Google admits it tracks users, even if you opt out-Clarifying policy after being outed by investigative report, internet giant acknowledges 'some location data may be saved'-By RYAN NAKASHIMA-TOI-AUG 20,18

SAN FRANCISCO (AP) — Google has revised an erroneous description on its website of how its “Location History” setting works, clarifying that it continues to track users even if they’ve disabled the setting. The change came three days after an Associated Press investigation revealed that several Google apps and websites store user location even if users have turned off Location History. Google has not changed its location-tracking practice in that regard. But its help page for the Location History setting now states: “This setting does not affect other location services on your device.” It also acknowledges that “some location data may be saved as part of your activity on other services, like Search and Maps.”Previously, the page stated: “With Location History off, the places you go are no longer stored.”The AP observed that the change occurred midday Thursday, a finding confirmed by Internet Archive snapshots taken earlier in the day.The AP investigation found that even with Location History turned off, Google stores user location when, for instance, the Google Maps app is opened, or when users conduct Google searches that aren’t related to location. Automated searches of the local weather on some Android phones also store the phone’s whereabouts. In a Thursday statement to the AP, Google said: “We have been updating the explanatory language about Location History to make it more consistent and clear across our platforms and help centers.”The statement contrasted with a statement Google sent to the AP several days ago that said in part, “We provide clear descriptions of these tools.”Jonathan Mayer, a Princeton computer scientist and former chief technologist for the Federal Communications Commission’s enforcement bureau, said the wording change was a step in the right direction. But it doesn’t fix the underlying confusion Google created by storing location information in multiple ways, he said.“The notion of having two distinct ways in which you control how your location data is stored is inherently confusing,” he said Thursday. “I can’t think off the top of my head of any major online service that architected their location privacy settings in a similar way.”K. Shankari, a UC Berkeley graduate researcher whose findings initially alerted the AP to the issue, said Thursday the change was a “good step forward,” but added “they can make it better.” For one thing, she said, the page still makes no mention of another setting called “Web & App Activity.” Turning that setting off that would in fact stop recording location data.Huge tech companies are under increasing scrutiny over their data practices, following a series of privacy scandals at Facebook and new data-privacy rules recently adopted by the European Union. Last year, the business news site Quartz found that Google was tracking Android users by collecting the addresses of nearby cellphone towers even if all location services were off. Google changed the practice and insisted it never recorded the data anyway.Critics say Google’s insistence on tracking its users’ locations stems from its drive to boost advertising revenue. It can charge advertisers more if they want to narrow ad delivery to people who’ve visited certain locations.Several observers also noted that Google is still bound by a 20-year agreement it struck with the Federal Trade Commission in 2011. That consent decree requires Google to not misrepresent to consumers how they can protect their privacy.Google agreed to that order in response to an FTC investigation of its now-defunct social networking service Google Buzz, which the agency accused of publicly revealing users’ most frequent Gmail contacts.A year later, Google was fined $22.5 million for breaking the agreement after it served some users of Apple’s Safari browser so-called tracking cookies in violation of settings that were meant to prevent that. The FTC has declined to say whether it had begun investigating Google for how it has described Location History.

Military parade ordered by Trump postponed after costs spiral-Originally budgeted at between $10 and $30 million, cost estimates have sky-rocketed past $90 million and drawn criticism over waste-By AFP-TOI-AUG 20,18

