or wherever. We've got to say enough is enough. What about our children? he asked. Where are our children going to work? What is the future of this country if there are no good jobs here?
Hoffa then turned to national security concerns he has about outsourcing.
We are now at the point where we are farming out technology, we're farming out the manufacturing of airplanes, Hoffa argued. We're outsourcing some of our biggest secrets, like the technology of the modern airplane, the 787 being built by Boeing. We're giving that technology over to Japan where they are going to make the wing.
This is a very big erosion of our national security, he continued. We're making the best ideas here in America, we come up with the ideas for the technology, but the manufacturing happens in a plant in some other country, and we just allow them to take our ideas.Hoffa returned to the Senate amendment to block the truck project.
Today is a victory to keep unsafe trucks from coming in from Mexico, he asserted, but there is a bigger agenda here. America could lose 40 million jobs and our children are not going to have any place to work. American technology and manufacturing and American know-how are being outsourced all over the world because foreigners will do it cheaper. Bush won't speak openly about the Security and Prosperity Partnership because he doesn't want anybody to know anything about it, Hoffa emphasized. If the American people knew openly about the plan to build superhighway toll roads with foreign money or the plan to create a North American common market and regional government, we would rally to stop it. The Bush administration hasn't even openly consulted Congress about SPP.Hoffa ended the interview by stressing the Teamsters Union resolve to continue fighting against free trade agreements that are not fair trade agreements.We've fought NAFTA, he reflected. These trade bills are all the same. They end up with these massive trade deficits and why is that? Because it gives countries like Mexico and China access to our markets, but we don't get access to their markets on the same terms. The trade bills should not be one-way deals that only advantage the multi-national corporations. Fair trade deals should also open up foreign markets so we can (sell) American products on an equal basis.

GAZA CITY, Gaza strip - Israeli tanks crossed into the northern Gaza Strip in an operation to rout out rocket launchers Saturday, and Palestinian officials said a 17-year-old was wounded in an exchange of fire. The army said tanks crossed more than 250 yards into northern Gaza and responded with gunfire after they were shot at, including with RPGs. The militant group Islamic Jihad said it fired two RPGs at the troops. The soldiers detained nine Palestinians for questioning, the army said.
Palestinian health officials said the teenager was seriously injured in a gunfire exchange in the town of Beit Hanoun. Residents said the youth was not known as a militant.Israeli Prime Minister Ehud Olmert's government has been under pressure to respond to recent Palestinian rocket attacks on southern Israel.Foreign Minister Tzipi Livni said the government was considering several ways to retaliate, including nonmilitary action. She did not elaborate, but there have been calls for Israel to cut off the supply of electricity, fuel and water to the Gaza Strip.Olmert's Cabinet was slated to discuss the matter at a meeting Sunday. But the Cabinet would not vote, as had been planned, on the proposed release of Palestinian prisoners that was meant to be a gesture to the moderate Palestinian President Mahmoud Abbas, Olmert's office said.Olmert had offered the release, reportedly of about 100 prisoners, during a meeting between the leaders last week as part of Israeli efforts to bolster Abbas of the moderate Fatah movement in facing its rival, Hamas, after the Islamic group took over the Gaza Strip in June.
On Friday, hundreds of Hamas security forces trained for a possible Israeli incursion into Gaza, firing automatic rifles and shoulder-held grenade launchers in their first extensive exercise since overrunning the coastal territory.Since confiscating weapons from Fatah during the takeover, Hamas forces are better equipped than during previous Israeli incursions, said senior Hamas official Nizar Rayyan. He said Hamas would kidnap Israel soldiers if they launched an incursion.
Livni said Israeli action would not necessarily constitute collective punishment. She also cautioned that Israelis should not expect that the government will be able to stop the rocket fire completely.I think there are a series of actions other than military actions that Israel can take, Livni told Army Radio.

JERUSALEM (Reuters) - Israeli Prime Minister Ehud Olmert delayed a plan to release from prison scores of members of Palestinian President Mahmoud Abbas's secular Fatah movement, Israeli officials said on Saturday. Officials said Olmert had planned to ask the cabinet on Sunday to release more prisoners, but the item was removed from the agenda amid fears it would not garner enough support. Plans to release more prisoners have already been delayed once.It's not coming up tomorrow. It's been put off because there is no agreed upon list, one government official said, asking not to be named.Israeli government spokesman David Baker said he did not have the agenda for Sunday's cabinet meeting.Olmert told Abbas at a meeting on Monday he would ask his cabinet to approve the prisoner release as a goodwill gesture for the Ramadan fast month, which began this week, Palestinian officials said. Israel had been expected to free around 100 Fatah prisoners.Israel has already freed more than 250 prisoners, mostly Fatah members, as part of a plan to bolster Abbas against Islamist rival Hamas, which seized control of Gaza in June.It is unclear whether Olmert has enough support to push through the plan after a series of rocket attacks on Israel from Gaza in recent weeks rekindled calls within the Jewish state for tougher action against militants to curb the salvoes.
The officials said any prisoners to be released would have no blood on their hands and at least one year left on their sentences. They would be released on condition they signed a document promising not to be involved in violence.Olmert is engaged in talks with Western-backed Abbas to prepare for a U.S.-sponsored Middle East peace conference expected in November.The issue of releasing prisoners is highly emotive for Palestinians, who see their some 11,000 brethren held in Israeli jails as fighters for freedom from Israeli occupation in the West Bank.

