As of this day, Jerusalem Day, the twenty-eight day of the month of Iyar in the year five thousand seven hundred fifty-two; one thousand nine hundred and twenty-two years after the destruction of the Second Temple; forty-four years since the founding of the State of Israel; twenty-five years since the Six Day War during which the Israel Defense Forces, in defense of our very existence, broke through the walls of the city and restored the Temple Mount and the unity of Jerusalem; twelve years since the Knesset of Israel re-established the Jerusalem, unified and whole, is the Capital of Israel; the State of Israel is the State of the Jewish People and the Capital of Israel is the Capital of the People of Israel. Once again,our feet stand within your gates, O Jerusalem - Jerusalem built as a city joined together which unites the people of Israel to one another, and links heavenly Jerusalem with earthly Jerusalem.We have returned to the place that the Lord vowed to bestow upon the descendants of Abraham, Father of our Nation; to the City of David, King of Israel; where Solomon, son of David, built a Holy Temple; a Capital City which became the Mother of all Israel; a metropolis for justice and righteousness and for the wisdom and insights of the ancient world; where a Second Temple was erected in the days of Ezra and Nehemiah. In this city the prophets of the Lord prophesied; in the City the Sages taught Torah; in this City the Sanhedrin convened in session in its stone chamber. For there were the seats of Justice, the Throne of the House of David, for out of Zion shall go forth Torah, and the Word of the Lord from Jerusalem.

Today, as of old, we hold fast to the truth of the words of the Prophets of Israel, that all the inhabitants of the world shall enter within the gates of Jerusalem: And it shall come to pass at the end of days, the mountain of the House of the Lord will be well established at the peak of the mountains and will tower above the hills, and all the nation shall stream towards it.Each and every nation will live in it by its own faith: For all the nation will go forward, each with its own Divine Name; we shall go in the name of the Lord our God forever and ever.And in this spirit the Knesset of the State of Israel has enacted a law: The places holy to the peoples of all religions shall be protected from any desecration and from any restriction of free access to them.

JERUSALEM – Israel's prime minister pledged to keep Jerusalem undivided despite Palestinian claims to its eastern half, as Israelis celebrated the 43rd anniversary Wednesday of the city's reunification in the 1967 Mideast War.The Jewish section of Jerusalem took on a festive mood Wednesday with parades and speeches by political leaders, touching only lightly on the political explosiveness of the hotly contested city.Hundreds of youths, many carrying Israeli flags, marched in the annual Jerusalem Day parade from a main square in Jewish west Jerusalem toward the Old City. Earlier, an extremist Israeli group called the Temple Mount Faithful toted flags and banners through the Old City, demanding that Israel take full control of the hotly disputed holy site where the Al-Aqsa Mosque compound sits atop the ruins of the biblical Jewish Temples. Muslims believe the Prophet Muhammad ascended to heaven at the site.Walking in the parade through downtown toward east Jerusalem, Merav Adler, 18, said she was marching in support of Israel's keeping the whole city. It is very important for us to show that we can march from west to east, said Adler, who lives in the nearby West Bank settlement of Efrat.

Palestinian neighborhoods were mostly calm Wednesday, with residents ignoring the Israeli celebrations nearby.Palestinians claim east Jerusalem as the capital of their future state. Israel annexed that sector shortly after the 1967 war, although no other country has recognized the Israeli claim.Jerusalem Mayor Nir Barkat said Wednesday the city's boundaries are nonnegotiable, while Prime Minister Benjamin Netanyahu said we will never go back to a divided Jerusalem that is cold and torn. Between 1949 and 1967, Jerusalem was split by concrete and barbed wire barriers between Israel and Jordan.The city is a key issue in U.S.-mediated Israeli-Palestinian peace efforts that resumed last week after a 17-month standstill. Palestinians demand that Israel stop all construction in West Bank settlements and east Jerusalem. Israel has agreed to slow construction, but has rejected a total halt.In his Jerusalem Day speeches, Prime Minister Benjamin Netanyahu carefully avoided any provocative statements about continuing construction in all of Jerusalem, declarations he has made in the past. As part of the deal to restart peace talks, Netanyahu pledged to hold off on building in one of the neighborhoods in east Jerusalem, and the U.S. has made it clear it would not accept announcements of additional projects there.Netanyahu's only references to construction were general, saying late Tuesday that Israelis are building it (Jerusalem) and will continue to build and develop it.

JERUSALEM (AFP) – Israeli Prime Minister Benjamin Netanyahu vowed on Wednesday that construction would continue unabated in all of Jerusalem, as he addressed a ceremony marking the 43rd anniversary of Israel's capture of the city's Arab eastern sector.

