We are now marking the 40th anniversary of the Six Day War. It is a war that is still studied in war colleges. Some -- myself included -- see it as a modern day miracle.In May 1967, Egyptian president Gamel Nasser ordered the UN peacekeeping forces that had been in place in the Sinai since 1956 to withdraw and began to amass Egyptian troops. He closed the Straits of Tiran, in defiance of international law, blocking Israeli exit from the port of Eilat. On May 28, he said, The existence of Israel is in itself an aggression...We will not accept any coexistence with Israel...The war with Israel is in effect since 1948.On June 1, PLO representative Ahmed Shukairy declared, with regard to what would happen to Israelis if there was a war, Those who survive will remain in Palestine. I estimate that none of them will survive.By June 5, Egypt, Syria and Jordan had over 300,000 soldiers poised to wipe out Israel, with promised back-up from other Arab nations.If you are old enough (as I am), you will remember this: the sense of terror for what seemed about to unfold.

Then the IDF did a lightning pre-emptive attack, demolishing the Egyptian airforce on the ground in a matter of hours. Within six days Israel took eastern Jerusalem (The Temple Mount is in our hands), Judea and Samaria -- the cradle of Jewish heritage, the Gaza Strip, the Golan Heights, and the Sinai.

It should be noted that the IDF wanted to avoid fighting on several fronts at the same time and sent a message to King Hussein of Jordan that if he stayed out of the war, Israel would not attack Jordan. But Nasser misled Hussein into believing the Arabs were winning, and he rushed to join, attacking during the very first day of the war.

Israel, vulnerable, beleaguered, and threatened, overnight became a victor of astounding proportions. Deterrence power had been established, the narrow boundaries within which she had existed so vulnerably had been extended, areas that were traditionally Jewish had been acquired. The celebrating was joyous, the relief and gratitude beyond measure.

But the war wasn't actually over in six days. It has gone on for 40 years, and continues now. Still we face Arabs who blatantly declare that they wish to destroy us totally. We face, as well, a Palestinian Arab propaganda war that has turned us into aggressors, so that our astounding victory has in many eyes become a negative. Thus it is that Israel is labeled an occupier. A loaded term, and one used inappropriately here. But it sticks, and it makes the Israelis the bad guys -- we are the people who make all of those poor innocent Palestinians suffer. Our occupation is the cause of that terrorism, which is a fight for freedom. This, most certainly, is the perspective of the British, for example, who are prepared to boycott our institutions.The onus is put on us, rather than where it belongs. People forget that we went to war to prevent our destruction, not to acquire territory. People forget that the Palestinians have had multiple opportunities to have a state, but rejected them because destroying us was higher on their list of priorities. And I say, ENOUGH!

There is no occupation. Occupation occurs when one sovereign power moves into the land of another sovereign power. This is not the case in Judea and Samaria. The world needs to be reminded. Jews need to be reminded. The Mandate for Palestine gave this land to us for the establishment of a Jewish homeland. The Mandate has never been superseded in international law.

Why was our homeland not established in the first place from the Jordan River to the Mediterranean, if that is what the Mandate gave us? Because the Arabs carried on. And the international community deferred to their protests and suggested dividing Palestine. The notion of dividing Palestine between the river and the sea was actually an outrage, because Palestine had already been divided once. The original Mandate for Palestine included what is today Jordan. Some 70% of the mandated land was lopped off and given by the British to the Hashemites. The Palestinian Arabs had their nation. But -- hey! -- what did the world care about Jewish rights?

And so -- even though the Arabs ultimately declined the offer of half of Palestine between the river and the sea, because they wanted the whole thing -- the Jews accepted the proposal of a nation to be established in less than what had been promised. But according to international law, the remainder of the land -- Mandate land -- was still ours.When Israel declared independence in 1948, the Arabs states attacked immediately. When the war was over in 1949, Israel had boundaries (truce lines) that extended beyond the boundaries that had been in place at the time of independence. But Israel did not have to annex these areas, she simply had to extend civil law to them. This, of itself, is proof of the fact that the land is ours and was accepted as so. The principle in force then continues to pertain today -- nothing has superseded it. When we took Judea and Samaria in 1967, we took our own land.

There is no occupation of the Palestinian people, either. (I would like to say that there is no Palestinian people -- and historically it's easy to prove this case -- but they have invented themselves so that they believe it and the world believes it, so it's pointless to go in that direction.) At present, the Palestinians manage their own affairs -- schools, press, police, etc. If there are incursions by the IDF into Palestinian cities, it is for security reasons. If there are checkpoints set up by Israel that inhibit the free movement of Palestinians, it is, likewise, for security reasons. If they stopped trying to kill us, they'd be left to do their own thing.NOWHERE it is written that we must give this Palestinian people a state of their own on a portion of our land. Once they stop trying to kill us, we have an obligation to accord them a variety of civil rights, and it would be possible to do so drawing on one of a variety of different paradigms.

It's time for us to hold our heads high and know who we are. To stop apologizing for our existence and our need to defend ourselves. It's time to remind the world that Israel also has rights! It's also time to remind the world that -- hysterical and manipulative Palestinian propaganda to the contrary -- we are the most humane of people. Look at the concern for civilian life exhibited as we take limited actions against the Kassam attacks. Look at the story of an Israeli hospital treating Palestinian children with heart problems, even as the Palestinians shoot at us. Cyclone lashes Oman as Iran battens down by Laith Abou-Ragheb JUN 6,07

MUSCAT (AFP) - Cyclone Gonu lashed Oman on Wednesday as thousands of people were evacuated in the Gulf state and neighbouring Iran for the strongest tropical storm to hit the region in 30 years. As Gonu -- the Maldives word for a bag made of palm fronds -- hit the Omani capital strong winds snapped tree branches and blew over street signs. Roads were flooded and thick fog blanketed out the mountains encircling the city.Heavy rain and wind led to flights being suspended at Muscat airport, but the cyclone has so far not affected shipping in the Strait of Hormuz through which at least a quarter of world oil supplies passes, officials said.

