border agency is about to shake up the way it tracks sex and gender
information — which could lead to some awkward conversations with
Washington.For the past two years, the federal government has been
looking into how to introduce a third gender identifier across federal
departments — something beyond checking off "male" or "female" on a
form.The new plan includes displaying gender information (how someone
identifies) instead of sex information (biological characteristics)
unless absolutely necessary, says an interim report prepared for the
clerk of the Privy Council, a copy of which was obtained under access to
information.The draft plan encourages departments to offer M, F and X
as identifiers.It also says the policy overhaul would affect the NEXUS
card, a program shared by the U.S. and Canada to help speed up border
crossing for frequent, low-risk travellers.However, changing the card
will require negotiations with the Trump administration, which recently
banned most transgender people from serving in its military.Apart from
the NEXUS card, the Canada Border Services Agency also issues ID cards
for the Fast and Secure Trade Program (FAST) and corporate pilots.CBSA
spokesperson Rebecca Purdy said the department can't force another
country to follow its rules."As each of our domestic and international
relationships are different (bilaterally and multilaterally), and we
cannot impose our policies upon our partners, the CBSA will work to

don't have the language, if they're not comfortable or familiar with

already. For example, people in Ontario and Alberta can choose an "X"

Calif. — The eldest son and daughter of a couple who starved and
shackled 12 of their children spoke publicly forthe first time Friday,
alternately condemning and forgiving their parents before a judge
sentenced the pair to up to life in prison.Since being freed from their
prison-like home more than a year ago, the two adult children of David
and Louise Turpin described how they had gained control of their lives
and, despite receiving little education at home, were now enrolled in
college and learning simple things, including how to ride a bike, swim
and prepare a meal. They are still thin from years of malnutrition."I
cannot describe in words what we went through growing up," said the
oldest son, now 27. "Sometimes I still have nightmares of things that
have happened, such as my siblings being chained up or getting beaten.
But that is the past and this is now. I love my parents and have
forgiven them for a lot of the things that they did to us."The hearing
put an end to a shocking case that had gone unnoticed until a
17-year-old girl escaped from the home in January 2018 and called 911.
Investigators discovered a house of horrors hidden behind a veneer of
suburban normalcy.The children — ages 2 to 29 — had been chained to
beds, forced to live in squalor, fed only once a day, allowed to shower
only once a year and deprived of toys and games. They slept during the
day and were active a few hours at night.As her children spoke from a
lectern, 50-year-old Louise Turpin sobbed and dabbed her eyes with
tissues."I'm sorry for everything I've done to hurt my children," she
said. "I love my children so much."Her husband, who was shaking and
could not initially read from a written statement, let his lawyer speak
for him until he regained his composure. He did not apologize for the
abuse but wished his children well in with their educations and future
careers and hoped they would visit him. He then began sobbing.Jack
Osborn, a lawyer representing the seven adult Turpin children, said they
understand the consequences of their parents' actions and are working
hard toward forgiving them. Some plan to talk with their parents
eventually, but others want no contact with them for 10 years.The one
who called police was a hero for liberating her siblings, Osborn
said."Maybe but for that we wouldn't be here today," he said.The
sentence of life with no chance of parole for 25 years was no surprise.
It had been agreed to when the couple pleaded guilty in February to 14
counts each that included torture, cruelty and false imprisonment.The
courtroom fell hushed as the oldest daughter, now 30, entered wearing a
blue cardigan over a white shirt, her dark hair in a ponytail. Her eyes
were already red from crying when she began to speak in the voice of a
little girl."My parents took my whole life from me, but now I'm taking
my life back," she said, as her mother's lower lip quivered trying to
hold back the tears. "Life may have been bad but it made me strong. I
fought to become the person I am. I saw my dad change my mom. They
almost changed me, but I realized what was happening. I immediately did
what I could to not become like them."There was no explanation from the
parents or lawyers about why the abuse occurred, but a letter from one
of the children read by an attorney hinted at a home life that veered
from birthday celebrations and trips to Disneyland and Las Vegas to
severe punishment and disarray."Through the years, things became more
and more overwhelming, but they kept trusting in God," the girl wrote "I
remember our mother sitting in her recliner and crying, saying she
don't know what to do."She said her parents did not know the children
were malnourished because they thought the children inherited a gene
from their mother, who was small.From the outside, the home in a
middle-class section of Perris, a small city about 60 miles (96
kilometres) southeast of Los Angeles, appeared to be neatly kept, and
neighbours rarely saw the kids outside, but nothing triggered
suspicion.But when deputies arrived, they were shocked to find a
22-year-old son chained to a bed and two girls who had just been set
free from shackles. All but one of the 13 children were severely
underweight and had not bathed for months. The house was filled with the
stench of human waste.The children said they were beaten, caged and
shackled if they did not obey their parents. Investigators concluded
that the couple's youngest child, a toddler, was the only one who was
not abused.David Turpin, 57, had been an engineer for Lockheed Martin
and Northrop Grumman. Louise Turpin was listed as a housewife in a 2011
bankruptcy filing.The teenage daughter who escaped jumped from a window.
After a lifetime in isolation, the 17-year-old did not know her
address, the month of the year or what the word "medication" meant.But
she knew enough to punch 911 into a barely workable cellphone and began
describing years of abuse to a police dispatcher.Although the couple
filed paperwork with the state to homeschool their children, learning
was limited. The oldest daughter only completed third grade.Referring to
the restraints, the oldest daughter's statement said her mother "didn't
want to use rope or chain but she was afraid her children were taking
in too much sugar and caffeine."Life got more difficult after her
mother's parents died in 2016.Her parents tried their best, "and they
wanted to give us a good life," she said. "They believed everything they

