A senior official in the Obama Administration was forced to quit his job after Jerusalem-based journalist Aaron Klein wrote an expose revealing the man had supported conspiracy theories about the 9/11 Al Qaeda terror attacks on Manhattan's Twin Towers.Klein, who covers Israel for World Net Daily, caused a major embarrassment to the Obama Administration in a web expose originally written last April. In the report, he revealed that President Barack Obama's green jobs czar Van Jones subscribed to anti-U.S. conspiracy theories about the multi-site 9/11 attack, including supporting a statement that senior Bush government officials may have allowed the 9/11 attacks to occur.On Saturday, Jones quit after Fox News and other websites confirmed the story and headlined it around the world.According to Klein, a day after the 9/11 attacks Van Jones led a vigil that expressed solidarity with Arab and Muslim Americans as well as with what he called the victims of U.S. imperialism around the world. Klein also charges Van Jones with being an admitted black nationalist and radical communist. When Jones was in jail for participating in a peaceful demonstration, he reportedly said,I met all these young radical people of color - I mean really radical: communists and anarchists. And it was, like, This is what I need to be a part of.I spent the next ten years of my life working with a lot of those people I met in jail, trying to be a revolutionary.

Jones was the leader and founder of a radical group, the communist revolutionary organization Standing Together to Organize a Revolutionary Movement, or STORM. The group led a vigil Sept. 12, 2001, at Snow Park in Oakland, Calif. The radical group's manual boasted that the 9/11 vigil was held to express solidarity with Arab and Muslim Americans and to mourn the civilians killed in the terrorist attacks as well as the victims of U.S. imperialism around the world. We honored those who lost their lives in the attack and those who would surely lose their lives in subsequent U.S. attacks overseas,STORM's manifesto recalls.

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso wants Europe to be a leading world power but believes its institutional problems may prevent it from negotiating on the key issue that could help achieve this goal.On the brink of possible re-appointment for a second term as head of the EU executive, Mr Barroso says he fears that ongoing uncertainty over the Lisbon Treaty, the EU's new set of internal rules, could mean he is saddled with a lame-duck institution at an international summit on climate change in December in Copenhagen.I fear the commission will not be there with its full competence politically and even legally, he told EUobserver and other media on Friday (4 September). The uncertainty stems from the fact that even if he gets parliament's approval next week for a further five years in office, there is no guarantee that the Lisbon Treaty will have been approved by all four of the remaining member states by the end of October, when the current commission's term expires.I am worried about this ... It is not good for any institution to have too long periods of interim,said Mr Barroso, who believes that the way in which the EU deals with climate change and the current economic crisis will be crucial to its future standing in the world.Speaking ahead of this week's negotiations with the political groups in the European Parliament, where he will try to win support for a second five-year mandate, Mr Barroso said that by 2014 he would like to see the EU emerge as a more confident global power and that internally [it] will have been able to exit from this crisis with a competitive economy and with durable growth.He counts the EU's climate change goals and presiding over a 27-member commission as his most important achievements since 2004.

The pragmatist

The Portuguese centre-right politician put climate change at the top of his political agenda mid-way through his term after becoming persuaded of the economic value of tackling the issue. This pragmatism, and a tendency to choose a policy path of least resistance, has been at the root of much of the criticism coming from his opponents in the European Parliament, who since July have been dragging their feet over his re-nomination.But Mr Barroso says he is happy to set the bar at the level of what he believes can be realistically achieved with the club's 27 member states.

If you put a vision without a means to follow it, then you don't succeed, he said, adding that he prefers pragmatic agreements to empty rhetoric.Questioned on next month's referendum on the Lisbon Treaty in Ireland, this practical approach shone through. He said he approved of the Irish business community's campaign that people should say Yes for jobs, noting that when the emotional argument does not work, the rational one might win through.The 53-year old former Portuguese prime minister also refuted the other main strand of criticism - that he is star-struck by big member states, calling the accusation unfounded and inaccurate.He pointed out that he has been awarded the highest honors of both Estonia and Lithuania and quoted an unnamed leader from a smaller member state as telling him in June: We support you because you treated my country like a superpower.Expanding animatedly on the theme, he said that the commission has in the past been there to help Greece with its forest fires, to help Malta with its immigration issues and to help those countries affected by last winter's gas crisis.I had more fights with big member states than small member states,he said.

Having been given the support of national governments in June, he now has to persuade reluctant left-wing and liberal MEPs that he should become the third person in EU history to hold the commission presidency post two times.His future political plans, drawn up at the MEPs' behest and published last week, contained something for all the main political groups. Mr Barroso emphasised that he and not his staff wrote the document and pledged to try and find the broadest support possible for the plan.

France casts fresh doubt on Barroso reappointment

The office of French Prime Minister Francois Fillon has cast doubt on Jose Manuel Barroso's bid to stay on as European Commission president by suggesting that Mr Fillon could do the job instead. An anonymous minister in Mr Fillon's cabinet told French daily Le Monde on Monday (7 September) that the prime minister is ready to step in if Mr Barroso fails to get re-elected by MEPs.Franocis Fillon is playing with the hypothesis of Barroso's failure, the minister said.It's not a crazy idea, but it is unlikely in practice.The Le Monde story gained added weight by quoting a figure close to French President Nicolas Sarkozy and a high ranking diplomat, who said that Mr Barroso has a 70 percent chance of getting through.Mr Fillon later the same day distanced himself from the report in an official communique which said he unreservedly supports the reappointment of Jose Manual Barroso as president of the European Commission.

The statement did not categorically rule out his EU candidature, however.

The French story came out on the day that Mr Barroso began canvassing for support in the European Parliament, which will this week decide whether to put his candidacy to a vote on 16 September.He's not really worried about it [the Le Monde article] at the moment. He's busy trying to organise meetings with the parliamentary groups, Mr Barroso's spokesman, Johannes Laitenberger, said.

EU leaders including France in June unanimously endorsed Mr Barroso's candidature.

But Nicolas Sarkozy has played a double game with the Portuguese commission chief. Back in March, he said he loved Mr Barroso, while recommending that he should not be reappointed until Ireland votes again on the Lisbon Treaty.Mr Fillon is the only centre-right name to emerge as a potential alternative to Mr Barroso. The Le Monde story praised his English language skills and said he is economically orthodox.Mr Barroso's arch-enemy in parliament, German green MEP Daniel Cohn-Bendit, previously said that former German foreign minister, fellow green Joschka Fischer, should do the commission job.

France leads EU criticism of Afghanistan air strike

France and Luxembourg have led EU criticism of Nato tactics in Afghanistan after a German-mandated bombing raid killed scores of people.German Nato forces in the Kunduz region in northern Afghanistan on Friday (4 September) called in the strike by a US F-15 jet after Taliban fighters seized two fuel trucks and began distributing free petrol to local villagers.The German military told Deutsche Press Agentur (DPA) that 50 insurgents and no civilians were killed.The Afghan government said 60 people died, including some civilians. Meanwhile, tribal chiefs told DPA journalists on the ground that 150 people, many of them civilians, lost their lives.

France, the UK, Italy, Luxembourg and Sweden, which currently holds the EU's six-month rotating presidency, voiced regret over the incident at an EU foreign ministers' meeting in Stockholm on Saturday, newswires report. Asked how the EU can help stabilise Afghanistan, French foreign minister Bernard Kouchner said: It is difficult to say, but mainly to work with the Afghan people and not to bomb them, not only to bomb them.I cannot understand that bombs can be dropped so easily and swiftly ...even if there was only one civilian there, this operation should not have taken place, Luxembourg foreign minister Jean Asselborn said.The remarks follow years of warnings by human rights groups that Nato air raids are eroding popular support for the anti-Taliban campaign. In a report pulblished in September 2008, Human Rights Watch described how an increase in Nato's use of air strikes has seen a proportional increase in civilian casualties.Nato planes dropped 271,000 kg of bombs in Afghanistan in 2006, 559,000 kg in 2007 and 363,000 kg in the first six months of 2008. The number of verified civilian deaths in 2006 was 116. The figure rose to 321 in 2007 and 119 in the first half of 2008.German Chancellor Angela Merkel on Sunday said there would be an enquiry into the Kunduz strike, while German defence officials defended the military's actions. EUOBSERVER / BRUSSELS – European leaders must treat Turkey as any other EU candidate and stop suggesting alternatives to full membership, while Ankara for its part needs to re-engage in a democratic reform process, a panel of European experts has recommended.The EU's relationship with Turkey has turned into a vicious circle, with growing distrust on both sides, the Independent Commission on Turkey, a panel of experts chaired by Nobel Peace Prize winner Martti Ahtisaari warns in a report issued Monday (7 September).Continued negative comments by European political leaders, combined with growing public hesitation about further EU enlargement, have deepened resentment in Turkey and slowed the necessary reforms,the document reads.

French President Nicolas Sarkozy has publicly questioned Turkey's right to become an EU member, pointing to its geography, which stretches from southeastern Europe to Asia Minor. The question of 70 million Muslims set to become EU citizens is also frequently invoked by opponents to Turkish membership in countries such as Austria, Germany or the Netherlands.European governments must honour their commitments and treat Turkey with fairness and the respect it deserves. On its side, Turkey has to re-engage in a dynamic, broad-based reform process, thus confirming that it is willing and serious in its ambition to join the EU,the report recommends.The experts warn against the use of alternative scenarios such as the privileged partnership invoked in German circles and urge the EU to stick to the declared common goal of accession negotiations - EU membership.To breathe new life into the negotiations, the EU must simply follow through on previous commitments to keep the path to membership open. No new promises are needed,Mr Ahtisaari said.

On the other hand, Ankara also needs to keep its promises on the reform side.

