ADDIS ABABA (AFP) - Ethiopia, which was hit again by deadly floods this week, is caught in a devastating cycle of drought and heavy rains that threatens the survival of millions of people, experts say. Over the years, the Somali region of Ethiopia has suffered from cycles of droughts and floods, the United Nations World Food Programme (WFP) said.According to the WFP, around 1.5 million farmers require urgent humanitarian assistance as large numbers of livestock died, wells and boreholes dried up, malnutrition rates increased and disease became rampant.The latest flooding has been caused by a sudden rise in the level of the river Wabe Shebelle, swollen by heavy rains, whose depth had doubled at the end of last week.Flooding from the river had practically cut off the worst-affected towns of Kelafo and Musthail, 80 and 150 kilometres (50 and 90 miles) from Gode, the capital of the Somali region, humanitarian experts said.The latest death toll issued by the Ethiopian authorities said 68 people had died in the recent floods and thousands had been made homeless.
The toll included five people taken by crocodiles lurking in the flood waters, said Muktar Mohamed, the flood emergency coordinator for the Disaster Prevention and Preparedness Bureau (DPPA) in Gode.Another six people had been injured in crocodile attacks, he added.The death toll has been climbing, because reports are coming in slowly from the affected places,he said.Mohamed said that 17,000 hectares of land and 2,000 livestock had been lost in the flooding, which had affected nearly 280,000 people in 94 villages.
We still don't have a precise figure for displaced people, he added.The DPPA has begun distributing humanitarian aid of cereals, pulses and vegetable oil, while the WFP has made available 1,374 metric tons of grain from its stocks.Southeast Ethiopia is still reeling from flash floods in August and September, which left 639 dead and affected over 350,000 people, again chiefly hitting the Somali region.One wonders how much an already vulnerable and fragile group of people are expected to bear, said the WFP's representative in Ethiopia, Mohamed Diab.At least WFP can ensure that many of those who may have already lost everything have something to eat, he told AFP.But even this modest goal is hard to achieve by land because roads have been washed away and large tracts of territory are under water and full of crocodiles and snakes.
As access to the flood-affected area is difficult, dropping food to survivors from aircraft is being considered, the WFP and the DPPA said.Ethiopia's war-ravaged neighbour and northeast Kenya are also both affected by the flooding. Based on the latest flood watch reports, we fear the situation could get worse for the Juba region (in southern Somalia), Matthew Olins, deputy head of Somalia's UN Office for Coordination of Humanitarian Affairs (OCHA), told AFP. Olins said small-scale damage was already being recorded in the areas around the Somali capital Mogadishu. The majority of observers are pessimistic about the situation in the Horn of Africa and see little hope of an end to the heavy floods and droughts that have plagued the region in deadly cycles for decades.

A major storm system will be moving inland across the Pacific Northwest tonight into Monday. Ahead of this system expect showers to increase through the day across Washington and Oregon, and by later afternoon winds will also become gusty. Tonight into Monday widespread heavy rain will impact much of the area, and some locations could get over 5 inches of rain. This, in combination with the rain that has already fallen, could result in widespread river flooding. Damaging Winds will also be on the increase into Monday, with gale and storm force winds likely along the coast, and further inland winds could gust over 70 mph. These high winds will actually spread into the northern Rockies as well. Meanwhile, the rest of the west will be dominated by high pressure and fair weather conditions. Some offshore flow will develop over southern California, resulting in breezy conditions there, along with warm temperatures.
South
High pressure will dominate most of the Southeast today, resulting in sunny to partly cloudy skies from New Orleans, northeast through Atlanta and Raleigh. Cooler air will filter down the east side of the Appalachians keeping afternoon highs a bit chilly in the Atlanta and Raleigh areas where readings will be in the 50s. Meanwhile areas further south and west will see temperatures in the 60s and 70s. Increasing southerly flow over the Lower Mississippi River Valley, through the southern Plains, will increase the chances for showers and a few thunderstorms today. As a disturbance moves east into the area, a wave of low pressure may form in the Lower Mississippi Valley tonight into Monday, and increase the threat for some heavy rain. This rainy pattern will spread east across the entire south Monday into Tuesday, as warmer temperatures continue to build in.
Northeast
A general warming trend can be expected over the Mid-Atlantic and Northeast as high pressure moves east and southerly winds take over. As somewhat milder air begins to move in today, a few light rain showers or snow flurries will be possible near the Great Lakes; otherwise skies should be partly cloudy from Pittsburgh and Baltimore, north through New York and Boston. Afternoon highs will reach into the 50s, except across northern New England where highs will only reach into the lower 40s. As southerly flow begins to take hold, moisture will begin to move up the Ohio River Valley by late Monday into Tuesday. Showers will overspread much of the area by Tuesday, further enhanced by a disturbance moving into the area. By Tuesday, afternoon high temperatures will have warmed into the 50s and 60s at most locations.
Midwest
Warmer air will continue to push north across the Midwest and into the central Plains over the next several days. Today a few showers will sneak into the Middle Mississippi and Lower Ohio River valleys as this warmer air pushes north. Temperatures today will continue to be milder, with afternoon highs ranging from the 50s north to the 60s south. The chance for showers will increase over the Ohio Valley on Monday as the moisture builds north. Meanwhile, the Upper Midwest will see fair weather conditions and warmer temperatures.

Fears of nuclear race in West Asia

LONDON: In a move that has sparked fears of a nuclear race in West Asia, four Arab states have told the International Atomic Energy Agency (IAEA) that they want to develop nuclear power for civilian purposes, according to its deputy director-general Tomihiro Taniguch. These are Eygpt, Saudi Arabia, Morocco and Algeria. Disclosing this in an interview to the London-based Middle East Economic Digest, Mr Taniguch said the IAEA had already had preliminary' discussions with these Governments and would offer them technical help. Mr Taniguch said: Some Middle East states, including Egypt, Morocco, Algeria and Saudi Arabia, have shown initial interests to use nuclear power primarily for [water] desalination purposes.This [the interest] is at a tertiary stage and the main driver is the use of a more efficient energy system. We have held preliminary discussions with these Governments. We will offer them help under our technical advisory programme to conduct a study for the [proposed] power plants.
New global union demands reforms at IMF, WB, WTO

VIENNA: A new global trade union demanded radical reform of the International Monetary Fund, World Bank and World Trade Organisation to focus on human rights, in its programme adopted here yesterday.The new force, the International Trade Union Confederation (ITUC) representing 168mn workers, laid out an action plan calling for deep changes to globalisation in favour of the poor.Its programme also calls for a global trade system which protects developing countries and for the WTO to adopt social targets.The ITUC said in its programme, approved here on the last day of its founding congress, that it wanted to fundamentally change globalisation so it will work in favour of workers, the unemployed and the poor.
ITUC said it will work for a fundamental reform of the International Monetary Fund, the World Bank and the WTO ... to recognise the primary importance of human rights.It said that honouring union rights is a pre-condition to justice in the workplace, in society and in the world, adding that it would fight any violation of union rights.It also called on the international community to conduct a basic strategy for sustainable development.The programme said: Since its creation... the WTO has represented a model of trade liberalisation that cannot last, that increases the exploitation of workers and inequalities in terms of development.Briton Guy Ryder, who was elected on Friday to be secretary general of the ITUC, added in a speech distributed in advance: (Our) goals are ambitious. Fundamental change in the global economy. Social transformation. Universal respect of the fundamental rights of working people.
The new body is a response to decades of feuding within the union movement and embraces 306 national unions in 154 countries, although 42mn unionists in Communist-affiliated bodies refused to participate on the grounds that ITUC was compromising with the established economic system.The ITUC has a central policy objective of tackling globalisation and what it sees as the damaging effects of the opening of markets and increased competition on ordinary workers.But it does not however reject the benefits of trade.
Poorly organised, international trade can be destructive, but well directed, it can boost development and jobs, Kristian Weise, an international labour expert with the ITUC, said.
The general secretary of the French union CFDT, Francois Chereque, said: On the one hand, G8 trade unions say we must resist globalisation to preserve jobs’. On the other hand, trade unions in developing countries are demanding a just distribution of wealth Chereque said he hoped that the ITUC, rather than adding up its aggravations, would be able to organise a calm debate to develop new trade regulations that will preserve jobs in the North while allowing the South to achieve wealth.Weise said that the idea that protecting countries in the North would save jobs results from a misunderstanding, adding that jobs lost in relocations make up only a very small percentage of total jobs.
He said he was in favour of maintaining tariff barriers in developing countries... COLORADO SPRINGS, Colo. (AP) - Rev. Ted Haggard resigned Saturday as leader of the megachurch he founded after a panel recommended the influential evangelist's removal for sexually immoral conduct, the church said Saturday. Haggard had resigned two days earlier as president of the National Association of Evangelicals, where he held sway in Washington and condemned homosexuality, after a Denver man named Mike Jones claimed to have had drug-fuelled trysts with him. Our investigation and Pastor Haggard's public statements have proven without a doubt that he has committed sexually immoral conduct, the New Life Church's Overseer Board said in a statement.
On Friday, Haggard acknowledged paying Jones for a massage and methamphetamine but said he did not have sex with him and did not take the drug.The church's statement said the investigation would continue to determine how extensive Haggard's misconduct was.Rev. Ross Parsley will lead the church until a permanent replacement for Haggard is chosen by the end of the year, the statement said. A letter explaining Haggard's removal and an apology from him will be read at Sunday services. The language of our church bylaws state that as Overseers we must decide in cases where the Senior Pastor has 'demonstrated immoral conduct whether we must 'remove the pastor from his position or discipline him in anyway they deem necessary,the statement said.
In consultation with leading evangelical and experts familiar with the type of behaviour Pastor Haggard has demonstrated, we have decided that the most positive and productive direction for our church is his dismissal and removal, it continued. James Groesbeck, a church elder, said he was glad the investigative board acted quickly.I'm saddened by what came out but I think they've done their job, Groesbeck said by telephone.Church members are drawing strength from one another and are caught up in the activity but that likely will change, he said.I think it's going to be really difficult in a week or two,Groesbeck said. Jones, who said he is homosexual, added he was upset when he discovered who Haggard was and found out the New Life church had publicly opposed same-sex marriage a key issue in Colorado, with a pair of issues on Tuesday's U.S. midterm election ballot.

Saddam Hussein Sentenced to Death by Hanging for 1982 Killings

Nov. 5 (Bloomberg) -- Former Iraqi leader Saddam Hussein was sentenced to death by hanging today for his role in the massacre of 148 Shiite Muslims in the northern Iraqi village of Dujail following an attempt on his life there in 1982. Long live the people, down with the traitors, Hussein, 69, shouted as the verdict was read out. God is great. You are the servants of the occupiers. Long live Iraq. Dressed in a dark suit and white shirt, he held a copy of the Koran in his left hand. Chief Judge Raouf Rasheed Abdul-Rahman delivered the verdict about midday in the Baghdad courthouse of the Iraqi Higher Criminal Court. The footage was aired by major international television channels.Barzan Ibrahim al-Tikriti, Hussein's half-brother and Iraq's intelligence chief at the time of the Dujail killings, and Awad Hamed al-Bandar, who issued death sentences to Dujail residents as head of a Revolutionary Court, were also sentenced to death by hanging.
Former Baath party officials in the Dujail region Abdullah Kazim Ruwayyid, his son Mizher Abdullah Ruwayyid, and Ali Dayih Ali were sentenced to 15 years in prison. Mohammed Azawi Ali, also a Baath party official in Dujail region, was acquitted due to a lack of evidence.The verdict comes two days before U.S. mid-term elections on Nov. 7. President George W. Bush needs to show progress in Iraq after 99 U.S. service members were killed in action last month, and rival Shiite and Sunni factions are killing hundreds of civilians every week.

