RAFINA, Greece — The death toll from Greece's deadliest wildfires in decades climbed to 74 Tuesday as rescue crews searched on land and sea for those who sought to escape the blazes that engulfed popular summer resort spots near Athens.The number of victims appeared set to go even higher, with crews checking charred homes and vehicles and the coast guard scouring beaches and deeper waters. There was no definitive count of the missing.Fueled by 80 kph (50 mph) winds that frequently changed direction, the fires — one to the west of Athens near the town of Kineta and another to the northeast near the port of Rafina — spread at speeds that surprised many, trapping hundreds on beaches and cutting off escape routes.All the casualties appeared to be from the fire near Rafina, a popular seaside area that is a mix of permanent residences and vacation homes. The blaze broke out Monday afternoon during a hot, dry spell but the cause was not immediately clear. Aerial photos showed charred swathes of forest and homes.Prime Minister Alexis Tsipras declared three days of national mourning. Apart from the dead, which included children, hospitals treated 187 people, most for burns, with 10 listed in serious condition.Although it had abated by Tuesday afternoon, the blaze was far from extinguished and more than 230 firefighters were still trying to put it out, helped by volunteers and water-dropping aircraft. Another five fires continued to burn, with flare-ups reported in the blaze near Kineta. Authorities ordered the evacuation of some communities as a preventive measure.Authorities urged the public to contact them about the missing. Authorities evacuated more than 700 people by sea overnight, said Merchant Marine deputy minister Nektarios Santorinios, whose ministry is in charge of the coast guard.But some didn’t make it to the beach. TORONTO — The man behind a deadly shooting spree in the heart of Toronto's Greektown came from a supportive family beleaguered with troubles and showed no outward signs of the mental illness believed to have plagued him for years, neighbours said Tuesday.Residents of the central Toronto apartment complex where 29-year-old Faisal Hussain lived with his parents expressed shock that someone among them could have carried out the Sunday night rampage that killed a 10-year-old girl and 18-year-old aspiring nurse. Hussain was found dead after exchanging gunfire with police.Sairah Ahmed said that while Hussain did not mingle with fellow residents as his parents frequently did, he was a familiar sight around the neighbourhood."I used to see him around a lot and he did not seem to have any behaviour problems," Ahmed said, adding that she was shocked to learn of Hussain's involvement in the shooting.Hussain's family issued a statement on Monday evening saying their son had a long history of psychosis and depression and had not responded to numerous treatment approaches, including therapy and medication. The family said they were shocked at Hussain's "senseless violence" and expressed their condolences for the families of the victims.Sadaf Pathan, another one of the family's neighbours, said the Hussains have contended with tragedy before.She said the gunman's mother had told her about the relatively recent death of her daughter and an unspecified illness affecting her other son. Her husband also seemed to have a long-term health condition, Pathan said.She described the family matriarch as very kind and caring, but said the family troubles showed."She always has a very serious look on her face, and she looks like she's so much in pain," Pathan said.Closer to the scene of the shooting, mourners began paying tribute to one of the shooting victims at the high school she attended until weeks before her death.Reese Fallon, 18, had just graduated from Malvern Collegiate and was due to start studying nursing at Hamilton's McMaster University in the fall, according to social media posts from her family members.Anthony Parise, who taught Fallon's Grade 12 English class, remembered her as "a leader among her peers" and a fantastic caregiver."Her plan was to become a mental health nurse," he said. "Knowing what I know of Reese, she would have been an exceptional nurse, because she was a natural caregiver."Mark Steel, who was Fallon's chemistry teacher last year, said she was a great student. Steel's wife, Julie Steel, organized an online fundraising campaign for a memorial scholarship in Fallon's name."Our idea was that we'd give the scholarship out annually to a Malvern collegiate graduate who was going into a nursing program, because Reese was so excited and so proud to do that," she said, biting back tears. "She would have been an incredible nurse."The identity of the 10-year-old girl killed in the attack has not been released.Police have said 13 other people were injured in the carnage.Ontario's police watchdog is probing the circumstances around Hussain's death, saying only that he died shortly after exchanging gunfire with