Two years without elections now lie ahead, and all sides must act now to prevent the country's convergence with the EU from stalling. Comprehensive, consistent and sustained progress towards more democracy at home is the best way to persuade more Europeans of Turkey's EU compatibility,the report reads. One major opportunity for progress in the EU-Turkey negotiations will emerge later this month, as a new round of peace talks on the divided island of Cyprus resume. Ankara is the only capital to recognise the north of Cyprus as an independent country, while the Greek south is an EU member.Turkey's progress towards joining the European Union would get a major boost from resolving the division of Cyprus,said Mr Ahtisaari.The seductive idea that the status quo can go on forever is a delusion. The cost of inaction this time around is too high.Speaking in Stockholm after the meeting with EU foreign ministers on Saturday, Turkish top diplomat Ahmet Davutoglu looked confident of his country's future membership.We have full confidence that our French, British and other colleagues will keep their commitment,he said.There is no need for convincing. LOS ANGELES – With the massive wildfire burning north of Los Angeles more than half contained, hand crews were working Sunday to keep the fire's eastern flank from crossing a rural mountain highway, a U.S. Forest Service spokeswoman said.The fire, which started Aug. 26, has killed two firefighters, blackened nearly 246 square miles of the Angeles National Forest and destroyed at least 76 homes. Fire agencies so far have spent $43.5 million fighting the blaze.

Authorities on Sunday were trying to determine who set the deadly fire.

At least a dozen investigators were working to analyze clues found at a burnt hillside near Angeles Crest Highway where the fire started. But officials, who say the cause of the fire was arson, were hesitant to release any of their findings to the media.The fire was 51 percent contained Sunday as crews built new protective lines near Highway 39 in the San Gabriel Wilderness, U.S. Forest Service spokeswoman Jennifer Sanchez said.

No homes were immediately threatened.

The weekend weather forecast called for cooler temperatures and slightly higher humidity that could help firefighters further surround the blaze. Because of the reduced heat, about 400 firefighters assigned to protect structures were dismissed Saturday. About 4,800 firefighters remained.Los Angeles County firefighters Tedmund Hall and Arnaldo Quinones were killed Aug. 30 while seeking an escape route for their inmate fire crew after flames overran their camp on Mount Gleason. The two died when their truck plunged 800 feet off a steep mountain road.Sheriff's detectives opened a homicide investigation after the fire was ruled arson earlier this week, and Gov. Arnold Schwarzenegger has offered $100,000 for information leading to the arrest and conviction of the culprit.

LOS ANGELES – As he reached the door of the chow hall, Henry Navarro looked to his right and uttered an expletive. Then he looked to his left and spat out an even stronger one.Many of the inmate firefighters at Mount Gleason Conservation Camp had been training for just this scenario for years. But nothing could have prepared them for the gantlet of fire they must now run.The chow hall was supposed to be the safety zone for the more than five dozen people at the station. But it and every other building in the ridgetop camp were now engulfed in flames.And their leaders — Capt. Ted Hall and Foreman Arnie Quinones — were somewhere out there in the inferno.

The order was given to make a run for the crew carriers.

As a swamper, essentially the senior inmate, David Clary had a radio and rode up front with the foreman. When everyone was in the small buses, he made a head count.
Meanwhile, the foremen were checking in with each other over the radios. Someone tried calling for Hall.Supe 16? the radio barked.Silence.Supe 16? the call went out again and again.The men heard nothing except the pounding of their own hearts and the ferocious roar of seemingly insatiable fire.Mount Gleason, or Camp 16, is located north of Los Angeles, outside the city of Palmdale. A cluster of about a dozen buildings perched at 5,500 feet on a ridge deep in the Angeles National Forest, it is one of six inmate fire camps in Los Angeles County run by the California Department of Corrections and Rehabilitation.Opened in 1979, it is on the site of a former Nike anti-aircraft missile installation, LA-04, one of more than a dozen such batteries built to defend the City of Angels from nuclear attack. Visitors can still see the sealed remains of empty missile silos.Camp 16 housed 105 inmate firefighters and provided six fire crews in a partnership between corrections and the County of Los Angeles Fire Department. The camp's emblem is a snarling wolf, and its members call themselves the wolfpack.

Capt. Tedmund Ted Hall, 47, had been with the fire department 28 years, the last eight of them in these wilderness camps. Firefighter Specialist Arnaldo Arnie Quinones, 34, joined in 1998, and had been supervising and training inmates at Camp 16 for nearly four years.Much of the year, the inmate crews haul sandbags to protect against winter floods, clear recreational trails and perform any other necessary routine maintenance. During fire season, they help clear flammable brush and establish breaks to halt advancing flames.Normally, inmates are paid up to $3.90 a day for their labor, depending on the position. But prisoners working the fire lines in an emergency receive an additional $1 an hour. Shortly after the so-called Station Fire began on Aug. 26, about half of the camp's inmates were evacuated. The 55 who remained were trained in wildfire suppression. But for whatever reason, the U.S. Forest Service ordered the wolfpack to stand down. Banished from the front lines, the men continued to fortify their camp against the fire's inevitable onslaught.In addition to Hall, Quinones and the inmates, there were three other foremen, two five-person LA County engine companies, two corrections officers, and a visiting facility captain with no firefighting training at the camp that day. On Aug. 30, the crews had just finished eating a Sunday dinner of salad, turkey and mashed potatoes with gravy when the fire appeared in a drainage area at the southwest edge of camp around 4:45 p.m. Within minutes, the officers decided the blaze had reached a trigger point.

With a buffer of about 75 feet between the dining hall and the nearest building, it was considered the camp's Alamo. Hall ordered the crews to wait there, and he and Quinones jumped into the supe truck — the large, red 4X4 pickup — and raced down to meet the fire.Firing a flare pistol into the brush below the camp, the two men attempted to set back fires in hopes they would burn down to the main conflagration and deprive it of fuel.Around 5 p.m., Hall and Quinones radioed that they were heading back to the safety zone. They never showed.Outside, the smoke had turned broad day into darkest midnight. The panicked inmates watched through the windows as the flames worked their way behind them on both sides.The LA County officers' quarters — or BOQ as the inmates call them — were the first to catch fire. The blaze then flashed across the weightlifting area to the left of the kitchen and began chewing into the roof of the cinderblock dormitory where the inmates slept. The flames had jumped from the ground to the treetops, what is called a crown fire. The conflagration was creating its own weather.What appeared to be little dust devils were swirling everywhere. Clary, 41, looked on in rapt fascination as wood chips spun into the air and ignited.Inmate Christopher Buttner, 37, saw the flames leap over the top of the chow hall from both sides and meet overhead, their color changing from a wild yellow to a ravenous red.

Their safety zone had become an oven.

The building started to fill with thick, acrid smoke. Then the flames began erupting from beneath the eaves.By now, Buttner was certain the fire had consumed most of the oxygen outside the building. Some people lay down on the floor to get below the smoke, while others began shaking open their emergency rescue shelters.Made of a reflective material, these emergency tents are a last resort when a position is about to be overrun. Some firefighters ghoulishly refer to the bags as the foil shake and bake.Navarro, 28, who had only been at the camp for two months, began to wonder if they would make it. It looked like hell outside.

He began to pray.

With their captain absent, Crew 5 Foreman Kevin Taylor assumed command. He headed for the door.Get ready to leave,he shouted.I'm going to get the crew carrier.
Miraculously, the fire began to lift slightly. Another foreman, Andrew Cardullo, lined the men up and began marching them outside single file, their shelters tucked under their arms.Just as the last inmate went through the door, the roof collapsed.
When no one could raise Hall and Quinones, the decision was made to drive around the camp and search for them. When that failed, the crews looked for a safe spot to wait out the firestorm.They found a place toward the back of the camp that had no buildings and had already been burned over. They parked and waited for the smoke to clear.Searchers later found Hall's vehicle in a canyon 800 feet below the camp. The men had apparently driven off the road in a lefthand curve and plunged over the side.The inmates would not say whether it appeared the crash or the fire had killed the men. They also refused to divulge Hall's last transmission, citing the ongoing investigation.That night, the inmates were taken to the Prado camp in Chino. During the drive, they reflected on the two who were lost.Clary had worked under Hall and Quinones for two years. Everything he knows about fires and fighting them, he owes to them.

Now, he believes, he owes them his life.

Buttner was angry. He couldn't help thinking that if they had been allowed to stay on the fire lines, none of this would have happened.When the fire was over, all that remained of Camp 16 was the visitors' bathroom.Although the Station Fire is the largest in Los Angeles County history, Hall and Quinones are the only fatalities. Hall left behind a wife and two grown sons; Quinones' wife, Loressa, is about to deliver their first child.At the Chino camp, the prisoners and their keepers talked about their fallen leaders and prayed for their families. Then they did something that guards and inmates don't normally do — they hugged.Four days later, they were back on the fire lines.

Nicaragua's San Cristobal volcano spews ashes, gas SEPT 6,09

MANAGUA, Nicaragua – Nicaragua's San Cristobal volcano has let off a series of explosions, spewing gases and showering ash on nearby towns.There are no reports of injuries or damage.Civil Defense Maj. Carlos Caceres says Sunday's blasts prompted officials to issue an alert for 25 districts near the volcano.The 5,725-foot (1,745-meter) volcano is located about 70 miles (110 kilometers) northwest of Managua, near the Honduran border.San Cristobal's last such activity occurred three years ago.

BEIJING (Reuters) – China's imports of U.S. DDGS, a by-product of corn ethanol, have surged and the pace is expected to remain strong this year as long as U.S. corn prices remain significantly below that of Chinese corn, industry officials said.