EUOBSERVER / COMMENT - On 25th July 1789, with reports of disturbances in Paris still filtering their way around London, Sir John Riggs Miller rose in the House of Commons. He was a distinguished Parliamentarian with a long interest in weights and measures and he craved the indulgence of the House in order to propose a Committee whose job it might be to establish one general standard of weights and measures…..
Echoes of this proposal found their way across the Channel. The following year Sir John found a letter from Talleyrand, then President of the French National Assembly, amongst his correspondence.Sir, it read, I understand that you have submitted for the consideration of the British Parliament, a valuable plan for the equalization of measures: I have felt it my duty to make a like proposition to our National Assembly. It appears to me worthy of the present epoch that the two Nations should unite in their endeavour to establish an invariable measure.…….Too long have Great Britain and France been at variance with each other, for empty honour or for guilty interests. It is time that two free Nations should unite their exertions for the promotion of a discovery that must be useful to mankind.Suffice it to say that while full of ideas, Britain was no more responsive then to European initiatives than it is now and did not exactly leap to embrace Talleyrand's proposal, though there were, as always, mitigating circumstances.
Mr Verheugen's announcement this week therefore, to the effect that Britain and Ireland may continue, with the blessing of the European Commission, to make use of a variety of previously condemned Imperial measures, is merely the latest chapter in a saga stretching back over 200 years. The industry commissioner's reprieve for the pint and the pound has a history, as indeed do most matters connected with Europe.
Indeed, apart from technological issues, many problems faced by the European Union today - international relations, the stability of governments, the future of benighted provinces, the personal relations of statesmen, treaties - are much the same as they were in Talleyrand's time two hundred years ago, and call for similar skills.He himself was a diplomatist - possibly the most skilful diplomatist there has ever been - and it is something of a pity that we do not have, on hand, someone of the same rank to press into the service of Portuguese Presidency between now and the turn of the year. For in a few short months, broadly coinciding with the deluges and conflagrations of the summer, the Union has moved from plain sailing into some decidedly choppy seas. Cumulating diplomatic problems, both minor and major, threaten us with crisis.Even the minor ones are serious enough. What - in so far as anything can be done - are we to do about Belgium, which is without an effective government and in danger of splitting apart? Or, for that matter, Poland, which seems unable to return a stable government and whose elections next month may result in even further turmoil? How should the Union face its important summit with Africa when the Europeans will not sit down with Mr Mugabe and the Africans will not sit down without him?
But these are minor headaches when set against the major problems - such as the final status of Kosovo.
The UN administered province is threatening to make a unilateral declaration of independence before the year is out if the powers that be do not declare it independent first. If Pristina declares independence in defiance of the UN, the United States is likely to recognise the new regime. The EU would however be badly split: Britain, France and Germany would probably follow the US line, but other states, including Spain, Slovakia and Greece support Serbia to whom Kosovo legally belongs until the UN decides otherwise. Russia, of course, supports its Serbia ally as, historically, it always has done. How to bring the UN, Russia, the United States, Serbia, Kosovo and 27 European member states to agreement is the conundrum; the words 'rock' and 'hard place' suggest themselves. And as is usual in these cases the outcome will have precious little effect on the price of eggs in Pristina market, but could nevertheless drive dangerously deep wedges between all the parties. On its first real European test, Europe's Common Foreign and Security Policy is looking, neither common, nor secure, nor much of a policy.The second problem is the (constitutional) Reform Treaty that lawyers are now busy drafting from the outline proposals agreed by the European Council in June. I always doubted that member states would be content merely to sign off whatever legal document might emerge and moves to tweak the drafting are becoming evident. It is by no means certain that Portugal will be able to deliver an agreed text when the European Council meets in October.Meanwhile calls for ratification referenda continue and while no state is yet committed to a discretionary referendum, Dutch and Danish governments are both considering the matter. Should either conclude that a referendum would be desirable then it would be extremely hard for Britain to hold a no referendum necessary line. Again the consequences for European unity are most serious.On top of this come reports of a rift between the German Chancellor and the French President. The Franco-German axis, so long the Union's spinal column is in danger of osteoporosis; the bones brittle. Germany's understated European leadership is being threatened by the new French Napoleon, full of 100 day vigour. Mrs Merkel's feathers are reportedly ruffled. A little less zeal might have been Talleyrand's counsel.
Just at a time, therefore, when Europe's leaders need to present a common and united front there are widespread signs of fission and friction. It is time to close ranks. Faced with this cumulation of difficulties, this sea of troubles, the European enterprise is in danger of a serious setback. Which, returning to our history is what happened, in a way, to Talleyrand's initiative for a Franco-British system of weights and measures. Encouraged by Sir John's parliamentary actions, his next step was to get the National Assembly to advise the King to write to Britain's George III. However, the letter appears never to have been sent. This was, after all, 1791; and not surprisingly Louis XVI had other things on his mind.The author is editor of EuropaWorld.

