A top commander in the Israeli army said Thursday that if Iran finds itself in trouble in Syria, it could again mobilize its ally in Gaza, Palestinian Islamic Jihad (PIJ), to attack Israel as a distraction.The senior officer in the IDF’s Southern Command, in a briefing to Israeli journalists, also said Hamas and PIJ had improved their combat tactics in this week’s round of cross-border violence by launching many rockets and mortars from underground positions, and using timers to delay the launches until their fighters were no longer around to be targeted.He said Israel had “expected” Islamic Jihad to launch an offensive, explaining that the terror group has had an account to settle ever since Israel exposed and destroyed a tunnel belonging to it earlier this year. “Its command center is abroad, and from there it receives its orders with Iranian consent,” he said.“The group has an approval by its commanders abroad to carry out terror attacks against us,” the officer said. “After it tried to carry out an attack at the beginning of this week and we killed three of the group’s combatants, we understood it was going to react.“We didn’t know when it would come, but we prepared. We told community heads that gunfire could be directed at posts and communities. Everyone in this area knows what to do in such situations.”On Tuesday, the Gaza-based Hamas and Palestinian Islamic Jihad terrorist groups launched more than 70 rockets and mortar shells at Israel, prompting dozens of retaliatory airstrikes. STOCKHOLM, Sweden (AFP) — Denmark on Thursday became the latest European country to ban the Islamic full-face veil in public spaces in a move slammed by human rights campaigners as “a violation of women’s rights.”“Anyone who wears a garment that hides the face in public will be punished with a fine,” says the law, which was passed by 75 votes to 30 in the Danish parliament.Presented by the center-right government, the legislation was also backed by the Social Democrats and the far-right Danish People’s Party.The new rule will take effect on August 1.Wearing a burqa, which covers a person’s entire face, or the niqab, which only shows the eyes, in public will lead to a fine of 1,000 kroner ($156).The ban also targets other accessories that hide the face such as balaclavas and false beards. Repeated violations will be fined up to 10,000 kroner.It is not known how many women wear the niqab and burqa in Denmark.“I don’t think there are many who wear the burqa here in Denmark. But if you do, you should be punished with a fine,” Justice Minister Soren Pape Poulsen was quoted as saying by Ritzau news agency in February.Supporters argue the ban enables better integration of Muslim immigrants into Danish society.But Amnesty International condemned the law as a “discriminatory violation of women’s rights,” especially against Muslim women who choose to wear the full-face veils.“Whilst some specific restrictions on the wearing of full-face veils for the purposes of public safety may be legitimate, this blanket ban is neither necessary nor proportionate and violates the rights to freedom of expression and religion,” the organization’s Europe director Gauri van Gulik said in a statement following the vote.“If the intention of this law was to protect women’s rights, it fails abjectly. The data from the Angus Reid Institute's survey, released on Wednesday, paints a picture of an electorate that's not exactly enthralled by its options.Fifty-two per cent of voters who indicated they were voting for the NDP, for example, said they were doing so not in support of the party and its ideas, but because they disliked the other choices "even more." Forty-nine per cent of PC voters and 42 per cent of Liberal voters had a similar response.A key factor behind this strategic voting — and perhaps an ominous sign for the governing Liberals — is an enormous appetite for change from voters, according to the polling firm.A whopping 70 per cent of respondents said they wanted a different government in Ontario and that the Liberal party and its leader, Kathleen Wynne, should be shown the door. Just 14 per cent said the party should be re-elected. The Liberals have been in power since 2003.This wave of loathing for the premier hasn't come out of nowhere, of course. Wynne has been named Canada's least popular premier in the Angus Reid Institute's surveys since September 2016.The election campaign doesn't seem to have made a dent in that wall of bad rep, according to the firm. Respondents were more likely to say their opinion of Wynne and PC leader Doug Ford worsened than improved over the past few weeks.NDP Leader Andrea Horwath, meanwhile, has seen the opposite effect from the campaign. Her "momentum score" — the percentage of voters whose opinion of the leader worsened subtracted from the percentage of those who say it's improved — came in at 13 per cent, the only one of the three leaders that's positive.In another question, the poll asked respondents for their opinion of each leader. Again, Horwath came in first place with 60 per cent saying they had a favourable view of the NDP leader. Thirty per cent and 34 per cent said the same for Ford and Wynne, respectively.Horwath was also seen as the leader who would make the best