UN slams Israel demolition of West Bank properties

Jerusalem (AFP) - The United Nations Wednesday slammed Israel's demolition of 30 Palestinian properties in the West Bank, saying it displaced some families for the second time in less than two weeks."I am concerned about the destruction of Palestinian structures in the Jordan Valley yesterday (Tuesday)," UN Humanitarian Coordinator James Rawley said in a statement."The demolitions resulted in the displacement of 41 people, including 24 children, and affected another 20. Both refugee and non-refugee families were affected." the statement said."Some of the families were displaced for the second time this month and a number of donor-funded structures were among those demolished."Israel's civilian administration of the West Bank had no immediate comment on the demolitions.A group of 36 NGOs last week urged Israel to stop demolishing Palestinian homes, hours ahead of a visit by US Secretary of State John Kerry aimed at revitalising Middle East peace talks."Demolitions often occur to facilitate the expansion of illegal Israeli settlements, with 60 percent of demolitions occurring in Palestinian communities close to settlement zones," rights groups and charities including Oxfam, Amnesty International and Human Rights Watch said in a joint statement."Since the resumption of the peace process in July, Israel has destroyed 207 Palestinian homes and property in the occupied West Bank, displacing 311 Palestinians, over half of whom are children," they said.
Israeli settlement building threatens to derail the fragile peace talks, with the Jewish state announcing thousands of new homes in the West Bank on territory the Palestinians want for a future state.This year, more than 630 Palestinian structures have been demolished in Area C, the 60 percent of the West Bank that is under full Israeli military control, according to the UN.Some 1,035 Palestinians have been displaced by the demolitions, the world body said, adding that more than 80 percent of the displacement occurred in the Jordan Valley.

Ministers edge toward bank resolution deal after marathon talks

BRUSSELS - EU finance ministers have edged closer to a deal on rules to wind up stricken banks, following more than 12 hours of talks in Brussels.After a marathon meeting went on well into the early hours of Wednesday (11 December), ministers emerged with the outline of a compromise that would accommodate German concerns about the prospect of a common eurozone fund to cover bank resolution costs.They also addressed the question of whether the European Commission will be given sweeping new powers to place a bank into resolution proceedings - opting for a half-way house that would give the commission some say in the process.Speaking with reporters following the meeting, Lithuanian finance minister Rimantas Sadzius, who is brokering the talks, said that ministers had made "a huge leap forward" and would reconvene next week.Michel Barnier, the EU commissioner responsible for the banking union, added: "Ministers have done a lot of the work that is needed but we are not at the end of the road yet."Under the commission proposal, governments will be required to set up national resolution funds to cover the costs of bank failure, to be funded by bank levies, which will eventually be worth around €60 billion.But Germany is anxious at the prospect of pooling the national funds into a single eurozone pot."There has to be both a single resolution fund and a role given to national input," French finance minister Pierre Moscovici said earlier in the week.
"That is not a contradiction. It is an articulation between them that we are seeking.”The plan mooted by ministers could see the creation of a new intergovernmental treaty, similar to the EU's fiscal compact on national budgets, to allow national resolution funds to access another country's resources.However, national contributions would only be merged gradually into a central kitty.“On the fund, the main thing is that it’s going to be progressively mutualized,” said Italy's finance minister Fabrizio Saccomanni, following the meeting.
“It was a compromise, we had to take into account Germany’s worries, but we obtained that at some point it will become a common fund, that will be supported by backstop mechanisms.”Meanwhile, the compromise plan would also establish a resolution board charged with making decisions on whether to recapitalise or wind-up eurozone banks, answerable to the commission and to governments.The plan will almost certainly annoy the European Parliament, which has to agree to the legislation for it to become law.MEPs have previously voiced their displeasure at the use of similar procedures to marginalise them in the creation of the EU's bailout fund and the fiscal compact treaty."I can imagine the parliament will not be enthusiastic about such a situation and neither is the commission,” warned Barnier.But there are still several big sticking points before a deal can be reached.Germany is still opposed to the EU's bailout fund, the €500 billion European Stability Mechanism, being allowed to serve as a "backstop," while the national funds build up their capital.
Berlin also wants guarantees that national funds and bank senior creditors would take on most of the burden, leaving the taxpayer-funded route only as a last resort.MEPs and ministers are expected to conclude a deal on the bank resolution and recovery directive before the end of next week.The accord is to include a hierarchy of how creditors should be "bailed in" to take losses when a bank becomes insolvent.