China's own corn production has suffered from the most severe drought in half a century, while the United States is expecting its largest ever corn harvest this year, they said.Some Chinese importers were already shipping distillers' dried grains with solubles (DDGS), also a feed ingredient, in large volume or bulk cargoes, in addition to small quantities in containers, Cary B. Sifferath, China Country Director of U.S. Grains Council, told Reuters.He expects U.S. exports to China in 2009 could potentially reach 400,000 metric tons. Exports so far have reached about 150,000 metric tons, more than 18 times the 8,000 metric tons exported in all of 2008.U.S. corn prices and DDGS since June have come down.... With corn prices here in China increasing, it made U.S. DDGS prices very attractive, especially in the southern Chinese market,said Sifferath on the sidelines of a feed ingredient conference over the weekend.Some bulk shipments have already happened, and we will see more bulk shipments loaded in September.Drought in China's major northeast could hurt the country's corn harvest and likely reduce output by 20 million metric tons to 145 million metric tons, according to the forecast by China Shanghai JC Intelligence Co., Ltd, a private consulting firm.

The quality is pretty good and stable with a higher protein and fat content. It gives a price advantage by replacing some usage of soymeal and corn,said one official with a major feed mill in Shandong, which has recently bought U.S. DDGS.

GENEVA -- WHO is aware of some media reports that have expressed concern about the safety of vaccines for pandemic influenza. The public needs to be reassured that regulatory procedures in place for the licensing of pandemic vaccines, including procedures for expediting regulatory approval, are rigorous and do not compromise safety or quality controls.Vaccines are among the most important medical interventions for reducing illness and deaths during a pandemic. However, to have the greatest impact, pandemic vaccines need to be available quickly and in large quantities.

During the 1957 and 1968 pandemics, vaccines arrived too late to be used as an effective mitigation tool during the more severe phases of the pandemics. Influenza vaccines had not yet been developed when the 1918 pandemic swept around the world, eventually killing an estimated 50 million people.In 2007, as part of preparedness for an influenza pandemic, WHO worked together with health officials, regulatory authorities, and vaccine manufacturers to explore a broad range of issues surrounding the regulatory approval of pandemic vaccines. [1]Ways were sought to shorten the time between the emergence of a pandemic virus and the availability of safe and effective vaccines. Different regulatory pathways were assessed, and precautions needed to ensure quality, safety, and effectiveness were set out in detail.

Fast-track procedures for approval
Regulatory authorities have shown great flexibility in developing procedures for fast-tracking the approval and licensing of pandemic vaccines.In some cases, pandemic vaccines are not regarded by regulatory authorities as entirely new vaccines, as they build on the technology used to produce vaccines for seasonal influenza, established procedures for testing and regulatory control, and an extensive body of safety data.In such cases, approval procedures are similar to those applied to strain changes made each year when seasonal vaccines are modified to match circulating viruses in the Northern and Southern Hemispheres.Specific regulatory procedures have been devised to expedite the approval of pandemic vaccines. In the USA, for example, fewer data are required when the manufacturer already has a licensed influenza vaccine and intends to use the same manufacturing process for its pandemic vaccine.In the European Union, the European Medicines Agency uses a rolling review procedure whereby manufacturers can submit sets of data for regulatory review as they become available, without having to wait until all data can be submitted together in a single formal application.Also in Europe, some manufacturers have conducted advance studies using a so-called “mock-up” vaccine. Mock-up vaccines contain an active ingredient for an influenza virus that has not circulated recently in human populations and thus mimics the novelty of a pandemic virus. Such advance studies can greatly expedite regulatory approval.

Special safety concerns
Influenza vaccines have been used for more than 60 years and have an established record of safety in all age groups. While some serious adverse events have been reported, these have been rare.Nonetheless, special safety issues will inevitably arise during a pandemic when vaccine is administered on a massive scale. For example, adverse events too rare to show up even in a large clinical trial may become apparent when very large numbers of people receive a pandemic vaccine.Some adverse events will be coincidental – that is, associated in time with vaccine administration, yet not directly caused by the vaccine. Genuine adverse events directly caused by the vaccine may also occur, but cannot be predicted in advance. Given the safety record of seasonal vaccines, such events are expected to be rare.

Time constraints mean that clinical data at the time when pandemic vaccines are first administered will inevitably be limited. Further testing of safety and effectiveness will need to take place after administration of the vaccine has begun.
For these reasons, WHO advises all countries administering pandemic vaccines to conduct intensive monitoring for safety and efficacy, and many countries have plans in place for doing so. On the positive side, mass vaccination campaigns can generate significant safety data within a few weeks. International sharing of data from such post-marketing surveillance will be vital in guiding risk-benefit assessments and determining whether changes in vaccination policies are needed. WHO has developed standardized protocols for data collection and reporting in real-time, and will communicate findings to the international community via its web site.

Russia has since charged eight men from Estonia, Latvia and Russia with kidnapping and piracy.Israeli and Russian security sources have questioned The Kremlin's official explanation, instead arguing that the ship was carrying S-300 missiles, Russia's most advanced anti-aircraft weapon, while undergoing repairs in the Russian port of Kaliningrad, a notorious Baltic smuggling base.According to reports, Mossad is said to have briefed the Russian government that the shipment had been sold by former military officers linked to the black market, and Russia then dispatched a naval rescue mission. A spokesman for the Finnish owners denied that missiles could have been secretly loaded onto the ship.Sources who suspect Mossad’s involvement point to a visit to Moscow by Shimon Peres, the Israeli president, the day after the Arctic Sea was rescued. Peres held four hours of private talks with Dmitry Medvedev, the Russian president. Although the Israeli foreign ministry would not be drawn on the Arctic Sea, it confirmed that the two leaders had discussed the sale of Russian weapons to countries hostile to Israel. Yossi Bar-Mocha, the head of the National Federation of Israeli Journalists, said his organization removed the pictures from its Tel Aviv headquarters for fear they would offend people who lost relatives in militant attacks.There is a majority in favor of removing the pictures... The main problem is that the artists didn't tell us what the exhibition was about beforehand and simply presented it as an exhibition of pictures,said Bar-Mocha.One of the artists, Galina Bleikh, said their intention was not to glorify or justify the bombers' actions. She and her partner, Lilia Chak, tried to address a subject that pains the whole country in the exhibit, titled Woman, Mother, Murderer: An Exhibit on Female Terror, she explained.How can a woman who comes into the world with the role of loving and giving life become a source of hatred and murder? The seven canvases, part of a larger exhibition, splice the bombers' faces onto works by Botticelli, Raphael and other eminent artists. A 2007 study by Dr. Amin Muhammad and Dr. Sujay Patel in Canada’s Memorial Hospital observed that honor killing spreads when those whose who practice it emigrate to Western countries. Honor killings however are only the final act in the drama of a Muslim woman’s life. Before that she is expected to walk behind a man, to be a second class citizen, to cover herself as much as possible in order to deflect male desire and to take the blame for the sexual intentions that men have toward her. She knows that if she fails to deflect male desire, she may suffer a variety of penalties from imprisonment to death. In countries like Saudi Arabia or Iran, those penalties are imposed by courts. In countries like Afghanistan or Pakistan, they are imposed by rough tribal justice. In the West, where there is no Islamic court system or tribal courts, they are imposed by the family.The burka, the chador, the hijab or any of the other covering garments are assigned to Muslim women to protect them from men, and to protect men from them. These garments are meant to cover their Awrah, which in Arabic means nakedness, fault or defect. While for a Muslim man Awrah is only the swimsuit region, a Muslim woman is entirely Awrah.

Al-Qadhi Ibn-Al-Arabi Maliki states: And all of a woman is awrah; her body, her voice, and it is not permissible for her to uncover that unless out of necessity, or need such as witnessing in court, or a disease that is affecting her body[Ahkam Al Quran 3/1579]Imam Al-Qurtubi stated went even further stating; It is forbidden for a woman to speak when non-related men are present and it is forbidden for men to hear the voice of a non-mahram woman as long as there is no need for that.What that means is that all of a woman is a zone of shame and obscene. Even the sound of her voice is a form of nakedness or lewdness. Various Muslim authorities claim that this applies to even a woman’s fingernails and eyes. A woman who fails to dress this way is behaving obscenely and is open to being assaulted, as the Koranic verse which orders Muslim women to cover themselves makes clear.O Prophet! Tell thy wives and daughters, and the believing women, that they should cast their outer garments over their persons (when abroad): that is most convenient, that they should be known (as such) and not molested.-Al-Ahzab:59 (Qur’an)The key word here of course is that they shall be known as such and not molested. They have tried to transform the Hijab into a statement of Muslim feminism, while completing ignoring the fact that the Hijab only exists because Islamic law views all of a woman as obscene and treats the woman’s presence in the public sphere as a source of Fitna and Zina, Discord and Immorality, that incites men to do immoral things, including rape her. Under Islam the woman is a threat to men that can only be rendered safe for men by fully covering her up and keeping her apart from men as much as possible.Unfortunately Naomi Wolf, like most modern liberal feminists had no interest in defending those women.What does Naomi Wolf think is an urgent issue? Based on her blog, it isn’t women, but Muslim men. Specifically defending the sort of Muslim men who kill women who don’t wear the veil. Wolf’s blog is filled with posts fulminating against Guantanamo Bay and the plight of the Taliban and assorted other Islamists imprisoned there. The same men who if given a chance would have a knife to her neck in minutes.

This spring in Pakistan’s Sindh province alone, 40 honor killings took place. One woman took refuge in a police station, only to be handed over to her brother who killed her. A 14 year old girl was burned to death. Two women had acid poured on them after being raped. Two women had their noses chopped off for violating family honor. The Sindh province had been overrun by the Taliban.Rather than writing about any of these women, Naomi Wolf instead wrote demanding to know What Happened to Mohamed al-Hanashi? Her article describes Mohamed al-Hanashi as a young man who could shed light on many crimes. Not the crimes of Islamist terrorists, but the crimes of the US in detaining in Islamist terrorists. At no point in time throughout the article does Naomi Wolf mention that Mohamed al-Hanashi was a member of the Taliban. The same Taliban which mandated complete covering for women, forbade women to be treated by male doctors or to get an education.In April 2009, Sitara Achakzai, a leading women’s rights activist in Afghanistan, was murdered by the Taliban because she supported rights for women. 3 days later, Naomi Wolf did not write about her. Instead she wrote an article claiming that the American people had blood on their hands over Gitmo and demanded that we hold Nuremberg Trials to determine who gave the order to torture captured Al Queda and Taliban terrorists in order to gain information about future attacks against America.Unfortunately Naomi Wolf, like most modern liberal feminists had no interest in defending those women, only in defending their abusers. While women were being murdered by the Taliban, she sweated blood and tears to defend members of the Taliban. Finally in August, Naomi Wolf went to a Muslim country, put on a headscarf and described how it made her feel free. That seems like a reasonable preparation for the sort of environment that Naomi Wolf and much of the feminist movement are helping to create for women in the West.

