Rumsfeld: Either oust Assad or stay out of Syria





GRAND RAPIDS, Michigan — President Barack Obama should either oust Syrian President Bashar Assad or not bother getting involved in the civil war-torn Middle Eastern nation, former Defense Secretary Donald Rumsfeld told a Michigan audience Tuesday.Rumsfeld spoke in response to a question during a speech at the Gerald R. Ford Presidential Museum in Grand Rapids.The 81-year-old served as defense secretary under Ford and President George W. Bush."You either ought to change the regime or you ought to do nothing," Rumsfeld said. "Why would you go in and fire a shot across the bow? All it does is make a splash."What have you achieved? What you've probably achieved is the embarrassment of the United States for being feckless and ineffective. The last thing we ought to be sending out is a signal that there is a red line (about chemical weapons use) and we fired a shot across the bow. ... If you decide that it's in our national interest to do anything, it's to change the regime."Rumsfeld said that if the U.S. defers action until the United Nations gives the green light, it means the U.S. "won't do anything" unless Russian President Vladimir Putin agrees.
"The Chinese and the Russians are supporting the use of chemical weapons" with their opposition to intervention, he said.Rumsfeld dismissed the idea that Obama was obligated to go to Congress before attacking Syria."The debate about whether the president has the authority to use force is silly," he said. "When was the last time war was declared? It was World War II. You can't have 535 members of Congress making decisions that a commander in chief needs to make. You just can't do it. Fox Analyst's Position On War Powers Act Depends On How He Can Attack Obama

Fox News senior judicial analyst Andrew Napolitano is criticizing President Obama for seeking congressional authorization for a military strike on Syria after previously criticizing Obama for not seeking congressional authorization for a military strike on Libya.Obama said he would seek Congressional authorization for a military strike on Syria during a September 1 speech. He stated that he believed the nation's power is rooted "in our example as a government of the people, by the people, and for the people," adding: "[W]hile I believe I have the authority to carry out this military action without specific congressional authorization, I know that the country will be stronger if we take this course, and our actions will be even more effective. We should have this debate, because the issues are too big for business as usual."Napolitano criticized Obama for seeking legislative approval of military action in Syria during a September 3 appearance on Fox & Friends, calling his actions "mystifying legally why the president is asking Congress for authority to do something that it has already given him authority to do," citing the executive power granted under the War Powers Act to use U.S. forces in some circumstances for 90 days without congressional authorization. Napolitano and co-host Steve Doocy agreed this indicated Obama was treating Syria as a political issue.

While Napolitano is now criticizing Obama's effort to seek congressional authorization for a military strike, he previously criticized Obama for preparing a military strike without that authorization. In March 2011, when President Obama was considering military action against Libya without seeking congressional authorization, Napolitano warned that Obama could use "a terrible law called the War Powers Act," asking Sen. Mike Lee whether Obama was "planning to do something like that, whether the American people or the Congress wants it or not? Even though the Constitution says only Congress shall declare war?"

Overview


This guide is intended to serve as an introduction to research on the War Powers Resolution, Public Law 93-148, 87 Stat. 555, passed over President Nixon's veto on November 7, 1973. The War Powers Resolution is sometimes referred to as the War Powers Act, its title in the version passed by the Senate. This Joint Resolution is codified in the United States Code ("USC") in Title 50, Chapter 33, Sections 1541-48.The term "Resolution" can be misleading; this law originated as a Joint Resolution and was passed by both Houses of Congress pursuant to the Legislative Process, and has the same legal effect as a Bill which has passed and become a law. For more information on Bills and Joint Resolutions see this explanation of Congressional Forms of Action.The Constitution of the United States divides the war powers of the federal government between the Executive and Legislative branches: the President is the Commander in Chief of the armed forces (Article II, section 2), while Congress has the power to make declarations of war, and to raise and support the armed forces (Article I, section 8). Over time, questions arose as to the extent of the President's authority to deploy U.S. armed forces into hostile situations abroad without a declaration of war or some other form of Congressional approval. Congress passed the War Powers Resolution in the aftermath of the Vietnam War to address these concerns and provide a set of procedures for both the President and Congress to follow in situations where the introduction of U.S. forces abroad could lead to their involvement in armed conflict.Conceptually, the War Powers Resolution can be broken down into several distinct parts. The first part states the policy behind the law, namely to "insure that the collective judgment of both the Congress and the President will apply to the introduction of United States Armed Forces into hostilities," and that the President's powers as Commander in Chief are exercised only pursuant to a declaration of war, specific statutory authorization from Congress, or a national emergency created by an attack upon the United States (50 USC Sec. 1541).

