Mexicans missing after flood, landslide By EDUARDO VERDUGO, Associated Press Writer Tue Nov 6, 6:28 AM ET

OSTUACAN, Mexico - Survivors saw relatives swept away by huge waves or buried by debris after a landslide hit a rain-swollen river, triggering what officials called a mini-tsunami that wiped a hamlet off the map and left at least 16 people missing.
Residents of San Juan Grijalva told The Associated Press on Monday they had been awakened by a rumbling roar and the sound of rocks rolling down from surrounding mountaintops on Sunday night, almost a week after massive flooding sent rivers over their banks in the southern Mexican states of Chiapas and neighboring Tabasco. It was a roar, like a helicopter was passing overhead, recounted farmer Domingo Sanchez, 21. We didn't know what was happening, and then we went outside, and there were cracks opening the earth, he said, apparently recounting the initial collapse of a nearby hillside into the river. We ran up the hill ... but soil kept coming down on us.

For the next several hours, Sanchez, his mother, his wife and a cousin fought for their lives in a valley where the only salvation lay in getting to higher ground.Sanchez reached a hilltop just in time to look across the valley and see a landslide cover the home of his grandparents. He believes at least nine of his relatives were buried.San Juan Grijalva, 45 miles southwest of Villahermosa, is near the border of heavily flooded Tabasco state and linked to the same river systems. The landslide was the latest damage caused by a week of flooding and heavy rains that has left 80 percent of Tabasco under water, destroying or damaging the homes of about half a million people. At least 20,000 people remain trapped on rooftops across the state.David Sanchez, 22, a cousin of Domingo, described the events he saw from his house in a different part of the village that once was home to about 600 people.David Sanchez described two distinct waves — the first of which swept his mother about 200 yards downstream before he could rescue her. It was an irresistible wave, he said, describing the water pushed down from the initial impact of the landslide. After climbing up a hillside to safety, in a moment of calm he and three friends briefly descended to rescue some possessions when the second wave — apparently the release of water briefly dammed up by the landslide — swept down the valley. It swept away everything, trees, houses, everything, David Sanchez said.

Chiapas state Gov. Juan Sabines, who visited the scene, described one of the waves as a mini-tsunami and noted this village practically disappeared.Helicopters searched the surrounding hills to rescue residents who fled to higher ground.Chiapas officials and the federal Interior Department said 16 were missing. No bodies were immediately found. On Monday, in the Tabasco state capital of Villahermosa, officials readied huge pumps to suck water from the inundated streets while rescuers struggled to reach thousands still stranded days after one of the worst floods in Mexico's history.President Bush shared his sympathy over the floods and suffering Monday with Mexican President Felipe Calderon.
U.S. Ambassador to Mexico Tony Garza said the U.S. had pledged $300,000 in emergency assistance to Tabasco and Chiapas.Americans know only too well the horrible impact of such natural disasters on the lives of individuals and communities, and we are anxious to join the international community in providing assistance to our neighbors, Garza said. After Hurricane Katrina struck the U.S. in 2005, Mexico sent a convoy of about 200 unarmed soldiers and medical personnel across the border with portable kitchens and water treatment equipment to aid recovery efforts. Officials also saw some signs of hope as the Grijalva and Carrizal rivers, which had risen as much as six feet above normal levels, began to subside slightly Monday, as did storm tides in the Gulf of Mexico.
But tens of thousands of hungry and sick storm victims still awaited food and aid. Associated Press writer Manuel de la Cruz contributed to this report from Candelaria, Mexico.

Power crews resume work in storm-hit areas
Tue Nov 6, 9:22 AM

Nova Scotia Power expects to reconnect almost all of its customers who lost power in the weekend storm by late Tuesday.About 9,000 homes and businesses were still without electricity Tuesday morning, down from 170,000 early Sunday, when the high winds and heavy rain were at their peak.We expect that we will be restoring power to most of those customers today. There may be some isolated cases where there is extreme damage or more remote areas where it will take into Wednesday, said utility spokeswoman Margaret Murphy.

The outages continue in Pictou, Colchester and Guysborough counties, Cape Breton Island, as well as outlying areas of the Halifax Regional Municipality.Murphy said 250 crews would be out again Tuesday to fix downed power lines, which she said is a particularly difficult job in areas with many toppled trees. In Baddeck, the golf course there had 150 trees down, she said. The remnants of Hurricane Noel brought winds gusting up to 135 km/h and up to 130 millimetres of rain in some areas when it rolled into Nova Scotia early Sunday. Some roads were washed out and several buildings were damaged.

Floods hit Somalia, thousands flee
Tue Nov 6, 9:36 AM

MOGADISHU (AFP) - Hundreds of families were fleeing their homes in Somalia's southern region of Lower Shabelle, where floods swept villages and destroyed crops, residents and witnesses said Tuesday.
Local elder Abdi Omar Hirabe said floods engulfed the villages of War Gedow, Malable and Dolo Dhere, about 60 kilometres (40 miles) south of the war-torn capital Mogadishu. The floods destroyed about 12 square kilometres (3,000 acres) of farmland, the elder told AFP. Everybody fled to safer aareas with very minimal food. We have counted around 120 families who left War Gedow alone.Another local elder, Aw Gadudow, said that movements were greatly restricted in the area and that some families were trapped by the floods. You can see them walk in the water with their children on their head, he said.

The latest floods in a region known as Somalia's breadbasket will only compound what is already described as one of the world's worst humanitarian crises.Towns outside Mogadishu are already overwhelmed by tens of thousands of people who have fled fighting in the capital between Ethiopian-backed government forces and the Islamist-led insurgency. In addition, the fertile Shabelle region has been experiencing its worst cropping seasons in 13 years. In a statement issued Monday, the UN's Food and Agriculture Organisation said that the current cereal production season in southern Somalia was only 31 percent of the of the 1995 to 2006 post-war average. The violence of the combats in Mogadishu has greatly impeded humanitarian assistance to the Horn of Africa country, which has been plagued by civil conflict since the 1991 ouster of Mohamed Said Barre.

Pope Meets a Saudi King for First Time
Nov 6 11:25 AM US/Eastern By VICTOR L. SIMPSON
Associated Press Writer

VATICAN CITY (AP) - Benedict XVI raised concerns about restrictions on Christian worship in Saudi Arabia on Tuesday in the first meeting ever between a pope and a reigning Saudi king.
Benedict and other Vatican officials have often protested that Christians are unable to worship openly in Saudi Arabia and are barred from opening churches in the desert kingdom where Islam's holiest sites, Mecca and Medina, are located. King Abdullah, the protector of the holy sites, requested the audience during his European tour, the Vatican said. Benedict warmly greeted the king, grasping both his hands before heading into 30 minutes of private talks in his library. At the end of the meeting, Abdullah presented Benedict with a traditional Middle Eastern gift—a golden sword studded with jewels—as well as a gold and silver statue of a palm tree and man riding a camel. The pope admired the statue but merely touched the sword. Islam is the official religion of Saudi Arabia and the kingdom requires all Saudi citizens to be Muslims. Only Muslims can visit the cities of Mecca and Medina.