two police officers. OTTAWA — The Liberal government has made it clear that simply entering Canada is not a "free ticket" for newcomers to stay in the country, Public Safety Minister Ralph Goodale told MPs studying the ongoing influx of asylum seekers from the United States.But no matter how a person arrives in Canada, the individual must be given a fair hearing to determine whether they require protection, Goodale said during a House of Commons immigration committee meeting Tuesday.From the moment asylum seekers started crossing into Canada from the U.S. in significant numbers, the federal government has made sure that laws are followed and international obligations are met, he added.The committee is holding an emergency meeting in the dead of summer at the urging of opposition members to study the issue of asylum seekers at the border.Canada's Safe Third Country agreement with the U.S. stipulates that asylum seekers are required to make their claims in the first "safe" country where they arrive — meaning those who come into Canada at an official land crossing are sent back to make their claim in the U.S.The agreement does not cover "irregular" or "illegal" asylum seekers — those entering Canada at unofficial points, most notably in Quebec.According to the most recent numbers, the RCMP intercepted 1,263 people at the border in June, which is down from 1,869 in May.Conservative immigration critic Michelle Rempel is urging the Liberals to come up with a better plan to deal with the asylum seekers.During the committee meeting, she pressed the government about extending the Safe Third Country agreement to the entire border.Bill Blair, the newly appointed minister of border security and organized crime reduction, said the effect of doing so would "be more problematic" than the current situation.Goodale said making every inch of the border an official entry point would mean staffing the 900,000-kilometre length, suggesting that would be impractical. Manitoba wants to make it as convenient as possible for people to buy pot once marijuana is legalized, so the provincial government is taking steps to boost the number of stores.Blaine Pedersen, minister of growth, enterprise and trade, announced Monday the government has issued a request for pre-qualifications to expand opportunities for retail cannabis stores."To help eliminate the black market, our goal within two years of legalization is for 90 per cent of Manitobans to be able to access legal cannabis within a 30-minute drive or less," said Pedersen."Ensuring public health and safety remains our top priority. RAFINA, Greece — The death toll from Greece's deadliest wildfires in decades climbed to 74 Tuesday as rescue crews searched on land and sea for those who sought to escape the blazes that engulfed popular summer resort spots near Athens.The number of victims appeared set to go even higher, with crews checking charred homes and vehicles and the coast guard scouring beaches and deeper waters. There was no definitive count of the missing.Fueled by 80 kph (50 mph) winds that frequently changed direction, the fires — one to the west of Athens near the town of Kineta and another to the northeast near the port of Rafina — spread at speeds that surprised many, trapping hundreds on beaches and cutting off escape routes.All the casualties appeared to be from the fire near Rafina, a popular seaside area that is a mix of permanent residences and vacation homes. The blaze broke out Monday afternoon during a hot, dry spell but the cause was not immediately clear. Aerial photos showed charred swathes of forest and homes.Prime Minister Alexis Tsipras declared three days of national mourning. Apart from the dead, which included children, hospitals treated 187 people, most for burns, with 10 listed in serious condition.Although it had abated by Tuesday afternoon, the blaze was far from extinguished and more than 230 firefighters were still trying to put it out, helped by volunteers and water-dropping aircraft. Another five fires continued to burn, with flare-ups reported in the blaze near Kineta. Authorities ordered the evacuation of some communities as a preventive measure.Authorities urged the public to contact them about the missing. Many took to social media, posting photos and what was believed to be their last location before the fires hit.Twenty-six of the dead were found after dawn Tuesday, huddled in a compound near the sea in the community of Mati, the worst-hit area near Rafina, about 50 kilometres (30 miles) west of Athens.Red Cross rescuers said they appeared to be families or groups of friends because they were found hugging in groups of threes and fours.Hundreds of homes and cars were believed to have been burned. TORONTO — The man behind a deadly shooting spree in the heart of Toronto's Greektown came from a supportive family beleaguered with troubles and showed no outward signs of the mental illness believed to have plagued him for years, neighbours said Tuesday.Residents of