Big radiation risk unlikely if Israel strikes Iran: experts

OSLO/VIENNA (Reuters) - Any Israeli attacks on Iran's nuclear facilities are unlikely to cause a Fukushima-scale disaster unless a Russian-built reactor is destroyed, experts say.They could, however, release toxic chemicals - rather than high levels of radiation - causing local contamination affecting health and the environment. That was also the case from U.S.-led strikes on nuclear facilities in Iraq during the Gulf Wars."I doubt that the radiation effects would be great," said Hans Blix, a former head of U.N. nuclear watchdog the International Atomic Energy Agency (IAEA).Iran says all its facilities are for peaceful purposes. Israel, which in 1981 bombed Iraq's Osirak nuclear reactor before it came online, has led international accusations that Tehran is secretly developing atomic bombs."There could be some chemical hazard (from an Israeli attack on Iran's uranium refining plants) but I'd think it would be limited to any nearby communities," said Edwin Lyman, a nuclear expert at the Union of Concerned Scientists in Washington.
The Vienna-based IAEA and Iran failed on Friday to strike a deal aimed at allaying concerns about Tehran's nuclear program. Diplomatic sources say Iran has installed many more uranium enrichment centrifuges at Fordow, a fortified underground site and a likely target in any attack.Bellicose rhetoric from some Israeli politicians has fanned speculation that Israel might hit Iran's nuclear sites before the November U.S. presidential vote. Washington has said there is still time for diplomatic pressure to work, but it might be drawn into any war between the two Middle East foes.Most experts contacted said that Israel would not target the Bushehr nuclear reactor on Iran's Gulf coast, which started providing electricity to the grid last September. Such an attack could release a Fukushima-style radioactive plume that could spread to the entire region - including Israel."An attack against Bushehr nuclear power plant would probably be a violation of international law," Blix said.Attacks on Iran's other nuclear sites - such as the Natanz and Fordow enrichment plants and a uranium conversion facility east of the city of Isfahan - may have a localized health and environmental impact on a similar scale caused by the bombing of Iraqi nuclear sites Tuwaitha and Al Qaim in the Gulf Wars.

"Uranium is a very heavy metal, chemically and physically," so it would not be transported far on the wind if Iranian enrichment facilities were attacked, said Malcolm Grimston, of Imperial College, London.
"It is about as poisonous as lead ... the issue would be in the immediate area trying to prevent people from ingesting it for its chemical poisonous properties," he said.Uranium before it is introduced into a nuclear power plant is also much less radioactive than fissile reactor material."It is not like a reactor where you got the volatile fission products - the iodines and caesiums - which can be carried in principle all around the world by wind," Grimston said.Iraqi plants have not become global bywords for disaster, unlike the 1986 Chernobyl reactor explosion in what is now Ukraine and the Fukushima Daiichi plant in Japan that suffered a meltdown after an earthquake and tsunami last year."The health effects (in Iraq) were very localized," said Robert Kelley, of the Stockholm International Peace Research Institute and a former director of IAEA inspections in Iraq.Others say health risks linger in Iraq, and estimates of long-term health risks near the sites are difficult because of a lack of monitoring of cancer rates."In Tuwaitha, they have never seen full decontamination," said Mike Townsley of environmental group Greenpeace. He and colleagues found a ruptured container of raw uranium "yellowcake" near the plant in 2003.About 1,000 people live near the Tuwaitha reactor complex south of Baghdad, the former site of Saddam Hussein's nuclear research program destroyed by U.S.-led forces in 1991 and 2003. Al Qaim, where uranium was extracted at a fertilizer factory, was bombed in 1991.Paul Sullivan, a professor of economics and adjunct professor of security studies at Georgetown University in the United States, said there were double standards in judging risks.
"If there were a chance of an attack on such facilities in France, Germany, the U.S., Japan and the like there would be constant and very loud cries about the potential environmental and human health impacts," he said.
Iran says it needs to refine uranium as a fuel for nuclear power. But extra refinement can make uranium for a bomb.
POISONING
The other main way to build a bomb is to use plutonium, from the waste of spent nuclear fuel rods from power plants. But experts say Bushehr is ill-designed for such uses, and that would also require a separate reprocessing plant."Iran's plutonium program is thought to be less advanced than its uranium program," said Karl Dewey, a nuclear analyst at IHS Jane's in England.Any attack on Bushehr, perhaps to cripple nearby buildings without rupturing the reactor, would involve big risks, he said.Israel would probably want to destroy the Arak heavy water research reactor, which is not yet online but which experts say is more suited to producing plutonium than Bushehr.The United Nations said in 2005 that the main impact of the 1986 disaster at Chernobyl would be up to 4,000 thyroid cancer deaths. About 30 people died at the plant, mainly from radiation exposure. Some environmentalists project far more deaths.A Stanford University study in July estimated that radiation from Fukushima Daiichi might eventually cause anywhere from 15 to 1,300 deaths.
Radiation poisoning can cause nausea, vomiting, diarrhea, headaches and fatigue in lower doses. In bigger doses, it can cause burns, hemorrhages, cancer and death.Radiation can also damage plants and animals, poisoning food for human consumption. A type of butterfly near Fukushima has been found with high rates of mutation, such as deformed wings and eyes.Part of the risks of enrichment is that the process involves heating uranium to a gas form, Dewey said.The process frees uranium hexafluoride (UF6), which is both toxic and radioactive and can cause kidney damage. When UF6 comes in contact with moisture it converts to uranyl fluoride and toxic hydrofluoric acid, in a gas form.Among accidents, in 1986 the rupture of a cylinder at a uranium enrichment facility run by Sequoyah Fuels Corp. in the United States released a cloud of UF6, killing one worker and injuring 31 others. None of the 31 suffered lasting kidney damage.

Prime Minister Binyamin Netanyahu has come under political and media sniping in recent days after it became known that he asked the State Comptroller's Office for permission to make changes in his personal investment portfolio. The Opposition Chairman went so far as to speculate that Netanyahu wants to change his investments so that he can lose less, or gain more, when he orders an attack against Iran's nuclear weapons facilities.Prime Ministers in Israel are only allowed to give instructions for the handling of their investment portfolio when they enter office, out of concern that their insider knowledge and influence on world events could cause conflicts of interest. Tweaking the investment profile during the term of office requires special permission, which Netanyahu asked for.While the Comptroller agreed to grant Netanyahu permission to change his investments, Netanyahu subsequently gave up on the idea when critical voices began to be heard.According to IDF Radio, MK Yariv Levin (Likud) said that the original request was a legitimate one, in view of the fact that Netanyahu's government has been in place for almost four years – a rare occurrence in Israeli politics, where governments usually do not reach the age of three."The State Comptroller determined clearly that in view of the government's long term in office, updating the instructions to investment managers is a reasonable thing, but it was the prime minister who decided not to make use of this right," he said. "In view of this, the opposition's attempt to attack the prime minster is ridiculous…"
Analyst Yaniv Pagot of the Ayalon Group speculated on IDF Radio that Netanyahu was considering the situation in Europe rather than the one in Iran, when asking for permission to tweak his portfolio. "We think the negative developments in the euro bloc, which are bringing it to a critical and decisive juncture in recent months, were a central element in the prime minister's considerations for a redistribution of assets."
"Netanyahu's step is strange and it holds more than a clue about his intentions," said Opposition Head MK Shaul Mofaz (Kadima). "Netanyahu's behavior shows that he is aware of the tremendous risks to the security of the state and its citizens and the danger that Israel's economy will collapse because of a hurried, unnecessary, unbalanced decision… regarding an independent Israeli attack in Iran."