on Friday to harboring an illegal immigrant and enabling credit card
fraud as part of an alleged sex cult based in upstate New York.Bronfman,
40, entered her plea to the two criminal counts before U.S. District
Judge Nicholas Garaufis in federal court in Brooklyn, New York. She is
one of several people charged in connection with a secretive
organization called Nxivm, which federal prosecutors have described as a
racketeering organization.Bronfman admitted that she knowingly harbored
a woman brought to the United States on a fake work visa in order to
obtain that woman's labor for herself and the organization. She also
said she helped Nxivm's founder, Keith Raniere, use a deceased woman's
credit card.As part of her plea, Bronfman agreed to forfeit $6 million,
and not to appeal any prison sentence of 27 months or less. She said she
was "truly remorseful.""I wanted to do good in the world and help
people," she said. "However, I have made mistakes."Bronfman's lawyer,
Mark Geragos, said after the hearing that his client did not have an
agreement to cooperate with prosecutors.Actress Allison Mack, best known
for her role on the WB television show "Smallville," pleaded guilty
earlier this month to blackmailing two women in connection with Nxivm.
Former Nxivm president Nancy Salzman and her daughter Lauren Salzman
pleaded guilty in March.Another Nxivm member, Kathy Russell, also
pleaded guilty Friday to falsifying a visa application for another
person associated with Nxivm, leaving Raniere as the sole defendant in a
trial expected to begin next week.Raniere, 58, was arrested on sex
trafficking charges in March 2018, and is being held without
bail.Prosecutors accused Raniere of running a cult-like secret society
within Nxivm in which women were branded with his initials and forced to

border on Friday, prompting a number of retaliatory strikes against
nearby Hamas positions, the Israel Defense Forces said.No injuries were
reported on either side in the exchange of fire.The IDF said the
soldiers were targeted while at the security fence. According to outlets
in the Gaza Strip, the incident occurred east of the Gazan city Deir
al-Balah.A short time later, an Israeli tank and aircraft targeted two
Hamas observation posts along the Gaza border, the army said.“An IDF
aircraft and tank attacked two military positions belonging to the Hamas
terror group in the Gaza Strip in response to a shot that was fired a
short time ago at troops near the security fence,” the IDF said.The fire
came as troops were gearing up for the weekly protests and riots along
the Gaza border that have been held almost every Friday for more than a
year.Several thousand Palestinians took part in the protests later
Friday, with some rioting along the border, throwing rocks and explosive

located inside the country, the London-based Arabic-language Al-Hayat
newspaper reported on Saturday.Diplomatic sources from within the Arab
world told the newspaper details of the facility were conveyed to France
from the US and originated with Israel.The newspaper reported that
France expects Lebanon to take action against the Iranian-backed
production facility.Earlier this month, US Secretary of State Mike
Pompeo reportedly warned Beirut about a new missile production facility
by Iranian proxy Hezbollah in Lebanon, saying that the actions of the
terror group and Iran constituted a threat to both Israel and Lebanon.In
January, President Reuven Rivlin told French President Emmanuel Macron
that Israel could be forced to strike Hezbollah’s rocket-building
operations “in the heart of Beirut,” a development he warned would drag
Lebanon into a punishing regional war that neither side wants. Rivlin

