What is RFID?

Radio Frequency Identification (RFID) is a system that wirelessly transmits the identity of a person or product — using a unique serial number — through electromagnetic waves.Components: A transponder (usually a microchip and antenna combined on one chip) is attached to a label or imbedded in a device, product, human or pet. A reader is then used to scan the chip, and a database is used to read the information.

Kinds of chips: An active tag is battery powered and broadcasts a signal that can be read up to 1,500 feet away. A passive tag is not self-powered and can only be activated by a reader, usually within inches or up to 15 feet away.Common Uses: Tracking products through the distribution system; gaining entry to a car or office building; cataloguing books or videos at a library; tracking baggage; wireless payment at gas stations or on toll roads; identification at resorts, amusement parks or athletic competitions; livestock management; interactive toys.History: The technology dates to World War II when it was first used to identify friendly

BALTIMORE - Disrupting the start of the Labor Day weekend, the remnants of Tropical Storm Ernesto drenched the Mid-Atlantic region, cut power to more than 400,000 customers and forced evacuations. Flash flood watches were posted early Saturday for New Jersey and New York. Flood warnings were issued for North Carolina, Virginia, Maryland, Delaware, and the District of Columbia.

Ernesto was blamed for at least five deaths in Virginia and North Carolina, where it swirled ashore late Thursday as a tropical storm, a day after severe thunderstorms had already drenched the region. It weakened Friday to a tropical depression, meaning its sustained winds had fallen below 39 mph.The storm lost much of its punch as it moved farther inland. Flood watches were canceled in Pennsylvania, and rivers and streams across the state were expected to remain well within their banks, officials said.

Eastern North Carolina got 8 to 12 inches of rain, while southeastern Virginia measured up to a foot. Seven inches fell in Worcester County on Maryland's Eastern Shore, and a wind gust of 61 mph was recorded in Ocean City, said Ed McDonough, spokesman for the Maryland Emergency Management Agency.Sheriff's deputies in St. Mary's County, Md., on Friday evacuated about 30 residents of St. George's Island, which juts into the Potomac River where the river meets the Chesapeake Bay. The county ordered the evacuation of all tidal areas, about 3,000 people.Greg Gill, 36, waded through waist-deep water to leave the island. It pushed me back and forth as I walked through it,he said.I was going to stay (in my house), but it just keep getting worse and worse.

More than 200 homes were evacuated in Richmond, Va., and about a dozen people had to leave their homes in coastal Poquoson, which is still recovering from Hurricane Isabel three years ago. About 50 homes on Chesapeake Bay's Northumberland County were also evacuated, Virginia Gov. Tim Kaine said.In Gloucester, Va., a husband and wife were crushed to death when a tree fell on their modular home, said Maj. T.P. Robert Ehrlich said he decided against one because his state has been so dry.North Carolina Gov. Mike Easley planned to take an aerial tour Saturday of the Northeast Cape Fear River. By late Friday, the river rose to over 16 feet in Chinquapin, a few inches above its flood stage of 13 feet. It was expected to crest Sunday at around 18 feet, at which point numerous roads would flood and residents would need to be evacuated, said Scott Kennedy, a meteorologist at the National Weather Service in Morehead City.Arlene Losaw lost her mobile home to Hurricane Fran 10 years ago.

As the river rose Friday, water gradually covered her driveway and began lapping at the front stoop of her newer mobile home in Chinquapin. She and her husband, William, were hoping they wouldn't have to evacuate — or lose their home again.I thought we were done with this mess,Losaw said. It keeps coming and, depending on how bad it gets, we may have to get out of here.

LA PAZ, Mexico (Reuters) Hurricane John rumbled up Mexico's Baja California peninsula on Saturday after roughing up this tourist port overnight with wicked winds and torrential rain that knocked out power. Rescue workers began assessing damages and possible deaths in La Paz -- where about 200,000 people live -- when daylight broke.The hurricane passed close by, or right over us, and cut power to the entire city,La Paz civil protection worker Adrian Romero said in an interview.When the sun comes up we'll do a full evaluation, right now we can't, we can't see. There is no power.La Paz is capital of Baja California Sur state and roads flooded from the heavy rain, cutting off several routes.

Before John made landfall Friday as a Category 2 storm, around 4,000 people living in vulnerable low-lying areas of the city were moved to shelters to ride out the storm. Rescue worker Romero said they passed the night safely.John weakened on Saturday to a Category 1 hurricane, but was still packing winds of 85 mph (160 kph). The storm was forecast to lose more punch as it swirled over the peninsula.The U.S. National Hurricane Center said the storm was creeping northwest up the peninsula and now located about 10 miles northwest of La Paz.John was forecast to churn up the east coast of the peninsula and then out into the Pacific Ocean, posing no threat to the United States.

STORM SURGES

Coastal storm surges of up to 5 feet above normal tide levels with battering waves were expected, and rain of six to 12 inches with isolated deluges of 18 inches were possible, the center said.On the western tip of the peninsula in the luxurious seaside resort of Los Cabos, thousands of tourists and residents had been forced into shelters to escape John's wrath.Five-star hotels in Los Cabos had sent vacationers to sit out most of Friday on mattresses in shelters set up in conference rooms.

But when the storm brushed close by, only dumping heavy rain and whipping up winds, tourists went back to their rooms and were keen to restart their holidays on Saturday.I want to enjoy Cabos, go clubbing and go to the beach, said Lisa Perez, who was on a break from running her furniture store in California.Local residents in Los Cabos were less fortunate, however, as rescue workers forced them to spend a second night in the shelters set up for people living in areas in most danger from flooding and winds.

They were expected to return to their fragile homes early Saturday when alerts were lifted.In October, Hurricane Wilma hit Cancun and other beach resorts on Mexico's Caribbean coast. Fire fighters in Northwestern Ontario continue to battle new blazes, as the region has seen a return to the moderate to high fire hazard. Thirteen new fires have been recorded over the past two days, bringing the total number of active blazes in the region to 36.

Since April 1 the MNR has recorded 1,116 forest fires in the northwest and over 18,000 hectares have been burned. And it's not just here that the battle is taking place, over 40 personnel have been dispatched to Montana to help out crews in that state.MNR spokesperson Deb Maclean says that they have now joined the fight and are fitting in well. Their biggest hurdle to date has been getting accustomed to the mountainous terrain of the area.

Spain to build up Lebanon force (BBC)

Spain is involved in peacekeeping missions around the world The Spanish government has approved plans to send 1,100 troops to Lebanon as part of a UN peacekeeping force. Defence minister Jose Antonio Alonso has instructed the armed forces to prepare for the deployment, which will be carried out in two phases. The Spanish parliament is expected to support the plan next week.

Separately, the first group of soldiers from Italy, which aims to deploy over 2,500 soldiers, arrived to the southern Lebanese port city of Tyre. The Spanish troops will join the 15,000-strong UN force to police the ceasefire that ended the 34-day war between Israel and Hezbollah.The majority of Spanish lawmakers, including the opposition, are expected to support the government's decision.

But the leader of the opposition Popular party, Mariano Rajoy, has criticised the government for being willing to send the military to Lebanon, but not to Iraq, the BBC's Danny Wood reports from Madrid. In response, Mr Alonso said that the Spanish people fully understand the difference between this troop deployment and the war in Iraq. Mr Alonso says Spanish soldiers in Lebanon will be on a peacekeeping mission that complies with international law.

EU ministers call for revival of Mideast peace process

HELSINKI, Sept. 1 (Xinhua) -- EU foreign ministers call for unanimously the revival of Middle East peace process, said Finnish Foreign Minister Erkki Tuomioja, whose country holds the European Union's rotating presidency, on Friday at the informal meeting of EU foreign ministers in Lappeenranta, southern Finland. During the first day of meeting, EU foreign Ministers discussed the Middle East peace process openly and in-depth. After the talks, Tuomioja said that the discussions affirmed the unanimity of the EU member states on the need to revive the Middle East peace process. Ministers agreed that united action by the EU over the summer had made a positive impact on efforts to stabilize the situation in the Middle East.

Tuomioja said that EU foreign policy chief Javier Solana already has the mandate of the member states of EU to work to move the peace process forward and to be in contact with all the parties involved. He particularly emphasized the importance of cooperation with the United States and Arab nations. Before the first day of talks, European External Relations Commissioner Benita Ferrero-Waldner called for head-to-head talks between Israeli Prime Minister Ehud Olmert and Palestinian leader Mahmoud Abbas.

