THE HAGUE, Netherlands (AFP) — The United States told UN judges Tuesday they had no jurisdiction to rule on Tehran’s demand for them to order the suspension of debilitating nuclear-related sanctions against Iran.Washington cited security concerns in its first legal response to a suit by the Islamic Republic, which is suffering increasing economic chaos.Iran has argued that US President Donald Trump breached a 1955 treaty with his decision to reimpose the sanctions after withdrawing from a multilateral nuclear accord.But US State Department lawyer Jennifer Newstead told the International Court of Justice in The Hague that it “lacks prima facie jurisdiction to hear Iran’s claims.”She argued that the United States had the right to protect its national security and other interests.The treaty “cannot therefore provide a basis for this court’s jurisdiction” in the case, she said.Sanctions on Iran had been lifted under a landmark 2015 accord with the five permanent members of the UN Security Council plus Germany. The United States offered to leave Syria completely in exchange for a full withdrawal of Iranian troops from the southern part of the country, the Hezbollah-affiliated news outlet Al-Akhbar reported Tuesday.According to the report, senior US and Syrian intelligence and defense officials held a secret meeting in Damascus in June to discuss the offer.Part of the American offer required a guarantee from Damascus the US would receive “a share” of Syrian oil, as well as detailed information regarding terrorist organizations operating in the war-torn country.Syria’s national security chief Ali Mamlouk reportedly rejected the US offer, saying that Damascus viewed Americans in Syria as an “occupying power who entered our territory forcibly.”He went on to say that President Bashar Assad had repeatedly made clear Syria’s “strong relationship” with Iran, Hezbollah and other armed groups in the region.Tehran and its Lebanese proxy Hezbollah have provided steady political, financial, and military backing to Assad during the seven-year-long civil war.Mamlouk also rejected the US request for access to Syrian oil, but said that as a goodwill gesture, it could indirectly access its energy sector through European or Russian companies.On Monday, Iranian media reported that the Iranian defense minister signed a military cooperation agreement with his Syrian counterpart after two days of talks in Damascus.Defense Minister Amir Hatami said the “defense and technical agreement” provides for the continued “presence and participation” of Iran in Syria, according to the semi-official Tasnim news.In an interview with the Hezbollah-affiliated Al-Mayadeen television channel, Hatami said the agreement included the rehabilitation of Syria’s defense industry and assured that Iran would provide “good service.”“With this accord, we have paved the way for a reconstruction of the Syrian military industries,” he said.“The most important element of the deal is the rebuilding of the Syrian armed forces and defense industries so that they can regain their full capacity.”Last week, Iran unveiled its first domestic fighter jet, just days after releasing a next generation short-range ballistic missile.Since Russia military intervened on Assad’s behalf in 2015, the regime has regained much of the territory lost to rebels and jihadists in the early years of the war.Syria’s war has left more than 350,000 people dead and displaced millions since it broke out with the brutal repression of an initially peaceful uprising in 2011.Israel has vowed not to let Iran maintain a presence in Syria and carried out dozens of strikes in the country to stop Iran sending advanced weaponry to Hezbollah. PC leader promises refund of carbon tax revenue to New Brunswickers-[CBC]-August 29, 2018

Progressive Conservative Leader Blaine Higgs says he'll refund any carbon-tax revenue to New Brunswickers if he is premier and if Ottawa ends up imposing its own pricing regime on the province.Campaigning in Moncton on Monday, Higgs repeated his promise to join a legal challenge by the Ontario and Saskatchewan governments aimed at killing the federal plan.But he said if that doesn't work, he'll make sure New Brunswickers aren't taxed more. Premier Brian Gallant's Liberal government originally promised a revenue-neutral carbon tax system — a phrase that usually means other taxes are reduced to offset the tax consumers would pay on fossil-fuel consumption.Gallant later abandoned that promise and is now using carbon-tax revenue to fund environmental programs."The original concept — we're sticking with it," Higgs said. "Taxpayers were told it would not add to their bottom line. Gallant and Trudeau have drifted away from that. Well, we're bringing it back."If we're not successful [in the legal challenge], we will indeed make it revenue neutral. Which means taxpayers of this province will not have increased taxes as a result of the federal government imposing it."Since April, 2.3 cents of New Brunswick's 15.5-cent-per-litre gas tax has been shifted into a climate fund to be spent on environmental initiatives.That share will increase every year over five years to 11.64 cents, but