You can't flourish in a divided city and a flourishing city can't be divided or frozen, Netanyahu said. We will continue to build and develop ourselves in Jerusalem.
The Palestinians have warned that continued construction in Jewish settlements in annexed Arab east Jerusalem will torpedo newly launched indirect peace talks which are being brokered by the United States.They want to make east Jerusalem the capital of their promised state but Israel, which captured it in the 1967 Middle East war and then annexed it in a move not recognised by the international community, lays claim to the entire city as its eternal, indivisible capital.Each year, Israelis celebrate the anniversary, known as Jerusalem Day, with parties, parades and solemn ceremony.Festivities kicked off at sundown on Tuesday with an open-air concert by US funk band Kool and the Gang and continued through the night with prayers and gatherings.Security was tight, with thousands of police deployed across the city to ensure the festivities went off without a hitch.Several thousands of police and border police have been mobilised, with the deployment of forces particularly high in the Old City, police spokesman Micky Rosenfeld told AFP.On Wednesday, thousands of people, mostly nationalist-religious Jews, marched through Jerusalem to the Western Wall, one of the holiest sites in Judaism.

Edward Griffin , who revealed the character of the CFR in The Capitalist Conspiracy in 1971, said that due to the growing awareness of the CFR’s role in leading America into global collectivist government, the CFR is attempting to brighten their tarnished image with this public relations video. And it uses the same production style seen on TV ads selling pharmaceutical drugs. The message is about learning, discussion and solutions, but omits commentary on their goals and methods.

Kagan Involved In 9/11 Cover Up Steve Watson Wednesday, May 12th, 2010

In addition to the attacks on free speech, detainee rights and the close connections to Goldman Sachs, another noteworthy black mark on the record of Elena Kagan, the president’s nominee to the Supreme Court, is that she played a significant part in killing off the efforts of 9/11 victims’ families to bring lawsuits against members of the Saudi Royal family for financial links to the conspiracy.Last year, thousands of family members filed suits claiming that Saudi Arabia and four of its princes actively aided in financing the terrorist attacks through front groups posing as charities.The New York Times ran a report in June highlighting how documents uncovered by lawyers for the 9/11 families provide new evidence of extensive financial support for Al Qaeda and other extremist groups by members of the Saudi royal family.The documents consisted of several hundred thousand pages of investigative material assembled by the 9/11 families, according to the report.The families also pointed to a 28-page, classified section of the 2003 joint congressional inquiry into 9/11 that deals with the Saudi role in the attacks.Had the cases been heard, the exposure given to the Saudi connection would have undoubtedly opened the flood gates for more suppressed evidence surrounding the attacks to emerge.

The revelations would undoubtedly shatter the official explanations of the September 11 attacks and point to complicity on the part of US intelligence and security agencies.writer Barry Grey noted at the time in his excellent piece on the government’s effort to shut down the lawsuits.Given its longstanding and intimate ties to the Saudi royal family and Saudi intelligence, it is not possible to believe that the CIA would have been unaware of Saudi support for Al Qaeda and at least some of the 19 hijackers, 15 of whom were Saudi nationals, as they were preparing to carry out the attacks on New York and Washington.Grey wrote.

In her previous role at the Justice Department as Obama’s Solicitor General, she declared that that the princes are immune from petitioners’ claims owing to the potentially significant foreign relations consequences of subjecting another sovereign state to suit.Kagan effectively protected the oil rich Saudi monarchy in seeking to halt further legal action to hold it liable for the attacks.The move just happened to come less than a week before Obama was scheduled to meet and bow before Saudi King Abdullah as part of his rebuilding trip to the Middle East.More than 6000 9/11 family members denounced the move as an apparent effort to appease a sometime ally in a public statement.Less than a month later, The Supreme Court ruled that it would not allow any of the lawsuits to go ahead, agreeing that the Saudi princes should be protected by sovereign immunity – a concept that seems to have no bearing on CIA drone delivered missiles raining down on Afghanistan and Pakistan.Following the debacle, Senators Arlen Specter and Lindsey Graham introduced legislation to allow US citizens to sue foreign governments if there is evidence they may be supporting terrorist activity. Spector said of Kagan She wants to coddle the Saudis.

The Saudi 9/11 Connection

Senator Bob Graham, who sat on the 9/11 Commission, has also charged that Saudi involvement in the attacks has been covered up.As we have previously reported, US authorities, including the FBI, allowed the entire Bin Laden family to fly out of the US, and back to Saudi Arabia, in the days after 9/11, without questioning any of them.Furthermore, agency documents later revealed that the FBI were aware that Osama Bin Laden himself may have personally chartered one of the flights. They subsequently redacted his name from the records in order to protect privacy interests.The documents provide clear proof that the FBI was protecting the Bin Laden while the rest of the world was being told that he had masterminded the biggest terror attack in history. The FBI then attempted to cover up this fact.The same documents revealed that the Bureau did not consider a single Saudi national nor any of the Bin Laden family worthy of investigative value.The protection of Bin Laden by federal authorities has been ongoing since BEFORE 9/11 when agents were told to back off the Bin Laden family in order to protect business interests that the Bush family had with the Bin Ladens and other Saudi nationals.The FBI asserts that no one on the planes that left had any terrorist links, yet documents (specifically FBI document 199I WF213589) uncovered back in November 2001 prove this to be a falsehood.The Obama administration is now continuing the exact same long running policy as the Bush administration by obediently backing the Saudi monarchy and keeping secret this vital information on 9/11.