Oil experts said any impact on world oil prices would be temporary provided facilities in the area stayed intact.If shipping is halted through Hormuz, I think there is going to be a panic in world oil markets and prices could shoot to as high as 80 dollars, but of course for a very short period, Kuwaiti oil expert Kamel al-Harami said.The streets of Muscat were almost deserted save for all-terrain vehicles after police asked people to stay indoors and thousands of residents were evacuated, but the storm weakened steadily after making landfall.Omani television showed rising seawater advancing some 500 metres (yards) inland, flooding coastal roads in the Sohar region 200 kilometres (125 miles) northwest of Muscat.

The ministry of transport said the ports of Sohar and Qabus in Muscat were closed.Cyclone Gonu initially packed winds of 260 kilometres (160 miles) an hour but they have now dropped dramatically to some 90 kilometres (50 miles), weather officials said.They said the cyclone was expected to be the strongest to hit the Arabian peninsula since 1977.However OPEC powerhouse Saudi Arabia while lies west of Oman, said it did not expect the storm to affect its oil-producing regions.Maritime activities in the Strait of Hormuz are as usual. We have no indication of any disruption, an Omani transport ministry official told AFP.Iran evacuated residents living on the coast or alongside river banks in its southern provinces as the storm approached, and downpours were already drenching coastal areas. The southern ports of Bandar-e Jask and Chahbahar were set to be the worst affected.

In neighbouring Pakistan, fishermen in the southwest were told to stay ashore for the next 24 hours. Rough seas have already damaged dozens of fishing boats in the southwestern Baluchistan province, officials said.The army, police and civil defence were all mobilised in Oman and police said about 18,000 people been evacuated. There were no reports of any deaths or injuries, although there was some damage.Schools and businesses were ordered to stay shut until Sunday to weather the storm.

A power cut in one Muscat hotel forced guests to huddle in corridors with torches as the storm raged outside. John Watt, a 50-year-old energy consultant from Scotland, said he tried but failed to visit an oil facility on Wednesday. Driving conditions were atrocious. There must have been two to three feet of water on the road, he said. Markus and Bettina Kollman from Germany were stranded with their two children, Alana, 13, and Janik, 10. The family had attempted to drive to Dubai in the neighbouring United Arab Emirates but they were turned back at the border. My daughter is disappointed as she'll miss an appointment to have some henna tattoos. But my son is excited because it means he'll probably miss some schooldays, Bettina Kollman said. High waves also washed the east coast of OPEC member the UAE, official media said. But the meteorology department said it expected the cyclone to have a minimal impact. Yemen, at the southern end of the Arabian peninsula, sent civil defence teams to coastal areas ahead of the storm.

JERUSALEM - A rare Old Testament manuscript some 1,300 years old is on display for the first time, after making its way from a secret room in a Cairo synagogue to the hands of an American collector. The manuscript, containing the Song of the Sea section of the Old Testament's Book of Exodus and dating to around the seventh century A.D., comes from what scholars call the silent era a span of 600 years between the third and eighth centuries from which almost no Hebrew manuscripts survive.It is now on public display for the first time at the Israel Museum in Jerusalem.

It comes from a period of almost darkness in terms of Hebrew manuscripts, said Stephen Pfann, a textual scholar at the University of the Holy Land in Jerusalem. Scholars have long noted the lack of original biblical manuscripts written between the time of the Dead Sea Scrolls, the latest of which come from the third century, and texts written in the ninth and 10th centuries, Pfann said.Scholars can only piece together scraps of information on the period using translations into Greek and other languages, he said, so to have a piece of the original text from this period is quite remarkable.The parchment is believed to have been left in the Cairo Genizah, a vast depository of medieval Jewish manuscripts discovered in the late 1800s in a previously unknown room at Cairo's ancient Ben Ezra Synagogue. It was in private hands until the late 1970s, when its Lebanese-born American owner turned it over to the Rare Books, Manuscripts, and Special Collections Library at Duke University.

The manuscript is now on extended loan to the Israel Museum and is on display in the museum's Shrine of the Book, which also houses the Dead Sea Scrolls.

VATICAN CITY - A German man tried to jump into Pope Benedict XVI's uncovered popemobile as the pontiff began his general audience Wednesday and held onto it for a few seconds before being wrestled to the ground by security officers. The pope was not hurt and didn't even appear to notice that the man — who was between 20 or 30 years old — had jumped over the protective barrier in the square and had grabbed onto the white popemobile as it drove by. The pontiff kept waving to the crowd and didn't even look back.At least eight security officers who were trailing the vehicle as it moved slowly through the square grabbed the man and wrestled him to the ground.The man was a 27-year-old German who showed signs of mental imbalance, said the Rev. Federico Lombardi, the Vatican spokesman.

His aim was not an attempt on the pope's life but to attract attention to himself, Lombardi told reporters.The man, whom Lombardi declined to identify, was interrogated by Vatican police and then taken to a hospital for psyciatric treatment, he said.The man wore a pink T-shirt and dark shorts, a beige baseball cap and sunglasses. He vaulted up and over the barricade from the second or third row back. He got as far as the back of the jeep, holding onto it for a few seconds, before being wrestled to the ground.The jeep kept moving, and the German-born Benedict kept waving, then proceeded with the audience as if nothing had happened. Since the Sept. 11, 2001, attacks, the Vatican has tightened security in St. Peter's Square when the pope is present. All visitors must pass by police to get into the square, with some walking through metal detectors or being searched with metal- detecting wands.