She said that specific efforts should be taken to restore peace in the Middle East, and a meeting between Olmert and Abbas could be one of those. The European Union should initiate the reloading of the peace process, as military conflicts do not bring benefits to either side, as the recent clashes have proven, she said. Enditem

LAPPEENRANTA (FINLAND): European Union foreign ministers vowed to continue diplomatic efforts to resolve the crisis over Iran's nuclear programme rather than rushing to impose UN sanctions on Tehran. We ... have no interest in an escalation with Iran in the UN Security Council,German Foreign Minister Frank-Walter Steinmeier said here on Saturday. An International Atomic Energy Agency deadline expired on August 31 for Iran to suspend its uranium enrichment programme, which is widely seen as being aimed at producing nuclear weapons. Iran denies the charges. Steinmeier, speaking at a meeting of the 25 European Union foreign ministers in Lappeenranta, put the onus on Iran to show it was serious about continuing talks.

We will not slam the door but we need a signal from the other side,he said. Echoing this view, Dutch Foreign Minister Bernard Bot termed Tehran's response disappointing. But he said cutting off contacts would be the worst thing the EU could do. Just because (Iran) behaves in an irresponsible manner does not mean that we have to be irresponsible,said Bot. The ministers on Friday backed plans by EU chief diplomat Javier Solana to hold talks early next week with senior Iranian officials. Asked about a timetable, Bot said he was unsure how long a dialogue with Iran could go on. Arab nations request new start on Mideast peace

UNITED NATIONS (Reuters) - Arab countries have formally asked the U.N. Security Council to acknowledge that efforts to end the Arab-Israeli conflict have failed and to resuscitate and reshape the peace process.The 22-nation Arab League called on the council to formally recognize "the need to reactivate the Middle Eastern peace process and establish a mechanism for us to proceed on all tracks in the Palestinian territories, Syria and Lebanon, U.N. Secretary-General Kofi Annan said in Damascus on Friday.A letter, sent to the Security Council this week by Arab League U.N. Observer Yahya Mahmassani but not yet made public, showed that concrete steps were underway to resume peace efforts, Annan said. The letter called on foreign ministers from the council's 15 members to meet this month in New York to discuss its plea.Council diplomats said the request was under study and no date had been set.

John Bolton, the U.S. ambassador to the United Nations, denied the peace process had failed. He said not every country in the region supported the Arab League idea, and he wanted to know whether Israel would be invited to the proposed ministerial meeting.

One always wants to know what the outcome is going to be when you ask your foreign minister to come to a meeting,he told reporters. The question of diplomatic activity should always be whether it is going to contribute to a solution to the existing problems or not.Arab League foreign ministers agreed on the proposal at an August 20 meeting in Cairo.

The group said on its Web site that the plan for ending the conflict should be based on past U.N. resolutions as well as on the basis of land for peace, and through establishment of effective and specific mechanisms for the swift resumption of direct talks between the parties.The group wants the Security Council to supervise negotiations and set a target date for their completion, according to the Web site.Since the outbreak in July of the month-long war between Israel and Lebanon's Hizbollah, Annan has been pushing hard for international acknowledgment that a lasting peace would come in the region only if a comprehensive approach were taken.

All parties agree the Israeli-Palestinian issue remains the core of the conflict.

Carrying Forward a Mideast Vision
Interview With Father David Jaeger

Pope John Paul II had a vision for the Church in the Middle East that must be remembered, says Middle East expert Father David Jaeger. The Franciscan priest, new director of The Church and Israel Public Education Initiative, adds that if this vision is to be made a reality, it is necessary to implement the Fundamental Agreement.

In this interview with AsiaNews, the Israeli Franciscan comments on the formation of the new initiative that will seek to educate the

American public on Vatican-Israeli relations.

Q: It is now 14 years since the Fundamental Agreement was signed. How much has it been implemented so far?

Father Jaeger: The answer to this must be a complex and a cautious one. As is well known -- based on the Fundamental Agreement -- the Holy See and Israel signed on Nov. 10, 1997, a second significant treaty that was meant to guarantee recognition
by the state of Israel the legal personality of the Church, and of all Church bodies, from patriarchates to official associations of the lay faithful.

This was a very positive and hopeful development. It should likewise appear positive and reassuring that both agreements have been ratified and have entered into force on the international plane -- on March 10, 1994, and Feb. 3, 1999, respectively.

However, it must be admitted that neither agreement has been made into Israeli law, and specifically, most of all, that the Fundamental Agreement itself in spite of the many years that have passed since its signature and ratification has not been
made into Israeli law.

Even more perplexingly, the government itself as is well known by now has officially informed Israel's Supreme Court that it did not recognize the Fundamental Agreement as binding. This has made the agreement useless in practice, since the Church and Catholic organizations cannot rely on it in their day-to-day dealings with the state and society.

Notwithstanding the disillusionment that this has caused, we hope to inspire Catholics not to give way to despair, not to abandon John Paul II's vision as mere utopia, but instead to continue to support its preservation and implementation with determination, hope and courage. When all is said and done, the Catholic community in Israel cannot hope to survive meaningfully into the 21st century on the basis of an imprecise and unstable legal and social status that was out-of-date already in the 19th century!

Q: How does the Fundamental Agreement concern the universal Church?

Father Jaeger: The Christian presence in Israel, and throughout the Holy Land, is far from being simply a local Church, it is also a representation, as it were, of all the world's Christians who rightly regard the Holy Land as their spiritual homeland. This presence has therefore been historically guaranteed by a series of international treaties with the former Ottoman Empire, and by international
resolutions, which have, in effect, recognized its uniqueness and its consequent need for special safeguards.

The process of negotiations and agreements, started by the Fundamental Agreement and as yet unfinished is meant also to reconfirm and consolidate those earlier guarantees, in today's terms. This is a powerful additional reason for Christians everywhere to be more fully informed of this process, and to support it with conviction and perseverance.

Q: Why do you first and foremost address the United States?

Father Jaeger: The United States is Israel's closest and most influential friend, and Americans, including American Catholics, are overwhelmingly well-disposed toward the Israelis and interested in Israel. Israelis know that and appreciate it. Therefore, support by Americans for the normalization and development of Church-state relations in Israel is especially likely to be well-received in Israel.

Americans should be able to persuade Israelis that faithfulness to Israel's agreements with the Catholic Church will truly be to the benefit of both the Church and Israel. This is our approach. We hope that Americans, when properly informed of the hopes and needs of the relationship between the Church and Israel, will pro-actively make a positive contribution to this relationship.

We intend to address all Christians, since the development of the relationship between the Church and Israel should, in effect, interest and benefit all those who believe in Christ. Indeed I am looking forward to opportunities to cooperate with Jewish communities and organizations, and have already done so. American Catholics and Jews have an exceptionally close, friendly and collaborative relationship, which can turn out to be extremely significant in the context of the Church and Israel. Making a special reference to the United States, however, does not mean that we fail to put a high value on the possible role of Europe and Europeans. Many Europeans may now also be in a position to speak to Israel, and it may, therefore, be no less fruitful to extend our organization's modest activity to Europe as well.

EU troops fly into chaos of Kinshasa

Five hundred European Union troops arrived in Kinshasa yesterday as the city was gripped by savage fighting for a third day.The German and Dutch soldiers from a rapid reaction force found the capital of the Democratic Republic of Congo echoing to the sound of small arms fire and the thump of heavy artillery.Smoke rises near Jean-Pierre Bemba's house Bodies were littering the streets after fighting between gunmen supporting rivals in the presidential election.The battles were fiercest in the upmarket suburb of Gombe, home to President Joseph Kabila and his principal rival, vice-president Jean-Pierre Bemba. Both men are contesting the presidency in the election's second round due on Oct 29.The clashes were raging between men loyal to former rebel leader Mr Bemba and Mr Kabila's presidential guard. They began when the president's forces apparently attacked Mr Bemba's residence. At least five people had died by Monday night and an unknown number of bodies lay in the streets yesterday.

The EU's rapid reaction force, which had been holding 1,200 troops in reserve in nearby Gabon, sent in special forces and helicopter-borne infantry.Mr Kabila responded by appealing for calm and publicly ordering all of his troops to return to barracks.