Iran will never stop uranium enrichment: envoy


Iran "will never stop" its controversial uranium enrichment, the country's envoy to the IAEA said on Tuesday, on the sidelines of a Non-Aligned Movement ministerial meeting in Tehran."Our enrichment activities will never stop and we are justified in carrying them out, and we will continue to do so under IAEA supervision," Ali Asghar Soltanieh told reporters."We will not give up our inalienable right to enrichment," he said.
The defiant reaffirmation of Iran's position underscored a showdown between the Islamic republic and the UN's International Atomic Energy Agency, and the UN Security Council.The Security Council has repeatedly demanded Iran cease its uranium enrichment and has imposed four sets of sanctions on the country, which have been greatly reinforced by separate US and EU sanctions.The five permanent members of the Security Council, plus Germany, also this year engaged in three rounds of face-to-face negotiations with Iran on the issue, but they ended in an impasse, with contact downgraded to telephone calls between Iranian and EU officials.Iran's enrichment is to again be raised this week, when the IAEA is expected to release its latest report based on its ongoing inspections of Iran's nuclear facilities.Some of the report's findings have already been leaked to Israeli and US media, mainly those confirming a July 25 statement by President Mahmoud Ahmadinejad that hundreds more uranium enrichment centrifuges had been installed.
Iran's refusal to allow inspectors into a military base outside Tehran, Parchin, could also form part of the report.Western diplomats last week told AFP that months of clean-up work detected at Parchin suggested the site had been "sanitized" to such an extent that a nuclear inspection would now be pointless.Soltanieh responded by saying that Parchin "has been blown out of proportion" and said claims of nuclear warhead design tests there were "fabricated by foreign intelligence."He said Iran was demanding to see the documents the IAEA was using to pursue its suspicions about Parchin and urged the agency to "close this chapter."
He also said Iran has complained to the IAEA about the leaks.On Iran's intent to continue enriching uranium, Soltanieh noted that the nuclear Non-Proliferation Treaty and the IAEA's statutes made no explicit mention of levels of enrichment."The level of enrichment and how much to enrich has not been fixed in either of those. There is no limitation," he said."Everything we do is under the supervision of the agency," he stressed.
The United States and its Western allies, and Israel, suspect that Iran is intent on developing nuclear weapons "break-out" capability.Iran denies that, saying its nuclear programme is purely for civilian use.

Merkel under pressure over ECB banking union role

BRUSSELS - Angela Merkel is coming under mounting pressure from the Bundesbank and the sister party of her Christian Democrat (CDU) group to block EU plans to make the European Central Bank the central supervisor of a eurozone banking union.

At the June EU summit leaders indicated that a deal had been reached to create a eurozone banking union to be supervised by the Frankfurt-based bank. The EU executive is expected to present legislative proposals in mid-September. However, the German Chancellor is under pressure to prevent a further expansion of the ECB’s role in combating the debt crisis.On Sunday (26 August), Alexander Dobrindt, general secretary of the Bavarian Christian Social Union (CSU) which partners Merkel’s CDU in the Bundestag, accused ECB President Mario Draghi of bidding to become “the currency forger of Europe”.Dobrindt attacked proposals reportedly being considered by the ECB to set an upper limit for bond yields facing weak members of the eurozone saying it was an attempt to "finance debt countries through the back door".Leading board members on the Bundesbank have also piled in.After Bundesbank executive board member Andreas Dombret told a banking conference on Thursday that supervisory powers would create "conflicts of interest" and undermine the independence of the bank, Bundesbank President Jens Wiedmann told Der Spiegal that plans for the ECB to buy up eurozone sovereign bonds would go beyond the bank's mandate.They would amount to “state financing via the printing press”, he said. Although the EU treaty includes provisions to allow the ECB to act as a "prudential supervisor", it spells out the maintenance of ‘price stability’ as the bank's primary function.There are long-standing concerns by German central bankers about the ECB’s actions in response to the sovereign debt crisis. In September 2011, Jürgen Stark, widely regarded as the ‘chief economist’ of the ECB, resigned in protest at the bank's role in buying Italian and Spanish bonds in a bid to ease lending costs.One alternative would be to beef up the powers of the newly created EU bail-out fund, the European Stability Mechanism.The ESM has powers to intervene on the bond market written into its mandate and MEPs and some member states want the fund to be given a banking license allowing it to directly recapitalize ailing banks. However, the status of the ESM is still subject to legal debate. The German constitutional court will rule on whether the ESM treaty is compatible with the country's constitution, known as 'the Basic Law,' on 12 September.Bundesbank officials have also expressed concerns that they could be outvoted on the ECB’s Governing Council.Under the ECB statute, key decisions on monetary policy made by its Governing Council require a two thirds majority on a one-member one-vote basis, with Germany having the same voting power as the likes of Malta and Luxembourg.However, the voting weights in the ESM are calculated on the basis of the capital paid in by member states, with countries unable to pay their share surrendering voting rights. The ESM rule-book also gives countries a veto over all financial rescue actions which would require ‘mutual agreement’.

Op-Ed: The Non-Aligned Movement (NAM) A Dead and Rotten Corpse

Non-aligned? The irony in this humiliating drama lies in the shocking fact that 120 countries are actively participating in this controversial gathering in Iran, among them the al-Assad Syrian dictatorship. Don't count on them to stop Iran's bomb.