with no net increase to what consumers pay at the gas pumps.Higgs said Monday that Gallant designed his tax that way "to avoid talking about it during the election cycle."Gallant claims shifting a portion of the gas tax meets the federal requirement for a provincial carbon price.But federal environment minister Catherine McKenna, a fellow Liberal, has hinted that it does not. She said her national plan requires putting an additional cost on carbon dioxide.Ottawa has vowed to impose its own more onerous regime on provinces that don't meet its requirements, though it won't say until later this year whether it considers New Brunswick offside.Higgs estimated a 12-cent-a-litre carbon tax on top of the existing gas tax would cost a New Brunswick family $1,200 a year.Saskatchewan has already launched a constitutional challenge to Ottawa's power to impose its system. Ontario announced last month it will join the case, and Higgs said he will too if he becomes premier.Ottawa plans to impose its system on recalcitrant provinces at the start of 2019. If the legal challenge fails, Higgs said, the federal government will collect the money "but Ottawa has an obligation to refund it," he said Monday. "That's part of the federal plan."Higgs said if the money is returned to the New Brunswick government, "we will disburse that in the way of reduced taxes in other areas."But McKenna has hinted she will not return the money to dissenting provincial governments and will instead bypass them by sending rebates directly to taxpayers in those provinces.Higgs's rebate promise is "not within his control and it's a gamble," said Liberal campaign spokesperson Greg Byrne. "There is no guarantee that the federal government will provide the province with that money."Byrne said if Higgs scraps Gallant's system, it'll be more likely that Ottawa will impose its regime — with no guarantee the rebates will be possible.Byrne said the Liberals are confident McKenna will accept Gallant's system and not bring in its own tax on New Brunswick.He also pointed out Manitoba has opted not to challenge the federal plan because of a legal opinion that it won't succeed."Right out of the gate, [Higgs is] going to spend taxpayers' money on a multi-million dollar lawsuit with little chance of success."Higgs could avoid the long and expensive legal battle by simply adopting his own version of a carbon tax with offsetting tax cuts in other areas.But he said he opposes that on principle."Why set up something just for the sake of setting it up? That's more bureaucracy to collect money and then refund it. Why collect it to begin with?"Jason Kenney, leader of Alberta's United Conservative Party, joined Higgs at the morning announcement in Moncton and said the New Brunswick PC leader should try to turn the election into a referendum on the carbon tax."Everywhere the carbon tax is put to the voters, they say no," said Kenney, who hopes to win next spring's Alberta election. He's also promising to join Saskatchewan's legal fight. Higgs said his promise to fight the tax will be "a main pillar" of his campaign leading to the Sept. 24 election.He was less clear on how a PC government would tackle climate change in the absence of a carbon tax.He said he would ensure the province continues to meet or exceed emissions reduction targets, including those in the Paris climate treaty, and would also increase New Brunswick's green-energy capabilities."We will do our part on climate change," he said.But he also said his tax cuts to offset a federal carbon price might include a reduction to the gas tax or to other energy consumption taxes — measures that would make it even less expensive to burn carbon dioxide.Green Party Leader David Coon, launching his campaign platform in Fredericton, condemned Higgs and the Liberals for "squabbling" about carbon pricing rather than taking real action."The Tories have no plan whatsoever," he said. "We need an actual real plan that is going to help propel the green energy transition in New Brunswick and that protects the people of this province  from the effects of climate change. I don't see a plan."The deadline for New Brunswick to submit its pricing plan to Ottawa for approval is Sept. 1. WATERTON, Alta. — Significant rainfall on Monday was enough to lift an evacuation alert sparked by a wildfire near Waterton Lakes National Park in southwestern Alberta.Parks Canada spokesman John Stoesser says the area received 32 millimetres of rain, which is sufficient to rescind the alert that was issued last week."It absolutely is very nice to hear the sound of raindrops coming down. It helps immensely," said Stoesser."Enough has fallen for Parks Canada to be able to lift the evacuation alert which was issued for Waterton Lakes National Park."The 860-hectare blaze remains entirely on the U.S. side of the border in Glacier National Park, about seven kilometres away. Stoesser said the area isn't out of the woods yet."The fire does remain active. Drought worsens as fires continue to burn throughout B.C.-[CBC]-YAHOONEWS-August 29, 2018

