Earthquake strikes off of Taiwan coast Mon Jan 16, 11:00 PM ET
TAIPEI, Taiwan - An earthquake struck off of Taiwan's east coast Tuesday, the Central Weather Bureau said. No damage or injuries were reported, and no tsunami warning was issued. The 5.4-magnitude quake was centered about 100 miles southeast of the capital of Taipei, the weather bureau said.The island is frequently hit by quakes that do little damage. But a 7.6-magnitude earthquake in central Taiwan in September 1999 killed more than 2,300 people. Last month a 6.7 offshore temblor severed two undersea cables and disrupted telephone and Internet service to millions of users throughout Asia.No communications problems were reported after Tuesday's quake.

Four dead, thousands homeless in Burundi floods JAN 16,07
BUJUMBURA (AFP) - Heavy rains pounding Burundi's capital and outlying areas have killed at least four people and left about 23,000 homeless since the downpours began last month, officials said. They said the situation was catastrophic after the floods destroyed farmlands, sparking fears of food shortages and disease outbreaks in the tiny central African nation emerging from more than a decade of civil strife.Zenon Ndaruvukanye, governor of Bujumbura Rural province, said thousands of houses have been destroyed in Mutimbuzi and Gatumba municipalities north of the capital Bujumbura as well as in Kabezi in the south.A house collapsed and killed two students on Friday. Two children were killed in similar circumstances while one man was reported missing after he was swept away by river waters, Ndaruvukanye told AFP.The situation is catastrophic in in several areas around the capital.He added that more than 70 percent of farmlands have been destroyed by the floods sparked by the heavy rains since the onset of the wet season a month ago.The rains have destroyed some 1,300 houses (in the capital), but the risk of disease outbreak is more worrying, said Celestin Sebutama, the mayor of Bujumbura, adding that between 4,000 and 5,000 people have been displaced in the capital alone.

CHICAGO (AFP) - A massive winter storm packing snow, sleet and ice has killed 42 people across the United States, and left half a million people without electricity, the National Weather Service said. This is a big one, affecting all the way from New Mexico to Maine said Dennis Feltgen, a spokesman for the weather service said.The worst hit areas were Oklahoma, where freezing rain left behind one to three inches (7.6 cm) of ice, and Missouri, hard hit by sleet, he said.With the ice, the trees come down on the power lines and in Oklahoma its going to take the rest of the week to get all that restored, he said.

An ice storm warning was posted for parts of the northeastern states of New Hampshire and Maine.The Weather Service also issued an ice storm warning early Tuesday that warned of frozen precipitation and ice accumulation across southeast Texas including the Houston and Laredo metropolitan areas through Wednesday.The storm in central states was moving eastward and has already caused ice storms in western parts of New York state, forecasters said.Workers with the Federal Emergency Management Agency distributed generators and bottled water to communities in the state of Oklahoma hit by the ice storm, after President George W. KUALA LUMPUR (AFP) - Malaysia faces a huge task to repair the damage from disastrous floods, the prime minister said, as boats and helicopters ferried supplies to nearly 100,000 people displaced by the crisis.
However, with the rains beginning to ease, evacuees started returning to their homes, and the number of people sheltering in relief centres fell to 94,152, down from a peak of some 110,000 on Monday, officials said.Prime Minister Abdullah Ahmad Badawi travelled by helicopter and boat to reach the worst-hit district of Kota Tinggi in southern Johor state, which is almost completely submerged.Abdullah said federal and state authorities must join hands to help evacuees return to their homes, and ensure that shops and businesses were reopened.

MANILA (AFP) - Floods and landslides in the central and southern Philippines in the past two weeks have killed 23 people and displaced thousands, the Office of Civil Defense said.
Seventeen people were killed in Samar and Southern Leyte provinces on Visayas islands from floods and landslides triggered by heavy rains, the office said.Six deaths were recorded in Agusan province on the main southern island of Mindanao.Road networks in Leyte and Davao del Sur provinces remain barely passable to light vehicles, while floods have washed out bridges and sealed highways in Surigao province, it said.Rescuers were meanwhile clearing roads elsewhere on Mindanao due to landslides, it said.Some 24,508 people have been forced to flee their homes to 18 evacuation centers in the region, while at least three towns on Mindanao have been declared a state of calamity.Four typhoons that hit the Philippines in the last quarter of 2006 left over 2,000 people dead and missing, including hundreds buried by volcanic mudslides unleashed when typhoon Durian hit the eastern region of Bicol on November 30.

Firefighters brace for tough days

Firefighters are working frantically to protect small towns across Victoria as the latest shift in the weather increases the risk posed by massive bushfires. Authorities hope the backburning done in the past few days in Gippsland and the state's north will save the communities from the kind of property loss seen in northern Gippsland last week.Today is a total fire ban day, and the EPA has warned of poor air quality due to smoke. High temperatures, strong winds and lightning strikes are expected to severely test the 2700 firefighters already battling blazes that have burned out more than 1 million hectares of the state.Last night, small communities south-east of Benalla were at risk from the 17,000-hectare Tatong fire. Residents of Toombullup, Archerton, Tolmie, Burders Lane and Whitlands were told to prepare for ember attacks and radiant heat.It's going to be interesting in the next couple of days because the wind will turn around and force the fire back towards Tatong itself, Department of Sustainability and Environment spokesman Stuart Ord said yesterday.
That country up there is a mixture of pasture, forests, spud paddocks, so it will be a difficult one to round up, I'd imagine.Mr Ord said the areas either side of the Great Alpine Road where farmland around the community of Tambo Crossing was razed last week, and further north around Swifts Creek were also of concern.There's still some live fire edge in the Brookville area, south-west of Swifts Creek.We've got resources in there trying to get as close to and round those up as quickly as possible before the high temperatures and stronger winds arrive today, Mr Ord said.Likewise, east of Tambo Crossing, there are some spotfires near a place called Mount Elizabeth. We've made a decision to get resources right on the edge of those spot fires rather than backing off to some containment lines further afield.He said bulldozers and aircraft were being used to try to bring those fires under control before high winds hit.
Another fire is burning in rugged terrain at Hermit Mountain, 40 kilometres south-east of Corryong, in the state's far north-east. It is much smaller than the others, but the area's inaccessibility has firefighters worried.We've got dozers gradually working their way towards the fire, but they still haven't reached it, Mr Ord said.There's heavy aerial attack at the moment, with water. It's about 300 hectares, so in terms of the other fires it's reasonably small, but it's got huge potential.After flames came within metres of Mount Buller village last week and were repelled with snow guns, the danger has passed somewhat.Elsewhere in Gippsland, around Heyfield, Seaton and Toongabbie, firefighters were engaged in blacking out around the fire: flames within 40 metres of the fire edge are doused to stop the winds from rekindling the blaze.Further reinforcements from overseas are expected on Monday, when almost 150 firefighters from the National Interagency Fire Centre at Boise, in the US state of Idaho, will arrive to relieve exhausted crews and provide expertise in battling blazes in rugged terrain. The 143member American team will join 53 Canadian firefighters and 68 New Zealanders already here.
Over 17,000 people died in fires across Russia in 2006 15/ 01/ 2007
MOSCOW, January 15 (RIA Novosti) - According to official data, 17,065 people, including 698 children, died in 218,570 fires across Russia in 2006, a source in the Ministry of Emergency Situations said Monday.The number of fires was down 4%, and the number of fatalities caused by fires fell 6.8% against 2005, but the number of injured increased 1.3%, the source said, adding that 13,379 people were injured in fires during 2006.
Firefighters and rescuers saved over 96,000 people from fires last year, he said, adding that most of the fires were registered in homes, accounting for 72% of the total.The source said financial damage caused by fires amounted to 7.9 billion rubles ($297.22 million at the current exchange rate), 16.4% higher than in 2005. The most tragic fire in 2006 occurred in early December at a drug treatment hospital in southern Moscow. Forty-five people, including 43 patients and two members of staff, died as a result of inhaling fumes before a fire brigade arrived at the scene. The 200-plus survivors were evacuated safely, and ten of them were hospitalized.

Huge threat posed by Auckland volcanoes

Geologists say new research shows there have been seven eruptions in the Auckland volcano field which each buried the region where the city lies under more than 10cm of ash. That amount of ash would cause chaos in Auckland, said GNS Science volcanologist Graham Leonard. From a hazard point of view, that is pretty significant. The research which casts new light on volcanic threats to New Zealand's biggest city and a third of the nation's population springs from the Auckland Maar Volcano Drilling Programme. A partnership between Auckland University and GNS Science it was started to collect drill cores providing a record of longterm climatic changes, but the drill cores have also thrown new light on past eruptions.
The barge-mounted drill rig anchored in about 2 metres of water is expected to finish its work today. Some of the cores in the Orakei Basin have shown the Orakei volcano is probably three times as old as previously thought, and by drilling 81m into the sediment beneath the basin the scientists have identified ash layers from 90 eruptions in about the past 90,000 years. Until now, scientists believed the Orakei volcano was about 20,000 years old.
One ash layer more than 10cm thick was from the Lake Rotoiti area in the Bay of Plenty, and thinner layers came from eruptions at Mayor Island, Taupo, Mt Tongariro, and Mt Taranaki. The scientists have identified at least 50 different ash layers from Auckland volcanoes such as Little Rangitoto, Mt Hobson, The Domain, Mt St John, and One Tree Hill. Each of the 50 volcanic cones scattered around Auckland has been fed by a plume of molten basalt which can force its way to the surface quite quickly, at speeds of about 5kph, according to Auckland University research published on the GNS website. There appears to be a trend towards an increase in the average size of eruptions, which have been of two main types. Phreatomagmatic eruptions violent explosions of steam, gas, lava and rock triggered when water and magma mix. These typically create a maar (CRRCT) volcano with a crater up to 1km, such as the Orakei Basin, and make up 72 per cent of the Auckland volcanoes. The other main type of volcano is the scoria cones such as One Tree Hill.
Experts have predicted that in future explosive eruptions in Auckland volcanic ash falling from the air may slash visibility or even cause complete darkness, damage electrical equipment, immobilise motor vehicles, and short-circuit communication systems and electricity supplies. Even small amounts can damage vegetation and affect the breathing of people and animals, while attempts to wash it away will clog drainage systems. Over 70 per cent of the Auckland volcanoes have also had fire-fountains of incandescent magma, and 30 of the volcanoes have had lava flows. Auckland has a big volcanic eruption every 5000 years on average and the last one was Rangitoto, about 600 years ago. According to the university's head of geology Ian Smith, monitoring will give a warning of days to weeks before the next eruption. The 360sqkm covered by the Auckland volcanic field stretches from Rangitoto Island in the north to Manurewa in the south.