While Western countries have tried to downplay Iran holding this summit, Iranian officials are not using any cosmetics in using it as a stage to hit out at the US, saying the holding of the 16th NAM Summit in Tehran proves the "failure" of America's "threat and sanction" policy against the oil-rich country. Iranian Deputy Foreign Minister for Arab and African Affairs Hossein Amirabdollahian said the anti-Iran policies of the US-led Western nations are doomed for failure.Amirabdollahian described the presence of heads of states and high ranking delegations of NAM member countries in Tehran as important "under such critical conditions arising from developments in the Middle East and North Africa and its coincidence with Islamic awakening movement" in the region. "The threat and sanction policy [of the US] has failed despite pressures exerted on Iran by the US and some other countries," the official IRNA news agency quoted Amirabdollahian as saying.He also said Iran's hosting of the summit would improve its position in the international circles while the US and European Union are facing a severe financial crisis.Iranian leaders will be boldly using the summit for furthering their propaganda and had already asked many participating countries to oppose all sanctions imposed on their country. The mullahs are also strongly lobbying to secure support for the current Syrian regime lead by the butcher, Bashar al-Assad.It is worth mentioning that The Non-Aligned Movement was founded in 1961, in the middle of the Cold War, by leaders of nations seeking to abstain from taking sides in the global conflict between the West and the Soviet Union.The first Conference of Non-Aligned Heads of State, at which 25 countries were represented, was convened at Belgrade in September 1961, largely through the initiative of Yugoslavian President Tito. He had expressed concern that an accelerating arms race might result in war between the Soviet Union and the USA. Subsequent conferences involved ever-increasing participation by developing countries.The 1964 Conference in Cairo, with 47 countries represented, featured widespread condemnation of Western colonialism and the retention of foreign military installations. Thereafter, the focus shifted away from essentially political issues, to the advocacy of solutions to global economic and other problems.It is ironic for the Non-Aligned Movement which started in Bandung in 1955 with senior figures such as Jamal Abdel-Nasser, to turn into a movement aligning with regimes that practice tyranny against their people and support with all its might other regimes who practice unprecedented killing and oppression, The proof of this lies in the protection offered by some members of the Non-Aligned Movement to the Syrian criminal regime, against the Syrian people's aspirations for liberation and democracy.One cannot find any reason for those Arab leaders attending the summit, especially now that the Iranian regime is their number one threat on all levels. Typhoon kills five Chinese fishermen off South Korea

SEOUL (Reuters) - A typhoon with winds of up to 170 kmh (106 mph) buffeted South Korea's west coast on Tuesday, killing five people at sea and leaving 10 missing when two Chinese fishing vessels capsized.

Storm Surge, Rainfall Biggest Concern as Isaac Nears


Tropical Storm Isaac is on the verge of becoming a Category 1 hurricane before it makes landfall, but forecasters say the biggest threat will be the rainfall and storm surge, not the wind.Forecasters have projected landfall as early as tonight, a day short of the seventh anniversary of Hurricane Katrina. New Orleans Mayor Mitch Landrieu Monday said Isaac's path is similar to Katrina's and the anniversary has left much of the Gulf Coast on "a high level of anxiety."Winds will be an issue initially when Isaac makes landfall with gusts up to 80 mph. Forecasters say the big threat will be the storm surge around New Orleans and Biloxi, Miss., where water might rise six to nine feet. The slow-moving storm is forecasted to hover over the Gulf Coast and could punish coastal areas with up to 20 inches of rain, which was one of the big concerns.
"One of the things that concerns me is not only is Isaac getting stronger slowly, and we think it's going to become a hurricane today, is it a large system, and the models show the forward speed slowing down, and that's not good, when a large system moves slowly, that means a lot of rainfall," Rick Knabb, director of the National Hurricane Center in Miami, told "Good Morning America" today.As of 5 a.m. ET, the center of the storm was 125 miles southeast of the mouth of the Mississippi River and moving northwest at 12 mph, according to the National Hurricane Center.Knabb and Federal Emergency Management Agency director Craig Fugate say there has been too much focus on New Orleans' bracing for Isaac on the anniversary of Katrina."I think people need to understand this is not a New Orleans storm," Fugate said Monday. "This is a Gulf Coast storm."Despite hurricane warnings extended across more than 330 miles from Louisiana to Western Florida, all eyes are still on New Orleans because this will be its first big test since Katrina. Louisiana has set up shelters and stockpiled more than a million packaged meals, 1.4 million bottles of water and 17,000 tarps.Since the levees failed seven years ago, more than $14 billion have been spent on the 133-mile long floodwalls, spillways, gates and pumps surrounding New Orleans. While officials say the city is more prepared now than it was in 2005, it's still taking no chances when it comes to evacuations.
Fugate and Gov. Bobby Jindal warned people in low-lying areas to get out of Isaac's way."Today is the day," Jindal said Monday. "Today is the final day you should be taking any final precautions. If you want to evacuate, today is the day to do that."Early Monday, 50,000 people had already evacuated from southeast Louisiana's St. Charles parish. In addition, 2,000 jail inmates have been moved out of Isaac's expected path.
Jindal said more than 4,000 National Guardsmen will be mobilized in case of emergency, but said he does not anticipate having to activate contraflow highway rules for evacuation purposes.Jindal said President Obama called him Monday to say that the governor's request for a pre-landfall federal disaster declaration had been approved. The approval opens up federal funding to potentially help Louisiana cope with any damage."We are going to need help after the storm as well," Jindal said. "This is not going to be done just after the storm makes landfall or even just after the storm leaves Louisiana."Isaac's slow pace means it "could actually cause more damage," the governor said.He said the storm could batter areas with tropical winds for up to 36 hours and could dump more than a foot of rain while lingering over some areas.Jindal said he is skipping the Republican National Convention in Florida, where he had been expected to speak, because of Isaac. "I will not be speaking or attending the Republican National Convention in Florida. There is no time for politics here in Louisiana," he said.Fugate warned that Isaac's biggest punch might land in Alabama or Mississippi. The National Hurricane Center said to expect a storm surge of at least six feet, with the possibility it could reach up to 12 feet.FEMA activated its command center in Atlanta Monday. Division Director Ginger Edwards says past disasters are driving prep for this storm."After every disaster we learn new lessons but you know we're constantly exercising with the states. We're planning with the states and just becoming more and more, more and more involved and more prepared," said Edwards.Alabama and Mississippi have also declared a state of emergency.Louis Armstrong New Orleans International Airport said there are no flights scheduled for today and the airport will not be used as an evacuation shelter. Typhoon pounds South Korea, smashes ships; 9 dead