WASHINGTON — A military parade ordered by US President Donald Trump for later this year has been postponed until at least 2019, a defense official said Thursday, following reports the cost had soared to over $90 million. The announcement was seen as a setback for the president, who had ordered the show of air power after being impressed by France’s Bastille Day parade last year. The idea had been popular among many Americans but drew scorn from critics, who said it would be a waste of money and was akin to events organized by authoritarian regimes.“The Department of Defense and White House have been planning a parade to honor America’s military veterans and commemorate the centennial of World War I,” Pentagon spokesman Colonel Rob Manning said in a statement.“We originally targeted November 10, 2018 for this event but have now agreed to explore opportunities in 2019,” he added. When the White House in February announced the commander-in-chief’s desire to hold the parade in Washington, the budget director said it would cost between $10 million and $30 million. But a US official told AFP earlier Thursday the planning estimate had now gone as high as $92 million, though no final figure has been reached. The request for the event came after Trump’s visit to France in July 2017, where he was hosted with great fanfare by French President Emmanuel Macron.Sitting on the Champs-Elysees during the Bastille Day parade, the American president had marveled at the Republican Guard on horseback and jets flying overhead. He had initially hinted at plans to transform America’s Independence Day celebrations — usually associated with fireworks and barbecues — on July 4 into a vast military parade.“To a large extent, because of what I witnessed we may do something like that on July 4th in Washington, down Pennsylvania Avenue,” he said in September 2017.-Destitute veterans-Even before becoming president, aides reported that Trump had considered a military parade to mark his inauguration — although that idea was eventually scrapped.Trump has also embraced military backdrops for several speeches and presidential visits. However, he received deferments from carrying out military service of his own during the Vietnam War.US media were quick to highlight how the ballooning costs of the proposed parade stood in contrast to his concern about the expense of conducting joint military exercises with South Korea.“We will be stopping the war games, which will save us a tremendous amount of money,” Trump said in June after meeting North Korean leader Kim Jong Un.It later emerged that the drills cost about $14 million, a fraction of the price of a military parade.Others suggested the money could be better spent improving the lives of destitute veterans.“Until such time as we can celebrate victory in the War on Terrorism and bring our military home, we think the parade money would be better spent fully funding the Department of Veteran Affairs and giving our troops and their families the best care possible,” said the American Legion’s national commander Denise Rohan. The United States normally holds military parades to mark the end of a conflict, such as in 1991 when president George HW Bush held a National Victory Parade in Washington to celebrate the end of the first Gulf War.

Liberman said to have met secretly with Qatari rep over Gaza-Defense minster reportedly flew to Cyprus to discuss Strip's humanitarian crisis and the return of captive Israeli civilians and fallen soldiers held by Hamas-By TOI staff-AUG 20,18