In 1984 the Party’s slogan is Slavery is Freedom.The political use of such an idea is that it is easier to enslave people, if they believe that being enslaved makes them free. It is why every one party Communist dictatorship made sure to call themselves a Democratic People’s Republic. Nowadays, anyone and everyone who raises a disparaging word about the Obama Administration’s policies is immediately assigned the stigma of alarmist, scaremonger, or paranoid.Perhaps such stigmas are actually applicable in some cases, like Genesis Communications Network radio talk show host Alex Jones and Fox News talk show host Glenn Beck. In both of these cases, there are, no doubt, serious sanity issues involved. However, those who have familiarized themselves with the résumé of President Obama’s recently appointed Science Czar, John Holdren, have good reason to be afraid.Before I proceed any further, allow me to dissuade readers from ascribing any sort of partisan biases to me. I am neither a Democrat nor a Republican. Foreign policy commentator Robert Kagan once observed that this false dichotomy represents two variations of the same worldview. The dialectical commonalities exhibited by Republicans and Democrats bear out this contention. Neither party is interested in dismantling the labyrinthine machinations of Big Government or restoring the Constitution as the supreme law of the land. Both are merely committed to the maintenance of their two-party political cartel.

Nuff said.

Having dispelled any accusations of partisan prejudices, allow me to provide a brief overview of Holdren’s résumé. In 1977, Holdren co-authored Ecoscience with Paul and Anne Ehrlich. Of course, Paul Ehrlich was the environmental scientist who published The Population Bomb in 1968.This hyperbolic collection of demographic doomsday prophecies foolhardily predicted, The battle to feed humanity is over. In the 1970s, the world will undergo famines. Hundreds of millions of people are going to starve to death in spite of any crash programs embarked upon now.Of course, the arrival of the 70s banished such forecasts to the realm of Chicken Little eschatology. Yet, Ehrlich wasn’t done embarrassing himself. In 1980, the wannabe demographer bet University of Maryland economist Julian Simon that an impending era of scarcity would lead to rising prices among various commodities. Ehrlich bought five different metals for $1,000 on the condition that Simon would have to pay him the difference should their combined value be higher in 1990. A decade later, the combined price of the metals had actually fallen and Ehrlich had to pay Simon $576.It comes as little surprise that Ehrlich’s prophecies never materialized. His views were heavily influenced by the 19th century Anglican clergyman Thomas Malthus. Malthus authored Essay on the Principle of Population, a treatise premised upon the spurious thesis: “Population, when unchecked, increases in a geometrical ratio. Subsistence increases only in an arithmetic ratio.Although Malthus articulated his observations in succinct mathematical equations, the complexities of the natural order typically defy such numerical reductionism. Nevertheless, Malthus concluded that society should adopt certain social policies to prevent the human population from growing disproportionately larger than the food supply.Malthus’ genocidal policies specifically targeted the poor. Through the promotion of hygienically unsound practices amongst impoverished populations, Malthus believed that the undesirable elements of the human herd could be naturally culled by various maladies. The spread of disease could be further assisted through discriminative vaccination and zoning programs. Worse still, Malthus promoted infanticide for illegitimate children, a practice that is still advocated by many bioethicists today. Peter Singer is one case in point. Ominously enough, Singer recently argued for the rationing of health care in a New York Times editorial.

Ehrlich’s prescriptions for the alleged population bomb were equally draconian. They included compulsory birth regulation… (through) the addition of temporary sterilants to water supplies or staple food. Doses of the antidote would be carefully rationed by the government to produce the desired family size.Given his failed predictions, one would think that people would have stopped listening to Ehrlich a long time ago. Unfortunately, fools abound, as is evidenced by Obama’s appointment of Holdren to the position of Science Czar. Holdren merely reiterates Ehrlich’s core normative contention: Population control is the only answer.In fact, on page 786 of Ecoscience, Holdren writes, Indeed, it has been concluded that compulsory population-control laws, even including laws requiring compulsory abortion, could be sustained under the existing Constitution if the population crisis became sufficiently severe to endanger the society.On pages 786-87, Holdren endorses sterilizing women after their second or third child and administering a long-term sterilizing capsule that could be implanted under the skin for coercive fertility control.On pages 787-88, Holdren reintroduces the draconian notion of adding sterilants to drinking water on the condition that such a substance must have no effect on members of the opposite sex, children, old people, pets, or livestock.How humanitarian. At least Holdren made the provision for some exemptions, like chickens, cows, pigs, and other barnyard buddies. That Holdren includes the elderly and children in the same category as livestock bespeaks a rather low valuation of human life.As is the case with most proponents of population control, Holdren’s recommendations invariably assume a eugenical character. On page 838, he states, If some individuals contribute to general social deterioration by overproducing children, and if the need is compelling, they can be required by law to exercise reproductive responsibility…It comes as little surprise that, at a July 30 hearing of the Senate Commerce Committee, Senator Jay Rockefeller said, Dr. Holdren, I don’t want to embarrass you but I sometimes refer to you as walking on water.Of course, the Senator is a scion of the Rockefeller dynasty, a lineage of consummate American oligarchs who have harbored a historical flirtation with eugenics. The Rockefeller Foundation, which was formed by John D. Rockefeller in 1909, created and directed the Kaiser Wilhelm Institute for Anthropology, Eugenics and Human Heredity. The chief executive of this institution was none other than Swiss psychiatrist Ernst Rudin, Hitler’s director of genetic sterilization and a founder of the Nazi Society for Racial Hygiene.

Rockefeller’s messianic portrayal of Holdren underscores the power elite’s disturbing preoccupation with population control. The unsettling rationale for this preoccupation comes into clearer focus when one considers a study conducted by the Royal Commission on Population in 1944. Formed by King George VI to examine the declining fertility rates in the British Commonwealth, the Commission observed that the demographic implosion advanced fastest among the higher occupational categories. Apparently, a distinct fertility differential was making itself evident along socioeconomic demarcations. According to the Commission’s official report, it was the aristocracy that was demographically receding.This fertility differential was attributable to the oligarchs’ tradition of deliberate family limitation.The demographic costs of such practices were becoming evident. Not surprisingly, Malthusianism and its theoretical correlative, Darwinism, were promoted by scientific minds within elite quarters. The theories of Malthusianism and Darwinism were formulated according to the sociological considerations of the ruling elite. Out of these two pseudo-scientific theories would emerge the socially and politically expedient concept of eugenical population control.Simply stated, population control is camouflaged class warfare. In truth, the oligarchs are not concerned with carrying capacity. Ultimately, they are concerned with the capacity of their control. Americans have lost their ability for introspection, thereby revealing their astounding hypocrisy to the world.US War Secretary Robert Gates has condemned the Associated Press and a reporter, Julie Jacobson, embedded with US troops in Afghanistan, for taking and releasing a photo of a US Marine who was wounded in action and died from his injury.The photographer was on patrol with the Marines when they came under fire. She found the courage and presence of mind to do her job. Her reward is to be condemned by the warmonger Gates as insensitive.Gates says her employer, the Associated Press, lacks judgment and common decency.The American Legion jumped in and denounced the Associated Press for a stunning lack of compassion and common decency.To stem opposition to its wars, the War Department hides signs of American casualties from the public. Angry that evidence escaped the censor, the War Secretary and the American Legion attacked with politically correct jargon: insensitive,offended,and the anguish,pain and suffering inflicted upon the Marine’s family. The War Department sounds like it is preparing a harassment tort.

Isn’t this passing the buck? The Marine lost his life not because of the Associated Press and a photographer, but because of the war criminals—Gates, Bush, Cheney, Obama, and the US Congress that supports wars of naked aggression that serve no American purpose, but which keeps campaign coffers filled with contributions from the armaments companies.Marine Lance Cpl. Joshua M. Bernard is dead because the US government and a significant percentage of the US population believe that the US has the right to invade, bomb, and occupy other peoples who have raised no hand against us but are demonized with lies and propaganda.For the American War Secretary it is a photo that is insensitive, not America’s assertion of the right to determine the fate of Afghanistan with bombs and soldiers.The exceptional virtuous nation does not think it is insensitive for America’s bombs to blow innocent villagers to pieces.

On September 4, the day before Gates’ outburst over the insensitive photo, Agence France Presse reported from Afghanistan that a US/Nato air strike had killed large numbers of villagers who had come to get fuel from two tankers that had been hijacked from negligent and inattentive occupation forces:Nobody was in one piece. Hands, legs and body parts were scattered everywhere. Those who were away from the fuel tanker were badly burnt,said 32-year-old Mohammad Daud, depicting a scene from hell. The burned-out shells of the tankers, still smoking in marooned wrecks on the riverbank, were surrounded by the charred-meat remains of villagers from Chahar Dara district in Kunduz province, near the Tajik border. Dr. Farid Rahid, a spokesperson in Kabul for the ministry of health, said up to 250 villagers had been near the tankers when the air strike was called in.What does the world think of the United States? The American War Secretary and a US military veterans association think a photo of an injured and dying American soldier is insensitive, but not the wipeout of an Afghan village that came to get needed fuel.The US government is like a criminal who accuses the police of his crime when he is arrested or a sociopathic abuser who blames the victim.

