Egypt changes defense, interior ministers in cabinet overhaul-Abdel-Fattah el-Sissi shuffles officials as he pledges to combat Islamic State affiliate group in Sinai-By AFP-TOI-JUN 14,18

CAIRO, Egypt — Egyptian President Abdel-Fattah el-Sissi replaced the interior and defense ministers in a major reshuffle Thursday, with security forces battling an Islamist insurgency at the start of his second term.Sissi swept to another four years in office against a token challenger at elections in March, pledging to tackle the raft of security and economic challenges facing the country.Egyptian forces have since February been waging a sweeping operation against the local affiliate of the Islamic State group in the restive North Sinai province. The new cabinet under freshly appointed Prime Minister Mostafa Madbouli, who previously served as housing minister, was sworn in live on state TV.General Mohamed Ahmed Zaki Mohamed, who led the republican guard since August 2012, became the new defense minister in place of Sedki Sobhi.Sobhi had held the post since taking over from Sissi when he ran for the top office in 2014, a year after spearheading the ouster of president Mohamed Morsi during mass protests. The position of interior minister was filled by General Mahmoud Tawfiq, who had led the national security apparatus since October 2017, replacing Magdi Abdel Ghaffar. The new cabinet represented a major overhaul, with fresh faces appointed to ten other ministerial positions, including the key finance portfolio.Other changes included the ministers overseeing aviation, health, communications, environment, commerce and agriculture. The former cabinet, led by premier Sherif Ismail, resigned June 5, days after Sissi was inaugurated for a second term.Sissi has long promised to wipe out the Islamist insurgency in Sinai as a spate of deadly attacks have hit the country.Officials say more than 200 jihadists and at least 35 soldiers have been killed since the military launched the “Sinai 2018” operation.Sissi, who has been accused of stamping out dissent in the country, was re-elected in March for his second term with 97 percent of the vote.He faced only one little-known challenger after more serious opponents were either detained or sidelined.

Hamas threatens to launch 5,000 fire kites, balloons Friday-Terror group prepares for fresh protests on Gaza border, warns Israeli communities will 'live under a siege of kites'-By Michael Bachner and Judah Ari Gross-TOI-JUN 14,18

Hamas on Thursday threatened to send 5,000 fire kites and balloons deep into Israeli territory on Friday, when the Gaza border will see another of the weekly “March of Return” mass protests, Palestinian and Israeli media reported. The Palestinian terror group, the de facto ruler in the Strip, said at a press conference that the incendiary devices will be launched from various locations in Gaza during the protest, which will also mark the first day of the Eid al-Fitr Muslim holiday.Hamas’s “kite unit” said that if Jerusalem “doesn’t make use of the opportunity we are giving it” to end the Gaza siege, Israeli communities near the enclave would “live under a siege of kites,” which it claimed would reach a range of 40 kilometers inside Israel. The comment seemed to be a reference to reported indirect talks between Israel and Hamas for a long-term ceasefire in exchange for an end to the blockade on Gaza, which Israel maintains to keep Hamas and other terror groups in the Strip from building up military capabilities.Since March 30, Palestinians in the Gaza Strip have launched hundreds of kites and helium balloons bearing flammable materials, and occasionally explosives, into Israeli territory, sparking near-daily fires. The use of 5,000 balloons and kites simultaneously would prove a major challenge for the army, which has struggled to find a solution to neutralize the threat. Aside from drones used to fishhook the devices out of the sky, the army has also begun firing warning shots at Gazans when it sees them about to launch kites and balloons. Also Thursday, the IDF said it fired a warning shot at a group of Palestinians who were preparing to launch an incendiary helium balloon toward Israel. This was the second time in less than 24 hours that Israel shot at Gazans as they attempted to start fires in Israeli territory with airborne arson devices. There were no reports of injuries in either of the Israeli strikes.According to the Hamas-affiliated Shehab news agency, the Israeli warning missile was fired by a drone at the would-be balloon launchers, who were operating east of Bureij in the central Gaza Strip, near the security fence.video footage posted to social media showed the Israeli strike from the ground. A loud explosion can be heard as the missile hits a concrete structure in the area, and a cloud of dust and smoke can then be seen. After the warning shot was fired, a number of what appear to be gunshots could be heard, apparently from Palestinian shooting at the drone.A short time later, a balloon from the Gaza Strip landed on a fence on the town of Sderot’s Sapir College campus, forcing authorities to temporarily close down the area, a spokesperson for the regional council said.A police sapper determined that the balloon had a simple pouch of burning material attached to it and not an explosive device, a local government official said. The area around the fence was then reopened. This method of firing warning shots from drones appeared to be a new tactic that the military was looking to adopt in order to counter the threat posed by these kites and balloons, which have have burned thousands of acres of farmland, forests and nature reserves in the regions around the Gaza Strip, according to Israeli officials. The military has sought to counter these kites and balloons with teams of soldiers operating drones. Israeli officials have deemed the drone program a success, but it has not provided a perfect solution. The Tax Authority estimated that the damage so far will cost upwards of NIS 5 million ($1.4 million).Prime Minister Benjamin Netanyahu has proposed withholding tax revenue from the Palestinian Authority to pay for the damage, though critics are skeptical of the plan as the kites and balloons are being launched from Gaza, where the PA has limited control.Times of Israel staff contributed to this report.