In a New York Times/CBS News poll on Nov. 2, sixty-four percent of U.S. voters said they disapproved of Bush's handling of the war. Fifty-two percent said they will vote Democrat, with 34 percent opting for the Republican candidate in their area. There will be enormous political, security and legal repercussions, said Sonya Sceats, of the international law program at Chatham House, a London-based international affairs institute.The death sentence may be perceived as retribution by the U.S., Iraqi Shiites and Kurds on the leader whose ruthless oppression assured the supremacy of the minority Sunni population, Sceats said. The verdict will increase unrest and re-energize the Sunni insurgency, she said. Iraqi security forces cancelled leave and imposed curfews in Baghdad, the Diyala and Salaheddin provinces in anticipation of civil violence sparked by the verdict.
Chaotic Trial
The majority decision by a panel of five judges closes a chaotic trial that Hussein's defense team repeatedly dismissed as a sham. Hussein said he was innocent, and his lawyers argued the killings were legal, as they were in response to the attempt on Hussein's life. At the start of the trial in October 2005 Hussein told court, I preserve my constitutional rights as the president of Iraq. I do not recognize the body that has authorized you.If Hussein appeals, the case will be reviewed by a panel of nine judges. There is no time limit for the appeal, which be made on the facts of the case or clauses of law. If the verdict is upheld, under Iraqi law the execution must be carried out within 30 days. Hussein's ongoing second trial, for the Anfal military campaign against Kurdish guerrillas in the late 1980s which the prosecution alleges killed about 180,000 people, may not reach its conclusion.
Anfal, Halabja
The killing of about 150 people doesn't compare to the Anfal or Halabja, Sceats said, referring to a 1988 chemical weapons attack on the Kurdish town of Halabja about 160 miles north of Bagdad that killed at least 5,000 people. Anything which stops at least a proper hearing of at least a number further cases will be a sorry story for history and for the people of Iraq. Defense lawyer Khalil al-Dulaimi warned on Oct. 29 that a guilty verdict would escalate violence in Iraq. This decision will set the country ablaze again and plunge the entire region into the unknown, al-Dulaimi said in an open letter to U.S. President Bush. Three defense lawyers were murdered during the trial, one of them, Saadoun al-Janabi, was kidnapped on Oct. 20, 2005, one day after the trial began. He was found shot dead a day later.
Hussein took control of Iraq's Baath party in 1979 and immediately set about executing hundreds of political and military officials in purges. In 1980, he began an eight-year war against neighboring Iran in which hundreds of thousands of people died on both sides. The war crippled Iraq economically.
Iron Rule
The ousted leader held Iraq, a country divided across religious, ethnic and tribal lines, together by iron rule. His secret police, the mukhabarat in Arabic, tortured and executed dissenters. In August 1990, Iraq invaded southern neighbor Kuwait. The underpaid and underfed Iraqi army withdrew after Operation Desert Storm by a U.S.-led coalition. Hussein fled Baghdad when U.S.-led forces invaded Iraq in March 2003. He was found by a U.S. patrol in a bunker in Adwar, a village south of Tikrit in December 2003. The Iraqi Governing Council established the Iraqi Higher Criminal Court with the permission of U.S. envoy Paul Bremer's Coalition Provisional Authority on Dec. 13 2003, three days before Hussein's capture. A second trial of Hussein and six co-defendants began on Aug. 21. They stand accused of a military campaign called Operation Anfal against Kurdish guerrillas in the late 1980s which the prosecution alleges killed about 180,000 people, most of them civilians. Power cuts hit big areas of Germany and France
BERLIN (Reuters) - Power cuts temporarily plunged homes in some of the most heavily populated parts of Germany and France into darkness overnight due to shortages in output, authorities said on Sunday.A spokesman for a French union said the outage was the worst to hit France in 30 years, while at least four German federal states accounting for around half the country's 82 million inhabitants were also affected.French radio said that the power outage originated on the German side following a surge in demand for electricity due to cold weather, and that parts of Belgium and Italy were affected.A spokesman for German utility RWE Rhein Ruhr said the cuts were caused by a failure outside his firm's network.
Not enough power was being generated in the network, he said, adding that because the supply was on a shared network, the power cuts spilt over into other areas. He said it was not clear where exactly the failure had occurred.The spokesman said more than one million people in the RWE Rhein Ruhr network were probably affected, including inhabitants in the cities of Cologne, Essen and Gelsenkirchen, as well as some in the state of Rhineland-Palatinate further south.He added that the cuts, which occurred at around 10.30 p.m. (2130 GMT) on Saturday, had lasted between five minutes and half an hour. There were no details of any damage.
The states of North Rhine-Westphalia, Bavaria, Saarland and Baden-Wuerttemberg were definitely affected, police said. The four cover large areas of western and southern Germany.Maurice Marion, head of France's CGT trade unions mining and energy division, said the outage was France's worst in 30 years and had hit the eastern part of the country in particular. Parts of Paris were affected by the cuts.Earlier on Sunday, the French Interior Ministry said it did not know what had caused the problem. No one was immediately available to comment at French utility EDF.In France, the worst outages lasted around 90 minutes, although in many places the electricity came back within minutes.No major accidents or crimes had occurred, the ministry and police said. French media reported some people had got stuck in elevators when the power went out. Spain criticizes building border fence

The Spanish government criticized the United States for trying to halt illegal immigration, through the building of new fencing along its border with Mexico, the Spanish foreign minister said here on Friday. Miguel Angel Moratinos, who was here for the 16th Ibero-American Summit, said growing immigration problems must be tackled through diplomacy and agreements, not through fence-building. The foreign ministers of Latin American countries and Spain gathered in Montevideo, Uruguay, before the opening of the Summit, which will focus on immigration, legal and illegal, as well as obstacles to economic growth. The foreign ministers unanimously adopted a rejection statement on the building of the 1,100 km-long border fence along the U.S. southern border. The statement, which will be proposed to the summit for ratification, will focus on rejection of the fence, instead of condemnation, Moratinos said during a briefing after the preparatory meeting.
Last week, U.S. President George W. Bush signed a bill authorizing the new fencing, irritating several Latin American governments.
Fence-building does not stop illegal immigration, migrants trafficking or the trafficking of human beings and encourages discrimination and xenophobia, as well as the creation of trafficker groups, which endanger people more, he said. The document expressed a deep concern for the decision made by the United States on building a fence along the Mexican border because it is a unilateral move and goes against the spirit of understanding. The meeting also called on the U.S. authorities to develop measures aimed at legalizing workers from other countries, and to implement temporary workers programs, which would guarantee full respect of human and labour rights.

Tehran test-fires more new weapons
TEHRAN, Nov 4: Iran on Saturday announced it had successfully test-fired new armour-piercing weaponry and an anti-helicopter missile system on the third day of its latest war games.The new generation of anti-helicopter and anti-armour weapons were successfully tested on day three of the manoeuvres, an announcer on state television said as pictures of the test-firing were broadcast.In the Great Prophet II war games, due to last 10 days, Iran has so far fired its Shahab-3 longer range missile for the first time in manoeuvres as well as new types of land-to-sea and sea-to-sea missiles.The armour-piercing weapons tested on Saturday include a rifle equipped with special sights that can identify an enemy seven kilometres away and can penetrate a target wearing a bullet-resistant vest from a distance of three kilometres.
The other new anti-armour weapon tested was a system aimed at penetrating the armour plate of tanks that “can be carried by a person, with high accuracy, high speed and high explosive power.The bullet of this system penetrates the armoured equipment and then explodes, state television said.The anti-helicopter weaponry was described as highly portable and accurate. BRITAIN is the most monitored society in the Western world, we have once again been reminded. And how.The minute I get out of bed, the microchip in my arm tells my kettle to boil, my bath to run and my electric car to warm up. I start the vehicle with a fingertip it needs to scan my prints before it will run. And I dare not exceed the speed limit, or the chip in the car will inform a police computer. Welcome to Britain, November 2016. Welcome to an age in which every step you take is watched. Back in November 2006, the Government's Information Commissioner, the man responsible for safeguarding our privacy, voiced concern at the increasingly pervasive surveillance society all around us. Richard Thomas pointed out there were 4.2 million CCTV cameras one for every 14 people with the average person captured on more than 300 screens a day. In 2016, that seems like small fry.
His report warned that hi-tech scanners, tags and microscopic cameras would mean that in just a decade's time none of us would be able to go unnoticed again. Now, as I drive to work watching one of his successors on my in-car HDTV repeating the same fears, I reflect on how accurate Mr Thomas was. I know, for instance, that it's pointless removing the chip in my vehicle as overhead spy planes will report any speeding to the authorities anyway. As I enter the congestion zone, now in place in every UK city, there's no need to worry about paying the £210 charge it's automatically deducted from my bank.There are benefits to all this, as I am reminded when my local council calls me on my videophone at lunch time. My son has stopped eating vegetables at school. They know because the electronic card he uses to pay for them records his choice of meals.
I head to a high street shop. There aren't many these days as almost everyone buys online. As I enter, a holographic ad flashes up on a screen exactly at my eye level. The virtual shopgirl is urging me to buy a blouse like my other ones, only better. The advertising firm knows I'm tempted because it knows everything about me. A chip in my trousers told it my size, likes, dislikes and buying habits as soon as I came in. For a virtual shopgirl she's being really attentive. But then she knows I've just been paid and how much I have in my bank. She shouldn't have such details as, strictly speaking, they are confidential. But in the hi-tech Britain of 2016, information like this is so valuable - and so easily leaked. THERE'S no need to use my credit card to pay for the blouse. I simply swipe my sleeve against a digital reader and the chip in my arm sends a signal to my bank. Back at work, I have to stand in front of another hi-tech reader which scans my face before letting me in. At my computer, gone are old-fashioned passwords. Instead it scans my iris before I can log on.
Then I try to hire a nanny. But the agency says hundreds of women on its books are unsuitable. They had gone to their GPs complaining of depression, but their medical records have been secretly passed on. Millions are in the same boat, their DNA and other details stored on file despite having committed no crime.Before starting a job, everyone must go through extensive biometric tests.And it's pointless trying to hide the fact you beat a drug habit 15 years ago or have a family history of cancer. Your employer probably has those details anyway and may decide they are sufficient not to hire you. The wealthy, of course, get around this and hire expensive data management firms to safeguard their details. The rest of us are not so lucky. My husband, for instance. I suspect he has a mistress, which he denies.
But all I had to do was visit Google and type: What was Simon doing on January 28 at 3.35pm? to learn he was in her bed. That's ever-present cameras for you. As I leave work, cameras in lampposts recreate a 3-D image of the street and my face to send to police. There has been a spate of thefts and they need to ensure I am not a suspect. As I near home, the chip in my arm sends signals about my body to my thermostat. Knowing I'm a bit chilly, it turns the heating up a degree. Back in my living room, I turn on a camera to talk to Mum 200 miles away.I KNOW her knee is playing up, thanks to a sensor embedded in her that has sent signals to my computer and her carer's.Mum would rather see me in person but it's so difficult finding the time.
I switch on the TV and a list of my favourite shows pops up. That's because I've programmed them into my microchip and don't need to channel surf with the remote any more.Nor do I have to go shopping. My fridge's computer knows when I'm low on food and orders from the supermarket, which brings it to my door. Then it's bedtime. I don't need to set an alarm as my microchip senses my brain activity and tells my clock radio when to wake me up. Bishop attacks Muslim hypocrisy
Bishop Nazir-Ali's views differ from the Archbishop of Canterbury A senior Anglican bishop has accused many Muslims of being guilty of double standards in their view of the world. The Bishop of Rochester, Michael Nazir-Ali, told the Sunday Times some had a dual psychology in which they sought victimhood and domination. The Muslim Council of Britain said the comments were not very helpful. The bishop, whose father converted from Islam, also said situations such as teaching could require Muslim women not to wear full-face veils. Mr Nazir-Ali argued it would never be possible to satisfy all of the demands made by Muslims because their complaint often boils down to the position that it is always right to intervene when Muslims are victims... and always wrong when Muslims are the oppressors or terrorists.
He compared Bosnia and Kosovo, where he said Muslims were oppressed, with the powerful position of the Taleban in Afghanistan, who he said had been the oppressors. He added: Given the world view that has given rise to such grievances, there can never be sufficient appeasement and new demands will continue to be made. Muhammad Abdul Bari, secretary-general of the Muslim Council of Britain, told the Sunday Times such remarks could affect "community relationships.
Veil debate
The bishop's comments on the use of full-face veils by Muslim women add to the debate sparked by Commons Leader Jack Straw, the former foreign secretary, last month. He disclosed that he asks Muslim women to remove the veil when they attend his Blackburn constituency surgeries. Mr Straw also suggested that Muslim women who wear veils over their faces can make community relations harder. In the Sunday Times, Mr Nazir-Ali referred to a huge increase in the wearing of Muslim dress in Egypt, Pakistan and Malaysia.He said: I can see nothing in Islam that prescribes the wearing of the full-face veil. In the supermarket those at the cash till need to be recognised. Teaching is another profession in which society requires recognition and identification.
Dr Rowan Williams, the Archbishop of Canterbury, entered the veil debate last month by saying people should be free to wear visible religious symbols. He said aiming for a society where no symbols such as veils, crosses, sidelocks or turbans would be seen was politically dangerous.
Minister Lieberman Calls for Separation from Arabs

Just days after joining the government, Avigdor Lieberman has set the national agenda at least for the day. His statement that Arabs must be separated from Israel has become the talk of the town. Lieberman, Israel's Minister for Strategic Affairs, told The Sunday Telegraph's Jerusalem correspondent that the best way to achieve peace in the Middle East would be for Jews and Arabs - including Israeli-Arabs to live apart. The remarks drew a storm of protest from the left-wing. MK Dov Hanin of the joint Arab-Israeli Hadash party said that Lieberman should be fired for his racist remarks. Meretz MK Zahava Gal'on added, Lieberman was always a Kahanist, and remains a Kahanist.MK Uri Ariel (National Union), on the other hand, justified Lieberman's position: His words about the threat presented by Israeli-Arabs to the physical existence of the State of Israel are correct. Now that he has entered the government, it remains only for us to see which of his plans he will actualize to deal with this threat.
We established Israel as a Jewish country, Lieberman said. I want to provide an Israel that is a Jewish, Zionist country. It's about what kind of country we want to see in the future. Either it will be an [ethnically mixed] country like any other, or it will continue as a Jewish country.
In Favor of Territorial Exchange
Lieberman disagrees with most of his right-wing colleagues in one aspect of his separation plan between Israeli Jews and Arabs. While most of the right-wing recognizes Jordan as the original Palestinian state, and some, such as MK Benny Elon, would leave many Arabs in Judea and Samaria as a sub-state of Jordan, Lieberman wishes to trade Israeli-Arab populated areas for Jewish areas of Judea and Samaria. Specifically, Lieberman would hand over the Um El-Fahm area of the southern Galilee, known as the Triangle, to foreign sovereignty. By thus redrawing Israel's borders, he wishes to retain Israel's overwhelming Jewish majority.
Speaking today with Army Radio, Lieberman explained, The exchange of territories and populations will help us form a Jewish, homogeneous state. We promised to establish a Palestinian state free of Jews, but in the meanwhile, we ourselves are turning into a bi-national state with a minority of more than 20% Arabs.

