PADANG, Philippines /Rescuers scouring mountain villages buried under mud and boulders loosened by a powerful typhoon discovered more bodies Saturday, raising the death total to more than 300, with another 300 missing.
Officials fear the number of those killed by Typhoon Durian will rise as rescue operations continue in devastated villages on the slopes of the Mayon volcano, 210 miles southeast of Manila in the northern Philippines.The first funerals were carried out Saturday evening as bodies rapidly decomposed in the tropical heat.The Disaster Coordinating Council of worst-hit Albay province reported 285 dead, including 165 in the town of Guinobatan, swamped by floodwaters in the Mayon volcano's foothills. At least 66 people were reported dead in three towns on Mayon's slopes.
Another 300 people were missing, and the storm affected 800,000 people, officials said. Yesterday's major winter storm produced a wide range of wild weather across the country. Heavy snow, totaling over a foot in some areas, significant accumulations of snow and ice, heavy rain and flooding, strong winds, and damaging thunderstorms all impacted a large part of the country. With over fifty severe weather reports and one reported tornado, yesterday was the worst severe weather outbreak in the Northeast during the month of December; in terms of severe weather reports. Records for severe weather reports go back to 1955.
Two F1 tornados were confirmed in Pennsylvania on Friday. One F1 in Greensburg, PA located in Westmoreland County, which is about 25 miles ESE of downtown Pittsburgh. The other F1 occurred near Halifax, PA in Dauphin County. These are the first recorded tornados in Pennsylvania in December since records have been kept dating back to 1950. Today, that storm system is moving quickly north into southeast Canada. Gusty winds will remain over the New England states into this afternoon, where sustained winds of 15 to 25 mph, with gusts of 35 to 45 mph will still be common.
These winds should diminish later tonight. As winds flow from west to east across Lake Erie and Ontario, and colder air filters across the lakes, lake effect snow showers and squalls will develop today, into tonight. Winds will be most favorable for heavy lake effect snow accumulations in the snow belts east of Lake Ontario in western New York where 3 to 6 inches could accumulate, as well as over the northern Great Lakes where as much as a foot could fall.
Bitter wind chills of 15 to 25 below zero will be common across the northern Plains, spreading into the Upper Midwest today, as a cold front brings a reinforcing surge of cold air, as well as strong gusty winds. Winds over these areas may gust as high as 40 mph at times. Offshore winds in Southern California will continue to increase this weekend due to a building high-pressure system moving down along the Rocky Mountains. The dry, warm Santa Ana winds will gust between 15-25mph around the coasts with gusts in excess of 50+ mph in the canyons and passes. Red flag warnings are also posted for high fire danger.
Sunday into Monday, the focus will shift to a possible quick moving coastal storm, which could impact parts of the east. The cold front that brought all the cold air today will be the focus for a wave of low pressure to develop off the southeast coast on Sunday.
This will spread showers back into parts of the Southeast coastal areas. This low pressure will then track quickly northeast, east of the coast, to a position off the New England area by Monday morning. At the same time the storm system will rapidly strengthen, which will result in rain and snow increasing across coastal areas of the New England states Sunday night into early Monday. There will be some potential for accumulations of snow, but given the fast movement of the storm, amounts will be limited. Winds may also become an issue along coastal areas, as the storm rapidly strengths. This will be a difficult forecast, as any slight change in the track and intensity of this coastal storm, could greatly alter the forecast. Meteorite yields life origin clue DEC 03,06
Meteorite fragments were recovered from the frozen Tagish Lake Hollow spheres found in a primordial meteorite could yield clues to the origin of life on Earth. Scientists say that bubbles like those in the Tagish Lake meteorite may have helped along chemical processes important for the emergence of life. The globules could also be older than our Solar System their chemistry suggests they formed at about -260C, near absolute zero. Details of the work by Nasa scientists are published in the journal Science.
Analysis of the bubbles shows they arrived on Earth in the meteorite and are not terrestrial contaminants. These hollow spheres could have provided a protective envelope for the raw organic molecules needed for life.
Dr Lindsay Keller of Nasa's Johnson Space Center (JSC) in Houston, Texas, told BBC News that some scientists believed such structures were a step in the right direction to making a cell wall. But he emphasised that the globules in Tagish Lake were in no way equivalent to a cell. The hollow spheres seem to be empty, but they do have organic molecules on their surfaces. Mike Zolensky, a Nasa mineralogist, commented: If, as we suspect, this type of meteorite has been falling on to Earth throughout its entire history, then the Earth was seeded with these organic globules at the same time life was first forming here. Co-author Keiko Nakamura-Messenger of JSC told BBC News: We reported only 26 globules in this paper, because they are small and hard to analyse. But we have seen hundreds in a small area. We can estimate that there are billions of them in this meteorite. The ratios of different forms, or isotopes, of the elements hydrogen and nitrogen in the meteorite are very unusual, which suggests the structures did not come from Earth, say the scientists.
The isotopic ratios in these globules show that they formed at temperatures of about -260C, near absolute zero, said co-author Scott Messenger, also from Johnson Space Center. The organic molecules most likely originated in the cold molecular cloud that gave birth to our Solar System, or at the outermost reaches of the early Solar System. The Tagish Lake meteorite was collected immediately after its fall over Canada in 2000. It has been maintained in a frozen state, minimising the potential for terrestrial contamination.

Stephen Hawking wants humans to escape EarthMankind will need to leave planet Earth to ensure the long-term survival of the species, theoretical physicist Professor Stephen Hawking warned today.
Prof Hawking said that space-rockets propelled by the kind of matter/antimatter annihilation technology used in Star Trek would be needed to colonise hospitable planets orbiting other stars.And he disclosed his own ambition to go into space, and appealed to Virgin tycoon Sir Richard Branson who is planning a space tourism venture to make his dream come true. Liberal Christians Going Head-to-Head with Conservative Christians

(CNSNews.com) - Progressive (liberal) Christian groups, attempting to dilute the political influence of their conservative brethren, are speaking up when conservative Christian leaders speak out.The most recent example came on Wednesday, a week after Dr. James Dobson, the founder and chairman of Focus on the Family, discussed faith, sexuality and liberalism on CNN's Larry King Live.
The Institute for Progressive Christianity -- a new group -- accused Dobson of making highly inaccurate statements and crackpot assertions during his conversation with Larry King.In a lengthy news release on Wednesday, the IPC rebutted Dobson's comments one by one. But it's not so much what the liberal Christians are saying -- it's that they're saying it at all. Until now, conservative Christian leaders have been largely ignored by liberal groups and the mainstream media, except in cases where their controversial statements are held up for condemnation and ridicule.
Point, counterpoint
The Institute for Progressive Christianity describes itself as a think tank comprising mainstream liberal Christians. On Wednesday, it took exception to Dobson's remarks that liberals are often those who have no value system and who embrace moral relativism. The group also attacked Dobson's beliefs on homosexuality. (Dobson rejected the notion that homosexuals are born that way and have no choice in the matter. He said he believes it's a developmental disorder.)The IPC also took issue with Dobson's serious misstatement on the separation of church and state.As Dobson told Larry King, the so-called separation of church and state is not found in the U.S. Constitution.The only place where the so-called 'wall of separation was mentioned was in a letter written by Jefferson to a friend, Dobson said. It has been picked up and made to be something it was never intended to be. What it has become is that the government is protected from the church, instead of the other way around, which is that church was designed to be protected from the government.
The IPC argued that Dobson's comments are not supported by history. While it is true that the phrase 'separation of church and state is not found in the Constitution or the First Amendment, the concept was well understood by the leading thinkers of the time, IPC Director Frank Cocozzelli said.He added that Jefferson's letter is considered by historians, legal scholars and the U.S. Supreme Court to be Jefferson's definitive statement on the meaning of the Establishment Clause of the First Amendment.Many conservatives, however, disagree with those interpretations.