Defense Minister Avigdor Liberman reportedly met secretly in Cyprus two months ago with Qatar’s envoy to Gaza, to discuss the enclave’s humanitarian crisis and the return of captive Israeli civilians and fallen soldiers, held by the Hamas terror group.Liberman met Muhammad al-Amadi at Larnaca airport in Cyprus on June 22 during a visit for a summit with the Cypriot and Greek defense ministers on the island, Channel 10 reported late Thursday.During the meeting, al-Amadi offered unspecified Qatari proposals for a ceasefire between Israel and Hamas, as well as solutions to the question of the Israeli captives, the report said. He also pledged some $350 million to humanitarian projects in Gaza as part of any deal. The meeting may have been kept secret because Israel has publicly rejected Qatari mediation between itself and Hamas, preferring the Egyptian channel. Egypt has joined Israel in maintaining the blockade on the Hamas-ruled strip at least since 2014, and seeks to expand its influence over the territory, despite the efforts of Hamas backers such as Qatar and Turkey to intervene on the group’s behalf.Even so, both the US and Israel have sought to keep Qatar involved in the process, in part as a key funder of any future humanitarian projects that emerge from agreements with Hamas. Qatar is all but alone among wealthy Arab states willing to pour humanitarian funding into Gaza. Many others, including Saudi Arabia and the United Arab Emirates, fear that their funds would only serve to strengthen Hamas’s rule in Gaza and influence over Palestinian politics generally.According to Israeli officials, Prime Minister Benjamin Netanyahu met on Wednesday with Maj. Gen. Abbas Kamel, the head of Egyptian military intelligence and Cairo’s pointman on Gaza.Kamel also met with National Security Adviser Meir Ben Shabbat and Shin Bet chief Nadav Argaman. The contacts come as Israeli and Hamas leaders consider ceasefire proposals slowly pieced together by the UN Mideast peace envoy Nickolay Mladenov and others.Earlier Thursday, a Lebanese-based TV channel reported that the long-term deal taking shape will last for a year and see the establishment of a cargo shipping connection between Gaza and Cyprus. Israel will have security control over the sea traffic between the Palestinian coastal enclave and Cyprus, according to the report from the al-Mayadeen television channel, which cited sources familiar with the details.Hamas has long made access to a sea port a key strategic goal. Under the conditions of Israel’s naval blockade, goods heading to Gaza are currently shipped to Israeli ports and then trucked into Gaza.Israel has imposed a blockade on Gaza since Hamas, which is sworn to Israel’s destruction, seized the territory from the PA. It says the blockade is in place in order to prevent weapons and other military equipment from entering the Strip.Hamas has fought three wars with Israel in the last decade.Egypt, too, has kept its Gaza border crossing largely closed during years of sour relations with the Islamist group.Sources told al-Mayadeen that the forthcoming deal will include Qatari funding for Gaza’s electricity bills in cooperation with Israel, and Qatari payment of civil service employees’ salaries in Gaza in cooperation with Egypt.Gaza has limited electricity supplies and civil servants have not been paid for months due to a spat between Hamas and the Palestinian Authority. The hope is to ink a final deal by Friday, the report said.Along with halting the recent fighting, the Egypt-brokered plan supposedly includes humanitarian projects for Gaza, and future indirect negotiations between Israel and Hamas for the exchange of prisoners, the London-based Arabic daily Al-Hayat reported.Liberman pitched the idea of setting up a floating dock for Palestinian sea traffic in Cyprus when he met with Cypriot President Nicos Anastasiades in June, Hadashot news reported at the time. The plan was conditional on the return of two Israeli civilians and the bodies of two IDF soldiers held by Hamas, the television report said.

GENESIS 7:6-12

'There's been a lot of devastation:' man whose family lost homes in B.C. fire-[The Canadian Press]-YAHOONEWS-August 20, 2018

