A parade of storms is lined up from the state of Washington to Korea across the Pacific Ocean. Each system is forecast to impact the West Coast arriving 24 to 36 hours apart this week. Monday's storm heads inland overnight turning the rain to showers in Washington and Oregon. Snow levels are lowering from 4,000 feet to 2,500 feet Tuesday and 3,500 feet Wednesday as colder air moves in behind the storm. Showers and locally heavy mountain snow will continue overnight with the persistent onshore flow. A weaker storm will move in behind the main storm early Tuesday morning prolonging the showery activity another 6 to 12 hours.

Lighter showers will linger even behind the weaker storm Tuesday evening through early Wednesday morning. The next significant storm will arrive with wind, rain and snow during the early morning hours Wednesday lasting into Wednesday evening, and then the final system for this round will arrive Thursday night. From out of the central U.S., a weaker storm will move from the southern Plains overnight to the Great Lakes by Tuesday evening. A band of rain will precede the cold front from Michigan to the northern Gulf Coast. A few thunderstorms will accompany this expanding rain band and one or two of these thunderstorms from south-central Illinois to eastern Arkansas and northwest Mississippi could produce hail or damaging-wind gusts. Some wet snow will fall from northwest Iowa through central Minnesota Tuesday and eastern Minnesota, northern Wisconsin and northern Michigan Tuesday night. Any accumulations are expected to be light.

Iran stirs up hatred with Holocaust conference

Iran's foreign minister questioned the right of Israel to exist yesterday at the opening of a provocative conference on the Holocaust. The two-day gathering in Teheran is being attended by dozens of international guests, including a British anti-Zionist rabbi, who will hear presentations debating the use of the gas chambers.The Teheran conference was attended by six members of Jews United Against Zionism. Some wore badges that had Israel’s flag crossed out.In opening remarks, Manouchehr Mottaki said: If the official version of the Holocaust is thrown into doubt, then the identity and nature of Israel will be thrown into doubt. If... it is proved that the Holocaust was a historical reality, then what is the reason for the Palestinians having to pay the cost of the Nazis' crimes?

The conference, Review of the Holocaust: Global Vision, was initiated by Iran's president, Mahmoud Ahmedinejad, who has described the killing of six million Jews in Nazi Germany as a myth and called for Israel to be wiped off the map. His remarks have caused grave international alarm at a time that Iran is feared to be developing nuclear weapons.In an address broadcast to the nation yesterday, Mr Ahmadinejad questioned why the West would not allow any investigation into the Holocaust. He is expected to address the meeting today.Earlier in the day the president faced the first protest since winning elections 18 months ago. Students lit a firework and burned his photograph in the audience as he delivered a speech at the Amir Kabir technical university.Up to 60 protesters chanted death to the dictator, the Islamic Republic News Agency reported. The president's supporters in the audience then shouted back, before his speech continued. There were no reports of arrests.

Israel, the United States and a leader of Iran's own 25,000-strong Jewish community condemned the Teheran meeting, which is believed to be the first of its kind sponsored by a state. Ehud Olmert, the Israeli prime minister, called it a sick phenomenon that shows the depth of the hatred of the fundamentalist Iranian regime.

The enlightened world must condemn this conference and the one who has convened it in the most determined manner, he said en route to Berlin to attend a conference where historians affirmed the accuracy of Nazi genocide data.Among the participants in the Teheran conference were six members of Jews United Against Zionism, who were dressed in the traditional long black coats and hats of Orthodox Jews. Some wore badges with Israel's flag crossed out.One of two rabbis in the contingent was Ahron Cohen, from London. He said: We came here to put the Orthodox Jewish viewpoint. We certainly say there was a Holocaust... but in no way can it be used as a justification for perpetrating unjust acts against the Palestinians. Rabbi Cohen is a member of Neturei Karta (Guardians of the City), a small global anti-Zionist movement which holds that the state of Israel cannot exist until the coming of the Messiah.

Jon Benjamin, chief executive of the Board of Deputies of British Jews, said: They are a fringe, but a fringe that detractors of Israel are making much of. The conference sits with Iran's agenda of demonising Israel, and linking Israel's existence to nothing more than a guilt trip of the Western powers.The Iranians claimed that 67 foreigners visited from 30 countries. They included the American
David Duke, a former Ku Klux Klan leader, and the French writer Georges Thiel, who has been convicted in France for spreading revisionist theories about the mass extermination of Jews.Many Iranians have admitted being embarrassed about the meeting, which followed Iran's decision to hold a competition for cartoons about the Holocaust in October. There are also elements within the Teheran establishment that are aware that it will only increase Iran's international isolation when it is also at odds with the United Nations over its nuclear programme.

Hamas wants 10 years to prepare for Israel's destruction

Hamas politburo chief Khaled Mashaal said Monday the Palestinian Arabs were willing to extend a 10-year ceasefire to the Jews and establish their state alongside Israel for now.The offer was a bid to relieve the Palestinians of the economic hardships brought about by the West's sanctions on the PA.During the decade-log truce, the Arabs would consolidate their state, after which they would be able to renew their onslaught against what would be left of Israel.While applauded by some as an offer of peacemaking, Mashaal's proposal is in line with the Islamic strategy of waging Mukawama (ongoing warfare) against its enemies.According to this doctrine, Muslims are permitted to sign ceasefires in order to strengthen themselves so that they can vanquish their enemies when the truce expires.What Muslim's are not permitted to do - and what PA prime minister Ismail Haniyeh made clear at the weekend that Hamas would never do - is allow a sovereign Jewish state to continue existing on any land that has been under Islamic control in the past.Islam teaches that to do so is an affront to Allah that brings his divinity into question and is therefore forbidden.

Israel downplays chance of conflict with Syria Mon Dec 11, 8:29 AM ET

JERUSALEM (AFP) Israeli officials have downplayed the chance of armed conflict with Syria, a day after a senior intelligence officer said Damascus was preparing for war with the Jewish state. Syria is constructing military apparatus to try and counter the supremacy of (Israeli) air, ground and naval forces, but nothing indicates that it intends to attack us, Deputy Defense Minister Ephraim Sneh told public radio Monday.A senior government official also said that we can see no signs of a nearing war with Syria.

The chief of parliament's influential foreign affairs and defense committee, Tsahi Hanegbi, told the radio: No one in Israel has precise information on Syria's intentions and we are examining all possibilities.The army takes into account these estimates and adapts them on the ground, he said.

On Sunday, General Yossi Beidetz, the head of the military intelligence research division, told a cabinet meeting that Syrian President Bashar al-Assad was preparing his forces for a military conflict with Israel.Syria has accelerated the production of long-range missiles and has deployed anti-tank rockets on its border with Israel, a senior intelligence official quoted Beidetz as saying, referring to the armistice line on the occupied Golan Heights.In a later statement, a spokesman said: The army does not have any information indicating offensive intentions (by Syria) on the border.

UWB gets approval in Europe

The European Commission's Radio Spectrum Committee gave the green light to UWB (ultrawideband), paving the way for the technology to be used in Europe as early as February.

The committee gave what's known as a positive regulatory opinion, which means the decision will now be formally adopted by the Commission and will then become binding E.U. law, said Mona Lund, a press officer for the European Commission, in an e-mail exchange. UWB is a wireless technology that can transmit data at 480Mbps and is designed primarily to move data over short ranges. Applications could include sending video from a computer to a television or photos from a digital camera to a computer. Lund could not reveal the restrictions that will govern the use of UWB in Europe, designed to ensure that UWB doesn't interfere with other wireless devices, but said that the Commission will publish the regulations over the next few days.

The committee was mindful of existing restrictions on UWB that have already been set in other regions of the world.