The second part requires the President to consult with Congress before introducing U.S. armed forces into hostilities or situations where hostilities are imminent, and to continue such consultations as long as U.S. armed forces remain in such situations (50 USC Sec. 1542). The third part sets forth reporting requirements that the President must comply with any time he introduces U.S. armed forces into existing or imminent hostilities (50 USC Sec. 1543); section 1543(a)(1) is particularly significant because it can trigger a 60 day time limit on the use of U.S. forces under section 1544(b).

The fourth part of the law concerns Congressional actions and procedures. Of particular interest is Section 1544(b), which requires that U.S. forces be withdrawn from hostilities within 60 days of the time a report is submitted or is required to be submitted under Section 1543(a)(1), unless Congress acts to approve continued military action, or is physically unable to meet as a result of an armed attack upon the United States. Section 1544(c) requires the President to remove U.S. armed forces that are engaged in hostilities "without a declaration of war or specific statutory authorization" at any time if Congress so directs by a Concurrent Resolution (50 USC 1544). Concurrent Resolutions are not laws and are not presented to the President for signature or veto; as a result the procedure contemplated under Section 1544(c) is known as a "legislative veto" and is constitutionally questionable in light of the decision of the United States Supreme Court in INS v. Chadha, 462 U.S. 919 (1983). Further sections set forth expedited Congressional procedures for considering proposed legislation to authorize the use of U.S. armed forces, as well as similar procedures regarding proposed legislation to withdraw U.S. forces under Section 1544(c) (50 U.S. 1545-46a).The fifth part of the law sets forth certain definitions and rules to be used when interpreting the War Powers Resolution (50 USC 1547). Finally, the sixth part is a "separability provision" and states that if any part of the law is held (by a court) to be invalid, on its face or as applied to a particular situation, the rest of the law shall not be considered invalid, nor shall its applicability to other situations be affected (50 USC 1548).U.S. Presidents have consistently taken the position that the War Powers Resolution is an unconstitutional infringement upon the power of the executive branch. As a result, the Resolution has been the subject of controversy since its enactment, and is a recurring issue due to the ongoing worldwide commitment of U.S. armed forces. Presidents have submitted a total of over 120 reports to Congress pursuant to the Resolution. Some examples of the Resolution's effect on the deployment of U.S. armed forces include:1975: President Ford submitted a report to Congress as a result of his order to the U.S. armed forces to retake the Mayaguez, a U.S. merchant vessel which had been seized by Cambodia. This report is the only report to have cited Section 4(a)(1) (50 USC Sec. 1543(a)(1)) of the Resolution, triggering the 60-day time limit; however the operation was completed before 60 days had expired.

1981: President Reagan deployed a number of U.S. military advisors to El Salvador but submitted no report to Congress. Members of Congress filed a federal lawsuit in an attempt to force compliance with the Resolution, but the U.S. District Court hearing the suit declined to become involved in what the judge saw as a political question, namely whether U.S. forces were indeed involved in hostilities.

1982-83: President Reagan sent a force of Marines to Lebanon to participate in peacekeeping efforts in that country; while he did submit three reports to Congress under the Resolution, he did not cite Section 4(a)(1), and thus did not trigger the 60 day time limit. Over time the Marines came under increasing enemy fire and there were calls for withdrawal of U.S. forces. Congress, as part of a compromise with the President, passed Public Law 98-119 in October 1983 authorizing U.S. troops to remain in Lebanon for 18 months. This resolution was signed by the President, and was the first time a President had signed legislation invoking the War Powers Resolution.