SEMINOLE, Okla. – Residents in the southern Plains still reeling from a deadly tornado outbreak that forecasters had warned about for days were bracing for even more storms.The National Weather Service said a storm system that was expected to move into the Plains and parts of the Midwest on Wednesday could bring more thunderstorms, heavy rain and possibly even tornadoes to a region that saw deadly twisters two days earlier.Scientists were able to predict almost to the hour when Monday's twisters might strike, thanks to technological advances, particularly the use of supercomputers that can crunch vast amounts of atmospheric data.The line of storms may have spawned as many as 19 tornadoes as it marched through central Kansas and into Oklahoma, leveling houses, flipping cars and dropping hail as big as softballs. Two people were killed and dozens more injured.What is disheartening is to tell people for a week that something is going to happen, get warnings out and still have people lose their lives, said Dick Elder, chief meteorologist with the National Weather Service in Wichita.Since the storms, families have been picking through broken furniture and dented appliances outside their shattered homes. Garbage trucks have been scooping up mattresses and other debris.We're just worried about the next round coming through and water damage, said Sara Hasley, of Tecumseh, who emerged from a neighbor's storm cellar after the violent weather earlier this week to find shingles missing from her mother's roof.

State officials, meanwhile, revised the death toll from that storm system from five to two after discovering three critically injured Cleveland County children had survived. A miscommunication occurred when relatives called a hospital to check on the children, who had been transferred, and state officials were later told they had died, said Oklahoma Department of Emergency Management spokeswoman Michelann Ooten.
The children's 27-year-old mother was killed, as was a 41-year-old man who died in southeast Oklahoma City.Computer models can now forecast threatening storms a week or more in advance — and do so more accurately than ever.Supercomputers at the National Oceanic and Atmospheric Administration in Camp Springs, Md., provide information sent to the Storm Prediction Center in Norman, Okla., and on to National Weather Service field offices, where warnings are issued for local areas.Year after year, the precision and the accuracy of those models increases, said Mike Foster, the meteorologist-in-charge at the National Weather Service office in Norman. What we have to do is build in the minds of people everywhere that there is accuracy in those, and when they hear something seven days out, there is some meaning behind that.In the early 1980s, computer models forecast storms two days in advance. But meteorologists still relied heavily on radar and storm spotters to confirm the location, size and strength of tornadoes.Comparing 20 years ago to today it is different as daylight and dark, Elder said. We still use spotters to verify what we are seeing, but our warnings are so much more.

Despite the advance warning, many people disregarded blaring sirens Monday as three tornado-producing storms bore down on the Oklahoma City area during evening rush hour. Television station video showed motorists clogging roadways as a tornado formed at Norman.That looked to me like people cruising down the road there — business as usual,Foster said.Part of the Oklahoma culture could be to blame. Tornadoes occur frequently here, and with regular TV programming often dumped in favor of storm coverage, forecasters fear people have become desensitized to the seriousness.I believe that if we warn too much, the message, even the frenetic message, starts to blend into the white-noise background of life, Foster said. Misty Vestal, a relative of one of the victims, said extended warnings encourage people to take risks they might not have considered when technology was less advanced. I think a lot of people think they can beat it home,Vestal said. NEW YORK/WASHINGTON (Reuters) – The top securities regulator said no single event had been found to explain Thursday's mysterious market plunge, but the shocking drop was unacceptable and additional safeguards were coming.U.S. Securities and Exchange Commission Chairman Mary Schapiro said on Tuesday it would take time to pinpoint the cause and warned that investor confidence could suffer if there were no reforms.The markets failed many investors on May 6, and I am committed to finding effective solutions in the very near term, she said in testimony to the U.S. House of Representatives Subcommittee on Capital Markets.The SEC said after the hearing that it had received recommendations from exchanges and the broker-dealer watchdog Finra for trading curbs and for dealing with erroneous trades. It said it would review them over the next few days.With U.S. stock markets back near levels before the May 6 debacle, many lawmakers appeared satisfied with the SEC and fellow market watchdog, the Commodity Futures Trading Commission.After hearing the testimony from our two regulators I feel a lot more secure, said Paul Kanjorski, the Democrat from Pennsylvania who chairs the subcommittee.But some Republican members of the committee questioned the wisdom of regulators taking action before the causes of the market roller coaster were clear.Although Schapiro gave greater weight to theories that a confluence of events were responsible, no regulator or exchange has provided a full account of events or concluded what caused a lightning-fast 700-point drop in the Dow Jones Industrial Average that rattled investors worldwide.