PRINCE GEORGE, B.C. — Residents of a tiny northwestern British Columbia town ravaged by a massive wildfire are determined to extinguish the flames and rebuild their community, family members say.Dan Edzerza Sr. and his daughter Kristina Michaud are collecting donations of money and dried goods for evacuees after a 360-square-kilometre blaze destroyed more than 40 homes and properties in Telegraph Creek."There's been a lot of devastation there," said Edzerza, speaking from Prince George, B.C."A lot of my family members lost their homes. It's still not over yet, they're still trying to stop that fire."The provincial government declared a state of emergency Wednesday as more than 560 wildfires burn in every corner of the province. Residents of about 1,500 properties have been forced to evacuate, while thousands more are on evacuation alerts and must be prepared to leave at a moment's notice.A new evacuation alert was issued late Thursday for the entire city of Kimberley and other properties directly south and southwest of the city in the Regional District East Kootenay. The southeast B.C. city has about 4,500 residents.Mayor Don McCormick said in a statement that if an evacuation is needed, residents will be given as much advance notice as possible, but cautioned there may be limited notice due to changing conditions. Two evacuation orders were issued earlier in the evening. One posted by the Cariboo Regional District covering 62 properties in the Dean River North area, including the Itcha Ilgachuz Provincial Park. The other covers 65 addresses east of Kootenay in the St. Mary's Lake area. Many people connected to Telegraph Creek are pitching in to help those displaced and save the town. Edzerza's son is among those fighting the fire in Telegraph Creek, while Michaud's sister is collecting donations in nearby Dease Lake."That's their home. They're going to go back and set up tents if they have to," said Michaud. "We're going to do everything we can to make sure they have a home to go back to. That land is our roots."Smoke has triggered air quality advisories across Western Canada, and Michaud said it was so smoky in Prince George that it was dark at 6 p.m. on Wednesday. When she went looking for masks, they were sold out everywhere."It's just awful here," she said.About 250 members of the Tahltan Nation and non-Indigenous residents live in Telegraph Creek. All have been evacuated, but some members of the First Nation have stayed behind to fight the fires, said Chief Rick Mclean. Most Tahltan members who lost homes have been notified, he said, adding about 21 of the destroyed structures are on the reserve."It's heart-wrenching and worrisome, thinking about how we're going to rebuild," he said. "It's going to take some time. There's a lot of work that needs to be done to make it safe. We're still under evacuation order and fighting the fight."The federal government has promised to send 200 Canadian Armed Forces members to B.C. to help. A first team of 100 was deployed early Thursday to an area west of Kelowna to start the mop-up of contained fires. The Department of National Defence said it's still working with the BC Wildfire Service to determine where and when the other troops will be needed.Fire crews from across the province are also pitching in to fight the flames. Vancouver Fire Chief Darrell Reid said on social media Thursday that city fire trucks and crews were on their way north to Fort St. James. The fire vehicles will be shipped on flatbed trucks for the 15-hour journey, he said.Thirty-six new fires started between Wednesday morning and Thursday afternoon, mostly sparked by lightning, said wildfire service spokeswoman Kyla Fraser. The greatest area of concern is a corridor between Smithers and Prince George in north-central B.C., where many of the biggest fires are burning, she said.A wildfire about 30 kilometres northeast of Burns Lake has doubled in size in recent days to 680 square kilometres, making it the largest in the province. There are 113 firefighters battling the blaze along with support workers, aircraft and heavy equipment, said Fraser. As for the fire in Telegraph Creek, crews are facing difficult weather including hot, dry conditions and forecasted winds, she said.Erma Bourquin, a resident of Iskut, about three hours from Telegraph Creek, said about 90 evacuees from the town sought refuge in her community.About half of them have already moved on to other communities, she added. The air is so smoky there that one resident hasn't been able to leave her house for days because of her respiratory problems, Bourquin said. She said she's prepared to leave Iskut if an evacuation order is issued and has packed a bag with family photographs."There are mixed emotions, some are hopeful," Bourquin said."There are a lot who have fear, especially when it gets really smoky here. And it's a loss for some of (the evacuees) because some of them have lost their homes."The Canadian Press.

B.C. forest fires could impact Manitoba's air quality for rest of August-[CBC]-YAHOONEWS-August 19, 2018

Manitoba could be at risk of compromised air quality for the rest of August as wildfires continue to burn in British Columbia, says a meteorologist with Environment Canada.Air quality advisories remain in effect Thursday for southwest Manitoba as smoke from forest fires burning across British Columbia drifts east.Elevated pollution levels are expected or occurring, which could cause increased coughing, throat irritation, headaches or shortness of breath for some people, says Environment Canada. Over the course of the day, air quality could improve for southern Manitoba, but winds from the west could make smoky conditions return again tomorrow, said John Paul Cragg, with Environment Canada.By this weekend, north winds are expected to clean the air in the province, he said. In Winnipeg, though conditions are hazy, they are low risk, Cragg said. "It all has to do with how much of that smoke is getting to the ground," he said. The smoke should not create issues for people "as long as the smoke stays up in the air and is not making it down to where people are breathing it in." The B.C. government declared a provincewide state of emergency yesterday due to the forest fires. If you're concerned, Environment Canada advises that you contact your health-care provider or call Health Links at 204-788-8200 or toll-free at 1-888-315-9257.