IDF fires warning shot at Gazans preparing ‘fire balloons’, launches airstrike-Palestinians say missile launched by Israeli drone caused no injuries, in second such incident in less than a day-By Judah Ari Gross    -TOI-JUN 14,18

The Israeli military fired a warning shot at a group of Palestinians who were preparing to launch an incendiary helium balloon toward Israel from the central Gaza Strip on Thursday afternoon, followed by another airstrike on “infrastructure” to prepare the arson devices.“A short while ago, an aircraft fired a warning shot at a cell that was preparing to launch incendiary balloons in order to drive them away,” the military said in a statement.A short while later, the Israel Defense Forces said it carried out an airstrike in the same area. The army identified the target as “infrastructure,” but would not elaborate.According to media reports, the “infrastructure” was an outdoor facility that was being used by the cell to inflate the balloons and make the incendiary devices. We view the use of incendiary balloons and kites very seriously and will continue to act to prevent their use,” the army said in a statement. This was the second time in less than 24 hours that Israel shot at Gazans as they attempted to start fires in Israeli territory with airborne arson devices. There were no reports of injuries in either of the Israeli strikes.Hamas’s “kite unit” on Thursday threatened to send 5,000 kites and balloons into Israel on Friday for the first day of the Eid al-Fitr holiday, the Hamas-affiliated Shehab news agency reported.According to the outlet, the Israeli warning missile was fired by a drone at the would-be balloon launchers, who were operating east of Bureij in the central Gaza Strip, near the security fence.A video footage posted to social media showed the Israeli strike from the ground. A loud explosion can be heard as the missile hits a concrete structure in the area, and a cloud of dust and smoke can then be seen. After the warning shot is fired, a number of what appear to be gunshots could be heard, apparently from Palestinian shooting at the drone.Palestinian media also reported that a fire broke out nearby in Bureij, apparently sparked by one of the incendiary balloons that the Palestinian men were preparing to send into Israel.Since March 30, Palestinians in the Gaza Strip have launched hundreds of kites and helium balloons bearing flammable materials, and occasionally explosives, into Israeli territory, sparking near-daily fires. An Israeli aircraft also fired at a group of Palestinians in the central Gaza Strip who were preparing to send a incendiary kite into Israeli territory late Wednesday night. On Saturday, an Israeli aircraft for the first time attacked a group of three Gazans preparing a store of balloons that Palestinians have been using to send incendiary devices over the border during Gaza protests, the army said.No injuries were reported in the strike near the northern Gaza town of Beit Hanoun. The IDF said the aircraft fired “a warning shot.”This method of firing warning shots from drones appeared to be a new tactic that the military was looking to adopt in order to counter the threat posed by these kites and balloons, which have have burned thousands of acres of farmland, forests and nature reserves in the regions around the Gaza Strip, according to Israeli officials. The military has sought to counter these kites and balloons with teams of soldiers operating drones. Israeli officials have deemed the drone program a success, but it has not provided a perfect solution.Israeli officials have been split on how to treat the Palestinians who launch these balloons and kites.Public Security Minister Gilad Erdan has called on the military to shoot on sight anyone flying these so-called “terror kites.”However, a senior officer in the army’s Southern Command last week said that while the military considers these arson attacks to be serious, they represent “a different kind of danger.”The Tax Authority estimated that the damage will cost upwards of NIS 5 million ($1.4 million).Prime Minister Benjamin Netanyahu has proposed withholding tax revenue from the Palestinian Authority to pay for the damage, though critics are skeptical of the plan as the kites and balloons are being launched from Gaza, where the PA has limited control.Times of Israel staff contributed to this report.