EU auditors: Stop funding PA employees in Gaza

European institution calls for a comprehensive overhaul of aid to the PA, diverting money from Gaza to the West Bank

A European body called on Wednesday for the suspension of aid money to Palestinian civil servants in the Gaza Strip, recommending the funds be reallocated to the West Bank as part of a comprehensive overhaul of EU funding to the Palestinian Authority.While denying earlier media leaks saying €2 billion in European aid to the Palestinian Authority has been squandered through corruption, the European Court of Auditors called the current funding of some 70,000 PA civil servants, including a majority who remain on EU payrolls without working, “unsustainable.” The group is an official institution within the EU.“Although some important results have been achieved, there is a need for major revisions, such as encouraging the PA to undertake more reforms, notably in relation to its civil service,” Hans Gustaf Wessberg, head of the auditors’ team, said at a press conference in Brussels.The EU funneled some €1 billion to the PA between 2008 and 2012 as part of scheme called Pegase — money earmarked for institution building as well as employee and pensioner salaries, and accounting for 20 percent of the total PA salary expenditure.The EU has invested a total of €5.6 billion in the PA since its establishment in 1994 with the stated objective of “helping bring about a two-state solution to end the Israeli-Palestinian conflict.”But since Hamas’s violent takeover of the Gaza Strip in 2007, thousands of PA civil servants have been put out of work, replaced by Hamas cronies. Nevertheless, the salaries of the PA employees have been paid by the EU continuously. On Wednesday, the Court of Auditors said that must stop.“When people who do not work are being paid, this goes against the agreement with Pegase,” Wessberg said. “The resources spent there [in Gaza] are better spent elsewhere,” he added, saying that all EU funds should be allocated to the West Bank.Wessberg could not say how many unemployed civil servants are currently receiving salaries from the EU nor how much money is being spent on them. He noted, however, that a random spot-check carried out by his team in Gaza in October 2012 found that four out of 10 employees questioned were out of work. A similar examination by PA auditors revealed that out of 125 salaried individuals, 90 were not actually working.While European funds were effectively and transparently reaching their destination, the EU Commission and External Action Service have failed to create a mechanism of checks and balances to ensure the efficacy of money invested in firms and individuals, the auditors said. No system of accountability existed to examine the performance of recipients or leverage the aid to pressure the PA into executing badly-needed reforms.“Pegase direct financial support is provided to the PA without conditionality. The only basic requirement for the distribution of funds is that the individual beneficiaries meet the eligibility criteria set by the EU,” the report read.One example cited in the report is a value-added tax refund of nearly €2.6 million given by the EU to a luxury hotel built in Gaza, above and beyond the average support for private Palestinian companies supporting public services.“At the time of the audit visit in October 2012 the hotel was barely operating,” the report read.Israel, too, was held accountable by the ECA report for undermining the financial sustainability of the Palestinian Authority and contributing to its significant fiscal deterioration in 2012.“Both the financial sustainability of the PA and the economic development of the Occupied Palestinian Territories, which is essential for financial sustainability continue to be fundamentally undermined by a series of constraints imposed by the Government of Israel,” the report read.Laila Sbeih, the Palestinian finance ministry official tasked with coordination with the EU, would not comment on the ECA report as she was not permitted to speak to the media. The office of PA government spokesman Ihab Bseiso would say only that the report did not represent official EU policy, and that there was “no logic” in commenting on it as long as it remained a mere recommendation.Last week, the head of the EU delegation to the Palestinian Authority, John Gatt-Rutter, said that Europe would continue to pay PA salaries through 2014.“Today’s contribution to salaries and pensions is further evidence of our unimpeded support for the Palestinian people which will continue in 2014,” he said in a statement upon the transfer of €10 million for November’s salaries and pensions.