New Bird Flu Outbreaks Raise Alarm in Asia

Rising numbers of human bird flu deaths in Indonesia and avian flu outbreaks among poultry in several Asian countries have put the region on alert. The World Health Organization says Asia, Africa, even Europe, need to be prepared for the worse. Claudia Blume reports from VOA's Asia News Center in Hong Kong. Vietnamese authorities reported on Monday that bird flu has spread to a seventh province in the country's south. Avian flu outbreaks have led to the killing of tens of thousands of birds in Vietnam's Mekong delta in the past month. Thai livestock officials say they have just culled ducks in a northern province, the first flu outbreak in poultry in six months.In Japan, agricultural authorities began culling thousands of chickens at a southern poultry farm on Sunday after tests found they were infected with bird flu. In Hong Kong, a dead bird suspected of having the H5N1 strain of avian influenza was found last Saturday, the second in two weeks.Bird flu has also claimed human lives. Four people died of avian influenza in Indonesia last week. The son and husband of one the victims are being treated for symptoms of bird flu. Officials say, however, that there is no evidence of human-to-human transmission.Peter Cordingley, spokesman for the World Health Organization's regional office in Manila, says the recent outbreaks prove Asia needs to remain vigilant.
We are prepared to see basically a repeat of last year and we wouldn't be surprised at all to see the other thing last year which is this virus getting on the move, he explained. Last year it moved out of Asia and moved into the Middle East and Europe and parts of Africa. We have seen human cases in Egypt already, outbreaks in poultry in northern Niger already so we suspect that it would be foolish to vote against this virus not doing exactly the same it did last year.Cordingley urges continued education about the dangers of living in close proximity to infected poultry, particularly in Indonesia, where more than 60 people have already died of avian influenza.Many Asian countries are now better prepared than they were a year ago however. Denis Hoffman is a bird flu expert at the United Nations Food and Agricultural Organization in Bangkok. He says surveillance and containment mechanisms have improved tremendously.And even the countries that haven't had the disease yet, they have had assistance in preparing their contingency plans, looking at their imports and exports to make sure that they don't get the disease coming in through the trade of poultry products, which is probably one of the major reasons for its spread, he said.Bird flu featured prominently at the meeting of the Association of South East Asian Nations in Manila. Leaders endorsed a bird flu-prevention road map aimed at sharing best practices in the region.

SEOUL, Jan. 15 (Yonhap) Four infectious diseases have stricken a North Korean city on the east coast, affecting up to 4,000 people, a source claimed Monday. Chongjin is overrun by scarlet fever, typhoid, typhus and paratyphoid. About 3,000 to 4,000 are suffering from the diseases, the source said, asking to remain anonymous. The source reported the infected people are mostly under 40 years of age. North Korean health authorities have halted railway operations to prevent the spread of disease and have imposed travel bans.When scarlet fever erupted late last year, North Korean authorities also imposed travel bans across the country, the source added.Good Neighbors International, a South Korean civic organization which provides aid to North Korea, confirmed that the rapid spread of disease in the North has resulted in school closings and travel bans.Another source also claimed that Chongjin has only one hospital equipped with 150 beds in each district, but about 600-700 patients are seeking treatment in one district.
Last Thursday, South Korea's unification minister said the government will not provide any medical aid to North Korea to help stem the spread of scarlet fever in the communist country.But a South Korean civic group already shipped 36 types of medicine such as penicillin and antibiotics, worth approximately US$5 million, to the impoverished North.Last month, the Join Together Society, a humanitarian aid group in Seoul, shipped a total of 400,000 injectable doses of penicillin to the North. U.S. Navy nuclear submarines maintaining vigil off the coast of Iran indicate that the Pentagon’s military plans include not only control over navigation in the Persian Gulf but also strikes against Iranian targets, a former commander of the Russian Black Sea Fleet, Admiral Eduard Baltin has told the Interfax news agency.The presence of U.S. nuclear submarines in the Persian Gulf region means that the Pentagon has not abandoned plans for surprise strikes against nuclear targets in Iran. With this aim a group of multi-purpose submarines ready to accomplish the task is located in the area, Admiral Baltin said.He made the comments after reports that a U.S. submarine collided with a Japanese tanker in the Strait of Hormuz.American patience is not unlimited, he said.
The submarine commanders go up to the periscope depth and forget about navigation rules and safety measures, the admiral said. Currently there is a group of up to four submarines in the Persian Gulf area, he said. So far they only control navigation in the Persian Gulf, the Gulf of Oman, and in the Arabian Sea, he said. They might receive different orders in future: to block off the Gulf of Oman, that is the Iranian coast, and, if need be, launch missile strikes against ground targets in Iran, he said.

A startup company developing chipless RFID ink has tested its product on cattle and laboratory rats.
Somark Innovations announced this week that it successfully tested biocompatible RFID ink, which can be read through animal hairs. The passive RFID technology could be used to identify and track cows to reduce financial losses from Bovine Spongiform Encephalopathy (mad cow disease) scares. Somark, which formed in 2005, is located at the Center for Emerging Technologies in St. Louis. The company is raising Series A equity financing and plans to license the technology to secondary markets, which could include laboratory animals, dogs, cats, prime cuts of meat, and military personnel. Chief scientist Ramos Mays said the tests provide a true proof-of-principle and mitigate most of the technological risks in terms of the product's performance. This proves the ability to create a synthetic biometric or fake fingerprint with biocompatible, chipless RFID ink and read it through hair, he said.
Co-founder Mark Pydynowski said during an interview Wednesday that the ink doesn't contain any metals and can be either invisible or colored. He declined to say what is in the ink, but said he's certain that it is 100% biocompatible and chemically inert. He also said it is safe for people and animals. The process developed by Somark involves a geometric array of micro-needles and a reusable applicator with a one-time-use ink capsule.
Pydynowski said it takes five to 10 seconds to stamp or tattoo an animal, and there is no need to remove the fur. The ink remains in the dermal layer, and a reader can detect it from 4 feet away. Conceptually, you can think of it in the same way that visible light is reflected by mirrors, he said, adding that the actual process is slightly different and proprietary.
The amount of information contained in the ink depends on the surface area available, he said. The U.S. Department of Agriculture calls for a 15-digit number to track cattle. The first three digits are 840 for the U.S. country code. The remaining digits are unique identifiers. The numbers would link to a database containing more information. It can say where it has been, who it has talked to,
who it has eaten with, and who else it has been in contact with, Pydynowski said. Ranchers and others in the agricultural industry can choose a covert stamping system, which would make it impossible for cattle thieves to tell which animals have been marked and easy for those checking for stolen cattle to determine a cow's source. Pydynowski said the technology is an improvement over ear tags, which can be detached from cows and other products. The technology could verify that cuts of meat originated in a hormone-free environment, Pydynowski said, adding that consumers would destroy the system by breaking down the ink when chewing the meat. In other words, Big Brother wouldn't know whether someone ate a Big Mac or a filet mignon, according to Pydynowski's explanation. However, the government and agricultural producers and retailers could track e-coli outbreaks in spinach, he said.The ink also could be used to track and rescue soldiers, Pydynowski said. It could help identify friends or foes, prevent friendly fire, and help save soldiers' lives, he said. It's a very scary proposition when you're dealing with humans, but with military personnel, we're talking about saving soldiers' lives and it may be something worthwhile.

WASHINGTON The Security and Prosperity Partnership of North America, which some have criticized as a framework for moving toward regional government between the U.S., Canada and Mexico, has laid out plans for increased regulatory cooperation between the three nations in new, full-color, trilingual publications obtained by WND.Copies of the 2005 Report to Leaders and the 2006 Report to Leaders were sent to WND by several congressional offices that are beginning to take a serious interest in SPP working group activities and decision-making. The copyright page of the 2005 report indicates that the report was co-published by the governments of the United States and Mexico, as well as copyrighted in Canada. The 2005 and 2006 reports continue to discuss numerous memoranda of understanding and other agreements that the trilateral working groups are formulating on their own, without direct congressional oversight or any reference to being published in the Federal Register. Yet, the vast majority of the agreements reached under SPP have never been published.
The reports discuss the SPP's trilateral modification of administrative rules and regulation under the rubric of integrating and harmonizing into a North American structure what previously were administrative rules and regulations of the U.S., Canada, and Mexico. For instance, under a heading that includes the U.N. sustainability language, the energy working group announces in the 2005 report that their goal is, Creating a sustainable energy economy for North America. Justifying the working group's activity as producing appropriate coordination between regulators, the report concludes: All agree that the regulatory efforts of the National Energy Board (NEB), Federal Energy Regulatory Commission (FERC) and Comisión Reguladora de EnergÃa (CRE) will benefit from increased communication and cooperation concerning the timing and other procedural aspects of related matters that may be pending between the three agencies. The report then calls for the announcement of a trilateral regulators' group that will meet three times a year (every four months) to discuss issues affecting cross-border energy projects.The 2006 report notes that this key milestone was completed.
Some critics of the SPP see it leading toward a breakdown of national sovereignty and representative government, fearing it will lead inexorably toward a European Union-style regionalization for North America. Now that we see books being published by SPP, how can anyone deny that the Bush administration is involved in a process of North American deep integration? asks Jerome R. Corsi, author and WND columnist who is writing a book on the movement. SPP is creating North American regulations that replace and supersede U.S. regulations in a wide range of policy areas. Just the three-language format of the full color production is enough to let readers know that the Bush administration considers our appropriate regulatory scope to be North American in nature. We no longer have a U.S. energy policy, for instance, we have a North American energy policy. Corsi, known as one of the chief critics of plans for a North American Union, said: Since 2001 and the formation of the Prosperity Partnership with Mexico, trilateral working group activity in North America has been gaining momentum. After the declaration of the Security and Prosperity Partnership of North America in Waco, Texas, on March 23, 2005, we have a full-fledged shadow bureaucracy that is setting up the regulatory structure for what could easily evolve into a full regional government.
The North American Energy Working Group has now set up a webpage on the U.S. Department of Energy website. A January 2006 report entitled North America The Energy Picture II documents that the NAEWG first met June 27-28, 2001, in Washington. Since then, there have been eight more NAEWG full working group meetings convened in various locations of the three countries, with many more meetings of the various expert groups convened under the NAEWG agenda. According to North America The Energy Picture II, NAEWG activities can be traced back to the Hemispheric Energy Ministers Meeting in Mexico, on March 8, 2001, when the heads of Natural Resources Canada, the Mexican Secretariat of Energy, and the U.S. Department of Energy formally committed to work together to facilitate a stronger North American energy sector. Despite the advanced stage of SPP working group activity, Corsi said, few U.S. congressmen or senators have any idea that SPP working groups are producing a North American regulatory structure. I still find myself going into the offices of congressmen and senators on Capitol Hill and having to work with staff to show them SPP websites they never have seen before, even though some of their bosses sit on committees that are supposed to be responsible for oversight of the SPP activities I am showing them for the first time.
SPP is one of the best kept secrets in Washington, Corsi told WND, even though SPP has a website, there are SPP websites embedded in the websites of many government agencies, and now SPP is publishing full-color books in three languages.
Yet, nobody in Washington has bothered to hold a single SPP hearing. Meanwhile, we are being led into regional government by bureaucrats whose mission is to create North American policies, not to worry about the sovereignty of the United States. The SPP website contains somewhat different versions of the 2005 prosperity agenda and security agenda, as well as the 2006 prosperity agenda and the security agenda. This is no conspiracy, Corsi continued. Conspiracies are conducted in secret. Now, SPP even publishes books documenting the North American deep integration agenda the SPP working groups are advancing day-by-day. Despite what some think, the idea of a constitution is anything but dead.The Christian democrats (CDA), Labour (PvdA) and small Christian party ChristenUnie are the parties currently trying to form a government.
MEPs of all three urge the introduction of a limited treaty.The Netherlands and France rejected the Constitution, but meanwhile, 18 EU countries have voted for it. State Secretaries of EU countries will start discussing the future of the text next Friday in Madrid. Talks in Luxembourg will follow, and in March, a brain-storming session by government leaders in Berlin.Ria Oomen, an experienced CDA MEP, in any case wants to discuss the constitution further. My call to the new coalition is not to appoint any minister that says the constitution is dead. This is a remarkable call, as CDA Foreign Minister Ben Bot repeatedly said so.
Bot did say in November he expects there will be a new treaty in around two years. This will not be a new European Constitution, according to the minister, but a new treaty under which more veto rights are scrapped to make EU administration easier.PvdA wants new negotiations. The subject is currently a bit too broad. On top of this, the text could be simpler, in the view of Max van den Berg, PvdA leader in the European Parliament. The PvdA was a supporter of the rejected Constitution, as was CDA.ChristenUnie, which was against the Constitution, now wants a limited treaty about certain changes to allow the EU to function with 27 countries and admit Croatia in a few years, said MEP Hans Blokland. Israel has denied reports that understandings have been reached with Syria after two years of secret peace talks.
Haaretz, an Israeli daily newspaper, claimed that Israeli and Syrian officials met secretly in Europe several times between September 2004 and July 2006, reaching a framework for a deal that would include an Israeli withdrawal from the Golan Heights, which it captured in the 1967 war.The newspaper reported that Israel was represented in the talks by Alon Liel, a former top diplomat, and that Ariel Sharon, the former prime minister, had been briefed on the meetings as well as Ehud Olmert, his successor. The Syrian representative in the talks was Ibrahim Suleiman, an American citizen, the newspaper reported.But reacting to the story this morning, Israel denied any secret talks had been authorised by the country's leadership.Dov Weisglass, Mr Sharon's former chief of staff, said: It is very possible that a group of people met, negotiated and formulated a document. But, during Sharon's term as prime minister, did the Prime Minister's Office have an officially approved agreement on this or any other similar procedure? The answer is no.
Silvan Shalom, the former foreign minister, said that the first he had heard of any talks was when he read this morning's Haaretz, adding that the last Israeli-Syrian contact he was aware of had been in 2003. Meanwhile, David Baker, an official in Mr Olmert's office, echoed his denial, saying: The Israeli Government is unaware of any such meetings.In its reports, Haaretz claims the talks focused on Israel agreeing to withdraw from the Golan Heights and returning to its pre-1967 borders. Reportedly, Syria demanded that the move be made within five years, though Israel wanted the plan to be gradually implemented over 15 years. Syria would be willing to discontinue support for Hezbollah and Hamas and cut ties with Iran, the reports added, while Israel would remain in control of the Jordan River and the Sea of Galilee. Any peace agreement between Israel and Syria would be viewed by the United States and Europe as being of crucial strategic importance because it would bring Syria into the Middle East's pro-Western camp. The US accuses Syria of undermining the US-backed government in n Lebanon, supporting Hezbollah guerrillas in their war with Israel last summer, and of having an involvement in the killing of Rafik Hariri, the former Lebanese prime minister, in February 2005. Damascus, the Syrian capital, is also home to Khaled Mashal, the exiled leader of the Palestinian militant group Hamas, which refuses to officially recognise Israel's right to exist or renounce violence. Bashar al-Assad, the Syrian President, is also politically close to Iran, which the US accuses of sponsoring terrorism.
IDF Positive on New UNIFIL Commander