SEOUL, South Korea (AP) — A powerful typhoon pounded South Korea with strong winds and heavy rain Tuesday, killing nine and churning up rough seas that smashed two Chinese fishing ships into rocks and forced the coast guard to perform a daring rescue of survivors.Rescuers saved 12 fishermen and searched for 10 still missing from the ships that hit rocks off South Korea's southern Jeju island. Five fishermen were killed, officials said.Separately, at least four other people died as Typhoon Bolaven knocked out power to hundreds of thousands of South Koreans, canceled flights and temporarily halted joint war games by U.S. and South Korean military forces.North Korea, which is still struggling to rebuild from massive floods and a devastating drought before that, was next in the typhoon's path. Heavy rain and strong winds hit many parts of the country Tuesday, a day that was supposed to be a North Korean celebration of its young people.
Off Jeju island, dangerous waves kept rescue vessels from approaching the wrecked fishing ships. The coast guard used a special gun to shoot rope to one ship so officers could pull themselves over and bring the fishermen back to shore, coast guard spokesman Ko Chang-keon said.Eighteen fishermen survived. The coast guard rescued 12, and the others swam or were washed ashore.South Korea issued a storm warning for the capital, Seoul, as Bolaven battered the country's south and west, knocking over street lights and church spires and ripping signs from stores. A large container box crushed an apartment janitor to death, a woman fell to her death from a rooftop where she kept dried red peppers and another person died after bricks hit a house, according to disaster and fire officials. An 80-year-old man died after a small makeshift building fell on him, officials said.Strong wind gusts left Seoul streets covered with leaves, garbage and branches. More than 15,000 schools canceled classes, and businesses and homes taped windows or pasted the glass with wet newspapers to keep them from shattering.About 1.7 million South Korean homes and businesses lost power, the National Emergency Management Agency said, though all but about 200,000 had electricity restored by Tuesday evening.More than 80 families were left homeless because of floods or storm damage. Nearly 200 flights were canceled, 860 hectares (2,130 acres) of farmland were flooded and 32 ships were damaged, the agency said in a statement.In Pyongyang, Associated Press cameras captured cars splashing through slightly flooded streets, spraying people on crowded sidewalks who scrambled to avoid the water. Warplane attacks on Damascus suburbs kill 60: activists

AMMAN/ALEPPO (Reuters) - Syrian fighter planes made rare sorties on the outskirts of the capital Damascus, killing at least 60 people in its eastern suburbs, the same day a Syrian military helicopter crashed while under rebel fire, activists said.They said aerial attacks by at least two fighter planes late on Monday had targeted the neighborhood of Zemalka and the more easterly suburb of Saqba where Free Syrian Army fighters had attacked and overrun several army roadblocks earlier in the day.Both suburbs are poor and inhabited predominantly by Sunni Muslims, who make up the majority of Syria's population and have been at the forefront of fighting against President Bashar al-Assad.Video footage seen by a Reuters reporter of the aftermath of an attack by one of the planes firing rockets at an apartment building showed people running away with their children and the six-storey building collapsed like an accordion.Syrian authorities have banned entry to most foreign media, making it impossible to verify accounts by activists and residents of activity in the capital.The focus of the 17-month struggle appears to have returned to the outskirts of the capital after weeks of battles centered on the northern city of Aleppo.Opposition activists said earlier at least 62 people had been killed in an assault on suburbs of Damascus on Monday, some summarily executed, a day after they accused Assad's troops and sectarian militia of massacring hundreds of people in the neighboring town of Daraya.At the United Nations, Secretary-General Ban Ki-moon condemned the Daraya killings as "an appalling and brutal crime" that should be independently investigated immediately.
Egypt's new Islamist President Mohamed Mursi, preparing to make his debut on the stage of world diplomacy, called on Monday for Assad's allies to help lever the Syrian leader out of power."Now is the time to stop this bloodshed and for the Syrian people to regain their full rights and for this regime that kills its people to disappear from the scene," Mursi told Reuters in his first interview with an international news organization before embarking on a trip to China and Iran."There is no room to talk about reform, but the discussion is about change," Mursi said.
HELICOPTER DOWN IN CAPITAL
Syria's state television confirmed a helicopter had crashed in Damascus on Monday but gave no details. Opposition activists said rebels had shot it down; opposition video footage showed a crippled aircraft burning up and crashing into a built-up area, sending up a pillar of oily black smoke.The possible shooting down of the helicopter, the latest of several such successes claimed by lightly armed rebel fighters, bolstered morale in their 17-month struggle battle to bring down Assad. However, even more intense army bombardments followed the helicopter crash, witnesses said."It was flying over the eastern part of the city and firing all morning," an activist calling himself Abu Bakr told Reuters from near where the helicopter came down in the eastern suburbs. "The rebels had been trying to hit it for about an hour," he said. "Finally they did."Video footage carried the sound of people celebrating the helicopter's dive with shouts of "Allahu akbar" (God is great).Although rebel commanders have asked foreign governments for anti-aircraft missiles, Western nations are unwilling to supply such weapons for fear of them falling into hostile hands. There was no indication fighters in Damascus had used any missiles.Later footage showed a fighter jet swooping on a built-up area. An explosion is heard and a voice says: "It is firing rockets." Activists said it had struck targets on the eastern outskirts of the capital."This is the first time a warplane strikes the edges of Damascus," a Damascus-based activist told Reuters by Skype. "This plane was swooping over the area all afternoon."
Activists said that at least two fighter planes had caused the casualties in the eastern suburbs."The 60 casualties were recorded in Zemalka and there were many dead as well in Saqba but their numbers could not be ascertained," said Osama al-Dimashqi, an activist speaking from Zemalka and giving an alias for fear of reprisals."Most of those killed were civilians and the Free Syrian Army had attacked the roadblocks then left," he said.
"SUMMARY EXECUTIONS"
Activists said 11 of Monday's dead were killed in the district of Jobar, where the helicopter came down. Five of the Jobar victims had been captured and summarily executed by security forces, and the others died when their homes were hit.Army helicopters had been rocketing and strafing crowded working class suburbs on the eastern outskirts of the city since Sunday. "The sound of gunfire and mortar shells exploding hasn't stopped," an opposition activist, Samir al-Shami, said from the area. "I see smoke rising everywhere."
Video from campaigners showed 20 bodies on the floor of a mosque, including three children.On Sunday, opposition activists said they had found about 320 bodies, including some of women and children, in Daraya, just southwest of Damascus. Most had been killed execution-style, they said. Videos on the Internet showed rows of bodies wrapped in sheets. Most seemed to be young men, but at least one video showed several children who appeared to have been shot in the head. The body of one toddler was soaked in blood.
At the United Nations, Ban demanded an investigation."The secretary-general is certainly shocked by those reports and he strongly condemns this appalling and brutal crime," Ban's spokesman Martin Nesirky said. "This needs to be investigated immediately, in an independent and impartial fashion."

The uprising, which began as peaceful protests, has become a civil war. U.N. investigators have accused both sides of war crimes but laid more blame on government troops and pro-government militia than on the rebels.In Paris, French President Francois Hollande warned Assad that any use of chemical weapons would be a legitimate justification for military intervention. The United States and Britain have made similar warnings."With our partners we remain very vigilant regarding preventing the use of chemical weapons, which for the international community would be a legitimate reason for direct intervention," Hollande said in a speech.Clashes are raging across Syria as the rebellion grows increasingly bloody, particularly in Aleppo, Syria's biggest city and its economic hub, where the army and rebels appear stuck in a war of attrition.