But the same order was given on Monday when fighting trapped 11 ambassadors, including Andrew Sparkes, the British envoy, in the cellar of Mr Bemba's house.It was not clear whether Mr Kabila's latest order made any difference or whether he gave the command purely for foreign consumption.Sources in Kinshasa said the order for the first attack on Mr Bemba's home came directly from Mr Kabila. The aides of both men met yesterday, apparently paving the way for the two rivals to meet. The fighting has dashed hopes for a peaceful election in the DRC, where a civil war has claimed 3.9 million lives since 1998 - mainly due to war-induced starvation and disease.

Donors pledge Palestinians $500m(BBC)


Scores of Palestinians have been killed by Israeli action in Gaza International donors meeting in the Swedish capital, Stockholm, have promised $500m (£262m) in aid for the Palestinian territories. UN aid chief Jan Egeland, who warned that lack of aid had made Gaza a time bomb, welcomed the news but said a new peace process with Israel was vital. Palestinian aid has been hit since Hamas, which many Western countries say is a terrorist group, won power. On Thursday, donors pledged $940m of help to rebuild Lebanon. Reporting from Stockholm, the BBC's Alix Kroeger notes that donations for the Palestinian territories have been significantly less. Mr Egeland had earlier told the conference that the Palestinians needed at least as much aid and money as the Lebanese.

Earlier this year the US and European Union froze aid to the Palestinian Authority because of Hamas's refusal to renounce violence and recognise Israel. A limited flow was later restored though aid workers say it is not enough. One European official described the new money as a band aid for a deeper political problem, our correspondent says. It buys time and makes people's lives more tolerable, the official added, but it is not a solution.

Rock bottom

Swedish Aid Minister Carin Jamtin, the conference's host, hailed the donors pledges as a fantastic result.She said that $55m of the funds would go towards the UN's emergency appeal which was launched last year, but which has struggled to meet its target. A total of $114m would be spent on humanitarian aid, with the rest going towards the rebuilding of infrastructure and other projects, she added. Ms Jamtin was quoted by The Associated Press as saying that many Arab countries would channel their donations not via the UN but through the Arab League or directly to the Hamas-led Palestinian authorities.

The benefit of giving to the UN is that then we have a system for distributing the money, she added. Social tensions Mohammad Mustafa, an adviser to Palestinian President Mahmoud Abbas said the new aid would help save lives. Mr Egeland also hailed the pledges for the Palestinians: I hope that this conference here could represent some kind of a rock bottom for how deep we could sink in despair for the Palestinian territories and that we now move forward.Civil servants have not received their full wages for months He had told those attending the meeting that 1.4 million Palestinians were living in a cage with border crossings closed and
electricity and water shortages. In the 25 years he had been visiting the Palestinian territories, he said he had never seen so much hatred and bitterness as during his last visit and he urged both Israel and Palestinian militants to cease hostilities.

Israel has been conducting military operations in the coastal Gaza Strip since Palestinian militants captured an Israeli soldier in June. More than 200 Palestinians have been killed while 11 Israeli civilians have been wounded by rocket fire from Gaza. Strike appeal :One aid worker who returned from Gaza 10 days ago warned in Stockholm that malnutrition was widespread and many new mothers were unable to breastfeed their babies. Unemployment is high, and in Gaza, the UN says nearly 80% of people live in poverty.

Palestinian Prime Minister Ismail Haniya has urged public sector workers in Gaza and the West Bank to abandon plans for an open-ended strike over the non-payment of their wages. He said Palestinians needed to remain united in difficult circumstances and he appealed to teachers to attend their schools at the start of the new academic year on Saturday. Mr Haniya was speaking after taking part in a clean-up of streets in Gaza City, where rubbish has piled up because of strikes by refuse collectors.

EU foreign policy chief Javier Solana will meet Iran's chief nuclear negotiator, Ali Larijani, in Europe early next week to clear up ambiguities in Tehran's 21-page reply to a major power offer of cooperation if it stops work that could help build a bomb.Slovenian Foreign Minister Dimitrij Rupel told Reuters after the 25 ministers discussed the issue at a meeting in Finland: We give Solana two weeks for his clarification talks.Solana and other ministers insisted there was no deadline, but he said time was short and he would report to ministers at their next regular meeting on September 15.

EU plans to hold talks with Hamas cause divisions

EUOBSERVER / LAPPEENRANTA EU foreign ministers meeting in Finland agreed that the bloc should take the lead in reviving the Israeli-Palestinian peace process but member states are divided over plans to hold talks with the Palestinian Hamas
movement. Finnish foreign minister Erkki Tuomioja said after informal discussions in the lakeside town of Lappeenranta on Friday (1 September) that ministers had demonstrated very big unanimity on the need for the EU to be engaged in the Middle East.

Ministers agreed that after a summer of intense violence in Lebanon, the bloc should take the lead in refocusing attention on the Israeli-Palestinian conflict, with the EU's foreign policy chief Javier Solana declaring before the talks that I insist that we have to go back to the central theme. With the EU providing almost half of the troops in the UN's Lebanon force, the time is now ripe for the Europeans to push for a broader peace settlement in the region, diplomats said. The Americans are focused on the November elections in Iraq. They are not very engaged in the Israeli-Palestinian issue,said one source.

There is a general feeling that the EU is now the central player and that there is a new window of opportunity, Dutch foreign minister Bernard Bot said, adding that the EU as largest cash provider to the Palestinians should be a player not only a payer.

Divisions on Hamas

But behind the façade of unity on a more assertive EU role, important divisions exist on what strategy the bloc should follow towards the Islamist Hamas group which been leading the Palestinian government since it won elections earlier this year - but which also figures on the EU's list of terrorist groups.Just before the talks on Thursday, Mr Tuomioja appeared to propose a major EU policy change towards Hamas by suggesting that the bloc should open contact with the movement, telling German daily Financial Times Deutschland Hamas is not the same party it was before the elections. On Friday, however, Mr Tuomioja appeared to backtrack by saying that we have not changed our policy, adding that the EU would stick to its line that it will only talk with Hamas if it recognises Israel, renounces violence and respects past agreements.

But Mr Bot indicated that the line towards Hamas is under discussion, telling reporters that I see a shift towards the idea that we should include them [Hamas] in the game.But here I am tough. As far as the Netherlands is concerned they should recognise [Israel] first, he added. EU diplomats said that the possible formation of a Palestinian government of national unity, composed of both Hamas and the moderate Fatah movement of president Mahmud Abbas, could open the door for contacts with Hamas.

Whenever the government of national unity comes about, we will talk to them,said one contact explaining that such a government would have to be agreed upon by president Abbas - who supports the EU conditions put on Hamas.

Hopes are being put on more moderate forces within Hamas, who in June endorsed a document which supports the idea of a Palestinian state alongside Israel drawn up together with the rival Fatah faction.

Is the roadmap dead?

Meanwhile, ministers were not sure either how to deal with the 2003 Road Map, a plan agreed by international powers including the EU to establish a Palestinian state alongside Israel. Mr Tuomioja said that we do not need to reinvent the wheel. We have the Road Map, but Mr Bot said that the plan has meanwhile become a bit broke. German foreign minister Frank-Walter Steinmeier said that during travels in the Middle East he got the impression that referring to the roadmap is not very credible,but he added the EU should ontinue to work with elements of the plan.

There were no immediate reports of injuries or damage, but the quake had a magnitude of 6.0, according to the U.S. Geological Survey, and it could be felt in Dutch Harbor on Unalaska Island and Akutan Island. Montserrat volcano spews ash and steam Thu Aug 31,

OLVESTON, Montserrat - Montserrat's Soufriere Hills volcano blasted ash and steam into the air on Thursday, and authorities warned the Caribbean island could see heightened activity in coming days. The eruption did not affect the northern side of the island, where all of Montserrat's 5,000 residents live, but the Montserrat Volcano Observatory raised the alert status.The volcano is extremely active, observatory director Sue Loughlin.Thurday's blasts sounded like jets flying over the tiny British territory, much of which was buried by an eruption in 1997 that killed 19 people.