premier by 34 per cent of respondents, while 25 per cent said the same for Ford and 14 per cent chose Wynne.Overall, the Angus Reid Institute's poll put the NDP at 39 per cent support with the PCs at 37 per cent. This mirrors several polls commissioned in the last two weeks of the campaign that have shown the NDP either leading or virtually tied with the PCs.This rapid rise in support for Horwath's NDP has come at the heavy expense of Wynne's Liberals, according to the poll. A shocking 45 per cent of respondents who opted for the Liberals in 2014 now say they want to go for Team Orange. Ten per cent of voters from that group say they are opting for the PCs this time.Another sign of potential good news for Horwath's NDP is that just 20 per cent of respondents said they would "never" vote for her party. That's compared to 41 and 40 per cent of voters who said they would not consider voting for the Liberals, and PCs, respectively.But it's not all good news for the NDP.When asked which party would form the best government, 33 per cent of the poll's respondents opted for the PCs. Their voter base also seems more committed, according to the polling firm.Fifty-five per cent of decided PC voters, for example, were "absolutely certain" they would cast their ballot in favour of Ford's party. Twenty-seven per cent and 16 per cent had similar attitudes for the NDP and the Liberals, respectively.Ontario voters head to the polls on June 7.The poll was conducted online between May 27–29 among 773 Canadian adults in Ontario. HONOLULU (Reuters) - Molten rock from several lava-spewing fissures opened by Kilauea Volcano crept toward clusters of homes and vacation rentals on the eastern tip of Hawaii's Big Island on Wednesday, prompting authorities to usher residents out of the area as a precaution.Evacuation of the Vacationland development and adjacent Kapoho community, rebuilt after a destructive eruption of Kilauea in 1960, came on the 28th day of what geologists rank as one of the biggest upheavals in a century from one of the world's most active volcanoes.The Hawaii County Civil Defense agency issued the advisory as lava flows picked up speed late on Tuesday and early on Wednesday and threatened to cut off a key traffic route into the seaside area on the far eastern flank of the volcano."Residents in the Kapoho area, including Kapoho Beach Lots and Vacationland, are advised to evacuate," the agency said in a morning bulletin. "You are at risk of being isolated due to possible lava inundation of Beach Road."On Tuesday, a lava stream crossed a larger east-west route, Highway 132, as it advanced toward the greater Kapoho area. BEIRUT (Reuters) - President Bashar al-Assad raised the possibility of conflict with U.S. forces in Syria if they do not withdraw from the country soon.In an interview with Russia's RT international broadcaster, Assad said he would negotiate with fighters backed on the ground by Washington, but would reclaim territory they control by force if necessary, whether or not American troops supported them.Assad also responded sharply to U.S. President Donald Trump's description of him as an animal, saying "what you say is what you are".Assad, who is backed by Russia and Iran, appears militarily unassailable in the war that has killed an estimated half a million people, uprooted around 6 million people in the country, and driven another 5 million abroad as refugees.Around 2,000 U.S. special forces troops are believed to be on the ground in Syria, where they have aided a group called the Syrian Democratic Forces (SDF), which is led by the YPG, a Kurdish militia.The U.S.-backed group holds the largest area of Syrian territory outside government control, but has tried to avoid direct clashes with the government during the multi-sided war.Assad said the government had "started now opening doors for negotiations" with the SDF."This is the first option. DAKAR (Reuters) - The U.N. mission in Central African Republic has fired one of its lawyers after he accused Rwandan peacekeepers of massacring 30 civilians in the capital last month and said they could be investigated.Juan Branco signed on with the U.N. mission, known as MINUSCA, on May 15 to advise a new Special Criminal Court charged with investigating war crimes and crimes against humanity.The Franco-Spanish lawyer has previously represented Julian Assange, founder of the WikiLeaks site.The court backed by the United Nations is due to begin formal investigations next week despite questions about how effective it can be when the government does not control vast swaths of the conflict-ravaged country.In a letter dated May 28 and provided by Branco to Reuters on Thursday, MINUSCA's human resources department told Branco that tweets he wrote after signing his contract violated a prohibition against actions "that may adversely affect the interests of the United Nations"."The consultant agreed and acknowledged ... that any breach of any of the provisions of the contract shall constitute a breach of an essential term of the contract and gives rise to grounds for terminating the contract," it said.In one tweet, Branco wrote that Rwandan peacekeepers had "massacred more than 30 civilians and wounded 100 others without any