Globally harmonized products would of course benefit consumers, and we believe there is sufficient overlap between the UWB regulations in the U.S. and in the E.U. to encourage manufacturers to produce equipment that can be used in different regions, Lund said. Despite some historical objections from groups concerned that UWB could interfere with other wireless services, the 70 percent majority required to pass the decision in the Radio Spectrum Committee was easily obtained, Lund said. She expects the formal adoption procedure to be complete by early February after which member states will be required to adopt the measure as soon as possible and within six months. The U.S. Federal Communications Commission approved the use of UWB in 2002, but UWB products that comply with the industry trade group's certification process haven't yet hit the market. The technology has been controversial because rather than operating over a narrow frequency band, it transmits using very low power over a very wide swath of spectrum.

That raised concerns of interference in some wireless industries. UWB is expected to be used as a cable replacement. Developers of IPTV (Internet Protocol TV) products are creating UWB devices that can wirelessly send video from an end user's DSL (Digital Subscriber Line) router, for example, to a set-top box connected to a TV.

SOUTHERN SHUNEH, Jordan - Officials from Jordan, Israel and the Palestinian Authority met along the shores of the Dead Sea to settle details of a study to save the shrinking body of water, agreeing to proceed with plans to draw water from the Red Sea.

The surface level of the Dead Sea the saltiest water in the world at the lowest point on Earth that is estimated at 1,200 feet below sea level has fallen about three feet a year in the past 20 years because of evaporation and allegedly the diversion of rivers by Syria and Israel.The Dead Sea and its surrounding has been the source of much human social history and it is linked to the three monotheistic religions Judaism, Christianity and Islam.In 2005, the three concerned parties appealed to the World Bank to coordinate financing the feasibility study. The World Bank have agreed and appealed to the donor countries.

Four donor countries — France, Japan, the United States and the Netherlands — have committed themselves to participate in financing the $15 million study. The study will look at the environmental and social consequences of transferring water from the Red Sea to the Dead Sea, Jordan's Minister of Water and Irrigation Mohammed Thafer al-Alem said Sunday.Geological experts warned that the drop in the water level would increase the earthquake possibilities. They also warn the Dead Sea will disappear in 50 years if current trends persist.The Israeli Minister of National Infrastructure, Binyamin Ben-Eliezer, said the study is an excellent example for cooperation, peace and conflict reduction.The Red-Dead Sea canal project, which is expected to cost more than $1 billion, would exploit the 1,320-foot difference in altitude between both areas.If implemented, the 248-mile desert area between the two seas would benefit from the fresh water to turn the region into an agricultural hub for the benefit of the three countries. A desalination project is also envisaged to provide drinking water for Amman. Israel and the Palestinian territories would also benefit from the drinking water.

Lieberman: Israelis Should Pledge Allegiance

Strategic Affairs Minister Avigdor Lieberman declared at a Washington conference Sunday that Israelis Arabs and Jews alike should be required to pledge allegiance to the Jewish State. Lieberman, who addressed a group at the Saban Center for Middle East Policy, associated with the Brookings Institute, said Israeli citizens on both ends of the political spectrum need to learn that there are obligations as well as privileges connected with living in the Jewish State.Israel has the right to demand full allegiance from all its citizens, the Yisrael Beiteinu party chairman said firmly. He who is not ready to recognize Israel as a Jewish and Zionist state
cannot be a citizen in the country. This applies to extremists of the Neturei Karta as well as to the extremist factions of the Islamic Movement.Lieberman has repeatedly criticized Israeli-Arab Knesset Members for declaring support for terrorist entities committed to the destruction of Israel and traveling to meet with leaders in enemy countries, such as Syria and Lebanon.

Arab MKs who collaborate with the enemy and meet with Hamas leaders should be dealt with harshly, Lieberman said last month. Speaking in Israel's parliament, he demanded the government punish Knesset Members who incite and cooperate with terror and who sit in this house… who continue to freely meet with Hamas, with Hizbullah, and who go to make visits in Lebanon. In his remarks, which drew much criticism, Lieberman said such unauthorized meetings should be considered as collaboration with the enemy and treated as such: At the end of the Second World War, not only criminals were killed in Nuremberg, but also those who collaborated with them. I hope this will be the fate of the collaborators in this house.He added that Arab MKs declared Israel’s Independence Day as Nakba Day [Day of Disaster] and raised black flags. There is a directive on terrorism, according to which those who collaborate with it must face the law.Lieberman, who has been criticized by left-wing Knesset Members who slam what they refer to as his racist ideas, maintained that the U.S. government would never allow anti-American activities to be carried out by its government leaders.

It is unacceptable that a senator or a representative in the American house of representatives assist Afghanistan during the war and meet with Bin Laden and Al-Qaeda leaders, express his support for their war against the U.S. – and then be allowed to return to serve in Congress, he pointed out.Lieberman also said there were a number of misconceptions surrounding the idea of a Middle East peace agreement. Among them he noted these ideas: The notion that the Israeli-Palestinian conflict is the main fact of instability in the Middle East, the notion that the conflict is territorial and not ideological, and the notion that the establishment of a Palestinian state based on the 1967 borders will end the conflict.The leader of the increasingly powerful Russian immigrant party recommended separating Arabs and Jews in Israel altogether, based on the Turkish-Greek Cypriot model. In an interview published last month in the British-based Sunday Telegraph, Lieberman said it was the only way to achieve peace in the region.Minister Lieberman is scheduled to present his views to US Secretary of State Condoleezza Rice in Washington on Monday.

South America to look at EU-type model

South American leaders have said they will set up a high-level body to examine the idea of setting up an EU-style regional union. Bolivia's president Evo Morales finished a two-day summit of the South American Community of Nations by saying that he hoped that a such an economic bloc could become a reality within five years.We don't want it to take as long as with the European Union - 50 years to create. I hope it can take us less. Three, four, five years, said Mr Morales, according to Reuters.We seek that South America be forever a region of peace that works to solve the economic problems of its historically abandoned majority,he continued.The leaders agreed to lay the cornerstone of the South American integration process with complaints that the current set up under the Community of Nations, covering 12 countries, means that there is no power to see through and implement decisions.

Let's admit it, we take decisions but we do not have the power to implement them, said Venezuela's Hugo Chavez.The study-group will be part of an overall office set up in Rio de Janeiro to look at regional integration, including even the idea of a South American parliament.South America is not the only region to consider an EU-type model. Africa has also created the African Union, which is loosely based on the European Union.

EU to choose Galileo seat despite technical delays

EUOBSERVER / BRUSSELS - EU ministers are set to choose the seat of Europe's satellite navigation programme Galileo - an ambitious project to compete with the American GPS by 2011 - but a decision on private contractors has been delayed. Eleven countries - the Czech Republic, Slovenia, Germany, Malta, Belgium, France, Spain, the UK, the Netherlands, Greece and Italy - have applied to host the public body to oversee the programme dubbed the Galileo Supervisory Authority. The EU's transport ministers will debate the location of the supervisory body during a working lunch within a general meeting in Brussels on Tuesday (12 December).The move comes after EU transport commissioner Jacques Barrot admitted on Friday that negotiations with the group of eight private partners who will manage the Galileo system - originally planned to close in late 2005 - were still ongoing.

No one has an interest in seeing these talks fail, he said in a Brussels press conference, but did not say when the talks would resume.I think that even if there is a little delay in signing this concession contract, things are on the right track, said Mr Barrot.

The European Commission has launched an open consultation with stakeholders on how the EU should make the best use of the satellite navigation applications which will emerge once Galileo is completed, mainly in terms of the legal framework for the role of public bodies in its development.Brussels believes the system will bring new prospects to various commercial sectors which will eventually help to boost the economic growth and jobs and also improve the daily life of citizens around the world.The system is mainly supposed to be used for civilian purposes - such as the management of Europe's transport infrastructure - railways, roads and sea lanes - and will cost about €1 billion from the bloc's common coffers in the next seven-year budgetary period.