Under the authoritarian rule of the royal family, the kingdom enforces strict Sharia, or Islamic law. It follows a severe interpretation of Islam known as Wahhabism which rejects the possibility of diplomatic relations with a Christian entity. This interpretation would prohibit a Vatican embassy in Saudi Arabia on the grounds it would be equivalent to raising the cross inside the site of Islam's holiest places. It is forbidden to practice Christianity publicly inside Saudi Arabia, and it is illegal to bring symbols from religions other than Islam into the country. Bibles and crosses, for instance, are confiscated at the border.
Some Christian worship services are held secretly, but the government has been known to crack down on them, or deport workers from the Philippines if they are known to hold even private services. The United States has also criticized Saudi Arabia's restrictions on other religions. The Vatican has said it wants to pursue a dialogue with moderate Muslims after the pope angered the Muslim world in 2006 with a speech linking Islam to violence.

He later said he was misunderstood and regretted offending Muslims. He has since met a number of Islamic leaders and a year ago visited predominantly Muslim Turkey. The Vatican newspaper L'Osservatore Romano said the Vatican hoped the meeting with the Saudi king would produce a frank dialogue on Christian worship in the country, noting that there are more than 1 million Christian guest workers in Saudi Arabia. The Vatican said the positive presence and work of Christians was raised during the talks. The talks were warm and allowed a wide discussion on the need for interreligious and intercultural dialogue among Christians, Muslims and Jews for the promotion of peace, justice and spiritual and moral values, especially in support of the family, a statement said. Benedict has said he wants to reach out to all countries that still do not have diplomatic relations with the Vatican, which include Saudi Arabia and China. Abdullah had visited the Vatican twice before, as crown prince and deputy prime minister.

Oil hits $97 on bombs, demand prediction By JOHN WILEN, AP Business Writer NOV 6,07

NEW YORK - Oil futures jumped to a new record above $97 a barrel Tuesday after bombings in Afghanistan and an attack on a Yemeni oil pipeline compounded the supply concerns that have driven crude prices higher in recent weeks. Those concerns were further fed by a government prediction on Tuesday that domestic oil inventories will fall further this year while consumption rises.Oil was already up before news of the blasts in northern Afghanistan that killed 64 people and the attack in Yemen. Severe weather forecasts for the North Sea, expectations that domestic crude supplies fell last week and the weak dollar all contributed to the latest move upward. While Afghanistan doesn't produce much oil, traders watch for the possibility that any escalation in the conflict there between U.S. armed forces and Islamic militants could spill over into other countries, disrupting oil supplies out of the Middle East.John Kilduff, vice president of risk management at MF Global UK Ltd., noted that the attack in Yemen has disrupted a pipeline that carries 155,000 barrels a day of crude.

Meanwhile, investors believe crude supplies are declining in the U.S. Analysts surveyed by Dow Jones Newswires predict, on average, that crude oil inventories fell by 1.6 million barrels last week. The Energy Department's Energy Information Administration will issue its weekly inventory report on Wednesday. Oil futures' rise above $90 a barrel has been fueled in part by two weeks of unexpected declines in inventories. On Tuesday, the EIA predicted oil consumption will rise in the fourth quarter and next year despite higher prices, and that inventories will fall.Strong demand, limited surplus capacity, falling inventories and geopolitical concerns continue to weigh on the market, the EIA said in its monthly Short-Term Energy Outlook. The weak dollar, which fell to a new low against the euro Tuesday, is also lifting oil prices. Oil futures offer a hedge against a weak dollar, and oil futures bought and sold in dollars are more attractive to foreign investors when the greenback is falling.Light, sweet crude for December delivery rose $2.63 to $96.61 a barrel on the New York Mercantile Exchange Tuesday after earlier rising as high as $97.07, a new trading record.Other energy futures also rose Tuesday. December gasoline futures jumped 5.52 cents to $2.4363 a gallon on the Nymex, while December heating oil futures added 6.46 cents to $2.6085 a gallon.Natural gas for December delivery fell 13.8 cents to $7.861 per 1,000 cubic feet on the Nymex on predictions for mild temperatures next week in the Midwest and Northeast, and expectations that inventories, already at record levels, will continue to rise.

In London, Brent crude rose $2.59 to $93.08 a barrel on the ICE Futures exchange. A number of North Sea oil platforms were being evacuated Tuesday in advance of expected severe weather. At the pump, meanwhile, gas prices continued to rise, following oil's 39 percent price jump since August. The national average price of a gallon of gas jumped 2 cents overnight to $3.024 a gallon, according to AAA and the Oil Price Information Service.Separately, the EIA reported that diesel fuel prices reached a national average of $3.303 a gallon, a new record. On Wednesday, analysts also expect the EIA to report that gasoline inventories rose by 200,000 barrels during the week ended Nov. 2, while supplies of distillates, which include heating oil and diesel fuel, fell by 500,000 barrels. The analysts expect that refinery use grew by 0.8 percentage point to 87 percent of capacity.Oil inventories likely fell due to a suspension of output at Mexico's state oil company Petroleos Mexicanos, a major crude exporter to the United States, which temporarily shut its ports last week due to severe weather.

The oil market is really supported by the tight inventories in the U.S. market and the general expectations for the inventory report this week are that the crude inventories will likely fall, said Victor Shum of Purvin & Gertz Inc. in Singapore. Crude prices are within the range of inflation-adjusted highs set in early 1980. Depending on the how the adjustment is calculated, $38 a barrel then would be worth $96 to $103 or more today. Associated Press Writers Pablo Gorondi in Budapest and Gillian Wong in Singapore contributed to this report.

Why Egypt wants nuclear energy
By Marwan Kabalan, Special to Gulf News
Published: November 06, 2007, 01:20

In a speech before the annual meeting of the ruling National Democratic Party (NDP), Egyptian President Hosni Mubarak stated last week that his country would start building several nuclear power plants in the coming years. To assure critics, Mubarak said that the aim of the programme was to diversify Egypt's energy resources and preserve its oil and gas reserves for future generations. He also pledged that his country would work with the International Atomic Energy Agency (IAEA) and would not seek nuclear weapons.Mubarak's announcement is meant to serve different purposes. Domestically, it was considered as a father's response to his son's call to restart Egypt's nuclear programme. Speaking at the NDP's annual conference on September 19, 2006, Jamal Mubarak said that he thought the time had come for Egypt to harness nuclear energy.