justification", referring to clashes on April 10 in the capital Bangui's PK5 neighborhood.The deaths infuriated local residents, hundreds of whom laid the bodies of at least 16 people in front of the entrance to the MINUSCA base. (Reuters) - The teen charged with shooting 17 people dead at his former high school in Parkland, Florida, boasted of plans to commit mass murder in a series of cell phone videos recorded by him before the rampage and released on Wednesday by prosecutors.In one of the three video clips, Nikolas Cruz, 19, calmly declares, "Hello. My name is Nik and I'm going to be the next school shooter of 2018." He goes on to say: "My goal is to kill at least 20 people with an AR-15," referring to the assault-style rifle he is seen holding in the footage.Brandishing the rifle at another point, Cruz says: "You're all going to die," adding with a chuckle, "Can't wait."The video clips were part of an inventory of prosecution evidence recently shared with the defense team during the pre-trial discovery process, said Constance Jones-Simmons, a spokeswoman for the Broward County state attorney's office.The Miami Herald and other media outlets obtained copies through a public records request after seeing mention of the footage in court documents, she told Reuters.The three videos, none longer than 90 seconds in duration, are believed to have been made a short time before the shooting rampage on Feb. 14 at Marjory Stoneman Douglas High School, but Jones-Simmons said she did not know precisely when they were recorded.Cruz, a former Stoneman Douglas student expelled for disciplinary problems, has been described by former classmates as a social misfit and trouble-maker who was fascinated with guns. Police have said they responded to numerous calls related to the teenager in the years leading up to the massacre.But authorities, who say Cruz confessed to the killings after his arrest, have never offered a possible motive for the bloodshed. Release of the video "selfies," posted online by the Herald, shed little new light on that question except to suggest Cruz felt he was treated as an outcast.In one video, Cruz said his former classmates thought he was "an idiot and a dumb ass." Pediatricians recommend IUDs as first choice for birth control in teen girls-[The Canadian Press]-YAHOONEWS-May 31, 2018
TORONTO — Teen girls who are considering contraception should look to intrauterine devices as their first-line choice, as they provide the greatest protection against an unplanned pregnancy, the Canadian Paediatric Society recommends.The position statement, the CPS's first on the issue, was set to be released Thursday during the organization's annual meeting in Quebec City.Known as IUDs or IUSs, the small and often T-shaped devices are placed inside the uterus and are more than 99 per cent effective in preventing pregnancy, compared to 91 per cent for birth-control pills and 82 per cent for condoms, the CPS says.IUDs, or intrauterine devices, typically incorporate copper in their design, which is toxic to sperm; IUSs, or intrauterine systems, release a small amount of hormones over time. Both act continuously over the course of several years, but can be removed at any time by a health-care provider."Intrauterine contraception and the long-acting reversible contraceptives in general ... those should be your first line because they're the most effective," said Dr. Giosi Di Meglio, a co-author of the paper and an adolescent medicine specialist at the Montreal Children's Hospital.That doesn't mean that young women shouldn't choose the pill or other forms of birth control like a skin patch or injectable contraceptive, she said in an interview from Quebec."What we're saying is this should be an option and this should be something that we think about that leads our list of options."Di Meglio said that depending on the particular type, copper-based IUDs may not need to be replaced for five to 10 years, while the protective lifespan of IUSs ranges from three to five years, depending on the make.The devices do carry a small risk of tissue perforation during insertion through the vagina, and doctors also monitor patients for possible bacterial infection for a few weeks after the device is implanted. But Di Meglio said such an occurrence is rare and can be treated with antibiotics.Studies suggest that intrauterine devices are not a direct conduit for infection, and there is a theoretical possibility that IUSs may actually decrease the risk of infection, she said.Still, the idea of having a device inserted may cause anxiety for some teen girls, and Di Meglio concedes the procedure can initially be somewhat uncomfortable."You get a few pretty intense cramps, but nothing more than you would have with a really bad period," she said. "It subsides pretty quickly and then for the next few days, you might have a few cramps on and off."Di Meglio said a girl can get an IUD or IUS any time after getting their first period and ideally prior to becoming sexually active. By age 17, about half of Canadian youth are having sex, the CPS says."We're not recommending that this be used the minute the kid has their first period, but there are certain benefits in using the hormonal IUS — one of them being that it can reduce