It is a known fact that the CIA has violated US law and international law with its assassinations, kidnappings and torture. But it is not this criminal agency that will be held accountable. Instead, those who will be punished will be those moral beings who, appalled at the illegality and inhumanity of the CIA, leaked the evidence of the agency’s crimes. The CIA has asked the US Justice (sic) Department to investigate what the CIA alleges is the criminal disclosure of its secret program to murder suspected foreign terrorist leaders abroad. As we learned from Gitmo, those suspected by America are overwhelmingly innocent.The CIA program is so indefensible that when CIA director Leon Panetta found out about it six months after being in office, he cancelled the program (assuming those running the program obeyed) and informed Congress.Yet, the CIA wants the person who revealed its crime to be punished for revealing secret information. A secret agency this unmoored from moral and legal standards is a greater threat to our country than are terrorists. Who knows what false flag operation it will pull off in order to provide justification and support for its agenda. An agency that is more liability than benefit should be abolished.

The agency’s program of assassinating terrorist leaders is itself fraught with contradictions and dangers. The hatred created by the US and Israel is independent of any leader. If one is killed, others take his place. The most likely outcome of the CIA assassination program is that the agency will be manipulated by rivals, just as the FBI was used by one mafia family to eliminate another. In order to establish credibility with groups that they are attempting to penetrate, CIA agents will be drawn into participating in violent acts against the US and its allies.Accusing the truth-teller instead of the evil-doer is the position that the neoconservatives took against the New York Times when after one year’s delay, which gave George W. Bush time to get re-elected, the Times published the NSA leak that revealed that the Bush administration was committing felonies by violating the Foreign Intelligence Surveillance Act. The neocons, especially those associated with Commentary magazine, wanted the New York Times indicted for treason. To the evil neocon mind, anything that interferes with their diabolical agenda is treason.This is the way many Americans think. America uber alles! No one counts but us (and Israel). The deaths we inflict and the pain and suffering we bring to others are merely collateral damage on the bloody path to American hegemony.The attitude of the freedom and democracy US government is that anyone who complains of illegality or immorality or inhumanity is a traitor. The Republican Senator Christopher S. Bond is a recent example. Bond got on his high horse about irreparable damage to the CIA from the disclosures of its criminal activities. Bond wants those back stabbers who revealed the CIA’s wrongdoings to be held accountable. Bond is unable to grasp that it is the criminal activities, not their disclosure, that is the source of the problem. Obviously, the whistleblower protection act has no support from Senator Bond, who sees it as just another law to plough under.

This is where the US government stands today: Ignoring and covering up government crimes is the patriotic thing to do. To reveal the government’s crimes is an act of treason. Many Americans on both sides of the aisle agree.Yet, they still think that they are The Virtuous Nation, the exceptional nation, the salt of the earth.

Before I weigh in too deeply on the current healthcare debate I would like to make it clear that I am neither a Democrat or Republican, nor do I consider myself a liberal or conservative. The only alignment I wish to make for myself is with freedom, liberty, and a basic respect for the Constitution.Let me begin by saying that I am actually quite open to the idea of a single payer healthcare system here in the United States. I have heard proposals that I believe could achieve the goal of healthcare for every American without raising taxes and without the Federal or State governments being involved in the doctor -patient decision-making process. Of course, these proposals have been scrapped and ignored from the very beginning. But, as I say that I am open to the single payer system, it may surprise many that I am opposed to the current healthcare bill generating so much debate around the country. So, let me explain myself.First, this bill is not single payer. The mainstream media has created a false debate in this country. Liberals and democrats support this bill because they see it as single payer healthcare for all while conservatives and republicans oppose it because they see it as single payer socialized medicine. But as the American people argue over something that does not even exist, they completely miss the things that spell the opposite of healthcare for all as well as the things that are much worse than socialized medicine.Essentially, this bill is going to require every American to purchase a private insurance plan with their own money. If you can’t afford this private insurance, then you will be taxed or fined by the government (Title IV, P.167).

Secondly, before denying healthcare to the elderly and the handicapped became a national joke, there was a flicker of debate about what the mainstream media mockingly labeled as death panels. I regret to inform the readers that these panels do in fact exist both within this bill as well as other legislation. Section 1233 of the healthcare bill is rife with clauses that establish government control over the health care procedures you undergo particularly at the end of life. This section asserts that a government approved list of end of life resources will be established(Section 1233, p. 425) as well as the required end of life counseling every five years or if his/her health takes a sudden turn for the worst (Section 1233, P.425). It goes even further to say that a government board will determine what level of treatment you will receive, if any, at the end of your life (Section 1233, P.430). Section 1162 indicates that the government will mandate what it calls outcome based measures,which is a polite way of saying rationing (Section 1162, P.335).

The government panel that will make these decisions is actually already in existence. It was created earlier in the year tucked away safely in the stimulus bill. The stimulus legislation created a new bureaucracy called the Federal Coordinating Council for Comparative Effectiveness Research which is modeled on a UK board that oversees the rationing of healthcare procedures in that country and uses a formula to determine who receives care and who doesn’t (McCaughey ). With its’ focus on cost effectiveness and outcome based measures, it is clear that the elderly, the handicapped, and the chronically ill will receive far less care than younger healthier patients as they are seen to benefit less in terms of quality of life and quantity of years. Yet it should be clear to everyone that it is not a question as to whether or not these individuals will benefit from the treatment, it is a question of whether or not they are seen as a benefit to the governmental establishment.If one is not convinced of the intended rationing of healthcare by simply reading the bill, then he/she should consider what the authors and largest supporters have said in regards to it. Former Senator Tom Daschle, also a former Obama nominee for the position of Health and Human Services Secretary, actually wrote many of these provisions (McCaughey). Daschle is quoted in his book as saying that Americans expect too much from their healthcare system and that Europeans should be commended for being more willing to accepting hopeless diagnoses and foregoing experimental treatments (McCaughey). He also goes on to say that seniors should be more accepting of these hopeless diagnoses and illnesses that come with age instead of treating them (McCaughey).

Ezekiel Emanuel, health policy adviser at the Office of Management and Budget as well as a sitting member of Federal Coordinating Council on Comparative Effectiveness Research is quoted as saying that doctors take the Hippocratic oath too seriously, as an imperative to do everything for the patient regardless of the cost or effects on others (JAMA June 18, 2008,). Indeed, that is generally what patients want from their doctors. In an article written for the Hastings Center Emanuel says, services provided to individuals who are irreversibly prevented from being or becoming participating citizens are not basic and should not be guaranteed. An obvious example is not guaranteeing health services to patients with dementia (Hastings Center Report Nov.-Dec. 1996, p.13). Emanuel is clearly advocating a eugenics-based rationing system.The healthcare bill also contains other frightening clauses such as Subpart XII, Section 340L which establishes a Corps that will conduct Home Healthcare visits as explained in Section 1713 to assess the designated families’ economic self-sufficiency, employment, school readiness, and educational achievement and to coach them on how to raise their children(Section 1713,P.768). This bill does in fact contain provisions that would set the wages of doctors (Section 225 and Section 223), possibilities of a draft to a National Health Service Corps (as mention also in the stimulus bill; section 1713), creation of a National Medical Device Registry(Section 2521), and potential to mandate even the food we eat (Section 3121).

It is important for the American people to realize that this bill is not single-payer and that it does not provide healthcare for all. It is a eugenics program that will ration healthcare for most and outright deny it for some. The mainstream media and those who control it have created a false debate among us in an attempt to divide and distract us from the real issues at hand. The American people continue to argue with one another over issues that do not even exist. The Almighty is just a Tweet away.In an interview with Israel National Radio's Yishai Fleisher, 25 year-old university student and founder of TweetYourPrayers.org Alon Nir says his time is consumed with keeping up with the steady bombardment of prayers sent to him daily on the popular networking site, Twitter. After printing, cutting, and rolling the notes into tiny scrolls, those prayers are placed in Jerusalem's Western Wall, a remnant of the Holy Temple which was destroyed by the Romans 2,000 years go.Inspired by the use of Twitter by Iranian dissidents following this summer's Iranian election controversy and ensuing riots, Nir decided to use Twitter to serve his nation, too. Just a few days later [in July, after the Iranian election riots], the idea hit me to connect the 2,000 year old wall to the internet, said Nir.It picked up very rapidly in a very, very short time. It's only been around since the beginning of July, and since then I've been swamped with requests and prayers pouring in.All of the prayers that come in via Twitter will find their place at the Wall.Nir told Fleisher he has already stuffed roughly 3,000 prayers in crevices of the Kotel (Western Wall), with approximately 2,000 people waiting to have their prayers printed, rolled, and deposited in the holy spot.

Placing notes in clefts of the Wall is a Jewish custom hundreds of years old. Jewish scripture records the Holy Temple, and the Western Wall, as the place where the Divine Presence rests more than any other place on earth, making it the world's most auspicious place to have one's pleas heard. (The number 18 equals the Hebrew word chai - life - in numerology -ed.)Chai Elul marks the founding of the Chassidic movement in 1734, but it is also the birthday of two towering Torah luminaries. One is that of Rabbi Israel Baal Shem Tov, the founder of the Chassidic movement and its first leader, who was born on this day in 1698. The other is that of Rabbi Schneur Zalman of Liadi, the founder and first Rebbe (rabbinical leader) of the Chabad-Lubavitch dynasty, who was born in 1745.Chai Elul also marks the passing in 1609 of another great Torah sage, Rabbi Yehudah Loewe, known as the Maharal of Prague. Rabbi Loewe, a famous Kabbalist, philosopher and Jewish community leader, was especially renowned for having created a golem -- an inanimate man of clay -- to whom he then gave a limited form of life.The Golem of Prague was created specifically for the purpose of protecting the Jews in that city from the frequent threat of pogroms and blood libels, and was returned to the dust from which he came when his task was completed.