1990-91: President George H.W. Bush sent several reports to Congress regarding the buildup of forces in Operation Desert Shield. President Bush took the position that he did not need "authority" from Congress to carry out the United Nations resolutions which authorized member states to use "all necessary means" to eject Iraq from Kuwait; however he did ask for Congressional "support" of U.S. operations in the Persian Gulf. Congress passed, and the President signed, Public Law 102-1 authorizing the President to use force against Iraq if the President reported that diplomatic efforts had failed. President Bush did so report, and initiated Operation Desert Storm.

1993-99: President Clinton utilized United States armed forces in various operations, such as air strikes and the deployment of peacekeeping forces, in the former Yugoslavia, especially Bosnia and Kosovo. These operations were pursuant to United Nations Security Council resolutions and were conducted in conjunction with other member states of NATO. During this time the President made a number of reports to Congress "consistent with the War Powers Resolution" regarding the use of U.S. forces, but never cited Section 4(a)(1), and thus did not trigger the 60 day time limit. Opinion in Congress was divided and many legislative measures regarding the use of these forces were defeated without becoming law. Frustrated that Congress was unable to pass legislation challenging the President's actions, Representative Tom Campbell and other Members of the House filed suit in the Federal District Court for the District of Columbia against the President, charging that he had violated the War Powers Resolution, especially since 60 days had elapsed since the start of military operations in Kosovo. The President noted that he considered the War Powers Resolution constitutionally defective. The court ruled in favor of the President, holding that the Members lacked legal standing to bring the suit; this decision was affirmed by the U.S. Court of Appeals for the District of Columbia. See Campbell v. Clinton, 203 F.3d 19 (D.C. Cir. 2000). The U.S. Supreme Court refused to hear an appeal from this decision, in effect letting it stand.

2001: In the wake of the terrorist attacks on the World Trade Center and the Pentagon, Congress passed Public Law 107-40 (PDF), authorizing President George W. Bush to "use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons." For the first time, "organizations and persons" are specified in a Congressional authorization to use force pursuant to the War Powers Resolution, rather than just nations.

2002: Congress authorized President George W. Bush to use force against Iraq, pursuant to the War Powers Resolution, in Public Law 107-243 (PDF).

The Birth of Isaac
Exactly a year after the three angels visited Abraham and Sarah and delivered G-d's promise that a son shall be born to them (as related in Genesis 18), G-d remembered Sarah as He had said, and G-d did to Sarah as He had spoken.Sarah conceived, and bore Abraham a son in his old age, at the set time of which G-d had spoken to him.The boy is named Yitzchak ("will laugh"), because, as Sarah declared, "G-d has made laughter for me, so that all that hear will laugh with me."Abraham circumcised his son Isaac being eight days old, as G-d had commanded him. Abraham was a hundred years old, when his son Isaac was born to him.The Torah then tells of a great feast that Abraham made "on the day that Isaac was weaned."

The Banishment of Hagar and Ishmael
Abraham already had a son, Ishmael, born 14 years earlier to Hagar, the Egyptian maid whom Sarah urged him to marry in her barren years. As had been predicted, Ishmael grows to become "a wild man, his hand against every man, and every man's hand against him." Sarah, fearing Ishmael's negative influence upon her son, urges Abraham to "Banish this maidservant and her son: for the son of this maidservant shall not be heir with my son, with Isaac."Abraham is reluctant to do so until G-d intervenes, telling him: "In all that Sarah says to you, hearken to her voice; for in Isaac shall thy seed be called."Abraham rose up early in the morning, and took bread, and a bottle of water, and gave it to Hagar, putting it on her shoulder, and the child, and sent her away: and she departed, and wandered in the wilderness of Be'er-Sheva.Their water, however, runs out quickly in the desert heat, and soon Ishmael is faint with heat and thirst; Hagar cast the child under one of the shrubs. And she went off...the distance of a bowshot; for she said, "Let me not see the death of the child." And she sat over against him, and lifted up her voice, and wept.And G-d heard the voice of the lad; and the angel of G-d called to Hagar out of heaven, and said to her "What ails you, Hagar? Fear not, for G-d has heard the voice of the lad where he is..."And G-d opened her eyes, and she saw a well of water; and she went, and filled the bottle with water, and gave the lad drink.And G-d was with the lad; and he grew, and dwelt in the wilderness, and became an archer. The Covenant with Avimelech
Avimelech the king of the Philistines, who had earlier driven Abraham from his country, now comes seeking a covenant of peace with the Hebrew. "G-d is with you in all that you do," says the king, "let us swear to each other that neither of us will show hostility to the other or the other's offspring."Abraham agrees, and gives Avimelech seven sheep as a testimony to the resolution of a past controversy between them over a well that Abraham had dug. The place is thus named Be'er Sheva ("Well of the Oath" and "Well of the Seven").
Abraham establishes an eshel (wayside inn) at Be'er Sheva, where he "called the name of G-d, G-d of the world."