the amount of bleeding or also reduce cramping a lot," she said."We have even used it for that reason instead of for contraception in kids who have not even had sex."Andrew Townsend of Planned Parenthood Toronto welcomed the CPS recommendation, saying the clinic gets a lot of questions from young people who "still view the pill as the first kind of birth control that they should start on or that they have to start on."Something like IUDs being a recommended option is great because different people have different needs," he said, adding that a growing number of clients being seen in the clinic are opting for the implanted devices. The program provides information and health-care services to those aged 13 to 29.While intrauterine contraception may be the most effective means of preventing unplanned pregnancy, the up-front costs of the devices are high compared with the pill and other methods, said Di Meglio.One hormone-releasing IUS that lasts five year costs the Quebec government's prescription plan about $325, while copper-based IUDs run from about $60 to $100, she said. For those not covered under private insurance, the provincial plan covers 65 per cent of the cost of birth control pills and IUDs.Coverage by public insurance plans varies across the country. In Ontario, for instance, long-acting reversible contraceptives are fully covered for women under age 25, along with the physician's fee for implanting one of the devices.Di Meglio said that over time, IUDs and IUSs are actually more cost-effective than most other birth-control methods because of how long they last before needing to be replaced.The CPS statement also recommends that practitioners adopt a collaborative approach that empowers youth to make informed decisions about their birth control options, weighing the benefits, risks, side-effects and suitability of each method based on individual preference."At the end of the day, we just want to facilitate whatever contraceptive they choose," Di Meglio said.— Follow @SherylUbelacker on Twitter.Sheryl Ubelacker, The Canadian Press.

EDMONTON — Alberta lawmakers have passed a bill mandating no-protest zones around abortion clinics after a vote in which the Opposition United Conservatives once again walked out of the chamber in protest."Women's rights are human rights," Health Minister Sarah Hoffman told the legislature Wednesday before the house passed Bill 9 by a 45-1 margin in third and final reading."No woman should face bullying or harassment when accessing health care, and no woman should have to live in fear of threats, intimidation or violence."The bill bans protesters from standing, demonstrating or taking pictures within at least 50 metres of an abortion clinic. There are similar restrictions to prevent abortion doctors and staff from being harassed at their other offices or at home.Police have the power to arrest suspected violators at the scene and penalties for individuals run as high as a $10,000 fine or a year in jail or both.The NDP were joined in passing the bill by the Alberta party, Liberal David Swann, and Independent member Richard Starke.The lone dissenter was Independent Derek Fildebrandt, who said women and staff should not be harassed outside clinics, but said the bill goes too far in limiting free speech.The United Conservative caucus again refused to participate in the debate and walked out en masse twice during votes.UCP Leader Jason Kenney is against abortion and said his caucus would not debate or vote on the bill, calling it nothing more than divisive political gamesmanship by Premier Rachel Notley's government.His caucus walked of the house a total of 14 times when the bill came up in the house over the last two months, and only one member, Angela Pitt, spoke to it in debate.Politicians on all sides criticized the UCP for failing to engage."I find it offensive that the UCP opposition has chosen to boycott any debate on this piece of legislation and has opted instead to abandon the legislative duty that they were elected to do and not vote time, and time, and time, and time again. High school can be a rough time for any student thanks to bullying and cliques.For students who identify as part of the LGBTQ community, those difficulties can be amplified tenfold — a fact that also emphasizes the needs for a safe space for those students."For some kids, they're still not out to family, they're still not out to everybody in the school community," said Denee Repski, a teacher at Campbell Collegiate and one of the organizers behind Thursday's Queer Prom.The prom is being billed as a celebration of the end of the school year."But to be able to come to the space and know that everyone there is open-minded, everyone there supports you, is incredible."Though the prom is taking place in Regina, student and organizer Gabrielle Anderson said it is open to out-of-province students if they can and wish to attend.Tickets are required but are available at the door, Repski said."We're all really close friends there and it's a safe space where we all understand," Anderson said."We may not be going through the same struggles but we all understand each other differently than everybody else would."Things start up around 6 p.m. CST at the school's auditorium.