The whole world - I don't want to say all, but many developing countries, he said, "have proposed and started to execute the issue of alternative energy. It is time for Egypt to put forth, and the party will put forth, this proposal for discussion about its future energy policies, the issue of alternative energy, including nuclear energy, as one of the alternatives. In recent years Jamal has become a key policymaker in Egypt. He currently heads the NDP's powerful policies secretariat. At the time, his call for reviving his country's nuclear programme was meant to play music to the ears of the domestic public opinion. He was chosen to make it in order to rally support around him as a possible successor to his father by touching on an issue that is considered by most Egyptians as a matter of national pride. The elder Mubarak's recent pledge about resuming Egypt's nuclear programme is widely associated with his attempt to hand over the country's top job to his son. Amidst speculation that the 78-year-old Mubarak might not serve his full six-year mandate - started in 2005 - questions are raised about the timing of his emphasis on possessing nuclear energy.

In regional context, Mubarak's announcement came amidst rising tension over Iran's nuclear programme, which is believed to have been designed to produce nuclear weapons. Reviving Egypt's nuclear programme, notwithstanding its peaceful nature, is meant to suggest that the Arab world would not stand idle watching Iran and Israel possessing nuclear power. In his speech Mubarak made clear that there were strategic reasons for the programme, considering it as an integral part of Egypt's national security interest.

Regional influence

In fact, Iran's programme has prompted a slew of Middle East countries to announce plans of their own - in part simply to counteract Tehran's rising regional influence.Jordan, Turkey and several Gulf Arab states have announced in recent months that they are interested in developing nuclear power programmes. Last September, Yemen signed a deal with a US company to build civilian nuclear plants over the next 10 years. Algeria also signed a cooperation accord with the US on civil nuclear energy last June, and Morocco announced a deal last week under which France will help develop nuclear reactors there. These countries' quest for nuclear energy has put pressure on Egypt to seek it own, being the largest and the strongest Arab country.Israel remains, of course, the only nuclear power in the Middle East and by far the largest threat to the region's security with more than 200 nuclear war heads. Following a policy it calls nuclear ambiguity, Israel has never confirmed nor denied having a nuclear weapons programme itself. Yet, Mordechai Vanunu, a former technician at an Israeli nuclear plant, spent 18 years in prison after giving details of the country's atomic programme to a British newspaper in 1986. His information confirmed fears that Israel has the world's sixth-largest stockpile of nuclear weapons.Egypt has repeatedly complained about Israel's refusal to join the International Atomic Energy Agency's Non-Proliferation Treaty. Because of its ambiguity, Israel's nuclear installations are not subject to international inspection; a situation Egypt believes could lead to an arms race that would jeopardise security and stability of the region. For all these reasons Egypt seeks to restart its nuclear programme that was publicly shelved in the aftermath of the 1986 accident at the Soviet nuclear plant in Chernobyl.Dr Marwan Al Kabalan is a lecturer in media and international relations, Faculty of Political Science and Media, Damascus University, Syria.

Olmert: Summit set for November's end By LAURIE COPANS, Associated Press Writer NOV 6,07

JERUSALEM - Prime Minister Ehud Olmert said Tuesday that a U.S.-sponsored Mideast peace conference would take place in the last week of November, and he expected invitations to be issued in the coming days.Olmert's announcement was the closest any official has come to giving a firm date for the gathering and signaled new momentum in preparations following a visit this week by Secretary of State Condoleezza Rice. During her trip, Rice said she was encouraged by her latest meetings with Israeli and Palestinian leaders.I assume the Americans will issue the invitations in the coming days and coordinate the exact date in the last week of November, Olmert told a news conference. Previously, U.S. officials have only said the meeting would take place by the end of the year in Annapolis, Md.Syria, which is among the countries invited, said it would attend if discussions included the return of the Golan Heights, a strategic plateau Israel captured from Syria in the 1967 Middle East war and later annexed.

We have occupied lands — and that is the Golan Heights — for Syria to attend any such meeting requires that the Golan Heights issue is clearly on the agenda, Syrian Deputy Prime Minister Abdullah Dardari told The Associated Press in London, where he is attending a banking conference.Rice and Olmert said Sunday they wanted Syria to participate — but that the conference must focus on the Palestinians and not Syria's grievances.President Bush announced plans for the conference in July, but officials have not announced a date because of continuing disagreements between Israel and the Palestinians over the agenda and questions about who will attend.
The U.S. has set high expectations for the summit, saying it hopes to launch full peace talks between Israel and the Palestinians after a seven-year lull.U.S. officials also hope a number of Arab countries that do not have relations with Israel, including Saudi Arabia, would attend. Arab countries have said they would only attend if there were guarantees of firm progress.Israel and the Palestinians have been trying to agree on a written set of principles outlining a future peace agreement ahead of the conference, but negotiators say they have made little progress.

The Palestinians want the document to address core issues in the conflict: future borders between Israel and a future Palestinian state, the status of disputed Jerusalem and the fate of Palestinian refugees. Israel wants a much vaguer document, though Olmert has said he is prepared to discuss these issues after the conference. The core issues have scuttled past peace talks, and members of Olmert's ruling coalition have threatened to bring down the government if he goes too far with concessions. In Portugal, Israeli Foreign Minister Tzipi Livni called the U.S.-backed road map for peace the only agreed plan in town — in the world. She praised the Palestinians for making the right steps on the ground, an apparent reference to security measures taken by Palestinian President Mahmoud Abbas.Associated Press writer D'Arcy Doran contributed to this report from London.

JERUSALEM DIVIDED

ZECHARIAH 12:1-5 King James Bible
1 The burden of the word of the LORD for Israel, saith the LORD, which stretcheth forth the heavens, and layeth the foundation of the earth, and formeth the spirit of man within him.
2 Behold, I will make Jerusalem a cup of trembling unto all the people round about, when they shall be in the siege both against Judah and against Jerusalem.
3 And in that day will I make Jerusalem a burdensome stone for all people: all that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it.
4 In that day, saith the LORD, I will smite every horse with astonishment, and his rider with madness: and I will open mine eyes upon the house of Judah, and will smite every horse of the people with blindness.
5 And the governors of Judah shall say in their heart, The inhabitants of Jerusalem shall be my strength in the LORD of hosts their God.

JOEL 3:2
2 I will also gather all nations, and will bring them down into the valley of Jehoshaphat, and will plead with them there for my people and for my heritage Israel, whom they have scattered among the nations, and parted my land.