The volcano's dome collapsed partially on June 30. It wasn't clear what would result from the latest activity, which included rock falls.It's really the uncertainty that causes us to put the alert level up,Loughlin said. NEW YORK (Reuters) - Ernesto, downgraded to a tropical depression after a Thursday night landfall in North Carolina, left more than 243,000 utility customers from North Carolina to New Jersey without power late Friday. Utilities in the trail of Ernesto's wind and rain began restoring electricity on Friday while companies still in its path in Pennsylvania, Maryland and New Jersey stood by to begin work after the storm moves through.In Virginia, the storm hit the Dominion Resources service territory in the Tidewater area the hardest, a spokesman said. About 155,000 customers lacked electric service late Friday, down from 270,000 earlier in the day.

Crews began restoring power in the south as the storm moved northward.The worst of the weather is behind us,said Dominion spokesman Dan Genest.Dominion, like other utilities, starts restoring service to emergency facilities, critical infrastructure and locations that can return the largest numbers of customers first.Pepco Holdings Inc., which serves mid-Atlantic states, reported nearly 29,000 customers in Maryland and the District of Columbia without power late Friday due to Ernesto. India rush troops, helicopters to flooded desert state Fri Sep 1, 2:04 PM ET

JAIPUR, India (AFP) - Troops and helicopters were deployed to India's northern desert state of Rajasthan to rescue trapped residents as monsoon rains flooded yet another district, officials said. Helicopters also dropped aid parcels to residents cutoff by road after heavy rains lashed the state's normally arid Jahalawar district in the desolate Thar desert, officials said.More than 150 people have already died and thousands left homeless in nearby Jodhpur and Barmer districts.Four villages are inundated and hence helicopters are now been deployed because of the distances here,an army spokesman said.Soldiers on powerboats were called in to the region to scour for residents who might need evacuating to higher ground as helicopters dropped food, milk and medicines to others.

He said the task was difficult given the huge size of the state's districts and isolation of some of its villages.Thirty-five people who clamored atop a hillock to escape the fast-rising waters were rescued Friday, state relief secretary R. K. Meena said in the state capital of Jaipur.The flood situation is grim but under control and there has been no human losses in Jahalawar,Meena said.

TEHRAN, Iran -Iran underlined its disregard Friday for the U.N. deadline to halt uranium enrichment — now expired — when its president vowed never to give up its nuclear program and accused the West of misrepresenting Tehran's nuclear activities. Iran had until midnight Thursday to halt its enrichment activities or face the possibility of economic sanctions under a United Nations Security Council resolution passed July 31.Although the U.N. nuclear watchdog reported Thursday that Iran has not halted enrichment, thereby opening the way for punitive measures, U.S. and other officials said no action would be sought before a key European diplomat meets with Tehran's atomic chief next week to seek a compromise.

On Friday, in the first comments by an Iranian official since the deadline passed, President Mahmoud Ahmadinejad, told a rally, Exploitation of peaceful nuclear energy is our obvious right. We will never give up our legal right.The West's claim that Iran is pursuing nuclear weapons is a sheer lie,state TV quoted him as telling the gathering in Maku, northwestern Iran.

The West basically opposes progress by Iran.Striking a more conciliatory note, Iranian Foreign Ministry spokesman Hamid Reza Asefi urged the West to desist from taking hasty action, saying that the current situation underlined the need for talks with the Security Council's permanent members plus Germany, state TV reported Friday.

Israel, U.S. React to Continuing Iranian Uranium Enrichment

Israeli officials met Thursday night and U.S. President George W. Bush had harsh words for Iran’s defiance to comply with the United Nations Security Council deadline to cease nuclear development. The United States called for the sanctions threatened by the U.N. Security Council earlier in the year to be imposed on Iran as the deadline ran out. It is time for Iran to make a choice,said United States President George W. Bush. Speaking at an American Legion veterans’ conference, President Bush said We’ve made our choice.

We will continue to work closely with our allies to find a diplomatic solution, but there must be consequences for Iran’s defiance. We must not allow Iran to develop a nuclear weapon.

There was dissention among the ranks of the U.N, with most other member nations reluctant to commit to the course they threatened months ago.The European Union continues to maintain that only through diplomatic relations will Iran be persuaded to end its race toward nuclear energy. Russia and China have also expressed reservations about imposing sanctions on the Islamic Republic.President Ahmadinejad reiterated earlier in the week that the country’s lofty program would continue, ignoring the U.S.-led threats of international sanctions.In response, Bush said, We know the depth of suffering that Iran's sponsorship of terrorists has brought. And we can imagine how much worse it would be if Iran were allowed to acquire nuclear weapons.

Ahmadinejad has consistently said Iran’s uranium enrichment program is intended to produce nuclear energy solely for domestic purposes. Opposition factions in the country, however, maintain the goal is quite different, and IAEA inspectors have agreed.

The IAEA officials have continued to warn that some nuclear activities in Iran have nothing to do with domestic use. This includes the detection of experimentation with polonium-210, a substance used only in deep-space exploration and production of nuclear weapons. Iran does not have a deep space program.

Foreign ministers set for tough talks on Middle East, Iran

EUOBSERVER / LAPPEENRANTA - EU foreign ministers are gathering in a Finnish lakeside fortress to discuss strategy on the Middle East and Iran amid fresh and controversial plans by the Finnish EU presidency to open contact with the Palestinian Hamas movement. Ministers will arrive for a two-day informal meeting in the town of Lappeenranta on Friday afternoon (1 September), with the most contentious topic - the bloc's line on the Middle East on the agenda first.

Just before the talks on Thursday, Finnish foreign minister Erkki Tuomioja proposed a major EU policy change towards the Islamist Hamas movement which has been leading
the Palestinian government since earlier this year but which also figures on the EU's list of terrorist groups.

Hamas is not the same party it was before the elections, Mr Tuomioja told German daily FT Deutschland. We have to be able to talk to anyone who is relevant,he added.There are many ways of having contact ...nobody will start with press conferences and photo opportunities.The proposal is likely to face criticism from states which traditionally support Israel, such as Germany, the UK, the Netherlands and the Czech Republic. The public EU line on Hamas has so far been that official contacts with the group would be established only if Hamas recognises Israel, renounces violence and respects past agreements.

EU failure on Lebanon?

Strong exchanges of view are also expected on the EU's handling of the Lebanon crisis, following France's criticism of the bloc's failure to give EU foreign policy representative Javier Solana a stronger mandate to intervene. Europe was insufficiently active in the Lebanese crisis, although France had recommended on a number of occasions that the high representative be given a mandate to speak out on behalf of the 25 member countries, as he is doing on the Iranian issue,said French president Jacques Chirac earlier this week.

Helsinki has also signalled that it is not fully happy with the way the EU operated, with Mr Tuomioja writing to colleagues ahead of the Lappeenranta talks that I believe that it would be timely to evaluate the EU's role and our own working methods in order to see whether there is something we can do to enhance our impact.

Iran's defiance

On Saturday, foreign policy chief Solana will update ministers on the Iranian nuclear issue, ahead of a key meeting he is set to hold with Teheran's top nuclear negotiator Ali Larijani in Berlin next week. Mr Solana's fresh attempts to find a diplomatic solution to the standoff comes despite Iran's failure to meet Thursday's UN Security Council deadline to suspend its uranium enrichment programme which international powers suspect is aimed at developing nuclear weapons. After next week's Solana-Larijani meeting, the permanent members of the UN Security Council - the US, the UK, France, China and Russia - as well as Germany will discuss possible sanctions against Teheran in Berlin on Thursday, with US president George W. Bush threatening consequences to Iran's defiance.

During the Lappeenranta meeting, ministers will try and define a common EU position on the sanctions option, strongly pushed for by Washington but disliked in Moscow and Beijing.

Russia: Finnish pragmatism

On Saturday afternoon, EU-Russia relations are on the agenda in Lappeenraanta, which itself is very near the Russian border and has shop signs in Russian, petrol trains running in from St Petersburg and old World War II-period fortifications against a Soviet invasion. Presidency sources said discussions will focus on Russia's development in the medium and long term, with Helsinki promoting a pragmatic and co-operative line vis-a-vis Moscow.The Finns share a long border with Russia and believe they have a unique historical experience in dealing with Moscow having been neutral in the Cold War. But Helsinki understands that other EU members, such as the Baltic states, have other experiences with the Russians which make it perhaps more difficult for them to co-operate.