The IDF praises the appointment of Italian Gen. Claudio Graziano as the new head of the United Nations Interim Force In Lebanon (UNIFIL). French Maj.-Gen. Alain Pellegrini, whom IDF officers said was pro-Hizbullah, steps down in mid-February after three years in the post. IDF sources said his replacement, Gen. Graziano, takes his job seriously and we expect to see a continued crackdown on Hizbullah under his command. Graziano commanded NATO's Kabul Multinational Brigade and has extensive experience in combating insurgency and terrorism. Northern Command sources also praised UNIFIL's 2,500-strong Italian contingent, saying it was working to prevent Hizbullah from returning to its outposts on the border.The UNIFIL troops and the 14,000 Lebanese soldiers stationed in the region add up to a total of around 20,000 troops in the 18-by 31-mile region of southern Lebanon.
Syria is still smuggling arms to the Hizbullah and neither the Lebanese army nor UNIFIL have expressed any intention of preventing the terrorist organization’s efforts to re-arm - a direct violation of the ceasefire terms outlined in U.N. Security Council Resolution 1701. Hizbullah terrorists are also still free to roam at night without fear of being identified by the UNIFIL soldiers, the German magazine Der Spiegel reported two months ago.Spanish UNIFIL official Richard Ortax admitted to the magazine that no patrols are carried out at night because of the danger involved. UNIFIL commanders said their function is to observe changes in the behavior of the local population. Most recently, Hizbullah terrorists tried to bomb the UNIFIL soldiers after a Spanish contingent discovered a large weapons stockpile late last month.IDF Brig.-Gen. Yossi Baidatz said that Hizbullah planted bombs around the weapons so that they would explode when the UNIFIL soldiers came to destroy them. The growing assertiveness and influence of the (Shiite) Islamic Republic of Iran across the Near East and the Persian Gulf has fostered steadily rising dismay among its Sunni Arab neighbors. Iran’s hand is widely seen as stirring the pot in Lebanon, Iraq and the intra-Palestinian arena.When combined with Tehran’s accelerating nuclear program, calls for Israel’s disappearance and high-profile Holocaust denial activities, Iran’s behavior, as seen from Cairo, Riyadh, Amman and portions of Beirut, poses a threat to the stability of the region, and first and foremost to their own security and survival. In Washington, Jerusalem and London, there has
been expressed interest in the establishment of an Arab Quartet, consisting of Egypt, Saudi Arabia, Jordan, and the Gulf principalities, which would complement, and coordinate with the work of the existing international Quartet (US, EU, Russia, UN) on Middle East issues. Could such a grouping be effective?
Their common interests are considerable: checking Iraq’s descent into chaos and the concomitant rise of Shiite power there; supporting the Siniora government in Lebanon against the efforts to topple it by a Syrian-backed, Hizballah-ledcoalition; halting the growing anarchy in the Palestinian Authority areas by supporting some sort of national unity government; and reinvigorating the long-stalled Arab-Israeli peace process, ideally on the basis of the 2002 Beirut Arab summit resolutions. Progress on any or all of these issues would help counter Iran’s bid for regional hegemony.But while their common interests seem to dictate the formation of a strong alliance, there are many obstacles to doing so. The political, economic and military capacities of each of the three non-Arab Middle Eastern states - Turkey, Iran, Israel - outweigh those of Egypt, the historic leader of the Arab world.
Theoretically, the marriage of Saudi and Gulf Arab capital to Egypt’s demographic, cultural and strategic weight could produce an equivalent power center, but when it has come to anything which might impinge on their sovereignty and mastery of their oil wealth, the Peninsula Arabs have always shied away from Egypt’s embrace. In any case, the decline of Egypt’s regional weight has been on ample display in recent years: Mubarak’s American patron utterly disregarded his counsel to refrain from invading Iraq in 2003; exhaustive diplomatic efforts on the internal Palestinian and Israeli-Palestinian fronts produced negligible results; and the Arab League, headed by former Egyptian foreign minister Amr Moussa has proved to be an empty shell, most recently with Moussa’s failed efforts to mediate the political crisis in Lebanon. Domestically, too, Egypt’s situation is hardly bright: the question of succession looms increasingly large, the opposition Muslim Brotherhood has gained in strength, and the regime maintains its autocratic, heavy-handed January 14, 2007 ways. The repeated abilities of al-Qa`ida affiliated groups to strike at tourist sites in the
Sinai region are an ongoing embarrassment.
Saudi-Egyptian cooperation on regional issues in the post-Nasser era was most effective when it included a third pillar: Syria. In October 1973, the Saudis underwrote the Egyptian-Syrian war against Israel; in 1976, the three countries struck an important, albeit temporary agreement on Lebanon and Arab-Israeli diplomacy; in 1990-91, Egypt and Syria provided crucial Arab legitimacy for the
Saudis’ decision to ask for American help to confront Saddam Husayn and evict his forces from Kuwait; the three countries then acted in concert with the US as it jumpstarted Arab-Israeli diplomacy with the Madrid summit conference.But throughout the last three decades, Syria’s interests and policy choices also frequently clashed with one or both of the other two Arab majors, making their cooperation sporadic at best. Neither was ever happy with Syria’s domination of Lebanon, and occasionally sought to clip its wings there. Syria’s vehement rejection of the Egyptian-Israeli peace treaty left a bad taste in Cairo, while almost concurrently, Syria’s alliance with non-Arab Iran in the war against Arab Iraq during the 1980s conferred near-pariah status on Damascus in the Arab world. Under Bashar Asad, the finesse displayed by his late father in negotiating regional diplomatic pitfalls and minefields disappeared, as Bashar unabashedly carved out a militant Arab nationalist position on most issues, while also deepening his relationship, and even dependence on Iran. Bashar’s unequivocal support for Palestinian radical groups, his strident tone at Arab summit conferences, the apparent Syrian involvement in the murder of Lebanese prime minister Rafiq al-Hariri and Bashar’s moral and material embrace of Hizballah have left Damascus barely on speaking terms with its Arab neighbors.
Meanwhile, the chaos in Iraq looms large, and Syria’s apparent unwillingness, or inability to prevent the movement of men and supplies from its territory to Sunni insurgents in Iraq, continues to draw American fire (paradoxically, this support contradicts the concern in some Arab quarters that Syria is willingly becoming part of a dreaded Shiite crescent stretching from Tehran to Beirut).
Given Syria’s oppositionist, minority stance among Arab states, it would seem that the first order of business for the prospective Quartet would be to wean Syria away from its alliance with Iran and bring its positions more into line with the rest, beginning with Lebanon. But from the beginning, Syria has viewed its alliance with the Islamic Republic as strategic, and appears to be increasingly dependent on it for aid and support, in Lebanon (Syria’s front yard) and elsewhere. Tired of Bashar’s antics, the Saudis have begun to entertain the notion of supporting regime change from within a disaffected portion of the Syrian elite. For the moment, however, the prospects of success appear low. At the same time, many Arab and Western pundits and politicians fear that destabilization in Syria willbring a radical (Sunni) Islamist regime to power, making their governments reluctant to confront Bashar’s regime directly. In any case, even at the best of times, Arab coalitions have been loose, involving adversaries as much allies, with each state jealously guarding its prerogatives and seeking to maximize its room for independent action - hardly the right stuff for concerted strategic, coordination.Current conditions do not seem auspicious for the establishment of an effective Arab Quartet.
Sunni Arab regimes will thus have to muddle through as best they can in an increasingly problematic regional environment, taking incremental steps to ameliorate specific situations, while remaining heavily dependent on the international community to check Iran’s ambitions and with limited leverage and influence on Western decision-makers.

Temple Aqueduct and Ritual Bath Excavated Opposite Temple Mount

Excavations being conducted opposite the Western Wall Plaza have uncovered an aqueduct that brought water to the Holy Temple, as well as a ritual bath from that period.
The never-before-excavated area is situated behind the Western Wall police station, adjacent to the plaza where millions of worshipers and tourists come each year to visit the Western Wall and Temple Mount.The new archaeological find uncovers a missing link in the ancient water system, known as the Lower Aqueduct. This system channeled water from Solomon’s Pools near Bethlehem (located several miles south of Jerusalem) directly to the national focal point of Jewish worship - the Temple Mount. Solomon’s pools, situated just north of the modern Jewish town of Efrat, cover an area of about 7 acres and can hold three million gallons of water. A lengthy aqueduct conveyed the water from the lowest pool through Bethlehem, across
the Gihon valley, along the western slope of the Tyropoeon valley, and into the cisterns underneath the Temple Mount. Today, the water from the pools reaches only Bethlehem due to the destruction of the aqueducts. Current plans for the partition wall will leave Solomon’s Pools outside the area of Jewish sovereignty.
The plastered hewn-stone mikva (ritual bath) unearthed at the excavation is from the Second Temple period. It was originally situated in the foundation level of a private home during the time of the Second Temple. The ritual bath was damaged at a later date when the bedrock cliff opposite it was hewn into a vertical wall that rose up to a maximum height of about thirty feet.
The most extensive remains of the period are those of a Roman-Byzantine colonnaded street – the Eastern Cardo. Included in that area is a covered stoa, a row of shops and several artifacts.The street appears on a 6th century map known as the Medaba Map and is known as the Eastern Cardo or the Valley Cardo. The lavish colonnaded street began at the Damascus Gate in the north and led south, running the length of the channel in the Tyropoeon Valley. Sections of this street were revealed in the past in the northern part of the Old City, at a depth of about four meters (12 feet) below the pavement. The full eleven-meter (33 foot) width of the original road was exposed in the present excavation for the first time.
The street was paved with large flagstones that were set in place diagonally, in the customary method of the Roman world, which was probably meant to prevent wagons from slipping, Shlomit Wexler-Bdolah, the director of the excavations, explained. She added that a drainage system was installed below the flagstones. To the west of the street was a covered stoa that was six meters wide, and beyond it was a row of shops set inside cells whose walls were hewn out of the bedrock cliff. A large base of a magnificent corner column has just been exposed in the eastern side of the street and may be part of a building that stood there, or an intersection with an entrance to the road that runs to the east.The Antiquities Authority is carrying out the excavations of the 80 by 200 foot area west of the Western Wall at the request of the Western Wall Heritage Foundation. The area will soon be the site of the Western Wall Heritage Center.