PADANG, Indonesia - Days of colossal earthquakes and tsunami warnings have forced traumatized Indonesian villagers to seek safety in the last place imaginable: graveyards. With only plastic sheeting to keep her family dry, Dasima joined hundreds camping in the mud between headstones on the flat, high ground, far from the ocean's reach.I am very afraid of another tsunami, the 50-year-old said two days after an 8.4-magnitude temblor sent a towering wave into her remote fishing village. We will stay here until we feel it is safe.
Seismologists warn, however, the worst may be yet to come.
Kerry Sieh of the California Institute of Technology has spent decades studying the fault line that runs along Indonesia's western coast. He is among several experts predicting a repeat of the powerful earthquake that triggered the 2004 Asian tsunami, which killed more than 230,000 people in a dozen Indian Ocean nations.No one can say whether it will be in 30 seconds or 30 years, he said. But what happened the other day, I think is quite possibly a sequence of smaller earthquakes leading up to the bigger one.Wednesday's quake shook four Southeast Asian countries, damaged hundreds of houses and spawned a 10-foot-high tsunami. At least 17 people were killed. A series of powerful earthquakes and dozens of strong aftershocks followed — including one measuring 7.8 and another 7.1.The wall of water that slammed into several fishing villages along Sumatra island's coast Wednesday swept away nearly a dozen houses, but overall damage was minimal, Indonesian President Susilo Bambang Yudhoyono said after an air force aerial survey.A nine-member U.N. assessment team reached the same conclusion after visiting the area, saying that a major international relief operation was not required, John Holmes, the U.N.'s emergency relief coordinator, said in a statement from New York.
Many people said a public awareness campaign launched after the 2004 tsunami paid off, including warnings issued over mosque speakers and training provided by local officials on how to escape a disaster.When the earth started shaking, some people yelled, 'It's time to go up the hill ... We all agree there is an 8.5 or stronger earthquake waiting to happen.
That's exactly what residents along Sumatra's western coast, which is expected to bear the brunt of the next disaster, are worried about. The island was hardest hit by the 2004 tsunami, accounting for nearly two-thirds of the deaths.In the fishing village of Sungai Pisang, just south of the badly damaged city of Padang, hundreds of people were too scared to return home after the recent tremors sent a large wave washing into their bay.Indonesia, the world's largest archipelago, with a population of 235 million people, is prone to seismic upheaval due to its location on the Ring of Fire, an arc of volcanos and fault lines encircling the Pacific Basin. Tropical Storm Ingrid weakens in open Atlantic Fri Sep 14, 11:06 PM ET
MIAMI (Reuters) - Tropical Storm Ingrid, the ninth named storm of the 2007 hurricane season, weakened slightly on Friday as it churned far out in the Atlantic and may dissipate in the next two days, U.S. forecasters said. Some weakening is forecast and it seems likely that Ingrid will diminish to (tropical) depression strength in the next couple of days ... and possibly dissipate in that time, the U.S. National Hurricane Center said in an advisory late on Friday.The storm had top sustained winds of 40 miles per hour (65 kph) and was in an area of upper-level winds that are unfavorable for development, the hurricane center said.The center of Tropical Storm Ingrid was about 655 miles east of the Lesser Antilles.
The 2007 Atlantic hurricane season, however, has already sprung a few surprises.
On Thursday, Hurricane Humberto slammed into the Texas-Louisiana border area with an unexpectedly powerful punch that killed at least one person, shut down three refineries and cut power to more than 100,000 customers.It had been forecast to hit land as a tropical storm, but strengthened into an 85-mph (137-kph) hurricane, a pace that forecasters said was the fastest on record for a storm near land.The season has also witnessed the first time since records began in 1851 that two maximum-strength Category 5 hurricanes made landfall in the same year.Hurricanes Dean and Felix, which both reached the top rank on the five-step Saffir-Simpson scale at a frighteningly quick rate, hit Mexico's Yucatan Peninsula and Central America in August and September, respectively.

CORVALLIS, Ore. - A giant tsunami struck Seaside, Ore. this week — at least, a model version of the town, built by researchers at Oregon State University to demonstrate the potentially devastating effects of a real tsunami. This is sort of a sim-tsunami, said Harry Yeh, an ocean engineer professor at the college.The exercise at Oregon State's O.H. Hinsdale Wave Research Laboratory, showed that there would be little time to get out of the way of a 35-foot wave in the coastal resort town, and that the best escape route might be straight up.Because Seaside's downtown is so flat, the search for higher ground will be an exercise in futility for anyone who's not able-bodied. It could be particularly dangerous for the thousands of tourists who flood into Seaside every summer, and might not be aware that they need to head for the Coast Range the moment they feel the ground shake.Professors at the wave research lab are hoping that the model they've built will allow them to figure out which buildings would be buried in water, so that they can compare the results with computer-generated guesses about where the waves will go.
And they want to figure out whether there's a better alternative for some folks than to race away along roadways that will likely be buckled in the accompanying earthquake.To answer these questions, scientists and engineers will place optical sensors in the miniature village, which is fifty times smaller than the actual town. The sensors will collect data as a hydraulic dam simulates a tsunami by pushing a wall of water across a basin and towards the waiting buildings.The sensors will gather information about how high the waves are, how fast they travel and how deep they will be, once the town is inundated.The research could also determine whether it would be a good idea to build vertical shelters like the ones in Japan, so that residents can flee upward.Information from: The Register-Guard, http://www.registerguard.com

KAMPALA, Uganda - The heaviest rainfall in 35 years has displaced 150,000 people in eastern Uganda since August and the rain has been worsening by the hour, authorities said Friday. Up to 400,000 people have lost their livelihoods by severe flooding in eastern Uganda, State Minister for Relief and Disaster Preparedness Musa Ecweru said.
Nine people died after being washed away by floodwater or struck by lightening during the violent storms. The death toll was expected to rise because rain still falling across large areas of the affected region, Ecweru said.About 150,000 people had to move because of the rising water, he said.For the other 250,000 or thereabouts, there is nothing in the kitchen. Their crops have been destroyed, he said. The floods are worsening by the hour — for the last 48 hours, the rain continues falling.The United Nations said rainfall since July has been the heaviest in 35 years for many parts of eastern Uganda.Joint aid efforts by the government and the United Nations was being hampered by submerged roads and bridges, Ecweru said. Three boats and four helicopters were being brought to Uganda by the United Nations on Monday to help deliver emergency aid including food, fresh water, tarpaulins and medication, he added.

KIGALI (Reuters) - Floods killed 15 people and left about 1,000 people homeless after torrential downpours in the hills of northern Rwanda, the government said on Friday. The death toll has reached 15 since the heavy rains started on Wednesday, said Local Government Minister Protais Musoni.He told Reuters the Northern Province had also suffered hailstorms and landslides, sweeping away livestock and property and complicating relief efforts. More people were expected to be uprooted as the rain continued to fall.We are undertaking some emergency measures, taking those displaced to drier areas and providing them with medical care and food, Musoni said.
Heavy rains killed 25 people in same region last November.