Nevertheless, virtually anyone can attend the audience. While tickets are required, they can often be obtained at the last minute — particularly in good weather when the audience is held outside in the piazza.When the pope uses the popemobile in St. Peter's, it is usually uncovered; when he travels overseas or outside the Vatican, he usually uses one outfitted with bulletproof glass.The pope is protected by a combination of Swiss Guards, Vatican police and Italian police.On Wednesday, the head of the Swiss Guards, Col. Elmar Maeder, walked along one side of the popemobile while the pontiff's personal bodyguard, Domenico Giani, took the other side. Several plainclothes security officials trailed them.Benedict stood up behind the driver, holding onto a bar to steady himself, with his personal secretary, Monsignor Georg Ganswein, seated behind him.St. Peter's is cordoned off with wooden barriers to create "routes" that the popemobile can drive along to make the pontiff more visible to the crowd, which on Wednesday numbered about 35,000.

From his perch on the jeep, the pope waves and blesses the crowd, and occasionally will bless a baby handed up to him by a security guard. The jeep, though, never stops, with security officials walking or jogging alongside the whole way.Benedict's predecessor, Pope John Paul II, was shot in the abdomen and seriously wounded on May 13, 1981, as he was riding in St. Peter's Square at the start of his general audience. The gunman, Mehmet Ali Agca of Turkey, was caught and served his sentence in Italy before being transferred to his native land.

High-level group writes new-look EU treaty

EUOBSERVER / BRUSSELS - A small group of politicians from around the EU have published a repackaged treaty for the bloc, hoping to feed into the emerging consensus among member states that a simplified treaty has to be extracted from the ashes of the rejected EU constitution.Unofficially known as the Amato Group - it is headed by former Italian prime minister Giuliano Amato - the outfit's contribution comes at a crucial time in negotiations on creating a new-look treaty after the original EU constitution was rejected mid 2005.The 16-strong group, containing several former prime ministers as well as two current European Commissioners, has stripped the rejected constitution of its constitutional elements - including the article on the EU's symbols and the controversial God-less preamble - reduced the charter of fundamental rights to one legally binding article and say they do not mind if the proposed EU foreign minister ends up with another name.Essentially, however, the main elements of the original constitution have been kept in. We do not exclude that you reach the same final result, said Mr Amato at the unveiling of the document on Monday (4 June).

70 articles

The treaty has been reduced to 70 articles (12,800 words) plus two protocols, one containing institutional changes and one containing policy innovations - by contrast the original EU constitution contained 448 articles and around 63,000 words.The chopped down dimensions come from only taking the innovations contained in the third part of the treaty - which essentially ties together former EU treaties - and putting them into additional protocols.Structurally speaking, the two protocols would be attached to the existing Treaty on the European Union and the Treaty Establishing the European Community.The Amato treaty is the latest in a long line of proposals – MEPs and several academics have also been busy on this front – intending to provide the perfect solution for getting the EU out of the political impasse it has been in since French and Dutch voters said no to the EU constitution two years ago.Mr Amato and his co-authors argue the strength of their position lies with being thorough and following through changes in one part of the text, with the technical and legal implications in another part of the text.

A bird in the hand…

Their re-packaged but pared down EU constitution also fits in with the current trend of discussion in member states toward a simplified treaty Pushed by Nicolas Sarkozy, the new French president, and recently given backing by Spain and Italy, the phrase has been much bandied about but so far has only been elaborated on at press conferences.When asked how his treaty differed from Mr Sarkozy's ideas – as it takes up much of what Mr Sarkozy has said is crucial for any new treaty - the former Italian prime minister replied our treaty has been written.Still, it is unclear how it is supposed to fit into the ongoing treaty discussions being run by the German EU presidency. For its part, Berlin is conducting behind-the-scenes negotiations to try and prepare the path ahead of the 21-22 June summit.At the June meeting, they hope to be able to extract a concrete mandate for a new look treaty which will retain as much of the original constitution as possible but introduce enough changes to allow French and Dutch leaders to return to their parliaments with a text that looks different.

PA Satisfied With the Clash With Israel

The Palestinian Authority is pleased with the course of its current warfare against Israel, according to IDF intelligence. The PA is further convinced that Israel will not send serious ground forces deep into Gaza. Reporting to the Knesset Foreign Affairs and Defense Committee on Monday, the head of the IDF Intelligence Corps' research division, Brigadier-General Yosef Beiditz, said, The recent escalation began as an internal clash between Hamas and Fatah, with Hamas prevailing.When the Hamas recognized that the clash with Fatah was fomenting dissatisfaction among the Gaza populace, Brig.-Gen. Beiditz explained, the Hamas decided to redirect the violence towards Israel.... They are thus far pleased with the results of the conflict with us. They understand that Israel will not undertake a ground operation deep into Gaza. And they are also pleased with the emptying of the towns in the south [of Israel].

The IDF officer concluded his report on developments in Judea, Samaria and Gaza with a warning that the Hamas is still intent on carrying out a high-quality terrorist attack, such as another kidnapping.

Also present at the committee meeting was Defense Minister Amir Peretz. He said that the IDF operations in Gaza will continue as planned. The Hamas, Peretz declared, would not determine when there will be a ceasefire. We will cease our forces' operations only if we come to the conclusion that the Hamas has ceased using Israel as a the solution to all of its problems.

The Hizbullah is Preparing a Possible Summer Offensive

Regarding the threat from Lebanon's Hizbullah, Brig.-Gen. Beiditz said that the terrorist organization was continuing to improve its physical position and abilities. Armed Hizbullah forces are located in open areas south of the Litani River, according to Beiditz, where they are operating out of sight of United Nations troops stationed in the region. The Hizbullah is preparing itself for a move that may take place in the summer, the Brig.-Gen. said, adding that there is also evidence that Syria is preparing for just such an eventuality. Included in the Syrian preparations, Beiditz suggested, was the possibility of a direct clash with Israel. Syria is increasing weapons purchases and training exercises. While there is no change in the deployment in the Golan Heights, which is a defensive array, [Syria] could improve its positions and deploy offensive capabilities.Defense Minister Peretz noted that the change from defensive to offensive deployment on the Golan can be accomplished within days, not months. ...We are prepared for any eventuality. At the same time, Peretz said that Israel should not shut the door on Syria's intimations that it is prepared to negotiate with the Jewish State.