ZECHARIAH 14:1-9 King James Bible
1 Behold, the day of the LORD cometh, and thy spoil shall be divided in the midst of thee.
2 For I will gather all nations against Jerusalem to battle; and the city shall be taken, and the houses rifled, and the women ravished; and half of the city shall go forth into captivity, and the residue of the people shall not be cut off from the city.
3 Then shall the LORD go forth, and fight against those nations, as when he fought in the day of battle.
4 And his feet shall stand in that day upon the mount of Olives, which is before Jerusalem on the east, and the mount of Olives shall cleave in the midst thereof toward the east and toward the west, and there shall be a very great valley; and half of the mountain shall remove toward the north, and half of it toward the south. 5 And ye shall flee to the valley of the mountains; for the valley of the mountains shall reach unto Azal: yea, ye shall flee, like as ye fled from before the earthquake in the days of Uzziah king of Judah: and the LORD my God shall come, and all the saints with thee.
6 And it shall come to pass in that day, that the light shall not be clear, nor dark:
7 But it shall be one day which shall be known to the LORD, not day, nor night: but it shall come to pass, that at evening time it shall be light.
8 And it shall be in that day, that living waters shall go out from Jerusalem; half of them toward the former sea, and half of them toward the hinder sea: in summer and in winter shall it be.
9 And the LORD shall be king over all the earth: in that day shall there be one LORD, and his name one.

Israel puts Jerusalem on the negotiating table By Ilene R. Prusher Tue Nov 6, 3:00 AM ET

Jerusalem - As she visits the Middle East this week, US Secretary of State Condoleezza Rice is pressing Israeli and Palestinian leaders to commit to confidence-building measures and a timetable ahead of an upcoming US-sponsored peace conference in Annapolis, Md. Israel has resisted a timetable, but Prime Minister Ehud Olmert said in a major speech Sunday night that he is ready to begin accelerated peace talks – even on final-status issues such as Jerusalem.Mr. Olmert's statement reiterated recent remarks by Israel's deputy prime minister indicating that Israel must be prepared to discuss giving up parts of Jerusalem – potentially dividing the city – in upcoming negotiations with the Palestinians.

It is in Israel's interest that all the Jewish neighborhoods in Jerusalem receive international recognition and that Arab neighborhoods like Walajeh and Shuafat are transferred to the Palestinians, Haim Ramon, the vice premier, told cabinet members last month.Whether intended as a trial balloon or as a genuine attempt to get Israelis accustomed to the idea of turning Arab neighborhoods over to Palestinian control, the message sent shock waves through both Israeli and Palestinian society.

Many Palestinian residents opposed

Those feeling skittish about the city's potential partition aren't just Israelis – who traditionally take the position that Jerusalem should be Israel's united capital – but also Palestinian Jerusalemites, who fear that their standard of living will fall if they come under the control of the Palestinian Authority (PA).I don't want to have any part in the PA. I want the health insurance, the schools, all the things we get by living here, says Ranya Mohammed as she does her afternoon shopping in Shuafat.I'll go and live in Israel before I'll stay here and live under the PA, even if it means taking an Israeli passport, says Mrs. Mohammed, whose husband earns a good living from doing business here. I have seen their suffering in the PA. We have a lot of privileges I'm not ready to give up.Nabil Gheet, a neighborhood leader who runs a gift and kitchenware outfit in the adjacent town of Ras Khamis, also resists coming under the PA's control. We have no faith in the Palestinian Authority. It has no credibility, he says, as his afternoon customers trickle in and out. I do not want to be ruled by Abbas's gang, he says, referring to Palestinian President Mahmoud Abbas.

The road to reconciliation

Such sentiments are fraught with complications. On the one hand, Palestinians say that there can be no peace with Israel until the creation of a Palestinian state with Jerusalem as its capital – suggesting that there is no road to reconciliation without some kind of redivision of the city. On the other, Palestinians who live in Jerusalem have enjoyed most of the benefits of Israel citizenship for the past 40 years – healthcare, national insurance, universal education, and other social services – and don't want to forfeit them. Moreover, many fear that a ceding of their neighborhoods to the PA will cut off access to Jerusalem.
Meron Benvenisti, a historian and former deputy mayor of Jerusalem, says that denying Palestinians, most of whom hold Israeli-issued permanent residency cards, the right to live in Israeli Jerusalem might be illegal. It'd be the equivalent, he says, of stripping people of their citizenship en masse. You can't just decide to cut off people. It's like cutting off parts of a living organism. Secondly, it's immoral, because you've told people this is their lot in life decades ago, and they got used to it, says Mr. Benvenisti, author of several books on Jerusalem. This is especially so when there's no Palestinian state on the other side of the border. One day you're part of Jerusalem, and the next day you're part of – what? You can't make them residents and then suddenly revoke their status. How will they get from here to there? Who will be their policemen? The specific complications he raises are just a few of the questions that Israeli and Palestinian negotiators face as they try to reach some kind of declaration of principles that they can bring to Annapolis, where the US plans to host an international peace summit before the new year.

Jerusalem's recent history

Israel conquered East Jerusalem in the 1967 Six-Day War, and while Israel officially annexed the territory, it is considered occupied by Palestinians and much of the international community. The creation of a Palestinian state with Jerusalem as its capital is a cornerstone of the Palestinian national movement. In kind, keeping Jerusalem an undivided city has long been a key facet of most mainstream Israel political parties' platforms.Throughout the 1980s, Israel continued to expand the Jerusalem envelope, as it is dubbed, building several large Jewish neighborhoods wedged between existing Palestinian ones. The prevalent Israeli theory at the time was that this would strengthen Jerusalem and prevent the redivision of the city. Over the past five years, Israel has been building the controversial separation wall, which also comes into play: some of the negotiable neighborhoods in question are on the Israeli side of the wall. Some Jerusalem residents already have to pass through the wall and its many checkpoints to get to jobs and schools.

Key issue in negotiations

Today, Israelis' fears for the future of the city run the gamut, from maintaining safe access to holy sites and security for residents of the Jewish quarter to worries that a redivision of the city could put downtown Jerusalem neighborhoods in the range of Palestinian militants' rockets. [Editor's note: The original version incorrectly stated the status of the West Bank.] Still, a key part of the drive for Israeli-Palestinian détente is to find an equitable solution for Jerusalem. In a poll issued last year by the Palestinian Center for Policy and Survey Research in Ramallah, 39 percent of Palestinians supported and 59 percent opposed a compromise in which East Jerusalem would become the capital of the Palestinian state, with Arab neighborhoods coming under Palestinian sovereignty and Jewish neighborhoods coming under Israeli sovereignty. Among Israelis, the survey noted, about 38 percent would agree and 60 percent would disagree with such an arrangement. Indeed, the traditional red lines in the Jerusalem debate are shifting a bit. One of the most right-wing members of the Israeli cabinet, Strategic Affairs minister Avigdor Lieberman, said he will not oppose a plan to turn some Arab neighborhoods over to the control of the PA. But he also warned this week that he will withdraw his party from Olmert's government, denying it a majority, unless there is a complete end to all Palestinian terrorist activities" before the start of the Annapolis summit.