With around 30 satellites projected to be part of the system, it could offer services such as direction finding and search and rescue.These economic returns are many times higher than the costs of the system itself, Mr Barrot said.However, the commissioner recently sparked controversy by suggesting that Galileo's satellite data could be used for military purposes - an option which remains open he said on Friday.Apart from the Galileo seat, transport ministers will also debate the commission's proposals on cutting roaming charges and postal services liberalisation.

In this Channel 4 documentary Tony Robinson investigates the people with powerful political friends in the White House, who are trying to bring about the end of the world. Julia Bard reports.Revelation, the last book in the New Testament, is filled with bizarre, violent and terrifying images. Its origins are unclear and its content is controversial. Some say it is the work of St John but many others believe he could not have been the author. But whoever wrote it, described apocalyptic visions of plagues, famines, wars, devils, wild beasts and rivers of blood. It is so strange and complex that scholars down the centuries have continually reinterpreted its message and meaning.Today, though, a growing number of American evangelical Christians reckon they have cracked the code.

These End Timers believe that every weird word of Revelation predicts real events. Like a Hollywood sci fi movie they say that any time now the world will end. And when it does, true believers in Christ will be whisked up to heaven in an event called The Rapture while non-believers are left behind on earth to face famine, war, terror and destruction as the forces of good and evil fight to the bitter end.

Political implications

If this was confined to the personal beliefs of a few fundamentalists it would be of little significance but, says Tony Robinson, the leaders of the End Time movement are rich, well-connected and very powerful. Though the USA constitution enshrines the separation of church and state End Timers are frequent visitors to the White House. No one knows if George W Bush is an End Timer himself, but his policies are at one with those of the evangelical Right and his language is often apocalyptic, such as when he describes the war on terror as 'the epic struggle of good and evil.

Jerusalem

According to the prophecy, Jerusalem is where this final battle is to be played out. No stranger to conflict and violence, this city is the focus of End Timers' dreams of eternal paradise, because, according to their beliefs, this is where Christ will come back to earth. But first, they say, the Jews must return. End Timers believe that the establishment of the State of israel in 1948 was a fulfilment of the biblical prophecy and that since then 'the last days clock has been ticking.Many of them interpret the US government's policies on Israel and the Middle East from a biblical point of view. Before the war in Iraq, the USA supported a negotiated settlement in which Israel would return the Occupied Territories to the Palestinians. By 2004, after a torrent of criticism of the Roadmap to Peace, Bush's position had changed and now there is no call for a large-scale withdrawal from the West Bank.End Timers parade through the streets of Jerusalem and take large amounts of cash to illegal West Bank settlements to encourage the residents to entrench themselves more deeply on this Palestinian land. In Jerusalem itself, Jews are being bankrolled by Christian fundamentalists to reside in Arab houses. The End Timers think that Israeli Prime Minister Ariel Sharon suffered a stroke (was removed from the scene) because he wanted to give back some of the Palestinian land.

Many Israelis are very worried about the kind of support they are being offered. One journalist says that this is not based on Israel's needs and that there is no support for peacemaking. On the contrary, the agenda of the Evangelicals is war, so as to fulfil violent prophecy of Revelation.Provocatively, some End Timers have joined forces with a fundamentalist Jewish group who want to rebuild the Temple of Solomon – touching on the ancient Jewish yearning for their destroyed Temple. But the place where they plan to build it has deep meaning for the three Abrahamic religions – Judaism, Christianity and Islam. The Temple Mount, where Islam's 3rd most holy site, Al-Aqsa (murderer) Mosque, is situated, is the spot where Muslim, Jewish and Christian believers think that God created Adam, Abraham prepared his son Isaac to be sacrificed, and according to his vision, Muhammed was carried on a winged horse.

Mainstream Christians in the locality are appalled. They say attempts to rebuild the Temple are inflammatory and threaten to unleash even more bloodshed in the Middle East.

Predictions of war

Could it be that this is precisely what they are trying to provoke, in order to hasten the end of days? According to End Timers, when the believers are whisked up to heaven those left behind will face the ultimate battle between good and evil. It will take seven years to count the dead, they say – the time of Tribulation, a hell on earth. Israel will survive, according to this story, but will have a sudden victory only after a long war. Some say this means nuclear war and they support the war in Iraq because they believe that will bring it closer. Megiddo is the Hebrew name for Armageddon: the town where this carnage will occur. For some End Timers, all this is big – very big – business. Tim LaHaye's Christian fiction series, Left Behind, has sold 63 million books, and movies of the books have been made by Cloud Ten Pictures. The internet is awash with websites which tell you how to prepare for The Rapture, and there are American shops to sell you everything you need to survive (for around $3,000) if you're unfortunate enough to be left behind.The concept of the Antichrist originated in Medieval times, and is not found in the Bible. Nevertheless these evangelical Christians believe that the Antichrist is 'walking among us right now', the incarnation of evil, luring people to his cause with false
promises of peace. For End Timers, the United Nations, whose role is to seek and maintain peace across the world, fits this description perfectly.

Undermining Africa

What is the real source of these ideas that so many people attribute to the book of Revelation? Whoever wrote it sheltered in a cave on the Greek island of Patmos, probably a refugee from Roman occupied Palestine. He is also likely to have consumed the local hallucinogenic magic mushrooms. So rather than taking these bizarre visions literally, it might make more sense to try to understand them in their historical context. There are some 40 apocalyptic books from this era but this was the only one that made it into the Bible. If the author was writing about the hated Roman Empire, it could be that the seven heads of the beast meant the seven emperors. The mark of the beast could be the head of the emperor on the coins. The dreaded 666 very likely represented three letters indicating the Emperor Nero – representing letters by numbers was, and is, common in Hebrew. If so, instead of being a description of a world in chaos, it could be seen as a book of morality, optimism and faith.Let's hope the End Timers start to see it like that before their actions really do bring about the end of the world.

Moderate earthquake hits western Indonesia Sat Dec 9, 5:51 AM ET

JAKARTA (AFP) A moderate earthquake of 5.3 on the Richter scale has struck the northern Sumatra region of Indonesia but there were no immediate reports of damage, geologists said.The quake occurred at 4:24 pm (0924 GMT) and was centred 96 kilometres (60 miles) southwest of the Aceh provincial capital Banda Aceh and 30 kilometres under the seabed Saturday.The tremor was felt in Banda Aceh but there were no immediate reports of damage, Arief from the meteorological office told AFP.The Indonesian archipelago sits on the Pacific Ring of Fire, where continental plates meet, causing frequent seismic and volcanic activity.

Indonesia was the nation worst hit by the earthquake-triggered Asian tsunami in December 2004, which killed some 168,000 people in Aceh province.A 7.7-magnitude earthquake in July on the south coast of the main island of Java also killed more than 600 people.

Vietnam readies for typhoon Utor DEC 11,2006

HANOI (AFP) Vietnam is readying for the possible arrival of typhoon Utor this week as the toll of those dead or missing from severe tropical storm Durian crept up to 94, officials have said.

Prime Minister Nguyen Tan Dung has ordered ministries and authorities, especially along the central coast, to prepare for mass evacuations and to keep ships in port and tell those at sea to seek shelter.Dung also deployed deputy premier Nguyen Sinh Hung to the central region to oversee the preparations, the state-run Vietnam News Agency said.Typhoon Utor, packing maximum winds of 120 kilometres (74 miles) per hour early Monday, was barreling across the South China Sea after leaving at least seven people dead or missing in the Philippines.