Iran's Growing Array Of Missiles

With missiles that can reach every corner of the Middle East and survive preemptive strikes, Iran is already the major missile power of the region, at least in theory, said a former head of Israel's missile defense program. No other country in the world ... comes close to Iran in the number and variety of ballistic missiles in development or already deployed, Uzi Rubin wrote in a study published by the Institute for National Security Studies.And yet, some of those missiles effectiveness is questionable, he noted.Rubin based his study on published materials but his background from 1991 to 1999 he was the Arrow anti-ballistic missile program manager enables him to better analyze those reports.He wrote that most of the missiles designed to control the sea, land, and air near Iran show Chinese and Russian pedigree. The Raad, apparently an advanced version of the Chinese Silkworm, is a shore based anti-ship missile whose range should be sufficient to bloc the Persian Gulf at its widest point.
The Zelzal, which originally hails from China, is intended to hit hostile troops concentrated some 125 miles away. Other programs are externally similar to the old Soviet Strela, and anti-tank missiles.During naval exercises, in April 2006, Iran unveiled a rocket propelled underwater projectile and a flying boat. However, A cursory examination of the video images revealed them to be 1960s vintage Soviet technologies that Russian companies are marketing, Apparently with no great success.Iran's Shahab family of ballistic missiles shares the heritage, propulsion technology and general layout of the Soviet R11 missiles of the 1950s, also known as the Scuds. Gradually it has been increasing its missiles' ranges and they are, an indispensable complement to its nuclear ambitions, according to Rubin.Iran bought Scud B and Scud C missiles with their launchers and production lines, dubbed them Shahab 1 and 2, and manufactured them in considerable quantities, Rubin noted.
That program was initially designed to counter the Iraqi threat. Eventually Iran amended its threat perception. It sought to dissuade Saudi Arabia from hosting U.S. forces, and if the U.S. attacked planned to strike at Israel.Hence the Shahab 3. It is, a very close relative, if not a full fledged clone of the North Korean mysterious No Dong, wrote Rubin.In 2004, Iran tested an extended version of the Shahab 3. It is a longer missile, its internal design seems to have been significantly modified, and it carries the telltale signs of Soviet-style missile engineering.After that test the Iranians said their missiles have a range of about 1,250 miles.With them, Every major city and military installation between the western shores of Turkey and the eastern border of Pakistan and between the Black Sea in the north and the southern narrows of the Red Sea are within range, Rubin noted.
Moreover, it can hit any point in the Middle East from fixed sites deep inside Iran. It can deploy the missiles from well-protected silos survivable against preemption.Only 10 Shahab 3 flight tests were conducted between July 1998, when it was first tried, and May 2006.This is a remarkably low number for what is surely a strategic weapon for Iran. About half those tests ended in total or partial failure, Rubin said.By Western standards the Shahab 3 would not yet be considered operational. It would not be mass-produced. However, Iranians seem to think that if the design works once or twice, they are ready to take the chance that it will work in the battlefield too.There should be no doubt that in case of conflict, Iran will launch Shahab 3 missiles regardless of their flight test record, and that some of them will reach their destinations, Rubin stressed.Last year Iran's then-Defense Minister Ali Shamkhani elaborately extolled solid propellant rocketry and alluded to a twin-engine missile; Rubin inferred that Iran is engaged in developing a multi-stage strategic range ballistic missile.
He told United Press International he believes Iran's intelligence was behind the theft of KH55 (Kent) cruise missiles in the Ukraine. The plane that flew them out belonged to a company whose address was a Tehran mailbox.The theft ... will serve for the development of an indigenous version of a strategic cruise missile, he maintained.
According to Israeli intelligence, and a German account, a BM 25 missile, with a range of roughly 1,500 to 2,200 miles, was transferred from North Korea to Iran.But the Iranians do not need such a missile to hit targets in the Middle East. The Shahab 3's range is sufficient for that. It should, however, concern the Europeans since it could reach central Europe.Iran is also developing satellites. Its achievements have been relatively meager, according to Rubin, but its statements and disclosures about that program suggest it is picking up speed.
Any suitably modified SLV (Space Launch Vehicle) can serve as an ICBM (Inter-Continental Ballistic Missile), Rubin noted.All indications are that Iran's missile and space programs have suffered from deficiencies in leadership and resources ... The disparate programs are making headway, but in a somewhat chaotic manner, he wrote.Nevertheless, Iran's missile and space programs are no paper tigers.At the rate they are going, Iranian missiles will dominate the entire continent of Europe by the end of this decade. Once they perfect their workhorse SLV, their reach will become truly global, Rubin added.Source: United Press International

As Germany prepares to take over the twin presidencies of the G8 and the EU, Matthew Tempest meets the German ambassador to the UK, Wolfgang Ischinger, to discuss his country's priorities