MK Eitam Calls for an Emergency National Unity Government

At the conclusion of the Foreign Affairs and Defense Committee meeting, Knesset Member Effie Eitam (NRP-National Union) suggested that the serious security challenges Israel faces at this time justify an emergency two-year national unity government.Our region is facing a strategic threat in the form of an Iran determinedly proceeding towards a nuclear bomb.... Therefore, Eitam said, I propose a national emergency government for the next two years, due to these regional strategic developments. We are wasting the abilities of the IDF due to political weakness.

IDF Holds Exercise Simulating War With Syria

The IDF held a large-scale exercise Tuesday simulating the invasion of Syria in the context of a war with the hostile Arab country to Israels north. Infantry units, tank divisions and the Air Force took part in the exercise. It took place at the Shizafon IDF installation, in the southern Negev. Asked about the exercise by Army Radio, Defense Minister Amir Peretz said that the IDF was indeed preparing for the possibility of war with Syria, but said this does not mean that Israel would initiate such a war. Our preparedness is not an indication of any decision by either us or Syrians to go to war - these are purely defensive measures, he said. IDF Intelligence Chief Maj.-Gen. Amos Yadlin said Syria will not attack Israel and that this upgrading of military and troop movements is merely precautionary. He said Syria saw what happened during the Second Lebanon War and our deterrence became more effective.A similar IDF drill conducted last year was meant to simulate a Gaza invasion which took place on a limited scale soon after when Cpl. Gilad Shalit was kidnapped by Gaza terrorists. This year, IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi made reference to both Gaza and the northern front in his briefing before the IDF Officers Training School. The IDF is preparing for an escalation on both the Palestinian and the northern fronts, he said. The IDF's goal is to improve its readiness while simultaneously continuing to fight terror.

Syria Confirms: Planning For War

Syrian MP Muhammad Habash told Al-Jazeera Arabic world news satellite television network Tuesday that Syria is indeed actively preparing for war with Israel, and that Syria expects the war will start this summer. He claimed it was Israels government, however, that wants the war, in order to survive politically.

Officials Weigh in on Whether to Negotiate With Syria

Peretz said that he hopes that the upgrading of military preparedness on both sides will not preclude Syria and Israel engaging in negotiations. IDF Chief of Staff Ashkenazi has also reportedly advocated secret negotiations with Syria. Mossad Chief Meir Dagan, however, strongly opposed talk of responding to Bashar Assads public overtures saying they are aimed purely at alleviating pressure on Syria to curb its support for various terrorist groups.

Gaza Warnings

Cyclone is the name used for hurricanes in the Indian Ocean and Western Pacific. Gonu, like all storms in the northern hemisphere, spins counterclockwise. MOSCOW - A severe landslide has nearly obliterated one of Russia's most noted natural wonders, the Valley of Geysers, officials and environmental activists said Monday. The valley in the Kronotsky national reserve on the Far Eastern Kamchatka Peninsula contained about 90 geysers, as well as an array of thermal pools, and is the region's most popular tourist attraction.A snow-covered mound collapsed Sunday within seconds and caused a massive landslide, about a mile long and 600 feet wide, burying two-thirds of the valley, park ranger Valery Tsypkov said in televised remarks.The landslide dumped millions of cubic yards of mud and stones and destroyed most of the valley's geysers and dozens of thermal springs, stopping yards away from the valley's only hotel, he said.

Tourists and park personnel had to be evacuated, but no injuries were reported.The splendor of the valley has changed beyond recognition, Kronotsky national reserve director Natalya Radugova said in televised remarks.Some officials were more hopeful about the valley's future.The natural dam created by the landslide will turn the valley which was discovered only in 1941 into a thermal lake that could become a new tourist jewel of Russia, tourism official Denis Lazarev said, according to Russian news agencies.Experts feared many of the valley's geysers were obliterated.We witnessed a unique natural event, said Oleg Mitvol, the deputy head of Russia's environmental watchdog agency Rosprirodnadzor.

But the consequences of such a natural catastrophe are irreversible.A sparsely populated peninsula, Kamchatka is located some 4,200 miles from Moscow. It was completely closed to foreigners until 1990 and now attracts thousands of tourists annually with its volcanos, geysers and national parks.This is tragic for humankind, in that we have lost one of the great natural wonders of the world, Laura Williams of the World Wildlife Fund said in a statement posted on the group's Web site. But for nature, this is only a blip in the history of the planet's evolution.

Northern B.C. braces for more severe flooding

Several major rivers in northern B.C. are expected to rise to record-breaking levels in the next few days, says B.C.'s River Forecast Centre.

The warm temperatures and rain have seen the Skeena, Bulkley, Nass and Fraser rivers rise rapidly in the past few days.Many roads and back roads have already been washed out in the area, including parts of the Nisga'a Highway between Canyon City and Greenville.A city street in Terrace has also been flooded.An evacuation alert was issued Tuesday morning for Braun Island, New Remo and low-lying areas of Queensway and Dutch Valley all in the Terrace area.Residents are advised to prepare an emergency kit and be ready to leave on short notice.

More than 50 people had already left their homes near Terrace voluntarily as the Skeena River rises. Most families have now left the tiny community of Usk, as ferry service was suspended. The backup cable car service was also stopped because it was travelling less than three metres above the river, which is carrying huge trees and debris.Many residents of Old Remo and members of the Kitsales band had also left their homes because of road washouts.The Ministry of Transportation says it's keeping a close eye on sections of the main highway out of Terrace, where the Skeena has risen to the white line.The back road into Gitanyow [Kitwancool] was closed by flooding, and residents have been sandbagging the other road into the community.Some students in community were sent home from school early on Monday because of fears school buses would be stopped by flooded roads.

The Bulkley River has flooded farmers' fields and the golf course in Smithers. The low-lying Ebeneezer Flats-22nd Avenue Road along the river has been closed due to flooding.No evacuation order have been issued. But some families in the area along the river left their homes Monday voluntarily.

