Israeli paratroopers trained alongside their American counterparts in the US-led Swift Response exercise in Europe this month, practicing how to take over an airfield with a jump into Polish territory, an officer who took part in drill said Wednesday.Last Monday, a company of 40 soldiers and officers from the Paratroopers Brigade’s reconnaissance battalion traveled to Europe to take part in the exercise, which was organized by the US European Command (EUCOM). Earlier reports that said they had taken part in NATO’s Saber Strike exercise, which was taking place at the same time, were incorrect.The annual Swift Response exercise was held this year in Germany, Poland, Lithuania and Latvia, with participants from across Europe, including the United Kingdom, Spain, Italy, Poland and Portugal.“It was the first time that Israeli paratroopers took part in an exercise on this scale,” said Maj. (res.) Ido Sharir, an operations officer from the IDF Paratroopers Brigade.Officers from the brigade said the location and timing of the exercise carried special importance for the Israeli paratroopers, coming just over 70 years after the end of World War II and the Holocaust.“This was a great privilege and honor for us, both the cooperation [with the US] and the symbolic event,” said Maj. Amir Puri, the commanding officer of the Israeli paratroopers.Puri noted that it had been 74 years since Jewish paratroopers from pre-Israel Palestine, including, famously, Hannah Szenes, jumped into Europe on behalf of the British Army to help rescue Hungarian Jews from the Nazis.“This was a symbol of the power of the State of Israel,” Puri said in a Hebrew video released by the military.Maj. Bulldozers raze Netiv Ha’avot outpost after settlers clear out-Few on site for court-ordered demolition, a day after police evacuate homeowners and thousands of protesters-By Jacob Magid-TOI-JUN 13,18

Bulldozers leveled 15 homes in the Netiv Ha’avot outpost Wednesday morning, completing a High Court of Justice decision which found that they had been built illegally on land not belonging to the state.Few spectators were present to watch the demolition after security forces cleared the homes of their respective families, along with roughly 1,000 Israeli youth who converged on the Elazar settlement neighborhood Tuesday to support the residents and protest the razing.The 15 families had already moved into a temporary neighborhood of modular homes built for them by the government on an adjacent hilltop known as “Plot 91.”Tuesday’s evacuation was completed largely without incident. The first 13 homes were cleared quickly with demonstrators leaving under their own power.In the final two homes, the residents had reached a prior agreement with the IDF, in which “passive resistance” would be permitted by protesters. The homes were split for the most part by gender.The house full of over 100 teenage girls was cleared first, with a number of the young women kicking and screaming at the four troops assigned to carry each one by their limbs. However, the extent of opposition was limited and the home was vacated in roughly an hour.In the final home, hundreds of teenage boys barricaded themselves inside, on the roof, the porch, and in the entryway. To prevent police entry, they used wire fencing, planks of wood and boulders.It took about seven hours to clear the home with nearly every occupant refusing to leave the premises willingly.Police reported having stones, bottles of paint and other objects hurled at officers by teens on the roof of the last home to be evacuated.Officers faced a considerable amount of verbal abuse from the young demonstrators who lambasted them for “taking part in the eviction of Jews” and for “conspiring with the enemy.”Nine cops were injured during the eviction, six of whom required medical attention. Most were released from medical care, but one required additional treatment.Three people were arrested for their conduct during the clearing of the final home — an adult male for assaulting a police officer and two minors for hurling objects at cops from the roof.The adult and one minor were conditionally released Wednesday morning following interrogations. The other minor was being brought before the Jerusalem Magistrate’s Court for a hearing on the charges against him.Two additional minors were arrested in the morning of the evacuation for assaulting Border Police officers as demonstrators were still arriving at the West Bank outpost, but they were released shortly thereafter.In total, 2,300 police officers and Border Police took part in the eviction operation, during which more than 500 youths were forcibly removed from the site and put on 15 buses that shipped them to various cities throughout the country.Police said that the families living in the outpost as well as hundreds of their supporters left the site of their own accord.Lawmakers from the religious pro-settler Jewish Home party were at the outpost during the evacuation to express their support for the protesters.Tuesday’s eviction came 21 months after the High Court of Justice first ruled that 17 buildings in the neighborhood had been constructed on land not belonging to the state, and ordered that they be demolished by March 8, 2018.Two of the structures, a small wood shop and a monument for two IDF soldiers killed fighting in Lebanon, were demolished last year.The remaining 15 residential homes were slated to be razed in March, but the High Court granted a three-month delay to arrange temporary housing for the evicted residents.In February, the cabinet approved a proposal to begin the process of legalizing the rest of Netiv Ha’avot. The remainder of the outpost includes an additional 20 homes that were also built illegally, but were constructed on parcels declared by Israel to be “state land,” and do not stand on private Palestinian property. The residents plan to use the government’s authorization of an official building plan to advance the construction of 350 more homes in the neighborhood.A group of seven Palestinians have claimed ownership of the land on which much of Netiv Ha’avot was established in 2001, insisting that they were expelled by Israeli settlers. After an extended legal process, the court ruled in their favor, leading it to order the razing.Another hearing on the issue is expected in the coming months. A victory for the Palestinian landowners would prevent Netiv Ha’avot residents from moving forward with plans to legalize and expand the remainder of the neighborhood, which the petitioners claim was built on their property as well.