Rowling's fictional boy wizard as downright evil.Behind Harry Potter hides the signature of the king of the darkness, the devil, says Father Gabriele Amorth, the Pope's caster-out of demons.The books contained numerous positive references to the satanic art, falsely drawing a distinction between black and white magic, he told the Daily Mail in London. Moderate quake hits Tokyo Thu Aug 31, 8:19 AM ET

TOKYO (AFP) - A moderate earthquake with a magnitude of 4.8 on the Richter scale has jolted Tokyo, just one day before nationwide drills to mark the anniversary of the city's collossal 1923 tremor. The quake hit at 5:18 pm (0818 GMT) in Tokyo Bay at a depth of 70 kilometers (43 miles), the Japan Meteorological Agency said on Thursday.The tremor was felt in the heart of the Japanese capital, although there were no reports of damage.The meteorological agency said the quake was felt most strongly in Kanagawa prefecture facing the bay. There was no danger of tsunami waves.Japan lies at the junction of four tectonic plates and endures about 20 percent of the world's powerful earthquakes, frequently jolting Tokyo and other major cities.

Another moderate quake later struck near the Russian-ruled Kuril Islands off Japan's northern coast, which Moscow seized at the end of World War II.The earthquake, measuring 5.1 on the Moment Magnitude scale, struck 45 kilometers (28 miles) below the surface at 0941 GMT, according to the US National Earthquake Information Center.A Japan Meteorological Agency spokesman said it had no information on the quake due to its location in Russian-controlled territory but that there were no reports of damage in Japan.The tremors come one day before the anniversary of Tokyo's last major earthquake in 1923, which left more than 142,000 people dead or unaccounted for. Electronics company Hitachi will put on line Friday a free website which gives Tokyo residents advice on where to place furniture, where people should position themselves and which escape routes to rely on during an earthquake.Developed by a researcher at Nagoya University in central Japan, the site, www.hitachi-to.co.jp/bousai, relies on data of tectonic plate movements in the Tokyo region and historical information on past earthquakes and tsunamis.Separately, mobile phone operator KDDI announced Tuesday it would start a new service based on the Global Positioning System (GPS) satellite technology which will help people return home in the event of a natural disaster.KDDI's rival NTT DoCoMo has said it is setting up its third-generation system to filter voice and data traffic so as to improve the reliability of communication during an earthquake.

PUERTO VALLARTA, Mexico - Hurricane John churned along Mexico's Pacific Coast on Thursday, lashing beaches with winds and rain but staying just far enough offshore to prevent major damage. The storm was expected to make a direct hit Friday in the resorts of Los Cabos, where government officials rushed to prepare.Fifteen shelters to house up to 15,000 people were being opened in Cabo San Lucas, and officials were stocking up on water and food, but no evacuations have been ordered, said Red Cross spokeswoman Teresa Ortiz.In the resort of Puerto Vallarta, officials urged residents and tourists to take precautions, but emergency shelters were mostly empty under cloudy but dry skies.The Category 3 hurricane had yet to pass Puerto Vallarta on its march up the coast. Thursday morning, it was about 110 miles to the southwest, with top sustained winds of 125 mph and stronger gusts capable of damaging small buildings and ripping off roofs.

Most of its fury was felt out to sea, with the most damaging winds failing to touch the mainland.John was expected to strengthen Thursday, and Mexico issued hurricane warnings for about 300 miles of coast, from the port of Manzanillo to the fishing and shipping community of San Blas, an area encompassing the bay that holds Puerto Vallarta. The warning also included Cabo San Lucas' twin resort town of San Jose del Cabo.The storm was moving northwest at 14 mph and aimed directly at the tip of the Baja California peninsula.With the storm still a day away, it was sunny in Los Cabos, and while some fishermen tied down their boats, there were few signs of other preparations. Cabo San Lucas Port Captain Everardo Jimenez said he had ordered a tourist boat out of the water.

Forecasters at the U.S. National Weather Center in Miami warned John could drop up to 18 inches of rain in some places and create up to a 5-foot storm surge. The weather center warned of life-threatening flash floods and mudslides in mountain areas.

Forecasters said John wasn't likely to affect the United States — cooler Pacific waters tend to diminish storms before they reach California.In Puerto Vallarta, skies were cloudy but no rain was falling as local residents walked to work and a handful of tourists strolled along the waterfront promenade in front of a calm sea.Officials postponed the arrival of a Carnival cruise ship, prohibited tours of the bay and closed public schools. Mayor Gustavo Gonzales said 50 shelters were ready.Most businesses along the waterfront were closed, and employees moved merchandise away from the windows, but only a few bothered to board up or tape over their storefronts. As a precaution, however, civil protection authorities urged people to leave the waterfront avenue by late morning.

HONOLULU - The Air Force plans to fly planes over Wake Island after Typhoon Ioke passes, to see how much damage the storm inflicted on the mid-Pacific U.S. military refueling outpost. Air Force planes evacuated all 200 of the island's residents on Monday in preparation for what forecasters are calling the most powerful central Pacific tropical storm in a decade.Visual reconnaissance planes will head out after Ioke clears, said Maj. Clare Reed, spokeswoman for the 15th Airlift Wing at Hickam Air Force Base.

We're hoping everything turns out well,Reed said. But she said senior Air Force officers would decide what to do with the facility if Ioke causes so much destruction that troops and workers couldn't return immediately.Forecasters have predicted the storm would submerge the 2.5-square-mile island and demolish any non-concrete structures.

This thing is so strong that it's just going to clean things out, unfortunately,said Tim Craig, National Weather Service lead forecaster in Honolulu.The typhoon has lost little of its strength in recent days, packing winds of 155 mph and gusts of 190 mph as it headed toward Wake Island Wednesday.Ioke was expected to pass closest to the isle around 8 p.m. Thursday. MIAMI (Reuters) - A hurricane watch was issued on Thursday for a portion of the East Coast as Tropical Storm Ernesto strengthened on a path toward the Carolinas, threatening to bring heavy rains and large waves. Ernesto, which sloshed its way feebly through Florida on Wednesday after having briefly become the Atlantic storm season's first hurricane near Haiti, was not actually expected to regain hurricane strength with 74 mph (119 kph) winds, the U.S. National Hurricane Center said.But the Miami-based center posted a precautionary hurricane watch from South Santee River, in South Carolina, to Cape Lookout, in North Carolina, noting that predicting a storm's intensity was difficult.Ernesto had at one point been forecast to reach Florida as a potential Category 3 storm on the five-step Saffir-Simpson scale of hurricane intensity, and its arrival south of Miami as a weak tropical storm puzzled meteorologists.

BIG TIMBER, Mont. - Firefighters faced strong winds but cooler temperatures Thursday as they battled a wildfire in southern Montana that nearly doubled in size and prompted officials to urge several hundred of residents to leave their homes. The evacuation orders cover about 250 homes in Stillwater and Sweet Grass counties, fire information officer Pat Cross said Thursday. The wildfire was about 100,000 acres, or about 156 square miles.Some structures have burned, but authorities don't know if they were homes or outbuildings, said Dixie Dees, another fire information officer.The temperature Thursday was expected to stay in the 60s and low 70s, much cooler than Wednesday's windy 80-degree weather, but wind gusts around 20 mph were possible.

The good news is that it is cooler, finally,Cross said. So we hope the burning will be a little less active.The Stillwater Mine called off its night shift Wednesday and Thursday day shift for about 200 workers because of smoke from the fire and concern about traveling conditions. Interstate 90 was temporarily closed between Livingston and Columbus.The fire camp used as a base of operations was evacuated at 4 p.m. Wednesday because of encroaching flames, Cross said.People who had not already left Wednesday were being called by emergency services and told that the situation was deteriorating, Sweet Grass County officials said.We're not going to take you out in handcuffs,Undersheriff Jerry Mahlum told residents at a public meeting. Weather conditions were better at a wildfire in Washington.