Acknowledging that this involved the forcible eviction of thousands, he said that in any event, the final result was better.The Telegraph writes in the name of analysts that the smooth appointment [to the government] of a man recently considered an extremist rabble-rouser is a sign of political radicalization in Israel. Tel Aviv University political science professor Gideon Doron is quoted as saying, After the summer war in Lebanon, many Israelis have moved to the Right. They think security is bad and trust Palestinians and Arabs less. They don't believe in the possibility of peace through negotiations, so Lieberman has become the center of a new consensus.
Lieberman, the head of the Yisrael Beiteinu (Israel Our Home) party, also had some strong words for Iran. Israel is on the "front line of a clash of civilizations between the free world and extremist Islam, he said, adding that Iran is the base of an axis of evil which is a problem for all the world. Every week, the president of Iran declares his intention to destroy us, Lieberman said.Lieberman called upon the international community to unite against an axis of evil led by Iran. Iran is the biggest threat. It's a problem for the whole world, but Israel really has a bad location. We are on the front line between the clash of civilizations between the free world and the extremist Islamic world.

Debate Among Muslims:
As noted above, FGM is a social custom, not a religious practice.
However, in those Muslim countries where it is practice, FGM is often justified by a controversial saying attributed to the Prophet Mohammed that seem to favor sunna circumcision. The authenticity of these sayings are unconfirmed, and some scholars have refuted them. Even if true, they only permit the practice; they do not mandate it. FGM has probably been performed for at least 1,400 years (some references estimate 2,000 years), and started during what Muslims call al-gahiliyyah (the era of ignorance). The Qu'r'an, Hebrew Scriptures (Old Testament) and Christian Scriptures (New Testament) is silent on the subject. For example: It is lawful for you to go in unto your wives during the night preceding the (day's) fast: they are as a garment for you and you are as a garment for them.(2:187) and He has put love and mercy between you.(30:21)
Mutilated genitalia reduce or eliminate a woman's pleasure during the act.
The Qur'an (An-Nisa': 119) states that Satan will try to trick humans into body modification: And I will surely lead them astray, and arouse desires in them, and command them and they will cut the cattle's ears, and I will surely command them and they will change Allah's creation.This might be interpreted as forbidding FGM as well as tattoos, piercing and any other modification that alters the design of the human body as Allah created it.
Nawal El-Saadawi, a Muslim victim of infibulation, stated:
The importance given to virginity and an intact hymen in these societies is the reason why female circumcision still remains a very widespread practice despite a growing tendency, especially in urban Egypt, to do away with it as something outdated and harmful.
Behind circumcision lies the belief that, by removing parts of girls' external genitals organs, sexual desire is minimized. This permits a female who has reached the dangerous age of puberty and adolescence to protect her virginity, and therefore her honor, with greater ease. Chastity was imposed on male attendants in the female harem by castration which turned them into inoffensive eunuchs. Similarly female circumcision is meant to preserve the chastity of young girls by reducing their desire for sexual intercourse.3.Mohammed Sayyed Tantawi, head of the al-Azhar Islamic Institute has stated that the practice is un-Islamic. The Health Minister of Egypt, Ismail Sallam, announced the ban on FGM in 1996-JUL. This was upheld by a junior administrative court in Cairo.
Sheik Youssef Badri, a Muslim fundamentalist, took the health minister to court. In 1997-JUN, an Egyptian court overturned the country's ban on FGM. Eight Muslim scholars and doctors had testified that the ban exceeded the government's authority and violated the legal rights of the medical profession. Sheik Youssef Badri commented: [Female] circumcision is Islamic; the court has said that the ban violated religious law. There's nothing which says circumcision is a crime, but the Egyptians came along and said that Islam is a crime.
About 1997-JUL-6, the German newsmagazine Der Spiegel interviewed Sheik Badri. He claimed that many Muslim women are pleased with this victory of Islam over its enemies. When it was pointed out to him that parents in Morocco and Algeria do not practice FGM, he replied that the clitoris in Egyptian girls was larger than in those countries and had to be cut back to a normal size. He quoted a French study which showed that circumcised girls are less likely to catch AIDS. He believes that the United States is spreading misinformation on the health risks of FGM. Author's note: This may be true; victims of FGM are probably less likely to be sexually active.
The government appealed the case to Egypt's Supreme Administrative Court. They ruled that the operation is not required by Islam, and that female circumcision is not a personal right according to the rules of Islamic Sharia (law).Thus, FGM is subject to Egyptian law. They prohibited the procedure, even if it is done with the agreement of the child and her parents. However, gynecologists will be able to approve the surgery if it is needed for health reasons. Fatwas are published opinions by Muslim religious scholars. They are non-binding in law. But Muslim believers are expected to follow them. In Egypt, a number of Fatwas have been issued by the influential Egyptian Fatwa Committee on FGM:
1949-MAY-28: They decided that it is not a sin to reject female circumcision.
1951-JUN-23: They stated that female circumcision is desirable because it curbs nature (i.e. sexual drive among women). It stated that medical concerns over the practice are irrelevant.
1981-JAN-29: The Great Sheikh of Al-Azhar (the most famous University of the Islamic World) stated that parents must follow the lessons of Mohammed and not listen to medical authorities because the latter often change their minds. Parents must do their duty and have their daughters circumcised.
Reaction by the rest of the world
The United Nations has supported the right of member states to grant refugee status to women who fear being mutilated if they are returned to their country of origin. Canada has granted such status to women in this situation. A judge of a Canadian Federal Court declared it a cruel and barbaric practice. In 1994 CNN broadcast footage of the circumcision of a 10 year old Egyptian girl by an unskilled practitioner. This program drew international attention to the operation. A 500 million dollar lawsuit was brought against CNN for allegedly damaging Egypt's reputation, It was rejected by the courts.In the West, the procedure is outlawed in Britain, Canada, France, Norway, Sweden, Switzerland and the United States. A US federal bill, Federal Prohibition of Female Genital Mutilation of 1995 was passed in 1996-SEP. Section 273.3 of the Canadian Criminal Code protects children who are ordinarily resident in Canada, (as citizens or landed migrants) from being removed from the country and subjected to FGM. In the US and Canada, the very small percentage of immigrants who wish to continue the practice often find it impossible to find a doctor who will cooperate. The operation is often done in the home by the family.
Legislation against FGM can be counter-productive in some cases. It might force the practice deeply underground. Women may not seek medical care because their parents might be charged.
UN activity:
In 1958, the Economic and Social Committee of the United Nations invited the World Health Organization (WHO) to undertake a study on the persistence of customs involving ritual practices on girls and on the measures in effect or planned to put an end to those practices.4 The WHO responded that the ritual practices in question, resulting from social and cultural conceptions, are not within the WHO's jurisdiction.5 They subsequently changed their position. 6 In 1989, the Regional Committee of the WHO for Africa passed a resolution urging participating governments to adopt appropriate policies and strategies in order to eradicate female circumcision and to forbid medicalization of female circumcision and to discourage health professionals from performing such surgery.In 1980, UNICEF announced that its anti-FGM program is based on the belief that the best way to handle the problem is to trigger awareness through education of the public, members of the medical profession and practitioners of traditional health care with the help of local collectives and their leaders.7.
The UN Convention on the Rights of the Child is ambiguous about FGM. On one hand, Article 24, paragraph 3 states: States Parties shall take all effective and appropriate measures with a view to abolishing traditional practices prejudicial to the health of children.But Article 29 paragraph 1.c calls for: The development of respect for the child's parents, his or her own cultural identity, language and values, for the national values of the country in which the child is living, the country from which he or she may originate, and for civilizations different from his or her own.

OK, countries that do Genital mutilation, lets look at verse 28. GOD says he created MAN and WOMAN to be fruitful and multiply. This sounds like no Gental mutilation to me which can destroy the Womans Gentitals. Woman can't bear children if their Genitals are cut out.
As for sexual reasons, GOD gave Woman their Genitals to have feelings to enjoy sex, not to have them destroyed so they can't have sexual desire. This Genital Mutilation is clearly against GODS WORD and should be stopped around the world.

An earthquake was felt Friday morning in Anchorage and Kenai. The Alaska Earthquake Information Office says the Cook Inlet area quake occurred at 6:38 a.m., and had a preliminary magnitude of 3.7. It was centered 45 miles west of Anchorage and 44 miles north of Kenai. A second earthquake occurred later Friday morning in Southeast Alaska. It had a preliminary magnitude of 3.6 and was centered 65 miles west of Haines. There were no reports of damage in either case.

MANILA (AFP) - A mild earthquake measuring 4.9 on the Richter scale has been detected in waters off the southern Philippines but caused no damage or panic.The epicenter of the quake was located off the southeastern coast of Mindanao island, about 1,090 kilometers (676 miles) south of Manila, the Philippine Institute of Volcanology and Seismology said on Saturday.The quake, which occurred at a depth of about 0.3 kilometers, took place at 2:18 pm (0600 GMT) Saturday and was tectonic in origin.Residents in the southern cities of Davao and General Santos on Mindanao island barely noticed the quake, the institute added.The Philippines sits on the Pacific Ring of Fire where continental plates meet, causing frequent seismic and volcanic activity.Although about 10 quakes hit the Philippines every day, few are felt. Only three major, destructive tremors have been recorded in more than 30 years, according to the institute.

Diseases staring at flood-hit villages

CHIRALA: With hygiene and sanitary conditions deteriorating in Chirala town, fears are being this website’s newspaper about the spread of viral and contagious diseases.While floodwater has been causing havoc from the southern side of the town, seawater has been gushing in from the eastern side. The breached Nallamada, Saki, Aaleru, Apperu and Romperu drains, flowing from outer reaches, had inundated several villages, agricultural fields besides surrounding villages of the town.Consequently, communications between Chirala and coastal areas like Chilakaluripet have been cut off.The medical and health authorities are lagging behind in providing necessary medical care to the victims owing to shortage of personnel and funds. Further, the citizens have been facing scarcity of drinking water and essential commodities, apart from the rising prices.
Even as Chief Minister Y S Rajasekhara Reddy took stock of the situation in the flood-ravaged coastal mandals in Prakasam district, he had face the anger of the scores of displaced families. As his convoy trooped through the villages, people forced him to stop and address their grievances. Reacting to their plea, Reddy announced immediate relief of 20 kg of rice and five litres of kerosene to each of the affected families.At some places, ruling party members tried their best to keep off the agitating persons from approaching the CM Reddy visited parts of Railway colony, Karamchedu mandal and other surrounding places.At Karamchedu, farmers met Reddy and poured out their woes. Union Minister Daggubati Purandareswari, Parchur MLA Daggubati Venkeswarara Rao, Ministers K Rosaiah, N Raghuveera Reddy and other senior officials were present.

Who could have imagined, at the beginning of this year so rapidly drawing to a close, that by summer Israel would be involved in an all-out war - a war that would take such a devastating human and economic toll on a country already reeling from a years-long Palestinian intifada?
Today I write to say thank you to all who have given so generously to provide for Israel's many emergency and rebuilding needs. Israeli officials and ordinary citizens alike have been quick to offer their thanks as well and now you can read letters to The Fellowship and its supporters from the mayors of some of Israel's northern cities to see the impact that your generous contributions made during their critical time of need.

I have just returned to the U.S. after several weeks in Israel, where I had the opportunity to see firsthand the war damage and assess the ongoing rebuilding efforts. I assure you that the need remains great. The war may be old news to the media outside of Israel, but one look at the statistics surrounding the devastating impact will give you an idea of the seriousness of the rebuilding task that lies ahead. Israel still faces an ongoing battle for long-term economic recovery - and she will need her friends to stand with her through this struggle.

Ex-Israel PM Sharon rushed to intensive care From correspondents in Jerusalem November 04, 2006 12:07am
ISRAEL'S former prime minister Ariel Sharon has been rushed to intensive care due to a fresh deterioration in his fragile health, 10 months after falling into a deep coma following a huge stroke.Former Israeli Prime Minister Ariel Sharon was transferred this morning from the Sheba Medical Centre department of respiratory rehabilitation to its intensive care unit, due to a weakening of his condition,the hospital treating him announced.Sharon contracted an infection that is affecting his heart and will receive intensive treatment to combat the infection.At this point, his condition is stable.
The hospital provided no further comment.
The former statesman who oversaw Israel's withdrawal from the Gaza Strip in 2005 following a 38-year occupation of the Palestinian territory, dramatically disappeared from public life after suffering a brain haemorrhage in January.Today's announcement was the first public update on the 78-year-old Mr Sharon's health since August, when he was removed after yet another spell in intensive care having come down with pneumonia and kidney problems.Mr Sharon, who was elected premier in early 2001, suffered a huge stroke on January 4 and was moved from a Jerusalem hospital in May to Tel Hashomer, a facility on the outskirts of Tel Aviv, for long-term treatment.His collapse signalled a dramatic end to the career of the former general who had been on course at the time for re-election as head of the brand-new Kadima party he created just two months before falling ill.Mr Sharon, who came to be revered by Israelis as a father figure after his career underwent a dramatic rehabilitation, was succeeded by his close ally Ehud Olmert, who led Kadima to a less than convincing victory in a March election.
Mr Sharon had called an early election on the same day as quitting his long-time political home in the right-wing Likud party, fed up with hardliners who refused to forgive him for unilaterally pulling Israel out of Gaza.He masterminded Israel's disastrous 1982 invasion of Lebanon as defence minister before assuming the premiership following several stints in the cabinet.At one stage, an official Israeli commission declared him unfit for public office over his role in a massacre by Christian militiamen of Palestinians in two Beirut refugee camps during Israel's invasion of Lebanon.Mr Sharon was also heavily blamed for sparking the second Palestinian uprising by visiting Jerusalem's disputed Al-Aqsa mosque compound in September 2000.But he managed to salvage his reputation internationally by ordering the first ever evacuation of Jews from occupied Palestinian territory in 2005.
Mr Sharon's disengagement from Gaza had been expected to allow Mr Olmert to pull tens of thousands of Jewish settlers out of the West Bank later.But those plans now appear to be dead in the water, following Israel's war in Lebanon and ongoing operations in the Gaza Strip to retrieve an Israeli soldier captured by Palestinian militants on June 25 and stop rocket attacks.