Calgary Fire Department logs record opioid overdose calls in July-[The Canadian Press]-YAHOONEWS-August 19, 2018

CALGARY — The Calgary Fire Department says there were a record number of opioid overdose calls in July.It says the 144 calls marked a 20 per cent increase over the same month last year and a 450 per cent increase over July 2016.January and March of this year had set records, with 134 and 139 overdose calls respectively. The fire department says crews have been administering the overdose antidote naloxone, which reverses the effects of opioids such as fentanyl, to one patient a day on average.Opioid overdose calls had never exceeded 10 per month until April  2015.Fire Chief Steve Dongworth says it's a concerning trend and the calls are dispersed throughout the city."We may not be at peak yet, based on what we're seeing on the front lines," Dongworth said in a statement Thursday. "We really do hope to see a plateau and decline in these numbers, knowing that significant efforts are being made to address the crisis."Alberta has opened several safe consumption sites, including in Calgary and Edmonton, and has made naloxone kits more easily available.Dr. Karen Grimsrud, co-chair of Alberta's opioid response committee, has said initiatives such as faster and improved treatment response along with targeted law enforcement are also helping. There were 228 opioid overdose deaths in the province in the first 18 weeks of this year and 583 deaths in 2017.The Canadian Press.

Suspected opioid overdoses contributing to backlog at coroner's office-[CBC]-YAHOONEWS-August 19, 2018

Ontario's chief coroner says a surge in overdose deaths is putting a strain on medical examiners. At least seven people have died of suspected overdoses since the beginning of August in downtown Toronto, prompting police to issue a warning about street drugs laced with fentanyl or carfentanil — powerful opioids that can be deadly.Dr. Dirk Huyer, Ontario's Chief Coroner, says his office must probe any unnatural death."The fact that there's a drug or some other cause that isn't disease-related, provides an opportunity to identify some  recommendations to inform prevention or reduction of future deaths," Huyer told CBC Radio's Metro Morning. However, the overdose deaths are creating a backlog when it comes to dealing with other fatalities, he said. Already, the coroner recognized this as a significant problem and are making changes to speed things up.It's unclear how big the backlog is, but overdoses are a major contributing factor.Huyer says there's been a 46 per cent increase in overdose deaths. Put another way: "400 additional people died in 2017 over the year 2016," he said."We have asked all of those involved ... to make best efforts to complete cases within three months where there's an opioid-related death."Ontario has seen steady increase in the number of overdose deaths in recent years. The coroner is also expanding the amount of information it collects in these cases, with the goal of identifying broader trends.

Pompeo forms Iran Action Group to run policy after nuke deal withdrawal-State Department policy planning chief Brian Hook tapped to head new body to focus US efforts on effecting a change in Iranian regime's 'violence and destabilizing behavior'-By Matthew Lee-TOI-AUG 20,18

WASHINGTON (AP) — US Secretary of State Mike Pompeo on Thursday formed a group to coordinate and run US policy toward Iran as the Trump administration moves ahead with efforts to force changes in the Islamic Republic’s behavior after withdrawing from the 2015 Iran nuclear deal.Accusing Iran of unleashing “a torrent of violence and destabilizing behavior against the United States, our allies, our partners and, indeed, the Iranian people themselves,” Pompeo announced the creation of the Iran Action Group, which he said would drive administration policy in Washington and overseas. He said the administration remains willing to talk to Iran but that in order to do so “we must see major changes in the regime’s behavior both inside and outside its borders.”Pompeo named Brian Hook, who is currently the State Department’s director of policy planning, to run the group with the title of special representative for Iran. Hook led the administration’s ultimately unsuccessful attempt to negotiate changes to the nuclear deal with European allies before US President Donald Trump decided in May to pull out of the accord.Since withdrawing, the administration has re-imposed sanctions that were eased under the deal and has steadily ramped up pressure on Iran to try to get it to stop what it describes as “malign activities” in the region. In addition to its nuclear and missile programs, the administration has repeatedly criticized Iran for supporting Syrian President Bashar Assad, Lebanon’s Hezbollah movement, Shiite rebels in Yemen and anti-Israel groups. It has also in recent weeks stepped up criticism of Iran’s human rights record and is working with other nations to curb their imports of Iranian oil.The administration is warning Iran’s oil customers that they will face US sanctions in November unless they significantly reduce their imports with an eye on eliminating them entirely. It has also told businesses and governments in Europe that they may also be subject to penalties if they violate, ignore or attempt to subvert the re-imposed US sanctions.Hook, accusing Iran of being “a force for instability and violence,” said he would also keep the door open to talks but made clear that US efforts to isolate Tehran both economically and diplomatically would not end until its leadership changed policies.“The burden is on the Iranian regime to change its behavior,” he said.Critics of the administration’s approach suggested that Hook’s new position was a sign the US was adopting a policy of regime change in Iran, something that Pompeo and other officials have denied. They maintain they only want to see the government change course. Some critics noted that the creation of the Iran Action Group was announced during the 65th anniversary of the five-day period in 1953 in which former Iranian Prime Minister Mohammad Mosaddegh was overthrown in a US- and British-backed coup.Hook said the timing was “pure coincidence” and rejected comparisons between the Iran group and an earlier State Department initiative known as the “Future of Iraq Project” that was undertaken when US policy was to promote the downfall of former Iraqi leader Saddam Hussein.Hook is expected to be replaced as policy planning chief by Kiron Skinner, a foreign policy academic and adviser to several Republican presidential candidates who served on Trump’s national security transition team and very briefly at the State Department after Trump took office, according to officials who were not authorized to publicly discuss personnel matters and spoke on condition of anonymity.