17 Afghans beheaded in insurgent attack on party

KABUL, Afghanistan (AP) — Insurgents beheaded 17 civilians in a Taliban-controlled area of southern Afghanistan, apparently because they attended a dance party that flouted the extreme brand of Islam embraced by the militants, officials said Monday.The killings, in a district where U.S. Marines have battled the Taliban for years, were a reminder of how much power the insurgent group still wields in the south — particularly as international forces draw down and hand areas over to Afghan forces.The victims were part of a large group that had gathered late Sunday in Helmand province's Musa Qala district for a celebration involving music and dancing, said district government chief Neyamatullah Khan. He said the Taliban slaughtered them to show their disapproval of the event.All of the bodies were decapitated but it was not clear if they had been shot first, said provincial government spokesman Daoud Ahmadi.Information was only trickling out slowly because the area where the killings occurred is largely Taliban controlled, Khan said. The Taliban spokesman for southern Afghanistan could not be reached for comment.Many Afghans and international observers have expressed worries that the Taliban's brutal interpretation of Islamic justice will return as international forces withdraw. Under the Taliban, who ruled the country from 1996 to 2001, all music and film was banned as un-Islamic, and women were barred from leaving their homes without a male family member as an escort.Helmand is one of the areas seeing the largest reduction in U.S. troops, as the force increase ordered up by President Barack Obama departs. The U.S. started drawing down forces from a peak of nearly 103,000 last year, and plans to have decreased to 68,000 troops in country by October.
One of the most worrying trends to accompany the drawdown has been a surge in attacks by Afghan forces against their international allies, and another shooting came on Monday morning, though it appeared to be accidental.Two American soldiers were shot and killed by one of their Afghan colleagues in the east, military officials said, bringing to 12 the number of international troops — all Americans — to die at the hands of their local allies this month.But Afghan officials said Monday's attack in Laghman province was a separate case from the rash of recent insider attacks on international forces, because it appeared to have been unintentional.The incident unfolded when a group of U.S. and Afghan soldiers came under attack, said Noman Hatefi, a spokesman for the Afghan army corps in eastern Afghanistan. When the troops returned fire and ran to take up fighting positions, an Afghan soldier fell and accidentally discharged his weapon, killing two American soldiers with the stray bullets, he said."He didn't do this intentionally. But then the commander of the (Afghan) unit started shouting at him, 'What did you do? You killed two NATO soldiers!' And so he threw down his weapon and started to run," Hatefi added. The U.S. troops had already called in air support to help with the insurgent attack and the aircraft fired on the escaping soldier from above, killing him, Hatefi said.NATO spokesman Lt. Col. Hagen Messer of Germany confirmed that two international soldiers were killed by an Afghan soldier in Laghman province, but declined to give further comment.Insider attacks have been a problem for the U.S.-led military coalition for years, but it has exploded recently into a crisis. There have been at least 33 such attacks so far this year, killing 42 coalition members, mostly Americans. Last year there were 21 attacks, killing 35; and in 2010 there were 11 attacks with 20 deaths.The chief spokesman for NATO forces in the country said coalition forces were not pulling back from collaborating with the Afghans because of the attacks."We are not going to reduce the close relationship with our Afghan partners," Brig. Gen. Gunter Katz told reporters in the capital.Taliban spokesman Zabiullah Mujahid said that he could not confirm any link between the attacker in Monday's shooting and the insurgency. In previous insider attacks, the Taliban have quickly claimed responsibility and named the assailants. Mujahid did not comment on the other attacks in the south, which is watched over by a different Taliban spokesman.Meanwhile, Helmand officials reported that 10 Afghan soldiers were killed in an attack on a checkpoint in the south, and five were either kidnapped or joined their assailants.Ahmadi, the provincial spokesman, said insurgents attacked the checkpoint in Washir district Sunday evening. Abbas Denies Jewish Temple and Christian Theology

Palestinian Authority Chairman Mahmoud Abbas frequently refers to the “alleged” Jewish Temple, but if it was not Jewish, there is no basis for Christian belief, as written in the New Testament in Matthew (21:12), that Jewish “moneychangers" chased Jesus from the Holy Temple. However, Christians so far have not reacted to the implicit denial of their belief.The PA campaign to eradicate Jewish history at the Temple Mount , as well as in the rest of Israel, has escalated sharply in the past two years.Palestinian Media Watch (PMW) documented and translated statements from Palestinian Authority leaders, including Abbas, his advisor Ahmad Al-Ruweidi, clerics and ministers, all of whom used the term "alleged Temple" 97 times in 2011 and 2012.  PMW pointed out that the number 97 refers only to the term “alleged Temple” and does not include thousands of other denials of  the existence of the First and Second Temples and Jewish history in the rest of Israel. Many Jewish sites, such as Rachel’s Tomb at the edge of Bethlehem and less than a mile from Jerusalem, has been given an Arab name by the PA, whose clerics claim it was a Muslim site - before Islam was founded.Last week, Abbas said in the official PA WAFA news agency and in the PA official daily Al-Hayat Al-Jadida, ”[Israel's] purpose is to achieve its black goals: Destroying the Al-Aqsa Mosque, building the 'alleged Temple,' taking over the Muslim and Christian holy sites, and destroying its [Jerusalem's] institutions in order to empty it, uproot its residents, and continue its occupation and Judaization.” PMW also uncovered Abbas' statement “that all of Israel's archeological digs and tunnels... will not change the reality of the city... and will not create a [Jewish] right based on fantasy and legends.”The statement ended, “There will be no peace, security, or stability unless the occupation [Israel], its settlements and settlers will be evacuated from our holy city and the eternal capital of our state." Abbas has previously declared that “Palestinian” history is 9,000 years old and said last year, on the eve of Israel’s Independence Day, "Netanyahu, you are incidental in history. We are the people of history. We are the owners of history,” PMW stated.

Gaza terrorists fired a Kassam rocket on the Sderot area minutes after students arrived at their classes for the first day of school.Sderot area students began their lessons by responding to the Color Red siren, which gives them 15 seconds to run for cover before the incoming missile explodes. Monday morning’s Kassam exploded in an open area, reducing injuries to shock and trauma.Three rockets also were fired on the same area Sunday morning, damaging a factory in the Sderot industrial area and a structure at the Sha'ar HaNegev Regional Council.An Islamic terrorist group identifying itself with Al Qaeda took “credit” for Sunday’s attacks.They issued a statement that they fired to express rage over an IDF ceremony at the Patriarchs’ Cave in Hevron and because of “the silence of the Hamas government in the wake of Jewish assaults on Islamic holy places.”The statement continued, “The Jihad is the path of Allah against Jewish criminals,” and “Jewish thieves must know that Muslims will dedicate their blood at every Muslim holy place.”