Secret talks reportedly yield agreement

The Israeli newspaper Maariv reported that two veterans in Israeli-Palestinian peacemaking, Yossi Beilin and Yasser Abed Rabbo, have been meeting secretly and have reached a document agreeable to both sides that lays out possible solutions to the conflict. In it, Palestinians showed a willingness to be flexible on their historic claim to a right of return to houses that are now inside Israel proper, accepting instead a mixed solution that would include some refugees returning to the Palestinian state-to-be, some to Israel, and many other to be resettled in third countries. Israel's outlook showed a willingness to accept the concept to returning to the 1967 borders by doing land swaps, meaning that it would annex settlement blocks but give the Palestinians a tract of land of the same size elsewhere. Neither side was willing to comment on the report.

3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech(MOSCOW) and Tubal:
4 And I will turn thee back, and put hooks into thy jaws,(GOD FORCES THE MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:

7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:

42 He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape.
43 But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.

17 They that sanctify themselves, and purify themselves in the gardens behind one tree in the midst, eating swine's flesh, and the abomination, and the mouse, shall be consumed together, saith the LORD.

Putin warns of forces that wish to split Russia and take over its resources Sun Nov 4, 12:15 PM
By The Associated Press

MOSCOW - President Vladimir Putin said Sunday that there are people in the world who wish to split up Russia and take over its vast natural resources, and others who would like to rule over all mankind, a veiled reference to the United States. Speaking in front of Moscow's iconic St. Basil's Cathedral on Red Square, Putin told a group of military cadets and youth group members that while an overwhelming majority of people in the world are friendly toward Russia, there are some who keep saying to this day that our nation should be split. Some believe that we are too lucky to possess so much natural wealth, which they say must be divided, Putin said, speaking on National Unity Day. These people have lost their mind, he added with a smile. Putin in the same breath took a shot at the U.S., saying there are people who would like to build a unipolar world and rule over all of mankind. He counted them as among the minority in the world who do not maintain a friendly attitude toward Russia. He said any attempt to establish a unipolar world was doomed to fail. Nothing of this kind has ever occurred in our planet's history, and I don't think it will ever happen, the president said. Such talk is typical for Putin, who criticizes Washington for the invasion of Iraq and opposes its plans to build a limited missile shield in Central Europe. Putin, whose two-term presidency ends next year, said Russia will continue playing an active role in foreign policy and there are many people who look to Russia as a defender of small countries' rights and interests.

THE EU DICTATOR

1 And I saw when the Lamb opened one of the seals, and I heard, as it were the noise of thunder, one of the four beasts saying, Come and see.
2 And I saw, and behold a white horse: and he that sat on him had a bow; and a crown was given unto him: and he went forth conquering, and to conquer.(THIS IS THE EU DICTATOR)

I BELIEVE THE 3 COUNTRIES RULING AT THE TIME ARE SPAIN AND 2 OF THE ORIGINAL 6 THAT STARTED THE EU. FROM 1 OF THESE 3 COUNTRIES COME THE FUTURE EU DICTATOR PRESIDENT OF THE EUROPEAN UNION WHO GUARENTEES ISRAELS SECURITY FOR A LAND FOR PEACE 7 YEAR TREATY.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.(THE JEWISH EU DICTATOR GETS HIS POWER FROM SATAN,HE COMES FROM THE OCCULT).

EU seeks leadership trio for new institutions By Yves Clarisse Mon Nov 5, 12:08 PM ET

BRUSSELS (Reuters) - Even before European Union leaders sign a treaty reforming the bloc's institutions next month, speculation is rife in Brussels about who will take the three key leadership jobs in the new EU structure from 2009. The reform treaty provides for a long-term president of the European Council of national leaders, appointed for a renewable two-and-a-half year term, a strengthened foreign policy chief at the head of an EU foreign service, and a president of the executive European Commission.
Diplomats say Jose Manuel Barroso, the centre-right former Portuguese prime minister, has a good chance of a second term as Commission president in 2009 thanks to the backing of France and Germany, whose previous leaders were cool towards him.

Barroso, 51, has implemented a relatively modest vision of the EU executive's role, preserving the single market, reducing new legislation to a trickle, axing some old regulations and focusing on the economy and environment rather than on politics.A senior Commission official called Barroso's ambition for a second five-year term the worst kept secret in Brussels.Luxembourg Prime Minister Jean-Claude Juncker, 53, the EU's longest-serving leader, has emerged as favorite for the new job of president of the European Council, with backing from Paris, Berlin and smaller EU states -- if he wants it, diplomats say.The president would prepare and chair the bloc's four annual summits and be the EU's top face on the world stage.French President Nicolas Sarkozy cited both Juncker and former British Prime Minister Tony Blair as good candidates for the post last month, but diplomats say Blair, 54, would face hurdles because of Britain's semi-detached membership of the EU.

IN THE THICK

Britain is not in the euro, not in Schengen (zone of borderless travel), not in the Charter of Fundamental Rights and now it has opted out of police and judicial cooperation, one senior diplomat said. That's a lot, and when you realize that Blair wanted these new exceptions, it's too much.By contrast, Juncker already chairs the Eurogroup of finance ministers of the 13 member states that share the single currency and has been in the thick of every EU compromise since he became head of government in 1995.The chain-smoking Christian Democrat, who bridges most EU political divides but is seen by London as too much of a European federalist, chose to stay in Luxembourg rather than seek the Commission presidency in 2004.If two moderate conservatives from small countries get two of the top jobs, the third member of the leadership triangle is likely to be a socialist from a bigger member state, for reasons of political and geographical balance. That description fits perfectly with Javier Solana, the EU's current foreign policy chief, who is said by diplomats to be keen to stay on, although he will turn 67 in July 2009 and will have been in the job for a decade.

Solana, a former Spanish foreign minister and NATO chief, has built up the role through patient diplomacy, deferring to the big EU nations and staying onside with the United States.EU diplomats said he might stay on as a bridge for a few months until a new European Commission is appointed in late 2009, but a new face is likely to take over after that.Among possible contenders are former German foreign minister Joschka Fischer, Swedish Foreign Minister Carl Bildt, respected but perhaps too outspoken for some, and current EU enlargement chief, Olli Rehn of Finland. But none is a socialist. If Juncker goes to the European Council, diplomats say it will be hard to find a stable successor as Eurogroup chairman, an increasingly important role. Few euro zone finance ministers are guaranteed his longevity in domestic office. If neither Juncker nor Blair runs, Irish Prime Minister Bertie Ahern, who proved a skilled negotiator during Dublin's 2004 EU presidency, is seen by some EU officials as a possible compromise candidate.