The Ksan First Nations museum near Hazelton had to sandbag its totem poles and truck out artifacts.Emergency officials in Prince George say the Fraser is still rising following heavy rain overnight, and the river is now at about 9.3 metres, which is just below flood level.Residents of three small riverside areas along the Fraser in Prince George are living in a locally declared state of emergency.Officials say the people living along River Road, Pulpmill Road, and Paddlewheel Park should be ready to move quickly if an evacuation order is issued.High water advisories have also been issued for Foreman Flats and the Shelley Townsite in the Prince George area.Officials say that by the weekend, the upper Fraser could reach its highest level since they began measuring back in the 1950s.

Meanwhile, Via Rail says the flooding in northwestern B.C. has made the Prince George-Prince Rupert rail line impassable.Crews are working on the problem.

LONDON (Reuters) - The world was slightly warmer than average in the first four months of this year, but 2007 may not turn out to be the hottest on record, Britain's official weather forecaster said on Tuesday.

El Nino's lesser-known sister weather phenomenon, La Nina, could bring a cooling touch, the Meteorological Office said.The first four months of 2007 are on track with our global forecast for a warmer than average year, but the cool La Nina event developing in the equatorial Pacific could prevent 2007 from being the warmest-ever year, David Parker, a climate scientist at the Met Office said.La Nina, or the girl, which recurs every few years, is characterized by unusually cold ocean temperatures in the eastern Pacific Ocean around the Equator, which can affect weather around the globe.

The better known El Nino, or the boy, is characterized by unusually warm ocean temperatures in the Equatorial Pacific, according to the U.S.' National Oceanic and Atmospheric Administration.As the leaders of the rich industrialized countries meet in Germany this week to discuss climate change, among other global concerns, Met Office figures released on Tuesday show the mean global temperature for the period January to April was almost 0.5 degrees Celsius above the long term average.Data from Britain's leading climatologists also show the spring in Britain was the warmest since records began in 1914.

democracy on Tuesday but sought to calm President Vladimir Putin's anger over U.S. missile shield plans on the eve of a G8 summit in Germany.

Speaking in Prague before heading to the Baltic coast resort of Heiligendamm for the meeting of major powers, Bush said Putin had nothing to fear from the shield, calling it a purely defensive measure.Russia is not our enemy, Bush said after meeting Czech leaders on a visit aimed at highlighting the country's emergence from Soviet domination.He said he would urge Putin at the summit to cooperate with the U.S. plan to deploy a radar system in the Czech Republic and interceptor missiles in Poland, but later in a speech took a dig at Moscow's record on democracy.In Russia reforms that once promised to empower citizens have been derailed, with troubling implications for democratic development, Bush said.

An exercise that finished just a few weeks ago included the Canada Command as a full partner and was the largest exercise to date in terms of the number of personnel, the length of the drill, the cost and the complexity of the exercise series. TEHRAN, Iran (AP) - President Mahmoud Ahmadinejad says it's too late to stop Iran's nuclear program. He is urging the West and the U.S. to abandon their arrogant policies of setting conditions. Ahmadinejad says despite pressure, Iran has only become stronger. The Iranian president also appeared to dismiss ambitions of using the controversial nuclear program for weapons making. What is atomic bomb good for? Thoughts can't be changed by nuclear bomb. Today is the day of thought and logic, he said. Washington and some of its allies fear Iran is trying to develop atomic weapons in violation of its commitments under the Nuclear Nonproliferation Treaty.

Iran denies the accusations and says the treaty gives it the right to pursue uranium enrichment for peaceful purposes. The UN Security Council first imposed sanctions on Iran in December and modestly increased them in March over Iran's refusal to suspend enrichment. The council is now preparing to debate on a third round of punitive measures. An International Atomic Energy Agency report last month provided the potential trigger for another round of sanctions by saying Tehran continued to defy the Security Council ban on enrichment and was instead expanding its activities.

Three mild earthquakes shake NH coast JUN 4,07

EXETER, N.H. - After people called 911 to report hearing explosions, emergency officials initially thought there had been underground methane gas blasts. But it turns out that New Hampshire actually had three small earthquakes over the weekend. The tremors caused no damage or injuries.The state Emergency Management Agency said the quakes were felt Saturday night and Sunday afternoon in the Portsmouth-Exeter area.The U.S. Geological Survey listed two of the quakes as magnitudes 1.4 and 1.9. A magnitude for the third quake was not available.Initially, officials investigated whether the sounds and tremors were caused by underground methane gas explosions, and the naturally occurring gas was found escaping from the ground in Portsmouth on Saturday.

However, authorities were able to rule that out as the cause, Assistant Fire Chief Steven Achilles said. He said the methane gas discovery was either a coincidence or a result of the tremors.New Hampshire experiences an average of three to four earthquakes per year, most of them so minor they aren't even felt, said Jim Van Dongen, spokesman for the state Office of Emergency Management.

BEIJING - Tens of thousands of earthquake victims in southwest China were living in tents or in the open Monday, fearful of returning to their damaged homes a day after a magnitude 6.4 quake killed three and injured at least 300. Hundreds of aftershocks sent jittery residents scurrying for safety.

Ning'er lies in a quake-prone mountainous region in Yunnan province about 90 miles north of Laos, and is famous for its strong tea, known as Pu'er. For centuries, the area sat astride an important trade route for tea and horses that ran along western China between central Asia and southeastern Asia.

WAYCROSS, Ga. - Tropical Storm Barry and its remnants gave a much-needed soaking to thousands of acres of burning swamp and timberland in northern Florida and southeastern Georgia.