Wet and cool weather helped slow the growth of a large wildfire in southeastern Washington and winds spawned by a cold front helped push some smaller fires back on themselves, but a windy forecast may make the reprieve short-lived.Rainfall was reported Wednesday near a 67,000-acre fire complex in the Blue Mountains. The fire was 20 percent contained, and 1,175 firefighters were on the job. But a warmer, drier weather forecast, with highs rising into the 90s by Sunday, could refuel the blaze.In California, firefighters made progress Thursday in battling a 2,000-acre wildfire in the San Bernardino National Forest.About 1,230 firefighters took advantage of mild winds and an increase in humidity overnight by building lines and setting backfires.The pre-dawn weather conditions really helped slow down the fire,said U.S. Forest Service spokeswoman Carol Beckley.The blaze was 60 percent contained Thursday morning, with full containment predicted by early Friday evening.

Armed Palestinian Infiltrates British Embassy in Israel

Police in Israel say an armed Palestinian has breached security at Britain's embassy in Tel Aviv and is demanding asylum.

Israeli media reports say the man, from the West Bank town of Ramallah, infiltrated the embassy's parking lot Thursday and threatened to kill himself if Britain does not grant him asylum. Israeli security forces have taken up positions around the embassy.

News reports say the man claims to have been an informer for Israel's security service, Shin Bet. In the Israeli-occupied West Bank, Palestinians say Israeli troops killed a commander of the Palestinian al-Aqsa Martyrs Brigades during a brief firefight in Nablus early Thursday.

In other news, the Israeli army says it is withdrawing from the outskirts of Gaza City. Palestinian witnesses say at least 18 people have been killed in Israeli air strikes and artillery fire since Israeli forces entered the area Saturday. The army said on Wednesday that searches in a section of the city turned up a 150-meter-long underground tunnel leading to the Karni crossing point into Israel.

Also on Wednesday, U.N. Secretary-General Kofi Annan called for an end to Israel's offensive in the Gaza Strip, which began in late June. Mr. Annan spoke after meeting with Palestinian President Mahmoud Abbas in Ramallah.Some information for this report was provided by AP and Reuters.

EU's Solana, Iran's Larijani to hold talks soon

BRUSSELS (Reuters) - European foreign policy chief Javier Solana and Iran's chief nuclear negotiator, Ali Larijani, agreed on Thursday to meet soon to discuss Iran's response to incentives to curb its nuclear activities, Solana's spokeswoman said.
Today they spoke by telephone. They agreed they will have a face-to-face meeting soon,Cristina Gallach said, adding the exact date and venue were undecided.Gallach said the conversation lasted about 30 minutes but she gave no further information on it, or any indication as to whether Larijani had raised the possibility of Iran halting uranium enrichment.

She said Solana would brief European Union foreign ministers on his contacts with Larijani at their meeting in Finland starting on Friday.They will discuss among themselves how they see the way forward,she said.The U.N. Security Council has given Tehran until Thursday to suspend its uranium enrichment program, suspected by the West of being part of a clandestine nuclear weapons program, or face possible sanctions. Iran has shown no sign that it will halt enrichment.EU diplomats, however, have said the bloc is prepared to keep talking to Iran beyond that deadline.A European Union diplomat said France, Germany and Spain were among the EU countries that are worried the United States wants to rush into sanctions before making a last effort aimed at avoiding an escalation of the crisis.

Encouraging Islamist Zealotry

It pains me to write this. But it is becoming increasingly clear to me that Israel, in so many ways on the front lines in the fight against Islamo-fascism, is actually a force promoting it.At least the misguided, corrupt governments of Israel have managed this mission impossible. I don’t make this statement rashly. I’ve considered what I’m saying for a long time. I’ve hesitated to say it before because I have endeavored to give the Jewish state the benefit of every possible doubt.Many in the Arab and Muslim worlds consider me an outright apologist for Israel. I have been caricatured as a Zionist apparatchik. I have been accused of being a Mossad disinformation specialist. So, when I criticize Israel, what I say ought to be at least considered – especially by Israelis and Jews.

It is not just Prime Minister Ehud Olmert’s bizarre behavior and irrational policies with respect to Iran-directed Hizbullah attacks from Lebanon. But I will concede that my efforts at trying to comprehend the incomprehensible in this case led inescapably to this conclusion.Like it or not, Israel is fostering Islamo-fascism.It is not doing so because of its aggressiveness, as some claim. It is not doing so because of its retaliations against attacks, as some claim. It is not doing so because of its heavy-handedness or brutality, as some claim.On the contrary, it is doing so by sending all the wrong signals to its mortal enemies.This is not a new phenomenon. I’ve written about it frequently. We witnessed it just last year with Ariel Sharon’s forced disengagement from Gaza. We witnessed it years earlier with Ehud Barak’s unilateral, middle-of-the-night withdrawal from southern Lebanon.

And we witnessed it 40 years ago at the conclusion of the 1967 Six-Day War – reborn Israel’s crowning military achievement, a miraculous drubbing of its imposing enemies who outnumbered the Jews in the region about 100 to one.What happened at the conclusion of that war in which Israel conquered the Golan Heights from Syria, Judea and Samaria from Jordan, Gaza and Sinai from Egypt and, most important of all, the Old City of Jerusalem, including the Temple Mount, from Jordan? The Israeli government gave the Temple Mount, inarguably the most holy site in Judaism, back to the hostile Muslim Arabs to administer – effectively agreeing to ban Jews and other non-Muslims from a religious site of deep significance to Christians as well. This may not have been the first example of Israeli enabling of Islamo-fascism, but to me it is the biggest, the worst, the most egregious, the least forgivable.

A mere 12 years later, in 1979, Ayatollah Khomeini took power in Iran, an event seen by many as the birth of the modern Islamo-fascist movement. While that is overstating the case, it is absolutely true that the mullahs in Iran and the other radical Islamists around the globe watched what happened in June 1967 in Jerusalem in awe and amazement.First they saw their hated enemies, the Jews, overpower and overrun much bigger armies in convincing fashion. Then they saw a rabbi ascend to the top of the Western Wall of the newly captured Temple Mount and blow the shofar, or traditional ram’s horn. Many Jews believed these developments signaled the imminent coming of the Messiah. These events made the Islamo-fascists question – at least momentarily – what was happening to them. Was Allah abandoning them? Had they been unfaithful? Was it a judgment? How was it possible that the Jews’ faith was being rewarded while their faith was being denied?Then Moshe Dayan announced that the Temple Mount would be handed over to the Muslim authorities to administer.

It was the ultimate appeasement. Oh, he had his religious justifications for the move. Some rabbis insisted Jews could not step foot on the Temple Mount for fear of contaminating the Holy of Holies. Presumably they had no fears the place where the glory of God is manifested physically would be contaminated by the control of Muslims who denied the historic fact that a Jewish temple ever existed on the mount.Such an unexpected turnaround was perceived as it could only be understood in the Islamic world. It was both an Israeli capitulation – the first of many – and an act of Allah.No matter how hard the Israelis try to demonstrate such random suicidal acts of compassion, they will only be rewarded with more hatred, more violence and more intransigence. What they are doing is reaffirming the Muslim zealots’ faith in Allah. They are reaffirming the Koran’s contempt for Jews and other infidels.
Israel may have won three major wars in its 60-year history, but it will be lucky to survive another decade of morally bankrupt leadership. It’s not just former prime minister Ariel Sharon who is comatose. It seems the whole current Israeli government is brain dead.

How else can one explain Israel’s agreement to Lebanon cease-fire terms that amount to unconditional surrender? Let’s review what Israel has done:It launched a war on Iran-directed Hizbullah terrorists after they kidnapped two Israeli soldiers, killed eight others and rocketed northern Israel towns. From the beginning, Israel demanded the return of its troops and the disarming of the terrorists. What did Israel get in the cease-fire deal? No return of the kidnapped troops and Hizbullah terrorists remain under arms. How can you ask soldiers to kill and die for a simple objective that is later abandoned without explanation or reason?Does Olmert not understand what his surrender means? It means he has given aid and comfort to Israel’s enemies. He has handed Hizbullah its biggest victory since former prime minister Ehud Barak unilaterally withdrew from Lebanon, handing the southern part of the country to Iran’s proxy army and positioning it to claim it had defeated the Jewish state.