The sudden evaporation of meaningful prices for many major exchange-listed stocks in the middle of a trading day is unacceptable and clearly contrary to the vital policy objective of maintaining fair and orderly financial markets, Schapiro said.CFTC Chairman Gary Gensler said his agency asked some traders for all communications and positions related to E-mini Standard & Poor's 500 futures contracts. That suggested a more muscular thrust in the complicated probe, and bolstered industry rumors circulating around that contract over the last five days.Schapiro and Gensler both said that computer-driven high frequency trading (HFT) strategies may have exacerbated the sell-off when some of those firms stopped making markets in stocks and futures contracts.But the regulators were unclear about how much of the 10-minute market plunge could be attributed to HFT firms temporarily turning off their machines.Some lawmakers pounced on the rapid traders. California Democrat Brad Sherman questioned whether the fast traders should be subjected to a small tax.The House has already passed a financial regulation reform bill in response to the recent financial crisis. The Senate is currently debating its own version.Nasdaq OMX Group Inc said its internal analysis found no system malfunction or errant trade.
NYSE Euronext said the market's failure stemmed because the other trading venues did not follow the Big Board's circuit breakers.


Schapiro said more than 100 SEC employees were probing last week's events and some staff were now on site at all major markets to monitor trading conditions. Regulators were sifting through massive amounts of data that included more than 17 million trades in listed equities in the hour beginning at 2 p.m. EDT (1800 GMT) on May 6. Schapiro cited the growth of trading in multiple markets over the past few years for the complexity of the probe. But in some preliminary observations, Schapiro sounded skeptical that a large erroneous trade, the so called fat finger scenario, had triggered the brief stock rout. She also said there did not appear to be any unusual trading in Procter & Gamble Co's stock ahead of the decline. Nor had any computer hacker or terrorist activity been identified. The drop in stocks did follow a drop and recovery in the value of the popular E-mini contracts, but Schapiro said the fact that stock prices follow futures prices does not demonstrate what may have been the trigger. Gensler said his agency's inquiries showed the 10 largest traders in those E-mini contracts were on both sides of the market, providing liquidity, during the May 6 events, and clearing and settlement worked effectively and without incident. Gensler and Schapiro said they would publicly disclose their preliminary findings next week.


On Monday, the heads of major exchanges and the SEC agreed to strengthen existing market-wide circuit breakers, develop uniform safeguards for individual stocks and come up with clear rules on erasing erroneous trades. One person familiar with the discussions said the major exchanges are considering a new circuit breaker for stocks listed on the Standard & Poor's 500 index that would trigger a pause in trading if an individual stock fell more than 10 percent in a five minute period. In the hours after the May 6 market swoon, backbiting initially broke out among the exchanges. The sniping has since largely died down as the main market venues propose reforms that they believe they can live with. CME Group Inc, the world's biggest futures exchange operator, said there needed to be better coordination across futures, securities and options markets. NYSE said regulators should require all trading venues use a coordinated mechanism to pause trading. Nasdaq suggested halting trading for 15 minutes when the Standard & Poor's 500 index drops by 5 percent; for an hour when it drops 10 percent; and for the rest of the trading day when there is a 20 percent drop. Currently, circuit breakers exist for broader market drops and are tripped at the 10-percent and 20-percent thresholds. Both the Dow Jones Industrial Average and S&P never reached the crucial trigger point on May 6. NEW YORK (Reuters) – Gold climbed to a second successive record high on Wednesday as investors bet that a proposed $1 trillion European rescue will either fail to prevent a worsening euro zone crisis or will stoke inflation.Clocking its biggest two-day gain since November, gold prices rose 1 percent to near $1,250 an ounce on Wednesday despite a limited recovery in risk appetite that lifted U.S. stock markets and boosted platinum and palladium by more than 2 percent, suggesting that other factors were extending gold's week-long rally initially triggered by a flight to safety.Demand for gold was evident across the spectrum, with retail sales of coins and bullion surging, exchange-traded gold funds drawing a net flow of over $2.3 billion and open interest in U.S. futures nearing a record amid the European crisis and after last Thursday's tumult in U.S. stock markets.For most traders, the focus remained squarely on Europe's efforts to stop the Greek debt crisis from spreading to other countries, although some also said that options-related buying and technical momentum had contributed to the gains.There is still a lack of confidence in the European community whether or not this is going to halt the euro's decline because this is nothing more than an experiment, and people are not sure if anything will work,Bruce Dunn, vice president of trading at New Jersey-based Auramet Trading.