BRUSSELS - The EU is knowingly paying Palestinian civil servants who have not worked in years, its spending watchdog says.The Luxembourg-based European Court of Auditors published its findings in a report, out on Wednesday (11 December), on the EU's "Pegase" programme.It noted that the Union has paid the Palestinian Authority (PA) around €200 million a year between 2008 and 2012 to cover public sector salaries.The money has funded approximately half of the PA’s 170,000 civil servants and pensioners.
Beneficiaries are supposed to meet basic EU criteria.But in Gaza, up to 24 percent of people on the payroll of the PA's health and education ministries did not show up to work in 2010.The PA's State Audit and Administrative Control Bureau is also paying the salaries of 90 officials who are unable to do their jobs.
Out of 10 individual Pegase beneficiaries selected by the audit for interviews, three said that they are not working and one failed to turn up for the interview."While Pegase is intended to support public services for the benefit of the Palestinian population, the payment of non-performing civil servants does not serve this objective,” the EU report said.The auditors added that the European Commission and the EU's foreign service have turned a blind eye to the problem.“Given the amount of money which the EU is providing through Pegase … it would have been expected that they could obtain such information from the PA,” the court said.Pegase is part of broader EU efforts to support the two-state solution to the Arab-Israeli conflict.
The EU money is designed to maintain essential public services and to help vulnerable families.The EU auditor noted that political instability in Gaza and the near-bankrupt state of the PA are part of the problem.
The Palestinian territories, which are physically separated by Israel, also split in political terms in 2007 when Palestinian militants Hamas took control of Gaza from rival faction Fatah.The court noted that an Israeli attack in 2009 devastated Gaza infrastructure.It also pointed out that Israeli restrictions on PA income tax receipts have helped to bleed its coffers dry, undermining international attempts to create a "viable" Palestinian state alongside Israel.

As sanctions ease, Iran sees oil exports jump

Washington insists that a crippling sanctions regime will continue to take its toll, but new figures suggest Tehran’s economic outlook is strengthening

Iranian oil exports rose 10 percent in November after sanctions against the Islamic Republic were eased as part of an interim deal with world powers, the International Energy Agency reported Wednesday.Defending the deal, though, Washington’s sanctions czar said Wednesday that pressure on Iran will continue to mount over the coming six months.David Cohen, the US Treasury’s undersecretary for terrorism and financial intelligence, wrote in the Wall Street Journal Wednesday that the US “will ensure that Iran will not be able to export one additional barrel beyond the current low levels.”“I am confident that the sanctions pressure on Iran will continue to mount. Iran will be even deeper in the hole six months from now, when the [interim] deal expires, than it is today,” Cohen, who has been the Obama administration’s main adviser on Iran sanctions, said.Despite Cohen’s comments, the IEA reported that Iranian oil exports rose by 89,000 barrels per day to a total of 850,000 barrels per day last month, as the sale of crude to China and Taiwan rose, according to CNN.European and American oil embargoes remain in place, in accordance with US assurances that the toughest sanctions will hold while the P5+1 and Iran continue to negotiate.The interim deal reached in Geneva last month reportedly allows Tehran to keep enriching uranium to 3.5 percent, limits the number of centrifuges without reducing them, and keeps the Arak heavy water reactor open. Iran in exchange receives an easing of sanctions to the tune of $6 or $7 billion, a fraction of the $80 billion in revenue which Iran lost last year, according to Cohen. He noted that the limited relief of sanctions on Iran’s petrochemical industry would not yield significant results for Tehran, as most buyers seek longer term contracts, which wouldn’t be guaranteed beyond the terms of the current temporary agreement.“Iran is in a deep recession — its economy contracted last year by more than 5%, and it is on pace to contract again this year. Its annual inflation rate now stands at about 40%. Iran’s currency, the rial, has lost around 60% of its value against the dollar since 2011,” Cohen wrote.On Sunday, Iran’s President Hassan Rouhani said the deal had already boosted the country’s economy.Rouhani told an open session of parliament that, after the “success” of the talks, investors were gravitating to businesses and the stock exchange.“Economic activities have been shifted to the stock exchange from gold, hard currency and real estate,” said Rouhani in his televised speech. He gave no specific figures.