the central Toronto apartment complex where 29-year-old Faisal Hussain lived with his parents expressed shock that someone among them could have carried out the Sunday night rampage that killed a 10-year-old girl and 18-year-old aspiring nurse. Hussain was found dead after exchanging gunfire with police.Sairah Ahmed said that while Hussain did not mingle with fellow residents as his parents frequently did, he was a familiar sight around the neighbourhood."I used to see him around a lot and he did not seem to have any behaviour problems," Ahmed said, adding that she was shocked to learn of Hussain's involvement in the shooting.Hussain's family issued a statement on Monday evening saying their son had a long history of psychosis and depression and had not responded to numerous treatment approaches, including therapy and medication. The family said they were shocked at Hussain's "senseless violence" and expressed their condolences for the families of the victims.Sadaf Pathan, another one of the family's neighbours, said the Hussains have contended with tragedy before.She said the gunman's mother had told her about the relatively recent death of her daughter and an unspecified illness affecting her other son. Her husband also seemed to have a long-term health condition, Pathan said.She described the family matriarch as very kind and caring, but said the family troubles showed."She always has a very serious look on her face, and she looks like she's so much in pain," Pathan said.Closer to the scene of the shooting, mourners began paying tribute to one of the shooting victims at the high school she attended until weeks before her death.Reese Fallon, 18, had just graduated from Malvern Collegiate and was due to start studying nursing at Hamilton's McMaster University in the fall, according to social media posts from her family members.Anthony Parise, who taught Fallon's Grade 12 English class, remembered her as "a leader among her peers" and a fantastic caregiver."Her plan was to become a mental health nurse," he said. "Knowing what I know of Reese, she would have been an exceptional nurse, because she was a natural caregiver."Mark Steel, who was Fallon's chemistry teacher last year, said she was a great student. Steel's wife, Julie Steel, organized an online fundraising campaign for a memorial scholarship in Fallon's name."Our idea was that we'd give the scholarship out annually to a Malvern collegiate graduate who was going into a nursing program, because Reese was so excited and so proud to do that," she said, biting back tears. "She would have been an incredible nurse."The identity of the 10-year-old girl killed in the attack has not been released.Police have said 13 other people were injured in the carnage.Ontario's police watchdog is probing the circumstances around Hussain's death, saying only that he died shortly after exchanging gunfire with two police officers. OTTAWA — The Liberal government has made it clear that simply entering Canada is not a "free ticket" for newcomers to stay in the country, Public Safety Minister Ralph Goodale told MPs studying the ongoing influx of asylum seekers from the United States.But no matter how a person arrives in Canada, the individual must be given a fair hearing to determine whether they require protection, Goodale said during a House of Commons immigration committee meeting Tuesday.From the moment asylum seekers started crossing into Canada from the U.S. in significant numbers, the federal government has made sure that laws are followed and international obligations are met, he added.The committee is holding an emergency meeting in the dead of summer at the urging of opposition members to study the issue of asylum seekers at the border.Canada's Safe Third Country agreement with the U.S. stipulates that asylum seekers are required to make their claims in the first "safe" country where they arrive — meaning those who come into Canada at an official land crossing are sent back to make their claim in the U.S.The agreement does not cover "irregular" or "illegal" asylum seekers — those entering Canada at unofficial points, most notably in Quebec.According to the most recent numbers, the RCMP intercepted 1,263 people at the border in June, which is down from 1,869 in May.Conservative immigration critic Michelle Rempel is urging the Liberals to come up with a better plan to deal with the asylum seekers.During the committee meeting, she pressed the government about extending the Safe Third Country agreement to the entire border.Bill Blair, the newly appointed minister of border security and organized crime reduction, said the effect of doing so would "be more problematic" than the current situation.Goodale said making every inch of the border an official entry point would mean staffing the 900,000-kilometre length, suggesting that would be impractical. Moscow on Tuesday said a newly passed Israeli law defining the country as the nation-state of the Jewish people “greatly complicates” efforts