Palestinian Authority President Mahmoud Abbas is reportedly threatening to sever all ties with Israel if it reaches a long-term truce agreement with Hamas that bypasses the PA and Abbas’s Fatah party.According to a report Friday in the Saudi-owned daily Al-Hayat, Abbas’s threat has prompted Egypt, which along with the UN has been the main broker in efforts to cement a deal in Gaza, to redouble its efforts toward internal Palestinian reconciliation and set aside for the time being the Israel-Hamas track.The report, which relied on Palestinian sources, said that Abbas had conveyed to Israel a message saying, “Good luck with Hamas,” apparently sarcastically.Hamas leader Yahya Sinwar on Tuesday reiterated his denial that a ceasefire agreement had been reached with Israel, saying that hostilities will not end until the blockade of the coastal enclave has been lifted.“Solidifying the ceasefire means not returning to the situation of a siege at all. In 2013, Francis's predecessor, Benedict, became the first pontiff in six centuries to resign.Benedict, then 85, abdicated because he said he no longer had the strength to run the Church. Unlike now, no-one had publicly demanded his resignation, which was a surprise even to top Vatican officials.HOW DID THE VATICAN AND THE POPE GET TO THIS POINT? In an 11-page statement published on Aug. 26, Archbishop Carlo Maria Vigano, the former Vatican ambassador to Washington, launched an unprecedented broadside by a Church insider against the pope and a long list of Vatican and U.S. Church officials.He said that soon after the pontiff's election in 2013, he told Francis that Theodore McCarrick, the former archbishop of Washington, D.C., had engaged in sexual misconduct.He said the pope did nothing and even lifted sanctions that had been imposed on McCarrick by Benedict, the former pope.Critics of Vigano say his statement has holes and contradictions. They say McCarrick disregarded any sanctions, appearing in public often, even alongside Benedict, in the years after Vigano says the former pope sanctioned McCarrick. VICTORIA — The British Columbia government has cancelled the state of emergency it declared in August when hundreds of wildfires covered the province.The government says cooler weather and progress in containing the forest fires means the powers granted under the provincial state of emergency are no longer required.There's been a significant reduction in the number of properties under evacuation order and a news release says many residents have been allowed to return home.The declaration was made to ensure public safety and the co-ordinated response to the summer wildfire season that has seen more than 13,000 square kilometres burned.The wildfire season isn't over with 485 fires still burning, 19 evacuation orders in place covering about 2,000 people, and evacuation alerts affect almost 4,900 residents.This is the second year in a row a state of emergency was declared over the wildfires, but last year's declaration remained in place from early July to mid-September.The Canadian Press.

An Ontario city that's frequently been home to large, rowdy student parties is enlisting a local university and the court system in an effort to curb public drunkenness.The mayor of Kingston, Ont., says a pilot program dubbed the University District Safety Initiative creates tougher consequences for those partying on city streets, particularly during times of the year when high-profile student gatherings take place.Under the terms of the project, people violating Kingston's nuisance party bylaw, or flouting liquor or noise bylaws during certain times of the year, will have to answer to charges in person at a local courthouse rather than paying a fine online or by phone.Any Queen's University student issued a summons during the year will also have their name disclosed to the school, which may impose some non-academic sanctions.Kingston Mayor Bryan Paterson said the project, which launched last weekend, has already had a noticeable impact."Having to take account of your actions in person, in my view, is a better way of conveying the concern of the community about the importance of safe and respectful behaviour," he said in a telephone interview. "You can't just mail in your ticket or be anonymous."Those who host unsanctioned street parties year-round, and those who attend such events during the university's orientation week, homecoming weekend and the days around St. Patrick's Day will be subject to the rules of the pilot project.Local police said the project has already resulted in more than 100 charges since Saturday.Kingston has long struggled with public parties at key times during the academic year — at one point popular homecoming celebrations were cancelled for a five-year stretch due to a rash of arrests. Once the festivities resumed in 2013, police reports indicated the arrests picked up where they left off and frequently numbered in the hundreds.Paterson said the city was spurred into action after St. Patrick's Day celebrations earlier this year, during which several people narrowly avoided serious injury when the roof of a garage they were gathered on collapsed."There