TEHRAN, Iran - Iran has successfully test-fired three new models of sea missiles in a show of force to assert its military capacities in the Gulf, military officials said Friday.Television showed footage of the elite Revolutionary Guards firing the missiles from warships and from mobile launching pads on the shore.Iranian forces have previously test-fired missiles in the crowded Gulf waters, but the new maneuvers, which began on Thursday, appeared to be Iran's response to a U.S.-led military exercise held earlier this week in the same zone.The maneuvers are not a threat to any neighboring country, said Gen. Ali Fazli, the spokesman for the Iranian war games.Iran nonetheless insisted the new sea missiles enhanced its military muscle in the Gulf, where most of the world's oil is extracted.The weapons are suitable for covering all the Strait of Hormuz, the Persian gulf and the sea of Oman,said Adm. Sardar Fadavi, the deputy navy chief of the Revolutionary Guard.
Some 20 percent of the world's oil supply passes every day through the strategic Strait of Hormuz.The three new types of missiles, named Noor, Kowsar, and Nasr, have a range of about 106 miles and were built for naval warfare, TV reported. Iranian sea missiles previously had a range of 75 miles, TV quoted Fadavi as saying.The new tests demonstrate Iran's military capacities at sea, the admiral said.State TV said the new missiles were Iranian-made and could be used in lant-to-sea or sea-to-sea warfare. It did not give more details about the weapons.The Revolutionary Guards began the maneuvers, named Great Prophet, on Thursday by firing dozens of long-range missiles in a desert area of central Iran.Iran insisted the renewed saber-rattling was not intended at intimidating countries in the region. Palestinian Authority Terrorists Use Female Shields Against IDF

Palestinian Authority terrorists used women to protect them from arrest by IDF soldiers at the cost of life on Friday. One woman died in Gaza. Arab women in northern Gaza were urged in a radio broadcast Friday morning to go to a mosque in Beit Hanoun to serve as human shields for gunmen holed up in the Muslim religious building surrounded by IDF forces. According to military sources a number of Arab terrorists who were wanted for Kassam rocket attacks had taken refuge in the mosque, which was also used as a storehouse for weapons and other materials. The women rushed to the building despite the exchange of gunfire between the terrorists and IDF soldiers. Local sources claimed that IDF soldiers opened fire on the women, killing one and wounding ten others. An army spokesman explained that the soldiers had exchanged gunfire with terrorists standing among the women rioters at the scene.
Meanwhile, Israeli special forces surrounded a house in Bethlehem on Friday and ordered the terrorists to surrender. The armed Arabs opened fire and in an ensuing shootout, one soldier was wounded by a ricocheted bullet and evacuated to a hospital in light to moderate condition. Two IDF companies provided backup for the front unit.Arab sources say that one woman was killed in the gunfire, but the IDF spokesman said that it could not confirm that its soldiers had hit any bystanders.
Income Trust Investments

It was a bit of a shock this week, but once again a Canadian ruling party has made a statement on income trusts. As you may recall, income trusts are investment entities that flow through earnings to shareholders, resulting in no tax being paid at the corporate level. The investor, or unit holder, in turn pays the tax. More and more companies have been converting themselves to income trusts in the last few years, and more and more investors have been using them to receive a steady income stream. This week, we will talk a bit about trusts. I write this on Wednesday, as we have seen a $23 billion drop in the value of trusts on the market today. I won’t dive into the pros and cons, or personal opinions on the decision of the tax trusts, but I will highlight some facts for you to ponder. First, there are four basic types of income trusts. Utility trusts are companies like power generation businesses. Real Estate Investment Trusts (REIT) invest in a portfolio of real estate income producing properties, and energy and resource trusts have properties that produce oil, gas, coal, iron or other commodities. Lastly, business trusts are businesses that could include anything from auto shops, to pizza, to restaurant chains. As far as the tax changes, it looks like REITs will not necessarily be affected, whereas the other trusts will be taxed to some extent under the current proposals. We will have to see how things develop in the future but for now, I have included excerpts from the Ministry of Finance press release.
• For months there has been a growing trend toward corporate tax avoidance. Top Canadian companies, operating within the current rules, have announced their intention to convert to income trusts. They feel compelled to seek more favourable tax treatment by capitalizing on an available tax rule.
• For income trusts that begin trading after today, these measures will apply beginning with their 2007 taxation year. For existing income trusts and limited partnerships the government is proposing a four-year transition period. They will not be subject to the new measures until their 2011 taxation year.
The time has come for Canada’s New Government to act, said Minister Flaherty. By introducing our Tax Fairness Plan today we are acting in the national interest, doing what’s right for all Canadians, and significantly enhancing the incentives to save and invest for family retirement security.
If the proposals made this week go through, then people will have to reassess some of the ways they derive income from their portfolios. Probably some of the trusts will go back to the normal corporate structure, and some may get bought out. It will be an interesting time going forward, and I’m sure there will be lots of discussion on the subject for a long time to come.

Britons are the most spied on in Europe

Britain has emerged as surveillance society number one, while Germany is the only EU country offering significant privacy protection, according to a study by civil liberties group Privacy International.It estimates that there are now over four million cameras in Britain, one for every 14 residents, a 300 percent increase in just three years.The average Briton is captured about 300 times a day on film.The study, called The Privacy and Human Rights Report, assesses the state of technology, surveillance and privacy protection in all EU countries together with eleven benchmark countries.Britain ranks as the worst western democracy at protecting individual privacy, at the level of Russia, China, Malaysia and Singapore.Only slightly better were the US, Thailand and the Philippines, described as extensive surveillance societies.
The report runs to almost 1,200 pages and holds a chapter for each of the countries ranked.The aim of the study was not to humiliate the worst ranking nations, according to its foreword "but to demonstrate that it is possible to maintain a healthy respect for privacy within a secure and fully functional democracy.
Britain in the black box
Germany comes out as the only EU country offering significant privacy protection, followed by Belgium, Austria and Greece offering adequate safeguards against abuse, while citizens in nine EU countries are exposed to systemic failure to uphold safeguards. These are Denmark, Czech Republic, Ireland, Slovakia, Lithuania, Spain, Slovenia, Netherlands and Sweden.Only the UK ranks in the black box of endemic surveillance societies.Richard Thomas, the UK's independent information commissioner, said clear lines needed to be drawn for the monitoring of people.Two years ago I warned that we were in danger of sleepwalking into a surveillance society. Today I fear that we are in fact waking up to a surveillance society that is already all around us, Mr Thomas said, according to Reuters. And it is not only cameras on the streets that are watching over Europeans.
The internet will hold so much digital data in the future that it will be possible to find out what an individual was doing at a specific time and place, according to Nigel Gilbert, a professor heading a Royal Academy of Engineering study into surveillance.He said, according to UK daily the Guardian, that people would be able to sit down and type into search engine Google what was a particular individual doing at 2.30 yesterday and would get an answer.

Earthquakes occur near Anchorage, Klukwan

An earthquake was felt Friday morning in Anchorage and Kenai. The Alaska Earthquake Information Office says the Cook Inlet area quake occurred at 6:38 a.m., and had a preliminary magnitude of 3.7. It was centered 45 miles west of Anchorage and 44 miles north of Kenai. A second earthquake occurred later Friday morning in Southeast Alaska. It had a preliminary magnitude of 3.6 and was centered 65 miles west of Haines. There were no reports of damage in either case.
Mild quake off southern Philippines Sat Nov 4, 4:58 AM ET
MANILA (AFP) - A mild earthquake measuring 4.9 on the Richter scale has been detected in waters off the southern Philippines but caused no damage or panic.The epicenter of the quake was located off the southeastern coast of Mindanao island, about 1,090 kilometers (676 miles) south of Manila, the Philippine Institute of Volcanology and Seismology said on Saturday.The quake, which occurred at a depth of about 0.3 kilometers, took place at 2:18 pm (0600 GMT) Saturday and was tectonic in origin.Residents in the southern cities of Davao and General Santos on Mindanao island barely noticed the quake, the institute added.The Philippines sits on the Pacific Ring of Fire where continental plates meet, causing frequent seismic and volcanic activity.Although about 10 quakes hit the Philippines every day, few are felt. Only three major, destructive tremors have been recorded in more than 30 years, according to the institute.

Diseases staring at flood-hit villages

CHIRALA: With hygiene and sanitary conditions deteriorating in Chirala town, fears are being this website’s newspaper about the spread of viral and contagious diseases.While floodwater has been causing havoc from the southern side of the town, seawater has been gushing in from the eastern side. The breached Nallamada, Saki, Aaleru, Apperu and Romperu drains, flowing from outer reaches, had inundated several villages, agricultural fields besides surrounding villages of the town.Consequently, communications between Chirala and coastal areas like Chilakaluripet have been cut off.The medical and health authorities are lagging behind in providing necessary medical care to the victims owing to shortage of personnel and funds. Further, the citizens have been facing scarcity of drinking water and essential commodities, apart from the rising prices.
Even as Chief Minister Y S Rajasekhara Reddy took stock of the situation in the flood-ravaged coastal mandals in Prakasam district, he had face the anger of the scores of displaced families. As his convoy trooped through the villages, people forced him to stop and address their grievances. Reacting to their plea, Reddy announced immediate relief of 20 kg of rice and five litres of kerosene to each of the affected families.At some places, ruling party members tried their best to keep off the agitating persons from approaching the CM Reddy visited parts of Railway colony, Karamchedu mandal and other surrounding places.At Karamchedu, farmers met Reddy and poured out their woes. Union Minister Daggubati Purandareswari, Parchur MLA Daggubati Venkeswarara Rao, Ministers K Rosaiah, N Raghuveera Reddy and other senior officials were present.

As I look back on the past few months, I think how truly extraordinary they have been for Israel. Who could have imagined, at the beginning of this year so rapidly drawing to a close, that by summer Israel would be involved in an all-out war - a war that would take such a devastating human and economic toll on a country already reeling from a years-long Palestinian intifada?
Today I write to say thank you to all who have given so generously to provide for Israel's many emergency and rebuilding needs. Israeli officials and ordinary citizens alike have been quick to offer their thanks as well and now you can read letters to The Fellowship and its supporters from the mayors of some of Israel's northern cities to see the impact that your generous contributions made during their critical time of need.

I have just returned to the U.S. after several weeks in Israel, where I had the opportunity to see firsthand the war damage and assess the ongoing rebuilding efforts. I assure you that the need remains great. The war may be old news to the media outside of Israel, but one look at the statistics surrounding the devastating impact will give you an idea of the seriousness of the rebuilding task that lies ahead. Israel still faces an ongoing battle for long-term economic recovery - and she will need her friends to stand with her through this struggle.

I want to call your attention to an email you received just a few days ago. Perhaps you were unable to respond then, but can do so now. As I said above, the need is great, and by giving today to our Guardians of Israel program you can help many needy people whose lives have been ravaged by war. Ex-Israel PM Sharon rushed to intensive care From correspondents in Jerusalem November 04, 2006 12:07am
ISRAEL'S former prime minister Ariel Sharon has been rushed to intensive care due to a fresh deterioration in his fragile health, 10 months after falling into a deep coma following a huge stroke.Former Israeli Prime Minister Ariel Sharon was transferred this morning from the Sheba Medical Centre department of respiratory rehabilitation to its intensive care unit, due to a weakening of his condition,the hospital treating him announced.Sharon contracted an infection that is affecting his heart and will receive intensive treatment to combat the infection.At this point, his condition is stable.
The hospital provided no further comment.
The former statesman who oversaw Israel's withdrawal from the Gaza Strip in 2005 following a 38-year occupation of the Palestinian territory, dramatically disappeared from public life after suffering a brain haemorrhage in January.Today's announcement was the first public update on the 78-year-old Mr Sharon's health since August, when he was removed after yet another spell in intensive care having come down with pneumonia and kidney problems.Mr Sharon, who was elected premier in early 2001, suffered a huge stroke on January 4 and was moved from a Jerusalem hospital in May to Tel Hashomer, a facility on the outskirts of Tel Aviv, for long-term treatment.His collapse signalled a dramatic end to the career of the former general who had been on course at the time for re-election as head of the brand-new Kadima party he created just two months before falling ill.Mr Sharon, who came to be revered by Israelis as a father figure after his career underwent a dramatic rehabilitation, was succeeded by his close ally Ehud Olmert, who led Kadima to a less than convincing victory in a March election.
Mr Sharon had called an early election on the same day as quitting his long-time political home in the right-wing Likud party, fed up with hardliners who refused to forgive him for unilaterally pulling Israel out of Gaza.He masterminded Israel's disastrous 1982 invasion of Lebanon as defence minister before assuming the premiership following several stints in the cabinet.At one stage, an official Israeli commission declared him unfit for public office over his role in a massacre by Christian militiamen of Palestinians in two Beirut refugee camps during Israel's invasion of Lebanon.Mr Sharon was also heavily blamed for sparking the second Palestinian uprising by visiting Jerusalem's disputed Al-Aqsa mosque compound in September 2000.But he managed to salvage his reputation internationally by ordering the first ever evacuation of Jews from occupied Palestinian territory in 2005.
Mr Sharon's disengagement from Gaza had been expected to allow Mr Olmert to pull tens of thousands of Jewish settlers out of the West Bank later.But those plans now appear to be dead in the water, following Israel's war in Lebanon and ongoing operations in the Gaza Strip to retrieve an Israeli soldier captured by Palestinian militants on June 25 and stop rocket attacks.