A top commander in the Israeli army said Thursday that if Iran finds itself in trouble in Syria, it could again mobilize its ally in Gaza, Palestinian Islamic Jihad (PIJ), to attack Israel as a distraction.The senior officer in the IDF’s Southern Command, in a briefing to Israeli journalists, also said Hamas and PIJ had improved their combat tactics in this week’s round of cross-border violence by launching many rockets and mortars from underground positions, and using timers to delay the launches until their fighters were no longer around to be targeted.He said Israel had “expected” Islamic Jihad to launch an offensive, explaining that the terror group has had an account to settle ever since Israel exposed and destroyed a tunnel belonging to it earlier this year. “Its command center is abroad, and from there it receives its orders with Iranian consent,” he said.“The group has an approval by its commanders abroad to carry out terror attacks against us,” the officer said. “After it tried to carry out an attack at the beginning of this week and we killed three of the group’s combatants, we understood it was going to react.“We didn’t know when it would come, but we prepared. We told community heads that gunfire could be directed at posts and communities. Everyone in this area knows what to do in such situations.”On Tuesday, the Gaza-based Hamas and Palestinian Islamic Jihad terrorist groups launched more than 70 rockets and mortar shells at Israel, prompting dozens of retaliatory airstrikes. Four Israelis were hurt, including a soldier who suffered moderate injuries, and projectiles caused damage to a kindergarten yard an hour before the children arrived, and to a home as a family slept in a fortified room inside.Following criticism in Israel that the military failed to prevent any launchings by identifying the launchers ahead of time, the officer said the groups had improved their tactics.He denied that there were orders not to hit and kill the terrorists. “There were orders to locate and attack the cells, but the enemy has improved and learnt lessons. A large portion of the launches was done with timers and from underground.”The senior officer said that Hamas only joined the offensive after the IDF struck targets in response to the two initial barrages fired by Islamic Jihad.He said Israel was the “closest” it had been to war in four years, since the 2014 Gaza War, known in Israel as Operation Protective Edge.“Israel needs to insert other stabilizing factors to the conflict with Gaza. The army said more than 100 of the projectiles fired were on a trajectory to hit Israel, while many more were apparently launched but failed to clear the border.Most of the incoming projectiles that were heading toward populated areas were intercepted by the Iron Dome missile defense system, though several exploded inside Israeli towns and communities, causing damage to buildings and injuring four people, three of them soldiers.In response, the army conducted two rounds of air raids in the Gaza Strip, striking more than 65 targets, including a Hamas attack tunnel, the military said.Tensions along the Gaza border have soared in recent weeks amidst violent border protests led by Hamas.Since March 30, tens of thousands of Palestinians have taken part in weekly protests which Israel says are used by the terror group as cover for attempted terror attacks and breaches of the border fence.Protesters have attacked soldiers at the border with bombs, rocks, and Molotov cocktails, burning tires and repeatedly attempting to sabotage and breach the security fence and infiltrate Israel. STOCKHOLM, Sweden (AFP) — Denmark on Thursday became the latest European country to ban the Islamic full-face veil in public spaces in a move slammed by human rights campaigners as “a violation of women’s rights.”“Anyone who wears a garment that hides the face in public will be punished with a fine,” says the law, which was passed by 75 votes to 30 in the Danish parliament.Presented by the center-right government, the legislation was also backed by the Social Democrats and the far-right Danish People’s Party.The new rule will take effect on August 1.Wearing a burqa, which covers a person’s entire face, or the niqab, which only shows the eyes, in public will lead to a fine of 1,000 kroner ($156).The ban also targets other accessories that hide the face such as balaclavas and false beards. Repeated violations will be fined up to 10,000 kroner.It is not known how many women wear the niqab and burqa in Denmark.“I don’t think there are many who wear the burqa here in Denmark. But if you do, you should be punished with a fine,” Justice Minister Soren Pape Poulsen was quoted as saying by Ritzau news agency in February.Supporters argue the ban enables better integration of Muslim immigrants into Danish society.But Amnesty International condemned the law as a “discriminatory violation of women’s rights,” especially against Muslim women who choose to wear the full-face veils.“Whilst some specific restrictions on the wearing of full-face veils for the purposes of public safety may be legitimate, this blanket ban is neither necessary nor proportionate and violates the rights to freedom of expression and religion,” the organization’s Europe director Gauri van Gulik said in a statement following the vote.