was really a feeling that to address unsafe, dangerous and disrespectful behaviour, there really was a need for something else," Paterson said. "That's really what ... led to the University District Safety Initiative rolling out."While forcing students to appear in person to face charges is the most high-profile plank of the program, Paterson said enlisting the co-operation of Queen's was another crucial step.University Principal Daniel Woolf said students facing charges under the initiative will have their names released to the school, at which point they will go through the official student misconduct process and be referred for additional support if needed.Woolf said some of the potential consequences include loss of certain privileges, community service "tied to the harm caused," compensation for harm caused and formal warnings from the school."Finding ways to encourage good citizenship, address these large parties and promote student and public safety and community well-being is a high priority," Woolf said in a statement."I have spent countless days and nights dealing with the consequences of these parties and worrying about the potential harm that can come from these activities not only to our students, but also to our neighbours, community partners, and the broader Kingston community."Woolf said parties need to be "lawful and safe," adding the "vast majority" of the student body doesn't engage in activities barred under the pilot project. Right-wing Israeli activists clashed Friday with Bedouin residents of Khan al-Ahmar near the West Bank village, which is slated for demolition as early as Wednesday.The activists, part of the Im Tirtzu organization, were at the site to participate in a lecture, the group told the Kan public broadcaster.In footage taken by local Bedouins and Palestinian activists, the residents of the village could be seen exchanging angry shouts with the Israelis in a passageway under the Route 1 highway leading to the ramshackle village.Israeli police officers soon interceded and separated the groups, leading the Israeli activists out of the area.In one video shared on Twitter by a Kan reporter, an Im Tirtzu activist is heard yelling at a Palestinian filming the scene, “Is it fun in Israel? Palestinian Authority President Mahmoud Abbas is reportedly threatening to sever all ties with Israel if it reaches a long-term truce agreement with Hamas that bypasses the PA and Abbas’s Fatah party.According to a report Friday in the Saudi-owned daily Al-Hayat, Abbas’s threat has prompted Egypt, which along with the UN has been the main broker in efforts to cement a deal in Gaza, to redouble its efforts toward internal Palestinian reconciliation and set aside for the time being the Israel-Hamas track.The report, which relied on Palestinian sources, said that Abbas had conveyed to Israel a message saying, “Good luck with Hamas,” apparently sarcastically.Hamas leader Yahya Sinwar on Tuesday reiterated his denial that a ceasefire agreement had been reached with Israel, saying that hostilities will not end until the blockade of the coastal enclave has been lifted.“Solidifying the ceasefire means not returning to the situation of a siege at all. So far, there is no agreement or any formula for a ceasefire,” he said.Regarding intra-Palestinian reconciliation talks, which have stalled recently, Sinwar said that a deal was still the ultimate goal.“It is clear that the current state of affairs is not moving at the required pace for reconciliation, but we will not and have not lost hope in achieving this national track,” he said. “After reconciliation hit a dead end, an internal explosion in the Gaza Strip was being planned by several parties, but the March of Return foiled that plan.”Sinwar charged that the talks broke down because “official Palestinian parties worked together with the Zionist intelligence services to make reconciliation fail.”Abbas’s Fatah party and Hamas have been deeply divided for more than a decade. Two people were lightly injured, according to reports in Gaza.The incident came hours before thousands of Palestinians were expected to converge on the border in a mass protest, after weeks of relative calm.Both Israel and the terror group Hamas, which rules the Gaza Strip, have been denying reports of a UN- and Egypt-brokered truce agreement that would end a months-long flareup of hostilities — the most severe since the 2014 war.The surge of violence in Gaza began in March with a series of protests along the border that were dubbed the “March of Return.” The clashes, which Gaza’s Hamas rulers orchestrated, have included rock and Molotov cocktail attacks on troops, as well as attempts to breach the border fence and attack Israeli soldiers.Since the protests began in March, at least 125 protesters have been killed by Israeli fire, according to the Gaza health ministry. The Israeli Air Force marked the 11-year anniversary of its destruction of Bashar Assad’s secret nuclear reactor, in a ceremony that saw special markings placed on the warplanes that took part in the strike.The strike against the reactor in the Deir el-Zour region of Syria took place on the night between