EUROPEAN UNION ARMY

DANIEL 7:23-25

EU lays out anti-terror proposals NOV 6,07

EU proposals to collect passenger data mirror US measures
The European Commission is proposing anti-terrorism measures that include the collection of extensive flight data and tighter internet laws. Under the plan, all 27 EU members would make recruitment, training and provocation to terrorism illegal. The plan also provides for an early warning system if legal explosives are lost or stolen. It criticises the UK for not having a specific category of terrorist offences with stiffer penalties. The Commission says the UK is one of many countries that have not done enough to co-ordinate their laws after they agreed five years ago to do so.

The plan gives special attention to the internet.

Setting up web sites that encourage violence or explain how to make bombs would become a criminal offence. The plan also focuses on air passenger data, requiring EU states to collect 19 pieces of personal information about people flying to or from member states.
The information would include a phone number, e-mail address and payment details, and would be kept on file for 13 years.

Unnecessary surveillance

The collection of Passenger Name Record (PNR) data would bring the EU in line with the US, which introduced a similar scheme following the 9/11 attacks.

The measures would not apply to flights within the EU.

Critics of the European plan fear it would impinge on personal liberties, introducing unnecessary levels of surveillance. EU Justice Commissioner Franco Frattini drew up the plan. All EU member states would need to approve the proposal for it to become law.

EU unlikely to meet end-of-year deadline for new trade pacts with former European colonies The Associated Press November 5, 2007

BRUSSELS, Belgium: The European Union's trade chief acknowledged Monday he would be hard pressed to meet a Dec. 31 deadline for concluding new trade pacts with former European colonies. The EU has been in talks for five years with the 78 nations that make up the Africa-Caribbean-Pacific group to try to bring its aid-and-trade ties with the group in line with World Trade Organization rules. The Geneva-based world trade body backed complaints by poor nations outside the ACP group that the 30-year privileged access the EU gives to its former colonies is unfair to other nations. The WTO set an end-of-year deadline for the EU to negotiate new trade pacts.

The talks have bogged down over what market access should be given to European companies and what goods and services should be included in the trade deals. Some ACP regions may not be ready to sign full or even interim Economic Partnership Agreements by the end of the year, EU Trade Commissioner Peter Mandelson told lawmakers at the European Parliament.

Today in Europe

In backyard Europe, fading biodiversityBush pledges to help Turkey on intelligence Spain's royals cheered in disputed enclave
He said it was likely that of the six regions, only one — the Caribbean nations — was set to conclude talks by the end of December on a full deal.Mandelson said negotiations with the other regions — the Pacific, southern Africa, eastern Africa, western Africa and central Africa — could result in partial deals to meet the deadline. If some countries are not in a position to take this step now, I have made clear that my door, the EU's door, will always remain open, Mandelson said. Those nations that do not reach accords with the EU by January will automatically lose the preferential privileges that have been in place for three decades and receive only limited access to EU markets under existing world trade rules, Mandelson said. This, he warned, would leave ACP members — many of which are among the world's poorest nations — with a shrinking share of access to lucrative EU markets for their agricultural goods, such as sugar and bananas. He said demands by anti-poverty groups and some African nations to keep the existing aid-and-trade accord in place was not an option.

No legally viable alternative is possible, Mandelson said. What they are really arguing for ... is that the EU should ignore its multilateral obligations, go back on its commitments, to other developing countries and defy the WTO.EU officials have said old rules allowing preferential access to EU markets combined with billions of euros in aid has done little to spur development since the EU set up special trade and aid ties with the grouping in 1975.
The negotiations, begun in 2002, are way behind schedule. African countries have balked at EU demands that they group into regional trade pacts and drop trade barriers between themselves and with the 27-nation EU.The trade accords foresee gradual market openings in parallel with EU funding for good governance and reforms in developing nations to spur trade among them.

RPT Brussels sees no more EU enlargement in short-term
11.05.07, 9:08 AM ET

BRUSSELS (Thomson Financial) - The EU is only likely to allow new members in the medium to long term as Turkey and Balkan countries still have to meet key targets, according to a European Commission report to be published tomorrow. The countries of the Western Balkans and Turkey have been given the perspective of becoming EU members once they fulfill the established conditions. Given the present state of preparations in these countries, their accessions are likely to occur in the medium to long term, according to the Commission's annual report on EU enlargement, seen by Agence France-Presse.Among Balkan candidates, Croatia is well ahead in the race to become the 28th European Union member state.Along with Turkey, Croatia began formal EU accession talks in October 2005 ahead of all other Western Balkans nations.Macedonia is an official candidate for membership but no date has been set for

talks to begin.

Accession negotiations with Croatia are advancing well and are entering a decisive phase, the Commission said in the report. This demonstrates to the region as a whole that the perspective of EU membership is a reality. That will be good news to the other Western Balkans EU hopefuls -- Albania, Bosnia, Macedonia, Montenegro and Serbia. But in a number of countries the overall reform process has slowed down, the EU's executive arm stated.
State-building as well as better governance remain priority concerns in much of the Western Balkans while corruption remains widespread and deeply rooted in society. In Serbia the democratic forces are fragile, and the reform process needs speeding up, according to the Commission. However for Belgrade the main obstacle to signing a Stabilisation and Association Accord, the first formal step to EU membership, remains the lack of full cooperation with the UN war crimes court.Turkey's progress towards EU membership, which has been significantly slower than Croatia's, remains hampered by problems of reforms, civil liberties and its enduring refusal to trade freely with EU member Cyprus.

Significant further efforts are needed in particular on freedom of expression, on civilian control of the military and on the rights of non-Muslim religious communities, according to the report.
Brussels was particularly hard on fellow EU hopeful Bosnia where inflammatory rhetoric by key political leaders ... has stalled reforms. The European Union has expanded from 15 to 27 member states since 2004.The Commission report gave no likely dates for further expansion. 16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.

EU, Middle East diplomats weigh peace prospects in Portugal talks By ASSOCIATED PRESS

The European Union added its weight to Middle East peacemaking efforts Monday, opening two days of talks with the Palestinian and Israeli foreign ministers. The meeting in Lisbon is part of an intensified diplomatic push by Washington and the EU to lay the groundwork for a peace conference due to take place in Annapolis, Maryland, by the end of the year. US Secretary of State Condoleezza Rice, on a visit to the region, assured the Palestinians on Monday that she aims to wrap up an Israeli-Palestinian peace deal in the remaining year of the Bush administration. She reported a willingness by both sides to push the process forward.