Minor explosion at Hawaii volcano spews more ash into the air-[Reuters]-YAHOONEWS-June 13, 2018

(Reuters) - A small explosion at the summit of Hawaii's Kilauea Volcano shot more ash high into the atmosphere, putting communities in the southern part of the Big Island at risk, the U.S. Geological Survey (USGS) said.The volcano, which has been erupting since early May, has sent occasional columns of ash and volcanic gas into the atmosphere at between 10,000 (3,050 meters) and 30,000 feet (9,145 meters) above sea level, it said.On Sunday, another explosion spewed ash from the volcano, creating a driving hazard for roads on parts of the Big Island.One of the fissures in the volcano shot rock 160 feet (49 meters) up on Tuesday, slightly lower than the 180 feet (55 meters) it reached from Saturday night into Sunday, the USGS said."The summit itself is fairly stable, with continued seismic activity and a high likelihood of additional small explosions," said Richard Rapoza, a spokesman for the Hawaii Emergency Management Agency, in an email on Tuesday. MEXICO CITY (AP) — Hurricane Bud made a brief run as a powerful Category 4 storm off Mexico's Pacific coast, but quickly weakened into a tropical storm by Wednesday morning, easing — but not completely ending — the threat to resorts in its path at the southern tip of the Baja California peninsula.The U.S. National Hurricane Center said Bud's maximum sustained winds had lessened to 65 mph (100 kph), down from 130 mph (210 kph) the day before. It was projected to weaken further, but it was still expected to be at tropical storm force when it reaches the Baja peninsula late Thursday.A tropical storm warning was issued for a stretch of coastline from Santa Fe to La Paz that includes the twin resort cities of Los Cabos.Bud was centered about 250 miles (405 kilometers) south-southeast of Cabo San Lucas at the peninsula's southern tip and was moving north-northwest at about 3 mph (6 kph).The forecast path would carry it near Cabo San Lucas and San Jose del Cabo, which are popular destinations for international and domestic travelers with millions of visitors each year.The center said the hurricane could cause dangerous surf along Mexico's nearby coasts for the next several days. (Reuters) - Prime conditions for wildfires prevailed again on Wednesday in the western United States, where firefighters are battling to gain control over several large blazes that have forced the evacuation of more than 4,400 homes.The largest and most threatening blaze, the 416 Fire, has scorched nearly 26,000 acres (10,522 hectares) of drought-parched grass, brush and timber at the edge of the San Juan National Forest near the southwestern Colorado town of Durango.Wind gusts up to 25 miles per hour (40 kph), temperatures in the mid 80s (about 30 Celsius) and humidity of less than 15 percent are expected later on Wednesday, the National Weather Service said.Fire crews by Wednesday morning had contained 15 percent of the fire, fire officials said.Some 2,150 homes there remained under evacuation orders and residents of another 500 homes were advised they might have to flee at short notice, La Plata County officials said.The 416 Fire and a separate blaze burning nearby, the Burro Fire, also prompted state parks officials to close several wildlife areas to the public. The City of Fredericton is warning residents to prepare for a catastrophic loss of tens of thousands of trees.With the emerald ash borer on its way, ash trees in the capital are doomed, city forester Mike Glynn told the public safety and environment committee on Tuesday afternoon.The question the city is trying to answer is: should the trees be cut down now or after the beetle is already and obviously destroying them? - Emerald ash borer to drill $105M hole in Winnipeg's budget over 10 years -The beetle was found in Edmundston last month, and Flynn said it's only a matter of time before it shows up in Fredericton, if it's not here already. "At this point, from a proactive perspective, there's nothing we can do," he said. "It's a waiting game at this point."Removal is pretty much the only option, unfortunately."Fredericton has about 10,000 ash trees in Odell Park alone and about 2,400 along city streets. The numbers don't include ash trees in other city-owned parks or on private property.The impact in Odell Park will be most noticeable along the park's northeast side, where ash trees make up about 20 per cent of the canopy in some areas, according to Don Murray, the city manager of parks and trees.He said the city stopped planting ash in 2005, when it learned the ash borer would make its way to New Brunswick eventually and would one day destroy every ash tree in North America.The invasive species showed up in Canada in 2002 in Windsor, Ont. Tree liability-Flynn said that once the trees are infected, they have to be taken down. Otherwise they become a danger to people around them. "The risk is from the standing dead trees," he said. "Eventually, they'll start dropping branches, and then it becomes a huge liability factor for the general public."If