Bin Laden raid commander to Trump: Revoke my security clearance too-'You have embarrassed us in the eyes of our children and divided us as a nation,' charges retired decorated Navy admiral William McRaven-By AFP-TOI-AUG 20,18

WASHINGTON — William McRaven, commander of the US Navy SEAL raid that killed Osama bin Laden, condemned President Donald Trump on Thursday for revoking the security clearance of former CIA chief John Brennan and asked that his be withdrawn as well. The decorated retired Navy admiral, in an open letter published in The Washington Post, defended Brennan as “one of the finest public servants I have ever known” and accused Trump of using “McCarthy-era tactics.”“Few Americans have done more to protect this country than John,” McRaven said. “He is a man of unparalleled integrity, whose honesty and character have never been in question, except by those who don’t know him.”“Therefore, I would consider it an honor if you would revoke my security clearance as well, so I can add my name to the list of men and women who have spoken up against your presidency,” he said.McRaven was the head of US Joint Special Operations Command from 2011 to 2014 and supervised the SEAL raid that killed bin Laden in Pakistan in 2011.“Like most Americans, I had hoped that when you became president, you would rise to the occasion and become the leader this great nation needs,” McRaven said.“A good leader tries to embody the best qualities of his or her organization,” he said. “A good leader sets the example for others to follow. A good leader always puts the welfare of others before himself or herself.”“Your leadership, however, has shown little of these qualities,” McRaven said. “Through your actions, you have embarrassed us in the eyes of our children, humiliated us on the world stage and, worst of all, divided us as a nation.“If you think for a moment that your McCarthy-era tactics will suppress the voices of criticism, you are sadly mistaken,” McRaven said. “The criticism will continue until you become the leader we prayed you would be.”Trump revoked the security clearance of Brennan on Wednesday and warned several other prominent critics that they too risk being blacklisted.Following the president’s summit last month with Russia’s Vladimir Putin, Brennan — who headed the CIA under Obama — described Trump’s behavior as “nothing short of treasonous.”Trump for his part accused the ex-spy chief of tossing around “unfounded and outrageous allegations — wild outbursts on the internet and television — about this administration” and engaging in “increasingly frenzied commentary.”