IDF general warns foreign officials Iran setting up bases in Syria-Kan broadcaster airs leaked footage of Military Intelligence chief telling visiting security ministers that Tehran's looking not to support Assad, but to attack Israel-By Judah Ari Gross-TOI-JUN 14,18

The head of Military Intelligence revealed a map of suspected Iranian bases in Syria to a group of foreign security officials on Wednesday, noting they were not located near the sites of battles between the Syrian regime and rebel groups, according to a video of the speech leaked to Israeli TV news.Maj. Gen. Tamir Hyman told the visiting homeland security ministers that the purpose of these Iranian bases was to establish a foothold in Syria in order to threaten the State of Israel, not to assist Syrian dictator Bashar Assad.“You probably think it’s because they are trying to help the Assad regime fight extremists, fight terror. Well, get ready for a surprise: In all these places on the map there has been no fighting going on for half a month,” Hyman said, according to the recording broadcast on Wednesday night by Israel’s Kan news. The general made his remarks at a homeland security conference held in Jerusalem this week, hosted by Public Security Minister Gilad Erdan. The footage, apparently filmed surreptitiously by a participant, was not of high enough quality to make out the exact locations of the Iranian bases, but showed them spread throughout the country.Hyman, who took over as Military Intelligence chief in March, noted that at this stage, Assad’s victory in the devastating Syrian civil war is all but guaranteed, yet his allies, the Iranians, do not appear to be preparing to leave the area.“There is no real threat to Assad, so why do they stay there?” the general said, speaking in English.“If they had wanted to assist the regime,” Hyman added, Assad could now tell them “thanks and goodbye.”Instead, the Syrian dictator has said that Iran’s presence in the country is nonnegotiable, as Russia and the United States attempt to broker a settlement or ceasefire for the Syrian civil war, in which approximately half a million people have been killed and nearly a million displaced. The relationship between Syria and Iran “will not be part of any settlement” and is “not in the international bazaar,” Assad told Iran’s Al Alam TV on Wednesday night. The dictator repeated a claim oft-heard from Syrian and Iranian officials that Tehran does not maintain military bases in Syria. This is routinely dismissed as nonsense by Israeli, Arab and Western defense officials.According to Hyman, Iran’s focus is establishing a military network with which it can threaten to attack Israel.“[The Iranians] are trying to increase their effort of creating the ability and capability to launch rockets and to establish cells of terror that can enter Israel and harm the villages on the Golan Heights,” the general said.“Nobody noticed the regional expansion that Iran did [in the Middle East]. Iran exploited that situation while everyone else in the world was focused on something else and expanded its network of terror,” he said.Hyman also referred to Israel’s clash with Iran in Syria on May 10, in which Israel says that Iranian forces launched 32 rockets at Israel’s forward defensive line along the border with Syria on the Golan Heights.According to Israel, four of the incoming rockets were shot down; the rest fell short of Israeli territory. In response, over the next two hours Israeli jets fired dozens of missiles at Iranian targets in Syria and destroyed a number of Syrian air defense systems. It was the most serious military confrontation between the two bitter enemies to date.Hyman called Iran’s attack “a total failure, operationally,” but said that Tehran nevertheless saw it as a “huge success” as it was able to launch the rockets and force Israel to open bomb shelters in the north.Last month, Hyman accompanied Defense Minister Avigdor Liberman on a working visit to Russia in order to meet with their Russian counterparts as part of Israel’s ongoing diplomatic efforts to secure an Iranian withdrawal from Syria.According to reports, Moscow is prepared to force Iran to pull its forces from the area closest to the border. Israel has rebuffed the offer, calling for Iran to pull out of Syria entirely.“It doesn’t matter if it’s 40 kilometers or 80 kilometers. If they’re setting up missile systems in Homs, Hama or in Deir Ezzor, they will have enough range to hit Israeli territory,” Liberman said at a conference last week.Last Friday, the Wall Street Journal reported that Iranian-backed forces stationed on the Golan border, including from the Hezbollah terror group, had also begun posing as Syrian military units, in a ploy to try to stave off pressure from Israel.Earlier this week, the Reuters news agency reported that the Syrian military had recently deployed additional air defenses near the border with Israel, apparently as a result of the ongoing tensions over Iran’s presence in Syria. The deployment was announced days after the Israel Defense Forces launched a surprise exercise on the Israeli Golan Heights. The IDF said the exercise was not tied to current events but was “planned in advance as part of the 2018 training schedule.”According to the Reuters report, the air defense reinforcement included the deployment of a Russian-made Pantsir S-1 system, also known as a SA-22, which the commander said was meant to “renew the air defense system against Israel in the first degree.”The Israeli Air Force destroyed a SA-22 air defense system during its air raids on May 10, the army said at the time.Israel’s long-running, but relatively quiet, campaign against Iran and its proxies, notably the Lebanon-base Hezbollah terrorist group, came to light and stepped up considerably in February, after an Iranian drone carrying explosives briefly entered Israeli airspace before it was shot down and, simultaneously, Israel launched a counterattack on the T-4 air base in central Syria from which the drone had been piloted. In April, Israel attacked the T-4 air base again after Iran brought in an advanced anti-aircraft system. The Israeli strike killed at least seven members of Iran’s Islamic Revolutionary Guard Corps.Since the April attack, Iranian officials have regularly threatened Israel with promises of eventual retribution.