TEHRAN, Iran - Iran has successfully test-fired three new models of sea missiles in a show of force to assert its military capacities in the Gulf, military officials said Friday.Television showed footage of the elite Revolutionary Guards firing the missiles from warships and from mobile launching pads on the shore.Iranian forces have previously test-fired missiles in the crowded Gulf waters, but the new maneuvers, which began on Thursday, appeared to be Iran's response to a U.S.-led military exercise held earlier this week in the same zone.The maneuvers are not a threat to any neighboring country, said Gen. Ali Fazli, the spokesman for the Iranian war games.Iran nonetheless insisted the new sea missiles enhanced its military muscle in the Gulf, where most of the world's oil is extracted.The weapons are suitable for covering all the Strait of Hormuz, the Persian gulf and the sea of Oman,said Adm. Sardar Fadavi, the deputy navy chief of the Revolutionary Guard.
Some 20 percent of the world's oil supply passes every day through the strategic Strait of Hormuz.The three new types of missiles, named Noor, Kowsar, and Nasr, have a range of about 106 miles and were built for naval warfare, TV reported. Iranian sea missiles previously had a range of 75 miles, TV quoted Fadavi as saying.The new tests demonstrate Iran's military capacities at sea, the admiral said.State TV said the new missiles were Iranian-made and could be used in lant-to-sea or sea-to-sea warfare. It did not give more details about the weapons.The Revolutionary Guards began the maneuvers, named Great Prophet, on Thursday by firing dozens of long-range missiles in a desert area of central Iran.Iran insisted the renewed saber-rattling was not intended at intimidating countries in the region. We are in good interaction with our neighbors, said Fazli, the military spokesman.
On Thursday, however, Iran said it hoped the war games would send world powers a strong message. We want to show our deterrent and defensive power to trans-regional enemies, and we hope they will understand the message, the head of the Revolutionary Guards, Gen. Yahya Rahim Safavi, said in a clear reference to the United States, Britain and France, who were among the six nations that took part in the Gulf maneuvers this week.Iran called adventurist the U.S.-led naval exercise that ended on Monday, criticizing Arab states that took part and saying Gulf nations would be safer if they organized their own security alliance an implicit criticism of American military presence in the region.The U.S. Fifth fleet is stationed in Bahrain, a tiny oil kingdom located across the Gulf from Iran.
Iran remains locked in dispute with the West over its nuclear program, which Washington says is geared to producing atomic weapons but Tehran says is only for generating electricity.Asked about Thursday's maneuvers, Secretary of State Condoleezza Rice said she thought the Iranians are trying to demonstrate that they are tough.The Islamic Republic has already held three large-scale military exercises this year. In its April exercises, Iran tested what it called an ultra-horizon missile, which is fired from helicopters and jet fighters, and the Fajr-3 missile, which can reportedly evade radar and use multiple warheads to hit several targets simultaneously.While U.S. officials have suggested that Iran is exaggerating the capabilities of its newly developed weapons, Washington and its allies have been watching the country's progress in missile technology with concern.
The U.S.-led maneuvers that finished Monday focused on surveillance, with warships tracking a vessel suspected of carrying nuclear components or illegal weapons. The nations that took part were Australia, Bahrain, Britain, France, Italy and the United States. The U.N. Security Council is considering imposing sanctions on Iran, which has ignored demands that it cease uranium enrichment, a process that can produce the fuel for nuclear reactors or material for atomic bombs. Russia, a veto yielding power at the Security Council, said it opposed the U.N. sanctions in their current form.
Palestinian Authority Terrorists Use Female Shields Against IDF

Palestinian Authority terrorists used women to protect them from arrest by IDF soldiers at the cost of life on Friday. One woman died in Gaza. Arab women in northern Gaza were urged in a radio broadcast Friday morning to go to a mosque in Beit Hanoun to serve as human shields for gunmen holed up in the Muslim religious building surrounded by IDF forces. According to military sources a number of Arab terrorists who were wanted for Kassam rocket attacks had taken refuge in the mosque, which was also used as a storehouse for weapons and other materials. The women rushed to the building despite the exchange of gunfire between the terrorists and IDF soldiers. Local sources claimed that IDF soldiers opened fire on the women, killing one and wounding ten others. An army spokesman explained that the soldiers had exchanged gunfire with terrorists standing among the women rioters at the scene.
Meanwhile, Israeli special forces surrounded a house in Bethlehem on Friday and ordered the terrorists to surrender. The armed Arabs opened fire and in an ensuing shootout, one soldier was wounded by a ricocheted bullet and evacuated to a hospital in light to moderate condition. Two IDF companies provided backup for the front unit.Arab sources say that one woman was killed in the gunfire, but the IDF spokesman said that it could not confirm that its soldiers had hit any bystanders.
Income Trust Investments

It was a bit of a shock this week, but once again a Canadian ruling party has made a statement on income trusts. As you may recall, income trusts are investment entities that flow through earnings to shareholders, resulting in no tax being paid at the corporate level. The investor, or unit holder, in turn pays the tax. More and more companies have been converting themselves to income trusts in the last few years, and more and more investors have been using them to receive a steady income stream. This week, we will talk a bit about trusts. I write this on Wednesday, as we have seen a $23 billion drop in the value of trusts on the market today. I won’t dive into the pros and cons, or personal opinions on the decision of the tax trusts, but I will highlight some facts for you to ponder. First, there are four basic types of income trusts. Utility trusts are companies like power generation businesses. Real Estate Investment Trusts (REIT) invest in a portfolio of real estate income producing properties, and energy and resource trusts have properties that produce oil, gas, coal, iron or other commodities. Lastly, business trusts are businesses that could include anything from auto shops, to pizza, to restaurant chains. As far as the tax changes, it looks like REITs will not necessarily be affected, whereas the other trusts will be taxed to some extent under the current proposals. We will have to see how things develop in the future but for now, I have included excerpts from the Ministry of Finance press release.
• For months there has been a growing trend toward corporate tax avoidance. Top Canadian companies, operating within the current rules, have announced their intention to convert to income trusts. They feel compelled to seek more favourable tax treatment by capitalizing on an available tax rule.
• For income trusts that begin trading after today, these measures will apply beginning with their 2007 taxation year. For existing income trusts and limited partnerships the government is proposing a four-year transition period. They will not be subject to the new measures until their 2011 taxation year.
The time has come for Canada’s New Government to act, said Minister Flaherty. By introducing our Tax Fairness Plan today we are acting in the national interest, doing what’s right for all Canadians, and significantly enhancing the incentives to save and invest for family retirement security.
If the proposals made this week go through, then people will have to reassess some of the ways they derive income from their portfolios. Probably some of the trusts will go back to the normal corporate structure, and some may get bought out. It will be an interesting time going forward, and I’m sure there will be lots of discussion on the subject for a long time to come.

Britain has emerged as surveillance society number one, while Germany is the only EU country offering significant privacy protection, according to a study by civil liberties group Privacy International.It estimates that there are now over four million cameras in Britain, one for every 14 residents, a 300 percent increase in just three years.The average Briton is captured about 300 times a day on film.The study, called The Privacy and Human Rights Report, assesses the state of technology, surveillance and privacy protection in all EU countries together with eleven benchmark countries.Britain ranks as the worst western democracy at protecting individual privacy, at the level of Russia, China, Malaysia and Singapore.Only slightly better were the US, Thailand and the Philippines, described as extensive surveillance societies.
The report runs to almost 1,200 pages and holds a chapter for each of the countries ranked.The aim of the study was not to humiliate the worst ranking nations, according to its foreword "but to demonstrate that it is possible to maintain a healthy respect for privacy within a secure and fully functional democracy.

Today I fear that we are in fact waking up to a surveillance society that is already all around us, Mr Thomas said, according to Reuters. And it is not only cameras on the streets that are watching over Europeans.
The internet will hold so much digital data in the future that it will be possible to find out what an individual was doing at a specific time and place, according to Nigel Gilbert, a professor heading a Royal Academy of Engineering study into surveillance.He said, according to UK daily the Guardian, that people would be able to sit down and type into search engine Google what was a particular individual doing at 2.30 yesterday and would get an answer.

Dear Mr. President, I am writing to you because I am afraid. I have been closely following the rhetoric of Iranian President Mahmoud Ahmadinejad over the past few months, and I want you to know that I am gripped with a sense of fear.I fear for the future of Israel and for that of the entire Jewish people, as the would-be Hitler of Persia readies to do battle against us with the most horrific of weapons.I fear for the future of the West, because outside of Washington, few and far between are the leaders with the common sense and courage to stand up to the Tyrant of Teheran.And I fear for the future of the world, because if Iran's fundamentalists get their hands on a nuclear weapon, it will only be a matter of time before their extremist allies abroad become similarly armed.
Hence, I am writing to you because I am convinced that you alone understand and appreciate the gravity of the current situation, and I pray in my heart that you will not let it stand.I appeal to you now, not as a political analyst nor as a newspaper columnist, but as one man of faith to another: Please strike Iran hard with military force, and dismantle its nuclear weapons program, before it is too late.I know you believe, as I do, that God guides the destiny of men and of nations. And I know you believe, just as I do, that He raised you up to the helm of power precisely at this critical period, to serve as His agent and His instrument in this world.The God of history has chosen you, Mr. President, just as He did Churchill, and He has entrusted you with a sacred mandate: to save the world from the designs of a madman.
I can tell you that in Israel, a sense of dread has slowly, but surely, begun to sink in. As the Sunday Times of London reported earlier this week, a growing number of my fellow Jews have begun to build underground nuclear shelters adjacent to their homes.The shelters, says the Times, are built to withstand radioactive fallout, have fortified walls and doors and generate their own electricity and decontaminated air. Hundreds of such bunkers, reports the paper, have been built in recent months, and demand is soaring.Mr. President, just the other night, I went out with my family for dinner to a restaurant in Herzliya, the city named after Zionist visionary Theodor Herzl, who foresaw the need to establish a safe haven for the Jewish people. Our waitress was an attractive and cheerful young lady who moved to Israel 16 years ago at the age of four from her native Lithuania, where her family had suffered anti-Semitism and persecution.
But when we asked her if she was happy living here in the Jewish state, the smile on her lips quickly faded. Glumly, she answered us with the following words: That Ahmadinejad of Iran, he scares me. It is a very scary situation. And indeed it is, Mr. President, because my people are in danger once again. It was just six decades ago that the Europeans tossed us into Hitler's ovens and turned 6 million Jews into ashes. Now, with no shame, they stand by silently as Iran seeks to do the same.The United Nations is a lost cause, and we have no faith in Russia, China or international institutions.
The sad fact is that most of the world will not shed a tear if Mr. Ahmadinejad succeeds in achieving his dreadful aims.Here in Israel, our own leadership is tired and weak. They have lost their way, and they are no longer anchored in faith. As we saw this past summer in the Lebanon war, they stumble about as though walking in darkness, oblivious to the danger that stalks us all.There is only one person now, Mr. President, who can stop this terrifying scenario from coming to pass, and I believe that person is you.
I think of you often, and when I do, I am guided in faith to the fourth chapter of the Book of Esther in the Bible, where the evil Persian court officer Haman threatened the Jewish people with extinction. After Mordechai the Jew got wind of Haman's plot, he passed along a message of great urgency to Queen Esther: Who knows, perhaps it was precisely for a moment such as this that you have attained power? Mr. President, that message was as compelling then as it is today, and I believe it is clearly directed to you too.
The decision you face is not an easy one, and I do not mean to suggest otherwise. But there are moments when a leader, like Joshua of old, must be strong and of good courage (Joshua Chapter 1), and not shy away from doing what must be done. In the case of Iran, there can be no room for retreat or for shrinking back from the task at hand. The stakes are simply too great.
Iran can and must be stopped, and the only way to do so is through the use of military force.Diplomacy and resolutions are a smoke screen, and you know as well as I do that they will not slow Iran's steady drive toward obtaining a nuclear arsenal. Only the long and powerful arm of the United States, flexed with all its might, can and will be able to do the job.Sure, the critics and the nay-sayers will try to tear you down, just as they have been doing since you the day you were elected. They will heap scorn on you, call you a warmonger and worse, and denigrate you and your family for many, many years to come.But please don't allow them to deter you or to drive you to despair. Don't let them drown out that still, small voice within, the one that reaches into each of our hearts and calls out every day: I am the Lord, and there is none else (Isaiah Chapter 45).
Mr. President, you know as well as I do that history's final verdict is not written by academics, nor is it determined by the opinion-mongers at The New York Times.The one and only verdict, the one that really, truly counts, is the one that is penned in heaven, by He Who gave each of us life. It is to Him, and Him alone, that we will all have to answer.In just over two years you will leave office. In the greater scheme of things, I am convinced that your legacy will depend largely on the decisions that you make in the coming few months about what to do with Iran.I urge you, I plead with you: don't walk out of the White House in January 2009 without having stopped Mahmoud Ahmadinejad. Don't leave the fate of Israel and the Jewish people hanging in the balance.
Remember the promise that God made to Abraham in Genesis Chapter 12: I will bless those that bless you, and those that curse you I shall curse.Note that when it comes to standing by Israel and the Jewish people, there is no middle ground. German court deals blow to Berlin's EU constitution plans

Germany's plans to put the EU constitution back on track early next year have been dealt a blow by the country's constitutional court in Karlsruhe.The court on Tuesday (31 October) said it would not rule on whether the EU charter was compatible with the German constitution until after a final decision had been taken on the overall fate of the document, which has been on political ice since it was rejected by French and Dutch voters last year.German constitutional judge Siegfried Bros, who is dealing with the EU constitution, said that a decision on the issue was currently not a priority.He added, according to German daily Die Welt, that as the EU constitutional process is still under discussion since the two no referendums last year, the issue is not urgent.Should the text stay as it is, said Mr Bros, he would resume work on the constitutional complaint adding there is definitely sufficient time to deal with the issue before 2009.
Setback for Merkel
The statements are a setback for Chancellor Angela Merkel who had recently put the EU constitution back on the bloc's political agenda by outlining a roadmap under which the document would be on its political feet by the European elections in mid 2009.
Berlin had been hoping for a decision by the federal constitutional court in early 2007 which would have coincided with the country's six-month stint at the EU helm.Instead, Mrs Merkel will be leading the constitutional revival efforts although Germany has not yet technically finished ratification. The German parliament ratified the constitution by an overwhelming majority in 2005 (569 of 603 votes) but president Horst Koehler refused to sign off the ratification process until the federal court had taken a decision on a complaint by centre-right MP Peter Gauweiler that the EU treaty was taking too much power from the national parliament.
The MP filed a legal complaint in 2005 that the EU constitution will take power away from the German parliament. He argued it oversteps the boundaries that the German constitution provides for the integration of state institutions in the EU. He also said that the German parliament cannot give more rights to the EU than it has itself.Hailing the court's decision on Tuesday, Mr Gauweiler said the EU constitution has in all probability also failed in Germany.
Second ratification?
Currently 14 member states have passed the EU charter which needs all 25 member states to ratify it before it can come into force.With Germany and France making statements on the constitution, the issue has slowly moved up the political agenda once more. However, each new pronouncement raises as many questions as it does answers. France's Nicolas Sarkozy recently suggested the constitution should be pared down to a mini treaty, raising questions for those who have already ratified the document.
Estonian foreign minister Urmas Paet told the Irish Times that countries that have already ratified the constitution should not have to ratify a second version of the document.For the future, our first preference is that we should avoid the situation that all those (...) countries have to ratify Constitutional Treaty Volume II or something like this, he said according to Thursday's newspaper.