Muppet urges Israelis to prepare for possible emergency

JERUSALEM (Reuters) - The Israeli muppet on the cover of a new, emergency pamphlet being distributed nationwide puts a happy face on some grim warnings in a country preparing for possible war with Iran.
Israelis, the military-issued booklet says, would have only between 30 seconds and three minutes to find cover and hunker down between the time air raid sirens sound and rockets slam into their area.
The 15-page pamphlet has started to appear in mailboxes across the country, and instructs Israelis how to prepare a safe room or shelter for emergency situations.On the cover a smiling Moishe Oofnik, the Israeli muppet version of Oscar the Grouch - the resident pessimist of the U.S. children's show Sesame Street - sticks out of the trash can he calls home.He strikes a more pensive pose inside the booklet, resting his head on his hand under instructions on what to do when sirens wail.Stepped-up rhetoric by Israeli officials in recent weeks has suggested Israel might soon attack an Iranian nuclear programme its sees as an existential threat, raising international concern about regional conflict.Israeli ministers have said up to 500 civilians could die in any war following a strike on Iran.An Israeli military source said on Monday the emergency pamphlet was part of a regular, public awareness campaign and noted it also included advice on how to act in the event of an earthquake."There are always innovations the public needs to know about, it doesn't mean anything is going to happen today, tomorrow or the next day," the source said.Iran denies it is seeking atomic weapons and has promised to retaliate strongly if it is attacked. Israel fears that Iran's Hezbollah guerrilla allies in Lebanon and Palestinian militants in the Gaza Strip could also launch rocket strikes.Israel stepped up the distribution of gas masks and other protective gear to the public some weeks ago, but the mailing of what-to-do information suggested an escalation in preparation for possible conflict.The pamphlet urges Israelis to have a "family talk" about getting ready for any national emergency."You should find the proper time to have the conversation -- not during mealtime or when you are watching television. Sometimes, the scholar, the soldier, and the diplomat can learn from the playwright."Do you know what it means to find yourselves face to face with a madman?" inquires Luigi Pirandello's, Henry IV. "Madmen, luck folk, construct without logic, or rather with a logic that flies like a feather."In the unpredictable theatre of modern world politics, a real-life drama that can routinely shudder with absurdity, decisional constructions that are based on pure logic can collapse before madness. Moreover, if enemy madness and nuclear weapons should happen to coincide, an affected country's resultant misfortunes could quickly become intolerable.Still, even now, amid the ongoing strategic drama of Israel versus Iran, there is no compelling or convincing evidence that key decision-makers in Tehran are "mad." Of course, irrationality is not the same condition as madness, and pertinent Iranian leaders might still meet the usually accepted criteria of an irrational or non-rational state. Here, however counterintuitive, Iran's leaders could choose, at least on occasion, to value certain preferences more highly than national survival, yet maintain a consistent and transitive rank-ordering among these key preferences.In all likelihood, both operationally and diplomatically, the window of Israeli preemption opportunity is already closed. Nonetheless, even in the absence of an effective eleventh-hour Israeli and/or American defensive first-strike against Iran, Israeli security would not necessarily suffer an irremediable or existential setback. Although an irrational Iran might not be responsive to the more orthodox strategic threats of retaliatory destruction, it could still remain subject to other relevant threats.For Israel, this now implies, inter alia, a core obligation to (1) carefully and comprehensively identify such alternative threats, and (2) fashion this unorthodox hierarchy of alternative threats into a purposeful deterrence policy.Undoubtedly, by "choosing" to forego anticipatory self-defense against Iran, the legal equivalent of a permissible first-strike, Israel could have to live with protracted uncertainty. After all, "coexistence" with an already-nuclear Iran could mean having to endure under a constant threat of devastating Iranian nuclear attack.It is, in fact, with just such a bitterly unacceptable prospect in mind, that Israel has been steadily expanding and upgrading the country's critical active defenses.Improved Israeli interceptors contain new software to deal effectively with Iran's Shahab and Sajil missiles. Naturally, there exist more-or-less related technologies to cope with Iran's Conqueror rocket.The central pillar of Israel's active defense plan for Iran remains the Arrow anti-ballistic missile program. Iron Dome, a reinforcing system, is intended primarily for intercepting shorter-range rocket attacks. David's Sling, now in earlier stages of development, is designed for use against medium-range rockets and cruise missiles.
Technically, judging from the most recent tests, everything appears entirely "on track."At the same time, no matter how promising the interpenetrating Israeli protection systems and their components happen to be, there are urgent reasons for MOD/IDF never to become too dependent upon active defense. This is because no system of ballistic missile defense (BMD) can ever be dependable enough to preclude or minimize a core strategy of deterrence. Even with the very best deployable systems of ballistic missile defense, there may be too-high levels of "leakage." This actionable conclusion becomes especially obvious in those emotionally hard-to-imagine cases where incoming warheads would be biological and/or nuclear.Israel must move, conspicuously, to strengthen its historically ambiguous nuclear deterrent. In order to be dissuaded from launching an attack, any rational adversary, and possibly also an irrational one, would first need to calculate that Israel's second-strike forces were sufficiently invulnerable to any considered first-strike aggressions. Facing Israel's Arrow, this adversary would likely require increasing numbers of missiles, in order to achieve an assuredly destructive first-strike capability.Over time, however, this adversary could still undermine the critical deterrence benefits of Israel's active defenses. It would achieve this valuable "efficiency" simply by adding regular rocket increments to its own arsenal of offensive missiles.Israel must continue to develop, test, and implement a missile interception capability that will best match the enemy threat. It must also take prompt and even innovative steps to enhance the credibility of its still-ambiguous nuclear deterrent. If, as expected, Iranian nuclearization should continue to proceed unobstructed, Israel will then have to prepare, expeditiously, and among other things, to remove its bomb from the so-called “basement."In such palpably unstable circumstances, any continuing posture of deliberate nuclear ambiguity would simply cease to be reasonable or rational.
We may presume that Israel already has a secure and penetration-capable nuclear force.This second-strike capacity, hardened and dispersed, should now be made more recognizably ready to inflict an unacceptably damaging retaliatory salvo. As any exclusively "counterforce" targeting posture could have major deterrence shortfalls, Israel's primary nuclear targets must generally be identifiable enemy cities. From the standpoint of optimally enhancing nuclear deterrence, it may also be time for Israel to release certain carefully selected information about its sea-based retaliatory forces.There is more. Israel must clarify that Arrow and its other corollary active defenses would always operate simultaneously with Israeli nuclear retaliations. This point is incontestable. Iran must be made to understand that, where appropriate, Israel’s defensive deployments would never supplant, or even render less probable, an Israeli nuclear reprisal.Iran should never have been allowed to proceed this far with its illegal military nuclearization. Now, in consequence, Israel will have to deal with a uniquely hostile enemy regime by instituting steady enhancements of both its nuclear deterrence and active defense capabilities. Although the prospect of regime-change in Tehran might at first appear desirable and perhaps even compensatory, such an actual leadership transformation could ultimately offer Israel little more than a transient illusion of enhanced security.Conceivably, in fact, a successor regime in Tehran could prove more worrisome for Jerusalem, and also for Washington. Indeed, examined from the all-important perspective of blatantly annihilatory Jihadist inclinations, Ahmadinejad and his current clerical masters may still not represent the most dangerous possible expression of an Iranian national leadership. Sometimes, we may witness, truth is starkly counterintuitive.In the matter of enemy delivery systems, Iranian nuclear harms could be directed toward Israel, not only via direct missile strike, but also by terrorist-proxy platforms. These platforms could include cars, trucks, and boats. Should a newly-nuclear Iran ever decide to share certain of its weapons-usable materials and/or scientific personnel with Hizbullah in Lebanon, Israel might then have to face a heightened prospect of nuclear terrorism. The multiple perils posed in this scenario could also impact American cities.Soon, leaders in Israel and the United States will no longer be able to "kick the Iranian nuclear can" down the road. More than likely, however, in their now too-long delayed tactical calculations, the preemption option will finally have to be rejected. Unassailably, in time, this controversial option will simply have become demonstratively more costly than gainful.What's left? The "good news" is that deterrence, even of an enemy state that might sometime not value its physical survival above all other relevant values, could still work. For Israel, successfully deterring a possibly irrational nuclear adversary in Tehran need not be judged out of the question. Irrationality, we should recall, is not the same as madness.As we have already noted, an irrational Iranian adversary might still display a consistent and transitive hierarchy of preferences. Almost certainly, the very top of any such preference ordering would reveal the thoroughly immutable religious expectations of Shiite Islam. Significantly, in particular circumstances, no-longer-rational leaders in Iran could plausibly calculate that the overriding theological benefits of any long-term peace with Israel would plainly exceed the expected costs.It is possible, and perhaps even probable, that, for the foreseeable future, authoritative Iranian leadership elites will remain entirely rational, thus valuing their country's physical survival more highly than any other preference, or combination of preferences. Here, Iran would remain subject to the very same "normal" threats of retaliatory destruction that ordinarily affect other rational states in world politics. While there can never be any absolute guarantees of such a distinctly preferred scenario, it is also be premature to conclude that a newly-nuclear Iran, whether rational or irrational, would lash out viscerally, at Israel, or at its other enemies.In the interminably high-stakes drama of world politics, irrationality is not the same as madness. It follows that even an irrational Iranian nuclear regime might not lie outside or beyond the ordinary calculations and readily determinable consequences of Israeli nuclear deterrence. An intransigent Tehran could still confront Israel with the intimidating aspect of incessant belligerence, but this could be substantially less ominous than offering Jerusalem the indecipherable and utterly indifferent face of genuine madness.

