Heavy rainfall causes lane closure on Highway 63 in Fort McMurray-[CBC]-YAHOONEWS-July 24, 2018

A section of a major transportation artery in Fort McMurray remains closed this week as crews clean up after a mudslide.On Saturday night, a section of the hill that shoulders Highway 63 collapsed on to one of the lanes near Morrison Street. The mudslide has affected a southbound lane, which is used to bypass traffic headed to the downtown core.Traffic continues to flow uninterrupted on the rest of the five-lane highway.Alberta Transportation spokesperson Wayne Wood said no vehicles were damaged as a result of the landslide, which was first reported Saturday around 10 p.m.Regional Municipality of Wood Buffalo spokesperson Adam Hardiman said it's too early to say if the landslide on Highway 63 will impact municipal or private property that sits on the hill above the roadway.The lane will remain closed most of the week, Wood said, until engineers can be certain that the hill is stable.The mudslide was just one problem in the region, after a weekend of heavy rainfall.On social media people posted pictures of flooded streets, including Grey Crescent in the neighbourhood of Gregoire.Residents in the trailer park told CBC Monday their properties were not seriously damaged and they spent the weekend cleaning up their driveways and yards.The municipality also said in a email statement Monday that it received reports of basement flooding in the region and two reports of sewer backups.Hospital back up and running-Alberta Health Services said things are almost back to normal after water flooded the Northern Lights Regional Health Centre's emergency department, the kitchen and fifth floor offices on Saturday.AHS spokesperson Lisa Laferriere said emergency and kitchen operations resumed on Sunday after both areas were cleaned, though cleanup continues on the fifth floor."There was minimal impact to patient care during this time," Laferriere said in an email. The plane reportedly crashed inside Syria, killing its pilot. The fate of a second crewman is unknown.“Our air defense systems identified a Syrian air force plane taking off from the Syrian T-4 airbase and penetrating into Israeli airspace,” Netanyahu said in a statement. “This was a blatant violation of the 1974 separation agreement between us and the Syrians. We will not accept any such penetration of, or spillover into, our territory, neither on the ground nor in the air.”According to the IDF, the fighter jet took off from the Iran-linked T-4 air force base in central Syria, which Israel has bombed in the past, and traveled “at high speed” toward the Golan Heights.“Our forces acted appropriately,” Netanyahu stressed in a tweet. “We insist that the Syrians strictly abide by the Separation of Forces Agreement between us and them.”The IDF said it had noticed increased air force activity in southwestern Syria, near the border, since the morning. ISLAMABAD, Pakistan (AP) — As Pakistan prepares to make history Wednesday by electing a third straight civilian government, rights activists, analysts and candidates say the campaign has been among its dirtiest ever, imperiling the country’s wobbly transition to democratic rule.The campaign has been characterized by “blatant, aggressive and unabashed attempts to manipulate” the outcome, with media being silenced and the intimidation of candidates, according to Pakistan’s Independent Human Rights Commission.At the center of most allegations is the powerful military establishment, along with its intelligence agency, known by the acronym ISI.The manipulation is seen as seeking to prevent the Pakistan Muslim League, the party of disgraced Prime Minister Nawaz Sharif, from returning to power, while giving a shot at running the country to former cricket star Imran Khan and his Pakistan Tehreek-e-Insaf party, or PTI.The rancorous campaign and charges of manipulation have polarized Pakistanis, and whichever party loses is likely to cry fraud.“Whatever way elections run, I see a lot of instability,” said Ayesha Siddiqa, a defense analyst and author of “Military Inc.,” about the massive financial holdings of Pakistan’s military.The military has ruled the country of more than 200 million people — directly or indirectly — for most of its history. Russia has criticized the extraction of members of a Syrian volunteer rescue organization, who were pulled out of their warn-torn country by the Israeli army and then transferred to safety in neighboring Jordan.“The recent news involving the White Helmets organization speaks volumes,” the Russian Foreign Ministry said in a statement Monday. “Reportedly, Westerners carried out an emergency evacuation of a large group of these pseudo-humanitarians to Jordan via Israeli territory.”The statement echoed Syria’s own criticism of the rescue nighttime operation, which saw 422 rescuers and their families spirited into Israel via the Quneitra crossing on the Golan and then to Jordan, out of fears they would be targeted by an approaching Syrian and Russian military onslaught.Founded in 2013, the Syria Civil Defense, or White Helmets, is a network of first responders who rescue wounded in the aftermath of airstrikes, shelling or explosions in rebel-held territory. Damascus and Moscow have accused them of being a front for terror groups because they operate in opposition controlled-areas, which don’t receive government services.