The Binding of Isaac
And it came to pass after these things, that G-d did test Abraham. ISRAELI COMMENTARY ON THE SCRIPTURES OF ROSH-HASHANA

G-d remembered Sarah (Genesis 21:1)
"Remembrance" is one of the three primary themes of Rosh Hashanah (the other two being "Kingship" and "Shofarot"). For it is the day on which "the remembrance of all of existence comes before You." In the words of the U'nesaneh Tokef prayer:"On this day... You will remember all that was forgotten. You will open the Book of Memory--it will read itself, and everyone's signature is in it... and all mankind will pass before You like sheep. Like a shepherd inspecting his flock, making his sheep pass under his staff, so shall You run by, count, calculate, and consider the soul of all the living; You will apportion the fixed needs of all Your creatures, and inscribe their verdict."On Rosh Hashanah it will be inscribed, and on Yom Kippur it will be sealed: How many shall pass on, and how many shall be born; who will live and who will die; who will die at his predestined time and who before his time; who by water and who by fire, who by sword, who by beast, who by famine, who by thirst, who by storm, who by plague, who by strangulation, and who by stoning; who will rest and who will wander, who will live in harmony and who will be harried; who will enjoy tranquility and who will suffer; who will be impoverished and who will be enriched; who will be degraded and who will be exalted..."

And Sarah said: G-d has made laughter for me, so that all that hear will laugh (yitz'chak) with me (21:6)
The concept of Rosh Hashanah as the day of G-d's "coronation" as king of the universe explains a most puzzling paradox in the nature of the day. On the one hand, Rosh Hashanah is when we stand before the Supreme King and tremulously accept the "yoke of His sovereignty." On the other hand, it is a festival (yom tov), celebrated amidst much feasting and rejoicing--a day on which we are enjoined to "Eat sumptuous foods and drink sweet beverages, and send portions to those for whom nothing is prepared, for the day is holy to our L-rd; do not be distressed, for the joy of the L-rd is your strength" (Nehemiah 8:10).But such is the nature of a coronation: it is an event that combines trepidation and joy, awe and celebration. For true kingship, as opposed to mere rulership, derives from the willful submission of a people to their sovereign. So the coronation of a king includes a display of reverence and awe on the part of the people, conveying their submission to the king; as well as the joy that affirms that their submission is willful and desirous.

This teaches us that Sarah was superior to Abraham in prophecy.

This teaches us that a person's prayer for himself is preferable to others praying for him, and is sooner to be accepted. (For though the verse speaks of Hagar's weeping, it tells us that it was Ishmael's cry which G-d heard).

Abraham established an eshel at Beer Sheva; there he called the name of G-d, G-d of the world (21:33)
When Abraham's guests wished to bless him for his generosity, he would say to them: "Has the food you have eaten been provided by myself? You should thank, praise and bless He who spoke the world into being!"If they refused Abraham would demand payment for the food they had eaten. "How much do I owe you?" they would ask. "A jug of wine is one furlin," Abraham would say; "a pound of meat, one furlin; a loaf of bread, one furlin." When the guest would protest these exorbitant prices, Abraham would counter: "Who supplies you with wine in the middle of the desert? Who supplies you with meat in the desert? Who supplies you with bread in the desert?" When the guest would realize the predicament he was in he would relent and proclaim: "Blessed be the G-d of the world, from whose providence we have eaten."