“If the intention of this law was to protect women’s rights, it fails abjectly. The data from the Angus Reid Institute's survey, released on Wednesday, paints a picture of an electorate that's not exactly enthralled by its options.Fifty-two per cent of voters who indicated they were voting for the NDP, for example, said they were doing so not in support of the party and its ideas, but because they disliked the other choices "even more." Forty-nine per cent of PC voters and 42 per cent of Liberal voters had a similar response.A key factor behind this strategic voting — and perhaps an ominous sign for the governing Liberals — is an enormous appetite for change from voters, according to the polling firm.A whopping 70 per cent of respondents said they wanted a different government in Ontario and that the Liberal party and its leader, Kathleen Wynne, should be shown the door. Just 14 per cent said the party should be re-elected. The Liberals have been in power since 2003.This wave of loathing for the premier hasn't come out of nowhere, of course. Wynne has been named Canada's least popular premier in the Angus Reid Institute's surveys since September 2016.The election campaign doesn't seem to have made a dent in that wall of bad rep, according to the firm. Respondents were more likely to say their opinion of Wynne and PC leader Doug Ford worsened than improved over the past few weeks.NDP Leader Andrea Horwath, meanwhile, has seen the opposite effect from the campaign. Her "momentum score" — the percentage of voters whose opinion of the leader worsened subtracted from the percentage of those who say it's improved — came in at 13 per cent, the only one of the three leaders that's positive.In another question, the poll asked respondents for their opinion of each leader. Again, Horwath came in first place with 60 per cent saying they had a favourable view of the NDP leader. Thirty per cent and 34 per cent said the same for Ford and Wynne, respectively.Horwath was also seen as the leader who would make the best premier by 34 per cent of respondents, while 25 per cent said the same for Ford and 14 per cent chose Wynne.Overall, the Angus Reid Institute's poll put the NDP at 39 per cent support with the PCs at 37 per cent. This mirrors several polls commissioned in the last two weeks of the campaign that have shown the NDP either leading or virtually tied with the PCs.This rapid rise in support for Horwath's NDP has come at the heavy expense of Wynne's Liberals, according to the poll. A shocking 45 per cent of respondents who opted for the Liberals in 2014 now say they want to go for Team Orange. Ten per cent of voters from that group say they are opting for the PCs this time.Another sign of potential good news for Horwath's NDP is that just 20 per cent of respondents said they would "never" vote for her party. That's compared to 41 and 40 per cent of voters who said they would not consider voting for the Liberals, and PCs, respectively.But it's not all good news for the NDP.When asked which party would form the best government, 33 per cent of the poll's respondents opted for the PCs. Their voter base also seems more committed, according to the polling firm.Fifty-five per cent of decided PC voters, for example, were "absolutely certain" they would cast their ballot in favour of Ford's party. Twenty-seven per cent and 16 per cent had similar attitudes for the NDP and the Liberals, respectively.Ontario voters head to the polls on June 7.The poll was conducted online between May 27–29 among 773 Canadian adults in Ontario. HONOLULU (Reuters) - Molten rock from several lava-spewing fissures opened by Kilauea Volcano crept toward clusters of homes and vacation rentals on the eastern tip of Hawaii's Big Island on Wednesday, prompting authorities to usher residents out of the area as a precaution.Evacuation of the Vacationland development and adjacent Kapoho community, rebuilt after a destructive eruption of Kilauea in 1960, came on the 28th day of what geologists rank as one of the biggest upheavals in a century from one of the world's most active volcanoes.The Hawaii County Civil Defense agency issued the advisory as lava flows picked up speed late on Tuesday and early on Wednesday and threatened to cut off a key traffic route into the seaside area on the far eastern flank of the volcano."Residents in the Kapoho area, including Kapoho Beach Lots and Vacationland, are advised to evacuate," the agency said in a morning bulletin. "You are at risk of being isolated due to possible lava inundation of Beach Road."On Tuesday, a lava stream crossed a larger east-west route, Highway 132, as it advanced toward the greater Kapoho area. DAKAR (Reuters) - The U.N. mission in Central African Republic has fired one of its lawyers after he accused Rwandan peacekeepers of massacring 30 civilians in the capital last month and said they could be investigated.Juan Branco signed on with the U.N. mission, known as MINUSCA, on May 15 to advise a new Special Criminal Court charged with investigating war crimes and crimes against humanity.The Franco-Spanish lawyer has previously represented Julian Assange, founder of the WikiLeaks site.The court backed by the United Nations is due to begin formal investigations next week despite questions about how effective it can be when the government does not control vast swaths of the conflict-ravaged country.In a letter dated May 28 and provided by Branco to Reuters on Thursday, MINUSCA's human resources department told Branco that tweets he wrote after signing his contract violated a prohibition against actions "that may adversely affect the interests of the United Nations"."The consultant agreed and acknowledged ... that any breach of any of the provisions of the contract shall constitute a breach of an essential term of the contract and gives