to restart peace talks with Palestinians, joining a chorus of international condemnation for the controversial legislation.Russian Foreign Ministry official Artyom Kozhin told reporters the newly passed law “does not serve the cause of peace and promotes a degree of tension ‘on the ground, [and] greatly complicates efforts aimed at accelerating a meaningful peace process between Palestinians and Israelis.”Kozhin reiterated Moscow’s support for the two-state solution to the Israeli-Palestinian conflict in “accordance with international law and relevant UN resolutions.”The law, passed by the Knesset in a 62-55 vote early Thursday, enshrines Israel as “the national home of the Jewish people” in its quasi-constitutional Basic Laws, defines the establishment of Jewish communities as being in the national interest, and defines Arabic as a language bearing a “special” status in the state, effectively a downgrade from its de facto status as a second official language in state bodies.Critics in Israel and abroad have fiercely derided the legislation as unnecessary and discriminatory against the country’s non-Jewish populations. Manitoba wants to make it as convenient as possible for people to buy pot once marijuana is legalized, so the provincial government is taking steps to boost the number of stores.Blaine Pedersen, minister of growth, enterprise and trade, announced Monday the government has issued a request for pre-qualifications to expand opportunities for retail cannabis stores."To help eliminate the black market, our goal within two years of legalization is for 90 per cent of Manitobans to be able to access legal cannabis within a 30-minute drive or less," said Pedersen."Ensuring public health and safety remains our top priority. We believe cannabis sourced from federally licensed producers and sold by provincially licensed and regulated retailers will better protect the health and safety of Manitobans."Following an initial public tender that concluded earlier this year, the province selected four proponents that will operate more than 30 retail cannabis locations.Pedersen noted this next RFPQ — available on the public tenders website with submissions accepted until Aug. 31 — will help expand the initial number of retail cannabis stores to more communities in Manitoba."In proceeding with Phase 2 of our retail strategy, we are keeping our promise to establish a competitive retail environment that creates new economic opportunities for all Manitobans," he said.The RFPQ seeks to establish a pre-qualification list of respondents capable of operating a retail cannabis store in a community that may be under-serviced after the first phase of the retail market is established.Retailers who submitted proposals to the initial public tender will be eligible for consideration on this list.Indigenous business participation is encouraged in the RFPQ, Pedersen said."Unlike other jurisdictions in Canada, Manitoba's hybrid model promotes opportunities for Indigenous participation in the retail of recreational cannabis," he said."With Indigenous partnerships in all four of our initial retail groups, this next phase is another positive opportunity for Indigenous economic development and success in Manitoba." Prime Minister Justin Trudeau announced in June that Canadians would be able to consume marijuana recreationally without criminal penalties starting on Oct. 17, 2018 — many months later than the government's initial target date.That first date was supposed to be July 1 but the federal government pushed the date back to give provinces more time to be ready.While the federal government is the one legalizing marijuana, the provinces and territories are responsible for licensing and overseeing its distribution and sale.OCN funds stores in Western Canada-Meanwhile, Manitoba's Opaskwayak Cree Nation is getting more involved in the retail end of cannabis as well.It has entered into a $35 million debt-financing deal with National Access Cannabis Corp., which will enable the company to build 50-70 retail stores in Western Canada under the Meta Cannabis Supply Co. brand.Some Meta stores are already being built in Manitoba."It is imperative that NAC has a strong retail footprint established and fully operational by October 17. Our shareholder, Opaskwayak Cree Nation, understands the importance of this timeline and have supported us by extending the capital necessary to start immediate build-out," said Mark Goliger, CEO of National Access Cannabis.The money will allow NAC to build up to 100 locations over time, with an initial target of 50 to 70 stores under development or operational in 2018, he added.At the same time, it allows OCN to grow its footprint in the industry, a news release stated."We believe that this financing allows NAC to take advantage of another pivotal moment and build a dominant footprint of retail operations. We strongly believe that this investment will benefit the company and its shareholders," said OCN Chief Christian Sinclair.