Merkel wants EU treaty convention by end of year

BRUSSELS - German Chancellor Angela Merkel is pressing for a new EU treaty convention by December, despite opposition from many countries, Der Spiegel reports in its latest print edition on Monday (27 August).Merkel's push for a new EU treaty is in line with her demand for a true political union in return for debt being pooled in the eurozone and Germany's own constitution being changed to allow for more power transfers to Brussels.But many countries have little appetite for a new treaty. Recent experience has proved the difficulty of getting new texts passed in all 27 member states. A planned European Constitution was rejected in 2005 by French and Dutch voters. Its successor, the Lisbon Treaty, was also initially rejected in an Irish referendum.For a new treaty to be drafted, a so-called convention comprising representatives from national governments and parliaments, the European Parliament and the European Commission has to agree on a final text.According to Der Spiegel, Merkel's EU affairs advisor Nikolaus Meyer-Landrut has "made it clear" during talks in Brussels that the German government wants the convention to be formed by the end of the year, with a first meeting to be agreed at an EU summit in December. Meyer-Landrut was spokesperson for the 2002-2003 convention, which drew up the European Constitution.Having the EU's top court - the Luxembourg-based European Court of Justice (ECJ) - ruling on budgets that are not in line with EU's fiscal rules would be part of Germany's vision for the new treaty.Merkel had pushed for it during talks on a treaty on fiscal discipline signed by 25 EU states (Britain and the Czech Republic did not want to be part of it). In the end she was forced to accept a compromise under which the ECJ can only verify if the 'golden rule' of balanced budgets is properly transposed in national law. It cannot decide on actual budgets."I would have liked more, I would have liked the ECJ to check the budgets, but other colleagues did not want this. However, they do want eurobonds and a mutualisation of debt, but they do not want to give up more sovereignty," she said in June.How far she will be able to go this time remains to be seen. A 'roadmap' on several avenues for the eurozone - a political, fiscal and banking union - is being drawn up by EU Council chief Herman Van Rompuy and his counterparts at the EU commission, European Central Bank and Eurogroup of finance ministers. An interim proposal is due in October.

Tropical Storm Isaac starts lashing Florida Keys

KEY WEST, Fla. (AP) — Tropical Storm Isaac started pelting the Florida Keys with rain and strong winds on Sunday, and it could strengthen into a dangerous hurricane by the time it starts hitting the northern Gulf Coast in the coming days.Exactly where Isaac would hit once it passed the Keys remained highly uncertain, with forecasters saying hurricane conditions could reach anywhere from the New Orleans metro area to the Florida Panhandle by Tuesday. And the storm is large: tropical storm conditions extend more than 200 miles from the storm's center, meaning Isaac could cause significant damage even in places where it does not pass directly overhead.Isaac has brought havoc to the Caribbean already, killing seven people in Haiti and downing trees and power lines in Cuba. And it had officials worried enough in Tampa that they shuffled around some plans for the Republican National Convention.However, Isaac had yet to create a panic in South Florida, and it wasn't expected to become a hurricane by the time it passed over the Florida Keys. In Miami Shores, some residents said they hadn't even put up storm shutters. Edwin Reeder, 65, stopped by a gas station to pick up some drinks and snacks. He didn't bother topping off his car's half-full fuel tank.
Reeder said he hadn't put up storm shutters, instead just clearing his gutters so all the water could drain. And while he didn't stock up on canned goods for himself, he did buy some extra cat and dog food for his pets.
"This isn't a storm," he said. "It's a rain storm."On Key West, locals followed time-worn storm preparedness rituals while awaiting the storm after Isaac swamped the Caribbean and shuffled plans for the Republican National Convention. Hundreds of flights were canceled Sunday as the storm bore down.A steady line of cars moved north Saturday along the Overseas Highway, the only road linking the Florida Keys. Residents boarded up windows, laid down sandbags and shuttered businesses ahead of the approaching storm. Even Duval Street, Key West's storied main drag, was subdued for a weekend, though not enough to stop music from playing or drinks from being poured."We'll just catch every place that's open," said Ted Lamarche, a 48-year-old pizzeria owner visiting Key West to celebrate his anniversary with his wife, Deanna. They walked along on Duval Street, where a smattering of people still wandered even as many storefronts were boarded up and tourists sported ponchos and yellow slickers."Category None!" one man shouted in a show of optimism.The Keys were bracing storm surge of up to 4 feet, strong winds and the possibility of tornadoes. The island chain's two airports closed Saturday night, and volunteers and some residents began filing into shelters."This is a huge inconvenience," said Dale Shelton, a 57-year-old retiree in Key West who was staying in a shelter.Isaac has already left a trail of suffering across the Caribbean.At least seven people were reported dead in Haiti, including a 10-year-old girl who had a wall fall on her, according to the country's Civil Protection Office. The government also reported "considerable damage" to agriculture and homes. Nearly 8,000 people were evacuated from their houses or earthquake shelters and more than 4,000 were taken to temporary shelters.The Grise River in Haiti overflowed north of Port-au-Prince, sending chocolate-brown water spilling through the sprawling shantytown of Cite Soleil, where many people grabbed what possessions they could and carried them on their heads, wading through waist-deep water.After Isaac passes the Keys, it will move over the warm, open waters of the Gulf of Mexico and is expected to gain significant strength. It could ultimately make landfall on the northern Gulf Coast late Tuesday or early Wednesday. However, forecasters have stressed that the storm's exact path remains highly uncertain.
"Definitely the northern Gulf Coast should be preparing for a hurricane right now," Jessica Schauer, a meteorologist with the U.S. National Hurricane Center in Miami, told The Associated Press in a phone interview.Isaac isn't likely to hit Tampa head-on, but it could still lash the city with rain and strong winds just as the convention ramps up. A tropical storm warning is in effect for parts of Florida's west coast, including Tampa Bay.Convention officials said they would meet briefly on Monday, then immediately recess until Tuesday afternoon, when the storm is expected to have passed. Florida Gov. Rick Scott, a Republican, declared a state of emergency and canceled his plans to attend convention events on Sunday and Monday.