LAS VEGAS - O.J. Simpson says he went into a casino hotel room only to retrieve memorabilia that he felt was stolen from him. But police are investigating it as an armed robbery and named the fallen football star as a suspect Friday in yet another surprising chapter to his legal saga. In an interview with The Associated Press, Simpson insisted there were no guns involved and that he went to the room at the Palace Station casino only to get stolen mementos that included his Hall of Fame certificate and a picture of the running back with J. Edgar Hoover.It's stolen stuff that's mine. Nobody was roughed up, Simpson told the AP.Las Vegas Metro Police Capt. James Dillon said the confrontation was reported as an armed robbery involving guns. But he said no weapons had been recovered and stressed that the investigation was in its infancy.Simpson was questioned by police immediately after the incident Thursday night. Dillon said Simpson would not agree to a formal, recorded interview until his lawyer arrived, but did offer some statements about the incident. No charges had been filed and no one was in custody.Simpson said auction house owner Tom Riccio called him several weeks ago to say some collectors have a lot of your stuff and they don't want anyone to know they are selling it.Simpson, who was in Las Vegas for a friend's wedding, said he arranged to meet Riccio at the hotel. Riccio had set up a meeting with collectors under the guise that he had a private collector interested in buying Simpson's items.
We walked into the room, Simpson said in the telephone interview. I'm the last one to go in and when they see me, it's all Oh God.He said he was accompanied by several men he met at a wedding cocktail party, and they took the collectibles.Simpson said he wasn't sure where the items were taken.A message left by the AP for Riccio was not immediately returned.He told the Los Angeles Times he arranged the meeting after receiving a phone call about a month ago from a person who claimed to have personal items — including footballs, awards and photos — that had belonged to Simpson and wanted to sell them.Simpson was supposed to show up, identify the items and tell the men to either give the stuff back or he would call the police, Riccio told the newspaper.The plan unraveled after Simpson showed up with about seven intimidating looking guys, at least one of whom had a gun, he said.We tried to peacefully reacquire these personal items, not for their monetary value, but for their family value. O.J. wanted to be able to pass these things down to his kids, Riccio said.
They (Simpson and his companions) took the stuff, and they left. What can I say? Things went haywire, he said.Dillon said investigators were trying to untangle the web of ownership, and that some items had been recovered. He did not say which ones.
We do have some conflicting statements, there is legitimate information that part or all of the items possibly are the possessions of O.J. Simpson, Dillon said, adding that would not excuse a robbery. One of the collectors in the room was Alfred Beardsley, a real estate agent and longtime collector of Simpson memorabilia, some of which he has been ordered to turn over as part of a lawsuit. I'm OK. I'm shaken up, Beardsley told the AP by phone. He said Simpson's account of the incident was fairly accurate except that there were guns.
Simpson said: I didn't see anybody with any guns.
Bruce Fromong, a collector who testified at Simpson's civil trial, said he was in the room when Simpson barged in with other men. Him and some of his guys come busting through the door, Fromong told the celebrity gossip site TMZ.com. They came in with guns, hollering and screaming.Fromong, who reportedly tried to sell the suit Simpson wore when he was acquitted of murder, described him as a former close friend and said he couldn't explain the behavior. O.J.'s in enough trouble. For him to come and do this kind of thing, I don't know what's wrong with O.J. This is stupidity.
Simpson was released after he and several associates were questioned, and he remained in Las Vegas. We don't believe he's going anywhere, police spokesman Jose Montoya said. The Las Vegas district attorney's office will decide whether to pursue charges in the casino case. Both Beardsley and Simpson indicated the underlying issue was recovery of photos from Simpson's childhood. The Heisman Trophy winner, ex-NFL star and actor lives near Miami and has been a tabloid staple since his ex-wife, Nicole Brown Simpson, and her friend Ron Goldman were killed in 1994. Simpson was acquitted of murder charges, but a jury later held him liable for the killings in a wrongful death lawsuit. Simpson has had to auction off his sports collectibles, including his Heisman Trophy, to pay some of the $33.5 million judgment awarded in the civil trial. On Thursday, the Goldman family published a book about the killings that Simpson had written under the title, If I Did It, about how he would have committed the crime had he actually done it. After a deal for Simpson to publish it fell through, a federal bankruptcy judge awarded the book's rights to the Goldman family, who retitled it If I Did It: The Confessions of the Killer.Fred Goldman, Ron's Goldman's father, said he was stunned by the news from Las Vegas. I'm overwhelmed and amazed, Fred Goldman told the AP. If it turns out as it is currently being played, I think this shows more of who he is. He is proving over and over and over again that he thinks he can do anything and get away with it.Goldman's lawyer, David Cook, said he would seek a court order on Tuesday to get whatever items Simpson took in Las Vegas. The Palace Station, an aging property just west of the Las Vegas Strip, is one of several Station Casinos-owned resorts that cater to locals. The 1,000-room hotel-casino, with a 21-story tower and adjacent buildings, opened in 1976. A company spokeswoman did not immediately return a call for comment.