Manila said Utor was the reason it postponed two summits on the central island of Cebu in the first half of the week, although other sources said the real reason may have been a terrorist threat.Forecasters in Vietnam said Monday it was too early to tell whether the typhoon would make landfall in Vietnam, lose strength or hit elsewhere.Severe tropical storm Durian had weakened from a supertyphoon that killed or left missing more than 1,000 people in the Philippines.When it made landfall in southern Vietnam early last week it killed 83 people and left 11 people missing while damaging 240,000 buildings at a cost of more than 440 million dollars, officials said.

MANILA (Reuters) Typhoon Utor thundered out of the Philippines killing four people, including three children, and stranding thousands on Monday after high winds and waves tore up power lines and communication links in the archipelago.Utor, a category 2 typhoon with gusts of up to 150 kph (90 mph), was forecast to weaken to a tropical storm by Friday on a path that peters out south of the Chinese island of Hainan by the weekend, according to www.tropicalstormrisk.com.The National Disaster Coordinating Council (NDCC) said three children were confirmed dead, including a one-year-old girl whose house was struck by a falling tree in central Capiz province. Four were listed as missing.On the resort island of Boracay, the famous white sands were littered with debris after high winds tore up roofs and trees.Some people are crying because they are afraid and in shock, said Roselle Gallano, a waitress at a coffee shop close to the beach front. Many houses were damaged, some have been tilted.

The governor of nearby Aklan province said one person had been killed on Boracay and at least four were still missing.Authorities evacuated around 90,000 residents, most of them in Albay province, where more than 1,000 people are feared dead after Typhoon Durian wiped out villages in a torrent of landslides and flash flooding in late November.Utor, the fifth typhoon to hit the Philippines since September, did not directly hit Albay but the bereaved remain stranded in schools and makeshift shelters and the province is still without power.On Friday, the Philippines hastily postponed an annual summit of 16 Asian leaders until January, citing concerns the typhoon could wreak havoc at the venue on the central island of Cebu. Embers were last night reported falling on properties close to fire areas.

Firefighters were battling a blaze in state forest at Tawonga, near Bright, that is believed to have been lit deliberately and flames came within 50 metres of homes in King Valley, in north-east Victoria, as strong southerly winds forced fires back towards the hamlets of Whitfield and Cheshunt.On Melbourne's hottest December day for 53 years — 42.1 degrees — the anticipated loss of private property in the north-east and Gippsland was averted, but authorities warned several fronts were still likely to join and wind shifts could still produce erratic fire behaviour.

CFA deputy chief officer Graham Fountain said towns most vulnerable had been largely untouched, but none of the fires was contained and the threat was imminent.

This is just a two-day event in a three-month fight, and by Thursday we'll be facing high temperatures and northerlies again, he said.Ember attacks and spotting were keeping residents and CFA crews busy, Mr Fountain said.Police Chief Commissioner Christine Nixon warned the bushfire threat was extreme. We may lose lives, she said. The Princes Highway was closed between Camperdown and Colac in the afternoon after a fire raged through the stony rises. More than 160 firefighters were working to contain the Stonyford fire that was headed towards Pomborneit East near Lake Corangamite.

The cause of the fire is being treated as suspicious.A large support crew of 35 CFA and two DSE tankers, bulldozers and fire-bombing aircraft were involved.Bushfires threatened the rural districts of Germantown in the alpine north-east and Waterford in Gippsland.A bushfire was headed south-east about three kilometres from Germantown and a fire that was burning over 41,000 hectares was bearing down on Waterford.

Premier Steve Bracks warned Victorians the bushfire danger would be critical for at least two weeks. He is expected to visit fire-affected areas today.I want to really congratulate the 3000-plus people who are out there fighting fires on the front line, he said.Bureau of Meteorology forecaster Terry Ryan said rain was the only way the fires would be stopped.There's a front coming up Thursday. Israel Agrees to Reopen Mt. Zion Talks with Vatican

PM Olmert will meet in the Vatican this week with Pope Benedict - two weeks after Israeli diplomats confirmed the reopening of talks over the status of church property on Mt. Zion and elsewhere. In a move that surprised observers, CatholicNews.com reports, Israel has agreed to re-launch negotiations with the Holy See over church status in the Holy Land that have been stalled since the Olmert government came to power.A year ago, Arutz-7 reported that a Foreign Ministry official admitted that a blueprint of an agreement with the Vatican giving it control of parts of Mt. Zion in Jerusalem also known as King David's burial site had been received. The proposed contract read as follows:

The State of Israel hands over to the Holy See the use of the Cenacle [the room of the event known as the Last Supper, above King David's tomb - ed.], of the access path to it, and of the spaces adjacent to it... It is the Holy See's intention to inform the Bishops - and through them the world's Priests - that the Catholic Church has been given the use of the Cenacle, inviting them to visit the Holy Place together with their faithful... The Holy See hands over this use of the Cenacle to the Custody of the Holy Land [which acts on behalf of the Holy See]... [which] will keep the Cenacle open from 6 AM to 8 AM for the celebration of the Holy Mass... Official liturgical celebrations of non-Catholic Churches can take place only upon prior written permission by the Custody of the Holy Land.

At the time, President Moshe Katzav was about to embark on a visit to the Vatican. In the face of increasing public pressure, he was forced to deny any plans to sign away the King David's complex in Jerusalem. It now appears, however, that this option has once again surfaced.AsiaNews reported late last month that Israel and the Holy See have agreed to hold negotiating sessions of their Bilateral Permanent Working Commission' in December and in January - after the Olmert Government had, in effect, declined to do so ever since taking office last spring... The news is being received with relief, and with cautious optimism, in Church circles.The paper reported that there were apprehensions that the protracted negotiations (begun on 11 March 1999) required by the 1993 Fundamental Agreement between the Holy See and the State of Israel, might be suspended indefinitely - with incalculable consequences, both for the Catholic institutions in Israel and for the bilateral relationship.

Church's Steady and Discreet Efforts Pay Off

It is not known precisely what caused [Israel's] sudden change of attitude, AsiaNews reported, though it is understood that the Vatican had never given up on its steady (though characteristically discreet) diplomatic efforts.

Furthermore, it has often been reported in the media that both the American Catholic Church and influential components of the U.S. Government at the Department of State, in the Congress, and in the White House itself have been encouraging Israel constantly to make sure it is faithful to its international commitments vis-a-vis the Holy See and the Catholic Church.

At present, since shortly after the Six-Day War in 1967, the Diaspora Yeshiva is located on Mt. Zion, and has long warned of the catastrophic implications for Israel if the deal goes through. This is an enormous issue that is being pushed through without any public debate whatsoever, Yeshiva Director Rabbi Shabtai Herman told Arutz-7 last year. Rabbi Herman explained that if the Catholic Church receives control of the area, just a few hundred yards from the Temple Mount and adjacent to the Old City walls, it will turn it into the international center for Catholics all
around the world and if the pope just gives the word, Christians will be flocking over here en masse.

Rabbi Mordechai Goldstein, who founded and still runs the Diaspora Yeshiva, officially known as Yeshiva Toras Yisrael, elaborated in a follow-up discussion with Arutz-7:According to their bible, the land is to return to the Christians, and 144,000 Jews are to return to Mt. Zion. So their plan is for them to take control of the site, and then to announce that they are holding a mass reenactment of the Last Supper, with [all types of religious rituals], and to invite millions of Christians to come to Jerusalem and celebrate.

He said that this means much tourism money for Israel, and that someone in the Israeli government is apparently very interested in making this happen.The King David's Tomb complex is a complex of buildings of some 100,000 square feet where David and Solomon, and kings of Judea, are said to be buried. It is certainly one of the holiest spots in the Land of Israel, Rabbi Herman said. We've already given away the Temple Mount and the Machpelah Cave, except for here and there when we're allowed in; now they want to give Mt. Zion away as well? For thousands of years, this area was almost always totally closed off to Jews. G-d gave it back to us in 1948, but parts of it were still in range and sight of Jordanian snipers and were not in full use. After 1967, Rabbi Goldstein founded the Diaspora Yeshiva here - and it became an island of holiness, the first yeshiva for baalei teshuvah [newly religious] in Israel; we were there day and night learning Torah. Rabbi Goldstein was almost prophetic in establishing this yeshiva at that time at that spot; destiny from above intertwined him with Mt. Zion.