The remains of the storm rode up the East Coast Sunday with gusty winds and rain falling as far north as Upstate New York, according to Weather Underground, a commercial weather service.Wind gusts along the coast were measured at 44 mph on Cape Fear in southern North Carolina and heavy rain was noted throughout the Southeast and Mid-Atlantic coasts, Weather Underground reported.By Sunday afternoon, Mount Vernon, Ga., received 8 inches of rain from the storm, West Palm Beach, Fla., had 7 inches and Hardeeville, S.C., saw more than 6 inches, according to the National Hurricane Center. Most areas across the Southeast received smaller amounts.Barry, which weakened to a depression Saturday morning, was a tremendous help to a thirsty Southeast. But residents living near Georgia's fires should not be complacent, said Larry Morris with the joint information center in Waycross.

It's still a live fire. Contained does not mean controlled, and it does not mean extinguished, Morris said.Morris estimates that the fire, which crews have battled for more than a month, is now about 85 percent contained.The rain was not enough to put out the blazes, but officials said the moist conditions allowed firefighters to focus on hot spots spared by the rain and on areas that are already beginning to dry out and could potentially catch fire again.Two large fires have charred more than 600,000 acres, or roughly 937 square miles, of swamp and timberland since a tree fell on a power line south of Waycross on April 16 and then a lightning strike inside the Okefenokee Swamp on May 5 ignited the second blaze.The fires destroyed about 30 homes and prompted several evacuations, which had all been lifted by Sunday.The Okefenokee National Wildlife Refuge and the part of the Osceola National Forest north of Interstate 10 remained closed Sunday.

American-Iranians Imprisoned by Iran

Iran has imprisoned four American citizens: Haleh Esfandiari, Parnaz Azima, Kian Tajbakhsh and Ali Shakeri. Esfandiari, a professor, was visiting relatives in Iran, where she is from, when she was arrested. She has now been charged with trying to topple the government. It was reported that Esfandiaris husband is Jewish. US President George W. Bush has condemned the arrests and issued a demand Friday that Iran release the captives. These individuals have dedicated themselves to building bridges between the American and Iranian people, a goal the Iranian regime claims to support, Bush said. Their presence in Iran - to visit their parents or to conduct humanitarian work - poses no threat. Indeed, their activities are typical of the abiding ties that Iranian-Americans have with their land of origin.

New Iranian TV Series Outlines Ahmadinejads European Israel Idea

TEHRAN, Iran - Iran said Sunday it would work to settle disputes over its atomic program if its case went back to the U.N. nuclear watchdog agency a stance far from Western demands that it suspend uranium enrichment. Foreign Ministry spokesman Mohammad Ali Hosseini said Iran could agree to settle outstanding issues with the International Atomic Energy Agency, but only if the U.N. Security Council turned the country's nuclear file over to the U.N. watchdog, the International Atomic Energy Agency, and dropped preparations to debate further sanctions.The news comes days after an official in Spain said Iran had pledged to end years of stonewalling and provide answers about past suspicious nuclear activities to the IAEA.If Iran was to follow through on that pledge, it could help the IAEA wrap up years of efforts to establish whether Iran's past nuclear strivings were exclusively peaceful in nature as Iran insists.

But Hosseini's comments and the offer, which Iran's top nuclear negotiator Ali Larijani made to the EU's foreign policy chief, Javier Solana, during talks in Madrid last week, fell short of Security Council's demands that Iran freeze uranium enrichment.The Security Council first imposed sanctions on Iran in December and modestly increased them in March over Iran's refusal to suspend enrichment. Scientists from a Norwegian environmental group say they have obtained a leaked report by the Russian government's highest nuclear authority warning of imminent risk of explosion in the enormous tanks holding discarded submarine fuel rods at its Andreeva Bay facility on the Arctic Ocean. According to the Rosatom report, obtained by researchers at Bellona, an environmental group that has monitored the Russian site near the year-around ice-free naval port of Murmansk for evidence of leakage from radioactive wastes, three large cement tanks, built to house used fuel rods that began leaking in 1982, have begun to deteriorate due to cold and contact with seawater, creating conditions that could lead to an explosion. Andreeva Bay, on the Kola peninsula of north-western Russia, is the nation's primary spent-nuclear-fuel and radioactive-waste storage facility for its Northern Fleet. Currently, the facility holds 21,000 spent-nuclear-fuel assemblies and about 12,000 cubic meters of solid and liquid radioactive wastes. Whereas uranium used in civilian nuclear plants is normally enriched to only three percent, Russian military uranium is often enriched to levels between 20 and 40 percent, the Scotsman newspaper reported, making the fuel rods at Andreeva Bay particularly toxic.

Unlike the U.S., the former Soviet Union made no plans for the eventual dismantling of its nuclear fleet and the safe management of radioactive wastes. Soviet military doctrine emphasized numbers, so relatively few older submarines were retired as newer ones entered service. The cost of clean up at the massive site has been estimated at $1.5 billion dollars, a number that prompted one Bellona physicist to tell Norway's Aftenposten newspaper, Russia will never do this.Fuel-storage tank at Andreeva Bay (Courtesy of the Bellona Foundation) The present problem arises from cracks in the concrete structures, meant only to be a short-term solution when constructed in the 1980s, that have let seawater into the large containment vessels in which the fuel rods hang from the ceilings, contained in pipes. Cold, salt and condensation, as well as fuel-rod failure, have caused the radioactive assemblies to corrode and hot materials to slough off and fall to the bottoms of the metal pipes. The conclusion of Rosatom is that when the amount of particles on the bottom reaches five to 10 percent in relation to the amount of water, potentially explosive critical mass will occur, said Igor Kudrik, one of the translators of the Russian agency's report. According to the Rosatom report, what will occur will be an uncontrolled chain reaction the nuclear material will go critical. The chain reaction would generate enormous heat which could release hydrogen from the invading seawater, resulting in an explosion that could affect other fuel rods, breach the concrete chambers and release radioactive material into the air. In the best case a small, limited explosion in just one of the stored rods can lead to radioactive contamination in a [three-mile] radius. In the worst case, such a single explosion could cause the entire tank facility to explode. We have no calculations for what that could lead to, Bellona's Aleksandr Nikitin, a former Russian naval officer, told Aftenposten. It will at least, at a careful estimate, hit Northern Europe. There are enormous amounts of radioactivity stored in these tanks, said Nils Bøhmer, nuclear physicist and head of Bellona's Russian division. The radioactive fallout could be higher and affect northern Europe to a greater degree than the region hit by the Chernobyl disaster.John Large, an independent British nuclear consultant who has visited the Andreeva Bay facility several times, also warned of a Chernobyl-type event. This wouldn't be a thermonuclear or atomic explosion as in a bomb, but the outcome is just as bad, he told the Scotsman. Remember Chernobyl? Well if you had the right weather conditions, the right wind pattern, this would mean a radioactive cloud drifting over Scotland and the rest of the UK.Despite the leaked report, a spokesman for Rosatom denied there was a threat to the public from the storage tanks. The objects are being kept in such a way that there's no danger of an explosion or an uncontrolled chain reaction, he said.