WASHINGTON - To help shoppers avoid mislabeled toxic pufferfish and pilots steer clear of birds, federal agencies are starting to tap into an ambitious project that is gathering DNA barcodes for the Earth's 1.8 million known species. A consortium of scientists from almost 50 nations is overseeing the building of a global database made from tiny pieces of genetic material. Called DNA barcoding, the process takes a scientist only a few hours in a lab and about $2 to identify a species from a tissue sample or other piece of genetic material.David Schindel, a Smithsonian Institution paleontologist and executive secretary of the Consortium for the Barcode of Life, said the purpose is to create a global reference library — a kind of telephone directory for all species.If I know that gene sequence, I can submit it as a query to a database and get back the telephone number, he said. I can get back the species name.The government's interest in the project stems from a variety of possible uses.
The Food and Drug Administration has begun eyeing it as a tool to ferret out hazardous fish species and to confirm a type of leech used in some surgery. In May, the FDA used it to warn that a shipment labeled monkfish from China might actually be a type of pufferfish that could contain a deadly toxin if not prepared properly.
The Federal Aviation Administration and Air Force hope it will help them identify birds prone to collide with aircraft. The National Oceanic and Atmospheric Administration sees it as a means to track commercial fish and reduce killing of unwanted species also caught by nets.A growing collection of feathers and other remains of birds that collided with planes has provided operational information for the FAA, said Scott Miller, a scientist at the Smithsonian Institution who chairs the consortium's executive committee.They have an almost complete reference database for the North American bird species, Miller said. It is a routine tool that they use.
Elsewhere, the Environmental Protection Agency is testing species barcoding to identify insects and other invertebrates that indicate how healthy rivers and streams are. The Agriculture Department is contributing genetic data it has compiled on fruit flies in an effort help farmers control pests.Among the agencies experimenting with the database, EPA has found that as it grows in size it is becoming more and more useful as a practical tool for identifying species, EPA spokeswoman Jessica Emond said.Scientists call it barcodes to compare it to the supermarket scanner codes that are indecipherable except to machines. But with plants and animals, the scanners look at the specific order of the four basic building blocks of DNA to identify the species.
Users gain free access to a repository of archival genetic material run jointly by U.S., European and Japanese facilities.About 30,000 species have been logged in the database so far, but scientists hope to reach 500,000 within five years. A two-year goal is to have sequenced 2,800 — or about 80 percent — of the 3,500 different species of mosquitoes.Yvonne-Marie Linton of the Natural History Museum in London, said efforts to reduce mosquito populations blamed for up to 500 million human malaria cases and 1 million annual deaths each year are consistently hindered by misidentifying the species responsible.Linton, who heads a project to barcode the mosquito species, said correctly identifying and controlling those carriers of malaria and other mosquito-borne illnesses like dengue fever and the West Nile virus are the key to disease management.Miller said barcoding is basically going to revolutionize the way that mosquito survey and monitoring is done.The consortium is sponsored by the Smithsonian Institution's Museum of Natural History. It grew out of 2003 research paper in which geneticist Paul Hebert at the University of Guelph in Ontario, Canada, proposed a database of DNA barcodes for identifying all species. WHO: Cholera cases in Iraq keep rising Fri Sep 14, 7:52 PM ET
BAGHDAD - The number of suspected cholera cases in northern Iraq continues to rise, with 16,000 people now showing symptoms, the World Health Organization said Friday. As of Sept. 10, 6,000 have been reported with symptoms such as diarrhea and vomiting in the province of Sulaimaniyah, another 7,000 in Tamim province, and 3,000 in Irbil province, the WHO said in a statement.To date 10 people have died and 844 cases of the disease have been confirmed, the WHO said.Earlier in the week, regional authorities reported 11,000 people with symptoms, 700 confirmed cases and 10 deaths.
Cholera is a gastrointestinal disease that is typically spread by drinking contaminated water and can cause severe diarrhea that in extreme cases can lead to fatal dehydration. It broke out in mid-August and has so far been limited to northern Iraq.The WHO reported earlier this week that all public water supply systems in the affected districts have been chlorinated by provincial authorities in an attempt to stop the disease from spreading further.

BEIRUT (AFP) - The US ambassador to Lebanon said on Friday that there was clear evidence the Shiite militant group Hezbollah was still smuggling weapons across the Syrian border, in violation of UN resolutions. We find the evidence to be strong that arms smuggling is continuing across the Syrian-Lebanese border, Ambassador Jeffrey Feltman told AFP, without giving any specific details.We are concerned by the reports and by the public statements by Hezbollah that Hezbollah has actively rearmed.He added: In our view this poses one of the biggest dangers to Lebanon and it is a violation of the spirit and the letter of a number of Security Council resolutions.The Lebanese Shiite militant and political organization, which is backed by Syria and Iran, is considered a terrorist group by the United States. It had one minister in the Lebanese government until he and five other pro-Syrian ministers resigned last November.
Hezbollah, which claimed its resistance against Israel forced the Jewish state's 2000 withdrawal from south Lebanon, seized two Israeli soldiers in July 2006, sparking last year's devastating 34-day war with Israel.This led subsequently to the reinforcement of the United Nations Interim Force in Lebanon (UNIFIL) and the deployment of the Lebanese army along the tense border zone with Israel for the first time in decades.The militant group, however, was not disarmed and recently said it still had weapons that could reach Israel.Feltman said there were several initiatives under discussion with the Lebanese government on how to put a stop to weapons smuggling.Saying that the international community would respond favourably to any Lebanese government request to help in border security, Feltman said "there are several initiatives under discussion with the government about how best to prevent smuggling, most importantly arms smugglings.He also rejected arguments that controlling Lebanon's border with Syria would amount to interfering in the country's sovereignty.Controlling borders is an assertion of sovereignty, he maintained.

MIAMI (Reuters) - Tropical Storm Ingrid, the ninth named storm of the 2007 hurricane season, weakened slightly on Friday as it churned far out in the Atlantic and may dissipate in the next two days, U.S. forecasters said. Some weakening is forecast and it seems likely that Ingrid will diminish to (tropical) depression strength in the next couple of days ... and possibly dissipate in that time, the U.S. National Hurricane Center said in an advisory late on Friday.The storm had top sustained winds of 40 miles per hour (65 kph) and was in an area of upper-level winds that are unfavorable for development, the hurricane center said.The center of Tropical Storm Ingrid was about 655 miles east of the Lesser Antilles.

CORVALLIS, Ore. - A giant tsunami struck Seaside, Ore. this week — at least, a model version of the town, built by researchers at Oregon State University to demonstrate the potentially devastating effects of a real tsunami. This is sort of a sim-tsunami, said Harry Yeh, an ocean engineer professor at the college.The exercise at Oregon State's O.H. Hinsdale Wave Research Laboratory, showed that there would be little time to get out of the way of a 35-foot wave in the coastal resort town, and that the best escape route might be straight up.Because Seaside's downtown is so flat, the search for higher ground will be an exercise in futility for anyone who's not able-bodied. It could be particularly dangerous for the thousands of tourists who flood into Seaside every summer, and might not be aware that they need to head for the Coast Range the moment they feel the ground shake.Professors at the wave research lab are hoping that the model they've built will allow them to figure out which buildings would be buried in water, so that they can compare the results with computer-generated guesses about where the waves will go.
And they want to figure out whether there's a better alternative for some folks than to race away along roadways that will likely be buckled in the accompanying earthquake.To answer these questions, scientists and engineers will place optical sensors in the miniature village, which is fifty times smaller than the actual town. KAMPALA, Uganda - The heaviest rainfall in 35 years has displaced 150,000 people in eastern Uganda since August and the rain has been worsening by the hour, authorities said Friday. Up to 400,000 people have lost their livelihoods by severe flooding in eastern Uganda, State Minister for Relief and Disaster Preparedness Musa Ecweru said.
Nine people died after being washed away by floodwater or struck by lightening during the violent storms. The death toll was expected to rise because rain still falling across large areas of the affected region, Ecweru said.About 150,000 people had to move because of the rising water, he said.For the other 250,000 or thereabouts, there is nothing in the kitchen. Their crops have been destroyed, he said. The floods are worsening by the hour — for the last 48 hours, the rain continues falling.The United Nations said rainfall since July has been the heaviest in 35 years for many parts of eastern Uganda.Joint aid efforts by the government and the United Nations was being hampered by submerged roads and bridges, Ecweru said. Three boats and four helicopters were being brought to Uganda by the United Nations on Monday to help deliver emergency aid including food, fresh water, tarpaulins and medication, he added.