He has also proved to Israel’s other terrorist enemies – those in Hamas and the Palestinian Authority – that rocket attacks, assassinations and kidnappings are winning tactics against the Jewish state. Prepare to see more of them under the terms of this cease-fire.Hizbullah has won. That’s the unimaginable bottom line after this conflict. The terrorists have won – not in the battlefield, mind you. But they won before the war ever began because weak-kneed, cowardly, morally unfit leaders in Jerusalem would never permit Israel to win.With Hizbullah’s victory, Iran and Syria have been emboldened as well. This is bad news not just for Israel, but for the entire world.If you think I overstate the case, ask yourself this fundamental question: Is Israel more secure after abandoning its conflict in Lebanon or less secure?You know the answer. Everyone knows the answer.

Israel may have one of the greatest military machines in the world. It may have an intelligence apparatus that is the envy of superpowers. It may even have right on its side. But Israel is being led by men unworthy of its history, unworthy of its sacrifices, unworthy of its hard-fought victories of the past and unworthy of God’s sovereign promises to bless the Jewish state forever.It’s clear the only enemy that could ever destroy Israel is the kind of internal moral rot we are witnessing today in Jerusalem. Israel has just one shot at surviving its terminal illness – cutting out the cancer that is the Olmert government.

Hurricane John menaces Mexican resorts By Karina Tejada

ACAPULCO, Mexico (Reuters) - Hurricane John grew into a dangerous Category 4 storm just off Mexico's Pacific coast on Wednesday, threatening beach resorts with heavy rain and searing winds and blowing down trees in Acapulco. Home to some 1 million people, Acapulco had sea surges of up to 10 feet. Emergency workers were on alert for mudslides and flash floods as John trekked along the coast, packing winds of 135 mph (215 kph), with higher gusts.The Miami-based National Hurricane Center upgraded John to Category 4, the second-strongest hurricane grade and capable of extensive damage if it hits the coast directly.

It said John had drifted slightly closer to the coast and could gain even more punch over the next 24 hours.Emergency workers were most immediately worried about Ixtapa, Zihuatanejo and Manzanillo, which are popular with U.S. and Canadian sailfish fishermen.

Nadya Velas of the civil protection agency in Guerrero state, said there were no plans to evacuate tourists or residents for the moment.But we are ready for any scenario.On its current track, John could slam directly into the plush beach and golf resort of Los Cabos on the tip of Mexico's Baja California peninsula later this week.We're watching it real closely. Everyone's taking it very seriously,said Minerva Saenz, who charters boats out to tourists in Los Cabos for deep sea fishing trips.Although there has been no major damage so far, hotels warned guests of the possible dangers.

REFUGEES

If a hurricane comes, they are no longer guests, they are refugees,said Jean Louis Magron, the resident manager of the Dreams Los Cabos Suites, a big hotel on the beach.Last October, Hurricane Wilma smashed up Cancun and other beach resorts on Mexico's Caribbean coast, causing massive damage, sucking away large stretches of beach and stranding tens of thousands of tourists in makeshift shelters for several days.A hurricane warning was in effect on Wednesday from the steel-making port of Lazaro Cardenas to Cabo Corrientes, further northwest.While the center of John is forecast to remain just offshore, hurricane force winds are still expected to reach the coast within the warning area,the National Hurricane Center said.John was moving slowly northwest parallel to the coast on Wednesday afternoon, about 70 miles southwest of Lazaro Cardenas.

Category 4 hurricanes can destroy mobile homes, deal major damage to lower floors of structures close to the shore. Land lower than 10 feet above sea level may be flooded and require massive evacuations.Rainfall of 4 to 8 inches, with isolated deluges of 12 inches, was possible along the coast in the warning areas.The U.S. hurricane center warned that rain could cause life-threatening flash floods and mudslides over areas of mountainous terrain. MIAMI (Reuters) - Ernesto plodded across Florida on Wednesday, soaking a state relieved that the once-menacing cyclone had fizzled a year after destructive Hurricane Katrina. With its winds flagging as it limped northward over the Florida peninsula, the U.S. National Hurricane Center stripped Ernesto of tropical-storm status and downgraded it to a tropical depression.Ernesto, the 2006 Atlantic hurricane season's fifth storm, could regain some strength when it moves off northeast Florida into the Atlantic Ocean.

Forecasters expected it to curve back into land along the South Carolina coast on Thursday.A tropical storm warning was in effect from central Florida to Cape Lookout, North Carolina, but a hurricane watch for coastal areas of the Carolinas was lifted as the storm appeared incapable of regaining the 74 mph (119 kph) winds needed for hurricane status.At 5 p.m. (2100 GMT), Ernesto's sustained winds were about 35 mph (56 kph), the hurricane center said. The center of the system was still over Florida, about 55 miles south-southwest of Cape Canaveral.

Ernesto has the potential to regain tropical storm strength on Thursday over the Atlantic,the hurricane center said.North Carolina Gov. Mike Easley activated 150 National Guard soldiers and said two rescue helicopters were standing by in case of flooding.

Neighboring South Carolina activated 240 National Guard troops on Tuesday.One of the greatest dangers will be flooded roads, Easley said.Do not drive in flood waters. Most deaths from flooding occur in automobiles.

FAR CRY FROM KATRINA

There appeared to be little cleanup needed in Florida. Tourists were allowed to return to the Florida Keys on Wednesday and state parks were reopened.Florida Power & Light, the state's largest electric company, said it had 7,500 customers without power and had restored service to 10,000 others. Schools across the region were set to reopen on Thursday.It was a far cry from encounters with hurricanes Wilma and Katrina last year. Wilma knocked out power to more than 90 percent of south Florida residents in October and caused $12 billion in damage.Katrina caused more than $500 million in insured losses in Florida before slamming into the Gulf coast on August 29, where it killed about 1,500 people, swamped New Orleans and caused $80 billion in damage.Ernesto's weakened state as it hit Florida was a puzzle to forecasters, who had predicted it could become a hurricane over the warm waters of the Florida Straits after bashing Cuba.

Despite sophisticated computers, storm-tracking aircraft, satellites and radar, forecasting the intensity of tropical storms and hurricanes lags 10 or 15 years behind forecasting a storm's future track, National Hurricane Center director Max Mayfield said.

The intensity forecast is almost like putting a million-piece jigsaw puzzle together and some of those pieces to the puzzle don't have any color on them and some of those pieces are missing, he said. It's very, very difficult.Before hitting Cuba and Florida, Ernesto lashed Haiti, where officials blamed it for two deaths.

DAMASCUS (Reuters) - Venezuelan President Hugo Chavez pledged solidarity on Wednesday with Syria in its struggle against Israel and the United States and predicted the demise of U.S. imperialism. Chavez, a harsh critic of U.S. foreign policy, also said he would seek a front-row seat if President George W. Bush accepted an invitation from Iran's Mahmoud Ahmadinejad to a televised debate, adding he would be cheering on the Iranian president.Syria and Venezuela share the same firm positions and a resistance to imperialism and imperialist aggression,Chavez told a news conference after talks with Syrian President Bashar al-Assad, speaking in Spanish through an Arab interpreter.This age will witness the end of American imperialism,he said, pointing a laser pen at a map of the world showing countries where Washington has intervened militarily or whose governments it has helped to topple over the last 50 years.

Chavez denounced what he called Israel's Nazi crimes in Lebanon during the recent war and said the Jewish state should pull its remaining troops out of that country and also out of the Golan Heights, which it captured from Syria in 1967.Nothing equals the Nazi crimes Israel has committed in Lebanon and against the Palestinians, said Chavez, who arrived in Syria on Tuesday evening from Malaysia.Chavez's popularity shot up across the Arab world after he ordered Venezuela's envoy to Israel home earlier this month to protest Israel's military offensive against Hizbollah guerrillas in Lebanon. Many civilians died in the fighting.He has threatened to break off diplomatic ties with Israel.

FIGHTING IMPERIALISM

Commenting on Iranian President Ahmadinejad's challenge to Bush on Tuesday to discuss the world's problems in a televised debate, Chavez said: I wish I could be sitting at the front row and watch Ahmadinejad deal Bush a knock-out blow.The White House has called the proposal a diversion.The U.N. Security Council has given Iran until Thursday to suspend its uranium enrichment program or possibly face sanctions.Ahmadinejad has shocked the West with his calls for Israel to be wiped off the map. He and Chavez established a warm rapport when the Venezuelan leader visited Tehran last month.Chavez, a robust ex-paratrooper, has courted other anti-U.S. leaders from Belarus to Cuba in recent months as he tries to build a broad global coalition against imperialism.After Chavez's talks on Wednesday with Assad at a hilltop palace overlooking both Damascus and the Golan Heights, the two countries signed a raft of deals on cooperation in sectors ranging from agriculture to oil.The United States imposed sanctions on Syria in 2004 for allegedly backing terrorism. Damascus shrugged off calls by Washington, Israel's chief ally, to pressure Hizbollah to accept Israel's demands during the recent war.