Spot gold hit $1,248.15 an ounce, a gain of nearly 20 percent since early February. It was at $1,245.25 an ounce at 2:22 p.m. (1822 GMT) from $1,232.05 late in New York on Tuesday. A range of investors scrambled for gold exposure over the past week, with open interest in COMEX gold futures jumping nearly 6 percent in the past week to 583,504 lots on Tuesday, less than 10,000 contracts below the January 2008 record.Smaller-scale investors piled into the world's largest gold-backed exchange-traded fund (ETF), the SPDR Gold Trust, which said its holdings remained at a record high of 1,192.150 tonnes as of May 11, having surged last week.Gold ETFs, including the popular GLD, have seen more than $2.3 billion in net inflows in the six trading days ended Monday, TrimTabs Investment Research said.Sales of smaller gold investment products like coins and bars also jumped. NEW YORK – Fears of a growing investigation of Wall Street banks sent Morgan Stanley's stock falling Wednesday even as the company said it knew nothing about a reported inquiry into its mortgage securities trading.The Wall Street Journal reported that federal prosecutors are investigating whether Morgan Stanley misled investors about its role in a pair of $200 million derivatives whose performance was tied to mortgage-backed securities. The newspaper said Morgan Stanley sometimes bet against the success of the derivatives, which were underwritten and marketed to investors by Citigroup Inc. and UBS AG.Morgan Stanley stock fell 58 cents, or 2.04 percent, to $27.80.A Morgan Stanley spokesman said the bank has not been contacted by the Justice Department about the deals in question and has no knowledge of an ongoing investigation.The spokesman said the bank has not received a Wells Notice from the Securities and Exchange Commission. A Wells Notice informs a company that the SEC's staff is recommending bringing charges against the company.Speaking in Tokyo on Wednesday, Morgan Stanley CEO James Gorman said, We have no reason to believe there is any substance behind any supposed investigation.

Janice Oh, spokeswoman for the U.S. Attorney's Office in Manhattan, would not confirm or deny an investigation Wednesday.The reported investigation comes as the Securities and Exchange Commission is charging Morgan Stanley competitor Goldman Sachs Group Inc. with fraud over that bank's packaging of mortgage securities. Goldman Sachs is reported to be facing a separate criminal investigation into whether it misled investors about those securities. Goldman has denied the charges and plans to defend itself against the charges.Federal regulators have been increasing their reviews of whether Wall Street banks misled investors when selling derivatives and other risky securities that have been largely blamed for the credit crisis.Many of the securities were tied to the performance of subprime mortgages. As mortgages increasingly defaulted during the recession, the value of many of the securities collapsed costing investors and the banks billions of dollars.John Coffee, securities law professor at Columbia Law School, said proving wrongdoing by Morgan Stanley will be significantly harder and more challenging than the case against Goldman Sachs. He noted that Morgan Stanley didn't underwrite or market the mortgage deals reportedly being investigated, making it harder to prove that the bank misled investors.A Citigroup spokesman declined to comment on the deals in question. The bank has previously said it is cooperating with the SEC's industrywide investigation into risky subprime mortgage deals that contributed to the financial crisis.

A UBS spokesman declined to comment.

Morgan Stanley itself lost billions of dollars during the recession and credit crisis on its investments in the mortgage-related securities, including deals tied to commercial real estate loans.The investigations into Morgan Stanley and Goldman Sachs also come as Congress discusses a major overhaul of financial regulations that could end up restricting trading at Wall Street banks.


Is Brown destined for the IMF?

WASHINGTON (AFP) – After three rocky years as prime minister, election defeat has forced Gordon Brown to consider his future and speculation is swirling it might include a stint at the helm of the IMF.After being battered by financial meltdown and backbench revolts Brown may not be looking for a new job quickly, much less one that includes tackling Europe's debt crisis.But little over 24 hours since the Scot left office the chattering classes in London and Washington are already awash with rumors he may be interested in leading the International Monetary Fund.Like his predecessor Tony Blair -- who, erroneously, was tipped to become the European Union's first president -- Brown is being linked with a top international job that would retain his spot on the world stage.

The same rumor mill sees the IMF's current managing director Dominique Strauss-Kahn having another crack at the French presidency in 2012, although he has so far been tight-lipped about his future.In 2006 Strauss-Kahn failed to secure the Socialist Party nomination to challenge for the Elysee Palace.But old IMF hands are cooing about Brown as a serious contender, citing his leadership during the credit crunch and commitment to ending third world poverty.As a long-serving chairman and member of the International Monetary and Financial Committee, which steers IMF policy, Brown has many friends in the relm of Bretton Woods.He was deeply respected by his peers and he provided an important contribution to the policy making of the institution, said Domenico Lombardi, who served on the IMF's Executive Board during Brown's tenure, and who now works at the Brookings Institution.Brown also spent a decade as Britain's Iron Chancellor making many friends, and some enemies in the world of global finance.Still, he is far from a shoo-in, and critics point to his patchy legacy as chancellor.On Gordon Brown's watch, the British banks became too-big-to-fail and the budget deficit spiraled out of control, said Simon Johnson, a former IMF chief economist.He was also a model of resistance to honest advice and transparency on the part of the IMF.

