GENEVA, Switzerland (AFP) — The UN Human Rights Council will kick off a new session Monday under a cloud of growing US criticism and the threat of Washington withdrawing from the body altogether, primarily over its anti-Israel bias.Longstanding US criticism of the council for its bias against Israel has escalated since UN-skeptic Donald Trump came to power.US ambassador to the UN Nikki Haley gave a fiery speech before the Geneva-based council a year ago, demanding deep reforms to fix its “chronic anti-Israel bias.”She also demanded the body throw out abusive regimes, like Venezuela and Burundi, which hold seats on the rotating 47-seat council.Despite the tough US rhetoric — which essentially said reform or we are leaving — little has changed.Tired of waiting for reform, Washington a few weeks ago circulated a proposed resolution unilaterally laying out the full makeover it was looking for.But the US received little support and has not yet formally tabled the resolution, sparking fevered speculation it was about to quit, and fears of the impact that would have.“If they withdraw, one can expect serious consequences for the council,” Swiss ambassador to the UN in Geneva Valentin Zellweger told reporters this week.The US draft text called for dramatic changes to the rules governing how the General Assembly in New York elects countries to fill vacant council seats.It called for making it more difficult to win a seat but easier to kick out countries accused of serious rights violations.-Anti-Israel bias-The main US complaint meanwhile is the council’s treatment of Israel.Israel is the only country with a dedicated agenda item, known as Item 7, meaning its conduct in the Palestinian territories is discussed at each of the body’s three annual sessions.A reform process is underway but the council president, Slovenian ambassador Vojislav Suc, told reporters it is aimed at “the rationalization of our work” — not at political shifts like eliminating Item 7.The US is not alone in calling for deeper reform of the council, and just six months ago, it looked like it would be possible to reach a compromise the US could agree to.At a meeting of some 120 countries organized in Geneva last December there was much enthusiasm for a proposal to address each of the council’s agenda items, including Item 7, only once a year.“The US was very happy” with this compromise, which would have dramatically reduced the amount of scrutiny of Israel, Marc Liman, head of the Universal Rights Group think-tank, told reporters.But the European Union failed to reach a common position, prompting countries in other regions to jump ship.“So it collapsed, and the Americans were not happy,” Liman said, explaining that Washington then decided to push through the reforms it wants on its own.In Geneva, word has it that the Trump administration has already decided to slam the door on the council.-Pandora’s box-In a way, such a move would simply return the council to its original state.The US refused to join the body when it was created in 2006, at a time when George W. Crews battling U.S. wildfires face hot, dry conditions before rain comes-[Reuters]-By Keith Coffman-YAHOONEWS-June 17, 2018

DENVER (Reuters) - Firefighters battling several unrelenting wildfires in the U.S. Southwest will face windy and dry weather on Friday before possibly getting a reprieve over the weekend, when widespread showers and thunderstorms are forecast.Red flag warnings are in effect for southern Nevada, southern Utah and western Colorado, where winds gusts could reach 45 miles (72 km) an hour and humidity could reach around 10 percent on Friday, the National Weather Service said.Although the wet weather could help efforts to battle two dozen wildfires that are currently burning in the region, it could also cause flash floods, the National Weather Service added.The largest and most threatening blaze is the 416 Fire, which has scorched nearly 33,000 acres (13,000 hectares) of drought-parched grass, brush and timber at the edge of the San Juan National Forest near the southwestern Colorado town of Durango.Fire officials said on Friday that crews had contained 18 percent of that blaze.Efforts have at times been stalled or shut down entirely as people persist in sending aerial drones toward the flames, presumably in the hope of capturing spectacular pictures and videos of the inferno, according to the Bureau of Land Management in Colorado.The drones endanger the safety of pilots flying tankers and helicopters to battle the fire, the BLM's Steve Hall told the Denver7 news station.Officials lifted evacuation orders for some 375 residences and 19 businesses in the area. Nearly 1,000 residences and businesses remained under evacuation orders, La Plata County officials said.The 416 Fire and a separate, smaller blaze burning nearby, the Burro Fire, prompted state parks officials to close several wildlife areas to the public. HONOLULU (Reuters) - U.S. President Donald Trump on Thursday approved federal emergency housing aid and other relief for victims of the six-week-old Kilauea Volcano eruption on Hawaii's Big Island, where hundreds of homes have been destroyed, state officials said.The approval came a day after Governor David Ige formally requested assistance for an estimated 2,800 residents who have lost their homes to lava flows or were forced from their dwellings under evacuation orders since Kilauea rumbled back to life on May 3.Hawaii County Mayor Harry Kim has said that rivers of molten rock spewed from volcanic fissures at the foot of Kilauea have engulfed roughly 600 homes. The governor's office put the number of residences destroyed at 455.Either