Stronger Tornadoes May Be Menacing US

SAN FRANCISCO — The trail of twisted metal and torn roofs left behind by massive twisters is growing longer and wider, a sign that tornadoes may be growing stronger, climate scientist James Elsner said here Tuesday (Dec. 10) at the annual meeting of the American Geophysical Union.Beginning in 2000, tornado intensity — as measured by a twister's damage path — started rising sharply, said Elsner, of Florida State University. "I'm not saying this is climate change, but I do think there is a climate effect," he said. "I do think you can connect the dots."Devastating tornado outbreaks in recent years, such as the massive storm that injured hundreds in Moore, Okla., this summer, have focused attention on whether climate change is altering tornado frequency and strength. Just last week, a heated debate played out in an op-ed on LiveScience and the New York Times over whether tornado-tracking data could answer these questions. One scientist claimed the data show twister numbers are dropping, but tornado experts said changes over time in how weather officials assess tornado size and damage make it difficult to look for climate patterns. But  Elsner said tornado data are good enough to reveal whether global warming is altering twisters. "I've been working with hurricane tracking data for 25 years, and tornado tracking data is better," Elsner said. "We have the tools, we have the data to answer the question. Statisticians drool when they see stuff like this."
"I think we're at the point where we were 30 years ago with hurricanes. People were skeptical about the connection between hurricane and climate, but now they don't even blink," he said.Elsner is the first to admit he doesn't have the climate answers, but he said his early results are a step in the right direction: finding a way to solve the data conundrum.Elsner's solution was to drop the human factor. Instead, he looked at wind speed and the size of the damage path (its length and width) to gauge whether tornado intensity has changed since 1994. (The United States has been almost completely covered by Doppler weather radar since 1994.) Using the damage path to gauge intensity avoids problems such as analyzing tornado strength via the Fujita and Enhanced Fujita scales, which are based on observations by weather service officials, he said.Elsner analyzed damage paths and wind speeds using a statistical model. The result: a sharp upward spike starting in 2000. He also looked at earlier data, since the 1970s, which showed a much slower rise.Puzzling out how climate change alters tornados is the big next step, Elsner said. One way this could happen is by adding moisture (via humidity) to fuel storms in Tornado Alley, the storm belt where tornadoes spin up in the United States. Warmer air holds more moisture. Federico Lombardi, responded to the news by  saying: "It is not surprising, considering the resonance and very widespread attention given to the election of Pope Francis and the beginning of his pontificate. It is a positive sign that one of the most prestigious acknowledgements in the field of the international press has been attributed to one who proclaims spiritual, religious and moral values in the world, and who speaks effectively in favour of peace and greater justice.”"With regard to the Pope, for his part, he does not seek fame and success, since he carries out his service for the proclamation of the Gospel and the love of God for all. If this attracts men and women and gives them hope, the Pope is content. If this nomination as 'Person of the Year' means that many have understood this message, at least implicitly, he will certainly be glad,” the Vatican spokesman added.Other candidates in TIME’s list of favourites for its person of the year title, include: Syrian president Bashar al Assad and American singer Miley Cyrus, who is famed for her exhibitionism. A monument to the Ten Commandments that sits outside the Oklahoma statehouse may soon have some unholy company.Satan worshipers are seeking to build their own monument at the state Capitol, and Lucien Greaves, a spokesman for the Satanic Temple, said he's "optimistic" it will be approved."I really don't see a grounds which they can reject this," he told ABC News.The privately funded Ten Commandments monument was approved by the conservative-led Oklahoma state legislature in 2009, and erected on Capitol grounds in 2012. It has riled up opponents ever since, many calling into question the constitutionality of the monument.But Greaves does not see a problem with the Christian monument, as long as it does not stand alone."I feel that the statue is only problematic when it stands alone," Greaves said. "It would change the dynamic with our monument there. We aren't objecting to the Ten Commandments monument, we're objecting to the monument standing alone."When asked what the Satanic monument would look like, Greaves said he doesn't want to "reveal too much about the possible design options," but hinted that his "favorite design, at the moment, is an interactive display for children."The American Civil Liberties Union has been less accepting of the existing monument, and has filed a lawsuit seeking its removal."The monument's placement at the Capitol has created a more divisive and hostile state for many Oklahomans," Ryan Kiesel, executive director of ACLU Oklahoma, said in a statement. "When the government literally puts one faith on a pedestal, it sends a strong message to Oklahomans of other faiths that they are less than equal."But Greaves said he believes a monument from the Satanic Temple would re-assert that "we all have a voice" in this "religiously pluralistic nation."State Rep. Mike Ritze, a Republican representing Oklahoma's 80th District, spearheaded the efforts to create the Ten Commandments monument. Ritze's family also helped pay for the construction of the $10,000 structure. The iconic red border of Time magazine will frame Pope Francis as its 2013 Person of the Year, the magazine announced Wednesday morning. By the judgement of Time’s editorial staff, the pope–elected earlier this year after a surprise resignation by predecessor Pope Benedict–was the most influential global newsmaker of the past 12 months. Earlier this week, Time narrowed the finalists down to 10, then five. Pope Francis ultimately won out over NSA leaker Edward Snowden, Syrian president Bashar Assad, Texas senator Ted Cruz and gay rights activist Edith Windsor.“[W]hat makes this Pope so important is the speed with which he has captured the imaginations of millions who had given up on hoping for the church at all,” Howard Chua-Eoan and Elizabeth Dias write in the cover story. “In a matter of months, Francis has elevated the healing mission of the church.”The magazine first released such a cover in 1927 under the name “Man of the Year,” and conferred the title on Charles Lindbergh for his solo trans-Atlantic flight. Since then, the annual covers have featured global peacemakers, U.S. presidents, tech billionaires, dictators and more amorphous concepts, like “the protestor” and “the endangered earth.” The editors’ intention is not to praise the figures selected, but to acknowledge their influence in shaping the news and history of the outgoing year. (Hence why Adolph Hitler made the cover in 1938.)
Pope Francis, of course, has made lots of news in 2013. After Pope Benedict announced his resignation in February–the first to do so in 600 years–the Catholic Church elected Cardinal Jorge Mario Bergoglio of Argentina, ending the long line of European popes. Since then, Pope Francis has shaped the global conversation on religion by showing an openness to homosexuality and women’s leadership within the church, as well as by placing an emphasis on reforming the Vatican’s finances while addressing inequality and poverty around the world.This makes him the third pope to appear as Time’s Person of the Year, as Pope John Paul II made the cover in 1994 and Pope John XXIII made the cover in 1962. His public acts of humility, from washing the feet of criminals to embracing a disfigured man, have gone viral online and have quickly reshaped many believers’, and non-believers’, view of the Catholic Church.