JERUSALEM – While Jerusalem serves as Israel's capital, and the Temple Mount is located within Israeli sovereignty, the popular satellite map program Google Earth divides the city and places the Mount Judaism's holiest site within Palestinian territory.
Interactive Google Earth maps mark eastern sections of Jerusalem and the Temple Mount as occupied territory, set to become part of a future Palestinian state. Google Earth states it demarcates its maps according to international standards, but no Israeli-Palestinian negotiations even the failed Camp David final-status negotiations in 2000 ever placed the Temple Mount within Palestinian territory.

The United Nations considers eastern sections of Jerusalem, recaptured by Israel during the 1967 Six Day War, to be disputed The Israeli Knesset officially annexed the entire city of Jerusalem as its capital in 1980. Google Earth is reinforcing lies, Rabbi Chaim Rechman, director of the international department at Israel's Temple Institute, told WND. The Muslims have engaged in a systemic campaign to re-write history and erase any traces of Judaism from the Temple Mount in total disregard to all actual archeological and historic evidence, he continued. Now Google Earth has given in to this campaign. Jerusalem first was divided into eastern and western sections when Jordan invaded and occupied the city and the Temple Mount area in 1947, expelling all Jewish inhabitants.
Israel originally built its capital in the western part of the city, while the eastern quarters remained under Jordanian control until Israel regained them in 1967.
Racist Israel stealing Palestinian water
Google Earth does not limit its input in the Israeli-Palestinian conflict to Jerusalem alone. The Gaza Strip is labeled by Google Earth as Israeli occupied, even though the Jewish state withdrew from Gaza in August 2005. TotallyJewish.com, a UK-based Jewish website, pointed out an interactive Google Earth map of an Israeli community in the northern West Bank features integrated user comments implying Jews are stealing water from neighboring Palestinians. A posting on a Google map next to the town of Kiryat Arba, near the ancient city of Hebron, states: Note the well-tended lawns in a region deprived of water. Clicking on a weblink in the posting brings the user to a site stating, The principal reason for the water shortage is an unfair distribution of water resources shared by Israel and the Palestinians. The posting decries Israel's purported water-confiscation practices as illegal and racist, even though dozens of major Israeli aquifers, many run by the Jewish National Fund, purify water running through Palestinian cities and return the cleaned water to the Palestinian towns.
Comments on other Google Earth images claim Israel plans to divide parts of Bethlehem, even though no such plan exist. Google Earth is also accused of showing falsified images. Visitors to Google Earth who click on an area just outside Jerusalem can view a computer-generated image claiming to depict an Israeli missile factory. Israeli defense officials told WND the missile factory is a fabrication. Google Earth could not immediately be reached for comment since its corporate offices were closed today in observance of Martin Luther King Day. A Google spokeswoman previously told TotallyJewish.com comments and pictures on satellite maps can be switched off if visitors don't want to see them. She said the company would investigate the offending postings.
Referring to Google erroneously labeling the Gaza Strip as occupied, the spokeswoman said, Borders and place names are not always updated straightaway. Occasionally there are discrepancies. We are happy to receive feedback and will pass it on to the
Google Earth team and take the necessary steps.

Intelligence sources quoted by Britain's Daily Telegraph said raids of insurgents last week found printouts of Google satellite photographs of British bases, including details such as toiled blocks, Land Rover parking, and tented areas.
One of the photographs, taken of a hotel housing a British regiment, had the camp's longitude and latitude written on the back, the newspaper said. This is evidence, as far as we are concerned, for planning terrorist attacks, an intelligence officer told The Daily Telegraph. Who would otherwise have Google Earth imagery of one of our bases? A Google spokesman told the newspaper its information could be used for good and bad. Of course we are always ready to listen to governments' requests, he said.

Moderate quake jolts central Japan, felt in Tokyo JAN 15,2007
TOKYO (Reuters) - A moderate earthquake with a preliminary magnitude of 5.7 jolted central Japan on Tuesday, the Japan Meteorological Agency said. The quake, at 3:18 a.m. (1818 GMT), was also felt in Tokyo. There were no reports of injuries or damage.The focus of the tremor was 170 km (105 miles) below the surface of the earth, in Shizuoka prefecture, 150 km west of Tokyo, the JMA said.The earthquake measured 3 on the Japanese intensity scale, which measures ground motion.Earthquakes are common in Japan, one of the world's most seismically active areas. The country accounts for about 20 percent of the world's earthquakes of magnitude 6 or greater.In October 2004, an earthquake with a magnitude of 6.8 struck the Niigata region in northern Japan, killing 65 people and injuring more than 3,000.That was the deadliest quake since a magnitude 7.3 tremor hit the city of Kobe in 1995, killing more than 6,400.

First dose of winter slams central Canada

Central Canada finally got a taste Monday of what the weather-weary West has been feeling a blast of cold, harsh winter.A severe storm hit Ontario and southern Quebec, causing whiteout conditions and raining down ice pellets as the massive front migrated eastward.An ice storm coats the streets of downtown Toronto with slush in the city's first taste of winter weather in 2007. Snow also hit Ottawa and Montreal as storm warnings moved to the Maritimes.(CBC) In Montreal, snow removal crews expected to be working throughout the night to clear the 15 to 25 centimetres of snow forecast to be dumped on the city.But temperatures were holding steady at –9 C and the city experienced minimal closures and delays for flights at Trudeau International Airport.While Montreal had snowfall warnings, the city was mostly spared the ice that wreaked havoc in neighbouring Ontario.
The morning's freezing rain in Toronto coated the roads with ice, causing commuter chaos on major highways and cancelling more than 100 inbound and outgoing flights at Pearson airport because of a backlog of planes being de-iced. Some GO Transit riders waited on train platforms for an hour before boarding. According to Environment Canada, temperatures in Canada's largest city will plummet to –15 C or lower, without wind chill, by Monday evening. The city has issued an extreme cold weather alert but it should not see much more than light snowfall Monday night.
Out of practice with winter driving
The Ontario Provincial Police logged about 400 fender-benders by noon, after hours of freezing rain coated the roads in slush and ice.The majority of them, thankfully weren't very serious, OPP Sgt. Cam Woolley said. But it's really frustrating for us. Everyone knew the storm was coming and we've been warning everyone to slow down…. A lot of drivers have become complacent and out of practice with winter driving.Southern Ontario and Quebec aren't the only parts of Canada rediscovering winter.The ice storm which was the same severe weather system blamed for 30 deaths in the United States is at Atlantic Canada's doorstep.The same thing that's hitting Ontario is actually now hitting the Maritimes, the CBC's Nick Czernkovich said.Generally speaking southeastern New Brunswick is looking to be the hardest hit in terms of snowfall amounts. It's up towards 15 to 25 centimetres, that's what Environment Canada is saying.Residents throughout most of Nova Scotia can expect up to 15 centimetres of snowfall by Tuesday morning.
Warming trend on the way for Prairies
A heavy snowfall warning is also in place for P.E.I. and southeastern New Brunswick, with more than 15 centimetres expected. In Newfoundland and Labrador, temperatures plunged into the –40 C range, with the wind chill. There may be a bit of relief, at least, for the Prairie provinces, after a blizzard slammed Saskatchewan and Manitoba over the weekend. There's a bit of a warming trend on the way, Czernkovich said. Alberta's not too bad, we're back into the single [minus] digits, but even Northern Alberta should warm up as we head into [Tuesday].Forecasters expect the mercury to rise to a relatively balmy –10 C.Meanwhile, there was another weather warning for British Columbia's south coast. The province has issued a snowfall warning for Greater Victoria, Greater Vancouver and the Fraser Valley and is expecting five to 10 centimetres of snow by Tuesday.Environment Canada also predicts heavy snow and winds to whip coastal sections of B.C. at speeds of 60 to 90 km/h.

At least 17 die in US winter storm Mon Jan 15, 12:35 PM ET
CHICAGO (AFP) - Four days of winter ice, snow and powerful winds in the US Midwest have claimed at least 17 lives, officials in the hard-hit states of Oklahoma and Missouri have said. In Oklahoma, authorities said Monday 11 people had died on state roads since the storm began last week, prompting President George W. Bush to declare an emergency in the central state. The decision makes Oklahoma eligible for federal funds.Officials in Missouri reported that six people had died, five in traffic accidents and one from carbon monoxide poisoning, a common cause of death when those without power use fuel-burning stoves after their heating goes out.Half a million homes lost power in Missouri due to the storm, the state government reported Sunday. One line worker was injured when he fell from a utility pole, authorities said in a statement.Tens of thousands of residents without electricity have crowded into shelters, while power outages have hit retirement and nursing homes in several counties of Missouri, according to a statement on the government's website.At least 230 people were treated for various storm-related injuries, the Oklahoma health department said. And about 122,338 customers were without power in Okla.

While Missouri, Oklahoma and much of Texas are catching a bit of a breather today, the ongoing winter blitz is nailing the Northeast. The worst of conditions appears to be in southern New Hampshire and portions of northeastern Massachusetts (north of Boston) where freezing rain has downed trees and power lines. The icing is expected to continue into the evening. Earlier, freezing rain snarled traffic and knocked out power in central New York state. Temperatures there have risen above freezing, however, and the icing problems have shifted northward. Near the Canadian border eastward into Maine, snow is the featured precipitation this afternoon. As much as 8 to 12 inches of additional snow may coat the northern two-thirds of Maine by tomorrow morning. In Texas, only spotty, light freezing rain and sleet remain this afternoon, but another round of wintry precipitation is likely across the southern portion of the state tomorrow. Heavy rain extends from Louisiana northward into Kentucky, but the downpours are shifting rapidly eastward and that should stem the flooding problems in and around the Ohio Valley.
Rains force 100,000 in Malaysia to flee Sun Jan 14, 10:32 PM ET
KUALA LUMPUR, Malaysia - More than 100,000 people were evacuated from their homes in southern Malaysia after heavy rains over the weekend caused massive flooding, officials said Monday. The evacuations came just a couple weeks after many residents had returned home to clean up from flooding in late December and early January that killed at least 17 people and caused more than $28 million in damages, officials said.One town in the hardest-hit area, Kota Tinggi, has been completely cut off from the rest of Johor state, just north of Singapore. Floodwaters as high as 13 feet have engulfed houses, gas stations and roads in the town, the New Straits Times newspaper said.Several relief centers in the area are overcrowded and cannot take in any more evacuees, an official at the Johor state flood operations center said on condition of anonymity because he was not authorized to speak to the media.He said there were about 105,000 flood victims in more than 300 relief centers in the state.We need donations of food. Some (relief) centers have no more space already, the official said. Blankets and warm clothing are also needed.Malaysia's Meteorological Service said heavy rain was forecast for the area until the middle of the week, the national news agency Bernama said.