KIGALI (Reuters) - Floods killed 15 people and left about 1,000 people homeless after torrential downpours in the hills of northern Rwanda, the government said on Friday. The death toll has reached 15 since the heavy rains started on Wednesday, said Local Government Minister Protais Musoni.He told Reuters the Northern Province had also suffered hailstorms and landslides, sweeping away livestock and property and complicating relief efforts. More people were expected to be uprooted as the rain continued to fall.We are undertaking some emergency measures, taking those displaced to drier areas and providing them with medical care and food, Musoni said.

LAS VEGAS - O.J. Simpson says he went into a casino hotel room only to retrieve memorabilia that he felt was stolen from him. But police are investigating it as an armed robbery and named the fallen football star as a suspect Friday in yet another surprising chapter to his legal saga. In an interview with The Associated Press, Simpson insisted there were no guns involved and that he went to the room at the Palace Station casino only to get stolen mementos that included his Hall of Fame certificate and a picture of the running back with J. Edgar Hoover.It's stolen stuff that's mine. Nobody was roughed up, Simpson told the AP.Las Vegas Metro Police Capt. James Dillon said the confrontation was reported as an armed robbery involving guns. But he said no weapons had been recovered and stressed that the investigation was in its infancy.Simpson was questioned by police immediately after the incident Thursday night. Dillon said Simpson would not agree to a formal, recorded interview until his lawyer arrived, but did offer some statements about the incident. No charges had been filed and no one was in custody.Simpson said auction house owner Tom Riccio called him several weeks ago to say some collectors have a lot of your stuff and they don't want anyone to know they are selling it.Simpson, who was in Las Vegas for a friend's wedding, said he arranged to meet Riccio at the hotel. Riccio had set up a meeting with collectors under the guise that he had a private collector interested in buying Simpson's items.

We do have some conflicting statements, there is legitimate information that part or all of the items possibly are the possessions of O.J. Simpson, Dillon said, adding that would not excuse a robbery. One of the collectors in the room was Alfred Beardsley, a real estate agent and longtime collector of Simpson memorabilia, some of which he has been ordered to turn over as part of a lawsuit. I'm OK. I'm shaken up, Beardsley told the AP by phone. He said Simpson's account of the incident was fairly accurate except that there were guns.

Bruce Fromong, a collector who testified at Simpson's civil trial, said he was in the room when Simpson barged in with other men. Him and some of his guys come busting through the door, Fromong told the celebrity gossip site TMZ.com. They came in with guns, hollering and screaming.Fromong, who reportedly tried to sell the suit Simpson wore when he was acquitted of murder, described him as a former close friend and said he couldn't explain the behavior. O.J.'s in enough trouble. For him to come and do this kind of thing, I don't know what's wrong with O.J. This is stupidity.
Simpson was released after he and several associates were questioned, and he remained in Las Vegas. We don't believe he's going anywhere, police spokesman Jose Montoya said. The Las Vegas district attorney's office will decide whether to pursue charges in the casino case. Both Beardsley and Simpson indicated the underlying issue was recovery of photos from Simpson's childhood. The Heisman Trophy winner, ex-NFL star and actor lives near Miami and has been a tabloid staple since his ex-wife, Nicole Brown Simpson, and her friend Ron Goldman were killed in 1994. Simpson was acquitted of murder charges, but a jury later held him liable for the killings in a wrongful death lawsuit. Simpson has had to auction off his sports collectibles, including his Heisman Trophy, to pay some of the $33.5 million judgment awarded in the civil trial. On Thursday, the Goldman family published a book about the killings that Simpson had written under the title, If I Did It, about how he would have committed the crime had he actually done it. After a deal for Simpson to publish it fell through, a federal bankruptcy judge awarded the book's rights to the Goldman family, who retitled it If I Did It: The Confessions of the Killer.Fred Goldman, Ron's Goldman's father, said he was stunned by the news from Las Vegas. I'm overwhelmed and amazed, Fred Goldman told the AP. If it turns out as it is currently being played, I think this shows more of who he is. He is proving over and over and over again that he thinks he can do anything and get away with it.Goldman's lawyer, David Cook, said he would seek a court order on Tuesday to get whatever items Simpson took in Las Vegas. WASHINGTON - To help shoppers avoid mislabeled toxic pufferfish and pilots steer clear of birds, federal agencies are starting to tap into an ambitious project that is gathering DNA barcodes for the Earth's 1.8 million known species. A consortium of scientists from almost 50 nations is overseeing the building of a global database made from tiny pieces of genetic material. Called DNA barcoding, the process takes a scientist only a few hours in a lab and about $2 to identify a species from a tissue sample or other piece of genetic material.David Schindel, a Smithsonian Institution paleontologist and executive secretary of the Consortium for the Barcode of Life, said the purpose is to create a global reference library — a kind of telephone directory for all species.If I know that gene sequence, I can submit it as a query to a database and get back the telephone number, he said. I can get back the species name.The government's interest in the project stems from a variety of possible uses.
The Food and Drug Administration has begun eyeing it as a tool to ferret out hazardous fish species and to confirm a type of leech used in some surgery. In May, the FDA used it to warn that a shipment labeled monkfish from China might actually be a type of pufferfish that could contain a deadly toxin if not prepared properly.
The Federal Aviation Administration and Air Force hope it will help them identify birds prone to collide with aircraft. The National Oceanic and Atmospheric Administration sees it as a means to track commercial fish and reduce killing of unwanted species also caught by nets.A growing collection of feathers and other remains of birds that collided with planes has provided operational information for the FAA, said Scott Miller, a scientist at the Smithsonian Institution who chairs the consortium's executive committee.They have an almost complete reference database for the North American bird species, Miller said. It is a routine tool that they use.
Elsewhere, the Environmental Protection Agency is testing species barcoding to identify insects and other invertebrates that indicate how healthy rivers and streams are. The Agriculture Department is contributing genetic data it has compiled on fruit flies in an effort help farmers control pests.Among the agencies experimenting with the database, EPA has found that as it grows in size it is becoming more and more useful as a practical tool for identifying species, EPA spokeswoman Jessica Emond said.Scientists call it barcodes to compare it to the supermarket scanner codes that are indecipherable except to machines. But with plants and animals, the scanners look at the specific order of the four basic building blocks of DNA to identify the species.
Users gain free access to a repository of archival genetic material run jointly by U.S., European and Japanese facilities.About 30,000 species have been logged in the database so far, but scientists hope to reach 500,000 within five years. A two-year goal is to have sequenced 2,800 — or about 80 percent — of the 3,500 different species of mosquitoes.Yvonne-Marie Linton of the Natural History Museum in London, said efforts to reduce mosquito populations blamed for up to 500 million human malaria cases and 1 million annual deaths each year are consistently hindered by misidentifying the species responsible.Linton, who heads a project to barcode the mosquito species, said correctly identifying and controlling those carriers of malaria and other mosquito-borne illnesses like dengue fever and the West Nile virus are the key to disease management.Miller said barcoding is basically going to revolutionize the way that mosquito survey and monitoring is done.The consortium is sponsored by the Smithsonian Institution's Museum of Natural History. It grew out of 2003 research paper in which geneticist Paul Hebert at the University of Guelph in Ontario, Canada, proposed a database of DNA barcodes for identifying all species. WHO: Cholera cases in Iraq keep rising Fri Sep 14, 7:52 PM ET
BAGHDAD - The number of suspected cholera cases in northern Iraq continues to rise, with 16,000 people now showing symptoms, the World Health Organization said Friday. As of Sept. 10, 6,000 have been reported with symptoms such as diarrhea and vomiting in the province of Sulaimaniyah, another 7,000 in Tamim province, and 3,000 in Irbil province, the WHO said in a statement.To date 10 people have died and 844 cases of the disease have been confirmed, the WHO said.Earlier in the week, regional authorities reported 11,000 people with symptoms, 700 confirmed cases and 10 deaths.
Cholera is a gastrointestinal disease that is typically spread by drinking contaminated water and can cause severe diarrhea that in extreme cases can lead to fatal dehydration. It broke out in mid-August and has so far been limited to northern Iraq.The WHO reported earlier this week that all public water supply systems in the affected districts have been chlorinated by provincial authorities in an attempt to stop the disease from spreading further.