Rabbi Herman said that the above plan is merely the first step of a larger plan to turn all of Mt. Zion into a Christian site. He explained that the lower level of the complex, containing many chambers, rooms, passageways and the like, has long been under the control of Israeli bodies such as the Lands Authority, and that half of the area was assigned to the Diaspora Yeshiva. MK Benny Elon (National Union), who served twice as Minister of Tourism, told Arutz-7's Hebrew newsmagazine, This issue was raised several years ago. When I was Tourism Minister, I made it clear to a representative of the Pope that we would allow them to use one room with a side entrance that would not bother the yeshiva. But under no circumstances would we allow the transfer of ownership. But they said they want ownership, and that the Pope sees this place as the second-holiest, after the Church of the Holy Sepulcher.

We have to be very strong and not give in to the Vatican on this.

Haniyeh says Hamas won't accept Israel

Merkel Says Germany Will Help Renew Middle East Peace Efforts

Bloomberg) German Chancellor Angela Merkel said she will use the presidency of the European Union next year to renew efforts toward securing peace in the Middle East. The so-called Middle East Quartet, consisting of the U.S., the United Nations,
Russia and the European Union, introduced a Middle East road map' in 2003 to revive talks for long-term peace in the region.

Germany will seize the initiative during the EU presidency, Merkel said in an Internet broadcast today.We believe that the Middle East Quartet should be revived and the European Union has an active role here. U.S. President George W. Bush said this week he would take the advice of an Iraq Study Group seriously.

The group said that progress in the Middle East depended on a sustained commitment to a two-state solution for Israel and the Palestinian territories, and resolving Israel's differences with neighbors Lebanon and Syria. I particularly support an extensive diplomatic initiative, in which Iraq would involve its neighboring states and therefore could make a contribution toward stabilizing the Middle East region, Merkel said today. Shuttle lifts off in night launch

The launch

The space shuttle Discovery has lifted off from Cape Canaveral - the first night shuttle launch in four years. Discovery launched at 2047 (0147 GMT on Sunday), two days after poor weather forced a lift-off to be cancelled. Rocket flares from the shuttle were visible in the night sky across much of the south-eastern United States. The shuttle is heading to the International Space Station (ISS), which Nasa is racing to complete before the shuttle fleet is retired in 2010. This is the third shuttle mission in six months and first night launch since the Columbia disaster in 2003.While in orbit with the space station, Discovery astronauts will carry out three spacewalks and will rewire electrical systems inside the ISS.

Change of fortune

Cloudy skies earlier on Sunday cleared as night fell in Florida, allowing mission controllers to proceed with the launch. There were no reported complications on launch as Discovery soared away from the Kennedy Space Center. The curved ascent left a fiery trail in the Florida sky It quickly reached a speed of 6,500 mph (10,500 km/h) as it headed through the Earth's atmosphere. Acknowledging a message of congratulations from the ground, commander Mark Polansky replied: There are a lot of happy, smiling faces up here.Forty-eight hours makes a tremendous difference, launch director Mike Leinbach told the crew. Everything just clicked. Everything felt good today, he said later. Two days earlier the crew of two women and five men were seated inside the shuttle at the scheduled launch time of 2135 (0235 GMT), but low clouds prevented lift-off.

Rookies

A British-born astronaut, Nicholas Patrick, is among Discovery's crew.The mission may be one of the hardest yet for Nasa astronauts Five of the astronauts on the mission are going on their first shuttle flight. One of the seven, US astronaut Sunita Williams, will stay on at the ISS when Discovery heads home, taking German Thomas Reiter back to Earth. Nasa has described the construction mission as one of the most complex to date. At least 14 more missions are needed to finish the $100bn (£50bn) station.Discovery's flight is scheduled to last 12 days, with a landing targeted for 21 December back at the Kennedy Space Center.

Discovery's crew consists of Commander Mark Polansky, pilot William Oefelein and mission specialists Robert Curbeam, Joan Higginbotham, Nicholas Patrick, Sunita Williams and the European Space Agency astronaut Christer Fuglesang.

Christmas terror strike highly likely

The risk from terrorists in the Christmas period is very high indeed and the struggle against Muslim terrorism will last at least 30 years, John Reid, the Home Secretary, said yesterday.Mr Reid echoed the view of MI5 that there are around 30 major terrorist plots under way and the terrorists only have to be lucky once.He told the GMTV Sunday Programme that an attempted attack over the Christmas period was highly likely, adding: We know that the number of conspiracies of a major type are in the tens — 30 or round about that.We can never guarantee that we will get 100 per cent success but we do get 100 per cent effort from the security services.Mr Reid said the current UK terror assessment posted on the Government's intelligence website was severe, the second highest level, one short of the level at which an attack is imminent.The Home Secretary said he did not think an attack was inevitable but added: The terrorists only have to get through once, as they did on July 7, for us to see the terrible carnage that it causes. Our security services have to be successful on every occasion to prevent that happening.

I try to walk the tightrope between being truthful and honest about the threat to the public but, on the other hand, to say we are doing everything possible to combat it and to try to keep our lifestyle as near as possible to the British way of life. Mr Reid added: When it came to the struggle against republican terrorism in Ireland and in the mainland here, that lasted 30 years, and there is no indication to me that this is going to be resolved any quicker than that.He suggested that it was important to resolve the issue of Israel and Palestine because it fuelled international terrorism.If terrorism is to be defeated here in this country, the whole community has to be united against them.The aim of the terrorists is to divide the community, to pretend that this is a war between Muslims and everyone else, when it isn't. MI5 is monitoring some 200 groupings or networks comprising more than 1,600 individuals who are actively engaged in plotting or facilitating terrorist acts here and overseas.The cost of fighting terrorism has been illustrated by figures showing that the Metropolitan Police, the force which leads British police efforts against terror, spent £505 million last year on its Specialist Operations department.

Concern rises over possible use of polonium in a dirty bomb

Nuclear regulators in Washington and abroad are studying whether to tighten security on polonium 210 in case terrorists seek the deadly material for so-called dirty bombs that spew radioactivity, officials and diplomats said in recent interviews.The evaluation is based on longstanding fears about the possible terrorist threat as well as the polonium 210 poisoning that killed a former Russian spy living in exile in Britain on Nov. 23 and stirred public unease. The British authorities traced the risk of radioactive contamination to a dozen sites around London and commercial jets carrying more than 33,000 people. The poisoning was an apparent first that caught the authorities by surprise.Groups considering tighter controls include the Nuclear Regulatory Commission in the United States and the International Atomic Energy Agency in Vienna, which sets global standards for radiation safety.There are no sirens wailing, said a senior European diplomat familiar with the agency's polonium 210 reassessment. But there's a sense that we need to rethink how it is categorized, and thus controlled.

Officials and diplomats, some of whom spoke on the condition of anonymity because of the delicacy of the deliberations, said the agencies were monitoring developments in London and Moscow.

Meanwhile, private experts called tighter controls a potentially important step for public safety.It's very wise to put fairly strict limits on the commercially available amounts of polonium, said Thomas Tenforde, president of the National Council on Radiation Protection and Measurements, a congressionally chartered group in Bethesda, Maryland, that advises the U.S. government on radiation safety.He called the amounts of polonium 210 now available on the commercial market not trivial and said the contemplation of tighter controls was prudent given the risk of terrorists using polonium 210, a radioactive material, in urban attacks meant to sow disease and death.Commercially, polonium 210 is used to make static eliminators that remove dust from film, lenses and laboratory balances, as well as from paper and textile plants. The radioactive material is sealed tightly to make it hard to remove.A dirty bomb uses ordinary explosives in its core and radioactive materials on the outside. If detonated in a city, it could scatter radioactive dust and debris that, in the worst case, might kill hundreds and sicken thousands of people.Nuclear experts say polonium 210 is one of the most toxic materials known to science. A tiny speck can kill.