those trees aren't removed and if they are left standing and dead, then you have to limit the access around those dead trees."Other municipalities have had to close down parks to keep people safe, he said. Coun. John MacDermid, the chair of the public safety and environment committee, said the city wouldn't want to close Odell Park, so it would be better to deal with the insect in a more proactive way."One approach might be that we start aggressively eliminating our ash trees, especially the larger ones," MacDermid said."We can start rebuilding that forest canopy, so we're not replanting trees in 10 years, when the tree is a danger to come down."Costly to eliminate--Murray said cutting down the city's ash trees will cost $1,000 a tree. Council just has to decide whether it wants to start cutting now or follow the beetle's timetable."This is a huge, serious problem that is going to cost us a lot of money over the course of the next 10 years to deal with, and the sooner we address it, the better," MacDermid said."We can't run away from it. We can't avoid it. The key decision is, how aggressively do we approach it."MacDermid said taking care of the street trees alone will cost around $3 million. He said the city will be able to find that money in the budget."The details will be better known in the fall when we get down into budget season, but I have pretty good confidence in our finance staff that hopefully they're going to be able to find some wiggle room to work it," he said.Council will come up with a plan over the next couple of months, but the beetle could already be in Fredericton. Pot legalization battle brewing as government rejects key Senate change-[CBC]-YAHOONEWS-June 13, 2018

The federal government is rejecting several Senate changes to its cannabis legalization bill, setting the stage for a possible showdown between the Senate and the House of Commons.The Senate has proposed 46 amendments to The Cannabis Act, and while the government is accepting some of them, it is passing on several major ones.According to the House's order paper, the changes the government plans to reject include: - Affirming the provinces' right to ban home cultivation of marijuana. - Banning branded promotional items such as T-shirts and hats that display logos of marijuana producers. - Establishing a public registry of all cannabis companies' directors, officers, controlling parent corporations or trusts, and their directors, members and shareholders.The House still has to debate and vote on the plan in the coming days. Then C-45 will return to the Senate, where senators will have to decide whether to give up their fight to make these changes.While precedent suggests the Senate will go along with what the elected House of Commons decides, some senators have suggested they might not be prepared to back down this time.Home cultivation a hot topic-Quebec, Manitoba and Nunavut all want to forbid their citizens from growing recreational marijuana at home, even once cannabis is legalized federally. The Senate has suggested that the federal government affirm the provinces' right to do so in the Cannabis Act.In its response rejecting the home cultivation amendment, the government says it "respectfully disagrees" because provinces and territories already have the power to restrict personal cultivation. It said "it is critically important to permit personal cultivation in order to support the government's objective of displacing the illegal market.""One of the strong recommendations by experts was that we ensure personal cultivation of four plants at home," said Prime Minister Justin Trudeau Wednesday morning."We understand there are questions and concerns about this, and we understand also that it will be important to study the impacts of what we're doing and whether there can be changes made in three years, but we need to move forward on better protecting our communities."Beer and wine at home-Health Minister Ginette Petitpas Taylor pointed to other controlled substances that can be made or grown at home."Canadians are allowed to make beer at home or wine, and some can even grow tobacco," she said."It is already possible for Canadians to grow cannabis for medical purposes, and we absolutely believe that the legislation should be consistent when it comes to recreational cannabis."The whole issue revolves around the prospect of future court challenges. The home cultivation amendment is a particular source of concern for several senators. Some feel it's important to respect the provinces' will on the issue, while others say there are too many uncertainties around the impact of home cultivation.If the Senate digs in its heels, it could further delay the Liberal government's plans for legalization. Federal officials have said that after the bill gets through Parliament and receives royal assent, there will still be a period of eight to 12 weeks to give provinces time to prepare for the actual sale of recreational marijuana.It's up to Prime Minister Justin Trudeau and his cabinet to choose the precise date that legalization would kick in.