Matthew Tempest: Although Frau Merkel herself is a relatively recent leader in Europe, by a strange twist of fate she will be one of the most experienced leaders of the major countries because of the departure of France's president Chirac [in May 2007] and possibly prime minister Tony Blair during the first six months of next year...Wolfgang Ischinger:Yes, that's right. There are high expectations associated with the double presidency, which we will be taking up in just a few weeks. I happen to believe that Germany is actually well prepared at the end of 2006 to tackle this job because this because the performance of Germany as the biggest economy within the European Union has been really quite strikingly good over the past couple of months.
Certainly, if one compares where we are today with where we were a year ago the outlook is solid and good and bright. Germany has the best economic growth prospects currently of all the G7 countries - higher, even, than the United States and about at the same level as the United Kingdom. So we are tackling this presidency from a relatively solid and good basis and outlook as far as economic outlook is concerned. I'm very impressed, sometimes a bit intimidated [by] the extremely high expectation associated with the German presidency. People seem to expect that we will perform miracles. We'll do our best to do that but I'm not sure we can fulfil all these wishes!
MT: Well that was the point of my question in a way - with the departure of two major leaders - president Chirac and probably Mr Blair - does that not make it difficult to achieve progress both within the EU and the G8 when there are changes of leadership within two of the most significant economies?
WI: Yes - and no. Obviously, there are some issues which will come up towards the end of our presidency where it would be highly desirable if you had a firmly established group of decision makers, but that's life in politics. You have change all the time. You have elections all the time. There's never a year where you there's not a change in some country.On the other hand, at least for the first
several months of our presidency we don't expect a change in any of the relevant countries so there will be time to sit together and to try to determine at least the general direction that we as the EU or we as the G8 will want to move forward as we conclude our presidency.But clearly you have a point. The changes that are associated with the presidential election in France and the changes that have been announced here in the United Kingdom certainly do not make it easier for the presidency in 2007
MT: What are chancellor Merkel's priorities? And I'm thinking particularly of the presidency of the EU, and the EU constitution.
WI: Domestically our first priority has been to re-establish better economic performance, better growth. That is also a very important objective internationally. In the G8 we will do our best to remind everyone in this group of nations that the original calling of the G7 was how best to move the world economy forward. In other words, the question of employment, the question of growth, the question of stability, the question of how best to confront the challenges of globalisation, including new issues such as energy and climate change, which will be very high on our agenda.In the EU these questions will also be important but there is, of course, also the other very serious challenge, namely how to take the future of Europe forward. The question of what to do about the constitutional process.
MT: The first day of 2007 will see Romania and Bulgaria officially join - then as we've seen today there's the complex state of the negotiation with Turkey. Germany will see the EU immediately become 27, and there's Croatia and Turkey in negotiations - does that mean Germany acknowledges there is some need to speed up decision making, be it a constitution or some other form of altering Brussels' rules?
WI: That is absolutely correct. We have long believed that we need to improve the decision-making processes of the European Union. Some of these decisions can be taken through simple decisions [sic], others require treaty changes and that is why my government does believe and continues to believe that a serious effort should be made not only during the German presidency but during our succeeding presidencies to identify the room for a consensus solution of the problem that was created by the fact that the existing paper was rejected in two of the member states. We'll do our best to identify the consensus areas.
MT: When you use the word consensus, will part of that be not calling it a constitution - because that was an extremely unpopular concept in the UK, at least?
WI: At this point, at the beginning of our presidency, which has not even begun, it would be foolish for me to present views on what exactly we would like to do. Germany will start our presidency in what we call listening mode.We will want all our partners, including the United Kingdom, to tell us what is possible and desirable. And we will figure out if and how it's possible to draw it all together
and hopefully at the end of our presidency make a proposal how to take the issue forward.But, clearly, once again, Germany remains committed to the constitutional process - whether you want to call it a constitution or not is in my view a question of presentation. The important thing is the substance of it, and we believe the substance of it is very important - and remains important.
MT: How are UK-German relations in general at the moment? - I'm thinking particularly of the new Conservative leader David Cameron's pledge to pull out of the centre-right EPP grouping in Brussels that chancellor Merkel and her Christian Democrats are staunch members of.
WI: Well, let me say that the relationship between Germany and the UK is a very good one, and such a solid one that as an ambassador I have not found it important for my work to worry a lot about bilateral issues.
Our relationship is so solid that we can spend most our time worrying together about issues related to third countries, about Iran, about our relationship with Russia, about the Middle East, climate change and so on and so forth. Having said that, it is of course very important for us that all of us participate actively in the European parliament because that is an important element of the European construction. But I think you've mentioned yourself that we are talking about issues that are a couple of years away - and I'm not going to speculate today about what will happen and what might not happen in two or in three years' time. For the moment as we begin the presidency, I can only say we are impressed with the intensity of the collateral discussions, at various levels, including between the parties involved, the political parties of left and right, and our relationship is very good. I'm proud to serve in a country with which we have such a close relationship.
MT: Does that close relationship extend to carrying on the priorities that Tony Blair and Gordon Brown annunciated when Britain had the joint chair of the EU, which was namely climate change and Africa - will chancellor Merkel put the same focus on those two massive global issues or does she have other issues she wants to focus on?
WI: She certainly will. We have already publicly announced that both of these important agenda items which were taken forward under the British presidency last year, will remain important items on our agenda next year. That's certainly true for Africa and it is certainly true for climate change.We have been very impressed by the recent report put out by Nicholas Stern on the economic aspects of climate change. The British foreign secretary gave a very important speech (I heard her mention she thought it was her most important speech so far). She gave that speech in Berlin, and on questions of climate change.And once again I'm impressed with the high expectations that came out of that speech with regard to the issue of environmental concerns and climate policy during our presidency. And we will certainly want to do that.Don't forget that chancellor Merkel was herself in the 1990s for quite a while German minister in charge of environmental questions. She negotiated on behalf of the German government the Kyoto agreement. So she knows more about these issues than most politicians.
MT: One issue though that perhaps divides Britain and German is Germany's focus on hedge funds, and how you want to tackle the German concern over hedge funds during the EU/G8 presidency. What is particularly Germany's anxiety about hedge funds?
WI: I wouldn't speak of anxieties. But yes it's true that we have given some thought to a number of issues related to financial regulation. One question that we are actively considering with our British counterparts is the question of possible measure that would simplify the regulatory framework across the Atlantic.We have a different set of regulations, for example for corporate auditing in the United States and the EU - can this be simplified in the interest of the companies and transparency.One other question is the question of oversight. Is there a way to increase the transparency, the scope, of the hedge fund industry.I'm sure there will be different views on that from within the hedge fund industry and from various governments. Again we will be listening and trying to find proposals that meet the expectations of all the participants in this game. But one should not be thinking that the Germans are now trying to make life more complicated and come up with yet another wave of overregulation. That is absolutely not what we are trying to do. On the contrary, as far as the EU is concerned during our presidency is to work towards better regulation, towards less over-regulation and we find ourselves in perfect agreement on that with the government of the United Kingdom.
MT: You mention there the transatlantic relationship. One of the themes of the speculation running up to next year is that chancellor Merkel would like some form of free trade agreement between North America and the EU - is that a realistic prospect?
WI: I suppose if you define it as a free trade agreement it may not be a very realistic prospect. But that is not actually what has been said or proposed within the German government. What has been proposed was the question that I referred to a minute ago, namely can we identify areas where in the transatlantic relationship, regulatory difficulties could be overcome; could be simplified. That is essentially the thrust of this activity and I've been very interested to see that after some hesitation there have been more and more comments from the other side of the Atlantic on this interesting point. Most people believe that in the transatlantic business arena, the most important thing is trade. Trade is actually not so important. It is not controversial and its significance politically speaking is relatively small. What really matters are investment flows. Money going from Europe to America, or back - capital markets, and equity investment, etc. That's where we should focus and that's what we want to do, namely to simplify transactions and simplify corporate oversight activities, auditing rules, etc. That, if we could make a step forward, would actually benefit both sides of the Atlantic and would also be a political symbol of the close relationship that we all want to have and demonstrate across the Atlantic after some years of rather divisive transatlanic...
MT: That was my next question. It was apparent to all observers that Gerhard Schröder and president Bush fell out over the Iraq war - the chancellor didn't have particularly kind words for president Bush in his autobiography. I was wondering to what extent chancellor Merkel has rebuilt bridges with the US?
WI: Well, let me put it this way. Yes there was a significant burden on the German-US relationship because of the disagreement over Iraq but that dispute has been settled for two or more years, when chancellor Schröder and president Bush agreed that they should not quarrel over who was right and who was wrong, but we should now together look forward and deal with the situation in the Middle East and Afghanistan together.But to come back to your question, after Mrs Merkel came to power a year ago, yes, the first meetings between the new German chancellor and the president have produced a very good relationship at the personal level and have also led to an intensification of the official relationship in a number of areas. So it is absolutely correct to speak of a revitalised German/American relationship and I'm particularly happy about that because I of course came from Washington after five years that had highs and lows!
MT: Two big international issues, finally. Firstly, the issue of Turkey, whose negotiations are in big trouble with the EU. And secondly a G8 question, regarding the quartet and the Middle East peace process. What are chancellor Merkel's ideas or proposals on forward movement on both those issues?
WI: On Turkey, we were hoping very, very much that before we even start our presidency the current difficulties in the EU/Turkey accession negotiations could be overcome under the very capable leadership of the current Finnish presidency. It looks, right now, as if that is going to be very difficult for the time being. It may therefore be the case that this issue will land on the desk of the German presidency and I'm will be very frank and admit that we are not happy having to deal with it. We were hoping that a solution could be found.
My government has, like the rest of the EU, supported the beginning of accession negotiations with Turkey a year ago and we remain committed to this agreement but we also remain committed to the idea that both sides need to fulfil their commitments. It's not only the EU which must honour its commitment to conduct negotiations it's also Turkey which should honour commitments entered into including the so-called Anakara protocol, and we do hope that, if not before January 1 2007, hopefully within a very short time after that a compromise could be found and full speed negotiations between the EU and Turkey resumed.
MT: And, even more difficult, the question of the Middle East. Israel, Palestine and Lebanon, which, potentially, the G8 could have great influence over?
WI: Well, as they... everything is connected to everything else.That seems to be particularly true in the broader Middle East - the Arab/Israeli dispute, the question of the role of Syria, the negotiating situation with Iran on the nuclear question and, of course, the situation in Iraq and Afghanistan.The German view is, and has been, and will continue to be that the highest possible priority should be given in this overall context to the unresolved Arab-Israeli situation. And we have been among those who have argued for an even more active engagement of the Quartet. For raising our level of activity as a group as the quartet to the maximum extent possible. It is good that there have been recent signs of reaching out between Israel and the Palestinians and it is the hope of my government that we will be able to build on that and present a situation at the end of presidency where one can speak of a way forward towards the reestablishment of something that deserves to be called a peace process.
MT: But does Germany feel, because of its history, that its less well-placed to be critical of Israel?
WI:Germany certainly feels because of our history a particular commitment to the existence of Israel and to the right of the citizens of Israel to live in peace and without a threat from anywhere. That is clearly one commitment that we have accepted and which the current and former government have been very clear about.
That is also one of the reasons why we took a major step earlier this year and accepted to play a role in the Unifil peace keeping arrangement after the war between Israel and Lebanon in the summer and this is the first time, of course, that German troops - in this case naval forces - are active in an area which is directly connected to Israel and to its neighbours and so we have agreed to this emergency situation to take significantly greater responsibility along with other in helping to manage the security situation of the Middle East.
MT: One final question, in terms of peace negotiations... with Iran. Does Germany feel that that process was ultimately not a success?
WI: Well, obviously so far it has not been a success. But it has also not yet been a failure.In diplomacy, you only speak of failure if you have reached the end of the road and there is absolutely no way forward. We are currently still working on it.There is a process underway at the United Nations. There is a process at the Atomic Energy Organisation in Vienna, and we continue to be hopeful that a solution can be reached which will make it possible for Iran to demonstrate in a credible and verifiable form that it is not planning to build a military nuclear capacity. That's what its all about.Having said that, speaking on behalf of the German side I quite strongly feel that it would be extremely interesting in pursuing these negotiations further if the US could play an even more active role in it.And I follow with great interest suggestion from the United States about opening the doors a bit wider to direct and not only indirect discussions with Iran.Let's face it, even if some of us don't like it - and some of us really don't like it - Iran is now for a number of reasons probably the single most important country in that region. And that is why it is so important we negotiate with them and why in my view it would be highly desirable for the biggest partner in the west, the United States, would be capable of opening discussion with Iranian representatives directly.