What value, we might ask, was there in such an unwilling proclamation, extracted under duress? Was this not a mere mouthing of words, devoid of any conviction as to the truth of the One G-d or any desire to thank Him for His providence? But Abraham had a vision of humanity which convinced him that every positive deed, word or thought does have value, no matter how "superficial" or "hypocritical" it might seem to a less discerning eye. When Abraham looked at his guests, he did not see pagans and idolaters; he saw creatures of G-d, men and women who had been created in the Divine image and possessed a potential, inherent to the very essence of their being, to recognize their Creator and serve His will.Most often, a kind word and a helping hand will bring to light this inner potential. At times, however, a soul might be so encrusted by negative influences and a corrupted character that a certain degree of "pressure" must be applied to quell its resistance to a G-dly deed. (Of course, any use of such "pressure" must conform to the dictates of G-d's Torah, whose "ways are ways of pleasantness, and all its pathways are peace"--as in the case of Abraham's fully legitimate demand for payment.)
Abraham understood that no human acknowledgment of G-d can ever be "hypocritical." On the contrary: a denial of G-d is the ultimate hypocrisy, for it is at variance with the person's quintessential being. When a creature of G-d proclaims "Blessed be the G-d of the world from whose providence we have eaten," nothing can be more consistent with his or her innermost self.

Said Rabbi Jonathan: A potter does not examine defective vessels, because he cannot give them a single blow without breaking them. What then does he examine? Isaac and Ishmael were engaged in a controversy. Said Ishmael to Isaac: "I am more beloved to G-d than you, since I was circumcised at the age of thirteen, but you were circumcised as a baby and could not refuse." Isaac retorted: "All that you gave up to G-d was three drops of blood. But lo, I am now thirty-seven years old, yet if G-d desired of me that I be slaughtered, I would not refuse. Said the Holy One, blessed be He: "This is the moment!"

Jewishness is not a matter of historical conscious, outlook, ethics, or even behavior; it is a state of being. This is the deeper significance of the debate between Ishmael and Isaac. When the Jew is circumcised on the eighth day of life, he is completely unaware of the significance of what has occurred. But this "non-experience" is precisely what circumcision means. With circumcision the Jew says: I define my relationship with G-d not by what I think, feel or do, but by the fact of my Jewishness--a fact which equally applies to an infant of eight days and a sage of eighty years.

Speaking after a three-and-a-half hour hearing on Syria, Menendez said it was likely the panel could vote on the resolution on Wednesday.Menendez said the text would be crafted in a way that would ensure the intervention is not an open-ended engagement and that “specifically not with boots on the ground, American troops on the ground."Congressional aides told the Associated Press that Menendez and Sen. Bob Corker, the panel's top Republican, have reached an agreement on the resolution.The resolution would limit the duration of any U.S. military action in response to the Syrian government's suspected use of chemical weapons on its people. It also would specifically bar U.S. ground troops from Syria, the aides told the news agency.Among other provisions, the draft, according to the Reuters news agency, sets a 60-day limit on military action in Syria, with a possibility for a single 30-day extension subject to conditions.During Tuesday’s hearing, top officials in the Obama administration - Defense Secretary Chuck Hagel, Secretary of State John Kerry and the Chairman of the Joint Chiefs of Staff General Martin Dempsey - tried to secure support for the president’s proposal to strike in Syria.Dempsey told the committee members that he had not been asked to change the momentum in the Syrian conflict, but instead develop options to degrade Syrian President Bashar Al-Assad's military capabilities."I have never been told to change the momentum. The Assad regime, under increasing pressure by the Syrian opposition, could feel empowered to carry out even more devastating chemical weapons attacks. Chemical weapons make no distinction between combatants and innocent civilians, and inflict the worst kind of indiscriminate suffering, as we have recently seen,” said Hagel.Kerry clarified that President Barack Obama was neither proposing nor leaving the door open to putting troops on the ground in Syria.He added that failing to strike Syria in response to a chemical weapons attack would open a "Pandora's box" of "dangerous consequences," leaving U.S. allies questioning the worth of America's word and U.S. enemies itching to test America's resolve.