"There are international treaties, we have signatures with the Western Climate Initiative, that are important," she said."Quebec has always been a leader when it comes to fighting climate change. We would like to continue to do so...with Ontario by our side in this carbon market," she said.States such as Oregon and Vermont, as well as jurisdictions such as Mexico, are currently interested in the carbon market, she said, adding that cap and trade is expected to raise billions for green energy projects in Quebec over time.Ford has consistently opposed carbon pricing and has come under fire for failing to explain how he would make up for the lost revenue.If Ford gets rid of cap and trade, the federal measures will kick in, said University of Calgary economics professor Trevor Tombe.Those include a carbon tax that affects people's heating bills and what they pay at the gas pumps, and a separate one for large emitters who are essentially the same entities covered by Ontario's cap-and-trade system, he said.Firms that hold compliance permits in Ontario under the cap-and-trade system would be able to use them under the federal system, he said."In terms of timing, there's more gradual ways of doing it that might be less of an administrative burden and that is to time the transition for when the current batch of permits expires," which would be after 2020, he said.Ford could, however, take a middle-ground approach and simply eliminate the portion of cap and trade that applies to fuel distributors, which would lower the price of gasoline — a key commitment the Tory leader made during his campaign, Tombe said."I would go that halfway route, I would carve out fuel distributors — that would be incredibly easy to do and could be done instantly — but I would keep the cap and trade for all other large emitters," Tombe said. That would allow Ford to show he is taking action on climate change."That would make it very easy for the feds to snap in their backstop because they wouldn't need to apply the large-emitter system in Ontario," he said.Meanwhile, an economic paper issued Wednesday by the Montreal Economic Institute, a non-profit think-tank, says the cap-and-trade system won't help reduce greenhouse gas emissions unless the price of carbon increases dramatically.Carbon currently costs roughly $20 per tonne, with the price expected to rise to $30 to $100 per tonne by 2030, but even that won't be enough to bring down emissions, the organization says, predicting that people will simply pay more and continue to produce as much gas.A significant increase in cost may succeed in discouraging emissions, the paper suggests, but would likely lead business to uproot for jurisdictions with more lenient rules.In order to cut greenhouse gas emissions, governments must take a global approach, said Mark Milke, a policy analyst and the paper's co-author."You have to look around the world and say, 'OK how can we, in conjunction with other jurisdictions, get (emissions) down,' which would mandate a rethink of current policy," he said. BEIRUT (Reuters) - Iran will begin uranium enrichment at its Fordow plant and will install new nuclear equipment at its Natanz facility if it withdraws from a nuclear deal with major powers, said the spokesman for the Atomic Energy Organisation of Iran (AEOI).The fate of the 2015 nuclear deal is unclear after the United States withdrew from it. The other signatory nations - Russia, China, Germany, Britain and France - are trying to salvage the accord, which imposed curbs on Iran's nuclear program in return for a lifting of some economic sanctions.Iran has two vast enrichment sites, at Natanz and Fordow. Much of Natanz is deep underground and Fordow is buried inside a mountain, which is widely believed to protect them from aerial bombardment.AEOI spokesman Behrouz Kamalvandi said in an interview published on Wednesday that new work would begin on the nuclear program on the orders of Supreme Leader Ayatollah Ali Khamenei.