Vatican one step closer to white list of financially transparent countries

The Holy See has just passed another of Moneyval’s tests. The report evaluating the Vatican’s progress in the field of anti-money laundering and the financing of terrorism will be out Thursday

The comments made during the Plenary Meeting of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism, were promising. The meeting began today and will run till Friday. Moneyval is reviewing the progress the Holy See is making in “the right direction” in terms of meeting the goals set by the organisation’s inspectors. The Holy See is not quite there yet but “significant progress has been made” in reaching the goals set by Moneyval in January 2012. Moneyval measures the Holy See’s progress against “the core and, in addition, key recommendations of the FATF, the international standards on combating money laundering and the financing of terrorism,” a communiqué issued by the Holy See today reads.The evaluation does not take into consideration all recommendations examined in the first report but only those considered to be “core”, in accordance with Moneyval’s rules of procedure, and a set of “key” recommendations requested by the Holy See. The positive result is partly thanks to the reforms to the Vatican’s financial structures which Francis has set in motion: he got rid of the Vatican bank’s old directors and top figures within the Administration of the Patrimony of the Apostolic See (APSA). He then created two commissions, one to report on the Vatican bank (IOR) and another on the Holy See’s Economic-Administrative Structure.The Pope recently nominated his trusted secretary, Mgr. Alfred Xuereb, as head of both commissions; he has continued the process of bringing the Holy See in line with international anti-money laundering and financing of terrorism norms which the Council of Europe’s committee Moneyval is overseeing. Francis has also put Promontory Financial Group and Ernst&Young in charge of the IOR-APSA and Governorate’s accounts respectively. In recent days  the Financial Times published an an article on the results of an 11-month investigation it carried out, which attests the progress the Holy See has under Francis who “is bringing glasnost to the Vatican.” The Vatican has decided to reform the IOR after pressure from big global financial institutions like Deutsch Bank, JPMorgan and UniCredit. These institutions ended up in the spotlight of regulatory bodies as a result of their dealings with the Holy See. In its article titled “Call to account: FT probe of Vatican Bank”, the Financial Times writes: “The Vatican bank is closing hundreds of accounts after coming under pressure from the world’s biggest financial institutions to clean up its act.”The City daily writes that it “interviewed two dozen bankers, lawyers, regulators and Catholic insiders over 11 months to understand how the murky operations of a bank with €5bn in assets, and which says its aim is to serve the global mission of the Catholic Church, had unnerved bankers, regulators and governments across Europe and the US.” “Correspondent banks moved as much as €2bn a year from the Vatican’s bank to other accounts across the globe,” a Vatican spokesman apparently told the Financial Times.In today’s communiqué, the Holy See Press Office confirms that “Moneyval welcomes clarifications and improvements to the anti-money laundering and combating financing of terrorism (AML/CFT) legal structure of the Holy See and the Vatican City State and confirms that significant progress has been made.”

US to add $173 million for Israel missile defense

Armed Services Committee spending bill calls for increases in support for Iron Dome, David’s Sling, Arrow systems

A defense funding bill for fiscal year 2014 proposed Monday by members of the US House and Senate Armed Services Committees would increase American missile defense spending by some $358 million (NIS 1.25 billion), bringing the total to $9.5 billion (NIS 33.2 billion).The measure also raises spending on missile defense systems developed between the US and Israel by $173 million (NIS 604 million), Reuters reported.