JERUSALEM (AFP) - Israel has commemorated 11 years since the assassination of prime minister Yitzhak Rabin by a Jewish extremist with a series of memorial services across the country.
Thousands of dignitaries and citizens gathered at a graveside ceremony on Mount Herzl in Jerusalem, including Prime Minister Ehud Olmert and beleaguered President Moshe Katsav, who could be facing an indictment over rape charges.Following the central memorial service, the parliament was to hold a special session in Rabin's memory where Olmert was to speak.On Saturday, thousands are expected to pack Tel Aviv Rabin Square for a memorial service at the same site where the premier was slain by right-wing radical Yigal Amir after a peace rally in Tel Aviv on November 4,1995.
A recent poll found that one in three Israelis were willing to see Amir, who shot Rabin for initiating the peace process with the Palestinians and who has never expressed regret for the murder, eventually pardoned. Only one in five Israelis held such a view last year.The general-turned-peacemaker inspired both admiration and hatred for signing the 1993 Oslo autonomy accords with the Palestinians, for which he shared the 1994 Nobel peace prize with Israeli Deputy Prime Minister Shimon Peres, then foreign minister, and the late Palestinian leader,Yasser Arafat.
Tensions Rise as Homosexhibitionist Parade Nears

The High Court has been asked to order the cancellation of the homosexual exhibitionist march in order to avoid violence. Apparent supporters of the parade vandalized a synagogue in Tel Aviv. Worshipers at the Geulat Yisrael synagogue in central Tel Aviv arrived this morning to find broken windows and this message scrawled on one of the walls: If we don't march in Jerusalem, you won't walk in Tel Aviv.
The police have begun an investigation.Yehuda Meshi-Zahav, a former Neturei Karta member who now heads the Zaka emergency rescue and recovery organization, has filed a suit with the Supreme Court against the parade. The suit, filed against Israel Police and Jerusalem Police Chief Ilan Franco, demands that the march be called off in order not to endanger the public.
Already today, Meshi-Zahav told Ynet, the hospitals are preparing, police won't be allowed to go on vacations, thousands of security force personnel are being enlisted, there is tension, disturbances and demonstrations and there's no reason for this whole mess. Asked why he is taking action against the homosexuals and not those who threaten violence against them, Meshi-Zahav said, The marchers have the alternative of marching somewhere else, but the opponents of the parade have no alternatives.
As others before him, Meshi-Zahav cites the ban on Jews entering the Temple Mount most of the year because of a fear of Arab violence. Col. (ret.) Meir Indor, of the Almagor Terror Victims Association, said that if the police do not cancel the parade but rather provide increased protection, I will petition the Supreme Court to allow and protect Jewish prayer on the Temple Mount, despite the threats of Arab violence that will result.
Two months ago, when the marchers wished to hold the offensive event on the day before Rosh HaShanah, the Supreme Court oversaw a compromise in which the date would be pushed off to Nov. 10.
But they didn't take into account what has been happening in Jerusalem over the past two days, Meshi-Zahav said. Maybe [Franco] thought he would get it done easily, but he is not, and the public leaders told him clearly that it would not pass easily.Similar homosexual marches in Israel and around the world have not limited themselves to dignified calls for equal rights, but included also exhibitionist men and women in various states of undress.
What may be acceptable in Scandinavia or Amsterdam has no place in the Holy Land,say both Jewish and Moslem leaders.
Pro-Arab and anti-Israel messages are often promulgated at these marches as well.Among the planned protest activities will be a mass public recital of Psalms outside the Great Synagogue on King George St., beginning at 9:00 on the morning of the planned march, Nov. 10. Many synagogue will hold services on the street this Sabbath, and rabbis' sermons will concentrate on the sanctity of marital relations and the obligation to protest against evil. The route of the Friday afternoon march will take it from Independence Park, not far from the Great Synagogue, down Agron and King David Streets, and then to Liberty Bell Park, where the marchers will hold a concluding rally.
Hundreds to Commemorate Genesis and Land of Israel Weekends

The Land of Israel and the Book of Genesis read aloud on autumn weekends in synagogues around the world are deeply intertwined, and special Sabbaths mark the connection.
This weekend, Parshat Lekh Lekha Genesis 12-17 is read aloud, detailing the Divinely-commanded journeys of the Patriarch Abraham from his father's house in Mesopotamia to the Land of Israel.
The journeys end in the place near Shechem, Elon Moreh - and a special mass Sabbath gathering to mark the occasion will be held this week in present-day Elon Moreh, just east of Shechem. With past experience as the guide, hundreds of people are expected to attend - even though Elon Moreh is the furthest large Yesha community from central Israel. It will be the ninth consecutive year in which the Elon Moreh weekend is being held.
The theme of the weekend will be National Responsibility specifically the religious-Zionist camp's outreach movements that are beginning to make inroads around the country. This is based on Abraham's efforts to bring his neighbors close to G-d and bring them under the wings of the Divine Presence, the organizers explain.Elon Moreh was the first Jewish community in the Shomron over 30 years ago, and continues to blaze many new trails even today, the Shabbaton organizers say. Several years ago, the town prepared in advance for the government's dry up Yesha policy, preparing many new apartments for families, and for this reason, Elon Moreh continues to grow by tens of families each year.This is not the only special Sabbath being held these weeks throughout Judea and Samaria. Seafood Population Depleted by 2048, Study Finds

The world will run out of seafood by 2048 if steep declines in marine species continue at current rates, according to a study released today by an international group of ecologists and economists.The paper, published in the journal Science, concludes that overfishing, pollution, and other environmental factors are wiping out important species across the globe, hampering the ocean's ability to produce seafood, filter nutrients and resist the spread of disease.We really see the end of the line now, said lead author Boris Worm, a marine biologist at Canada's Dalhousie University. It's within our lifetime. Our children will see a world without seafood if we don't change things.The 14 researchers from Canada, Panama, Sweden and the United States spent four years analyzing all the available data on fish populations and ocean ecosystems to reach their conclusion. They found that by 2003 the last year for which data on global commercial fish catches is available 29 percent of all fished species had collapsed, and that the rate of population collapses has accelerated in recent years.
As of 1980, just 13.5 percent of fished species had collapsed, even though fishing vessels were pursuing 1,736 fewer species back then. Today, the fishing industry harvests 7,784 species commercially.It's like hitting the gas pedal and holding it down at a constant level, Worm said in an telephone interview. The rate accelerates over time.Some American fishery management officials, industry representatives and academics questioned the team's dire predictions, however, saying countries such as the U.S. and New Zealand have taken steps in recent years to halt the depletion of their commercial fisheries.The projection is way too pessimistic, at least for the United States, said Steven Murawski, chief scientist for the National Marine Fisheries Service. The National Fisheries Institute, a trade group representing seafood producers as well as suppliers, restaurants and grocery chains, said in a statement that most wild marine stocks remain sustainable. It added that its members could meet the rising global demand for seafood in part by relying on farmed fish: To meet the gap between what wild capture can provide sustainably and the growing demand for seafood, aquaculture is filling that need.But several scientists challenged that prediction and questioned why humanity should pay for a resource that the ocean had long provided for free. Oregon State University marine biologist Jane Lubchenco said the new study makes clear that fish stocks are in trouble even though consumers appear to have a cornucopia of seafood choices.I think people don't get it, Lubchenco said. They think, If there is a problem with the oceans, how come the case in my grocery store is so full?' There is a disconnect.The researchers said the loss of so many species is eroding the viability of marine ecosystems and their ability to resist environmental stresses. In 12 marine ecosystems they surveyed, they found than a decline in biodiversity of 50 percent or more cut the number of viable fisheries by 33 percent, reduced nursery habitats by 69 percent and cut the ocean's capacity to filter and detoxify contaminants by 63 percent.
This phenomenon is visible in Maryland's Chesapeake Bay, where the collapse of the oyster fishery has reverberated across the ecosystem. In 1880 there were enough oysters to filter all the water in the bay in three days; by 1988 it took more than a year for the remaining oysters to accomplish the same task.

First woman priest to head US church

Katharine Jefferts Schori, the Episcopal bishop in the western state of Nevada, thought the odds she would be elected to lead the church nationally were ridiculous.I was a woman, fairly young, I hadn't been a bishop all that long, and I was serving a diocese that's not part of the Eastern establishment,the 52-year-old Jefferts Schori said.Then came the surprise: she won anyway, in balloting at the Episcopal General Convention this June. On Saturday, Jefferts Schori will be installed as presiding bishop at the Washington National Cathedral, becoming the first woman priest to lead a national church in the nearly 500-year-old Anglican Communion.
The Bible is full of stories of the younger son being called and the outsider being called by God to serve, Jefferts Schori said in an interview this week. I think courage is a central characteristic of leadership. If you're not willing to go into dangerous places, you have no business doing this work,she added.The perils for anyone leading The Episcopal Church right now are considerable.
Debating sexuality
The 2.3 million-member denomination is at the center of a worldwide Anglican feud over how to interpret what the Bible says about sexuality and other issues. Jefferts Schori unapologetically supports ordaining gays and allowing blessing ceremonies for same-sex couples. In 2003, she voted to confirm New Hampshire Bishop V Gene Robinson, the first openly gay Episcopal bishop.
The uproar over his consecration is threatening to split the Anglican family, of which The Episcopal Church is the American branch.I'm clear about this role involving the entire breadth of The Episcopal Church, Jefferts Schori said. But at some level, I don't think it's appropriate for me to disguise what my own theological understanding is. I'm someone who believes transparency is incredibly important. It's part of integrity,she added.Yet the bishop also is aware that compromise is necessary to heal the rift with overseas Anglicans, a goal she says is important to her.
Saddening compromise
She believes Episcopalians should fulfil the request of Anglican leaders that the American church stop consecrating any more gay bishops for now, and should refrain from developing an official prayer service to bless same-gender couples.There's a piece of me that is very sad that we need to do that, she said, but there's a piece of me that understands that for the health of the larger body, we might have to do that for a season.Having served just five years as a bishop, Jefferts Schori knows her experience in the church may seem all too brief for such an important job. But she has spent her life tackling outsized challenges.
She is an oceanographer who graduated from Stanford University and earned a doctorate at Oregon State, working at sea with boat captains more accustomed to all-male research crews.A pilot with more than 500 hours logged, she flew her plane to visit parishes in the sprawling Nevada Diocese. The leader of the 30-million-member National Association of Evangelicals in the US has resigned after being accused of paying for sex with a man.The Reverend Ted Haggard said he would also temporarily step aside as head of his 14,000-strong New Life Church while his colleagues investigated the claims.Mr Haggard, who is known as a vocal opponent of same-sex marriages, denies the accusations.The claims were made by a man during a radio show in Denver, Colorado. In a statement to the New Life Church, Mr Haggard said he could not continue to minister under the cloud created by the accusations.Mike Jones said he had been paid to have sex I am voluntarily stepping aside from leadership so that the overseer process can be allowed to proceed with integrity, he said.In an interview with KUSA-TV, Mr Haggard said he never had a gay relationship with anybody.