September 5 and 6, 2007, but was only officially acknowledged by Israel earlier this year. In 2013, Francis's predecessor, Benedict, became the first pontiff in six centuries to resign.Benedict, then 85, abdicated because he said he no longer had the strength to run the Church. Unlike now, no-one had publicly demanded his resignation, which was a surprise even to top Vatican officials.HOW DID THE VATICAN AND THE POPE GET TO THIS POINT? In an 11-page statement published on Aug. 26, Archbishop Carlo Maria Vigano, the former Vatican ambassador to Washington, launched an unprecedented broadside by a Church insider against the pope and a long list of Vatican and U.S. Church officials.He said that soon after the pontiff's election in 2013, he told Francis that Theodore McCarrick, the former archbishop of Washington, D.C., had engaged in sexual misconduct.He said the pope did nothing and even lifted sanctions that had been imposed on McCarrick by Benedict, the former pope.Critics of Vigano say his statement has holes and contradictions. They say McCarrick disregarded any sanctions, appearing in public often, even alongside Benedict, in the years after Vigano says the former pope sanctioned McCarrick. VICTORIA — The British Columbia government has cancelled the state of emergency it declared in August when hundreds of wildfires covered the province.The government says cooler weather and progress in containing the forest fires means the powers granted under the provincial state of emergency are no longer required.There's been a significant reduction in the number of properties under evacuation order and a news release says many residents have been allowed to return home.The declaration was made to ensure public safety and the co-ordinated response to the summer wildfire season that has seen more than 13,000 square kilometres burned.The wildfire season isn't over with 485 fires still burning, 19 evacuation orders in place covering about 2,000 people, and evacuation alerts affect almost 4,900 residents.This is the second year in a row a state of emergency was declared over the wildfires, but last year's declaration remained in place from early July to mid-September.The Canadian Press.

U.S. has seen evidence of Syria preparing chemical weapons in Idlib: envoy-[Reuters]-By Lesley Wroughton-YAHOONEWS-September 9, 2018
WASHINGTON (Reuters) - There is "lots of evidence" that chemical weapons are being prepared by Syrian government forces in Idlib in northwest Syria, the new U.S. adviser for Syria said on Thursday, as he warned of the risks of an offensive on the country's last big rebel enclave."I am very sure that we have very, very good grounds to be making these warnings," said Jim Jeffrey, who was named on Aug. 17 as Secretary of State Mike Pompeo's special adviser on Syria overseeing talks on a political transition in that country."Any offensive is to us objectionable as a reckless escalation," Jeffrey told a few reporters in his first interview on the situation in Syria since his appointment. "There is lots of evidence that chemical weapons are being prepared."The White House has warned that the United States and its allies would respond "swiftly and vigorously" if government forces used chemical weapons in the widely expected offensive.Jeffrey said an attack by Russian and Syrian forces, and the use of chemical weapons, would force huge refugee flows into southeastern Turkey or areas in Syria under Turkish control.Syrian President Bashar al-Assad has massed his army and allied forces on the frontlines in the northwest, and Russian planes have joined his bombardment of rebels there, in a prelude to a possible assault.The fate of the insurgent stronghold in and around Idlib province rests on a meeting to be held in Tehran on Friday between the leaders of Assad's supporters Russia and Iran, and the rebels' ally, Turkey."We will find out to some degree tomorrow if the Russians are willing to come to a compromise with the Turks," Jeffrey said.Backed by Russian air power, Assad has in recent years taken back one rebel enclave after another. Idlib and its surroundings are now the only significant area where armed opposition to Damascus remains.Jeffrey described the situation in Idlib as "very dangerous" and said Turkey was trying to avoid an all-out Syrian government offensive."I think the last chapter of the Idlib story has not been written. The Turks are trying to find a way out. The Turks have shown a great deal of resistance to an attack," he said.He said the United States had repeatedly asked Russia whether it could "operate" in Idlib to eliminate the last holdouts of Islamic State and other extremist groups. Asked whether that would include U.S. air strikes, Jeffrey said: "That would be one way."There was periodic cooperation between the United States and Russia against the same jihadist groups operating in Idlib until mid-2017.DIPLOMATIC INITIATIVE-As sides close in on the remaining jihadist forces operating in Syria, Jeffrey said it was time for a "major diplomatic initiative" to end the seven-year conflict.There was a "a new commitment" by the administration to remain in Syria until Islamic State militants were defeated, while ensuring Iran left the country, he added.While President Donald Trump had signaled that he wanted U.S. forces out of Syria, in April he agreed to keep troops there a little longer.Trump will chair a U.N. Security Council meeting on Iran during an annual gathering of world leaders in New York later this month. Ontario city testing initiative aimed at curbing public drunkenness-[The Canadian Press]-YAHOONEWS-September 9, 2018