Even so, experts initially saw the highly radioactive material as a poor candidate for dirty bombs because skin or paper can easily stop its distinctive rays.

It must be inhaled, injected or ingested to do harm. Moreover, its short half-life, just 138 days, means it loses potency relatively fast. On the other hand, its rays are hard to detect compared with those of most other radioactive materials, making it difficult to track.After the terrorist attacks of Sept. 11, 2001, Washington looked anew at the deadliness of polonium 210 and decided that the material warranted more scrutiny as a potential weapon of terrorists.In May 2003, a team from the Energy Department, which runs the U.S. nuclear arms complex, and the Nuclear Regulatory Commission issued a lengthy dirty- bomb report that called polonium 210 one of 10 radioactive materials of greatest concern. The 10, the report said, should be given first priority for consideration of increased security measures.In November 2003, the Nuclear Regulatory Commission began an interim effort to track the sources. But it took three more years, until Nov. 8, before the commission issued a final rule spelling out the workings of its program, officially called National Source Tracking of Sealed Sources. The rule is to take effect early next year.

In theory, the system can track polonium 210 sources. But in interviews, commission officials said the reporting threshold was so high 16 curies, which translates in standard risk estimates into more than 5,000 lethal doses that it exceeded all known industry sources and products.A senior commission official, who spoke on the condition of anonymity, said his agency was considering lowering the threshold for tracking polonium by a factor of 10, to 1.6 curies. But its first priority, he said, was to get better reporting and security for materials even more dangerous for dirty bombs.

S-D - It is Juan Carlos, the Spaniard. Carlos, King from Spain. When he took power from Franco, he was advised to keep Spain under totalitarian regime. The argument is that Latin people are not good for Democracy. Keep Spain as it is, or otherwise it will be owful. And he did not listen to this advice. He helped Spain to become a democracy. This happened in the mid 70"s, about the same time as Portugal and Greece. These Countries started something that was unstopable. And you add the most important movement of the history of humanity. Democracy coming true in Continents one after the other, South America, Eastern Europe and so on, well I don't say it would not have been possible without him, but he made a difference.

Spain and 2 original members probably (France and Germany) will be together as a trio for the 18 month term, Spain will be given all the say for the 3 countries and the EU itself, and I believe out of this 18 month term the World dictator gains power and gradually becomes the President of the EU, and signs the 7 year contract with Israel - Arabs and many.

Earthquake shakes Cochrane area

Another earthquake shook northern Ontario late Wednesday night.

The quake struck just before midnight and was centred about 60 kilometres northwest of Cochrane. It was primarily felt in the nearby town of Smooth Rock Falls, but people as far as Timmins reported tremors.A similar quake Nov. 29 that shook the Sudbury area is being blamed on mining activity in the region. Experts say while the two temblors were similar, they're not connected.I think it's a matter of coincidence, said Janet Drysdale, a seismologist with the Geological Survey of Canada. We normally have earthquakes in both regions regularly, not that often, but they certainly have occurred in the past.Drysdale said both earthquakes measured a little more than four on the Richter scale, happened close to populated areas and were felt by area residents.Drysdale said mining-related earthquakes in the Sudbury area are fairly common, but that last week's incident was a little larger than usual.

School closings take city by storm,Sat, December 9, 2006

Finally, city schoolkids caught a break that only their country cousins usually get. London schoolchildren woke up to their first-ever snow day yesterday. Snow days that cancel school are a rite of passage in many rural areas, but rare in cities where kids can often still get to school when rural counterparts are snowed in. But the storm that walloped London yesterday brought a dream come true for city kids the city's first snow day in more than 25 years. We've been urging kids to help their parents shovel the driveway, joked Chris Dennett of the Thames Valley District school board. My son's in Grade 12 and this is his first snow day, said John Boles of the London District Catholic school board.It was the first time the area's school system had shut down on a scheduled school day in more than a decade.

It was also the first board-wide snow day since the public and Catholic school boards in Elgin, Middlesex and Oxford counties merged in the 1990s with their London counterparts to form the region's two massive boards. We think this is the first time since 1978 that the whole system has been shut down, Boles said. It's pretty rare that we shut everything down. It has to be something huge.For many students, young and old, it was the first time in their lives school was cancelled due to snow. But few were complaining, including students at Fanshawe College and the University of Western Ontario, where the first day of exams was nixed due to the tough time students would have getting to campus. The plug was pulled because buses couldn't get around in the city or rural areas, and teachers and other staff faced a tough time getting to work, Dennett said.

City crews said that helped them plow streets quicker, because there was less traffic. Fanshawe cancelled some exams and urged students to monitor its website for updates. At Western, where exams were to start yesterday, about 7,000 students got an extra study day. The campus closed down for only the third time in the last 10 years, with only essential staff called in. Exam -rescheduling updates will be posted on the UWO registrar's website, but officials say today's exams will go ahead as scheduled.

UWO's affiliated colleges, Brescia, Huron and King's, also were shut down. We don't close very often, said Western's David Estok. We're pretty confident that we can be back on for (today).

52,000 Residents Still without Power from Winter Storms in Ill., Mo.

High winds overnight and into Thursday increased the number of Ameren Corp. electric utility customers without power in Missouri and Illinois to more than 52,000, the majority of those in Illinois, Ameren spokeswoman Susan Gallagher said. Crews likely would be working into Friday and perhaps Saturday to restore power, she said. The storm plowed through the Midwest late last week, dropping snow and coating the region with ice before carrying the wind and thunderstorms into the Northeast. At least 18 deaths have been blamed on the storm in Illinois and Missouri. The Illinois Commerce Commission announced Wednesday that it had asked staff to develop recommendations for an investigation into Ameren's preparedness and response to the storm. The plan is to be reviewed at the next public meetings of the state's utility regulator, scheduled for Dec. 19-20.

Without prejudging the company's response, we think it's fair to examine the situation and ask the hard questions for the public we serve, commissioner Kevin Wright said in an agency release.

Gov. Rod Blagojevich has declared 49 Illinois counties state disaster areas, helping the Illinois Emergency Management Agency coordinate resources to support local communities with storm recovery efforts. In Missouri, Gov. Matt Blunt is hopeful of getting a presidential declaration of disaster based on damage reported in all 114 counties, said Blunt spokesman Brian Hauswirth. That would free up funds for reimbursement. Calls by Insurance Journal to State Farm to determine the number of Insurance Claims related to the storms in the two states were not returned.Illinois Insurance Department spokesperson, Susan Hofer said it was too early to have claims numbers and suggested consumers go to the Department of Financial and Professional Regulation to access tips on how to file a claim and protect your property. Violent storms savage France

PARIS: Violent storms packing hurricane-force winds lashed France yesterday, leaving one person dead and several injured, cutting power to 300,000 homes and disrupting international flights.The victim, a man in his fifties, was struck dead on a busy high street Paris's central 10th district, when the wind brought a billboard crashing down onto him, police said. Two other people were injured in the accident.At the top of the Eiffel Tower, wind speeds hit 137kmph, prompting Paris City Hall to close down all parks, cemeteries and ice rinks and advise people to stay indoors if possible.At Paris's main international airport Charles de Gaulle a dozen flights, from San Francisco, Bologna, Madrid and Geneva were rerouted to other French airport, Brussels and London.