Funds for missile defense collaboration are separate from the average $3 billion (NIS 10.5 billion) in defense assistance Israel receives from the United States annually .The bill, details of which were released late Monday, needs to pass a final vote by Congress. Lawmakers called for the vote to take place before Congress heads home for the year.Funding for several Israeli defense systems will be affected by the legislation.Israel employs a layered defense system, with Iron Dome covering rocket launches from four to 70 kilometers away and Arrow 2 addressing threats from 300 to 1700 kilometers away. Neither the mid-range David’s Sling, which was successfully tested in November, nor the long-range Arrow 3, are operational yet.The bill includes nearly $34 million (NIS 119 million) for improving the Arrow system, co-developed by American company Boeing and Israel Aerospace Industries. It also calls for $22 million (NIS 77 million) developing Israel’s upper tier interceptor, the Arrow 3. The missile interceptor is designed to deal with nuclear payloads by hitting long-range intercontinental ballistic missiles after they have left the atmosphere, thereby reducing possible fallout from a detonation.The medium-range David’s Sling system, developed by Rafael and Raytheon for the Israel Missile Defense Organization and the US Missile Defense Agency, will see $117.2 million (NIS 409 million) in additional funding.David’s Sling addresses rocket and mid-range ballistic missile threats, as well as drones and incoming aircraft, and, once operational, will fill a gap between the existing short-range Iron Dome system and the Arrow 2.The bill also backed US President Barack Obama’s request for $220 million (NIS 768 million) to help Israel buy more Iron Dome batteries. It also included $15 million (NIS 52 million) to create a production facility for the defense system’s parts in the US.Unlike other missile defense collaborative programs, such as the Arrow, Israel until now has maintained propriety over Iron Dome. Israel, Russia to launch talks on free trade zone

Israel and Russia have agreed to launch formal talks aimed at establishing a free trade zone between the two countries.The decision was made at a meeting between Economy and Trade Minister Naftali Bennett and Russia’s Minister for Economic Development Alexey Ulyukaev on the sidelines of the World Trade Organization gathering in Bali, Indonesia on Thursday.Economy Ministry officials believe Israel’s current level of trade with Russia, estimated at some $2 billion annually, nearly half of it in the diamond trade, leaves “huge untapped potential” for expansion.The agreement is also viewed as a means for strengthening Israeli-Russian political ties, and is intended, in the words of a government official who spoke to The Times of Israel on Tuesday, as part of “the continued diversification of Israel’s economic ties around the world.”“If there’s something we learned from the experience surrounding Horizon 2020,” the official said, “it’s that you can’t put all your eggs in one basket.”Horizon 2020, the EU’s seven-year, $107 billion scientific research fund, was the subject of tense negotiations between the EU and Israel in recent months after new European guidelines forbade investment in institutions with operations or assets across the Green Line.

Top senator says new Iran sanctions will have to wait

Word of delay comes after Kerry warns lawmakers that applying ‘gratuitous’ pressure could give Tehran an excuse to back out of Geneva deal

WASHINGTON — The head of the US Senate’s Banking Committee said Tuesday he is leaning toward delaying any new legislation on Iranian sanctions, hours after Secretary of State John Kerry pressed Congress to hold off on passing new penalties.Senator Tim Johnson, a Democrat from South Dakota, said Kerry and US President Barack Obama had convinced him to put off new sanctions against Iran, pending an interim deal that curbs enrichment activity in return for eased sanctions.“The president and Secretary Kerry have made a strong case for a pause in Congressional action on new Iran sanctions, so I am inclined to support their request and hold off on committee action for now,” Johnson said in a statement.

“We’ll see. Not this year,” he added to The Hill.

The Banking Committee, which oversees international finance agreements, would play an important role in creating and passing new sanctions legislation.The statement came hours after Kerry took a brief break from his rigorous travel schedule to the Middle East on Tuesday to pressure Congress to delay additional sanctions against Iran, describing such legislation as “gratuitous” and potentially damaging not only to any future deal with the Islamic Republic, but also to America’s relations with fellow states in the P5+1 group.