DARAGA, Philippines (Reuters) Distraught survivors searched piles of bodies for the faces of their loved ones in the central Philippines on Saturday after landslides triggered by Typhoon Durian left hundreds dead. Durian moved into the South China Sea on Friday after affecting 800,000 people in the Philippines and was expected to weaken into a tropical storm before hitting Vietnam on Monday.Villages were engulfed on Thursday around Mount Mayon, an active volcano about 320 km (200 miles) south of Manila, when driving rain and winds of up to 225 kph (140 mph) dislodged tonnes of mud and boulders from the slopes.The governor of Albay province, the worst-hit area, said a wall of water 6 feet high crashed down the volcano.We lost everything, Fernando Gonzales told Reuters, adding 100 people had been killed by the torrent.The national disaster agency said a total of 303 people had died in eastern provinces, 285 in Albay alone. At least 293 people were missing.The toll was rising sharply as rescue workers, some using their bare hands, pulled corpses and body parts from the mud.

PILES OF CORPSES
Nearly 45,000 people were left homeless and entire communities isolated after power lines and phone links were knocked out and bridges washed away. Livelihoods were lost as fruit trees were uprooted and rice paddies destroyed.In the town of Daraga, bordering Mount Mayon, more than 50 bodies were stacked in front of an overflowing funeral parlor. The undertaker estimated there were around 150 corpses in all.
Photographs of the missing lined the town square. Men and women, many clutching handkerchiefs over their faces, searched for relatives among the dead.My siblings, my mother, they are gone. My niece is dead and at the plaza there are so many dead people, one woman sobbed.Villagers around Mayon thought they had escaped catastrophe in September when the volcano subsided after months of spewing lava and rocks, raising fears of a major eruption and forcing thousands of residents to evacuate.The debris left behind proved deadly when Durian struck. I was swept to sea. Big rocks were hitting me, Ramon Valderama, who lost his wife and son in the chaos, said on radio. I could only cry because I was helpless. Named after a pungent Asian fruit, Durian was the fourth typhoon to hit the Philippines in three months. Forecasters expect one more before the end of the year. In September, 213 people were killed when Typhoon Xangsane battered the north and center of the country, leaving millions without electricity or running water for days. Storms downed trees and hydro lines on Friday afternoon, leaving 50,000 people without power in Ontario, Hydro One reported.Environment Canada has issued freezing rain, snowfall and wind warnings for large swaths southern and central parts of the province as wicked wintry weather began sweeping across the province.Freezing rain warnings were in effect for most of southern Ontario Friday, with the exception of several pockets, including the city of Toronto.School buses in the Bancroft and Ottawa areas were kept off the roads Friday morning because of the freezing rain, and a number of police forces asked drivers to beware of black ice.By the afternoon, Ottawa police were reporting more than 15 intersections had been snarled with fallen branches, trees and hydro wires.
Snowfall warnings were posted on the Environment Canada website for some areas north of Toronto and throughout northeastern Ontario.The winter storm, which blew in from Indiana, is expected to hit many areas across central and northeastern Ontario with up to 25 centimetres of snow.Hydro One is working at restoring power.With files from the Canadian Press

More than 50,000 people across Ontario, from Georgian Bay to the fringes of Lake Ontario northeast of Toronto, were without power today as heavy winds, accompanied by freezing rain, pummelled the province. The country from Windsor through to Hamilton also experienced outages when hit by severe winds gusting up to 80 km/h. Many of the outages were caused by trees and branches falling onto power lines. In Toronto, there were no major reports of power outages or electrical problems created by the heavy rains that hammered the city all day today, according to Toronto Hydro spokesperson Tanya Bruckmueller. The GTA, especially in the northern regions, was put under a freezing rain warning by Environment Canada this morning as an intense weather system moved up from the United States. The U.S. midwest - Chicago, in particular - has hit by a snowstorm. In Toronto, the Don River became swollen and the city is monitoring conditions. The Don is higher than normal but we don't expect there will be a problem with the DVP, city spokesperson Steve Johnston said.
Last month, the city considered shutting the DVP and Bayview Extension when the Don River threatened to overflow its banks.
The sun actually broke out a little this afternoon, so we're monitoring the weather, Johnston said. The Toronto and Region Conservation Authority has sent out a high water safety bulletin and officials are warning people to keep children away from fast-flowing rivers and streams.The bulletin will be in effect until Saturday. The areas north and east of Toronto have been hammered by winds gusting up to 80 km/h with freezing rain and snow. We have over 50,000 customers without power, said Hydro One spokesperson Daffyd Roderick.Freezing rain and high winds are two things the distribution system just hates. Customers from Barrie and Penetanguishene through to Perth and Ottawa are all experiencing outages. We have been preparing for this all today (Friday) so we are staffed up,Roderick said. The most severe rain and wind is expected to lessen later this evening.

Northeast
Windy and much colder conditions will be left across the Mid-Atlantic and New England states in the wake of yesterday's major storm. Snow showers will also be on the increase, off the east sides of Lake Erie and Ontario, and portions of the Snow Belt could see a few inches of snow into tonight. Otherwise, dry, but cold conditions will dominate the area today. A weak storm system will move southeast across the Great Lakes Sunday into Monday, bringing a reinforcing shot of cold air and scattered snow showers. At the same time, a wave of low pressure will be developing off the east coast and quickly moving northeast. This may bring some rain, snow, and wind to eastern New England late Sunday, into Early Monday.
Midwest
Cold temperatures will remain over the Midwest into the weekend, in the wake of yesterday's major winter storm.
Areas with excessive snow or ice accumulations remaining on the ground, will see even colder temperatures. A series of weak weather disturbances will move southeast across the Upper Midwest and Great Lakes into the weekend, each bringing a reinforcing shot of cold air. With each system, snow showers will be enhanced near the lakes, perhaps leading to several inches over the Upper Lakes. Gusty winds will also accompany the disturbances, and that combining with the cold temperatures, will result in very low wind chills through the weekend.
South
High pressure will build across the southern states today, in the wake of the strong cold front which moved through yesterday. Much colder temperature will be felt across the entire south today. The only exception will be across central and southern Florida, which will remain south of the cold front. This will mean a continuation of warm temperatures for that area. A wave of low pressure will be
developing off the southeastern coast on Sunday, which will result in rain showers increasing over the Atlantic coastal areas of the south. These showers should end by Monday, as the low pressure quickly moves northeast. Meanwhile, much of the rest of the south will remain dry over the next few days.
West
The west will settle into a more tranquil period into the weekend, as high pressure builds across the area. This will result in cold temperatures remaining across the area. The only exceptions will be over the interior Rockies, where upslope flow will generate a few snow showers, and across southern California where gusty offshore winds will increase, bringing a higher fire threat to that area.

America, Not Keith Ellison, decides what book a congressman takes his oath on
By Dennis Prager - Tuesday, November 28, 2006 Keith Ellison, D-Minn., the first Muslim elected to the United States Congress, has announced that he will not take his oath of office on the Bible, but on the bible of Islam, the Koran. He should not be allowed to do so -- not because of any American hostility to the Koran, but because the act undermines American civilization. First, it is an act of hubris that perfectly exemplifies multiculturalist activism -- my culture trumps America's culture. What Ellison and his Muslim and leftist supporters are saying is that it is of no consequence what America holds as its holiest book; all that matters is what any individual holds to be his holiest book. Forgive me, but America should not give a hoot what Keith Ellison's favorite book is. Insofar as a member of Congress taking an oath to serve America and uphold its values is concerned, America is interested in only one book, the Bible. If you are incapable of taking an oath on that book, don't serve in Congress.
In your personal life, we will fight for your right to prefer any other book. We will even fight for your right to publish cartoons mocking our Bible. But, Mr. Ellison, America, not you, decides on what book its public servants take their oath. Devotees of multiculturalism and political correctness who do not see how damaging to the fabric of American civilization it is to allow Ellison to choose his own book need only imagine a racist elected to Congress. Would they allow him to choose Hitler's Mein Kampf, the Nazis bible, for his oath? And if not, why not? On what grounds will those defending Ellison's right to choose his favorite book deny that same right to a racist who is elected to public office?
Of course, Ellison's defenders argue that Ellison is merely being honest; since he believes in the Koran and not in the Bible, he should be allowed, even encouraged, to put his hand on the book he believes in. But for all of American history, Jews elected to public office have taken their oath on the Bible, even though they do not believe in the New Testament, and the many secular elected officials have not believed in the Old Testament either. Yet those secular officials did not demand to take their oaths of office on, say, the collected works of Voltaire or on a volume of New York Times editorials, writings far more significant to some liberal members of Congress than the Bible. Nor has one Mormon official demanded to put his hand on the Book of Mormon. And it is hard to imagine a scientologist being allowed to take his oath of office on a copy of Dianetics by L. Ron Hubbard. So why are we allowing
Keith Ellison to do what no other member of Congress has ever done choose his own most revered book for his oath?
The answer is obvious Ellison is a Muslim. And whoever decides these matters, not to mention virtually every editorial page in America, is not going to offend a Muslim. In fact, many of these people argue it will be a good thing because Muslims around the world will see what an open society America is and how much Americans honor Muslims and the Koran. This argument appeals to all those who believe that one of the greatest goals of America is to be loved by the world, and especially by Muslims because then fewer Muslims will hate us (and therefore fewer will bomb us). But these naive people do not appreciate that America will not change the attitude of a single American-hating Muslim by allowing Ellison to substitute the Koran for the Bible. In fact, the opposite is more likely: Ellison's doing so will embolden Islamic extremists and make new ones, as Islamists, rightly or wrongly, see the first sign of the realization of their greatest goal the Islamicization of America.
When all elected officials take their oaths of office with their hands on the very same book, they all affirm that some unifying value system underlies American civilization. If Keith Ellison is allowed to change that, he will be doing more damage to the unity of America and to the value system that has formed this country than the terrorists of 9-11. It is hard to believe that this is the legacy most Muslim Americans want to bequeath to America. But if it is, it is not only Europe that is in trouble. (End Commentary)