Forest fires cause bedlam in Australia

Soldiers have been called up to bolster a mostly volunteer firefighting force of almost 3,000, including a contingent from New Zealand. Smaller fires that have already burned 170,000 hectares of forest began linking up into a monster fire that Victorian Premier Steve Bracks said could exhaust even the massive resources in
place to fight it. This is going to be probably one of the worst fire periods we have seen in Victoria in the history of this state,Bracks said. Probably the only comparable time would go back to 1939, Black Friday, when we saw a similar fire activity go through the alpine area and go through to the coast as well.

The Black Friday fires blackened 2 million hectares of forest and killed 71 people.

Firefighters backed up by water-bombing aircraft are trying to hold off a 150-kilometre fire front that authorities fear could engulf 600,000 hectares of forests and farms in alpine country. With rugged terrain making firefighting very difficult, some residents have left their properties to whatever fate may bring.I think really there is not a lot of point staying, said a Maffra West resident, identified only as Debbie by national broadcaster ABC. I really don't expect the brigade to be able to get up here and defend our property.

Authorities urged those without experience to flee the fire front and those whose properties were in danger to prepare their defences. If people are going to stay and defend, that's fine, but if people are unsure and not prepared, well then, they need to be making that decision now and leaving, fire manager Peter Farrell said. In Woods Point, half the town's 40 residents have left. The rest, along with a similar number of firefighters, have stayed to try to save their houses.

If the fire overruns the Woods Point containment lines, the contingency plan is to shelter in an abandoned gold mine until the fire has passed overhead. The shaft has been fitted with oxygen, food, water and other supplies. Farrell said that dense smoke was making it difficult for pilots to spot the precise location of fires. Visibility is down to a few hundred metres, rendering Water-bombing a hit-and-miss affair.Typically, forest fires rage during the southern hemisphere summer, peaking in December, January and February. Hamas-led government wlll not recognize Israel, Haniyeh vows

Bush, Blair Agree Mideast Peace Needs Arab-Israeli Pact

Blackanthem Military News, WASHINGTON, D.C. – There has to be peace between Israel and the Palestinians as part of a greater solution in the Middle East, President Bush and British Prime Minister Tony Blair said during a White House news conference this morning. Blair will soon travel to the region to work on bringing Israel and the Palestinian state forward, he said. Democracy in the Middle East is a threat to insurgents and terrorists in the region, Bush said. One of the reasons why there hasn't been instant success is because radicals and extremists are trying to stop the advance of a Palestinian state, he said. Why? Because democracy is a defeat for them. The U.S. and British goal is to strengthen the government of Palestinian President Mahmoud Abbas and strengthen the Palestinian Authority's security forces. Now the fundamental question is, can we help the moderates prevail?

Bush said. And make no mistake about it, radicals and extremists will kill in order to stop the progress, and ... that's what's difficult. But it should be a signal to those of us who have got the comfort of liberty to understand the consequences of this ideological struggle we're fighting. One of the consequences is the denial of a Palestinian state, which is ironic, isn't it? I think it is, and it's sad. Before the parties can reach a peaceful resolution, Blair said, those holding Israeli Cpl. Gilad Shalit must release him. Palestinian militants abducted Shalit through an underground tunnel into Israel on June 25. Two Israeli soldiers were killed and four others wounded in the attack. His captors have since confirmed he is alive. Shalit's safe return would allow Israeli Prime Minister Ehud Olmert to release many Palestinian prisoners, Blair said. We are prepared to take the peace process forward and get into a process of negotiation, but we need a government on both sides that is committed to the basic principles of that negotiation. The current Hamas government will not form a national unity government on the Palestinian side. Hamas does not recognize Israel's right to exist, Blair said. That's the difficulty, he said. It's not a kind of technical point. It's absolutely at the heart of it. If all sides take this very basic position, Blair said, you could move this forward quickly. I don't think there's any doubt at all that if you could get an empowered Palestinian government able to negotiate, Israel has made it clear it is prepared to negotiate, he said. I'm not saying there aren't very tricky issues there are things like Jerusalem, the right of return, which are very difficult. But actually, it's not beyond our wit to put it together. We could put it together. But you need to get these initial steps taken.

Arab League chief calls for re-launching Mideast peace process

Arab League (AL) Secretary General Amr Moussa has called for re-launching the Mideast peace process with a timescale, saying that the Mideast peace process is still moribund, Egypt's MENA news agency reported on Friday.

Moussa made the call at a forum at the Washington-based Center for Strategic and International Studies that was also attended by Arab and foreign ambassadors and intellectuals, MENA said. At the occasion, the AL chief noted that the Arab world is passing through a very sensitive stage full of fateful issues and the Arab-Israeli conflict would determine the direction of the Mideast peace process. The U.S. administration still has time to correct its policies in Iraq, in particular, and in the Mideast, in general, Moussa said, while warning of the tense situation in Lebanon Talking on a recent report released by the U.S. bipartisan Iraq Study Group (ISG), or the Baker-Hamilton commission, Moussa lauded its recommendation for talks with Iran and Syria on the situation in Iraq, asserting that isolating any country would not resolve any problem.

He called for holding an Iraqi national reconciliation conference in Baghdad within four months. On the Palestine issue, Moussa held that there was a chance for forming a national unity government in the territories as the current governing Islamic Resistance Movement (Hamas) approved establishing a Palestinian state along the 1967 borders while the Israeli side has said that it was ready to accept the Arab peace initiative floated by the Beirut Summit. Europeans Limit Scope of Iran Nuclear Resolution

UNITED NATIONS, Dec. 8 Europeans produced a revised draft of a Security Council resolution on Iran on Friday, and said they would formally introduce it on Monday in the hope of obtaining a speedy vote on much-delayed action to curb Tehran’s nuclear program.The text was drawn up after weeks of meetings in European capitals among the three nations drafting the measure, Britain, France and Germany, in consultation with the United States. It is aimed at meeting persistent objections from China and Russia.

The revised language narrows the scope of prohibition and punishment to activities that are clearly associated with making a nuclear weapon. Iran has argued that it is pursuing nuclear power for peaceful purposes, while the United States and the Europeans have contended that Iran’s real purpose is to build bombs.It also removes restrictions in earlier drafts on the construction, supplying and operation of an $800 million light-water reactor that Russia is building at Bushehr in southern Iran.

Iran ignored an Aug. 31 United Nations deadline to suspend uranium enrichment, which can produce fuel for both nuclear plants and weapons. Since then, the United States and the Europeans have been pressing for sanctions, but China and Russia have stalled action, saying broad punishment would be counterproductive.Iran has said that a sanctions resolution would be a threat to its national security. The proposed sanctions still include travel restrictions, an asset freeze and bans on providing nuclear program goods, but in the new text they are now more focused on people and material linked to suspected weapons-building activities.

The new text has two goals, said one European diplomat involved in its preparation. First, to keep it firm I think it is a strong text and at the same time to have the Chinese and Russians on board.A second European diplomat was asked whether the Europeans planned to drive the matter to a vote, even if China and Russia, both veto-bearing permanent members, continued to object or threatened to abstain. The intention and the wish is to remain unified and get this agreed, he said.But it is three months since Iran ignored the deadline, and we are not saying unanimity at any price.

Neither diplomat would speak on the record before the text was officially presented to the members of the Council. In Washington, Sean McCormack, the State Department spokesman, said that he sensed that the differences over the resolution were starting to narrow.

CAIRO, Egypt - The slain terror leader Abu Musab al-Zarqawi purportedly believed that Iraq's Shiite Muslims were more dangerous than U.S. forces and more evil than dictator Saddam Hussein, according to a posthumous interview published Friday on the Internet. The 33-page interview, conducted sometime before a U.S. fighter bomber killed the former al-Qaida in Iraq leader in June, could not be immediately authenticated. It was posted on a Web site known to be a clearing-house for al-Qaida material.The posting, which comes amid ongoing sectarian violence in Iraq, said the interview had been kept in al-Qaida's archive but did not explain why the terror group had decided to release it six months after his death.In the interview, al-Zarqawi is quoted as saying the leader of Iraq's Shiites, Grand Ayatollah Ali al-Sistani, is a satan who publicly tells Shiites to stay above the violence but secretly tells them to attack.