Abbas optimism for Mid-East talks NOV 6,07

Mr Abbas spoke of encouraging signs from Israel and the US
Palestinian leader Mahmoud Abbas has said he believes there is a real possibility of achieving a peace deal with Israel.
Progress was being made towards a US-sponsored Middle East peace conference expected later this year, Mr Abbas said. Mr Abbas was speaking after talks with US Secretary of State Condoleezza Rice.
Ms Rice also met chief Palestinian negotiator Ahmed Qurei and Prime Minister Salam Fayyad in Ramallah. Mr Abbas and Ms Rice on Monday expressed hope that a peace deal could be reached before US President George W Bush leaves office in January 2009. Mr Abbas said that had received encouraging signs from both Israel and the US, but that he still expected negotiations to be tough. I agree with [Israeli] Prime Minister Ehud Olmert that there is a real possibility to achieve peace

Mahmoud Abbas,
Palestinian Authority President

Ms Rice said she hoped that the planned conference would serve as a launching pad for Israeli-Palestinian negotiations leading the way to a Palestinian state. Israelis and Palestinians have been trying to agree a joint document as a basis for talks at the conference. Palestinians have expressed frustration at the lack of progress in these talks. They want a clear timetable for resolving some of the most sensitive issues in the conflict, including the status of Jerusalem and the borders of a Palestinian state. Israel has rejected written deadlines, saying the whole process can be damaged if they are missed.

Two states

After meetings on Sunday with Israeli officials, Ms Rice said a two-state solution was now needed more urgently than ever. Ms Rice also urged Arab states to accept a peaceful and permanent home for Israel. She said on Sunday that she was not yet ready to set a date for the conference. If we do not act now to show the Palestinians a way forward, others will show them a way forward. Failure is simply not an option

Condoleezza Rice,
US Secretary of State

Speaking at an event in Jerusalem, also attended by Israeli Prime Minister Ehud Olmert and international envoy, former UK Prime Minister Tony Blair, Ms Rice said the US would continue to work for a peaceful settlement in the region. Ms Rice held separate talks with Mr Olmert and Israeli Foreign Minister Tzipi Livni. At a joint press conference Ms Livni said that security for Israel had to come first before any deal could be reached. Israel has been concerned about the takeover of Gaza in June by the militant Islamist movement Hamas, which does not recognise the state of Israel and is branded a terrorist organisation by Israel, the US and the EU.

Low expectations

Ms Rice is on her eighth visit to the region this year, hoping to inject life into the Israeli-Palestinian peace process. But expectations of her visit and the Maryland conference are low. The former Palestinian Prime Minister, Ismail Haniya of Hamas, on Sunday urged President Abbas not to attend the Maryland conference. In a speech in Gaza City, he said the meeting would not be in the Palestinians' interests and would have detrimental repercussions for the whole region. Mr Haniya and Hamas have not been invited to the US-led talks.

ISRAEL: ONE NATION, UNDER G-D, INDIVISIBLE...
www.jewishisrael.org - Nov. 5, 2007...

The government of Israel does not consider the consequences of territorial concessions. One need not be a rocket scientist to see the handwriting on all of the security walls the government builds which theoretically prevent the Arabs from loving Jews all the way into the sea. Catastrophe is staring us in the face. Moshe Feiglin is the only leader in Israel who is speaking out loudly against the division of Jerusalem and the relinquishing of holy Jewish land. Manhigut Yehudit remains the only Israeli political group which places its faith in G-d, as opposed to placing one's faith in Bush, Rice or Olmert. The so-called peace process has brought nothing but death, destruction and despair to thousands of Israeli Jews, and likewise has brought terror and murder to the shores of its main proponent, the United States. Israeli leaders who keep listening to the opinions of American presidents (who wish solely to deflect attention from their failed Iraqi policies) must be replaced immediately.

Americans should also realize that pushing their friend - Israel - to cave in to terrorists' demands has only brought the United States directly into the line of fire of the Arab enemy.Last week's riot of Israeli-Druze Arabs in Israel is an example of why the land for peace concept is a misnomer and the only true peace can be peace for peace.Manhigut Yehudit President Moshe Feiglin stated that, The events in Peki in are the answer to those who ask why Israel needs the outskirts of Jerusalem. Those individuals who do not understand the justice of our sovereignty in Jerusalem have no answer to the Arab claims of ownership over the Land of Israel. It is only natural that the Druze community will ultimately join the side that believes in the justice of its cause.

Exclusive: Rabbis Invited For Pre-Annapolis Temple Mount Talks by Ezra HaLevi NOV 6,07

(IsraelNN.com) Israel’s Chief Rabbis and the Chief Rabbi of Haifa have been invited to the White House for pre-Annapolis talks to explain the Jewish connection to the Temple Mount.Chief Rabbis Yonah Metzger and Shlomo Amar, as well as the Chief Rabbi of Haifa and Chairman of the Chief Rabbinate Communications Committee Rabbi She'ar-Yashuv Cohen departed Saturday evening for a series of meetings to clarify to US leaders that the Temple Mount is Judaism's holiest site.Ahead of the Annapolis Conference, the Bush administration is trying to gauge Israel’s red lines and examine the possibility of relinquishing the Temple Mount to Islam.Despite the fact that many rabbis both visit and encourage other Jews to visit the Temple Mount in the manner permitted by Jewish law, the chief rabbinate says that Jews should not visit the Temple Mount. A large sign is affixed to the path leading to the Mount saying it is “forbidden for Jews to visit the Mount according to Jewish law.

All three rabbis agree that the Temple Mount must remain under Jewish sovereignty. However, the chief rabbis believe the mount should be closed to all since a special level of ritual purity must be obtained before ascending to the site of the Jewish Holy Temple. Rabbi Cohen believes the Temple Mount should be open to Jewish worship and a synagogue should be constructed there.

Second Such Meeting

Arutz-7's Yedidya HaCohen reports that a secret meeting on the matter took place two weeks ago during one of the recent visits by U.S. Secretary of State Condoleezza Rice to Jerusalem. The meeting dealt with Jerusalem’s holy sites and was attended by Rabbi Cohen, as well as Muslim and Christian religious leaders. The meeting lasted over two hours.Muslim leaders aired their claim that the Jews want to destroy the Al-Aksa Mosques and their oft-heard denial that there was ever a Jewish temple at the site. The chief Mufti has already declared that Jews should not be allowed to pray at the site. Recent archaological finds from the First Temple have not tempered Muslim denial of pre-Islamic history on the mount, as well as the Western Wall.Rabbi Cohen responded to those present: It is forbidden to deny that the Jews had our Holy Temple at that site. It is forbidden to forget that King David purchased the Temple Mount, King Solomon built the Holy Temple and Ezra the Scribe rebuilt it as well [after it was destroyed –ed.]. All who come afterward must recognize the rights of those who came first. Although I do not propose the demolition of the mosques, the Muslims must remember that they are there due to us.Rabbi Cohen also recalled the historical fact that the Muslim Caliph Omar Suleiman built a synagogue on the Temple Mount where Jews prayed, and that it was later destroyed by another Caliph. In summation, Rabbi Cohen told Rice and the other religious leaders that he is completely opposed to any withdrawal from the Temple Mount and site of the Holy Temple.