EU Countries Back Plan to Link Police Databases to Fight Crime

Jan. 15 (Bloomberg) The interior ministers of the 27 nations that make up the European Union signaled today that they back plans to link national police databases to fight crime more effectively, German Interior Minister Wolfgang Schaeuble said. The proposal, to be discussed in the months ahead, will be based on a treaty signed by seven EU states, including Belgium, France, the Netherlands and Germany in 2005. That accord sets out the rules for greater cooperation between police forces and judicial authorities in combating terrorism, cross-border crime and illegal migration. International crime has become easier in Europe as many EU members reduced or abolished passport and border controls along internal borders. Sharing information and allowing police to chase suspects into other countries will help fight illegal activities.
Countries will be able to access each others national DNA databases, fingerprint files and motor vehicle registers. Access to national police databases will be a quantum leap' in sharing information, Schaueble said. The U.S. government has also shown interest in the treaty, Schaeuble said, adding that if the EU wants to cooperate with the U.S. as closely as possible both partners need to discuss the possibility of a similar mechanism. EU Hopes to Close FTA With Gulf Nations

BRUSSELS, Belgium (AP) -- The European Union said Monday it expects to complete a free trade agreement with Gulf nations in the near future after making progress at talks last week.The 27-nation EU is the largest trade partner for the Gulf Cooperation Council, a political and economic alliance gathering Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain and Oman.A deal should set common rules that would encourage trade in goods and services, increase investment, protect intellectual property rights and open up public procurement.It would also cover human rights, illegal immigration and the fight against terrorism.It would not affect EU imports of oil from the Gulf as they are not charged with any tariffs.The European Commission said a deal would be built on existing World Trade Organization agreements to deepen trade liberalization in goods and services.
Such bilateral pacts have taken on more importance after prospects for a new, more ambitious global trading deal faltered last year. Key actors in the WTO negotiations meet next week in Switzerland to see if it is possible to grab a narrow window of opportunity to move forward.The EU and the Gulf states started discussing a free trade deal in 1990 but that stalled as the GCC moved to form a customs union by 2005, aiming to boost the region's economy.Both sides will meet again next month for technical discussions that could pave the way for the deal to be signed soon.I believe that we are now in a position to resolve final issues and complete an EU-GCC FTA deal in the near future, EU Trade Commissioner Peter Mandelson said in a statement.The six Gulf nations are the sixth largest export market for the EU. European exports were worth euro40 billion ($51.6 billion) in 2004, around half of that machinery and transport goods such as power generation plants, railway engines and aircraft. EU imports from the Gulf in that year totaled euro25 billion ($32.2 billion), mostly oil.
Asian Leaders Plan Free-Trade Area From India to N.Z.

Jan. 15 (Bloomberg) Asia's largest economies will start planning a free-trade zone that would rival the U.S. and the European Union, after overcoming China's reluctance to include India and Australia. Leaders of 16 nations endorsed the plan for a trade zone stretching from India to New Zealand in a meeting in Cebu, the Philippines. The proposal may ultimately lead to lower tariffs and increased trade in a region with a combined economic output of $9 trillion that is home to almost half the world's population. It's the first time Asian nations agreed on an integration similar to the creation of the EU, where per-capita gross domestic product rose more than fivefold in the last 30 years even as the bloc grew and its population rose almost 80 percent. China and Japan now see it in their national interests to play a more active role' in regional integration, said Malcolm Cook, program director for Asia and the Pacific at the Lowy Institute in Sydney. If Asia is a more united region, they are going to want a greater role in global affairs.
Both the Australian and New Zealand dollar rose against the U.S. dollar on the news.
This trade deal will have huge economic benefits, said Warwick McKibbin, a professor of international economics at the Australian National University and a member of the Reserve Bank of Australia's policy-setting board. It gives Asean some teeth, although it may complicate world trade talks.
Earlier Discord
The first East Asia Summit in Kuala Lumpur in December 2005 ended in disagreement over the concept. Japan backed a free- trade plan that included all 16 nations. China wanted a 13- nation bloc that excluded India, Australia and New Zealand. Today's meeting was attended by Chinese Premier Wen Jiabao, Japanese Prime Minister Shinzo Abe, Indian Prime Minister Manmohan Singh, Australian Prime Minister John Howard, New Zealand Premier Helen Clark and leaders from the 10-member Association of Southeast Asian Nations. Japan, the region's largest economy, will fund an $85 million study of the proposal. There was acceptance that a study be done and New Zealand strongly supports that, Clark told reporters in Cebu. This will be a very, very significant bloc. Of course, it's not the only horse running around the Asia-Pacific area.
Rival Plans
The proposed free-trade area will rival a similar plan by the Asia-Pacific Economic Cooperation, which includes the U.S., China, Russia, Japan and South American nations. It will take years for either plan to be realized, said Charles Adams, a professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore. China's relations with both Japan and India have improved since the 2005 summit. President Hu Jintao went to India in November, the first visit by a Chinese head in a decade. Hu said he wanted to increase mutual trust' and signed 13 agreements. Japan's Abe visited Beijing in October to repair ties damaged by visits by his predecessor, Junichiro Koizumi, to Tokyo's Yasukuni shrine, a war memorial. India and China are the powerhouse economies in Asia and the world, so it's fitting to include both of them in such a trade bloc, said Peter Drysdale, a professor in Asia-Pacific relations at the Canberra-based Australian National University.

The 16 countries that would be included in the free-trade area are Japan, China, India, South Korea, Australia, Indonesia, Thailand, New Zealand, Malaysia, Singapore, the Philippines, Vietnam, Brunei, Laos, Cambodia and Myanmar. In the back of everyone's minds is that the WTO has stalled and that major economies like the U.S. are coming up with their own trade-bloc proposals, said Song Seng Wun, regional economist at CIMB-GK Securities in Singapore. If Asia doesn't do something, it faces marginalization. This is a pragmatic response rather than an anti-American one. Leaders should try to revive the World Trade Organization talks that began five years ago, said Adams of the Lee Kuan Yew School. We should still give primary focus to the WTO, he said. Setting up so many regional agreements can be messy, and there is the risk of undercutting the multilateral system. For leaders of the 10-member Asean group, who proposed the bloc to avoid being left out as investors focus on India and China, the meeting in Cebu has been a success as nations signed trade accords and a treaty to counter terrorism, and Asean got tough on itself by setting up rules for the first time in four decades.
Home Runs
The Asean group hit home runs on multiple fronts, Robert Lees, president of business lobby group the Pacific Basin Economic Council, said in an interview. Asean is getting its act together, speaking more and more with a single voice. Asean has also proved itself as the lead organization for bringing Asian nations together, said Sheng Li Jun, senior fellow of the Institute of Southeast Asian Studies in Singapore. China, Japan and India need Asean as a platform to discuss regional integration; they can't deal directly, bilaterally, because of border rivalries or historical mistrust, he said by telephone today. Asean is in the driver's seat of Asian economic integration, and it can stay there, if only as a taxi driver.
Nafta and EU
Integration in Europe and North America has fostered growth in trade among the members of the trading blocs in those regions. Trade among the 15 members of the European Union at the start 2004 accounted for 34 percent of the total EU GDP that year, up from 26 percent in 1993, according to the bloc's statistics office. Across the Atlantic, trade among the three countries in the North America Free Trade Agreement -- the U.S., Canada and Mexico -- doubled in the first decade after that deal took effect in 1993, according to International Monetary Fund data. The Asian leaders also agreed to reduce dependence on conventional fuels such as coal and invest in biofuels and nuclear energy. Each nation said it would adopt a 12-point plan to reduce fossil fuels and invest in so-called green energy to combat climate change. The leaders said global energy needs are growing rapidly and fossil fuel supplies are limited. They also said world oil prices are unstable and there is an urgent need to address global warming and climate change. TEHRAN (Reuters) - Iran said on Monday it was pressing ahead with a plan to install 3,000 atomic centrifuges and achieve industrial-scale production of nuclear fuel, which the West fears is part of a program to make bombs. Tehran, countering diplomatic reports of delays, seemed to be reaffirming a defiant vow, made after the U.N. Security Council slapped limited sanctions on it last month, to start rigging up 3,000 centrifuges at its fuel-enrichment plant.Experts say that number could enrich enough uranium for power plant fuel, or one bomb within a year.A senior diplomat familiar with International Atomic Energy Agency (IAEA) inspections in Iran said on Monday there was no evidence yet Tehran had started centrifuge installation in the cavernous underground section of the Natanz enrichment complex, but said there were indications this could begin in a few days.We are moving toward production of nuclear fuel which needs 3,000 centrifuges and more than that, Iranian government spokesman Gholamhossein Elham told a weekly news conference.
President Mahmoud Ahmadinejad, visiting Ecuador, told a Reuters reporter later in the day that the expansion of uranium enrichment facilities at Natanz would take place very soon, bit by bit.Iran has vowed not to shelve enrichment work. It says its nuclear program is solely aimed at generating electricity.The United States and the European Union suspect Tehran is seeking to build nuclear bombs and say it will face broader, financially harsher sanctions if it ignores the U.N. resolution, which gave Iran 60 days to stop enrichment activity.Iran already operates two experimental cascades of 164 centrifuges, which spin at supersonic speeds to purify uranium.Another senior diplomat versed in the operations of the IAEA, the U.N. nuclear watchdog, said Tehran still appeared to be both feeding uranium into these centrifuges, enriching token amounts, and test-running them empty, a pattern prevailing for some months.
IAEA INSPECTORS VISIT NATANZ
Senior IAEA inspectors went to Natanz last week for a fresh look at both the above-ground research wing and the underground hall and were expected to return to Vienna later this week.The diplomat said the inspectors did not expect to find any change in operations in the experimental section.At last report, they had not yet installed piping and casing in the (underground section) required to put in the centrifuges, so we will now see how far along they are with preparations, he said.But diplomats close to the IAEA said Iran looked unlikely to bring on line 3,000 centrifuges by its announced deadline of March 20, the end of the Iranian year. It will probably take some months yet, the second senior diplomat said.Diplomats said the pace of enrichment at Natanz still seemed slow and cited several possible reasons technical problems; political second thoughts after moderates counseling nuclear restraint did well in nationwide elections against hardliners close to Ahmadinejad; or a secret plant where Tehran had already mastered the process there is no known intelligence information to suggest that.Iran has struggled to get centrifuges to run smoothly. Fifty of them blew up during testing last April when their power supply regulator malfunctioned, atomic energy organization chief Gholamreza Aghazadeh was quoted as saying by local media.