The month of Elul, last in the Jewish calendar prior to the holiday of Rosh HaShanah, the new year, is one in which it is said that The King is in the field, meaning that G-d is even more approachable and available than ever to all who would seek Him. The comparison is made to a monarch who sits upon his throne throughout the year; generally, one needs an appointment for an audience -- but not in the month of Elul, when the king leaves the palace and instead walks among the people in the field.Jews pray the special Selichot service during morning prayers in the month of Elul to ask forgiveness for sins they may have committed during the year and for strength and blessings for success in the new year to come.It is also during Elul that the vineyards ripen, and the delectable grapes for which the Hevron region is much famed grow heavy upon their vines. According to Chassidic tradition, Chai Elul also begins a period in which there are 12 days left in the current year (Elul 18-29), each corresponding to one calendar month. It is during this time especially that one is urged to take a second look at what has been accomplished, considering the actions of one month that has passed on each day.It is considered a time for reflection and reviewing one's life, taking inventory of one's actions over the past year and doing whatever is possible to make amends where necessary. Elul is also an auspicious time to complete financial arrangements, work on bookkeeping and organizational tasks, and set up the house for the coming year.

Special Elul Customs
Many Jews choose this time to take their mezuzot and tefillin to a reputable sofer (scribe) to be checked to make sure they are in top condition.Some Jews have the custom of blowing the shofar (ram's horn) each day of the month of Elul as a wake up call to teshuva -- literally, return to the faith, or repentance.Another custom instituted by the Rabbi Israel Baal Shem Tov involves the custom of reciting three chapters of Psalms per day from the first day of Elul until the Day of Atonement, Yom Kippur. The entire Book of Psalms is thus completed when the last 36 psalms are recited on the holiday of Yom Kippur itself.

Arab League: Shun Israel, or Else

(IsraelNN.com) Arab League head Amr Moussa issued a warning Sunday to Arab countries to avoid normalizing ties with Israel until Israel gives in to the League's demands, which include a complete building freeze in Jewish communities in Judea, Samaria, and much of Jerusalem. Any country that warms its ties with Israel before Arab demands are met will face a tough response, Moussa said, speaking at a news conference in Egypt.If we discover that someone normalized ties with Israel, I believe the reaction across the Arab world would be very violent, he clarified.
Moussa made it clear last Friday that the Arab League's demand for a building freeze includes all Jerusalem neighborhoods east of the 1949 armistice line. Among such neighborhoods are Pisgat Zeev, Ramat Eshkol, Neve Yaakov, Har Homa, French Hill and the Old City.The League demands that Jews be forbidden to build in those areas, while Arab construction would be permitted throughout the city.During Sunday's media briefing, Moussa accused Israel's government of being stubborn. Arab countries cannot be expected to recognize Israel without getting their demands met in return, he insisted.Moussa issued his warning during a joint news conference with Khaled Mashaal, the Syrian-based leader of Hamas. Mashaal described Israel's proposal to temporarily freeze Jewish building as dangerous, and joined Moussa in telling Arabs not to rush toward normalization.Mashaal also discussed the situation regarding talks for kidnapped IDF soldier Gilad Shalit. Negotiations have renewed with German mediation, he said, but there is a long way to go, which requires patience.

The new system features eight canistered missiles that are launched from a vertical launcher pack to precisely strike targets at ranges of up to 50 km (31 miles).In addition to the battery of missiles, the JUMPER system contains an integrated command and control unit that are arranged in a launcher pack that requires no operating crew and no special launching platform. IAI said that the system’s pinpoint accuracy and short flight time is expected to add an extra benefit to ground forces, especially since the system can be used regardless of weather and visibility conditions. Each missile measures 1800 mm (nearly 71 in.) in length, with a diameter of 150 mm (5.9 in.), and weighs 63 kg (139 pounds). The missiles are equipped with a GPS (global positioning system) and four steering fins at the tail and can home in to a laser designation.The JUMPER is also suited to strikes against urban operations due to its ability to pinpoint targets, thus reducing civilian casualties, according to IAI.

The plan has been met by fierce Russian opposition, which led to the current reevaluation being conducted in Washington.According to various European news reports, Turkey, Israel and the Balkans are under evaluation as alternative sites for the systems. While Israel and the US have held Juniper Cobra exercises for the past five years, the upcoming drill is planned to be the most complex and extensive to date.Meanwhile Sunday, Iranian television claimed that the Iranian military had developed an anti-cruise missile system. Announcing the latest milestone in domestic military-industrial achievements, Air Force Brig.-Gen. Defense Minister Ehud Barak will approve by Monday evening construction of 500 new housing units in settlements in Judea and Samaria, Defense Ministry officials confirmed on Sunday evening.This approval will come prior to the government's expected declaration of a settlement moratorium, part of a package the US administration is trying to put together to relaunch the diplomatic process.Although the Defense Ministry did not say where the homes would be built, the assumption is that most would be in the large settlement blocs - Modi'in Illit, Ma'aleh Adumim and Gush Etzion.Information and Diaspora Affairs Minister Yuli Edelstein said that Prime Minister Binyamin Netanyahu had told him that some of these units, however, would be built in settlements outside the large blocs.Ma'aleh Adumim Mayor Benny Kashriel told The Jerusalem Post that as of Sunday night he had not been notified of any new construction permits for his city.But even if he had, he said, he opposed any plan that involved a freeze on new construction permits.It would be preferable, he said, to build while negotiating with the Palestinians than to hold such talks while there was a freeze. The Prime Minister's Office denied reports that US Mideast envoy George Mitchell had decided to postpone his trip to Israel as a protest over the move. Mitchell was originally expected to arrive this Thursday.One senior official in the Prime Minister's Office said that the visit was going ahead as planned, and that if there was a postponement of a day or two, it was for logistical reasons.The settlement issue did not come up at Sunday's weekly cabinet meeting, and cabinet secretary Zvi Hauser said the matter would be brought to the full cabinet when the picture became clearer. At the same time, Hauser said the coalition's faction heads had all been apprised of the situation and that the move was coordinated with them.

The plan was reportedly approved by the six-member inner cabinet last month.

Barak's authorization of an additional 500 housing units would be the first such approval for new construction in the settlements since November 2008, according to sources in the Prime Minister's Office.Dani Dayan, who heads the Council of Jewish Communities of Judea, Samaria and the Gaza Strip, said that only a fraction of the settlements would benefit from the new permits, so that for most of them, a freeze on new construction was already a reality.At present, 2,500 apartments are under construction in the settlements, most of them in Modi'in Illit, Betar Illit, Ma'aleh Adumim and Givat Ze'ev.While the authorization of the new homes seems to be a done deal, Israel's agreement to a moratorium still has to be worked out, and would be among the issues to be discussed when Mitchell arrives.The depth of the moratorium, government officials told the Post, would be dependent on what normalization steps Arab countries were willing to bring to the table.There are many outstanding moving parts that are all interconnected, one official said on Sunday. Report: Bibi Plans Judea Building, then Freeze

(IsraelNN.com) Prime Minister Binyamin Netanyahu plans to approve the construction of hundreds of housing units in Judea and Samaria, a source in the Prime Minister's Office said Friday. Following the approval of the new projects, Netanyahu will consider a complete building freeze on Jewish communities in the area.Israel has already informed the United States of the intention to allow a final round of building before the freeze, the source reported.The report follows rumors that Israel and the U.S. are close to reaching an agreement regarding an array of steps to be taken vis-a-vis the Palestinian Authority. The goal is to allow for Israel-PA negotiations to resume – something that PA leaders say will only happen if Jews are not allowed to build anywhere east of the 1949 armistice line.In addition to allowing for hundreds of new apartments, Netanyahu's government will continue to allow the construction of roughly 2,500 housing units in Judea and Samaria's Jewish cities. Construction of the units was approved before the current government took office.

If Netanyahu agrees in the end to a complete building freeze in Israeli-controlled regions of Judea and Samaria, he will be the first prime minister in Israel's history to do so. The PA, backed by the U.S. and the European Union, has demanded that a building freeze include cities such as Maaleh Adumim, Ariel, and Beitar Illit, which most Israelis believe should remain Israeli even if a PA state is created in most of Judea and Samaria.Under the proposed construction freeze plan, Israel would forbid Jews to build in Judea and Samaria in exchange for gestures from hostile Arab countries. If Arab countries begin normalizing their ties with Israel following a building freeze, the freeze would continue indefinitely.If the countries refuse to normalize ties even with a building freeze, Israel would allow construction in those areas to resume after several months.The proposal faces strong opposition from within Netanyahu's Likud party.Likud MKs are not a rubber stamp for the prime minister,MK Danny Danon told Kol Yisrael government radio on Friday.We will back the prime minister only so long as he remains true to the Likud's principles.Netanyahu has not yet made a public announcement regarding the possibility of a building freeze. US Aid for Road Sign Plan - Towards a PA State

(IsraelNN.com) The United States is funding a Palestinian Authority project to place non-Hebrew road signs throughout Judea and Samaria. The PA plans to implement it in exclusively Israeli-controlled areas as well.The project is part of American aid towards the establishment of an independent Palestinian state, as a top official of USAID (United States Agency for International Development) in the PA, Howard Sumka, told the Al-Hayat Arabic daily.The project was announced by PA transportation minister Dr. Saadi Alkaranz. Correspondent Haggai Huberman reports that it is the first of its kind since Jordan lost control of the area when it attacked Israel during the 1967 Six Day War. All roads and localities will appear in Arabic and English on the new signs; Hebrew will not appear.Several weeks ago, Transportation Minister Yisrael Katz announced a decision to change road signs throughout Israel to reflect the Hebrew, and not Arabic, names of cities in Israel. He explained that the current situation, in which the official road signs of the State of Israel have Jerusalem written not as Yerushalayim,but as Al-Quds,and Acco appears as Akka, [could lead to] the right of return slipping in at us via the back door.