Rice reportedly responded: Honorable rabbi, I understand you well. I am the daughter of a priest and the granddaughter of a priest, I learned the Bible and know what is written there.Rice said, at the conclusion of the meeting, that she understood that religious matters were at the root of the disagreements ahead of the conference. If this matter is not solved, then nothing will be solved, she said. Those at the meeting reported her demeanor as tense. As a follow-up, the invitations to the Chief Rabbis to the White House for three days of meetings were issued. The meetings, which will be attended by members of the Islamic Wakf and Christian leaders, will reportedly deal with a proposal similar to that floated by Vice Premier Chaim Ramon (Kadima). According to the proposal, the Jerusalem Holy Basin – meaning the Old City and surrounding areas – would be administered by a joint committee and not remain under Israeli sovereignty. According to Ramon’s plan, the Western Wall and Temple Mount would remain under Israeli control, but the Americans are reportedly pushing to see the Temple Mount relinquished as well.Sources connected to the Chief Rabbinate say there is great significance to the inclusion of Rabbi She'ar-Yashuv Cohen, who has declared publicly that he will fight such a plan and not just take part in the inter-religious arrangements being planned for the Holy City. Rabbi Cohen’s position that the Temple Mount must be opened to Jewish prayer is well known, as well as his call for the establishment of a synagogue on the Mount. Also joining the rabbinic delegation are Chairman of the Chief Rabbinate Oded Weiner and Rabbi David Rosen, former chief rabbi of Ireland and the head of the World Committee for Jewish-Christian relations.

Conference Mirrors Pre-State Events

The meetings resemble similar discussions by the British Shaw Committee that took place 80 years ago. Those meetings aimed to determine to whom the Western Wall belonged. Former Israel Chief Rabbi Avraham Yitzchak HaKohen Kook went before the committee to offer his perspective, while the committee honored the Muslim Mufti by coming to his office adjacent to the Temple Mount.Rabbi Kook presented the committee with arguments for Jewish rights to pray at the site and emphasized its holiness. When asked to bring supporting proof, Rabbi Kook responded: By relying on documents, we are liable to weaken this truth, which is among those that are so well known that it is not in need of proof. It is similar to one who raises a candle to increase the brightness of the sun’s light…It is known that this site is enwrapped in the same holiness of our Holy Temple.Later in the deliberations, the heads of the Zionist establishment agreed to relinquish claims of ownership of the Western Wall and receive only the right to pray at the site. In response to the initiative, Rabbi Kook responded: G-d forbid we give up the Western Wall; we have not received power of attorney from the Nation of Israel!

Dollar's decline may prompt joint intervention, Morgan Stanley says By Stanley White Bloomberg November 5, 2007
International Herald Tribune

TOKYO: The decline of the dollar to record lows might turn into a more violent correction that requires the United States, the European Union and Japan to intervene in foreign exchange markets, analysts at Morgan Stanley say.Coordinated intervention could occur after the U.S. Federal Reserve has finished cutting interest rates and the European Central Bank has ceased raising them, according to Morgan Stanley, the investment bank.Japan might act if the dollar approached ¥100, the bank added. But the three major economies are unlikely to intervene as long as the euro stays below $1.50, it said. The dollar could potentially weaken meaningfully further, two Morgan Stanley analysts, Stephen Jen and Charles St-Arnaud, wrote in a note sent to clients late last week. Though coordinated interventions may not be an immediate threat, they should now be on our radar screen. The dollar index, a measure of the U.S. currency against six others, fell to 76.331 on Friday, the lowest reading since it was created in 1973 and down from 77.03 at the end of the previous week.

The dollar bought ¥114.853, little changed on the week.Weakness in the dollar has been caused by concern that a slowing economy will lead to lower interest rates and spur investors to diversify into developing countries, Jen and St-Arnaud wrote. The decline might continue unless it's stopped, they said, because trade and investment flows rarely offset large currency moves. In the past 30 years, coordinated intervention caused all but one of the changes to the dollar's long-term trend, they wrote. The natural economic mechanisms that should, in theory, have helped halt the dollar sell-off were not, in fact, usually strong enough, the Morgan Stanley analysts said. This is why multilateral interventions were usually required to facilitate the re-alignments of exchange rates.
Policy makers intervene in currency markets by arranging purchases or sales of foreign exchange. While the U.S. Treasury secretary, Henry Paulson Jr., has said repeatedly that a strong dollar is in America's interest, he also says the value of currencies should be set by the market. Under President George W. Bush, the Treasury has never intervened in the currency market.

The Fed on Wednesday lowered its target rate for overnight loans between banks by a quarter-percentage point to 4.5 percent to prevent the housing market from pulling the world's largest economy into recession. The European Central Bank will be more likely to intervene in the currency markets once it does not have to limit inflation and money supply growth, Morgan Stanley said. The ECB will keep borrowing costs on hold at 4 percent when it meets Thursday, according to a Bloomberg News survey. The ECB bought euros in November 2000, seeking to support the currency when it fell below 90 cents, following its introduction the previous year.Japan might intervene to deter speculators from buying the yen, mirroring its joint intervention with the United States to prop up the yen after it declined to an eight-year low June 17, 1998, Morgan Stanley said. At that time, the dollar traded at of ¥146.78.Japan has not sold its currency since March 16, 2004. It last bought yen in 1998.

Jobs help Canadian dollar

The Canadian dollar surged to a record, posting the biggest weekly gain against its U.S. counterpart in three years, as a strengthening economy increased expectations that the Bank of Canada would hold interest rates steady. The currency rose 1.7 percent Friday after a government report showed that the economy added five times more jobs than forecast in October and the unemployment rate fell to a 33-year low.Canadian domestic demand remains very firm, said David Watt, a senior currency strategist at RBC Capital Markets in Toronto, who raised his year-end forecast for the U.S. dollar to 93.53 Canadian cents, from 97 Canadian cents. Global economic growth remains solidly expansionary, supporting cyclically sensitive currencies such as the Canadian dollar. The Canadian dollar advanced 2.9 percent last week to $1.0698, the biggest gain since Aug. 12, 2004. One U.S. dollar buys 93.48 Canadian cents.