Iran has a plan to build 20 nuclear power plants and says it wants to make the low-enriched fuel itself, rather than rely on imports. Its first atomic plant is being built with Russian help. We need to produce fuel on an industrial scale for those power plants, Elham said. He said Iran's nuclear activities were being supervised normally by the IAEA, but repeated a threat made by other Iranian officials to consider leaving the nuclear Non-Proliferation Treaty if pushed. Black Sea Jews Plan E.U. Entry

Lela Sadikario works to link young Jews of southeastern Europe in much the same way the youth of the Baltics, Central Europe and other small Jewish communities are uniting with brethren across borders. Starting next week, Sadikario's job will become a bit tougher. As Romania and Bulgaria prepare to join the European Union on Jan. 1, a stark reality is dawning: The E.U. border and visa regime will create new divisions among Jews psychologically between those inside and outside of the European Union, and physically between those who can travel freely and those who need to apply and pay for a visa to visit. Specifically, it will slice through the Balkan and Black Sea Region that Jewish communities have been stitching together, comprising Romania, Bulgaria, Macedonia, Serbia, Bosnia, Turkey, Moldova, southern Ukraine and E.U. member Greece.
We've been trying to break down walls between young people, to bring them together to realize there's a whole Jewish community around them, said Sadikario, 25, a Macedonian Jew of a community of just 200 people who works in the Bulgarian capital of Sofia.
However, with an E.U. border encircling Romania and Bulgaria, she said, We will feel more unstable, as connecting and mobilizing people will be more difficult. Attila Gulyas, 27, a Romanian Jewish youth leader, agrees. Having 30 or 40 young people at an event is not the same as having 200 or 300 at a regional event, which makes you feel like you're a part of something bigger, Gulyas said. Not that the situation is so easy right now. A recent youth event in Sofia drew together several dozen Jews from Bulgaria, Romania, Turkey and Serbia, kicking off with a Shabbat dinner of bourekas, cheese and cake. But the event also came with a price: $600 for visas to bring the four young Turkish Jews by overnight bus. The fee, a small fortune for such communities, was paid by the American Jewish Joint Distribution Committee. With the new E.U. border looming, a large annual gathering in 2007 has been planned for Skopje, the Macedonian capital, as Sadikario and other organizers figured it might be the least complicated place to gather all participants from the region.
Farther north, the E.U.'s new eastern frontier will divide Romania from Moldova. The impoverished ex-Soviet republic was part of Romania until 1940, and even today some three-quarters of its population is of Romanian descent. Recent months have seen the Romanian Jewish community strengthening its cultural ties to the more numerous but poorer Moldovan Jewish community. It's unclear whether the European Union, acknowledging the historic links between Romania and Moldova, will allow for special visa concessions. It could be a small problem for the Moldovans, said Aurel Vainer, president of the Federation of Jewish Communities of Romania and a member of the Romanian Parliament. But Vainer, 74, said E.U. membership also represents an opportunity.
Once we're in the E.U., perhaps we can advocate on behalf of the Moldovan Jewish community, and for Moldova to join the European Union, Vainer said from his richly wood-paneled office, lined with antique Judaica, in the Romanian capital of Bucharest.
Logistical hurdles aside, the Jews of Romania and Bulgaria see only the upside to E.U. membership, as the history of their respective countries two of the poorest in Europe today have been marked mostly by invasion, occupation and dictatorship. Many people, especially the elderly, fear a rise in prices for goods and utilities, but average salaries in both countries are climbing. The Romanian and Bulgarian economies are roaring, with annual growth of 7 percent and 6 percent, respectively; jobs are more plentiful; and both countries expect a multibillion-dollar infusion of E.U. aid and foreign investment. E.U. membership is also expected to bolster democracy, which is still a work in progress even within the region's Jewish communities.One Sunday morning in early December, for example, hundreds of members of Sofia's Jewish community gathered to elect their president. The mostly elderly crowd was not offered a ballot box or the chance to pull a lever in a private booth.
Instead, they did it the old-fashioned way: The capacity crowd was asked to vote on each candidate with a simple raising of the hand the incumbent and his challenger were seated in the front row, looking on. Most of the people in this hall are in their golden age, and for 50 years during communism, everything in life was conducted by someone else, somewhere else, and their opinion didn't count, Jewish activist Viktor Melamed said. Like their compatriots, Jews in Romania and Bulgaria expect their day-to-day lives to improve after joining the European Union. Take corruption, which Brussels ranked among its top concerns for both countries. During the 1990s, mass privatization of state-owned properties, coupled with widespread poverty and the glacial pace of reform, fueled graft at every level of society. With average monthly salaries hovering in the $200 to $300 range, virtually all professionals police, doctors, professors, bureaucrats, city officials, judges expect bribes for service. According to Transparency International's recently released 2006 Global Corruption Barometer, roughly one in four Romanians said he or she paid a bribe over the past year, while up to 70 percent of both Romanians and Bulgarians believe corruption affects political life to a large extent. Among E.U. members, only Greece generated comparably poor numbers. However, the lure of E.U. membership has empowered reformers to press the authorities to change, which they've begun to do.
It's also expected that these governments will adhere even more strictly to higher E.U. standards regarding anti-Semitism. We have witnessed positive improvements made by both countries in combating anti-Semitism and providing for improved Holocaust education, Pierre Besnainou, president of the European Jewish Congress, said in late September after Brussels formally announced the admission of Romania and Bulgaria. Meanwhile, both Jews and non-Jews in Romania and Bulgaria say one thing that can't be underestimated is the symbolism of receiving an E.U. passport, which will eliminate the need to stand in longer, non-E.U. lines at airports.They'll also have greater freedom to travel, work and study in Western Europe, a fact that reportedly has led hundreds of Israelis of Romanian and Bulgarian descent to pursue Romanian and Bulgarian passports. Whether Western Europe actually treats the Balkan newcomers as equals is another question. Even Jews here, who joined the European Jewish Congress and other Western Jewish organizations in the early 1990s, say it has taken years to feel equal in those forums. European Jews viewed them as the poor cousins, much like Europe views their countrymen, said Emil Kalo, president of Shalom, the organization of Jews in Bulgaria.
We'd all go to dinner, Kalo recalls, and they were very polite: Please, let us pay. And my reaction was simply: I will pay my bill; nothing less, nothing more. Gulyas, whose Hungarian-speaking family hails from the once-Hungarian, now-Romanian province of Transylvania, said he has experienced the same phenomenon when visiting his extended kin in Budapest.They see me as the poor Transylvanian relative, Gulyas said. And if it happens at the family level, for sure it happens at the communal level. These lessons have been absorbed by the broader Jewish community, Kalo said, and should be learned by Bulgarian and Romanian societies on the brink of becoming virtual E.U. welfare states, receiving billions of dollars in assistance. You will only earn respect, Kalo said, when you start paying your own bills.

We live in a generation where truth is up for grabs. Nothing is black and white anymore. Everything is subject to societal and cultural interpretation. There is no absolute truth! And as a result, many people and sadly, many Christians have no real authority in their lives, no real basis for truth and guidance.But truth is not relative… it is not up for grabs! It is found in the pages of our Bible. Because the Bible is the Word of God.It is a miraculous book… it’s the revelation of God concerning man. And even though it is the most scrutinized and criticized book in the world, no ancient manuscript of any kind contains the kind of preservation and integrity that the Bible holds.But I believe there is a more compelling reason to believe that the Bible is the inspired, inerrant, infallible Word of God. It is found in Matthew 5:18-19 when Jesus gave the Sermon on the Mount. Here, Jesus lets us know what He believes about the Bible.
For truly, I say to you, until heaven and earth pass away, not an iota, not a dot, will pass from the Law until all is accomplished. To know forgiveness and experience the reality of a relationship with God.To know how to have power over the enemy and how to defeat temptation.To have strong, vibrant, growing marriages and families, and healthy relationships.To have comfort in their pain.
To learn how to control their emotions, anxieties, and fears.To know how to truly live! Jesus knew this and believed this. He took the Bible seriously. And since you can’t take Jesus seriously without taking His Word seriously, you and I must believe what Jesus believed about the Bible.So my challenge to you is to trust the Bible fully to guide you this coming year. You can trust it because Jesus trusted it each day He lived and breathed and walked on this earth. It’s my prayer that you will let God’s Word lead you… as it led Jesus!

Moderate quake jolts central Japan, felt in Tokyo JAN 15,2007
TOKYO (Reuters) - A moderate earthquake with a preliminary magnitude of 5.7 jolted central Japan on Tuesday, the Japan Meteorological Agency said. The quake, at 3:18 a.m. (1818 GMT), was also felt in Tokyo. There were no reports of injuries or damage.The focus of the tremor was 170 km (105 miles) below the surface of the earth, in Shizuoka prefecture, 150 km west of Tokyo, the JMA said.The earthquake measured 3 on the Japanese intensity scale, which measures ground motion.Earthquakes are common in Japan, one of the world's most seismically active areas. The country accounts for about 20 percent of the world's earthquakes of magnitude 6 or greater.In October 2004, an earthquake with a magnitude of 6.8 struck the Niigata region in northern Japan, killing 65 people and injuring more than 3,000.That was the deadliest quake since a magnitude 7.3 tremor hit the city of Kobe in 1995, killing more than 6,400.

First dose of winter slams central Canada

Central Canada finally got a taste Monday of what the weather-weary West has been feeling a blast of cold, harsh winter.A severe storm hit Ontario and southern Quebec, causing whiteout conditions and raining down ice pellets as the massive front migrated eastward.An ice storm coats the streets of downtown Toronto with slush in the city's first taste of winter weather in 2007. Snow also hit Ottawa and Montreal as storm warnings moved to the Maritimes.(CBC) In Montreal, snow removal crews expected to be working throughout the night to clear the 15 to 25 centimetres of snow forecast to be dumped on the city.But temperatures were holding steady at –9 C and the city experienced minimal closures and delays for flights at Trudeau International Airport.While Montreal had snowfall warnings, the city was mostly spared the ice that wreaked havoc in neighbouring Ontario.
The morning's freezing rain in Toronto coated the roads with ice, causing commuter chaos on major highways and cancelling more than 100 inbound and outgoing flights at Pearson airport because of a backlog of planes being de-iced. Some GO Transit riders waited on train platforms for an hour before boarding. According to Environment Canada, temperatures in Canada's largest city will plummet to –15 C or lower, without wind chill, by Monday evening. The city has issued an extreme cold weather alert but it should not see much more than light snowfall Monday night.
Out of practice with winter driving
The Ontario Provincial Police logged about 400 fender-benders by noon, after hours of freezing rain coated the roads in slush and ice.The majority of them, thankfully weren't very serious, OPP Sgt. Cam Woolley said. But it's really frustrating for us. Everyone knew the storm was coming and we've been warning everyone to slow down…. A lot of drivers have become complacent and out of practice with winter driving.Southern Ontario and Quebec aren't the only parts of Canada rediscovering winter.The ice storm which was the same severe weather system blamed for 30 deaths in the United States is at Atlantic Canada's doorstep.The same thing that's hitting Ontario is actually now hitting the Maritimes, the CBC's Nick Czernkovich said.Generally speaking southeastern New Brunswick is looking to be the hardest hit in terms of snowfall amounts. It's up towards 15 to 25 centimetres, that's what Environment Canada is saying.Residents throughout most of Nova Scotia can expect up to 15 centimetres of snowfall by Tuesday morning.
Warming trend on the way for Prairies
A heavy snowfall warning is also in place for P.E.I. and southeastern New Brunswick, with more than 15 centimetres expected. In Newfoundland and Labrador, temperatures plunged into the –40 C range, with the wind chill. There may be a bit of relief, at least, for the Prairie provinces, after a blizzard slammed Saskatchewan and Manitoba over the weekend. There's a bit of a warming trend on the way, Czernkovich said. Alberta's not too bad, we're back into the single [minus] digits, but even Northern Alberta should warm up as we head into [Tuesday].Forecasters expect the mercury to rise to a relatively balmy –10 C.Meanwhile, there was another weather warning for British Columbia's south coast. The province has issued a snowfall warning for Greater Victoria, Greater Vancouver and the Fraser Valley and is expecting five to 10 centimetres of snow by Tuesday.Environment Canada also predicts heavy snow and winds to whip coastal sections of B.C. at speeds of 60 to 90 km/h.