Brown's nationality might be a bigger problem. All 10 of the IMF's managing directors have come from Europe thanks to a gentleman's agreement that also sees the World Bank headed by an American.But as the global balance of power shifts to Asia, Strauss-Kahn's was described, even before taking up his post, as the last European to lead the IMF for some time, according to Jean-Claude Juncker, the head of the eurozone.The G7 has promised repeatedly that the top job at the IMF would no longer go to a European,said Johnson.Enough already with failed European politicians seeking rehabilitation through grandstanding on the global level. Put the IMF back in the hands of dour, serious, and truth-telling central bankers.But according to Lombardi, Brown's previous support for IMF reform may hold him in good sted and much political horsetrading will take place before Europeans relinquish their decades-old hold on the Fund. It is going to be a very tricky issue, he said, for Europeans to lose the privilege of nominating a candidate for the managing directorship, you also need the Americans to forego that privilege at the World Bank. That does not appear to be the case at the moment.Meanwhile the G20 has pressed for the selection of a new IMF boss to be merit-based and transparent, but they never mentioned the magic words with no restriction on the nationality of candidates,said Lombardi. In theory it is still conceivable.

Events May 12, Day 23 of a Gulf of Mexico oil spill that began with an explosion and fire on April 20 on the drilling rig Deepwater Horizon, owned by Transocean Ltd. and leased by BP PLC, which is in charge of cleanup and containment. The blast killed 11 workers. Since then, oil has been pouring into the Gulf from a blown-out undersea well at about 210,000 gallons per day.


Rep. Henry Waxman said his committee's investigation into the Gulf oil spill revealed that a key safety device, the blowout preventer, had a leak in a crucial hydraulic system. The California Democrat said in a second day of hearings into the spill that the investigation also discovered that the well had failed a negative pressure test just hours before the April 20 explosion.


BP PLC announced Wednesday that a new containment box — a cylinder called a top hat — was on the sea floor near the wild well that has spewed at least 4 million gallons into the Gulf of Mexico. Engineers hope to work out ways to avoid the problem that scuttled an earlier effort with a much bigger box before they move the cylinder over the end of the 5,000-foot-long pipe from the well. The 100-ton box filled up with an ice-like slush of gas and water, lifting it up and clogging its nozzle.


BP also has another plan it might try to siphon oil away from the unchecked well. BP chief operating officer Doug Suttles said Wednesday that engineers hope to link a second pipe to the end of the pipe that was supposed to pump oil from the sea floor before the Deepwater Horizon sunk. The pipe will funnel away the oil that's collected in that original piping, called the riser. Suttles said it could arrive Wednesday and be usable by Thursday or Friday.


Video released by BP showed oil spewing from a yellowish, broken pipe 5,000 feet below the surface. The oil looks like steam rushing from a geyser. The stream occasionally can be seen becoming lighter as natural gas mixes into the gusher. Natural gas has been flowing from the well since the beginning. Suttles said the rate natural gas has been flowing out hasn't changed in the 21 days since the Deepwater Horizon exploded.


The White House has asked Congress to raise a liability cap that could limit how much BP has to pay in economic damages. The administration also wants to increase a per-barrel tax on oil companies to replenish a cleanup fund. President Barack Obama also sent a proposal to bring more unemployment assistance and food stamps to help fishermen along the Gulf Coast.


The Coast Guard said 4-inch tar balls have been reported along beaches in eastern Alabama. Scientists still have to test the oil, which came ashore several miles west of the Florida state line, to see if it came from the spill. Coast Guard Rear Adm. Mary Landry said Wednesday that testing has confirmed tar balls that washed ashore west at Dauphin Island, Ala., on Saturday were from the spill. Landry said the Coast Guard also found tar balls at South Pass, La., at the end of the Mississippi River, and on the southern end of the Chandeleur Islands, east of New Orleans.Louisiana officials also said tar balls were found on Whiskey Island off the coast of Louisiana, the farthest point west oil has been seen so far.


Mexican officials fear the Gulf oil spill could reach their coasts if the leak is not stopped by August, when seasonal currents start to reverse and flow south. So far, prevailing currents have carried at least 4 million gallons of spilled oil from a damaged BP well toward the north and east, away from Mexico and toward U.S. shores. But those currents start to shift by August. The currents will be completely reversed by October.