Vatican Wishes To Impose Nothing On Anyone, Benedict XVI Tells Crowd
(CBS/AP) Pope Benedict XVI, in a parting message of goodwill to Muslims at the end of his first papal trip to a predominantly Muslim nation, said Friday that the Vatican wishes to impose nothing on anyone.
The pope celebrating Mass for members of Turkey's tiny Roman Catholic community a day after a stunning moment of prayer at a mosque also repeated his call to end divisions among the world's Christians. You know well that the church wishes to impose nothing on anyone, and that she merely asks to live in freedom, the pope said at Istanbul's Holy Spirit Cathedral, where he was joined by Ecumenical Patriarch Bartholomew I, the spiritual leader of the world's Orthodox Christians. The pope has worked hard during the four-day trip to convince the Muslim world that he is interested in cooperation rather than confrontation, nearly three months after touching off worldwide fury for his remarks on violence and the Prophet Muhammad.
But Benedict also has made it clear he expects Islamic nations to improve rights and protections for Christian minorities, including the estimated 90,000 Christians in Turkey whose religious roots go back to biblical times. Your communities walk the humble path of daily companionship with those who do not share our faith, the pope told the congregation filling the 160-year-old cathedral that contains the relics of a 1st century Christian martyr. In the courtyard, the pope released several white doves near a statue of the World War I-era pontiff who inspired his papal name, Benedict XV, which was erected by Turkey in honor of that pope's work as a benefactor of all people, regardless of nation or creed. The pope noted that his predecessor, John Paul II, spoke at the same site in 1979 and appealed for unity among Christians, and in particular for ending the nearly 1,000-year rift between the Vatican and the world's Orthodox. Strengthening Christian bonds should be at the forefront, Benedict told the congregation.
A day earlier, the pope joined Bartholomew at a feast day ceremony in the ancient Orthodox enclave in Istanbul, which was known as the Christian capital Constantinople before the city fell to Muslim forces in 1453.
The pope called splits among Christians a scandal to the world. Originally, the trip was envisioned as primarily a pilgrimage to reinforce Christian bonds and reach out to Turkey's remaining Christians, including Catholics estimated to number between 20,000 and 30,000. But after the pope's comments in September, it became a supreme test of the Vatican's ability to mend ties with Muslims. The pope's dramatic moment of silent prayer in Istanbul's famed Blue Mosque on Thursday capped a wide-ranging effort to win back Muslim sentiments, which included expressing support for Turkey's steps to become the first Muslim nation in the European Union. The congenial pope, said an editorial in Turkey's influential Hurriyet newspaper.
The pope had been invited by the Grand Mufti, Mustafa Cagrici, who acted as tour guide. The mufti explained the five basic conditions of Islam, then invited Benedict to join him in prayer. As the two stood side by side facing in the direction of Mecca, as Muslims must do when they pray, the pope closed his eyes, and his lips seemed to move ever so slightly. He stayed that way for a good half a minute after the mufti had finished his own brief devotions, CBS News correspondent Allen Pizzey reported from Istanbul. Cagrici told private NTV television that a moment of prayer was scheduled in advance by the Vatican and Turkish diplomats, but it was left to the mufti to decide when and where. I allocated 30, 40 seconds for it. I finished my prayer, but the pope must have been so overcome that he took much longer, he said. In his last moment in Turkey, the pope walked down a red carpet before boarding a special Turkish Airlines flight to Rome. I hope this visit contributes to peace and dialogue between faiths, he told Istanbul Gov. Muammer Guler at Istanbul's international airport.
The headline in Turkey's liberal Milliyet called it The Istanbul Peace. Another newspaper, Vatan, declared: History Written in Istanbul. Mehmet Nuri Yilmaz, the former head of Turkey's directorate for religious affairs, said the pope facing Mecca was a great gesture for the Muslim world. It marked only the second papal visit in history to a Muslim place of worship. John Paul II made a brief stop in a mosque in Syria in 2001.Ali Bardakoglu, the top Muslim cleric in Turkey, defended the tough tone he took with the pope in describing Muslim anger at his remarks on Islam. Lahore, Dec.1 (ANI): NATO diplomats in Afghanistan have reportedly approached several religious factions in Pakistan for proposals aimed at restoring and maintaining peace in Afghanistan. According to The Nation, a Canadian diplomat has got in touch with the Jamiat-e-Ulema Islam in Pakistan, to seek its opinion. JUI sources have confirmed the contact. The JUI is reported to have deliberated over the diplomatic missives, and come to the conclusion that there was no point in interfering in another country's internal affairs. According to sources, European and NATO diplomats are likely to meet leaders of other religious parties in the

Missionary Reports Severe Christian Persecution in N. Korea

A missionary to North Korea says Christians are serving in that Communist nation, despite daily dangers and hardships, including the threat of death.Recently, a veteran of more than 100 missions into North Korea reported to the ministry Voice of the Martyrs (VOM) that Christians in North Korea live under constant danger of harassment, arrest, and torture. The missionary, who wishes to remain anonymous, told the ministry that Christians under that oppressive regime must take many precautions in order to assemble for Bible study or worship, such as gathering in groups of only three or four at a time and covering all the windows.The risks for that missionary and other believers in North Korea are high, VOM spokesman Todd Nettleton notes. If you're going to have a Christian meeting in North Korea, he says, you have to understand that you're taking your life in your hands. To be discovered to be a Christian can get you locked up. It can get you executed. So you're very cautious who you share that information with.
Because of the tremendous danger for Christians, that caution must even extend to family members within the same household, Nettleton points out. When North Korean Christians gather, he explains, other individuals, especially young children, are sent out of the room, because it's simply too great a risk to have your children know you're a follower of Jesus Christ.What would happen, after all, if these youngsters innocently said something at school that gave the secret away, Nettleton asks. Your whole family could be arrested, he says, and sent to one of the political prisoner camps where the average sentence for following Jesus is 15 years, but the average life expectancy in those camps is only five years.The missionary who filed the report with VOM has herself spent time in a North Korean prison for sharing her faith. BRUSSELS (AFP) - The European Union has taken a step closer to tough new chemicals rules after EU lawmakers and governments hammered out the details of one of Europe's most ambitious and disputed legislative packages in years. After marathon negotiations, members of the European Parliament and the EU's Finnish presidency agreed shortly before mid night on Thursday on rules to regulate the use of chemicals to better protect people and the environment.With the backing of the assembly's main political groupings, the compromise paves the way for its adoption by the European Parliament on December 13 in a Strasbourg plenary session.Since the European Commission first laid out proposals in October 2003, the package has been the subject of fierce lobbying by both industry eager to avoid red tape and greens wanting tough regulations.I think we are doing a successful job of work here for future generations, said the rapporteur, Socialist euro-deputy Guido Sacconi, as he announced the deal on Friday in a news conference.
We're trying to ensure that the chemical substances in the medium and long term will be controlled and will be replaced when they're dangerous, he added.
The reform aims to ensure that 30,000 chemicals in daily use present no long-term risks to human health or the environment.The plan sets up a system for the registration, evaluation and authorisation of chemicals (REACH) under which companies have to register all chemicals used and provide information about them and potential hazards.Under the rules, it will not longer be up to public authorities to show the toxicity of chemicals, Instead it will be the responsibility of producers to demonstrate that they are safe.Tests provided by producers will be controlled and monitored by a new agency to be set up in Helsinki, which will be able to authorise and register substances.The rules are to be phased in gradually by 2018, with priority for chemicals considered to be highly dangerous substances produced in the biggest volumes and chemicals.The compromise agreement calls for producers to provide plans for substituting the most dangerous chemicals or developing alternatives when none exist, although they will not be banned outright as environmentalists had hoped.
The European Commission welcomed the agreement, which it said struck the right balance between the interests of consumers, the environment and industry.It is a marked improvement on the present situation regarding health and environment and at the same time it safeguards the competitiveness of the European industry paying particular attention to small and mid-sized entreprises and encourages innovation, a spokeswoman said.However, Greens members of the parliament were furious about the compromise, accusing their colleagues that brokered the deal of having sold out.The European Parliament has finally sold out to the intense lobbying of the German chemical industry and agreed a compromise ..., which will seriously limit the potential benefits of REACH in terms of protecting EU citizens and the environment from toxic chemicals, said Green MEP Carl Schlyter.The potential economic impact of the new rules is huge. Germany unveils EU presidency logo