tally marks the greatest number of homes claimed over such a short period by Kilauea - or by any other volcano in Hawaii's modern history - far surpassing the 215 structures consumed by lava in an earlier eruption cycle that began in 1983 and continued nearly nonstop for three decades, experts say.The latest volcanic eruption also stands as the most destructive in the United States since at least the cataclysmic 1980 explosion of Mount St. Helens in Washington state that reduced hundreds of square miles to wasteland.The geographical footprint of Kilauea's current upheaval is much smaller, covering nearly 6,000 acres, or just over 9 square miles (2,400 hectares) of the Big Island in lava, an area roughly seven times Central Park in Manhattan.No specific sum of money was sought by the governor for federal disaster aid, and no dollar figure was attached to the package Trump approved under the Individuals and Households Program, administered by the Federal Emergency Management Agency (FEMA).The Honolulu Star-Advertiser newspaper reported this week that eligible homeowners and renters could get up to $34,000 each.The program provides grants to displaced residents to secure temporary housing while their homes are repaired or rebuilt. Assistance can also be obtained for repair and replacement costs.In addition to housing assistance, Trump approved relief from several other FEMA programs, including crisis counseling, unemployment benefits and legal aid.Trump previously issued a major disaster declaration weeks ago authorizing money from FEMA public assistance grants for the County of Hawaii, the island's local governing authority.Residents will be able to register for assistance at a disaster recovery center that will open on Friday at the Kea‘au High School Gymnasium. The center will be jointly operated by Hawaii County, the State of Hawaii and FEMA.NO END IN SIGHT-His expansion of FEMA assistance came as the Kilauea eruption entered its 43rd day on Thursday.In addition to lava and toxic sulfur dioxide gas spewing from about two-dozen fissures on the eastern flank of the volcano, daily periodic explosions of ash from the crater at Kilauea's summit have created a nuisance and health hazard to communities downwind.Volcanic smog, or vog, carried aloft by the winds has hampered air quality for parts of the island and been detected as far away as the western Pacific island of Guam.The volcanic activity at Kilauea's summit has also triggered thousands of mostly small-scale earthquakes that have added to the jitters of residents living nearby and damaged facilities at the Hawaii Volcanoes National Park, the island's biggest attraction. Most of the park remains closed.A report from the governor accompanying his request for federal aid documented the larger toll taken on residents of the island's volcano-stricken Puna district, including disruption of power, communications and drinking water infrastructure.It cited an uptick in reports of residents "experiencing acute mental health effects of fear, anxiety and stress" as the crisis drags on with no end in sight.With about one-fifth of Puna's population displaced by the eruption, the disaster has created a "housing crisis in a rental market that was already severely constrained," the report said.In other economic impacts, the report cited losses of nearly $37 million in vacation rentals and $14 million from agriculture, including half of the state's entire cut-flower industry and 80 percent of its papaya crop.(Additonal reporting and writing by Steve Gorman in Los Angeles)

WASHINGTON (Reuters) - Former FBI Director James Comey made a "serious error of judgment" when he announced shortly before the 2016 U.S. presidential election that he was reopening an investigation into candidate Hillary Clinton's use of a private e-mail server, the Justice Department's internal watchdog said on Thursday.But Inspector General Michael Horowitz also concluded in a long-awaited, 500-page report that Comey did not exhibit political bias or try to influence the election; nor did he contest the decision not to charge Clinton with a crime.A long-serving law enforcement official, Comey became a controversial figure in the 2016 election, drawing accusations from both Republicans and Democrats that his handling of the probe into Clinton's emails influenced the campaign.Comey later headed a separate investigation into alleged ties between President Donald Trump's campaign and Russia. Trump fired him as head of the FBI in May 2017, prompting the appointment of a special counsel now pursuing the Russia probe.Both sides of the partisan divide found something to trumpet in the report. Democrats said it confirmed political bias did not influence the Clinton investigation, while Republicans seized on a newly disclosed text by an FBI agent in mid-2016 expressing his apparent intention to "stop" the Trump campaign.And while embarrassing for the FBI, the report appeared to lack the kind of bombshell revelation that would significantly boost an effort by Trump and his allies to paint the FBI as corrupt and discredit the Russia investigation.FBI Director Christopher Wray told reporters at a briefing that he accepted the inspector general’s report, but stressed it did not find that political bias had impacted its investigations."The report does identify errors of judgment, violations of, or even disregard for policy and decisions that at the very least, with the benefit of hindsight, were not the best choices," Wray said. Two days before the Nov. 8 election, Comey said the FBI found no additional evidence in the new emails.John Podesta, who ran the Clinton campaign, told Reuters "the report demonstrates beyond doubt" that Comey was unfair to Clinton by announcing developments concerning the email probe in the heat of the campaign while not revealing the existence of the Russia probe, launched in late July 2016.Comey defended his actions in an op-ed published in the New York Times after the report was released."In 2016, my team faced an extraordinary situation — something I thought of as a 500-year flood — offering no good choices and presenting some of the hardest decisions I ever had to make," Comey wrote.