The Norwegian Nuclear Protection Authority agreed a chain reaction at Andreeva Bay was possible but insisted the likelihood was extremely small.But Large, who helped salvage radioactive material from the Russian submarine Kursk, which sank in the Barents sea in 2000, said the conditions at Andreeva Bay are typical of the way Russia has managed its nuclear wastes. This is what happens when a superpower decays – people in Britain talk about what to do with our nuclear waste, but what should concern us far more is the way the Russians are dealing with theirs, he said. In July 1993, almost 4 pounds of uranium, enriched to 36 percent, was stolen from Andreeva. The material was recovered one month later. We are sitting on a powder keg with a fuse that is burning, but we don't know how long that fuse is, said Nikitin.

The Canada-EU Summit will be hosted by the President of the Council of the European Union and Chancellor of Germany, Angela Merkel. The President of the European Commission, José Manuel Barroso, and the EU High Representative for the Common Foreign and Security Policy, Javier Solana, will also participate, together with other ministers and commissioners. The Honourable John Baird, Minister of the Environment, will be a member of the Canadian delegation.Canada is one of six designated strategic partners of the EU, along with the United States, China, Japan, Russia and India. Canada and the EU work together to promote international security and effective multilateralism, to combat transnational crime and terrorism, to build global and transatlantic economic prosperity, and to collaborate on tackling global and regional issues such as sustainable fisheries, the threat of pandemics, and the socio-economic implications of globalization. The G8 Summit will also be chaired by Germany, and will focus on the theme of growth and responsibility in the world economy, a topic that includes climate change, and on development in Africa.

The G8 is an informal group of eight industrialized countries: Canada, France, Germany, Italy, Japan, Russia, the United Kingdom and the United States. The European Union also participates and is represented by the President of the European Commission and by the leader of the country that holds the presidency of the Council of the European Union at the time of the G8 Summit - this year, Germany. At this Summit, Leaders from Brazil, China, India, Mexico, South Africa, other African nations and heads of international organizations have also been invited to meet with the G8 Leaders.

(IsraelNN.com) American President George W. Bush has again exercised a built-in legal waiver in a 1995 Congressional law ordering that the American embassy be moved to Israel. He signed the order on Friday night, after news organizations shut down most of their operations and after the Jewish Sabbath began. He and previous Presidents have exercised the waiver every six months, and this time it came days before Congress is likely to pass a toughly worded resolution reinforcing their will that the embassy be moved to the Israeli capital, as President Bush promised to do during his 2000 presidential campaign. The waiver allows the President to delay the move if he deems it necessary to protect the national security interests of the United States. President Bush added that he remains committed to beginning the process of moving our embassy to Jerusalem.

COLDWATER, Mich. -- Jack Kevorkian had few words but a broad smile as he walked out of prison yesterday, ending eight years behind bars for helping end the life of a man suffering from Lou Gehrig's disease.The retired pathologist known as Dr. Death said his release felt wonderful one of the high points in life, as he paused near a van that was waiting to drive him to the home of friends in suburban Detroit.Outside a gift shop across from the 25-acre prison grounds, about a dozen people stood in a show of support. The group held signs bearing such phrases as Jack, we're glad you're out of the box and Dr. K is on his way! The attention focused on a man who claimed participation in at least 130 assisted suicides brought a rebuke from the Catholic Archdiocese of Detroit. For 10 years, Jack Kevorkian's actions resembled those of a pathological serial killer. It will be truly regrettable if he's now treated as a celebrity parolee, instead of the convicted murderer he is, archdiocese spokesman Ned McGrath said in a statement.The 79-year-old Dr. Kevorkian, wearing his trademark blue cardigan and a striped shirt and tie, spoke only a few words to reporters after leaving the prison with his lawyers and legal assistants.

As he got ready for the ride home, 60 Minutes correspondent Mike Wallace, 89, got out of the van and embraced him, asking, What do you say, young man? Dr. Kevorkian is to appear in a 60 Minutes segment Sunday.Inmates at the Lakeland Correctional Facility, about 100 miles southwest of Detroit, had been waiting for a glimpse of Dr. Kevorkian, while reporters greeted him on the outside with questions.Attorney Mayer Morganroth said his client planned a news conference Tuesday. He thanks everybody for coming. He thanks the thousands who have supported him, have written to him, Mr. Morganroth said. He just wants a little privacy for the next few days.Throughout the 1990s, Dr. Kevorkian challenged authorities to make his actions legal or try to stop him. He burned state orders against him and showed up at court in costume.You think I'm going to obey the law? You're crazy, he said in 1998, shortly before he was accused -- and then convicted -- of murder after injecting lethal drugs into Thomas Youk, 52, a suburban Detroit man suffering from Lou Gehrig's disease.