EUOBSERVER / BRUSSELS The German government has unveiled the logo for its six-month stint at the helm of the EU starting in January.The logo, which makes a somewhat low-key impression compared to the sophisticated designs of the Finnish and Austrian presidencies this year, shows the web address of the German presidency eu2007.de, with coloured elements reflecting the German and EU flags. I believe we have found a fresh and friendly logo. The logo promotes both the European idea and Germany as an innovative, creative and sympathetic country, a government spokesman said on Wednesday (29 November). A statement from Berlin said that the logo will be used for all EU-related public projects, products and actions of the federal government. The German presidency logo already made news before its official launch when Berlin indicated earlier this month that it prefers the use of the presidency image over a special logo promoted by the European Commission for the EU's 50th anniversary next year.A jury representing EU institutions and member states last month picked an anniversary logo stating in colourful letters Together since 1957, referring to the 1957 Rome Treaty which set the ground for the current EU.(REVIVED ROME)
But Germany does not want to use two images at the same time during its presidency, which coincides with celebrations marking the EU's 50th birthday, and will therefore not use the special anniversary logo, a German spokesman confirmed. Logos appear to be increasingly the subject of high Brussels politics, with France recently sending an official complaint to the commission over the 50th birthday logo suggesting that it fails to symbolize European unity. Finland also expressed anger that the commission did not consult it on the matter - an allegation which the commission denies.Meanwhile, the logo of the Austrian presidency in the first half of this year - a high-profile design by Dutch architect Rem Koolhaas showing the flags of all EU states - depicted the colours of the Estonian flag in the wrong order. General eyes European army after Congo mission

After its mission overseeing elections in Congo, EU troops are well on their way to being able to work as a common EU army, according to their French general.
I am very satisfied because I believe that we have a very well-functioning unit, said general Christian Damay on Thursday in Kinshasa, according to Reuters.Now we really have the beginning of a European army.Discussions about creating a European army are not new, with Polish President Lech Kaczynski recently suggesting there should be a multinational EU army of 100,000 troops to support NATO missions.He lobbied the idea both to German chancellor Angela Merkel and European Commission chief Jose Manuel Barroso, but critics say the creation of an actual army is a long way off.At the moment, the EU is working on the creation of its battle groups - small battalions of troops that can be deployed rapidly to troubled spots in the world - with the first two set to be operational from January.
General Damay's words come just as EU troops are packing their bags to leave Congo after having been in the country to monitor elections for four months - their mandate expired yesterday (30 November).
Under their watch President Joseph Kabila was re-elected on 29 October and is due to be sworn into office on 6 December The 1,400-strong Congo mission has been held up as a shining example of a successful peacekeeping mission however it also came in for criticism for having several troops stationed in neighbouring Gabon and for not having soldiers in the troubled eastern part of the vast country.There is also concern that the EU is pulling out although the situation is still unstable with tensions between President Kabila and his election rival, the ex-rebel Jean-Pierre Bemba, running high.South Africa's deputy foreign affairs minister Aziz Pahad recently urged the EU to extend the deployment of its force beyond its November 30 cut-off date, saying it was vital that the international peacekeepers do not withdraw from Congo prematurely.

DARAGA, Philippines (Reuters) Distraught survivors searched piles of bodies for the faces of their loved ones in the central Philippines on Saturday after landslides triggered by Typhoon Durian left hundreds dead. Durian moved into the South China Sea on Friday after affecting 800,000 people in the Philippines and was expected to weaken into a tropical storm before hitting Vietnam on Monday.Villages were engulfed on Thursday around Mount Mayon, an active volcano about 320 km (200 miles) south of Manila, when driving rain and winds of up to 225 kph (140 mph) dislodged tonnes of mud and boulders from the slopes.The governor of Albay province, the worst-hit area, said a wall of water 6 feet high crashed down the volcano.We lost everything, Fernando Gonzales told Reuters, adding 100 people had been killed by the torrent.The national disaster agency said a total of 303 people had died in eastern provinces, 285 in Albay alone. At least 293 people were missing.The toll was rising sharply as rescue workers, some using their bare hands, pulled corpses and body parts from the mud.

Nearly 45,000 people were left homeless and entire communities isolated after power lines and phone links were knocked out and bridges washed away. Livelihoods were lost as fruit trees were uprooted and rice paddies destroyed.In the town of Daraga, bordering Mount Mayon, more than 50 bodies were stacked in front of an overflowing funeral parlor. The undertaker estimated there were around 150 corpses in all.
Photographs of the missing lined the town square. Men and women, many clutching handkerchiefs over their faces, searched for relatives among the dead.My siblings, my mother, they are gone. My niece is dead and at the plaza there are so many dead people, one woman sobbed.Villagers around Mayon thought they had escaped catastrophe in September when the volcano subsided after months of spewing lava and rocks, raising fears of a major eruption and forcing thousands of residents to evacuate.The debris left behind proved deadly when Durian struck. In September, 213 people were killed when Typhoon Xangsane battered the north and center of the country, leaving millions without electricity or running water for days. Storms downed trees and hydro lines on Friday afternoon, leaving 50,000 people without power in Ontario, Hydro One reported.Environment Canada has issued freezing rain, snowfall and wind warnings for large swaths southern and central parts of the province as wicked wintry weather began sweeping across the province.Freezing rain warnings were in effect for most of southern Ontario Friday, with the exception of several pockets, including the city of Toronto.School buses in the Bancroft and Ottawa areas were kept off the roads Friday morning because of the freezing rain, and a number of police forces asked drivers to beware of black ice.By the afternoon, Ottawa police were reporting more than 15 intersections had been snarled with fallen branches, trees and hydro wires.
Snowfall warnings were posted on the Environment Canada website for some areas north of Toronto and throughout northeastern Ontario.The winter storm, which blew in from Indiana, is expected to hit many areas across central and northeastern Ontario with up to 25 centimetres of snow.Hydro One is working at restoring power.With files from the Canadian Press

More than 50,000 people across Ontario, from Georgian Bay to the fringes of Lake Ontario northeast of Toronto, were without power today as heavy winds, accompanied by freezing rain, pummelled the province. The country from Windsor through to Hamilton also experienced outages when hit by severe winds gusting up to 80 km/h. Many of the outages were caused by trees and branches falling onto power lines. In Toronto, there were no major reports of power outages or electrical problems created by the heavy rains that hammered the city all day today, according to Toronto Hydro spokesperson Tanya Bruckmueller. The GTA, especially in the northern regions, was put under a freezing rain warning by Environment Canada this morning as an intense weather system moved up from the United States. The U.S. midwest - Chicago, in particular - has hit by a snowstorm. In Toronto, the Don River became swollen and the city is monitoring conditions. The Don is higher than normal but we don't expect there will be a problem with the DVP, city spokesperson Steve Johnston said.
Last month, the city considered shutting the DVP and Bayview Extension when the Don River threatened to overflow its banks.
The sun actually broke out a little this afternoon, so we're monitoring the weather, Johnston said. The Toronto and Region Conservation Authority has sent out a high water safety bulletin and officials are warning people to keep children away from fast-flowing rivers and streams.The bulletin will be in effect until Saturday. The areas north and east of Toronto have been hammered by winds gusting up to 80 km/h with freezing rain and snow. We have over 50,000 customers without power, said Hydro One spokesperson Daffyd Roderick.Freezing rain and high winds are two things the distribution system just hates. Customers from Barrie and Penetanguishene through to Perth and Ottawa are all experiencing outages. We have been preparing for this all today (Friday) so we are staffed up,Roderick said. The most severe rain and wind is expected to lessen later this evening.