rise to grounds for terminating the contract," it said.In one tweet, Branco wrote that Rwandan peacekeepers had "massacred more than 30 civilians and wounded 100 others without any justification", referring to clashes on April 10 in the capital Bangui's PK5 neighborhood.The deaths infuriated local residents, hundreds of whom laid the bodies of at least 16 people in front of the entrance to the MINUSCA base. (Reuters) - The teen charged with shooting 17 people dead at his former high school in Parkland, Florida, boasted of plans to commit mass murder in a series of cell phone videos recorded by him before the rampage and released on Wednesday by prosecutors.In one of the three video clips, Nikolas Cruz, 19, calmly declares, "Hello. My name is Nik and I'm going to be the next school shooter of 2018." He goes on to say: "My goal is to kill at least 20 people with an AR-15," referring to the assault-style rifle he is seen holding in the footage.Brandishing the rifle at another point, Cruz says: "You're all going to die," adding with a chuckle, "Can't wait."The video clips were part of an inventory of prosecution evidence recently shared with the defense team during the pre-trial discovery process, said Constance Jones-Simmons, a spokeswoman for the Broward County state attorney's office.The Miami Herald and other media outlets obtained copies through a public records request after seeing mention of the footage in court documents, she told Reuters.The three videos, none longer than 90 seconds in duration, are believed to have been made a short time before the shooting rampage on Feb. 14 at Marjory Stoneman Douglas High School, but Jones-Simmons said she did not know precisely when they were recorded.Cruz, a former Stoneman Douglas student expelled for disciplinary problems, has been described by former classmates as a social misfit and trouble-maker who was fascinated with guns. Police have said they responded to numerous calls related to the teenager in the years leading up to the massacre.But authorities, who say Cruz confessed to the killings after his arrest, have never offered a possible motive for the bloodshed. Release of the video "selfies," posted online by the Herald, shed little new light on that question except to suggest Cruz felt he was treated as an outcast.In one video, Cruz said his former classmates thought he was "an idiot and a dumb ass." TORONTO — Teen girls who are considering contraception should look to intrauterine devices as their first-line choice, as they provide the greatest protection against an unplanned pregnancy, the Canadian Paediatric Society recommends.The position statement, the CPS's first on the issue, was set to be released Thursday during the organization's annual meeting in Quebec City.Known as IUDs or IUSs, the small and often T-shaped devices are placed inside the uterus and are more than 99 per cent effective in preventing pregnancy, compared to 91 per cent for birth-control pills and 82 per cent for condoms, the CPS says.IUDs, or intrauterine devices, typically incorporate copper in their design, which is toxic to sperm; IUSs, or intrauterine systems, release a small amount of hormones over time. Both act continuously over the course of several years, but can be removed at any time by a health-care provider."Intrauterine contraception and the long-acting reversible contraceptives in general ... those should be your first line because they're the most effective," said Dr. Giosi Di Meglio, a co-author of the paper and an adolescent medicine specialist at the Montreal Children's Hospital.That doesn't mean that young women shouldn't choose the pill or other forms of birth control like a skin patch or injectable contraceptive, she said in an interview from Quebec."What we're saying is this should be an option and this should be something that we think about that leads our list of options."Di Meglio said that depending on the particular type, copper-based IUDs may not need to be replaced for five to 10 years, while the protective lifespan of IUSs ranges from three to five years, depending on the make.The devices do carry a small risk of tissue perforation during insertion through the vagina, and doctors also monitor patients for possible bacterial infection for a few weeks after the device is implanted. But Di Meglio said such an occurrence is rare and can be treated with antibiotics.Studies suggest that intrauterine devices are not a direct conduit for infection, and there is a theoretical possibility that IUSs may actually decrease the risk of infection, she said.Still, the idea of having a device inserted may cause anxiety for some teen girls, and Di Meglio concedes the procedure can initially be somewhat uncomfortable."You get a few pretty intense cramps, but nothing more than you would have with a really bad period," she said. "It subsides pretty quickly and then for the next few days, you might have a few cramps on and off."Di Meglio said a girl can get an IUD or IUS any time after getting their first period and ideally prior to becoming sexually active. By age 17, about half of Canadian youth are having sex, the CPS says."We're not recommending that this be used the minute the kid has their first period, but there are certain benefits in using the hormonal IUS — one of them being that it can reduce the amount of bleeding or also reduce cramping a lot," she said."We have even used it for that reason instead of for contraception in kids who have not even had sex."Andrew Townsend of Planned Parenthood Toronto welcomed the CPS recommendation, saying the clinic