Prince William may visit Western Wall during trip to region-Duke of Cambridge 'looking into possibility' of visiting Jewish holy site, according to site's Shmuel Rabinovitch; Israeli official confirms it is on tentative itinerary-By Raphael Ahren-TOI-JUN 14,18

Britain’s Prince William may visit the Western Wall during his upcoming visit to Israel, two people with knowledge of the planning of the trip said Thursday.UK authorities are looking into the possibility of a royal visit to the Jewish holy site, Rabbi Shmuel Rabinovitch, the official rabbi of the site, told Israeli reporters, though he declined to say whether the visit had been confirmed. An official in Jerusalem confirmed to The Times of Israel that a visit to the Western Wall is part of prince Williams’s tentative itinerary. On Monday, Kensington Palace announced the Duke of Cambridge’s itinerary during his weeklong trip to Jordan, Israel and the Palestinian territories later this month. It does not include a stopover at the Western Wall, but hints that he may consider visiting the holy site.On June 28, Prince William — the second-in-line to the throne — will receive a “short briefing on the history and geography of Jerusalem’s Old City from a viewing point at the Mount of Olives,” according to Kensington Palace.“From here His Royal Highness will travel a short distance to the Church of St Mary Magdalene where he will pay his respects at the tomb of his great-grandmother, Princess Alice.”The statement then states that the program for the remainder of the day “will be announced at a later date, but will allow His Royal Highness to understand and pay respect to the religions and history of the region.”A spokesperson for the British embassy in Tel Aviv said she cannot comment on the prince’s program “beyond what has already been announced.”The royal itinerary had raised some eyebrows in Israel, as it implies that the palace considers Jerusalem’s Old City as located in the “Occupied Palestinian Territories.”Much of the international community does not recognize Israel’s 1980 annexation of East Jerusalem, where the Old City is located. If William does visit the Western Wall, it would likely be advertised as a “private visit,” as other dignitaries have done recently. A private visit would not necessitate William to be accompanied by an official representative from the host country, thus allowing him to avoid the prickly issue of recognizing a sovereign over the site. US President Donald Trump’s visit to the Western Wall and Church of the Holy Sepulchre last year was officially listed as a private visit, as was a visit to the Western Wall by Austrian Chancellor Sebastian Kurz this week.“I am not running after international recognition,” Rabinovitch, the rabbi in charge of visiting foreign dignitaries at the Western Wall, said. “To me, it’s more important that Jewish children come to this place and connect with their heritage,” he added, recalling recently hosting a Jewish boy from Britain who had never been to Israel but appeared genuinely inspired by his visit to the wall.“I respect the prince, but this Jewish boy is more important to me,” Rabinovitch said.Rabinovitch, who chairs the Western Wall Heritage Foundation, also said that he recently hosted the foreign minister of Togo, Robert Dussey, who told him that, while Togo currently has no embassy in Israel, if and when it opens one it will strongly consider placing it in Jerusalem.“He looked, prayed, and then took me aside and said, ‘Look, I used to be a monk. I feel I have a mission to do for the Jews,’” Rabinovitch said. The rabbi was addressing Israeli reporters on a particularly busy day, on which 300 boys celebrated their bar mitzah at the Western Wall. He also hosted US Homeland Security Secretary Kirstjen M. Nielsen, who told him how honored and moved she was to visit the Jewish holy site.“May God bless us all. May we always remember your name. May we also act with love and in your guidance,” she wrote in the guestbook after her visit. “Dear Lord thank you for all that you are and all that you have given your children. May we be forever thankful.”After Donald Trump’s historic May 22, 2017, visit to the Western Wall — he was the first sitting US president to visit the site — the number of US administration officials going there during Israel trips has significantly increased, Rabinovitch said.Last year, some 11.5 million people visited the Western Wall, an all-time record, according to Rabinovitch, who has held his current position for more than 20 years.