Northeast
Windy and much colder conditions will be left across the Mid-Atlantic and New England states in the wake of yesterday's major storm. Snow showers will also be on the increase, off the east sides of Lake Erie and Ontario, and portions of the Snow Belt could see a few inches of snow into tonight. Otherwise, dry, but cold conditions will dominate the area today. A weak storm system will move southeast across the Great Lakes Sunday into Monday, bringing a reinforcing shot of cold air and scattered snow showers. At the same time, a wave of low pressure will be developing off the east coast and quickly moving northeast. This may bring some rain, snow, and wind to eastern New England late Sunday, into Early Monday.
Midwest
Cold temperatures will remain over the Midwest into the weekend, in the wake of yesterday's major winter storm.
Areas with excessive snow or ice accumulations remaining on the ground, will see even colder temperatures. A series of weak weather disturbances will move southeast across the Upper Midwest and Great Lakes into the weekend, each bringing a reinforcing shot of cold air. With each system, snow showers will be enhanced near the lakes, perhaps leading to several inches over the Upper Lakes. Gusty winds will also accompany the disturbances, and that combining with the cold temperatures, will result in very low wind chills through the weekend.
South
High pressure will build across the southern states today, in the wake of the strong cold front which moved through yesterday. Much colder temperature will be felt across the entire south today. The only exception will be across central and southern Florida, which will remain south of the cold front. This will mean a continuation of warm temperatures for that area. A wave of low pressure will be
developing off the southeastern coast on Sunday, which will result in rain showers increasing over the Atlantic coastal areas of the south. These showers should end by Monday, as the low pressure quickly moves northeast. Meanwhile, much of the rest of the south will remain dry over the next few days.
West
The west will settle into a more tranquil period into the weekend, as high pressure builds across the area. This will result in cold temperatures remaining across the area. The only exceptions will be over the interior Rockies, where upslope flow will generate a few snow showers, and across southern California where gusty offshore winds will increase, bringing a higher fire threat to that area.

America, Not Keith Ellison, decides what book a congressman takes his oath on
By Dennis Prager - Tuesday, November 28, 2006 Keith Ellison, D-Minn., the first Muslim elected to the United States Congress, has announced that he will not take his oath of office on the Bible, but on the bible of Islam, the Koran. He should not be allowed to do so -- not because of any American hostility to the Koran, but because the act undermines American civilization. First, it is an act of hubris that perfectly exemplifies multiculturalist activism -- my culture trumps America's culture. What Ellison and his Muslim and leftist supporters are saying is that it is of no consequence what America holds as its holiest book; all that matters is what any individual holds to be his holiest book. Forgive me, but America should not give a hoot what Keith Ellison's favorite book is. Insofar as a member of Congress taking an oath to serve America and uphold its values is concerned, America is interested in only one book, the Bible. If you are incapable of taking an oath on that book, don't serve in Congress.
In your personal life, we will fight for your right to prefer any other book. We will even fight for your right to publish cartoons mocking our Bible. But, Mr. Ellison, America, not you, decides on what book its public servants take their oath. Devotees of multiculturalism and political correctness who do not see how damaging to the fabric of American civilization it is to allow Ellison to choose his own book need only imagine a racist elected to Congress. Would they allow him to choose Hitler's Mein Kampf, the Nazis bible, for his oath? And if not, why not? On what grounds will those defending Ellison's right to choose his favorite book deny that same right to a racist who is elected to public office?
Of course, Ellison's defenders argue that Ellison is merely being honest; since he believes in the Koran and not in the Bible, he should be allowed, even encouraged, to put his hand on the book he believes in. But for all of American history, Jews elected to public office have taken their oath on the Bible, even though they do not believe in the New Testament, and the many secular elected officials have not believed in the Old Testament either. Yet those secular officials did not demand to take their oaths of office on, say, the collected works of Voltaire or on a volume of New York Times editorials, writings far more significant to some liberal members of Congress than the Bible. Nor has one Mormon official demanded to put his hand on the Book of Mormon. And it is hard to imagine a scientologist being allowed to take his oath of office on a copy of Dianetics by L. Ron Hubbard. So why are we allowing
Keith Ellison to do what no other member of Congress has ever done choose his own most revered book for his oath?
The answer is obvious Ellison is a Muslim. And whoever decides these matters, not to mention virtually every editorial page in America, is not going to offend a Muslim. In fact, many of these people argue it will be a good thing because Muslims around the world will see what an open society America is and how much Americans honor Muslims and the Koran. This argument appeals to all those who believe that one of the greatest goals of America is to be loved by the world, and especially by Muslims because then fewer Muslims will hate us (and therefore fewer will bomb us). But these naive people do not appreciate that America will not change the attitude of a single American-hating Muslim by allowing Ellison to substitute the Koran for the Bible. In fact, the opposite is more likely: Ellison's doing so will embolden Islamic extremists and make new ones, as Islamists, rightly or wrongly, see the first sign of the realization of their greatest goal the Islamicization of America.
When all elected officials take their oaths of office with their hands on the very same book, they all affirm that some unifying value system underlies American civilization. If Keith Ellison is allowed to change that, he will be doing more damage to the unity of America and to the value system that has formed this country than the terrorists of 9-11. It is hard to believe that this is the legacy most Muslim Americans want to bequeath to America. But if it is, it is not only Europe that is in trouble. (End Commentary)

(CBS/AP) Pope Benedict XVI, in a parting message of goodwill to Muslims at the end of his first papal trip to a predominantly Muslim nation, said Friday that the Vatican wishes to impose nothing on anyone.
The pope celebrating Mass for members of Turkey's tiny Roman Catholic community a day after a stunning moment of prayer at a mosque also repeated his call to end divisions among the world's Christians. Strengthening Christian bonds should be at the forefront, Benedict told the congregation.
A day earlier, the pope joined Bartholomew at a feast day ceremony in the ancient Orthodox enclave in Istanbul, which was known as the Christian capital Constantinople before the city fell to Muslim forces in 1453.
The pope called splits among Christians a scandal to the world. Originally, the trip was envisioned as primarily a pilgrimage to reinforce Christian bonds and reach out to Turkey's remaining Christians, including Catholics estimated to number between 20,000 and 30,000. But after the pope's comments in September, it became a supreme test of the Vatican's ability to mend ties with Muslims. The pope's dramatic moment of silent prayer in Istanbul's famed Blue Mosque on Thursday capped a wide-ranging effort to win back Muslim sentiments, which included expressing support for Turkey's steps to become the first Muslim nation in the European Union. The congenial pope, said an editorial in Turkey's influential Hurriyet newspaper.
The pope had been invited by the Grand Mufti, Mustafa Cagrici, who acted as tour guide. The mufti explained the five basic conditions of Islam, then invited Benedict to join him in prayer. As the two stood side by side facing in the direction of Mecca, as Muslims must do when they pray, the pope closed his eyes, and his lips seemed to move ever so slightly. He stayed that way for a good half a minute after the mufti had finished his own brief devotions, CBS News correspondent Allen Pizzey reported from Istanbul. Cagrici told private NTV television that a moment of prayer was scheduled in advance by the Vatican and Turkish diplomats, but it was left to the mufti to decide when and where. I allocated 30, 40 seconds for it. I finished my prayer, but the pope must have been so overcome that he took much longer, he said. In his last moment in Turkey, the pope walked down a red carpet before boarding a special Turkish Airlines flight to Rome. I hope this visit contributes to peace and dialogue between faiths, he told Istanbul Gov. Muammer Guler at Istanbul's international airport.
The headline in Turkey's liberal Milliyet called it The Istanbul Peace. Another newspaper, Vatan, declared: History Written in Istanbul. Mehmet Nuri Yilmaz, the former head of Turkey's directorate for religious affairs, said the pope facing Mecca was a great gesture for the Muslim world. It marked only the second papal visit in history to a Muslim place of worship. John Paul II made a brief stop in a mosque in Syria in 2001.Ali Bardakoglu, the top Muslim cleric in Turkey, defended the tough tone he took with the pope in describing Muslim anger at his remarks on Islam. Lahore, Dec.1 (ANI): NATO diplomats in Afghanistan have reportedly approached several religious factions in Pakistan for proposals aimed at restoring and maintaining peace in Afghanistan. According to The Nation, a Canadian diplomat has got in touch with the Jamiat-e-Ulema Islam in Pakistan, to seek its opinion. JUI sources have confirmed the contact. The JUI is reported to have deliberated over the diplomatic missives, and come to the conclusion that there was no point in interfering in another country's internal affairs. According to sources, European and NATO diplomats are likely to meet leaders of other religious parties in the