The administration and Tehran both see new sanctions as potential deal-breakers that could undermine the recently signed pact between Iran and six world powers.Two senators at the head of a drive for new sanctions, Mark Kirk and Robert Menendez, are reportedly pursuing language that would legislate new penalties, but give the White House the option of deferring on them, according to The Washington Post, citing a Senate aide.Speaking to the House Foreign Affairs Committee, though, Kerry said Congress needed to tread careful or risk unraveling diplomatic progress made in Geneva.“Let me be very clear: This is a very delicate diplomatic moment and we have a chance to address peacefully one of the most pressing national security concerns that the world faces today,” Kerry told the House Foreign Affairs Committee. “We’re at a crossroads. We’re at one of those really hinge points in history. One path could lead to an enduring resolution in the international community’s concerns about Iran’s nuclear program. The other path could lead to continued hostility and potentially to conflict.”Kerry’s comments shed light on Washington’s flexibility on the terms of a final-status agreement. While he said that the interim agreement reached last month in Geneva rendered the Arak heavy water facility “frozen stone-cold,” he did not rule out the possibility of future negotiations over the fate of the plant, which could be used to produce plutonium for a nuclear bomb.

The secretary of state also avoided any commitment to the effect that the final agreement would prohibit Iran entirely from enriching its own uranium.Kerry assured Congress that during the interim period, while the P5+1 member states are negotiating a final agreement, “Iran’s nuclear programs will not move forward.” Instead, he promised, “this agreement halts the progress of Iran’s nuclear program and rolls its back in certain places.”In response to a question by Rep. Eliot Engel (D-NY), Kerry said that the United Arab Emirates and Saudi Arabia had welcomed the deal because it provided new-found security. He acknowledged, however, that Israel did not find the deal reassuring.Anticipating being pressed by members of Congress on the repeal of sanctions placed on Iran by Congressional mandate, Kerry told the committee that the estimated $7 billion in sanctions relief that would result from Iran’s compliance with the interim agreement “pales in comparison with the amount of pressure we’re leaving in place.”Describing additional sanctions as “gratuitous,” Kerry emphasized that he would not rule out such legislation in the future.The interim deal with Iran prohibits the Obama administration from introducing new sanctions for six months. Kerry and other US officials have warned of dire consequences if Washington breaks its word. A report released Wednesday by Tiny Kox, a Dutch member of the Council of Europe's Parliamentary Assembly, claims that Palestinians are not "democratic partners" according to the Council of Europe's standards, and further blames Israel for the phenomenon.In the report Kox, a member of Holland's Socialist Party, attributed the prevention of weapons smuggling to Gaza, Judea and Samaria as well as Gilad Shalit's release as "Palestinian achievements."The report blames Israel of being a "barrier" preventing Palestinians from the Legislative Council's Conference, thereby "hindering many democratic processes." Israel is also accused of preventing internal reconciliation between factions of the Palestinian Authority (PA), as well as preventing democratic elections and local elections in Gaza.During the discussion of the report at the Assembly, Knesset representative MK Ronen Hoffman (Yesh Atid), said "pointing an accusing finger at Israel because the Palestinians aren't meeting their international obligations is absurd."The report is noted to have relied on one-sided testimony from Palestinian sources, while ignoring the importance of hostilities between the PA and Hamas as a central cause for absent Palestinian democracy.Hoffman put the blame on the Palestinians for their failing, saying "Israel supports democracy in the Palestinian society and wants to remind that it is within the power of the Palestinian leadership to act even today in a range of fields" essential to democracy such as equal rights and freedom of information.After the Assembly discussion, Hoffman commented that "we are in the heights of a dirty wave of anti-Israeli decisions. The hostile atmosphere towards Israel is felt most strongly throughout the European continent, and it finds expression in baseless decisions bereft of any logic such as this one."On Tuesday Vitens, a Dutch water company, decided it would cut ties with its Israeli counterpart Mekorot due to the company's presence over the 1949 Armistice lines. The same day, the British Department of Trade and Investment warned British citizens not to be involved in business activities connected to Israeli communities over the lines."The isolation of Israel is dangerous and we must increase our diplomatic efforts, together with the Foreign Ministry, to act and repair Israel's standing in Europe and the entire world," remarked Hoffman.