BEIRUT (AFP) - The US ambassador to Lebanon said on Friday that there was clear evidence the Shiite militant group Hezbollah was still smuggling weapons across the Syrian border, in violation of UN resolutions. We find the evidence to be strong that arms smuggling is continuing across the Syrian-Lebanese border, Ambassador Jeffrey Feltman told AFP, without giving any specific details.We are concerned by the reports and by the public statements by Hezbollah that Hezbollah has actively rearmed.He added: In our view this poses one of the biggest dangers to Lebanon and it is a violation of the spirit and the letter of a number of Security Council resolutions.The Lebanese Shiite militant and political organization, which is backed by Syria and Iran, is considered a terrorist group by the United States. It had one minister in the Lebanese government until he and five other pro-Syrian ministers resigned last November.

1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
2 And I John saw the holy city, new Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband.
3 And I heard a great voice out of heaven saying, Behold, the tabernacle of God is with men, and he will dwell with them, and they shall be his people, and God himself shall be with them, and be their God.
4 And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away.
5 And he that sat upon the throne said, Behold, I make all things new. And he said unto me, Write: for these words are true and faithful.
6 And he said unto me, It is done. I am Alpha and Omega, the beginning and the end. I will give unto him that is athirst of the fountain of the water of life freely.
7 He that overcometh shall inherit all things; and I will be his God, and he shall be my son.
8 But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death.
9 And there came unto me one of the seven angels which had the seven vials full of the seven last plagues, and talked with me, saying, Come hither, I will shew thee the bride, the Lamb's wife.
10 And he carried me away in the spirit to a great and high mountain, and shewed me that great city, the holy Jerusalem, descending out of heaven from God,
11 Having the glory of God: and her light was like unto a stone most precious, even like a jasper stone, clear as crystal;
12 And had a wall great and high, and had twelve gates, and at the gates twelve angels, and names written thereon, which are the names of the twelve tribes of the children of Israel:
13 On the east three gates; on the north three gates; on the south three gates; and on the west three gates.
14 And the wall of the city had twelve foundations, and in them the names of the twelve apostles of the Lamb.
15 And he that talked with me had a golden reed to measure the city, and the gates thereof, and the wall thereof.
16 And the city lieth foursquare, and the length is as large as the breadth: and he measured the city with the reed, twelve thousand furlongs. The length and the breadth and the height of it are equal.
17 And he measured the wall thereof, an hundred and forty and four cubits, according to the measure of a man, that is, of the angel.
18 And the building of the wall of it was of jasper: and the city was pure gold, like unto clear glass.
19 And the foundations of the wall of the city were garnished with all manner of precious stones. The first foundation was jasper; the second, sapphire; the third, a chalcedony; the fourth, an emerald;
20 The fifth, sardonyx; the sixth, sardius; the seventh, chrysolyte; the eighth, beryl; the ninth, a topaz; the tenth, a chrysoprasus; the eleventh, a jacinth; the twelfth, an amethyst.
21 And the twelve gates were twelve pearls: every several gate was of one pearl: and the street of the city was pure gold, as it were transparent glass.
22 And I saw no temple therein: for the Lord God Almighty and the Lamb are the temple of it.
23 And the city had no need of the sun, neither of the moon, to shine in it: for the glory of God did lighten it, and the Lamb is the light thereof.
24 And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it.
25 And the gates of it shall not be shut at all by day: for there shall be no night there.
26 And they shall bring the glory and honour of the nations into it.
27 And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb's book of life.

