UNITED NATIONS — The UN Security Council warned Thursday that violations of the ceasefire agreement between Lebanon and Israel could lead to a new conflict and urged international support for Lebanon’s armed forces and their stepped up deployment in the south and at sea.The council’s warning against “a new conflict that none of the parties or the region can afford” came in a resolution adopted unanimously extending the mandate of the UN peacekeeping force in southern Lebanon known as UNIFIL until August 31, 2019.Council members urged “all parties” to exercise “maximum calm and restraint and refrain from any action or rhetoric that could jeopardize the cessation of hostilities or destabilize the region.”UNIFIL was originally created to oversee the withdrawal of Israeli troops after a 1978 invasion. The mission was expanded after a 2006 war between Israel and Hezbollah so that peacekeepers could deploy along the Lebanon-Israel border, to help Lebanese troops extend their authority into their country’s south for the first time in decades.The French-drafted resolution again urged all countries to enforce a 2006 arms embargo and prevent the sale or supply of weapons to any individual or entity in Lebanon not authorized by the government or UN force known as UNIFIL — an implicit criticism of the suppliers of weapons to Hezbollah, an Iran-backed terror group.But the text adopted by the Council does not mention Hezbollah by name, despite US demands.“All states shall take the necessary measures to prevent, by their nationals or from their territories or using flag vessels or aircraft, the sale or supply of arms and related materiel to any entity or individual in Lebanon other than those authorized by the Government of Lebanon or UNIFIL,” the resolution states.Rodney Hunter, the US Mission’s political coordinator, told the council that Hezbollah, with Iran’s help, “has grown its arsenal in Lebanon in direct threat to peace” along the boundary with Israel “and the stability of all of Lebanon.”Hunter said 12 years after the council imposed an arms embargo, “it is unacceptable that Hezbollah continues to flout this embargo, Lebanon’s sovereignty, and the will of the majority of Lebanese people.”Israel and Lebanon are still technically at war and the resolution reiterates the council’s call for Israel and Lebanon “to support a permanent cease-fire and a long-term solution.”The council also stressed “the necessity of an effective and durable deployment of the Lebanese Armed Forces in southern Lebanon and the territorial waters of Lebanon at an accelerated pace.”It called for UNIFIL, which has more than 10,000 troops deployed in southern Lebanon, and the Lebanese military to analyze the country’s ground forces and maritime assets.The council also called for the Lebanese government “to develop a plan to increase its naval capabilities … with the goal of ultimately decreasing UNIFIL’s Maritime Task Force and transitioning its responsibilities to the Lebanese Armed Forces.”A US diplomat said the aim of shrinking the UN maritime force, which consists of half a dozen military ships equipped with weapons and radar, was to cut the UNIFIL mission costs.Israel’s position on having an international naval force so close to its territory remains unclear.France’s deputy UN ambassador Anne Gueguen stressed that “only the presence of the Lebanese state and its armed forces will ensure security … and create the conditions of lasting stability in the south of Lebanon, and along its territorial waters.”

VIENNA — Iran “cannot avoid” talks on thorny issues like its ballistic missile program and role in Middle East conflicts, French Foreign Minister Jean-Yves Le Drian warned Thursday, as European powers work to rescue the beleaguered nuclear deal with Tehran.France, Germany, and Britain are leading European efforts to save the landmark 2015 deal to curb Iran’s nuclear program, which was thrown into crisis in May when US President Donald Trump withdrew and reimposed sanctions.Critics of the accord — which was also signed by Russia and China — say it is too narrowly focused on the nuclear issue and does nothing to curb Iran’s meddling in regional conflicts or its program to develop conventional ballistic missiles.The European Union is trying to find ways to maintain oil and banking ties with Iran after the second phase of US sanctions kicks in in November, and Le Drian said it was important to find ways to keep the Islamic Republic trading.But he warned that Tehran must keep up its side of the deal, and be prepared to expand talks.“Iran must respect the fundamentals of the JCPOA [nuclear deal] and I think that is the case,” Le Drian said as he arrived for a meeting of EU foreign ministers in Vienna.“But Iran cannot avoid discussions, negotiations on three other major subjects that worry us — the future of Iran’s nuclear commitments after 2025, the ballistic question and the fact there is a sort of ballistic proliferation on the part of Iran… and the role Iran plays to stabilize the whole region.“We must talk about these three subjects, Iran must be aware of this and that’s the message I send to them from Vienna.”Despite European pledges to keep providing Iran with the economic benefits it received from the nuclear deal, many major companies have already pulled out of the country for fear of US penalties.