Minister Alkaranz said,This project is included in the government’s plans to lay the foundations for the establishment of a Palestinian state whose capital is Jerusalem. He explained that the signs will not include the names of any Jewish locations in the region.Alkaranz further said that the first stage of the project will be implemented in Area A (under full PA control) and Area B (under PA administrative control and Israeli security control). He said the PA will insist that it be executed in Area C – under full Israeli control – as well.

The AP reports (via The Washington Post) that European countries have stressed the role that excessive payouts to banking executives played in the current crisis by fueling risk-taking, and called for bonuses to be severely curbed, which doesn’t seem to make sense with a $645+ trillion derivatives bubble. I’m not saying that these robbers aren’t further robbing with their egregious bonuses, but the way thes talking points are worded lead to incorrect conclusions. The fallacy here being: curb bonuses and the risk of economic collapse significantly lessens. This is not only untrue, but an irresponsible statement with which to fill people’s heads. The crisis is that hundreds of trillions of dollars owed by this corporate elite to each other cannot be paid back and want the global population to pay that debt, not that execs are collecting eight or nine-figure bonuses.Tim Friends at al Jazeera reports that the rift over how to tackle the issue of bankers bonuses threatens to dominate the meeting as France, Germany and Japan have all officially come out of recession and now begins the tricky task of … withdrawing those big stimulus packages that we saw used to stimulate the world economies begins.Obviously, the U.S. doesn’t want to talk about bonuses at all–with the treasury secretary, Timothy Geithner, being the former head of the New York Federal [sic] Reserve. Those are his buddies on behalf of whom he participating in robbing the next hundreds of years of the global population of hundreds of trillions of dollars. From the AP:U.S. Treasury Secretary Timothy F. Geithner has not raised the bonus issue either, preferring instead to focus on U.S. attempts to start talks on a new international accord to increase banks’ capital reserves.The U.S. proposal would establish stronger global standards for the reserves banks are required to hold to cover potential loan losses. The United States wants to reach an accord by the end of 2010, with countries agreeing to implement the plan by the end of 2012.Translation: the U.S. has created $12 trillion out of thin air to feed Wall Street’s international banksters and to prevent the dollar from collapsing, other countries to inflate their currencies at a somewhat similar rate–further indebt everyday people who are losing their jobs are facing higher costs of living at the same time.

VIENNA – With oil prices about where OPEC wants them and a modest economic upturn in the offing, the oil cartel isn't likely to tighten the taps when its leaders meet this week in Vienna.Prices have been hovering near $70 a barrel, and with returning growth expected to support demand, analysts don't expect the Organization of Petroleum Exporting Countries will feel any need to cut output targets.Absolutely nothing, said John Hall, of John Hall Associates in London.OPEC President Jose Botelho de Vasconcelos, who is also Angola's oil minister, said last week that signs of recovery suggest the 12-member group won't need to intervene.Everything shows they will keep output unchanged,he said.Kuwait also says it thinks oil prices are stable and there's no need to cut production, even though stockpiles are rising. And Algeria, Kuwait, Libya, Qatar and the United Arab Emirates have signaled they're happy with the current output quota of just under 25 million barrels a day.Saudi Arabia, OPEC's No. 1 producer and most influential member, has said $75 a barrel is a fair price for both consumers and producers — a level that would allow for continued investments in the oil sector without undermining efforts at global economic recovery.Unless Saudi says,We're going to cut by a million barrels a day, nothing's going to happen at Wednesday's meeting, Hall said.

Benchmark crude for October delivery crested $68 a barrel Friday in electronic trading on the New York Mercantile Exchange. Over the past six weeks, it has fluctuated in the $65-$75 range amid conflicting signs of economic recovery.OPEC meets more than a third of the world's annual oil demand, which the International Energy Agency has put at nearly 86 million barrels a day for 2008 — about 2.5 million barrels more than for recession-ridden 2009.The economic downturn has taken such a big bite out of demand for OPEC crude, it will take four more years just to recover to 2008 levels, the cartel predicts in its latest outlook.Still, stockpiles abound despite recent OPEC production cuts: The U.S. Energy Department said last month that U.S. crude stocks rose by 200,000 barrels for the week ended Aug. 21.We're swimming in this stuff, said Stephen T. Another perennial wild-card issue that threatens to drive up prices: hurricane season, which will run until early November and has the potential to disrupt refineries in the Gulf of Mexico. Experts say the flagging U.S. dollar — which has nudged crude prices up in recent days — also could be a factor if it keeps weakening against the euro.The 12 OPEC members are Algeria, Angola, Ecuador, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, United Arab Emirates and Venezuela. (Editor’s note: Don’t let the government trick you out of understanding the true value of gold and silver in the coming era of economic survival)..What’s really going on with gold and silver? When gold hit $700 per oz, it brought the price to a negative 7% compared to a year ago. This would roughly mirror the huge correction within the bull market we saw from 1970 to 1980. The same Bull Run that took gold from $34.50oz. In January 1970, to $850oz. by January 1980, that’s roughly a 2,450% increase!

The question still lies… Why has gold dropped?

I challenge you to see things for what they really are, in terms of U.S. dollars; Gold has indeed dropped from its March highs of $1,000 per oz.That’s only because gold is traded in U.S. dollars and the U.S. dollar has rose so much against other currencies. In fact, if you are in Australia, New Zealand, Europe, or most other countries, gold is actually at an all time high! Let’s take a closer look at the reasons the U.S. dollar has surged higher.To say the U.S. dollar rally is real or sustainable is like saying everything we know about economics is wrong! How can the U.S. dollar get stronger as the U.S. economy deteriorates?

The obvious answer is that it can’t!

The U.S. dollar is being devalued at an alarming rate. Faster than what took place in Argentina, Mexico, and Russia put together. The only difference is that our government has better ways to hide it.Just think about the recent bailouts, how much has our government thrown down the endless bail out hole.Let’s add it up!

$100 billion for Freddie Mac
$150 billion for Stimulus package (from January)

This doesn’t include the hundreds of billions the feds have and will continue to buy in commercial paper. Plus, what they lend out to other financial firms.Not to mention, the feds recent supply of new credit lines to Brazil, Mexico, South Korea, and Singapore to help those countries deal with the global credit crisis. The feds will start at $30 billion and have promised up to $100 billion dollars per country.

Can someone say hyper-inflation!

If you can’t see where the U.S. dollar and gold are headed, I’ll be crystal clear! The dollar is going in the exact same direction as the Zimbabwe dollar and Mexican peso. Between the last devaluations of the peso, it’s lost 99.9%. If you want to know the price of gold in old pesos; you just have to multiply gold by 100,000. With everything that has taken place, many main-stream TV commentators believe or want us to believe, that the U.S. dollar is now the currency of choice; a safe haven or flight to quality.

Nothing can be further from the truth.

The fact is that the U.S. dollar is now seen as a liability, not an asset. More and more countries are walking away from it.The reason the U.S. dollar has gone higher is due to the $598 trillion dollar derivatives market. You see, hedge funds have over leveraged themselves and have been hit with tremendous margin calls as markets move against them. They have been forced to liquidate their investments overseas, which is why overseas markets are now crashing. They’re liquidating to come up with equity to pay off margin accounts, which need to be paid off in U.S. dollars.The dollar is NOT rising because it’s a safe haven or a flight to quality; but rather to satisfy U.S. margin accounts. Remember until further notice, margin accounts in most emerging world markets can also be satisfied in U.S. dollars hence, the surge in demand for the U.S. dollar over the past few weeks.Now let’s talk about deflation. It’s true deflation is here! Deflation is a normal stage in any depressionary economic cycle. Prices of goods and services are going down, they have to. We have an over inventory of cars, electronics, homes, etc…The universal law of supply and demand kicks in.Sellers of goods and services are forced to devalue their prices in order to attract buyers. Regardless of lower prices, people just aren’t buying. Have no fear, deflation won’t be here long. The un-federal reserve assures us of that, every time they create money out of thin air.

Hyper inflation is just around the corner!

Anyone with a head on their shoulders knows that current consumer price index (CPI) is phony! Real inflation is much higher then government reported numbers.Whether you believe hyper inflation is coming or not, you better prepare for it.It happened to the Argentina, Russia, Germany, and recently to Zimbabwe.It’s true; our government is just as irresponsible in their creation of money.Another key issue that’s looming on the horizon is the five dollar floor for mutual funds. By law, mutual funds have to sell out of stocks that are trading under $5 per share. With the recent drop in the Dow, a lot of stocks are getting dangerously close to that mark, and when they get there, all mutual funds holding that stock, will have to sell it, creating a snow ball effect. Plus don’t forget we are walking into the worst retail Christmas season, ever forecasted. When the depressing numbers hit Wall Street, get ready to see the DOW take another dive! Now let’s talk about the nasty rumor of market manipulation and price fixing in the gold and silver markets.The commodity futures trading commission (CFTC) puts out the Commitments of Traders (COT) reports. In where the public can clearly see the net long or short positions held by non-commercial and commercial institutions in all exchange trade commodity markets. Well, without dragging this out..It’s true! Up until the first week of November, two well known bullion banks held %76 of all the short positions in the silver pits and the same two Institutions also held 60% of all the short positions in the gold pits at the New York Mercantile Exchange and the COMEX division.