That is why America must act, and why we must prevent further proliferation of unconventional weapons in this region.”Following the call, the Presidents Conference will convene its own conference call to shape a statement, Malcolm Hoenlein, the foreign policy umbrella body’s executive vice president, said. Hoenlein also confirmed that the statement would support Obama’s call to action, but he could not say to what extent.Others predicted wholehearted endorsement.“I would predict that the overwhelming majority of the American Jewish community will support the president’s decision on moral grounds and national security grounds,” Abraham Foxman, the ADL’s national director, told JTA.“It’s hard to imagine there’s a rabbi alive who has a High Holiday service who is not going to talk about Syria,” said one Jewish official who often brokers relations between the White House and the Jewish community.Until Obama declared over the weekend that he was ready to strike, however, Jewish groups had been reluctant to weigh in on American intervention, in part because of the hangover from unwarranted attacks in the last decade blaming Jewish lobbying for the Iraq War. Foxman said such hesitations were obviated by Obama’s explicit call for a strike.
“The president has made his decision and we’re not ahead of it,” Foxman said. “He’s not doing this for Israel. Politically, President Bashar Assad has gone on the offensive, warning in a rare interview with Western media that any military action against Syria could spark a regional war.If the US undertakes missile strikes, Assad’s reaction could have a major effect on the trajectory of Syria’s civil war. Neighboring countries could get dragged into a wider conflict, or it could be back to business as usual for a crisis that has claimed the lives of more than 100,000 people over 2½ years.The main Western-backed opposition group says that during the buildup last week to what seemed like an imminent US attack, the army moved troops as well as rocket launchers, artillery and other heavy weapons into residential neighborhoods in cities nationwide. Three Damascus residents, speaking on condition of anonymity for fear of reprisals, confirmed such movements.
One man said two members of the elite Republican Guards broke into an empty house he owns and showed him an official document stating they were authorized to do so because Syria is at war. A woman in another area said soldiers moved into a school next to her house.A US official confirmed there are indications that the Syrian regime is taking steps to move some of its military equipment and bolster protection for defense facilities.The official, who was not authorized to discuss intelligence matters and spoke on condition of anonymity, said that at this point, the US has the information it needs to maintain a good handle on what the regime is doing to prepare.The trend inside Syria is likely to continue in the coming days now that the regime has won a reprieve with President Barack Obama’s decision to seek congressional approval for military action.“The Syrian regime knows there are 30-40 potential targets for US airstrikes, and they have had ample time to prepare,” said Hisham Jaber, a retired Lebanese army general and director of the Middle East Center for Studies and Political Research in Beirut. “Half of them, if not more, have been evacuated, moved or camouflaged. This is the natural thing to do.”Obama said last week that he believes the US should strike Syria for what the administration says was a deadly chemical weapons attack by Assad’s forces on rebel-held suburbs of Damascus. The administration has stressed, however, that any operation would be limited and not aimed at tipping the balance of power in Syria’s civil war.In an interview published Monday with the French newspaper Le Figaro, Assad refused to say how Syria would respond to Western strikes, but warned that “the risk of a regional war exists.”The regime has a range of options if the US does bomb. It could retaliate with rockets against US allies in the region. It could unleash allies like Hezbollah against Western targets abroad. Or it could do nothing — and score propaganda points by portraying itself as victim of US aggression.The regime’s choice, analysts say, will probably depend on the magnitude of the American military action: The bigger and more sustained the strikes, the more likely the government in Damascus will feel compelled to respond.If Washington follows through with calibrated strikes, analysts say, Assad may reach for a political card, not a military one.“His first option is propaganda value,” said Salman Shaikh, director of the Brookings Doha Center. Assad could try to foster the notion “that the West is again attacking a Middle Eastern state, an Arab state, without the right international legitimacy. And he can bolster that dynamic, that narrative, by showing that it’s had a cost on innocent civilians.”One way to achieve that would be to show the world images of civilians purportedly killed by American strikes.“If he’s able to score points from this, he will feel that he’s actually won without actually engaging in a military response,” Shaikh said.
Assad charted a similar course after Israeli airstrikes in May that targeted advanced weapons destined for Lebanon’s Shiite militant group Hezbollah. His regime portrayed the attacks as proof of the rebels’ collusion with Israel, denounced the strikes as a violation of Syrian sovereignty and dispatched an obscure militant group to threaten retaliation.In terms of military responses, Assad could launch rockets at US allies Turkey, Jordan or Israel. But that could touch off a prolonged military engagement with an outside power at a time when the regime is already in a bloody fight for its survival.An attack against NATO-member Turkey could trigger a response from the entire military alliance, while Jordan hosts about a dozen US F-16 jets, a Patriot missile battery and around 1,000 American troops.As for Israel, the Assad regime could launch rockets at the Jewish state, or turn to Hezbollah to do so. The militant group, which fought Israel to a standstill in a 34-day war in 2006, is believed to have a well-stocked arsenal of missiles capable of hitting the country’s major cities.But analysts say Syria is unlikely to pursue such a course unless the US strikes pose an immediate threat to Assad’s grip on power.Hezbollah would have a lot to lose. The group is already facing flak at home for fighting alongside Syrian government troops against the rebels. A full-on confrontation with Israel on behalf of Syria would probably be a tough sell to its Shiite constituents at home, let alone the broader Lebanese public.“I can’t see a situation whereby they would accept an order from Assad to, say, attack Israel or attack some domestic enemies. I think that would be too damaging for their position,” said Chris Phillips, a Syria specialist at Queen Mary University in London.Israeli defense officials also say the odds of retaliation by Syria or Hezbollah are very low. Still, Israel has deployed Iron Dome anti-missile batteries in the Tel Aviv area and toward its northern frontier with Syria.Between these two extremes lies a middle path for Assad, which would involve an attack such as a car bombing carried out by a sympathetic militant group.“Something to indicate to the outside world that it’s dangerous to mess with the Assad regime, that they have levers that can cause damage elsewhere, while also plausibly denying that they’ve had direct impact,” Phillips said.As an example, Phillips pointed to a double car bombing earlier this year in Turkey that killed more than 50 people. Turkey blames Syria, while Syria denies any role.