France’s National Front founder Le Pen hospitalized during hate speech trial-89-year-old was due to face verdict in case over comments that conflated homosexuality and pedophilia and suggested that gay couples should not be in the public eye-By AFP-TOI-JUN 14,18

PARIS, France — Far-right figurehead Jean-Marie Le Pen has been taken to hospital suffering from “general fatigue,” his lawyer said Wednesday. The increasingly frail 89-year-old was set to face a verdict on Wednesday in a hate-speech case over comments he made about homosexuals.Explaining his absence in court, his lawyer Frederic Joachim produced a hospital certificate saying he had been admitted “in an emergency, for an undetermined time.”Le Pen co-founded France’s National Front (FN) party in 1972 and built it up into a formidable national political force known for its virulently anti-immigration and anti-EU policies. His daughter Marine took over in 2011 and has since distanced herself from his controversial legacy which included a string of xenophobic and anti-Semitic comments that led to convictions. She kicked him out of the FN in 2015 and changed the name of the party — against his wishes — to National Rally at the beginning of the month.Jean-Marie was hospitalized for about a week in April because of flu and a “dangerous pulmonary complication,” his aide Lorrain de Saint Affrique told AFP.He also spent several days in hospital in April 2015 with a heart problem, linked by party sources to stress from the highly publicized political blow-up with his daughter.Le Pen’s latest hate speech case was adjourned in his absence until October 3.He is being prosecuted on charges of inciting hatred and violence after comments that conflated homosexuality and pedophilia and suggested that gay couples should keep out of the public eye. Those remarks in 2015-2016 fit his lifelong habit of causing offense, most notoriously when called the Nazi gas chambers a “detail” of history. He also infamously claimed that the Nazi occupation of the northern half of France was “not particularly inhumane” and that the Ebola epidemic that swept West Africa in 2014 could help “solve” Europe’s “immigration problem.”Despite his advancing years, Le Pen keeps up his regular media appearances and is still a lawmaker in the European parliament. But as well as the rebranding of his beloved National Front, he was hit last month by news that his favorite grand-daughter had decided to jettison the family name.Marion Marechal-Le Pen, a 28-year-old MP until June last year, has announced that she will now be known simply as Marion Marechal.“Marion perhaps thinks that it is too much weight to carry,” Le Pen lamented.

Netanyahu thanks Merkel for German approval of Israeli drone lease deal-PM hails continued strengthening of defense relations with Berlin-By TOI staff-JUN 14,18

Prime Minister Benjamin Netanyahu on Thursday thanked German Chancellor Angela Merkel for her part in the approval by Germany’s parliamentary budget committee on Wednesday of a military lease of Israeli-made Heron-TP drones in a deal worth an estimated €1 billion ($1.2 billion).“I want to personally thank Chancellor Merkel, with whom I spoke only ten days ago on the subject,” he said. “She told me she’d pass it on to parliament and she did.”He said, “It’s a huge deal with implications firstly for our defense industry and Israel’s economy, but also for the continued strengthening of defense relations between Germany and Israel. Germany helps Israel and Israel also helps Germany.”Netanyahu met with the German leader during a three-stop European tour earlier this month aimed at rallying support for the amendment of the international nuclear deal signed with Iran and getting Iranian forces out of neighboring Syria. He also visited with French President Emmanuel Macron and British Prime Minister Theresa May.The drone deal had faced opposition from the center-left Social Democrats, who are partners in the ruling coalition, because the surveillance drones can also be equipped with weapons. The overall package, which will see the drones leased through 2027, is made up of two contracts. The first, worth $600 million, is between the government-owned Israel Aerospace Industries, which manufactures the Heron, and Europe’s Airbus to manage “all aspects of the project, including operational support and maintenance,” IAI said in a statement. This nine-year agreement requires final approval from the German government, which is expected by the end of the year, IAI said. The second contract is with the Israeli government directly, specifically the Defense Ministry, to provide training, infrastructure, and logistics. The long-endurance drones will be based in Israel when they are not in use by Germany.Germany is reportedly leasing the Israeli drones until European-built models are ready for operation around 2025.Stuart Winer contributed to this report.