responsible for all military activity in its territory and urged Macron
to use France’s diplomatic clout to convince Beirut to contain the

new warships including nuclear submarines and destroyers at a parade
next week marking 70 years since its navy's founding, a senior commander
said on Saturday, as Beijing flexes its increasingly well-equipped
military muscle.President Xi Jinping is overseeing a sweeping plan to
refurbish the People's Liberation Army (PLA) by developing everything
from stealth jets to aircraft carriers as China ramps up its presence in
the South China Sea and around self-ruled Taiwan.The navy has been a
key beneficiary of the modernization plan as China looks to project
power far from the country's shores and protect its trading routes and
citizens overseas.Last month, Beijing unveiled a target of 7.5 percent
rise in defense spending for this year, a slower rate than last year but
still outpacing China's economic growth target.Deputy naval commander
Qiu Yanpeng told reporters in the eastern city of Qingdao that Tuesday's
naval parade - likely to be overseen by Xi himself, though China has
not confirmed that - will feature 32 vessels and 39 aircraft."The PLA
Navy ship and aircraft to be revealed are the Liaoning aircraft carrier,
new types of nuclear submarines, new types of destroyers, as well as
fighter aircraft," Qiu said, without giving details. "Some ships will be

of Toronto's oldest Good Friday procession took place in Little Italy
today as the community watched the re-enactment of what Christians
believe to be Jesus's last moments.The annual St. Francis of Assisi
Church procession is part of Holy Week in celebration of Easter. The
three-hour event started at 3 p.m. on Friday and was comprised of around
6,000 participants, 10 floats and three bands."Part of it is just this
devotion to come and be a part of it, but it's also just celebrating as a
community, as a Christian community," said Laura Nigro, who has been
attending the procession since she was a young girl."I was in the
procession with my nonna and my sister and now that I'm a little bit
older, I'm watching it and helping out in other ways. So, it's quite
nice to be part of."For many, the event is a chance to connect with the
community. The religious procession brings out hundreds every year who
reenact the stations of the cross, symbolizing what Christians believe
to be the path Jesus took before he was crucified.Stefania Matarazzo,
who was there with her mother, said rain or shine, sick or healthy, she
always attends this event."It's part of our culture, our religion and
it's a tradition for us to come every year. And it's really nice to feel
a sense of community that brings us here today," she said. The
mile-long march has been around for decades and, for Sandra Centofante,
the event is a long-standing tradition in her family dating back
generations."This has been a family tradition," she said.Centofante's

that under the deal, Egypt would give up a chunk of the northern Sinai
that lies next to the Gaza Strip for the creation of something called

was confident the plan, whose details are not yet known, will “take
Israel’s vital concerns into account.”“I know a lot of people are

Dermer said, according to the Jewish Insider website.“But I have to say,
as Israel’s ambassador, I am confident that this administration — given
its support for Israel — will take Israel’s vital concerns into account
in any plan they will put forward.”Last Friday, US Secretary of State

ambassador to the US, Gérard Araud, said US President Donald Trump is
uniquely able to “push” Israel on his upcoming peace plan because he is
extremely popular among Israelis and they “trust him.”In an interview
with The Atlantic magazine published on Friday, Araud said the White
House plan, engineered by Trump’s son-in-law and adviser Jared Kushner,
will be “very close to what the Israelis want,” and is 99 percent
“doomed to fail.”“But 1 percent, you never forget the 1 percent. Trump
is uniquely able to push the Israelis, because he is so popular in
Israel,” he said.Araud, who served as France’s ambassador to Israel from
2003 to 2006, positioned himself as “very close” to Kushner, whom he
described as “extremely smart, but he has no guts.” Araud has served as
French ambassador to Washington since 2014 and is retiring.Kushner,
Araud claimed, “doesn’t know the history” of the Israeli-Palestinian
conflict, “and in a sense, it’s good — we are not here to say who is

the negotiation. And suddenly overnight, everything was over. It was
decided overnight; it was decided by Trump. Nobody was warned, and the
day after, nobody was able to tell us what it meant for us,” he went
on.He described the White House as “so dysfunctional,” however, adding
there’s “only one person who can commit the United States [to an
agreement], and it’s Donald Trump.”