The question is, can this go on forever? The answer is NO! In fact, the CFTC is now in an active investigation of both the gold and silver pits.Plus! At or before the expiration of the specified futures contract (gold/silver) all short positions must be satisfied by either the sale of the commodity (gold and silver) or the buying back of the short position. Well, we know they can’t sell metals they don’t have, therefore the only other option is to buy the short positions back, with a sizable profit I’m sure. Nevertheless, they will be bought back. Which will add a frenzy of buying, ultimately sparking the next Bull Run in that market.Ladies and gentlemen, the time has never been better to own tangible gold and silver. We all know what gold and silver are capable of when the buying frenzy starts. You don’t need to be a doomsdayer to know that the worst is yet to come.The largest load of bank loans re-adjusting the first quarter of 2009 and not stopping until 2012

RBS close to selling off Asian assets: report SEPT 6,09

LONDON (AFP) – Bailed out lender Royal Bank of Scotland is close to sealing a deal to sell its assets in China, India and Malaysia to Standard Chartered, a report said Monday. The Guardian said the 200-million-pound (229-million-euro, 328-million-dollar) deal between RBS, now government controlled, and emerging market British specialist Standard Chartered was imminent.Standard Chartered is currently the frontrunner in this auction, an unnamed source was quoted as saying by the newspaper, adding that HSBC was still hovering in the background.The report comes after the Financial Times said last month that the RBS plans to sell its Chinese assets to Standard Chartered had run into problems and looked set to fail.RBS is majority-owned by the British government after being ravaged by the credit crunch.

Google gives ground to Europe over digital books deal: report SEP 6,09

LONDON (AFP) – Google will make concessions to European publishers and authors in an attempt to stem rising anger over its move to digitise and sell millions of books online, a report said Monday. The company has agreed to have two non-US representatives on the board of a body that will administer a US legal settlement over the controversial online project, the Financial Times said.The newspaper cited a letter sent to 16 European Union publishers' representatives at the weekend.

According to the letter, Google also promises to consult European publishers before cataloguing some European works in its digital library.Google reached a class action settlement in October last year with the Authors Guild and the Association of American Publishers to a copyright infringement suit they filed against the Internet powerhouse in 2005.Under the settlement, Google agreed to pay 125 million dollars to resolve outstanding claims and establish an independent Book Rights Registry, which will provide revenue from sales and advertising to authors and publishers who agree to digitise their books.Germany said last week it opposed the legal settlement, arguing it violated international treaties on authors' rights.The European Commission is set to hold hearings Monday on how it should respond to the deal.
Google declined to comment on the FT's report.

As Dave knows well from his many years of experience in the U.S. and abroad, when faced with huge challenges, unique opportunities arise.Big challenges certainly confront the global patent system: Escalating patent application backlogs; lengthening pendency periods; increasing costs of patent prosecution; dubious patent quality due to the global explosion of prior art and the time allowed to examine applications; and examination inefficiency due to duplication of work by multiple offices.But these challenges also present unprecedented opportunity. One of the biggest is the opportunity to advance patent harmonization.Global patent harmonization is not just wishful thinking about an ideal patent system. Rather, it is a necessity if national patent authorities are to overcome the substantial difficulties they face.Over 3.5 million patent applications are pending around the world, including over 750,000 in the U.S. Pendency periods are extending to three, four or in some case five years before final patents are issued. The cost of this workload to patent applicants and patent offices is too high, and the delays in securing patents are too long for entrepreneurs and large enterprises alike.In today’s world of universal connectivity, global business and collaborative innovation, it is time for a world patent that is derived from a single patent application, examined and prosecuted by a single examining authority and litigated before a single judicial body. To increase efficiency and enhance patent quality, patent offices also need to leverage collaboration and work sharing opportunities. The logical next step is to accelerate the work underway to align patent approval procedures and application formats, including a common digital application, and to collaboratively set standards for patentable subject matter, adequacy of disclosure and enablement requirements, and the completeness of the examination record. Bold action is needed. Stringent criteria must be established and clearly understood so patent search and examination results can be accepted by patent authorities around the world.By facing the challenges, realizing a vision, overcoming political barriers, and removing procedural obstacles we can build a global patent system that will promote innovation, enrich public knowledge, encourage competition and drive economic growth and employment. The time is now – the solutions are in reach.

PESHAWAR, Pakistan – Thousands of civilians have fled Pakistan's northwest Khyber tribal region where the latest military offensive killed 33 more suspected militants Sunday.Pakistan is under intense U.S. pressure to crack down on insurgents along its border with Afghanistan, especially the lawless tribal belt where al-Qaida leader Osama bin Laden is suspected to be hiding. The U.S. believes militants use Pakistan's tribal areas as safe havens from which to plan attacks on Western troops across the frontier in Afghanistan.Khyber is of particular concern because militants frequently attack trucks along the famed Khyber Pass, a main route for supplies destined for U.S. troops in Afghanistan.The military destroyed two training centers and 15 militant homes on Sunday, killing 33 alleged insurgents, a statement from paramilitary forces operating in the area said. Nine more were taken into custody and two people kidnapped by militants were recovered.The region is largely off-limits to journalists, making it difficult to verify the information independently.

Farooq Khan, a government official in Khyber, said hundreds of families fled the region since authorities relaxed a curfew Friday. He said security forces were keeping a strict eye out for any militants trying to blend in.The Taliban-affiliated group Lashkar-e-Islam is a main target in the latest offensive, which authorities say has killed about 120 alleged militants. The operation was launched a week ago after a suicide bombing at a border checkpoint killed 19 police.Meanwhile, Prime Minister Yousuf Raza Gilani said Sunday that there were indications an attack on Sri Lanka's cricket team in the eastern Pakistani city of Lahore earlier this year was financed from Sri Lanka.Gilani said he was told this by Sri Lanka's President Mahinda Rajapaksa.He was telling me that,We have got some clues, that finances were made from Sri Lanka to Pakistan,Gilani said, referring to a recent meeting with Rajapaksa in Libya.He said Pakistani officials would travel to Sri Lanka to gather clues,which could lead us to the attackers of the cricket team.The attack wounded several players and killed six police officers and a driver. BERLIN (AFP) – Britain, France and Germany unveiled proposals on Sunday for an international conference on Afghanistan later this year in order to press Afghans to take more responsibility for their own country.What is important, and this is our joint view, is to apply pressure in order to find a way to get the Afghans to appreciate that they have to take responsibility step by step, Chancellor Angela Merkel told a joint press briefing with Prime Minister Gordon Brown.The conference, the location of which is yet to be decided,is to create some momentum and to say that we are now coming to a transitional phase following the second presidential election in Afghanistan, she said.With the help of an upcoming review by the new US and NATO commander in Afghanistan, General Stanley McChrystal, it will make clear to countries involved in Afghanistan what job they have to do and what our common aim is, Merkel said.The Afghan government will then know what growing responsibilities are going to be coming their way,she said,and of course so that the international engagement ... can be reduced.

An air strike on Friday in the north of the country ordered by a German commander after the Taliban hijacked fuel tankers killed scores.On Saturday McChrystal promised a full investigation into the strike in which Karzai's office said 90 people were killed and wounded.McChrystal submitted on August 31 his much-anticipated classified review of America's strategy there that is widely expected to lead to a request for more troops.It has been forwarded to President Barack Obama and is being evaluated by senior military officials.

NEW DELHI (AFP) – Energy-starved India, armed with permission to buy atomic fuel from around the world after the end of a three-decade ban, is courting new partners alongside old friends in its global hunt for uranium.The strategy, spelt out in a government paper published last week, will see New Delhi reach out to Mongolia, Namibia and Kazakhstan besides traditional allies like Russia in its search for the ore that is refined into nuclear fuel.At present, India gets less than three percent of its energy from atomic power, but aims to more than double its current capacity to 10,000 megawatts by 2012.Though India's own uranium deposits are estimated at 70,000-100,000 tonnes, it is too little when considering the huge energy needs of a fast-developing country with a billion-plus people, S.K. Malhotra, a spokesman for the department of atomic energy, told AFP.The quality of ore is also not very good, which is why we need to import. Attempts to find new domestic deposits and recover existing ones have also been slow due to red tape and opposition from environmental lobbies and other groups.Evidence of New Delhi's uranium diplomacy kicking into gear came last week when India hosted Namibian President Hifikepunye Pohamba and signed a pact enabling uranium sales to India as well as investment in Namibian mining.The southern African country is ranked among the top producers of uranium behind Canada, Kazakhstan and Australia, with output representing about 10 percent of the world's production.Indian President Pratibha Patil also made a week-long visit to the Central Asian republic of Tajikistan and to long-term ally Russia -- a supplier of nuclear fuel that has also been involved in the construction of atomic power plants in India.

Tajikistan is looking for partners in uranium mining and India sees this as an opportunity,a senior government official told AFP.India has already signed nuclear fuel import pacts with France and Russia.The moves follow India clinching a landmark accord with the United States last year resulting in the removal of a 34-year-old embargo on sales of civilian atomic technology.India also obtained a rare exemption from the 46-member Nuclear Supplier Group (NSG) that controls global atomic commerce allowing it to buy nuclear fuel and power plants to boost its electricity production.

The NSG normally restricts such sales to countries that have signed the nuclear non-proliferation treaty, which India has not, though major supplier Australia has said it will keep its export embargo in place.Australia understands India's security needs and wants to be a partner with provision of coal and liquefied natural gas, said Australian Deputy Prime Minister Julia Gillard in India last week as she defended the ban.But New Delhi reaped the first tangible benefits of the end of its pariah status last week with the restart of the 20-megawatt Rajasthan atomic power station using uranium concentrates from France.The plant in western India is one of 17 operating reactors in the country but had been shut for about a year due to a critical shortage of fuel.A foreign ministry official noted that Indian endeavours to close deals on uranium dovetailed with its policy to have a mix of energy sources including solar, hydro and nuclear power besides oil, gas and coal.India's energy requirements are so huge we need to tap all sources. Just because we are looking for nuclear fuel does not mean we have abandoned the search for oil and gas assets. These strands run concurrently,he said.But the hunt for resources is a challenge because strategic and economic rival China has repeatedly outbid India in Africa, Central Asia and Myanmar.In Namibia, for example, India will face competition from Chinese, Russian and Western companies who are also interested in the country's rich deposits as governments around the world invest in nuclear power.The International Atomic Energy Agency (IAEA) expects that at least 70 nuclear power stations will be built around the world in the next 15 years.It's a challenge for Indian diplomacy to see that the civilian nuclear programme is kept on track,said former foreign secretary Shashank, who uses one name.