A Minerals Management Service official said a blitz inspection of deepwater drilling rigs turned up only a couple of minor issues. At a hearing led by the MMS and the Coast Guard in Kenner, La., a Coast Guard official questioned whether the government had an effective safety net for the manufacturing and installation of blowout preventers. Michael Saucier of the MMS testified the government isn't required to inspect the safety devices before they are installed.


In the weeks after an oil rig exploded and killed 11 men in the Gulf of Mexico, worried environmental groups scoured the water for oil plumes, set up animal triage centers and stretched boom across shorelines. Activists hope their involvement doesn't end there. They contend this may be the catalyst that America's green movement needs to get Americans to pump less gasoline, buy hybrids and downsize their consumer lifestyle.


The explosion of the Deepwater Horizon oil rig illustrates the energy industry's push to drill ever deeper in search of huge oil deposits, despite the mammoth risks and unique challenges associated with exploration in such a hostile environment. The lure of the deep is driven by technological advances that make previously inaccessible oil now reachable, and dwindling supplies at shallower depths due to years of exploration. High energy prices and lucrative government incentives have also made it more financially feasible.


Federal wildlife officials are treating the deaths of six dolphins on the Gulf Coast as oil-related even though other factors may be to blame. Blair Mase of the National Marine Fisheries Service said Tuesday that the carcasses have all been found in Louisiana, Mississippi and Alabama since May 2. Samples have been sent for testing to see whether oil contributed to the deaths.

BRUSSELS – The European air safety agency proposed new procedures Wednesday that would drastically shrink the no-fly zone around volcanic ash particles — a move that should decrease future airspace closures and travel delays.Daniel Hoeltgen, spokesman for the European aviation safety agency, said the new solution adopts the U.S. practice of imposing a 120-mile (190-kilometer) no-fly buffer zone for all aircraft in the vicinity of any visible ash plume. This no-fly zone is hundreds of miles (kilometers) smaller than the one used now in Europe.Last month, a large part of European airspace was closed for five days when ash from the Icelandic volcano drifted over northern and western parts of the continent. It forced the cancellation of 100,000 flights, stranded millions of passengers and caused losses of over $2 billion to the airlines.Many airlines criticized the European airspace closures as an unnecessary overreaction.Flying directly through the plume of a volcanic eruption can damage jet engines, block a plane's sensor instruments and cause other damage. But there is scant evidence so far that the abrasive volcanic ash particles can cause damage it they are dispersed by the wind.Nevertheless, the U.S. and European systems for flying near ash differ fundamentally.

European aviation authorities have three zones — a vast no-fly belt stretching along the entire area where winds have spread the ash, a large additional buffer area where flying is also forbidden, and a clear-air part where aircraft can fly normally.
This method caused the blanket closure of almost all of European airspace when prevailing winds carried the ash from Iceland eastward over the continent in April.In contrast, in the United States, flying is forbidden only the area where the volcanic plume is densest and in a 120-mile (200-kilometer) buffer zone.I can confirm that the agency has been discussing a new solution to the renewed threat of airspace closures due to the volcanic ash cloud, Hoeltgen said.The U.S. Federal Aviation Administration, the European Commission, airlines and national aviation authorities have been involved in the talks, he said. The change still has to be approved by the EU 27 national aviation regulators and the European Commission.The Association of European Airlines — which earlier denounced Europe's previous three-zone method as being based on faulty methodology — immediately welcomed the proposal.

WHO advises precautions in South Africa virus outbreak

GENEVA (AFP) – The World Health Organisation on Wednesday advised travellers to South Africa to take precautions against insect bites and contact with raw meat, after an outbreak of Rift Valley fever killed 18 people.WHO advises no international travel restriction to or from South Africa. the agency said in a statement posted on its website.However, WHO recommends that visitors to South Africa, especially those intending to visit farms and/or game reserves, avoid coming into contact with animal tissues or blood, avoid drinking unpasteurized or uncooked meat or eating raw meat, it added.All travellers should take appropriate precautions against bites from mosquitoes and other blood sucking insects.Rift Valley fever is a viral disease in livestock such as cattle, sheep and camels, but can also infect humans through indirect or direct contact with infected animal blood or organs.Human infections have also resulted from the bites of infected mosquitoes, the WHO noted.The advice emerged just weeks before football's World Cup, when thousands of football supporters are expected to travel to South Africa.Most human cases of the disease, which is prevalent in east and north Africa, are mild, according to a WHO factsheet, but it has been deadly in an average of less than one percent of cases with a more severe haemorrhagic form.The statement said the South African government had confirmed 186 cases of the viral fever in humans by May 10, including 18 deaths, in five provinces: Free State, Eastern, Western and Northern Cape, as well as North West Province.

It was not immediately clear when the outbreak began.

The WHO said an initially suspected case in a German tourist, who fell ill on April 7after visiting game reserves and rural areas, had been ruled out by laboratory tests.