Palestinian fields destroyed in apparent hate crime near Netiv Ha’avot outpost-200 olive trees and grape vines found damaged in Bayt Sakarya less than a mile and a half from neighborhood where 15 illegal settler homes razed this week-By Jacob Magid-TOI-JUN 14,18

Some 200 olive trees and grapevines were found destroyed Thursday morning in a Palestinian village adjacent to the Netiv Ha’avot outpost where 15 homes were cleared earlier this week for their court-ordered demolition.Police said they were investigating the apparent hate crime in Beit Sakarya, where residents found the Hebrew phrase “Enough of the agricultural terror” spray-painted on a boulder at the scene — a reference to the tit-for-tat property attacks between Israelis and Palestinians in the West Bank in recent months.According to the Yesh Din rights group, this was the second such incident in Beit Sakarya over the past two weeks.Last week, crops were destroyed and Hebrew-language graffiti was daubed in a separate incident in the northern West Bank Palestinian village of Burin. There too, the phrase “Enough of the agricultural terror” was found spray-painted in Hebrew on one bale that was not set on fire.On Sunday, police released to house arrest a 17-year-old from Bnei Brak suspected of carrying out a number of these so-called “price tag” attacks against Palestinian villages. His release came nearly two weeks after his imprisonment, during which he was prevented from seeing an attorney.A second minor from the northern West Bank was also freed, though charges against him are believed to be less severe, given that he was permitted attorney visitation. The arrest of the minors came amid a wave of dozens of hate attacks against Palestinians in recent months, which have included the chopping down of dozens of olive trees, the torching of a mosque, stones thrown through car windows, the slashing of tires, and graffiti calling for the murder of Arabs.Settlers in the West Bank also suffered property damage in a number of recent incidents blamed on Palestinians. Last month, 150 grapevines belonging to the Jordan Valley settlement of Tomer were chopped down, and the cherry orchards at the settlement of Kfar Etzion were torched. Residents of both communities said Palestinians in neighboring villages were responsible for the damage. While the Thursday police statement made a point of mentioning that the apparent hate crime attack took place near Netiv Ha’avot, a spokeswoman declined to say whether authorities suspected that residents were involved in the incident. On Tuesday, police cleared 15 homes in the outpost that were found to have been built illegally on private Palestinian land.Bulldozers have been working over the past two days razing the homes, thus completing the High Court of Justice ruling handed down in September 2016.Tuesday’s evacuation was completed largely without incident. The first 14 homes were cleared with minimal resistance from demonstrators and the families themselves all agreed to leave on their own volition. In the final home, hundreds of youth barricaded themselves inside. Two were arrested for hurling objects at officers and another was detained for assaulting a cop. All three were conditionally released the next day after court appearances.Nine officers were injured while clearing the homes, but only one of them suffered injuries designated as moderate. The remaining eight did not require additional medical attention. The 15 families from Netiv Ha’avot moved into a temporary neighborhood of modular homes where they are expected to live for the next two or three years until the government completes legalizing the remainder of the outpost. At which point, they plan to return.

Police say 8 held after blast caused by bomb-making in East Jerusalem home-Man taken to hospital in serious condition after Wednesday evening explosion; more explosives found at scene-By TOI staff-JUN 14,18

Police said Thursday that the explosion the previous evening in the Shuafat refugee camp in East Jerusalem was probably caused by the detonation of an explosive device that was being assembled. In the aftermath of the blast on the fourth floor of the residential building., investigators found further explosives at the scene and arrested eight suspects.A man was seriously injured in the explosion, and was taken to hospital.Police, Border Police, sappers and crime scene investigators arrived on the scene to gather evidence and open an investigation, police said. The Israeli officers reportedly faced disturbances and had to use crowd-dispersal measures when they left the area. No further details were given.

U.S. weather forecaster sees neutral conditions through summer 2018-[Reuters]-YAHOONEWS-June 14, 2018

(Reuters) - Neutral conditions are likely through the Northern Hemisphere summer this year, a U.S. government weather forecaster said on Thursday, indicating that the extreme weather patterns known as El Niño or La Niña are less probable during this season. However, the chance of an El Niño pattern, associated with warmer and wetter weather than usual, increases to 50 percent during the fall and 65 percent during the winter of 2018-19, the National Weather Service's Climate Prediction Center (CPC) said in a monthly forecast."The forecaster consensus favors the onset of El Niño during the Northern Hemisphere fall, which would then continue through winter," the report said.Last month, the weather forecaster said the El Niño weather pattern could emerge by the winter of 2018-19.(Reporting by Arpan Varghese and Apeksha Nair in Bengaluru; Editing by Bernadette Baum)

Fierce gusts, bone-dry conditions challenge crews fighting U.S. wildfires-[Reuters]-YAHOONEWS-June 14, 2018