The Foreign Ministry’s Workers Union called a surprise warning strike on Thursday, disrupting the provision of consular services in several Israeli missions throughout the world.“Supporting workers at Israel’s delegations in the world are striking today to protest employment conditions,” read a handwritten sign in Hebrew posted at the entrance to the Israeli Consulate-General in New York City. The workers are claiming that the Finance Ministry is “stalling” in its efforts to find a solution to problems with working conditions that have arisen due to a new agreement with the Foreign Ministry, the sign read further. The did not say how long the strike would last.Some 600 so-called “supporting workers” (not diplomats) are currently striking, making up some 60 percent of the manpower running the Foreign Ministry’s missions abroad, according to the Hadashot TV news.The Foreign Ministry did not respond to a request for comment.The striking employees could seriously disrupt the work of Israel’s diplomatic missions abroad, but major trips by senior officials — such as Prime Minister Benjamin Netanyahu’s planned visit to New York next month — are currently not in jeopardy, according to diplomatic sources.Complaining about low remuneration and poor working conditions, Israeli diplomats have striked several times over the last few years. On Thursday, they argued that a deal struck with the Finance Ministry earlier this year has not been upheld.“The last thing we wanted is to strike,” the union said in a statement.“Just two days ago a delegation from the union returned to Israel after another round of negotiations that was supposed to have ended the labor dispute. Four headstones were toppled at a Jewish cemetery in New Jersey over the weekend.The toppled headstones were discovered on Sunday at the Congregation Agudath Achim Cemetery in Freehold Township in New Jersey. The headstones were pushed over sometime on Saturday or early Sunday morning, according to local reports.No other acts of vandalism were discovered in the cemetery, the local Asbury Park Press reported. The headstones were not significantly damaged, according to the report.One of the headstones belonged to a World War II veteran, Michael Berman, executive director of the Freehold Jewish Center, which operates the cemetery, told local media.“In terms of it being the desecration of a holy space, it is,” Berman told the Asbury Park Press. “Being Jewish, we’re all connected to our history. Satellite photos published Thursday purported to show the establishment of an Iranian surface-to-surface missile factory in Syria, raising fresh concerns over the extent of the two countries’ military cooperation on Israel’s northern border.The photos, which were taken by ImageSat International and published by Channel 10 news, were said to show a facility outside Wadi Jahannam in northwest Syria resembling Iran’s Parchin facility, which has been linked to the Islamic Republic’s ballistic missile and nuclear programs.Beyond noting an apparent surge in construction work at the site and the building’s seeming similarity to Parchin, Channel 10 did not say how it was identified as a missile factory.Unlike other Iranian facilities in Syria that have been targeted in Israeli airstrikes, the report said the site was likely spared due to its close proximity to a Russian S-400 ant-aircraft battery, which is considered to be one of the most advanced air defense systems in the world.In July, Israeli jets reportedly targeted a missile production facility in nearby Masyaf, where a leading Syrian chemical weapons and missile scientist was killed earlier this month in a car bombing attributed to Israel.According to a New York Times report, Israel believed that Dr. Aziz Asbar was leading a classified weapons development program called Sector 4 at the Syrian Scientific Studies and Research Center, and was busy rebuilding an underground weapons factory to replace the one said destroyed by Israel.Israel did not comment on its alleged involvement in the July airstrike on the facility, but Prime Minister Benjamin Netanyahu said in a statement following the raid that Israel “will not stop taking action in Syria against Iran’s attempts to establish a military presence there.”Iran has been one of the top military backers of Syrian President Bashar Assad’s regime in the over sever-year-long civil war in the country, as has been its Lebanese proxy, the Hezbollah terror group.Both Israel and the United States have called for the removal of all Iranian-backed forces from Syria. Israeli troops on Thursday arrested three Palestinians who were in possession of “a number” of pipe bombs in the northern West Bank, the army said.The suspects were spotted outside the village of Deir al-Hatab, near Nablus, by soldiers monitoring surveillance cameras, and the troops were dispatched to arrest them.The three suspects were handed over to the Shin Bet for questioning.The incident came hours after police arrested two other Palestinian teenagers who were found holding improvised explosive devices outside a nearby military courthouse.The entrance to the Samaria Military Court in the village of Salem was briefly blocked and the area cordoned off, while a police sapper inspected the devices, which were found in plastic bags.Police said in a statement that officers noticed the “suspicious behavior” of the teens — aged 14 and 18 — and stopped them, thus foiling a terror attack at the court.One of the objects was revealed to indeed be a pipe bomb, while the two others were improvised explosive devices made from metal containers, police said.All the bombs were loaded with explosives and detonators, and were subsequently destroyed in a controlled explosion.The entrance to the court was then reopened, and the suspects were taken for questioning.Pipe bombs are frequently used by Palestinian assailants in attempted attacks at the Samaria Military Court.In May, security forces arrested two Palestinians after