Israel First in Multiple Births; Moslem Births - Down

The Central Bureau of Statistics has found that some 100,000 Jewish babies were born in Israel in 2005, maintaining a steady rate, while some 34,000 Moslems were born - a drop of some 5.6%.

Other findings:
Israel is in first place in the world in multiple-baby births, largely because of the high rate of fertility treatments in the country. In 2003, 5% of all Jewish babies were born in multiple-baby births, compared with only 3.4% of Moslems. The number of such babies born in Israel has risen 29% over the past decade.

Moslem Births - Down
Of the 143,913 babies born in Israel in 2005, 70% were born to Jewish mothers, 24% - Moslem, 2% - Druze, and 1% - Christian Arab. The nearly 1% drop in births from the previous year was largly due to the 5.6% drop in Moslem births. After remaining at a
steady 4.6 or 4.7 births per Moslem woman for some 15 years, this rate has dropped sharply over the past five years to 4. The Jewish sector has remained steady for more than a decade at around 2.6-2.7 births per woman. The number of Druze births has dropped over the past 15 years from an average of 4.1 babies per woman to 2.6. The number of Christian births dropped from 2.7 per woman in 1996 to 2.2 last year.

Single Mothers
Among the Jewish births, 5.5%, or 5,498, were born to single mothers. In 2004, there were 6.6 births for every 1,000 single women, up from 3.6 fifteen years ago.

More Boys
For every 200 baby girls born in 2005, 211 male babies were born.

Young Mothers
In the past decade, the fertility of mothers under the age of 20 dropped by 19%, to a total of just over 4,100 births.In the past decade, the average age in Israel of a mother at her first birth rose by 17 months, to 26.6 years old.

EU suffering from 'general fatigue', says France

France's Europe minister has given a strongly pessimistic view of the state of the European Union suggesting it is suffering from general fatigue.Speaking at the annual gathering of French ambassadors on Tuesday (29 August), Catherine Colonna said the functioning of the union – and more generally the state of the union – appears worrying to me.It is not that there is a crisis, that is not the case, the European Union is rather suffering from a sort of illness of apathy, from general fatigue.

She went on to say that this does not augur well for its future capacity to respond to the needs of its people.Nobody can understand why the Europeans are unable to help one another in an organised fashion in fighting forest fires or in coordinating the evacuations of their nationals from Lebanon,she pointed out.Ms Colonna, who used to be president Jacques Chirac's spokesperson, suggested three reasons for Europe's current situation.

Enlargement and globalisation

The first is the bloc's enlargement to take on countries from central and eastern Europe which has profoundly changed…the nature of the European project.She said that member states are happy to continue to pretend that the same European project is being pursued but just with more countries.Ms Colonna also highlighted globalisation – being a destabilising element for the classic European model – as another reason and a change in what is expected from the EU as the third reason.

There is practically no problem that arises that does not result in people turning towards Europe to see what it can do to resolve it,said the minister adding that the EU is not ready to respond.Can the European Union carry on at this pace for long? Can Europe even take crucial decisions any more,she asked before concluding: We need a more fundamental start, if we are to avoid the risk of the European Union
collapsing.Ms Colonna's warning comes just a day after president Chirac criticised Europe's foreign policy saying that it failed when it came to its response to Lebanon.The future of the European project is today predicated on Europe's ability to be a leading political player, the president told the same audience of ambassadors.

US housing slump fuels crash fears

The downturn in the US housing market will force businesses to slash 73,000 jobs a month in the new year and could be more damaging to the world economy than the dotcom crash, economists have warned.After official figures last week showed that the number of new homes sold in July was 22 per cent lower than a year earlier, while prices were almost flat, fears are mounting that the 'orderly' housing slowdown predicted by the Federal Reserve will become a full-blown crash.Things do seem to be getting worse very quickly. Economics.House prices have been rising at unprecedented double-digit rates in recent years, giving homeowners massive windfalls and supporting a wave of investment in new construction. However, the number of unsold new homes is now at a 10-year high.

Ashworth reckons 30 per cent of all the jobs created since the end of the last recession in 2001 - 1.4 million - have been in sectors related to the housing market boom, from construction to DIY stores. As the boom runs out of steam, Capital calculates that 73,000 jobs a month will be lost.The Federal Reserve left interest rates unchanged for the first time in 18 meetings earlier this month, as chairman Ben Bernanke weighed the risks of high inflation and the threat to growth from the long-expected housing market crunch.

Stephen Roach, chief economist at Morgan Stanley, predicts that the property slowdown will shave at least 2 percentage points off GDP growth next year, taking the US perilously close to recession, as construction spending plummets and homeowners lose the cushion of extra wealth that comes from rapid price rises.For a wealth-dependent US economy, the bursting of another major asset bubble is likely to be a very big deal,he said, warning that, with US fiscal and trade imbalances now larger than five years ago, the fallout for the rest of the world could be more devastating than the aftermath of the dotcom boom. Blessed are the peacemakers for they shall be called the children of God.(Matthew 5:9)

Christian Zionism is a modern theological and political movement that embraces the most extreme ideological positions of Zionism, thereby becoming detrimental to a just peace within Palestine and Israel. The Christian Zionist programme provides a worldview where the Gospel is identified with the ideology of empire, colonialism and militarism. In its extreme form, it laces an emphasis on apocalyptic events leading to the end of history rather than living Christ's love and justice today. We categorically reject Christian Zionist doctrines as false teaching that corrupts the biblical message of love, justice and reconciliation.

We further reject the contemporary alliance of Christian Zionist leaders and organizations with elements in the governments of Israel and the United States that are presently imposing their unilateral pre-emptive borders and domination over Palestine. This inevitably leads to unending cycles of violence that undermine the security of all peoples of the Middle East and the rest of the world. We reject the teachings of Christian Zionism that facilitate and support these policies as they advance racial exclusivity and perpetual war rather than the gospel of universal love, redemption and reconciliation taught by Jesus Christ. Rather than condemn the world to the doom of Armageddon we call upon everyone to liberate themselves from the ideologies of militarism and occupation. Instead, let them pursue the healing of the nations!

We call upon Christians in Churches on every continent to pray for the Palestinian and Israeli people, both of whom are suffering as victims of occupation and militarism. These discriminative actions are turning Palestine into impoverished ghettos surrounded by exclusive Israeli settlements. The establishment of the illegal settlements and the construction of the Separation Wall on confiscated Palestinian land undermines the viability of a Palestinian state as well as peace and security in the entire region.

We call upon all Churches that remain silent, to break their silence and speak for reconciliation with justice in the Holy Land. Therefore, we commit ourselves to the following principles as an alternative way:We affirm that all people are created in the image of God. In turn they are called to honor the dignity of every human being and to respect their inalienable rights. We affirm that Israelis and Palestinians are capable of living together within peace, justice and security. We affirm that Palestinians are one people, both Muslim and Christian. We reject all attempts to subvert and fragment their unity.

We call upon all people to reject the narrow world view of Christian Zionism and other ideologies that privilege one people at the expense of others. We are committed to non-violent resistance as the most effective means to end the illegal occupation in order to attain a just and lasting peace. With urgency we warn that Christian Zionism and its alliances are justifying colonization, apartheid and empire-building. God demands that justice be done. No enduring peace, security or reconciliation is possible without the foundation of justice. The demands of justice will not disappear. The struggle for justice must be pursued diligently and persistently but non-violently.What does the Lord require of you, to act justly, to love mercy, and to walk humbly with your God.(Micah 6:8)

This is where we take our stand. We stand for justice. We can do no other. Justice alone guarantees a peace that will lead to reconciliation with a life of security and prosperity for all the peoples of our Land. By standing on the side of justice, we open ourselves to the work of peace - and working for peace makes us children of God. God was reconciling the world to himself in Christ, not counting men's sins against them. And he has committed to us the message of reconciliation.(2 Cor 5:19)