FATIMA, Portugal – Pope Benedict XVI traveled to the famous shrine of Fatima on Wednesday, recalling the assassination attempt on Pope John Paul II and other sufferings of the church, which he has said included the clerical sex abuse scandal.

Benedict didn't refer directly to the crisis a day after issuing his most explicit admission of the church's own guilt. But he did remind priests and seminarians gathered at a vespers service that they must remain loyal to their vocation and help one another when there is a certain weakening of priestly ideals.He thanked them for their dedication — often silent and certainly not easy — and urged them to seek out new recruits for the priesthood.Benedict traveled to Fatima to mark the anniversary of the date — May 13, 1917 — when three Portuguese shepherd children reported having visions of the Virgin Mary. He will celebrate a Mass here Thursday to mark the anniversary of the visions and the 10th anniversary of the beatifications of two of the shepherds.John Paul was also shot in St. Peter's Square on May 13, 1981 — a coincidence that led him to believe that the Virgin's unseen hand had rescued him from death in the assassination attempt,Benedict said in a prayer at the shrine.

JERUSALEM – A Gaza art gallery owner said Wednesday that Hamas police repeatedly beat and abused him over allegations that he had had sexual relations with women who are not his wife, which is forbidden by Islamic law.Gaza human rights activists say the rare admission by Jamal Abu Qumsan, who is unmarried, is the clearest evidence yet of a quiet but persistent Hamas morals crackdown in Gaza, as part of an attempt to implement strict Islamic law.They kept asking me as they beat me: who are the girls you sleep with? I told them I'm not sleeping with anybody, Abu Qumsan told The Associated Press in a telephone interview.He said police interrogators beat him across his back, legs and buttocks in hours-long interrogations over three days last week. To back up his claims, Abu Qumsan e-mailed reporters a photo of his bruises.

Abu Qumsan, 43, said he was also accused of hosting exhibitions in his art cafe and gallery without government permits.

Hamas officials were not available for comment.

Human rights activists say that since the Islamic militant group seized power Gaza three years ago, Hamas security officials have interrogated, beaten and detained other residents for belonging to rival Palestinian groups. Hamas officials have often harassed men and women to publicly abide by Hamas' stern Islamic moral code, activists say.However, this is the first time a Gaza resident has said publicly that he was interrogated over his sex life. Activists say other residents have been questioned in a similar manner, but they were too frightened to come forward.If I stay silent, I think they'll take somebody else tomorrow, and then a second person, and then a third, and it will go on and on,Abu Qumsan said.

ANKARA (AFP) – The leaders of Russia and Turkey said Wednesday that the Palestinian Islamist group Hamas should not be excluded from peace efforts in the Middle East, sparking Israel's ire.Unfortunately Palestinians have been split into two... In order to reunite them, you have to speak to both sides. Hamas won elections in Gaza and cannot be ignored, Turkish President Abdullah Gul said at a joint press conference with visiting Russian counterpart Dmitry Medvedev.The Russian president, who met Hamas leader Khaled Meshaal in Damascus Tuesday, stressed that no group should be excluded from peace efforts, without naming the group.Undoubtedly, all parties to this problem should be included more actively (in the process) in order to reach a solution. The process should not exclude anyone, he said through an interpreter.A divided Palestinian administration cannot help resolve the conflict, he said, adding that the division causes the Palestinians to regress.Their remarks and Medvedev's meeting with Meshaal unleashed an angry response from Israel which said that it expected Russia to stand by the Jewish state against Hamas terror.There is no difference between Hamas actions against Israel and Chechen terror against Russia,an Israeli foreign ministry statement said.The foreign ministry vehemently rejects the call from the presidents of Russia and Turkey to include Hamas in the peace process and expresses deep disappointment over the meeting between the president of Russia and Khaled Meshaal in Damascus.Hamas is a terrorist organisation in every aspect, with the outspoken goal of destroying the state of Israel,it said in a statement.Israel has always stood by Russia in its fight against Chechen terror and that is what we expect with regard to Hamas terror against Israel.

Before his talks in Damascus, Medvedev had held a telephone call with Israeli President Shimon Peres during which he was asked to convey a message to Syrian President Bashar al-Assad, according to Peres's office.Peres said Israel has no interest in a war with Syria or in heating up the northern border and that Israel is seeking a genuine peace with its Syrian neighbour.Asked by AFP whether Medvedev had delivered a message, Russian Foreign Minister Sergei Lavrov said Wednesday that Russia's sole aim was to help push forward peace efforts.Everything that was said in Damascus on international issues was aimed solely at moving forward to peace, at reaching a settlement on the basis of UN (Security) Council decisions which were adopted unanimously, he told reporters here.Therefore we did not have a special need to implement this message because this is our position -- to live in peace and solve issues on the basis of the international legal framework adopted by everyone and which should now be implemented by everyone,he added.