they were caught with three pipe bombs at the entrance to the court. (Reuters) - Flash flood warnings were issued on Tuesday for the Hawaiian island of Kauai, with residents on the north coast told to evacuate and others left stranded by high water as the remnants of Hurricane Lane drenched the archipelago and a new storm brewed in the Pacific Ocean.Hawaii was spared a direct hit from a major hurricane as Lane diminished to a tropical storm as it approached and then drifted west, further from land. But rain was still pounding the island chain, touching off flooding on Oahu and Kauai."It has been a steady rain since after Lane but I got up 2:30 a.m. (Hawaiian Standard Time) to the National Weather Service flash flood advisory and that's when we put out the release as well as an island-wide telephone call," County of Kauai spokesman Alden Alayvilla said.The advisory urged residents near Hanalei Bridge on the north side of the island to evacuate their homes due to rising stream levels. A convoy that had been used to escort residents over roads damaged by historic floods in April between was shut down, leaving many cut off."Heavy pounding and hazardous conditions are being reported island-wide. After the governor of Puerto Rico raised the island’s official Hurricane Maria death toll to nearly 3,000 people, Puerto Ricans felt a range of emotions ― anger, frustration, grief ― but few were surprised.“I’m outraged but not surprised,” said Mariana Teresa Hernandez, a Puerto Rican mother who sent her two kids, ages 6 and 7, to live with their father in Chicago after post-storm power outages forced their school to shut down. “I knew from the start that things were really bad.”On Tuesday, Gov. Ricardo Rosselló increased the official count of those killed by the hurricane and its aftermath from 64 to 2,975 people, following the release of a new report commissioned by the governor and published by researchers at George Washington University. The revised figure would make Maria the deadliest U.S. natural disaster in over 100 years.Rosselló’s government was repeatedly criticized for sticking to the death toll of 64, even as experts argued it was likely a vast under-estimation of the actual number of fatalities caused by the September 2017 storm and its damage, including widespread monthslong power outages.Outside reports have produced estimates of the death toll far above the former official count. A New York Times analysis in December concluded that the death toll was more than 1,000 people. A Harvard study in May estimated that over 4,600 people died in the storm’s aftermath. Weeks ago, the Puerto Rican government quietly conceded that the count was likely more than 1,400 people in a report to Congress requesting more recovery funds.For Puerto Ricans who survived the storm and have since heard harrowing stories about people who died in its aftermath, the higher official toll confirms what they already knew. Jordan will host a fundraiser at the United Nations headquarters in New York next month to keep the agency for Palestinian refugees afloat, the kingdom’s top diplomat said Thursday.Foreign Minister Ayman Safadi said the meeting, set for September 27 on the sidelines of the UN General Assembly, “aims to provide financial and political support to UNRWA.”The UN Relief and Works Agency for Palestine Refugees has been struggling to balance its books since the United States announced in January it was cutting its annual funding by $300 million.The Jordanian foreign minister said the New York event aims to “close the gap and put in place a plan that will ensure UNRWA’s continued, ongoing funding for the coming years.”It will also “reaffirm that UNRWA is an organization created by the UN General Assembly, with a clear and particular role, and this role must continue,” Safadi added.Speaking alongside the Jordanian foreign minister, UNRWA Director Pierre Krahenbuhl said the agency needs $200 million to continue its work until the end of this year.“We’re talking about human beings. We cannot wish 5.3 million Palestinian refugees away… these are people who have rights and for many years now, for decades, have faced a plight and an injustice that is simply immense,” said Krahenbuhl.The agency supports some five million registered Palestinian refugees and their descendants, and provides schooling for 526,000 children in the Palestinian territories, Lebanon, Syria, and Jordan.But UNRWA has warned it currently only has the funds to keep its 711 schools open for the next month.By the end of September, “UNRWA won’t have a penny,” the agency’s spokesman Chris Gunness warned Wednesday.The agency was created in 1949 to support 750,000 Palestinians who fled or were driven from their homes during the war surrounding the creation of Israel. Syria envoy Staffan de Mistura said there was a high concentration of foreign fighters in Idlib, including an estimated 10,000 fighters designated by the U.N. as terrorists, who he said belonged to the al-Nusra Front and al Qaeda.There could be no justification to use heavy weapons against them in densely populated areas, he said. Miscalculations could lead to unintended consequences, including the possible use of chemical weapons."Avoiding the potential use of chemical weapons is indeed crucial," de Mistura told reporters in Geneva."We all are aware that both the government and al-Nusra have the capability to produce weaponized chlorine."Syrian Foreign Minister Walid al-Moualem, speaking during a meeting with his Russian counterpart Sergei Lavrov in Moscow on Thursday, said: "We are at the final stage of solving the crisis in Syria and liberating our whole territory from terrorism.""I assure you that we do not have chemical weapons and are not able to use them," he added, according to Syrian state news agency SANA.Idlib province is the last major rebel-held area in Syria, serving as what the U.N. has called a "dumping ground" for fighters and civilians evacuated from other battles.