Nearly one-quarter of B.C.'s regions are now at the highest drought rating, with no significant rain in the forecast.And while those fighting the province's more than 500 wildfires have welcomed the recent rain and cooler temperatures, a spokesperson for the B.C. wildfire service says the fires will continue to burn for weeks. "Until we see that widespread and fairly sustained rain, we do expect the fire season to be continuing for two to three weeks at the very least across the province," Kevin Skrepnek said Monday morning."We're certainly not out of the woods yet."Parts of the province had some rain over the weekend, but it did little to calm the wildfires or replenish streams and rivers.The province has assigned a Level 4 drought rating to all of Vancouver Island, the Northeast, Northwest, Stikine and Skeena-Nass areas.Eighteen regions are at a Level 3 rating — including the South Coast and Lower Fraser — while the remaining five of 29 regions are at Level 2, for now.Valerie Cameron, B.C.'s water stewardship manager, says she has never seen the northern part of the province this dry."It's very unusual," Cameron said to Carolina de Ryk, host of Daybreak North."Even in our worst drought of memory, which was 2015 — many people remember that one — it was the southern half of the province that was severely hit. The northern part of the province was pretty normal."-Streams hitting historical lows-But this year, Cameron says all of B.C.'s coastal areas have been hit by drought, which could continue well into September.While she can't definitively say this is the driest Northern B.C. has ever been, Cameron says it's the driest she has seen it during her career. "Many streams are at their lowest historical flows. They've never been this low," she said. The Nass, Kitimat, Bulkley and Skeena and Stikine rivers are at the lowest levels ever recorded, which is critical for fish populations, particularly as spawning season approaches.The same conditions that are creating B.C.'s drought have also created the devastating wildfire season, which is nowhere close to over, with 536 fires still burning as of Monday morning. As the drought conditions worsen, the lack of water could also become critical for those fighting the fires."One of our concerns is that in fighting wildfires, access to water is required, so when you have dropping stream levels and dropping lake levels, the amount of water that's available to fight wildfires becomes reduced," Cameron said. While there is some rain forecast for the next seven days in parts of the province, both Cameron and Skrepnek said it won't be enough to improve drought and fire conditions."What would be needed to turn it around would be a return to our big fall rains. That's not forecast right now," Cameron said. "We're not seeing any of those big rainstorms. There are no systems like that anywhere in anybody's forecast, so [the drought] could end up being worse than 2015."Despite the drought conditions, the City of Vancouver is still at its lowest level of water restrictions, meaning residents can still water their lawns on prescribed days of the week, wash their cars and use power washers.Cameron says this is because Metro Vancouver has three "excellent reservoirs" that store vast amounts of water.In contrast, many areas of the province take water directly from streams and aquifers, which make them more vulnerable to drought.

Spectacular footage captured in Canada's North last week illustrates how stunning and scary nature can simultaneously be.Jason Gendron stayed up late on Aug. 21 to capture an incredible timelapse of the northern lights exploding over a wildfire on Windy Arm in Tagish Lake, Yukon.Gendron, a hobby photographer who lives in Whitehorse, told Global News he pieced together the timelapse from 38 minutes of individual photographs, after he had a hard time capturing a decent photo of the striking scene."You're sitting there, there's complete silence, complete darkness and you're watching this unfold in front of your eyes," he told Global, adding that he waited several hours on a nearby mountain for the perfect lighting conditions."The feeling is unreal."While Gendron's aurora capture is visually breathtaking, people across Western Canada have found the thick smoke hanging overhead to be breathtaking in a more literal sense.Smoke from hundreds of wildfires burning in B.C. has been obscuring the skies over Western Canada off and on for the past couple of weeks, leading to almost-constant air quality advisories for huge swaths of Saskatchewan, Alberta, and B.C.Many of this year's fires have been sparked by an unusual amount of lightning activity, said BC Wildfire Service.But the agency also says human activity — including campfires, cigarettes, and car accidents — is responsible for starting more than 420 of about 1,950 wildfires in B.C. since April 1.Despite the cool and damp weather on the weekend, most of the province, including Metro Vancouver and the Fraser Valley, remains under air quality advisories due to wildfire smoke.The wildfire service says 2018 has officially become the second-worst wildfire season on record, with 9,450 square kilometres of land burned, behind 2017, when over 12,000 square kilometres were scorched.With files from The Canadian Press.