“It is symbolic that the White Helmets chose to flee Syria with foreign intervention, thus revealing who they really are and demonstrating their hypocrisy to the entire world,” the statement said. “As the saying goes, a guilty conscience gives itself away, and these operators clearly showed whose orders they were following and who was funding them.”The statement also accused the group of staging attacks to tar the Syrian regime and allying with terrorists.The Russian embassy in Israel also sent out a series of tweets protesting the transfer. After the carbon tax made headlines at this week's premiers' meeting, it's worth taking a closer look at the birthplace of North America's oldest carbon pricing scheme: British Columbia.This week, Saskatchewan and Ontario officially joined forces against the federal government's proposal for a national carbon pricing policy.Saskatchewan has been at the forefront of the anti-carbon pricing movement. Its premier, Scott Moe, called the carbon tax policy "flawed.""It doesn't reduce emissions. It costs people in the province money and it costs our industries competitiveness," Moe said July 12.He found an ally in newly-elected Ontario Premier Doug Ford, who has promised to get rid of Ontario's cap and trade carbon pricing system.Ford, speaking to reporters on July 13, called the carbon tax, "the worst tax that any government could put on businesses."But this political commentary is contrary to what many experts say — especially when it comes to B.C.'Unequivocally' effective Ten years ago, the province became the first jurisdiction in North America to implement a carbon tax. Since then, B.C.'s tax has attracted significant international media attention and academic scrutiny. The Economist noted B.C.'s economy had "kept pace with the rest of the country" since the introduction of the tax.  In 2016, The New York Times declared the tax "worked as advertised."Research by University of British Columbia professors Werner Antweiler and Sumeet Gulati also found the carbon tax policy to be beneficial."My research has shown unequivocally that it is effective," Gulati said. "In transportation, it has reduced gasoline consumption. It has made people buy more fuel efficient cars."In their 2016 paper, they found per-capital gasoline demand in B.C. decreased by close to 15 per cent between 2007 and 2014. They note their findings are in line with other major academic research on B.C.'s carbon tax.The emissions criticism-One of the criticisms of the carbon tax, including that from Saskatchewan's premier, is that it does not reduce greenhouse gas emissions.According to Brian Murray, the director of the Duke University Energy Initiative, whose 2015 paper focused on B.C.'s carbon tax , emissions have dropped between five and 15 per cent since it was implemented.However, he agrees it is hard to gauge how effective the carbon tax has been on reducing those emissions."[There] hasn't been a huge decline in emissions in British Columbia but it seems very likely to me that emissions would have continued to increase pretty dramatically in the province had the carbon tax not been put into place," Murray said.He says the variability in emissions is a function of the carbon tax itself.In carbon pricing, he explained, there are two variables you can control: the price of carbon (like a carbon tax) or the amount of emissions (as in a cap and trade system)."Are you going to fix the price and allow emissions to vary or are you going to fix emissions and allow the price to vary? A lot of jurisdictions have chosen to go with the latter because they've been trying to achieve quantitative targets," Murray said.A question of politics-Kathryn Harrison, a professor of political science at the University of British Columbia, says a lot of the rhetoric against the carbon tax is political posturing."It's not surprising that [Saskatchewan] would be the province that led the charge because their per capita emissions of greenhouse gases is more than three times the national average and the highest of any province," Harrison said."In Ontario's case ... it is about Doug Ford speaking to his base and stirring up popular opposition to anything that would increase the price of electricity or gasoline."Gulati also concurred, calling the carbon tax "an easy target for political activism.""Everybody feels like it's punitive and unfair to increase the price of gasoline," Harrison said. "It is easy to fight a carbon tax."Despite that, the movement for carbon pricing seems to be growing.Murray notes nearly 40 jurisdictions around the world have adopted some sort of carbon pricing scheme.