(Reuters) - Fierce wind gusts and brutally bone-dry conditions are expected on Thursday across a five-state region where firefighters are wrangling several unrelenting wildfires that have forced thousands of residents to flee their homes.Red flag warnings have been issued for parts of Nevada, Arizona, Utah, Colorado and Wyoming, where winds gusts could reach 40 miles (65 km) an hour and humidity drop to 5 percent throughout the day, the National Weather Service said.Weather conditions along with possible dry lightning from thunderstorms could contribute to "extreme fire behavior" on Thursday in southwest United States where more than two dozen wildfires are currently burning, the service warned. The largest and most threatening blaze, the 416 Fire, has scorched 27,400 acres (11,088 hectares) of drought-parched grass, brush and timber at the edge of the San Juan National Forest near the southwestern Colorado town of Durango.Crews had contained 15 percent of the blaze, fire officials said.Thursday's weather outlook have prompted fire officials to issue pre-evacuation orders for 163 residences and 2 businesses while some 1,400 homes remain under evacuation orders, La Plata County officials said. The City of Durango closed all open spaces and trails and prohibited smoking on public property and the fire setting anywhere in the city. The 416 Fire and a separate blaze burning nearby, the Burro Fire, also prompted state parks officials to close several wildlife areas to the public. The U.S. Forest Service has closed all 1.8 million acres of the San Juan National Forest to visitors.About 60 miles west of Denver, a blaze called the Buffalo Fire prompted the evacuation of nearly 1,400 homes after blackening 91 acres, officials in Summit County said. Its containment was listed at 20 percent by fire officials. No people have been injured or structures lost in the Colorado fires while nine homes were destroyed in a small wildfire in Utah.Firefighters were hoping for some relief from a promising shift in weather patterns forecast for Friday, some of it associated with Hurricane Bud, which on Wednesday was off the Pacific coast of Mexico. In southern Wyoming near the Colorado border, the Badger Creek Fire in Medicine Bow National Forest has grown to more than 7,000 acres, as evacuation orders were expanded to nearly 400 homes in Albany County, according to the Inciweb online U.S. fire information service. The Wyoming fire containment was listed as zero percent by fire officials.(Reporting by Brendan O'Brien in Milwaukee; Editing by Toby Chopra)

Russia vows consequences after Norway invites more U.S. Marines-[Reuters]-YAHOONEWS-June 14, 2018

OSLO (Reuters) - Russia vowed on Thursday to retaliate for a plan by Norway to more than double the number of U.S. Marines stationed there.Oslo announced on Tuesday that it would ask the United States, its NATO ally, to send 700 Marines to train in Norway from 2019, against 330 at present, and said the additional troops would be based closer to the Russian border."This makes Norway less predictable and could cause growing tensions, triggering an arms race and destabilizing the situation in northern Europe," the Russian Embassy said in a statement on its Facebook page."We see it as clearly unfriendly, and it will not remain free of consequence."Oslo has grown increasingly concerned about Russia since Moscow annexed of Crimea from Ukraine in 2014, while adding that it does not regard its much larger neighbor as a direct threat. The U.S. Marines were scheduled to leave at the end of this year after an initial contingent arrived in January 2017 to train for winter conditions. They are the first foreign troops to be stationed in Norway since World War Two.The initial decision to welcome the Marines had prompted Moscow to say it would worsen bilateral relations and escalate tensions on NATO's northern flank. On Wednesday, Russia's Northern Fleet launched a large naval exercise in the Arctic Barents Sea. Later this year, Norway will host its biggest NATO maneuver in decades.(Reporting by Camilla Knudsen and Terje Solsvik; Editing by Kevin Liffey)

Russian embassy holds first official party in Jerusalem-[AFP]-YAHOONEWS-June 14, 2018

Jerusalem (AFP) - The Russian embassy in Israel will host a reception for its national day in Jerusalem for the first time on Thursday, instead of Tel Aviv, a Russian official said.It comes in the wake of US President Donald Trump's transfer of the US embassy from Tel Aviv to Jerusalem in May, after he recognised the disputed city as capital of Israel. Before that decision the Russian government last year said it views "west Jerusalem as the capital of Israel".The same statement also recognised "east Jerusalem as the capital of the future Palestinian state".Dmitry Alushkin, a spokesman for the Russian embassy in Tel Aviv, said Thursday's event is consistent with his country's April 2017 remarks.Israeli Prime Minister Benjamin Netanyahu is scheduled to attend the reception at the Russian-owned Saint Sergius Mission, in western Jerusalem.Palestinians claim the eastern part of Jerusalem, annexed by Israel, as the capital of their future state. The Jewish state considers the entire city its own, "indivisible" capital. In December, Trump recognised Jerusalem as the Israeli capital, without making any distinction between the mainly Palestinian east and the predominantly Jewish west. His move broke with decades of international consensus that Jerusalem's status must be negotiated between Israel and the Palestinians, and drew near global condemnation.Particularly enraged were the Palestinians, who declared a diplomatic boycott of the United States. The Trump administration said that the move did not, however, prejudge the final status of the city, nor the borders of Israeli sovereignty.