TEHRAN, Iran — Iran’s parliament voted its dissatisfaction with President Hassan Rouhani on Tuesday after grilling him over the deteriorating economy.Rouhani trod a difficult line, seeking to acknowledge the problems facing ordinary Iranians without admitting to a full-blown crisis.“It should not be said we are facing a crisis. There is no crisis. FREDERICTON — The lawyer for a Fredericton man, accused of killing four people, including two city police officers in a shooting spree this month, says he expects to eventually enter pleas of not guilty, and request a preliminary hearing.Nathan Gorham, a New Brunswick based lawyer who practices out of Saint John and Toronto, made the comment outside the courthouse, shortly after Matthew Vincent Raymond made a brief court appearance Monday morning.Raymond said nothing as he faced a Fredericton judge on four counts of murder in the deaths of Const. Sara Burns, Const. Robb Costello, Donnie Robichaud and Bobbie Lee Wright.Raymond, 48, wore orange jail clothing and leg shackles as sheriffs officers helped him cautiously exit a sheriff's van.He looked down at the ground for much of the morning's events, but observers noted he is slim, has short hair, is balding and has a greying beard.The court appearance was the first time the media has been able to provide visual images of Raymond, other than a fuzzy yearbook picture from his teenaged years.The police officers and civilians were gunned down Aug. 10 outside an apartment complex in the New Brunswick capital. It ended after police shot the alleged gunman in the abdomen, according to court documents.Raymond moved slowly and tentatively as he was led in and out of the court.Gorham said his client is in fairly poor physical condition but he is receiving medical treatment and is now out of hospital.On Monday, Regional Sheriff George Oram cautioned everyone in the courtroom against any outbursts.Members of the victims' families were among about 70 people assembled in the packed courtroom for his appearance. They left without speaking to reporters.Security at the courthouse was tight, and a large section of parking lot was cordoned off, with sheriffs' vehicles used to block some of the view of the courthouse entrance where Raymond was brought in.The defence presented Judge Julian Dickson with a piece of evidence but the provincial court judge imposed a publication ban on anything to do with it.Gorham said they were unable to proceed with the case Monday because the lawyers are still awaiting disclosure — or release of the findings of the police investigation."I expect that his plea will be not guilty and that we'll be requesting a preliminary inquiry but we can't make that decision until after I've received the disclosure," Gorham said.Crown Prosecutor Darlene Blunston said she had been told not to expect the first portion of that disclosure until the first week of October.Dickson adjourned the case until Sept. 24.Gorham said if he has not received disclosure by that point, he'll again be asking to receive it, and the case will be set over for another date.The opportunity to enter pleas will come once the case is sent to the Court of Queen's Bench.Costello, 45, was a 20-year police veteran with four children, while Burns, 43, had been an officer for two years and was married with three children.Robichaud, 42, had three children and had recently entered into a relationship with 32-year-old Wright when they were killed.Thousands of police officers and first responders from across the continent travelled to Fredericton to attend a regimental funeral for Burns and Costello.Friends and acquaintances of Raymond have offered varying memories of the accused murderer.Some have recalled how he retreated for long periods of time into video games, while others recall a pleasant supermarket co-worker.Recent accounts describe an increasingly isolated loner who was ejected from a bicycle shop and asked to leave a cafe for erratic behaviour.Kevin Bissett, The Canadian Press.

Quebec City Mayor Régis Labeaume has called on the next provincial government to relax the rules for immigrants who have jobs lined up in the province, as the region is struggling with a severe workforce deficit.Labeaume has been writing up a list of priorities every year for the last decade, and this is the first time that immigration comes out on top."There are 17,000 jobs available today on the North and South Shore [of Quebec City]. We don't see how we could find the people for those jobs, so we need immigration, immigration, immigration," Labeaume said at a news conference on Monday.In a 12-page document outlining his priorities, Labeaume said the city needs at least 5,300 more immigrants to join the workforce annually over the next five years.Quebec City currently takes in about six per cent of all the immigrants coming to the province, he said. "The minimum for us [should] be 10 per cent."But Labeaume said it's important that newcomers who move to Quebec City speak French."We are talking about francophone immigration here because it's a French city and there are two ways to succeed in immigration: to get a job and to speak the local language. So we have the jobs. If they speak French, it's going to be a total success."The mayor also called on the province to loosen the rules for workers who already have jobs lined up, describing some of them as "ridiculous."For example, people with jobs waiting in Quebec must supply records of employment for all their past positions, and they have to translate those documents into French."They have to relax the rules," Labeaume said.With files from CBC's Catou MacKinnon.