CHICAGO (AFP) - Four days of winter ice, snow and powerful winds in the US Midwest have claimed at least 17 lives, officials in the hard-hit states of Oklahoma and Missouri have said. In Oklahoma, authorities said Monday 11 people had died on state roads since the storm began last week, prompting President George W. Bush to declare an emergency in the central state. The decision makes Oklahoma eligible for federal funds.Officials in Missouri reported that six people had died, five in traffic accidents and one from carbon monoxide poisoning, a common cause of death when those without power use fuel-burning stoves after their heating goes out.Half a million homes lost power in Missouri due to the storm, the state government reported Sunday. One line worker was injured when he fell from a utility pole, authorities said in a statement.Tens of thousands of residents without electricity have crowded into shelters, while power outages have hit retirement and nursing homes in several counties of Missouri, according to a statement on the government's website.At least 230 people were treated for various storm-related injuries, the Oklahoma health department said. And about 122,338 customers were without power in Okla.

While Missouri, Oklahoma and much of Texas are catching a bit of a breather today, the ongoing winter blitz is nailing the Northeast. The worst of conditions appears to be in southern New Hampshire and portions of northeastern Massachusetts (north of Boston) where freezing rain has downed trees and power lines. The icing is expected to continue into the evening. Earlier, freezing rain snarled traffic and knocked out power in central New York state. Temperatures there have risen above freezing, however, and the icing problems have shifted northward. Near the Canadian border eastward into Maine, snow is the featured precipitation this afternoon. As much as 8 to 12 inches of additional snow may coat the northern two-thirds of Maine by tomorrow morning. In Texas, only spotty, light freezing rain and sleet remain this afternoon, but another round of wintry precipitation is likely across the southern portion of the state tomorrow. Heavy rain extends from Louisiana northward into Kentucky, but the downpours are shifting rapidly eastward and that should stem the flooding problems in and around the Ohio Valley.

KUALA LUMPUR, Malaysia - More than 100,000 people were evacuated from their homes in southern Malaysia after heavy rains over the weekend caused massive flooding, officials said Monday. The evacuations came just a couple weeks after many residents had returned home to clean up from flooding in late December and early January that killed at least 17 people and caused more than $28 million in damages, officials said.One town in the hardest-hit area, Kota Tinggi, has been completely cut off from the rest of Johor state, just north of Singapore. Floodwaters as high as 13 feet have engulfed houses, gas stations and roads in the town, the New Straits Times newspaper said.Several relief centers in the area are overcrowded and cannot take in any more evacuees, an official at the Johor state flood operations center said on condition of anonymity because he was not authorized to speak to the media.He said there were about 105,000 flood victims in more than 300 relief centers in the state.We need donations of food. Some (relief) centers have no more space already, the official said. Blankets and warm clothing are also needed.Malaysia's Meteorological Service said heavy rain was forecast for the area until the middle of the week, the national news agency Bernama said.

EU Countries Back Plan to Link Police Databases to Fight Crime

Jan. 15 (Bloomberg) The interior ministers of the 27 nations that make up the European Union signaled today that they back plans to link national police databases to fight crime more effectively, German Interior Minister Wolfgang Schaeuble said. The proposal, to be discussed in the months ahead, will be based on a treaty signed by seven EU states, including Belgium, France, the Netherlands and Germany in 2005. That accord sets out the rules for greater cooperation between police forces and judicial authorities in combating terrorism, cross-border crime and illegal migration. International crime has become easier in Europe as many EU members reduced or abolished passport and border controls along internal borders. Sharing information and allowing police to chase suspects into other countries will help fight illegal activities.
Countries will be able to access each others national DNA databases, fingerprint files and motor vehicle registers. Access to national police databases will be a quantum leap' in sharing information, Schaueble said. The U.S. government has also shown interest in the treaty, Schaeuble said, adding that if the EU wants to cooperate with the U.S. as closely as possible both partners need to discuss the possibility of a similar mechanism. BRUSSELS, Belgium (AP) -- The European Union said Monday it expects to complete a free trade agreement with Gulf nations in the near future after making progress at talks last week.The 27-nation EU is the largest trade partner for the Gulf Cooperation Council, a political and economic alliance gathering Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain and Oman.A deal should set common rules that would encourage trade in goods and services, increase investment, protect intellectual property rights and open up public procurement.It would also cover human rights, illegal immigration and the fight against terrorism.It would not affect EU imports of oil from the Gulf as they are not charged with any tariffs.The European Commission said a deal would be built on existing World Trade Organization agreements to deepen trade liberalization in goods and services.
Such bilateral pacts have taken on more importance after prospects for a new, more ambitious global trading deal faltered last year. Key actors in the WTO negotiations meet next week in Switzerland to see if it is possible to grab a narrow window of opportunity to move forward.The EU and the Gulf states started discussing a free trade deal in 1990 but that stalled as the GCC moved to form a customs union by 2005, aiming to boost the region's economy.Both sides will meet again next month for technical discussions that could pave the way for the deal to be signed soon.I believe that we are now in a position to resolve final issues and complete an EU-GCC FTA deal in the near future, EU Trade Commissioner Peter Mandelson said in a statement.The six Gulf nations are the sixth largest export market for the EU. European exports were worth euro40 billion ($51.6 billion) in 2004, around half of that machinery and transport goods such as power generation plants, railway engines and aircraft. EU imports from the Gulf in that year totaled euro25 billion ($32.2 billion), mostly oil.
Asian Leaders Plan Free-Trade Area From India to N.Z.

Jan. 15 (Bloomberg) Asia's largest economies will start planning a free-trade zone that would rival the U.S. and the European Union, after overcoming China's reluctance to include India and Australia. Leaders of 16 nations endorsed the plan for a trade zone stretching from India to New Zealand in a meeting in Cebu, the Philippines. The proposal may ultimately lead to lower tariffs and increased trade in a region with a combined economic output of $9 trillion that is home to almost half the world's population. It's the first time Asian nations agreed on an integration similar to the creation of the EU, where per-capita gross domestic product rose more than fivefold in the last 30 years even as the bloc grew and its population rose almost 80 percent. China and Japan now see it in their national interests to play a more active role' in regional integration, said Malcolm Cook, program director for Asia and the Pacific at the Lowy Institute in Sydney. If Asia is a more united region, they are going to want a greater role in global affairs.
Both the Australian and New Zealand dollar rose against the U.S. dollar on the news.
This trade deal will have huge economic benefits, said Warwick McKibbin, a professor of international economics at the Australian National University and a member of the Reserve Bank of Australia's policy-setting board. It gives Asean some teeth, although it may complicate world trade talks.
Earlier Discord
The first East Asia Summit in Kuala Lumpur in December 2005 ended in disagreement over the concept. Japan backed a free- trade plan that included all 16 nations. China wanted a 13- nation bloc that excluded India, Australia and New Zealand. Today's meeting was attended by Chinese Premier Wen Jiabao, Japanese Prime Minister Shinzo Abe, Indian Prime Minister Manmohan Singh, Australian Prime Minister John Howard, New Zealand Premier Helen Clark and leaders from the 10-member Association of Southeast Asian Nations. Japan, the region's largest economy, will fund an $85 million study of the proposal. There was acceptance that a study be done and New Zealand strongly supports that, Clark told reporters in Cebu. This will be a very, very significant bloc. Of course, it's not the only horse running around the Asia-Pacific area.
Rival Plans
The proposed free-trade area will rival a similar plan by the Asia-Pacific Economic Cooperation, which includes the U.S., China, Russia, Japan and South American nations. It will take years for either plan to be realized, said Charles Adams, a professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore. China's relations with both Japan and India have improved since the 2005 summit. President Hu Jintao went to India in November, the first visit by a Chinese head in a decade. Hu said he wanted to increase mutual trust' and signed 13 agreements. Japan's Abe visited Beijing in October to repair ties damaged by visits by his predecessor, Junichiro Koizumi, to Tokyo's Yasukuni shrine, a war memorial. India and China are the powerhouse economies in Asia and the world, so it's fitting to include both of them in such a trade bloc, said Peter Drysdale, a professor in Asia-Pacific relations at the Canberra-based Australian National University.
16 Nations
The 16 countries that would be included in the free-trade area are Japan, China, India, South Korea, Australia, Indonesia, Thailand, New Zealand, Malaysia, Singapore, the Philippines, Vietnam, Brunei, Laos, Cambodia and Myanmar. In the back of everyone's minds is that the WTO has stalled and that major economies like the U.S. are coming up with their own trade-bloc proposals, said Song Seng Wun, regional economist at CIMB-GK Securities in Singapore. If Asia doesn't do something, it faces marginalization. This is a pragmatic response rather than an anti-American one. Leaders should try to revive the World Trade Organization talks that began five years ago, said Adams of the Lee Kuan Yew School. We should still give primary focus to the WTO, he said. Setting up so many regional agreements can be messy, and there is the risk of undercutting the multilateral system. For leaders of the 10-member Asean group, who proposed the bloc to avoid being left out as investors focus on India and China, the meeting in Cebu has been a success as nations signed trade accords and a treaty to counter terrorism, and Asean got tough on itself by setting up rules for the first time in four decades.
Home Runs
The Asean group hit home runs on multiple fronts, Robert Lees, president of business lobby group the Pacific Basin Economic Council, said in an interview. Asean is getting its act together, speaking more and more with a single voice. Asean has also proved itself as the lead organization for bringing Asian nations together, said Sheng Li Jun, senior fellow of the Institute of Southeast Asian Studies in Singapore. China, Japan and India need Asean as a platform to discuss regional integration; they can't deal directly, bilaterally, because of border rivalries or historical mistrust, he said by telephone today. Asean is in the driver's seat of Asian economic integration, and it can stay there, if only as a taxi driver.
Nafta and EU
Integration in Europe and North America has fostered growth in trade among the members of the trading blocs in those regions. Trade among the 15 members of the European Union at the start 2004 accounted for 34 percent of the total EU GDP that year, up from 26 percent in 1993, according to the bloc's statistics office. Across the Atlantic, trade among the three countries in the North America Free Trade Agreement -- the U.S., Canada and Mexico -- doubled in the first decade after that deal took effect in 1993, according to International Monetary Fund data. The Asian leaders also agreed to reduce dependence on conventional fuels such as coal and invest in biofuels and nuclear energy. Each nation said it would adopt a 12-point plan to reduce fossil fuels and invest in so-called green energy to combat climate change. The leaders said global energy needs are growing rapidly and fossil fuel supplies are limited. They also said world oil prices are unstable and there is an urgent need to address global warming and climate change. TEHRAN (Reuters) - Iran said on Monday it was pressing ahead with a plan to install 3,000 atomic centrifuges and achieve industrial-scale production of nuclear fuel, which the West fears is part of a program to make bombs. Tehran, countering diplomatic reports of delays, seemed to be reaffirming a defiant vow, made after the U.N. Security Council slapped limited sanctions on it last month, to start rigging up 3,000 centrifuges at its fuel-enrichment plant.Experts say that number could enrich enough uranium for power plant fuel, or one bomb within a year.A senior diplomat familiar with International Atomic Energy Agency (IAEA) inspections in Iran said on Monday there was no evidence yet Tehran had started centrifuge installation in the cavernous underground section of the Natanz enrichment complex, but said there were indications this could begin in a few days.We are moving toward production of nuclear fuel which needs 3,000 centrifuges and more than that, Iranian government spokesman Gholamhossein Elham told a weekly news conference.
President Mahmoud Ahmadinejad, visiting Ecuador, told a Reuters reporter later in the day that the expansion of uranium enrichment facilities at Natanz would take place very soon, bit by bit.Iran has vowed not to shelve enrichment work. It says its nuclear program is solely aimed at generating electricity.The United States and the European Union suspect Tehran is seeking to build nuclear bombs and say it will face broader, financially harsher sanctions if it ignores the U.N. resolution, which gave Iran 60 days to stop enrichment activity.Iran already operates two experimental cascades of 164 centrifuges, which spin at supersonic speeds to purify uranium.Another senior diplomat versed in the operations of the IAEA, the U.N. nuclear watchdog, said Tehran still appeared to be both feeding uranium into these centrifuges, enriching token amounts, and test-running them empty, a pattern prevailing for some months.
IAEA INSPECTORS VISIT NATANZ
Senior IAEA inspectors went to Natanz last week for a fresh look at both the above-ground research wing and the underground hall and were expected to return to Vienna later this week.The diplomat said the inspectors did not expect to find any change in operations in the experimental section.At last report, they had not yet installed piping and casing in the (underground section) required to put in the centrifuges, so we will now see how far along they are with preparations, he said.But diplomats close to the IAEA said Iran looked unlikely to bring on line 3,000 centrifuges by its announced deadline of March 20, the end of the Iranian year. It will probably take some months yet, the second senior diplomat said.Diplomats said the pace of enrichment at Natanz still seemed slow and cited several possible reasons technical problems; political second thoughts after moderates counseling nuclear restraint did well in nationwide elections against hardliners close to Ahmadinejad; or a secret plant where Tehran had already mastered the process there is no known intelligence information to suggest that.Iran has struggled to get centrifuges to run smoothly. Fifty of them blew up during testing last April when their power supply regulator malfunctioned, atomic energy organization chief Gholamreza Aghazadeh was quoted as saying by local media.
President Ahmadinejad called me ... and said, 'Even if something goes wrong 10 times, don't worry, (build) it again, Aghazadeh was quoted by Ayand-ye newspaper as saying on January 4. Iran has a plan to build 20 nuclear power plants and says it wants to make the low-enriched fuel itself, rather than rely on imports. Its first atomic plant is being built with Russian help. We need to produce fuel on an industrial scale for those power plants, Elham said. He said Iran's nuclear activities were being supervised normally by the IAEA, but repeated a threat made by other Iranian officials to consider leaving the nuclear Non-Proliferation Treaty if pushed. Black Sea Jews Plan E.U. Entry