Al-Sistani has ordered his followers not to fight the Americans ... and yet they hit Sunnis with assassinations, forcing them to flee their homes and attacking their mosques, said al-Zarqawi, a Sunni from Jordan. For us, the Shiites are far more dangerous than the Americans.The mass graves that Saddam perpetrated, and all his other crimes over the past decades, do not amount to one-tenth of what the Shiites have done in the last three years, al-Zarqawi is quoted as saying.Earlier this week, a bipartisan commission in the United States warned the situation in Iraq is grave and deteriorating" and recommended fundamentally different U.S. policies to combat the sectarian violence roiling the country.The Iraq Study Group report also concluded that al-Qaida in Iraq is now largely made up of Sunni Arabs. In the interview, Al-Zarqawi condemns the attacks of Iraq's Shiite Muslim militiamen on the country's Sunni Muslim community. Yet it was al-Zarqawi who had fomented Shiite-Sunni strife as the best way to scuttle the U.S. plans to rebuild Iraq as a democratic state after Saddam's overthrow.Al-Zarqawi, whose real name was Ahmad Fadhil Nazzal al-Khalayleh, was responsible for the most vicious of the wave of attacks that occurred in the first years of the Iraqi insurgency. He is believed to have personally beheaded at least two American hostages. Ariane sends satellites to orbit

The Ariane rocket took off from French Guiana The European heavy-lift rocket Ariane 5 has been launched from French Guiana to put two satellites into orbit. One of the satellites, WildBlue, will provide broadband internet access to rural areas of the US and Canada. The second, from telecoms company SES Americom will provide communications to the US and western hemisphere.

The launch, the 30th for the Ariane rocket, was the final one of the year from the European Kourou launch pad off in French Guiana. The rocket launched on schedule at 1908 local time (2208 GMT). The WildBlue satellite was released 27 minutes after take-off, five minutes ahead of the SES American satellite, AMC-18. The Ariane launch was the 174th mission since the European space consortium, Arianespace, was formed in 1980.

Ebola kills over 5,000 gorillas

Scientists fear Ebola and hunting combined could wipe out gorillas.More than 5,000 gorillas may have died in recent outbreaks of the Ebola virus in central Africa, a study says. Scientists warn that, coupled with the commercial hunting of gorillas, it may be enough to push them to extinction. The study, published in the US journal Science, looked at gorilla colonies in Republic of Congo and Gabon. Ebola is also blamed for many chimpanzee deaths. One of the most virulent viruses known, Ebola has killed more than 1,000 people since it was first recorded in 1976. Ebola causes viral haemorrhagic fever - massive internal and external bleeding - which can kill up to 90% of those infected. Scientists are still working on a vaccine and there is no known cure.

The latest study, carried out by an international team, has confirmed previous concerns about how badly the virus is affecting gorillas.

The researchers, led by Magdalena Bermejo of the University of Barcelona, focused on western gorillas, one of two gorilla species. The other is the eastern gorilla. In 2002 and 2003, several outbreaks of Ebola flared up in human populations in Gabon and Congo. The researchers found a massive die-off in gorillas in Congo's Lossi Sanctuary between 2002 and 2004.

The Lossi outbreak killed about as many gorillas as survive in the entire eastern gorilla species, the study says. The researchers concluded that the apes were not only infected by other species, such as fruit bats, but were also transmitting the virus among themselves. Ebola was passing from group to group of the endangered animals, they found, and appeared to be spreading faster than in humans. Outbreaks of the disease in humans have sometimes been traced to the bushmeat trade. According to World Health Organization figures, Ebola killed 1,200 people between the first recorded human outbreak in 1976 and 2004.

Microchip Implants Vs Cash - The Race Is On

Shoppers could soon pay for goods using a microchip implanted under the skin, according to a report in The Times newspaper recently. Mal FletcherThe idea, says the report, is already catching on with today's iPod generation, with one study showing that one in 10 teenagers and one in 20 adults already willing to have a microchip implanted to pay shop bills and help to prevent identity fraud.

The VIP Baja Beach Club in Barcelona already uses implanted human body chips to identify its exclusive clientele ostensibly because wearing bikinis and shorts leaves nowhere to carry wallets and purses. Members use the chip to gain access and to pay for services. Made by the VeriChip Corporation, the chip is a glass capsule which sits under the skin. It carries a ten-digit personal number that can be linked to a person's bank account. For decades, certain prophets of our time both Christian and secular have warned that we're rapidly moving into a dangerously uncertain, cashless world.

For centuries, cash money ruled the world: a world where most people traded on a local scale and where nation-states could govern their own economies and produce their own currencies. Today's world is very different. International trading pacts drive macro economies and everything is linked to everything else all across the globe. A financial sneeze in one major trading centre can cause whole nations to catch cold on the other side of the world.

To serve this new economic landscape, we've invented digital alternatives to cash.

The first step in the move toward a digital economy was the introduction of the now ubiquitous credit card. The process took a giant leap forward, though, when computer chips were added to those cards. Meanwhile, the mobile phone market offered hungry
companies a hot new way to offer digital cash services. Phones have three great advantages over cards. They have keys; they have transmitters; and they have enough memory and power to handle big processors and software for encryption and accounting. The mobile phone is an amazing banking technology, because it's so convenient for the user. The big new developments in the digital cash world are driven by tools such as Radio Frequency ID tags (RFIDs for short).Each one of these tiny devices is basically a radio barcode. It's smaller than a grain of sand, yet it contains hardware, software, permanent memory, an operating system, and the ability to write and receive data. It transmits over small distances using short bursts of electromagnetic radiation and its built-in power generators could last up to 100 years. Yes, digital money has the advantage of being able to handle large transactions instantly, even over long distances, but using it requires complex electronic systems. Transactions are not anonymous; they can be traced back to the user. What's more, several studies have shown that when people with credit card debt are confronted with their spending in terms of cold, hard cash, they are shocked. They've never been able to weigh their spending against their earnings while money is nothing more than numbers on a screen. It's only when they feel the cash in hand that they're able to attribute value to their earnings and their spending. There are even bigger human issues at stake, though; issues as fundamental as freedom.

Despite the relative merits of digital money, it's not hard to imagine how bankers and others are using it to slowly eliminate cash altogether.

Twenty years ago, that would have sounded far-fetched, but not any more. Multi-national companies are building global networks of interconnected computerdatabases. That's the reason we can bank, buy, receive social benefits and even pay our taxes electronically. Real money is being replaced with virtual money and this may very well be sowing the seeds of eventual electronic enslavement. Our reliance on cards is actually a reliance on chips and it is already leading to unacceptable invasions of privacy. As we grow more and more familiar with a microchip culture, the easier it gets for someone to centralise all the information contained on our cards. One chip can easily contain all the relevant information about our health, banking details, buying habits, voting preferences and so on. The technology is already in place what's missing is the public acceptance.

Once money becomes nothing more than numbers on a screen, our material wealth can easily be manipulated by other people. Yes, cash can be stolen, but when it is, fraudsters can't use it to steal your identity as well - as they can with cards. Stealing your cash does not give thieves access to personal information about you.And the drive for a cashless society may well lead to sinister attempts to control individuals and even entire populations. Already, miniature chip technologies are being used to turn us into an extension of our bank accounts - in a world where numbers, not individuals, rule. Cash, though far from a perfect means of trade, equals freedom. If cash is eliminated, or downgraded even further, the stage is set for companies, national governments or even global bodies to monitor and manipulate our behaviour.