Judge lifts publication ban, revealing details about Fredericton shooting-[The Canadian Press]-YAHOONEWS-August 19, 2018

FREDERICTON — A New Brunswick judge has lifted a publication ban on court documents in the Fredericton shooting that killed four people, revealing details about how the deadly attack unfolded. The province's Court of Queen's Bench had issued the ban on Monday — hours after media reported on their content — imposing an information blackout on the sequence of events that claimed the lives of Bobbie Lee Wright, Donnie Robichaud and police constables Robb Costello and Sara Burns. The documents unsealed Friday revealed the alleged gunman was wounded in the abdomen as he allegedly engaged another officer from his apartment window. The Crown information sheet says around 7:20 a.m. last Friday, a woman called 911 to report shots fired at 237 Brookside Drive. The document says the woman said someone was on the ground and she wasn't sure if they were alive.Upon arrival, Costello and Burns went into the driveway while another officer who arrived moments after, Sgt. Jason Forward, stopped to ask questions of a passerby."Sgt. Forward then heard a couple more gunshots so he proceeded into 237 Brookside Drive in back of building C," the document states."Once there, he noticed Constables Costello and Burns laying on the ground not moving. He also noticed another male on the ground and not moving, beside Const. Costello."A male witness told Forward that shots were coming from the top floor of the apartment building. He and another officer then entered the building, set up containment and confirmed the alleged shooter was in Apartment 11-C.Forward later learned that another officer, described in the documents as Const. Arbeau, had engaged the shooter after he saw him point his long gun at him from the window."Const. Arbeau believed he had hit the shooter in the torso," the document says."A little while later members of the (Fredericton Police Force Emergency Response Team) entered the apartment and took the lone occupant and shooter into custody. The suspect had been shot in the abdomen."Police found "items believed to be firearm(s) and ammunition" inside the apartment.Police have said previously that Wright and Robichaud, who had just begun a romantic relationship, were shot first in the parking lot outside Robichaud's apartment building, and the two officers were shot when they responded.Police say in the document that Wright's body was found in the passenger side of a vehicle — which was registered to Wright — and all four victims were found in and around the vehicle. The vehicle's windshield had been blown out.Police say Costello, Robichaud and Wright were pronounced dead at the scene while Burns was taken to hospital, where she was pronounced dead.Matthew Vincent Raymond, 48, has been charged with four counts of first-degree murder. He is set to appear in court on Aug. 27.Several media organizations had challenged the publication ban in court, and arguments were made earlier this week.Prosecutor Cameron Gunn had told the court that the Crown was prepared to lift the blanket publication ban, but an amended order seeking a more "narrow ban'' had been filed instead. That ban would have unsealed the documents but continue to block the publication of names of individuals who have not spoken with media yet.But David Coles, a lawyer representing several media outlets, argued there was no basis for sealing the identities of individuals named in the court documents. He said the names would be in the public domain during the trial, and that reporters could learn the names from other sources. In handing down her decision Friday, Justice Judy Clendening said "the evidence falls short of establishing that a ban should be granted, even in the narrow situation of the protection of the privacy of the individuals.""I do not find that the salutary effects of granting the publication ban strongly outweighs the deleterious impacts," the judge said in an eight-page decision delivered orally. On Friday, Coles called the judge's decision sound, saying that there must be compelling evidence to justify overturning the presumption of an open court and a transparent judicial process."This terrible tragedy I suggest leaves a community hungry for as many details as they can be given to try to understand what happened," said Coles, who represented a consortium of media outlets including CTV, CBC, Global, Brunswick News, Postmedia and The Globe and Mail."So long as the details that are released won't interfere or hinder the police investigation or the prosecution in any way, then providing that information in my opinion just better informs the citizens of Fredericton and indeed all Canadians in this national interest story."Brett Bundale, The Canadian Press.