Missionary Reports Severe Christian Persecution in N. Korea

A missionary to North Korea says Christians are serving in that Communist nation, despite daily dangers and hardships, including the threat of death.Recently, a veteran of more than 100 missions into North Korea reported to the ministry Voice of the Martyrs (VOM) that Christians in North Korea live under constant danger of harassment, arrest, and torture. The missionary, who wishes to remain anonymous, told the ministry that Christians under that oppressive regime must take many precautions in order to assemble for Bible study or worship, such as gathering in groups of only three or four at a time and covering all the windows.The risks for that missionary and other believers in North Korea are high, VOM spokesman Todd Nettleton notes. If you're going to have a Christian meeting in North Korea, he says, you have to understand that you're taking your life in your hands. To be discovered to be a Christian can get you locked up. It can get you executed. So you're very cautious who you share that information with.
Because of the tremendous danger for Christians, that caution must even extend to family members within the same household, Nettleton points out. When North Korean Christians gather, he explains, other individuals, especially young children, are sent out of the room, because it's simply too great a risk to have your children know you're a follower of Jesus Christ.What would happen, after all, if these youngsters innocently said something at school that gave the secret away, Nettleton asks. Your whole family could be arrested, he says, and sent to one of the political prisoner camps where the average sentence for following Jesus is 15 years, but the average life expectancy in those camps is only five years.The missionary who filed the report with VOM has herself spent time in a North Korean prison for sharing her faith. The woman, who cannot be identified for security reasons, noted that four of her friends have been executed because of their witness.But despite the intense persecution of believers in North Korea, the missionary says people in that Communist nation are growing increasingly open to the gospel of Christ. And although tens of thousands of Christians are imprisoned for their faith in that country, Nettleton notes, faithful believers continue to persevere, gathering in secret as necessary, to share the truth of the scriptures.AgapePress

BRUSSELS (AFP) - The European Union has taken a step closer to tough new chemicals rules after EU lawmakers and governments hammered out the details of one of Europe's most ambitious and disputed legislative packages in years. After marathon negotiations, members of the European Parliament and the EU's Finnish presidency agreed shortly before mid night on Thursday on rules to regulate the use of chemicals to better protect people and the environment.With the backing of the assembly's main political groupings, the compromise paves the way for its adoption by the European Parliament on December 13 in a Strasbourg plenary session.Since the European Commission first laid out proposals in October 2003, the package has been the subject of fierce lobbying by both industry eager to avoid red tape and greens wanting tough regulations.I think we are doing a successful job of work here for future generations, said the rapporteur, Socialist euro-deputy Guido Sacconi, as he announced the deal on Friday in a news conference.
We're trying to ensure that the chemical substances in the medium and long term will be controlled and will be replaced when they're dangerous, he added.
The reform aims to ensure that 30,000 chemicals in daily use present no long-term risks to human health or the environment.The plan sets up a system for the registration, evaluation and authorisation of chemicals (REACH) under which companies have to register all chemicals used and provide information about them and potential hazards.Under the rules, it will not longer be up to public authorities to show the toxicity of chemicals, Instead it will be the responsibility of producers to demonstrate that they are safe.Tests provided by producers will be controlled and monitored by a new agency to be set up in Helsinki, which will be able to authorise and register substances.The rules are to be phased in gradually by 2018, with priority for chemicals considered to be highly dangerous substances produced in the biggest volumes and chemicals.The compromise agreement calls for producers to provide plans for substituting the most dangerous chemicals or developing alternatives when none exist, although they will not be banned outright as environmentalists had hoped.
The European Commission welcomed the agreement, which it said struck the right balance between the interests of consumers, the environment and industry.It is a marked improvement on the present situation regarding health and environment and at the same time it safeguards the competitiveness of the European industry paying particular attention to small and mid-sized entreprises and encourages innovation, a spokeswoman said.However, Greens members of the parliament were furious about the compromise, accusing their colleagues that brokered the deal of having sold out.The European Parliament has finally sold out to the intense lobbying of the German chemical industry and agreed a compromise ..., which will seriously limit the potential benefits of REACH in terms of protecting EU citizens and the environment from toxic chemicals, said Green MEP Carl Schlyter.The potential economic impact of the new rules is huge. Europe produces 28 percent of the world's chemicals, with an industry turnover of 360 billion euros (476.5 billion dollars), according to European business leaders' grouping UNICE.

Germany unveils EU presidency logo

EUOBSERVER / BRUSSELS The German government has unveiled the logo for its six-month stint at the helm of the EU starting in January.The logo, which makes a somewhat low-key impression compared to the sophisticated designs of the Finnish and Austrian presidencies this year, shows the web address of the German presidency eu2007.de, with coloured elements reflecting the German and EU flags. I believe we have found a fresh and friendly logo. The logo promotes both the European idea and Germany as an innovative, creative and sympathetic country, a government spokesman said on Wednesday (29 November). A statement from Berlin said that the logo will be used for all EU-related public projects, products and actions of the federal government. The German presidency logo already made news before its official launch when Berlin indicated earlier this month that it prefers the use of the presidency image over a special logo promoted by the European Commission for the EU's 50th anniversary next year.A jury representing EU institutions and member states last month picked an anniversary logo stating in colourful letters Together since 1957, referring to the 1957 Rome Treaty which set the ground for the current EU.(REVIVED ROME)
But Germany does not want to use two images at the same time during its presidency, which coincides with celebrations marking the EU's 50th birthday, and will therefore not use the special anniversary logo, a German spokesman confirmed. Logos appear to be increasingly the subject of high Brussels politics, with France recently sending an official complaint to the commission over the 50th birthday logo suggesting that it fails to symbolize European unity. Finland also expressed anger that the commission did not consult it on the matter - an allegation which the commission denies.Meanwhile, the logo of the Austrian presidency in the first half of this year - a high-profile design by Dutch architect Rem Koolhaas showing the flags of all EU states - depicted the colours of the Estonian flag in the wrong order. The image of the UK 2005 presidency, showing twelve geese, was the subject of mockery last year when a variation of the logo - showing the geese falling to the ground apparently dying of bird-flu - was e-mailed around Brussels offices.

General eyes European army after Congo mission

After its mission overseeing elections in Congo, EU troops are well on their way to being able to work as a common EU army, according to their French general.
I am very satisfied because I believe that we have a very well-functioning unit, said general Christian Damay on Thursday in Kinshasa, according to Reuters.Now we really have the beginning of a European army.Discussions about creating a European army are not new, with Polish President Lech Kaczynski recently suggesting there should be a multinational EU army of 100,000 troops to support NATO missions.He lobbied the idea both to German chancellor Angela Merkel and European Commission chief Jose Manuel Barroso, but critics say the creation of an actual army is a long way off.At the moment, the EU is working on the creation of its battle groups - small battalions of troops that can be deployed rapidly to troubled spots in the world - with the first two set to be operational from January.
General Damay's words come just as EU troops are packing their bags to leave Congo after having been in the country to monitor elections for four months - their mandate expired yesterday (30 November).
Under their watch President Joseph Kabila was re-elected on 29 October and is due to be sworn into office on 6 December The 1,400-strong Congo mission has been held up as a shining example of a successful peacekeeping mission however it also came in for criticism for having several troops stationed in neighbouring Gabon and for not having soldiers in the troubled eastern part of the vast country.There is also concern that the EU is pulling out although the situation is still unstable with tensions between President Kabila and his election rival, the ex-rebel Jean-Pierre Bemba, running high.South Africa's deputy foreign affairs minister Aziz Pahad recently urged the EU to extend the deployment of its force beyond its November 30 cut-off date, saying it was vital that the international peacekeepers do not withdraw from Congo prematurely.