The row began after Mike Jones said he had been paid to have sex with Mr Haggard nearly every month over the past three years. Mr Jones, 49, said Mr Haggard's public stance on gay marriage had prompted him to reveal the details of their relationship. Tuberculosis returns with big jump in cases

Almost two centuries after the poet John Keats coughed, turned his pillow crimson and died, specialists have warned that the disease that killed him is on its way back.The number of cases of tuberculosis, one of the worlds deadliest and hardest to treat diseases, leapt by almost 11 per cent last year to 8,115, the highest total for more than 20 years.Known as the white death because of the deathly pallor of its victims, TB claimed the lives of Chopin, three of the Brontes, Modigliani, Kafka, Stevenson, Lawrence, Chekhov and Orwell.It had been thought beaten by the introduction of powerful drugs in the mid -20th century and cases fell to an all-time low of about 5,700 a year in the late 1980s. But since then they have been increasing year on year and last year was the largest increase since 1999.
Professor Peter Borriello, director of the Centre for Infections at the Health Protection Agency (HPA), which published the latest figures, said:The Black Death, smallpox and tuberculosis were the major killers of the past. Tuberculosis is the bogeyman that is returning.The disease is politically sensitive because the increase over the past decade has been almost wholly confined to the immigrant community.John Watson, head of the HPA's Respiratory Diseases Department, said the largest rise last year was seen among people not born in the UK, who accounted for 5,310 cases, 72 per cent of the total.
Rates among the indigenous population were low and stable.Four out of five cases among immigrants involved people who had been in the country for more than two years, who would not have been picked up by screening at the point of entry, he said.They had either caught the infection after they arrived or their disease was latent when they arrived in the country and it only emerged later. TB infection can lie dormant for decades only flaring into active disease when the patient's immunity is low.
A blood test for detecting the condition in its dormant state is commercially available but it could be five years before trials established it as an effective screening mechanism, specialists said.John Moore-Gillon, president of the British Lung Foundation, called for more resources to target high-risk groups and recruit more TB nurses. If we are going to stop TB we have to have action now, he said.When I started training I never dreamt I would see the number of cases we are seeing today. Something fairly dramatic is going on.
But he questioned the Home Office strategy of X-raying people applying to enter the UK a scheme introduced just last year. The programme operates in Bangladesh, Sudan, Tanzania and Thailand for people wishing to come to the UK for more than six months.We need informed thinking on migration and what X-rays can and cannot achieve, he said.There are 10 new cases of TB a day in London and more than 600 of the total diagnosed last year were drug resistant. Drug resistant strains can take over a year to treat and cost tens of thousands of pounds. England and Wales are the only countries in the EU to have seen an increase in TB cases over the past 10 years. Germany, France and Spain have seen decreases of up to 35 per cent. In New York, the number of cases has more than halved in the past decade.
Caroline Flint, the Public Health minister, said TB was a global problem that could not be solved by countries in isolation. We cannot be complacent about this issue. There are no short-term solutions to tackling TB - this will need long-term, concerted action.Andrew Murrison, a shadow health minister, said: This is alarming. Iran opened a sabre-rattling show of military might today by firing a long-range weapon said to be capable of carrying nuclear warheads and striking Israel and US forces in the Middle East.Revolutionary Guards tested a Shahab-3 missile at the start of 10 days of war games in a calculated rebuff to the west as it seeks to impose sanctions over Iran’s nuclear programme. The UN security council’s permanent five members - the US, Britain, France, Russia and China plus Germany are locked in discussions over an appropriate punishment for Iran’s refusal to suspend uranium enrichment, which many in the west suspect is a front for making atomic bombs.The war games, codenamed Operation Great Prophet 2, were announced in retaliation for US-led manoeuvres earlier this week in the strategically vital Gulf, through which 20% of the world’s oil passes. In an apparent rehearsal for an anti-Iranian embargo, allied warships practised surveillance of suspected illegal shipments of weapons parts. The US and Britain want sanctions to include a ban on components that could be used to manufacture nuclear weapons.
Iran denounced the manoeuvres in which Britain also participated along with France, Italy, Australia and Bahrain as adventurist. It responded yesterday by announcing a series of exercises in the Gulf, the Sea of Oman and 14 provinces across the country. The head of the Revolutionary Guards, General Yahya Rahim Safavi, said Iran’s response was not intended to threaten its neighbours but as a powerful signal to its enemies. We want to show our deterrent and defensive power to trans-regional enemies, and we hope they will understand the message of the manoeuvres, he said.The first and main goal is to demonstrate the power and national determination to defend the country against possible threat.The Shahab-3 missile fired today has an estimated range of 1,240 miles.
State television said the exercises also included tests on the shorter-range Shahab-2 to take account of adjustments to install it with cluster warheads and give it the capacity to carry 1,400 bombs.
Solid-fuel Zalzal missiles were also launched, as were guided missiles as well as Scud-B, Zolfaghar-73 and Z-3 weapons. It is the third set of war games Iran’s military has staged this year as it has stepped up activity in response to escalating tensions over the nuclear crisis. In April, new missiles and torpedoes were tested in what was seen as a display of Iran’s potential to disrupt oil
shipments. Further tests were conducted in August, days after Iran had flouted a security council deadline to suspend uranium enrichment.

Dear Mr. President, I am writing to you because I am afraid. I have been closely following the rhetoric of Iranian President Mahmoud Ahmadinejad over the past few months, and I want you to know that I am gripped with a sense of fear.I fear for the future of Israel and for that of the entire Jewish people, as the would-be Hitler of Persia readies to do battle against us with the most horrific of weapons.I fear for the future of the West, because outside of Washington, few and far between are the leaders with the common sense and courage to stand up to the Tyrant of Teheran.And I fear for the future of the world, because if Iran's fundamentalists get their hands on a nuclear weapon, it will only be a matter of time before their extremist allies abroad become similarly armed.
Hence, I am writing to you because I am convinced that you alone understand and appreciate the gravity of the current situation, and I pray in my heart that you will not let it stand.I appeal to you now, not as a political analyst nor as a newspaper columnist, but as one man of faith to another: Please strike Iran hard with military force, and dismantle its nuclear weapons program, before it is too late.I know you believe, as I do, that God guides the destiny of men and of nations. And I know you believe, just as I do, that He raised you up to the helm of power precisely at this critical period, to serve as His agent and His instrument in this world.The God of history has chosen you, Mr. President, just as He did Churchill, and He has entrusted you with a sacred mandate: to save the world from the designs of a madman.
I can tell you that in Israel, a sense of dread has slowly, but surely, begun to sink in. As the Sunday Times of London reported earlier this week, a growing number of my fellow Jews have begun to build underground nuclear shelters adjacent to their homes.The shelters, says the Times, are built to withstand radioactive fallout, have fortified walls and doors and generate their own electricity and decontaminated air. Hundreds of such bunkers, reports the paper, have been built in recent months, and demand is soaring.Mr. President, just the other night, I went out with my family for dinner to a restaurant in Herzliya, the city named after Zionist visionary Theodor Herzl, who foresaw the need to establish a safe haven for the Jewish people. Our waitress was an attractive and cheerful young lady who moved to Israel 16 years ago at the age of four from her native Lithuania, where her family had suffered anti-Semitism and persecution.
But when we asked her if she was happy living here in the Jewish state, the smile on her lips quickly faded. Glumly, she answered us with the following words: That Ahmadinejad of Iran, he scares me. It is a very scary situation. And indeed it is, Mr. President, because my people are in danger once again. It was just six decades ago that the Europeans tossed us into Hitler's ovens and turned 6 million Jews into ashes. Now, with no shame, they stand by silently as Iran seeks to do the same.The United Nations is a lost cause, and we have no faith in Russia, China or international institutions.
The sad fact is that most of the world will not shed a tear if Mr. Ahmadinejad succeeds in achieving his dreadful aims.Here in Israel, our own leadership is tired and weak. They have lost their way, and they are no longer anchored in faith. As we saw this past summer in the Lebanon war, they stumble about as though walking in darkness, oblivious to the danger that stalks us all.There is only one person now, Mr. President, who can stop this terrifying scenario from coming to pass, and I believe that person is you.
I think of you often, and when I do, I am guided in faith to the fourth chapter of the Book of Esther in the Bible, where the evil Persian court officer Haman threatened the Jewish people with extinction. After Mordechai the Jew got wind of Haman's plot, he passed along a message of great urgency to Queen Esther: Who knows, perhaps it was precisely for a moment such as this that you have attained power? Mr. President, that message was as compelling then as it is today, and I believe it is clearly directed to you too.
The decision you face is not an easy one, and I do not mean to suggest otherwise. But there are moments when a leader, like Joshua of old, must be strong and of good courage (Joshua Chapter 1), and not shy away from doing what must be done. In the case of Iran, there can be no room for retreat or for shrinking back from the task at hand. The stakes are simply too great.
Iran can and must be stopped, and the only way to do so is through the use of military force.Diplomacy and resolutions are a smoke screen, and you know as well as I do that they will not slow Iran's steady drive toward obtaining a nuclear arsenal. Only the long and powerful arm of the United States, flexed with all its might, can and will be able to do the job.Sure, the critics and the nay-sayers will try to tear you down, just as they have been doing since you the day you were elected. They will heap scorn on you, call you a warmonger and worse, and denigrate you and your family for many, many years to come.But please don't allow them to deter you or to drive you to despair. Don't let them drown out that still, small voice within, the one that reaches into each of our hearts and calls out every day: I am the Lord, and there is none else (Isaiah Chapter 45).
Mr. President, you know as well as I do that history's final verdict is not written by academics, nor is it determined by the opinion-mongers at The New York Times.The one and only verdict, the one that really, truly counts, is the one that is penned in heaven, by He Who gave each of us life. It is to Him, and Him alone, that we will all have to answer.In just over two years you will leave office. In the greater scheme of things, I am convinced that your legacy will depend largely on the decisions that you make in the coming few months about what to do with Iran.I urge you, I plead with you: don't walk out of the White House in January 2009 without having stopped Mahmoud Ahmadinejad. Don't leave the fate of Israel and the Jewish people hanging in the balance.

German court deals blow to Berlin's EU constitution plans

Germany's plans to put the EU constitution back on track early next year have been dealt a blow by the country's constitutional court in Karlsruhe.The court on Tuesday (31 October) said it would not rule on whether the EU charter was compatible with the German constitution until after a final decision had been taken on the overall fate of the document, which has been on political ice since it was rejected by French and Dutch voters last year.German constitutional judge Siegfried Bros, who is dealing with the EU constitution, said that a decision on the issue was currently not a priority.He added, according to German daily Die Welt, that as the EU constitutional process is still under discussion since the two no referendums last year, the issue is not urgent.Should the text stay as it is, said Mr Bros, he would resume work on the constitutional complaint adding there is definitely sufficient time to deal with the issue before 2009.
Setback for Merkel
The statements are a setback for Chancellor Angela Merkel who had recently put the EU constitution back on the bloc's political agenda by outlining a roadmap under which the document would be on its political feet by the European elections in mid 2009.
Berlin had been hoping for a decision by the federal constitutional court in early 2007 which would have coincided with the country's six-month stint at the EU helm.Instead, Mrs Merkel will be leading the constitutional revival efforts although Germany has not yet technically finished ratification. The German parliament ratified the constitution by an overwhelming majority in 2005 (569 of 603 votes) but president Horst Koehler refused to sign off the ratification process until the federal court had taken a decision on a complaint by centre-right MP Peter Gauweiler that the EU treaty was taking too much power from the national parliament.
The MP filed a legal complaint in 2005 that the EU constitution will take power away from the German parliament. He argued it oversteps the boundaries that the German constitution provides for the integration of state institutions in the EU. He also said that the German parliament cannot give more rights to the EU than it has itself.Hailing the court's decision on Tuesday, Mr Gauweiler said the EU constitution has in all probability also failed in Germany.
Second ratification?
Currently 14 member states have passed the EU charter which needs all 25 member states to ratify it before it can come into force.With Germany and France making statements on the constitution, the issue has slowly moved up the political agenda once more. However, each new pronouncement raises as many questions as it does answers. France's Nicolas Sarkozy recently suggested the constitution should be pared down to a mini treaty, raising questions for those who have already ratified the document.
Estonian foreign minister Urmas Paet told the Irish Times that countries that have already ratified the constitution should not have to ratify a second version of the document.For the future, our first preference is that we should avoid the situation that all those (...) countries have to ratify Constitutional Treaty Volume II or something like this, he said according to Thursday's newspaper.

JERUSALEM (AFP) - Israel has commemorated 11 years since the assassination of prime minister Yitzhak Rabin by a Jewish extremist with a series of memorial services across the country.
Thousands of dignitaries and citizens gathered at a graveside ceremony on Mount Herzl in Jerusalem, including Prime Minister Ehud Olmert and beleaguered President Moshe Katsav, who could be facing an indictment over rape charges.Following the central memorial service, the parliament was to hold a special session in Rabin's memory where Olmert was to speak.On Saturday, thousands are expected to pack Tel Aviv Rabin Square for a memorial service at the same site where the premier was slain by right-wing radical Yigal Amir after a peace rally in Tel Aviv on November 4,1995.
A recent poll found that one in three Israelis were willing to see Amir, who shot Rabin for initiating the peace process with the Palestinians and who has never expressed regret for the murder, eventually pardoned. Tensions Rise as Homosexhibitionist Parade Nears

The High Court has been asked to order the cancellation of the homosexual exhibitionist march in order to avoid violence. Apparent supporters of the parade vandalized a synagogue in Tel Aviv. Worshipers at the Geulat Yisrael synagogue in central Tel Aviv arrived this morning to find broken windows and this message scrawled on one of the walls: If we don't march in Jerusalem, you won't walk in Tel Aviv.
The police have begun an investigation.Yehuda Meshi-Zahav, a former Neturei Karta member who now heads the Zaka emergency rescue and recovery organization, has filed a suit with the Supreme Court against the parade. The suit, filed against Israel Police and Jerusalem Police Chief Ilan Franco, demands that the march be called off in order not to endanger the public.
Already today, Meshi-Zahav told Ynet, the hospitals are preparing, police won't be allowed to go on vacations, thousands of security force personnel are being enlisted, there is tension, disturbances and demonstrations and there's no reason for this whole mess. Asked why he is taking action against the homosexuals and not those who threaten violence against them, Meshi-Zahav said, The marchers have the alternative of marching somewhere else, but the opponents of the parade have no alternatives.
As others before him, Meshi-Zahav cites the ban on Jews entering the Temple Mount most of the year because of a fear of Arab violence. Col. (ret.) Meir Indor, of the Almagor Terror Victims Association, said that if the police do not cancel the parade but rather provide increased protection, I will petition the Supreme Court to allow and protect Jewish prayer on the Temple Mount, despite the threats of Arab violence that will result.
Two months ago, when the marchers wished to hold the offensive event on the day before Rosh HaShanah, the Supreme Court oversaw a compromise in which the date would be pushed off to Nov. 10.
But they didn't take into account what has been happening in Jerusalem over the past two days, Meshi-Zahav said. Maybe [Franco] thought he would get it done easily, but he is not, and the public leaders told him clearly that it would not pass easily.Similar homosexual marches in Israel and around the world have not limited themselves to dignified calls for equal rights, but included also exhibitionist men and women in various states of undress.
What may be acceptable in Scandinavia or Amsterdam has no place in the Holy Land,say both Jewish and Moslem leaders.
Pro-Arab and anti-Israel messages are often promulgated at these marches as well.Among the planned protest activities will be a mass public recital of Psalms outside the Great Synagogue on King George St., beginning at 9:00 on the morning of the planned march, Nov. 10. Many synagogue will hold services on the street this Sabbath, and rabbis' sermons will concentrate on the sanctity of marital relations and the obligation to protest against evil. The route of the Friday afternoon march will take it from Independence Park, not far from the Great Synagogue, down Agron and King David Streets, and then to Liberty Bell Park, where the marchers will hold a concluding rally.
Hundreds to Commemorate Genesis and Land of Israel Weekends