19 And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow, to Tubal, and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory; and they shall declare my glory among the Gentiles.
20 And they shall bring all your brethren for an offering unto the LORD out of all nations upon horses, and in chariots, and in litters, and upon mules, and upon swift beasts, to my holy mountain Jerusalem, saith the LORD, as the children of Israel bring an offering in a clean vessel into the house of the LORD.
21 And I will also take of them for priests and for Levites, saith the LORD.
22 For as the new heavens and the new earth, which I will make, shall remain before me, saith the LORD, so shall your seed and your name remain.
23 And it shall come to pass, that from one new moon to another, and from one sabbath to another, shall all flesh come to worship before me, saith the LORD.

28 And Jonathan answered Saul, David earnestly asked leave of me to go to Bethlehem: 29 And he said, Let me go, I pray thee; for our family hath a sacrifice in the city; and my brother, he hath commanded me to be there: and now, if I have found favor in thine eyes, let me get away, I pray thee, and see my brethren. Therefore he cometh not unto the king's table.
30 Then Saul's anger was kindled against Jonathan, and he said unto him, Thou son of the perverse rebellious woman, do not I know that thou hast chosen the son of Jesse to thine own confusion, and unto the confusion of thy mother's nakedness?
31 For as long as the son of Jesse liveth upon the ground, thou shalt not be established, nor thy kingdom. Wherefore now send and fetch him unto me, for he shall surely die.
32 And Jonathan answered Saul his father, and said unto him, Wherefore shall he be slain? what hath he done?
33 And Saul cast a javelin at him to smite him: whereby Jonathan knew that it was determined of his father to slay David.
34 So Jonathan arose from the table in fierce anger, and did eat no meat the second day of the month: for he was grieved for David, because his father had done him shame.
35 And it came to pass in the morning, that Jonathan went out into the field at the time appointed with David, and a little lad with him.
36 And he said unto his lad, Run, find out now the arrows which I shoot. And as the lad ran, he shot an arrow beyond him.

19 And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow, to Tubal, and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory; and they shall declare my glory among the Gentiles.
20 And they shall bring all your brethren for an offering unto the LORD out of all nations upon horses, and in chariots, and in litters, and upon mules, and upon swift beasts, to my holy mountain Jerusalem, saith the LORD, as the children of Israel bring an offering in a clean vessel into the house of the LORD.
21 And I will also take of them for priests and for Levites, saith the LORD.
22 For as the new heavens and the new earth, which I will make, shall remain before me, saith the LORD, so shall your seed and your name remain.
23 And it shall come to pass, that from one new moon to another, and from one sabbath to another, shall all flesh come to worship before me, saith the LORD.
24 And they shall go forth, and look upon the carcases of the men that have transgressed against me: for their worm shall not die, neither shall their fire be quenched; and they shall be an abhorring unto all flesh.

REVELATION 21:1-22:5 - King James Bible
1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
2 And I John saw the holy city, new Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband.
3 And I heard a great voice out of heaven saying, Behold, the tabernacle of God is with men, and he will dwell with them, and they shall be his people, and God himself shall be with them, and be their God.
4 And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away.
5 And he that sat upon the throne said, Behold, I make all things new. And he said unto me, Write: for these words are true and faithful.
6 And he said unto me, It is done. I am Alpha and Omega, the beginning and the end. I will give unto him that is athirst of the fountain of the water of life freely.
7 He that overcometh shall inherit all things; and I will be his God, and he shall be my son.
8 But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death.
9 And there came unto me one of the seven angels which had the seven vials full of the seven last plagues, and talked with me, saying, Come hither, I will shew thee the bride, the Lamb's wife.
10 And he carried me away in the spirit to a great and high mountain, and shewed me that great city, the holy Jerusalem, descending out of heaven from God,
11 Having the glory of God: and her light was like unto a stone most precious, even like a jasper stone, clear as crystal;
12 And had a wall great and high, and had twelve gates, and at the gates twelve angels, and names written thereon, which are the names of the twelve tribes of the children of Israel:
13 On the east three gates; on the north three gates; on the south three gates; and on the west three gates.
14 And the wall of the city had twelve foundations, and in them the names of the twelve apostles of the Lamb.
15 And he that talked with me had a golden reed to measure the city, and the gates thereof, and the wall thereof.
16 And the city lieth foursquare, and the length is as large as the breadth: and he measured the city with the reed, twelve thousand furlongs. The length and the breadth and the height of it are equal.
17 And he measured the wall thereof, an hundred and forty and four cubits, according to the measure of a man, that is, of the angel.
18 And the building of the wall of it was of jasper: and the city was pure gold, like unto clear glass.
19 And the foundations of the wall of the city were garnished with all manner of precious stones. The first foundation was jasper; the second, sapphire; the third, a chalcedony; the fourth, an emerald;
20 The fifth, sardonyx; the sixth, sardius; the seventh, chrysolyte; the eighth, beryl; the ninth, a topaz; the tenth, a chrysoprasus; the eleventh, a jacinth; the twelfth, an amethyst.
21 And the twelve gates were twelve pearls: every several gate was of one pearl: and the street of the city was pure gold, as it were transparent glass.
22 And I saw no temple therein: for the Lord God Almighty and the Lamb are the temple of it.
23 And the city had no need of the sun, neither of the moon, to shine in it: for the glory of God did lighten it, and the Lamb is the light thereof.
24 And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it.
25 And the gates of it shall not be shut at all by day: for there shall be no night there.
26 And they shall bring the glory and honour of the nations into it.
27 And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb's book of life.
1 And he shewed me a pure river of water of life, clear as crystal, proceeding out of the throne of God and of the Lamb.
2 In the midst of the street of it, and on either side of the river, was there the tree of life, which bare twelve manner of fruits, and yielded her fruit every month: and the leaves of the tree were for the healing of the nations.
3 And there shall be no more curse: but the throne of God and of the Lamb shall be in it; and his servants shall serve him:
4 And they shall see his face; and his name shall be in their foreheads.
5 And there shall be no night there; and they need no candle, neither light of the sun; for the Lord God giveth them light: and they shall reign for ever and ever.