The community of St. Jacobs has been overwhelmed by the outpouring of support it has received since losing the village's popular farmer's market.Fire crews were called early Monday morning to a major blaze at the two-storey, 24,000 sq ft building that houses around 60 vendors.Woolwich Township Deputy Fire Chief Dale Martin says the fire gutted the complex's main building. But the market's outdoor section could be open by Thursday.The building is a total loss, only charred bits of the frame remaining.The building's wooden construction, fabrics and other materials sold by vendors, fuelled the blaze, which took 40 firefighters three hours to put out.The market had a new fire alarm system but wasn't equipped with sprinklers.No one was hurt in the fire, and the winds kept it away from a nearby livestock area. It isn't clear what sparked the blaze, though local police and the Ontario Fire Marshal are investigating.Martin expects the damage will total around $2-million.Woolwich Township Mayor Todd Cowan says the municipality will do what it can to get the market open again."This is a devastating loss for St. Jacobs, the Township of Woolwich, the region and the agricultural community", Cowan said in a statement.The president of the company that owns the market says the community is in shock. "It's overwhelming," Marcus Shantz, tells Newstalk 1010. "It's really humbling and it puts it in perspective because it's not just our building but something the whole community has taken ownership of."The market posted this statement on its facebook page:

They did a great job in making sure the fire didn’t spread to other buildings on the property. We are very grateful that no one was hurt.Our hearts go out to all of the great vendors in that building. Many of them were there since the building opened back in the late 1980’s. There is a long road ahead, but we will build a new home for your businesses.
We have a huge outdoor market, and another indoor food and flea market building, and our hope is to keep it open this week. At this very early stage, we can’t give a definite answer on that, but please stay tuned for further updates.A big THANK YOU to everyone who has reached out to us this morning. We have always said that the market is not the buildings. It’s the people – the vendors, customers, the whole community. We’re very humbled by the sense of ownership and pride that so many people have for this market. We will bring it back!