The Land of Israel and the Book of Genesis read aloud on autumn weekends in synagogues around the world are deeply intertwined, and special Sabbaths mark the connection.
This weekend, Parshat Lekh Lekha Genesis 12-17 is read aloud, detailing the Divinely-commanded journeys of the Patriarch Abraham from his father's house in Mesopotamia to the Land of Israel.
The journeys end in the place near Shechem, Elon Moreh - and a special mass Sabbath gathering to mark the occasion will be held this week in present-day Elon Moreh, just east of Shechem. With past experience as the guide, hundreds of people are expected to attend - even though Elon Moreh is the furthest large Yesha community from central Israel. It will be the ninth consecutive year in which the Elon Moreh weekend is being held.
The theme of the weekend will be National Responsibility specifically the religious-Zionist camp's outreach movements that are beginning to make inroads around the country. This is based on Abraham's efforts to bring his neighbors close to G-d and bring them under the wings of the Divine Presence, the organizers explain.Elon Moreh was the first Jewish community in the Shomron over 30 years ago, and continues to blaze many new trails even today, the Shabbaton organizers say. Seafood Population Depleted by 2048, Study Finds

The world will run out of seafood by 2048 if steep declines in marine species continue at current rates, according to a study released today by an international group of ecologists and economists.The paper, published in the journal Science, concludes that overfishing, pollution, and other environmental factors are wiping out important species across the globe, hampering the ocean's ability to produce seafood, filter nutrients and resist the spread of disease.We really see the end of the line now, said lead author Boris Worm, a marine biologist at Canada's Dalhousie University. It's within our lifetime. Our children will see a world without seafood if we don't change things.The 14 researchers from Canada, Panama, Sweden and the United States spent four years analyzing all the available data on fish populations and ocean ecosystems to reach their conclusion. They found that by 2003 the last year for which data on global commercial fish catches is available 29 percent of all fished species had collapsed, and that the rate of population collapses has accelerated in recent years.
As of 1980, just 13.5 percent of fished species had collapsed, even though fishing vessels were pursuing 1,736 fewer species back then. Today, the fishing industry harvests 7,784 species commercially.It's like hitting the gas pedal and holding it down at a constant level, Worm said in an telephone interview. The rate accelerates over time.Some American fishery management officials, industry representatives and academics questioned the team's dire predictions, however, saying countries such as the U.S. and New Zealand have taken steps in recent years to halt the depletion of their commercial fisheries.The projection is way too pessimistic, at least for the United States, said Steven Murawski, chief scientist for the National Marine Fisheries Service. We've got the message. We will continue to reverse this trend.
The National Fisheries Institute, a trade group representing seafood producers as well as suppliers, restaurants and grocery chains, said in a statement that most wild marine stocks remain sustainable. It added that its members could meet the rising global demand for seafood in part by relying on farmed fish: To meet the gap between what wild capture can provide sustainably and the growing demand for seafood, aquaculture is filling that need.But several scientists challenged that prediction and questioned why humanity should pay for a resource that the ocean had long provided for free. It's like turning on the air conditioning rather than
opening the window,said Stanford University marine sciences professor Stephen R. Palumbi, one of the paper's authors.
Oregon State University marine biologist Jane Lubchenco said the new study makes clear that fish stocks are in trouble even though consumers appear to have a cornucopia of seafood choices.I think people don't get it, Lubchenco said. They think, If there is a problem with the oceans, how come the case in my grocery store is so full?' There is a disconnect.The researchers said the loss of so many species is eroding the viability of marine ecosystems and their ability to resist environmental stresses. In 12 marine ecosystems they surveyed, they found than a decline in biodiversity of 50 percent or more cut the number of viable fisheries by 33 percent, reduced nursery habitats by 69 percent and cut the ocean's capacity to filter and detoxify contaminants by 63 percent.
This phenomenon is visible in Maryland's Chesapeake Bay, where the collapse of the oyster fishery has reverberated across the ecosystem. In 1880 there were enough oysters to filter all the water in the bay in three days; by 1988 it took more than a year for the remaining oysters to accomplish the same task.

First woman priest to head US church

Katharine Jefferts Schori, the Episcopal bishop in the western state of Nevada, thought the odds she would be elected to lead the church nationally were ridiculous.I was a woman, fairly young, I hadn't been a bishop all that long, and I was serving a diocese that's not part of the Eastern establishment,the 52-year-old Jefferts Schori said.Then came the surprise: she won anyway, in balloting at the Episcopal General Convention this June. On Saturday, Jefferts Schori will be installed as presiding bishop at the Washington National Cathedral, becoming the first woman priest to lead a national church in the nearly 500-year-old Anglican Communion.
The Bible is full of stories of the younger son being called and the outsider being called by God to serve, Jefferts Schori said in an interview this week. I think courage is a central characteristic of leadership. If you're not willing to go into dangerous places, you have no business doing this work,she added.The perils for anyone leading The Episcopal Church right now are considerable.
Debating sexuality
The 2.3 million-member denomination is at the center of a worldwide Anglican feud over how to interpret what the Bible says about sexuality and other issues. Jefferts Schori unapologetically supports ordaining gays and allowing blessing ceremonies for same-sex couples. In 2003, she voted to confirm New Hampshire Bishop V Gene Robinson, the first openly gay Episcopal bishop.
The uproar over his consecration is threatening to split the Anglican family, of which The Episcopal Church is the American branch.I'm clear about this role involving the entire breadth of The Episcopal Church, Jefferts Schori said. But at some level, I don't think it's appropriate for me to disguise what my own theological understanding is. I'm someone who believes transparency is incredibly important. It's part of integrity,she added.Yet the bishop also is aware that compromise is necessary to heal the rift with overseas Anglicans, a goal she says is important to her.
Saddening compromise
She believes Episcopalians should fulfil the request of Anglican leaders that the American church stop consecrating any more gay bishops for now, and should refrain from developing an official prayer service to bless same-gender couples.There's a piece of me that is very sad that we need to do that, she said, but there's a piece of me that understands that for the health of the larger body, we might have to do that for a season.Having served just five years as a bishop, Jefferts Schori knows her experience in the church may seem all too brief for such an important job. But she has spent her life tackling outsized challenges.
She is an oceanographer who graduated from Stanford University and earned a doctorate at Oregon State, working at sea with boat captains more accustomed to all-male research crews.A pilot with more than 500 hours logged, she flew her plane to visit parishes in the sprawling Nevada Diocese. She also rock climbs with her husband of more than 25 years, Richard Schori, a theoretical mathematician and retired university professor. The leader of the 30-million-member National Association of Evangelicals in the US has resigned after being accused of paying for sex with a man.The Reverend Ted Haggard said he would also temporarily step aside as head of his 14,000-strong New Life Church while his colleagues investigated the claims.Mr Haggard, who is known as a vocal opponent of same-sex marriages, denies the accusations.The claims were made by a man during a radio show in Denver, Colorado. In a statement to the New Life Church, Mr Haggard said he could not continue to minister under the cloud created by the accusations.Mike Jones said he had been paid to have sex I am voluntarily stepping aside from leadership so that the overseer process can be allowed to proceed with integrity, he said.In an interview with KUSA-TV, Mr Haggard said he never had a gay relationship with anybody.
I'm steady with my wife, I'm faithful to my wife, he said.Mr Haggard, who has five children, became the president of the National Association of Evangelicals in 2003.He has been described as one of the most influential evangelical Christians in the US.
Allegations
The row began after Mike Jones said he had been paid to have sex with Mr Haggard nearly every month over the past three years. The allegations come as voters in Colorado and several other US states are due to hold simultaneous votes on gay marriage laws. Mr Jones, 49, said Mr Haggard's public stance on gay marriage had prompted him to reveal the details of their relationship. It made me angry that here's someone preaching about gay marriage and going behind the scenes having gay sex,Mr Jones told the Associated Press news agency.

Tuberculosis returns with big jump in cases

Almost two centuries after the poet John Keats coughed, turned his pillow crimson and died, specialists have warned that the disease that killed him is on its way back.The number of cases of tuberculosis, one of the worlds deadliest and hardest to treat diseases, leapt by almost 11 per cent last year to 8,115, the highest total for more than 20 years.Known as the white death because of the deathly pallor of its victims, TB claimed the lives of Chopin, three of the Brontes, Modigliani, Kafka, Stevenson, Lawrence, Chekhov and Orwell.It had been thought beaten by the introduction of powerful drugs in the mid -20th century and cases fell to an all-time low of about 5,700 a year in the late 1980s. But since then they have been increasing year on year and last year was the largest increase since 1999.
Professor Peter Borriello, director of the Centre for Infections at the Health Protection Agency (HPA), which published the latest figures, said:The Black Death, smallpox and tuberculosis were the major killers of the past. Tuberculosis is the bogeyman that is returning.The disease is politically sensitive because the increase over the past decade has been almost wholly confined to the immigrant community.John Watson, head of the HPA's Respiratory Diseases Department, said the largest rise last year was seen among people not born in the UK, who accounted for 5,310 cases, 72 per cent of the total.
Rates among the indigenous population were low and stable.Four out of five cases among immigrants involved people who had been in the country for more than two years, who would not have been picked up by screening at the point of entry, he said.They had either caught the infection after they arrived or their disease was latent when they arrived in the country and it only emerged later. TB infection can lie dormant for decades only flaring into active disease when the patient's immunity is low.
A blood test for detecting the condition in its dormant state is commercially available but it could be five years before trials established it as an effective screening mechanism, specialists said.John Moore-Gillon, president of the British Lung Foundation, called for more resources to target high-risk groups and recruit more TB nurses. If we are going to stop TB we have to have action now, he said.When I started training I never dreamt I would see the number of cases we are seeing today. Something fairly dramatic is going on.
But he questioned the Home Office strategy of X-raying people applying to enter the UK a scheme introduced just last year. The programme operates in Bangladesh, Sudan, Tanzania and Thailand for people wishing to come to the UK for more than six months.We need informed thinking on migration and what X-rays can and cannot achieve, he said.There are 10 new cases of TB a day in London and more than 600 of the total diagnosed last year were drug resistant. Drug resistant strains can take over a year to treat and cost tens of thousands of pounds. England and Wales are the only countries in the EU to have seen an increase in TB cases over the past 10 years. Germany, France and Spain have seen decreases of up to 35 per cent. In New York, the number of cases has more than halved in the past decade.
Caroline Flint, the Public Health minister, said TB was a global problem that could not be solved by countries in isolation. We cannot be complacent about this issue. There are no short-term solutions to tackling TB - this will need long-term, concerted action.Andrew Murrison, a shadow health minister, said: This is alarming. Iran begins 10 days of war games

Iran opened a sabre-rattling show of military might today by firing a long-range weapon said to be capable of carrying nuclear warheads and striking Israel and US forces in the Middle East.Revolutionary Guards tested a Shahab-3 missile at the start of 10 days of war games in a calculated rebuff to the west as it seeks to impose sanctions over Iran’s nuclear programme. The UN security council’s permanent five members - the US, Britain, France, Russia and China plus Germany are locked in discussions over an appropriate punishment for Iran’s refusal to suspend uranium enrichment, which many in the west suspect is a front for making atomic bombs.The war games, codenamed Operation Great Prophet 2, were announced in retaliation for US-led manoeuvres earlier this week in the strategically vital Gulf, through which 20% of the world’s oil passes. In an apparent rehearsal for an anti-Iranian embargo, allied warships practised surveillance of suspected illegal shipments of weapons parts. The US and Britain want sanctions to include a ban on components that could be used to manufacture nuclear weapons.
Iran denounced the manoeuvres in which Britain also participated along with France, Italy, Australia and Bahrain as adventurist. It responded yesterday by announcing a series of exercises in the Gulf, the Sea of Oman and 14 provinces across the country. The head of the Revolutionary Guards, General Yahya Rahim Safavi, said Iran’s response was not intended to threaten its neighbours but as a powerful signal to its enemies. We want to show our deterrent and defensive power to trans-regional enemies, and we hope they will understand the message of the manoeuvres, he said.The first and main goal is to demonstrate the power and national determination to defend the country against possible threat.The Shahab-3 missile fired today has an estimated range of 1,240 miles.
State television said the exercises also included tests on the shorter-range Shahab-2 to take account of adjustments to install it with cluster warheads and give it the capacity to carry 1,400 bombs.
Solid-fuel Zalzal missiles were also launched, as were guided missiles as well as Scud-B, Zolfaghar-73 and Z-3 weapons. It is the third set of war games Iran’s military has staged this year as it has stepped up activity in response to escalating tensions over the nuclear crisis. In April, new missiles and torpedoes were tested in what was seen as a display of Iran’s potential to disrupt oil
shipments. Further tests were conducted in August, days after Iran had flouted a security council deadline to suspend uranium enrichment.