-VIOLATING POLICIES-The report sharply criticized Comey for violating Justice Department policies and accused him of usurping the authority of then Attorney General Loretta Lynch when he held a news conference in July 2016 and announced there was insufficient evidence to charge Clinton with a federal crime over her use of a private server.Comey said Lynch forced his hand when she did not recuse herself from the Clinton probe, even after a June 2016 meeting with former President Bill Clinton aboard her plane raised concerns she was conflicted.Thursday’s report found that while Lynch did not discuss the email investigation with Bill Clinton, she failed "to recognize the appearance problem" created by the meeting and did not try to cut the meeting short.Lynch in a statement called the report "thorough and in depth" and said it "upholds my fidelity to the rule of law" and "affirms that my actions had no political motivation or bias."Trump and his allies have accused a clique of FBI and Justice Department officials of working against Trump.The Horowitz report was highly critical of Peter Strzok and Lisa Page, two FBI staff members who exchanged highly charged political messages, finding their texts cast a cloud over the FBI and created the appearance of bias.In one newly released email from August 2016, Page wrote to Strzok asking “(Trump’s) not ever going to become president, right? Right!”Strzok replied: “No. No he’s not. We’ll stop it.”The report criticized the FBI for a one-month delay between the time new Clinton emails were found on Sept. 26, 2016 and when the FBI finally got a search warrant to review them to search for new evidence in late October as the election loomed.Strzok was among a number of FBI employees who failed to act promptly, the report said."The FBI’s inaction had potentially far-reaching consequences,” the report says, noting there were no persuasive arguments to explain the delay.The report added that the inspector general’s office was very concerned about a decision to prioritize the Russia investigation over following up on the Clinton probe in light of the new emails.Strzok's lawyer Aitan Goelman said the report, while flawed in some conclusions, found no evidence that his political views had an impact on the Clinton probe.Page left the FBI in early May 2018.Wray said Thursday that some of the conduct highlighted in the report has been referred to the FBI's disciplinary arm for possible action, but declined to say how many employees could face repercussions.(Reporting by Sarah N. Disgraced comedian Cosby changes lawyer ahead of sentencing-[AFP]-YAHOONEWS-June 16, 2018

Green Jr (Philadelphia)," a spokesman for Cosby said, without offering further details.Green will replace Tom Mesereau, who has represented numerous celebrities and was Cosby's lawyer for his second trial which resulted in his conviction on three counts of sexual assault on April 26.His first lawyer, Brian McMonagle, represented the 80-year-old during his first trial in 2017 which resulted in a deadlocked jury.Green's first task will be to seek a lenient sentence during the hearing fixed for September 24. He may also be called upon to appeal the conviction, as was announced by Mesereau previously.Cosby's conviction ended the career of a once towering figure in late 20th century American popular culture, the first black actor to grace primetime US television, hitting the big time after growing up as the son of a maid.He became the first powerful man to be convicted of a crime in the #MeToo era sparked by the downfall of Hollywood mogul Harvey Weinstein.His convictions were all linked to one victim, Andrea Constand in 2014, but he stands accused by dozens more of assault over the years, many outside the statutes of limitation.

A group of students from Australia’s Charles Sturt University have come under fire after photos came to light of them in Nazi uniforms, concentration camp prisoner clothing and Ku Klux Klan robes.The students were attending a “politically incorrect” themed costume party on Thursday to celebrate the end of their exams.The Facebook event told revelers to “grab a kit that would legally get you in shit and hook right in,” the Sydney Morning Herald reported. Some students were reportedly also in blackface.In one photo posted to social media network Instagram, three students wearing the recognizable garb of concentration camp prisoners, complete with “Jude” Star of David patches, pose while another student in a Nazi uniform stands behind them. The Morning Herald reported the photo was captioned: “Jesus Christ, I Jews you as my lord and saviour #csulater #hazingisfun”Dvir Abramovich, chairman of Australia’s Anti-Defamation Commission, called the costumes “enormously disturbing” and said the “foolish students crossed every line of decency.”“Such vulgar, insensitive and shocking behavior not only mocked the suffering of the victims of racism and genocide, but trivialized the human horrors perpetrated by the Nazis,” he said in a statement.We are aware of an incident that occurred last night that may have involved Charles Sturt University students.