Lela Sadikario works to link young Jews of southeastern Europe in much the same way the youth of the Baltics, Central Europe and other small Jewish communities are uniting with brethren across borders. Starting next week, Sadikario's job will become a bit tougher. As Romania and Bulgaria prepare to join the European Union on Jan. 1, a stark reality is dawning: The E.U. border and visa regime will create new divisions among Jews psychologically between those inside and outside of the European Union, and physically between those who can travel freely and those who need to apply and pay for a visa to visit. Specifically, it will slice through the Balkan and Black Sea Region that Jewish communities have been stitching together, comprising Romania, Bulgaria, Macedonia, Serbia, Bosnia, Turkey, Moldova, southern Ukraine and E.U. member Greece.
We've been trying to break down walls between young people, to bring them together to realize there's a whole Jewish community around them, said Sadikario, 25, a Macedonian Jew of a community of just 200 people who works in the Bulgarian capital of Sofia.
However, with an E.U. border encircling Romania and Bulgaria, she said, We will feel more unstable, as connecting and mobilizing people will be more difficult. Attila Gulyas, 27, a Romanian Jewish youth leader, agrees. Having 30 or 40 young people at an event is not the same as having 200 or 300 at a regional event, which makes you feel like you're a part of something bigger, Gulyas said. Not that the situation is so easy right now. A recent youth event in Sofia drew together several dozen Jews from Bulgaria, Romania, Turkey and Serbia, kicking off with a Shabbat dinner of bourekas, cheese and cake. But the event also came with a price: $600 for visas to bring the four young Turkish Jews by overnight bus. The fee, a small fortune for such communities, was paid by the American Jewish Joint Distribution Committee. With the new E.U. border looming, a large annual gathering in 2007 has been planned for Skopje, the Macedonian capital, as Sadikario and other organizers figured it might be the least complicated place to gather all participants from the region.
Farther north, the E.U.'s new eastern frontier will divide Romania from Moldova. The impoverished ex-Soviet republic was part of Romania until 1940, and even today some three-quarters of its population is of Romanian descent. Recent months have seen the Romanian Jewish community strengthening its cultural ties to the more numerous but poorer Moldovan Jewish community. It's unclear whether the European Union, acknowledging the historic links between Romania and Moldova, will allow for special visa concessions. It could be a small problem for the Moldovans, said Aurel Vainer, president of the Federation of Jewish Communities of Romania and a member of the Romanian Parliament. But Vainer, 74, said E.U. membership also represents an opportunity.
Once we're in the E.U., perhaps we can advocate on behalf of the Moldovan Jewish community, and for Moldova to join the European Union, Vainer said from his richly wood-paneled office, lined with antique Judaica, in the Romanian capital of Bucharest.
Logistical hurdles aside, the Jews of Romania and Bulgaria see only the upside to E.U. membership, as the history of their respective countries two of the poorest in Europe today have been marked mostly by invasion, occupation and dictatorship. Many people, especially the elderly, fear a rise in prices for goods and utilities, but average salaries in both countries are climbing. The Romanian and Bulgarian economies are roaring, with annual growth of 7 percent and 6 percent, respectively; jobs are more plentiful; and both countries expect a multibillion-dollar infusion of E.U. aid and foreign investment. E.U. membership is also expected to bolster democracy, which is still a work in progress even within the region's Jewish communities.One Sunday morning in early December, for example, hundreds of members of Sofia's Jewish community gathered to elect their president. The mostly elderly crowd was not offered a ballot box or the chance to pull a lever in a private booth.
Instead, they did it the old-fashioned way: The capacity crowd was asked to vote on each candidate with a simple raising of the hand the incumbent and his challenger were seated in the front row, looking on. Most of the people in this hall are in their golden age, and for 50 years during communism, everything in life was conducted by someone else, somewhere else, and their opinion didn't count, Jewish activist Viktor Melamed said. Like their compatriots, Jews in Romania and Bulgaria expect their day-to-day lives to improve after joining the European Union. Take corruption, which Brussels ranked among its top concerns for both countries. During the 1990s, mass privatization of state-owned properties, coupled with widespread poverty and the glacial pace of reform, fueled graft at every level of society. With average monthly salaries hovering in the $200 to $300 range, virtually all professionals police, doctors, professors, bureaucrats, city officials, judges expect bribes for service. According to Transparency International's recently released 2006 Global Corruption Barometer, roughly one in four Romanians said he or she paid a bribe over the past year, while up to 70 percent of both Romanians and Bulgarians believe corruption affects political life to a large extent. Among E.U. members, only Greece generated comparably poor numbers. However, the lure of E.U. membership has empowered reformers to press the authorities to change, which they've begun to do.
It's also expected that these governments will adhere even more strictly to higher E.U. standards regarding anti-Semitism. We have witnessed positive improvements made by both countries in combating anti-Semitism and providing for improved Holocaust education, Pierre Besnainou, president of the European Jewish Congress, said in late September after Brussels formally announced the admission of Romania and Bulgaria. Meanwhile, both Jews and non-Jews in Romania and Bulgaria say one thing that can't be underestimated is the symbolism of receiving an E.U. passport, which will eliminate the need to stand in longer, non-E.U. lines at airports.They'll also have greater freedom to travel, work and study in Western Europe, a fact that reportedly has led hundreds of Israelis of Romanian and Bulgarian descent to pursue Romanian and Bulgarian passports. Whether Western Europe actually treats the Balkan newcomers as equals is another question. Even Jews here, who joined the European Jewish Congress and other Western Jewish organizations in the early 1990s, say it has taken years to feel equal in those forums. European Jews viewed them as the poor cousins, much like Europe views their countrymen, said Emil Kalo, president of Shalom, the organization of Jews in Bulgaria.
We'd all go to dinner, Kalo recalls, and they were very polite: Please, let us pay. And my reaction was simply: I will pay my bill; nothing less, nothing more. Gulyas, whose Hungarian-speaking family hails from the once-Hungarian, now-Romanian province of Transylvania, said he has experienced the same phenomenon when visiting his extended kin in Budapest.They see me as the poor Transylvanian relative, Gulyas said. And if it happens at the family level, for sure it happens at the communal level. These lessons have been absorbed by the broader Jewish community, Kalo said, and should be learned by Bulgarian and Romanian societies on the brink of becoming virtual E.U. welfare states, receiving billions of dollars in assistance. You will only earn respect, Kalo said, when you start paying your own bills.

There is a critical war being waged in our world as we enter the new year. I’m not talking about the war on terror, or even a war being fought with weapons. I’m talking about a war of a completely different kind.This war is a war over the Word of God. It’s a battle for the Bible. And this battle is being fought with questions like:Is the Bible a word of God… or the Word of God? Is the Bible a miraculous book… or a man-made book? Is the Bible the record of God’s revelation to man… or a record of men concerning God?
Questions like these are certainly being debated in the secular world today. Yet these debates aren’t limited to our secular culture… they are heating up in evangelical and Bible-believing churches and circles all around us! Now, you may ask, Pastor, why are you making such a big deal out of this? How does this really affect my day-to-day life as a Christian?

We live in a generation where truth is up for grabs. Nothing is black and white anymore. Everything is subject to societal and cultural interpretation. There is no absolute truth! And as a result, many people and sadly, many Christians have no real authority in their lives, no real basis for truth and guidance.But truth is not relative… it is not up for grabs! It is found in the pages of our Bible. Because the Bible is the Word of God.It is a miraculous book… it’s the revelation of God concerning man. And even though it is the most scrutinized and criticized book in the world, no ancient manuscript of any kind contains the kind of preservation and integrity that the Bible holds.But I believe there is a more compelling reason to believe that the Bible is the inspired, inerrant, infallible Word of God. It is found in Matthew 5:18-19 when Jesus gave the Sermon on the Mount. Here, Jesus lets us know what He believes about the Bible.
For truly, I say to you, until heaven and earth pass away, not an iota, not a dot, will pass from the Law until all is accomplished. Therefore whoever relaxes one of the least of these commandments and teaches others to do the same will be called least in the kingdom of heaven, but whoever does them and teaches them will be called great in the kingdom of heaven.In many ways, Jesus was a rebel against the religious traditions of His time. Yet while Jesus rebelled against the false teaching of men, He bowed Himself as the Son of God to the Holy Scriptures. He believed in the authority and truth of Scripture to lead His life! You know, some books can change your thinking about various subjects. Other books can give you immense amounts of knowledge. But only the Bible can change your heart. Only the message and the truth of Scripture can change your very nature. Now, if you’re not interested in God changing and leading your life, you’re not going to be very interested in the Bible. The Bible is for people who want to know God. The Bible is a book for people who want:
To know forgiveness and experience the reality of a relationship with God.To know how to have power over the enemy and how to defeat temptation.To have strong, vibrant, growing marriages and families, and healthy relationships.To have comfort in their pain.
To learn how to control their emotions, anxieties, and fears.To know how to truly live! Jesus knew this and believed this. He took the Bible seriously. And since you can’t take Jesus seriously without taking His Word seriously, you and I must believe what Jesus believed about the Bible.So my challenge to you is to trust the Bible fully to guide you this coming year. You can trust it because Jesus trusted it each day He lived and breathed and walked on this earth. It’s my prayer that you will let God’s Word lead you… as it led Jesus!