Dr. Kevorkian videotaped that death and sent the footage to 60 Minutes, which aired it. He challenged prosecutors to charge him. He was convicted and given a 10- to 25-year sentence for second-degree murder. He earned time off his sentence for good behavior.A copy of his parole notice showed that he must pay a $600 supervision fee and a crime-victim assessment of $60. The order listed his height as 5-foot-8 and his weight as 125 pounds.Dr. Kevorkian is expected to move to Bloomfield Hills, just outside Detroit, where he will live with friends and resume the artistic and musical hobbies he missed while in prison. His lawyer and friends have said he plans to live on a small pension and Social Security while doing some writing and making some speeches.Dr. Kevorkian has promised never to help in another assisted suicide. But Ruth Holmes, who has worked as his legal assistant and handled his correspondence while he was in prison, said his views on the subject have not changed. This should be a matter that is handled as a fundamental human right that is between the patient, the doctor, his family and his God, Ms. Holmes said of Dr. Kevorkian's beliefs.

Geoffrey Fieger, Dr. Kevorkian's former attorney, yesterday said he expects Dr. Kevorkian will spend his time enjoying his freedom, even though he will be on parole until June 1, 2009.He's on a short leash for the next two years, Mr. Fieger said. They can pretty much control his behavior. After that, it will be another story. After two years, he no longer is going to be under their thumb as he is now.Mr. Fieger said that once Dr. Kevorkian is off parole, he should continue assisting people who want to commit suicide. One of the conditions of Dr. Kevorkian's parole is that he cannot help anyone else die. He is also forbidden to provide care for anyone older than 62, or who is disabled. He could go back to prison if he violates his parole.Dr. Kevorkian must report regularly to a parole officer and cannot leave the state without permission. He can speak about assisted suicide, but can't publish anything that shows how to make a device like the machine he devised to give lethal drugs, according to his parole order.Dr. Kevorkian suffers from a variety of ailments, including diabetes, hepatitis C, high blood pressure and hardening of the arteries in his brain. He will see his internist and a dentist, as well as some specialists, Mr. Morganroth said.Dr. Kevorkian did not have much to take with him from prison, in part because many of his possessions were missing. Mr. Morganroth said a manuscript and other belongings were stolen last month. He suspected that someone took Dr. Kevorkian's clothes and medicine to sell on eBay.Ms. Holmes, a close friend of Dr. Kevorkian's, said he will want to enjoy some of the things he could not freely get in prison, such as a sandwich of plain sliced turkey on thin lavash bread. He's looking forward to some grapes and apricots, she said.

Plot Shows Dangers of Mundane Targets

(AP Photo/Seth Wenig) NEW YORK - Until a suspected terrorist plot was revealed, few people even knew there was a pipeline of highly combustible jet fuel snaking beneath the nation's largest city.

But authorities said Monday that it's one of countless lesser-known targets including waterway retaining walls, dingy rail yards and tunnel ventilation systems that they struggle to protect from attacks.New York police spend considerable time and resources protecting the landmarks nearly everyone would recognize as emblematic of New York and America, Police Commissioner Raymond Kelly said. But we also protect the anonymous, unheralded elements of infrastructure that are essential to the life of the city.Police were aware that the fuel system feeding John F. Kennedy International Airport posed a risk well before investigators unearthed an alleged conspiracy by a homegrown Muslim terror cell to blow it up, with the goal of killing thousands of people and inflicting major damage on the U.S. economy.

Pipeline networks don't carry the stature of sites such as Wall Street, the Empire State Building and the Statue of Liberty, so the general public doesn't give them much notice.But, said Kelly McCann, president of Kroll Security Group and a former Marine officer assigned to counterterrorism duty, said authorities think about them every day. They're fully focused on them and feeling overwhelmed.For example, the NYPD has monitored the hulking ventilation towers along the Hudson River that feed fresh air to the Lincoln and Holland tunnels for signs of a chemical attack. Tens of thousands of cars pass through the tunnels each day, and they are usually filled with bumper-to-bumper traffic during rush hours. If a nefarious substance got in the tunnel, it could be devastating.The NYPD has also quietly used its scuba unit to inspect retaining walls on the East River near the United Nations for any signs of underwater mines. In addition, officers have sought to secure rail yards, fearing that terrorists might try to tamper with rail cars carrying dangerous chemicals through the city.Past investigations have foiled a separate scheme to flood the Wall Street area by breaching a retaining wall at the World Trade Center site, along with a homegrown plot to blow up the busy Herald Square subway station in midtown Manhattan.

Investigators in the 2004 train bombing in Madrid also discovered a crude diagram of Grand Central Terminal on a computer disk seized from one of the suspect's homes.The pipeline system targeted by the suspects in the latest case is huge, winding its way through all corners of the city. It is part of a national pipeline network run by Buckeye Partners LP that serves major airports in New York, Chicago, Detroit, and Pennsylvania, among other locations. The network also delivers jet fuel to military bases.In a criminal complaint outlining the allegations, one suspect is quoted as saying he hoped it would cause greater destruction than in the Sept. 11 attacks, torching the airport, killing several thousand people and destroying parts of New York's borough of Queens, where the pipeline route is marked by warning signs.

The accused mastermind of the plot, Russell Defreitas, 63, was in custody Monday in New York, where he is due to have a bail hearing Wednesday.Two other suspects, Kareem Ibrahim and Abdul Kadir, a former member of Guyana's Parliament, were in Trinidad and planned to fight extradition to the United States.The two made their initial court appearance Monday on one count each of conspiracy to commit a terrorist act against the government of the United States. Also Monday, a law enforcement official confirmed reports that the suspects had been captured on tape discussing trying to recruit Adnan Gulshair El Shukrijumah, an alleged al-Qaida member and bombmaker. The suspects allegedly sought support from fellow extremists in Trinidad and Guyana, where El Shukrijumah grew up.But there was no evidence that the men ever made contact with El Shukrijumah, said the official, who spoke on condition of anonymity because the investigation had not been completed.Authorities and experts agree that the scheme like the recent plot to attack a military base in New Jersey was another case of the suspects' ambitions far exceeding their capabilities.The pipeline was designed to shut off when it detects heat, a feature that would have prevented the chain-reaction explosion that the plotters allegedly envisioned, authorities said. And it would have been virtually impossible to get inside the airport to do the kind of damage they planned.