An Ontario city that's frequently been home to large, rowdy student parties is enlisting a local university and the court system in an effort to curb public drunkenness.The mayor of Kingston, Ont., says a pilot program dubbed the University District Safety Initiative creates tougher consequences for those partying on city streets, particularly during times of the year when high-profile student gatherings take place.Under the terms of the project, people violating Kingston's nuisance party bylaw, or flouting liquor or noise bylaws during certain times of the year, will have to answer to charges in person at a local courthouse rather than paying a fine online or by phone.Any Queen's University student issued a summons during the year will also have their name disclosed to the school, which may impose some non-academic sanctions.Kingston Mayor Bryan Paterson said the project, which launched last weekend, has already had a noticeable impact."Having to take account of your actions in person, in my view, is a better way of conveying the concern of the community about the importance of safe and respectful behaviour," he said in a telephone interview. "You can't just mail in your ticket or be anonymous."Those who host unsanctioned street parties year-round, and those who attend such events during the university's orientation week, homecoming weekend and the days around St. Patrick's Day will be subject to the rules of the pilot project.Local police said the project has already resulted in more than 100 charges since Saturday.Kingston has long struggled with public parties at key times during the academic year — at one point popular homecoming celebrations were cancelled for a five-year stretch due to a rash of arrests. Once the festivities resumed in 2013, police reports indicated the arrests picked up where they left off and frequently numbered in the hundreds.Paterson said the city was spurred into action after St. Patrick's Day celebrations earlier this year, during which several people narrowly avoided serious injury when the roof of a garage they were gathered on collapsed."There was really a feeling that to address unsafe, dangerous and disrespectful behaviour, there really was a need for something else," Paterson said. "That's really what ... led to the University District Safety Initiative rolling out."While forcing students to appear in person to face charges is the most high-profile plank of the program, Paterson said enlisting the co-operation of Queen's was another crucial step.University Principal Daniel Woolf said students facing charges under the initiative will have their names released to the school, at which point they will go through the official student misconduct process and be referred for additional support if needed.Woolf said some of the potential consequences include loss of certain privileges, community service "tied to the harm caused," compensation for harm caused and formal warnings from the school."Finding ways to encourage good citizenship, address these large parties and promote student and public safety and community well-being is a high priority," Woolf said in a statement."I have spent countless days and nights dealing with the consequences of these parties and worrying about the potential harm that can come from these activities not only to our students, but also to our neighbours, community partners, and the broader Kingston community."Woolf said parties need to be "lawful and safe," adding the "vast majority" of the student body doesn't engage in activities barred under the pilot project. Those include public intoxication, drinking underage and having liquor in an open container.The initiative is in a trial period and will be evaluated after one year, Paterson said.Kingston police, who didn't immediately respond to a request for an interview, reported that they laid 132 charges between Sept. 1 and Sept. 6, with 17 recorded in the past two days.The City of Kingston is not the only body that has recently taken steps to regulate student drinking.In a nearly unanimous vote last week, the 66 men's fraternities of the North-American Interfraternity Conference adopted a rule prohibiting hard liquor with more than 15 per cent alcohol by volume from fraternity chapters and events unless served by licensed third-party vendors.The member fraternities, which include a number of Canadian chapters, have until Sept. 1, 2019, to implement the rule across their more than 6,100 chapters on 800 campuses.One international fraternity with chapters in Canada, Beta Theta Pi, implemented a no-substance housing policy and aims to have all fraternity properties be alcohol, drug and tobacco-free by August 2020.Michelle McQuigge , The Canadian Press.