Strong earthquake hits off El Salvador coast

SAN SALVADOR, El Salvador (AP) — A strong magnitude-7.3 earthquake struck off the coast of El Salvador followed an hour later by a magnitude-5.4 aftershock, authorities said early Monday. There were no immediate reports of damages or injuries.A tsunami warning was put into effect for Costa Rica, Nicaragua, El Salvador, Honduras, Guatemala, Panama and Mexico after the quake struck at 10:37 p.m. Sunday. The warning was later rescinded.David Walsh, an oceanographer with the Pacific Tsunami Center in Ewa Beach, Hawaii, said a minor, 10-centimeter (3.94-inche) tsunami was registered off Acajutla, El Salvador.The quake was located 86 miles (138 kilometers) south-southwest of San Miguel, the U.S. Geological Survey reported on its web site. The temblor took place at a depth of 32.9 miles (53 kilometers). The second quake registered about an hour later in the same area at a depth of 35.9 miles (57.8 km).
Alfonso Lara, a technician with El Salvador's Civil Protection agency said authorities were alerted to the threat of a tsunami. "We are doing a general monitoring of the entire coast through our technicians and representatives," he said.On Sunday, dozens of small to moderate earthquakes struck southeastern California, knocking trailer homes off their foundations and shattering windows in a small farming town east of San Diego. The largest quake registered at a magnitude 5.5 and was centered about three miles (five kilometers) northwest of the town of Brawley, according to the USGS. Another quake about an hour and a half earlier registered at magnitude 5.3. No injuries were reported.

Assad's forces accused of massacre near Syrian capital

ALEPPO, Syria (Reuters) - Syrian opposition activists accused President Bashar al-Assad's army of massacring hundreds of people in a town close to the capital that government forces recaptured from rebels.
About 320 bodies, including women and children, were found in houses and basements in the town of Daraya, southwest of Damascus, according to activists who said on Sunday most had been killed "execution-style" by troops.Activists uploaded several videos to the Internet showing rows of bloodied bodies wrapped in sheets. Most of the dead appeared to be young men of fighting age, but at least one video showed several children who appeared to have been shot in the head. The body of one toddler was soaked in blood.Due to restrictions on non-state media in Syria, it was impossible to verify the accounts independently.Clashes are raging across Syria as the 17-month-old rebellion grows increasingly bloody, particularly in the northern city of Aleppo, where the army and rebels appear stuck in a war of attrition.
Fighting in Aleppo on Sunday was the heaviest in the past week, according to Reuters journalists on the ground.Fighter jets dropped bombs and fired missiles on rebel-held districts in the south of Aleppo, Syria's largest city, as residents fled in panic. Reuters journalists there heard heavy explosions as clouds of black smoke rose a mile into the air.Rebels say they control at least half the city of 2.5 million, but their hold is fragile as long as Assad's forces can unleash their air power against fighters who are comparatively lightly armed.The uprising, which began as peaceful protests, has become a brutal civil war. United Nations investigators have accused both sides of war crimes but laid more blame on government troops and pro-government militia than on the rebels.The killings in Daraya, a working class Sunni Muslim town that sustained three days of bombardment before being overrun by the army on Friday, raised the daily death toll to 440 people on Saturday, one of the highest since the uprising began, an activist network called the Local Coordination Committees said.The official state news agency said: "Our heroic armed forces cleansed Daraya from remnants of armed terrorist groups who committed crimes against the sons of the town."
The death toll for the following day, Sunday, was more than 90, including civilians and fighters, according to another activist network, the Syrian Observatory for Human Rights.It said at least eight people were killed and dozens wounded on Sunday night when security forces shelled the southern town of Basra al-Sham in Deraa province, with the death toll likely to rise as many of the wounds were severe.In Damascus, government helicopters hovered near the main Abbaside Square on Sunday and fired rockets and machineguns at eastern residential neighborhoods where rebels continued guerrilla attacks against loyalists, residents said.Haitham, an activist in Damascus, said troops were also firing machineguns from roadblocks that encircle the suburbs."Ninety percent of the time they fire randomly at bystanders and homes. Rarely they hit rebels," he said.

Assad, who met an Iranian parliamentary delegation in the capital on Sunday, said the crisis was the result of Western and regional states trying to crush Syria's role in the "resistance" against Western and Israeli domination in the region."What is happening right now is not just a plot directed against Syria but the region as a whole, of which Syria is a foundational stone," he was cited as saying by state news agency SANA.
The United Nations estimates that more than 18,000 people have been killed in the conflict that pits a mainly Sunni Muslim opposition against a ruling system dominated by the Assad family - members of the Alawite faith, an offshoot of Shi'ite Islam.Diplomatic efforts to stop the violence in Syria are stalled by a stalemate between Western countries, Gulf Arab states and Turkey - who all support the opposition - and Iran, Russia and China - who support Assad.With veto-wielding Russia leading resistance to action against Assad, the U.N. Security Council remains deadlocked.Egypt is seeking to arrange a four-way meeting with Turkey, Saudi Arabia and Iran, the main regional players in the conflict.