Internal Security Minister Yitzhak Aharonovich (Likud-Beytenu) has promised to put an end to the harassment of Jews in Jerusalem.Aharonovich was responding to a question by MK Orit Struk (Jewish Home), in which he was challenged over a sharp increase in anti-Semitic attacks by Arab extremists in the capital."Half a year ago you sat with me a special panel targeting nationalistic crimes, which did not focus solely on the so-called 'Price Tag movement' [i.e. nationalistic crimes targeting Arabs - ed.], but to also investigate incidents of nationalistically-motivated crimes by Arabs against Jews. Later, I sent you a long query detailing hundreds of cases (of such attacks)," none of which have since been dealt with, she accused, despite the establishment of a special unit to tackle nationalistic crimes.By way of example, Struk added that students at an Arab school throw rocks with impunity on a daily basis at Jews traveling to and from the Mount of Olives - again, with no action taken by police."We have to stop the phenomenon - and it will stop," Aharonovich assured her in response, adding that he was coordinating with the Jerusalem District police to ensure a crackdown on the violence, which has included potentially-fatal mob-attacks and rock-throwing at cars and buses. "Both incidents in which Jews attack Arabs and those in which Arabs attack Jews must be investigated," he declared.The Internal Security Minister went on to claim that, despite the criticisms, the special unit had scored a number of unspecified "successes", both within "the Jewish and Arab sectors".
But "nevertheless, this does not justify the (Arab) actions against Jews or vice-versa, which must be investigated, no matter by whom," he stressed.The past few months have seen a marked increase in violent "road-terror" attacks in the Jerusalem area, as well as in Judea and Samaria. In one recent incident a two year-old girl suffered serious head injuries after the car she was traveling in was identified as "Jewish" and attacked. Avigail Ben-Tzion was recently discharged from Hadassa Ein Kerem hospital, and is continuing her recovery at home.It was the latest in a string of attacks, which have targeted private vehicles and public buses alike. Apart from rocks, attackers sometime use firebombs and other incendiary devices in order to maximize the damage caused. Last month, an Israeli man recounted to IDF radio the harrowing moments he saw his wife catch fire, after their car was struck by a molotov cocktail.

Arutz Sheva analyst Mark Langfan has warned that US Secretary of State John Kerry's "security arrangement" proposals for Israel are an updated version of the 1967 "Allon Plan," and place the country in strategic danger.In the arrangements Kerry has reportedly proposed in ongoing peace talks between Israel and the Palestinian Authority (PA), Israel would for 10 years partially retain the 15 kilometer (9 mile) wide strip of the Jordan Valley as a security zone.The arrangements have been reportedly rejected by both sides; PA Chairman Mahmoud Abbas opposed the plans for allowing Jews to remain in the area. Kerry's pressure on the PA to accept the plans by postponing terrorist prisoner releases led a senior PLO official to say Kerry's proposals for the Jordan Valley will lead to "total failure," after which Kerry announced he would return to Israel on Wednesday.Langfan, who heads Americans For a Safe Israel (AFSI), commented that Kerry's proposed arrangements follow the security plan drawn up by General Yigal Allon following the Six Day War.The AFSI Chairman warned that the arrangement threatens to become a "Philadelphi Corridor 2," referring to the failed security strip, which was tenuously kept by Israel between Gaza and Egypt after the disastrous "Disengagement" from Gaza in 2005. The corridor was later entirely abandoned under fire from Gaza-based terrorists.Kerry's arrangements are "a death-trap security plan for Israel," stressed Langfan, adding "people just don't understand the ‘Jordan Valley’ is the area of Judea and Samaria that's further away from Pre-1967 Israel, and with Western Samaria Highlands in Palestinian hands, the zone is essentially disconnected from Pre-1967 Israel."Langfan's explanation of the Allon Plan's security dangers can be seen here:In Langfan's words, a modern day Allon Plan of the type proposed by Kerry "is just a false wrapping for 'Auschwitz 2.0 Borders.' The residual Israeli-occupied portion of the Jordan Valley will be surrounded, virtually impossible to access, and attacked from both the east and the west, and it will be just as militarily unsustainable as was Gaza's Philadelphi Corridor. It's a prescription for a Holocaust 2.0."Recently Major General Nitzan Alon, the Head of the IDF's Central Command, said the US has agreed to an Israeli security presence in the Jordan Valley. It should be noted that Kerry's Jordan Valley arrangements would keep an IDF presence in the region. "In 1967, (General Yigal) Allon couldn't imagine, less plan for 1) protecting Israel's water resources flowing westward from Western Samaria; 2) air-space; 3) Palestinian terroristic use of Katyusha rockets from the ‘West Bank’ Terror state into Tel Aviv; or 4) massive influx of additional Palestinians into the new PA State.  So for Israel, it's a literal 'dead-end' plan," remarked Langfan.