gets a lot of questions from young people who "still view the pill as the first kind of birth control that they should start on or that they have to start on."Something like IUDs being a recommended option is great because different people have different needs," he said, adding that a growing number of clients being seen in the clinic are opting for the implanted devices. The program provides information and health-care services to those aged 13 to 29.While intrauterine contraception may be the most effective means of preventing unplanned pregnancy, the up-front costs of the devices are high compared with the pill and other methods, said Di Meglio.One hormone-releasing IUS that lasts five year costs the Quebec government's prescription plan about $325, while copper-based IUDs run from about $60 to $100, she said. For those not covered under private insurance, the provincial plan covers 65 per cent of the cost of birth control pills and IUDs.Coverage by public insurance plans varies across the country. In Ontario, for instance, long-acting reversible contraceptives are fully covered for women under age 25, along with the physician's fee for implanting one of the devices.Di Meglio said that over time, IUDs and IUSs are actually more cost-effective than most other birth-control methods because of how long they last before needing to be replaced.The CPS statement also recommends that practitioners adopt a collaborative approach that empowers youth to make informed decisions about their birth control options, weighing the benefits, risks, side-effects and suitability of each method based on individual preference."At the end of the day, we just want to facilitate whatever contraceptive they choose," Di Meglio said.— Follow @SherylUbelacker on Twitter.Sheryl Ubelacker, The Canadian Press.

EDMONTON — Alberta lawmakers have passed a bill mandating no-protest zones around abortion clinics after a vote in which the Opposition United Conservatives once again walked out of the chamber in protest."Women's rights are human rights," Health Minister Sarah Hoffman told the legislature Wednesday before the house passed Bill 9 by a 45-1 margin in third and final reading."No woman should face bullying or harassment when accessing health care, and no woman should have to live in fear of threats, intimidation or violence."The bill bans protesters from standing, demonstrating or taking pictures within at least 50 metres of an abortion clinic. There are similar restrictions to prevent abortion doctors and staff from being harassed at their other offices or at home.Police have the power to arrest suspected violators at the scene and penalties for individuals run as high as a $10,000 fine or a year in jail or both.The NDP were joined in passing the bill by the Alberta party, Liberal David Swann, and Independent member Richard Starke.The lone dissenter was Independent Derek Fildebrandt, who said women and staff should not be harassed outside clinics, but said the bill goes too far in limiting free speech.The United Conservative caucus again refused to participate in the debate and walked out en masse twice during votes.UCP Leader Jason Kenney is against abortion and said his caucus would not debate or vote on the bill, calling it nothing more than divisive political gamesmanship by Premier Rachel Notley's government.His caucus walked of the house a total of 14 times when the bill came up in the house over the last two months, and only one member, Angela Pitt, spoke to it in debate.Politicians on all sides criticized the UCP for failing to engage."I find it offensive that the UCP opposition has chosen to boycott any debate on this piece of legislation and has opted instead to abandon the legislative duty that they were elected to do and not vote time, and time, and time, and time again. Truly shameful," said Tourism Minister Ricardo Miranda.Alberta party member Karen McPherson said she was disappointed by the UCP walkout."We are very fortunate to represent the people of Alberta in this chamber, to participate in democracy in a way that so many people throughout the world do not enjoy. High school can be a rough time for any student thanks to bullying and cliques.For students who identify as part of the LGBTQ community, those difficulties can be amplified tenfold — a fact that also emphasizes the needs for a safe space for those students."For some kids, they're still not out to family, they're still not out to everybody in the school community," said Denee Repski, a teacher at Campbell Collegiate and one of the organizers behind Thursday's Queer Prom.The prom is being billed as a celebration of the end of the school year."But to be able to come to the space and know that everyone there is open-minded, everyone there supports you, is incredible."Though the prom is taking place in Regina, student and organizer Gabrielle Anderson said it is open to out-of-province students if they can and wish to attend.Tickets are required but are available at the door, Repski said."We're all really close friends there and it's a safe space where we all understand," Anderson said."We may not be going through the same struggles but we all understand each other differently than everybody else would."Things start up around 6 p.m. CST at the school's auditorium.

She said she wasn't able to react, saying: "I was a limp noodle."Constand says she felt "ashamed" and didn't immediately tell anyone about the assault because she thought "no one would believe Cosby would do such a thing."Cosby is confined to his home awaiting sentencing Sept. 24.