At least 7 Pennsylvania priests accused of sex abuse were sent to Toronto-area clergy rehab-[CBC]-YAHOONEWS-August 20, 2018

In 1984, shortly after admitting to sexually molesting a 14-year-old child, Rev. John Connor of Pennsylvania was sent to a Toronto-area facility that helps clergy deal with addictions, mental-health issues and sexual disorders. After eight months of treatment at the Southdown Institute, officials there warned the church that Connor should not be put in a position where he would have responsibility for adolescents. Yet the church seemed to ignore the institute's advice, and would later assign Connor to a parish in Conshohocken, Pa., with a grade school and encourage him to "educate youth."These allegations are found in the more than 1,300 pages of an explosive grand jury report released Tuesday that claims hundreds of Roman Catholic priests in Pennsylvania engaged in sexual abuse since the 1940s.Of the victims, more than 1,000 were children, but that total could be thousands more, the grand jury concluded.Within the report are several Canadian connections, including a few cases where abuse is said to have occurred on Canadian soil. The report says at least seven Pennsylvania priests were sent to Southdown for treatment. But the institute's assessment of some of those priests — that they should never be near children — didn't seem to deter the church from allowing them to continue to play a role in church activities.Southdown is a rehab centre for priests located about 65 kilometres north of Toronto in Holland Landing. It moved from its old location in nearby Aurora in 2013.It has a team of psychologists and psychiatrists who mostly deal with clergy suffering from issues such as alcoholism and depression. But some priests have also been treated there for molesting children. The grand jury report says in Connor's case, he never went to trial because church lawyers negotiated an agreement to have his record of arrest erased if he admitted to the molestation allegation and avoided being arrested again for a year.Southdown's assessment was that Connor "acts out sexually with some preference to late adolescent males" because of his problem with alcohol, the report says."They specifically warned against giving Connor responsibility for adolescents," it says, and "would not recommend any ministry that would directly put him in a position of responsibility for adolescents such as a teaching situation."Yet the church would later give Connor assignments featuring an "unrestricted ministry," the report says, with "no warning to the parishioners of the church that he was an admitted child molester."The grand jury says a man would later claim that during that time, from 1986 to 1988, when he was 12 to 14, he was repeatedly molested by Connor. In another case, Rev. Thomas C. Kelley was accused of inappropriate sexual conduct with at least five victims who were 18- to 25-year-old males in high school or in the seminary, the report says. Kelley allegedly engaged in mutual masturbation, and oral and anal sex with his victims in Odessa, Pa.In the fall of 1995, Kelley was sent to the Southdown Institute for a week-long assessment."It was determined that Kelley should have a restricted ministry that kept him away from young parishioners," the grand jury report says.Kelley was later sent back to Southdown for "several months of treatment," the report says, during which time he "reflected on his conduct while in Odessa and decided that he was not ready to quit serving God."Over the course of the next several years, Kelley spent most of his time as a priest in the Diocese of San Angelo, Texas. Another reverend, John Hoehl, was admitted to Southdown following a report of sexual abuse in 1986. He underwent therapy for approximately six months and was later discharged. During his treatment, the report says, the director of Southdown said Hoehl claimed he had been sexually involved with several high school students when he was headmaster of a Catholic high school in Baden, Pa.Southdown provided the diocese in Pittsburgh with an assessment that said Hoehl was a pedophile, according to the grand jury. Yet he would later be assigned as an educational consultant to the secretary of education for the diocese. He was also appointed chaplain at a hospital, the report says. "The expiration of the statute of limitations prevented Hoehl from being arrested and charged criminally for sexual abuse of minors."The same is true for many cases documented in the grand jury report. The report also reveals details about cases where abuse is said to have occurred in Canada. One priest is alleged to have sexually assaulted two boys in a hotel room in Toronto while on a retreat.Another priest is alleged to have taken a trip with a boy to Canada, slept in the same bed with him and served him alcohol. The grand jury report also mentions the police investigation in 1988 of Rev. Robert G. Wolk, who was alleged to have sexually assaulted boys."During the investigation it was alleged that other unnamed priests conducted sado-masochistic rituals on several young boys in Washington and Somerset Counties, as well as in Florida and Canada," the report says.It also refers to a Pittsburgh Press newspaper article quoting a district attorney who said "investigators were looking into more than 200 acts Wolk allegedly committed with one of the youths in Canada, Virginia, Florida and Ohio."— With files from Phillip Ling and The Associated Press.