Tories threaten all-nighter over true cost to Canadians of Liberal carbon price-[The Canadian Press]-YAHOONEWS-June 14, 2018

OTTAWA — The Conservatives say they will force the House of Commons to sit all night tonight if the government doesn't agree to produce an analysis of how much its carbon price is going to cost Canadian families.Finance critic Pierre Poilievre says it's his goal to make the government feel "as uncomfortable as possible."With the Conservatives feeling emboldened by the Ontario election win for Doug Ford, who campaigned on a promise to get rid of that province's cap-and-trade system, Poilievre is tabling a motion demanding the Liberals produce documents on the cost by June 22.The motion comes after weeks of political pressure from Poilievre and other Conservatives, who were given documents through the Access to Information Act that referenced such an analysis but blacked out the details. The Liberals are requiring every province to have a price on carbon of $20 per tonne by next year, rising to $50 per tonne by 2022. Legislation to establish a federal carbon price that will be imposed on provinces that don't comply is part of the spring budget implementation bill.Environment Minister Catherine McKenna has argued the costs to families will change, depending on how provinces decide to use revenues from the carbon tax — but she hasn't yet explicitly said how Ottawa will return the revenues to people who live in a province where Ottawa imposes its price."We will make the government as uncomfortable as possible until they tell the truth," Poilievre said. The Conservatives say the people of Ontario rejected the idea of a carbon tax when they elected Ford last week, although the Liberals counter that a majority of Ontario residents actually voted for one of the two parties that support carbon pricing.Poilievre says if the Liberals believe their carbon price policy is legitimate they should show the costs and defend them. And he says they can vote for his motion without backing away from their policy.Mia Rabson, The Canadian Press.

Justice Department watchdog to release report on FBI decisions on Clinton probe-[Reuters]-By Sarah N. Lynch and Mark Hosenball-YAHOONEWS-June 14, 2018

WASHINGTON (Reuters) - The U.S. Justice Department's internal watchdog will release a long-awaited report on Thursday on the FBI's handling of the Hillary Clinton email probe that she said contributed to her 2016 presidential election loss to Republican Donald Trump. The report by Inspector General Michael Horowitz, which will be released at 2 p.m. (1800 GMT), arose from a review he launched about a week before Trump took office in January 2017.The inquiry has focused on whether former FBI Director James Comey's public statements about the bureau's probe of Clinton's use of a private email server while secretary of state were based on "improper considerations."In July 2016, Comey held an unusual news conference to explain why the FBI would not be recommending criminal charges against Clinton over her use of the private server. He chastised her for being "extremely careless" but said there was insufficient evidence to charge her with a federal crime. In October 2016, less than two weeks before Election Day, Comey sent members of Congress a letter disclosing that the probe was being reopened after new emails were found on the computer of former U.S. Representative Anthony Weiner, the husband of top Clinton aide Huma Abedin. Two days before the Nov. 8 election, Comey said the FBI had found no new evidence.Comey was fired by Trump in May 2017 while leading an investigation into whether the Trump campaign colluded with Russia, an allegation the president has denied. The Inspector General also examined whether FBI employees leaked information about investigations of the Clinton Foundation charitable organization and emails in a bid to help Trump's campaign.Law enforcement officials previously told Reuters the information was leaked to former New York Mayor Rudy Giuliani, an adviser to the Trump campaign. He now represents Trump in Special Counsel Robert Mueller's probe into whether Russia interfered in the 2016 election. The report will also discuss Peter Strzok and Lisa Page, two FBI staffers whom Republicans accused of bias against Trump after thousands of text messages sent via their work-issued mobile phones were made public. While some of their messages were anti-Trump, others took aim at lawmakers such as U.S. Senator Bernie Sanders, whom Clinton defeated for the Democratic presidential nomination.Page and Strzok were involved in both the Clinton and Russia probes. Mueller removed Strzok from his team after Horowitz disclosed the texts to him.Members of several key U.S. House and Senate committees are expected to be briefed on the report in the early afternoon before its public release, according to documents seen by Reuters.(This version of the story corrects year in paragraph 7 to 2017 from 2018)(Reporting by Sarah N.
